AMSTERDAM/HRABOVE, Ukraine (Reuters) - One by one, the names of the 298 passengers and crew who died aboard Malaysia Airlines flight MH17 will be read aloud by relatives on Friday, a year after the passenger jet was shot out of the sky over rebel-held eastern Ukraine.Commemorations in the Netherlands and Ukraine on Friday will mark a painful milestone for the families, some of whom have had to wait until now for scattered remains to be recovered."We received 19 very small pieces this month," said Silene Fredriksz, whose son Bryce was in the plane with his girlfriend, Daisy. "We will never get all of them back, because they have stopped looking, but I cannot wait any longer."Funerals for Bryce and Daisy will be held after the memorial this week, she said.In Ukraine, the crash site near the village of Hrabove is now marked by flowers and toys brought by locals in memory of the many children who died."God forbid this happens here again or anywhere else," said Alexander Pereverzev, who lives just 300 meters (yards) away. Media organizations including The Associated Press, Charleston’s The Post and Courier, and the South Carolina Press Association are challenging a court order that barred attorneys from talking about the case and prevented the release of emergency dispatch calls, coroner reports, and witness reports until a hearing next Wednesday.The order was instituted because of a concern by the judge that Dylann Roof’s right to a fair trial could be impaired because of pretrial publicity.Recommended: How well do you know American extremism? Take the quiz.Media organizations are arguing that the judge’s gag order is too broad and the public has the right to know about the details of the case.Thursday was Mr. Roof’s first appearance in court since his bond hearing on June 19, where the families of the massacre's victims expressed their grief and forgiveness of alleged murderer.James Gosnell – the county magistrate who oversaw the bond hearing – has been accused of making the procedural legal event a media spectacle.“Particularly at a bond hearing, the magistrate is there to preside over the administrative proceeding and move the case along,” Susan Milligan wrote in US News and World Report. “Gosnell should have resisted the temptation to assert an advocacy role in the process. And if the cameras weren't there, maybe he wouldn't have done so.”Authorities say that Roof will also be presented with indictments for his alleged crimes at the court date. (Reuters) - A South Carolina judge on Thursday extended for another week a temporary order sealing court documents and silencing lawyers and others involved in the case of the slayings of nine people at a historic black church in Charleston last month.Ninth Circuit Judge J.C. Nicholson cited concern about "any graphic pictures of the victims dead on the floor of the church or 911 calls that might have recorded the sounds of victims."Suspected gunman Dylann Roof sat quietly in a gray striped prison suit and shackles next to a public defender during a 30-minute hearing in which the judge set July 11, 2016, for the start of the trial.The 21-year-old white man was arrested a day after the June 17 killings and charged with nine counts of murder in what authorities say was a racially motivated massacre.A defense attorney told the hearing Roof's competency to stand trial is not an issue and that he has a high school certificate.His attorneys waived bond, but the judge said he was denying it anyway. Prosecutors have not said if they will seek the death penalty and Roof has yet to enter a plea.The South Carolina Press Association had challenged Nicholson's decision last week to issue a gag order on potential trial participants as well as banning the release of documents including 911 police dispatch calls, coroner's reports and witness statements.Nicholson extended the ban until a hearing on July 22 to allow other interested parties, including relatives of the victims, to be heard.Nicholson issued the order last Friday citing "substantial pre-trial publicity" that could jeopardize Roof's right to a fair trial.On Thursday, however, he said the police photos and 911 calls were his main concern. "Frankly at this stage, the court does not think pre-trial publicity is a problem," he said.The press association argued the public had a right to know about the case and that the judge's order was too broad.Thursday was Roof's first appearance in court since a magistrate's bond hearing on June 19, in which he appeared by video standing in a nearby holding room and victims' family members expressed grief and their forgiveness of him.A grand jury indicted Roof on nine murder charges in the killings of Bible-study members at Charleston's Emanuel African Methodist Episcopal church including its pastor, the Rev. CLEVELAND (Reuters) - Four of the dozens of protesters arrested at a demonstration that followed the late May acquittal of a Cleveland police officer on manslaughter charges filed a federal civil rights lawsuit on Monday against Cleveland and city officials.The lawsuit, filed by the American Civil Liberties Union of Ohio for the protesters, accuses the city, Mayor Frank Jackson and Police Chief Calvin Williams of violating their rights over the Memorial Day