The winner of a conceptual design competition for a memorial honoring the passengers and crew of Malaysia Airlines Flight 17 (MH17) has been announced.The open-ideas architectural competition, launched in October 2014 by the city of Amsterdam in association with Matterbetter, aimed to find a possible way to mark the tragedy with a public installation at a 350-year-old Navy base in the Dutch capital.The winning concept "Memorial in the Sky", designed by US-based William Smith and Hiroshi Kaneko, features a sunken dais placed just below the surface of the water, reflecting the sky above. A series of delicate columns rises from the water, with the hope that they will in time act as supports for the various plants and foliage placed throughout the space.

TAIPEI: At least 25 people were killed Wednesday when a passenger plane operated by TransAsia Airways clipped an overpass soon after take-off and plunged into a river in Taiwan, the airline's second crash in seven months.As the rescue operation continued into the night, a crane lifted the rear and central sections of the plane from the water, with one body retrieved from inside.The front part, where 17 people are believed to be trapped, was still in the water.TransAsia said 16 survivors had been pulled out of the wreckage after the turboprop plane crashed with 58 people onboard. Many of the passengers were mainland Chinese tourists.Cold weather, poor visibility and rising water levels were hampering the rescue, officials said, admitting they were now "not optimistic" about finding survivors.Dramatic amateur video footage showed the TransAsia ATR 72-600 hit an elevated road as it banked sidelong towards the Keelung River, leaving a trail of debris including a smashed taxi."I saw a taxi, probably just metres ahead of me, being hit by one wing of the plane. The plane was huge and really close to me. I'm still trembling," one witness told TVBS news channel.An AFP reporter at the scene said he had seen bodies being pulled from the wreckage into the early evening.Desperate crew shouted "Mayday! Mayday! Engine flameout!" as the plane plunged out of the sky, according to a recording thought to be the final message from the cockpit to the control tower played on local television.Aviation officials said they had not released the cockpit recording, suggesting it may have come from amateurs monitoring the radio."An engine flameout refers to the engine shutting down in flight," said Daniel Tsang, founder of Hong Kong-based aviation consultancy Aspire Aviation."The engine stops producing thrust and the combustion process fails and no longer generates any forward propulsion to the aeroplane."But Tsang told AFP that pilots were "very well trained" to deal with the failure of one engine and the causes of the accident were likely to be more complex.It was the second fatal crash involving a TransAsia Airways plane within a few months. A flight operated by the domestic airline crashed in July during a storm, killing 48 people.

Hope fades

Wednesday's accident happened just before 11:00 am (0300 GMT), shortly after Flight GE235 left Songshan airport in northern Taipei en route to the island of Kinmen with 53 passengers and five crew on board.Six airline officials, including chief executive Peter Chen, bowed in apology at a televised press conference."We would like to convey our apologies to the families (of the victims) and we'd also like to voice huge thanks to rescuers who have been racing against time," said Chen.In a statement later Wednesday, the airline said that 25 were confirmed dead, with 16 survivors.Those missing are thought to be trapped inside the submerged front section of the plane."As it has been a while and the weather is cold, things are not optimistic, but rescuers will do everything to find and rescue the remaining missing people," said Lin Kuan- cheng from the National Fire Agency."Rising water levels and poor visibility underwater has made the work very difficult," added senior rescue official Wu Chun-hung.There has been no official comment on the cause of the crash, but the black boxes have been retrieved.Several former pilots told local media that the plane's sideways flip while in the air could have been caused by the failure of one of the engines.

Desperate rescue

Rescue boats remained in the water late Wednesday, where the remaining front section of the plane is completely submerged.Rescuers with flashlights scoured through the rear and central parts of the plane after they were brought to shore by crane.Earlier in the day survivors had been ferried to safety in dinghies as rescuers tried to pull people out with ropes.China's Xiamen Daily said on its social media account that the 31 mainlanders on board were part of two tour groups from the eastern Chinese city.One tour guide now confirmed dead, named as Wang Qinghuo, had been due to marry on Sunday, it added.Xiamen is in Fujian province, across the Taiwan Strait from the island.An employee of one of the tour agencies, surnamed Wen, told AFP that it had 15 clients onboard, including three children under 10.The rest of the passengers and crew were Taiwanese, according to the airline.Aviation officials said the plane crashed minutes after taking off from Songshan airport, after losing contact with the control tower.Lin Chih-ming, head of Taiwan's Civil Aeronautics Administration, said the ATR 72-600 was less than a year old and was last serviced just over a week ago.The pilot had 14,000 flying hours and the co-pilot 4,000 hours, Lin said.The airline said it had received the plane in April last year and it was the newest model of the ATR.In last July's crash, the 48 people were killed when another domestic TransAsia flight crashed onto houses during a storm on the Taiwanese island of Penghu.

