SURABAYA, 15TH JANUARY 2015 - The search and rescue (SAR) operations led by The National Search and Rescue Agency (BASARNAS) Republic of Indonesia resumed search and recovery operations in the primary search area today.SAR vessels, helicopters and sea divers were mobilized around the primary focus area today to observe the seafloor prior to the passengers and wreckage recovery as it was suspected that more passengers are likely trapped under the wreckage. However, there are no additional recoveries reported today.The two passengers remains which were recovered yesterday (14/01) are still in Kota Baru, South Borneo and will be flown to Surabaya (Bhayangkara Hospital) for identification purposes.The Disaster Victim Identification Police Department Republic of Indonesia (DVI POLRI) announced that one passenger has been identified as: Cindy Clarissa Soetjipto (female). PANGKALAN BUN, Indonesia: Indonesian divers on Thursday (Jan 15) failed to reach the drowned main body of an AirAsia jet that crashed last month, as bad weather and rough seas hampered efforts to reach the remaining victims' bodies.Flight QZ8501 went down on December 28 in stormy weather during what was supposed to be a short trip from the Indonesian city of Surabaya to Singapore, with 162 people on board. After a lengthy search, a Singapore military vessel spotted the fuselage - the main trunk of the plane - at the bottom of the Java Sea on Wednesday.So far just 50 bodies have been recovered, but authorities hope the main section will contain most of the bodies of passengers and crew. Underwater photos taken by high-tech search equipment showed the fuselage and part of Malaysia-based AirAsia's motto - "Now Everyone Can Fly" - painted on the plane's exterior.Divers tried to reach the wreckage in the morning and again in the afternoon, but did not succeeded in getting close enough to the fuselage, which is about 30 metres (100 feet) under water, to make an initial assessment."Our diving operation was hampered by bad weather," search and rescue agency official S.B Supriyadi told AFP. PANGKALAN BUN, Indonesia (Reuters) - Indonesian navy divers searched for bodies on Thursday in the fuselage of an AirAsia airliner that crashed into the sea more than two weeks ago, killing all 162 people on board.A military vessel found the fuselage on Wednesday, about 3 km (2 miles) from where the tail of the aircraft was hauled up from the bottom of the Java Sea last weekend.Indonesia AirAsia Flight QZ8501 lost contact with air traffic control in bad weather on Dec. 28, less than halfway into a two-hour flight from the Indonesian city of Surabaya to Singapore.The cause of AirAsia's first fatal crash is not yet known, but seasonal storms are believed to have been a factor.Divers retrieved the flight data and cockpit voice recorders earlier this week from the plane's sunken wreckage. Just 50 bodies have so far been recovered with most of the victims believed to be trapped inside the Airbus 320-200's main body.It followed the retrieval this week of both the plane's black boxes, which contain vital information to help investigators determine what caused the crash.AirAsia boss Tony Fernandes confirmed the fuselage had been found in a tweet, saying: "It is so so sad though seeing our aircraft. It’s official, Australians are now being forced to pay a carbon tax on the emissions they produce. The Clean Energy Legislative Package, passed by the Australian Senate on 8 November 2011 become law on 1 July 2012, sets out how Australia will introduce a carbon price (carbon tax) to reduce Australia’s carbon pollution.The carbon tax will increase the cost of living for all Australians and, if effective, will only reduce Australia’s total contribution of global emissions by less than 0.05%. In fact, this will take more than 10 years for such savings to be realised.The price of food, electricity, water, gas, petrol and other essential goods and services will all increase. Options and Considerations for a Federal Carbon Tax by Center for Climate and Energy Solutions-February 2013

Greenhouse gas emissions can be reduced most cost-effectively through market-based approaches that put a price on carbon. The two most commonly discussed approaches are a cap-and-trade system and a carbon tax. By establishing a price for greenhouse gas emissions, either instrument can help correct the market failure that exists when the value of environmental damages is not included in the market price of fossil fuels. A fundamental difference between the two is that a cap-and-trade system sets the maximum level of emissions so the environmental outcome is known but the resulting price is unknown, while a carbon tax sets the price and lets the market determine the environmental outcome. This brief outlines broad considerations in weighing a carbon tax, such as environmental integrity, cost-effectiveness, and distributional equity, as well as fundamental design issues, including who might pay the tax and how to set an appropriate tax rate. The brief also reviews existing carbon taxes abroad and in localities in the United States, along with several recent U.S. legislative carbon tax proposals.

