Air Scare-2 Israelis arrested for flying drones over Vatican-Tourists’ drone grounded for violating airspace ban in Rome at the start of Extraordinary Jubilee of Mercy year-By Sue Surkes December 29, 2015, 10:55 pm-THE TIMES OF ISRAEL

Was it a bird? Was it a plane? Or was it the coming to pass of Psalm 40, which proclaims that “those who hope in God will soar on wings like eagles?”Sadly, the answer was more prosaic, when Italian police spotted a drone flying over the Tiber River and St Peter’s Square on Sunday, and traced its remote control to the hands of one of two vacationing Israelis taking holiday snaps from Umberto Bridge near St. Peter’s Basilica in the Vatican City. The police were on routine patrol to crack down on illegal vendors around the popular tourist area, according to a report by The Local. The men, both aged 33, were taken for questioning and will likely face charges for airspace violation. The drone, equipped with high resolution cameras, broke a ban on remote-controlled aircraft over Rome imposed earlier this month, at the start of the Catholic Church’s Extraordinary Jubilee of Mercy. The jubilee was announced by Pope Francis in April and runs from December 8 until November 20, 2016. It is intended to be a period for the pardoning of sins.Rome’s airspace is closed for the year out of fear that terrorists could use aircraft to attack the capital.Drones have been banned at tourist sites worldwide because of security fears and arrests have been made both in Paris and in Yellowstone National Park in the US.In October last year, an Israeli tourist was nabbed in front of the Notre Dame Cathedral while flying a drone above some of Paris’s main attractions. He was slapped with a 400-euro ($500) fine after spending the night in jail. One month before that, a Dutch tourist was fined for flying a drone in Yellowstone Park.

Likud approves PM’s call for early leadership primaries-Powerful central committee also picks Welfare Minister Haim Katz as replacement for former chairman Danny Danon-By Raoul Wootliff and Sue Surkes December 29, 2015, 11:56 pm-THE TIMES OF ISRAEL

The Likud party’s powerful central committee voted Tuesday to approve Prime Minister Benjamin Netanyahu’s request for early leadership primaries, which he argued would allow the Likud to be “ready for every scenario,” including national elections. The one-day ballot also saw the election of Welfare Minister Haim Katz as the new head of the central committee. Katz replaces Danny Danon, who left the post to become Israel’s ambassador to the United Nations earlier this year.Of the 3,532 members of the committee, 2,891 — or 82 percent — cast their votes. The Likud leadership vote will now be held on February 23, a move that the prime minister told senior Likud activists Sunday would stabilize the governing coalition. Netanyahu, whose coalition has a razor-thin majority, took part in an emergency central committee meeting Monday in an effort to persuade activists to support his proposal to bring forward the party leadership vote. He canceled the weekly Knesset faction meeting in order to attend.“Tomorrow a chairman of the Likud Central Committee will be elected and I wish good luck to all the contenders,” Netanyahu said in a statement Monday. “In addition it’s important to complete the elections for chairman of the Likud party and its nominee for the premiership in order to unite the movement and ensure that there is no division and partisanship,” the prime minister said.“We want to be ready for every scenario,” he continued. “And if something happens — we do, after all, have a coalition of 61 [MKs] — and we find ourselves faced with elections, we’ll be ready.”Opponents have argued that bringing forward the primaries instead of holding them closer in time to the next general elections may stymie attempts by potential competitors to run against the prime minister, thus securing Netanyahu’s position as the leading candidate.A year ago, facing a shaky coalition, Netanyahu brought the leadership primaries forward; in that instance, the aim was to prevent rival Gideon Sa’ar from mounting a successful counterbid for the leadership. Sa’ar subsequently pulled out of the race.On Thursday, the retired politician announced that he would not run for the next Likud primaries either. Taking to Twitter, Sa’ar called the snap primaries a piece of theater, and said he would not participate.“I’m not in the habit of being a marionette. I wish Netanyahu success in running, as well as to all of the other actors in the play,” he wrote in answer to a journalist’s query.Primaries, which are conducted by several Israeli political parties, enable party members — rather than internal committees — to elect a leader and the lists of candidates for general elections. In June, Netanyahu fought off a bid to have the power to choose candidates returned to the Likud Central Committee.Marissa Newman contributed to this report.

US spied on Netanyahu’s anti Iran deal lobbying — report-Despite promising to curb eaves dropping on foreign leaders, White House had NSA listen in on conversations between Israeli leaders and US lawmakers, according to Wall Street Journal-By Times of Israel staff December 30, 2015, 1:49 am

The White House instructed US spies to eavesdrop on Prime Minister Benjamin Netanyahu and other top Israeli officials earlier this year in an effort to counter campaigning against the Iran nuclear deal, despite promising to curtail listening in on foreign leaders, according to a Wall Street Journal report late Tuesday. The National Security Agency’s spying dragnet was cast so wide it caught conversations Netanyahu and other Israeli leaders had with US officials and Jewish American leaders, leading to what one source called an “oh shit moment,” when the extent became clear according to the report, which cites several current and former US officials. The White House and other administration officials refused to comment on the report to the New York-based publication. There was no immediate comment in Jerusalem on the report, which was released just before midnight Israel time.Much of the spying was focused on gaining an intelligence on what Israeli and Jewish figures were doing to campaign US lawmakers to oppose the nuclear deal, inked between Iran and six world powers and July. One senior US official told the daily the NSA was looking “to give [the administration] an accurate illustrative picture of what [the Israelis] were doing.”According to the report, the White House learned through the spying how “how Mr. Netanyahu and his advisers had leaked details of the US-Iran negotiations—learned through Israeli spying operations—to undermine the talks; coordinated talking points with Jewish-American groups against the deal; and asked undecided lawmakers what it would take to win their votes.”When confronted about leaking confidential details from the talks to US lawmakers, Israelis rebuffed the allegations, according to the report. An Israeli Embassy spokesperson in Washington also told the Wall Street Journal that allegations that Israeli officials told US Jewish groups how to lobby Congress on their behalf were “total nonsense.”The Israeli effort against the nuclear deal failed and Congress, given oversight over the landmark pact, voted against it in September, but without enough support to override a presidential veto. The issue, and plain-faced Israeli campaign against the administration of US president Barack Obama, polarized ties between Jerusalem and Washington, as well as between Obama and Netanyahu, which had been shaky for years amid disputes over how to deal with Iran’s nuclear program and the moribund peace process with the Palestinians.Though Obama promised in 2013 to curb American spying on foreign leaders, following revelations of NSA spying on allies leaked by whisteblower Edward Snowden, an official said the idea of stopping tracking Netanyahu was barely entertained.“Going dark on Bibi? Of course we wouldn’t do that,” the paper quoted as senior US administration official saying, using a nickname for the prime minister.According to the report, spying on Jerusalem included “a cyber implant in Israeli networks,” giving the NSA access to information in Netanyahu’s office. After concerns were raised that the NSA was spying on conversations between US lawmakers and Netanyahu or other Israeli officials, the White House told the NSA to decide what info to give out, allowing them to mask the names of US citizens being spied on.In October, the Wall Street Journal reported that the US spied on the Israeli air bases and secret communications in 2012, fearing an attack on Iranian nuclear facilities was in the works.According to the report, “[n]erves frayed at the White House” when the US discovered Israeli air activity over Iran, and Washington dispatched an aircraft carrier to the Mideast and also prepared attack aircraft, in case, as one senior American official told the Journal, “all hell broke loose.”At the same time, US intelligence was monitoring Israeli communications to ensure that Jerusalem was unaware of secret backchannel meeting between the US and Iran taking place in Oman, the paper reported.

THIS STORY IS THE MOST REDICULAS I HAVE EVER HEARD.IT WAS ADAMS RIB WERE GOD CREATED THE WOMAN FROM.

GENESIS 2:21-25
21  And the LORD God caused a deep sleep to fall upon Adam, and he slept: and he took one of his ribs, and closed up the flesh instead thereof;
22  And the rib, which the LORD God had taken from man, made he a woman, and brought her unto the man.
23  And Adam said, This is now bone of my bones, and flesh of my flesh: she shall be called Woman, because she was taken out of Man.
24  Therefore shall a man leave his father and his mother, and shall cleave unto his wife: and they shall be one flesh.
25  And they were both naked, the man and his wife, and were not ashamed.