holiday weekend when the verdict was announced.The lawsuit said police used arrests and custodial detentions to deter and incapacitate protesters, herding them into a small alley way and blocking their exit before ordering them to disperse and arresting them for failing to do so.More than 100 people protested the acquittal of Cleveland Officer Michael Brelo on voluntary manslaughter charges in the deaths of two motorists who were fatally shot after an extended high-speed chase.Those arrested in the protest on Saturday, May 23, were held for 36 hours in unsanitary and cramped conditions because police did not want them to resume protests during professional baseball and basketball games that weekend, the lawsuit said.A spokesman for Mayor Jackson declined to comment on the lawsuit.Most people who were arrested were arraigned on the Monday afterward. Four protesters were charged with felonies, including felonious assault and rioting. MOSCOW (Reuters) - Russia plans to supply Syria with 200,000 tonnes of liquefied petroleum gas (LPG) per year via the Crimean port of Kerch, two trading sources told Reuters.The plans are a further sign of cooperation between the two countries despite hopes in the West that Russia might stop shielding President Bashar al-Assad from pressure to step aside.Moscow had been shipping significantly lower volumes of LPG to Syria via Kerch before Russia annexed the Crimea peninsula from Ukraine in March 2014.The United States and the European Union, which say the seizure of Crimea violates international law, have imposed sanctions on individuals and business in Crimea, which include restrictions on use of the Kerch port.Russia is a staunch ally of Syria and an exporter of arms to Damascus. President Vladimir Putin reaffirmed support for Assad last month, saying Moscow opposed any use of external force to try to end four-and-a-half years of conflict."There are talks about LPG to first be shipped to Kerch and then to Syria, about 200,000 tonnes per year," one trader said.A second trader confirmed this separately, adding: "Syria needs the Russian fuel badly."-SANCTIONS-It was not immediately clear when supplies of the fuel, which can be used in cars, household utilities or to produce electric power, would start.Sources said the LPG would initially be bought from Russia's top petrochemical firm Sibur by state-connected traders, who would then ship it to Syria themselves.A spokesman for Sibur said the company had not and would not supply LPG to Syria and that it had not been in talks about LPG shipments to the country.Traders familiar with the plans said cargoes would first be sent to Kerch from Russia and then on to Syria. The scheme, they said, was aimed at concealing the supplier's identity due to the possibility of sanctions from the West.Supplies of cargoes to Crimea from Russia via the Kerch Strait are constrained by a lack of infrastructure and the sanctions. Moscow is considering building a bridge from Russia to Crimea through the strait."It would be logical for those countries who do not care about international sanctions to work via Kerch," a trading source said.Only two of the four terminals in Kerch are now working and then only intermittently, because the business has been dampened by the sanctions.A trader said Syria used to announce tenders for LPG purchases worth between 10,000 tonnes and 20,000 tonnes a month. LPG, or propane and butane, is cheaper than many other kinds of fuels, such as gasoline.Russia's top LPG consumer is Turkey, which buys about 1.1 million tonnes of the fuel per year from Russia. BAGHDAD/ERBIL, Iraq (Reuters) - As Iraqi forces prepare to try to recapture the city of Falluja, tens of thousands of civilians find themselves trapped between Islamic State militants ready to use them as human shields and a government suspicious of their loyalties.With the jihadists coercing them to stay, and a government blockade and shelling closing exit routes and cutting off supplies, there is "a vice, a noose around the neck of the population", Lise Grande, the U.N. humanitarian coordinator in Iraq, told Reuters.Iraq's Shi'ite Muslim-led government on Monday announced the start of operations to "liberate Anbar", the province west of Baghdad whose Sunni Muslim cities and towns along the Euphrates have since last year become strongholds of Islamic State."Since military operations began, it has become impossible to leave," said one 42-year-old teacher."They (Islamic State) have planted bombs at the entrance and exits to the city and on the main roads to prevent security forces entering or citizens leaving."Communication with those still inside Falluja is increasingly difficult. The teacher was afraid to let his name be used, and his comments were relayed to Reuters by a friend.Baghdad's last military push against Islamic State, to retake Tikrit in April, came after most citizens had fled.Leaders of the Shi'ite militias fighting alongside Iraq's army say Falluja's civilians will be evacuated before the final push, but, in a climate of fear, residents are not confident.This week, hundreds of fighters who said they had come from Syria and the northern Iraqi city of Mosul paraded through Falluja, said the teacher, whose account of Islamic State's tight control was echoed by other sources. Preachers in mosques were warning people not to cooperate with security forces and, after prayers, Islamists were delivering "jihadist lectures".