The Department of Homeland Security is set to pay for illegal minors up to the age of 17 to be escorted into the United States, according to a new solicitation posted at FedBizOpps.-Entitled ‘Escort Services for Unaccompanied Alien Children’, the solicitation reads;ICE [Immigration and Customs Enforcement] is seeking the services of a responsible vendor that shares the philosophy of treating all UAC with dignity and respect, while adhering to standard operating procedures and policies that allow for an effective, efficient, and incident free transport. The Contractor shall provide unarmed escort staff, including management, supervision, manpower, training, certifications, licenses, drug testing, equipment, and supplies necessary to provide on-demand escort services for non-criminal/non-delinquent unaccompanied alien children ages infant to 17 years of age, seven (7) days a week, 365 days a year. Transport will be required for either category of UAC or individual juveniles, to include both male and female juveniles. There will be approximately 65,000 UAC in total: 25% local ground transport, 25% via ICE charter and 50% via commercial air.The post does not explain how ICE arrived at the figure of 65,000 children, nor does it clear up why 50% of the illegal minors are arriving via commercial air. Battle for Iraq refinery as U.S. hesitates to strike

TIKRIT Iraq (Reuters) - Iraqi government forces battled Sunni rebels for control of the country's biggest refinery on Thursday as Prime Minister Nuri al-Maliki waited for a U.S. response to an appeal for air strikes to beat back the threat to Baghdad.Secretary of State John Kerry said President Barack Obama still had "all options" open to him but U.S. regional allies Turkey and Saudi Arabia echoed concern in Washington about the risk of U.S. action serving only to inflame the sectarian war.The sprawling Baiji refinery, 200 km (130 miles) north of the capital near Tikrit, was a battlefield as troops loyal to the Shi'ite-led government held off insurgents from the Islamic State of Iraq and the Levant and its allies who had stormed the perimeter a day earlier, threatening national energy supplies.A government spokesman said around noon (0900 GMT) that its forces were in "complete control" but a witness in Baiji said fighting was continuing and ISIL militants were still present.A day after the government publicly appealed for U.S. air power, there were indications Washington is sceptical of whether that would be effective, given the risk of civilian deaths that could further enrage Iraq's once dominant Sunni minority.Turkish Prime Minister Tayyip Erdogan, a NATO ally, said the United States "does not view such attacks positively", given the risk to civilians. A Saudi source said that Western powers agreed with Riyadh, the main Sunni state in the region, that what was needed was political change, not outside intervention, to heal sectarian division that has widened under Maliki.Video aired by Al-Arabiya television showed smoke billowing from the plant and the black flag used by ISIL flying from a building. Baiji, 40 km (25 miles) north of Saddam Hussein's home city of Tikrit, lies squarely in territory captured in the past week by an array of armed Sunni groups, spearheaded by ISIL, which is seeking a new Islamic caliphate in Iraq and Syria. On Tuesday, staff shut down the plant, which makes much of the fuel Iraqis in the north need for both transport and generating electricity.ISIL, which considers Iraq's Shi'ite Muslim majority as heretics in league with neighbouring, Shi'ite Iran, has led a Sunni charge across northern Iraq after capturing the major city of Mosul last week as Maliki's U.S.-armed forces collapsed.The group's advance has only been slowed by a regrouped military, Shi'ite militias and other volunteers. But on Tuesday, Sunni fighters took the small town of Mutasim, south of Samarra, giving them the prospect of encircling the city which houses a major Shi'ite shrine. A local police source said security forces withdrew without a fight when dozens of vehicles carrying insurgents converged on Mutasim from three directions.ISIL, whose leader broke with al Qaeda after accusing the global jihadist movement of being too cautious, has now secured cities and territory in Iraq and Syria, in effect putting it well on the path to establishing its own well-armed enclave that Western countries fear could become a centre for terrorism.The Iraqi government made public on Wednesday its request for U.S. air strikes, two and half years after U.S. forces ended the nine-year occupation that began by toppling Saddam in 2003.Asked whether Washington would accede to that appeal, Kerry told NBC only that "nothing is off the table".

