Israel on Monday thwarted the Palestinians’ attempt to obtain observer state status at the United Nations Conference on Disarmament (CD).At the first public plenary of the CD’s 2019 session, 33 states were granted observer status, “while the Palestinian bid was the only one to be rejected, denying yet another Palestinian attempt to politicize the work of professional international organizations,” the Foreign Ministry in Jerusalem said in statement Tuesday.Israel is one of the Geneva-based organization’s 65 member states.The Palestinian bid was supported by Iran, Turkey, North Korea and Venezuela, but Israeli diplomats in Jerusalem and missions across the world, “in close coordination with the US,” managed to block the move, according to the ministry.“This is another Palestinian attempt to politicize professional UN bodies and international agencies,” the statement read.Ramallah had also tried to attain observer state status for CD’s 2018 session, but Israel and the US thwarted that effort as well.“Israel believes that the Conference on Disarmament continues to have an important role to play in the multilateral arms control domain and will continue to take a constructive approach towards its work,” said Aviva Raz-Schechter, Israel’s ambassador to the UN agencies based in Geneva.“The CD is a professional forum for negotiation and Israel, together with others, will object any attempt to politicize this forum.”Founded in 1979 as “the single multilateral disarmament negotiating forum of the international community,” the CD initially had 40 members. They either use that money to gamble or transfer it abroad.Macau authorities have been cracking down on the scheme over the past year and instructed financial institutions to tackle the illegal use of UnionPay cards to evade exchange controls.Macau's gambling industry has revenues of around $3 billion a month.Through the joint investigation, Beijing and Macau police raided their respective cities as well as Hebei, Hubei and Guangdong. The Israel Air Force launched airstrikes against multiple Hamas targets in the northern Gaza Strip on Tuesday night, following two border clashes earlier in the day, including one in which a sniper shot an IDF officer in his helmet, causing light injuries, the army said.The target of the strike was said to be a Hamas building in the Beit Lahia area of northern Gaza, according to Palestinian media. The structure was reportedly hit by multiple missiles. There were no immediate reports of injuries.The Israel Defense Forces said the raids targeted “a number of terror targets in a military base belonging to the Hamas terror group in the northern Gaza Strip.”The Israeli military did not indicate who it believed fired the shots, but said it held Hamas responsible for the violence along the border on Tuesday as the terror group has ruled Gaza since taking control of the enclave in 2007 by ousting the West Bank-based Palestinian Authority.“The IDF is prepared and ready to at against any terrorist action from the Gaza Strip and is determined to defend the citizens of the State of Israel,” the army said in a statement.Hamas accused Israel of escalating the situation, saying it was “fully responsible” for the uptick in violence.“The resistance will not allow the use of Palestinians blood for Israel’s elections, and we have in our possession the means to defend their interests,” the terror group said, referring to the Knesset elections in April.The airstrikes came amid a significant increase in violence along the Gaza border Tuesday.Earlier in the day, shots were fired at Israeli troops stationed along the security fence across from the northern Strip. UNITED NATIONS — Russia on Tuesday slammed a planned US-Polish conference on peace and security in the Middle East as “counterproductive” because of its focus on countering Iran, and said it would not attend.US Secretary of State Mike Pompeo has announced plans for the major conference in Warsaw on February 13 and 14 to be attended by ministers from a dozen countries.Addressing the UN Security Council, Russian Ambassador Vassily Nebenzia said the conference would fail to bolster Middle East security because of its “one-country aspect” and failure to address the Israeli-Palestinian conflict.“Attempts to create some kind of military alliances in the region by holding conferences and focusing on having a simplified unilateral approach that is clearly linked just to Iran are counterproductive,” Nebenzia told a council debate on the Middle East.Such a move “just further pushes away the prospects of finding a genuine security architecture for the region,” he added.In Moscow, the Russian foreign ministry released a statement saying Russia would not attend the meeting which is described as an “anti-Iran platform” and a bid to create conditions to weaken the Iran nuclear deal.“Why has that conference not invited Iran, which is one of the most significant and large countries in the region?” asked Nebenzia.Iran has reacted angrily to the planned conference and warned Poland that it could face consequences for hosting the gathering.Pompeo first announced the conference on January 11 to bring together countries in addressing peace and security in the Middle East, and make “sure that Iran is not a destabilizing influence” in the region.The conference has also received a cool reception from European countries.Facing a lack of enthusiasm, acting US Ambassador Jonathan Cohen described the Warsaw meeting as a “global brainstorming session” and stressed that it was “not the venue to demonize or attack Iran.”Some of the agenda items for the conference include the humanitarian crises in Syria and Yemen, missile development and cyber security, Cohen told the council.

