(CNN) -- The U.S. government on Tuesday provided what it says it thinks is the real name of Abu Sayyaf, the ISIS commander killed in a raid last weekend. "While he had a number of aliases, we believe his real name to have been Fathi Ben Awn Ben Jildi Murad al-Tunisi," a U.S. official said. Previously, U.S. officials described him as a Tunisian who was a key money man overseeing ISIS' oil and gas operations and had some involvement in the terror group's military operations.

(CNN) - The U.S. government says it believes it knows the real name of Abu Sayyaf, the key ISIS commander it says was killed during a U.S. raid in Syria over the weekend."While he had a number of aliases, we believe his real name to have been Fathi Ben Awn Ben Jildi Murad al-Tunisi," a U.S. official said Tuesday on condition of anonymity.Al-Tunisi, until now known by the nom de guerre Abu Sayyaf, was killed in a heavy firefight after he resisted capture in a U.S. special operations forces raid in eastern Syria, the U.S. Defense Department has said.According to administration officials, al-Tunisi was in charge of oil and gas financing, and had taken an increased role in ISIS operations, planning and communications.His death is a "significant blow" to the terror group, according to Defense Secretary Ashton Carter.Some two dozen members of the Army's Delta Force involved in the raid at al-Omar also secured computers, cell phones and documents that intelligence officials are combing through to glean information about how the terror organization operates, communicates and earns money, U.S. government officials said.Also captured in the raid was al-Tunisi's wife, Umm Sayyaf, who is now being held in Iraq. U.S. officials believe the couple possess or possessed information about American and Western hostages in Syria.Al-Tunisi's death represents more than simply one less ISIS commander with whom the United States and its allies must deal.It also could cause suspicious commanders and fighters to turn on one another, "because now that (al-Tunisi) is dead, there are a lot of ISIS leaders wondering who among them is telling secrets to the enemy," CNN national security analyst Juliette Kayyem said. "And the more they turn on each other, the less they will have time to plan ways to turn on us."

ISABELA, Philippines (Reuters) - Philippine President Gloria Macapagal Arroyo pledged no let-up in military action against Muslim rebels on Wednesday as military leaders dismissed as a bluff their claim to have beheaded a U.S. hostage.Troops and the Abu Sayyaf rebels fought a brief gunbattle near Tipo-Tipo town on the southern island of Basilan early on Wednesday, one day after two bodies were found in the area.But officials identified both bodies as those of local men and not of Guillermo Sobero, one of three Americans seized in May whose execution the rebels announced on Tuesday.``The Abu Sayyaf is a plague on our race, a curse to their religion,'' Arroyo, an admirer of Britain's ``Iron Lady'' Margaret Thatcher, told a news conference.``They live by the draconian code of an eye for an eye, a tooth for a tooth. We are hopeful that he is still alive,'' he told a news conference.Officials on Basilan, 900 km (550 miles) south of Manila, told reporters that one of the dead men was a local Muslim leader, Mahaymin Latip, who had gone to the rebel camp at the weekend to plead for the release of some of the hostages.The rebels, enraged by talk that villagers were providing the military with information of their whereabouts, beheaded Latip and left his body to be found, they added.The second body belonged to another Filipino man, they said.The rebels seized Sobero, an American missionary couple and 17 Filipinos from a beach resort near Palawan island on May 27. Jihadists in Paradise
A kidnapping at a Philippine resort triggered a yearlong hunt for pirate terrorists and their American hostages. A behind-the-scenes tale of intrigue, spycraft, and betrayal. By Mark Bowden


On May 27, 2001, a small militant Islamist group known as the Abu Sayyaf kidnapped 20 vacationers and staffers from a resort on an island in the Southern Philippines. Their hope was to pressure the Philippine government into granting Muslim Filipinos an independent state. Among the hostages were three Americans; two of them, a Baptist missionary couple named Martin and Gracia Burnham, ended up spending more than a year in captivity in the jungle. In his March cover story, “Jihadists in Paradise” Mark Bowden chronicles the hostages’ ordeal and the ultimately successful efforts of the Philippine military—aided by American intelligence—to eliminate the group’s leading figure.Although the Philippine government had long considered the Abu Sayyaf Group a threat, the United States government was fairly indifferent to their presence—even after the three American citizens were taken hostage. The press, too, reacted somewhat apathetically, leaving the public for the most part uninformed. The day of the kidnappings, the Associated Press reported tersely, “American tourists among hostages taken from Philippine resort.” Many major U.S. newspapers failed to cover the story at all, or, if they did, their editors gave it short shrift. The Washington Post, for example, buried the story on page 12A. For several months after the kidnappings, the only New York Times mention of the Burnhams was in short clips pulled from the AP or Reuters.But just a few months later, Bowden notes, after Islamic terrorists struck dramatically inside the United States on 9/11,  “everything changed. No longer was Abu Sayyaf just an obscure group of kidnappers; it was now a regional arm of the international Islamist menace.” Journalists began to explore links between the Abu Sayyaf and Osama bin Laden, and the small islands in the Southern Philippines known as Abu Sayyaf territory began to come into focus for many Americans. QUESTIONS AND ANSWERS

Do the members of the Philippine military share this perspective? In your piece, you suggest that Colonel Sabban and Captain Aragones felt they had a good relationship with the American military and the CIA.

Yes. They were delighted with our support. They would be the first to say that they would not have succeeded as readily if they didn’t have the help from the CIA and from American military intelligence.

It’s sobering that two of the American hostages were killed. Could things have turned out differently? Was the mission a success from your perspective?

It was a great success from the perspective of crushing Abu Sayyaf. It was only a mixed success in terms of rescuing hostages. This story illustrates not only how successful the United States can be when working through indigenous forces, but also some of the dangers of doing that. I believe that the hostages could have been rescued months, months earlier than Gracia was rescued, and that they could have been rescued without killing Martin if some of the egos and competition within the various Philippine military units had been set aside —and if people had been making decisions strictly on the basis of what would be the most effective way to proceed.

I do believe that the United States military probably has a higher degree of discipline in that regard than what you saw in the Philippines. There are also of course moral and legal issues raised by the willingness of the Philippine marines basically to assassinate people in the course of the investigation. The United States is complicit in that to an extent, and that’s a very serious problem we have to cope with in such situations. We can be very effective, but we also have to give up control to an extent that can endanger the success of the mission.

How did the decision of the CIA not to share certain information with marine intelligence play into this? Was this a good decision? Should we have taken more direct steps to assist the Philippine forces?

