SEOUL (Reuters) - The man in the olive drab uniform and oversized Soviet-style military cap who strode through South Korea's main airport last week has climbed from an obscure desk job in North Korea to the most powerful position outside the ruling Kim family.Hwang Pyong So, now a top military aide to the North's leader Kim Jong Un, has had an unprecedented rise to the top rungs of North Korea's leadership in the space of a few years. With intense speculation on the whereabouts of Kim after his disappearance from official media for over a month, Hwang is even more in focus.Last week, Hwang was at the head of a delegation that visited South Korea for the closing ceremony of the Asian Games in the city of Incheon with little advance notice.He is the most senior official from the North to have ever come to the South, and opinion is divided on whether this could be a sign of turmoil in Pyongyang.Hwang, who is 64 or 65, was in the Organisation and Guidance Department (OGD), a powerful and secretive body that finalises appointments within North Korea's leadership, and rose to be its second-in-command, according to North Korea experts and South Korea's Unification Ministry.At the time, the OGD was headed by Kim Jong Il, the father of the current leader.Hwang was associated with Kim Jong Un in the late 2000s when the young man was first named in state media reports announcing his party and military credentials.When Kim Jong Un took power after his father's death in 2011, Hwang was among his coterie of advisers. NEW YORK (AP) — The stock market had its worst day of the year Thursday, just 24 hours after recording its best.The Dow Jones industrial average plunged 334 points as falling energy stocks and worries about the global economy sent investors fleeing out of the market. The blue-chip index rose 275 points the day before.For three years, U.S. investors have enjoyed a stock market that has, for the most part, quietly and steadily moved higher. The pleasure cruise appears to be over.Market volatility is back and in a big way, market observers say. The stock market hasn't seen day-to-day movements like this since August 2011, when Standard & Poor's downgraded the United States' credit rating. The S&P downgrade subsequently pushed the U.S. stock market into its last "correction," a technical term for when stocks fall 10 percent or more from a recent peak."Investors are not conditioned for this type of market after three good years," said Dean Junkans, chief investment officer for Wells Fargo Private Bank. "We've been long overdue for a correction."Words like "correction," ''fear" and "volatility" might scare the average investor just trying to save for retirement. But investors who might be worried should remain calm, said Jurrien Timmer, director of global macro at Fidelity Investments. The S&P 500 index is still up 4.3 percent this year. And that follows the market's 30 percent surge last year."Just stick to your long-term (retirement) plan," Timmer said.Thursday's drop was the third straight day investors have been taken on a wild roller coaster ride. On Tuesday the Dow fell 272 points, only to jump by nearly the same amount Wednesday. Some new information has come to light, clearing up what had up until now been a confused affair. It now seems evident that the priest was not abducted with the intent of extortion. The Islamic court of Darkush, just a few kilometres away from Knayeh, apparently ordered his arrest as a punitive measure.This morning the Franciscan parish priest was released by those who had been keeping him locked up a kilometre away from his parish. The four female parishioners who had been captured along with the priest were released yesterday. However, local sources told Vatican Insider that at least five men are still being held, awaiting the Islamic court’s decision. The priest himself was ordered by the court not to leave the village.It is reasonable to assume that the body guaranteeing the “new order” which the Islamists want to impose in the areas under their control was involved in or backed the operation. It was to that very court that the priest representing the Franciscan Custody of the Holy Land reported the growing instances of violence by groups of armed Islamists, before the the blitz on the convent. These groups had got their hands of the land surrounding the convent, seized the olive crop and had started to stake claims on the nuns’ home.The whole affair is an objective portrayal of the reality Syrian Christians face and as such it contains elements that are key to understanding how fragile their situation is and the uncertainties and ups and downs they face.When the uprising against the Assad regime began, mainstream Western media indiscriminately accused Syrian Christians of an alleged complicity with the Syrian regime. When the rebels entered the Knayeh region, some Christians, along with an Orthodox priest swiftly fled from the nearby village of Yacoubieh because they were considered to be too closely connected to the government. But Fr. Hanna and the Catholics from the Latin parish of Knayeh were not expelled. Not because they supported the opposition against the regime but simply because being unarmed, they threatened no militancy and did not back any political factions. They respected the established order. As Christians traditionally tend to do, following in the footsteps of St. Paul.In the early days of the Syrian conflict, the anti-Assad groups that were labelled “lay” and backed by the West, did their utmost to give credit to individual Christian figures for their involvement in anti-regime initiatives. They did this through the media. In an interview given in the summer of 2012, figures such as George Sabra, who is spokesman for the Syrian National Council but known by few back home, announced that the fall of the Syrian regime was nigh and proclaimed the advent of a “democratic, potentially lay” Syria that would be “reconciled and free from oppression”. During the last Easter celebrations, which received wide coverage from government television, President Bashar al Assad decided to visit Maalula, an ancient Christian city which had just been snatched from the hands of the rebels. Brussels - The European Commission is allowing the UK to subsidise the construction of a nuclear power plant which is to account for 7 percent of the country's energy needs.The UK has revised its scheme in such a way that the subsidies are “in line with EU state aid rules”.The €17 billion plant, Hinkley Point C, is to be built in Somerset in south-west England, at the site of its sister plants Hinkley Point A and B. It should start operating in 2023, for 60 years.