U.S. RESPONSE

Some politicians have urged Obama to insist that Maliki goes as a condition for further U.S. help. Asked about U.S. aid for the prime minister, Kerry said: "What the United States is doing is about Iraq, it's not about Maliki. Nothing the president decides to do is going to be focused specifically on Prime Minister Maliki. It is focused on the people of Iraq."He played down the extent of possible U.S. cooperation with Iran, the main Shi'ite power, which backs Maliki, saying Washington wanted communication on Iraq with its long-time enemy to avoid "mistakes" but would not work closely with Tehran.U.S. officials, speaking on condition of anonymity, say Iraq has asked for drone strikes and increased surveillance by U.S. drones, which have been flying over Iraq. However, officials note, targets for air strikes could be hard to distinguish from civilians among whom ISIL's men were operating.Turkish premier Erdogan said: "America, with its current stance and the statements it has made, does not view such attacks positively ... Such an operation could result in a serious number of deaths among civilians."The Saudi source told Reuters: "No outside interference will be of any benefit," adding that Washington, France and Britain all agreed with Riyadh that "dialogue and a political solution is the way forward in Iraq".Competing with Iran for regional influence - a rivalry that echoes 13 centuries of Sunni-Shi'ite strife - Saudi Arabia hit back angrily at an accusation this week by Maliki's government that Riyadh was promoting sectarian "genocide" by supporting ISIL. “What we’re basically saying is that students should be able to have some choice in what kind of pronoun they use to describe them.”The Vancouver School Board has decided that students may ask teachers and staff to address them by the pronoun of their choice, to accommodate transgender students for whom “he” and “she” do not fit.Offered as possible replacements by the board: The newly coined pronouns xe, xem, xyr, which are pronounced to rhyme with the genderless plurals, they, them, and their, only starting with the “z” sound.“It does require one to be quite mindful,” said Lisa Pedrini, VSB’s manager of social responsibility and diversity, although it would only apply to a “very tiny tiny minority” of students.The policy, passed amid some controversy late Monday, is the latest in a 150-year-old linguistic tradition, born of frustration at a grammatical quirk of the English language — that pronouns must agree in gender with the noun they represent, even if that gender is not known.Some have made brief historical appearances in dictionaries, such as “thon” and “hiser,” but none has caught on widely, except for the awkward use of the plural “they” for someone whose gender is unknown or irrelevant.“It’s hard to tinker with the conservatism of the pronoun system” said Dennis Baron, a professor of English and linguistics at the University of Illinois. “It’s one of the slowest language systems in terms of change.”In a book on gender and language, he calls the genderless pronoun, known to linguists as the epicene pronoun, “the word that failed,” and not for lack of trying. Angus, Ont., tornado leaves thousands with no power as cleanup begins

About 6,000 Hydro One customers remain without electricity across southern Ontario, the morning after a violent thunderstorm — and one confirmed tornado — touched down in the region, causing millions of dollars in damage.A series of storms Tuesday afternoon brought lashing rains and powerful winds, toppling branches, bringing down hydro lines and causing widespread outages. Despite the devastation, no serious injuries were reported.Early Wednesday, Hydro One officials told CBC News that about 6,000 customers remain without power, with the outages spread over isolated pockets across southern Ontario. Hydro One distributes power for most residents of rural Ontario.At the height of the storm about 46,000 Hydro One customers were without power.Toronto Hydro, which supplies the Greater Toronto Area, reported that 1,000 customers were in the dark as of  Wednesday morning, down from 12,000 with no power at the height of the storm."We're seeing that a lot of limbs on trees have fallen, bringing power lines on the road, poles have been snapped," said Hydro One spokeswoman  Marylena Stey. "In a lot of cases, the areas aren't safe yet for our crews to access, so we are waiting for roads to be cleaned up and reopened so we can get in and restore power."Stey said she expects power will be restored for all Hydro One customers by the end of Wednesday.Of the 6,000 Hydro One customers without power in the morning, about 4,000 are concentrated in an area near Barrie, located about 100 kilometres north of Toronto.

Angus gets worst of it

Worst hit in Tuesday's storms was the town of Angus, about 30 kilometres west of Barrie. A tornado touched down just after 5 p.m. ET Tuesday, blowing out windows, tearing up fences and shearing the roofs off houses. About 30 homes were damaged and 300 people were forced from the area.CBC's Natalie Kalata was in Angus on Wednesday morning and said the area is strewn with debris and there's damage everywhere."There are sides of homes that are completely missing," Kalata reported Wednesday on CBC Radio. "You can see inside bedrooms and kitchens."A state of emergency remains in effect in Essa township, an area that includes Angus. People in Angus have not been allowed to return to their homes. Emergency officials will assess the damage on a house-by-house basis on Wednesday before deciding when they can return.Damage from the storm is estimated in the millions.

Ontario Premier Kathleen Wynne appeared on CBC Radio's Metro Morning on Wednesday, less than a week after leading her Liberals to an unexpected majority win.Host Matt Galloway asked the premier about everything from transit funding, to her plans to pare back the province's large deficit, and why her support didn't extend into most rural Ontario ridings.Here's a sample of her comments, you can listen to the entire interview here:On watching the election night results with her family:"It was thrilling. What does this mean? "Government has to be a force for good in people's lives. Where does Wynne stand on this? "I'm not going to weigh in on the mayoralty race. I do hope we have a mayor in the city of Toronto and all the jurisdictions that are interested and willing to work with the province and not be in a conflict with them on transit."Wynne has vowed to eliminate Ontario's $12.5 billion deficit by 2017-18. Is she willing to do this even if it means playing tough in contract negotiations with public sector unions? "I respect the collective bargaining process and I'm adamant that we will have fair collective bargaining, but there is no new money and everyone knows what the fiscal situation is. We've made tough choices, we will continue to do that."Does the majority mandate give you some comfort, given that you've essentially been running since winning the party leadership? "Everyday it feels like I have to earn this role. I have to live up to the expectations of the people of this province. Although it's a relief and it's great to be in this position, we know there's a lot of work ahead of us. We're very impatient to get moving."Finally, you're now the first openly gay leader in a Commonwealth country. How happy are you this wasn't an issue during the campaign? "It's a wonderful thing about this province, it's a wonderful thing about this country. This is a beautiful and inclusive place that will live in. U.S. captures suspected ringleader of 2012 attack in Benghazi

