Israel calls up reservists after Palestinian attacks-Associated Press-SEPT 18,15-YAHOONEWS

JERUSALEM (AP) — Israel has called up a few hundred reservists to beef up security following outbreaks of violence and Palestinian riots at Jerusalem's most sensitive holy site.Friday's decision to draft border police officers came after a week in which Palestinians repeatedly clashed with police at the site in Jerusalem. One Israeli died and several were wounded elsewhere during the week.Police put thousands of officers on patrol and also banned Muslim men under the age of 40 from praying at the site.The site, holy to Jews and Muslims, is a frequent flashpoint. Its fate is a core issue at the heart of the Israeli-Palestinian conflict. Palestinians view Israeli visits to the area as a provocation.Smaller clashes continued in Jerusalem and in the West Bank city of Hebron on Friday.

JERUSALEM (Reuters) - Israel deployed hundreds of extra police around the Old City of Jerusalem on Friday after Palestinian leaders called for a 'day of rage' to protest at new Israeli security measures.Around 800 extra police were posted in the heart of the city and adjacent Arab neighborhoods, where tensions have been high for the past week, following violent clashes at al-Aqsa Mosque and stone-throwing attacks by Palestinians against Israeli cars.The focus of tension is the compound housing al-Aqsa and the Dome of the Rock, one of the holiest places in Islam. Jews refer to the area as Temple Mount, where an ancient Jewish temple once stood. It is the most sacred place in Judaism."The Israeli police have heightened security in and around Jerusalem and the Old City in order to prevent and respond to any incidents that could take place," said spokesman Micky Rosenfeld, adding that undercover units had been deployed.In an effort to limit the threat of violence, Israel also banned access to al-Aqsa for all men under 40 on Friday, the Muslim holy day. But rather than putting a cap on unrest, the restrictions risked further fuelling anger and frustration.Palestinian protests were planned in several cities in the Israeli-occupied West Bank, including Ramallah, Hebron and Nablus, where a young man was shot by Israeli security forces after throwing a fire bomb, the Israeli army and medics said.There was a heavy police presence at Qalandia, the main checkpoint between Jerusalem and Ramallah, which has become a focal point of demonstrations, with frequent clashes between Palestinian protesters and Israel security forces.In East Jerusalem, the predominantly Palestinian side of the city, a municipal bus was attacked with stones, forcing the driver to flee, the police spokesman said. When police arrived at the scene, the bus had been set ablaze.As well as tensions over al-Aqsa, Palestinians are angry at plans by Israel to allow police and soldiers to open fire on anyone seen throwing stones at Israeli vehicles.There have been a series of such attacks in recent weeks, including one that lead to the death of an Israeli driver in Jerusalem. Jerusalem (AFP) - Israeli police beefed up their numbers in Jerusalem Friday, barring young men from prayers at the Al-Aqsa mosque site on what Islamist Palestinian movement Hamas dubbed a "day of rage".They set up heavily-manned checkpoints on streets leading up to the site in Jerusalem's walled Old City, turning back youngsters, while a police surveillance blimp flew overhead."It's a frontline," Mazen Shawish, 52, told AFP. "You have to go though 20 military checkpoints to get to the mosque."Inside the compound, worshippers prayed without incident, in numbers visibly less than on an average Friday when around 25,000 to 35,000 people take part.Mosque officials estimated attendance at around 8,000. UNITED NATIONS (AP) — The Holy See said Wednesday it will not raise its flag at the United Nations before Pope Francis addresses the world body later this month if the U.N. approves a resolution allowing non-member observer states to fly their flags