Malaysian experts in Maldives probe possible MH370 link-AFP-AUG 12,15-YAHOONEWS

The Maldives joined a regional search for wreckage from the missing Malaysia Airlines flight after islanders spotted unidentified debris washed up along the northern atolls of the Indian Ocean archipelago.Mohamed Shareef said the three, led by director general of civil aviation Azharuddin Abdul Rahman, met with local authorities and inspected the debris after arriving on the honeymoons islands on Tuesday night."They have today officially started investigating the debris found in the Maldives," Shareef, a minister attached to the president's office, told AFP by telephone from the capital island Male.He said the experts will return to Malaysia later Wednesday before reporting to their Transport Minister Liow Tiong Lai.The plane was carrying 239 passengers and crew when it disappeared in March 2014 after inexplicably veering off course. It is believed to have gone down in the southern Indian Ocean region.The search acquired fresh impetus when Malaysia last week said a wing part that washed ashore on the French island of Reunion came from the aircraft.After that discovery, the Malaysian authorities alerted nearby Madagascar and South Africa to be on the lookout, saying it was possible debris would wash up in those locations.Mauritius has also joined the search.Reunion is some 2,000 miles (3,200 kilometres) southwest of the Maldives, and local media said some of the large objects washed up on the islands appeared to be debris from a barge that capsized in February.

As Jared Bernstein previously explained...There are few truisms about the world economy, but for decades, one has been the role of the United States dollar as the world’s reserve currency. It’s a core principle of American economic policy. After all, who wouldn’t want their currency to be the one that foreign banks and governments want to hold in reserve? But new research reveals that what was once a privilege is now a burden, undermining job growth, pumping up budget and trade deficits and inflating financial bubbles. To get the American economy on track, the government needs to drop its commitment to maintaining the dollar’s reserve-currency status.The reasons are best articulated by Kenneth Austin, a Treasury Department economist, in the latest issue of The Journal of Post Keynesian Economics (needless to say, it’s his opinion, not necessarily the department’s). On the assumption that you don’t have the journal on your coffee table, allow me to summarize.It is widely recognized that various countries, including China, Singapore and South Korea, suppress the value of their currency relative to the dollar to boost their exports to the United States and reduce its exports to them. They buy lots of dollars, which increases the dollar’s value relative to their own currencies, thus making their exports to us cheaper and our exports to them more expensive.In 2013, America’s trade deficit was about $475 billion. Its deficit with China alone was $318 billion.Though Mr. Austin doesn’t say it explicitly, his work shows that, far from being a victim of managed trade, the United States is a willing participant through its efforts to keep the dollar as the world’s most prominent reserve currency.When a country wants to boost its exports by making them cheaper using the aforementioned process, its central bank accumulates currency from countries that issue reserves. To support this process, these countries suppress their consumption and boost their national savings. Since global accounts must balance, when “currency accumulators” save more and consume less than they produce, other countries — “currency issuers,” like the United States — must save less and consume more than they produce (i.e., run trade deficits).This means that Americans alone do not determine their rates of savings and consumption. Think of an open, global economy as having one huge, aggregated amount of income that must all be consumed, saved or invested. That means individual countries must adjust to one another. If trade-surplus countries suppress their own consumption and use their excess savings to accumulate dollars, trade-deficit countries must absorb those excess savings to finance their excess consumption or investment.Note that as long as the dollar is the reserve currency, America’s trade deficit can worsen even when we’re not directly in on the trade. Suppose South Korea runs a surplus with Brazil. By storing its surplus export revenues in Treasury bonds, South Korea nudges up the relative value of the dollar against our competitors’ currencies, and our trade deficit increases, even though the original transaction had nothing to do with the United States.This isn’t just a matter of one academic writing one article. Mr. Austin’s analysis builds off work by the economist Michael Pettis and, notably, by the former Federal Reserve chairman Ben S. Bernanke.A result of this dance, as seen throughout the tepid recovery from the Great Recession, is insufficient domestic demand in America’s own labor market. Mr. Austin argues convincingly that