I think the division of opinion in Washington over how to proceed is an illustration of the complexity of this problem. The fact that one agency is willing to do something and the other is not says to me that we don’t have a clear enough sense of policy and direction to dictate a uniform response. In the case of Abu Sabaya, in my opinion the CIA should have been able to share lethal information [that could lead to a target’s death] as it pertained to the hostage takers, the kidnappers themselves. I don’t see the logic of the CIA’s decision not to share that kind of information, and I think it proceeded mostly from a bureaucratic tendency to protect the agency’s methods.

This is foolish. The idea that we were somehow going to be giving our capabilities away to the Philippine marines and that this would somehow compromise us doesn’t make any sense at all. A scene in the story that got cut, unfortunately, because of length described the U.S. response when Colonel Sabban asked the CIA to provide him with a satellite phone. They originally provided him with a government-issue suitcase-size phone. And he said, “What’s this?” All he wanted was the kind of phone you can buy at Circuit City, which is ten times more sophisticated and more effective and can fit in your pocket. He was mortified that this was the best the United States had to offer. So this notion —particularly when you’re working in Southeast Asia —that the United States is so far advanced technologically that we have capabilities that no one else knows about —is just ludicrous. In fact, they’re ahead of us in most cases. They don’t have the means to actually put a satellite into orbit and employ global positioning, but they certainly are aware of the capabilities of global positioning. I think the CIA’s decision not to share this information didn’t make any sense at all.

Did some of the disagreement or uncertainties in Washington have to do with the U.S.’s attitude toward the Abu Sayyaf? Was the decision to pursue the group mainly symbolic—We have no tolerance for terrorists—or were they really perceived as a large-scale threat?

I think they were perceived as a large threat after 9/11. In general, we as a country have probably overestimated the level of threat posed by Islamists because 9/11 was such a spectacular success and so far beyond even the expectations of the people who did it. It led to speculation that their capability was even greater than that. In fact, 9/11 was far off the scale of what they’re actually capable of doing. We are, in my opinion, understandably overreacting. The thugs wandering around Basilan in the Southern Philippines were basically more like the gang that couldn’t shoot straight than a serious threat to the civilized world. But they’re a very ugly, terrible people, and we’re right to go after them. I think that the potential in the present world climate for them to become a more serious threat is definitely there, which is why I favor the low-key approach that we see in the story. This approach isn’t going after a flea with a sledge hammer. It’s using power in the way that a judo master uses it—a minimum application of force to accomplish the purpose you want.

One thing I noticed when reading the piece was that the excerpts from Tilao’s radio messages seem fairly devoid of any actual religious fervor or of any pointed political message. Do you think that Abu Sayyaf has an authentic ideological cause or any real grievances?

Yes, I do think that there are legitimate political differences and concern about levels of funding. I didn’t explore this heavily, but clearly the movement in the Southern Philippines would not have lasted for generations and gone through all these permutations if there were not some legitimate underlying political grievances. But the religious aspect is part of what I consider to be—the word “fad” doesn’t seem serious enough—a phase or trend of the global jihad idea, which I don’t personally believe will last very long. Terrorism will be with us forever, but the global jihad is a passing phenomenon.

Could you talk a little bit more about your understanding of the emergence of the Abu Sayyaf? How did what seemed to be primarily a secular, socialist cause, became a religiously motivated jihad? To what extent was the Abu Sayyaf Group connected to a broader militant Islamic cause?

They aspired to join the global jihad, which was a concept that Osama bin Laden has successfully sold to portions of the world. The truth of it is that there is no global al-Qaeda. There is no global organization plotting the destruction of Western society. What you have is what we see in the Philippines: a small, supposedly Islamist movement that saw an opportunity to hitch its star to the wagon.

You note that Tilao wanted Martin Burnham to identify his kidnappers as “the Osama bin Laden group.”

Bin Laden has been very, very successful in creating an umbrella, a rhetorical umbrella, for a lot of disparate groups, all of them Islamist. They believe they are part of something much bigger than their own local struggle. And that’s a major accomplishment. But we shouldn’t make the mistake of assuming that because they wish to be called the Osama bin Laden group they’re somehow taking orders from Osama bin Laden or Ayman al-Zawahiri or anybody else. Sabaya was a Filipino first and last. He had a little bit of experience in the Middle East and saw an opportunity to make himself appear to be more important than he really was.

As far as you know did al-Qaeda ever acknowledge the Abu Sayyaf?           

I don’t know. I think they have. If not them then possibly Jemaah Islamiya, a very dangerous group in Southeast Asia that is responsible for bombings in Bali. So to that extent there is a loose linkage, but it’s much more of a franchise than a branch.

I can see the value of mutually acknowledging each other without actually sending orders back and forth or coordinating.

I don’t believe that Tilao or Khaddafy Janjalani ever met with Khalid Sheik Mohammed or any of the other organizational leaders of al-Qadea, but they represented an aspiring faction in Southeast Asia. And given the presence of a very large, restive Islamist community in the Southern Philippines, it had the potential to become a serious threat to the Philippines. That alone made the country very concerned. Our concern joined with theirs after 9/11 when we made it our business to target these small groups wherever we found them.

The Abu Sayyaf seems to have lost its prominence. I recently read that another member of the Abu Sayyaf had been killed.

Yes, someone named Abu Solaiman, who became a spokesman for the group when Tilao was killed. He was apparently involved with the group when they kidnapped the Burnhams. He was killed; Khadaffy Janjalani is also believed to have been killed. Movements like these that adopt violent, militant Islam as their banner are like the Ebola virus. They are terribly frightening because they’re so vicious. But they can’t be effective in the long run because they burn themselves out. The vast majority of people cannot stomach that kind of extremism or that kind of violence. And so they become holy terrors for a brief period of time and then they burn themselves out. They’re either killed or they wander off and try to start living a normal life.

You give the example of Alvin Siglos who might have been the ideal ally but instead became an agent for the Philippine marines.

As I said in the piece, the idea of political violence sounds good until it’s someone you love who gets killed. And then it’s not an abstract idea any more. Then it’s something very real and you begin to realize how horrific the notion of killing someone for a political reason is. It can only stay abstract as long as it doesn’t touch you. In a small community like those islands in the Philippines, it didn’t take long before it touched Alvin Siglos personally.

Do you know if the U.S. is still involved in supporting Philippine efforts to take out Abu Sayyaf members?           

Yes. In fact, when I visited Jolo, the little island where General Sabban is stationed, a fairly significant detachment of U.S. Special Forces was there. They weren’t there just to give community pep talks. One of the smart things that our military is doing, and Bob Kaplan has written about this, is we are establishing a presence, a very small presence, of special operators and special forces, throughout the globe —and in some cases in very obscure places because we have an interest in what’s going on there. I think that’s a very low-key but effective way of dealing with these small cells of Islamist terrorists who pop up throughout the world.

Do you think that the Philippines is a good example of what the United States can expect in other parts of the world in terms of the level of cooperation and the talent and capabilities of the local intelligence forces?

