"We're one of the lowest (tax) jurisdictions and, I always have to remind people, we don't have a provincial sales tax.:But Gary Leach, president of the Explorers and Producers Association of Canada, said the carbon tax could drive investment away to other provinces or the United States."We're competing in a North American market," he said. "The price for our energy exports is set outside of Alberta. We don't set the prices. So to the extent where our industry is shouldering a competitive burden that our competitors are not, that is a serious concern."Beverly Gilbert, national commodity tax leader for law firm Borden Ladner Gervais, said there's no question that Alberta producers will face higher costs and a "huge compliance burden" as a result of the carbon tax."They will be paying this non-refundable tax that people in Saskatchewan will not be paying, for instance, on things like venting and flaring," Gilbert said. "That makes us less competitive."Gilbert acknowledged, however, that the fact that Alberta has no provincial sales tax gives it a substantial advantage that producers in other provinces don't have.The carbon levy, to take effect Jan. 1, is one element of a climate-change strategy intended to reduce Alberta's carbon footprint. You could smell it in the area immediately, and people were running away from it, you could tell something was amiss," he said.Herlihy went to an upper floor of the Château Laurier to get a better look."I caught the hole expanding and the car falling in and the gas just roiling the water, causing the dirt underneath the street to erode and collapse. And it's really deep," he said.

Two Toronto mothers say they are concerned about graphic anti-abortion flyers being delivered to homes in two west-end neighbourhoods and one is taking it upon herself to remove them from mailboxes.Liz Phillips, who lives in Roncesvalles, and Maya Bastian, who lives in Parkdale, say the flyers are disturbing, inappropriate and being viewed by children picking up the mail.Each flyer has two photos, one of a seven-week old fetus in utero, and another of an aborted eight-week-old fetus on a white background. Both photos are framed by green. They are printed by the Center for Bio-Ethical Reform.Phillips and Bastian say teenage girls delivered the flyers to their respective neighbourhoods this week.Phillips, a mother of two sons, aged 7 and 9, found the flyer in her mailbox on Wednesday. She decided to clear her block of the flyers by going to each home, removing the flyers from mailboxes and replacing them with sheets she printed herself, explaining her action and indicating that she has kept the flyers for anyone who still wants to view them."I'm pro-choice, so I don't like the messaging itself. I also don't assume that everybody on the block thinks the same way," Phillips said. "My main concern was with the graphic nature of the brochures."Phillips said one of her neighbours, walking behind her on his property, was surprised to see her but agreed with her action after she talked to him about it. She said neighbours on other blocks are also removing the flyers from mailboxes. But she said she doesn't want to be "policing" her neighbours' thoughts."I've kept copies at my address. I just want to prevent anyone from being upset by something that is kind of inappropriate."Toronto police say it is not illegal for Phillips to remove the flyers because the printed matter is not addressed, they haven't been processed by the post office and therefore not considered mail. "It's disturbing even to an adult."Bastian said she explained abortion to her child without going into the details. Canadians frustrated over Senate amendments to assisted dying bill, says Ambrose-[The Canadian Press]-June 9, 2016-YAHOONEWS

OTTAWA - Interim Conservative Leader Rona Ambrose says changes proposed by the Senate to the Liberal government's proposed new law on medically assisted dying are a sign of a bigger problem.Senators voted 41-30 on Wednesday to amend Bill C-14, to allow suffering patients who are not near death to seek medical help to end their lives.The change, if accepted, would delete a requirement that a person's natural death be reasonably foreseeable, removing the central pillar underpinning the legislation.The amendment replaces the eligibility criteria in the bill with the much more permissive criteria set out in last year's landmark Supreme Court of Canada ruling, which struck down the ban on assisted dying.That sets the Senate on a potential collision course with the government.But Ambrose says it also circumvents the will of the elected House of Commons, just as she said the Supreme Court did in setting parameters around doctor assisted death."We have the courts making laws in this country and now we have an unelected Senate changing the laws of an elected House," Ambrose told a news conference Thursday."There's even a larger debate here, which I think is upsetting a lot of my constituents and a lot of people across the country."Justice Minister Jody Wilson-Raybould has signalled that the government is unlikely to accept such an amendment, saying a lot of work went into ensuring a balance between recognizing personal autonomy and protecting the vulnerable.Ambrose agreed with Wilson-Raybould that the bill approved in the Commons and sent to the Senate strikes the right balance, although she actually voted against it.The Senate is expected to continue debating the bill and voting on other amendments into next week.

