We need to work as a community. The Greek PM, Alexis Tsipras, is to meet Russian president Vladimir Putin at a business forum in St. Petersburg on Friday.Tsipras has, in the past, criticised the EU sanctions regime, while Russia has said it might dip into its $350 billion reserve fund if Greece requests help.The timing of Friday’s meeting has given EU and US diplomats sleepless nights on whether Tsipras will threaten to sell his EU veto in order to gain leverage in the bailout talks.But one EU source said Tsipras has given EU Council president Donald Tusk a face-to-face pledge that he won’t.Another source said Greece, and other sanctions critics, such as the Czech Republic, Cyprus, Hungary, Italy, and Slovakia, didn’t put up a fight at the ambassadors’ meeting on Wednesday.A third source said EU states want to get the sanctions out of the way so that leaders can devote time to Greece and to the migrant crisis at next week’s summit.“We don’t want the summit to be dominated by a debate on Russia”, he told EUobserver.“It’s also a good idea to take the sanctions decision at a low, technical level in order to minimise the political reaction by Russia”.

Extension

The economic sanctions are to be extended from their expiry date, in July, until the end of the year.They were adopted last July after flight MH17 was shot down over the conflict zone in east Ukraine and after the regular Russian army crossed the border.They ban Russian banks, arms firms, and energy firms from buying long-term debt on international markets.They also ban Russian arms and energy firms from buying high-end technology.The Crimea sanctions, which ban almost all forms of business activity, are to be extended by one year.The EU ambassadors, on Tuesday, also got a first look at the EU foreign service’s “action plan” on how to counter Russian propaganda.

'Strong signal'

The text calls on the European Commission to present by the end of the year an “ambitious proposal” on circular economy, and to propose a binding target to make the use of resources more efficient by 30 percent in 2030, compared to 2014.The report is non-binding, but praised nonetheless by environmental NGOs as sending a “strong signal” to the commission, which indicated shortly after taking office it would scrap a legislative proposal on recycling and waste.Will the commission, which has promised to publish its circular economy strategy before the end of the year, deliver? It depends on who the commission listens to? Will it listen to businesses that think they will benefit from the circular economy, or to “those unprofitable coal mines”, who argue that new legislation is “destroying my business and the European economy”, said Pietikainen.“Businesses need to change sooner or later. The longer you wait, the harder it is.”The current way resources are being used in the economy is unsustainable, Pietikainen wrote in her report.

Paradigm shift

What is needed, is “a true paradigm shift like with Copernicus or Galileo Galilei”, said Pietikainen, referring to Polish and Italian astronomers whose ideas changed how the world is viewed.“We are not in a neutral regulatory environment … Our regulation is always a reflection of our world view. If our world view has been 'abundant, without limits', our regulation is accordingly. It disincentivises these kind of resource-efficient ways”, she noted.To counter that, the EU should “abolish all environmentally harmful subsidies” and make sure that EU funding is provided to the most 'resource efficient' projects.Citizens also have a role to play.
We should eat less meat, buy more locally produced food and reduce food waste. Having a group will give Le Pen and her allies more influence in the EU parliament.The new group will also receive €1.09 million a year in EU funds to do its work.As group leaders, Le Pen and De Graaff will be able to attend the parliament's conference of presidents, which decides the EU parliaments’ agenda.The ENF will also be able to name shadow rapporteurs, the MEPs who monitor the legislative process, and will participate in trilogues, the negotiations between parliament, the European Commission, and member states which finalise new laws.It means that ENF deputies will have more access to information and more leverage on decisions than if they had remained non-attached MEPs.

