The majority of tickets given by Israeli police to Palestinians for traffic violations in the West Bank go unenforced because no state body has taken responsibility for collecting the fines.As part of its campaign to limit road accidents beyond the Green Line, police release a weekly press statement that tallies the amount of tickets handed out for various traffic crimes.According to the Public Security Ministry, under whose auspices the police falls, 45,000 fines worth tens of millions of shekels were administered to Palestinians in the West Bank in 2017. In that same year, 5,600 orders were handed out to Palestinian drivers requiring them to appear in court.However, the Haaretz daily reported Tuesday that while tickets worth at least NIS 22 million ($5.98 million) were handed out last year, only about NIS 9 million ($2.41 million) of those fines have been paid. Consequently, the thousands of fines levied each year have not had a major impact on road rage.Earlier this year, Meretz party lawmaker Mossi Raz sent an official correspondence to Public Security Minister Gilad Erdan asking for clarification as to which body is responsible for collecting traffic violation fines.The minister responded in March that while police officers are the ones who enforce traffic laws in Area C — the 60 percent of the West Bank where Israel has full control over civil and military affairs — the Defense Ministry body known as the Civil Administration is responsible for collecting the fines.Raz subsequently reached out to a Civil Administration official with the same query. In her February response to the lawmaker, Ruth Bar said that “the issue is not under the jurisdiction of the Civil Administration.”“The matter should be taken up with the Israel Police, who are the body responsible for handing out and collecting fines in Israel, including in Judea and Samaria (West Bank),” the defense official wrote, kicking responsibility back to the body that asserts that collecting fines is not a matter of its concern.A defense official told The Times of Israel that Palestinians who chose to pay their fines address them to the Civil Administration, but that “the majority get away with not handing over the compensation because Israeli authorities that typically collect such penalties do not have authority to enter Palestinian towns,” the vast majority of which are located in areas A and B of the West Bank, where Israel does not maintain civil control.Moreover, the official said that the Civil Administration has had a difficult time accessing Palestinian bank accounts, making it difficult even for those interested in paying to do so.Raz called the situation in the West Bank “idiotic.”“Palestinians are under occupation and are being tried under military law. U.S. officials say tainted romaine lettuce appears to be from California-[Reuters]-YAHOONEWS-November 28, 2018

LOS ANGELES (Reuters) - The U.S. Food and Drug Administration said on Monday that the source of an E.coli outbreak in the United States and Canada that has been associated with romaine lettuce appeared to be growers in the Central Coast region of California.At least 43 people in 12 states and 22 people in Canada have been sickened in the outbreak. Last week the U.S. Centers for Disease Control and Prevention issued a blanket warning to avoid all romaine and advised consumers, restaurants and markets to destroy any on hand.The FDA said on Monday that all romaine lettuce entering the market should now be labeled with a harvest location and date and that consumers should not buy or eat it if that information is missing.The agency said that going forward romaine lettuce grown in the Central Coast region of California should be discarded, while product from elsewhere was no longer subject to a warning.(Reporting by Dan Whitcomb)

(Reuters) - A rare, polio-like condition has sickened 116 people in the United States so far this year, the highest number of cases since 2016, the U.S. Centers for Disease Control and Prevention said on Monday.CDC officials have said they do not know what causes acute flaccid myelitis or AFM, which affects the nervous system and triggers weakness and even paralysis in one or more limbs. The vast majority of patients are children.In 2014, when 120 patients were diagnosed, the CDC began investigating cases of the disease, which it estimates affects one out of 1 million people in the United States.Since 2014, the number of cases has spiked every two years in the United States. Last year, the nation had 33 confirmed cases, while in 2016 it had 149."It is pretty concerning that it's going up and we still haven't figured out specifically how to prevent this or how to treat it," Dr. Emmanuelle Tiongson, pediatric neurologist at Children's Hospital Los Angeles who has evaluated and treated patients with the condition, said in a phone interview.One phenomenon researchers have observed is the illness is particularly prevalent between