Israel refused to allow a previously approved $15 million transfer to the Gaza-ruling Hamas terrorist group from Qatar on Tuesday, as the restive border region spiraled into deadly violence.The move came after an IDF officer was injured by sniper fire on the border of the restive enclave, and a Hamas fighter was killed in a reprisal shelling by Israel.Israel’s military closed areas near the border to civilian traffic, fearing further violence.“Following the recent incidents in the Gaza Strip, and with consultation with security officials, Prime Minister Benjamin Netanyahu decided not to allow the transfer of Qatari money to the Gaza Strip tomorrow,” an Israeli diplomatic official said, speaking on condition of anonymity.The announcement was accompanied by a series of mock air raids conducted by Israeli fighter jets over the Gaza Strip on Tuesday evening, in an apparent show of strength and tacit threat to the enclave’s terrorist rulers Hamas.A Hamas official told The Times of Israel that “Netanyahu’s decision to prevent their entry is a crime that will push Gaza toward an explosion.”Qatar had been preparing to transfer $15 million in payouts to Hamas civil servants in the Gaza Strip. OTTAWA — Canadian peacekeepers saw their busiest day in Mali on Sunday after extremists with links to al-Qaida attacked a United Nations base, killing 10 and injuring dozens more.Five Canadian helicopters were scrambled from a different base after the attack, according to Canadian Forces spokesman Capt. Christopher Daniel, including two large Chinooks configured as flying hospitals and three smaller Griffon escorts."The Canadian helicopters evacuated 15 wounded UN soldiers," Daniel added in an email. They also delivered food, water and ammunition."Our deployed contingent worked professionally through an extremely complex and demanding day, supporting one another and those who were the target of this horrible act of violence."The operation was by far the largest that the Canadians have performed since arriving last summer in northern Mali, where their primary task is to provide medical evacuations to ill and injured UN peacekeepers and officials.The number of helicopters involved underscored the seriousness of the assault as only one Chinook is required to be on round-the-clock standby. Canada has three Chinooks and five Griffons based with the UN in Gao.Over the previous five months, Canadian peacekeepers had conducted a total of five evacuations involving six patients. Most of the rest of their time has been spent training and ferrying supplies and personnel to different parts of the country.Sunday's attack was the deadliest in months for the UN anywhere in the world. Those killed all came from Chad, bringing the total number of blue-helmets killed in Mali since 2013 to 187. Most of the dead have been from Africa.At least 25 more peacekeepers were injured during the attack on the UN base at Aguelhoc, responsibility for which was claimed by an Islamic extremist organization that allies itself with al-Qaida, Nusrat al-Islam wal Muslimeen. It's about 400 kilometres from where the Canadian helicopters are kept.The UN says the attackers arrived by vehicle at the camp and that peacekeepers "responded robustly and a number of assailants were killed." It says it is investigating to hold the perpetrators accountable.The attack has been condemned by Canada, the UN and other countries, and comes amid concerns about an influx of Islamic jihadists into Mali, which has been gripped by violence and instability since 2012.The jihadists have been blamed for stoking rivalries and divisions among different ethnic communities in the country, where tensions have been high as a result of drought, poverty and corruption.There are fears that Islamic extremists and criminal organizations will run wild there and across the Sahel, the wide expanse of Africa south of the Sahara Desert, if they are not dealt with in Mali.The attack on Aguelhoc, which is in the far north of the country, near the border of Algeria, was nonetheless unusual as most of the violence in Mali has shifted over the past year to the centre and south.Canada's year-long mission is scheduled to end in July, at which point the Canadians will pack up and start heading home. WASHINGTON (Reuters) - One of 20 undeclared ballistic missile operating bases in North Korea serves as a missile headquarters, according to a report by the Center for Strategic and International Studies (CSIS) published on Monday."The Sino-ri missile operating base and the Nodong missiles deployed at this location fit into North Korea's presumed nuclear military strategy by providing an operational-level nuclear or conventional first strike capability," said the report co-authored by analyst Victor Cha.The discovery of an undeclared missile headquarters comes three days after U.S. President Donald