alongside the 193 member states.The Holy See and Palestine are the only states that are not U.N. members. The Palestinians have sponsored the resolution and hope President Mahmoud Abbas can raise their flag when he addresses the annual meeting of world leaders at the General Assembly on Sept. 30.Palestinian U.N. Ambassador Riyad Mansour said he expects the General Assembly to overwhelmingly support the resolution when it votes on Thursday afternoon. Since its founding 70 years ago, only the flags of U.N. member states have flown outside U.N. premises.Archbishop Bernardito Auza, the Vatican's apostolic nuncio and U.N. ambassador, told a news conference that the Holy See did not want its name mentioned in the resolution and did not co-sponsor it "because we have generally different priorities."Auza said the Holy See "didn't have any intention to change the practice of the United Nations since its foundation, but we are not against the Palestinians asking for it."As for the Holy See raising its flag before the pope visits the United Nations on Sept. 25, Auza said, "absolutely not — we have no intention to do that."But he would not say whether the flag might fly at the U.N. in the future."That question is open," Auza said. General Assembly overwhelmingly approved a resolution Thursday allowing the Palestinians and the Holy See to raise their flags at U.N. headquarters — a symbolic step pursued by the Palestinians in their quest for an independent state.Israel strongly objected to the proposal and joined seven other countries, including the United States, in voting "no"; 119 nations voted "yes" and 45 abstained.The resolution allows non-member observer states to raise their flags alongside those of the 193 U.N. member states. The Palestinians and the Vatican are the only two observers, but the Holy See has backed away from the effort, saying it will not raise its flag before Pope Francis visits the U.N. later this month.With Israeli-Palestinian peace negotiations stalled and little prospect of a two-state solution emerging, the Palestinians have successfully pursued symbolic recognition as a state at the United Nations — winning General Assembly approval in late 2012 to raise their status from an observer to a non-member observer state, by a vote of 138 in favor and nine against. United Nations (United States) (AFP) - The UN Security Council appealed for calm and restraint Thursday after three days of clashes this week at Jerusalem's Al-Aqsa mosque compound between Israeli police and Muslim protesters.In a unanimous declaration, the 15-member panel also expressed its "grave concern" and called for maintaining the rules governing the sensitive site seen as holy by both Muslims and Jews."The members of the Security Council called for the exercise of restraint, refraining from provocative actions and rhetoric, and upholding unchanged the historic status quo" at the compound "in word and in practice," a statement said.The third-holiest site in Islam, the compound is also the holiest site in Judaism, which venerates it as the Temple Mount.It is located in East Jerusalem, annexed by Israel in 1967 and at the core of the Israeli-Palestinian conflict. Both sides see the site as a symbol of religion and nationalism.Under longstanding regulations, Jews are allowed to visit but cannot pray there to avoid provoking tensions. Palestinians are deeply suspicious that Israel will seek to change rules governing the site, although Prime Minister Benjamin Netanyahu has repeatedly said he has no intention of doing so.Netanyahu assured UN Secretary-General Ban Ki-moon late Thursday that his country was determined to strictly apply the status quo.The council said both worshippers and visitors should be without fear of violence or intimidation while at the compound.Council members called for an end to the clashes, so that "the situation returns to normality in a way which promotes the prospects for Middle East peace between the Israelis and the Palestinians."