MONTREAL: The International Civil Aviation Organisation said on Tuesday (Feb 3) it plans to collect all data on flight risks over conflict zones and disseminate this information to airlines, despite reservations from Russia.The measure is a response to the crash of Malaysia Airlines flight MH17 last July after being shot down over eastern Ukraine. Kiev and the West have claimed the airliner was shot down in the conflict-torn area by separatist fighters using a BUK surface-to-air missile supplied by Russia. Moscow denies the charges, pointing the finger at Kiev.At a meeting in Montreal of ICAO's 191 member states and aviation leaders on Tuesday, experts proposed creating a system to store all risk information. Though the repository would contain much of the data that is currently available to carriers, this is often fragmented.The proposed system would include information from an array of sources, such as from nations' intelligence services. The Malaysian delegation noted that the MH17 crash could have occurred to any of the commercial aircrafts that flew over eastern Ukraine that same fateful day.Russia said monthly notices to pilots, known as Notices to Airmen or NOTAM, were sufficient to warn carriers of risks. Russia could force a delay until 2016 in the amalgamating of warnings and data available now in other documents, such as the Aeronautical Information Publications and Aeronautical Information Circulars. New Cold War: US, Russia fight over Europe's energy future-Associated Press-By BRADLEY KLAPPER and MATTHEW LEE-FEB 3,15-YAHOONEWS

WASHINGTON (AP) — The United States and Russia are once more locked in what could be a generation-defining conflict, and Europe is yet again the core battleground. But this Cold War reprise isn't about military supremacy.It's about heat and electricity for tens of millions of Europeans. The points on the map aren't troop deployments, tank battalions and missile silos but pipelines, ports and power plants.
As the Obama administration escalates economic sanctions on Russia and weighs military support to Ukraine, it also has revved up a less noticed but far broader campaign to wean Central and Eastern Europe off a deep reliance on Russian energy. Success, U.S. officials say, would mean finally "liberating" former Soviet states and satellites from decades of economic bullying by Moscow.To that end, Washington is helping set up new natural gas pipelines and terminals in a region that depends on Russia for more than 70 percent of its energy needs. It is pushing American companies' bids for nuclear plants and fracking exploration in Europe.Yet as the U.S. makes headway, the Kremlin is fighting back, warning neighboring governments about the consequences of looking westward for fuel. Russia is trying to outmaneuver the U.S. on nuclear bids, buy up pipeline infrastructure across Europe and control not only how its vast energy reserves move westward, but what European governments can do with those supplies afterward."It's a chess match," said Amos Hochstein, the State Department's special envoy for international energy affairs, as he pored over a map of Europe dotted with existing and proposed pipeline routes.Although the U.S. has pressed its European partners for decades to find new oil, gas, coal and nuclear sources, the crisis in Ukraine has upped the ante. Russia's takeover of Crimea last year and continued support for rebels in a brutal civil war in Ukraine has changed Europe's mindset about relying so heavily on Russian energy.Last month, Secretary of State John Kerry visited Bulgaria to push for a new gas spur and to promote an American company's bid to build a new nuclear plant. Bulgaria relies on Russia for 85 percent of its gas and all of its nuclear power. The prices, among the highest for NATO countries, are a concern within the alliance, which prides itself on winning the Cold War."The battle was won," Kerry told staffers at the U.S. Embassy in Sofia. "And here we are today in 2015, and Russia is still trying to impose on people its will."In November, Vice President Joe Biden visited Romania, another vulnerable country, and Turkey, Europe's bridge to resource-rich Central Asia, to press the case.Victoria Nuland, America's top diplomat for Europe, and energy envoy Hochstein have spent much of the past few months working with Europe on a coordinated energy strategy. Their message: Failure now will only invite more Russian pressure.While episodes of Russia shutting off the energy spigots to its neighbors have raised alarms, persistent infighting among European governments and energy companies has hampered diversification efforts across the continent.Big countries, especially, have found it easier to make private deals with President Vladimir Putin's government. And that has done little for Europe's most vulnerable economies, whose infrastructure is designed only to take in supplies from Siberia.

