Mount Kilauea sputtering lava from summit lake-[CBC]-YAHOONEWS-April 8, 2018

Mount Kilauea, the most active of the five volcanoes that together form the island of Hawaii, is spraying lava, but the activity does not pose a threat to nearby communities at this time, the U.S. Geological Survey says.The USGS has described it as spattering and captured video of the event this week on the surface of Kilauea's lava lake within the Halemaumau Overlook vent.The video shows the rare spattering on the north side and centre of the lake's surface, which happens only occasionally when the surface flow direction reverses, the USGC said on its website.Spattering, which is triggered by gas bubbles bursting within the lake, typically occurs near the southeast rim of the Halemaumau crater.Last month, cameras captured another rare Kilauea phenomenon — landspouts whirling above the volcano.Columns of steam were seen rising high above an area of the volcano known as the East Rift Zone, as a result of high winds and humidity.

It's clear that data of Europeans have been exposed to a huge risk and I am not sure if Facebook took all the necessary steps to implement change," she noted.Jourova commented about a letter she received on Thursday by Facebook chief operating officer Sheryl Sandberg.The commission spokesman said the Facebook letter itself could not be made public.The letter reportedly explained that data from possibly up to 2.7 million users from the EU may have been "improperly shared" with Cambridge Analytica, a UK consulting firm accused of having used that data in an attempt to sway the US elections and the Brexit vote."As I already said, for me this story is not only about data protection," said Jourova on Friday."This is a threat to our democracy and electoral processes. I would like to speak with Ms Sandberg about how they intend to ensure transparency and respect the rules of our democratic debate and how they plan to change once the GDPR is in place."The GDPR is the general data protection regulation, a new piece of EU legislation that is expected to have severe ramifications on the relationship between companies that process personal data and their customers."This story is too important, too shocking, to treat it as business as usual," added Jourova."The internet is not a space free of rule of law. Opinion-Opportunity not to be missed in Greece-Macedonia row By Augustine Zenakos-EUOBSERVER

Apr, 17:55-The naming dispute between Greece and the Republic of Macedonia that has raged for almost three decades must be resolved.There are several reasons why the current opportunity, presented by the renewed UN-mediated negotiations between the two countries and encouraged by the US and the EU, should not be missed.Firstly, Greece's contentions in the dispute are or have become illegitimate.Greece continues to argue, on the official level, that its major objection is Macedonia's "irredentism".While it is true that several statements by Macedonian officials, as well as certain provisions in the Macedonian constitution, did justify such a concern in the past, this is no longer the case.The current government in Macedonia has gone to great lengths to dismantle the so-called 'Antiquisation' programme that was pursued by its predecessor, and has openly repudiated any claim on the history that Greece considers its own heritage.As for the constitution, it is simply not true that it continues to include irredentist references. On the contrary, after its amendments, it includes an explicit rejection of any claim to foreign territory.Greece has in substance accepted that its neighbour's "composite name" will include the term "Macedonia".Therefore, continued insistence on a non-existent "irredentism" serves no purpose except pandering to a nationalistic segment of Greek public opinion.The same is true about denying the existence of a Macedonian nation. The Macedonian national movement has been documented since the last years of the 19th century, and people that self-identify as ethnic Macedonians have been around for at least as long.Secondly, Greek policy towards its northern neighbour through the years - including a trade embargo in the 1990s - has been devastating to Macedonia's economy, and continually hinders its chances for stability and prosperity.Greece has in reality no reason to consider the Republic of Macedonia as a threat.A country that has only 20 percent of the population of Greece and virtually no military forces cannot reasonably be considered a security concern.-Immoral-Continuing to obstruct Macedonia's prospects of development and international relations is simply a re-channeling of other threats and humiliations (for example, dissatisfaction with EU-imposed austerity or concern over the deteriorating relationship with Turkey) into a conflict with a weaker adversary that Greece feels it has the power to bully with impunity.This is immoral.Thirdly, the current government of the Republic of Macedonia has come to power through a process of public involvement and through the disillusionment of a large part of the voters with the extreme nationalist policies of the past.A failure in the negotiations now will be a severe blow to the momentum that more moderate and more democratic policies currently enjoy.And it is not just international relations that will suffer as a result. The internal progressive policies with regard to civil and minority rights, that this government was elected to promote, will also be endangered. Greece has no reason, as a democratic country, to wish for that to happen.It is true that the main thrust behind the restart of the negotiations now has not been the desire of either Greece or Macedonia to correct past mistakes, but rather the on-going project of NATO consolidation in the Western Balkans.It started with the admission of Slovenia into the alliance, and continued with Albania and Croatia, and finally with Montenegro. Macedonia has long endeavoured to be admitted to NATO, and it seems that this is now the next step, provided that Greece lifts its objections, which it will only do if the naming dispute is resolved.It is no secret that this euro-Atlantic policy is pursued with some urgency in the face of deteriorating relations between the West and Russia, as well as increasing Chinese economic expansion.This is also reflected in the European Commission's determination to integrate the Western Balkans into the Union by 2025. Greece has aligned itself with these policies.Some argue that small countries have no reason to get involved in the grand designs of major powers, and that an entanglement with NATO's anti-Russian preparations brings the threat of war closer, rather than ensure security.While this can be a legitimate discussion - particularly considering the track record of past Nato intervention - it should be disconnected from the issue of the naming dispute with Macedonia.Nato has its reasons for encouraging a resolution, but Greece should have its own reasons, which I briefly set out here, for ending the dispute.An insistence on discussing the issue under the weight of concerns about Nato policy leads to a curious coupling of anti-imperialism and nationalistic chauvinism that is regressive and reactionary.It should not be allowed to dominate the public debate.Augustine Zenakos is a journalist based in Athens.

