Secretary Clinton, thank you very much for being here today to testify before Congress on this issue—now for the third time.This week, our Chairman, Mr. Gowdy, was interviewed for a lengthy media profile. During this interview, he complained that he has “an impossible job.” He said it is impossible to conduct a serious, fact-centric investigation in such a “political environment.”I have great respect for the Chairman, but on this score, he is wrong. In fact, it has been done by his own Republican colleagues in the House on this very issue—Benghazi.The Republican Chairman of the House Intelligence Committee conducted an extensive, bipartisan, two-year investigation and issued a detailed report. The Senate Intelligence Committee and the Senate Homeland Security Committee also conducted bipartisan investigations.Those bipartisan efforts respected and honored the memories of the four brave Americans who were killed in Benghazi: Ambassador Chris Stevens, Sean Smith, Tyrone Woods, and Glen Doherty.The problem is that Speaker Boehner did not like the answers he got from those investigations. So he set up this new Select Committee—with no rules, no deadline, and an unlimited budget—and he set it loose on Secretary Clinton because she is running for president.Clearly, it is possible to conduct a serious, bipartisan investigation. What is impossible is for any reasonable person to continue denying that Republicans are squandering millions of taxpayer dollars on this abusive effort to derail Secretary Clinton’s presidential campaign.In the Chairman’s interview, he tried to defend against this criticism by attempting to cast himself as the victim, and he complained about attacks on the credibility of the Select Committee. His argument would be more compelling if Republicans weren’t leading the charge.As we all know, Rep. Kevin McCarthy—Speaker Boehner’s second-in-command and the Chairman’s close friend—admitted that they established the Select Committee to drive down Secretary Clinton’s poll numbers.Republican Congressman Richard Hanna said the Select Committee was “designed” to go after Secretary Clinton.And one of the Chairman’s own investigators—a conservative Republican—charged that he was fired in part for not going along with these plans to “hyper focus on Hillary Clinton.” These stark admissions reflect exactly what we have seen inside the Select Committee for the past year. Just look at the facts.Since January, Republicans have canceled every single hearing on our schedule for the entire year—except for this one with Secretary Clinton.They also canceled numerous interviews that they had planned with Defense Department and CIA officials.Instead of doing what they said they were going to do, Republicans zeroed in on Secretary Clinton, her speechwriters, her IT staffers, and her campaign officials. Carly Fiorina has said that Secretary Clinton “has blood on her hands,” Mike Huckabee accused her of “ignoring the warning calls from dying Americans in Benghazi,” Senator Rand Paul said “Benghazi was a 3:00 a.m. phone call that she never picked up,” and Senator Lindsay Graham tweeted, “Where the hell were you on the night of the Benghazi attack?”Everyone on this panel knows these accusations are baseless—from our own investigation and all those before it. Yet Republican Members of this Select Committee remain silent.On Monday, the Democrats issued a report showing that none of the 54 witnesses the Committee interviewed substantiated these wild Republican claims. Secretary Clinton did not order the military to stand down, and she neither approved nor denied requests for additional security.I ask that our report be included in the official record for today’s hearing.What is so telling is that we issued virtually the same report a year ago. When we first joined the Select Committee, I asked my staff to put together a complete report and database setting forth the primary questions that have been asked about the attacks and all of the answers that were provided in the eight previous investigations.I ask that this report also be included in today’s hearing record.The problem is that rather than accepting these facts, Republicans continue to spin new conspiracy theories that are just as outlandish and inaccurate. For example, the Chairman recently tried to argue that Sidney Blumenthal was Secretary Clinton’s primary advisor on Libya, and this past Sunday, Rep. Pompeo claimed on national television that Secretary Clinton relied on Sidney Blumenthal for most of her intelligence on Libya.Earlier this week, the Washington Post Fact Checker awarded this claim “four pinocchios”—its worst rating.Here is the bottom-line. The Select Committee has spent 17 months and $4.7 million in taxpayer funds. We have held four hearings and conducted 54 interviews and depositions. Yes, we have received some new emails—from Secretary Clinton, Ambassador Stevens, and others. And yes, we have conducted some new interviews.But these documents and interviews do not show any nefarious activity. In fact, it’s just the opposite. The new information we have obtained confirms and corroborates the core facts we already knew from the eight previous investigations. They provide more detail, but they do not change the basic conclusions.It is time for Republicans to end this taxpayer-funded fishing expedition. We need to come together and shift from politics to policy. U.S. stocks ended sharply higher Thursday, rallying on economic data, better-than-expected earnings and dovish comments from European Central Bank President Mario Draghi. The ECB central banker said Europe may expand stimulus measures in the face of sluggish global growth. The remarks were enough to help the Dow Jones Industrial Average register its best point and percentage gain since Sept. 8., when blue-chips climbed 390 points or 2.4%. Gains in McDonald's Corp. MCD, +8.07% which posted better-than-expected quarterly results Thursday before the market opened for trading, helped support investor's buying appetite. The Dow Jones Industrial Average DJIA, +1.87% climbed 320.55 points, or 1.9%, to 17,489.16. The S&P 500 index SPX, +1.66% gained 33.57 points, or 1.7%, to end at 2,052.51. The Nasdaq Composite index COMP, +1.65% finished 79.93 points, or 1.7%, higher at 4,920.05.