The decision is controversial.

When the commission started its investigation in December last year, it flagged up possible illegal state aid. “In particular, the commission has doubts that the project suffers from a genuine market failure”, a press release read.But competition commissioner Joaquin Almunia said in a press conference on Wednesday (8 October) the UK has convinced Brussels that state aid is needed for the construction to go ahead.“There is market failure here”, he said, or, in other words, the plant could not be built without state support.The investigation was not about potential ecological or health risks, but purely on the legality of state aid.Member states are free to choose their own “energy mix” and if the UK wants to use nuclear power plants, it can, so long as other EU rules are followed.However, those opposed to the plan say state subsidies for energy production should be reserved to renewable energies such as wind and solar power.“This precedent would have potentially massive implications for the EU energy market and the goal to boost the share of clean, safe and home-grown renewable energies”, said Green MEP Rebecca Harms in a press release.Almunia said the decision “will not create a new precedent” for other plans for subsidised nuclear power.But despite his statement, this is exactly what some member states which are more vocally anti-nuclear, such as Austria, believe.In a statement released on Wednesday, the Austrian chancellor and vice-chancellor called Hinkley Point a “bad precedent”, and announced that Austria “will not accept” the decision.Austria is to take the commission to the European Court of Justice, as threatened earlier on Sunday, when first signs of the commission's green light emerged.For his part, Almunia had already agreed to allow the plan in September, but needed support from the other commissioners.The decision was not unanimous and the Austrian commissioner was one of those who voted against it.The approval allows Britain to provide a guaranteed price for electricity generated by the power plant, which will be built by French company EDF.The guaranteed price is £92.50, or €117.47, per megawatt hour. This is almost twice as high as the current market price.According to Almunia, one of the positive changes in the British plan is that if the venture makes more money than expected, these profits “will be shared with UK consumers and taxpayers”.