WASHINGTON (Reuters) - The United States said on Tuesday it had captured a suspected ringleader of the 2012 attack on the U.S. diplomatic compound in Benghazi, Libya, that killed four Americans including the U.S. ambassador and ignited a political firestorm in Washington.President Barack Obama said in a statement he had authorized the operation in Libya on Sunday, in which U.S. special operations forces captured Ahmed Abu Khatallah. He told an audience later in Pittsburgh that Khatallah was being transported to the United States."Since the deadly attacks on our facilities in Benghazi, I have made it a priority to find and bring to justice those responsible for the deaths of four brave Americans," he said in a statement. He said Khatallah would "face the full weight of the American justice system."Khatallah's capture was a victory for Obama, who has been accused by Republicans of playing down the role of al Qaeda in the 2012 attacks for political reasons and being slow to deliver on promises of justice.Republicans also said then-Secretary of State Hillary Clinton had failed to take steps to ensure the safety of American diplomatic personnel, an issue that is still resonating as Clinton considers running for U.S. president in 2016.Clinton defended the decision to put diplomats in dangerous situations on Tuesday but noted that incomplete information increased the risk in Benghazi in 2012."We send Americans into perilous dangerous places all the time, and I believe that’s the right decision," Clinton told CNN. "We have to do it prudently, of course, but we need to be where things are happening that can affect us."Khatallah was being held aboard the USS New York, an amphibious transport dock, a U.S. official said, speaking on condition of anonymity.He was grabbed on the outskirts of Benghazi in an operation carried out by U.S. special operations forces, including some members of the Army's Delta Force, another U.S. official said.General Martin Dempsey, chairman of the Joint Chiefs of Staff, said U.S. troops had acted with "extraordinary skill, courage and precision" and that the complex operation resulted in no casualties. Rear Admiral John Kirby, the Pentagon press secretary, said all U.S. personnel involved had left Libya.A U.S. official said Khatallah would be charged and prosecuted through the U.S. court system and would not be sent to the prison for suspected al Qaeda militants in Guantanamo, Cuba.That is in line with Obama's policy of prosecuting suspected militants caught abroad through the U.S. justice system rather than trying them in the military tribunal system at Guantanamo Bay prison, which he is trying to close.A criminal complaint released by the U.S. district court for Washington, D.C., accused Khatallah of killing a person in the course of an attack on a federal facility, providing material support to terrorists and using a firearm in commission of a crime of violence.

The Libyan government had no immediate comment on the U.S. announcement. A U.S. official, speaking on condition of anonymity, said Libya was not notified before the secret raid. The Pentagon said Libya had been told of the operation to seize Khatallah but would not say when.It was the second time the administration has said U.S. special operations forces have gone into Libya to detain a militant. A U.S. Army Delta Force team grabbed al Qaeda suspect Nazih al-Ragye, better known as Abu Anas al-Liby, in Tripoli in October 2013 and sent him to a U.S. Navy ship for interrogation.Al-Liby was later charged in a U.S. federal court in New York in connection with the 1998 bombing of the U.S. embassy in Kenya, which killed more than 200 people.Khatallah was expected to be questioned by an elite inter-agency interrogation team created in 2009 to seek information from suspects to prevent future terrorist attacks, a U.S. official said. The official could not say whether members of the U.S. High Value Detainee Interrogation Group, which is housed at the FBI's National Security Branch, were already in place to question Khatallah aboard the ship where he was being held.Lawmakers welcomed Khatallah's capture, but Republicans said they were concerned that prosecuting him in the court system rather than through the military tribunals at Guantanamo would hamper efforts to interrogate him for his intelligence value."I want him to be held a sufficient period of time under the law of war to gather intelligence," said Senator Lindsey Graham of South Carolina, adding he didn't care where Khatallah was prosecuted. "We're shutting down intelligence-gathering. BAGHDAD (Reuters) - Sunni rebels battled their way into the biggest oil refinery in Iraq on Wednesday, and the president of neighbouring Iran raised the prospect of intervening in a sectarian war that threatens to sweep across Middle East frontiers.Sunni fighters were in control of three quarters of the territory of the Baiji refinery north of Baghdad, an official said there, after a morning of heavy fighting at gates defended by elite troops who have been under siege for a week.A lightning advance has seen Sunni fighters rout the Shi'ite-led government's army and seize the main cities across the north of the country since last week.The fighters are led by the Islamic State of Iraq and the Levant which aims to build a Sunni caliphate ruled on mediaeval precepts, but also include a broad spectrum of more moderate Sunnis furious at what they see as oppression by Baghdad.Some international oil companies have pulled out foreign workers. The head of Iraq's southern oil company, Dhiya Jaffar, said Exxon Mobil had conducted a major evacuation and BP had pulled out 20 percent of its staff. He criticised the moves, as the areas where oil is produced for export are mainly in the Shi'ite south and far from the fighting.Washington and other Western capitals are trying to save Iraq as a united country by leaning hard on Shi'ite Prime Minister to reach out to Sunnis. Maliki met Sunni and Kurdish political opponents overnight, concluding with a frosty, carefully staged joint appearance at which an appeal for national unity was read out.In a televised address on Wednesday Maliki appealed to tribes to renounce "those who are killers and criminals who represent foreign agendas".But so far Maliki's government has relied almost entirely on his fellow Shi'ites for support, with officials denouncing Sunni political leaders as traitors. Shi'ite militia - many believed to be funded and backed by Iran - have mobilised to halt the Sunni advance, as Baghdad's million-strong army, built by the United States at a cost of $25 billion, crumbles.Like the civil war in Syria next door, the new fighting threatens to draw in regional neighbours, mustering along sectarian lines in what fighters on both sides depict as an existential struggle for survival based on a religious rift dating to the 7th Century.