Yes, in many places it is a model because these Islamist cells often pose even more of a threat to the local authorities than they do to the United States’ interests or to the world, so it behooves us to work with local authorities even when—and this is not true of the Philippines—even in places where we don’t necessarily have friendly relationships, or where we don’t necessarily even approve of the government. In a war you take your allies where you find them. So within limits I think it may be necessary for us to cooperate with unsavory elements to accomplish a larger goal.

I do think it’s a model for how to proceed. And I think that it’s not something the United States has been very good at throughout our history. We’re a very cocky and very arrogant country militarily. We believe that we have better soldiers and better equipment and better tactics, and our tendency is to ask the locals to stay out of the way. Whereas I think in this war, the smart thing to do is to take a back seat, to offer to help and give up a little control over the operation, but accomplish more by doing so.

Would military exercises be the logical first step if we were working with a country or group that shared a less similar ideology?

I don’t think so. I don’t think they’re necessary. And I don’t think that it was even necessary in the Philippines. The American presence in Southeast Asia and those military exercises serve a larger military purpose than going after al-Qaeda. The presence doesn’t have to be that visible—in fact, in some cases it’s better if it’s less visible.

Do you think other areas would be receptive to U.S. support?

They would be if it served their interest. And in many cases, as I said, the existing authorities are more threatened by these little groups than is the United States. So they would, if approached correctly, welcome American assistance to help find these people.

I understand you ran into Atlantic national correspondent Robert Kaplan in the Philippines while you were reporting this piece.

I should start by noting that when this happened there were only five national correspondents for the Atlantic. It’s hardly a major media outlet covering the world. I traveled initially to Manila and then took a plane down to Zamboanga City and made arrangements to get on a small plane to fly to Jolo, which is one of the more obscure places in the world.I called ahead just to tell Colonel Sabban that I was arriving, and he said, “Oh, do you know Bob Kaplan?” And I said “Yeah,” and he said, “He’s here right now.” And I thought what are the chances of two of us being in Jolo at the same time. We had Southeast Asia covered! Bob was actually leaving Jolo the day that I arrived, and I didn’t see him there, but eventually we hooked up in Zamboanga City and had a nice night out on the town.We seem to have the area covered!

He also warned against “ideological colonization”. He asked them not to be “pilot bishops” but to give more space to the laity, allowing lay people to assume their social and political responsibilities. He also called for documents to be less abstract and encouraged more collegiality, asking bishops to listen to the community more. He urged against the same voices always being heard during conferences and said that these must not drug the community with uniformity. The Pope also put forward suggestions for the merging of monasteries and religious orders.The speech Francis delivered to members of the Italian Episcopate before his private meeting with the bishops, was brief but dense. Above all, Francis said that at a time “when we are often surrounded by discouraging news, local and international scenes of affliction and tribulation – in this realistic and disheartening context – our Christian and Episcopal vocation is to go against the current, that is, to be joyous testimonies  of the Risen Christ, to transit joy and hope to others.” Going against the current means bearing witness to joy.He asked bishops “to console, to help, to encourage, indiscriminately, all of our oppressed brothers and sisters who are burdened by the weight of their crosses.” It isn’t nice to come across a dispirited, demotivated and lifeless consecrated person: this person I like a dried up well, where people no longer find any water to quench their thirst.”Francis underlined the importance of “making Christ’s sentiments their own: humility, compassion, mercy, concreteness and wisdom.” He called on bishops “not to be shy or irrelevant in renouncing and defeating a widespread mentality of public and private corruption which has managed to shamelessly lead families, pensioners, honest workers and Christian communities into poverty, discarding young people, who are systematically deprived of any hope for the future and above all, marginalizing the weak and needy.” This very same sensitivity, he added, “makes us go out to God’s people to defend them against ideological colonizations that strip them of their identity and human dignity.” The latter was an indirect reference to the gender theory, which Francis had described as a form of “colonization” during his visit to the Philippines last January.The Pope then explained that when making pastoral choices and preparing “our” documents, bishops must ensure that “the theoretical-doctrinal aspect does not prevail over all else making it seem as if the contents are not intended for our people or country but just for a select few scholars and specialists.” The Pope also asked for these documents to always translate into concrete and comprehensible proposals.The bit of Francis’ speech about the laity was especially significant. St. Peter's Square was filled with many languages and colors on Sunday, including the colors of the Palestinian flag. The joy of the crowd, and in particular of the 3,000 pilgrims who came directly from the Holy Land, was tangible. Four saints were canonized, two of whom were Mariam Baouardy and Marie Alphonsine Danil Ghattas, daughters of the Holy Land and the first two Palestinian saints. Founders of the the Discalced Carmelites of Bethlehem and of the Congregation of the Rosary Sisters, the two saints lived their call to holiness from the second half of the 19th century (Mariam Baouardy died while she was very young in 1878) until the beginning of the 20th century (Marie Alphonsine Danil Ghattas died in 1927).Also present in the square was President Mahmoud Abbas, who had met with Pope Francis the previous day. During their meeting, as reported by an official, “great satisfaction was expresed regarding the agreement reached with regard to the text for an Accord between the Parties, about certain essential aspects of the life and activities of the Catholic Church in Palestine. The Accord will be signed in the near future.”During his homily, the Holy Father wanted first and foremost to draw inspiration from the first reading from the Acts of the Apostles, in which the Church elects the one appointed by God to take Judas’ place among the Apostles. The importance of witness is at the heart of the Christian experience, and the saints show us the way: “We too, today, base our faith in the risen Lord on the witness of the Apostles, which has come down to us through the mission of the Church. With one hand the faithful waved the Vatican flag, and with the other they waved that of Palestine. The delegation led by the Latin Patriarch of Jerusalem, His Beatitude Fouad Twal, included Melkite and Maronite Christians who were not only from the Patriarchate’s territory, but also from Lebanon, the Gulf countries and other parts of the Middle East.Archbishop Maroun Lahham, Patriarchal Vicar to Jordan of the Latin Patriarch of Jerusalem, before entering the prayer vigil, said in all earnestness: “These two saints teach us that the last word is never suffering, it is never  abandonment, it is not the cross but instead the glory, the resurrection and the light. Calvary is not the last word but the gateway to a better life.” He continued, speaking about the fruit that is brought forth by these two saints today: “Young people will be inspired and they will see that there is hope for the Holy Land.”Sister Rita Tavitian, a young Rosary Sister, said that “Mariam Baouardy should have been canonized earlier on, but it is no coincidence that her canonization will take place tomorrow with that of Marie Alphonsine Ghattas. Both of them have an important message of peace for the world. They tell us that each one of us can become a saint: that is our vocation.” On a personal level, Sister Rita felt ever so strongly that it was no coincidence that the canonizations of these two holy Palestinians occurred on the same day. Her own sister is a Carmelite and she too was present in Rome for the happy event. For the two sisters, it was an opportunity to see each other again for the first time in four years.Also present in the crowd were those who distributed flags and liturgy booklets. Among them is Ibrahim, who looks very young but is already a doctor living and working near Ramallah. He shares that he is “proud that there are two saints coming from Jesus’ land, and that this is a message for the whole world: our land is still alive.” When I ask him what the future has in store for him, he replies: “I’m studying German because I want to specialize in my work, but I want to continue to work for my people and to help them.”In the Church there are also Italian and French people who, for various reasons, are linked to the figures of these two saints. Among them are members of the Equestrian Order of the Holy Sepulchre, an Order that was created to support the Holy Land, which welcomes the two new saints and friends of the Holy Land. Sitting in one pew is Giovanni, a doctor who works in the province of Syracuse. He was present on Saturday for the prayer vigil because, though indirectly, he too was “touched” by St. Mariam Baouardy’s story. In fact, John was a doctor in the hospital where a baby was miraculously cured through the intercession of Mariam of Jesus Crucified (the name which Mariam took upon entering the Carmelites).