Flaccid response-Claim Eve came from Adam’s penis dismissed as phallacy-Christian readers tell periodical where to get off after Dr. Ziony Zevit argues that Hebrew word ‘tsela’ refers to penile bone which humans no longer possess-By Times of Israel staff December 30, 2015, 2:26 am

Christians have shafted a claim by a biblical literature professor that tradition’s first woman, Eve, was created not out of Adam’s ribs but his penile bone. The human penis lacks the baculum — a bone found in the phalluses of placental animals such as gorillas and chimpanzees. It helps animals to maintain stiffness during long periods of mating.Several theories for this anatomical absence have been put forward over the years. One says that the tendency of humans to form long-term couple relationships rendered long-lasting bone- related rigidity redundant because sexual intercourse takes place frequently and for short periods only.Evolutionary biologist Richard Dawkins suggested that females tested the physical and mental states of prospective suitors via the man’s ability to rise to the occasion without the need of a bone. But Dr. Ziony Zevit, distinguished professor of Biblical Literature and Northwest Semitic Languages at the American Jewish University (University of Judaism), links the flight of the phallus bone to the creation of Eve, claiming that the correct way to understand the Hebrew word for “rib” — tsela — in the Book of Genesis is as “limbs lateral to the vertical axis of an erect human body: hands, feet, or, in the case of males, the penis.”He asserts that this real meaning was subsequently lost in translation. Tsela was first translated as “rib” in the Septuagint, a Greek translation of the Hebrew Bible dating to the mid-third century B.C.E.Zevit’s argument, first presented in his book 2103 book “What Really Happened in the Garden of Eden?” resurfaced recently in an article, “Was Eve Made from Adam’s Rib—or His Baculum?” published in the September/October 2015 issue of Biblical Archaeology Review, a top periodical for the quasi-scientific field attempting to reconcile the Bible to historical finds. The Daily Express newspaper reported on Tuesday that the article has turned into a major bone of contention for some Christian readers.“I write to express my disappointment with your magazine. I wish to cancel my subscription,” wrote Sue Glaze from Oakland, Maryland. “Come on now, Eve being created from Adam’s penis bone, rather than his rib? That is plainly not a Bible teaching. I do not need and will not read articles that damage my faith or attempts to cause me to doubt what I know is the truth from the Bible.”The Rev. Randall L Krabill wrote: “How does Ziony Zevit’s article have anything to do with Biblical archaeology? “I have never purchased a tabloid magazine in my life — and I have no intention of ever doing so. I certainly didn’t realize that was what I was doing when I subscribed to BAR.”Rev Don Brubacher, from Canada, called the theory “laughable” and “outlandish”, the paper reported. Brubacher said: “As Jesus scathingly said: ‘You blind guides! You strain out a gnat and swallow a camel.’ (Matthew 23:24).”

Egypt, Ethiopia, and Sudan sign new Grand Renaissance Dam agreement-Reuters By Khalid Abdelaziz-DEC 29,15-YAHOONEWS

KHARTOUM (Reuters) - Egypt, Ethiopia, and Sudan signed an agreement on Tuesday finalizing the two firms tasked with carrying out studies on the potential impact of Ethiopia's Grand Renaissance Dam on the flow of the Nile, their foreign and water ministers said. The three countries had initially picked French firm BRL and Dutch firm Deltares in April but Deltares later withdrew leading them to replace it with French firm Artelia on Tuesday. The leaders of the three countries signed a co-operation deal in Khartoum in March that paved the way for a joint approach to regional water supplies.Cairo and Addis Ababa had previously been locked in a bitter war of words over Ethiopia's $4 billion project.Tuesday's agreement came after talks between the foreign and water ministers of the three countries had to be extended for a third day.Technical studies will start in February, when the six ministers are due to meet again, and will take between six and 15 months, Sudanese Water Resources, Irrigation, and Electricity Minister Moataz Mousa said. The principles in the March agreement included giving priority to downstream countries for electricity generated by the dam, a mechanism for resolving conflicts, and providing compensation for damages.Signatories also pledged to protect the interests of downstream countries when the dam's reservoir is filled.Addis Ababa has long complained that Cairo was pressuring donor countries and international lenders to withhold funding from the 6,000 megawatt dam, which is being built by Italy's largest construction firm Salini Impregilo SpA.Egypt, which relies almost exclusively on the Nile for farming, industry and domestic water use, has sought assurances the dam will not significantly cut its flow to its rapidly growing population.Even before the impact studies have been started, officials say 50 percent of the dam's construction has been completed."We are satisfied with the results of this meeting and look forward to achieving a strategic partnership," said Egyptian Foreign Minister Sameh Shoukry.Ethiopia, the source of the Blue Nile which joins the White Nile in Khartoum and runs on to Egypt, says the dam will not disrupt flow. It hopes the project will transform it into a power hub for the electricity-hungry region."We see the agreement over these companies as progress and look forward to actualizing the interests of the three countries. We believe the dam will be useful to the three countries," said Ethiopian Foreign Minister Tedros Adhanom. The Grand Renaissance Dam is the centerpiece of Ethiopia's bid to become Africa's biggest power exporter. Addis Ababa plans to spend some $12 billion on harnessing its rivers for hydro power production in the next two decades.(Additional reporting by Omar Fahmy in Cairo; Writing by Ahmed Aboulenein; Editing by Dominic Evans)

Severe floods hit Missouri as U.S. storms sweep north-ReutersBy By Kevin Murphy and Mary Wisniewski | Reuters – DEC 29,15-YAHOONEWS

KANSAS CITY, Mo./CHICAGO (Reuters) - Missouri residents struggled through a fourth straight day of storms on Tuesday, fighting rising floodwaters that inundated homes, forced evacuations and closed highways and even part of the Mississippi River.A week of chaotic weather continued throughout the United States as a storm system that spawned deadly tornadoes in the Midwest and Southwest pushed north. More than 40 people have died of weather-related causes during the Christmas holidays in the past week.Missouri has been pounded by downpours since Saturday, and forecasters warned that its major rivers were still days away from cresting at record levels. At the confluence of the Mississippi and Missouri rivers, about 20 miles (32 km) north of St. Louis, residents of the small cities of West Alton and Arnold were told to evacuate on Tuesday due to rising waters."Access to and from town will be lost in a matter of hours," the local Rivers Pointe Fire District said in an alert.Video taken from local news helicopters showed homes in West Alton with water almost at roof level. There was also severe flooding near the courses of the Missouri, Meramec and Bourbeuse rivers in the town of Union, about 50 miles (80 km) west of St. Louis, where footage showed several shops, a McDonald's restaurant and a gas station partly submerged.Missouri Governor Jay Nixon called out the National Guard to provide security in evacuated areas and direct traffic away from closed roads."These citizen soldiers will provide much-needed support to state and local first responders, many of whom have spent the last several days working around the clock responding to record rainfall and flooding," Nixon said in a statement. The floods forced the closure of hundreds of roads across Missouri, including in St. Louis and Interstate 44 near Rolla, a small city about 110 miles (180 km) southwest of St. Louis, officials said.Three new flood-related deaths were discovered on Tuesday, the governor told a news conference, raising the death toll in the state since the storms began over the weekend to 13.Noting that a dozen of those deaths had been caused by vehicles being swept from flooded roads, Nixon reiterated that motorists should never drive around barricades or into standing water. Some inmates were moved out of the Menard Correctional Center, a maximum security prison on the banks of the Mississippi, in Illinois, and sandbags and drinking water were prepared in anticipation of flooding in lower level cell blocks, Illinois officials said in a statement.-MISSISSIPPI TO CREST ON FRIDAY-The U.S. Coast Guard had to close a five-mile (8 km) stretch of the Mississippi River near St. Louis to all vessel traffic because rising river levels created hazardous conditions. The National Weather Service predicted the Mississippi River at the Chester, Illinois, river gauge about 60 miles (100 km) south of St. Louis would crest at 49.7 feet (15.1 meters) on Friday - matching the 1993 record.Local officials and the U.S. Army Corps of Engineers were working to fortify a levee in the area to protect homes and businesses, Nixon's office said.On Saturday, the Mississippi is expected to crest at Thebes, Illinois, just south of Cape Girardeau, Missouri, at 47.5 feet (14.5 meters) - nearly two feet above the record, officials said.Other rivers are also expected to reach new highs, with the Meramec forecast to crest at Valley Park, Missouri, at a record 42 feet (12.8 meters).Illinois issued a disaster proclamation for seven counties with flooding or potential flooding after being drenched with seven inches of rain between Dec. 23-28.Elsewhere in the U.S. midsection, parts of eastern Oklahoma and Arkansas, were under flood warnings and flood watches on Tuesday. Up to a foot (30 cm) of snow was forecast for Iowa and the Great Lakes region, the National Weather Service said. The severe weather has stranded tens of thousands of travelers during one of the busiest travel periods of the year. As of 4:30 p.m. EST (2130 GMT) on Tuesday, more than 1,280 flights had been canceled in the United States and about 4,400 were delayed. About 2,900 flights were canceled on Monday, according to FlightAware.com.Adding to the misery, the U.S. Geological Survey reported that two mild earthquakes - 4.1 and 3.4 magnitude - rattled central Oklahoma early on Tuesday, causing power outages in an area already hit by winter storms. In an apparent storm-related incident in Oklahoma, singer Craig Strickland, 29, of the country-rock band Backroad Anthem went missing while duck hunting in a boat in bad weather with a friend. The friend's body was found in a lake after their boat capsized, officials said.(Additional reporting by Victoria Cavaliere in Los Angeles, Heide Brandes in Oklahoma City, and Euan Roche in Toronto; Writing by Daniel Wallis and Fiona Ortiz; Editing by Bill Trott and Jonathan Oatis)

Deadly Midwest storm brings snow, ice to Northeast as region takes 1st hit of winter-The Canadian PressBy Patrick Whittle, The Associated Press | The Canadian Press – DEC 29,15-YAHOONEWS

