vatican city-After the first interview he gave to Italy’s Il Sole 24 Ore newspaper last February explaining and revealing the content of the Vatican’s forthcoming economic and administrative reforms, Cardinal George Pell spoke in a new exclusive interview with the Boston Globe, the day after the press conference for the presentation of the Vatican reform plan. Speaking to American Vatican correspondent John Allen, Pell stated that the reform called for by Francis is “moving in the right direction” and admitted he has “run into resistance, perhaps especially among an Italian old guard that feels its power slipping away.” “There’s sadness and a bit of antagonism in some quarters, that’s for sure,” the super minister of the Economy said.After explaining that the main idea behind the reform “is to introduce modern accounting standards, to strengthen transparency, to increase self-sufficiency and coordination, and eventually to generate more income with lower costs … [making the Vatican] a “model of good financial practices … [so as to] to “get [it] off the gossip pages.” The Australian cardinal was keen to point out that “along the way, we’re not going to generate any less revenue for the works of the Church.”Pell went on to explain that “the whole system is devised to include checks and balances and a division of powers.” For example, he has to answer to the Council for the Economy. “We’re not endeavouring to centralize the system,” he stated in response to the objections of those who believe the super minister holds too much power in his hands. “We do now have the authority to implement these systems. We’ll continue doing it as long as Pope Francis is with us,” he added.One of the tasks that will need to be completed by the end of the year is APSA’s transformation into a central bank and a treasury. The Vatican Asset Manager (VAM) – a new figure that will deal with the Holy See’s investments - will also take up office. An independent auditor also needs to be nominated. Pell said he was not sure whether VAM would be located in the IOR, APSA or somewhere else: “De Franssu has said that it’s a work in progress. … Over time, the asset management office will come to manage the Vatican’s reserves, meaning monies not needed for day-to-day operations. The ambition is that by putting the various funds together, we’ll have a bigger base sum and be able to get a better return.” The cardinal then explains that the new president of the IOR, who is also currently a member of the Council for the Economy, is also working to get the office in charge of investments up and running.Regarding the nomination of Jean-Baptiste de Franssu as head of the IOR, Pell said: “He’s got long experience in asset management and understands the world of banking. He is also a “charismatic personality” who has “been involved for over a year now with the study commission that was charged with putting together the reform package, so he’s got a pretty good idea about financial management in the Vatican.” “He’ll be one of the prime movers” of the asset management office. Pell brushed off the accusations made in the Italian media about the existence of a “Maltese lobby” made up of Joseph Zahra of Malta and Francesco Vermilgio of Italy and de Fransssu – who is allegedly managing the Vatican’s finances to fulfil his own personal interests – calling the allegations “Alice in Wonderland’ stuff. They’re perfunctory, and the lack of accuracy is extraordinary. De Franssu and Zahra have no joint economic interests whatsoever, and they had never even met