HOLY SHRINES

Iran's President Hassan Rouhani made the clearest declaration yet that the Middle East's main Shi'ite power, which fought a war against Iraq that killed a million people in the 1980s, was prepared to intervene to protect Iraq's great shrines of Shi'ite imams, visited by millions of pilgrims each year."Regarding the holy Shi'a shrines in Karbala, Najaf, Kadhimiya and Samarra, we announce to the killers and terrorists that the great Iranian nation will not hesitate to protect holy shrines," Rouhani said in an address to a crowd on live TV.He said many people had signed up to go to Iraq to fight, although he also said Iraqis of all sects were prepared to defend themselves: "Thanks be to God, I will tell the dear people of Iran that veterans and various forces - Sunnis Shias and Kurds all over Iraq - are ready for sacrifice."Iraqi troops are holding off Sunni fighters outside Samarra north of Baghdad, site of one of the main Shi'ite shrines. The fighters have vowed to carry their offensive south to Najaf and Kerbala, seats of Shi'ite Islam since the Middle Ages.Saudi Arabia, the region's main Sunni power, said Iraq was hurtling towards civil war. Foreign Minister Prince Saud al-Faisal, in words clearly aimed at Iran and at Baghdad's Shi'ite rulers, deplored the prospect of "foreign intervention" and said governments need to meet "legitimate demands of the people".Maliki's government has accused Saudi Arabia of promoting "genocide" by backing Sunni militants. Riyadh supports Sunni fighters in Syria but denies aiding ISIL.The Baiji refinery is the fighters' immediate goal, the biggest source of fuel for domestic consumption in Iraq, which would give them a firm grip on energy supply in the north where the local population has complained of fuel shortages.The refinery was shut on Tuesday and foreign workers flown out by helicopter."The militants have managed to break in to the refinery. Now they are in control of the production units, administration building and four watch towers. This is 75 percent of the refinery," an official speaking from inside the refinery said.The government denied the refinery had fallen. Counter-terrorism spokesman, Sabah Nouri, insisted forces were still in control and had killed 50 to 60 fighters and burned 6 or 7 insurgent vehicles after being attacked from three directions.

Last week's sudden advance by ISIL - a group that declares all Shi'ites to be heretics deserving death and has proudly distributed footage of its fighters gunning down prisoners lying prone in mass graves - is a test for U.S. President Barack Obama, who pulled U.S. troops out of Iraq in 2011.Obama has ruled out sending back ground troops but is considering other military options to help defend Baghdad, and U.S. officials have even spoken of cooperating with Tehran against the mutual foe.But U.S. and other international officials insist Maliki must do more to address the widespread sense of political exclusion among Sunnis, the minority that ran Iraq until U.S. troops deposed dictator Saddam Hussein after the 2003 invasion.Western countries fear an ISIL-controlled mini-state in Syria and Iraq could become a haven for militants who could then stage attacks around the globe.British prime minister David Cameron told parliament he disagreed "with those people who think this is nothing to do with us and if they want to have some sort of extreme Islamist regime in the middle of Iraq it won't affect us. It will."The people in that regime, as well as trying to take territory, are also planning to attack us at home in the United Kingdom," Cameron said.In a rerun of previous failed efforts at bridging sectarian and ethnic divisions, Shi'ite, Sunni and Kurdish leaders met late Tuesday behind closed doors. They later stood frostily before cameras as Ibrahim al-Jaafari, a Shi'ite politician who held the post of prime minister before Maliki, read a statement."No terrorist powers represent any sect or religion," Jaafari said in the address, which included a broad promise of "reviewing the previous course" of Iraqi politics. Afterwards, most of the leaders, including Maliki and Usama al-Nujaifi, the leading Sunni present, walked away from each other in silence.Though the joint statement said only those directly employed by the Iraqi state should bear arms, thousands of Shi'ite militiamen have been mobilised to defend Baghdad.According to one Shi'ite Islamist working in the government, well-trained organisations Asaib Ahl Haq, Khataeb Hezbollah and the Badr Organisation are now being deployed alongside Iraqi military units as the main combat force.With battles now raging just an hour's drive north of the capital, Baghdad is on edge. Tornado warning expands in Grey County

