Israel’s UN Ambassador Danny Danon on Sunday blasted the discovery of a tunnel underneath a Gaza school run by the UN agency for Palestinian refugees, accusing the Hamas terror organization of using UNRWA facilities as “terror bases” and Gazan children as “human shields.”“Yet another terror tunnel under an UNRWA schoolyard. This is what Hamas rule looks like and this is more proof of the double war crime committed as terror tunnels are built to attack Israelis, while using the children of Gaza as human shields,” said Danon in a statement.“We cannot accept a situation in which UNRWA schools are used as terror bases.  This dangerous incident must not be ignored and strict oversight is needed to ensure that UN facilities are not used to protect terrorists,” he added.Since the discovery some two weeks ago, UNRWA closed the school and sealed off the opening to the tunnel. The school resumed operations last Wednesday, the UN organization said in a statement on Saturday.The statement did not say where the tunnel led, where it was found, or who was believed to have constructed it.“The presence of a tunnel underneath an UNRWA installation, which enjoys inviolability under international law, is unacceptable. It places children and agency staff at risk,” the UN agency said.UNRWA informed Israel’s Coordinator of the Government Activities in the Territories, IDF Maj. Gen. The Trump administration has openly made clinching an Israeli-Palestinian peace deal a priority, while stressing negotiations would take time and refraining from strong criticism of Israeli settlement activity.Earlier Sunday, a Trump administration official found fault with the “Greater Jerusalem” bill, which was removed from the agenda of a key ministerial panel  on Saturday night at the prodding of the US.“It’s fair to say that the US is discouraging actions that it believes will unduly distract the principals from focusing on the advancement of peace negotiations. Puigdemont hasn't said whether he will leave office voluntarily but he appeared on regional television Saturday urging Catalans to peacefully resist the takeover."No matter what he says, the central government is now in charge of Catalonia, although we have clearly decided we don't want to be there for the long run," Dastis said.The Spanish government has fired Puigdemont and his regional Cabinet and called for a new regional election on Dec. 21. It's unclear whether the pro-independence parties that currently have a narrow majority in Catalonia's regional parliament will participate in the vote or boycott it.Puigdemont has said previously that he wasn't going to run for re-election but he hasn't said anything about the December vote.Dastis said Catalan separatists "should think twice" before shunning that election because it "will be held according to the law. So the results will have to be respected afterward."Puigdemont would be welcome to run, provided he hasn't been prosecuted for his role in staging an Oct. 1 referendum on independence that the Spanish constitutional Court declared illegal, Dastis said."I don't know what kind of judicial activity will happen between now and Dec. 21," the foreign minister said. "If he is not put in jail at that time I think he is not ineligible."Spanish prosecutors, however, have said they are considering whether to file rebellion charges against Catalan separatists who organized the Oct. 1 vote, which would presumably include Puigdemont and other top separatists.Spain is taking a gamble by calling a vote that could strengthen the pro-independence majority in the Catalan parliament. But Dastis said he believes "common sense" will prevail as Catalans reflect on what he called "false promises" made by Puigdemont's government."They said the economy would flourish, that everything would be fine and dandy. He noted jokingly that the Spanish abbreviation for a unilateral declaration of independence is DUI, which in English is short for driving under the influence."Many people think, like me, that these guys were driving under some kind of influence," he said. "People are perplexed. And they didn't think that such a thing would be possible in Europe in the 21st century."Asked to comment on possible outcomes of Spain's worst political crisis in decades, Dastis said he didn't think it would lead to the breakup of Spain but could potentially lead to expanded self-rule for Catalonia."I rule out full independence but not necessarily more autonomy, even if they are now already one of the regions with the highest powers and competences not only in Spain but in the world at large," he said.Dastis has defended the actions of Spanish police who used batons and rubber bullets to disperse non-violent protesters at polling stations on Oct. 1. As the Liberal government gets set to bring at least 300,000 immigrants to Canada next year, experts say a more robust integration strategy is needed to ensure their economic success and prevent a public backlash.This week Immigration Minister Ahmed Hussen will unveil immigration levels for 2018, including targets for the number of economic migrants, family reunifications and refugees who will be permitted into the country.He confirmed the number will not dip below what he called the "new normal" of 300,000 set in 2017.Hussen called immigration a "big tool" to power Canada's economy and address demographic challenges, including those in