Russia's Lavrov criticizes U.S. airstrikes on Syria-Reuters-SEPT 26,14-YAHOONEWS

UNITED NATIONS (Reuters) - Russia repeated its criticism of the U.S.-led airstrikes against Islamic State's positions in Syria on Friday, saying they any global action against terrorism should abide by international law and should have been agreed with its ally Damascus."We believe that any action taken globally, including use of force, to overcome terrorist threats should be done in accordance with international law," Russian Foreign Minister Sergei Lavrov told reporters on the sidelines of the U.N. General Assembly. The federal cabinet will meet next week to discuss deploying Canada's CF-18 fighter jets to join a U.S.-led campaign against the Islamic State in Iraq and Syria, CBC News has learned.Sources tell CBC News U.S. President Barack Obama brought the idea of an air war conducted by an international coalition to Prime Minister Stephen Harper in August and asked for Canada 's support. Harper agreed to send military advisers to Iraq to scope out what Canada could offer. Canada has deployed 69 special forces advisers in Iraq to date.The United Kingdom, France, the Netherlands and Arab countries in the meantime offered to send fighter jets. With those commitments in mind and with information from Canada's advisers on the ground, Harper decided to take the option of sending CF-18s to his cabinet.Harper hinted at increased action before.Yesterday, Harper hinted in an interview with the Wall Street Journal that Canada may be ready for an increased role."We need to push them to the fringes and make their basic organization and logistical existence very difficult on an ongoing basis," he said. "A lot of that can be done from the air."Obama called on nations to support the American-led coalition at the United Nations General Assembly on Wednesday."There can be no reasoning, no negotiation, with this brand of evil," he said.Canada, along with several European and Middle Eastern countries, has joined the coalition.But only the U.S., Saudi Arabia, Bahrain, Jordan, Qatar and the United Arab Emirates have participated in airstrikes against ISIS targets in Syria. France has participated in some airstrikes in Iraq, and MPs in the U.K. are set to vote Friday about the possibility of assisting with airstrikes against ISIS targets in Iraq — but not Syria.Canada currently has some CF-18 fighter jets patrolling eastern Europe, said Thomas Juneau, a former analyst for the Department of Defence."Does it mean it's impossible for Canada to deploy CF-18 fighter aircraft in addition to that in the Iraqi theatre?" he asked. KARACA Turkey/BAGHDAD (Reuters) - Islamic State fighters tightened their siege on a town on Syria's border with Turkey on Friday despite U.S. led air strikes aimed at defeating the militants in both Syria and Iraq.Washington's closest ally in the wars of the last decade joined the coalition at last on Friday after weeks of weighing its options: Britain's parliament voted 542 to 43 to back Prime Minister David Cameron's decision to join air strikes on Iraq."This is not a threat on the far side of the world. Left unchecked, we will face a terrorist caliphate on the shores of the Mediterranean and bordering a NATO member, with a declared and proven intention to attack our country and our people," Cameron told lawmakers.Until this week France was the only Western country to answer President Barack Obama's call to join the U.S.-led campaign. But Australia, Belgium and the Netherlands have all joined since Monday and Denmark announced on Friday that it too would send planes.Obama has sought to rally international support for a military coalition against Islamic State, a powerful force in Syria which swept through much of northern Iraq in June, slaughtering prisoners and ordering Shi'ites and non-Muslims to convert or die.The campaign has brought Washington back to the battlefield in Iraq that it left in 2011, and into Syria for the first time after avoiding involvement during a civil war that began the same year.The coalition also includes several Arab states, all led by Sunni Muslims alarmed at the rise of Islamic State.Islamic State has emerged as the most powerful Sunni militant group battling the Shi'ite-backed governments in Iraq and Syria. Its fighters are also battling against rival Sunni rebel groups in Syria and against Kurds in both Syria and Iraq, countries facing complex, multi-sided civil wars in which nearly every state in the Middle East has a stake.French public support for the mission has surged this week after the beheading of a French tourist in Algeria by captors who said it was retaliation for French participation in strikes in Iraq.Paris said it might also join U.S. strikes in Syria although there was no plan yet to do so. European countries have so far only agreed to strike targets in Iraq, where the government has asked for help, and not in Syria, where President Bashar al-Assad has not given permission, although he has not objected.More than a month since Washington began striking Islamic State targets in Iraq, and four days since it extended the campaign into Syria, there are signs the fighters are lowering their profile in areas they control to become a harder target.But the air campaign has yet to halt their advance in Syria, where they have laid siege to a Kurdish town on the Turkish border, sending 140,000 refugees across the frontier since last week in the fastest flight of the three-and-a-half-year-old civil war.Some Kurdish commanders have said the air campaign has made the militants' advance even stronger, by prompting the militants to move armor out of positions in cities and send it to the front lines, where Western planes have yet to strike.