DUBAI, United Arab Emirates - The International Monetary Fund says a fall in oil prices and deepening turmoil in parts of the Middle East will keep growth subdued this year at 2.5 per cent.The IMF's Middle East economic outlook report launched Wednesday says the region's oil exporters have lost $360 billion in revenues this year due to the fall in prices. It said reforms in Gulf Arab countries that create more jobs and economic diversification are "all the more urgent."War-wracked countries like Syria, Iraq and Yemen continue to be the most hard-hit economically. Neighboring countries like Jordan and Lebanon hosting refugees are also facing sustained economic pressures.Iran's prospects, meanwhile, are expected to improve with growth reaching 4 per cent in the medium term through increased trade and investment with the easing of international sanctions.

OTTAWA (Reuters) - Canada's central bank held interest rates steady on Wednesday after two cuts earlier this year, judging that the economy was rebounding from an oil price shock, but it warned economic growth in the next two years will be slightly lower than projected.The central bank held its benchmark rate at 0.5 percent following the reductions it had made in January and July because of the effects of lower oil prices. It said these cuts were helping the economy to recover as expected.Market analysts pointed out that a promise from the incoming Liberal government of Justin Trudeau of annual deficit spending of up to C$10 billion ($7.6 billion) for three years starting in 2016 was not accounted for in the bank's forecast, making a rate cut even less likely."If there was any positive probability of them cutting again this probability disappeared given the fact that we will have fiscal stimulus coming," said CIBC World Markets senior economist Benjamin Tal.The Canadian dollar weakened against the greenback following the rate decision, touching a session low of C$1.3116, or 76.24 U.S. cents, though lower oil prices also weighed. This prompted a growth forecast cut to 2.0 percent from 2.3 percent for 2016, and to 2.5 percent from 2.6 percent for 2017."In non-resource sectors, the looked-for signs of strength are more evident, supported by the stimulative effects of previous monetary policy actions and past depreciation of the Canadian dollar," it said in the rate decision statement.The central bank pushed back the time frame for when the economy will reach full capacity to mid-2017 from its July estimate of first-half 2017, as economic slack has increased.But the bank forecast core inflation will now return sustainably to the 2.0 percent target three quarters earlier than expected, in the third quarter of 2016, and total inflation is now seen returning to target in the first quarter of 2017 instead of the second.Core inflation strips out volatile elements including gasoline, fruit and vegetables. FRANKFURT - The European Central Bank is edging closer to unleashing more monetary stimulus on top of the 1.1 trillion euros ($1.2 trillion) it is already pumping into the eurozone's less than impressive economic recovery.While no immediate action is expected at Thursday's meeting in Malta, investors will look for hints from ECB President Mario Draghi that the bank is willing or preparing to extend the stimulus effort rather than let it end next year.A big concern is preventing the euro from rising from its current level around $1.13 per euro. A higher euro hurts exporters, who are key contributors to growth and jobs, and tends to weaken inflation by weighing on import prices.A currency tends to weaken as a side effect of monetary stimulus, whose primary aim is to raise consumer price inflation. Currently, the eurozone's inflation rate is alarmingly weak at an annual minus 0.1 per cent. Europe's economy grew 0.4 per cent in the second quarter but unemployment remains high at 11 per cent.Draghi is getting no help on the exchange rate from his counterparts across the Atlantic at the U.S. Federal Reserve. The Fed has sent the dollar lower by postponing its first rate increase in seven years. It has held rates near zero as the economy recovers from the financial crisis and recession that followed the collapse of U.S. investment bank Lehman Brothers, way back in 2008.Higher interest rates in the United States would draw more investment into dollar-denominated investments, increasing demand for the dollar and boosting its exchange rate against other currencies. So when the Fed backed off a rate increase at its September meeting, it put some upward pressure on the euro versus the dollar. The euro has slid back a bit this week from as high as $1.1474, but possible appreciation remains a worry. Many market participants think the Fed now won't raise interest rates until next year.The ECB, the chief monetary authority for the 19 countries that use the shared euro currency, is currently making monthly purchases of government and corporate bonds using newly created money. The purchases are slated to run at least through September 2016. But Draghi and other ECB officials have indicated that the stimulus effort could be extended beyond that if inflation doesn't show signs of turning up.Marco Valli, chief eurozone economist at UniCredit Research, thinks the ECB won't announce more stimulus until the first months of next year. On Thursday, he said, Draghi will try to keep a lid on the euro by making clear that more stimulus could be coming."We expect no action and dovish rhetoric, mainly intended to stem the euro appreciating trend," Valli wrote in a research note. "Dovish" means inclined to loosen monetary policy, whether through lower interest rates or more stimulus.The ECB has already cut its benchmark interest rate to 0.05 per cent and has said that is as close to zero as it can get, so attention is focused on its stimulus program. That consists of buying bonds with freshly created money, effectively pumping cash into the banking system in hopes it will encourage lending and borrowing, and thus boost the economy.The Fed, Bank of England, and Bank of Japan have all carried out such purchases, with mixed results. The U.S. and British economies have shown stronger growth, and U.S. unemployment has fallen. But the global economy continues to show signs of weakness, such as a drop in prices for fuel and other commodities and low market interest rates.