Trump said he "looks forward" to another summit to discuss denuclearization with North Korean leader Kim Jong Un in late February.Kim vowed to work toward denuclearization at his first summit with Trump in June, but there has since been little concrete progress.The White House did not immediately respond to a request for comment.CSIS, which last reported on the 20 missile bases in November, said the Sino-ri base has never been declared by North Korea and as a result "does not appear to be the subject of denuclearization negotiations."The report said that missile operating bases would presumably be subject to declaration, verification, and dismantlement in any nuclear deal."The North Koreans are not going to negotiate over things they don't disclose," said Cha."It looks like they're playing a game. MOSCOW (Reuters) - Ten crew died and another 10 were missing presumed dead in a fire that broke out on two ships while they were transferring fuel in the Black Sea, Russia's Transport Ministry said on Tuesday.The vessels which caught fire on Monday have the same names as two Tanzania-flagged ships, the Maestro and Venice, which last year were included on a U.S. sanctions advisory as delivering fuel to Syria.Twelve people were rescued from the burning vessels but there was little hope of finding any more survivors, a spokesman for the Transport Ministry's maritime unit said. The focus had switched from a rescue operation to a search for bodies, he added.The spokesman said the vessels, which had a combined crew of 32, were still on fire and rough no attempts were being made to put out the blaze because of rough sea conditions.Russian maritime officials said on Monday that the vessels were carrying out a ship-to-ship transfer of fuel in the Kerch Strait, which separates Crimea from Russia.On Nov. 20 last year, the U.S. Treasury Department added nine Russian and Iranian individuals and companies on its sanctions list for participating in the shipment of petroleum to Syria.It also issued an advisory note warning of the potential sanctions risk for any entities involved in such shipments which listed 35 ships, including the Maestro and Venice, as having delivered oil to Syria between 2016 and 2018.Reuters reported in December that both the Maestro and Venice continued operations after the Treasury announcement, and regularly entered Temryuk port, in Russia's Krasnodar region, according to Refinitiv data.In the port, liquefied petroleum gas of Russian and Kazakh origin is transferred onto tankers for export, via the Kerch Strait.The strait, between Russian-annexed Crimea and southern Russia, connects both Russian and Ukrainian ports in the Azov Sea to the Black Sea.In November, Russia detained three Ukrainian navy vessels and their crews in the vicinity of the strait, fuelling tensions between the two countries. The Russian government has reportedly asked Israel to halt its airstrikes against Iranian targets near the Damascus airport, the pan-Arab al-Quds al-Araby reported on Friday.According to the report, Russian military officials said Moscow was preparing to renovate the airport that has been damaged in the eight years of fighting in the Syrian civil war. The unnamed officials said the Israeli strikes on Iranian and Hezbollah targets in the vicinity of the airport were causing foreign airlines to reconsider resuming flights to the Syrian capital.The report came as Israeli and Russian militaries on Thursday completed a series of meetings aimed at improving relations between the two armed forces, following the downing of a Russian spy plane by Syrian air defenses, which Moscow blames on Israel.A delegation of senior Russian military officers visited Israel for the discussions, which were led on the Israeli side by the head of the IDF’s Operational Division, Brig. Gen. WASHINGTON (AP) — Thousands more migrant children may have been split from their families than the Trump administration previously reported, in part because officials were stepping up family separations long before the border policy that prompted international outrage last spring, a government watchdog said Thursday.It’s unclear just how many family separations occurred at the US-Mexico border; immigration officials are allowed under longstanding policy to separate families under certain circumstances. Health and Human Services, the agency tasked with caring for migrant children, did not adequately track them until after a judge ruled that children must be reunited with their families, according to the report by the agency’s inspector general.Ann Maxwell, assistant inspector general for evaluations, said the number of children removed from their parents was certainly larger than the 2,737 listed by the government in court documents. Those documents chronicled separations that took place as parents were criminally prosecuted for illegally entering the country under President Donald Trump’s “zero tolerance” policy.