before serving on a study commission last year. They’re both busy men who have given enormous amounts of time gratuitously to the Church.”The cardinal said the accusations may have originated among circles that “don’t like change.” “Perhaps someone regrets that over the last few years the bank and the Vatican generally have cleaned up their act,” he added.When asked why the Australian cardinal asked his business manager at the Archdiocese of Sydney, Danny Casey, to come to the Vatican to head a new project management office in the secretariat – a nomination which did not go down well with some – Pell answered: “Danny Casey has outstanding credentials for the particular role given to him.” He gave assurance, however, that “we’ll use a professional headhunter firm to fill other positions as they come along.”“We’ve never seen such an injection of lay leadership into the senior ranks of the Church as we’re seeing now with finances. VANCOUVER - A provincewide heat wave in British Columbia was expected to hit record highs in the coming days, heightening concerns about wildfires.The B.C. Wildfire Management Branch said Saturday there were 45 wildfires across the province, with three fires expected to take days to put out."The hot, dry weather has definitely been a concern," said Navi Saini, a spokeswoman for the agency. "It's definitely hindering fire-suppression efforts."In northern B.C., near the Alberta border, 120 firefighters and 11 helicopters are battling a 45-square-kilometre blaze close to Tumbler Ridge that was sparked last Sunday.Saini said there have been no casualties, but an evacuation order has been issued to 200 people in three nearby oil and gas camps.Forty-one firefighters and six helicopters are trying to put out a four-square-kilometre fire near Quesnel, in the North Cariboo region which started Tuesday.Twenty firefighters are battling a 10-square-kilometre blaze in north B.C. near Williston Lake that started Thursday.Saini said fires outside the province could spark smoke warnings for B.C."We have several large fires burning in the Northwest Territories, and just the way the wind's been blowing, there have been smoke reports in many areas of the province," she said.Smoke from a fire burning in Banff National Park, in Alta.,is drifting into the Kootenays, she said.Environment Canada said temperatures are expected to hit record highs in parts of the province this weekend.David Wray, a meteorologist with the agency, said temperatures in the southern half of the province appear to be 10 to 11 C above normal for the time of year.Wray said it is 8 to 10 C above normal for the northern half of B.C. where temperatures will likely break records next week.Temperatures are averaging at 30 C or more provincewide.Wray said it is important to wear sunscreen this weekend because it will only take about 15 minutes for skin to get burned.He said children or pets should not be left in cars, and people should drink plenty of water.Dave Lefebvre of Vancouver Coastal Health, one of the Lower Mainland's health authorities, said there has not been any word from one of its main hospitals of increases in patients suffering from heatstroke.The authority is urging people to limit outdoor activity to the early morning and evening.It is also asking people to check in on those unable to leave their homes and ask for medical help if required.Aletta Vanderheyden of Fraser Health, another health authority in the Lower Mainland, said there were no reports of increases in heatstroke among patients in 12 of its hospitals.