WE'RE AFRAID

The main battle in northern Syria has been visible from across the frontier in Turkey. The boom of artillery and bursts of machinegun fire echoed across the border, and at least two shells hit a vineyard on the Turkish side, though there were no immediate reports of casualties inside Turkey."We're afraid. We're taking the car and leaving today," said vineyard owner Huseyin Turkmen, 60, as small arms fire rang out in the Syrian hills just to the south.Islamic State fighters appeared to have taken control of a hill 10 km (6 miles) west of Kobani from where the YPG, the main Kurdish armed group in northern Syria, had been attacking them in recent days.The British-based Syrian Observatory for Human Rights, which monitors the war, said Islamic State fighters had also taken control of a village around 7 km to the east of Kobani.Kurdish forces said on Thursday they had pushed back the advance on Kobani, also known as Ayn al-Arab, but appealed for U.S.-led air strikes on the insurgents' tanks and heavy weapons."The clashes are moving between east, west and south of Kobani ... The three sides are active," Idris Nassan, deputy foreign minister in area's Kurdish administration, said by phone from the center of the town."They are trying hard to reach Kobani. There is resistance here by YPG, by Kobani and some volunteers from north Kurdistan Turkish Kurds," he said. "Every girl, every young man, every man who is able to fight, to carry a gun, they are armed and they are ready to defend and fight."NATO member Turkey has been conspicuously absent from the coalition against Islamic State, angering its Kurdish residents.

SYRIAN AIR STRIKES

The U.S. military said its planes blew up four Islamic State tanks in eastern Syria and hit a number of targets in Iraq.Assad's Syrian government has not objected to the U.S.-led campaign against some of his most powerful foes. Washington says it wants to defeat Islamic State without helping Assad remain in power, and hopes other anti-Assad groups can fill the vacuum.But while U.S. planes have been striking Islamic State in eastern Syria, Assad's air force has been bombing other rebel groups in the west of the country, and his troops and allied Lebanese Shi'ite militia have advanced.Syrian warplanes dropped projectiles including "barrel bombs" - oil drums filled with explosive - in Hama, Idlib, Homs and Aleppo provinces and around Damascus, the Observatory said.Five people were killed when barrel bombs were dropped on al-Rastan city in the Homs province and nine died in a barrel bomb attack east of Aleppo city, it said.In Iraq, where the U.S. strikes have gone on for far longer and Washington is supporting government efforts to advance, Islamic State militants are changing tactics, ditching conspicuous convoys in favor of motorcycles and planting their black flags on civilian homes to confuse target spotters.Witnesses and tribal sources in Islamic State-controlled areas report fewer militant checkpoints to weed out "apostates" and less cell phone use.Islamic State elements "abandoned one of their biggest headquarters in the village" when they heard the air strike campaign was likely to target their area, a tribal sheikh from a village south of Kirkuk said."They took all their furniture, vehicles and weapons. Then they planted roadside bombs and destroyed the headquarters," said the sheikh who declined to be identified. "They don't move in military convoys like before. Instead they use motorcycles, bicycles, and if necessary, they use camouflaged cars."Tribal and local intelligence sources said an air strike on Thursday near Bashir town, 20 km (12 miles) south of Kirkuk, had killed two local senior Islamic State leaders while they were receiving a group of militants from Syria and Mosul. Ongoing fighting makes it impossible to verify the reports.Sheikh Anwar al-Assy al-Obeidi, the head of a large tribe in Kirkuk and across Iraq, told Reuters there were now fewer killings because fighters could not operate as openly."They were executing people like drinking water ... U.S.-led strikes pressure al Qaeda's Syria group to join with Islamic State-Reuters-By Mariam Karouny-SEPT 26,14-YAHOONEWS