PORTLAND, Maine - Winter weather that spun off a series of deadly storms in the Midwest brought the season's first big punch to the Northeast on Tuesday, with snow, sleet and freezing rain greasing roads, sending drivers spinning and keeping people indoors amid sub-freezing temperatures.Parts of northern New England had already about 6 inches of snow by early evening, and isolated areas could get 10 inches or more by the time it ends late in the day, according to the National Weather Service. The weather made for a sloppy mess in parts of metro Boston, where memories linger of last winter's record-breaking snowfall. But as Fernando Gonterman waited for a train from Harvard Square to his job at Massachusetts General Hospital, he was unfazed."Weather is weather. Just deal with it, right?" he said.In snow-loving Vermont, Chassidy Byrd, the assistant manager at a gas station and convenience store in Plainfield, said the storm returned the state to a sense of normal.Without any snow, "it didn't feel like Vermont," she said.Mike Kistner of the National Weather Service in Gray, Maine, said the storm that chilled the Northeast is linked to the same system that produced deadly tornadoes in the Midwest beginning Saturday, then brought heavy snow, ice, rain, flooding and blustery winds as it moved toward the Great Lakes. That storm system killed dozens, including many who drowned in floodwaters and others caught up in tornadoes.Kistner said the northeastern spur of the system was tracking toward Cape Cod, Massachusetts, before it blows out to sea late Tuesday. Forecasters said snowfall totals would range from an inch or less in parts of southern New England before turning over to rain and sleet, while northern regions would see more. In central and northern New York, 4 to 8 inches of snow was anticipated and police were investigating whether slick roads caused a crash overnight that killed a state corrections officer driving home from work. The snow went a long way toward making up for a warm, snowless December in the Northeast where several spots are flirting with record warmth for the month. The temperature topped 60 degrees on Christmas Day in Maine, and normally, Portland would have seen more than a foot of snow by Tuesday, Kistner said. There were no major traffic problems, but some vehicles got stuck in the mounting snow around rush hour. Traffic was mostly light because schools were closed for Christmas vacation and many businesses were closed.Portland resident Aaron Lovely said he walked through the worst of the snow for about 20 minutes to get to his job at a downtown record store, which was mostly empty late Tuesday morning. He said the trek through the snow "wasn't the worst," and the winter's lack of weather so far was perhaps more unnerving."It was kind of weird that there wasn't snow until now," Lovely said. "It's about time."Eric Janelle, of Weare, New Hampshire, was happy for the businesses that rely on the snow, but memories of last year's relentless onslaught tempered his enthusiasm."It's good that it's finally snowing here at the end of December, but on the other hand, it was so bad last year that it's nice to have a little bit of a break," he said.A minute later, as he hopped over a pile of slush on Concord's Main Street, he shouted over his shoulder: "I sure didn't miss this!"___Associated Press writers Collin Binkley in Boston; Chris Carola in Albany, New York; Reese Dunklin in Blue Ridge, Texas; Lisa Rathke in Plainfield, Vermont; David Sharp in Portland, Maine; and Rik Stevens in Concord, New Hampshire, contributed to this report.

Quebec hit by major snowfall after system moves through Ontario-The Canadian Press-By Diana Mehta, The Canadian Press | DEC 29,15-YAHOONEWS

TORONTO - A powerful storm system which dealt southern Ontario its first real blast of winter this season moved into Quebec on Tuesday, with meteorologists expecting it to hit Atlantic Canada later in the day.The system moved into Canada from the United States, where it had spawned deadly tornadoes in Texas over the weekend, and brought heavy snow, ice and blustery winds Monday to several other states, causing the cancellation of more than 2,800 flights nationwide."This particular messy mix of precipitation, the snow, ice pellets, freezing rain, rain, really is the first taste of winter for a lot of southern Ontario," said Geoff Coulson, a warning preparedness meteorologist with Environment Canada. "This is a large-scale system."Snow gave way to rain in many areas, including the Toronto region, by Tuesday morning. The conditions made for a slow commute as motorists dealt with slick roads and slushy sidewalks. Ontario Provincial Police said they had responded to more than 300 collisions since the storm began. While southwestern Ontario was expected to see periods of rain for the rest of the day, a freezing rain warning remained in effect for areas north and northeast of Toronto.Meanwhile, in eastern and central Ontario, including the Ottawa valley, North Bay and the Sudbury areas, colder temperatures meant heavy snow was in the forecast, said Coulson. The storm system also made its way into southern Quebec, with the Greater Montreal area, the Laurentians and the Eastern Townships expected to get 30 to 40 centimetres of snow by Tuesday evening."They anticipate this to be mostly a snowfall event, where some areas of southern Quebec could see between 30 to 40 centimetres before the system finally weakens off and pulls out overnight," said Coulson. "A similar situation in the Maritimes, this system will also affect them during the course of the day."Snowfall warnings were in effect for southern parts of Nova Scotia and southern parts of New Brunswick, some of which had already been hit by up to 18 centimetres of snow on Sunday.A snowfall warning was in effect for Halifax, while a winter storm watch was in place for Fredericton. The inclement weather led to numerous flight cancellations and delays at Montreal's Pierre Elliott Trudeau International Airport as well as at Toronto's Pearson International Airport. Quebec provincial police reported many numerous collisions on the province's roads but no injuries or deaths.

Winter storm dumps snow in Maritimes for second time in three days-The Canadian Press-By The Canadian Press | DEC 29,15-YAHOONEWS

HALIFAX - Parts of the Maritimes are digging out for the second time in three days as a winter storm sweeps through parts of the region.Environment Canada meteorologist Barrie MacKinnon says a weather system near Cape Cod is responsible for the storm which was expected to bring up to 25 centimetres of snow to much of mainland Nova Scotia and southeastern New Brunswick by the end of the day Tuesday. MacKinnon says up to 15 centimetres of snow was expected for northern New Brunswick, while lighter amounts of up to 10 centimetres were forecast for Prince Edward Island and Cape Breton. The snowfall led to several flight delays at Halifax Stanfield International Airport and to event cancellations in some parts of the region.RCMP in Nova Scotia say the conditions also caused more than a dozen traffic accidents across the province. The most serious was a head-on collision around 2 p.m. on Highway 104 near French River, N.S., that sent a man and a woman to hospital with serious but non-life threatening injuries. The latest snowfall follows a storm on Sunday that dumped up to 18 centimetres across areas of the Maritime provinces.

Ottawa overnight winter parking ban in effect-CBC – DEC 29,15-YAHOONEWS

The City of Ottawa has issued its first winter overnight parking ban of the season to clear up the heavy dump of snow that started just after midnight Tuesday.On-street parking permit holders are exempt but others could be ticketed, towed and fined between 1 a.m. and 7 a.m. For the first time this year, residents have free access to six city-owned garages during overnight bans. Garages have different times when the free period begins.Find out more about free parking at city-owned garages during the overnight parking ban here. Overnight parking bans are issued when seven or more centimetres of snow falls, so that plows can clear the streets. By 3 p.m. Tuesday, more than 25 centimetres of snow had fallen in some parts of Ottawa.

P.E.I. snow enthusiasts embracing winter sports-CBC – DEC 29,15-YAHOONEWS

While some Islanders are worried they'll be experiencing another winter like the last two, others are embracing it.For some that means a visit to Brookvale Winter Activity Park to enjoy some skiing. The provincial park opened its cross-country ski trails on Tuesday after the weekend snowstorm. Tesa Court and her daughter took advantage of the opening. When asked if she loved winter, Court said she has learned to over the years of living on the East coast."You don't really have a choice.  if you want to get outside, you have to kind of love it," said Court."We took every opportunity last year to get out into the snow during those big storms, doing some snowshoeing, and skiing and stuff.  You've got to embrace it if you're here." P.E.I. Snowmobile Association president Dale Hickox says more people are getting excited about snowmobiling on the province's groomed trail system."The excitement generated this year is at record levels. Everybody is talking about it, our trail permit sales seems to be climbing quite a bit. We've had requests for more passes from all our distributors, so that's an encouraging sign for us," said Hickox.-Sales increasing- Not only are the sales of trail permit passes increasing, so are the sales of snowmobiles.Toymaster Motor Sports owner Gary Dunning said sales have doubled over the past two years because of the amount of snow the Island received."It looks like the makings of a year like last year, so it's definitely introduced more people into it. And we're seeing a lot of new people, new buyers that don't own snowmobiles coming into it this year."While there hasn't been enough snow to open the downhill slopes at Brookvale, there's been enough to raise the anticipation level."People are always excited whenever there's snow around. And whenever they've had a good season, it gets them pumped for the next season," said Erin Curley, assistant superintendent at Brookvale Winter Activity Park. But even snow enthusiasts like Hickox say last year's record-setting winter was a little much. He adds he'll take all the snow, just not the storms."The difficulty in it was it was a very tough year for our volunteers and our equipment, getting the trails in the kind of shape all our membership would like to see them at," said Hickox."It was a continuous battle right to the end of March to do that."But he adds days with weather like the Island had on Tuesday would make for the perfect winter.