August and October, a period when many viruses commonly circulate, according to the CDC.The disease could be spread through infection, which would explain why there have been clusters of cases in certain states, Tiongson said.The CDC on Monday provided a state-by-state breakdown of cases for the first time this year.Colorado reported 15 confirmed cases of the disease and Texas had 14, followed by Pennsylvania, Ohio, Washington state and Minnesota, which each had eight cases, according to the CDC.States with large populations or good methods for reporting the disease are more likely to have a larger number of cases, according to the CDC.In some patients, the partial paralysis they suffer due to the illness will be a lifelong condition, Tiongson said.(Reporting by Alex Dobuzinskis in Los Angeles; Editing by Lisa Shumaker)

Opiates suspected as cause of overdoses among Saskatchewan women inmates-[CBC]-YAHOONEWS-November 28, 2018

A group of inmates spent time in hospital after overdosing while in custody at a Saskatchewan correctional facility last week.Six women overdosed on what was believed to be an opiate between Nov. 18 and 24 at Pine Grove Correctional Centre, according to a spokesperson for the Ministry of Justice.Several people overdosed in November at Saskatoon's Correctional Centre. One of them died and the rest were sent to hospital.Last month, two women who overdosed in cells at the provincial courthouse in Regina were treated on site by courthouse staff and then taken to the hospital.Inmate says heroin, carfentanil, meth involved-An inmate at Pine Grove has told CBC News she heard what happened as one of the women overdosed last week at the Prince Albert jail."Somebody said, 'She's going under, she's going under,' so I ran back and I was like 'do I call for the guard or do I do CPR?'"CBC is not naming the inmate because of safety concerns."​She was blue, she was grey, she was gone," she said, adding one of the other women "brought her back."The women says she pounded on the windows to get the guards' attention. "I don't know how long it was but it felt like forever and they came in," she recalled-She says staff moved the inmates out of the area and the woman who overdosed was taken to the hospital.She says the inmates were interviewed about what happened. However, she said, she did not receive support to deal with witnessing the overdose."Sitting in here, there's no programming, there's nothing. There's nothing to work on yourself, absolutely nothing."The inmate says the drugs involved were heroin, carfentanil and crystal meth.ODs highlight health issue: frontline worker-"It really highlights the issue of how prisons are not the best places for individuals who have addictions issues," said Jonna Reaume, a reintegration worker at the Elizabeth Fry Society of Saskatchewan.Reaume works with women in the community who have been released from Pine Grove Correctional Centre and visits the jail regularly.She says many women coming into custody already struggle with addictions, problems the jails aren't equipped to handle:  "They're not built or staffed to accommodate individuals who are overdosing or withdrawing from drugs or alcohol."She says these situations highlight a healthcare issue — not a criminal one. Reaume says inmates have limited access to treatment and counselling, adding there are no programs for those on remand awaiting a trial.She says more provincial funding and resources need to be put toward addictions and mental health.Justice minister cites obligation to ensure safety-"It's troublesome that we're having that taking place in our correctional facilities," Justice Minister Don Morgan said Monday.He said the government has "ramped up medical assistance" by making Naloxone available at facilities throughout the province and increasing inspections for people coming in.However, added, people are "inventive" about where they conceal drugs, which makes it challenging for correctional staff.Morgan says it's important to remember people who are in custody have had their liberty taken away, "so we have an obligation to ensure that those people are kept safe and receive the attention they need."Union says staff need support-"The corrections officers are the front-line people, they're the first responders on these scenes," said Bob Bymoen, president of the Saskatchewan Government and General Employees Union, which represents staff at provincial correctional centres."Nobody wants to go to work wondering if their going to have to save somebody's life from overdosing, but that's their reality," Bymoen said, adding  these incidents might contribute to post traumatic stress disorder experienced by correctional officers.He says the number and nature of overdoses is concerning for both the inmates and the staff.Bymoen says staff are looking for more training on how to administer medication used to treat opioid overdoses, and also how to identify the drug and symptoms.