“It’s certainly more,” Maxwell said. “But precisely how much more is unknown.”Maxwell said investigators didn’t have specific numbers, but that Health and Human Services staff had estimated the tally to be in the thousands.Lee Gelernt, an American Civil Liberties Union attorney who sued on behalf of a mother separated from her son, said the separation policy “was a cruel disaster from the start. This report reaffirms that the government never had a clear picture of how many children it ripped from their parents.”Most of the tens of thousands of children who come into government custody cross the border alone. But the report found that in late 2016, 0.3 percent of children turned over to Health and Human Services had crossed with a parent and were separated. By the summer of 2017, that percentage had grown to 3.6%, officials said. The watchdog did not give exact numbers, but the total number of migrant children who passed through the agency’s care during the 2017 budget year was 40,810. The separated children had already been released to sponsors, who are generally parents or other close relatives.The inspector general did not say why the children had been separated before the zero-tolerance policy. Immigration officials are allowed to take a child from a parent in certain cases — serious criminal charges against a parent, concerns over the health and welfare of a child or medical concerns. That policy has long been in place.Katie Waldman, a spokeswoman for Homeland Security, said the report reinforced what officials have long said. “For more than a decade it was and continues to be standard for apprehended minors to be separated when the adult is not the parent or legal guardian, the child’s safety is at risk” or there’s a record of a “serious criminal activity by the adult,” she said.In some cases, however, Homeland Security officials said a parent had a criminal history but did not offer details on the crimes, the watchdog reported.The number of families coming across the border has grown even as overall illegal border crossings have decreased dramatically compared with historic trends. Over the past three months, families made up the majority of Border Patrol arrests.The Administration for Children and Families, the division under Health and Human Services that manages the care of unaccompanied minors, said it generally agreed with the findings and noted the report did not find that the agency lost track of children under its care. It also noted new policies were in place to help track newly separated children. And the court never instructed officials to determine the number of children separated before the June 26 ruling.Last spring, then-Attorney General Jeff Sessions said anyone caught crossing the border illegally would be criminally prosecuted. Families were brought into custody by US Border patrol officials, then their parents taken to criminal court. If the parents were gone longer than 72 hours — the length of time Border Patrol is allowed to hold children — the children were transferred to the custody of Health and Human Services.The practice prompted an outcry, with church groups and lawmakers calling the separations inhumane. Trump ordered an end to the separations on June 20. At the time, a federal judge who was already hearing the case of a mother separated from her son ruled that children must be reunited with their parents. Since the court order, 118 children have been separated.Despite “considerable” effort by Health and Human Services to locate all the children placed in its care, the report said officials were still finding new cases as long as five months after the judge’s order requiring reunifications.“There is even less visibility for separated children who fall outside the court case,” investigators concluded.They said it’s not clear the system put in place to track separated children is good enough. And the lack of detail from immigration authorities continues to be an issue.The border remains a crucible for the Trump administration, with a partial government shutdown that has dragged on nearly a month over the president’s demand for $5.7 billion for a border wall that congressional Democrats are unwilling to provide.The inspector general’s office was also looking into other aspects of the separations, including the health and mental well-being of the children who had been separated. It expects to have other reports on the topic.Democratic Rep. Bennie Thompson of Mississippi, chairman of the House Homeland Security Committee, said he would hold the government accountable in the matter.“The Trump administration, with its unique blend of incompetence, cruelty, and disregard for basic decency, misled the American public on one of its most heinous policies to date,” he said in a statement.

