Palestinian Authority (PA) Chairman Mahmoud Abbas breached the conditions of the peace talks Tuesday by signing a request to join several United Nations (UN) agencies.Abbas obligated himself to refrain from such unilateral moves for international recognition during the course of the peace talks, restarted last July by US Secretary of State John Kerry."The Palestinian leadership has unanimously approved a decision to seek membership of 15 UN agencies and international treaties, beginning with the Fourth Geneva Convention," Abbas said on TV following the signing, reports AFP.The PA chief also threatened that if Israel did not release the fourth batch of 26 convicted terrorists set to be released as part of ongoing talks, the PA would "immediately" seek membership in another 63 international agencies."The demands (for membership) will be sent immediately," declared Abbas, but added "This is not a move against America, or any other party - it is our right, and we agreed to suspend it for nine months."Despite that insistence, in the last few minutes it has been reported that John Kerry cancelled his Wednesday visit to meet Abbas, in a clear sign of Washington's displeasure at the move and perhaps the clearest sign yet that the faltering talks are rapidly imploded."We are no longer travelling tomorrow," a senior State Department said.Kerry had been set to meet with the PA leader in Ramallah, after a meeting with Prime Minister Binyamin Netanyahu on Monday took longer than planned, preventing Kerry's scheduled meeting with Abbas.The unilateral move by the PA effectively torpedoes the peace talks, which were set to continue until April 29, and which have been stalling of late amid Abbas's consistent refusal to recognize Israel as the Jewish state.Abbas set conditions on the extension of peace talks, demanding a Jewish construction freeze in Judea, Samaria and Jerusalem, as well as the release of the fourth and final batch of terrorists promised to the PA by Israel as a "gesture."Israel at least temporarily refused the last batch of releases this Saturday, given the wide-spread opposition to the highly unpopular move and the lack of progress in the talks.

'Blackmail'

Just on Tuesday, reports revealed that the US offered to release Jonathan Pollard, now in his 29th year in an American jail for charges of spying for Israel, in a bid to save the talks. The offer for Pollard would have come in exchange for Israel's release of the fourth batch of terrorists, plus over 400 other Arab terrorists, including arch-terrorist Marwan Barghouti, and a temporary construction freeze in Judea, Samaria and Jerusalem.However, in a dramatic move Pollard waived a parole hearing on Tuesday to protest the release, given his opposition to such a deal that would set Arab terrorists free.Meanwhile a spokesman for Abbas's Fatah party revealed two weeks ago on official PA TV that the PA is using its non-member observer status in the United Nations (UN), given in 2012, as a "weapon" to "blackmail" Israel into releasing terrorists.Given the UN status, the PA has been "waving around" the threat of going to the International Criminal Court for around two years according to the spokesman: "we've obtained the release of the prisoners, we blackmailed [Israel], that is, in quotation marks, and we've taken important positions because we have a card that we're waving around."