BEIRUT (Reuters) - Al Qaeda's affiliate in Syria, the Nusra Front, is facing mounting pressure from its own members to reconcile with its rival Islamic State and confront a common enemy after U.S.-led air strikes hit both groups this week.But that move would require pledging loyalty to Islamic State, which has declared a caliphate in territory it controls in Iraq and Syria, which would effectively put an end to the Nusra Front, fighters in the group say.Nusra, long one of the most effective forces fighting Syrian President Bashar al-Assad, was weakened this year by battles with Islamic State, an al Qaeda splinter group that routinely employs ruthless methods such as beheadings and mass executions.The two share the same ideology and rigid Islamic beliefs, but fell out during a power struggle that pitted Islamic State head Abu Bakr al-Baghdadi against al Qaeda chief Ayman Zawahri and Nusra Front leader Abu Mohammad al-Golani.But U.S.-led air and missile strikes, which have hit Nusra as well as Islamic State bases in Syria, have angered many Nusra members who say the West and its allies have joined forces in a "crusader" campaign against Islam.Sources close to Islamic State said some Nusra fighters were joining them after the strikes and there was a growing sense among many that it was time to put their differences aside."There are hardline voices inside Nusra who are pushing for reconciliation with Islamic State," a source close to Nusra's leadership told Reuters, though he doubted it would happen."I know Golani. He would never reconcile with Islamic State. If he ever does it, it would be in a direct order from the leadership, and that is Zawahri himself."However, one Islamic State fighter said he believed there was an "80 percent chance that the brothers of Nusra will join the State".The Syrian Observatory for Human Rights, a Britain-based monitoring group, said on Friday over 200 fighters had joined Islamic State in the northern Aleppo area, many from the Nusra Front, since U.S. President Barack Obama said he was prepared to strike the group in Syria.

NO TRUST

Even before the air strikes, Nusra was facing difficulties and was losing fighters to the Islamic State, which is seen as more organized and determined to impose Islamic rule."This goes without saying, this is a crusader war that includes all infidel nations against the Islamic State," said Nusra commander Abu Mussab al-Makdessi in a voice message posted in jihadi forums online in response to a question from an Islamist about the group's reaction to the strikes."Regardless of what happened between us, they remain our brothers, and the ideological bond between us is stronger than anything. We are ready to fight by their side ... our blood is their blood."One former Nusra fighter inside Syria said the air strikes had strengthened Islamic State's position even further."Nusra is in a very difficult situation. I think now it should just announce the end of itself. Zawahri has to be brave," he told Reuters."It is no longer like the old days. He needs to understand this. This is a new era with a caliph," he said.Yet sources from and close to both sides said it would be difficult for the two groups to work together without merging - and with Nusra in a weaker position, that would effectively mean being subsumed by Islamic State.Such a decision should be taken by Zawahri himself. Sources say he should give a speech outlining al Qaeda's position on the attacks soon."Golani does not trust Baghdadi, and he doesn't like his politics and agenda, he sees it as distorted and astray," the source close to the Nusra leadership said.But there were figures inside Nusra who were seen as more extreme that wanted to make peace with Islamic State, he said, naming top Nusra cleric Sheikh Sami al-Aridi, who is also close to Golani, as a particularly strong proponent of reconciliation.If that does happen, it would be an alliance and not a merger, the source said, adding merger would be impossible since Baghdadi, who has declared himself leader of all the world's Muslims, would want Zawahri to pledge allegiance to him.But even if Zawahri only orders Nusra to fight alongside Islamic State, it is likely to accelerate any hemorrhaging of influence from him to Baghdadi.Nusra, which has been trying with allies to remove its name from the U.N. terrorist list, was taken by surprise when U.S.-led coalition warplanes bombed several of its positions in Idlib province.Several commanders are believed to have been killed in the strikes, including Kuwaiti-born Mohsin al-Fadhli - also known as Abu Asmaa al-Jazrawi - reputedly a former member of Osama bin Laden's inner circle, and whom United State officials call the head of the "Khorasan group".Khorasan is the Islamic term for an area including parts of Pakistan and Afghanistan, where al Qaeda's main council is believed to be in hiding.