UNITED NATIONS (AP) — Secretary-General Ban Ki-moon will host a ministerial meeting of key global players trying to end the decades-old Israeli-Palestinian conflict on Sept. 30 during the annual high-level session of the General Assembly, the United Nations announced Friday.Spokesman Stephane Dujarric said that in addition to foreign ministers from the Quartet of Mideast mediators — the United States, United Nations, European Union and Russia — the secretary-general is inviting the Arab League secretary-general and the foreign ministers of Egypt, Jordan and Saudi Arabia to join the meeting.Negotiations between Israel and the Palestinians have been stalled since the United States failed to broker a peace agreement in early 2014. BEIRUT (Reuters) - The Syrian military has recently started using new types of air and ground weapons supplied by Russia, a Syrian military source told Reuters on Thursday, underlining growing Russian support to Damascus that is alarming the United States.The source described the weapons as highly accurate and effective. The army had started using them in recent weeks having been trained in their use in Syria in recent months, the source said."New weapons are being delivered, and new types of weapons. The Syrian army is being trained in the use of these weapons. In fact, the army has started using some of these (weapon) types," the source said in response to a question about Russian support."The weapons are highly effective and very accurate, and hit targets precisely," the source told Reuters. MIAMI (AP) — King Felipe VI of Spain begins a two-day tour of Florida with a speech at the Freedom Tower on the campus of Miami Dade College.He met with President Barack Obama at the White House earlier this week. They discussed the importance of working together to ensure refugees are safe and treated with shared humanity.It's unclear what topics Felipe will discuss during his master lecture at Miami Dade College early Thursday evening.Felipe, 47, was proclaimed king just over a year ago, replacing his scandal-hit father, former King Juan Carlos. He pledged to restore trust in the monarchy after allegations of corruption.A recent poll in Spain's El Pais newspaper shows that 81 percent approve of Felipe's performance, and 74 percent approved of his wife, Letizia, a former television presenter.

The S&P 500 SPX, -0.26% fell 5.11 points, or 0.3%, to 1,990.20. The Dow Jones Industrial Average DJIA, -0.39% jumped as high as 190 points, but closed 65.21 points, or 0.4%, lower at 16,674.74. The Nasdaq Composite COMP, +0.10% ended the day slightly higher, up 4.71 points, or 0.1% at 4,893.95.

The Federal Reserve kept its policy interest rate unchanged, showing reluctance to end an era of record monetary stimulus in a time of market turmoil, rising international risks and slow inflation at home.“Recent global economic and financial developments may restrain economic activity somewhat and are likely to put further downward pressure on inflation in the near term,” the Fed said in its statement.Thursday’s action signified more than anything the committee’s uncertainty about how global events, such as the slowdown in China, translate into their outlook for U.S. growth.‘Tactical Delay’-“Discretion is the better part of valor,” Ethan Harris, co-head of global economic research at Bank of America Corp. in New York, wrote in an e-mail. The move is a “tactical delay” to gather more information on risks to the forecast, and “as the labor market recovery rolls along, and with capital markets already showing signs of calm, the pressure on the Fed to hike will build at each meeting going forward.”The decision featured the first dissent this year by Richmond Fed President Jeffrey Lacker as policy makers faced one of the toughest decisions of Chair Janet Yellen’s leadership of the Federal Open Market Committee. China’s stocks fell for the third time in four days, led by material and health-care companies, as traders gauged the level of government support for equities.The Shanghai Composite Index dropped 0.5 percent to 3,136.83 at 9:32 a.m. local time, as three stocks retreated for each one that gained. The benchmark gauge jumped 4.9 percent on Wednesday with the gains coming in the last hour of trading -- the hallmark of state-backed fund buying. The index dropped 6.1 percent in the first two days of the week following economic data.Volatility has surged to the highest since 1997 amid concern government intervention will fail to shore up the world’s second-largest stock market as signs grow the economic slowdown is deepening. A weekend report showed industrial output missed economists’ forecasts, while investment in the first eight months increased at the slowest pace since 2000. Trading volumes in Shanghai were 24 percent below the 30-day average on Thursday.