Palestinians cannot fulfill their national aspirations through a unilateral appeal to join international institutions, the head of Israel’s opposition said on Tuesday.Speaking at a conference in Jerusalem titled “Israel, US and the Middle East: New Visions,” organized by Israeli left-wing research center Molad and the Center for American Progress, a Washington-based progressive think tank, Labor Party chairman Isaac Herzog addressed the possibility of Palestinian unilateral action if Israel fails to accept Palestinian preconditions for extending talks beyond April.“[PA leader Mahmoud] Abbas should understand that there’s no unilateral avenue,” Herzog told the audience. “He has no alternative in any UN forum. Canadian Broadcasting Corporation reporter Derek Stoffel tweeted Tuesday evening that the Palestinian Authority had made the move in response to Israel’s unwillingness to fulfill an obligation to release a fourth round of Palestinian prisoners, some of them Arab Israelis.Stoffel quoted sources in Abbas’s office as saying the peace process would continue regardless of Tuesday’s move. Officials in Jerusalem were also quoted by Channel 2 news as saying that the move didn’t necessarily signal an end to the talks.After the announcement was made, a meeting scheduled for Wednesday between Abbas and US Secretary of State John Kerry was canceled, Palestinian sources said.“We salute the American efforts. Israel reissued Tuesday a call for tenders for homes in East Jerusalem, in a move that could hike tensions as Washington struggles to salvage crisis-hit peace talks.The Israel Lands Authority issued the tenders for living units in the Gilo neighborhood of the capital, which is located beyond the 1967 lines and was annexed by Israel.Peace Now’s Hagit Ofran confirmed the tenders were for 708 homes in Gilo, saying “the Housing Ministry is trying to forcefully undermine the peace process… and [US Secretary of State] John Kerry’s efforts to promote it.“This morning, the Israel Land Authority announced this project, which is actually a renewed tender which was published (in two parts) last year but found no bidders,” she told AFP.Army Radio, which first reported the news, said the tenders had been reissued under conditions significantly better than last year, making it more likely they would be taken up.The tenders were first issued six months ago but had no takers from contractors.Israeli NGO Ir Amim, which supports an “equitable” sharing of Jerusalem between Jews and Arabs, described the tenders as “a poke in the eye of both the Palestinians and the Americans,” the radio said.The development came amid intensive efforts to keep afloat the foundering talks between Israel, the Palestinians. According to a member of the US Parole Commission, Jonathan Pollard, now in his 29th year in a US jail on charges of spying for Israel, has waived a planned parole hearing. The move is seen as a protest of reports of a deal in which he would be released in exchange for over 400 Arab terrorists.The commissioner, Patricia Smoot, noted that the parole hearing was scheduled for Tuesday, reports ABC News. Parole Commission Administrator Stephen Husk added that the hearing was to take place at the federal prison in Butner, North Carolina, where Pollard is being held.The surprising move comes the same Tuesday that a US offer to release Pollard was revealed, in exchange for the release of over 400 Israeli-held Arab terrorists, including arch-terrorist Marwan Barghouti. The revelation comes as the US is reportedly attempting to push Israel to release another 400 terrorists to continue peace talks.Spokesman Ahmad Assaf revealed on official PA TV two weeks ago, on March 19, that the PA is using its non-member observer status in the United Nations (UN), given in 2012, as a "weapon" against Israel. Palestinian Media Watch translated the comments.Given the UN status, the PA has been "waving around" the threat of going to the International Criminal Court for around two years according to Assaf: "we've obtained the release of the prisoners, we blackmailed [Israel], that is, in quotation marks, and we've taken important positions because we have a card that we're waving around."Senior Palestinian Liberation Organization (PLO) Official Nabil Shaath revealed last November that the PA is only staying in the peace talks to secure the release of the 104 terrorists promised by Israel as a "gesture" to restart peace talks last July. Guinea's Ebola victims wait for death

The makeshift clinic in Gueckedou, a market city of 220,000 people near the Liberia and Sierra Leone borders, is on the front line of Guinea's increasingly desperate struggle to contain one of the worst outbreaks of haemorrhagic fever in history.The medical charity Doctors Without Borders, commonly known by its French initials MSF, has set up two corrugated iron buildings in a tent village, currently with 20 beds, and a capacity for 50 patients.One of the buildings houses suspected cases, while in the other medics care for patients confirmed to have Ebola, including two who died on Monday.Rose, aged 12, has been among the suspected cases for six days but has just tested positive for Ebola and is being moved to join her mother and aunt in the other building where the prospect of making it out alive is rather more grim.It is rare for the worst strains of Ebola to leave behind survivors -- as many as nine in 10 of those infected in previous outbreaks have died -- and the epidemic has claimed at least 80 lives across Guinea since the start of the year.Patients suffer a particularly unpleasant death, succumbing to severe fever and muscle pain before their organs break down.In the worst cases the agony is accompanied by profuse, unstoppable internal and external bleeding." The Ovation Aurora Model Goes Operational: The aurora is highly correlated with a number of space weather impacts on systems making forecasting the location and intensity of the aurora important. Satellite navigation (GPS) errors increase. HF radio communication is blocked. And electric power lines receive unwanted extra current. For the last 18 months, the NOAA Space Weather Prediction Center and the NOAA National Geophysical Data Center have been testing the Ovation Prime model, developed at Johns Hopkins University's Applied Physics Lab. Based on the current solar wind conditions upstream of Earth, this model forecasts where and how intense the aurora will be at Earth approximately 30 minutes later. The NOAA Space Weather Prediction Center has transitioned this model into operations thus providing more consistent and reliable products for customers. China's Xi seeks peace in Europe but side-steps Ukraine

