Two other men are still being hunted by security forces, which are expected to publish photos on Friday.Documents including fake IDs and telephones were seized, but not weapons.A spokesman for the state prosecutor said that there were "plans for possible attacks in Germany, concrete for Berlin".According to German media, targets could have included Checkpoint Charlie, a former crossing point between East and West Berlin visited frequently by tourists, and Alexanderplatz, Berlin's central square. If Aleppo falls, he could get the military and symbolic prize he has been craving.More than four months of Russian air strikes have stabilized the government of President Bashar al-Assad, the Kremlin's closest Middle East ally, helping his forces find momentum on the battlefield.But the names and strategic significance of the towns and villages they have recaptured have failed to electrify a Russian public more worried about falling living standards. Nor has the Syrian army - backed by Russian air power - yet delivered a major victory that Russia can sell to the wider world as proof of its military might and growing Middle East clout."There has been some frustration with the Syrian army's performance," one source close to the Russian military, who declined to be identified, told Reuters. "Particularly in the beginning they were making slow progress."Retaking full control of Aleppo, Syria's biggest city before the five-year war, would change the narrative, say diplomats and analysts, bringing Putin a step closer to his preferred end-game which envisages a Russia-friendly Syrian government that allows Moscow to keep its naval and air base there."So far we've heard reports of government forces gaining ground here and there and there have been a few notable successes," Dmitry Trenin, a former colonel in the Russian army and director of the Carnegie Moscow Center, told Reuters."But all those successes were rather tactical and not particularly spectacular," said Trenin. Progressive.Thursday night’s Democratic debate was dominated by one word and a fight between two candidates about what “progressive” means and who best represents its definition.Over the course of two hours, the word “progressive” was uttered by the two Democratic presidential hopefuls 19 times. Hillary Clinton far outscored Bernie Sanders in number of uses, 16 to 3, according to a Yahoo News review of a transcript of the debate.In one answer early on, Clinton used the word “progressive” nine times.“I am a progressive who gets things done. And the root of that word, progressive is ‘progress.’ But I’ve heard Sen. Sanders’ comments, and it’s really caused me to wonder who’s left in the progressive wing of the Democratic Party. Under his definition, President Obama is not progressive because he took donations from Wall Street; Vice President Biden is not progressive because he supported Keystone,” Clinton said immediately before giving a shout-out to New Hampshire’s Democratic senator. “Sen. [Jeanne] Shaheen is not progressive because she supports the trade pact.“Even the late, great Sen. Paul Wellstone would not fit this definition,” she added, invoking the Defense of Marriage Act, “because he voted for DOMA.“You know, we have differences and, honestly, I think we should be talking about what we want to do for the country. But if we’re going to get into labels, I don’t think it was particularly progressive to vote against the Brady Bill five times,” Clinton continued. “I don’t think it was progressive to vote to give gun makers and sellers immunity. I don’t think it was progressive to vote against Ted Kennedy’s immigration reform. So we could go back and forth like this, but the fact is most people watching tonight want to know what we’ve done and what we will do.”It’s unclear how much voters will be swayed by a semantic argument over “progressivism,” but it was apparent that Clinton was trying to make inroads with voters in the Granite State against Sanders, who according to latest polling is up 20 points heading into Tuesday’s primary. One of the cornerstones of Sanders’ appeal, especially with young voters, is his singular focus on economic equality issues and his self-definition as a revolutionary Democratic socialist.The mini-debate on the word progressive felt very forced in the overall context of the larger debate, which touched on topics like the death penalty and Wall Street regulation in a more substantive way. With the 2016 Iowa caucus results behind us, Ted Cruz’s vice president choice may soon become the topic of the hour. Donald Trump and Marco Rubio trailed close behind Cruz, with both grabbing seven GOP delegates to Cruz’s eight. Ben Carson also managed to pull in three delegates, putting him ahead of most of the Republicans, including Jeb Bush and Rand Paul, who