“The market is becoming increasingly volatile as state support has caused confusion to the market and investors,” said Li Jingyuan, head of securities investment at Shanghai Zhaoyi Asset Management. “Information on state buying isn’t transparent and it seems that the national team doesn’t have a clear strategy and tactics. So you see a volatile market as investors don’t follow state buying.”Government Buying-The CSI 300 Index slipped 0.6 percent. Hong Kong’s Hang Seng China Enterprises Index advanced 1.1 percent. The Hang Seng Index gained 0.7 percent.Price swings have been exacerbated by government investigations into market manipulation as well as the Federal Reserve’s interest-rate meeting this week.Zhang Yujun, an assistant chairman for the China Securities Regulatory Commission, is being investigated for “severe disciplinary violations," the Communist Party’s top disciplinary body said in a statement on its website. Zhang is one of three assistant chairmen at the CSRC and previously served as general manager of both the Shanghai and Shenzhen stock exchanges. The statement by the Central Commission for Discipline Inspection provided no details on the nature of the investigation. The CSRC declined to comment.The investigation comes as the government vows measures against "malicious" short sellers and attempts to "purify" capital markets. On Tuesday, authorities announced a probe into Cheng Boming, the president of Citic Securities Co., China’s biggest brokerage, over allegations of "insider trading."-Stock Valuations-The government has spent $246 billion purchasing equities since a $5 trillion selloff began three months ago through August, according to Goldman Sachs Group Inc.Equities on mainland bourses traded at a median 45 times reported earnings last week. As hedge fund managers take a beating from the slowdown in China, Ray Bakhramov is flying high. Bakhramov, the chief investment officer of the $100 million Forum Asset Management, said he’s been betting on an emerging-market slump since 2012. His conviction led to three years of losses of 10 percent to 20 percent in his Global Opportunity Fund.Bakhramov finally got his wish in July and August, as did a handful of managers who made multi-year wagers that emerging-market stocks and currencies would begin to tumble, starting with a downturn in China. Forum’s main fund notched a 24 percent gain in July and jumped 60 percent the following month, fueled by short positions in the Chinese yuan and the Taiwanese and Singapore dollars, according to a letter to investors obtained by Bloomberg. All told, the fund has soared 107 percent this year through August."We’re basically long volatility," Bakhramov, who previously structured asset-backed securities at Credit Suisse Group AG, said in an interview last week. "We’ll have a lot of tremors and then a big shakeout. This is just the first."Eric Peters, the chief investment officer of the $900 million investment firm-One River Asset Management, also made a bundle during the market rout. Macquarie: Emerging Markets Are Not Facing a 1997-Style Crisis—They're Facing Something Worse-"A far more painful and insidious process."-Julie Verhage-September 16, 2015 — 3:59 PM EDT-bloomberg

If the 1997 Asian financial crisis was a heart attack for emerging markets, the current situation is akin to chronic cardiovascular disease, according to Macquarie analysts led by Viktor Shvets and Chetan Seth.In 1997, speculative attacks against the Thai baht forced the country to float and devalue its currency in a move that was swiftly followed by the Philippines, Malaysia, Singapore, and Indonesia. Then came a massive decline in Hong Kong's stock market that led to losses in markets around the globe.While parallels exist between 1997 and the current emerging market selloff (notably in the form of a stronger dollar, which makes it more expensive for emerging-market countries to finance their debts, plus lower commodity prices and slowing trade), the Macquarie analysts reckon the current situation might actually be worse.Instead of sharp heart attack (a la 1997), it is far more likely that EM economies and markets would face an extended period that can be best described as a “chronic disease”, with limited (if any) cures or exits, punctuated by occasional significant flare-ups (short of an outright heart attack). In many ways it is likely to be a far more painful and insidious process. In the meantime, any signs of significant strain (either at a country or corporate level) could easily freeze up the emerging market universe. The crux of their argument is that despite the difficulties of 1997, its effects were mitigated by rising global leverage, liquidity, and trade shortly thereafter. This time around, those factors might not be there.[A c]ombination of excessively loose monetary policies (particularly post 2000 bursting of dot-com bubble) and China’s integration into global trade systems has enabled both EMs and DMs to recover quickly. This does not describe the environment facing EMs and DMs over the next five to ten years. The combination of long-term structural shifts (primarily driven by the grinding deflationary progress of the Third Industrial Revolution, which first became apparent in early 1990s but matured into a global phenomenon over the last decade), is aggravated by the more recent impact of overleveraging and associated overcapacity.The chart below takes into account such things as gross domestic product, external debt, and current account deficits in an attempt to identify which emerging-market countries might be most at risk from a prolonged slump.Such countries as Turkey, South Africa, and Malaysia appear the most at risk on this basis, while China, the Philippines, and South Korea seem better positioned. Although Brazil and Russia score well on the chart, Macquarie argues that their low exposure to external debt could still be undermined by slumping commodities and slowing trade.Ouch.