This is the war he promised - it is the Grand Battle," he told Reuters, using a word which can also be translated as slaughter.On the other side, many Shi'ites from Lebanon, Iraq and Iran are drawn to the war because they believe it paves the way for the return of Imam Mahdi - a descendent of the Prophet who vanished 1,000 years ago and who will re-emerge at a time of war to establish global Islamic rule before the end of the world.According to Shi'ite tradition, an early sign of his return came with the 1979 Iranian revolution, which set up an Islamic state to provide fighters for an army led by the Mahdi to wage war in Syria after sweeping through the Middle East."This Islamic Revolution, based on the narratives that we have received from the prophet and imams, is the prelude to the appearance of the Mahdi," Iranian cleric and parliamentarian Ruhollah Hosseinian said last year.He cited comments by an eighth century Shi'ite imam who said another sign of the Mahdi's return would be a battle involving warriors fighting under a yellow banner - the color associated with Lebanon's pro- Assad Hezbollah militia."As Imam Sadeq has stated, when the (forces) with yellow flags fight anti-Shi'ites in Damascus and Iranian forces join them, this is a prelude and a sign of the coming of his holiness," Hosseinian was quoted as saying by Fars news agency.

MEDIEVAL BATTLEFIELDS

Islam split into its Sunni and Shi'ite branches during a war over the succession to the leadership of the faith in the generation that followed the Prophet Mohammad's death in 632.The hadith, or sayings of the prophet and his companions, have been handed down orally over the centuries and are the most important sources of authority in Islam after the Quran itself. Many date back to those medieval battlefields in what are now Syria and Iraq, where the two main Islamic sects took shape.The historical texts have become a powerful recruitment tool, quoted across the region from religious festivals in Iraq's Shi'ite shrine city of Kerbala to videos released by Sunni preachers in the Gulf, and beyond."We have here mujahideen from Russia, America, the Philippines, China, Germany, Belgium, Sudan, India and Yemen and other places," said Sami, a Sunni rebel fighter in northern Syria. "They are here because this what the Prophet said and promised, the Grand Battle is happening."Both sides emphasize the ultimate goal of establishing an Islamic state which will rule the world before total chaos.Although some Sunni and Shi'ite clerics are privately skeptical of the religious justifications for the war, few in the region express such reservations in public for fear of being misinterpreted as doubters of the prophecies."Yes some of the signs are similar but these signs could apply at any time after the fall of the Islamic state (1,000 years ago)," one Sunni Muslim scholar in Lebanon said, asking that he not be identified. "There is no way to confirm we are living those times. We have to wait and see."For the faithful, the hadith chart the course of Syria's conflict from its beginning in March 2011, when protests erupted over the alleged torture of students and schoolboys who wrote anti-Assad graffiti on a school wall in Deraa."There will be a strife in Sham (Syria) that begins with children playing, after which nothing can be fixed," according to one hadith. "When it calms down from one side, it ignites from the other."Hadith on both sides mention Syria as a main battlefield, naming cities and towns where blood will be spilled.Hundreds of thousands of people will be killed. The whole region will be shaken from the Arabian Peninsula to Iraq, Iran and Jerusalem, according to some texts.Saudi Arabia will collapse. Almost every country in the Middle East will face unrest. One statement says "blood will reach knee-level".A widely circulated hadith attributed to Mohammad says Sham, or Syria, is God's favored land. Asked where the next jihad will be, he replies: "Go for Sham, and if you can't, go for Yemen ...(though) God has guaranteed me Sham and its people."Another refers to Muslims gathering "at the time of war in Ghouta, near a city called Damascus". Ghouta, east of Syria's capital, has been a rebel stronghold for the last two years.A Sunni hadith speaks of a battle in a town called Dabeq, in northern Syria near the Turkish border, and intervention by a foreign army to split the Muslim fighters - seen by some as a reference to a possible Turkish incursion.