Cedric Prakash, an Indian Jesuit and founder of the Centre for Human Rights, Justice and Peace in Gujarat, isn’t kind in his description of Narendra Modi’s year in government. On 16 May 2014, the Indian Prime Minister won the elections in a country that is  home to the world’s biggest democracy.After speaking at the  Caritas Internationalis Assembly in Rome, Prakash confirms to Vatican Insider that the Baratiya  Janata Party’s first year in government has been a failure. Many observers believe that the actions taken so far by the 65-year-old Prime Minister’s government have been insufficient, raising doubts over his efficiency as a competent administrator and reformer of the economy as well as as a figure who is able to maintain unity in the nation.The Jesuit explained that “justice, freedom and human rights: it is the Gospel that is the inspiration in all our work, in educating the poor and in the campaign for human dignity.” Prakash together with a team of Jesuits and lay people from the Prashant (Peaceful) Centre, have been working in these fields for 15 years.“Working for justice,” Prakash says explaining what he does, “is an expression of charity, as the encyclical Deus Caritas Est says and as Pope Francis remarks in the Evangelii Gaudium. Being Christians means going out into the streets and being close to people,a ccompanying people and helping them to build a more just and fraternal world. It means healing the wounded, as you would in a field hospital. Christ teaches us to love the poor and to be on their side. A true Christian, is a testimony of the love of God. It is not so much with words that you evangelise, but by living the Gospel in daily life.”Looking at India’s situation through this “evangelical lens”, the conclusion one draws is concerning: “Modi has failed to respond to the most urgent questions rocking India today. The priority is to change the development model so as to close the gap between rich and poor. The cancer of communitarianism is destroying the model of diversity and pluralism that our land is renowned for. Radical groups want to turn the whole of India into a Hindu State: despite being minorities, these groups make themselves seen and heard. And under Modi, they have regained strength and courage.”“Another key issue is access to food: food safety is still only a dream for many Indians and, as Pope Francis stressed recently, the problem is fair distribution. And how can we forget women’s conditions in a rigidly patriarchal society which discriminates against them and mistreats them? Or the caste system, which was only abolished on paper in the Constitution, but is still very much present and conditions social relations?”“The government has failed completely on these points,” the Jesuit remarked. “But the Indian people are also partly responsible. They can, for instance, help to stop corruption instead of encouraging it. All Indians are called to take a stand. In this process, the Evangelii Gaudium is a solid reference point, as is Pope Francis, with his prophetic words and actions.”Crucially, attention needs to be shown toward the condition of religious minorities: “Minorities like Christians are suffering as a result of the rise in violence and in the number of attacks. Horacio Verbitsky, the man who publicly and repeatedly accused Jorge Mario Bergoglio of complicity with Argentina’s military rulers when he was Provincial of the Jesuits in the second half of the 1970s, actually worked for the country’s military dictators from 1978 to 1981 and was on their payroll. This is the explosive claim published today, May 18, in Argentina, in the blog www.plazademayo, under the headline “Verbitsky: Con Dios y Con el Diabolo” (“Verbitsky: With God and With the Devil”).The article is written by two investigative reporters - Gabriel Levinas and Sergio Serrichio, who have spent more than fourteen months researching the whole affair.  It gives a preview of the book that will soon be published.  In it, they draw on important documentary evidence which they discovered and on testimonies given by people who knew what actually happened.In today’s article, they provide evidence which shows that Verbitsky, a former member of the Intelligence branch of the Monteneros - a left-wing armed guerilla group that carried out terrorist attacks in Buenos Aires in the mid-1970s, was one of the speech ‘ghost writers’ for the head of the country’s Military Junta, Brigadier Omar Domingo Rubens Graffigna.  They claim that Verbitsky, along with Commodore Juan José Guiraldes and another collaborator named Pedrerol, wrote the speeches of the top commanders of the Armed Forces during the dictatorship.  They describe Guiraldes as ‘an organic intellectual’ of the Armed Forces, who had influence with the junta’s leadership.  And based on the testimony of three independent witnesses they claim that Guiraldes provided protection to Verbitsky in the weeks immediately after the military coup on 24 March 1976 at a ranch – the Estancia ‘La Santa Maria’, in San Antonio de Areco, near Buenos Aires.   Guiraldes died in 2003.The authors of the article reveal that at the end of April 2014, one of Guiraldes sons, found a 34 page manuscript at the ranch, in Verbitsky’s handwriting (as was subsequently confirmed by expert calligraphy tests).  They say that various documents found there prove that Verbitsky signed a six-month contract on 5 October 1978, for which he received a monthly payment of 700,000 pesos.   They also found evidence of that he collaborated in writing a book for an institute of the Armed Forces that was published in May 1979 – “El Poder Aereo de los Argentinos.” Later documents show that he signed a new contract in March 1981, and that his collaboration with the Armed Forces lasted at least four years, from 1978 to 1982.The authors of the article say Verbitsky ended his collaboration with the Armed Forces immediately after Argentina’s military defeat in the Malvinas.  Later he began to appear in public as a reporter and, in the 1990s, went on to become an implacable denouncer of the violations of human rights committed during the years of the military dictatorship, and of the corruption that took place during President Carlos Menem’s administration. In 2003, Verbitsky published the book “El Silencio” on the silence of the Catholic Church in Argentina during the years of military rule. In it, he accused Bergoglio of complicity with the military Junta when he was Provincial of the Jesuits in the country.  In particular, he charged that by withdrawing his order’s protection from two fellow Jesuit priests – Orlando Yorio and Francisco Jalics, Bergoglio effectively gave the green light for their abduction by Navy officers in May 1976, after which the two were tortured. Bergoglio, then cardinal archbishop of Buenos Aires denied this accusation as slander.  In actual fact, the evidence available today shows that he not only managed to secure their release that same year, but also saved and helped very many people during the years of the military dictatorship. Verbitsky, however, confirmed his allegations immediately after Bergoglio was elected  Pope on 13 March 2013, but this time leading Argentinean human rights activists, including the Nobel Peace Laureate, Adolfo Perez Esquivel, flatly denied the charges.   Around that time too, an American journalist, Martin Edwin Andersen, a former friend of Verbitsky, claimed in an article that in actual fact Verbitsky had worked as “ghostwriter” for one of the military regime’s leading apologists, who praised him by name in the book mentioned earlier (“El Poder Aereo de los Argentinos”), for his indispensable collaboration in that work.For more than a decade Verbitsky has been very close to the governments of both Nestor Kirchner and his wife, Cristina Fernandez who is now President. He is currently head of the Center for Legal and Social Studies (CELS), an Argentine human-rights organization, and also writes for Pagina 12, a left-wing Argentine newspaper that is considered the mouthpiece of the government.According to Levinas, one of the authors of today’s article, Verbitsky refused his requests for a face-to-face interview for the book, and would only answer some questions through his secretary by email.