What is a carbon tax?

A tax on greenhouse gases, often called a carbon tax, is a market-based policy instrument that can be used to achieve a cost-effective reduction in emissions.1 For this brief, carbon will be used as shorthand for greenhouse gas emissions because carbon dioxide comprises the overwhelming majority of overall greenhouse gas emissions. (For an in-depth overview of market-based policies to address climate change, see the Center's brief on Market Mechanisms: Understanding the Options).A carbon tax uses the power of market price signals to encourage greenhouse gas emission reductions from a variety of sources. The predominant greenhouse gas produced by humans is carbon dioxide (CO2), which results largely from burning fossil fuels. An upstream carbon tax, for example, would impose a charge on coal, oil, and natural gas in proportion to the amount of carbon they contain. This tax would be passed forward into the price of electricity, petroleum products, and energy-intensive goods. A more broad-based carbon tax could also be designed to apply to non-energy sources of CO2 emissions and on other greenhouse gases based on their global warming potential relative to CO2.The economic rationale for creating a price on greenhouse gas emissions is multifold. First, it would correct an underlying market failure that has led to increasing concentrations of greenhouse gases in the atmosphere. The burning of fossil fuels and other activities that release greenhouse gases are associated with warming global temperatures and adverse climate impacts. The costs of these impacts, including an increase in extreme and damaging weather events, rising sea levels, loss of biodiversity and other effects, will be borne by society as a whole, including future generations. However, these costs are not currently included in the market prices of goods that emit greenhouse gases, leading to an inefficient use of resources and excessive emissions from a societal perspective (see Box 1 for a discussion). A carbon tax would attempt to include these costs in market prices.Second, use of a market-based policy instrument can achieve greenhouse gas emission reductions at lower cost to regulated sectors than a command-and-control approach, which emphasizes source- and sector-based mandates for particular technologies or processes. As technologies that reduce CO2 emissions during or post-combustion are not yet widely available, the primary way to reduce CO2 emissions is to switch to fuel sources with lower carbon content or reduce consumption of fossil fuels. Use of a market- based policy to establish a common price on greenhouse gas emissions is necessary to provide incentives for a broad range of emission reduction options across firms, households, and activities. Some emission reductions will be achieved by firms as they switch from higher- to lower-carbon fuels and invest in energy-saving technologies. Other reductions will come from consumers, who will respond to higher energy prices by purchasing less energy-intensive goods and changing their behavior in ways that use energy more efficiently. Greenhouse gas pricing policies also provide incentives to develop new technologies, such as carbon capture and geological storage and zero-carbon energy sources, and encourage biological sequestration of greenhouse gas emissions in forestry and agriculture.