YARNELL, Ariz. - Hundreds of people evacuated their homes as a wildfire raged near the Arizona town where a 2013 blaze killed 19 members of an elite firefighting crew.Bureau of Land Management spokeswoman Dolores Garcia said 250 to 300 people left their homes in the town.The fire grew to 600 acres, but crews expected it to ease somewhat during the overnight with cooler temperatures and higher humidity.There have been no reports of injuries, the Yavapai County sheriff's office said.About 140 firefighting personnel were battling the blaze, supported by three air tankers and two helicopters making blaze suppression drops. VIENNA (Reuters) - A U.S.-led push for India to join a club of countries controlling access to sensitive nuclear technology made some headway on Thursday as several opponents appeared more willing to work towards a compromise, but China remained defiant.The 48-nation Nuclear Suppliers Group aims to prevent the proliferation of nuclear weapons by restricting the sale of items that can be used to make those arms. It was set up in response to India's first nuclear test in 1974.India already enjoys most of the benefits of membership under a 2008 exemption to NSG rules granted to support its nuclear cooperation deal with Washington, even though India has developed atomic weapons and never signed the nuclear Non-Proliferation Treaty (NPT), the main global arms control pact.But China on Thursday maintained its position that the Non-Proliferation Treaty is central to the NSG, diplomats said.The handful of other nations resisting India's admission to the group, including South Africa, New Zealand and Turkey, softened their stance somewhat, opening the door to a process under which non-NPT states such as India might join, diplomats said."There's movement, including towards a process, but we'd have to see what that process would look like," one diplomat said after the closed-door talks on Thursday aimed at preparing for an annual NSG plenary meeting in Seoul later this month.Opponents argue that granting India membership would further undermine efforts to prevent proliferation. BRUSSELS, Today, 14:36-Five EU states have urged the bloc to grant visa-free travel to Georgia at the earliest opportunity for the sake of EU “credibility”.Interior and foreign affairs ministers from Bulgaria, Estonia, Latvia, Lithuania and Romania issued the appeal in a letter, seen by EUobserver, on Thursday (9 June) to the Dutch presidency of the EU Council and the EU foreign service.The letter said they hoped that an agreement could be reached at a home affairs ministers’ meeting in Luxembourg on Friday or a foreign ministers’ meeting on 20 June.They spoke out after France, Germany and Italy, at an EU ambassadors’ meeting on Wednesday, blocked the move.Germany, which led the rebellion, cited domestic public concern over an alleged crime spree by gangs of Georgian nationals.The letter said that since Georgia had fulfilled all EU conditions for the visa waiver “we need to deliver on our side as well”.“Any further postponement to take a decision will undermine our credibility and might have adverse effects on European integration-related reforms in Georgia as well as in other partner countries,” the five countries added.Ukraine has also fulfilled European Commission visa-free conditions, with EU diplomats to discuss its waiver on 14 June.However, Germany has indicated that it might delay the Ukraine decision as well.One EU diplomat said Germany delayed the Georgia move because it wanted to grant the waiver to Ukraine at the same time. The diplomat said Germany might delay Ukraine to use the waiver as leverage on the Minsk ceasefire accord.“Some member states would slow down visa liberalisation for Georgia in order to appease Ukraine,” he said. Northern corridor could reduce 'the cost of everything in the North,' says researcher-[CBC]-June 8, 2016-YAHOONEWS

The concept of establishing a "northern corridor" to reduce the cost of living in Canada's North is moving ahead, with the publication of a new research report on the idea.The corridor would be a pre-approved area where companies could build transportation infrastructure such as pipelines, highways, railways and electrical lines, connecting northern communities to the South. The idea is to get some of the initial work — planning, surveying and land use consultation — out of the way, clearing the path for investment later. Kent Fellows, a researcher with the University of Calgary and one of the report's authors, says it could have a big impact on northern communities, namely "lowering the cost of everything in the North.""We really want to get out ahead and coordinate development in the North," Fellows said."If you can improve infrastructure you can reduce the costs — not only of getting commodities and resources