WASHINGTON — A week after a State Department report documented an increase in European anti-Semitism in 2014, a senior state department official said Wednesday that combating anti-Semitism is “a major issue for the US government,” acknowledging that efforts were focused on communities considered at-risk rather than on anti-Semitic elements within the Israeli-Palestinian conflict.In a briefing, the official who spoke on condition of anonymity lauded the fact that the fight against anti-Semitism overseas “is one of the few issues that remain totally bipartisan” in Washington. The role of the State Department Special Envoy to Monitor and Combat anti-Semitism was in fact grounded in Congressional legislation over ten years ago, rather than being a position created at the behest of a a particular presidential administration.The official warned that it was important to strike a careful balance, saying that “it is damaging to the larger cause of fighting anti-Semitism if we overstate the problem and certainly if we understate it.”“Oftentimes I hear rhetoric around ‘are we at the end of the 1930s again, facing the situations that we faced at that time. And I have to say – no we’re not. To the degree that folks say that, I think we do ourselves a disservice,” the official explained, but also added that “if we say that we’re not facing the kind of situation that we’re five years from boxcars to Auschwitz, it doesn’t mean that it’s not important.”The official noted what he termed a “trendline” of anti-Semitism rising after a post-World War II slump. Amid current anti-Semitism, particularly in Europe, the “stakes for historical communities are very high.”The official emphasized that although “anti-Semitism is not limited to Europe,” the State Department sees it as “a larger problem in Europe than in other continents.”European anti-Semitism, he stressed, was far from monolithic. The official described at least four categories present in Europe, ranging from the “old anti-Semitism” of the far right; left-wing ideological anti-Semitism; the anti-Semitism epitomized by the French comedian Dieudonne and embraced by followers on the far-left and far-right alike, and the anti-Semitism of western European Muslim communities, which he described as “associated with the Israeli-Palestinian conflict.”In many cases, these strains exist alongside each other. “We know through polling that supporters of the National Front in France have high levels of anti-Semitism that are frankly roughly the same as levels that we find in Muslim communities in France,” he noted.The official said that in the State Department’s working definition of anti-Semitism, certain anti-Israel critiques are also interpreted as anti-Semitic.The State Department adopted the ‘Three D’s” definition propagated by Jewish Agency head Natan Sharansky. “If you delegitimize Israel, if you demonize issues, that is anti-Semitism, or if you treat Israel with double standards – that Israel has to live up to different standards — that’s anti-Semitism,” the official explained. “Together with that, we make it clear that criticism of Israel is not inherently anti-Semitic, even when the US government may disagree with it.”According to the official, the US government does not primarily see the current upswing in violence in Israel as primarily anti-Semitic, and the official remained vague on the role that anti-Semitism has played in the ongoing tensions.“I don’t think that the US government is primarily looking at these issues through the lens of anti-Semitism,” the official said. “I think that there’s a recognition that when people are killed for being Jews, that is clearly anti- Semitism and through the lens of this type of “three-Ds” mechanism, we look at individual actions or statements and those we have often characterized as anti-Semitism.”The official noted that “the violence, and the killing and the attacks in Israel and in the West Bank are of great concern to the State Department, and we have condemned that type of violence” but that in confronting anti-Semitism, the State Department engages in “triage” – addressing issues that seem pressing.“As things develop, we all hope that the violence ends and doesn’t explode [but] perhaps we will have to change our priorities as we see things develop,” the official explained. “Right now we see our worry as some of these very vulnerable Jewish communities in Europe.”In the past days, the official said, the State Department’s anti-Semitism watchdogs have concentrated  instead on the erection of a statue of a World War II-era anti-Semitic figure in Hungary, and on the weekend demonstration in Malmo, Sweden, where participants were videotaped screaming “slaughter the Jews.”Still, the State Department’s Special Envoy to Monitor and Combat Anti-Semitism, Ira Forman. met in September with a Palestinian official, where he raised the topic of anti-Semitism on official websites that are affiliated with Palestinian movements.One of the key challenges of the current trends in anti- Semitism, the official emphasized, was that it was much more diffused than under some of the centralized regimes of the twentieth century. The official cited the case of the Soviet Union, when Jewish activists rallying against anti-Semitism in the communist state knew that there was “one single address that we had to go to and deal with the problem and that was the Kremlin.”In contrast, the official noted, modern-day efforts to combat anti-Semitism have to face “literally dozens of leaders” and that in many cases, there isn’t “just one address we can go to.”The official stressed that if opponents of anti-Semitism are honest with themselves, they need to understand that “we’re not going to fix this problem.”