– The National Search and Rescue Agency (BASARNAS) Republic of Indonesia this evening confirmed to have located the fuselage of QZ8501 in the second focused primary area. The confirmation followed the visual confirmation captured by a SAR vessel's Remotely Operated Vehicle (ROV) showing the main wreckage of QZ 8501 aircraft as well as the right wing on the seafloor of the Java Sea. Sea divers from SAR team will be deployed tomorrow morning for recovery operations.In addition, BASARNAS also confirmed to have recovered two additional passengers’ remains which were located near Sembilan Island, approximately 70 miles southwest from Kota Baru, South Borneo. The two remains will be transported to Pangkalan Bun and then to Bhayangkara Hospital in Surabaya for identification.Meanwhile in Surabaya, Simon Djidrovski Coordinator EDPS, DVI Unit Police Forensics Sub-Directorate INTERPOL visited the crisis center at the East Java Region Police Headquarter this morning. SURABAYA: Interpol on Wednesday (Jan 14) visited AirAsia's Crisis Centre in Surabaya, East Java, to support the multi-national Disaster Victim Identification (DVI) team that has been tasked to identify the bodies of flight QZ8501, and to ensure all procedures follow internationally recognised DVI standards.Two Interpol officials have met the East Java Police Chief and the Head of the East Java DVI unit in Surabaya. Interpol's DVI official Simon Djirovski was delighted that DVI teams from five countries have worked together with Indonesia to identify the bodies and that all DVI procedures have followed international standards.He pointed out the difficulty in search and recovery operations at sea and said families needed to be aware of the bitter reality. "Normally the people are aware about it. This is specific disaster is a very bad disaster. With the situation like this, there is absolutely no possibility that all bodies will be recovered,” said Djidrovski.Djidrovski said that Search and Rescue teams were doing their best to find as many bodies as possible and added that Indonesia has gone a long way in developing its Disaster Victim Identification Unit.Interpol's DVI community consists of 190 countries including Indonesia. SINGAPORE: The main fuselage of the downed AirAsia Indonesia flight QZ8501 has been found by a Republic of Singapore Navy vessel, Defence Minister Ng Eng Hen said on Wednesday (Jan 14).He said the hoped that locating the main wreckage of the Airbus A320-200 aeroplane could help bring "some form of closure" to families of victims.“Chief of Navy RADM Lai Chung Han just informed me that one of SAF’s ships, the MV Swift Rescue, has located the fuselage of the AirAsia plane in the Java Sea," Dr Ng said on Facebook."Images taken by the Remotely Operated Vehicle (ROV) show part of the wing and words on the fuselage. We have informed BASARNAS, the Indonesian search authority, who can now begin recovery operations."The accident is a tragic event resulting in the loss of many lives. KUALA LUMPUR: Aircraft manufacturer Airbus hopes the recovery of AirAsia Flight QZ8501's black boxes can bring clarity to the root cause of what happened to the aircraft.Airbus president and CEO, Fabrice Brégier said the recovery of the black boxes gave him hope that the investigations conducted by the authorities would bring clarity."What we want in this case is to go through detailed analysis of the possible root cause (of the crash)," he said at the Airbus Annual Press Conference held in Paris today, which was webcast live on the internet.Brégier also reiterated the company's commitment to support the investigation and to be as close as possible to one of its best partners around the world, AirAsia.The black boxes comprised the flight data recorder (FDR), which was recovered yesterday, as well as the Cockpit Voice Recorder (CVR), which was found this morning.The FDR records all technical details pertaining to a flight while the CVR, all communications within the cockpit and between pilots and Air-Traffic Controllers, as well with pilots of other aircraft flying along the same flight.corridor.The AirAsia Airbus A320-200, carrying 162 people on board, went down on Dec 28 after losing contact with air traffic control on its way from Surabaya, East Java, to Singapore.The aircraft lost contact after the pilot requested to ascend to 38,000 feet from 32,000 feet to avoid turbulent weather over the sea area between Bangka Belitung and West Kalimantan.

SURABAYA, 13TH JANUARY 2015 – The National Search and Rescue Agency (BASARNAS) Republic of Indonesia today announced that Cockpit Voice Recorder (CVR) of QZ8501 aircraft has been found and lifted from the seafloor this morning. The CVR was found at a distance of approximately 20 meter from the location where the flight data recorder was found yesterday.Following this finding, BASARNAS confirmed that both parts of the aircraft’s blackbox (flight data recorder and cockpit voice recorder) have been evacuated and flown to Jakarta for further investigation by Indonesia’s National Transportation Safety Committee (KNKT).Meanwhile in Surabaya, BASARNAS chief, Marshal Bambang Soelistyo visited the crisis center in East Java Region Police Headquarter this afternoon to have a direct dialogue with the families and loved ones of QZ 8501’s passengers and crew.During the dialogue, Bambang Soelistyo assured the family that the main SAR operation is still on-going and their main priority is to search and recover the passengers despite weather and underwater current challenges faced by the SAR team.The Disaster Victim Identification Police Department Republic of Indonesia (DVI POLRI) announced that two more passengers have been identified as: Oscar Desano (male) and Yuni Astutik (female) today.To date, BASARNAS has confirmed to have recovered a total of 48 remains of which 36 remains have been identified by DVI POLRI and 12 remains are still being identified.AirAsia Indonesia would like to take this opportunity to urge the public seeking progress on the search and evacuation and identification process of QZ 8501 passengers to refer solely to official information from BASARNAS and DVI POLRI.You may also obtain substantiated information only from authorised AirAsia social media accounts: Facebook (www.facebook.com/AirAsia) and Twitter (www.twitter.com/AirAsia)-Our thoughts and prayers remain with the families and friends of our passengers and colleagues on board QZ 8501.