The Synod Fathers have been dealing with the issue – which had emerged occasionally in previous discussions – since yesterday afternoon as they work their way through the Instrumentum Laboris, the Synod’s working document. “Participation peaked” during this very “passionate” debate, with the Synod split down the middle, between those in favour of allowing remarried divorcees to take communion in certain cases and others against. Both sides, however, are faithful to Jesus’ teaching on mercy and support the indissolubility of marriage. It is not yet time to take official counts, we don’t count who is “for” and who “against” at the Synod, Vatican spokesman, Fr. Federico Lombardi said.Two main lines of argument emerged during the daily press briefing. One “insists on what the Gospel says about marriage: if a first marriage is valid, a remarried divorcee cannot be admitted to the sacraments, as there needs to be coherence between doctrine and faithfulness to the word of the Lord. The other line of reasoning recalls that “Jesus sees human experiences with a merciful eye” and “takes into account” the “differences” in each “specific case”, which would make access to the Eucharist possible in some cases. Nevertheless, “even those who are most concerned about the preservation of the doctrine, are far from shut off to the suffering of people facing difficult situations.” Likewise, those who are open to allowing access to communion “do not in any way deny the indissolubility of marriage.”This open attitude is reflected in the summaries of the debates that took place yesterday afternoon and this morning. The Holy See published these today, as usual without specifying which Synod Father presented which issue. During yesterday’s debate “a strong emphasis was placed on the importance of respecting remarried divorcees because they often find themselves in uncomfortable situations and subjected to social injustice; they suffer in silence and in many cases, attempt to gradually go back to becoming full participants in Church life. So pastoral care must not be repressive but full of mercy.” During yesterday evening’s open debate, the Synod’s participants said “it is important to carefully avoid making any moral judgment and speaking of a ‘permanent state of sin’.” Instead, an effort should be made to understand that not being admitted to the sacrament of the Eucharist does not completely rule out the possibility of Christ’s grace but is rather linked to the objective reality of a previous indissoluble sacramental bond. Hence, emphasis has often been given to the importance of spiritual communion. However, it should also be underlined that these proposals are not problem-free. There is no ‘easy’ solution to this issue.” Today “the reflections on the issue of access to the Eucharist for remarried divorcees continued.” The Synod’s participants stressed once again that marriage is indissoluble, stating that “each case needs to be considered individually.” They also reminded remarried divorcees that “just because they do not have access to the Eucharist does not in any way mean that they are not members of the Church community.”Fr. Lombardi said it is not possible at the moment to speak of a majority or minority vote, “we don’t count who is “for” and “against” during the Synod” and “taking counts based on participants’ speeches is absolutely out of the question” because the Church is on a knowledge-sharing journey and “everyone is listening with interest and respect.” The debates that have taken place between yesterday and today have been “great, very intense and passionate.” Synod Fathers have not only been addressing the presidents but also the Synod Fathers directly, said Fr. Rosica, the English-language spokesman for the Synod.During the news briefing, the President of the Pontifical Council for Legislative Texts, Cardinal Francesco Coccopalmerio, explained that there are three possibilities being discussed by the commission Francis set up in August – and headed by Mgr. Pio Vito Pinto – “with the purpose of simplifying and speeding up marriage annulment procedures”. These are: to eliminate the current requirement for two judiciaries to approve the annulment, the need for a “collegial judge” and finally, the “administrative procedure”, in other words the annulment approved directly by a local bishop in cases where a marriage is definitely null, the bishop knows the two individuals concerned, personally, and knows them to be trustworthy. But this does not mean the Catholic Church plans on introducing divorce as an option. During the discussions, there was an emphasis on the importance of “respecting and not discriminating against gay people”. Cardinal Coccopalmerio stressed that the Church does not accept same-sex marriage or the blessing of such unions, but it respects them. Regarding remarried divorcees, Coccopalmerio said “we must adopt the Pope’s line of thinking: to protect the doctrine but to look at each person’s situation, their needs and suffering individually” and “offer solutions to real people who are faced with serious situations that require an urgent response.”Cardinal André Vingt-Trois opened this morning’s session by reiterating the Catholic Church’s doctrine on contraception in a secularized world. Among the many themes addressed during today’s discussions, were: paternal responsibility, “ the seriousness of a crime like abortion”, violence in the family, polygamy, improved preparation for marriage, pastoral care for children and the significant way in which the family has evolved since the last Synod held in 1980, on the theme “The Christian Family”.

There has been too much emphasis on the Canonist, or legal, dimension of marriage, which has led us often into the waters of legalism. Recuperating the sacramental dimension would make it easier to find different solutions, in continuity with original doctrine. Here we return to the primacy of conscience. Nothing and no one can intervene in this. Of course, it must be a conscience that is illuminated by the Word of God, that is reflected upon and that accepts the obedience of a path.”How can doctrine be combined with a focus on certain situations? “I have an idea on how to break the deadlock. There are examples in the New Testament which I have not heard anyone quote. Jesus says sins against the Son of Man will be forgiven. I think this refers to the sins of ignorance. We need to work out what these sins are, sins which are committed without the person even realising it. Then there is Sat. Paul: he gave orders for a person who was in an incestuous relationship to be cast out of the community as incest is a grave sin. But in the second letter to the Corinthians he speaks again about the case, saying: you must embrace him once again so that he no longer suffers the weight of sadness and so that we are not overcome by Satan. How can we ensure we are not overcome by Satan, the one who divides us? We don’t know how this man went on to live but Paul says that the community must offer “consolation”. This could help guide us in marrying the principles of the Church and the real life of communities.”Is there a problem regarding the treatment of remarried divorcees? “Some forms of senseless discrimination do exist. Why should remarried divorcees who are active members of the community not be given the opportunity to teach in a Catholic school?” At the Synod, one couple spoke about how a family should act toward gay sons and daughters...“I have had a chance to speak to families who experience these kinds of situations. I try to explain to them that the Church cannot recognise marriage between people of the same sex but it embraces everyone like a mother, not like a judge.”