ATTACKS ON LEADERS

The source close to the Nusra leadership said the Khorasan group was led by veterans from Afghanistan."It is a very small group - dozens of fighters only. It is more symbolic because it is composed of veterans who came from Afghanistan, and they are all wanted by Washington. They directly follow the Qaeda leadership," he said.Another Nusra source said Fadhli and al-Golani had fallen out recently but had continued to cooperate.The strikes on the "Khorasan group" also showed that the United States knew more than it should, he said. This could embarrass Nusra leaders by leading fighters to suspect they were infiltrated. Nusra leaders have reportedly gone underground and changed locations since the strikes."The precision of the raids on these positions shows clearly that the Americans have intelligence members among the Nusra fighters. It is very clear to us now," the Nusra source said.Islamic State fighters and sympathizers have vowed to respond to the strikes. In particular they accused Saudi Arabia of being the mastermind behind the attacks.But jihadis also say the group is in no hurry and is waiting to see what the coalition plans to do. The group's leaders went underground even before the strikes, it has evacuated most of its buildings in its stronghold of Raqqa province, and its fighters are rarely seen on the streets."The response will be in every country that took part in bombing Muslims and their state," said an Islamic State fighter in Syria."Masks have fallen. Ratification not guaranteed

The final text of the agreement was posted on the Canadian government's website on Friday morning.
Talks concluded in August, but the final agreement was not made public because officials said it needed to be translated and checked by lawyers.Barroso's presidency ends within days. This trade agreement is the EU's second under his leadership. (The first, with South Korea in 2011, is still being ratified in parliaments across Europe.) A "joint declaration" was signed by the three leaders on Friday to confirm the final text. Opponents say there is significant opposition in Germany as well as France, Italy, Austria, Belgium and Luxembourg.Barroso commented on reports that Germany would not sign by saying that "Germany would benefit the most" from the deal."It's quite obvious," he said, while adding that he respects that not everyone likes it."We are used to having different opinions," he said, adding that he had "no doubt" that it would be endorsed by all member states.Harper said he expected that some people would want some "small things" changed or would "want more money," but that the agreement has the support of all the member countries of Europe and all the provinces in Canada.A tight vote is expected at the European Parliament.In Canada, the agreement will be voted on in the House of Commons and Quebec's National Assembly, with other provincial cabinets also signing off. All flights in and out of Chicago's two airports were halted for hours on Friday because of a fire at a suburban Chicago air traffic control facility intentionally set by a contract employee, police said. The ground stop sent delays and cancellations rippling throughout the air travel network, as more than 850 flights have already been cancelled in Chicago and more are expected.United and Air Canada flights from Chicago to Toronto were cancelled Friday morning, as well as from Chicago to Vancouver, while WestJet flights were listed as delayed. At Noon ET, the Federal Aviation Administration (FAA) said flights had begun leaving and arriving at O'Hare International Airport and Midway International Airport in Chicago, but at a reduced rate. Authorities said the blaze was intentionally set by a contract employee of the Federal Aviation Administration and had no ties to terrorism.The early morning fire forced the evacuation of the control centre in Aurora, Ill., about 64 kilometres west of downtown Chicago. Emergency crews found the man suspected of setting the fire in the basement, where the blaze began, with a self-inflicted wound. He was taken to a hospital.Aurora Police Chief Gregory Thomas said the fire was not a terrorist act. Gaping hole in nation's air traffic