-PAPERS CONFISCATED-Hisham al-Hashemi, an Iraqi security analyst, said Islamic State had this week confiscated the identity papers of up to 50,000 people to stop them leaving, and that it was extremely difficult to escape either Falluja, seized by Islamic State early last year, or nearby Ramadi.The teacher said the Islamists, who have declared a caliphate in Iraq and Syria, were in effect holding the population hostage to "attract the sympathy of jihadists worldwide" when the government assault came.A 49-year-old taxi driver inside the city said fruit, meat and vegetables were becoming harder to find since roads into the city were blocked. Umm Asma, a housewife, said she was rationing food to her family in case there was a long siege.Some people are still managing to make perilous escapes from Falluja, however; Reuters spoke to four families who said they had left this week.Ahmed Abdul-Rahman, a 48-year-old taxi driver, said he had run the gauntlet of heavy bombardment when he found an exit north of the city to bring out his wife and two children three days earlier."We still can’t believe that we have left Falluja," he said. "We have left everything behind: the car, the house and the furniture."The outskirts of Falluja are at least spared air strikes by a U.S.-led coalition, because the government forces advancing on the city are mostly Iranian-backed Shi'ite "Hashid Shaabi" militias, which Washington is reluctant to support.There is, however, air support for the Iraqi army forces advancing on the provincial capital Ramadi, halfway between Falluja and Baghdad, from where thousands fled in April and May as Islamic State seized the city.There are no precise figures for the remaining populations in either city. Hashemi said Falluja still had around half its pre-crisis population of 370,000. Other estimates suggest far fewer remain.-SUSPICION-But even those who safely make it out of Iraq's Sunni heartland, where Islamic State has in part been able to tap into long-standing resentment of the Shi'ite-led authorities in Baghdad, complain that they are met with suspicion in the capital."All roads were closed off, as if we are enemies of the government," said Saad Jaber, a 41-year-old who said he had been forced to stay with his brother in a town south of Falluja because he could not get to Baghdad."The government was supposed to reward us and help us because we managed to escape from Daesh (Islamic State)," he said. "It's not our fault that the government is weak and unable to defend us."Authorities in Baghdad, which has suffered repeated waves of car bombings claimed by Islamic State, are wary of admitting a flood of displaced Sunni civilians, fearing that militants could slip in with them.That led to many thousands of people being blocked at a bridge across the Euphrates in intense heat earlier this summer.While much of the focus has been on the two main Anbar cities closest to the capital, towns farther up the Euphrates valley nearer to Syria are ever more isolated and finding it harder to get food, Grande said.Haditha, one of the few government-held towns in Anbar, is increasingly cut off by Islamic State fighters. "We have reports that food prices are increasing to the point where families can't afford basic commodities," U.N. coordinator Grande said.But just as the United Nations prepares for "what is likely to be a very difficult summer" of humanitarian crisis across Anbar, she said it was running desperately short of money."Seventy-seven front-line health clinics are closing or dramatically scaling back," she said.Even if security forces are successful in Ramadi and Falluja, they will face further battles - and run into millions more civilians - on the way to recapturing their ultimate northern target, Mosul, Iraq's second city."Many towns will be impacted," Grande said. Cairo (AFP) - The Islamic State jihadist group said it carried out a missile attack on an Egyptian navy vessel off North Sinai on Thursday, the first such incident in a two-year insurgency.The group's Egyptian affiliate claimed it fired a "guided missile" at the patrol boat north of Rafah, which neighbours the Gaza Strip, in a statement posted on one of its social media accounts.It posted three pictures showing what appeared to be a guided anti-tank missile striking the vessel and causing a large fireball.The military had earlier said one of its boats came under attack and was set on fire while pursuing militants, but that it suffered no losses.Other navy boats rescued the crew as their vessel spewed a plume of smoke, said an AFP photographer across the border in the Gaza Strip.They boarded the vessel, which stayed afloat, to extinguish the flames.Jihadists loyal to the Islamic State group have killed scores of Egyptian soldiers and policemen in the Sinai Peninsula since the army's overthrow of Islamist president Mohamed Morsi in 2013.The militants have also carried out attacks west of the Suez Canal, which separates the Sinai from the rest of Egypt.The army said on Wednesday its troops foiled a suicide car bombing of a military post