A language that facilitates “dialogue with the world”, “graduality” as an attitude which takes into consideration the difficulties that can separate real families from the Christian ideal, the “long, personalised and also severe” path of preparation for the marriage sacrament, embracing remarried divorcees (“the Eucharist is not the sacrament of the perfect, but rather of those who are on the way”). These are some of the topics that emerged in the Extraordinary Synod on the family which kicked off yesterday in the Vatican. Pope Francis is present at all the meetings.The Holy See Press Office reported on the general debate which continued throughout today’s second and third Congregations following yesterday’s opening morning session. Vatican spokesman, Fr. Federico Lombardi, spoke at a multilingual press conference and written summaries of speeches were published. These summaries do not specify which Synod Father discussed which issue but they provide an overview of the themes that emerged from the discussions. 70 Synod Fathers spoke between yesterday (the first day of the two-week meeting) and this morning. Addresses were a mix of scheduled and spontaneous speeches.This morning “at the opening of the Congregation, it was announced that the Ordinary Consistory, convoked by the Holy Father for Monday 20 October, will be devoted to the situation in the Middle East, on the basis of the results of the meeting of various Papal Representatives and Superiors of the competent Dicasteries, held in the Vatican from 2 to 4 October,” Fr. Lombardi said.“From many quarters, however, there has emerged the need to adapt the language of the Church, so that doctrine on the family, life and sexuality is understood correctly: it is necessary to enter into dialogue with the world, looking to the example offered by the Vatican Council, or rather with a critical but sincere openness. If the Church does not listen to the world, the world will not listen to the Church.” Fr. Lombardi said during the course of his briefing, which he jokingly described as an “attempt to give a brief overview” of what was said. Fr. Thomas Rosica, consultor on the Vatican’s Pontifical Council for Social Communications and English-language assistant to the Holy See Press Office, mentioned a statement made by one of the Synod Fathers who emphasized that “expressions such as ‘intrinsically disordered’ (used in reference to homosexuality, Ed.) or ‘contraceptive mentality’ are not necessarily words that invite people to draw closer to Christ and the Church.”Don Miguel Dorantes was in charge of the news briefing in Spanish. Many called for “respect for graduality”, in other words, the fact that “there is a path Christians follow to approach the ideal of the Christian family and marriage,” Fr. Lombardi said.During yesterday afternoon’s session, “it was underlined that even imperfect situations must be considered with respect: for instance, de facto unions in which couples live together with fidelity and love present elements of sanctification and truth,” the Vatican said in its summary. “It is necessary to truly love families in difficulty.”“In spite of appearances to the contrary, people are no longer satisfied by selfishness and instead seek ideals. Humanity desires happiness and the Christian knows that happiness is Christ, but no longer succeeds in finding the suitable language to communicate this to the world.”Among the many points covered this morning, it was emphasised that “the path of preparation for the marriage sacrament, must therefore be long, personalised and also severe, without the fear of eventually leading to a reduction in the number of weddings celebrated in Church.” “Today’s debate then turned again to couples in difficulty and divorced and civilly remarried persons.” “Suffering families do not seek rapid pastoral solutions, and they do not wish to be a mere statistical figure, but rather feel the need to be inspired, to feel that they are welcomed and loved. More space must be allowed for a sacramental rather than a juridical form of logic. With regard to the approach to the Eucharist by the divorced and remarried, it was emphasised that it is not the sacrament of the perfect, but rather of those who are on the way.”During the debate, it was emphasised that “there are other religions Christians can draw inspiration from, particularly in areas where Christian communities form a minority. In the press conference, Cardinal Bechera Rai, the Maronite Patriarch of Beirut, referred specifically to the example of Islam.The Synod opened today with a homily pronounced by Cardinal Chibly Langlois, Bishop of Les Cayes (Haiti). “Our world … is marked by injustices of all kinds and victims in many populations. There are innumerable families who suffer because of poverty, exploitation, violence and war,” the cardinal said, referring especially to the situation in Syria, Iraq, Africa and Haiti. The idea came up of sending a message on behalf of the Synod, to Iraq’s families. The Archbishop of Manila, Cardinal Luis Antonio Tagle, one of the Synod’s delegate presidents, told the story of a married couple from the Philippines, George and Cynthia Campos. The Archbishop of Westminster, Cardinal Vincent Nichols, who also spoke at the press conference, said discussions were “cordial”, participants are not hesitating to speak openly about the “difficulties” families and the Church face. Issues are viewed from a “pastoral” rather than an “academic” angle and there is a real sense of open sharing and a common path, he said.