“This is not pessimistic and it doesn’t’ take a rocket scientist to understand this – anti-Semitism has been around for at least 2300 years that we know of,” the official warned. “It’s highly likely that not only you and I but our grandchildren, our great-grandchildren and our great, great grandchildren will live in a world where there is anti-Semitism.”Instead, policymakers view anti-Semitism as “a faucet.”“If we live in a world where we can’t eliminate anti-Semitism, the real important question is what’s the level of anti-Semitism,” the official explained.“I like to use the metaphor of a fault. Can one reasonably see President Mahmoud Abbas as a genuine partner for peace?  The plain and obvious answer, regrettably, is “no”.  It may be worthwhile to articulate why the answer is so obvious.From the perspective of the government and people of Israel, whether or not Abbas is a genuine partner for peace cannot turn solely on whether or not he has positive feelings, desires, hopes, or plans regarding a Palestinian state living side-by-side with Israel in mutual peace and security.  Of course, if he does not truly entertain such positive feelings, desires, etc., then for that reason alone he could not qualify as a genuine partner.  But those subjective qualifications, while they are necessary, are certainly not sufficient to make Abbas, or for that matter any other Palestinian leader, a genuine partner for peace.In addition to subjective qualifications, a genuine partner for peace would have to meet a crucial objective test: he or she would have to be a political leader who was strong, effective and persuasive enough to ensure that the overwhelming majority of Palestinians act in a way consistent with the subjective views of the genuine partner.  That is, a genuine partner for peace would be a Palestinian leader whose signature on a peace agreement with Israel would in fact usher in a true peace between two states.  A piece of paper that is labeled ‘peace agreement’, but that in fact does not substantially diminish the violent attacks launched by Palestinians against Israelis, is merely a piece of paper.  Subjective feelings are nice and indeed necessary for a genuine partner, but a ‘leader’ who isn’t followed by the people he purports to lead cannot be a genuine partner for peace.How does Abbas measure up to these two criteria, one subjective and one objective?  His objective feelings, I think it is fair to say, are somewhat obscure, because he is in the habit (to use a colloquial expression) of talking out of both sides of his mouth.  Sometimes, particularly when he is addressing an audience that he knows includes officials of Western governments (who provide a substantial part of the funding for the Palestinian National Authority), he says things that indicate that his subjective feelings are precisely those that would be necessary in any genuine partner.At other times, particularly when he is speaking to an Arab or entirely Muslim audience, he seems to reveal feelings that are not at all consistent with those of a genuine partner.  For example, Abbas addressed an audience of Palestinians this past September and said: “We welcome every drop of blood spilled in Jerusalem. This is pure blood, clean blood, blood on its way to Allah. With the help of Allah, every martyr will be in heaven, and every wounded will get his reward.”  This kind of statement, which certainly could reasonably be viewed as incitement at a time when Palestinians are stabbing, shooting and running over Israelis ostensibly to ‘protect’ the Al Aqsa mosque, raises very real doubts as to his true desire for peace.  So, on the subjective side, there is perhaps a question mark.But there is no question mark when it comes to Abbas’ objective ability actually to lead Palestinians as a whole to a peaceful long-term accommodation with Israel.  He lacks that ability entirely, and no serious person could conclude otherwise.  First of all, Abbas is not, strictly speaking, the president of the Palestinian National Authority at all.  He was elected to a four-year term in January of 2005.  Elementary arithmetical calculations would confirm that his term as president expired years ago.  But his lack of legal authority to act as president of the Palestinian National Authority—or, as Abbas insists on calling it, the ‘State of Palestine’—is a relatively minor matter.  The major matter is that Abbas is in fact a ‘leader’ who does not lead and is not followed by the most violent of the Palestinians—precisely those Palestinians who would have to lay down their arms if a true peace is to be achieved.The ‘State of Palestine’ that Abbas purportedly seeks to lead into the international community would consist of Gaza, the West Bank and East Jerusalem.  My research indicates that Abbas has not set foot in Gaza since 2006.  It is easy to understand why this is so: Abbas, like most of us, has no desire to be assassinated.  Notwithstanding Abbas’ title of ‘president’, Gaza is ruled by Hamas.  