Smoky haze lingers over areas of Alberta as wildfires burn-CBC – JULY 13,14-YahooNews

A smoky haze remains over many areas in Alberta, as fire crews continue to battle several wildfires this weekend.The wildfire west of Nordegg near the Banff National Park border continues to burn. The blaze was ignited by a lightning strike last weekend, and is being held at 6,300 hectares.The province has been forced to close campgrounds and parts of the area’s backcountry. Public access to the forest is being restricted from the mountains south of Highway 11, north to Cline River and from the Banff border east to Whiterabbit Creek.There are also fires burning near Grande Prairie and Slave Lake, although those blazes are being held as well.There is also smoke drifting into Alberta as a result of the wildfires ravaging the North West Territories.This summer has proved to be one of the worst fire season in the region’s history, with more than 100 fires currently burning.The fires have consumed more than 800,000 hectares of land in total — a significant size, much larger than the province of Prince Edward Island. Fire crews from Saskatchewan and Yukon have been called in to help douse the flames, but high temperatures and little rain are making that difficult.

Storm Arthur power outages cut to 6,736-CBC – JULY 13,14-YahooNews

NB Power achieved its 95-per-cent power restoration target hours earlier than predicted on Sunday evening, as the number of customers without electricity dropped to roughly 6,700.NB Power was reporting 6,736 customers without electricity around the province at 3:10 p.m. on Sunday. The drop in customers without power means the utility has already hit its 95-per-cent target that it set for Sunday evening.At the peak of the outages from Arthur, 140,000 customers were affected. So far, 95.19 per cent of those customers now have electricity again.Fredericton continues to be the hardest hit community with power outages. There were 5,145 customers without power at 3:10 p.m. on Sunday.There were another 800 customers without electricity in Woodstock and 494 customers in St. Stephen.The utility used Twitter on Sunday to announce it has already met its Sunday deadline. Scott said more than 300 crews are working on Sunday.All but a couple of hundred customers are expected to be back on line by Tuesday evening."We are facing a lot of situations whereby we have trees that have fallen on lines in areas, in a lot of cases, where it's very complicated to try to restore power," Scott said."Having said that, we're going to do everything we possibly can to go by that 95 per cent number tonight and of course we're looking to have 99 per cent of the people restored by Tuesday evening."NB Power restored electricity to roughly 6,000 customers on Saturday. Scott said it is unlikely that feat could be achieved two days in a row."While that number will be hard to meet today because of the fact that where we are down to [outages of] ones and twos in most cases, there is not a lot of large ones left. So it will be more complicated to meet that same number today," Scott said."But our crews will be working hard to achieve the goal that we set for them. … We are hopeful, really, really hopeful that by this evening we will be able to say that we’ve exceeded the goal of 95 per cent."Nova Scotia Power said on Sunday that all Arthur-related outages have been restored.Stacey Pineau, a Nova Scotia Power spokesperson, said the company has offered NB Power equipment and supplies as it continues to reconnect customers who have been left in the dark for the last eight days.At this point, Pineau said NB Power has not requested any crews but they would consider sending Nova Scotia Power staff if asked.She said all of the contractors who were working with Nova Scotia Power are now available to work in New Brunswick."We had contract crews that were helping us and they were New Brunswick-based contractors and they were also from Emera Maine. So we released those crews and that would mean if somebody else wanted to make use of them, they would be able to do so," she said.Tree crews were working in Fredericton, clearing trees away from power lines.Karen Simonds watched one crew in her backyard on Sunday morning cut down trees that were too close to the power lines.She said she didn't think any of her trees would need to come down in order for her electricity to be restored.“It’s a little overwhelming especially when you had birch trees that you cherished and they are coming down but it’s all for a good cause,” Simonds said.“We will be really happy to get electricity back today or tomorrow.”Simonds was also talking to the tree crews, trying to preserve the some of the large trees in her backyard."I'm trying to save as much as I can but on the other hand new do need lines cleared so that this doesn't happen again," she said.In Narapis, near Grand Bay-Westfield, on Sunday, some residents were still planning on being without electricity for several more days.Darrin Duke said being without electricity for so long has been "a major inconvenience." It has also been tough financially.For instance, Duke said he's paid more than $700 in gas to keep his generator operating.But, he said, he doesn't want to blame NB Power for the lengthy outage."[NB Power] are doing their best. There is a lot of damage everywhere, but what are you going to do?" Duke said."There are only 24 hours in a day, they are working as hard as they can."The Woodstock area has consistently had one of the highest numbers of customers without power since Arthur left New Brunswick.Several businesses say that have been extremely busy helping people in the area remain stocked up on food and ice while their power remained out and feeding power crews who were restoring electricity in nearby communities.Maureen Brinkman, who works at Murray's Irving in Woodstock, said her business has witnessed a steady stream of people coming through their doors in the last eight days.“We had a lot of people coming in for showers because we have showers here. People, who had no power would come in for showers and ice,” she said.“It was busy, people were coming in with gas jugs and stuff for the generators, the NB Power trucks and the different power commissions, they have been coming in for breakfast and stuff like that in the morning. When we first get in here [in the morning], all kinds of power commission trucks [are] in here.”Debbie Creelman, who operates the Irving Gas Bar in Meductic, said she can’t get enough ice stocked to keep up with demand. She has also run out of crucial items, such as milk and bread, in the last week.Despite the difficulty in keeping her store stocked up, Creelman said it has been nice to help her community in the days after the storm."I got told many times how much they appreciated us being there for them and whatnot,” she said.“I got a lot of compliments that way, people have come in and said, ‘You guys are lifesavers,' and I said, 'Well, you do what you have to do when people are down and out.’”