There have been numerous attempts to impose this way of thinking. The recent nomination of the new Archbishop of Chicago, Blasé Joseph Cupich, an outsider, is a case in point. Cupich is a pastor who cares a lot about social issues, he is a man of dialogue who does not focus only on speaking out against same-sex marriages and has the capacity to speak without barking.“Francis does not have a rigid and abstract plan to implement in the Church,” Fr. Spadaro said. “The upcoming Synod illustrates this: he wants people to walk together and freely exchange different experiences and sensitivities in the appropriate place, which is the Synodal Assembly. It is wrong to interpret Francis’ words and decisions according to the old framework of division between liberals and conservatives. BRUSSELS - EU countries are planning to tell Russia it has no say on changing the Ukraine trade treaty despite its demand to rewrite the text.The joint declaration, by the EU Council and European Commission, is to say the trade pact: “is a bilateral [EU-Ukraine] agreement and any adaptations to it can only be made at the request of one of the parties and with the agreement of the other”.It notes Ukraine should “continue the process of envisaged reforms and economic modernisation” related to Titles III, V, VI and VII, of the pact.It also says Ukraine should go ahead with “adequate preparation for the implementation of Title IV”.Titles III, V, VI, and VII of the pact spell out reforms in the areas of justice and security, economic affairs, financial and anti-fraud matters, and institution-building.Title IV deals with trade and the mutual lifting of tariffs on EU and Ukrainian exports.The EU declaration is to be published in Brussels on Monday (29 September) by ministers at general affairs council.Ministers will the same day adopt a legal act saying the bulk of the treaty is to be implemented “without delay”, but that article IV is to be implemented on 1 January 2016.EU countries are also planning to extend “autonomous trade measures” - low or zero-rate tariffs for exports of most Ukrainian goods to Europe - from November until January 2016. Sanctions roll-back

But the roll-back would require a consensus by the EU 28.“Russian soldiers are still on Ukrainian territory and Ukraine still has no control over its eastern border with Russia so there is no appetite to make such a move, not just in, say, Lithuania, but also in big member states, such as Germany”, an EU source said.

Turkey's Erdogan calls for no-fly zone in Syria-Associated Press-SEPT 26,14-YAHOONEWS

ANKARA, Turkey (AP) — Turkish President Recep Tayyip Erdogan said Friday that a "no-fly zone" should be created in Syria to protect part of it from attacks by Syria's air force.In his comments to reporters on his return from the U.N. General Assembly in New York, Erdogan did not specify where such a zone should be located. But Turkey is eager to re-focus the world's attention on removing Syrian President Bashar Assad's regime from power as well as fighting the Islamic State militants who are battling Kurdish forces just over the border in Syria, triggering a refugee influx into Turkey."A no-fly zone must be declared and this no fly-zone must be secured," Erdogan said, adding that he had discussed the issue with President Barack Obama and Vice President Joe Biden.In addition, Erdogan said a "secure area" should be created on the Syrian side of the Turkish border, where tens of thousands of Syrians have fled the fighting as refugees. SURUC, Turkey — Turkey and its Kurdish population — for decades in conflict — suddenly find themselves facing a common enemy in the Islamic State group. So it may reasonable to expect prospects for long elusive peace between Turkey and Kurdish rebels to improve.Instead, Kurds who are arriving by the busload to join the battle are increasingly angry at a wary Turkish government trying to prevent them from crossing the border to defend Syrian Kurds from an onslaught that has left countless dead and about 150,000 fleeing into Turkey in recent days.Kurdish leaders have warned that the discord could kill a peace process to end a bloody three-decade conflict over Kurdish autonomy in Turkey. Their followers go even further, accusing Turkey of supporting ISIS and using it to attack Kurds. Those claims persist despite Turkey’s participation in a coalition against the Islamic State group and suggestions this week by President Recep Tayyip Erdogan that Turkey may take part in military operations.On Thursday, about 1,000 Kurdish activists arrived at the border after a more than 750 mile (1,200 kilometer) overnight bus ride from Istanbul in response to a call for mass mobilization by the imprisoned leader of the PKK rebel group, Abdullah Ocalan.The activists held a rally chanting: “Down with the Islamic State and AKP partnership,” referring to Erdogan’s Justice and Development Party, as black smoke and the sound of gunfire from the battle between Islamic State and Kurdish militants drifted over the border.Turkey vehemently denies it has supported ISIS, which until recently was holding dozens of its diplomatic staff hostage. NEW YORK/BEIRUT (Reuters) - French fighter jets struck Islamic State targets in Iraq on Thursday, and the United States hit them in Syria, as a U.S.-led coalition to fight the militants gained momentum with an announcement that Britain would join.The French strikes were a prompt answer to the beheading of a French tourist in Algeria by militants, who said the killing was punishment for Paris' decision last week to become the first European country to join the U.S.-led bombing campaign.In the United States, FBI Director James Comey said Washington had identified the masked Islamic State militant in videos with a knife at the beheading of two American hostages in recent weeks. Those acts helped galvanize Washington's bombing campaign."I'm not going to tell you who I believe it is," Comey told reporters. He said he knew the person's nationality, but declined to give further details.A European government source familiar with the investigation said the accent indicated the man was from London and likely from a community of immigrants. U.S. and European officials said the principal investigative work identifying the man was conducted by British government agencies.Iraqi Prime Minister Haidar al-Abadi, in New York to attend a U.N. meeting, said on Thursday he had credible intelligence that Islamic State networks in Iraq were plotting to attack U.S. and French subway trains.Senior U.S. officials and French security services said they had no evidence of the specific threat cited by Abadi. But New York Police Commissioner William Bratton said the department boosted its presence on subways and city streets after the Iraqi warning.City officials added there was no specific, credible threat, and Mayor Bill de Blasio said: "We are convinced New Yorkers are safe."Officials in Chicago and Washington, D.C., said they knew of no threats to their transit systems.Some Iraqi officials in Baghdad questioned Abadi's comments. Britain, the closest U.S. ally in the past decade's wars, announced on Thursday that it too would join air strikes against Islamic State targets in Iraq, after weeks of weighing its options. Prime Minister David Cameron recalled parliament, which is expected to give its approval on Friday.While Arab countries have joined the coalition, Washington's traditional Western allies had been slow to answer the call from U.S. President Barack Obama. But since Monday, Australia, Belgium and the Netherlands have said they would send planes.The Western allies have so far agreed to join air strikes only in Iraq, where the government has asked for help, and not in Syria, where strikes are being carried out without formal permission from President Bashar al-Assad. France said on Thursday it did not rule out extending strikes to Syria, too. 'HARSHNESS, BRUTALITY, TORTURE AND MURDER'