Syria's civil war grew out of the "Arab Spring" of pro-democracy revolts in the Middle East and North Africa in 2011 after Assad's forces cracked down hard on peaceful protests.But because Assad is a member of the Alawite sect, an offshoot of Shii'ism, and most of his opponents are Sunni Muslims, the fighting quickly took on a sectarian character, which has largely overwhelmed the political issues."These hadith are what the Mujahideen are guided by to come to Syria, we are fighting for this. With every passing day we know that we are living the days that the Prophet talked about," said Mussab, a fighter from the Nusra Front, a Sunni hardline group linked to al Qaeda, speaking from Syria.Murtada, a 27-year-old Lebanese Shi'ite who regularly goes to Syria to battle against the rebels, says he is not fighting for Assad, but for the Mahdi, also known as the Imam."Even if I am martyred now, when he appears I will be reborn to fight among his army, I will be his soldier," he told Reuters in Lebanon.Murtada, who has fought in Damascus and in the decisive battle last year for the border town of Qusair, leaves his wife and two children when he goes to fight in Syria: "Nothing is more precious than the Imam, even my family. It is our duty."Syria's civil war built upon sectarian conflicts elsewhere, especially in Iraq and Lebanon, leading to a growing sense across the region that all those power struggles in individual countries were part of a titanic battle for the future.Abbas, a 24-year-old Iraqi Shi'ite fighter, said he knew he was living in the era of the Mahdi's return when the United States and Britain invaded Iraq in 2003."That was the first sign and then everything else followed," he told Reuters from Baghdad, where he said was resting before heading to Syria for a fourth time."I was waiting for the day when I will fight in Syria. Thank God he chose me to be one of the Imam's soldiers."Abu Hsaasan, a 65 year old pensioner from south Lebanon, said he once thought the prophecies of the end of days would take centuries to come about."Things are moving fast. I never thought that I would be living the days of the Imam. Four Islamists killed in failed suicide attack, Nigeria says

Maiduguri (Nigeria) (AFP) - Four would-be suicide bombers planning to blow up a petrol station died in Nigeria's troubled northeast on Tuesday after soldiers opened fire on their explosives-packed cars, the military and witnesses said.The suspected Boko Haram Islamists were trying to attack a filling station owned by Nigeria's state oil firm on the outskirts of Maiduguri, the epicentre of a brutal insurgency which has already killed an estimated 1,500 people this year.Defence spokesman Chris Olukolade said in a statement that "three of the four explosive-laden vehicles were demobilised by shots fired at them by soldiers".Shortly after the officers opened fire an explosion "rocked the area", said Olukolade, adding that "four terrorists" died and five soldiers were wounded.Initial reports indicated that the troops stationed at the checkpoint on the Maiduguri-Damboa road were the target.