Evidence of new terrorist plot in EU capital By Andrew Rettman-DEC 29,15-EUOBSERVER

BRUSSELS, Today, 20:02-Belgium has raised the terrorist threat level for police stations in Brussels following intelligence of another jihadist plot.Authorities on Tuesday (29 December) raised the level from two to three in measures to last until 4 January. The move means: there’ll be armed officers outside police stations; opening hours and public access will be restricted; officers can go on patrol only in pairs; and police auxillaries can only move around with an armed escort. The alert comes after house raids in the Belgian and EU capital on Sunday and Monday led to two arrests, as well as seizures of computer equipment, Islamic State (IS) propaganda, and military clothes, but not weapons.According to an internal police note, dated Monday, and seen by the Belga news agency, there is “a possible and credible threat of Paris-type attacks” against: visitors to the Grand Place, in Brussels’ tourist centre; the main police station adjoining the square; and against police and military personnel in general. The attack was to be carried out in the New Year holiday period. But it was not said to be "imminent," which would have merited a level four alert.Belgium in general is, in any case, on level three since November, when security services expected a Paris-type attack against shopping centres. But police facilities had been left on level two.The general level three alert means soldiers in comabt fatigues continue to patrol the streets in Brussels city centre, putting a dampener on the atmosphere, with shops, bars, and restaurants less busy than normal. The sense of alarm comes after IS-inspired gunmen killed 130 people in Paris on 13 November, with several of the attackers linked to Belgium. But the Brussels military patrols have also become part of normality, with one soldier recently pictured with a shopping bag.Other European cities, including London and Moscow, are also taking extra security precautions after an unnamed intelligence service uncovered signs of a Paris-type plan to attack New Year’s revellers.Belgium has the highest concentration in the world per capita of nationals who went to fight with IS in Syria.

British couple convicted of plotting attack to mark bombing anniversary-Husband and wife planned to detonate explosives in London Underground or shopping center in homage to 2005 subway attack, court finds-By AFP December 30, 2015, 2:14 am-THE TIMES OF ISRAEL

LONDON — A British court on Tuesday convicted a husband and wife of planning a major terror attack to mark the 10th anniversary of the London suicide bombings this year.Mohammed Rehman, 25, used the Twitter name “Silent Bomber” and asked users whether he should bomb a shopping center or the London Underground train network.Rehman used as his profile picture an image of the Islamic State group militant known as “Jihadi John”, believed killed earlier this year, and was said by prosecutors to have had a “keen interest” in IS.He was arrested in May after posting a tweet saying: “Westfield shopping center or London underground? Any advice would be greatly appreciated.”That was accompanied by a link to an Al-Qaeda press release about the July 2005 bombings in which four suicide bombers targeted London’s transport system. Fifty-two people were killed. The couple were accused of planning their attack around May 28. Rehman and his wife Sana Ahmed Khan were found guilty by a jury at the Old Bailey in London, England’s central criminal court.Police also seized more than 10 kilograms (22 pounds) of urea nitrate, which can be used to manufacture a large bomb, from their house and he filmed himself testing explosives in their back garden.“The manufacture of a detonator would have taken no more than a couple of days and could have been done by him much quicker if he chose to,” prosecutor Tony Badenoch told the court. While Rehman was responsible for creating the bomb, his wife funded his exploits and bought the chemicals, the Crown Prosecution Service said.If detonated on the London Underground, the bomb they were preparing “would have caused multiple fatalities,” said the CPS.“The intention to carry out some form of terrorism attack was clear,” Susan Hemming, head of the CPS counter terrorism division, said following the verdict.“ The pair had been very close to carrying out an attack. All they required was to purchase the chemicals to make a detonator.“There is little doubt that, had Rehman and Ahmed Khan not been stopped when they were, they would have attempted to carry out an act of terrorism in London.”The couple will be sentenced on Wednesday or Thursday, following mitigation hearings.

Iranian Revolutionary Guards fired rockets near U.S. warships in Gulf: U.S.Reuters-DEC 29,15-YAHOONEWS

WASHINGTON (Reuters) - Iranian Revolutionary Guards launched rockets near the U.S. aircraft-carrier Harry S. Truman and other warships as they were entering the Gulf on Saturday, giving only brief notice in a "highly provocative" act, a U.S. military spokesman said on Tuesday.NBC News, citing unnamed U.S. military officials, said the Guards were conducting a live-fire exercise and the Truman came within about 1,500 yards (meters) of a rocket."The rockets were not fired at the Truman and other ships, only near them," the network said.Several Revolutionary Guard vessels fired the rockets "in close proximity" of the warships and nearby merchant traffic "after providing only 23 minutes of advance notification," said Navy Commander Kyle Raines, spokesman for the U.S. Central Command."These actions were highly provocative, unsafe, and unprofessional and call into question Iran's commitment to the security of a waterway vital to international commerce," Raines said in an email. The Truman, accompanied by two warships from the U.S.-led coalition supporting air strikes against Islamic State militants in Iraq and Syria, was entering the Gulf through the Hormuz Strait on a routine transit when the incident occurred, he said.NBC News said the U.S. destroyer Buckley and a French frigate were in the area where the rockets were fired."While most interactions between Iranian forces and the U.S. Navy are professional, safe, and routine, this event was not and runs contrary to efforts to ensure freedom of navigation and maritime safety in the global commons," Raines said.Iranian and U.S. forces have clashed in the Gulf in the past, especially during the Iran-Iraq war in the 1980s after the 1979 Islamic revolution.Tehran and six world powers including the United States clinched an agreement in July that would curb Iran's nuclear program in return for lifting economic sanctions.(Reporting by Yeganeh Torbati; Writing by Mohammad Zargham; Editing by Peter Cooney)

US official: Airstrikes kill 10 Islamic State leaders, including some linked to Paris attacks-The Canadian PressBy Lolita C. Baldor, The Associated Press | The Canadian Press – DEC 29,15-YAHOONEWS

WASHINGTON - U.S. and coalition airstrikes killed 10 Islamic State leaders over the past month, including several linked to the Paris attacks or other plots against the West, a U.S. military official in Iraq said Tuesday.U.S. Army Col. Steve Warren told Pentagon reporters that the militants were killed mainly by drone strikes in Iraq and Syria. He offered few details, but said at least two of those killed were linked to the Paris attacks.According to Warren, one of the insurgents killed was Charaffe al Mouadan, a Syrian-based IS member who was directly linked to Abdel Hamid Abaaoud, the Paris attack cell leader. Mouadan, who was killed by an airstrike last Thursday in Syria, was planning additional attacks against the West, Warren said. Also killed was Abdel Kader Hakim, who was part of the Islamic State group's effort to plan attacks against Western targets and "had links" to the Paris attack network, Warren said. Most of the 10 appeared to be mid-level leaders.Warren's announcement came as Belgian authorities said they had arrested two men in connection with a suspected plot involving attacks during the holiday season in Brussels. They said the plans involved attacks similar to those that hit Paris on Nov. 13, when 130 people were killed and hundreds more wounded by suicide bombers and gunmen. The Islamic State group has claimed responsibility for the Paris attacks.Al Mouadan, a 26-year-old Frenchman who grew up in the poor Paris suburbs, was arrested in France in October 2012, and was charged with "criminal association in view of preparing acts of terrorism," a sweeping charge often used by the French to nab potential terrorists. He was not imprisoned and left for Syria in August 2013, where he joined the Islamic State group, according to a Paris judicial official. The official said al Mouadan took the nom de guerre Abou Souleymane. The Paris official was not authorized to discuss the case, so spoke on condition of anonymity.According to the official, the French investigation of the Paris attacks linked al Mouadan with longtime friend Samy Amimour, one of the three attackers at the Bataclan theatre. Amimour was killed by police. The official added that judicial investigators have not yet established a direct link between al Mouadan and Abaaoud, the alleged organizer of the Nov. 13 attacks. The U.S. is ramping up pressure on such high-value militants. Earlier this month, President Barack Obama announced that he is sending U.S. special operations forces into Iraq to conduct clandestine raids targeting Islamic State group leaders. The commandos — likely about 100 — would operate in small teams, gathering intelligence that will fuel airstrikes and other operations. So far, the Pentagon has not said when the special operations forces will deploy.Warren said that one of the other militants killed was from Bangladesh but was educated as a computer systems engineer in the United Kingdom. The insurgent, Siful Haque Sujan, was killed near Raqqa, Syria. He worked as a computer hacker for the Islamic State group and co- ordinated anti-surveillance technology and weapons development, Warren said."We're striking at the head of this snake," Warren said. "We haven't severed the head of the snake yet, and it's still got fangs. We have to be clear about that. There's much more fighting to do."___Associated Press writer Philippe Sotto in Paris contributed to this report.