PARIS: Charlie Hebdo's new cover of a crying Prophet Muhammad above the slogan "All is Forgiven" was reproduced by media around the world Tuesday -- but some Muslims saw it as blasphemy.The front page of the French satirical magazine -- its first since many of its staff were slain in a jihadist attack last week that left 12 people dead -- was widely taken up by media in Western nations and in Latin America.It shows the Islamic prophet on a green background under the title "All is forgiven", holding up a sign saying "Je suis Charlie" ("I am Charlie").Charlie Hebdo cartoonist Renald "Luz" Luzier said "I cried" after drawing it.But Egypt's state-sponsored Islamic authority, Dar al-Ifta, quickly denounced it as "an unjustified provocation against the feelings of 1.5 billion Muslims".Violent riots broke out in Egypt and other Muslim countries in early 2006 over 'Prophet Muhammad' caricatures first printed by a Danish newspaper, Jyllands-Posten, and republished by Charlie Hebdo.Tabnak, a conservative online outlet in Iran, an Islamic republic notorious for throwing many journalists in jail, stormed that "Charlie Hebdo has again insulted the Prophet".

English, Turkish, Arabic versions

Major media in many Arab, and some African and Asian countries as well as Turkey, did not show the cover because many devout Muslims view any depiction of their prophet as forbidden.Charlie Hebdo is to print up to three million copies of its new "survivors' issue", due out Wednesday -- far more than the usual 60,000 before last week's attack by two Islamist gunmen brought it worldwide prominence, and a historic record for a French publication. Money from sales will go the victims' families.French, Italian and Turkish versions will be printed, while translations in three other languages -- English, Spanish and Arabic -- will be offered in electronic form, editor-in-chief Gerard Biard told a Paris news conference."Turkey is in a difficult period and secularity there is under attack," Biard said, explaining why the Turkish version was "the most important".A Charlie Hebdo columnist, Patrick Pelloux, had previously said the edition would be available in 16 languages. There was no immediate word why that ambition had been scaled back.The issue will include caricatures by its five murdered cartoonists.An advance copy obtained by AFP contained cartoons mocking the two Islamists who carried out the attack. 'Remain calm'

Major Arab broadcasters Al-Arabiya and Al-Jazeera did not show the cover in their reports.Leaked internal e-mails from Qatar-based Al-Jazeera have revealed a debate between its Arabic- and English-language employees about whether Charlie Hebdo and the "Je Suis Charlie" slogan should symbolise free speech. Most French media outlets, including newspapers Le Monde, Liberation, Le Figaro, published images of the Charlie Hebdo cover.The rector of Paris's mosque, Dalil Boubakeur, urged France's Muslims "to remain calm" over the cover "by avoiding emotional reactions... and respecting freedom of opinion".The head of a big mosque in central eastern Paris, Hammad Hammami, voiced a similar stand. "We don't want to throw oil on the fire," he said. "We consider these caricatures to be acceptable. They are not degrading for the Prophet," unlike previous Charlie Hebdo cartoons.

UK, US media cautious

The cover was widely reproduced across Europe but some Western outlets showed more caution.
In Denmark, for instance, the Jyllands-Posten newspaper that triggered 2006 riots with its 'Prophet Muhammad' cartoons did not reproduce the Charlie Hebdo cover.Britain's The Independent newspaper was the only major daily in London to put the image in its print version. The Telegraph's website cropped the cover to cut out the Islamic prophet's 'image'. The BBC news website did not show it.The Guardian newspaper's website included it with its report, but warned: "This article contains the image of the magazine cover, which some may find offensive."A British radical preacher, Anjem Choudary, who is under investigation for militancy, branded the new publication an "act of war" and a "blatant provocation".Almost none of the newspapers in Italy and in Russia carried the cover image.Many US news media showed prudence. The New York Times website reported on the controversial cover but provided readers only with a link to the site of the French newspaper Liberation. Major television networks also did not reproduce the cover.The Wall Street Journal, though, did, and so did tabloids such as the New York Daily News. According to the French press distribution company MLP, the new Charlie Hebdo issue will be available in many countries that previously never received the weekly, including Australia -- where strong demand was reported -- and in India, where there are around 170 million Muslims.