Atlantic Canada, at a time of falling fertility and an aging population."The plan will continue to have a vast majority of immigrants coming in the economic class, because that is where the greatest need is, followed very closely by family class immigrants and then making sure that we continue to have space in our immigration levels plan for refugees that we resettle from abroad," he told CBC Radio's The House.Last week, Statistics Canada reported that based on 2016 census data, 21.9 per cent of Canada's population is now foreign-born, reflecting the highest percentage of immigrant population in nearly a century.Kareem El-Assal, a senior research manager specializing in immigration for the Conference Board of Canada, said it is "absolutely imperative" that Canada ups its intake in order to meet future labour needs.Match newcomers with provincial needs-But the system must become more adept at matching newcomers with local and provincial needs, he said, improving outcomes by selecting more people with pre-arranged jobs, recruiting more international students and giving provinces a greater say in who comes to the country.El-Assal said while big challenges persist, such as the length of time it takes to award foreign credentials, he believes governments have done a good job of managing what is "arguably the best immigration system in the world" with a careful selection process, public education and health care to foster smooth and successful integration.He said this should not be taken for granted at a time of big public backlash in the United States, United Kingdom and Europe, and that there's a "huge danger" in dismissing views of those who oppose a big influx of immigrants."I don't think it's useful to ostracize these people or to call them racist or xenophobic. We need to have open and honest conversations with them and we need to listen to their concerns," El-Assal said.In his view, many of them have valid concerns because they lost their own job or believe social traditions are at stake.Taboo to talk limits-Gilles Paquet, an author and economics professor emeritus at the University of Ottawa, said with more than one in five now born outside the country, immigrants have become a political force so strong that it's become taboo to talk about possible limits."It's not even a debate anymore. MOGADISHU, Somalia — Security forces ended an overnight siege by militants Sunday at a hotel in Somalia's capital after a bombing and shootout that killed 23 people, and the government fired its police and intelligence chiefs amid the continuing extremist attacks.The Cabinet action followed a recommendation by Security Minister Mohamed Abukar Islow. It came hours after the end of the attack on the Nasa-Hablod Hotel and two weeks after more than 350 people were killed in a massive truck bombing on a busy Mogadishu street in Somalia's worst-ever attack.The bloodshed has shaken public confidence in the ability of the military to protect the capital, and many Somalis blame the government of not doing enough."We are dying in hundreds now," said resident Ahmednur Hashi. "Who is going to protect us?"Al-Shabab, Africa's deadliest Islamic extremist group, claimed responsibility for the latest attack, which began Saturday afternoon when a truck bomb exploded outside the popular hotel. The blast twisted vehicles and caused massive damage to nearby buildings that were left with only their walls standing.The militants invaded the hotel and gunfire continued as security forces fought them inside the building. Two more blasts were heard, including one in which an attacker detonated a vest of explosives.Troops regained control of the hotel after killing three attackers and capturing two others, said Capt. Mohamed Hussein.Salim Aliyow Ibrow, the minister of Electricity & Water, was rescued from the hotel amid the shooting. AMMAN (Reuters) - The Syrian army, supported by Russian jets and Iranian-backed militias, escalated bombing on Sunday of areas of the Syrian city of Deir al-Zor still held by Islamic State.Former residents and the Syrian Observatory for Human Rights said there were heavy aerial strikes on eastern Syria's largest city as troops pushed towards the Hay al Umal area, which overlooks some of the remaining militant-held neighborhoods where an estimated 1,500 civilians are trapped.The Syrian army has gradually tightened the noose around the militants after it opened a land route into the city in September with the help of Russian air strikes and Iran-backed militias, breaking a siege that had lasted nearly three years."The situation is catastrophic, there are families under the rubble and others who fled have no shelter," said Sheikh Awad al Hajr, a tribal leader, referring to the plight of those remaining inside the city and in cities, towns and farms in the fertile strip along the Euphrates bordering Iraq.Fighting and relentless air strikes in Deir al-Zor province, the last stronghold of the Islamic State, have prompted tens of thousands of civilians to flee, former residents and aid workers say.Relatives of some civilians and Syrian opposition figures accuse the Russian army of bombing boats and dinghies carrying families fleeing the western banks of the Euphrates. Moscow denies it targets civilians in its military operations in Syria and says it hits only militant hideouts and facilities.Russia has thrown its military weight behind the Syrian army campaign to regain the strategic oil-rich province which has become the focus of Syria's more than six-year long civil war. They are racing with U.S- backed forces to grab territory from Islamic State.While the Syrian army appeared to make more gains inside Deir al-Zor city, the militants made a surprise offensive in the last 24 hours that pushed back pro-government and Iranian-backed militias from Albu Kamal, the last border post on the Syrian Iraqi border still in militant hands.