the correct metric for estimating the cost in jobs is the dollar value of reserve sales to foreign buyers. By his estimation, that amounted to six million jobs in 2008, and these would tend to be the sort of high-wage manufacturing jobs that are most vulnerable to changes in exports.Dethroning “king dollar” would be easier than people think. America could, for example, enforce rules to prevent other countries from accumulating too much of our currency. In fact, others do just that precisely to avoid exporting jobs. The most recent example is Japan’s intervention to hold down the value of the yen when central banks in Asia and Latin America started buying Japanese debt.Of course, if fewer people demanded dollars, interest rates - i.e., what America would pay people to hold its debt - might rise, especially if stronger domestic manufacturers demanded more investment. But there’s no clear empirical, negative relationship between interest rates and trade deficits, and in the long run, as Mr. Pettis observes, “Countries with balanced trade or trade surpluses tend to enjoy lower interest rates on average than countries with large current account deficits, which are handicapped by slower growth and higher debt.”Others worry that higher import prices would increase inflation. But consider the results when we “pay” to keep price growth so low through artificially cheap exports and large trade deficits: weakened manufacturing, wage stagnation (even with low inflation) and deficits and bubbles to offset the imbalanced trade.But while more balanced trade might raise prices, there’s no reason it should persistently increase the inflation rate. We might settle into a norm of 2 to 3 percent inflation, versus the current 1 to 2 percent. But that’s a price worth paying for more and higher-quality jobs, more stable recoveries and a revitalized manufacturing sector. The privilege of having the world’s reserve currency is one America can no longer afford.*  *  *In the global race to debase, Reserve currency status is a curse!

The Nasdaq composite declined 58 points, or 1.2 percent, to 4,977.Markets were also lower in Europe and Asia. A weaker Chinese currency would make that country's exports cheaper on global markets.U.S.-listed shares of Alibaba, the giant Chinese retailer, sank 8 percent after the company's sales fell short of analysts' estimates.Bond prices rose. The yield on the 10-year Treasury note fell to 2.12 percent.Global stocks sank Wednesday as China let its currency fall for a second day following a surprise devaluation that rattled global financial markets.China's government said the devaluation of the yuan was part of reforms meant to make its exchange rate more market-oriented. But the decision has added to worries over slowing growth in the world's second-largest economy and that Western companies might find it harder to sell their goods there.KEEPING SCORE: The Chinese yuan's market rate fell 1.8 percent after Tuesday's nearly 2 percent decline, which was the biggest drop in a decade. Shanghai (AFP) - China cut the yuan's value against the dollar for the second consecutive day Wednesday, roiling global financial markets and driving expectations the currency could be set for further falls.The daily reference rate that sets the value of the Chinese currency against the greenback was cut by 1.62 percent to 6.3306 yuan, from 6.2298 on Tuesday, the People's Bank of China (PBoC) said in a statement on its website.The move took the reductions to 3.5 percent this week -- the largest in more than two decades -- after a surprise devaluation on Tuesday, but the central bank played down expectations it would continue to depreciate the currency.The combined drop is the biggest since China set up its modern foreign exchange system in 1994, when it devalued the yuan by 33 percent at a stroke.It is also a bigger change than the 2.1 percent rise when China unpegged the yuan, also known as the renminbi (RMB), from the dollar in 2005.The double move has been widely viewed as a way to boost China's exports by making them more competitive as growth slows.Compounding concerns over the world's second-largest economy, three key indicators released on Wednesday all came in below market expectations, the latest data to show weakness.China says it is making its exchange rate system more market-oriented, but some analysts suspect it could be the start of a longer slide in the yuan and SG Global Economics predicted the unit could depreciate by five percent over 12 months.The cuts have already jolted global share and commodity markets and Asia-Pacific currencies have suffered as investors fret over the impact on economies closely tied to the Asian giant.