MALONE, N.Y. — David Sweat, the surviving prison escapee on the run in northern New York, was shot by a state trooper on Sunday, according to three people briefed on the matter. His condition was unknown.
Mr. Sweat, 35, was alive and in custody, according to two of the people.The shooting occurred after a State Police sergeant saw Mr. Sweat walking down a road toward him, according to one of the people. The sergeant ordered Mr. Sweat to stop, but he broke into a run and the sergeant, a firearms instructor, opened fire, the person said. It was not immediately clear how many shots were fired or whether Mr. Sweat was armed.The confrontation with Mr. Sweat, near the town of Constable, N.Y., came two days after a federal agent shot and killed the other escaped prisoner from a maximum-security prison in New York, Richard W. Matt. The agent shot Mr. Matt three times in the head with a semiautomatic weapon, according to results from an autopsy released on Sunday.The number of officers searching for Mr. Sweat had increased to 1,300 on Sunday, according to the New York State Police, as aviation and K-9 units helped comb through a roughly 22-square-mile area around the towns of Malone and Duane.Earlier Sunday, the State Police said the search was continuing “around the clock” and despite a pelting rain that prompted the National Weather Service to issue a flood watch for the area through 8 a.m. Monday.The agent from a tactical unit of the United States Border and Customs Protection agency who killed Mr. Matt, 49, on Friday afternoon opened fire after officials said Mr. Matt, armed with a 20-gauge shotgun, did not put up his hands when ordered to do so in the woods around Malone, N.Y., about 40 miles from the prison.The autopsy, performed by Dr. Michael Sikirica at Albany Medical Center on Saturday, revealed the toll that weeks on the run in the dense woods near the Canadian border had taken on Mr. Matt, who escaped with Mr. Sweat from the Clinton Correctional Facility. DNA belonging to the convicted murderer who remains on the loose after escaping prison three weeks ago was found on remnants of food a mile from where his accomplice was killed Friday, an official briefed on the manhunt efforts said Sunday.About 1,300 law enforcement officers were involved in the search for David Sweat as they concentrated their efforts near the village of Malone, New York, about 20 miles from where fellow escapee Richard Matt was found in a wooded area Friday. The pair escaped the Clinton Correctional Facility in Dannemora, N.Y., on June 6.The official said a man wearing dark clothes was spotted in the woods sometime Saturday about a mile south of where Matt was killed.

(Reuters) - Hundreds of law enforcement officers hunting for a convicted murderer who escaped from a New York state maximum security prison scoured an area of near the Canadian border on Saturday, a day after a fellow escapee was killed.David Sweat, a 35-year-old imprisoned for killing a sheriff's deputy, remained at large three weeks after taking flight from the Clinton Correctional Facility in Dannemora, New York. His accomplice on Friday was shot to death by police near Malone, New York.
About 1,200 federal, state and local law enforcement officers on Saturday were searching a 22 square-mile (57 square-km) area along state route 30 between the towns of Malone and Duane in northern New York state, New York State Police said in a statement.Franklin County Sheriff Kevin Mulverhill told reporters on Saturday that Sweat was probably not in good condition after surviving three weeks on the run without consistent access to food, rest and shelter, USA Today reported."He's going to be tired and he's going to make a mistake," Mulverhill said, according to the paper.After Richard Matt was fatally shot by U.S. Border Patrol officers, a tight security perimeter was set up in the area, where Sweat was believed to be holed up.

The Palestinian Authority considers the Vatican one of 136 states to have recognised Palestine's sovereign status [AP]-The Vatican has come under fire from Israel after signing a historic first accord with Palestine that called for "courageous decisions" to end the Israeli-Palestinian conflict.The historic accord signed on Friday covers the activities of the Church in the parts of the Holy Land under Palestinian control, is the first agreement since the Vatican recognised Palestine as a state in February 2013 and drew immediate response from Israel."This hasty step damages the prospects for advancing a peace agreement, and harms the international effort to convince the Palestinian Authority to return to direct negotiations with Israel," Israeli foreign ministry spokesman Emmanuel Nahshon said.The product of 15 years of discussions, the agreement between Palestine and the Vatican was finalised in principle last month despite Israel's opposition to both the symbolism of Palestine signing international accords and the specific content of the agreement.Palestinian Foreign Minister Riad Al-Malki said at Friday's signing ceremony that it would "not have been possible without the blessing of his Holiness Pope Francis for our efforts to reach it".The minister said the "historic" accord enshrined Palestine's special status as the birthplace of Christianity and the cradle of the monotheistic religions (Christianity, Islam, Judaism).Paul Gallagher, the British archbishop who is the Vatican's de facto foreign minister, signed the accord on behalf of the Holy See in the presence of guests including Vera Baboun, the mayor of Bethlehem, the Palestinian town considered to be the birthplace of Jesus.