TIJUANA, Mexico — A chaotic border clash with choking tear gas fired by U.S. agents left Central American migrants sullen and dejected, with some opting Monday to leave and others worrying the incident may have spoiled their chances at asylum.Mexican security forces stepped up their presence at a Tijuana sports complex where thousands from the migrant caravan have been sheltered, apparently seeking to avoid a repeat of Sunday's ugly scene. Police blocked the migrants from walking toward the border in the morning, though later on they allowed them to move about freely.Isauro Mejia, 46, from Cortes, Honduras, went looking for a cup of coffee to shake the morning chill following another night sleeping outside after being caught up in the clashes. Before, he had hoped to be able to press an asylum claim, but now he wasn't so sure."The way things went yesterday ... I think there is no chance," Mejia said. "With the difficulty that has presented itself because of yesterday's incidents ... that's further away."Migrants hoping to apply for asylum in the United States must put their names on a waiting list that already had some 3,000 people on it before the caravan arrived in Tijuana. With U.S. officials processing fewer than 100 claims a day, the wait time for the recent arrivals stands to take months.That has instilled a sense of desperation among many after their grueling trek from Central America. Sunday's incident began after hundreds marched to the border to try to call attention to their plight. Some attempted to get through fencing and wire separating the countries, prompting volleys of stinging gas.Cindy Martinez of San Vicente, El Salvador, said she had been about to cross the concertina wire to the U.S. side when the tear gas was launched. She estimated about 20 people had already passed in front of her, and parents begged agents not to unleash the gas because there were young children present."I see it as impossible for them to want to give us asylum," she said. Most Quebecers are in favour of banning public-sector workers from wearing religious symbols, according to a CROP poll released ahead of the first legislative session under a Coalition Avenir Québec government.But a separate survey by Vox Pop Labs, conducted following the Oct. 1 election, suggests Quebecers may be more divided when it comes to the details of how such proposals should be implemented.Premier François Legault indicated after last month's election that he will seek to bar civil servants in positions of authority from wearing religious symbols such as the kippa and hijab.Not only would this apply to police officers, judges and Crown prosecutors, but also to school teachers, Legault said.He justified his decision by saying it was the "position of a majority of Quebecers."The CROP poll, taken between Nov. 14 and 19, estimated that 72 per cent of Quebecers supported banning visible religious symbols for judges, 71 per cent supported banning them for prosecutors and police officers and 65 per cent backed extending the ban to public-school teachers.CROP also found widespread support (55 per cent) for leaving the crucifix in the National Assembly, another of Legault's promises. Twenty-eight per cent wanted to see it removed.More divided on specifics-Alain Giguère, CROP's president, said the results indicated unprecedentedly high levels of support for banning religious symbols."I think we can conclude that the average Quebecer really wants to remove religion from the public sphere, especially for people who hold positions of authority," Giguère said."The numbers are high but they are the product of a public discussion that has lasted since Bouchard-Taylor," he said, referring to the public commission into reasonable accommodation that wrapped up in 2008.One of the commission's key recommendations was that civil servants in positions of authority shouldn't be allowed to wear visible religious symbols. That, however, did not include teachers.CROP's findings are based on an internet panel of 1,000 people. They were asked which government professions should be subject to a ban on religious symbols. The questionnaire did not specify which symbols would be at issue.When data science firm Vox Pop Labs recently asked Quebecers more detailed questions by about the specific religious symbols they object to, and in which professions, the answers varied widely.More divided on specifics-Vox Pop, which operates Vote Compass for CBC and Radio-Canada, surveyed 4,000 people about identity issues in the month after the election.Respondents were shown images of various types of religious clothing and symbols and asked to choose different situations where they should be banned.The results suggested high levels of support — 87 per cent — for preventing police officers and judges from wearing the burka, a full body covering with only a mesh screen for the eyes.But that number dropped to around 65 per cent for the turban and kippa.The Vox Pop findings also suggested Quebecers are, in fact, divided about what religious symbols teachers should be allowed to wear in the classroom.The kippa was opposed by 49 per cent, the turban by 51 per cent, the hijab by 52 per cent and a large cross by 53 per cent.Vox Pop summarized its findings by noting a majority of survey participants — 55 per cent — backed the so-called Bouchard-Taylor consensus.The research firm, though, also concluded that there is little support — only 41 per cent — for extending those limits to teachers, which the CAQ is proposing to do.Moreover, the Vox Pop findings found higher levels of support for removing the crucifix from the National Assembly than CROP.They recorded 50 per cent of respondents saying they opposed its presence in the legislature, compared to 45 per cent who were OK with it there.A Mainstreet poll published two weeks ago, meanwhile, found 42 per cent support for removing the crucifix, compared to the 50 per cent who preferred that it remain.The National Assembly will begin a two-week session on Tuesday that will be the first opportunity for the CAQ to advance its legislative agenda since it was elected in October with a decisive majority.Legault said recently his government will likely wait until next year to table legislation on religious symbols.