BRUSSELS - The European Commission is not recommending any fresh steps on Western Balkan enlargement in the next 12 months, but wants to open two new “chapters” in Turkey talks.Its annual packet of reports on EU-hopeful countries, out on Wednesday (8 October), said for the sixth year in a row the EU should open negotiations with Macedonia.But it noted that Skopje’s accession process is at an “impasse” due to “backsliding” on democratic reforms, the opposition’s boycott of parliament, and “failure” to make progress in its 19-year name dispute with Greece.In contrast to last year’s reports, when Brussels gave conditional recommendations to make Albania an official “candidate” and to open negotiations with Serbia, this year’s documents do not endorse any other legal steps in the region.The tortuous path to EU membership begins with implementation of a “Stabilisation and Association Agreement” (SAA). EU countries then give the aspirants candidate status. The next step is to launch negotiations and to open and close all 35 legislative chapters.Montenegro is the furthest ahead in the Balkans, having launched talks and opened 12 chapters.But instead of opening extra chapters, the commission said it should do more to stymie corruption and should “accelerate” investigations into “violence against journalists”.Serbia has started negotiations but not opened any chapters.The reports praised its “political impetus” to fight graft. But it said “corruption remains prevalent” and called for “concrete results” on organised crime.It also said Serbia’s progress is tied to “normalisation” of relations with Kosovo. But Kosovo’s inability to form a government after June elections has seen the process all-but grind to a halt.Albania, a candidate, was praised for reforms. But the opposition is also boycotting parliament and the commission said nothing on launching negotiations. Bosnia and Kosovo are still trying to complete their SAAs.The commission said Bosnia’s progress is at a “standstill” due to political infighting among ethnic factions.It said it “looks forward” to concluding the Kosovo SAA, but stopped short of formally backing the step.

BRUSSELS - The withdrawal of the Slovenian commission candidate clears the way for a new nominee, but the Juncker team is still at risk of being delayed.After days of high-drama, rumours and humiliations in the European Parliament, Slovenia's Alenka Bratusek on Thursday (9 October) told Jean-Claude Juncker she is withdrawing her candidacy.In a statement published Thursday afternoon, Juncker said he has "a lot of respect" for her decision to quit."Her decision reflects her commitment to the European Union, to Slovenia, and to the democratic process," Juncker said."With her decision, she is helping me to finalise the composition of the European Commission, together with the European Parliament and the Council".Juncker said he is in "close contact" with the Slovenian prime minister, Miro Cerar, and the leadership of the European Parliament on this matter.His spokesman Margaritis Schinas earlier in the day said Juncker is in "almost permanent contact", which is mostly done over an "old-fashioned GSM".Schinas said there was a "risk" of delay of the new commission which should take office - 1 November.The Slovenian government has promised to send a new name by Friday, but according to Slovenian media, as of Thursday afternoon, the coalition parties were not able to agree on whom to put forward.Even if the name is made public on Friday, it will leave the candidate and the European Parliament only one week to prepare and hold the extra hearing.And with possible portfolio tweaks being currently negotiated between Juncker and the EP leadership, sticking to the initial plan of voting the entire commission on 22 October appears increasingly difficult.As for Bratusek's replacement, one thing is clear - it has to be a woman. The European Parliament has repeatedly warned it would veto any commission with fewer than nine female commissioners. There are only eight other female commissioner candidates apart from Bratusek.The Socialists in the European Parliament on Thursday made their choice clear - Tanja Fajon, a Socialist MEP."Given that there will not be much time to prepare for the hearing, why not send someone who is already prepared and competent, Tanja Fajon?" said Gianni Pitella, head of the Socialists, during a press conference.The centre-right European People's Party also backs Fajon, another sign of the "grand coalition" at work in the European assembly."The EPP group will only support a woman candidate with experience. The list of the Slovenian government last summer included, for example, Tanja Fajon MEP. MURSITPINAR Turkey/BEIRUT (Reuters) - Islamic State fighters seized more than a third of the Syrian border town of Kobani, a monitoring group said on Thursday, as U.S.-led air strikes failed to halt their advance and Turkish forces looked on without intervening.With Washington ruling out a ground operation in Syria, Turkey said it was unrealistic to expect it to mount a cross-border operation alone to relieve the mainly Kurdish town.The U.S. military said Kurdish forces appeared to be holding out in the town, which lies within sight of Turkish territory, following new air strikes in the area against a militant training camp and fighters. Washington said U.S. forces launched nine air strikes on Thursday against Islamic State militants north and south of Kobani, striking some fighting units and destroying four buildings held by the group. U.S. forces also conducted two air strikes against Islamic State in Iraq.But the Syrian Observatory for Human Rights said Islamic State, still widely known by its former acronym of ISIS, had pushed forward on Thursday."ISIS control more than a third of Kobani - all eastern areas, a small part of the northeast and an area in the southeast," said Rami Abdulrahman, head of the Observatory, which monitors the Syrian civil war.The commander of Kobani's heavily outgunned Kurdish defenders confirmed that the militants had made major gains, after a three-week battle that has also caused the worst street clashes in years between Turkish police and Kurdish protesters.In Turkey's eastern province of Bingol, two police officers were killed and a police chief was seriously wounded in an attack, CNN Turk television reported, while clashes elsewhere killed four protesters.Militia chief Esmat al-Sheikh put the area controlled by Islamic State, which controls large amounts of territory in Syria and neighboring Iraq, at about a quarter of the town. "The clashes are ongoing, street battles," he said by telephone from the town.Explosions rocked Kobani throughout the day, with black smoke visible from the Turkish border a few km (miles) away. UNREALISTIC EXPECTATIONS