BRUCE COUNTY - A "potential" tornado was being tracked as it moved through Chesley as parts of Grey-Bruce are under a tornado warning.At 4:21 p.m., Environment Canada updated its tornado warnings to include, Owen Sound, Blue Mountains, northern Grey County, Hanover, Dundalk, southern Grey County, in addition to the earlier tornado warning for Saugeen Shores, Kincardine and southern Bruce County." Weather radar indicates a potential tornado moving east through Chesley. This storm is moving east at 80 km/h. Wind gusts over 100 km/h and large, damaging hail are likely with this storm."At 4 p.m. severe thunderstorms warnings were updated for Owen Sound, Blue Mountains and northern Grey County. Warnings are issued when severe weather is imminent or occurring, while watches are often issued hours before severe weather develops.Almost an hour earlier, Environment Canada meteorologists were tracking a severe thunderstorm that possibly could produce a tornado.Weather radar indicated a potential tornado approaching the shoreline in the vicinity of Kincardine. This storm is moving east at 80 km/h. Wind gusts over 100 km/h and large, damaging hail are likely with this storm, Environment Canada said on its website."This is a dangerous and potentially life-threatening situation. Take cover immediately, if threatening weather approaches. If you hear a roaring sound or see a funnel cloud, swirling debris near the ground, flying debris, or any threatening weather approaching, take shelter immediately.Go indoors to a room on the lowest floor, away from outside walls and windows, such as a basement, bathroom, stairwell or interior closet. Environment Canada has issued a tornado watch this afternoon for parts of southern Ontario and upgraded its watches to warnings in other regions, as the same weather system that spawned two deadly tornadoes in Nebraska yesterday made its way towards Canada.The Nebraska tornadoes killed one child on Monday. The weather system is expected to bring strong winds and hail the size of ping pong balls to southern Ontario."Not as strong as what we were looking at yesterday, but there is the risk for severe thunderstorms, hail, strong winds, intense lightning, heavy rain — cannot rule out an isolated tornado," said CBC meteorologist Jay Scotland.Areas now under a tornado warning include:
- Saugeen Shores, Kincardine and Southern Bruce Country.
- Hanover, Dundalk and Southern Grey County.
Environment Canada's tornado watch was issued for the following regions:

Southern and northeastern Ontario are at risk of severe thunderstorms in the afternoon and evening, including the Greater Toronto Area, Scotland said.Hamilton, Caledon and Shelburne were reporting lots of lightning late Tuesday morning, with the city of Hamilton and other regions already under a severe thunderstorm warning.Four people were struck by lighting while playing golf at a Stouffville, Ont., course, York Regional Police said.All four were transported to a local hospital. Environment Canada issued a special weather statement for parts of southern Ontario that asks people to take necessary safety precautions if adverse weather conditions arrive. That includes taking cover if threatening weather approaches and going inside upon hearing thunder."In Canada, lightning kills up to 10 people every year," the government agency reminded Canadians.The storms will intensify over the next two hours.By 11 a.m. ET, all of southern Ontario was at least under a severe thunderstorm watch.Environment Canada also issued a weather warning for Windsor-Essex-Chatham-Kent on Tuesday morning over high temperatures. At 10 a.m. ET, the temperature in Windsor hovered around  25 C, but felt like 34 C.Environment Canada expects afternoon temperatures in southern Ontario to peak at the upper 20s Celsius, to lower 30s.Meanwhile, humidex values may reach the mid- to upper 30s.Humidex is short for humidity index. If the humidex is forecast at 40, it means that the temperature might be 35 C but, with the humidity, the discomfort feels like it would at a dry temperature of 40 C. This means that on Tuesday, it may feel like the temperature is in the mid- to upper 30s.As the warm and humid air mass moves closer to Ontario on Tuesday afternoon, showers and thunderstorms will start across the region.Later in the afternoon and into the evening, some areas may experience severe thunderstorms."The main threats will be torrential downpours, damaging winds and large hail," read the special weather statement.Meanwhile, much of southern Alberta is under a heavy rainfall warning from Environment Canada. Between six and 10 centimetres of rain is expected to fall before the rainfall eases off later Thursday morning. Up to 20 centimetres is expected in some areas.The two tornadoes that tore through northeast Nebraska, killing a five-year-old, touched down within 1.5 kilometres of each other and destroyed more than half of a small town of roughly 350.Monday's U.S. weather resulted in 30 preliminary tornado reports, as well as large hail and strong, straight-line wind reports."Wind does not have to spin to cause damage," said Scotland. Iraq's Maliki defies call to reach out, accuses Saudis of 'genocide'

BAGHDAD(Reuters) - Iraq's Shi'ite rulers defied Western calls on Tuesday to reach out to Sunnis to defuse the uprising in the north of the country, declaring a boycott of Iraq's main Sunni political bloc and accusing Sunni power Saudi Arabia of promoting "genocide".Washington has made clear it wants Prime Minister Nuri al-Maliki to embrace Sunni politicians as a condition of U.S. support to fight a lightning advance by forces from the Islamic State of Iraq and the Levant.But the Shi'ite prime minister has moved in the opposite direction, announcing a crackdown on politicians and officers he considers "traitors" and lashing out at neighbouring Sunni countries for stoking militancy.The latest target of his government's fury was Saudi Arabia, the main Sunni power in the Gulf, which funds Sunni militants in neighbouring Syria but denies it is behind ISIL."We hold them responsible for supporting these groups financially and morally, and for the outcome of that - which includes crimes that may qualify as genocide: the spilling of Iraqi blood, the destruction of Iraqi state institutions and historic and religious sites," the Iraqi government said of Riyadh in a statement.Maliki has blamed Saudi Arabia for supporting militants in the past, but the severe language was unprecedented. SCRAMBLING ALLIANCES

