WASHINGTON/NEW YORK (Reuters) - A married couple who killed 14 people in a California shooting rampage the FBI is investigating as an act of terrorism borrowed about $28,000 (18,640 pounds) from an online lender, a sum deposited into their bank account about two weeks before the attack, sources said on Tuesday.Disclosure of the unsecured loan the husband, Syed Rizwan Farook, 28, took out from San Francisco-based Prosper, a peer-to-peer lending service, offered a new glimpse into the money trail under scrutiny by investigators of last week's mass shooting.The Federal Bureau of Investigation has described Farook, the U.S.-born son of Pakistani immigrants, and his Pakistani-born wife, Tashfeen Malik, 29, as a couple "radicalised" by Islamic extremist ideology.Malik, who spent a good portion of her life in Saudi Arabia and married Farook there before returning with him to California in the summer of 2014, is believed by investigators to have pledged allegiance on Facebook to the leader of the militant group Islamic State just before the killings.Malik's extremist views took form before she came to the United States, but it remains to be seen whether she and her husband were indoctrinated by other individuals or whether they turned to radical ideology on their own, the FBI has said.Authorities say the heavily armed couple opened fire on Farook's co-workers from the county Environmental Health Department during a holiday party at the Inland Regional Center social services agency in San Bernardino, about 60 miles (100 km) east of Los Angeles. Fourteen people were killed and 21 others were wounded in the assault. The social service centre in Southern California where a husband and wife killed 14 people will not reopen until next year, raising concerns that some of the 30,000 people with developmental disabilities it serves might not receive needed treatment.The Inland Regional Center in San Bernardino had hoped to reopen next week, but spokeswoman Leeza Hoyt said Tuesday that it was pushed back to sometime after Jan. 1.Because many of the centre's 600 employees work in the field, officials hope services won't be disrupted for too many people, Hoyt said. But she could not say for sure that no one would go without care.The centre offers in-home treatment and therapy to thousands of children with autism, epilepsy and other developmental disabilities."In our particular case, we don't have anything that's time-sensitive, I'm not in the middle of requesting service or authorization for a vendor," said Jess Block Nerren, whose 10-year-old son receives treatment for autism."But depending upon where someone is in that time frame, I imagine it could absolutely traumatically impact their lives," she added, noting the centre provides treatment that would cost tens of thousands of dollars a year in some cases if paid for privately.Hoyt said the centre is temporarily relocating its administrative offices to ensure its employees and vendors continue to be paid while they work from the field.She said authorities are keeping everyone out of the three-building complex while they investigate the attack last Wednesday by Syed Farook and his wife, Tashfeen Malik.The couple opened fire on a conference room rented for a holiday party for Farook's colleagues. LOS ANGELES, Calif. - By the time the married couple who carried out the deadly San Bernardino terrorist attack came to the attention of police, it was far too late.Syed Rizwan Farook and his wife, Tashfeen Malik, had gone undetected while planning the massacre that included amassing thousands of rounds of ammunition, high-powered guns and pipe bombs.The FBI's acknowledgement that the San Bernardino shooters had been radicalized Muslims for "quite some time" points to the difficulty discovering potential terrorists who keep a very low profile and shows the deadly consequences that can occur when identification comes too late."It appears these people were very good at hiding their intentions," said David Schanzer, a Duke University public policy professor who runs a centre that studies terrorism. "What this situation shows is it's not a fool-proof system. ... A hundred per cent prevention is not achievable."The couple, who lived quietly in a two-bedroom townhouse with their 6-month-old daughter and Farook's mother, had not come to the attention of law enforcement before clothing themselves in black, donning face masks and bursting into an annual festive meeting of Farook's county health department colleagues with guns blazing. They killed 14 people and wounded 21 last Wednesday before dying in a shootout with police about four hours later.David Bowdich, chief of the FBI's Los Angeles office, told reporters the agency was searching for how and where radicalization occurred and who might have led them to those beliefs.Investigators