Ending the conflict

Gallagher said the accord's provisions to ensure the rights of Christians should serve as a model for other Arab and Muslim states in their relations with Christian minorities facing increasing persecution in the Middle East.He said it was "indicative of the progress made by the Palestinian Authority in recent years, and above all of the level of international support (for recognition)"."In this context, it is my hope that the present agreement may in some way be a stimulus to bringing a definitive end to the long-standing Israeli-Palestinian conflict, which continues to cause suffering for both Parties."I also hope that the much desired two-State solution may become a reality as soon as possible. The peace process can move forward only if it is directly negotiated between the parties, with the support of the international community," Gallagher said."This certainly requires courageous decisions, but it will also offer a major contribution to peace and stability in the region."The Palestinian Authority considers the Vatican one of 136 states to have recognised Palestine's sovereign status.The Vatican has had diplomatic relations with Israel since 1993 but has yet to conclude an accord on the Church's rights in the Jewish state which has been under discussion since 1999, with issues related to the status of Jerusalem proving hard to overcome.Nahshon said the Vatican-Palestinian accord contained "one sided texts" which "ignore the historic rights of the Jewish people in the Land of Israel and to the places holy to Judaism in Jerusalem".He added: "Israel will study the agreement in detail, and its implications for future cooperation between Israel and the Vatican."

Landmark U.S. Supreme Court ruling legalizes gay marriage nationwide-Reuters By Lawrence Hurley-june 27,15-yahoonews

WASHINGTON (Reuters) - The Supreme Court ruled on Friday that the U.S. Constitution provides same-sex couples the right to marry, handing a historic triumph to the American gay rights movement.The court ruled 5-4 that the Constitution's guarantees of due process and equal protection under the law mean that states cannot ban same-sex marriages. With the landmark ruling, gay marriage becomes legal in all 50 states.Immediately after the decision, same-sex couples in many of the states where gay marriage had been banned headed to county clerks' offices for marriage licenses as officials in several states said they would respect the ruling.President Barack Obama, appearing in the White House Rose Garden, hailed the ruling as a milestone in American justice that arrived "like a thunderbolt.""This ruling is a victory for America," said Obama, the first sitting president to support gay marriage. "This decision affirms what millions of Americans already believe in their hearts. When all Americans are treated as equal, we are all more free."As night fell, the White House was lit in rainbow colors - a symbol of gay pride - to mark the high court's decision.The ruling, the culmination of a long legal fight by gay rights advocates, follows steady gains in public approval in recent years for same-sex marriage. In 2004 Massachusetts became the first state to legalize gay marriage. But the decision may provoke fresh legal fights in some conservative, Republican-governed states.Justice Anthony Kennedy, writing on behalf of the court, said the hope of gay people intending to marry "is not to be condemned to live in loneliness, excluded from one of civilization's oldest institutions. "THREAT TO AMERICAN DEMOCRACY"

In a blistering dissenting opinion, conservative Justice Antonin Scalia said the decision shows the court is a "threat to American democracy." The ruling "says that my ruler and the ruler of 320 million Americans coast-to-coast is a majority of the nine lawyers on the Supreme Court," Scalia added.Conservative Chief Justice John Roberts read a summary of his dissent from the bench, the first time he has done so in his 10 years on the court. Roberts said although there are strong policy arguments in same-sex marriage, it was not the court's role to force states to change their marriage laws."Five lawyers have closed the debate and enacted their own vision of marriage as a matter of constitutional law," Roberts wrote.The dissenters raised concerns about the impact of the case on people opposed to same-sex marriage on religious grounds.While the ruling only affects state laws and religious institutions can still choose whether to marry same-sex couples, Roberts predicted future legal conflicts."Hard questions arise when people of faith exercise religion in ways that may be seen to conflict with the new right to same-sex marriage," Roberts said.There were 13 state bans in place, while another state, Alabama, had contested a court ruling that lifted the ban there.The ruling is the latest milestone in the gay rights movement. In 2010, Obama signed a law allowing gays to serve openly in the U.S. military. In 2013, the high court ruled unconstitutional a 1996 U.S. law that declared for the purposes of federal benefits marriage was defined as between one man and one woman.Reaction came swiftly. James Obergefell, the Ohio man who was the lead plaintiff in the case, told a cheering crowd outside the Supreme Court, "Today's ruling from the Supreme Court affirms what millions across this country already know to be true in our hearts - our love is equal, that the four words etched onto the front of the Supreme Court - equal justice under law - apply to us, too."

Obama telephoned Obergefell to offer congratulations.

Hundreds of gay rights supporters celebrated outside the courthouse with whoops and cries of "U-S-A!" and "Love is love" as the decision came down.In Ann Arbor, Michigan, another of the plaintiffs, April DeBeor, told cheering supporters, "To my beautiful children, we did this for you," referring to her adopted children."Love won," added popular comedian and talk show host Ellen DeGeneres, who is gay.

Conservatives denounced the ruling. Republican presidential candidate Mike Huckabee called it "an out-of-control act of unconstitutional judicial tyranny."Wisconsin Republican Governor Scott Walker, who is expected to run for president, called for amending the U.S. Constitution to allow states to again ban same-sex marriage. Texas Republican Governor Greg Abbott said, "Marriage was defined by God. No man can redefine it."Archbishop Joseph Kurtz of Louisville, Kentucky, president of the U.S. Conference of Catholic Bishops, said, "It is profoundly immoral and unjust for the government to declare that two people of the same sex can constitute a marriage."Opponents say same-sex marriage's legality should be decided by states, not judges. Some opponents argue it is an affront to traditional marriage between a man and a woman and that the Bible condemns homosexuality.Gay marriage is also gaining acceptance in other Western countries. Last month in Ireland, voters backed same-sex marriage by a landslide in a referendum that marked a dramatic social shift in the traditionally Roman Catholic country.Ireland followed several Western European countries including Britain, France and Spain in allowing gay marriage, which is also legal in South Africa, Brazil and Canada.