The sudden advance by Sunni insurgents has the potential to scramble alliances in the Middle East, with the United States and Iran both saying they could cooperate against a common enemy, all but unprecedented since the 1979 Iranian revolution.Iran, the leading Shi'ite power, has close ties to Maliki and the Shi'ite parties that have held power in Baghdad since U.S. forces toppled Saddam Hussein in 2003. Iraqi officials confirmed that the Baiji refinery north of Baghdad had shut down, although they said government troops still held the vast compound. Foreign workers were evacuated by Iraqi government helicopters.With the refinery shut, Iraq will have difficulty generating electricity and pumping water to sustain its cities in summer. Russia cuts gas to Ukraine, flows to EU threatened

KIEV/GORKI Russia (Reuters) - Russia cut off gas to Ukraine on Monday in a dispute over unpaid bills that could disrupt supplies to the rest of Europe and set back hopes for peace in the former Soviet republic.After weekend violence that included the loss of 49 troops in the downing of a Ukrainian plane, Russia said Kiev missed a deadline for a $1.95 billion debt payment and it would now only get gas paid for in advance. It insisted that Ukraine must also ensure that it lets Russian gas flow through its international pipelines to Moscow's clients in the European Union.Kiev and Moscow blamed each other for the failure to agree overnight on the price of future gas deliveries and refused to abandon well established positions: Russia offering a discount and Ukraine rejecting that as a tool for political manipulation.The talks are bound up with the worst crisis between Russia and Ukraine since the Soviet Union collapsed and rising tensions over Saturday's shooting down of the aircraft by pro-Russian separatists in the east, an attack on the Russian embassy in Kiev and Western charges that Russia is arming the rebels."Thanks to the unconstructive position of the Ukrainian government, today a prepayment system was introduced," Alexei Miller, the chief executive of Russian state exporter Gazprom, told Prime Minister Dmitry Medvedev during a somber meeting at a government residence at Gorki, outside Moscow.He said Ukraine had "adopted a position that can only be called blackmail", adding: "They wanted an ultra-low price."Gazprom had asked Kiev to pay almost half of a total debt which Moscow puts at more than $4 billion by Monday morning or face supply cuts and the prospect of paying up front. Ukrainian Prime Minister Arseny Yatseniuk accused Russia of deliberately blocking a deal to cause Kiev supply problems next winter, when temperatures plunge and heating needs increase."But it is not about gas. It is a general Russian plan to destroy Ukraine," Yatseniuk told a news conference in Kiev. "It is yet another step against the Ukrainian state and against Ukrainian independence."

SUPPLIES IN STORAGE

A source at Gazprom said supplies to Ukraine had been reduced as soon as the deadline passed and Ukrainian Energy Minister Yuri Prodan said the country was receiving no gas.Ukraine has almost 14 billion cubic meters of gas in underground storage, enough to meet its needs until December, the chief executive of state gas company Naftogaz said.A long-term reduction of supply could hit EU consumers, which get about a third of their gas needs from Russia, around half of it through pipelines that cross Ukraine. Earlier price disputes led to the 'gas wars' in 2006 and 2009, and Russian accusations Ukraine stole gas destined for the rest of Europe."The gas for European consumers is being delivered at full volume and Naftogaz Ukraine is required to transit it," Gazprom spokesman Sergei Kupriyanov told reporters.EU Energy Commissioner Guenther Oettinger, who brokered the failed talks overnight, said in Vienna that the European Union might have a problem and urged Russia to reconsider a compromise.He said he was confident of gas supplies and also held out the prospect of further talks to solve the row.But with both sides filing lawsuits at the Stockholm international commercial arbitration court to try to recover billions each says they are owed, any quick agreement seems a way off.Russian premier Medvedev said talks could start only when Naftogaz had paid its debt in full.

SHARES FALL

Russian shares fell on the talks' collapse, which is likely to increase tensions between Moscow and the West and could make it harder to arrange a truce in east Ukraine, where Ukrainian troops are fighting pro-Russian rebels, some of whom want the region to be absorbed by Russia, as Crimea was in March.At 05.50 a.m. EDT, the dollar-denominated RTS index had pared some of its losses and was down 1.2 percent at 1,358 points, while the rouble-based MICEX was down 0.5 percent at 1,493 points.Western countries saw the talks as a gauge of Russian President Vladimir Putin's willingness to compromise and had been looking for signs that he was trying to avert the threat of the West adding to sanctions imposed after Russia seized Crimea.That move came after Moscow-leaning Ukrainian president Viktor Yanukovich was ousted by street protests in February and pro-Western leaders took over power in Kiev. NATO released satellite pictures that it said raised suspicions about Russia's role in moving military equipment into eastern Ukraine.The gas talks broke down in Kiev in the early hours of Monday, with the sides unable to reach agreement on price and on changes to a 2009 contract that locked Ukraine into paying the highest price in Europe.Kiev wants to pay $268.50 per 1,000 cubic meters of gas - the price it had been offered when Yanukovich was in power. But, in a compromise last week, it said it would agree to pay $326 for an interim period until a lasting deal was reached.Moscow had sought to keep the price at the 2009 contract level of $485 per 1,000 cubic meters, but had offered to waive an export duty, bringing down prices by about a fifth to $385, broadly in line with what Russia charges other European states.Kiev says that waiving the duty rather than agreeing a new contract price means Moscow could use the threat of cancelling the waiver to keep Ukraine under its thumb.Oettinger said Moscow had declined a compromise proposal under which Kiev would pay $1 billion immediately and then make monthly debt payments to Gazprom. U.S. considers action with Iran against Iraq insurgent onslaught