PARIS: President Francois Hollande vowed on Tuesday (Jan 13) that France would "never yield" to terror in an emotional tribute to three police officers shot dead in a terrorist killing spree, as four Jews gunned down in the attack were buried in Israel.The Marseillaise anthem rang out under grey skies as a grim-faced Hollande pinned the country's highest decoration, the Legion d'honneur, onto coffins draped in the red, white and blue flag, surrounded by weeping families and uniformed colleagues."Our great and beautiful France will never break, will never yield, never bend" in the face of the militant threat that is "still there, inside and outside" the country, said Hollande.The country has been shaken to its core by the bloodshed that began with an assault on the satirical Charlie Hebdo magazine on Wednesday and ended in a bloody hostage drama at a Jewish supermarket two days later.Seventeen people, including journalists, policemen, a black police woman, Muslims and Jews lost their lives in the attacks.The supermarket killer, Amedy Coulibaly, and the Charlie Hebdo gunmen - Said and Cherif Kouachi - were killed in quick succession in two police blitzes on Friday.Refusing to be cowed by the attack that decimated its editorial team, Charlie Hebdo prepared a cover for its next edition on Wednesday showing a weeping Prophet Mohammed holding a sign with the now-famous phrase "Je suis Charlie" under the banner "All is forgiven". It is the kind of goading content that has long drawn the ire of some Muslims because of the depiction of Mohammed, which many see as sacrilegious.

MUSLIM LEADERS URGE CALM

French Muslim groups urged their communities to "stay calm and avoid emotive reactions" to the new Charlie Hebdo cover, while respecting freedom of opinion.In Israel, thousands of mourners gathered at a cemetery for the funeral of Yoav Hattab, 22, Philippe Braham, 45, Yohan Cohen, 23, and Francois-Michel Saada, 64, who were killed at the kosher supermarket.Israeli Prime Minister Benjamin Netanyahu told mourners that world leaders were "starting to understand that this terror committed by extremist Islam represents a clear and present threat to peace in the world in which we live."During their attack on the magazine, which also lampoons other religions, the gunmen proclaimed they were "avenging the Prophet". Charlie Hebdo, which has become the symbol of freedom of expression in the wake of the bloodshed, was preparing a massive print run of three million copies, compared to its usual 60,000.Two policemen, Franck Brinsolaro, 49 and Muslim officer Ahmed Merabet, 40, were killed during the attack on Charlie Hebdo.The third police officer Clarissa Jean-Philippe, 26, originally from the French Caribbean island of Martinique, was gunned down by Coulibaly the next day when she arrived on the scene of a car accident he was involved in the southern suburb of Montrouge. Many believe he was on his way to a Jewish school down the road."That woman saved our children," said one parent.At the Paris police headquarters pallbearers marched slowly through the square to the strains of a funeral march past a huge Tricolore flag fluttering lightly in the breeze. "They died so that we could live in freedom," Hollande said of the police officers.

'A MILITARY OPERATION'

France has Europe's largest Muslim and Jewish populations and the attacks prompted a historic outpouring of unity and saw nearly four million people rally across the country on Sunday.Some 1.5 million came out onto the streets of Paris alone, but the nation remains jittery after its worst attacks in half a century and Defence Minister Jean-Yves Le Drian announced some 10,000 troops will be deployed to protect sensitive sites.He said the deployment, in addition to another 5,000 police officers on the streets, was being handled like "a military operation". "This is the first time that our troops have been mobilised to such an extent on our own soil," he said.With tensions still high, Muslim community leaders have reported more than 50 incidents since the Charlie Hebdo assault, including apparent arson at a mosque in the city of Poitiers on Sunday.Prime Minister Manuel Valls will on Tuesday address parliament on the country's response to the terror threat as attention turns to security failings that allowed men known to anti-terror police to slip through the cracks.