“Maybe there will be few of us left in the end. But we will stay. Even if they force us to pay the jizya, the submission tax,” says the Jesuit Antoine Audo, bishop of the martyr city of Aleppo and bishop of the Chaldean Church, the Oriental Catholic community that has suffered most heavily in the haemmorhage of faithful caused by the Middle Eastern upheavals of recent decades. But he is not complaining. He isn’t calling for military intervention, mobilisations and protests for the defence of Christians. Instead, he warns against those who take advantage of the suffering of the baptized in pursuit of their own personal interests fuelled by a thirst for power. In doing so they distort the Christian meaning of martyrdom. The bishop recalls that it is the countries in the Region that have always been aligned with the West that are masterminding the process of driving Christians out of the Middle East.You said that in the Middle Eastern conflicts, some are using the suffering of Christians to hide the real dynamics of the wars taking place.The repeated alarm bells regarding Christian persecution can be seen from at least two angles. There is an intense propaganda being used in some circles, which aims to induce a growing fear in the West towards Islam , in order to emotionally influence the public and thus justify increased controls over Muslim environments, particularly in Europe.  On the other hand, there are countries in the Region, with their Wahhabi Islam and their thirst for historic vengeance against Christianity, that cannot stand the idea of a Christian presence in the Middle East. These two ways of thinking paradoxically support one another and fatally lead to Christians being pushed out of the region. This was not the case in Syria. And even now, it is wrong to present the Syrian conflict as a war between Muslims and Christians. But this is the message they want to try and get across, because it suits everyone nicely.Is there a manipulation of the issue of Christian persecution in geopolitical strategies? The countries I mentioned are the only ones that aim to wipe out local Christians from the Middle East. Wahhabism links Christianity to modernity, equality of rights and the principle of citizenship. These are all things they reject. And yet these very countries are the West’s historic allies in the region. And those Western circles that carry out propaganda campaigns and permanent mobilization on Christian persecution are perfectly in tune with their strategy. Meanwhile, they use the issue of Christian persecution to influence public opinion, justify further acts of armed intervention in the region and foment fear of Muslims. They say that the purpose of the wars is to defend Christians. They use this as a justification for the presence in the region. This did not happen in the days of the Gulf War, when Pope John Paul II did not lend any support to those who aimed to present US-led intervention as a new Crusade.But heads of Oriental Christian Churches have also defined the current suffering of Christians as “genocide”.Some statements should be seen in the context of the centenary of the Armenian and Assyrian Genocides There are many of us who are still affected by those events. My great grandfather was among those who died during those massacres in Turkey, while the rest of the family took refuge in Aleppo and was spared. We talk about the Genocide spontaneously; sometimes we exaggerate. But it is a way of saying we are afraid. We are scared to see what we saw in the past repeated. Is there any point to mobilizations or requests for intervention from the international community? I spent four years saying that the only solution to the conflict was a political one and thos could open the way to reconciliation. But it seems increasingly clear to me that there is a plan to destroy the country, to break it up on a sectarian basis, without taking the presence of Christians into account, they simply need to go. This is the message we are getting now.How are you going to get through this? As a Church we are going to do all it takes to stay. Even if it means living under jihadist rule and paying the jizya, the submission tax. Those who wish to leave will leave. But a small group will stay. The elderly, the poor, the priests, religious. We will continue to profess our faith in our country, whatever the conditions. Even if the Caliphate regime consolidates power. We will stay there and we’ll see what happens - We can try to find a solution, a way to go on, as we have done throughout history It’s not the first time. This is the mystery of the Church which is powerless in the world. Its strength never lies in external intervention and support.There are organisations that help Christians leave and the Chaldean Patriarch has, for a while now,  been at loggerheads with some priests who emigrated to America without the consent of their superiors, claiming their lives had been threatened.I respect families with children who leave. I would never judge those who leave in order to protect their children from suffering. But in the case of priests it is different. Those who have responsibilities in the Church but leave, go for the easiest option. If they then justify themselves by presenting themselves as victims of persecution, this is an insult to those who really are undergoing persecution.

BRUSSELS, Today, 09:27-The old European Neighbourhood Policy (ENP) has failed to achieve its goal: to transform the EU’s neighbourhood into a sphere of liberal democracy and market economy.Instead of having built a “ring of friends,” the EU is now surrounded by a “ring of fire”, as The Economist has put it.Many of the ENP’s 16 target countries in Eastern Europe, the Middle East, and North Africa are now worse off than they were in 2003 when the policy was first outlined.The EU faces tough choices: it needs to decide whether it has enough political will to make a real difference in its neighbourhood, and to what end - as a driver of change working with reformers or as a guardian as a status quo working with the ruling elites.The ENP was conceived at a time when it was broadly assumed that the EU’s neighbourhood was already on a historic path toward liberal democracy and market economy.The general view was that with “the end of history” and the triumph of a globalisation, driven by the economy and civil society, politics would become increasingly transnational and the EU would provide a model of the future world order.The ENP, while lacking the promise of EU membership, would nevertheless make use of the EU’s immense attraction and would help to direct and reinforce the process of Europeanisation in the EU’s eastern and southern neighbourhoods, by offering all kinds of support and guidance.

Europeanisation - a destabilising process?