MOSUL/BAGHDAD (Reuters) - The United States is contemplating talks with its arch-enemy Iran to support the Iraqi government in its battle with Sunni Islamist insurgents who routed Baghdad's army and seized the north of the country in the past week.The stunning onslaught by militants from the Islamic State of Iraq and the Levant threatens to dismember Iraq and unleash all-out sectarian warfare across a crescent of the Middle East, with no regard for national borders that the fighters reject.Joint action between the United States and Iran to help prop up the government of their mutual ally Nuri al-Maliki, Iraq's Shi'ite prime minister, would be a major turn of events after hostility dating to Iran's 1979 revolution, and demonstrates the urgency of the alarm raised by the lightning insurgent advance.ISIL seeks a caliphate ruled on medieval Sunni Muslim precepts in Iraq and Syria, and is also fighting Syria's Iran-backed government. It considers all Shi'ites to be heretics deserving death and has boasted of massacring hundreds of Iraqi troops who surrendered to its forces last week.ISIL fighters captured the mainly ethnic Turkmen city of Tal Afar in northwestern Iraq overnight after heavy fighting on Sunday, solidifying their grip on the north."The city was overrun by militants. Severe fighting took place, and many people were killed. Shi'ite families have fled to the west and Sunni families have fled to the east," said a city official who asked not to be identified.Tal Afar is a short drive west from Mosul, the north's main city, which ISIL seized last week at the start of its push. Fighters swept through towns and cities on the Tigris before halting about an hour's drive north of Baghdad.Iraq's army is holding out in Samarra, a Tigris city that is home to a Shi'ite shrine. A convoy traveling to reinforce the troops there was ambushed late on Sunday by Sunni fighters near the town of Ishaqi. REDRAWN MAP

The prospect of cooperation between the United States and Iran shows how dramatically the ISIL advance has redrawn the map of Middle East alliances in a matter of days.Rouhani has presided over a gradual thaw with the West, including secret talks with Washington that led to a breakthrough preliminary deal last year to ease sanctions in return for curbs on Iran's nuclear program. But open cooperation against a mutual threat would be unprecedented.Iraq is the only country closely allied to both the United States and Iran, but tentative past efforts by Tehran and Washington to cooperate there were fruitless. Tehran has longstanding ties to Maliki and the Shi'ite political parties that U.S.-backed elections brought to power after Saddam's fall.Iran blames the United States and its Gulf Arab allies for stoking Sunni militancy in the region by backing the uprising against its ally Bashar al-Assad in Syria, where ISIL emerged as one of a dominant Sunni rebel group in a three year civil war.Asked if Iran would now work with the United States against ISIL, Rouhani told a news conference on Saturday: "We can think about it, if we see America starts confronting the terrorist groups in Iraq or elsewhere."Where did ISIL come from? Who is funding this terrorist group? We had warned everyone, including the West, about the danger of backing such a terrorist and reckless group," he said.

CAPTURED CITY

ISIL fighters began their assault last week by capturing Mosul. They swept through other Sunni cities in the Tigris valley north of Baghdad, including Saddam's hometown Tikrit, where they captured and apparently massacred troops stationed at Speicher air base, once one of the main U.S. troop headquarters.A series of pictures distributed on a purported ISIL Twitter account appeared to show gunmen from the Islamist group shooting dozens of men, unarmed and lying prone on the ground.Captions accompanying the pictures said they showed hundreds of army deserters captured as they tried to flee the fighting. They were shown being transported in the backs of trucks, led to an open field, laid down in rows and shot by several masked gunmen. In several pictures, the black ISIL flag can be seen."This is the fate of the Shi'ites which Nuri brought to fight the Sunnis," a caption to one of the pictures reads.ISIL said it executed 1,700 soldiers out of 2,500 it had captured in Tikrit. Although those numbers appear exaggerated, the total could still be in the hundreds. A former local official in Tikrit told Reuters ISIL had captured 450-500 troops at Speicher and another 100 elsewhere in Tikrit. Some 200 are believed to be held in Speicher to trade for jailed insurgents.Power and running water were off in the city, leaving residents dependent on water being brought in by tanker trucks.With ISIL's advance halted on the Tigris an hour's drive north of the capital, fighters also hold most of the Euphrates valley to the west, which they captured at the start of the year, bringing them to the gates of the city of 7 million.Shi'ites, who form the majority in Iraq and are based mainly in the south, have rallied to defend the country, with thousands of volunteers turning out to join the security forces after a mobilization call by the top Shi'ite cleric.Baghdad itself is divided between Sunni and Shi'ite neighborhoods and suffered intense street-fighting in 2006-2007. Peace never quite returned and districts are still surrounded by barbed wire and concrete blast walls.ISIL emerged after Saddam's fall, fought against the U.S. occupation as al Qaeda's Iraq branch and broke away from al Qaeda after joining the civil war in Syria. Washington says Maliki must reach out to Sunnis to create a political coalition capable of reunifying Iraq.Tareq al-Hashemi, a Sunni who was vice president until fleeing the country in 2012 after Maliki accused him of terrorism, said Maliki must go if the uprising is to end."What happened is an uprising by the Sunni Arabs in Iraq to confront oppression and marginalization," Hashemi told the BBC. "Resolving the conflict in Iraq comes through excluding Maliki from power."The government's collapse in the north has also allowed forces of the ethnic Kurdish autonomous region to advance, seizing the city of Kirkuk and rural areas with vast oil reserves.Residents in Tal Afar said Shi'ite police and troops rocketed Sunni neighborhoods before the ISIL forces moved in and finally captured the city overnight."The situation is disastrous in Tal Afar. There is crazy fighting and most families are trapped inside houses. They can’t leave town," a local official said on Sunday before the city was overrun. Pakistan jets strike insurgents in full-scale offensive