believe e Farook, a 28-year-old restaurant inspector born in the U.S. to a Pakistani family, become radicalized before meeting Malik, 29, FBI spokeswoman Laura Eimiller said Tuesday,. She did not elaborate on what led the FBI to that conclusion about Malik, who emigrated to the U.S. from Pakistan in July 2014 on a fiancée visa and married Farook the next month.Detecting those who hold radical beliefs — and determining who may lash out violently — is a challenge for law enforcement.America's counterterrorism infrastructure has had success at flagging individuals who try to travel abroad to fight alongside militants, fund operations overseas or who communicate online with overseas terrorists. But it's been far more challenging for law enforcement to flag each and every individual who self-radicalizes online, a process the Islamic State has facilitated with slick Internet propaganda aimed at the disaffected."They're not communicating with a terrorist organization, they're not doing those other things that we have typically looked for when we're looking for terrorists," said John Cohen, a former Homeland Security Department counterterrorism co-ordinator.Behaviour that is in isolation isn't likely to put a defendant on law enforcement's radar. But sudden withdrawal from friends or family, for instance, starts hitting trip wires when combined with other actions, such as increased visits to hate-spewing chat rooms or radical change in appearance. But even then, law enforcement is challenged on a daily basis in separating individuals who hold radical views, which in and of itself is not a crime, from those who are plotting acts of violence or encouraging others in that direction."It's a highly individualized process, and each person is different," said Seamus Hughes, deputy director of the Program on Extremism at George Washington University's Center for Cyber & Homeland Security, which recently issued a study showing that 56 people had been charged in the U.S. this year in connection with supporting the Islamic State. "The radicalization process could take a few years, it could take a few months."FBI agents currently have hundreds of open inquiries in all 50 states related to terrorist ideology. When they identify someone they think is predisposed to violence, they've turned to a range of techniques — including sting operations involving informants and inoperable weapons and placing undercover agents in chat rooms — as part of their investigation.But they're nonetheless constrained under Justice Department regulations in the investigative steps they may take. That guidance, known as the Domestic Investigations and Operations Manual, permits agents to check out a citizen's suspicion even when there's minimal factual basis for doing so.Actually opening a full-blown investigation, and using tools such as surveillance and phone wiretaps, requires a significantly higher burden of evidence of wrongdoing."For law enforcement to take action, their investigation has to reveal that a person has gone beyond simply having extreme thoughts, and is actually moving in the direction of carrying out an act of violence," Cohen said. "They have to be in the process of committing a crime."So far, the FBI has revealed little of what it's learned about Farook and Malik and their planning, except for details about the weaponry they had, materials they had to make more pipe bombs and that both had been taking target practice. Malik also practiced at Riverside Magnum Range, where Farook shot at targets two days before the attack, Eimiller said.Investigators also are trying to determine a money trail for funding of the operation. A U.S. official said Tuesday authorities are looking into a deposit made to Farook's bank account prior to the shooting. The official, who had been briefed on the investigation but was not authorized to discuss it by name and spoke on condition of anonymity, would not further characterize the nature of the deposit or what was suspicious about it.Hughes said the FBI surely is looking to see what red flags law enforcement might have been missed — part of a post-mortem analysis that follows every incident of this nature."What do you learn from this, and how do you mitigate the next attack?" he asked.