There is no question that the leaders of Hamas, who believe apparently in all sincerity that they have a religious obligation to destroy the State of Israel and re-establish Islamic control over all the territory of Israel, would eagerly kill Mahmoud Abbas if they had the chance to do so.  Their eagerness stems in part from their suspicion that Abbas might be sincere in wanting to be a genuine partner for peace.  In any event, a piece of paper entitled ‘Peace agreement between Israel and Palestine’ and bearing Abbas’ signature at the bottom is not likely to impress Hamas or to cause it to alter its beliefs or tactics.Hamas is, of course, only one of a number of Palestinian terrorist organizations that are dedicated to the destruction of Israel.  These organizations have members and cells throughout the territories the Palestinians claim for their state.  There is no substantial reason to believe that any of the terrorists would follow the ‘leader’ Abbas, if he were to sign a peace agreement with Israel.  There is, therefore, no reason to believe that Abbas could actually deliver a Palestinian polity overwhelmingly dedicated to living in peace with Israel.  A reasonable person could conclude that it is very likely that a ‘peace agreement’ signed by Abbas would be no more than a piece of paper, bringing no real diminution in the violence perpetrated by Palestinians against Israelis.  So, Abbas cannot be considered a genuine partner for peace.One last note: it is sometimes said by Palestinians and their supporters that it is the Palestinians who find themselves without a genuine partner for peace, because Israelis, and particularly Prime Minister Netanyahu, are not truly interested in establishing peace with the Palestinians.  If we were to apply the same two criteria to Netanyahu that we just applied to Abbas, I think the results would be as follows.  First, Netanyahu, like Abbas, has made some statements, particularly in the course of the most recent election for the Knesset, that might cast doubt on his subjective desires to reach a deal.  And, like Abbas, he has also made other statements that seem to be genuinely in favor of a peace deal.  So, as with Abbas, we might assign a question mark to Netanyahu’s subjective desire for peace.But, with regard to the ability of Netanyahu, or any other Israeli prime minister, actually to enforce a peace deal reached with the Palestinians, there can be no serious question: the Israeli government could enforce any such deal.  Unlike the Palestinian National Authority, the government of Israel exercises real, effective control over the territory of the State of Israel and its people.  For those who are keeping score, that means that the current Israeli leadership certainly satisfies one and perhaps both of the criteria, while the Palestinian leadership perhaps satisfies one and definitely fails the other of the two criteria.  The Palestinian leaders are the ones who have the most work to do if they are to become genuine partners for peace.

Brother Ben is a well-known broadcaster with the CTV network.His name might be sheer speculation, but in these early days before the race crystallizes, party members will have fun blue-skying about possible contenders.The structure of the race itself hasn't taken shape yet. A conference call of the party's governing body will take place Tuesday night to appoint a committee tasked with organizing the leadership contest. The Conservative constitution lacks specifics on the rules for a leadership contest.Ontario MP and former cabinet minister Lisa Raitt isn't ruling out a run, but said there's analytical work to be done before anyone heads down that road."We need to understand what happened before we understand where we're going in the future," said Raitt, who is advocating for a meeting of all current and unseated caucus members."Until you know what the problems were, you can't put yourself forward being the solution."Early Tuesday, a group promoting former Toronto city councillor Doug Ford put out a press release supporting his potential candidacy. After a heady spring and summer that saw New Democrats win power in Alberta and then surge to first place in national polls, Monday night's results are a bitter disappointment to the party.The NDP peaked early, then went into a steady decline, hemorrhaging support in the last few days as strategic voters who had been sitting on the fence flocked to the party that appeared best placed to beat Stephen Harper.And so each poll showing Liberal momentum became a self-fulfilling prophecy.But the Liberals didn't only win by luring defectors from the NDP. They also energized new voters. For every vote the NDP lost between 2011 and 2015, the Liberals gained four. And so the party must also ask itself: Why couldn't New Democrats inspire such a wave of first-time voters? In the end, the New Democrats were collateral damage, rather than prime targets, in the Canadian electorate's powerful rejection of Harper. But that is small consolation for the defeat of such high-profile MPs as deputy leader Megan Leslie, foreign affairs critic Paul Dewar, defence critic Jack Harris and veterans affairs critic Peter Stoffer, all experienced parliamentarians and good constituency MPs who were considered safe when the campaign began.Shawn Dearn, the party's director of communications, issued a statement on the loss: "We're disappointed, of course, but do congratulate Mr. Trudeau's campaign. As you know, we lost some great MPs, but this election was about defeating the Conservatives, so we are pleased with that. Bittersweet, I guess.  