But witnesses later said the attackers were trying to speed through the checkpoint so they could set off the blasts at the petrol station, which was backed up with vehicles because of fuel shortages across Nigeria, Africa's top oil producer.Local residents said some soldiers or bystanders may have been killed by the blasts but there was no immediate confirmation.Boko Haram was blamed for a series of blasts in Maiduguri last week that left at least five police officers and three civilians dead.The group has repeatedly attacked the security services during an uprising aimed at creating a strict Islamic state in northern Nigeria. The unrest has killed thousands of people since 2009.More than 250,000 people have been displaced by the conflict in the northeast since the start of the year, Nigeria's main relief agency said last month.The entire region has been under a state of emergency since May 2013, when the military launched an offensive to wipe out Boko Haram.But the results of the campaign have been mixed and brutal attacks have persisted, with defenceless civilians and schoolchildren among those slaughtered in recent weeks.

Egypt Muslim Brotherhood chief calls Sisi a 'tyrant'

CAIRO (Reuters) - The top leader of Egypt's Muslim Brotherhood accused Abdel Fattah al-Sisi, the former army chief widely tipped to become the country's next president, of being a tyrant and predicted he would fail to stay in power.Speaking on Tuesday from a cage in a courtroom where he faces trial for inciting violence, Brotherhood Supreme Guide Mohamed Badie also dismissed accusations by the military-backed government that the group engaged in terrorism."The people will not accept an army tyrant," Badie said in reference to Sisi, who resigned from the military on Wednesday in order to contest a presidential election on May 26-27.Sisi toppled President Mohamed Mursi, who was freely elected in 2012 after many years rising through the Brotherhood, last July after mass protests against his rule.His ouster was followed by one of the toughest security crackdowns on the Brotherhood in its 86-year history. Hundreds of its supporters were killed at a pro-Mursi protest camp last August and thousands others including Mursi were arrested.Badie and many other Brotherhood leaders have been put on trial in several cases, crippling a mainstream Islamist movement that won nearly every election since the uprising that toppled autocratic president and ex-army general Hosni Mubarak in 2011.Badie, 70, and 50 others were on trial on Tuesday in connection with violence that occurred when security forces dispersed Mursi's main Cairo protest camp last August. Defendants were defiant throughout the proceedings, chanting the Egyptian national anthem, reciting versus from the Koran and making four-finger gestures that have come to symbolise Brotherhood resistance to state repression.Defence lawyers withdrew from the session after a judge rejected one of their requests. Sisi won over many Egyptians by removing the Brotherhood from power and pledging to crush "terrorist" attacks the government blames on the group, which lost support on the street after Mursi's troubled year in office."The group has for over 85 years never engaged in terrorism and never surrendered to any terrorism even if it was practiced by the state, and has endured a lot for that sake," said Badie, wearing a loose, white shirt-like garment."They (the current authorities) are the terrorists. This Sisi is the one who manufactured terrorism."The Brotherhood has accused the Egyptian state of practicing "terrorism" by rounding up thousands of people and engaging in what human rights group say are abuses."They (the authorities) are the ones who are killing the Egyptian people," Badie said.Only 33 of the 51 defendants appeared in court on Tuesday, while 18 others were being tried in absentia.Scuffles erupted in the court after a judge told Brotherhood defendant Salah Sultan, a professor at the prestigious Al-Azhar University, to "shut up" after he complained of not being able to hear proceedings.When a lawyer requested that a softer tone be used with Sultan because he was a religious scholar, the judge just smiled.The defendants stood with their back facing the judge after the judge addressed Sultan and chanted, "Down, down with military rule."

Proceedings were adjourned until April 6.

Last week, a judge in the city of Minya issued a stunning sentence, even by the standards of the wholesale repression of the Brotherhood, when 529 Brotherhood members and supporters were given the death penalty for murder and other offences.Gehad el-Hadad, among the defendants who appeared in court on Tuesday, urged world powers to promote democracy in Egypt."Those leaders of the world who speak in the name of democracy, now is the time to stand (up) to end the military coup," Hadad said in English."We are fighting for the freedom of our country. It is turning into a Sisi family. We will continue fighting for our freedom. Britain orders probe into Muslim Brotherhood terror links