Poland ignores EU appeal on constitutional reform By Andrew Rettman-DEC 29,15-EU OBSERVER

BRUSSELS, Today, 09:29-Polish president Andrzej Duda has defied the European Commission by signing a controversial law on constitutional reform. The president, himself a lawyer, told press in Warsaw on Monday (28 December) he did it after “careful reflection” because the changes “help to strengthen the position of the Constitutional Tribunal.”“If the tribunal is to make decisions on laws adopted by parliament, it should be by a higher majority. Why? Because they’re lawyers, lawyers who have different points of view, both legally and ideologically,” he said.“I find it difficult to believe how, until now, de facto three judges on the tribunal could decide the fate of a law adopted by the parliamentary majority.”The changes make it harder for the tribunal to make decisions, by raising the bar from a simple majority to two-thirds, and by raising the quorum from nine to 13 out of 15 judges. It also increases the lag - to up to six months - before they vet new legislation. The ruling Law and Justice (PiS) party, which won elections in October, says reforms are needed because the judges are “cronies” of the opposition who will block its legislative programme. But independent jurists and watchdogs, such as the Council of Europe and the European Commission, say the changes weaken a vital check on politicians’ power. The commission vice-president Frans Timmermans, in a letter on 23 December, urged Polish authorities to put off the reforms until the debate is settled. He said the changes risk seeing “the integrity, stability, and proper functioning of the national constitutional court undermined.”His spokeswoman said in Brussels on Monday the commission will discuss Poland on 13 January. The Polish opposition has reacted furiously to developments.Grzegorz Schetyna, Poland’s former foreign minister, from the centre-right Civic Platform (PO) party, told the RadioZet broadcaster on Tuesday he has “worrying signals” from the US that it may call off a Nato summit, due in Warsaw in July, to punish PiS.Slawomir Neumann, the PO chairman, said Duda’s decision shows that he “isn’t an independent politician.”Mateusz Kijowski, from the Committee for the Defence of Democracy, a group which organised anti-PiS protests in recent weeks, told British daily The Guardian: “This is the end of democracy in Poland.”Duda’s signature, the bill’s final act of adoption, comes after a previous PiS decision to remove five constitutional judges and replace them with loyalists, which was also criticised by Timmermans.Polish media report PiS is planning, in the new year, to restrict foreign ownership of media and to extend political control over the prosecutor’s service.Meanwhile, Neumann’s remark - that Duda isn’t independent - highlights concern the PiS party chairman, Jaroslaw Kaczynski, controls both Duda and the Polish PM, Beata Szydlo, despite not being elected to office.

Saudi Arabia posts $98B budget deficit, raises petrol prices by 50 per cent amid oil slump-[The Canadian Press]-Abdullah Al-Shihri And Aya Batrawy, The Associated Press-December 28, 2015-YAHOONEWS

RIYADH, Saudi Arabia - Saudi Arabia on Monday said this year's budget deficit amounted to $98 billion (367 billion riyals) as lower oil prices cut into the government's main source of revenue, prompting the kingdom to scale back spending for the coming year and hike up petrol prices.A royal decree announced that petrol prices would go up by 50 per cent effective Tuesday. Even with that jump, Saudis will pay just 24 cents (0.90 riyals) for a litre of 95 octane gasoline, less than a dollar per gallon. The Saudi-based Jadwa Investment estimates the government spends around $61 billion on energy subsidies annually, almost $11 billion of that on gasoline alone. For two consecutive years the kingdom has posted a deficit, and it is planning for another budget shortfall next year, projected at $87 billion (326 billion riyals). The deficits represent a sharp turnaround from just a few years ago, before oil prices tumbled in mid-2014. Instead of cutting oil production to drive prices up, Saudi Arabia has aggressively kept its production levels high in what analysts say is an attempt to keep its market share and stymie the reach of U.S. shale producers in the global market. The Saudi government has been digging into its large foreign reserves, built up during years of higher oil prices. To cover the difference between its spending and revenue over the past year, Saudi Arabia has drawn its reserves down from $728 billion at the end of last year to around $640 billion. The Saudi fiscal budget is being watched closely by investors to see how the kingdom plans to consolidate after years of heavy spending when oil prices were more than double what they are now. Benchmark U.S. crude was trading Monday at $37.46 per barrel on the New York Mercantile Exchange. One area where the government is not cutting back is defence and security, where it allocated $57 billion (213 billion riyals) for 2016. Saudi Arabia has been leading a coalition against Shiite Houthi rebels in Yemen since March and is a member of the U.S.-led coalition battling the Islamic State group in Syria and Iraq. The government said it is anticipating $137 billion (513 billion riyals) in revenue for the coming year, around $26 billion (95 billion riyals) less than the total for 2015. As is typical for the published version of the budget, it did not include a projected oil price.Next year's budget suggests Saudi Arabia is basing its revenue on an even lower price of $40 a barrel for export crude, if production remains at 10.2 million barrels per day, said Fahad Alturki, chief economist and head of research at Saudi-based Jadwa Investment. That's less than the $56 per barrel priced into the projected 2015 budget. In the 2015 budget, oil revenues accounted for 72 per cent of total revenue as opposed to 87 per cent in 2014. Coinciding with that drop, non-oil revenues rose by almost $10 billion from 2014.Saudi Arabia and its Arab Gulf neighbours have been working to diversify their economies and decrease their dependence on oil, and to support the private sector to absorb the millions of young people coming into the workforce.Saudi Arabia says it expects to spend $224 billion (840 billion riyals) in 2016, which is $5 billion (20 billion riyals) less than what had been projected for this year. However, the government has also put aside $49 billion (183 billion riyals) in discretionary spending to use on infrastructure projects if oil prices improve.Nearly half of this year's spending, or around $120 billion (450 billion riyals), went to wages, salaries and allowances. The budget revealed that the kingdom spent $30 billion more in 2015 than it had initially planned, reaching $260 billion (975 billion riyals) in total expenditures largely because of financial handouts King Salman doled out to the public when he ascended the throne earlier this year."There hasn't been any major overspending, which shows the government's determination to rationalize spending," Alturki said. "I think it's a positive signal."The London-based research consultancy Capital Economics said in a report issued this month that the Saudi budget takes on additional prominence because it is the first under the new monarch. The budget is also being heavily scrutinized as it was prepared under the guidance of a newly-formed Council of Economic and Development Affairs, which is headed by the king's 30-year-old son, Deputy Crown Prince and Defence Minister Mohammed bin Salman. This is not the first time for Saudi Arabia and other oil-producing Gulf countries to run budget deficits. When oil prices steeply dropped in 1986, Saudi Arabia ran a budget deficit for some 15 years, significantly increasing public and external debt until oil prices finally recovered in the 2000s.__Batrawy reported from Dubai, United Arab Emirates.

13  And ye shall know that I am the LORD, when I have opened your graves, O my people, and brought you up out of your graves,

State suspects security breach by ousted missile defense chief-Yair Ramati, fired Sunday for holding classified documents at home, reportedly held intel on his phone, showed it to others-By Times of Israel staff December 28, 2015, 9:43 pm

The Defense Ministry is investigating a possible security breach of its missile defense program, after the respected head of the program was booted from his post amid allegations that he improperly maintained state secrets.According to a report by Channel 2, Yair Ramati — who was responsible for developing Israel’s Iron Dome, David’s Sling and Arrow missile defense systems — may have inadvertently “leaked” the classified information he held on his home computer. Ramati also held the secret information on his cell phone, and is said to have shown the documents to people who were not authorized to see it, the TV channel reported.Sources in the Defense Ministry told the TV station that Ramati’s actions “damaged Israel’s security.”Channel 2 said he had also kept classified material on his mobile phone and showed it to others.Underlining the severity of Ramati’s actions, the ministry said that Defense Minister Moshe Ya’alon had approved his termination. “It went straight to the defense minister before such a dramatic and significant decision was made,” sources said.Channel 10 news reported that Ramati “was warned twice” before he was fired, while Haaretz reported that the Defense Ministry was tracking his actions for more than a month without his knowledge before he was shown the door.It said there was no suggestion that Ramati had deliberately done anything to harm Israeli interests.Officials gave no specific information as to what Ramati did to prompt his dismissal. However, media reports suggested he was found to have classified documents on his personal computer. There was no comment from Ramati. The surprise move came after a month that saw two new successes in the missile programs under Ramati’s purview. On December 10, the Arrow 3 interballistic missile defense system passed its first full test, downing a target in space. The system is slated to replace the Arrow 2 defense array.A week later, Ramati announced that the David’s Sling system, meant to protect against medium-range threats, had finished the testing phase and would begin to be deployed by the Israeli Air Force.Ramati has worked on Israel’s missile program since 1981, after he left the military. He headed the Homa missile defense directorate within the Defense Ministry since 2012.In 2003, he won the Israel Defense Prize for work in developing the Arrow 2 program.