___Tucker reported from Washington. WASHINGTON (Reuters) - The House of Representatives voted overwhelmingly on Tuesday to tighten restrictions on travel to the United States by citizens of 38 nations who are allowed to enter the country without obtaining a visa.The bill, the second major piece of security legislation approved in the chamber in response to the Nov. 13 Paris attacks, passed by 407 to 19.The measure would require visitors from the visa waiver countries, which include much of western Europe, to obtain a visa to travel to the United States if they had been to Syria, Iraq, Iran or Sudan during the past five years.It would also require countries participating in the program to share information with U.S. authorities about suspected terrorists or risk being suspended from the scheme."This legislation will help close gaping security gaps and improve our ability to stop dangerous individuals before they reach our shores," said Republican Representative Michael McCaul, the House Homeland Security Committee chairman.Twenty million visitors a year enter the United States under the program, which allows them to stay 90 days. It was started in 1986 to boost tourism and tighten the country's relationship with close allies.Congress has been focused on visa waivers since Paris because some of the militants behind the attacks were Europeans radicalized after visiting Syria.The U.S. Travel Association backed the House bill, rather than a Senate proposal from Democrat Dianne Feinstein and Republican Jeff Flake that would also require the collection of biometric data. The industry group says that could discourage legitimate travelers from visiting the country.Backing for the other security bill passed in the House, tightening screening of refugees from Syria and Iraq, was far more partisan. Just 47 Democrats joined 242 Republicans who voted for it and President Barack Obama, a Democrat, promised a veto. To plan for the arrival of large numbers of refugee families who arrive in Brampton, Caledon and Mississauga, and to ensure supports are focused and schools are prepared, the Peel board has created an Inspire Hope Action Team."At this point, there has been no confirmation of the number of refugee families who will settle in Peel, but we do know that our community is a major destination for many newcomers," says Brian Woodland, director of communications and community relations, and chair of the Inspire Hope Action Team. This year alone, the Peel board's three We Welcome the World Centres (WWTWC) have assessed and registered over 5,300 newcomer students. Notes Woodland, "Our schools have vibrant English as a Second Language (ESL) programming, staff experienced in receiving newcomers, and a wide variety of supports and services provided by social workers, psychologists and Multicultural Settlement in Education Partnership (MSEP) workers. Our schools and support staff have always done an amazing job to support refugee families. We know they'll continue to offer a warm welcome and inspire hope."The Peel board's Inspire Hope Action Team will: inventory existing supports and services-identify potential needs/ areas that require provincial funding-ensure coordination of services to support refugee families-identify how staff can provide arriving refugees with a warm welcome and successful school experience-connect with community agencies serving refugees-To date, the Peel board has supported refugees through the WWT WCs. Says Director of Education Tony Pontes, "Generally, they've come to us from Afghanistan, Iran, Iraq and Syria. Though it's hard to generalize, it's fair to say that many have far higher needs than other welcome centre families. Through our work in the community, we have strong connections with agencies serving the newcomer community, and know the services we provide and those offered by our partners, will ensure refugee families are well-supported during their transition to life in Canada."The following immediate actions are being taken by the Peel board in preparation for the arrival of Syrian refugees in Brampton, Caledon and Mississauga:Staff in curriculum and instructional support services are working on new resources and supports for schools specifically to assist English Language Development (ELD) students.Tip sheets for administrators and school staff are being developed by the special education department to provide strategies for supporting students and families, whose needs may include referral to professional services and/or special education supports.Beyond these supports, the team identifies a key need to coordinate support for schools for ESL and ELD students. Based on volume, and on the levels of language proficiency, schools may need advice and assistance in fully serving refugee students. A central resource teacher will be assigned this work until the end of the school year. The role will help schools assess need, provide guidance and support, and serve as a clearinghouse for requests from schools. This role will be funded from within the curriculum department.WWTWCs have negotiated a formal agreement with the Canadian Centre for Victims of Torture. Health care workers in Ottawa are preparing for an influx of Syrian refugees in the coming weeks, many of whom have been living in deplorable conditions overseas.Hassan Abed came to Canada seven years ago after fleeing the violence in