At the end of the process there would emerge a close, sympathetic, like-minded “ring of friends,” an “area of prosperity and good neighbourliness, founded on the values of the Union and characterised by close and peaceful relations based on cooperation,” as the Treaty of the European Union (Art 8,1) states.This optimistic view wasn’t entirely wrong. Europeanisation indeed took root in the EU’s neighbourhood: there was a growing desire by many people to become part of the EU’s economic and political success story, either by moving to the EU or by adapting the EU’s achievements in their own countries.The colour revolutions in the east and the Arab Spring in the south were driven by the wish to live like people live in the heart of Europe, with a prosperous economy; with a decent, fair state; with the freedom to express oneself; and to live the way one chooses.It was not by accident that the EU’s flag was waving over the Maidan and that the refusal of the Association Agreement with the EU was what triggered the fall of the old Yanukovych regime.But the problem with the EU’s approach was the failure to recognise that Europeanisation is in many cases a destabilising process, at least in the short term.In countries where a small number of people control economic and political power by using corruption and force, liberal democracy and market economy are threatening the ruling classes.Most of the elites in the EU’s neighbourhoods apparently didn’t share the wish of the broader population to Europeanise.They wanted to enjoy the benefits of cooperation to the extent that this helped to stabilise their rule, but were against any move that would empower the broader population. When it came to political modernisation, those in power often paid lip service to the respective parts in agreements with the EU without honouring them.When clashes between status quo-oriented elites and reformers erupted in Ukraine, and earlier and throughout the Arab Spring, the EU had no plan on how to respond.

ENP’s children

The ENP and its “children” (the 2009 Eastern Partnership, and 2008 Union for the Mediterranean) were built on the assumption that no such fundamental conflicts existed in the target countries. The EU was seeking comprehensive modernisation by working with the governments regardless of the character of their rule.The implicit idea was to implement modernisation from above, or what has been called “enlightened absolutism” in the 18th century: wise rulers who are benevolent enough to embrace a structural change even if that would ultimate undermine their own power base.The ENP is conceptually flawed as it assumes that transformation is a joint interest of elites and broader population in the target countries and as it has no strategy for dealing with the instability and power struggles that come with political and economic modernisation.In the wake of the violence and instability that has emerged across the EU’s neighbourhood, Europe is now slowly waking up to the reality that the “way of life” that it represents is a contested model, and one that needs to be defended and fought for.Autocratic elites reject comprehensive modernisation as they feel threatened by it.The conflicts which have been ingrained into the political systems in the European neighbourhood have become more visible, more acute, and more dramatic in the last years. This is a direct consequence of Europeanisation, of the attractiveness of the EU’s way of life.The internet, increased travel and migration, and increasing interaction between the EU and its eastern and southern neighbors have brought in sharp relief the lack of opportunity and freedom in many countries around the EU.The EU needs to realise that its neighbourhood policy is not a technical tool but a political instrument, that it is operating in a highly politicised environment where major conflicts take place.The ENP carries both huge potential and carries great risks. As the EU now reviews its neighbourhood policy, several adjustments are overdue.

First, the ENP cannot be executed by the institutions in Brussels alone. EU member states with a strong foreign policy, but others as well, must take on much more ownership of those policies.Member states cannot sign up to policies agreed in Brussels and then return home and continue to do business as usual; they must put their own full weight behind such policies.Berlin’s lack of engagement was an important reason why the Eastern Partnership has failed: in 2008 Germany agreed to the program but failed to put its political weight, especially its close relation to Moscow, behind it.Second, the EU needs to develop a clear vision of what it wants from the ENP, and who the policy addresses. There are three potential goals of a neighbour hood policy: integration, transformation, and co-operation.Some countries have a chance to become EU members in the nearer or more distant future; they are small enough to be integrated without forcing the EU to change itself substantially; they are willing to undertake deep reform and to adapt themselves to EU standards; and the current member states are likely ready to accept them as future members. For such countries, the current ENP and the EaP policies make sense.But there are not many who’s membership path is possible, let alone clear.Another potential goal is transformation, which the ENP has largely failed to deliver on. In the East, Belarus, Azerbaijan, and Armenia remain largely unchanged; Ukraine has just started to reform; Moldova has made more progress on paper than in reality; and Georgia’s reforms have largely been driven by its own political will, not on an EU ticket.In the South, only Tunisia, Morocco, and Jordan have made some visible steps towards reform; ENP has achieved very little in the whole region, from Morocco to Syria.The EU needs to recognise that it cannot drive reform even in small countries without offering a major commitment on its part.The third potential goal of a neighbourhood policy is co-operation. While integration and transformation imply a fight against ruling elites in most countries, a change of the political and economic system, cooperation is a “realist” approach, building on the acceptance of those who are in power as the relevant interlocutors on the other side.

Joint interests

Such co-operation is based on seeking joint interests while widely ignoring the question of legitimacy. Focusing on co-operation acknowledges the lack of will or lack of capacity to set in motion a process of change. It also means to privilege short-term interests in co-operation against longer term interests in systemic change.To become a consistent, efficient actor in the neighbourhood, the EU must offer its neighbouring countries a clear understanding of what the EU is interested in: future integration, transformation without accession, case-by-case co-operation? These are questions that cannot just be answered in Brussels.They will require a lot of soul-searching in the member states: to what extent are capitals ready to back up a transformational agenda in neighbouring countries, knowing that this can lead to conflicts, internal and with other neighbors? How important is the goal of having liberal democracies and market economies in the neighbourhood? Is the EU ready to take on a more muscular, confrontational approach in its neighbourhood, will it support reformers once they clash with autocratic elites? Can the EU live with autocratic states where corrupt elites mismanage their countries? Is co-operation with those elites a strategy that is viable over the long-term, or are the costs higher than the benefits? How does implicitly backing-up autocrats fit with the EU’s values and its understanding of itself as a value- and law-based system?

Clear-eyed

A new EU neighbourhood policy must be clear-eyed, accept risks, and make a choice between competing, mutually exclusive goals. It must rely on a broad consensus inside the EU, and it must be wholeheartedly supported by key member states.The decision the EU will take about the future shape of the neighbourhood policy is going to shape the EU’s identity as an international actor. How does the EU react to the return of geopolitics and conflicts, will it become more “realist,” in the sense that it plays power politics based on narrowly defined interests? Or does it indeed want to become, as it claims to be, a transformational power in the service of a rules-based liberal-democratic world order? Ulrich Speck is a visiting scholar at Carnegie Europe, a think tank in Brussels.