BRUSSELS - The EU on Saturday (12 July) named 11 rebel leaders in east Ukraine who are to face a visa ban and asset freeze.Four of them are top people in the self-proclaimed Donetsk People’s Republic (DPR).They include: Aleksandr Borodai (a Russian citizen who calls himself the DPR prime minister); Alexander Khodakovsky (a defector who used the run an elite counter-terrorism squad, the Alpha unit, in the Ukrainian security service, the SBU); Alexandr Kalyussky (the DPR’s deputy PM), and Alexandr Khryakov (“responsible for … pro-separatist propaganda”).Another five men are linked to the so-called People’s Republic of Luhansk (PRL).The Luhansk group includes: Marat Bashirov (a Russian-born, former energy sector executive who calls himself the PRL’s prime minister); Vasyl Nikitin (“vice prime minister”); Aleksey Karyakin (“Supreme Council Chair”); Yurij Ivakin (“minister of internal affairs”); and Igor Plotinsky (“defence minister”).The EU also blacklisted Nikolay Kozitsyn, the “Commander of Cossak forces”, a caste of irregular Russian fighters who flocked across the border into east Ukraine to fight government soldiers.The 11th name is Oleksiy Mozgovy, said to be “responsible for training separatists to fight against the Ukrainian government forces”.A report out last week by UK-based NGO Amnesty International said the rebel groups are guilty of hundreds of kidnappings of pro-Ukrainian activists in east Ukraine.Amnesty’s Denis Krivosheev said Ukraine government forces have also abducted people, but he noted “the bulk of the abductions are being perpetrated by armed separatists, with the victims often subjected to stomach-turning beatings and torture.”Saturday’s EU listing brings to 72 the number of Ukrainian separatists, Russian military chiefs, and Russian politicians put on the EU sanctions register since March.Russia’s ambassador to the EU, Vladimir Chizhov, told the Interfax news agency that “blacklisting opponents isn't helping to build a dialogue with them”.The additional names come amid talks between France, Germany, Russia, Ukraine, and the OSCE, a European multilateral club, on reviving a Contact Group on the conflict.The group is to see Ukrainian authorities talk directly to local leaders in east Ukraine, with the OSCE tasked to identify the right interlocutors.But prospects of a ceasefire diminished on Friday, when separatists killed 19 Ukrainian soldiers.Fighting claimed “at least” 12 civilian lives over the weekend, the BBC reports, while Russia, on Sunday, said a Ukrainian-fired shell killed a Russian citizen in a small town on the Russian side of the border.“This represents a qualitative escalation of the danger to our citizens, now even on our own territory. Of course this naturally cannot pass without a response," Russian deputy foreign minister Grigory Karasin said on Russian TV.Speaking to CNN on Sunday, Swedish foreign minister Carl Bildt said EU sanctions have hurt the Russian economy by scaring off foreign investors.He noted that President Vladimir Putin "has made Russia an unpredictable country. And if there's anything that a businessman wants to have it's predictability".

In verse 3,GEN 1-God describes the creation of conditions to permit light to penetrate the earth's atmosphere. In verse 14, God is being very specific about certain "lights" that became visible from the surface of the earth. These specific lights were created to serve "for signs and seasons, and for days and years."

On the fourth day, God made visual observation of the sun, moon, and stars possible. Before this, the earth's cloud-cover did not permit an observer on earth's surface to see these heavenly bodies. God diminished the cloud-cover so that clear days would be possible, and thus heavenly bodies could be used to keep track of time. Once time was regulated, men could determine when to observe God's holy days. Most likely, God also adjusted the speed of the earth's revolution around the sun as well as the moon's speed of orbit around the earth.