-- Currency war -Analysts said the move could also delay an expected US hike in interest rates and even threaten a currency war as other countries come under pressure to devalue as well.Washington has long criticised China's rigid currency regime, with officials describing the yuan as undervalued, but the US offered a mild response, saying it was too early to judge the changes."China has indicated that the changes announced today are another step in its move to a more market-determined exchange rate," the US Treasury said, adding: "Any reversal in reforms would be a troubling development".Previously, Chinese authorities based the fixing on a poll of market-makers, but the PBoC said Tuesday they will now also take into account the previous day's close, foreign exchange supply and demand and the rates of major currencies.Wednesday's fix was even lower than Tuesday's close of 6.3232 yuan to the dollar. The unit closed at 6.3870, weakening from a day before but trimming losses from earlier, and Bloomberg News reported that the central bank had intervened to buy dollars and prop it up.The new fixing mechanism still gives officials some discretion in setting the rate, so that it will not automatically follow the market.China allows the yuan to trade only within a two percent range on either side of the daily reference rate, although the State Council, or cabinet, has signalled it intends to widen the band.The central bank is expected to defend the currency should it test the limits.The PBoC also dismissed expectations of continued falls, saying in a statement the exchange rate movements were normal and "there is no base for continued depreciation".-- Sentiment hurt -But global markets continued their slide, with Hong Kong stocks closing down 2.38 percent on Wednesday and Tokyo losing 1.58 percent, while oil dropped after hitting a more than six-year low in New York.Shanghai shares closed down 1.06 percent as worse-than-expected economic figures also hurt sentiment.Industrial output grew 6.0 percent year-on-year in July, the government said, slowing from a 6.8 percent increase in June and coming in below expectations for a 6.6 percent rise, while retail sales and fixed asset investment also disappointed.The yuan cuts also come as Beijing seeks to have the yuan included in the International Monetary Fund's basket of "special drawing rights" (SDR) reserve currencies.The IMF has said more work was required on the proposal, but a spokesman welcomed Tuesday's changes, saying they should give market forces "a greater role in determining the exchange rate"."Greater exchange rate flexibility is important for China as it strives to give market forces a decisive role in the economy and is rapidly integrating into global financial markets," the spokesman added."The exact impact will depend on how the new mechanism is implemented in practice."

SHANGHAI (Reuters) - China shocked global markets on Tuesday by devaluing its currency after a run of poor economic data, a move it billed as a free-market reform but which some experts suspect could be the beginning of a longer-term slide in the exchange rate.The devaluation was condemned by U.S. lawmakers from both parties as a grab for an unfair export advantage and could set the stage for testy talks when Chinese President Xi Jinping visits Washington next month given acrimony over issues ranging from cybersecurity to Beijing's territorial ambitions.China's central bank set its official guidance rate down nearly 2 percent to 6.2298 yuan per dollar on Tuesday - its lowest point in almost three years - in what it said was a change in methodology to make the currency more responsive to market forces.It was the biggest one-day fall since a massive devaluation in 1994 when China aligned its official and market rates.The devaluation hit global equities and U.S. oil prices, with investors fearing a new currency war as well as declining Chinese economic momentum. The MSCI All World Index of global shares fell 1 percent.A U.S. Treasury official warned China that any wavering in its commitment to a more market-determined exchange rate would be "troubling", but added it was not clear if Beijing's yuan devaluation marked such a step.Senior U.S. lawmakers were more forthright."It's time for the (Obama) administration to focus more intensively on China's cheating and label the country a currency manipulator," Democratic Senator Bob Casey, a member of the Senate Finance Committee, said in a statement.A cheaper yuan will help Chinese exports by making them less expensive on overseas markets.The People's Bank of China (PBOC) called the move a "one-off depreciation"."Since China's trade in goods continues to post relatively large surpluses, the yuan's real effective exchange rate is still relatively strong versus various global currencies, and is deviating from market expectations," the central bank said."Therefore, it is necessary to further improve the yuan's midpoint pricing to meet the needs of the market."-FEAR OF A CURRENCY WAR-Economists disagreed over the significance of a devaluation that reversed a previous strong-yuan policy which had aimed to boost domestic consumption and outward investment."For a long time, I gave the PBOC credit for holding the line on the renminbi (yuan) and recognizing that while it might be tempting to try to shore up the old-growth model by devaluing the currency, that really was a dead end," said fund manager Patrick Chovanec of U.S.