out of those regions, but getting imports into those regions."The corridor is not a new idea. The report notes that several Mid-Canada Corridor studies were done in the late 1960s. It also notes that the idea of a new, cross-Canada network hasn't been discussed for almost 50 years.The northern corridor would connect to Canada's existing transportation network, which the report calls "southern-focussed." It says the current system is closed off to a big part of the country, inhibiting development opportunities in the North.Who's going to pay? The report's concept puts the corridor at approximately 7,000 kilometres in length and up to five kilometres wide. It would follow the boreal forest in the northern part of the west, moving northwest along the Mackenzie Valley, southeast from the Churchill, Man., area to northern Ontario and across northern Quebec to Labrador.Ideally, Fellows said a route would be established that's agreeable to "as many parties as we can, so that we have a good idea of where this type of infrastructure should be going."The report estimates that, if fully built, the corridor would cost $100 billion.Fellows says that wouldn't fall on one party though — noting that infrastructure like roads could fall to municipal, territorial or federal governments. Once the groundwork is in place, he expects that proponents for things like rails and pipelines will come forward with their chequebooks."There's a lot more scope for trade-offs that can make everyone better off," Fellows said."You've seen a lot of talk about individual projects here and there, and they end up sort of scattered as a spider web over different parts of the North," he said."By coordinating these and putting them into single right-of ways we can really improve the advantage there in terms of both facilitating this type of construction and also making sure it happens where it should be happening."

Scientists have directly observed a supermassive black hole feeding for the first time — and they learned it isn't eating the kind of meal that they had assumed.The supermassive black hole at the centre of the Abell 2497 Brightest Cluster Galaxy doesn't appear to favour hot meals as previously expected. Instead, it's dining on very cold clouds of molecular hydrogen, with dashes of carbon monoxide and other "impurities" thrown in, reports a new study published today in the journal Nature by an international team of scientists, including several Canadians."It's surprising, because this gas is very, very cold and very, very clumpy," Grant Tremblay, lead author of the study, told CBC News."State of the art theory and simulation always assume that the black hole feeds from a smooth, spherical inflow of very, very hot plasma … and our observations are totally inconsistent with this."That means astrophysicists may need to revise their theories about how black holes interact with the massive galaxies that surround them, and their theories about how such massive galaxies evolve, added Tremblay, who is an Einstein Fellow at Yale University.-Enormous galaxy-Abell 2497 Brightest Cluster Galaxy is the biggest galaxy in a huge cluster of up to 100 galaxies located about 1.2 billion light years away."It is an absolutely enormous galaxy," Tremblay said. "It's about 300,000 light years across." That's about three times wider than our own Milky Way galaxy.Abell 2497 is located in a place in the night sky that would be visible from Canada, but is so far away that it can only be seen with powerful telescopes, even though it is extremely bright.University of Manitoba astrophysicists Christopher O'Dea and Stefi Baum, Tremblay's former PhD supervisors and co-authors of the new paper, first reported hints of hydrogen gas clouds falling into the black hole at the centre of Abell 2497 in 1994.Tremblay and a group of collaborators recently made new observations of the galaxy and its black hole with the Atacama Large Millimeter/submillimeter Array (ALMA) telescope in Chile.'Big, bright light bulb'-The telescope is designed to see radio waves. The brightest source of radio waves in Abell 2497 is the black hole itself, which generates an intense magnetic field. The electrons spiralling around that magnetic field generate huge quantities of radio waves visible to ALMA."What we see is a big, bright light bulb," Tremblay said.While Abell 2497 and its galaxy cluster sit in a giant ball of hot gas millions of light years across, near the centre of the galaxy are patches of gas that have cooled down into cold, clumpy clouds.Tremblay said ALMA is also very sensitive to radio waves from cold, molecular gases. It can't actually see hydrogen, which makes up the bulk of the cold clouds scattered through the centre of a galaxy, but it can see carbon monoxide, an "impurity" whose presence indicates that the gas