each only secured one delegate a piece.At this point in time, all of the Republican candidates are tossing verbal mud at each other, which is not unusual for this portion of any American election cycle. As time passes, one winner will emerge, and then it will be time to forgive and forget. Assuming the Iowa results are an indicator for the future, it’s possible that Ted Cruz’s vice president pick may come from one of the major runner-ups in the field.In the fall, Laura Ingraham asked about Donald Trump’s vice presidental pick, and it seemed almost certain that a Trump/Cruz ticket would emerge since he responded, “Ted Cruz is now agreeing with me 100 percent… I like him. He’s backed everything I’ve said.” According to the Hill, the two Republicans do seem fairly compatible, since their positions on illegal immigration, Mexican border security, the Iran nuclear deal, and other issues are largely the same.At the same time, Trump admitted that “we’ll have to go to war” if Cruz’s polls and delegate results began to catch up with Trump’s then-leading position. With war declared, the recent mud-slinging has included Trump calling Cruz a “total liar” since a recent Cruz ad claimed a “vote for Donald Trump is a vote for Obamacare.”“Look, Ted Cruz is a total liar. I am so against Obamacare. I’ve been saying it for two years in my speeches, I’m going to repeal and replace Obamacare,” Trump said, according to ABC. “I don’t even know where he gets this.”Trump’s attacks have even included calling Cruz an “anchor baby” over the whole birther scandal, which took the election bickering to a whole new low.Was the inevitable fallout between the leading Republicans enough to remove Trump as a potential choice for Ted Cruz’s vice president pick? It’s too early to say, but in the past Cruz has suggested Trump could help him with trade negotiations and be put in charge of constructing the planned Mexican border wall. Cruz hasn’t specified whether Trump would fulfill these responsibilities as VP or as part of Cruz’s administration, but the opportunity remains.Based upon the Iowa results, the second VP possibility is Marco Rubio. Ted Cruz has not discussed Rubio as a potential vice president pick yet, but he has stated that he would “of course” put Rubio in a cabinet position within his administration.“Marco is a very, very talented leader. He’s a friend of mine, he’s charming, he’s an incredible communicator,” Cruz said back in December, according to the New York Daily News.Rubio, on the other hand, did not reciprocate the compliments and went on the attack, so it’s hard to say whether he would be open to considering a VP offer on a Cruz/Rubio ticket.In November, Rubio also made it clear that his VP brainstorming did not include Cruz. Instead, Marco Rubio’s vice president choice would be Republican New Mexico Governor Susana Martinez, which would help with both Latino and female voters. Back in September, the Washington Examiner says Donald Trump would be open to having the retired neurosurgeon as a 2016 running mate since they had a “very good relationship,” despite having a “different style”.“I have some great assets and he has some great assets,” Trump said at the time. “But we are both resonating, there is no question about that.”By October, the polls of time had the media asking about Ben Carson’s vice president choices, but Carson believed he and Trump were not “compatible” enough.“I believe that Donald Trump has been very useful because he brought in a lot of people, a lot of curiosity and enthusiasm,” Carson said, according to Time magazine. “And whoever the eventual nominee is will benefit from that. But in terms of Vice President, I would obviously want somebody who is compatible with me.”The question is whether Ted Cruz would also find Carson compatible at this time. Based upon the number of Iowa delegates, Carson represents a distinct middle ground in GOP popularity, but that doesn’t mean Cruz’s campaign won’t target Carson. In fact, yesterday Carson accused Cruz supporters of telling caucus voters that Carson dropped out entirely from the race.