What responsible governments do in such cases is to draw lessons from the mistake so as to prevent them from occurring again.There remains the principle point in the parliament's resolution, namely that EUvsDisinfo "meddles with the free press in the Netherlands …and that it is not up to government bodies to label free press publications as fake-news".It is a misunderstanding that EUvsDisinfo interferes with the media in the EU.Its task is to find concrete cases of Russian disinformation and to explain why the information is erroneous.Virtually all cases of factually false information are found on the sites of the above-mentioned Russian information-channels.It does occasionally happen, however, that such information finds its way into Western media.When EUvsDisinfo notices this it is obliged to make it public. Yukon government sheds light on carbon tax plan, but questions remain-[CBC]-YAHOONEWS-April 8, 2018

The Yukon government presented its first look this week at the expected impact of a carbon tax on the territory. But how much the tax will cost Yukoners, and how a rebate would work when it's implemented, is still unclear.The Yukon government held a briefing Thursday to explain a federal government study that looked at how carbon pricing will affect Yukon. The carbon tax puts a price on carbon in an effort to reduce greenhouse gas emissions.The federal study suggests that, with the tax, Yukon could reduce its greenhouse gas emissions in 2022 by 32 kilotonnes — about the same mass as 46,000 moose.Household impacts-Some of the costs of a carbon tax won't be entirely new.Yukoners are already indirectly paying a carbon tax on goods imported from four provinces — B.C., Alberta, Ontario and Quebec — that already have the tax, said Carol MacLellan, with the Yukon government's department of finance.The federal government study examined both the direct and indirect costs of a carbon tax. Indirect costs — those associated with imported goods — account for about 75 per cent of the cost of carbon tax, while direct costs — like carbon taxes on gasoline and home heating fuel — make up the rest.The study was based on projections for 2018, however, the tax is not expected to be implemented until Jan. 1, 2019.The study estimated the average cost to a Yukon household in 2018 would have been $260, but that will increase each year to 2022, when carbon dioxide emissions will be priced at $50 a tonne.In 2022, carbon pricing will cost the average household about $760, according to a spokesperson for Environment and Climate Change Canada.Households with higher incomes will feel more of an impact because "higher income households spend more on average, both on carbon-based fossil fuels and on goods and services with embedded carbon pricing," the study states.But the Yukon government says those costs don't reflect the revenues that will be returned to Yukoners and businesses."Nearly all of those impacts will be offset by the returning of revenues," said Kirsten Burrows, senior analyst with Yukon's environment department.Industry impacts-Carbon pricing will also impact the larger Yukon economy.The transportation sector will feel the biggest impact, according to the federal study.It estimates a carbon tax will cost freight and other transportation (except air) $2.3 million in 2018, with that number increasing to $12.3 million by 2022.Carbon pricing will cost air transportation, which only accounts for travel within the territory, $1 million in 2018 and $4.9 million in 2022, the study states.Those two sectors are also projected to have the largest reductions in greenhouse gas emissions by 2022 — 22.7 kilotonnes for the freight and transportation sector, and 5.6 kilotonnes for air.What about those rebates? During the 2016 territorial election campaign, Yukon Premier Sandy Silver promised that all money collected from a carbon tax would come back to Yukoners in the form of rebates.The details of how that will work are still being figured out, said MacLellan."There is one unknown that we need to confirm with the federal government, which is how the revenue will be transferred back to the territory and what the timing of that will be," she said. "Until we actually have money to rebate, there's not a lot we can do."She expects the rebates would happen some time after carbon pricing comes into effect.The carbon tax is expected to generate about $26 million in revenue in Yukon by 2022.Study leaves Opposition with more questions-How a rebate program would work is just one question the opposition is raising.The Yukon Party's Finance critic Brad Cathers said the study didn't provide a lot of details on how the tax would reduce greenhouse gas emissions.He is also critical of how the carbon tax will impact air travel."Air transportation is such a big part of the economy here and it has an impact on other sectors," said Cathers.He says there's an impact on mining, big game tourism and wilderness tourism if there's an increase in the cost of aviation services, especially if competitors in other jurisdictions don't have similar increases.Meanwhile the NDP's Environment critic Kate White says a five per cent emissions reduction by 2022 is not enough."One of the things I want to know from government is how they're going to help people make choices and help people make the choices that are better for the environment," she said.