-based Silvercrest Asset Management.The devaluation followed weekend data that showed China's exports tumbled 8.3 percent in July, hit by weaker demand from Europe, the United States and Japan, and that producer prices were well into their fourth year of deflation.The move hurt the Australian and New Zealand dollars and the Korean won, fanning talk of a round of currency devaluations from other major exporters. But some of Asia's most interventionist central banks appeared to be holding their nerve on currency policy.Economists pointed out that until Tuesday, China had held the yuan firm while its neighbors had debased their currencies."It was inevitable that China would join the currency war at some point. Last week, a cleanup crew from the Environmental Protection Agency working along the Animas River in southwestern Colorado accidentally broke through a dam, causing a nearby abandoned mine to spew 3 million gallons of wastewater into the river. The spill sent lead, arsenic, cadmium, and other contaminants into the 126-mile-long river, turning the water a mustard hue.The river’s appearance has since recovered; it shifted to a slight green color as water flowed away from the spill site, diluting the concentration of pollutants, CNN reported. By Tuesday, the water looked clear.When EPA officials first measured the presence of the toxic heavy metals in river after the accident last Wednesday, the levels broke state water quality limits, The Denver Post reported.Here’s CNN, with the token shocked scientist: An arsenic sample tested 26 times higher than the EPA acceptable level.Lead was even worse—much worse."Oh my God! Look at the lead!" said Joseph Landolph, a toxicologist at the University of Southern California, pointing to a lead level in the Animas River nearly 12,000 times higher than the acceptable level set by the EPA.The situation seems much less dire now, according to recent tests of the river. Local drinking water is safe, but the intake valves from the river have been shut off. The state Parks and Wildlife Department reports no dead fish have been spotted along the water. Larry Wolk, Colorado’s top health official, told CNN Tuesday that early tests show that the water near Durango, the Colorado city where the spill originated, “doesn’t appear” to pose a health risk, but didn’t specify to whom—humans, wildlife, local ecosystems, or all three.The less visible—and long-term—consequences of the spill, however, are unknown, according to state and EPA officials. The flow of contaminants has already reached New Mexico, and heads to Utah next. Russia’s claim last week, using an extremely creative interpretation of international law, to exclusive economic rights to nearly half a million square miles of the Arctic Sea was certainly a head-scratcher. Sure, the territory is valuable due to its untapped reserves of fossil fuels and for the shipping lanes that will open as Arctic ice melts. But the claim is likely to ultimately be rejected by the United Nations.Still, sparking a manufactured international crisis over the Arctic, one that pits Russia against the United States and Canada, might be just what the doctor ordered. Why? Because Vladimir Putin needs to make a new action movie to distract his people. The Kremlin leader is boxed in on so many fronts right now that he badly needs to change the subject.Is the United States Selling Out Ukraine? For starters, Putin has no good options in eastern Ukraine. The old fantasies about seizing so-called Novorossiya, the strip of land from Kharkiv to Odessa, and establishing a land bridge to Crimea are dead. And the more modest goal of expanding the territory Russia and its proxies currently hold, perhaps with a push to Mariupol, is probably out of the question too. Either campaign would be costly in terms of blood and treasure, certainly spark a fresh round of sanctions, and involve occupying hostile territory. The uptick in fighting in the region this week reeks more of desperation than of a serious move to acquire more territory.Russia could, of course, just annex the territories controlled by Moscow’s proxies; or it could freeze the conflict and establish a Russian protectorate there. But in this case, Moscow would be shouldered with the burden of financing an economically unproductive enclave whose infrastructure has been destroyed. And it would have to do so while Russia’s economy is sinking into an ever deeper recession. Moreover, Russia would lose any leverage over the remainder of Ukraine, which would quickly move toward the West. Sanctions would be continued, and possibly escalated.The Kremlin’s preferred option, given these limitations, is to force the territories back into Ukraine on Moscow’s terms—with broad autonomy and the ability to veto decisions by the Ukrainian government in Kiev. But Ukraine and the West appear unwilling to let this happen. Putin has boxed himself into a corner in Ukraine, and it is difficult to see how he is going to get out of the quagmire he has created.It’s also difficult to imagine how Putin is going to extract himself from the quagmire he has created at home. The Kremlin leader is caught in a trap of his own making, between economic and political imperatives.With the economy sinking deeper into recession, inflation spiking, oil prices dipping below $50 a barrel, and the ruble approaching the lows it reached earlier in the year, Putin badly needs sanctions eased to give the economy breathing space. But for that to happen, he would need to climb down in Ukraine—a move that would undermine the whole rationale for his rule and infuriate the nationalist supporters who make up his base.