The European Union on Saturday condemned Israel’s demolition of around 20 commercial structures in the Shuafat refugee camp in East Jerusalem on Wednesday, which took place as part of the city’s new policy of extending the reach of municipal enforcement to neighborhoods beyond the security fence.“The European Union is strongly opposed to Israel’s settlement policy, illegal under international law, and actions taken in that context, such as forced transfers, evictions and demolitions,” read a statement issued by the Spokesperson for Foreign Affairs and Security Policy at the EU. “The EU expects the Israeli authorities to reconsider and reverse these decisions.”The statement also condemned Israel’s plans to build housing units in the East Jerusalem neighborhoods of Ramat Shlomo and Ramot.“The policy of settlement construction and expansion in East Jerusalem continues to undermine the possibility of a viable two-state solution, with Jerusalem as the future capital of both states, which is the only realistic way to achieve a just and lasting peace,” the statement concluded.The Jerusalem Planning and Building Committee at the beginning of the month approved 90 units in the Gilo neighborhood and 150 in the Ramat Shlomo neighborhood.On Wednesday, the Jerusalem municipality demolished 18 storefronts and three gas stations on the main commercial street of the Shuafat refugee camp in East Jerusalem.Israeli authorities entered the camp with excavators to destroy the structures as police formed a security perimeter, an AFP journalist reported.The stores, all built without permits in a part of the city that has seen rampant neglect and almost no enforcement by municipal authorities for decades, were given demolition warnings only 12 hours earlier.During the demolition, police sealed off the street and shut down all movement in the area, effectively sealing residents in the neighborhood, rights groups charged.Police said the demolitions were carried out due to complaints from residents of the refugee camp. NEW YORK (Reuters) - President Donald Trump's administration on Friday asked the U.S. Supreme Court to review lower court rulings blocking a policy barring certain transgender people from military service, declining to wait for decisions from federal appeals courts currently considering the issue.Trump announced in March that he would endorse a plan by Defense Secretary Jim Mattis to restrict the military service of transgender people who experience a condition called gender dysphoria. The policy replaced an outright ban on transgender service members that Trump announced last year on Twitter, citing concern over military focus and medical costs.But judges in federal courts in Washington state, California, and Washington, D.C., refused to lift injunctions that they had issued against Trump's original ban to allow the updated policy to be enforced.The judges said the new policy was essentially the same as the original ban, or was merely a plan to implement the original ban, which they had ruled would likely run afoul of the U.S. Constitution's guarantee of equal protection under the law.The government's appeals of those rulings had been moving forward. WASHINGTON (AP) — As California’s catastrophic wildfires recede and people rebuild after two hurricanes, a massive new federal report warns that these types of disasters are worsening in the United States because of global warming. The White House report quietly issued Friday also frequently contradicts President Donald Trump.The National Climate Assessment was written long before the deadly fires in California this month and before Hurricanes Florence and Michael raked the East Coast and Florida. It says warming-charged extremes “have already become more frequent, intense, widespread or of long duration.” The report notes the last few years have smashed US records for damaging weather, costing nearly $400 billion since 2015.The recent Northern California wildfires can be attributed to climate change, but there was less of a connection to those in Southern California, said co-author William Hohenstein of the US Department of Agriculture.“A warm, dry climate has increased the areas burned over the last 20 years,” he said at a press conference Friday.The report is mandated by law every few years and is based on more than 1,000 previous research studies. It details how global warming from the burning of coal, oil and gas is hurting each region of the United States and how it impacts different sectors of the economy, including energy and agriculture.“Climate change is transforming where and how we live and presents growing challenges to human health and quality of life, the economy, and the natural systems that support us,” the report says.That includes worsening air pollution causing heart and lung problems, more diseases from insects, the potential for a jump in deaths during heat waves, and nastier allergies.“Annual losses in some economic sectors are projected to reach hundreds of billions of dollars by the end of the century — more than the current gross domestic product (GDP) of many U.S. states,” the report says. It’ll be especially costly on the nation’s coasts because of rising seas and severe storm surges, which will lower property values. Conservative MP urges feds to respond to 'non-state torture' in Canada-[The Canadian Press]-YAHOONEWS-November 27, 2018