But, increasingly, there now is action in addition to diversity talk.With U.S. support, Lithuania and soon Poland will be importing liquefied natural gas from Norway, Qatar and potentially the United States. German chancellor Angela Merkel criticised Hungarian prime minister Viktor Orban over his government's treatment of the opposition, civil society, and media and openly clashed with him over the definition of democracy during a visit to Budapest on Monday (2 February).In a sometimes tense joint press conference, Merkel expressed doubt over Orban’s interpretation of democracy.“Honestly, I can’t understand what is meant by illiberal when it comes to democracy,” she said.The chancellor was referring to a speech by Orban last year in which he said he was building an “illiberal” state in Hungary, and cited Russian and Turkey as examples.But Orban replied that "not all democracies have to be liberal" adding: “Those who say that democracy is necessarily liberal are trying to put one school of thought above others and we cannot grant that."Merkel also criticised the Hungarian premier’s treatment of diverging opinions, saying that societies thrive through dialogue.“It is very important in a democracy, including when one has a broad majority, to recognise the role of the opposition, civil society and media,” the German leader said.Orban's right-wing Fidesz party has ruled with a two-thirds majority in parliament for five years, and has been accused of abusing its super-majority.Speaking later at the German-language Andrassy University in front of around 100 students, Merkel said: "In a democracy the opposition is not an enemy, the majority must protect the minority.”She also called for media pluralism and a free civil society, amid criticism within and outside Hungary, most notably Washington, that Orban is undermining democracy.Ties between Hungary and Germany - its biggest investor and largest trading partner - have cooled over the last years and it is Merkel’s first visit since Orban came to power in 2010.The trip was seen as an effort to reinforce relations amid attempts by the Hungarian PM to forge close ties with Russian President Vladimir Putin, who is due to visit Budapest on 17 February.Orban was willing to clash with Brussels over the now dropped Russian-backed South Stream gas pipeline. Denmark could follow the lead set by Switzerland last month and abandon rules capping its kroner currency to the euro, as the kroner becomes too strong to maintain the link.On Tuesday (3 February) the Danish National Bank will publish information about the size of its currency holdings in January - which are expected to show a flood of buyers for the kroner as investors look for a safe haven.Having negotiated an opt-out from the single currency in the Maastricht treaty, Denmark instead joined the European Exchange Rate Mechanism (ERM2) in 1999, requiring the kroner to be kept within a plus or minus 2.25 percent band to the euro.Danes then voted by a 53-47 percent margin to stay out of the single currency in a referendum in 2000.Under ERM2, both the Danish central bank and the European Central Bank in Frankfurt are obliged to to keep the currency stable. In the process, however, the kroner is in danger of becoming too strong for policy-makers to maintain a fixed exchange rate with the euro.Denmark’s efforts to defend its euro peg and stop investors buying kroner have driven its benchmark deposit rate to minus 0.5 percent, the third cut in less than two weeks.Meanwhile, interest rates on 10-year government paper fell to 0.15 percent after the Danish central bank’s decision on Friday (30 January) to suspend bond sales.It is more common for governments to worry that their cost of borrowing is too high and about dwindling foreign currency reserves, but Denmark has already sold enough bonds to cover its entire borrowing costs for 2015."The National Bank has the advantage that it can print new money. Three Ottawa men were charged Tuesday by the RCMP Integrated National Security Enforcement Team with taking part in activities related to financial and ideological support of ISIS, the jihadist group that controls large regions in Iraq and Syria.The charges against Awso Peshdary, John (Yahya) Maguire and Khadar Khalib include conspiracy to facilitate a terrorist act, knowingly participating in the activities of a terror group and counselling a person to knowingly participate in a terrorist activity.Peshdary, 25, was taken into custody earlier today in Ottawa. Maguire, 24, and Khalib, 23, are being charged in absentia.The RCMP believe Maguire and Khalib are fighting with ISIS (Islamic State in Iraq and Syria) in Syria or Iraq.A number of Twitter accounts associated with foreign fighters in the region reported that Maguire was killed in combat in Syria last month, but the RCMP said they have no independent confirmation of his death.RCMP said arrest warrants have been obtained and an Interpol red notice has been issued, alerting international authorities to watch for the men."The RCMP continues to work actively with its domestic and international partners to bring them back to Canada so they can be prosecuted to the full extent of the law," the RCMP said in a press release issued Tuesday.