Iraq.He arrived with a sore back after someone pushed him with a gun. His parents were also dealing with medical issues. "My mom especially when she [saw] my brother murdered suddenly she get shock and after that she got diabetes. Actually multiple medical problems," he said.Abed visited one of Ottawa's public health clinics where both he and his mother received care.Now Ottawa's community health centres are preparing for what may be an unprecedented influx of refugees. They are setting up medical assessment hubs to deal with a wide range of physical and mental health problems. Canadian officials are already screening for infectious diseases such as tuberculosis in refugee camps overseas. Dr. Alison Eyre, who helps refugee claimants navigate the health care system, said she hopes newcomers arrive with their medical records so they don't have to repeat tests."People will come and have three visits at one of these hubs. The things we will be looking for will be very specifically identified based on what we're seeing from the countries as well as what we're seeing from the different camps and what we're hearing," she said.-Free dental care-A lack of dental care has also been flagged as a cause for concern.In response, one dentist in Kanata is offering free emergency dental care to refugees escaping the conflict in Syria.Dr. Yamen Ghamian, a dentist at Centrum Dental Centre, said when he saw the news about the thousands of refugees destined for Canada, he knew he had to help."They're going to have many needs, including dental needs. Me being a dentist I wanted to try and give back a little bit and help. So I contacted a buddy of mine who lives in Ottawa. The two of us decided to offer free emergency dental care to any refugees who come to us," he said.But the idea didn't stop there. Soon more dental clinics came forward offering free care."Now we're over 30 clinics in five provinces and this is in the span of a month," Ghamian said."I think the reality of refugee camps is that you're trying to survive as best as you can. That being said, dentistry probably goes pretty low on the list of where priorities are. even if there are dental concerns there's limited access to dental care," Ghamian said. "The costs may become an issue."Ghamian said he's already seen at least one Syrian refugee family in his dentist's chair, and he's anticipating more in the next few weeks." The extent of it we'll find out as time goes on," he said.Ghamian's father left Syria in the 1960s, choosing to raise his family in Canada. Some of Ghamian's relatives are still living in the country, or have recently fled."I've been very lucky to be a Syrian living in Canada and now being able to give back to new Syrians becoming Canadian."

NEW ORLEANS - A judicial panel on Tuesday decided to consolidate hundreds of lawsuits against Volkswagen over its emissions cheating scandal in California, a focal point of the carmaker's troubles.The Judicial Panel on Multidistrict Litigation gave U.S. District Judge Charles R. Breyer in San Francisco oversight of more than 450 suits filed against the carmaker across the nation.The panel met last week in New Orleans to hear from numerous lawyers who were seeking to get the suits consolidated in a particular federal district. Volkswagen and the federal government asked the panel to centralize the suits in Michigan.Instead, the panel said it makes more sense to turn California into the centre of the legal wrangling, in part because there are so many VW owners and dealers there.Lawyers for VW and the Justice Department did not immediately return messages seeking comment.VW has admitted that 482,000 2-litre diesel vehicles in the U.S. contained software that turned pollution controls on during government tests and off during real-world driving. The government says another 85,000 6-cylinder diesels also had cheating software.VW says the software in the 6-cylinder diesels is different and is legal in Europe, but it has halted sales of those vehicles in the U.S. while it explains its case to the government.In Tuesday's ruling, the panel said no party in the litigation opposed centralization.In choosing California, the panel said the state is where the "most affected vehicles and dealers" are located. Opinion-Tribalisation, or the end of globalisation By Koert Debeuf-euobserver

Cairo, 8. Dec, 09:26-What will be the consequences of the attacks on Paris? The short-term results are well known by now: France and the UK are fighting against ISIS in Syria and Iraq, security is tightened everywhere in Europe and some borders inside the Schengen zone are controlled again.More important is the landslide victory of National Front in France. This is part of a growing trend of what I call ‘tribalisation’ that is not only affecting France and Europe, but the entire world.