“I was reasonably happy today, until I, you know, discovered the dirty tricks going on — spreading rumors I had dropped out,” Carson said, according to MSNBC. “That’s the reason I got into this race, looking at the level of deceit and distrust going on in country.”Otherwise, compatibility between the two Republicans seems to be high. Both men hold their Christian values in high regard, so it could be argued they would compliment each other as running mates. Reuters reported that socially conservative Republicans “have their eye on Senator Ted Cruz of Texas for the party’s presidential nod and former neurosurgeon Ben Carson for the Republican vice presidential nominee.” They would also have the potential to draw a diverse set of demographics since Cruz is half-Cuban and Carson is African American.The retired doctor rose to popularity years ago based upon his comments about Obamacare, but his lack of political experience, and his willingness to speak frankly about hot button issues like homosexuality, has caused him to go from front-runner to fourth place. Conservative website Human Events claims Carson’s lack of experience holds him back from being POTUS, but they also argue Carson would be the best option for vice president, since “droves” of evangelical Christians would be excited to support him. “Despite his lack of political know-how, Carson has a lot to offer on a presidential ticket—just not at the very top of it. Carson has an incredible personal narrative much of the nation will admire and relate to. He’s perhaps the only candidate on the Republican ticket in the past 30 years or more who can walk into devastated urban environments such as Detroit, Carson’s hometown, and deliver a message of hope and prosperity. And yet, the AFP reported Monday that the belligerent billionaire is being considered for the most prestigious international accolade, alongside the likes of German Chancellor Angela Merkel, American whistleblower Edward Snowden, Pope Francis and residents of the Greek islands who have welcomed thousands of refugees to their shores.The AFP report cites Kristian Berg Harpviken, director of Oslo’s Peace Research Institute and avid Nobel watcher, who said he’d received a copy of Trump’s nomination letter. NELLIS AIR FORCE BASE, Nevada (Reuters) - The U.S. Air Force will deploy four Lockheed Martin Corp F-35 fighter jets to a different U.S. air base this month as it assesses whether the new warplane can be declared combat-ready by August as planned, a senior officer told Reuters on Thursday.Major General Jay Silveria, who heads the U.S. Air Force Warfare Center at Nellis Air Force Base, said the F-35 jets would be sent from the Nevada base to Mountain Home Air Force Base in southwestern Idaho later this month.The deployment would include pilots, mechanics, spare parts, equipment and the plane's computerized logistics system to test the ability to deploy the plane for combat, he said.The test would help the Air Force assess its ability to send the jets to other locations and ensure that they can be repaired and maintained, Silveria said."What we’re trying to do is exercise the deployment concepts and to learn from maintenance and learn from (operations)," Silveria said.Like any warplane, maintenance of the F-35 requires specialized tools and materials, and it was critical that all those tools travel with the jet when it deployed, he said.Silveria said the test deployment was part of an assessment of whether an initial squadron of F-35 jets was ready for combat. He said the warfare center was due to deliver that "operational readiness assessment" to General Hawk Carlisle, head of Air Combat Command, in July.Carlisle would use the assessment to help decide whether an initial squadron of F-35A fighter jets was ready for combat.Silveria, a pilot who also flies the F-35, said the 12 F-35s based at Nellis Air Force Base were performing well in regular exercises with other aircraft, and had proven their ability to share data and communicate with fourth-generation jets.He said the jets were now also able to share data within a formation of four F-35 jets flying together - a capability he experienced during a flight in the past week.The Air Force hoped to declare that it had an "initial operational capability" of F-35s between August and December.The U.S. Marine Corps declared an initial squadron of 10 of its F-35B model jets ready for combat last July. BEIJING (Reuters) - China has told North Korea it does not want to see anything happen that could further raise tensions, China's foreign minister was quoted as saying on Friday, after Pyongyang announced plans to launch a satellite soon.North Korea has said it has a sovereign right to pursue a space program, although the United States and other governments suspect such rocket launches are actually missile tests and have called for Pyongyang to abandon the launch plans.The North was believed to be making preparations for a test launch of a long-range rocket, U.S. officials have said, after activity at its test site was observed by satellite. Pyongyang told U.N. agencies on Tuesday it planned to launch a satellite between Feb. 8 and 25.Tension had already risen in East Asia last month after North Korea's fourth nuclear test, this time of what it said was a hydrogen bomb.Chinese Foreign Minister Wang Yi said it was natural that Beijing had sent its special envoy for the nuclear issue, Wu Dawei, to North Korea in what he described as "a serious situation". He said China