MIRANSHAH Pakistan (Reuters) - Pakistani fighter jets pounded North Waziristan on Monday, a day after the army announced the start of a full-scale military operation to flush Islamist insurgents out of the volatile region bordering Afghanistan.In a long-awaited military operation precipitated by a deadly insurgent attack on Pakistan's biggest airport a week ago, Pakistan has deployed troops, artillery and helicopter gunships to fight insurgents in North Waziristan.The Taliban and their ethnic Uzbek allies holed up in North Waziristan have both claimed responsibility for the June 8 commando-style attack on Karachi airport, which was seen as a strategic turning point in how Pakistan tackles the insurgency. The army said combat aircraft destroyed six hideouts in the Shawal sector of North Waziristan, home to some of Pakistan's most feared militants and al Qaeda commanders, early on Monday."In these precise strikes, 27 terrorists were killed. There is no (civilian) population in the area," it said in a statement."(The) operation in North Waziristan Agency is progressing as per plan... North Waziristan Agency has been isolated by deploying troops along its border with neighboring agencies and FATA (Federally Administrative Tribal Areas) regions to block any move of terrorists in and out of the Agency."It said troops had cordoned off all militant bases, including the town of Mirali where many ethnic Uzbek and other foreign fighters are based, and the regional capital of Miranshah.The Taliban appear determined to fight back. In the first attack since the start of the operation, at least six Pakistani soldiers were killed on Monday when a roadside bomb hit an army convoy just north of Miranshah, the army said.In a warning issued in response to the offensive, the Taliban said it was foreign firms operating in Pakistan that would bear the brunt of their revenge."We are in a state of war. Foreign businesses, airline companies and multinationals should immediately sever their ties with Pakistan or they will have only themselves to blame for any damage," said Pakistani Taliban spokesman Shahidullah Shahid.The all-night attack on Karachi airport all but destroyed prospects for peace talks with the Taliban militants, who are fighting to topple the government and impose a strict Sharia-based theocracy in the nuclear-armed nation.Public opinion appears to have swung in favor of a military operation after the Karachi attack, even though such a response in North Waziristan means a higher risk of revenge attacks by the Taliban outside the tribal region."Operation at last!" The Nation daily said in a front-page headline.Prime Minister Nawaz Sharif has long insisted that he could bring insurgents to the negotiating table but the start of the offensive is seen as a victory for hawks in the army who have long called for tough military action.The United States, in the process of withdrawing troops from neighboring Afghanistan, also wants Pakistan to do more to crush the insurgency and eliminate al Qaeda hideouts tucked away in the remote mountains straddling the frontier.

OPERATION "PROPHET'S SWORD"

The army imposed an all-day curfew in North Waziristan as the operation got under way and turned off mobile phone services to undermine the insurgency and restrict people's movements.Independent confirmation of the events or other details were not available immediately from a region where journalists are not allowed to operate freely. Expecting an escalation of violence, two-thirds of families have fled from the ethnic Pashtun region, residents said, many heading for the Gorbaz district of Afghanistan's Khost province.Mohammad Akbar Zadran, Gorbaz district chief, told Reuters nearly a thousand families, or around 10,000 people, had now entered Gorbaz district, and the number was growing."We have packed up everything and are ready to leave as soon as the curfew is lifted," said Ethasham Khan, a resident of Miranshah, where the usually bustling streets were empty.The curfew would be relaxed in the next couple of days to allow residents to leave the area, a security official said.Tellingly, the Pakistani military's operation against the Islamist militants in North Waziristan is called Zarb-e-Azb in Urdu, or "Strike of the Prophet's Sword". For now, ground troops - numbering some 80,000 in North Waziristan, according to military sources - have not been involved in direct military action, leaving F-16 combat jets to lead the offensive with air strikes.It was also unclear how long officials expect the operation to last in a region of forbidding mountainous terrain that has never been subdued by any government.Separately on Monday, Omar Jillani, an intelligence official who police said is the nephew of Pakistan's powerful chief justice, was kidnapped in the eastern city of Multan by suspected Taliban gunmen, police said.Security is visibly tighter in the capital, Islamabad, as well, with street patrols by paramilitary Rangers and police.