It began in December 2012, the month Maguire left Canada to participate in the civil war in Syria, and culminated on Jan. 21.CBC News has learned that police believe Peshdary radicalized Maguire, who publicly threatened Canada in an ISIS video released late last year.Police maintain that Peshdary led Maguire — a relatively new convert to Islam — to extremist materials, groomed him, and paid for his flight overseas.Intending to join Maguire in Syria, Peshdary bought a ticket for himself, police said. However, he never properly applied for a passport and was forced to stay in Ottawa, where police maintain he went to work radicalizing others.Police believe he persuaded Khalib, a student at Algonquin College and a friend of Maguire, to join ISIS. Khalib left Canada via Toronto's Pearson International Airport on March 29, 2014. (Reuters) - The state of Washington said Tuesday it has established a third poultry quarantine zone after state officials discovered that a flock of about 100 birds in Okanogan County was infected with the avian influenza virus.The Washington State Department of Agriculture adopted an emergency rule on Sunday to establish the new quarantine area, which encompasses a six-mile area in Oroville, Wash., state officials said.State officials are conducting additional tests to identify the specific flue strain that infected the flock. About half of the 100 birds have died, according to agriculture officials.The quarantine generally restricts the movement of all eggs, poultry or poultry products from leaving that area.The state had set up the first emergency quarantine in the area on Jan. 29, after a flock of nearly 5,000 birds tested positive for the H5N2 influenza strain. Another quarantine zone was also set up in Clallam County, in response to a separate infected flock.The U.S. Department of Agriculture said at the time the virus did not pose a health risk to the public, and birds and other poultry products from such infected flocks would not enter the food system.Regardless, China last month banned all imports of U.S. poultry products and eggs following the discovery of avian influenza in the U.S. Pacific Northwest, the USDA said. SAINT JOHN, N.B. - The City of Saint John, N.B., declared a state of emergency Tuesday after the third storm in less than a week pummelled the port city overnight and left its streets choked with snow.Mayor Mel Norton said it was the first time in almost three decades that the city declared a state of emergency, which allows the city to ban on-street parking so that plows can clear heaps of snow that have reached levels not seen in recent years.The state of emergency will be in effect for up to a week in the city's southern peninsula, he said.The latest storm has left 126 centimetres of snow on the ground, Environment Canada said. NEW YORK/BOSTON (Reuters) - Wicked winter weather gripping the northeastern United States exposed weaknesses in mass transit systems from Boston to New York, with commuters stranded on icy train platforms amid delays stretching into Tuesday.A day after a deadly snowstorm slammed the region, extreme delays crippled Boston's subways, including the most heavily traveled Red Line, which sees about 273,000 riders each day."A week of constant exposure to frigid temperatures, ice, and record snowfall has taken a major toll on the MBTA's vehicles and infrastructure," the Massachusetts Bay Transit Authority said in a statement."We're incredibly late and we're incredibly annoyed," Jeremiah Graves, 31, said as he and a companion waited for a bus to get to work after no train showed up at the Harvard stop."The decision should have been made yesterday to shut down everything and have time to clean up for today," he said, referring to the second major storm in less than a week to pummel the Northeast. It was blamed for at least seven deaths, including some in the Midwest, where it struck first.In New York City, icing on Monday was blamed for paralyzing the Number 7 subway line - which serves 500,000 riders a day - and doubling commuting times for some who scrambled to squeeze onto buses or taxis."'7'th ring of hell for frozen Queens riders," proclaimed a Daily News headline about the end-to-end shutdown for six hours, which began when workers tried to remove an umbrella burning on the electric third rail and wound up allowing ice to form on the third rail, which stalled a train and brought the line to a halt."Am I going to be stranded in Queens all day?" Helen Gutowski, 24, a performance artist, recalled worrying after the train went out of service, and she waited for a bus for two hours in the cold before she started walking the snowy streets to head home.On Tuesday morning, three other subway lines were delayed because of signal problems that could be weather related, said Amanda Kwan, spokeswoman for the Metropolitan Transportation Authority, which oversees the subway system, including 220 miles of track that are above ground and exposed to the elements. (CNN)The fate of captive Jordanian pilot Moaz al-Kassasbeh, seized by ISIS militants after his jet crashed last month in Syria, hangs in the balance.A message purporting to be from ISIS has set a deadline for Jordan: Bring convicted terrorist Sajida al-Rishawi to the Turkish border by sunset Thursday or the pilot will die.Tied to his fate is that of Japanese hostage Kenji Goto, also held by ISIS.Jordan has said the pilot is its priority. It's ready to release al-Rishawi if al-Kassasbeh is released unharmed.So who is al-Kassasbeh and how did he end up in ISIS' hands? Pictures of the Royal Jordanian Airforce pilot show a serious-looking, clean shaven young man in military uniform.According to the Jordan Times, an English-language newspaper published daily in the kingdom, the 27-year-old holds the rank of lieutenant.One of eight children, he comes from Karak Governorate in Jordan and graduated from King Hussein Air College, the newspaper says.At the time of his capture, his father, Safi al-Kassasbeh, told the Jordan Times that his son was "a very modest and religious person," who memorized the Quran and "was never harmful to anyone."