Trump and Kim Jong Un are to meet near the end of February.“The president looks forward to meeting with Chairman Kim at a place to be announced at a later date,” said White House press secretary Sarah Huckabee Sanders.Trump had his first, historic meeting with Kim Jong Un in June in Singapore, but little tangible progress has been made on a vague denuclearization agreement crafted at that summit. No details have been released about how denuclearization could occur.The North Korean emissary met earlier with Secretary of State Mike Pompeo at a Washington hotel and they were reconvening after the White House meeting.Trump has spoken several times of having a second summit early this year and has exchanged multiple letters with Kim.Since the first one, several private analysts have published reports detailing continuing North Korean development of nuclear and missile technology. A planned meeting between Pompeo and the envoy, who is North Korea’s former spy chief, in New York last November was called off abruptly. NEW YORK — The US Army plans to buy two Israeli-developed Iron Dome batteries and deploy them next year as a first step in a new $1.7 billion project to both provide American troops an interim defense against cruise missiles and also explore long-term adoption of Iron Dome components for use in a major US air and missile defense system.This decision, which has not been announced by the Pentagon or Israeli Defense Ministry, comes after the US military last year conducted an internal review of its short-range air defense needs to assess whether Iron Dome or a Norwegian or US-developed system was best suited to address a gap in defenses against potential Russian and Chinese cruise missile threats.On October 31, US Army acquisition chief Bruce Jette notified Congress of the results of this internal review which centered on a program called the Indirect Fire Protection Capability Increment 2-Intercept program. IFPC, as the program is called, is still in development and aims to do many of the things Iron Dome has demonstrated in more than 1,700 interceptions, including shooting down unmanned air vehicle, mortars, rockets and artillery.“Based on an analysis of cost, schedule and performance, the Army [has decided to]: field two interim IFPC batteries of Iron Dome in [fiscal year] 2020, while concurrently componentizing a launcher and interceptor solution that are interoperable and integrated with the Army IBCS by FY-23,” states the 15-page report Jette sent Congress. IBCS is a separate, $7.8 billion development program, a complex effort to create an overarching umbrella to connect and coordinate all US Army short- and long-range air and missile defense sensors and interceptors.The US Army now plans to spend $373 million to buy the two Israeli-developed defense systems.Because the decision to buy Iron Dome was made after Congress locked in the Army’s 2019 spending plan, the service will seek permission from lawmakers to divert $289 million appropriated in 2019 from other projects to Iron Dome and will look to finance the balance, $83.9 million, in the Pentagon’s fiscal year 2020 budget proposal, according to the report.The two Iron Dome batteries the US Army will buy consist of 12 launchers, two radars, two battlement management centers and 240 interceptors. At press time, a congressional source told The Times of Israel that the US Army had not yet submitted a request to shift the funds between accounts.In addition, the US Army proposes spending $1.6 billion through 2024 to “componentize” the Iron Dome launcher and missiles in order to integrate the system with the US Army’s Sentinel radar and IBCS.Asked about plans to buy Iron Dome, first reported last week by Inside Defense, Jette declined to address details of the Army’s October report to Congress but suggested the service does not see a readily available, perfect solution to its current need.“We want to have some things in place that provide us some immediate protection,” Jette said January 10 when asked about the US Army’s decision to acquire Iron Dome. “So what that’s going to do is we’re going to look at things that are readily available. Things that are readily available may meet some of our requirements but not all of our requirements. But we may be able to deal with those things that are, I don’t want to call them necessarily shortcomings, they’re, because something’s not a shortcoming if you never planned to do it.”Since 2011, Congress has provided Israel more than $1.4 billion for Iron Dome batteries, developed by Rafael Advanced Defense Systems. In August 2011, US-based Raytheon and Rafael — which are partnered on David’s Sling, a US-Israeli cooperative missile defense development program — announced an agreement to allow Raytheon to market Iron Dome in the United States. And in 2014, the US and Israeli governments signed a co-production agreement to enable some portions of the Iron Dome system to be produced in the United States.Chris King, Raytheon’s director of Israeli programs, told The Times of Israel, “Raytheon is ready to support the Army, as it realizes the full capabilities of Iron Dome in a US operational environment. The Raytheon team has worked on the Iron Dome program for more than five years – successfully building, testing and deploying the system with Rafael, our partner in Israel.”King said Raytheon currently builds 70 percent of the Iron Dome Tamir missile across 26 states across the US.