But Pope Francis can help both the White House and Congress to work together more honestly in order to solve the problem. The Archibishop of Philadelphia, Charles Chaput, believes this. In this interview, he analyses Pope Francis’ visit to America, which starts Tuesday 22 September in Washington DC and concludes on Sunday 27 September in Philadelphia.How do you think Philadelphians will receive Pope Francis? Philadelphia has been waiting for this visit for three years. If people were more excited than they already are, we'd need to provide them with medical care. Pope Francis will be welcomed enthusiastically. It's the nature of our city.Some surveys indicate that not many Americans know that the Pope will visit his country. Others say that his popularity is going down. What is the expectation for the visit of this Pope, not only for Catholics but for non-Catholics as well? I'm very skeptical of polls because they breed a constant emotional swing between overconfidence and dismay. And they're often wrong, even when I like their results. The United States is a nation of 320 million people. A lot of them would miss the news if a meteor hit Washington. I do think Americans from every religious background see this Pope as a man of great goodness and joy. Those qualities are very magnetic. So most Americans, to the degree they're aware of the Holy Father and have any expectations for his visit, expect Francis to be a source of hope and a voice of reconciliation.For the first time a Pope will speak to both houses of the U.S. Congress. What meaning does this have for Americans? It's a unique moment in history. Philadelphia bore the brunt of anti-Catholic hatred in this country during the 19th century because of the waves of Catholic immigrants that poured into our city. It was an ugly experience. America for a very long time was not a friendly environment for the Catholic faith. In some ways, it still isn't. To have the pastor of the universal Catholic Church now invited to address the elected representatives of the American people – it's astonishing.Also he will be in the White House, with the United Nations and at Ground Zero. Do you expect surprises in his speeches or gestures in these places? Surprises, yes; it's in the nature of this Pope. Bad ones, no.The Pope will come to the United States when there begin to be outlined the topics that will dominate the next presidential campaign. One of these is immigration. On this matter Francis has a very clear and position. Will his message alleviate xenophobic trends in the United States? I don't like the word “xenophobic” because it implies ill will. Most Americans are better and more generous than that. But especially since 9/11, a lot of Americans are uneasy about protecting their families and themselves. They're worried about their jobs. They're worried about maintaining the rule of law. They're worried about protecting the solvency of their public institutions. It's important for people outside the United States to realize that Americans do have reasons, and often good reasons, for their concerns about immigration.But having said that, the United States is a nation built by immigrants. And it's constantly renewed by new immigrants. So for Americans to demonize and penalize immigrants is the worst sort of irony – a kind of national self-contradiction. People have a natural right to migrate to provide for their own and their family's safety and livelihood.So I hope the Pope will help both the White House and Congress to work together more honestly to solve our immigration problem. Both of our major political parties – Democratic and Republican – are responsible for our current immigration mess. Neither party is innocent.In the United States there has been some criticism of the Pope’s stance on the environment and the free market economy. Do you expect any protesters as a result? Sure, that's the nature of a democracy. We should welcome it. But the Holy Father has said nothing inconsistent with the many social encyclicals that came before him. Catholics need to be Catholic Christians first, and Americans second. Otherwise they have nothing of substance to offer to the moral life of their country.In Philadelphia the Pope will meet speak about immigration. Why is this important? Philadelphia was one of the great centers for immigration into the United States in the 19th and early 20th centuries, and the city still has an intensely immigrant-based identity – Poles, Irish, Jews, Italians, Ukrainians, African-Americans, Latinos, Asians, and more. It's the perfect place for the Holy Father to address one of my country's most urgent issues, especially since Philadelphia is also the city where the United States was born.An important part of the trip for the Pope will be the culmination of the World Meeting of Families in Philadelphia. What do you think the Holy Father would like to see result from this gathering? A renewal of the Christian family, and a renewal of the family's missionary spirit in converting the culture around us. If that can happen, we'll see a revolution in the spirit of the world.