To skirt terror, Birthright trades exotic markets for malls-Heavy travel restrictions in Jerusalem disappoint participants, but the possibility of violence demands adaptation-By Judah Ari Gross December 28, 2015, 10:30 pm-THE TIMES OF ISRAEL

Throughout the coming weeks, the streets of Israel will fill with Jewish American college students and young adults, visiting the Holy Land on Taglit-Birthright Israel trips. But as terror attacks continue, those streets have become increasingly dangerous. Bus stops, public markets and commercial areas have all been the sites of stabbings, car-rammings and shootings since the current iteration of violence began earlier this fall.As a result, Taglit-Birthright severely limited its participants during their stop in Jerusalem, canceling visits to the capital’s Ben Yehuda Street pedestrian mall and Mahane Yehuda market, both of which have been common sites for terror attacks over the years.Though most of the participants have never been to Israel before and therefore have no way to compare their experience, there is still a sense of dissatisfaction among the groups in light of these changes, according to a staff member for one of the groups who asked not to be named.“Our students weren’t allowed to go to the shuk, which they were incredibly disappointed about,” the staff member said, using the Hebrew word for the market. “They knew that they were missing out on something that was supposed to be a part of the birthright experience.”The trips’ regular night out in the downtown area was also changed to a night in either Jerusalem’s Cinema City movie theater or one of its shopping malls.“Taking them to Cinema City was a crazy, crazy letdown. They had to wait in ridiculously long lines for food because there were so many Birthright trips there,” the staff member said. But the changes to the groups’ itineraries were not baseless, the Taglit-Birthright staffer said. The ongoing violence in Jerusalem and the rest of Israel is a legitimate source of concern for participants and their families back in the United States. In loco parentis, the university students and young adults who travel to Israel are under the watchful eyes of their program leaders, who must be mindful of the threat of attack but still provide an educational and enjoyable experience for participants.“All of us have been affected by the security situation in Jerusalem. Obviously, in my perspective it’s for the best because I want my participants to be safe,” the staff member said.Earlier this month, the US State Department even issued a travel warning for Israel, due to the frequency of Palestinian terror attacks, which are occurring at a rate unseen in over a decade.“The security situation can change day to day, depending on the political situation, recent events, and geographic area,” the warning said. “A rise in political tensions and violence in Jerusalem and the West Bank has resulted in injuries to and deaths of US citizens.”One American student, Ezra Schwartz, spending a year a yeshiva in Israel between high school and university, was killed in the ongoing violence that has rocked Israel since October 1, when Naama and Eitam Henkin at the hands of a terror cell that gunned them down in their car in the West Bank while the couple’s four children were in the backseat.Schwartz was shot and killed by a Palestinian terrorist in late November while riding in an un-armored bus after a visit to a settlement outpost in the West Bank. His death has already raised concerns over the security protocols of some international programs in Israel, principally why the bus he was traveling in was not bulletproof in light of the high chance of a terror attack in the West Bank. Fortunately, the trip providers are accustomed to running their programs through terror waves and rocket fire and plan accordingly. For multiple reasons, both security-related and political, Taglit-Birthright trips do not travel beyond the Green Line, Israel’s pre-1967 border, into the West Bank or into East Jerusalem, save for a visit to the Western Wall.As the trips are just 10 days long, the participants are rarely set loose on their own, and even during free nights when participants are allowed to explore, they are accompanied by a staff member and a guard, a Birthright Israel spokeswoman said. However, if participants opt to remain in Israel after the trip, they take responsibility for their own safety, the spokeswoman added. As a matter of course, the groups’ itineraries are approved each day by the Education Ministry’s security department. If needed, those schedules can be changed, as happened with this winter’s round of Taglit-Birthright trips. The last time that happened, during the 2014 Gaza conflict, when large swaths of Israel were under rocket fire, Taglit-Birthright shifted its itineraries to avoid the south of the country and focus more on northern and central Israel.“None of our trips even heard a rocket siren,” the spokeswoman boasted. But the ongoing terror wave has not yet forced Birthright to change any of the proposed trip itineraries, as their plans already take a certain threat of violence for granted. “We’re ready for everything,” the spokeswoman said.“We’ve never had any security issues, and we’ve had over 500,000 participants,” she added.

IDF chief pledges ‘harsh’ response to Hezbollah threats-Senior Israeli official said to confirm airstrike on shipment of advanced Russian-made missiles bound for Lebanese militia-By Judah Ari Gross December 28, 2015, 9:24 pm-THE TIMES OF ISRAEL

In response to a threat of an imminent attack on Israel by Hezbollah, IDF Chief of Staff Lt. Gen. Gadi Eisenkot fired back at the terror group Monday, promising swift retaliation and “harsh results.”Eisenkot warned the Iran-backed Lebanese militia that “we stand ready for every challenge.” His remarks followed a speech Sunday night by Hezbollah leader Hassan Nasrallah, who vowed revenge for the alleged Israel Defense Forces airstrike that killed terrorist Samir Kuntar last week.“The retaliation for Samir’s assassination will inevitably come,” regardless of the “repercussions,” Nasrallah said, in a lengthy televised address marking a week since the death of Kuntar, according to a translation by Lebanese news site Naharnet. In his speech Monday, Eisenkot admitted that Israel was now in a “complex defense reality,” but said the IDF was prepared to counter any threat.“Even across our borders, in the face of the threats heard in the north, we stand ready for every challenge. And as we’ve proven in the past, we know how to find those who wish us ill. Our enemies know that if they try to disturb the security of Israel — they will be faced with harsh results,” the army chief said, during a ceremony celebrating the army’s top units for 2015 held in Gelilot, outside of Tel Aviv.Kuntar shocked the Israeli public in 1979 when he killed 31-year-old Danny Haran in front of his four-year-old daughter Einat, before killing her by bashing her head with the butt of his rifle, in a terror raid on the northern Israeli town of Nahariya. During the attack, Danny’s wife, Smadar, hid with their second daughter. But as she attempted to keep the little girl quiet by covering her mouth, she accidentally suffocated the two-year-old.Kuntar was released in 2008 as part of an exchange for the bodies of two Israeli soldiers, being held by Hezbollah.Eisenkot did not refer to the terrorist group by name, instead only alluded to it as a threat from the north. The IDF has not taken credit for the airstrike that killed Kuntar, though Israeli officials have approved of the result, claiming that the terrorist was planning fresh attacks against the Jewish state. The strike against Kuntar, which also killed some eight other operatives, was the latest in a string of alleged Israeli actions in Lebanon and Syria in recent years.Although officials rarely acknowledge the scope of its actions in Syria, or admit to specific strikes, one official on Monday reportedly confirmed that the Israeli Air Force had struck a Syrian shipment of advanced Russian-made missiles bound for Hezbollah“We won’t allow such things,” Foreign Ministry Director Dore Gold was quoted as saying in an interview with the Saudi newspaper Elaph. “Israel won’t allow damage to its sovereignty and won’t allow advanced Russian anti-aircraft weapons, SA-22 missiles, which can threaten our aerial supremacy, to be transferred to Lebanon.”Shortly after the Elaph report came out, the Foreign Ministry denied that Gold had admitted to the strike. “In the interview with the Saudi newspaper, Dori Gold clarified that Israel won’t allow the transfer of game-changing weapons to Hezbollah and won’t let it be fired upon from Syria,” the ministry said in a statement.

Haredi MKs stay away as first openly gay Likud MK sworn in-In maiden speech, Amir Ohana voices identification with downtrodden in Israel; Netanyahu ‘proud’ to have him on board-By Marissa Newman December 28, 2015, 10:03 pm-THE TIMES OF ISRAEL

MK Amir Ohana, the Likud party’s first openly gay lawmaker, was sworn in to the Knesset on Monday afternoon.Ultra-Orthodox lawmakers skipped the ceremony, with a source in the United Torah Judaism party quoted by Channel 2 as saying that they plan to “ignore him, today and altogether.”In his opening remarks to the Knesset plenum, Ohana, who replaces former interior minister Silvan Shalom, identified himself as a “Jew, Israeli, Mizrahi, homosexual, a Likud member, a security buff, a liberal and a man of the free market,” in no particular order. When people cry “Death to the Jews,” Ohana said, using the Arabic phrase, “I am a Jew first.“When they shoot, boycott, label, and expel — I am a settler. When they try to blur cultures, to minimize and ignore — I am Mizrahi. When they defame IDF soldiers and security forces — I am a soldier,” said Ohana. In the latter example, the fresh MK was referring to the recent controversy over the Breaking the Silence NGO, which documents alleged abuses by IDF soldiers.Ohana also sided with the residents of south Tel Aviv, who have long complained about the influx of African migrants from Sudan and Eritrea.“When entire neighborhoods are not as they were, and the elderly are forced to live out the remainder of their lives in fear — I am a south Tel Aviv resident. And when the outside appearance of a man is considered a good reason to hate him, to distance him from neighborhoods and employment — I am an ultra-Orthodox Jew who is not afraid,” he added.“When a baby is burned with his relatives, dammit, I’m with you, brothers,” Ohana said, finishing his sentence in Arabic. Ohana was referring to the fatal Duma firebombing in July, in which three members of the Palestinian Dawabsha family were killed.“And when a young girl is stabbed to death at a parade of love and tolerance — I am gay,” he concluded, referring to the murder of Shira Banki in the Jerusalem Gay Pride Parade last summer.Prime Minister Benjamin Netanyahu welcomed Ohana to the Knesset, and said he thinks “he will be an excellent MK and a bridge between the various elements of the public.” Alluding to Ohana’s sexual orientation, he added that he was “proud” to have him in parliament.Ohana replaced Shalom, the erstwhile interior minister, in the Knesset after the longtime lawmaker resigned last week in the wake of over a dozen sexual harassment complaints.Ohana is a lawyer by training, who is also a major in the reserves and a veteran of the Shin Bet domestic security service.