SECURITY FAILINGS

Valls has admitted there were "clear failings" after it emerged that the Kouachi brothers had been on a US terror watch list "for years". Said Kouachi, 34, was known to have travelled to Yemen in 2011, where he received weapons training from Al-Qaeda in the Arabian Peninsula. And 32-year-old Cherif was a known militant convicted in 2008 for involvement in a network sending fighters from France to Iraq.The brothers carried out the Charlie Hebdo attack before leading security forces on a massive manhunt that ended at a small printing business outside Paris where they took the manager hostage. Police gunned them down after they ran out of the building spraying bullets in a final act of defiance.Coulibaly claimed he had coordinated his acts with the brothers. The repeat criminal offender had also been convicted for extremist activity and swore allegiance to the Islamic State militant group.

HUNT GOES ON

As investigators hunted for those who may have assisted the killers, images of Coulibaly's wanted partner Hayat Boumeddiene emerged at Istanbul airport accompanied by an unidentified man. She is believed to have entered Turkey before the attacks and went on to Syria."We think there are in fact probably accomplices," Valls told French radio. "The hunt will go on."In Bulgaria it emerged a Frenchman arrested on January 1 trying to cross into Turkey was in contact with Cherif Kouachi.France has been on high alert for several months over its citizens who go to fight alongside Islamic State militants in Iraq and Syria, some of whom have been pictured in grisly execution videos.Valls also said 1,400 people were known to have left to fight in Syria and Iraq, or were planning to do so. Seventy French citizens have died there. The IS group has issued direct threats against France which is carrying out air strikes against them in Iraq as part of a US-led coalition.- AFP/by/ir

Mia Bloom is not surprised by this statement. In today’s interview, she explains why women make great ‘shells for bombs’ but are not part of the leadership of terrorist organizations.By Andrea Ó Súilleabháin for Global Observatory of the IPI

There are more women now involved in terrorism, but none are in any kind of leadership role, said Mia Bloom, Professor of Security Studies at the University of Massachusetts-Lowell, in this interview with the Global Observatory. “While the women may be used, in essence, as the shells for bombs, they're not making the decisions, they're not writing the ideologies, and they're not performing a leadership role that they did in previous generations when women held positions of power and influence,” she said.“It is interesting that, two days ago, the head of Hezbollah, [Hasan] Nasrallah, came out with a statement that women can participate as suicide bombers but they can't run for election.”Women become terrorists for many reasons: respect, relationships, rape, and also to change their reputations in cultures where women are marginalized, judged, and punished harshly. “What we're seeing in certain conflicts is that when women become suicide bombers, they become more famous than they could've ever been in their lives. Young girls are looking towards them as a source of emulation and want to follow in their footsteps. So, having positive role models would be very important in terms of the next generation.”Ms. Bloom said children are coerced into terrorism without full knowledge of what they are doing, and are drawn in for lack of other options. “If you have environments where there is rampant hopelessness, a lack of education and no resources, the terrorist groups are offering something that may seem very positive to a child: food, shelter, protection for their family. If there are other opportunities, it's likely the children will choose the other opportunities, but in an environment in which there is nothing except the terrorist organization, it makes it especially difficult.”“One of the reasons that I talk about this is to show that the terrorist groups, especially transnational groups, really do not care about the civilians in the conflict. They are using the civilians for their own purposes,” she said. “This is very different from ethno-nationalist conflicts, where the groups represent a minority population. Transnational groups are basically using the local population as cannon fodder, and if we can make that known, that will lessen their attractiveness to the locals and maybe inoculate the locals to have terrorist groups operate from within their midst.”"It’s important that we demobilize and demystify what involvement in terrorism actually entails," she said. "I think the problem is, in many instances, both children and youth look at involvement in terrorism as something that's exciting, something positive, and if they actually knew what an involvement really entailed, they'd probably be less enthusiastic."The interview was conducted by Andrea Ó Súilleabháin, a Visiting Fellow at the International Peace Institute.