clouds are very cold — less than -129 C.The carbon monoxide in the clouds cast characteristic "shadows" of certain colours in the presence of the bright light from the black hole, allowing the carbon monoxide to be detected, Tremblay said.A physics phenomenon called the Doppler effect means those colours shift relative to the normal colour of carbon monoxide shadows depending on whether the clouds are moving toward or away from you. It's very similar to the way the pitch of an ambulance siren gets higher or lower depending on whether the ambulance is moving toward or away from you.The shift in colours indicate that the clumps of carbon monoxide are moving toward the black hole and away from Earth at about 300 kilometres per second.O'Dea said those colour shifts are "the definite proof that something is falling into the black hole."Tremblay agreed that the observations show the gas "will eventually become fuel for the black hole within a very short period of time, if not almost immediately. The black hole will ultimately consume this gas, without a doubt."Tremblay said the researchers have calculated that there are enough cold gas clouds in the galaxy that the black hole can be fuelled with nothing but cold gas.-No evidence of hot meals-Meanwhile, no one has ever observed a black hole consuming hot gas, despite all the theories that they do, O'Dea said. He suggested that the hot gas theory was preferred because it was mathematically simpler to calculate and simulate what was going on with hot gas than cold gas."The infall of cold gas is very messy — it's lumpy, it comes in asymmetrically, you have to dissipate energy," he said.On the other hand, he added, astrophysicists have long known that cold gas clouds existed near black holes."We see it in the nuclei of galaxies, we see the cold gas forming stars. It's sort of been there all along, and now we just now are realizing that it's falling into the black hole and providing the energy for the activity that we see."

The two gunmen who went on a deadly shooting spree at Tel Aviv’s Sarona shopping center on Wednesday evening first sat down at a Max Brenner restaurant and ordered some brownies, a bartender told The Times of Israel.Yousef Jabarin of Umm al-Fahm, who works at the restaurant, said the two came in dressed in black suits, with white shirts and skinny ties.He said that their clothes immediately told him they were from the West Bank. The terrorists were later identified by police as Palestinian cousins, both 21-years-old, from the Hebron area.The two ordered a dessert called “milky brownies” and then, without touching their food, got up, pulled out their weapons and started shooting. Jabarin said people immediately started running. There was no one to stop the gunmen at the restaurant, as it does not employ a security guard.The shooting lasted about a minute, he added.Jabarin said he believed 15 minutes passed from the moment the two entered the restaurant and the time they began shooting.Three people were killed in the shooting attack. Four others were seriously hurt, with another person said to be in critical condition. The victims were not immediately identified.Officials said one gunman was arrested and another was shot by security forces and taken into custody.Meital Sassi told Channel 10 TV she was out with her family celebrating her son’s birthday when she heard shots and “immediately understood it was a terror attack.”“We ran like lighting with the baby and the stroller…. Within the next two years, Israel’s border with Lebanon will be near unrecognizable from how it appears today, with reinforced security measures around the country’s northern-most communities including changes to the topography itself, a senior military official said.“What we’ve had until today has been a barrier that is insufficient,” the officer told The Times of Israel on Tuesday. “We need a serious barrier that will prevent someone from infiltrating and breaking into our communities and our territory.”The project to bolster the existing border fence will continue for several years to come in order to secure the area effectively, though most of the work will be completed within the next two years, according to the officer from the Israel Defense Forces’ Northern Command.The new border protection is designed to prevent Hezbollah or another terror group from infiltrating Israel to carry out attacks on civilians and soldiers.“We are taking the statements being made by our enemies seriously. Hezbollah’s [leader Hassan] Nasrallah regularly tells the press, ‘We’ll conquer the Galilee,’ and things like that. We take that seriously,” he said in the Northern Command’s Safed headquarters.Due to the sensitivity of his position, the officer asked not to be named.