“Putin’s return to the presidential seat heralded a rather sudden pivot towards a deep-seated domestic nationalism,” Moscow-based journalist Anna Arutunyan wrote recently. “Yet nationalism as a state policy and identity, initially implemented to shore up Kremlin power, now has the Kremlin itself trapped and threatened by forces that it initially nurtured, but can no longer fully control.”A recent report in Novaya Gazeta, for example, claimed that the war in eastern Ukraine risks “metastasizing” as volunteer fighters return to Russia with large quantities of heavy weapons.The essence of Putin’s energy woes are structural, not cyclical. In 2008, Gazprom had a market value of $360 billion; today it is worth just $55 billion.During his first two terms in the Kremlin, Putin’s team—and most notably his chief political operator, Vladislav Surkov—very skillfully co-opted and manipulated both liberal and nationalist groups. After spending nearly half a billion dollars to get its message out to the world, after unleashing armies of trolls to disrupt Western news sites, after launching the most widespread disinformation campaign since the end of the Cold War, after all this, Russia’s global image is in the toilet.According to the Pew Research Center’s new report, only three countries in the world have a net positive opinion of Russia: China, Vietnam, and Ghana. Worldwide, a median of just 30 percent of respondents viewed Russia favorably. Writing in Bloomberg View, political commentator Leonid Bershidsky quipped that “the money might be spent just as wisely buying more $600,000 watches for Putin’s press secretary, Dmitry Peskov.”And the numbers are dismal across the board. In Europe, just 26 percent view Russia favorably; in the Middle East, only 25 percent do. In Latin America, it’s only 29 percent. In the regions most favorably inclined toward Russia—Asia and Africa—it’s just 37 percent. And if Russia’s global image is bad, Putin’s is dismal. Worldwide, just 24 percent trust him. In Europe, just 15 percent do.To be sure, Russia’s propaganda machine is working wonders at home, where Putin’s popularity is stratospheric despite a flailing economy. As a clerk in a pretty well-stocked local food shop, Ms. Tarkhanova says she knows how far her country has come, generally supports its leadership, and seldom complains about anything.But today something has upset her – the Kremlin's destruction of perfectly good food.The Russian government has been destroying vast quantities of foodstuffs, from pork and cheese to apples and tomatoes, because they originated in Western countries covered by retaliatory counter-sanctions ordered by President Vladimir Putin a year ago. MANILA, Philippines (AP) — China respects freedom of navigation in the disputed South China Sea but will not allow any foreign government to invoke that right so its military ships and planes can intrude in Beijing's territory, the Chinese ambassador said.Ambassador Zhao Jianhua said late Tuesday that Chinese forces warned a U.S. Navy P-8A not to intrude when the warplane approached a Chinese-occupied area in the South China Sea's disputed Spratly Islands in May. A CNN reporter who was on board the plane, which had taken off from the Philippines, reported the incident then."We just gave them warnings, be careful, not to intrude," Zhao told reporters on the sidelines of a diplomatic event in Manila.Washington, however, does not recognize any territorial claim by any country in the South China Sea, a policy that collides with the position of China, which claims virtually the entire sea.When asked why China shooed away the U.S. Navy plane when it has pledged to respect freedom of navigation in the South China Sea, Zhao outlined the limits in China's view."Freedom of navigation does not mean to allow other countries to intrude into the airspace or the sea which is sovereign. NEW DELHI (Reuters) - India's order of 36 French-made Rafale fighter jets has run into trouble with government officials struggling to agree sales terms, sources said, four months after Prime Minister Narendra Modi intervened to break a logjam in previous commercial negotiations.Two senior Indian defense officials told Reuters that both sides were wrangling over the unit price of the aircraft and a condition that planemaker Dassault Aviation invest a big percentage of the value of the multi-billion dollar contract in India.The problems threaten to further delay the modernization of India's aging air force.Military officials have warned of a major capability gap opening up with rivals China and Pakistan without new Western warplanes or if local defense contractors cannot build what the