Barcelona, Today, 08:08-Spanish politics is facing the change of an era with the rise of two new political parties, the far-left Podemos and the centrist Cuidadanos.While Podemos is set to break the Spanish two-party system in the country’s year of elections, Cuidadanos, open to working with the established parties, could be the one left holding the cards.Prime minister Mariano Rajoy have yet to call a general election, expected for the end of the year, but already later this month more than 8,000 municipalities and 13 of Spain’s 17 autonomous communities will hold an election.What is usually categorised as a battle between the red and blue - the socialist PSOE and the conservative PP - with a few smaller parties on the sidelines, is now set to become a more colourful battle involving four big parties.Podemos arrived on the scene early last year, and quickly won enough votes to get five seats in the European Parliament. Four months ago, a poll by CIS showed the party representing the “indignados” - or the ‘angry ones’ - would land second place with 24 percent of the votes behind Partido Popular’s 27 percent and just ahead of the socialists.Last month, a Metroscopia poll gave Podemos, PSOE, PP and the newcomer on the national scene - Ciudadanos - around the 20 percent of the votes each.That is a far cry from PP’s current absolute majority.
“Governments at all levels will be fragmented,” says Jordi Molina, a political expert teaching global affairs in Barcelona.“Spain will have a government, that will need a political culture that doesn’t exist in Spain,” he said, referring to coalitions involving parties from across the political spectrum.While Podemos’ Pablo Iglesias has said he does not want to cooperate with “la casta” - referring to the established parties - Ciudadanos’ leader, Albert Rivera, has not ruled it out.And this could give Rivera a key role to play in the newly-elected municipals, autonomous communities and eventually in the next government in Madrid.
Thirty-five year-old Albert Rivera has been the leader of Ciudadanos (Spanish for citizens) since the party’s formation nine years ago.The party was set up in Barcelona to counter the Catalan nationalist parties and currently has nine members in the Catalan parliament (7 percent) and 2 MEPs. It became a national party last year.“It is a party that is very focused on the person , in the figure of Albert Rivera”, explains Francesc Pallares Porta, professor in political and social science at the University of Pompeu Fabre in Barcelona.
“It is a party that is in the centre of everything, that is in the process of organisation - a party that has gone from being an anti-Catalan-nationalist party only in Catalonia to become a party that is increasingly occupying the place by the centre-right PP in crisis.”Rivera himself has defined his party as being liberal on economics and left on social issues. His Twitter slogan says: “Catalonia is my homeland, Spain is my country and EU our future”.

The change of an era in Spanish politics

“This is a change of an era. The democracy that was created in 1978 has been worn out. People were given the promise that general welfare would be better for each passing generation. But in times where one in two youngsters are unemployed; the educated go abroad to find work; and the average salary is just over €1,000 a month, they don’t feel like they have a bright future ahead of them”, says Molina.“That, coupled with the massive corruption cases in the political parties and in the unions; the rich that evade Spanish taxes; the judicial system that is too politicised and doesn’t fully work; and then of course all the troubles of the royal family as an icing on the top of the cake; has made people very angry.”Molina notes that both Podemos and Ciudadanos have made themselves powerful by putting people at the centre of their political discourse and by chanelling the anger of disenchanted voters.Although both parties call for change, Pablo Iglesias calls for that change in an angry voice, while Albert Rivera, in his shirt and blazer, appeals to the more moderate voters still wanting change.Speaking at an economic forum in Valencia this week, he called for a project to regenerate Spain.“I believe that the regeneration of this country should be by people born in democracy, by people who do not carry any baggage, by people free of corruption cases”, said Rivera, adding that “this isn’t about age, … this is about being free.”Speaking to EUobserver while on campaign trail this week, Rivera said that he believes in a stronger EU where Spain should play a more active role.“At the moment, Spain regrettably plays a too passive role in Europe. Simply trying to negotiate on the issue of the deficit or on economic issues.”“I would like to see Spain be like it was in the 1980s when we entered the European Union - one of the engines for the progress of Europe.”“Despite the fact that Europe’s economic policies in the last few years has creates a lot of euroscepticism, I believe that it is much better to stay together [in the EU]”.“To me, the problems of the EU are due to the lack of unification, not for the excess of unification,“ Rivera said.

BRUSSELS, Today, 20:29-EU countries have agreed to launch a military operation to sink migrant smugglers’ boats.The mission, EU Navfor Med, is to have an HQ in Rome under the command of an Italian admiral, Enrico Credendino, and might start work by the end of June, the EU’s top diplomat, Federica Mogherini, said on Monday (18 May).She noted it’ll begin with intelligence gathering and sharing by participant EU states, who are to start pledging manpower and equipment from Tuesday.In its second phase, EU countries’ assets will carry out “detection and inspection” of smuggler boats.Warships will later take up positions, possibly in Libyan waters, to deter smuggling, and, in the final phase, begin to “neutralise” the traffickers’ boats, fuel dumps, and other facilities.Mogherini noted the latter steps will require a UN Security Council resolution, which is currently being drafted by the UK, as well as permission from Libya.The country has split into several parts since the fall of Muammar Gaddafi in 2011.Mogherini said its “legitimate” government is the one seated in Tobruk. But with no national unity deal in sight, she said the EU will also work with rival authorities in Tripoli, in Misrata, and in “municipalities”.“We’ll need to work together to dismantle these networks, the municipalities will have an important role to play in identifying them”, she noted.She downplayed concerns that Islamic State is trying to infiltrate the EU by hiding operatives on migrant boats, as voiced earlier on Monday by Nato head Jens Stoltenberg.She said EU research “cannot confirm any link known to us” of this type. Leaked Juncker plan seeks to avoid Greek default-may 18,15-euobserver-By Eric Maurice

BRUSSELS, Today, 19:38-European Commission Jean-Claude Juncker sent a memo to the Greek government on Monday (18 May) outlining proposals to find an agreement in the bailout discussions, according to Greek newspaper To Vima.The Greek prime minister’s office refused to comment on the leaked document, while EU Commission spokespeople said they "could not confirm" the report but did not deny it.According to the leaked paper, part of the €7.2 loan Greece has been waiting since a Eurogroup deal in February would be unblocked without there being comprehensive deal on reforms.Under the plans, some money from the bailout fund (EFSF) would be unlocked in June while a full agreement between Greece and creditors on the next step forward would come in autumn.It foresees the Greek government carrying out reforms by June that would result in expenditure cuts worth €5bn to cover the fiscal gap for 2015 and 2016.According to To Vima, the European Commission is suggesting that €1.8 billion be paid in June as well as €1.9 billion from the profit made by the European Central Bank from the interest on Greek bonds bought on the secondary markets.This would allow Greece to avoid defaulting on its upcoming payment deadlines. The country will have to repay €1.5 billion to the International monetary fund (IMF) in June and €6.5 billion to the European central bank (ECB) in July and August.Last week the Greek government repaid the IMF using money from an emergency fund and said it would face a major liquidity problem after it pays pensions and salaries at the end of May.The Juncker plan also proposes less ambitious budget primary surplus targets of 0.75 percent of GDP in 2015 rather than 3 percent.Lower primary surplus targets is a key demand by Athens to reduce austerity measures.The third proposal reportedly made by Juncker is to postpone some reforms asked by Greece’s lenders.According to To Vima, VAT reform would be introduced only in October and the discussion on pensions would take place "in the autumn".Ccollective bargaining, one of Greece’s "red lines" in the current talks, would be reevaluated "in light of the International labour organization's (ILO) recent report on 'better practices' in the EU's job market".The Juncker proposal contains a mix of concessions such as measures to address the “humanitarian crisis in Greece” but maintains some unpopular ones such as a recent property tax.The proposal "paves the way towards an honest compromise," tweeted MEP Dimitrios Papadimoulis, who hails from the governing left-wing Syriza party. He is the first politician to give credence to To Vima’s report.Juncker’s leaked proposal follows a report by the UK’s Channel 4 over the weekend saying the IMF believed Greece would default on 5 June, the day of the next repayment deadline.There have also been reported differences between Athens’ creditors over whether a Greek debt haircut should be considered with the IMF in favour.While To Vima said that the Greek government, the ECB and the IMF have all received the proposal, others said this was not the case.One official involved in the talks, quoted by the Financial Times after the leak, said neither the ECB nor the IMF were aware of the Juncker proposal."We are thunderstruck," the official said.