But, now we get back to work."The first task must be to figure out what went wrong.Boldness pays off-In this campaign, bold and even reckless moves were consistently rewarded with success, while caution was punished.The NDP itself was the first to demonstrate that, by standing up to oppose the Harper government's anti-terrorism Bill C-51, which at first appeared popular with a Canadian public shocked and scared by the attacks of last October.No pollster or political consultant would have counselled the move at such a time. And yet as experts stepped forward to warn that the bill threatened basic freedoms, and public opinion began to shift, the NDP never had cause to regret its principled opposition. Instead, it was the Liberals who would find themselves trying to explain their support of C-51 on hundreds of thousands of doorsteps across Canada.But then the boldness dried up.Eager to show that New Democrats were not wild-eyed spenders, the party embraced small-bore proposals based on a commitment to balance the budget. The commitments lacked ambition compared with those of the Liberals, and also seemed to many to be unrealistic, since they were predicated on revenues that assumed a $63 barrel of oil.Outmanoeuvred on the left-"Ours is the most progressive platform in this election." That became one of Justin Trudeau's favourite lines during this campaign, as he pitched a tax hike on the top one per cent of income earners, an aggressive infrastructure plan financed by deficits, means-tested child benefits and the legalization of marijuana.By contrast, the NDP's balanced budget approach looked staid and conservative.Trudeau's core message, repeated over and over throughout this campaign was: "Stephen Harper won't help you, and Tom Mulcair can't help you, because he's signed on to Harper's budget."In the end that message proved more damaging to the New Democrats than even the niqab.It was Trudeau who correctly read the zeitgeist among change voters: They wanted their change big, and they wanted it now.The muting of 'Angry Tom'-The party was also too anxious to bottle up "Angry Tom," and repackage him as a more friendly and soft-spoken politician. The result was unnatural.At the first English-language debate, many viewers commented on his strange, frozen smile. Gone was the leader who had fiercely grilled Harper over the Duffy scandal in question period exchanges.Trudeau is a natural-born campaigner, and Mulcair would always have found it tough to work a crowd the way Trudeau does. Mulcair never really mastered the art of speaking to a crowd. His approach is: I talk — you applaud. I talk — you applaud, all delivered in the same flat tone.Trudeau speaks with a wide range of tone and emotion, talking over the applause, letting the crowd drown him out, then roaring back to the message, carrying his listeners with him.I watched Mulcair deliver a speech on Sept. 22 at the University of Ottawa, where students packed the atrium and hung over internal balconies and staircases on four storeys. It was a crowd that was there to be stirred, and ready to respond in kind.Instead, they got a laundry list of the NDP's platform from a man who seemed more prime ministerial than passionate. Mulcair shared their rejection of the Harper government on an intellectual level, but not a visceral one.Mulcair was never going to be able to shine the way Trudeau can. But in an election where seven out of 10 voters said they were hungry for change, a bit of righteous anger would have been a good substitute.Next steps-The NDP has a tradition of allowing leaders to remain after defeats, unlike the Liberals and Conservatives, whose leaders are expected to fall on their swords.And while he may not have been as good a campaigner as Jack Layton, Mulcair's undeniable skills as a parliamentarian could be vital in the short term as he tries to keep his reduced caucus relevant..Complicating that task is the fact that the government he is up against is no longer that of Harper, the bête noire of the left, but rather the friendly, progressive government of Trudeau.One issue where he can credibly challenge Trudeau is on Bill C-51, the surveillance law that the Liberals both condemned and voted for. Many Liberals were uncomfortable with their leader's support for the law, and the party's explanations for its posture have always seemed convoluted and unconvincing.It also wouldn't hurt to remind the voters of that principled stand, which was far more popular than the equally principled stand over the niqab.A turn to the left?-Mulcair need only look at the recent history of British Labour to see that a social democratic party can tack to the centre, and carry its supporters with it, only as long as that strategy produces electoral results.Once the strategy fails, the old left tends to return with a vengeance (see Jeremy Corbyn).Those voices in the NDP may be all the louder given that Trudeau appeared to pass the NDP on the left. If Mulcair now opposes Trudeau's plans to stimulate the economy with infrastructure spending, taking the same side as the Conservatives surely will, the rumbling will only grow.Already, there is unease in the party's grassroots about Mulcair's peremptory dismissal of candidates during this campaign for even fairly mild criticism of Israeli government policies.From now on, he will find it much harder to discipline and silence the critics within.