'Precious' blood

The family's desperation can only have grown as time as passed and as Moaz al-Kassasbeh's fate has been linked by ISIS to that of Goto and the release of al-Rishawi.Goto appeared to hold a picture of the pilot, now bearded, in a video message purported to be from ISIS that was released Tuesday.On the same day, Safi al-Kassasbeh joined hundreds of fellow Jordanians at a solidarity protest held in the capital, Amman, where he called on the Jordanian authorities to act to secure his son's release."I firmly ask whomever has sent Moaz to fight outside the borders of Jordan, on a mission unrelated to us, to make strong efforts to bring back Moaz," he said."Moaz's blood is precious, it's precious and it represents the blood of all Jordanians," he said.The plight of Moaz al-Kassasbeh is sure to resonate with Jordan's King Abdullah, who has been a pillar of the international effort against ISIS and is himself a former helicopter pilot.The young captive hails from a high-ranking tribe considered especially loyal to the monarchy.Abdullah's wife, Queen Rania, posted an image to her 400,000 Instagram followers shortly after meeting with the pilot's family. "We are all Moaz," it said in Arabic, beneath a picture representing a fighter jet in the colors of the Jordanian flag.From the start, Jordan has played a pivotal part in the U.S.-led coalition against ISIS. But it is not a popular war within Jordan, adding to the pressure on the authorities to secure al-Kassasbeh's release.' They will kill me' Late last month, ISIS published in its English-language online magazine Dabiq what it claimed was an "interview" with the pilot.Al-Kassasbeh is shown wearing what appears to be an orange jumpsuit.Asked if he knows what ISIS will do with him, he replies: "Yes. They will kill me."Militants say they captured al-Kassasbeh after he ejected from his crashing F-16 on December 24, having taken part in U.S.-led coalition airstrikes near ISIS' de-facto capital, Raqqa.Images provided by the extremist organization's media wing and circulated widely on social media showed bearded men with Kalashnikovs pulling the terrified airman out of a nearby river."We entered the region of Raqqa to sweep the area, then the striker jets entered to begin their attack," al-Kassasbeh said, according to the online publication. "My plane was struck by a heat-seeking missile. I heard and felt its hit."The Jordanian government and U.S. Central Command described the incident as an aircraft crash and adamantly stated that it was not shot down by ISIS, as the group claims."I checked the system display and it indicated that the engine was damaged and burning," the pilot is quoted as saying. "The plane began to deviate from its normal flight path, so I ejected.