-The Syrian Observatory for Human Rights and former residents said the jihadists recaptured the strategic towns of al Qwaira and Makhan on Saturday in several deadly ambushes that inflicted heavy casualties on pro-government and Iranian Shi'ite militias.The latest jihadist assault pushed back the army to the city of Mayadeen, further north along the Euphrates river that the militants lost earlier this month."The Islamic State was able to push back the regime and its Iranian-backed militias to the heart of the city of Mayadeen," said Amer Huweidi, an activist from the city in touch with locals and residents.Mayadeen is a strategic city that has been a base for the militants after they were driven out of their de facto Syrian capital in Raqqa city.The U.S.-led coalition against Islamic State is waging a separate campaign against the group in Deir al-Zor, focused on areas to the east of the Euphrates River which bisects the province.The coalition secured the Omar oilfield, Syria's largest oilfield, this month.(Reporting by Suleiman Al-Khalidi; Editing by Susan Fenton)

Rouhani says Iran will keep producing missiles, state TV reports-[Reuters]-YAHOONEWS-October 29, 2017

DUBAI (Reuters) - Iran will continue to produce missiles for its defense and does not consider that a violation of international accords, President Hassan Rouhani said on Sunday in a speech broadcast on state television.Rouhani spoke days after the U.S. House of Representatives voted for new sanctions against Iran's ballistic missile program, part of an effort to clamp down on Tehran without immediately moving to undermine an international nuclear agreement.He also meet the head of the U.N. nuclear watchdog in Tehran, who again vouched for Iran's compliance with the 2015 accord that curbed its nuclear program in return for sanctions relief, which has drawn fire from U.S. President Donald Trump."We have built, are building and will continue to build missiles, and this violates no international agreements," Rouhani said in a speech in parliament.The United States has already imposed unilateral sanctions on Iran, saying its missile tests violate a U.N. resolution, that calls on Tehran not to undertake activities related to missiles capable of delivering nuclear weapons.Iran denies seeking nuclear weapons and says it has no plans to build nuclear-capable missiles.Rouhani also criticized the United States over Trump's refusal this month to formally certify that Tehran is complying with the accord on Iran's nuclear program, even though international inspectors say it is."You are disregarding past negotiations and agreements approved by the U.N. Security council and expect others to negotiate with you?" Rouhani said."Because of the behavior it has adopted, America should forget any future talks and agreement with other countries," Rouhani added, referring to unnamed countries in East Asia, an apparent reference to North Korea.IAEA HEAD VISITS-Yukiya Amano, the director general of the International Atomic Energy Agency (IAEA), met Rouhani, President of the Atomic Energy Organisation of Iran Ali Akbar Salehi, and Foreign Minister Mohammad Javad Zarif in Tehran, an IAEA statement said."Director General Amano reiterated that the nuclear-related commitments undertaken by Iran are being implemented, and that the JCPOA represents a clear gain from a verification point of view," it said, using an abbreviation for the 2015 accord."For the future, he stressed the importance of full implementation by Iran of its nuclear-related commitments in order to make the JCPOA sustainable."Trump's decision not to certify Iranian compliance with the landmark nuclear deal between Iran and six world powers means Congress now has less than 60 days to decide whether to re-impose sanctions on Tehran that were lifted under the agreement that Amano's agency is in charge of policing.Iranian Supreme Leader Ayatollah Ali Khamenei has said Tehran will stick to the agreement as long as the other signatories do, but will "shred" the deal if Washington pulls out, as Trump has threatened to do.U.S. Ambassador to the United Nations Nikki Haley has pressed the IAEA to seek access to Iranian military bases to ensure that they are not concealing activities banned by the nuclear deal.Asked whether Amano had made any requests for new inspections, Salehi said after meeting Amano: "He has no request in this area," Iran’s state news agency IRNA reported.Salehi said Iran could resume production of 20 percent enriched uranium in four days, but did not want the Iran deal to fall apart.U.S. Defense Secretary Jim Mattis said on Saturday that he could not imagine the United States ever accepting a nuclear North Korea, and stressed during a week-long trip to Asia that diplomacy was America’s preferred course.(Reporting by Dubai newsroom, additional reporting by Michael Shields in Zurich,; Editing by Nick Macfie, Larry King)