“In the past, we looked at the Golan Heights and saw the Syrian army and the Assad regime so we built a ‘glorious’ barrier, with trenches and minefields. But on the Lebanese front, we didn’t,” he said.The decision to change that situation was made after the 2006 Second Lebanon War with Hezbollah. It was not the result of any particular incident during the conflict, the officer stressed, but of a general change in mindset that brought the threats from Lebanon into greater focus within the IDF.This effort to shore up the border, which came into full swing approximately two years ago, is part of a larger Combat Engineering Corps program with the straightforward name, “Organization of the Region for War,” which is comprised of both the construction of these physical obstacles and training for any future conflict in Lebanon, the official said.The border has been relatively quiet over the past year. In January, after Hezbollah terrorist Samir Kuntar was allegedly killed by Israel, the group detonated an IED near an Israeli army vehicle, which caused some damage, but did not injure any soldiers.“We don’t have any other plans other than maintaining quiet, and I hope that everyone understands that well, including our neighbors,” Defense Minister Avigdor Liberman said about the northern border on Tuesday.“In any case, I don’t recommend that anyone test us,” he added.So far, the combat engineering team has completed “dozens of kilometers of fences, kilometers of walls that were built, kilometers of cliffs that were hewn [from mountains],” he said, but there is still “a long way to go.”‘There are some locations where they are working 24/7 — days, nights and weekends’“Today, there are about 100 engineering vehicles on the border that are working at any given time. That’s an insane amount, something we haven’t seen in years,” he said.“We have a saying: No bulldozer stands idle,” the official said. “There are some locations where they are working 24/7 — days, nights and weekends.”As the construction is taking place close to the Blue Line, the still contentious but mostly agreed upon border between Israel and Lebanon, the IDF coordinates its efforts with the United Nation’s Interim Force in Lebanon (UNIFIL), which is supposed to prevent misunderstandings and conflicts between the two militaries.That does not always work. In 2010, Lt. Col. Dov Harari was killed by a Lebanese army sniper as he led a team of soldiers to do some maintenance work on the Israeli side of the border.“On the one hand, everything is coordinated. But we don’t see UNIFIL as something that’s designed to protect us. We know how to protect ourselves quite well,” the officer said.The goal of this long-term project is to eventually provide improved security all along the approximately 60 mile (100km) border, from “the sea to the mountain,” the officer said, from Rosh Hanikra on the coast to the Golan Heights.This overhaul is expected to ultimately cost approximately one billion shekels and is being completed with both military and civilian engineering teams, the official said.“If we could do it with all military [teams], we would,” he said. “But it’s an issue of availability. The IDF is dealing with a few other fronts, you know.”The high cost, he explained, comes from the difficulty in operating on the rocky, mountainous terrain of the northern border.“There’s a difference between putting up a fence somewhere flat and putting up a fence where there are mountains, boulders, forests. It’s a difficult piece of engineering. It takes a long time. And it takes money,” he said.“A fence in a flat area costs X; a fence in a mountainous area costs X multiplied by four. Those are more or less the real numbers,” he said.The project is not being conducted from east to west, but rather in order of vulnerability.“We looked at the area and asked, ‘Where are the weak spots?'” he said. “First and foremost, it’s the communities next to the border, next to Lebanon. So we take care of them and then the rest of the area.”The Northern Command’s combat engineers assessed each spot along the border and devised a security blueprint designed for its specific landscape features, the officer said.For instance, Metulla, which is located directly adjacent the border fence and sits in a fairly open plain, is already protected by a more than 20-foot tall concrete wall, which will be further reinforced.“But there are communities that are in mountainous areas, where the solution is [man-made] cliffs and clearing fields,” he said.The IDF is literally changing the landscape — lobbing off sections of mountains to create steep, unpassable cliffs so terrorists cannot enter Israel or clearing forests so that infiltrators have no place to hide.“I was saying the other day, from space you can see the Great Wall of China, well you can already see what we’re doing in Google Earth,” the officer said.