Latin Patriarch of Jerusalem greeted in Bethlehem by hail of stones-PA reportedly arrests 16 ‘Salafi radicals’ who were planning to carry out terror attack against tourists celebrating Christmas-By Times of Israel staff December 25, 2015, 7:18 pm-THE TIMES OF ISRAEL

The car taking Latin Patriarch of Jerusalem Fouad Twal, head of the Catholic Church in the Holy Land, was struck Friday, Christmas Day, in Bethlehem by rocks thrown by Palestinian rioters.None of the passengers in the patriarch’s vehicle was injured in the incident, but his car sustained damage, according to a Ynet news report.Clashes between Israeli security forces and Palestinian demonstrators erupted following his departure from the city, known as the birthplace of Jesus, the news site said.Meanwhile, Palestinian security forces said Friday that they arrested two suspected Islamic radicals for burning a Christmas tree in the northern West Bank.A Palestinian security officer said Friday the suspects set fire Wednesday to the tree in Zababdeh, a village near Jenin populated mainly by Christians. The officer spoke on condition of anonymity because he wasn’t authorized to speak to reporters. He said both suspects were under investigation for possible ties to extremist Islamist groups. He also said Palestinian security forces arrested Wednesday about a dozen suspected radical Islamists in Bethlehem.A report in the Palestinian Ma’an news agency put the number of detainees at 16. According to the report, the group are Salafi radicals who were preparing to carry out a terror attack against Western tourists arriving in Bethlehem to celebrate Christmas there. The report did not identify the detainees as being affiliated with any known jihadist groups.A report in the Hebrew-language daily Ma’ariv said that senior PA officials met in Bethlehem earlier this week in order to formulate a strategy against the threat posed by extremists to the Christian celebrations in the city.At least four people are being held in detention without trial in Bethlehem and four others, supporters of Islamic State, were arrested elsewhere in the West Bank. It was not clear where eight other people were being held.On Thursday night, PA President Mahmoud Abbas and the authority’s prime minister, Rami Hamdallah, participated in a midnight mass at Bethlehem’s Church of the Nativity, Ma’an reported. In a statement released by his office before the visit, Abbas praised Palestinian Christians for their role in creating a “rich and diverse society.”“ This year, we witnessed more churches around the world supporting the call for recognition of the State of Palestine, and an increasing number of Christian groups campaigning to divest from companies that profit from the Israeli occupation of our land,” Abbas said. The Christian Palestinian population dwindled significantly over the past years. Christians today make only 2 percent of the Palestinian population in the West Bank.AP contributed to this report.

Russia reportedly to begin delivery of S-300 to Iran in coming weeks-First shipment to be delivered by February; Iranian technicians to undergo 4-month training course at Russian base-By Times of Israel staff December 25, 2015, 6:04 pm-THE TIMES OF ISRAEL

Russia will begin delivering the S-300 anti-aircraft missile defense system to Iran next month, a Russian news agency reported on Friday.“The process of delivery of the first regiment of the S-300PMU-2 air defense systems is planned to begin in January and to be completed in February,” an unnamed source was quoted by TASS as saying.“Iran is due to receive the second regiment of these systems in August or September 2016,” the source said, adding that “Russia will thus fulfill its obligations” to Iran. Some 80 Iranian specialists will travel to the Mozhaisky Military Space Academy to train on using the system for four months as part of the contract. The first regiment of S-300 system was sent to the Kapustin Yar range in southern Russia, near the border with Kazakhstan in September, to be tested. From there, they will arrive at the port of shipment in the Russian part of the Caspian Sea from where they will be delivered to Iran by maritime transport, Russian officials said.Iran signed an $800 million deal with Russia for the system but in 2010 Russia banned its delivery due to international sanctions against Iran, and returned Tehran’s first payment. But Iran sued Moscow for breaching the two countries’ contract, seeking $4 billion in compensation.Earlier this year, following the agreement reached by Iran and world powers over Tehran’s nuclear program, Russian President Vladimir Putin lifted the ban. The nuclear deal signed in July in Vienna paved the way to resume the sale and earlier this month Russian Deputy Prime Minister Dmitry Rogozin told reporters that as the first installment of the S-300 is delivered, Iran will revoke its lawsuit. The S-300 is a system capable of engaging multiple attacking aircraft at long range and is intended to protect sensitive ground installations. It is widely held to be one of the top systems of its kind in the world.Israel strongly opposed sale of the system to Iran, arguing that it is meant to defend Iranian nuclear facilities. Tehran has consistently insisted that its nuclear facilities are intended for peaceful purposes. In May this year, IAF pilots conducted joint drills with Greek pilots and the Greek army, and later media reports quoted military officers as saying that some of the training included the Israeli pilots learning how to “trick” the S-300’s radars. The system in use belongs to the Greek army and is deployed on the island of Crete.Greek officials later denied the report.Earlier this year, the commander of the IAF Maj. Gen. Amir Eshel said the challenge posed by the S-300 to Israeli fighter jets was “formidable but not insurmountable.”

Storms snarl U.S travel, threaten rare winter tornadoes-[Reuters]-By Mary Wisniewski-December 28, 2015-YAHOONEWS

CHICAGO (Reuters) - Snow, sleet and hail snarled transportation in large parts of the United States on Monday during one of the busiest travel times of the year, after dozens died in U.S. storms that were just some of the wild weather seen worldwide over the Christmas holiday period.More than 40 people were killed by tornadoes and floods during the holiday season in the United States, where rare winter tornado warnings were issued in Alabama on Monday.Alabama, Mississippi and the Florida panhandle were expected to bear the brunt of the of the day's strongest storms, said AccuWeather senior meteorologist Michael Leseney. As of about 3 p.m. EST (2000 GMT), more than 1,940 U.S. flights had been canceled on Monday, according to FlightAware.com, while another 2,790 delays were reported. Christmas time storms, tornadoes kill at least 43 in U.S.[Reuters]-By Lisa Maria Garza-December 28, 2015-YAHOONEWS

DALLAS (Reuters) - Storms hit the U.S. South, Southwest and Midwest over the Christmas holiday weekend, unleashing floods and tornadoes that killed at least 43 people, flattened buildings and snarled transportation for millions during a busy travel time. The bad weather, or the threat of it, prompted the governors of Missouri and New Mexico to declare a state of emergency for their states.Flash floods killed at least 13 people in Missouri and Illinois. In Missouri, emergency workers have evacuated residents from their homes and conducted dozens of water rescues, Governor Jay Nixon said on Sunday. He said at least eight people had been killed and numerous roadways had been closed.Nixon declared a state of emergency, saying continued rains would make already widespread flooding conditions worse.Three adults and two children were near the village of Patoka, Illinois, 85 miles (137 km) east of St. Louis, Missouri, when their car was washed away by floodwaters on Saturday night, according to Marion County Coroner Troy Cannon. In Texas, at least 11 people were killed in the Dallas area over the weekend by tornadoes, including one packing winds of up to 200 miles per hour (322 km per hour). The twister hit the city of Garland, killing eight people and blowing vehicles off highways."It is total devastation," Garland Police spokesman Lieutenant Pedro Barineau said. "It is a very difficult time to be struck by such a horrible storm the day after Christmas." Three other deaths were reported in the Dallas metropolitan area, the United States' fourth most populous with about 7 million residents. Scores of people were injured in the region and officials estimated some 800 homes may have been damaged.Powerful tornadoes are a staple of spring and summer in central states but occur less frequently in winter, according to U.S. weather data-Three tornadoes were reported in Arkansas on Sunday, the weather service said, but there were no initial reports of significant injuries or damage. The service has issued tornado watches and warnings for areas in that state, as well as in parts of Texas, Louisiana, Oklahoma and Mississippi.A tornado watch means a storm is likely, while a warning means a storm or storms have been sighted. The storms came on the heels of tornadoes that hit two days before Christmas, killing at least 18 people, including 10 in Mississippi. In Texas, Governor Greg Abbott said his office had declared Dallas County and three nearby counties disaster areas. He also warned people to be wary of snow in western parts of the state and rivers spilling their banks in other places. The National Weather Service issued severe weather advisories for large parts of the central United States, including a blizzard warning for parts of New Mexico, Texas, Oklahoma and a flash flood watch stretching from Texas to Indiana.New Mexico Governor Susana Martinez declared a state of emergency for the entire state due to a winter storm that had dumped up to two feet of snow by Sunday night. The New Mexico city of Roswell bested its one-day snowfall record, receiving 12.3 inches by Sunday evening, the Weather Service said. The bad weather forced the cancellation of nearly 1,500 flights in the nation on Sunday, according to tracking service FlightAware.com. About half of the canceled flights were in Dallas, a major U.S. flight hub. Official visit, state dinner at White House for Trudeau set for mid-March-[The Canadian Press]- The Canadian Press-December 28, 2015-YAHOONEWS

OTTAWA - U.S. President Barack Obama and Prime Minister Justin Trudeau have set a date for their first meeting in Washington.Trudeau and his wife are to be welcomed by the Obamas for an official visit and state dinner at the White House on March 10.Obama and Trudeau met on the sidelines of the APEC summit in the Philippines in November and Obama had mentioned then he had hoped to have the Trudeaus to the White House in the new year.U.S. Ambassador Bruce Heyman announced the date in a statement Monday, saying the visit is an opportunity for the two countries to deepen their bilateral relationship.Heyman said it is also intended to advance co-operation on issues such as energy and climate change, security and the economic relationship. The meeting will come just ahead of the end of the parliamentary mandate for Canada’s participation in the U.S.-led bombing campaign against Islamic militants in Iraq and Syria.Trudeau has said Canada will remain a participant in the fight against the militants but how and in what capacity remains unclear.Another key issue will be the future of the Trans Pacific Partnership deal; Canada agreed to the landmark trade package during the election but it still needs to be ratified and Trudeau has not set a timeline for when that will happen. It will be the first White House state dinner in 19 years for a Canadian leader. The last one was in 1997 when then-president Bill Clinton hosted then-prime minister Jean Chretien.