London (AFP) - British Prime Minister David Cameron said Tuesday he had ordered an investigation into the Muslim Brotherhood over concerns that the group, declared a terrorist organisation by Egypt and Saudi Arabia, is linked to violent extremism.Key leaders of the group have been based in London since the toppling of the Islamist Egyptian president Mohamed Morsi last year and a crackdown that has seen hundreds killed and thousands arrested.The new Egyptian government welcomed the British inquiry, which will reportedly see intelligence agencies assessing claims that the Brotherhood was linked to a suicide bus bombing in Sinai that killed three South Korean tourists in February and to other attacks.Cameron said the inquiry was partly due to concerns over extremism following the brutal murder of British soldier Lee Rigby in a London street by two Islamist converts last year.Britain must "fully understand what this organisation is, what it stands for, what its links are, what its beliefs are in terms of both extremism and violent extremism, what its connections are with other groups, what its presence is here," Cameron told a joint press conference with visiting Italian premier Matteo Renzi.The inquiry by John Jenkins, Britain's ambassador to Saudi Arabia, would paint a "complete picture" of the organisation, Cameron added.Egypt's foreign ministry spokesman Badr Abdelatty welcomed the investigation, saying in a statement that he "hoped the matter will be addressed with the necessary seriousness and attention".The Brotherhood's leader Gomaa Amin, who came to London before the coup for medical treatment, and Ibrahim Munir, a member of the group's guidance council, are both currently based in the British capital.The group's press office is also based in the city.They gathered in a flat above an Islamic charity office in the drab northwest London suburb of Cricklewood, according to The Times newspaper.In a statement received by AFP in Cairo, the Muslim Brotherhood said its members in Britain "fully respect the institutions and laws of the country in which they live."The Muslim Brotherhood calls on the Western governments and states to be careful as the military junta is trying to pressure (them) in order to distort the reality about the Brotherhood and what is happening in Egypt," it added.- 'Possible but unlikely' ban -The Brotherhood was founded in Egypt in 1928 and despite years of repression it remains the largest Islamic movement in the Middle East, having particularly returned to prominence during the Arab Spring uprisings.Morsi, who belongs to the Brotherhood, became Egypt's first elected civilian president following the toppling of Hosni Mubarak in 2011, but he was ousted by the army last July after a single year in power. EU launches peacekeeping force for Central African Republic

BRUSSELS (Reuters) - The European Union formally launched a peacekeeping force for Central African Republic on Tuesday, overcoming delays due to shortages of soldiers and equipment thanks to last-minute offers of help from EU governments.French and African Union peacekeepers have so far failed to stop the conflict that erupted after the mostly Muslim Seleka rebels seized power a year ago in the majority Christian state.Operating out of the capital Bangui, the force of up to 1,000 soldiers will bolster 6,000 African and 2,000 French troops struggling to stop the violence in the landlocked, impoverished country that has left thousands dead.When the EU initially approved the mission in January, it had hoped troops would start arriving by the end of February.At a meeting in Brussels last week, EU governments and some countries from outside the bloc offered new support for the mission in the areas of strategic airlift as well as help with deploying the force."The launch of this operation demonstrates the EU's determination to take full part in international efforts to restore stability and security in Bangui and right across the Central African Republic," EU foreign policy chief Catherine Ashton said in a statement.The EU gave no details of which countries made the new offers of help.The United Nations said on Tuesday it was trying to evacuate 19,000 Muslims urgently from Bangui and other parts of Central African Republic who are surrounded by anti-balaka Christian militia threatening their lives.Anti-balaka forces control major routes to and from Bangui as well as many towns and villages in the southwest, the U.N. refugee agency said. The militia has become more militarised as it steps up attacks on Muslims and African Union peacekeepers.The goal of the EU force will be to provide security in the capital Bangui and at Bangui airport, where around 70,000 people who have fled the violence are living in dire conditions.The EU force will stay for up to six months and cost an initial 26 million euros ($36 million), before handing over to African Union peacekeepers.France has urged its EU partners to do more to help in its former colony, saying the EU must not shirk its responsibilities for international security.(Reporting by Justyna Pawlak; Editing by Hugh Lawson)

According to the New York Times, "the names of two passengers listed on the flight's manifest, passengers 63 and 101, match the names of two passports that were stolen in Asia a few years ago. The passports belonged to two men - one Austrian and one Italian - who authorities have confirmed were not on Malaysia Airlines flight MH370 and are in fact alive."