I would ask what is the future of President Assad in general?” Netanyahu told Russian Jewish leaders. “We do not interfere in this issue. We’re making sure that Syria won’t become a launchpad for attacks against Israel.”Israel would act against Syrian and Iranian forces, and against Hezbollah and other Islamist groups in the region, if it perceived any threat emanating from them, he said. “There are enough enemies. My policy is to take all necessary steps to prevent attacks, and we act from time to time when the need arises.”It is unclear whether Syria can go back to being a single country, he added. Countries surrounding Israel are currently splintering, “and therefore a different arrangement is needed.” He didn’t elaborate, but said he and Putin had discussed the issue “at length” on Tuesday.“What’s important is that whatever replaces [the disintegrating countries] will not lead to further tragedies and threaten our countries,” he said.Putin, who, like Netanyahu, described Tuesday’s meeting as warm and constructive, is one of Assad’s last supporters within the international community. Gaza City, GAZA — The first thing you notice about Gaza: the donkeys. Attached to carts invariably driven by middle-aged men, they weave in and out of traffic, hauling fruits and vegetables through the city center.Gaza still bears the scars of the 2014 war between Hamas and Israel. The 51-day conflict resulted in the deaths of 2,300 Gazans, with 10,000 others wounded; 66 Israeli soldiers and six Israeli civilians also lost their lives. Gaza’s infrastructure was decimated: A recent U.N. report stated that only 17 percent of the 18,000 homes destroyed during the conflict have been repaired, and an estimated 75,000 Gazans remain displaced.Tensions are once again high in the strip. On April 18, a bomb exploded on a Jerusalem bus, injuring 21 people — the first attack of this type since the Second Intifada ended 10 years ago. The Palestinian group in control of Gaza, Hamas, admitted that the culprit, Abd al-Hamid Abu Srour, was a member of its organization.Shortly after the explosion, Israeli security services discovered a 120-foot-deep tunnel running from Gaza to Israel. The tunnels are of particular concern to Israel — it was by using a similar cross-border tunnel that Hamas fighters were able to kidnap Israel Defense Forces soldier Gilad Shalit in 2006, and which Hamas used to hide weaponry and militants during the most recent war.The Israeli government responded in no uncertain terms. “If Hamas tries to challenge the State of Israel, or disrupt the lives of Gaza border residents, it will be hit very hard. We will not tolerate such attempts,” said Defense Minister Moshe Ya’alon, who recently stepped down amid a political reshuffling. The new defense minister, Avigdor Liberman, is even more hawkish, arguing in April that Israel should kill Hamas leader Ismail Haniyeh if the Islamist group did not immediately return the bodies of two Israelis killed during the 2014 war.Gazans are fearful that another war looms on the horizon. I wanted to know if Hamas members felt the same. My fixer Mahmoud and I went to find out, driving through Gaza City and eventually arriving in a narrow street, where a man in robes greeted us. This is “Mostafa,”* a senior advisor to a Hamas minister.He opened a tall, metal door and ushered us inside. We took a seat inside a large room with just two sofas furnishing the entire space.“What is happening in Jerusalem is a normal reaction to what is happening in the West Bank — the arrests of people day and night, killing people day and night, the burning of children,” he said.This is the so-called stabbing Intifada, which began late last year. Lone Palestinians have attacked Israeli civilians with knives or scissors, or run them over with cars. Thirty Israelis have been killed, with 443 wounded; 216 Palestinians have been slain in response. So far it was been confined to Jerusalem and parts of the West Bank, but many fear it could be the beginning of a larger wave of violence.The Fatah movement officially rules in the West Bank, but Mostafa was not willing to cede responsibility for the territory to its Palestinian rival.“There are a lot of people from Hamas in the West Bank — Fatah is trying to kill or erase them, but Hamas exists everywhere,” Mostafa said. “The Hamas West Bank leaders, [men] like Yahya Ayyash [a Hamas bomb-maker killed by the Israelis in 1996], are professionals when it comes to exploding buses. No one can forget Hamas operations in the West Bank. We are everywhere.”Mostafa wasn’t coy when I asked him if Hamas is preparing for another war. “The military is training,” he said. “We control all the security in the strip, and we are hidden, so I am sure Israel has few obvious military targets. If they start a war, thousands of civilians will die.”I wanted to understand what he thinks of the Israelis as an enemy. When I asked him, he pointed to a photo of a man dressed in a kuffiyah on the wall opposite us. “They killed my brother. What do you think I