OTTAWA - Justin Trudeau made a triumphant return to the nation's capital Tuesday and immediately began setting a new tone for the Canadian government, both at home and abroad.To those around the world who may have had difficulty recognizing the Canada of old during a decade of combative, militaristic Conservative rule under Stephen Harper, the Liberal prime minister-designate had a direct message."Many of you have worried that Canada has lost its compassionate and constructive voice in the world over the past 10 years," Trudeau told a boisterous partisan rally in Ottawa."Well, I have a simple message for you. On behalf of 35 million Canadians, we're back."At a news conference later, he also had a reassuring message for civil servants, many of whom complained of being muzzled and ignored by the Harper regime. Trudeau promised to run "a government that listens to, works with and respects the public service."And he had another message for the parliamentary press gallery, which has been shunned and vilified by the Harper Conservatives, that he intends to run a more open, media-friendly shop.Fresh from his stunning victory in Monday's election, Trudeau held a formal news conference in the national press theatre — something Harper did only handful of times and not at all since late 2008. Trudeau said "it's important to underline the important role that the media fills in public discourse and public life" and, when the news conference was over, he vowed: "I'll be back. I promise."For now, though, tone is all Trudeau can set. Mounties received at least three warnings of potential terrorist attacks on uniformed officers before last year's shootings on Parliament Hill, yet the RCMP wound down extra patrols around the parliamentary precinct just days before the tragedy, newly disclosed documents show.The RCMP unit that patrols Parliament Hill, which shooter Michael Zehaf-Bibeau, 32, successfully stormed, was understaffed by at least 29 positions at the time of the attack.An inside glimpse of the RCMP's security posture on Oct. 22 is contained in a 1,000-page dossier obtained by CBC News under the Access to Information Act, following an 11-month delay in its release.The file reveals an Oct. 18, 2014, "security reminder" from the force's Criminal Intelligence Integrated Unit, widely distributed the weekend before the shootings.The one-page warning said ISIS "is actively encouraging jihadists in the West and encouraging newly sworn militants to launch attacks against members of law enforcement from countries fighting its troops.""ISIS threats against law enforcement in the West are real … Canada is not immune to such threats," read the document, which called on Mounties to take precautions, especially in their personal postings on social media.A day earlier, on Oct. 17, the Integrated Terrorism Assessment Centre (ITAC), a multi-department unit hosted by the Canadian Security Intelligence Service, warned that a "violent act of terrorism could occur" and the centre increased the terror threat level that day to medium from low, where it had remained for four years.The RCMP dossier shows the ITAC warning was widely distributed among Parliament Hill officers, who were specially told "to remain alert and vigilant."3rd warning issued-Yet a third warning to RCMP officers was issued the day before the Ottawa shooting "outlining security/prevention measures for police officers with regard to recent threats made by the Islamic State group towards law enforcement." Details of the third warning, from the RCMP's National Intelligence Co-ordination Centre and which followed an Oct. 20 terror-linked attack in Quebec, were censored in the package released to CBC News.The Harper government's 2012 deficit-fighting budget cuts had already seriously eroded staffing levels for the RCMP's parliamentary force. An October 2014 human resources report shows at least 29 vacant positions, and as many 51 empty posts depending on the accounting method.There were a total of 177 positions authorized for the unit, but only 126 "members available," Supt. Luc Lemire reported to his bosses.An Ontario Provincial Police investigation into the Oct. 22 shootings also cited the resource-starved RCMP unit, although the exact staffing shortfall numbers were blacked out in the public version of the final report.The RCMP dossier shows that despite chronic staffing issues, the RCMP managed to increase its patrols in the parliamentary precinct and on Sussex Drive, near the residences of the prime minister and the Governor General, after two security incidents in mid-October.On Oct. 15, two men in a 2011 Ford Escape tried to force open the iron gates at Rideau Hall at 3:15 a.m. The next day, a man attempted to force his way into the Italian ambassador's limousine on Slater Street in downtown Ottawa.Investigations later showed the first two men were drunk and harmless, and the latter was "mentally disturbed" and not a genuine threat. Even so, the RCMP launched "enhanced patrols" after the incidents — but stopped them on Oct. 20, two days before Zehaf-Bibeau's attack. He was shot dead after opening fire inside Centre Block on Parliament Hill.The heavily censored public version of the OPP report from March 2015 does not refer to the terror warnings or increased patrols, but is highly critical of the minimal resources given to the RCMP.Balkanized security-"The approach to the security and protection of Parliament Hill is highly inadequate," it concluded. "The RCMP posture on Parliament Hill has been challenging due to the limited amount of resources available, which are reflective of budget cuts in 2012."The main solution, said the OPP report, was to unify the House of Commons and Senate security forces under the RCMP to provide seamless rather than balkanized security on the Hill. The government announced that very measure on Feb. 4 this year and the process of integration continues.RCMP officials did not immediately respond to CBC News requests for comment on the security lapses.Canadian Forces reservist Cpl. Nathan Cirillo was shot and killed as he performed sentry duty at the National War Memorial, and a House of Commons guard was wounded as he wrestled with Zehaf-Bibeau less than two minutes later inside Centre Block.A commemoration ceremony is planned at the war memorial Thursday at 11 a.m. ET to mark the one-year anniversary of  the Ottawa attack, as well as the death of Warrant Officer Patrice Vincent from another terror-linked attack in Saint-Jean-sur-Richelieu, Que., on Oct. 20, 2014.