between Cairo and Suez that was claimed by IS's affiliate in Egypt.Thursday's attack, if confirmed, could be the Sunni extremist group's first maritime attack.In November 2014, the Egyptian military said eight navy men drowned after one of its patrol boats came under attack off the country's northern coast. Add to the mix Ramadan, the holy month when he and many Muslims go from sunrise to sunset without food or water, and you have a recipe for some serious problems."Heat or no heat, this is my responsibility," he said, taking shelter in the shade during a lighter wave of traffic in Baghdad's iconic Firdous Square. "Normally, I drink a lot of water but, thank God, I am fasting now, so I just have to try to keep going."The government declared Thursday an official holiday due to scorching temperatures. Four members of the military were killed in two attacks on military centers in separate parts of Chattanooga by an unknown gunman, leading to lockdowns at local hospitals as well as the Army Recruiting Center on Lee highway as well as the Naval and Marine Reserve Center at the Chattanooga Riverpark, where shots were fired. A single shooter, described by witnesses as a white man driving a silver Ford Mustang convertible, began firing shots at 10:45 am.m. at the Lee Highway recruiting center, then led police on a chase to the Amnicola Highway location, where further shots were fired. At least four Marines were killed and one police officer was shot in the attacks at Amnicola Highway. Two others, a soldier and a police officer, were wounded in the attack, according to the Associated Press. Officials have said the shooter is dead and that the active shooting situation has ended. The shooter did not work at either of the facilities, according to the FBI. Today's attack came with no warning, the FBI said. A sign on the outside of the Lee Highway location had a "no guns allowed" sign posted. During the news conference, the FBI confirmed that guns were generally prohibited at federal facilities.Tennessee Gov. Bill Haslam called the situation a "tragedy" and "sickening." The Governor's mansion, along with many other sensitive facilities in the region, was put under heightened security immediately following the shootings. U.S. Attorney Bill Killian said during a press conference that he would classify the violence as an "act of domestic terrorism."During the attack on Amnicola Highway, numerous Chattanooga and Hamilton County officers "actively and enthusiastically" engaged the suspect, said Chattanooga Police Chief Fred Fletcher.Witnesses at both the Amnicola and Lee Highway sites reported hearing multiple gunshots in each case, with the bulk of the firing happing at the Amnicola Highway location. Shortly after the shooting, blue markers littered the ground outside the recruiting station on Lee Highway where shots were fired, and police completely blocked off Amnicola Highway to traffic. A photo taken after the attack from a helicopter and posted on Twitter showed the shooter's Ford Mustang with doors opened, parked next to a bent gate that was positioned in such a way that it appeared to have been rammed by the vehicle. President Obama has been briefed on the situation, and multiple law enforcement agencies have responded to the scene, including the FBI. Carolyn Taylor, who works at Binswanger Glass across Amnicola Highway from the incident site, said she heard what sounded like over 100 gunshots."It was eight, 10 rounds at a time," she said. "Several people were shooting."Taylor said the police arrived and took the employees behind the building and later let them back inside.She said the business was still locked down more than two hours after the shooting and police were bringing food into the employees. At Lee highway, witnesses also reported hearing multiple gunshots.Nicholas Donahue, an employee at Desktop Solutions, said there were two groups of four to eight shots.Another witness said he saw the shooter drive away at high speed after the shooting there. Toscano Italian Grill co-owner Mohamed Elbardissy heard shots and saw the shooter drive away at high speed."He was driving a silver, convertible Mustang — a white guy," Elbardissy said."One of the guys, he got shot in his leg," Elbardissy said. "He was trying to join the Navy."Victims were rushed to Erlanger, where police officers put the hospital on lockdown. Upon checking his cell, authorities found it empty and a 20-by-20-inch (50-by-50 centimeter) hole near the shower..Guzman climbed down a hole 10 meters (30 feet) deep that connected with a tunnel about 1.7 meters (5 feet-6 inches) high that was fully ventilated and had lighting, said National Security Commissioner Monte Alejandro Rubido said.Authorities also found tools, oxygen tanks and a motorcycle adapted to run on rails that they believe was used to carry dirt out and tools in during the construction.The tunnel terminated in a half-built barn-like building in a farm field, according to radio transmissions among authorities, who cordoned off the structure that sits atop a small rise with a clear view of the prison.One woman who lives near the barn-like structure where the tunnel emerged, said outsiders bought the surrounding land about a year ago and immediately started building. The