OTTAWA — The Canadian government has to answer to the findings of two nurses who told a United Nations committee this week that women and girls in Canada are facing abuse so extreme it amounts to torture, Conservative MP Arnold Viersen says.Linda MacDonald and Jeanne Sarson, nurses and human-rights advocates from Nova Scotia, appeared before the United Nations Committee Against Torture in Geneva earlier this week in hopes of pressuring Canada to amend the Criminal Code to include "non-state torture" as a distinct crime."What they're seeing demands a response from the government," said Viersen.MacDonald said she read the committee an account from a woman who reported having been trafficked by her parents to friends and strangers from the time she was a child. "On the boat he would get the shock things out (electric shocking), throw you down … hits you, make all kinds of bruises with tools like whips, chains, knives, and guns (physical torture). He blindfolds you so you don't know what he's doing (psychological torture). He sticks a broken bottle in your ribs and sucks the blood. He says 'smile'," the woman's story said.The abuse they're talking about is protracted and often perpetrated by victims' relatives, friends of family members, human traffickers, and johns who want very violent sex. MacDonald said that because non-state torture is not identified as a separate crime, there is no data to show how widespread the problem is.Some cases have been heard in court: an Ottawa public servant who died after her husband poured boiling water over her after months of physical and emotional abuse; a teenage boy shackled and starved in a basement by his father; a woman trafficked for the sex trade in Winnipeg, locked in a freezer repeatedly until she passed out.Felice Gaer, an independent expert member of the UN committee and an American human-rights activist, told Canadian officials appearing in Geneva that the committee had heard "rather gripping information" from MacDonald and Sarson about the forms of abuse that children have endured and questioned whether anyone is responsible for collecting formal data.Viersen, an Alberta MP, said he supports the nurses' work and that what they have witnessed among victims is the result of a "lack of value in humanity."The federal government's position is that expanding the Criminal Code to include "non-state torture" would conflict with Canada’s obligations under international laws that specify that torture is a crime carried out by a government.Viersen said the argument has merit, but he's not convinced that MacDonald and Sarson are dogmatic about exactly how the law changes."As long as we can get the idea of what they're trying to grapple with — that there is something that goes beyond assault that is torture," he said.Viersen has been pushing for legislation to control violent pornography and advocates say the issues are related: perpetrators of extreme long-term abuse are often consumers of violent porn.Viersen said if the government is opposed to expanding the Criminal Code to include "non-state torture," it should consider an alternative word that would capture what women say they experience."I like the word 'torture' in the fact that it elicits a response — we all know what that means. Every time you get the lawyers involved they'll tell you that a particular word that you think means one thing actually means something else," he said. "But I applaud these ladies and I would like to see the government have a response to them."Celia Canon, a spokeswoman for Justice Minister Jody Wilson-Raybould, said her office had nothing to say following the nurses' testimony.Earlier this week Canon said creating the offence of private torture could "seriously weaken" Canada’s contribution to the international effort to prevent torture under the Convention against Torture, because it could confuse the existing definition of torture as an act carried out by someone working for a government.She also said the Criminal Code already contains numerous crimes of assault, including sexual assault."In other words, the Criminal Code already contains crimes that capture the kind of conduct associated with private torture, most notably the crimes of aggravated assault and aggravated sexual assault, while existing sentencing provisions already provide a range of aggravating factors that could apply in a case of private torture," Canon said.Janice Dickson, The Canadian Press.

ABU DHABI (Reuters) - A senior Saudi prince cast doubt upon the reported CIA finding that Saudi Crown Prince Mohammed bin Salman ordered the killing of journalist Jamal Khashoggi in Istanbul last month, saying the agency could not be counted on to reach a credible conclusion."The CIA is not necessarily the highest standard of veracity or accuracy in assessing situations. The examples of that are multitude," Prince Turki al-Faisal, a senior member of the royal family, told journalists in Abu Dhabi on Saturday.The prince, a former Saudi intelligence chief who has also served as ambassador to the United States, said the agency's conclusion that Iraq possessed chemical weapons before the U.S. invasion in 2003 showed it could be unreliable."That was the most glaring of inaccurate and wrong assessments, which led to a full-scale war with thousands being killed," he said, speaking at an event hosted by the New York-based Beirut Institute."I don't see why the CIA is not on trial in the United States.