Sep, 09:21-Buses in Serbia are reportedly preparing to take refugees to the Croatian border after Hungary completely sealed its border on Tuesday (15 September) with a razor-wire fence.Several buses were due to leave Presevo - in the far south of Serbia - heading for the border town of Sid, Serbian media reported on Wednesday (16 September).Hungary created a bottleneck for hundreds of migrants stranded in no-man’s land along its border with Serbia, after blocking off its border completely, declaring a state of emergency and processing migrants under tough new rules that the European Commission is scrutinising to ensure are in line with EU law.Budapest also announced the construction of a new fence along the Romanian border, while Austria reintroduced border controls along its south-eastern borders.Once again chaotic scenes ensued at the entry point to the EU, ahead of Hungary's complete border closure with Serbia. Monday saw a record 9,380 asylum seekers crossing into Hungary in a desperate last attempt to step on EU soil.By Tuesday hundreds of migrants were stranded and as tensions rose, they blocked the main highway connecting Serbia and Hungary, chanting, "Open the border!" Some refugees began a hunger strike, demanding to be let through.Migrants who managed to cross into Hungary at new registration points on Tuesday were dealt with under a new border regime the country introduced.Hungary ruled on 16 asylum claims, rejecting all, arguing that Serbia is a safe country, and refugees should request protection there.Gyorgy Bakondi, security advisor to prime minister Viktor Orban, said in a press conference that 174 people had been caught trying to cross illegally through Hungary’s 175 kilometer-long fence with Serbia and would face criminal prosecution.Rejected asylum-seekers were also expelled from the passport free Schengen zone for a year, even though they have the right to appeal the decision in a Hungarian court, Hungarian media reported.Besides the fast-track screening, new measures include sending asylum-seekers automatically back to third countries that Hungary deems safe and allowing prolonged detention of asylum-seekers.The contentious measures were criticized by the United Nations refugees agency earlier this summer, warning that they could have "devastating implications for thousands of people seeking safety in Hungary." The UNHCR also said that criminalising people for crossing the frontier illegally could be in violation of the 1951 Refugee Convention, and questioned whether Serbia should be considered a safe third country where refugees can receive the necessary support.Antonio Guterres, UN high commissioner for refugees, said in Brussels on Tuesday that Hungary's measures need to be checked by the EU institutions. "My problem is not [with the] legality, it is with the substance. Europe has to find a solution fast before the situation escalates even further," Serbian minister on migration issues, Aleksandar Vulin, told press at the border.Hungary has also announced on Tuesday that due to the diverting routes of people-smugglers, it will extend the border fence along the Romanian border.Hungary's foreign minister Peter Szijjarto said the fence would run from where the borders of Hungary, Serbia and Romania meet to the Maros River, a distance of 25 kilometers.The foreign ministry in Bucharest said that it considers the notion of building a fence between two EU members "to be not a correct gesture from a political point of view and not in line with the European spirit."Hungary also introduced a state of emergency in its southern counties because of the influx of migrants. The story relevant to Yazidi girl ''Jinan Adel'' has overshadowed international media outlets' coverage of the one-day conference organized by the foreign ministries of France and Jordan in Paris. This girl had been kidnapped by the Islamic State in Iraq and Syria (ISIS) militants for three months. She fled to France to document her suffering in a book titled, "Jinan, Daesh's Slave" (Jinan, ISIS' Slave). In her book, she describes the suffering she had been exposed to. This made French President François Hollande refer to her in his opening speech and meet with her at length while being covered by media outlets. The writer of this article was present at this meeting, in his capacity as member of the Jordanian delegation, during which Foreign Minister Nasser Judeh stated that Jordan serves as a model for sublime plurality.Throughout the speeches delivered by more than 20 foreign ministers as well as representatives of regional and international organizations, the Jordanian presence was the most prominent. Jordan's King, government and people received gratitude and appreciation for organizing this conference as well as for drawing the general