needed contacts "with all parties", mentioning the United States, South Korea and Russia."At the same time, we also need to have necessary contacts with the North Korea side, to listen to their opinions," Wang told Hong Kong's Phoenix Television in London after Wu had returned from North Korea."Of course, an important point is to express China's clear position to North Korea. BEIRUT/MOSCOW/LONDON (Reuters) - Russia said on Thursday it suspected Turkey was preparing a military incursion into Syria, as a Syrian army source said Aleppo would soon be encircled by government forces with Russian air support.Turkey in turn accused Moscow of trying to divert attention from its own "crimes" in Syria, and said Aleppo was threatened with a "siege of starvation". It said Turkey had the right to take any measures to protect its security.In another sign of the spreading international ramifications of the five-year-old Syrian war, Saudi Arabia said it was ready to participate in ground operations against Islamic State in Syria if the U.S.-led alliance decided to launch them.The United Nations on Wednesday suspended the first peace talks in two years, halting an effort that seemed doomed from the start as the war raged unabated. Washington said on Thursday however it was hopeful they would resume by the end of the month, and Russia said it expected that no later than Feb. 25.Donors convened in London to tackle the refugee crisis created by the conflict. Washington (AFP) - Islamic State fighters have streamed into Libya in recent months, a US official said Thursday, heightening fears the extremists are gaining ground and influence in the north African country.About 5,000 IS jihadists are now in Libya, the defense official said, approximately double earlier estimates, while the number of IS extremists in Iraq and Syria has dropped.The updated tallies come as the administration of President Barack Obama faces growing calls for the US military to step up action against the IS group in Libya, where the jihadists have already seized the city of Sirte and an adjoining length of Mediterranean coastline.NATO defense ministers are meeting in Brussels next week to evaluate the ongoing US-led coalition campaign against the IS group and to discuss ways of redoubling efforts.Patrick Skinner, a former CIA case officer now with The Soufan Group consultancy, said the United States has few good Libya options, but there is growing consensus something must be done."They are just terrified of it getting much worse, fast," Skinner told AFP."Once the Islamic State takes something, it's really hard and really bloody and really expensive to take it back."The United States now believes there to be between 19,000 and 25,000 IS fighters in Iraq and Syria -- the group's so-called "caliphate" -- down from a previous count of 20,000-33,000.But there are growing fears about the fate of Libya, which has been in chaos since the NATO-backed ouster of longtime dictator Moamer Kadhafi in 2011.Skinner pointed to the irony of Western leaders now scrambling for solutions in Libya."The international coalition is going to air-strike its way out of the chaos created by air strikes," he said."That's actually what people are considering. Something has to be done. The horrible reality is: what is that something?"- Public executions -IS fighters have capitalized on Libya's disarray and spread the group's influence into the north African nation, establishing a stronghold in Sirte, Kadhafi's hometown.Life in the city, which IS fighters seized in June, now resembles that of other towns flying the jihadists' signature black flag. Witnesses have described public executions and say women are no longer allowed outside without a male guardian.Reluctant to see its 18-month air campaign against the IS group in Iraq and Syria spread to a third country, the United States has repeatedly stressed the importance of finding cooperative local partners to help fight IS in Libya.Washington has also pushed international allies -- especially former colonial power Italy -- to take the lead in any coalition operations there."We appreciate the leadership they've shown. We appreciate their contributions to the coalition to go after Daesh," State Department spokesman John Kirby said, using an Arabic abbreviation for the IS group.US diplomats have also said any actions in Libya must be carried out alongside a functioning and unifying government.Libya has had two rival administrations, with the recognized authorities based in the country's far east and a militia-backed authority in Tripoli since the summer of 2014.