Five challenges that lie ahead for NDP Leader Tom Mulcair in the new year-[The Canadian Press]-Kristy Kirkup, The Canadian Press-December 28, 2015-YAHOONEWS

OTTAWA - Tom Mulcair says he is committed to leading the NDP despite a devastating election outcome that punted his party back to third party status. Here are five things challenges he faces in the new year. 1. Prepare for leadership review-Mulcair will face an uncomfortable leadership review at the party's convention in Edmonton in April. Questions are likely to emerge about how much of the party's showing in October was a direcly result of Mulcair's leadership. The NDP's constitution indicates a leadership race must ensue within one year if 50 per cent plus one delegate supports it.-2. Consider his future-While Mulcair has maintained he is in for the long haul as commander-in-chief, he will be 65 the next time Canadians head to the polls. The NDP leader will need to mull what is best for him and his party and if he is the best fit to take on Justin Trudeau in 2019.-3. Work with his existing team-There are now only 44 NDP MPs, which means Mulcair is working with a reduced roster. The New Democrats are keen to hold the Liberals to account on issues including electoral reform and reducing greenhouse gas emissions. Mulcair's likely to draw on experienced team players, such as environment critic Nathan Cullen, as he pushes forward with his party's agenda.-4. Perform well inside and outside the Commons-Mulcair was praised for his performance in the House in the throes of the Mike Duffy affair. The NDP leader used a prosecutorial approach to go after Stephen Harper in question period, successfully raising eyebrows about what was happening inside the Prime Minister's Office. Now Harper is gone, Mulcair has a new new prime minister's feet to hold to the fire while also ensuring he connects with voters outside the Commons.-5. Sell NDP policies-Observers say the NDP struggled to sell its brand during the last election campaign. The party is now calling itself the "progressive opposition" in a bid to distinguish itself and a challenge will be to find a way to show Canadians how the New Democrats differ from the governing Liberals.

Five challenges that lie ahead for the Conservative party in 2016-[The Canadian Press]-Stephanie Levitz, The Canadian Press-December 28, 2015-YAHOONEWS

OTTAWA - From figuring out a shadow cabinet to restocking the stationery supplies, the Conservatives took the first few weeks of the new Parliament to shake off the pain of their loss in the fall election and settle into life in Opposition. Here are five challenges they, and interim leader Rona Ambrose, face in 2016.-1) Set the course for leadership. When former leader Stephen Harper stepped down on election night, it triggered the creation of an internal party committee to figure out how to replace him. The rules for that process are expected to be unveiled in January. While some had been lobbying for the leadership vote to take place at the party's May convention, consensus seems to be that election won't take place until 2017. But the May get-together is also a chance for the party to update its policy positions, a key milestone for the eventual leadership race.-2) Renew the party. In the Atlantic provinces, urban centres and among new Canadians, the Tories saw their support erode dramatically in the October vote. So, outreach will be key — and that includes fundraising. Fewer star MPs in caucus, a small number of visible minority MPs and no elected representatives in the Atlantic provinces will all provide challenges that need to be overcome. At the same time, a strong showing in Quebec means those new voters can't be ignored either.-3) Balance party realities with Parliament. Within the Tories' 99-member caucus are several MPs with designs on leadership. Ambrose, who cannot run, will have to manage internal party jockeying in order to keep her caucus united and focused on their job as Opposition.-4) Keeping a civil tone. Ambrose has committed to bringing creating a more respectful atmosphere to debates in the House of Commons and in her party's approach to policy. While she's been called one of the most "civil" parliamentarians in Ottawa, some in her caucus have the opposite reputations and keeping their sharp tongues in check will be one of her jobs.-5) Do more with less. The joke going around the Opposition Leader's office is that anyone coming in with an idea is going to be handed a card that reads "we are in Opposition. We have no money. If your idea costs money — no." The Tories now have fewer parliamentary resources for everything from question period preparation to speech writing and they'll have to get used to operating in that new reality.

Phone fraud investigation leads to Cape Sable Island mailbox-[CBC]-December 28, 2015-YAHOO NEWS

David Myers was a beacon in Mary's life. She never met him in person, didn't know where he lived, but he would ring her home in a small southwest Nova Scotia fishing community four times a day just to see how she was doing. He struck just when Mary needed the support most. She was nearly 70, her husband had been sick for six years and she lived in a mobile home off a dirt lane on Cape Sable Island with nothing more than old age pension and supplement for income. He first called to tell her she'd won a prize she could secure by sending a cheque to cover fees. But he quickly turned his attention to a second scheme when she told him she had no money.Unbeknownst to her, Mary and her community mailbox became cogs in a scheme to defraud Canadians, exploited by a scammer who used her to cover his tracks.A scammer who would eventually resort to threats and intimidation — even dispatching messages to her by hiring people to go to her home after she tried to cut all ties."I think he was just preying on what I was going through at the time," says Mary, which is not her real name and who CBC News has agreed not to identify because of concerns for her safety."I needed to hear some of the things he … he sounded like somebody that cared. But obviously he didn't."-Moving money-At his behest she began cashing money orders that arrived by mail, transferring the amounts by MoneyGram to addresses in Alberta, Ontario and Jamaica. She said David Myers never really told her why, and she did not question him.Mail, phone and internet scams are now routine. Police often put out public warnings about the latest round of fraudulent calls: scammers purporting to be from the Canada Revenue Agency, offering prizes, or posing as grandchildren in trouble.Through interviews and court documents used to obtain a search warrant, CBC News has pieced together details of one such multi-provincial fraud, showing the lengths criminals will go to extract money from their victims and avoid arrest. The case centres on a mysterious man who calls himself David Myers. It's not clear if that's his real name or where he lives, and his victims only know him over the phone. When Michael Berger, a retired media technician in Kelowna, B.C., first heard the name, it was following a call in January from the woman who looks in weekly on his 90-year-old father in Winnipeg. The father, who has a touch of dementia, had told the caregiver he'd just won $5.5 million through Publishers Clearing House, and had sent off an $8,500 cheque so the money could be secured.-'So convincing'-Berger immediately called the bank and stopped the cheque. He also retrieved the address given to his father, a mailbox in rural in Nova Scotia."I had a really hard time convincing him that is was a fraud attempt," Berger said in an interview. "This David Myers fellow who was phoning him half a dozen times a day was so convincing."Due to Berger's quick action, the money never made it into the hands of David Myers. What followed was a cascade of nasty and aggressive phone calls from the fraudster to Berger's father."This guy was just incessant, like just calling him six, seven times a day and threatening. Just awful, it was absolutely awful," Berger said."He would just like literally lean on him like nobody's business. Just be really mean and threatening."Alerted by Berger, by this point RCMP in Nova Scotia had intercepted the cheque at Mary's community mailbox. An affidavit sworn by an RCMP officer to get a court order to seize the cheque says the name David Myers and phone numbers used by him are linked to scams and attempted scams in Saskatchewan, Nova Scotia, Alberta and Montreal.-'Vulnerable psychologies'- The Nova Scotia officer investigating the case, Sgt. MJ DeLuco, said she won't detail publicly what police have found so far or the chances of catching whoever is behind the scheme. But she said scam artists often groom their victims."The perpetrators of the fraud are very sophisticated in the sense that they prey upon vulnerable psychologies," she said.Mary says she became roped in after Myers called out of the blue last year to tell her she'd won money and a car like the "expensive ones they have in Halifax."He required money to change the prize from American to Canadian dollars. She sent what little she had, but told him she "really didn't have a cent."That's when he began to capitalize on her in a different way. Mary says she never kept a penny from the money orders that landed in her mailbox — at least 10 over a six-month period, most in the range of a "couple hundred dollars."-'Wishful thinking'-She said she only learned the transfers were illegal after RCMP came looking for her. She quickly changed her phone number and cut off all ties with David Myers. Or at least she tried.Twice he sent taxis to her home from Yarmouth, 80 kilometres away, telling the drivers she was to pay them. With no money she could not.Soon after, neighbours told her a strange vehicle was spotted near her home. The subtle intimidation came to a head when a plumber knocked on her door. As he arrived, he got a call. She could hear an "angry" David Myers on the line and he wanted to speak with her.She was so unnerved she went to police.Since then she's heard nothing from David Myers, and recently reflected on how she became tangled up in his scheme."I guess when you're down and out, wishful thinking takes over and you hope that things are going to better for you," Mary said.