public's attention to the need to care for those oppressed and suffering in the Middle East due to ethnical and religious reasons.During the dinner banquet held at the house of Jordan's Ambassador to France Makram Al Qaisi, Foreign Minister Judeh said that the conference title is about protecting religious and ethnical "minorities'', yet he insisted that the title would change to become ''protection of the victims of the ethnic and religious violence". During the opening ceremony, the foreign minister said, among other things, that we in Jordan do not use this term and that, as a state organizing the conference, we neither have "coexistence'' nor "minorities''. We have components and civilized contributions within the framework of law, the spirit of citizenship and equality.The conference was not only designed to protect any group subjected to violence or persecution—as was the case with the Christians and Yazidiz in Iraq last year, as well as with the photo of the child who drowned on the shores of Turkey which shook the world and made Europe welcome the fleeing, the displaced and the oppressed—but rather to reveal an Arab Middle Eastern country which managed to fulfill a duty a superpower could not attain. This country is Jordan. It has managed to receive over a million displaced persons at a time when a great country like Germany tries to accommodate more than a million refugees in a period of two years.The Jordanian image was vivid and clear in the various interlocutions which lauded the prevailing atmospheres of national unity among the various components of the Jordanian society. Thus Jordan, due to its wise leadership and the awareness of its people, remained a safe bastion amidst conflagrated environs.The "Paris working plan''--which was issued by the conference organized by the foreign ministries of both France and Jordan--called for giving due attention to the societal components based on providing humanitarian, political and legal assistance. vatican city-The work of the C9 group, the council of nine cardinals tasked with studying the reform of the Roman Curia and helping the Pope in the government of the universal Church, concludes today. After the establishment of the Secretariat for the Economy and the Secretariat for Communications, the next step will be the creation of a new congregation dedicated to the laity, the family and life issues.A related proposal put forward by the C9 had already been discussed at the meeting of the heads of Roman Curia dicasteries and had therefore then been explained and discussed by all cardinals who gathered for the Consistory in February this year. The proposal attracted a broad consensus. The new dicastery will merge together the functions that are currently split between the Pontifical Council for the Laity headed by Cardinal Stanislaw Rylko and the Pontifical Council for the Family, headed by Bihsop Vincenzo Paglia. The Pontifical Academy for Life will refer to it, but while the first two councils are destined to go and will be merged into the single new entity, the academy – which is also made up of non-Catholic scholars – will continue to exist. Significantly, the new dicastery for the laity is structured like a congregation, that is, a Vatican “ministry” of the highest level, just like the congregations for the doctrine of the faith, for bishops, for the clergy, for religious, for saints and for Catholic education. This suggests there is an intention to give greater value to the role of the laity as per the recommendations of the Second Vatican Council. The C9 cardinals will therefore be presenting Pope Francis with a clearly defined proposal. It is likely that he will not wait for the completion of the reform framework and the new apostolic constitution, which the Council of Cardinal is still working on. In February this year, the director of the Holy See Press Office, Fr. Federico Lombardi, pointed out the following: “There is nothing to stop specific points from being implemented as an experiment during the course of the reform process, adding them later to the final draft.” The new congregation could therefore be established quite soon and will undergo a trial period before it is finally incorporated in the general reform context.The two Pontifical Councils that are to be merged to form the new dicatsery for the laity and the family, both have their headquarters in the Palace of St. Callixtus in the Trastevere district of Rome.It was suggested on a number of occasions that lay people should be placed at the helm of the new congregation but in February this year, Fr. Lombardi said the top person in charge could not be a lay person. However, the possibility of  lay people acting as secretaries or assistant secretaries of the congregation has not been excluded.