woman, who did not want to be identified for fear of reprisals, said that her son had been employed as a construction worker on the surface buildings and that the builders paid well.Guzman faces multiple federal drug trafficking indictments in the U.S. as well as Mexico and he was on the U.S. Drug Enforcement Administration's most-wanted list.After Guzman was arrested on Feb. 22, 2014, the U.S. said it would file an extradition request, though it's not clear if that happened.The Mexican government at the time vehemently denied the need to extradite Guzman, even as many expressed fears he would escape as he did in 2001 while serving a 20-year sentence in the country's other top-security prison, Puente Grande, in the western state of Jalisco.Then Mexican Attorney General Jesus Murillo Karam told the AP earlier this year that the U.S. would get Guzman in "about 300 or 400 years" after he served time for all his crimes in Mexico.He dismissed concerns that Guzman could escape a second time. His fortune was estimated at more than $1 billion, according to Forbes magazine, which listed him among the "World's Most Powerful People," ranked above the presidents of France and Venezuela.He finally was tracked down to a modest beachside high-rise in the Pacific Coast resort city of Mazatlan, where he had been hiding with his wife and twin daughters. He was captured in the early morning of Feb. 22, 2014, without a shot fired.Before they reached him, security forces went on a several-day chase through Culiacan, the capital of Sinaloa state. ATHENS (Reuters) - The Greek parliament passed sweeping austerity measures demanded by lenders to open talks on a new multibillion-euro bailout package to keep Greece in the euro, but dozens of hardliners in the ruling Syriza party deserted Prime Minister Alexis Tsipras.The package was approved with 229 votes in the 300-seat chamber. There were 64 votes against it and six abstentions. But Tsipras required the support of pro-European opposition parties to push the measure through, leaving a question over the future of his government.Tsipras said there was no alternative to the package, which he acknowledged would cause hardship, but he stood by the decision. "I am the last person to shirk this responsibility," he told parliament.Government spokesman Gabriel Sakellaridis acknowledged the vote laid bare a split in Syriza, but he said the government's priority was to secure the bailout, suggesting that there would be no immediate move towards new elections.In exchange for funding worth up to 86 billion euros ($94 billion), Greece has accepted reforms including significant pension adjustments, increases to value added taxes, an overhaul of its collective bargaining system, measures to liberalize its economy and tight limits on public spending.It has also agreed to sequester 50 billion euros of public assets in a special privatization fund to act as collateral on the deal.The measures were branded "social genocide" by the firebrand speaker of parliament Zoe Constantopoulou and there were violent clashes between protestors and police outside parliament as the debate went on before the vote.Among the 38 Syriza rebels was former Finance Minister Yanis Varoufakis, who was sacked by Tsipras last week and who denounced the bailout deal as "a new Versailles Treaty" - the agreement that demanded unaffordable reparations from Germany after its defeat in World War One.Energy Minister Panagiotis Lafazanis and Deputy Labor Minister Dimitris Stratoulis also voted against the package.Amid speculation that both ministers could lose their jobs in a reshuffle, possibly as early as Thursday, Lafazanis said he remained loyal to the government but was ready to offer his resignation, joining Deputy Finance Minister Nadia Valavani, who stepped down earlier on Wednesday."We support Syriza in government and we support the Prime Minister. ATHENS, Greece (AP) — Greek lawmakers voted overwhelmingly early Thursday to approve a harsh austerity bill demanded by bailout creditors, despite significant dissent from members of Prime Minister Alexis Tsipras' own left-wing party.The bill, which imposes sweeping tax hikes and spending cuts, fueled anger in the governing Syriza party and led to a revolt against Tsipras, who has insisted the deal forged after a marathon weekend eurozone summit was the best he could do to prevent Greece from catastrophically crashing out of the euro, Europe's joint currency.The legislation was approved with 229 votes in favor, 64 against and six abstentions — and won the support of three pro-European opposition parties.Among Syriza's 38 dissenters were prominent party members, including Energy Minister Panagiotis Lafazanis and former finance minister Yanis Varoufakis, who many blame for exacerbating tensions with Greece's creditors with his abrasive style during five months of tortured negotiations.The post-midnight vote might not pose an immediate threat to Tsipras' government, but it raised more doubts over whether it could implement the harsh new austerity program demanded by rescue lenders.The vote came after an anti-austerity demonstration by about 12,000 protesters outside parliament degenerated into violence as the debate was getting underway Wednesday night.