TRAPANI, Italy (Reuters) - The brass band played, the flags waved and Western generals delivered speeches brimming with resolve as NATO began big war games in the central Mediterranean this week.But the military display seemed faintly unreal while Russian warplanes were bombing Syrian rebels a few hundred kilometers (miles) to the east in a coordinated action with President Bashar al-Assad's armed forces and Iran's Revolutionary Guards.NATO, which waged an air campaign to help Libyan rebels oust Muammar Gaddafi, then left that country to descend into anarchy, is not a player in Syria and is watching uncomfortably as its former Cold War adversary Russia widens its role there.The speed and scope of Moscow's intervention in Syria's four-year-old civil war, coming after Russia's seizure of Crimea and support for pro-Kremlin rebels in eastern Ukraine last year, wrong-footed the U.S.-led alliance and has heightened soul-searching about its future."The West has been tactically surprised. I want to go Amsterdam and find a school there." he said.He had spent the night under open skies at the Croatian-Slovenian border."It was so cold. We were trying to keep ourselves warm and lit fires but that didn't help. Another beaming survivor Juliana says: "I am one of the safest people to be around!"Throughout the two-year Ebola epidemic, thousands of West African survivors have been shunned by their communities, prompting governments to sponsor messages stressing their complete recovery in a bid to counter fear and paranoia.But the case of Scottish nurse Pauline Cafferkey – the first known Ebola survivor to have an apparently life-threatening relapse – has revived concerns about the health of some 17,000 survivors in Sierra Leone, neighbouring Guinea and Liberia. [ID:nL8N12F1YU]-Doctors and health officials in Sierra Leone told Reuters that a handful of mystery deaths among discharged patients may also be types of Ebola relapses, stirring fear that the deadly virus may last far longer than previously thought in the body, causing other potentially lethal complications.Diagnoses have not been made, partly because of a lack of relevant medical training and insufficient equipment for detecting a virus that can hide in inaccessible corners of the body - such as the spinal fluid or eyeball. In Cafferkey's case, the virus in her brain caused meningitis. But Ebola survivors continue to die under mysterious circumstances, health officials say.Doctors at Freetown's 34 Military Hospital said they had seen two Ebola survivors return for treatment weeks after being discharged complaining of respiratory problems, including one this month. Both later died.Officials at King's Sierra Leone Partnership also confirmed one possible relapse case in a patient with a weakened immune system in Freetown a week after recovery. Sierra Leone's National Ebola Response Centre said further research on such "anomalies" is underway.The findings may deepen the suffering of survivors, who are already fighting against stigma."Until there is a conclusive study, we can never be sure about this. But one fellow survivor, Fatmata Conteh, was detained by police after she stoned a neighbour for calling her names, he said."All this is trauma. If they don't find a way to solve the problem, people could die of it," said Koroma.There are signs that stigmatisation is increasing amid evidence survivors can harbour the virus in semen for at least nine months. Liberia's last known case in June is thought to have been via sexual transmission. Armand Sprecher, public health specialist at medical charity Medecins Sans Frontieres (MSF), said a survivor already risked being treated "like a pariah, leper and an outcast"."We risk making their lives miserable if we miscommunicate the actual risk we are dealing with here," Sprecher said.Both Sierra Leone and Liberia are introducing programmes to help screen survivors to see if they harbour the virus. "Operation Shield" in Sierra Leone begins regularly testing the semen of willing survivors this month.In Guinea, where there are three known cases, government support for survivors is very basic.Unlike earlier in the epidemic, Ebola victims and their contacts now benefit from a trial vaccine.The World Health Organization is working with governments of the three countries to develop a survivor care plan."The Ebola response has already had to adapt to the extraordinary nature of this outbreak," said Adam Kucharski, an expert on infectious disease epidemiology at the London School of Hygiene & Tropical Medicine."The possibility of transmission long after apparent recovery poses yet another challenge."

Several people were reported missing and more than 500,000 were affected by Koppu, including 107,000 who fled to evacuation centres.Disaster-response agencies said the rain dumped by the storm in the mountainous north flowed down rivers and flooded villages downstream in provinces including Pangasinan, where thousands of residents were evacuated Monday."We saw that there was lot of rain that fell in the mountains.