Turkey's foreign minister, Mevlut Cavusoglu, played down the chances of its forces going to the aid of Kobani."It is not realistic to expect Turkey to conduct a ground operation on its own," he told a news conference with visiting NATO chief Jens Stoltenberg. He added: "We are holding talks ... Once there is a common decision, Turkey will not hold back from playing its part."Ankara resents suggestions from Washington it is not pulling its weight, and wants broader joint action that also targets the forces of Syrian President Bashar al-Assad. "We strongly reject allegations of Turkish responsibility for the ISIS advance," said a senior Ankara government source."Our allies, especially the U.S. administration, dragged their feet for a very long time before deciding to take action against the catastrophic events happening in Syria," he added.Turkey has long advocated action against Assad during the civil war, which grew out of a popular uprising in 2011. But the United States called off air strikes on Damascus government forces at the last minute last year when Assad agreed to give up his chemical weapons. It has also managed so far to fly sorties across Syria with tacit consent from Assad.Kerry said Islamic State's advance on Kobani was a tragedy but would not deter the U.S. coalition from its long-term strategy in the region."Kobani is a tragedy because it represents the evil of ISIS, but it is not the definition either of the strategy or the full measure of what is happening with response to ISIS," he told reporters in Boston."We are only a few weeks into building the coalition," Kerry said. TURKISH CLASHES

The anger felt by Turkey's Kurds over Ankara's failure to help their brethren in Syria threatens to unravel a fragile peace process that Erdogan hoped would end a 30-year armed struggle for autonomy by the Kurdistan Workers' Party (PKK).At least 25 people died in the mainly Kurdish southeast of Turkey on Wednesday during clashes between security forces and Kurds demanding that the government do more to help Kobani.On Thursday, two policemen came under attack in Bingol's city center while they were inspecting shops damaged in demonstrations earlier this week. No group claimed responsibility for the killings.Four people were killed and 20 were wounded in the southern border province of Gaziantep when armed clashes broke out between protesters demonstrating in solidarity with Kobani and groups opposing them.The violence had prompted curfews to be imposed in five southeastern provinces, restrictions unseen since the height of the PKK's war against Turkish forces in the 1990s, and streets were calmer as a result. Erdogan said protesters had exploited the events in Kobani as an excuse to sabotage the peace process. Selahattin Demirtas, head of the Kurdish People’s Democratic Party (HDP), which had urged Turkish Kurds to take to the streets this week, denied that they had provoked violence. HONG KONG (Reuters) - Hong Kong called off talks with protesting students on Thursday, dealing a heavy blow to attempts to defuse a political crisis that has seen tens of thousands take to the streets to demand free elections and calling for leader Leung Chun-ying to resign.The government's decision came as democratic lawmakers demanded anti-graft officers investigate a $6.4 million business payout to Leung while in office, as the political fallout from mass protests in the Chinese-controlled city spreads."Students' call for an expansion of an uncooperative movement has shaken the trust of the basis of our talks and it will be impossible to have a constructive dialogue," Chief Secretary Carrie Lam said on the eve of the planned dialogue.She blamed the pull-out on students' unswerving demands for universal suffrage, which she said was not in accordance with the Asian financial center's mini-constitution, the Basic Law, and on what she described as their illegal occupation of parts of the city and fresh calls for people to rally.Student leaders accused the government of using petty excuses to derail the talks and called for more people to occupy the streets, after numbers fell significantly following mass rallies that saw police fire tear gas on the crowds." When university students are willing to sacrifice their lives for democracy and fight against the ruling powers, you must realize how sick and oppressive the government must be to force students to make this decision," Alex Chow, leader of the Hong Kong Federation of Students, said after the government called off talks. Hours earlier, Hong Kong's Justice Department handed to prosecutors the investigation into the business payout to Leung by an Australian engineering company.Part of the brief includes "considering and deciding whether prosecution action is warranted" against Leung, who has refused to stand down in recent weeks over protesters' calls for Beijing to keep its promise of universal suffrage.The department said its decision was aimed at avoiding "any possible perception of bias, partiality or improper influence".The campaign against the former property surveyor and son of a policeman has extended from the streets to the city's legislative chambers, where democrats have threatened to veto major decisions and potentially cause policy paralysis.