In my search for answers I stumbled across the “Index of Globalisation” of the KOF Swiss Economic Institute. To my surprise, this Globalisation Index shows an unsettling but clear trend, and this for the first time since 1980 - it shows a decline of globalisation. Their index is based on facts and figures that differentiate between economic, social and political globalisation. The political stagnation started in 2008. This seems logical as the world saw a major financial and economic crisis with effects on all fronts.The economic and social stagnation started in 2007, even before the crisis. My assumption is that the cause is therefore not economic but psychological. Important traumatic events have plunged people all over the globe into an identity crisis. Their response is tribalisation: going back to the tribe they know best.-Lost directions-For two decades, the world seemed to be convinced that all indicators pointed in the same direction: more democracy, more economic openness, more human rights, more international cooperation. Not anymore.The old anti-forces of the liberal order, authoritarian nationalism and religious extremism are back with a vengeance. The most obvious example of the return of authoritarian nationalism is Russia.The same trend is also clear in most member-states of supra-national Europe, not the least in Hungary and Greece. Religious extremism is on a scary height in the Arab world, and also in parts of Africa, India and Myanmar.The US and Europe seem to be too tired and powerless to halt this decline. Even though both liberal powers know what they want, both are deeply divided. It looks like both powers are facing a global system failure and have no idea how to deal with it.Both know that their influence and power is not what it used to be, but they haven’t found a new role yet. It’s not an exclusive Western problem. The entire world is plunging into an identity crisis.-What is an identity crisis?-An identity crisis or existential crisis is a psychological state of mind of - mostly high-achieving - individuals who feel depressed, angry and lost, and who question the very foundations of their lives.It usually occurs after a traumatic experience such as an extreme disappointment, a broken relationship, the death of a loved one or a sudden loss of status. These traumas result in a loss of confidence and self-esteem.In trying to find a way out of this depressive disorder most people tend to go into anchoring: finding a well-known fixation point such as religion, closed social groups or one particular idea or ideology. People are looking for the security and warmth of a group, or what I call a tribe.In Arabic there is a word for this: qabaleya, or tribalisation. It is the choice to go back to the tribe, its warmth and clear-cut identity.What’s interesting is that psychologists have found that in looking for a way out of an identity crisis people often prefer a negative identity rather than a weak identity.Societies - just like individuals - can suffer traumatic experiences too. Just like individuals, societies often respond to traumatic experiences with an identity crisis by regressing back into what they know best from the past - what I am describing as tribalisation.They go back to the tribal (old) ideas and tribal (old) behaviour. These tribal ideas are mostly based on myths of a great past as the only way towards a great future.Tribalisation is a process that almost always includes the creation of enemies. The fight against external enemies is essential, while internal enemies are the “traitors from within” because they are weakening the tribe in their existential battle.The events of the 1930s are the most obvious example of this tribalisation process. After the traumatic experiences of the First World War and the crash of Wall Street in 1929, people in Europe felt lost in many ways. The crisis of the 1930s contributed to one of the most destructive tribalisations in world history.-
The world’s current identity crisis-The world’s new wave of tribalisation is a predictable answer to several traumatic experiences and a loss of confidence and status. There were obvious traumatic events like 9/11, the bombings in Madrid, London, and Istanbul, which created a sense of vulnerability within Western societies.The military response in Afghanistan and Iraq turned into a failure. Torture centres like Abu Ghraib in Iraq and Guantanamo in Cuba made people question the moral superiority of the West.A new major traumatic blow to the Western order was the financial and economic crisis of 2008-2009. These are not just events. They were serious blasts to the system and to the values in which people believed.When societies and countries lose direction and face identity crises, they tend to look back. They dig through the old sandbox of ideas and beliefs that seem to have worked in the past.-The extremes of the Arab World-The most obvious example of a regional identity crisis is the Arab World.The US invasion of Iraq in 1991 lead to the creation of Al Qaeda, and the new invasion in 2003 led to all kinds of violent extremist groups. However, for the large majority of Arabs, this was not the way forward. They chose to revolt against their own dictators in the revolutions of 2011.Most Arabs feel totally lost now. The ones with the deepest identity crisis see the Islamic State as the last resort, in the Arab World but also in Europe. Others choose the other tribal solution: authoritarian nationalism. This is obvious in Egypt where president Abdel Fattah al-Sisi and the military are ruling with force.-The old ghosts of Europe-The fall of the Berlin Wall in 1989 was a victory of the European idea. It proved that people from all over the European continent wanted to become a part of this dream.In December 2004, the European Union decided that membership negotiations would start with Turkey. 