CALGARY - There was an outpouring of hope, tears and prayers Thursday evening at an emotional candlelight vigil for a missing five-year-old Calgary boy and his grandparents."We're very hopeful that they're out there. There's no doubt in our mind," said the boy's mother, Jennifer O'Brien, choking back tears as her husband, Rod, stood with his arm around her shoulders."We've just got to find them and the police are doing everything they can do. I'm hopeful in every way and we all are. I hope this turns out to be a happy story and I think it's going to."Nathan O'Brien and his grandparents, Kathryn and Alvin Liknes, haven't been seen since June 29 after what police say was a violent incident in the Liknes home. The couple had been having an estate sale and were downsizing ahead of a move to a home in Edmonton and then on to Mexico. Nathan was at their house for a sleepover.About 500 people turned out for a candlelight vigil at the Parkhill Community Centre, just around the corner from the Liknes home.Green ribbons, recognized as a symbol to remember missing children, were handed out to those attending. A moment of silence was held followed by a lighting of the candles. Throughout the ceremony, tears streamed down faces and some people were sobbing.About a dozen friends and family members slowly made their way up to the microphone, sharing anecdotes and hoping for the best."I like to think of this whole thing as just a way to keep the flame going," said Jeff Liknes, Kathryn and Alvin's son."I don't want to think of this like a funeral because I know it's not one. I'd love to see them again."Randy Prevost, Kathryn Liknes's brother, told reporters he wanted to help in the search but police asked the family to not get involved in the investigation. He remains hopeful but said it has been a tough two weeks."Never in my wildest dreams could I imagine anything like this," he said. New Brunswick gets power outage help from P.E.I.-CBC – JULY 11,14-YahooNews
The Red Cross on P.E.I. and Maritime Electric have sent assistance to New Brunswick, where 40,000 homes are still without power following tropical storm Arthur."There are four shelters operating in New Brunswick and our volunteer Lynn MacLeod has gone over to help with warming and reception centres," said Laura Montigny, P.E.I.'s director for the Red Cross."She'll be located in Fredericton which is certainly where the bulk of the power outages are. So she'll be working with clients who come in to assess their needs in the short term until the power is restored.  She'll also be assisting with food distribution and water distribution in that area."A volunteer disaster-relief specialist from P.E.I. was also sent to New Brunswick earlier this week. That volunteer will be in New Brunswick at least through Sunday.The Canadian Red Cross now has 83 volunteers from across the Maritimes helping out.Maritime Electric, P.E.I.'s main electrical utility, has sent four crews to New Brunswick to help restore the power there.

He said NSP is not "meeting its responsibility" as the only power option in Nova Scotia.McNeil said for that reason, there must be performance standards in place. Both Younger and McNeil agreed that better communication is something that needs to be in place for NSP."There's no question their communications tool [website] is a complete failure," says McNeil.The premier said the province will also examine its own systems, in terms of emergency response."We all know that our weather pattern is changing, how do we change to adapt?" he said.Officials with the province said the government wants to examine whether it can take on a bigger role in future outages.rovincial officials say the Utility and Review Board will review Nova Scotia Power's response to Arthur and the aftermath of the storm.The province will also examine ways to help NSP during long outages, including possibly sending crews from the Transportation and Infrastructure Renewal Department to clear the lines of branches.The province's Emergency Management Office will also look at coordinating local responses to long outages, officials said Friday.Nova Scotia Power's Stacey Pineau says the number of outages will fluctuate through the day as some people are disconnected, briefly, so that others can be reconnected.Pineau says, at last count, 187 crews were working across the province.At the peak of the power outages from post tropical storm Arthur, Nova Scotia Power CEO Bob Hanf says 200,000 customers lost electricity.Earlier this week, Hanf said restoration times are based on past experiences and are an estimate. He also defended Nova Scotia Power’s restoration efforts, saying the utility called people back to work from their vacations after running scenarios a week before the storm.

TOKYO (AP) — A 6.8-magnitude earthquake has hit Japan's northern coast near the nuclear power plant crippled in the 2011 earthquake and tsunami.Japan's Meteorological Agency says the quake struck early Saturday 10 kilometers (6 miles) below the sea surface off the coast of Fukushima, northeast of Tokyo.The agency issued tsunami advisory along the Japanese northern coast.Public broadcaster NHK says the Fukushima Dai-ichi nuclear power plant is checking if there is any damage from the quake.The 2011 disaster killed about 19,000 people. That disaster also triggered multiple meltdowns at the Fukushima plant. More than 100,000 people are still unable to go home due to fear of radiation contamination from the plant.