NEW YORK (Reuters) - Reports that a sexual relationship had developed between two escaped New York inmates and a prison employee who has been charged with helping them break out 11 days ago illustrates the difficulties of policing relationships within prisons.The problem of sex between prisoners and staff is well documented and enough of a concern that New York set up a special statewide office in 1996 to investigate and prevent it.Joyce Mitchell, 51, was charged this week with providing chisels and hacksaws to convicted murderers Richard Matt and David Sweat, who were found missing from the Clinton Correctional Facility in Dannemora, New York, near the Canadian border on June 6.State officials have declined to confirm or deny media reports, based on unnamed law enforcement sources, that Mitchell had sexual relationships with Sweat and Matt. The reports do not make clear whether the inmates or Mitchell initiated the alleged relationships, though in either case the law would have viewed Mitchell as at fault in a willing sexual encounter.But such relationships are far from uncommon and present a management problem for prison administrators, researchers say. A survey of 367 inmates in Texas state prisons by Robert Worley of Lamar University found that about one in seven had admitted to having some type of physical relationship with a staff member.It is a problem seen at prisons across the country, Worley said."You really are scratching your head as to why the business of corrections has not yet professionalized itself," Worley said. "Inappropriate relationships are happening everywhere."According to a 2013 report by the Bureau of Justice Statistics, about 4 percent of state and federal prison inmates said they had had sexual contact with other inmates or facility staff over the past year."For female staff members, the majority of incidents involve apparently willing activity between the inmates and the staff," said Allen Beck, lead author of the report. "Obviously it can't be consensual because of the power relationship. Inmates are not in a position to consent, so it's subject to legal consequence."That would leave Mitchell subject to possible prosecution for a sexual relationship with inmates. NEW YORK (Reuters) - A female prison worker's agreement to drive a getaway car for two escaped inmates was "Plan B" and the convicted killers had another plot that allowed them to flee, Clinton County Sheriff David Favro said.Richard Matt, 48, and David Sweat, 35, both convicted of murder, remained at large for an 11th day on Tuesday after busting out of Clinton Correctional Facility in Dannemora, New York, about 20 miles (32 km) south of the Canadian border.A manhunt staged by more than 800 law enforcement officers combing dense woodlands near the prison appeared to be winding down on Tuesday. Schools in the surrounding area were open but outdoor activities remained suspended, said a spokeswoman for the Saranac Central School District.Authorities said Joyce Mitchell, an industrial training supervisor in the prison tailor shop who has been criminally charged in the escape, had agreed to drive the getaway car but got cold feet and never showed up. JUNEAU, Alaska (Reuters) - Two fast-spreading Alaska wildfires have forced a series of evacuations, destroyed up to 45 homes and forced authorities to restrict traffic on a major highway connecting two of the state's largest cities, state officials said on Monday.As many as 200 firefighters have been battling a 6,500-acre fire about 40 miles (64 km) north of Anchorage since Sunday afternoon.About 137 miles (220km) south of Anchorage, crews are fighting a much smaller, but equally dangerous blaze that threatens nearly 200 homes.Additional specially trained firefighting teams from the lower 48 states and Canada were scheduled to arrive on Monday night and begin assisting on Tuesday, Alaska Forestry Division spokesman Sam Harrel said.Crews have been battling the fires on the ground and from the air, with help from the three Alaska National Guard Blackhawk helicopters, according to state reports.Harrel said the larger fire was ignited by human activity but the specific cause is being investigated. Wildfire officials are warning British Columbians to be careful with fires this long weekend as a 13,000-hectare wildfire continues to burn 70 kilometres southwest of Prince George due to dry conditions.Roughly 80 people have been evacuated from properties near Little Bobtail Lake and Naltesby Lake (Bobtail Lake) by the Regional District of Bulkley-Nechako, and for Norman Lake by the Regional District of Fraser-Fort George since the blaze started earlier this week. An evacuation alert remains in place for nearby areas.
Fire information officer Kevin Skrepnek says the fire danger rating is expected to stay moderate to high in most of B.C. during the Victoria Day long weekend, as dry conditions remains."I'm in Kamloops this morning and we got a little bit of a brief shower, but beyond that we are expecting most areas of the province to be pretty much status quo," Skrepnek told Daybreak South. Akçakale (Turkey) (AFP) - Kurdish fighters seized control Tuesday of a key border town from the Islamic State group, cutting a major supply line in the biggest setback yet for the jihadists in Syria.From across the frontier in Turkey, the Kurds and allied Syrian rebels could be seen raising their banners in place of the black IS flag and taking up positions at the border post.The capture of Tal Abyad, used by IS as a gateway from Turkey to its de facto capital Raqa city, was "the biggest setback to IS since it announced its caliphate one year ago", said Rami Abdel Rahman, the head of the Syrian Observatory for Human Rights monitoring group.The town was a key conduit for foreign fighters and supplies into IS-held territory in Syria and for exports of black market oil from jihadist-held fields in eastern Syria.Tal Abyad's fall was "the most significant loss for IS in Syria yet", said Aymenn al-Tamimi, an expert at the Middle East Forum research group.The Kurdish forces and Syrian rebel allies launched a two-pronged attack on Tal Abyad on June 11, backed by air strikes by the US-led coalition fighting IS in Syria and Iraq.They encircled the town from the southwest and southeast before capturing the border crossing just north of it on Monday.