They are looking into all possible reasons for this around turn including the possibility of terrorism, he said. "Malaysia is working with foreign intelligence agencies including the FBI and counter-terrorism units on this."

The Russian military launched on Tuesday the RS-12M Topol missile from the southerly Astrakhan region near the Caspian Sea, and the dummy warhead hit its target at a proving ground in Kazakhstan, according to the the state news agency RIA."The purpose of the launch is to test the advanced payload of the intercontinental ballistic missile," Russia's three main news agencies quoted a top defence official as saying. The defence official said the Topol, a road-mobile missile, was last tested by Russia on December 28.The missile was first put into service in the 1980s and then repeatedly modified. KUALA LUMPUR/PERTH (Reuters) - The last words from the cockpit of a missing Malaysian jet were a standard "Good night Malaysian three seven zero", Malaysian authorities said, changing their account of the critical last communication from a more casual "All right, good night".Malaysia on Tuesday released the full transcript of communications between the Boeing 777 and local air traffic control before it dropped from civilian radar in the early hours of March 8 as it flew from Kuala Lumpur to Beijing.The correction comes as Malaysian authorities face heavy criticism, particularly from China, for mismanaging the search, now in its fourth fruitless week, and holding back information. Leiden - The European Union’s awkward efforts to shape events in Ukraine and to deter Russia from taking actions that threaten the EU’s interests and values there, like the EU’s massive failures in the former Yugoslavia two decades ago, yield one undeniable lesson: the European Union must learn to think and act strategically.Given Russia’s new assertiveness and the inevitability of the United States’ ‘pivot to Asia’ over the next few decades, the urgency of this challenge cannot be overestimated.Some observers of EU foreign and security policy argue that the EU is condemned to strategic irrelevance as long as it remains a union of states rather than a single state.There is undoubtedly some truth here: 28 (or more) governments, foreign ministries, defense ministries, and national electorates do not facilitate easy consensus in policy-formation or consistent policy-implementation, not to mention rapid reaction to fast-moving crises.And treaty change to give the EU a single foreign policy identity is simply not on the agenda for the foreseeable future.But the Lisbon Treaty and the EU’s External Action Service would enable the Union to be a far more effective strategic actor if its member states were truly committed to this goal. The first step in this direction is being clear about what the EU’s institutions and member states could do, within current treaty conditions, to make the Union a more effective strategic actor.

1. Be far-sighted and realistic about the EU’s interests and values. This requires sustained collective reflection on what principles the EU believes should underlie the world order of the twenty-first century, the concrete international conditions that are necessary to ensure the well-being of European citizens and society in the decades to come, and how tensions between these values and interests are to be managed. This means overcoming the EU’s long-standing reluctance to supplement normative discourse with the language of (collective) self-interest when discussing its role in the world.

2. Don’t confuse foreign policy and enlargement policy. While the lure of accession was for many years the EU’s most successful technique for managing relations with its nearest neighbors, this policy has its limits. Offering membership to additional states may still be advisable in some cases, but most of the EU’s international challenges cannot be addressed this way, either because enlargement often just pushes the problems to the next border or because the problems exist so far beyond Europe that membership is on nobody’s agenda. In addition, whereas public support for further enlargement is wearing thin, there is still considerable public support for using the EU to address major international challenges.