Canadians with LTE-compatible phones can now receive public alerts and safety information in the event of life-threatening emergencies.The National Public Alerting System, known as Alert Ready, provides a standardized system that sends out localized alerts."By adding smartphones to our emergency alert system, we will be able to reach more Canadians, faster, in times of crisis," said Public Safety Minister Ralph Goodale.Provincial testing of the system will begin in May. Users in Ontario and Quebec will get test alerts May 7, and in the rest of the provinces a test will take place on May 9. Yukon and Nunavut have yet to announce testing dates.Wireless alerts will appear like a text message and will be have a distinct sound and vibration meant to reinforce the alert message.According to Public Safety Canada, wireless public alerting is geo-targeted and can be very specific to a limited area of coverage, unlike radio and television broadcasting, which often has broad areas of coverage.A wireless device that is turned off will not display an alert until it is turned back on, if the emergency alert is still active in the area.Wireless users can't opt out of the system, and the CRTC has said wireless providers cannot charge a separate fee on consumers' bills for participating in the alert system.To test if your phone is capable of receiving alerts visit AlertReady.

BEIJING/WASHINGTON (Reuters) - China warned on Friday it was fully prepared to respond with a "fierce counter strike" of fresh trade measures if the United States follows through on President Donald Trump's threat to slap tariffs on an additional $100 billion of Chinese goods.Trump, in light of what he called China's "unfair retaliation" against earlier U.S. trade actions, had upped the ante on Thursday by ordering U.S. officials to identify extra tariffs, escalating a tit-for-tat confrontation with potentially damaging consequences for the world's two biggest economies.China's Commerce Ministry spokesman, Gao Feng, calling the U.S. action "extremely mistaken" and unjustified, said the spat was a struggle between unilateralism and multilateralism and that no negotiations were likely in the current circumstances."The result of this behavior is to smash your own foot with a stone," Gao told a news briefing in Beijing. "If the United States announces an additional $100 billion list of tariffs, China has already fully prepared, and will not hesitate to immediately make a fierce counter strike."The dueling trade threats rattled Wall Street on Friday, ending a volatile week with major indexes closing down more than 2 percent on the day. The dollar also fell, while safe havens such as the Japanese Yen and gold futures rose.The week started with China imposing $3 billion of tariffs on U.S. fruits, nuts, wine and pork, and rapidly escalated to threats that could seriously curtail hundreds of billions of dollars in trade between the world's two largest economies.While U.S. officials said they were prepared to talk the issues through with China, there was no clear path to negotiations. Turkey says 108 Kurdish militants 'neutralized' in past week-[Reuters]-YAHOONEWS-April 7, 2018

ANKARA (Reuters) - Some 108 Kurdish militants have been "neutralized" in operations targeting southeast Turkey and northern Iraq over the past week, Turkey's armed forces said on Saturday.The military uses the term "neutralized" to refer to operations in which opposition forces have been killed, wounded or captured.In a weekly roundup, it said it had neutralized 31 militants from the outlawed Kurdistan Workers Party (PKK) in the southeastern provinces of Tunceli, Mardin, Diyarbakir and Sirnak.It said 77 other militants had been neutralized in cross-border operations.Earlier on Saturday, the military said it had neutralized six militants in an air strike targeting northern Iraq's Hakurk region.Turkey regularly carries out air strikes against PKK targets in northern Iraq, where the group is based in the Qandil mountains, but has also recently threatened to push its operations to Sinjar.Ankara has long complained that PKK fighters are being given free rein to operate out of Sinjar against Turkish targets.President Tayyip Erdogan said Turkey would do "what is necessary" if an Iraqi operation against the militants failed, raising the prospect of a possible direct Turkish military operation.Turkish forces are currently waging a full-scale military operation in the Afrin region of northern Syria against the Syrian Kurdish YPG militia, which Ankara sees as an extension of the PKK.The PKK, considered a terrorist organization by Turkey, the United States and the European Union, has waged a three-decade insurgency in Turkey's largely Kurdish southeast that has killed some 40,000 people.(Reporting by Tuvan Gumrukcu; editing by Jason Neely)