Andrea Ó Súilleabháin: I’m here today with Mia Bloom, Professor of Security Studies at the University of Massachusetts-Lowell. Mia’s research focuses on women in terrorism, rape in war, the exploitation of children in conflict, and suicide terrorism. She has written two influential books, Dying to Kill: The Allure of Suicide Terror and Bombshell: Women and Terrorism. Mia, thank you for speaking with me today in the Global Observatory.As your research shows, women carrying out acts of terrorism is not a new phenomenon—they have done so for decades. But their role is increasing, and more women are drawn to terrorism than ever before. Why is this? Mia Bloom: Well, you're right, women have been involved in terrorism since the 1960s and 70s, especially in the secular groups in Europe, many of which were left-wing groups. And they provided both ideological leadership as well as leadership to the groups; so for instance, in Germany the Baader Meinhof group was in part led by Ulrike Meinhof.

What we have now is larger numbers of women who are involved, but not in any kind of leadership role. Instead, we see women on the front lines that are largely used because it's expedient, because they can get through security checkpoints, because they are not expected, but they are not necessarily making decisions about operations. One example I made in my book, Bombshell, is how in the 2002 Dubrovka Theater siege, there were several Chechen black widows wearing suicide belts, but they were not in control of the mechanism that detonated those suicide belts. So, while the women may be used, in essence, as the shells for bombs, they're not making the decisions, they're not writing the ideologies, and they're not performing a leadership role that they did in previous generations when women held positions of power and influence. AOS: You’ve researched and interviewed women in terrorism in dozens of countries, from women in the Provisional Irish Republican Army in Northern Ireland to female Tigers in Sri Lanka and female suicide bombers in Iraq. Are there common motivators and mobilizers across regions, religions, and cultures that push women to getting involved in terrorism? MB: One of the things that I found looking at very different kinds of cases of women's involvement is that there wasn't one single thing that motivated all women, but there were several things that linked women across the Middle East, Europe, South Asia. The best predictor of a woman's involvement in any kind of terrorist organization is the involvement of a male family member. This is done not only because women might experience some sort of family or social pressure to get involved, but it's also an excellent vetting mechanism for the organization to ensure that the person who's being recruited isn't going to be an informant or work for the government or provide information and spy on them.One of the things that I started to see in Northern Ireland and Chechnya and in other cases was that terrorism was part of the family business. If one member of the family got involved, the sisters and the cousins and the female members of the family would also get involved. Of course, this varied in terms of the levels of coercion. So, in some cases, the women would be married off to well-known Jihadis, knowing full well they probably wouldn't survive more than two years in the marriage. In other cases, the women motivated themselves to participate but not necessarily as suicide bombers; so women’s involvement varied significantly.Another theme that linked women's involvement was sexual violence perpetrated against the women; victimization was one way in which women were mobilized into terrorism as a kind of “take back the night.”At checkpoints in Sri Lanka if the Sinhalese army sexually abused Tamil women, the Tamil Tigers made it clear that those women were welcome to join the LTTE, and their reputations would be completely absolved. We also see this in places like Iraq where Samira Ahmed Jassim oversaw the rape of eighty women and of whom thirty-two were already successful suicide bombers by the time she was captured.We see sexual violence against women as a motivator, but also as a way of mobilizing men by making the claim that if the men do not go to the region on jihad to help their sisters in Islam, women will be raped and they didn't step up.