LEUNG DENIES WRONGDOING

Australia's Fairfax Media reported this week that engineering firm UGL Ltd paid Leung a total of $6.4 million in 2012 and 2013 in relation to its acquisition of DTZ Holdings, a property consultant that employed Leung as its Asia Pacific director before he took office in July 2012.Leung's office denied any wrongdoing. DTZ was not immediately available to comment, while UGL said it was under no obligation to disclose the agreement.As part of the contract Leung signed with UGL in December 2011, he agreed to promote the "UGL Group and the DTZ Group as UGL may reasonably require, including but not limited to acting as a referee and adviser from time to time", according to a copy seen by Reuters.Leung's office said in a statement that such assistance would only be provided in the event that he failed to be elected Hong Kong leader, and providing that such assistance would not create any conflict of interest.Leung stepped down from DTZ on December 4, 2011, two days after signing the deal with UGL, which acquired the property consultancy. Leung was sworn in as Hong Kong chief executive in July 2012."After CY Leung became CE (chief executive), he should have terminated the contract, because as a CE, it was impossible for him to continue accepting huge payment to help promote UGL or DTZ," Democratic Party chief executive Lam Cheuk-ting said in a letter to the Independent Commission Against Corruption seen by Reuters."There's reason to believe that CY Leung was eyeing the unpaid remuneration by UGL so that he continued with the agreement. Even worse, since CY Leung honored the agreement and accepted the payment, how could he not declare to the Executive Council?" said Lam, who is a former anti-graft agency official.

The ICAC said it did not comment on individual cases.

UGL said the agreement was simply a non-compete arrangement to ensure that Leung would not move to a competitor, set up or promote any business in competition with DTZ, or poach any people from DTZ.Emily Lau, head of the Democratic Party, told Reuters it would try to form a select committee to investigate and possibly impeach Leung, although the formation of such a group would have to be backed by the entire 70-seat legislature and there was no guarantee that would happen, given the pro-Beijing majority.