The old, historic fear of Islam, the religion that twice tried to conquer Europe, woke up again.One year later, in 2005, the bombings hit the heart of London. Not only the extreme right opposed Turkish membership; German chancellor Angela Merkel and French president Nicolas Sarkozy were both elected on a promise to oppose Turkish accession to the European Union.It was in this political climate that France and The Netherlands, two founding members of the European Union, rejected the European Constitution in a referendum in 2005.The most traumatic experience was still to come. In 2008-2009 the financial and economic crisis did hit the European Union hard. The euro and the Eurozone were not prepared for this disaster and almost collapsed. In many hearts and minds, the European dream was broken.In all following elections anti-European parties and authoritarian nationalist parties became prominent political players. In the European elections in 2009 they obtained only 63 of the 751 seats in the European Parliament, in 2014 that number raised to 99, an increase of more than 50 per cent.Another system failure in the European construction became blatantly apparent with the crisis in Ukraine. On top of that the current refugee crisis is making things only worse. Tribalisation is hitting again in the heart of Europe. It is further weakening the EU internally and externally. It’s hard to say how this is going to end but a disintegration of the European Union may be around the corner.-Not only Europe is tribalising- We see Russia looking back to old ideas of imperial glory as an answer to the trauma of lost status after the fall of the Soviet Union. The invasions in Ukraine, Georgia, and Syria are making this very obvious.In the United States the division between the Democrats and the Republicans is growing.It doesn’t look like this trend is going to change soon if one follows the presidential election campaign. Some Republican candidates are outright racist and Islamphobic. The attacks in Paris only made this language worse. The fact that candidates gain popularity with it is a clear sign of how the United States is tribalising.-Conclusion: 13 November 2015-The attacks in Paris on 13 November 2015 will only accelerate the trend that was already haunting Europe and the rest of the world.The world has left the path of of globalisation and is taking the trail of tribalisation. The victory of Le Pen is just a start. WASHINGTON (Reuters) - Critics of a multibillion-dollar program to convert excess U.S. weapons-grade plutonium into fuel for commercial nuclear reactors under a 2000 treaty with Russia have seized on a newly disclosed report to renew calls for an end to the project.The fiscal 2016 defense authorization law includes $345 million in funding for a plant under construction at the DOE's Savannah River site in South Carolina, which will take 34 metric tons of plutonium and mix it with uranium to form safer mix-oxide (MOX) fuel pellets for use in commercial nuclear reactors.Congress must still appropriate the funding authorized in the law, but supporters say they do not expect any issues.Critics argue the MOX project should be halted after years of delays and cost increases, even though any changes could jeopardize one of the few agreements with Russia that is still running smoothly.Francie Israel with the National Nuclear Security Administration said the U.S. Department of Energy (DOE) was continuing work on the project for now, but several analyses had shown that diluting the plutonium and disposing of it at a site in New Mexico would cost less than half of the MOX approach.Russia has its own program to eliminate 34 metric tons of plutonium.A previously undisclosed report completed by privately-held Aerospace Corp for DOE in August concluded that diluting and disposing of the plutonium - or downblending - was the least technically complex of several alternatives and had the lowest cost risk since no new facilities were required."This report confirms that ... the downblending option is clearly less complex, less risky and cheaper," said Edwin Lyman, senior scientist at the Union of Concerned Scientists, urging Congress to end its parochial support for the MOX program. Lyman said DOE would likely seek to end funding for the project as part of its fiscal 2017 budget proposal. PORTLAND, Ore. - Oregon and the rain are synonymous — but the downpours that have caused flooding, landslides and evacuations in the state this week are getting to be too much even for the Pacific Northwest. Residents in the Portland area and throughout northwest Oregon and southwest Washington were pummeled by a second barrage of heavy rains on Tuesday, as rain continued to soak already saturated ground, bringing some area creeks and rivers to flood stage.Officials predicted that residents could face a repeat of Monday's scenario: streets turned into creeks, flooding near rivers and streams, landslides and delays in traffic and mass transit. Some buildings and residences were stacking up sandbags to prevent further flooding.Amtrak on Tuesday closed tracks between Portland, Oregon, and Vancouver, Washington, because