One of the things that I said in the book is that there are a few things: respect, relationship, rape, as well as women wanting to rehabilitate their reputations. And this is in a few other instances where their reputations might've been placed into question. The first five Palestinian suicide bombers, extensively written about by Barbara Victor, were trying to basically reinvent themselves by becoming suicide bombers: one woman had been accused of having a sexual relationship outside of marriage; in one instance, a woman's father had been accused of being a collaborator; in another case, a woman was incapable of having a child, and her husband left her, so this was a source of great shame in the community. By becoming a member of a terrorist organization and then becoming a Shahida or a martyr, the women completely reinvent themselves and no one thinks of them in a negative way; now they’re only seen in the positive.The same thing in Northern Ireland—women were able to gain a lot of respect by becoming members of the provisional IRA, to a point. One of the things that I wrote about in the book that most people don't realize is that while Bobby Sands and nine other of his colleagues went on hunger strikes in Northern Ireland, women also went on hunger strikes. AOS: To follow up on that idea of women in terrorism as redeeming their reputation and establishing themselves as important in the community, do you think that empowering women in positive leadership roles—such as political and peace processes or conflict mediation—could also counter participation in terrorism, by modeling an alternative path for a strong identity and social change? MB: Having women in leadership positions is definitely a way of incentivizing and motivating young women to follow suit, and one of the things that we're seeing in certain conflicts is that when women become suicide bombers, they become more famous than they could've ever been in their lives. Young girls are looking towards them as a source of emulation and want to follow in their footsteps. So, having positive role models would be very important in terms of the next generation. I don't know if having women in positions of leadership where this is not the norm is necessarily going to be helpful in certain cultures in which this will be seen as Western involvement through women.It's important that if women have these positions of leadership then there's no footprint of Western countries, especially the United States. That it becomes part of civil society, a bottom-up approach, where women's involvement isn't seen as a negative or that they’re puppets of the West. It is interesting that two days ago the head of Hezbollah, [Hasan] Nasrallah, came out with a statement that women can participate as suicide bombers but they can't run for election. So here you have an instance where women's participation is permitted in one capacity but is not a political role.AOS: As more women engage in violence, there are also children fighting, in Somalia, Syria, Mali, and many other current conflicts, not only as soldiers but as child terrorists and even suicide bombers. Based on your current research, how and why is this happening? MB: A lot of the groups turn to women when it becomes very difficult for men to infiltrate a target. As targets are hardened and it becomes increasingly difficult for men to cross borders or checkpoints, a lot of the groups become very flexible and start to look towards women as a wonderful source of recruitment.The same thing has been true of children. Where it becomes more difficult in the conflict either to recruit men or to get men through hardened targets, children become a natural operative. We have started a study to look at the effect of having to face children who are militarized or armed: what effect does that have on soldiers? Does it increase the levels of PTSD? The preliminary study has shown that it becomes much more difficult over the long-term. If American or British or NATO soldiers are facing children, of course there's the hesitance to shoot because these are children, but at the same time, there isn't an existing standard operating procedure for how you engage children. So it's really a murky area, it's on a case-by-case basis.It’s been very difficult to fight children's involvement in any kind of violent extremist organizations. I'm hesitant to use terms common in the media, like “child terrorist” or “baby bomber” or “baby Jihadi,” in part because many of these children don't completely understand what they're getting involved in, and they really can't make the kinds of choices to become members of a terrorist organization that adults can make. So, we have to understand the roles of the community; whether there are cultures of martyrdom that are either gently or not so gently pushing the children in that direction; whether the terrorist organizations have youth movements in order to funnel children into the terrorist groups; or whether there are cultures of martyrdom that actually promote involvement in terrorism or in jihadi operations.

All of these will have an influence on children to participate. And it's one of the things that is very worrying because we're seeing increasing numbers of children, we're seeing children in Somalia being used in al- Shabaab recruitment videos, we see children increasingly in militant groups; and then also television programming and books and media directed at children in order to get them involved at an early age. And as we see this, we need to figure out ways to combat it.AOS: To end on a positive note, how can women and children be demotivated and demobilized? Have you encountered effective strategies and programs in the field for prevention and rehabilitation? MB: Perhaps one of the most effective programs I've encountered is in the Swat Valley in Pakistan, an organization called Sabaoon, which is translated as "the first rays of dawn's light." It’s a rehabilitation facility for children who have been caught by the military and the police involved in terrorism. In most cases, over 56% of the time, the children were coerced or kidnapped by the terrorist group or handed over by the families—also under duress—to the TTP, the Pakistani Taliban. And it's important that this organization has training that provides the children with education and skill sets. It also provides the children with religious studies to undermine the existing stereotypes and falsehoods that the children have been taught by the terrorist group about the Islamic faith.That is one of the better ones. I think what makes it so excellent is that it’s a multipronged approach. The program is run by psychiatrists and psychologists and social workers. It's funded by the [Pakistani] military, and the military has a presence there, but it's really run by people who are interested in the children. But it also has a lot of aftercare—follow-up visits, visits with the families and the communities to help with reintegration—that makes it unique.In terms of being hopeful, I think it's important to demotivate the children by providing them other opportunities and other pathways. If you have environments where there is rampant hopelessness, a lack of education and no resources, the terrorist groups are offering something that may seem very positive to a child: food, shelter, protection for their family.