think of them?”I made myself clearer: As an enemy, I continued, do you respect them? He smiled and motioned again to the poster of his dead brother. “They are a very weak enemy,” he says. “Our al-Qassam soldiers hear them shouting in fear when they attack. War is about how religious you are — the al-Qassam soldier knows he is going to heaven so he fights to the end. The Israeli soldier wants to go back to his girlfriend.”Near the center of Gaza City stands a monument: a rocket belonging to the Izzedine al-Qassam Brigades, the military wing of Hamas. It points in the direction of Israel.But despite the recurring wars with Israel in the past decade and the devastation they have wrought, my fixer Mahmoud contended, Hamas’s dominance in the strip is as strong as ever.“Ten years ago, if we had walked down a street in central Gaza at night someone would have come up to us, put a gun to our head and demanded all our money — and we would have given it,” he told me. “With Hamas in power, that changed. Order has been brought to Gaza.”As we drove through Gaza, Hamas police were everywhere — occasionally checking vehicles, thoroughly but not aggressively. The strip was calm. As we entered the port, Mahmoud pointed out what he said were a couple of Qassam Brigade soldiers standing by the side of the road, automatic machine guns at the ready.“What you have to understand is that every 200 meters along the strip there is a Hamas operative watching over his particular patch,” Mahmoud said. “If there is something out of the ordinary he will report and action will be taken it. They are in total control.”But Hamas isn’t the only armed group in Gaza. Palestinian Islamic Jihad (PIJ) is, if anything, a more extreme organization. Founded in 1981, like Hamas it seeks the total destruction of Israel — and it also will not countenance a long-term cease-fire with Israel, which Hamas has offered on several occasions (albeit with difficult terms for Israel to accept).The day after my meeting with Mostafa, Mahmoud and I drove out of Gaza City early in the morning. We went to meet “Yasser,”* a PIJ fighter who lives in the Nuseirat refugee camp, a cramped maze of alleyways housing 60,000 people that lies roughly three miles northeast of Gaza City.PIJ is largely funded by Iran, which makes it unique among Sunni militant groups. The group claims to have 8,000 fighters in its ranks. Its relationship with Hamas is often strained: Hamas has struggled to rein in PIJ rocket attacks against Israel. Last month, Israel accused PIJ of firing rockets into the country from Syria at Iran’s behest.Yasser greeted us in camouflage uniform, carrying an AK-47. He was all smiles and offered us coffee and a Palestinian version of a Kit-Kat bar.“The Prophet Mohammad teaches us that the Jews don’t keep their promises and they never tell the truth,” he said. “So I can never envisage living side by side with them. My original village is near Ashkelon [a city in southern Israel], so I am fighting to return to the land my grandfather was kicked out of.”In Yasser, one sees both the tragedy and the intractability of the Israeli-Palestinian conflict. He claims to come from Ashkelon, a place he has never been and will almost certainly never go. Meanwhile, an Israeli baby born there today could have parents, grandparents, and even great-grandparents born in Ashkelon after the State of Israel was founded. Can he not see their sense of belonging, too? He replied almost instantly. “They know it’s not their land. These days people are emigrating from Israel because they know the people fighting them are fighting for their land. And we will win.”Yasser might dream of the day he wins a total victory over Israel, but in the here and now, life in Gaza is tough. The strip cannot sustain electricity for 24 hours a day, and blackouts are frequent. Israel announced on April 4 that it would suspend private cement imports into Gaza, arguing that a substantial proportion was being diverted for use by Hamas, prompting the United Nations to warn that the policy was slowing reconstruction of the territory.Many Gazans are tired of this destruction and bloodshed. Most of the Gaza residents with whom I spoke just wanted to live normally, free from war. Hamas and PIJ call the shots in Gaza, however, and insist they are ready to fight to the bitter end.