of high waters north of Portland Union Station. Passengers using the Amtrak Cascades service will be taken by bus around the closed areas. Coast Starlight and Empire Builder trains will be rerouted through the area.Earlier Tuesday, commuter train and Amtrak services were cancelled between Seattle and Everett because of a landslide on the tracks. Train service will be halted until at least Thursday morning, part of a mandatory waiting period as tracks are inspected.The Oregon Department of Transportation closed all lanes of Highway 30 Tuesday afternoon south of St. Johns Bridge in Portland due to a landslide leaving trees and debris across the road. Officials had partially opened the road by Tuesday evening but weren't expected to fully open it until sometime Wednesday.As of Tuesday evening, more than 3,800 customers were without power in the Puget Sound region while nearly 4,000 customers were experiencing power outages in the Portland area.Even before the downpour returned Tuesday, several of the previously flooded streets remained closed throughout the area. The state Department of Transportation said parts of several highways in western Oregon were closed because of high water.Officials were also trying to figure out how to repair massive sinkholes that had opened up on Monday — one in front of Mount Hood Community College in Gresham, a Portland suburb, and another on Highway 22 in Yamhill County. The college remained closed on Tuesday.Several school districts cancelled classes or evening activities. The Oregon Zoo remained closed for the second day in a row. Officials in Gladstone issued a health alert after raw sewage overflowed into the Clackamas River.The Oregon Parks and Recreation Department also issued a beach safety alert on Tuesday for coast visitors, as strong winds and extremely high waves are in the forecast. Dec, 18:19-The slow pace of registering and relocating asylum seekers from Italy and Greece to other member states is frustrating EU-led efforts to get a grip on broader migration issues. Launched in September, the two-year plan to relocate 160,000 people in need of international protection remains mired in administrative, technical, and political delays.The relocation figure is dwarfed by the number of people asking for asylum in Europe. Greece alone saw 758,000 arrive so far this year.As of Monday (7 December), only 30 have been relocated from Greece and another 130 from Italy.Member states appear reluctant to announce any more pledges, while others are taking weeks to confirm matches. The Visegrad states - the Czech Republic, Hungary, Poland, and Slovakia - remain opposed.The task is further complicated by the lack of so-called hotspots, where EU teams are supposed to be deployed to help register arrivals.-One computer-Out of the five announced in Greece only the one in Lesbos has been declared operational. The zones are supposed to help sort and identify arrivals and determine who is eligible for protection.In September, police in the port had only one computer to register thousands of people. A month later in October, some 135,000 arrived on the island, more than anywhere else.Despite bad weather and the EU's €3 billion deal with Turkey, up to 3,500 continue to arrive daily on rubber boats from Turkey, with some Syrian refugees being intercepted at sea and set adrift by men in black masks. Turkey intercepted 3,000 people over a matter of days last week.Plans are now being discussed to resettle UN-recognised refugees from Turkey to member states.Details are to be proposed when the European Commission presents its plan to set up a European border and coast guard on 15 December. But the lack of experts, such as special interpreters, issues with red tape, limited accommodation, and lack of finger printing machines continue to pose problems.One senior EU official said fewer people who are not entitled to protection are being returned."There has been a clear dip in returns,” Marteen Verwey told MEPs in the civil liberties committee. No other member state, aside from Italy, organised a single return flight in November.-On the frontline-Last week, the EU's border agency Frontex and EU police agency Europol signed a data sharing agreement in their efforts to crack down on migrant smuggling. The illicit business from Turkey to the EU is said to be worth billions.Greek authorities, for their part, are planning to start work this week on getting the remaining hotspots up and running amid threats that Greece would be booted out of the passport-free Schengen travel zone."We are on the frontline and therefore we cannot have a good system asylum and relocation unless we realise that the gate to Europe isn't Greece, the real gateway here is Turkey and that is something that has to be settled,” said Anthi Karangeli, the Greek authorities' hotspot coordinator.The European Commission, for its part, also wants Turkey to tighten its visa regime to prevent people from Pakistan, Afghanistan, and Bangladesh entering the country.The relocation situation isn't much better in Italy, where Lampedusa is the only functional hotspot out of six announced.