More than 120 Islamic scholars from around the world, including many of the most senior figures in Sunni Islam, issued an open letter denouncing Islamic State. Challenging the group with theological arguments, they described its interpretation of the faith as "a great wrong and an offense to Islam, to Muslims and to the entire world.""You have misinterpreted Islam into a religion of harshness, brutality, torture and murder," said the letter, signed by figures from across the Muslim world from Indonesia to Morocco.A third night of air raids by the United States and Arab allies targeted Islamic State-controlled oil refineries in three remote locations in eastern Syria to try to cut off a major source of revenue for the al Qaeda offshoot.The strikes also seem to be intended to hamper Islamic State's ability to operate across the Syria-Iraq frontier.Obama has vowed to keep up military pressure against the group, which advanced through Kurdish areas of northern Iraq this week despite the air strikes. Some 140,000 refugees have fled to Turkey over the past week, many telling of villages burnt and captives beheaded."The only language understood by killers like this is the language of force, so the United States of America will work with a broad coalition to dismantle this network of death," Obama said at the U.N. KURDS HALT ISLAMIC STATE ADVANCE

One danger the U.S.-led campaign faces in Syria is the lack of strong allies on the ground. Washington remains hostile to the Assad government. It wants other Syrian opponents of Assad to step into the breach as Islamic State is pushed back, but such "moderate opposition" groups have had limited success.One group that has fought hard against Islamic State on the ground in Syria has been the Kurds, who control an area in the north but complain they have been given no support from the West.On Thursday, two Kurdish officials said Kurdish forces had pushed back the advance by Islamic State fighters toward the border town of Kobani in overnight clashes. Fighting near the town in recent days had prompted the fastest exodus of refugees of the entire three-year-old Syrian civil war.Islamic State, which launched a fresh offensive to try to capture Kobani more than a week ago, concentrated its fighters south of the town for a push late on Wednesday, but Kurdish YPG forces repelled them, the Kurdish officials said.Islamic State fighters also remain to the east and west of the town and fighting continues in the south.Near Damascus, Assad's Syrian army overran rebels in a town on Thursday, strengthening the Syrian leader's grip on territory around the capital.Assad's forces, backed by the Lebanese Shi'ite movement Hezbollah, have been gradually extending control over a corridor of territory from Damascus to the Mediterranean coast.Many Syrian activists and rebels have criticized the United States for focusing on striking Islamic State and other militant groups while doing little to bring down Assad.Iraq's prime minister told reporters that he conveyed to Syria a message from Washington that U.S. strikes would target Islamic State militants rather than Assad's government."What they emphasized is that their aim in Syria is not to destabilize Syria, is not to have a threat of Syrian sovereignty, is not to attack the regime in Syria, but rather to diminish the capabilities of Daesh (and other) terrorist organizations," Abadi said, referring to Islamic State.Commenting on the fight in Iraq against Islamic State militants, Abadi said that in addition to seeking air cover, Iraqi forces were starting to run low on ammunition and needed a steady supply.While acknowledging U.S. air strikes on Islamic State forces in the north of the country, he said the United States had not helped in the south."The onslaught of Daesh we have stopped and we are reversing it," he said. NEW YORK (Reuters) - Iraq has "credible" intelligence that Islamic State militants plan to attack subway systems in Paris and the United States, the prime minister said on Thursday, but U.S. and French officials said they had no evidence to back up his claims.Prime Minister Haider al-Abadi's comments were met with surprise by security, intelligence and transit officials in both