military needs in a timely manner.Modi and French President Francois Hollande announced the government-to-government deal for the sale of the off-the-shelf Rafale fighters on April 10.That followed three years of commercial negotiations with Dassault for 126 aircraft that stalled due to disagreements over assembling most of the aircraft in India.Citing India's urgent defense needs, Modi chose to deal directly with Paris for a smaller order, saying officials would work out the details.On May 16, Indian Defense Minister Manohar Parrikar told local media that negotiations over pricing would be finished in a "month or two".But those talks were bogged down over India's insistence on a lower price for the frontline warplanes than the roughly $200 million each that was discussed with Dassault during the commercial talks, said the two defense officials, who have been briefed on the new negotiations.Under the previous proposal, Dassault was to assemble 108 of the aircraft in India, a move New Delhi hoped would help boost a high-tech local aerospace industry. There is no production in India in the new arrangement." Since there is no technology transfer, the price that was on the table during the commercial talks cannot stand," said one of the officials, who declined to be identified because he was not authorized to speak to the media.The Indian Defense Ministry said negotiators were in talks to produce a draft agreement, but declined to give details. Parrikar said last week that New Delhi had told Paris in April it wanted the jets as soon as possible.A Dassault spokesman declined to comment, as did the French defense procurement agency.-DEBATE OVER OFFSETS-The two Indian officials said another sticking point was New Delhi's standard requirement that arms makers invest a percentage of the value of any deal above $50 million in India.Such so-called offset policies are not unusual in the developing world, where Western defense firms have invested in local technology and jobs in return for sales.In this instance, India wants Dassault to invest at least 30 percent of the contract value in India through activities such as the sourcing of components for future French operations, the setting up of manufacturing facilities in India or by providing high-tech job training, the officials said.France has said it was ready to meet the offset obligations, but that it would take time to set up a vendor base in India for components for example and that this could push up the deal's cost, the first defense official said."Unless this is waived at the highest levels, the Defense Ministry is proceeding on the basis that offset requirements have to be met," the official said.During the commercial negotiations, India had set the offset bar at 50 percent of the contract, the official added."This issue has become bigger than the procurement," said Amit Cowshish, a former financial advisor on arms purchases to the Indian Defense Ministry, who has been tracking the negotiations.DIFFERENT PRIORITIES-Complicating matters, the Indian Air Force (IAF) had asked for technical modifications so the latest weapons could be fitted to the jets, the second defense official said.Initial technical specifications, which were part of the commercial negotiations, were outlined a decade ago when India began the process of seeking new fighters.A French source familiar with the matter said differing priorities within India were delaying matters, with the air force focused on weaponry and the Defense Ministry on offsets."All along the IAF has asked for more armaments than what Dassault has offered while the Indian administration has demanded offsets," the source said.The air force declined to comment, saying the deal was in the government's hands.The Rafale fighters are meant to fill a gap in an air force deployed for a two-front war against China and Pakistan.A domestic program to build a light combat aircraft to form the backbone of the air force is 19 years behind schedule, with the first plane due for final operational clearance in March 2016.Meanwhile, nearly 260 MiG 21 and MiG 27 Cold War-era fighter jets are due to be phased out in about eight years."Even with the entry of the Rafales, the air force has reconciled itself to depleted aircraft strength over the next decade," said retired air vice marshal Kapil Kak.(Additional reporting by Cyril Altmeyerhenzien in PARIS; Editing by Dean Yates)