“We as a population don’t want a war,” Yasser said. “We just want them to leave us alone and leave. Paratroopers of the Sicily-based 173rd Airborne Brigade will drop in western Poland, complete with their own heavy artillery, to establish a secure passage for the Second Cavalry Regiment, which will travel across Europe from bases in Germany in Stryker armored vehicles.Next, the 82nd Airborne Division will fly from Fort Bragg, North Carolina to conduct a drop with Polish and British paratroopers into the Torun training area in central Poland. Their objective: to "secure key terrain east of the Vistula River." From there, the Army's 18th Military Police Brigade will team up with a multinational bridging battalion to build a temporary bridge over the Vistula expected to accommodate 300 armored vehicles. The Second Cavalry will cross the bridge and continue north, arriving in Lithuania on June 10 and Estonia on June 15.The bridge across the Vistula will likely be what's known as a "ribbon bridge." Its sections can be trucked in or flown by helicopter and connected by engineers in boats. Ribbon bridges can handle a variety of weights including tanks, but they are vulnerable to changes in weather that may vary the river height and current speed. The exercise will climax with a live-fire exercise held by the 1st Armored Brigade Combat Team, 3rd Infantry Division.The exercise is clearly designed to simulate NATO coming to the aid of Poland and the Baltic States of Lithuania, Estonia, and Latvia-all NATO member states-in the face of a Russian ground offensive. Now he spends his evenings searching through the garbage for food."I come here looking for food because if I didn't, I'd starve to death," Noguera said as he sorted through a pile of moldy potatoes. "With things like they are, no one helps anyone and no one gives away meals."Across town, unemployed people converge every dusk at a trash heap on a downtown Caracas sidewalk to pick through rotten fruit and vegetables tossed out by nearby shops. They are frequently joined by small business owners, college students and pensioners — people who consider themselves middle class even though their living standards have long ago been pulverized by triple-digit inflation, food shortages and a collapsing currency.Venezuela's poverty had eased during the administration of the late President Hugo Chavez. But a study by three leading Caracas universities found that 76 percent of Venezuelans are now under the poverty line, compared with 52 percent in 2014.Staples such as corn flour and cooking oil are subsidized, costing pennies at the strongest of two official exchange rates. Jun, 19:24-The EU is preparing to extend its economic sanctions on Russia before the June summit, as Russian diplomats target a winter deadline instead.The preferred option of EU Council chief Donald Tusk is for EU states' ambassadors to conclude the Russia decision so that leaders can focus on the aftermath of the UK referendum.A few Russia-friendly EU countries have told the Dutch EU presidency they wanted a debate on Russia relations, however.The compromise could be to do the sanctions first but for leaders to still hold talks on Russia at the summit on 28 and 29 June.“Our consultations [among member states], the G7 summit all point in the same direction - full roll-over for six months by Coreper [the EU ambassadors’ group] before the summit”, one EU source told EUobserver.“There could be a discussion on Russia at the summit, but not on sanctions”, the source said.EU leaders imposed the measures, which include curbs on credit to Russian banks and energy firms, after Russia invaded Ukraine in 2014. They expire on 31 July unless they are renewed by consensus.At a recent G7 summit in Japan, Italy, which had flip-flopped on Russia, joined France, Germany, the UK and the US in pledging to uphold the sanctions.A second EU source said if the decision to extend them was taken by Coreper, that would mean it was a done deal.“It would mean that there’s no doubt on the outcome … If there was a real [cavalry] charge by a group of member states [to stop the sanctions], the decision would have to happen at a higher level”, the source said.A third EU source said that a “group of eastern European countries” had told the Dutch EU presidency that they wanted a debate on Russia.He did not name them, but Bulgaria, Cyprus, Greece, Hungary and Slovakia have publicly criticised EU sanctions policy.Under EU rules, Council chief Tusk decides the summit agenda but the Dutch presidency decides the Coreper agenda.The complications meant that the Coreper option “isn’t a done deal yet”, the source said.A diplomat from one EU state said: “If I were a betting man I would say that sanctions will be rolled over at Coreper level before the summit, but that a [summit] debate may be thrown in as a gesture to those who ask for one”.“That in itself could be construed as a victory for Putin”, he said, referring to Russian leader Vladimir Putin.The EU has tied the sanctions to fulfilment of the Minsk ceasefire accord, a deal struck by France, Germany, Russia and Ukraine in Belarus last year.The accord said that “foreign”, meaning Russian, soldiers must leave Ukraine and that it must get back control of its Russia border. "Our campaigns are talking to one another. I want to unify the party. I look forward to talking with him personally because I think his campaign has been a really dynamic and exciting experience for the millions of Americans — particularly young people — who supported him."She appealed to Sanders supporters by pointing out the common ground that she and the senator share on certain Democratic issues."I want them to know that I'm going to be working on a lot of the same issues that Sen.