POLICY BACKLOG

Scenes of tear gas wafting between some of the world's most valuable buildings, violent clashes, mass disruptions to business and commuter chaos over the past 11 days have underscored the challenges Beijing faces in imposing its will on Hong Kong.The protests have already caused a backlog in the former British colony's Legislative Council where scores of meetings have been canceled.China's Communist Party leaders rule Hong Kong through a "one country, two systems" formula which allows wide-ranging autonomy and freedoms not enjoyed on the mainland and specifies universal suffrage as an eventual goal. One of those freedoms is an independent judiciary.But Beijing ruled on Aug. 31 it would screen candidates who want to run for chief executive in 2017, which the democracy activists said rendered the universal suffrage concept meaningless.Democratic lawmakers on Thursday threatened to veto some government funding applications, although none that affect people's daily lives, as they step up their civil disobedience campaign and try to paralyze government operations.Protest numbers have dwindled to just a few hundred people at various sites around the city, but activists have managed to keep up their blockade of some major roads.The Fairfax Media report does not suggest Leung committed any crime, although it raises questions about transparency.
It was not immediately clear why news of the payment came to light at this point, although the timing raises questions as to who may have raised the alarm.Leung signed the deal with UGL in December 2011, two days before he stepped down as Asia Pacific director of DTZ, which is now a division of UGL.He had already announced his plans to run for Hong Kong's top job, although his main rival, Henry Tang, was the presumed front-runner until he was tarnished by an illegal construction scandal and self-confessed marital infidelities.An election committee stacked with Beijing loyalists chose Leung as leader in March 2012 and he was sworn in on July 1.Leung's company, CY Leung & Co, merged with DTZ in 2000. (Reuters) - Record drought on the U.S. West Coast has exposed the ruins of an Oregon hamlet once submerged under the waters of a man-made reservoir, allowing a rare opportunity for an archaeological excavation, a U.S. Bureau of Reclamation official said on Thursday.The tiny community of Klamath Junction was once home to two gas stations and a cluster of homes and other buildings that date back to the 1920s, but its residents were relocated and the structures inundated as part of a 1960 irrigation project that extended a reservoir known as Emigrant Lake."We want to determine if there's historic significance at the site," including whether to add the site to the National Register of Historic Places, said Douglas DeFlitch, an Oregon field office manager for the bureau. "One man's treasure is another man's trash."California has been suffering under its worst drought on record while swaths of Oregon and Washington state to the north were also seeing abnormally dry conditions, which have brought a busy wildfire season and prompted efforts to limit water usage.This year's drought has drained Emigrant Lake, near Ashland in southern Oregon, of about 90 percent of its water, leaving boat ramps dry, turning the lake bed into a mucky plain and revealing building foundations, debris and scattered tools at the site, DeFlitch said.Oregon law requires sites more than 50 years old to be assessed for historical significance and any health hazards, such as oil leaks, before volunteers can be called in to help clear remains, DeFlitch said. Madrid (AFP) - A Spanish nurse who is the first person known to have been infected with Ebola outside Africa is at "serious risk" of dying after her condition worsened Thursday, officials said.Teresa Romero, 44, is "very ill and her life is at serious risk as a consequence of the virus," Madrid's regional president Ignacio Gonzalez told parliament.A spokeswoman for the La Paz-Carlos III hospital where Romero is being treated told reporters: "Her clinical situation has deteriorated but I can't provide more information," on the patient's request.Romero helped treat two elderly Spanish missionaries who died after returning from west Africa with Ebola in August and September. She tested positive for the disease on Monday.Her case has heightened concerns that the worst epidemic of Ebola on record could spread from west Africa, where it began late last year. It has since killed nearly 3,900 people, mostly in Liberia, Sierra Leone and Guinea.Romero went on leave after the second of the missionaries died on September 25. Authorities said she did not leave Madrid's region.She started to feel ill on September 29 but was not admitted to hospital until seven days later, during which time officials fear other people may have been exposed.Health Minister Ana Mato said in a statement the government was working to "boost the protocol for tackling Ebola to exceed European recommendations".She added that she would discuss the situation at meeting with regional health officials on Friday.

Scientists say three health care workers in Mali received the experimental shots developed by the U.S. government.Mali has not had any cases of Ebola, but it borders the outbreak zone. Researchers say early safety tests should be done in Ebola-free countries to avoid complicating factors. If the vaccine appears to be safe, larger trials could be done in the outbreak zone early next year.The U.S. military is working to build medical centers in Liberia and may send up to 4,000 soldiers to help with the Ebola crisis. (Reuters) - A major wildfire burning northeast of Sacramento has charred more than 420 acres (170 hectares) and destroyed five homes, California fire officials said on Thursday.The blaze, which started as five separate fires along Interstate 80 near the community of Applegate on Wednesday, prompted evacuations and the closure of all but one lane of I-80 eastbound, the California Department of Forestry and Fire Protection (Cal Fire) said on its website.The fire threatened about 1,000 homes and was 20 percent contained on Thursday morning, the agency said, and a smoky haze hung over the state capital 40 miles (64 km) away.Winds on Wednesday moved the blaze toward the southeast, raising concerns that it could engulf the nearby American River Canyon, where brush and timber are "tinder dry" because of California's prolonged drought, Cal Fire spokesman Daniel Berlant said."We are hoping we don't see the same wind we saw yesterday," Berlant said.