LONDON, Today, 09:24-All of the attention around Xi Jinping’s recent European trip was focused around his visit to Moscow in time for the May Day military parade.By focusing so singly on the Moscow stop, however, the importance of the route he took was missed.Coming soon after the President’s visit to Pakistan in which he laid out the China-Pakistan Economic Corridor (CPEC), this trip affirms one of the key routes of the Silk Road Economic Belt - running through Kazakhstan, Russia and Belarus to ultimately end in Europe.This final link is the key which Europe needs to wake up to, to understand that this Chinese outward push is one that is both a reality and one that can advance European interests.The Silk Road Economic Belt route of the ‘One Belt, One Road’ initiative advanced by Xi is going to become the cornerstone foreign policy of the current Chinese administration. Enmeshed in the idea of returning China to its place at the center of global power, the initiative has led to the fanning out of a number of economic and trade corridors from Beijing.The precursor to all of the ones currently talked about (a latticework of routes stretching out from China’s ports around the world through the Maritime Silk Road, through Pakistan in the CPEC, through Bangladesh-Myanmar and to India in the BCIM) was the route through Central Asia.Initiated as part of a strategy to develop China’s western regions, the idea was to help reconnect Xinjiang to Central Asia, and ultimately through the region to European markets. For Beijing, Europe is the other end of the Silk Road Economic Belt.In trying to implement its strategy, China has made a very conscious effort to reach out to Europe, in terms of official statements and an eagerness to try to find ways of working together on making this strategy work.At this point it has gone beyond rhetoric. As well as pouring massive amounts of money in helping infrastructure across the former Soviet space, they have also looked at undertaking large investment projects in Belarus, Ukraine and other countries on Europe’s south-eastern periphery.

Closer to Europe

An economic force is sweeping along the Silk Road bringing China ever closer to European markets.To some this will be seen as a threat. Chinese goods getting a quicker route to European markets will only place more pressure on already threatened European industries.But this is a dynamic that is going to happen anyway and is already underway. Far better to try to focus on the other side of the equation and the potential opportunities.Not only in terms of high end luxury and technical goods which Europe continues to manufacture which are so keenly desired by the ever-growing middle class Chinese consumer market which can travel back along this route, but also in terms of the development it will bring along the way to countries that Europe has long sought to help along the path of economic development.

This is something that is particularly true in Central Asia.

Europe has long seen Central Asia as a region it has been trying to support. The current Latvian Presidency has made the region a particular priority. As well as the potential economic opportunities (that Central Asians welcome), the region is one that has fraught internal dynamics.European entities like the EU and OSCE are amongst the only ones that have been able to help bridge some of these divides - providing a set of lessons and experiences that China is simply unable to replicate, but is keen to learn from.On the economic side of the equation, Chinese firms have been pushing into Central Asia and encountering all sorts of difficulties be it in terms of local governance or security issues.This is a space that European companies and international institutions like the EBRD have long worked in and have developed a number of strategies for dealing with these very particular regional problems.

Building missing links

For Europe, China offers the opportunity to magnify effect - Europe’s economic and political force is substantial, but when bolstered by Chinese capacity and means, becomes an even more substantial force.
As well as the $40 billion Silk Road fund, there is the nascent Asian Infrastructure Investment Bank (AIIB) and the slowly developing BRICS Bank, and the sometimes talked of Shanghai Cooperation Organization (SCO) Development Bank.And China has continued to sign massive bilateral deals in countries along the route, with a particular focus in Central Asia. Admittedly some of this money is hyperbole around official high level visits, but go on the ground across the region and it is impossible to deny the presence of the Chinese funding - tangible as it is in roads, pipelines, railway projects, energy infrastructure and construction across the region.There is also a larger political point to be made here about China’s relationship with the European Union.The EU has long sought to find ways to engage with China in a productive manner - Central Asia and the larger Silk Road Economic Belt offers an opportunity to work with China on something that is of direct interest to Europe, but also is clearly a strong strategic priority from the very top of Xi Jinping’s administration.For Beijing, Europe is the other end of the Silk Road - Europe needs to seize this opportunity to help advance its own interests.Raffaello Pantucci is director of international security studies at Rusi, a think tank in the UK.

Nepal quake death toll becomes highest on record; dozens still missing-Reuters-may 18,15-yahoonews

KATHMANDU (Reuters) - The number of people killed in Nepal by two major earthquakes has surpassed 8,500, making the disaster the deadliest to hit the Himalayan country on record, as rescuers on Sunday searched for dozens of people still missing in remote villages.A 7.8-magnitude earthquake hit Nepal on April 25, killing thousands and demolishing more than half a million homes, most of them in rural areas cut off from emergency medical care.A second major quake struck on Tuesday 76 kilometers (47 miles) east of the capital Kathmandu, just as Nepalis were beginning to recover from the previous earthquake.The death toll from the two quakes now stands at 8,583, the home ministry said on Sunday.The previous deadliest earthquake to strike the country - in 1934 - killed at least 8,519 in Nepal, as well as thousands more in neighboring India.In Dolakha district east of Kathmandu, which was hit hardest by the second quake, dozens of landslides have blocked access to remote villages.In Singati village, devastated by a landslide, dozens are still missing and rescue workers are yet to remove debris from all of the village to recover bodies, district officials said.Prime Minister Sushil Koirala told reporters on Sunday 58 foreigners had died in the two earthquakes. Koirala said 112 foreigners were still unaccounted for, although many of those could be backpackers who choose not to register with authorities when they leave the country.