- Ease of travel to Libya -The decrease of IS fighters in Iraq and Syria is due to successes in the ongoing US-led air campaign and the relative ease of traveling to Libya from north African countries, the US official said, speaking on condition of anonymity.It's a "combination of battlefield deaths, desertions, internal disciplinary actions, recruiting shortfalls and difficulties that foreign fighters face traveling into Syria," the official said.White House spokesman Josh Earnest confirmed the latest tally for Iraq and Syria, based on a new intelligence assessment.Islamic State fighters "continue to be a substantial threat, but the potential numbers have declined," he said.While Obama is not considering opening "a new front" against the IS group in Libya, Earnest said: "We're going to continue to watch how the threat in Libya evolves and we're going to continue to be prepared to take action."The United States has already taken limited steps in Libya. In November, it launched an air strike killing top IS leader Abu Nabil, an Iraqi also known as Wissam Najm Abd Zayd al-Zubaydi.And in December the Pentagon acknowledged that a group of US special operations troops who traveled to Libya to "foster relationships" was kicked out of the country soon after arriving.Michael O'Hanlon, a senior fellow at The Brookings Institution, said it's difficult to work with "moderate" militias, as illustrated in Syria, where a hodgepodge of armed groups are pursuing rival goals that don't always align with America's."I would expect Obama to go slow on this latter matter in Libya, just as he has in Syria," he said."But I think he will quite likely use airpower -- and perhaps the occasional commando raid -- if there is reason to think that can contain or modestly weaken IS."

LONDON (Reuters) - Donor nations pledged on Thursday to give $11 billion in aid to Syrians by 2020 as world leaders tried to tackle the world's worst humanitarian crisis, while Turkey reported a new exodus of tens of thousands fleeing air strikes.With Syria's five-year-old civil war raging and another attempt at peace negotiations called off in Geneva after just a few days, a donor conference in London sought to address the needs of some 6 million people displaced within Syria and more than 4 million refugees in other countries.Underlining the desperate situation on the ground in Syria, Turkish Prime Minister Ahmet Davutoglu told the meeting that up to 70,000 Syrians were on the move towards his country to escape aerial bombardments on the city of Aleppo.Davutoglu accused Syrian President Bashar al-Assad's forces, backed by foreign fighters and Russian air strikes, of seeking to do the same to Aleppo as they did to the besieged town of Madaya, where dozens have starved to death."What they want to do in Aleppo today is exactly what they did in Madaya before, a siege of starvation," he told a news conference at the end of the event.Turkey is already hosting more than 2.5 million Syrian refugees. Mount Sakurajima, a volcano that overlooks the city of Kagoshima, erupted Friday with a fiery blast that sent lava rolling down its slope.The Meteorological Agency said Sakurajima, which is about 50 km from Kyushu Electric Power Co.’s Sendai nuclear plant in Kagoshima Prefecture, erupted at 6:56 p.m.Local television showed an orange burst out of the side of the volcano, near the summit, accompanied by lightning-like flashes. Dark gray smoke billowed into the sky.There were no immediate reports of injuries.The Meteorological Agency banned entry to the area, expanding an existing no-go zone around the crater to a 2-kilometer radius.Given the eruption, the weather agency upgraded the volcanic alert from level 2 to level 3, which prohibits people from entering the mountain. The agency warned areas near residential districts on the mountain’s foot could be gravely affected.Kazuhiro Ishihara, professor emeritus at Kyoto University and an volcano expert, was quoted by NHK as saying that the eruption was unlikely to have an immediate serious impact on nearby residential areas because the live video images appeared to show rocks flying only 2 km from the mountain’s top.Friday’s eruption, while dramatic, was average compared to Sakurajima’s past eruptions, Ishihara told NHK.At a news conference in Tokyo, an agency official said Sakurajima’s volcanic activity is likely to continue, adding that Friday’s eruption is probably a resumption of the previous eruptions that had continued until the mountain’s last major eruption in September.Local residents appeared rather calm.“I jumped out of my house after I heard the news but I didn’t see anything or hear anything,” said Yoko Noguchi, 75, who lives in the northwestern part of the Sakurajima island.“I’m not scared because I’m used to it,” said Toru Sakamoto, 56, who heard the blast at his home.The Japanese archipelago sits atop the Pacific “Ring of fire” and has more than 100 volcanoes. The 2014 eruption of Mount Ontake in central Japan killed 57 people.