“We’re here to put our extensive expertise to work and support the Army’s needs for integration,” King said.Raytheon and Rafael demonstrated Iron Dome during tests at the White Sands Missile Range in New Mexico.A spokesman for Rafael declined to comment about the US Army’s plans to buy Iron Dome. Similarly, a spokeswoman for the Israeli Defense Ministry declined to comment.The prospect of a sale to the US Army marks a major win for Rafael which has waged a sustained campaign for most of this decade to find a way to sell Iron Dome to the US military.“The United States government and taxpayer have supported the development and production of Iron Dome program for many years now and so, in that respect, this is not turning to a stranger but to a close partner,” said Tom Karako, a missile defense expert at the Center for Strategic and International Studies in Washington, DC.Karako said the US Army’s selection of Iron Dome to meet an immediate cruise missile defense will need to be followed by a demonstration that the system can reliably defeat threats more challenging than it was originally designed to address.“The Iron Dome system was developed for a very particular Israeli need and geography that is unique,” Karako told The Times of Israel January 17. “So it will be important, as the Army goes down this path, that they truly adapt any cruise missile defense system to the much more global and mobile requirements that the United States has. We’re a global force, we’re not just operating in a small location. So the requirements for the United States are likely to be much more demanding.”Early last year, the US Army began exploring ways to accelerate fielding of an interim IFPC capability. The 2018 National Defense Strategy stressed the important of cruise missile defense against potential Russian and Chinese threats. Lawmakers then mandated the Army make plans to field an interim cruise missile defense capability by September 2020.The service considered three options: Iron Dome, Norwegian Advanced Surface to Air Missile System, built by Kongsburg and Raytheon, and an improved variant of the IFPC Increment 2 that is still competitively developing of three new interceptors.Only Iron Dome could meet the 2020 goal, according to the US Army report, with the Norwegian system lagging in 2021 and the IFPC Inc. 2 variant not expected to be fielded until 2023. The NASAMS unit launcher carried a $12 million price tag and each AIM-120 missile was $800,000 and could intercept cruise missiles and unmanned aircraft but not rocket, artillery and mortar fire, according to the report.By comparison, the Iron Dome launcher cost $1.37 million, the battle management center cost $4 million, the Israel Aerospace Industries-built radar $34.7 million and each Tamir interceptor, $150,000.“The Iron Dome system has capability against cruise missiles, unmanned aircraft systems and rocket, artillery and mortar fire,” according to the report. “Additionally, the Army assessed the key benefits of the Iron Dome system as its magazine depth of 20 interceptors per launcher and the proven capabilities of the Tamir Missile. The fielded interceptor is battle tested and Israeli qualified. Based on recent simulation and limited demonstration results, the Army concluded the Iron Dome system supports the interim capability requirements.”Looking to 2023, the US Army plans to explore the “feasibility of a componentized launcher and interceptor for an enduring IFPC solution that leverages joint studies and experimentation between the Army and the Marine Corps,” the report states.“The Army plans to experiment with Army sensors and IBCS to determine the complexity of integration of the componentized launcher and the interceptor solution prior to making a final decision on the enduring solution,” the report states. “The Iron Dome system provides the best value to the Army based on its schedule, cost per kill, magazine depth, and capability against specified threats.”

PARIS, France — French anti-terror judges have recommended that 14 people be tried in connection with the January 2015 jihadist attacks in and around Paris, a judicial source told AFP Friday.The attacks against the Paris offices of the Charlie Hebdo satirical magazine, a policewoman in the nearby suburb of Montrouge, and a Jewish supermarket killed 17 people and marked the start of a wave of jihadist attacks in France.Eleven people are in custody suspected of assisting in the attacks, while another three are wanted by police.Under French law, they can appeal the decision to send them to trial.The trial, whose date will be determined at a later date, will come more than four years after brothers Cherif and Said Kouachi killed 12 people at the offices of Charlie Hebdo on January 7, 2015.The next day a policewoman was gunned down just outside Paris, while another gunman, Amedy Coulibaly, took hostages at a Jewish Hyper Cacher shop, four of whom were killed.All three attackers were killed in two separate shootouts with police.Those to be tried are accused of “complicity” in assisting the attackers, including providing them with weapons.Judicial sources said investigations in connection with the attacks were continuing, notably in Yemen, which one of the Kouachi brothers visited in 2011.Responsibility for the attack against Charlie Hebdo was claimed by Al-Qaeda in the Arabian Peninsula, an offshoot of the main Al-Qaeda organisation.