Palestinian Authority officials have defended their record on stamping out corruption, saying they've recovered millions of dollars in misspent funds.A senior Palestinian official, speaking on condition of anonymity because he was not allowed to discuss the leak, confirmed the documents' authenticity to The Associated Press. The origin of the leak was not known and the documents had been circulated on Facebook. They have offered a rare glimpse into the wheeling and dealing of the Palestinian government, long bogged down by rivalries.One document, signed by Majdi al-Khaldi, a diplomatic adviser to Palestinian President Mahmoud Abbas who accompanies him on his trips to world capitals, asked Bahrain's foreign minister for $4 million to fund a private neighborhood complex for Palestinian officials in an upscale area of Ramallah in the West Bank. He insisted the complex was "meant to resist the Israeli settlements," even though there are no settlements where the complex was built.Opposing Jewish settlements in the West Bank is a major rallying cry for Palestinians, who demand the territory that Israel captured in the 1967 Mideast war as part of their future state, along with the Gaza Strip and east Jerusalem. It isn't clear if Bahrain ever paid the money. Al-Khaldi declined to comment when reached by the AP.The other document by Nazmi Muhanna, general director of the Palestinian Crossing and Borders Authority, requested the government pay for his daughter's schooling as well as medical treatment for his family in Jordan for a total of $15,000, a hefty sum for many Palestinians. Panama City (AFP) - Panama's government has declared a state of emergency as it faces a drought that has prompted water restrictions, depleted reservoirs and affected shipping through its bustling canal.The government blamed the El Nino weather phenomenon for the major drought. The state of emergency declared Tuesday also sets up a government board tasked with rushing to deliver a water security plan in under four months."El Nino" refers to the abnormal warming of surface waters in the tropical sections of the Pacific Ocean every three to five years that can have wide-ranging impacts on regional climate.Climatologists began observing the most recent El Nino several months ago, and some fear that because of global warming the phenomenon will hit many areas with increasing frequency and greater destructive potential in coming years.The government must deliver "needed steps ... to develop water reserves to avoid shortages for people's consumption and for food security in the Central American nation" caused by the drought, it warned.For now, authorities have barred use of drinking water to water lawns, gardens and golf courses.It also stopped issuing permits that allow people to burn branches, brush and other natural waste for fear of fueling wildfires.Last week, authorities said the canal, which connects the Pacific and the Atlantic through the Caribbean, would temporarily limit the size of ships using the waterway due to the drought.The Panama Canal Authority said the maximum ship draft will be cut to 11.89 meters (39 feet) from September 8, affecting 18.5 percent of vessels that normally transit the link between the Atlantic and Pacific oceans.A ship's draft is its depth in the water, and changes as the vessel becomes heavier or lighter.- More canal restrictions possible -The canal authority said further restrictions could be imposed on September 16 if weather conditions do not change.The Panama Canal handles five percent of global shipping, but may need to upgrade its century-old infrastructure in the face of rival bids for market share from Egypt's Suez Canal and a new Nicaraguan canal being planned by a Chinese company.Originally scheduled for completion last year, a more than five-billion-dollar canal upgrade is now only expected to be ready in April 2016.Canal administrator Jorge Quijano said the month of June and the first half of July were the driest period in 102 years.Water levels in the lakes that feed the canal have dropped sharply as well.Dry weather conditions in March 1998 saw authorities take similar measures.The emergency is meant to last until some two months after the World Meteorological Organization's data on El Nino shows that temperatures in the tropical equatorial Pacific have decreased to a target level.

(AP) — Erratic winds fanned a wildfire burning through rugged hills in Northern California on Wednesday, pushing the flames across two counties and chasing at least 150 people from their homes.Many in the region about 100 miles north of San Francisco had only recently returned after an earlier blaze threatened their homes.The California Department of Forestry and Fire Protection said early Wednesday that the fire expanded across 26 square miles and crews had the flames 6 percent contained, a slight uptick from Tuesday evening's figure. Full containment isn't expected until Monday.The fire erupted in dry timber and brush Sunday several miles from the community of Lower Lake. It leapt from Lake County into wine-famous Napa County, but no vineyards are threatened.Empire Mini Storage manager, Desiree Mcalear said the business in Middletown has had many calls and visits from those who want to rent units in case they have to evacuate."They're absolutely scared and terrified," she said. "It's kind of a waiting game right now.""It's all just a matter of Mother Nature. If the winds decide to blow this way then we all need to take action. Right now we have the luxury of waiting and being patient," she added.More than 1,100 firefighters are battling the blaze that is threatening 50 structures. No homes have been destroyed, and no injuries have been reported.Meanwhile, firefighters have nearly surrounded the larger nearby blaze that started about two weeks ago.