countries. New York's leaders scrambled to ride the subway to reassure the public that the nation's largest city was safe.Abadi said he received the information Thursday morning from militants captured in Iraq and concluded it was credible after requesting further details. The attacks, he said, were plotted from inside Iraq by "networks" of the Islamic State, also known as ISIS or ISIL."They plan to have attacks in the metros of Paris and the U.S.," Abadi told a small group of U.S. reporters while in New York for the annual meeting of the U.N. General Assembly. "I asked for more credible information. I asked for names. I asked for details, for cities, you know, dates. And from the details I have received, yes, it looks credible."Some Iraqi officials in Baghdad questioned Abadi's comments. One high-level Iraqi government official told Reuters it appeared to be based on "ancient intelligence." Another called it "an old story." Both spoke on condition of anonymity.Abadi did not provide further details. A senior Iraqi official traveling with him later said Iraqi intelligence had uncovered "serious threats" and had shared this information with its allies' intelligence agencies."A full assessment of the veracity of the intelligence and how far the plans have gone into implementation is ongoing," the official said.Ben Rhodes, a deputy national security adviser to U.S. President Barack Obama, said the United States had "not confirmed any specific threat.""What we've consistently said to the Iraqis is if they have information that is relevant to terrorist activity or terrorist plotting, that they can and should share that through our intelligence and law enforcement channels," Rhodes told reporters traveling with Obama on Air Force One from New York."We would certainly take seriously any information they are learning," he said.French security services also said they had no information confirming Abadi's statement, a French government official said, speaking on condition of anonymity.

STRONGER TRANSIT SECURITY

New York Governor Andrew Cuomo, New York City Mayor Bill de Blasio and other local officials suggested they were unfazed, updating their public schedules on Thursday to add trips on the city's subway system to reassure millions of daily commuters."We are convinced New Yorkers are safe," de Blasio said at a press conference at a lower Manhattan subway station as he stood alongside New York City Police Commissioner Bill Bratton and George Venizelos, assistant director of the Federal Bureau of Investigation. The New York Police Department's intelligence bureau found no specific, credible threat, de Blasio said.Bratton said in response to Abadi's comments that he sent more police to patrol subways and streets in the city which was already on high alert because of the U.N. meeting.Joseph Sheehan, 44, from the city's Queens borough, learned about the threats from the web. "They were checking bags earlier at the Port Authority. Seems like they do that at times of heightened alerts," he said.Officials in Chicago and Washington said they knew of no threats to their transit systems.The United States and France have both launched air strikes against Islamic State targets in Iraq as part of a U.S.-led campaign to "degrade and destroy" the radical Sunni militant group, which has seized a third of both Iraq and Syria.Abadi disclosed the intelligence while making a case for Western and Arab countries to join that campaign. "We want to increase the number of willing countries who would support this," he said. "This is not military. This is intelligence. This is security. The terrorists have a massive international campaign. Don’t underestimate it."In the past, the United States had received threats that various militant groups were targeting transportation systems but there is no recent information about an imminent plan by Islamic State, one U.S. official said, speaking on the condition of anonymity.Abadi also said that Iraq did not want to see foreign "boots on the ground," but stressed the value of providing air cover, saying Iraq's air force did not have sufficient capability.He said Australia was "very interested" in participating, though he did not provide details.