- 'An easy win' -

The Observatory and Kurdish sources said they had seized full control of the town by early Tuesday."IS withdrew without much fight yesterday... CAIRO (AP) — A U.S. airstrike has killed Al-Qaida's No. 2 leader, who commanded its powerful Yemeni affiliate, dealing the global network its biggest blow since the killing of Osama bin Laden and eliminating a charismatic leader at a time when it is vying with the Islamic State group for the mantle of global jihad.
Nasir al-Wahishi is the latest in a series of senior figures from al-Qaida's Yemen branch eliminated by U.S. drone strikes the past five months, including its top ideologue and a senior military commander. The U.S. has intensified its campaign, trying to push back the group as it has captured new territory in Yemen by taking advantage of the southern Arabian nation's chronic chaos.The US activity against al-Qaida is also not limited to Yemen. Over the weekend, a U.S. airstrike in Libya targeted an al-Qaida-linked militant commander, Mokhtar Belmokhtar, who led a 2013 attack on an Algerian gas complex that killed 35 hostages including several Americans. US officials are still trying to confirm whether he was killed in the raid.Al-Wahishi was a former aide to bin Laden who, after the al-Qaida affiliate in Saudi Arabia was crushed in the mid-2000s, rebuilt it in his homeland Yemen and turned it into the terror network's most dangerous branch. He also served as deputy to Ayman al-Zawahri, who succeeded bin Laden in 2011 as the network's leader. MEXICO CITY (AP) — Authorities closed the waters off the popular beach destination of Puerto Vallarta to small boats Tuesday as Hurricane Carlos continued to skirt up Mexico's southwestern coastline.At least one cruise ship, the Carnival Miracle, canceled a port call planned for Wednesday in Puerto Vallarta, port official Odilon Garcia Castillon said by phone from the Pacific Coast city.With safety alerts in effect from Civil Protection officials, officials were "continuing to monitor the situation," Castillon said.A Category 1 storm, Carlos had maximum sustained winds of 90 mph (150 kph) and was centered about 85 miles (135 kilometers) south of Manzanillo in the afternoon, the U.S. National Hurricane Center said.The storm was moving northwest at about 5 mph (7 kph) past a stretch of coastline that is mostly lightly populated, with the exception of Manzanillo, a port city of about 100,000 inhabitants.Carlos was forecast to weaken over the next 48 hours and likely become a tropical storm as it moved closer to Puerto Vallarta.Education authorities in Jalisco state, where Puerto Vallarta is, announced that schools would close in a half dozen towns.Over the weekend, high surf kicked up by Carlos swamped some boats and washed away small palm-frond beach huts in Acapulco, while strong winds knocked down trees and billboards. Tropical Storm Bill will drift across Texas with torrential rainfall and renewed concerns for major flooding in the South Central states this week.The eye of Bill moved over Matagorda Island, Texas, during Tuesday midday as a tropical storm. Bill will will slowly take a curved path to the northwest and then the north over the state through Wednesday.According to AccuWeather Hurricane Expert Dan Kottlowski, "The main concerns have been and will continue to be the potential for heavy rainfall and major flooding."A tropical storm warning was still in effect from Port Aransas to San Luis Pass, Texas.Motorists should avoid low-lying coastal roads as these will be prone to taking on water through Wednesday, until the storm moves far enough inland.Small craft operators should keep their vessels within the protection of coastal waters through Wednesday-Satellite imagery of Tropical Storm Bill.

Impacts to Expand Inland

Typically tropical systems weaken rapidly when making landfall due to dry air choking off the moisture source needed to maintain intensity. However, the recent heavy rain and waterlogged landscape could cause this storm to weaken slowly."While the best chance for strong winds will be at the coast, strong wind gusts could continue inland quite a ways due to the continued intensity of the storm," AccuWeather Meteorologist Evan Duffy said.The storm will funnel copious amounts of moisture into a zone that had torrential rainfall in May. Flooding from that rainfall continues along some of the rivers in parts of Texas, Louisiana, Arkansas and Oklahoma."Rainfall will result in significant flooding across central and eastern Texas through Wednesday, including the cities of Houston, Dallas and Austin," AccuWeather Meteorologist Chyna Glenn said.The heaviest rain and hence the greatest risk of flooding into Thursday will be focused on the upper Texas coast, central and northeastern Texas and central and eastern Oklahoma.