3. Be realistic about the adversaries that the EU faces abroad. It’s an uncertain and often hostile world out there. Despite the EU’s success at creating a non-competitive, post-territorial order among its members, many other states rely on domestic practices that threaten the EU’s values and/or readily pursue commercial and territorial gains that compromise the EU’s interests. Cooperation with these states is often possible, but it must be pursued in a pragmatic spirit focused on the conditional pursuit of overlapping interests, rather than by any idealistic expectation that adversaries can easily be converted into partners.

4. Be realistic about the foreign partners whose cooperation the EU needs to achieve its aims. Even states that share many of the EU’s core values and are not inclined to act in ways that compromise the EU’s core interests make choices based on their own international aims and domestic constraints. As seen in the EU’s weak response to the Bush Administration’s challenge to the International Criminal Court and the EU’s poor preparation for the Obama Administration’s approach to climate change negotiations in Copenhagen, the EU needs to be more strategic in its approach to even its closest partners.

5. Don’t over-estimate Europe’s appeal abroad. European governments and EU officials are rightfully impressed by the accomplishments of European integration, but leaders and publics elsewhere in the world are keenly aware of the EU’s institutional shortcomings and policy contradictions, and thus respond pragmatically to its declarations, offers and threats. The more the EU assumes that everybody admires Europe, or even wants to remake their region in its image, the less effective its foreign policy will be.

6. Be pragmatic about the EU’s resources and capabilities. The EU cannot be effective abroad if it is weak at home: restoring economic growth and competitiveness is essential to the EU’s international authority and to mustering the resources needed for international effectiveness. In addition, the EU must stop wasting scarce resources on unnecessary duplication in military hardware and impeding greater efficiency in its defence industry, as seen in Germany’s veto of the proposed BAE-EADS merger.

7. Be less didactic in the application of EU power. Strategic action requires more than taking (what the EU considers) a moral stance and then encouraging others to follow suit. The EU’s tendency to lecture others often undermines its legitimacy and distracts the Union from making the hard choices needed for effective action. Moral suasion has its place, but the EU must be far more willing to make costly investments of diplomatic, economic and occasionally military resources in pursuit of its aims, even when doing so compromises narrow commercial interests or contradicts the preferences of one or several member states.

8. Minimize dependencies that limit the EU’s freedom of action, particularly dependencies on states that are not trustworthy partners. The EU’s current dependence on Russian energy supplies has constrained the EU’s choices in the Ukraine crisis and previously in responding to Putin’s crackdown on protesters and NGOs, and it could be an even more unwelcome factor if Russia’s territorial ambitions extend beyond Crimea. Reducing and diversifying the EU’s dependency on foreign energy supplies is therefore an urgent priority. But a similar point could be made about dependence on US military assets: the link to NATO remains essential, but as long as European states depend on the US for transport aircraft and advanced munitions, to cite just two examples evident in recent conflicts, the EU will never be able to make its own decisions about where and when military force is needed to protect its interests and values.

9. Avoid self-inflicted injuries. The EU must be vigilant to ensure that its internal decision-making processes and policy trade-offs not undermine its ability to act strategically abroad. For example, the EU’s decision to accept Cyprus as a member state after it rejected the UN’s Annan Plan for reunification of the island was a major strategic blunder, contradicting the EU’s commitment that candidate states must resolve their border disputes before accession and complicating the EU’s relationship with Turkey, an essential regional partner and candidate state. The British government’s continued flirtation with exiting the Union, which would be bad for the EU and even worse for the UK, threatens another major self-inflicted injury.

10. Be pro-active about building and maintaining internal support for EU action abroad. As was done during the Cold War, Europe’s leaders must work tirelessly to ensure that voters, political parties and opinion leaders understand the importance of strategic action at the EU level and support the resource allocations and policy compromises that this requires. Failing to invest in public support for EU action while taking national credit for EU successes and blaming Brussels for EU failures is simply unsustainable. This is just as true in foreign policy as we now know it to be true with regard to the single market and common currency

He said he, too, is against the release of “murderers” for Pollard.Talk of the possibility of Pollard’s early release has arisen as an incentive in the troubled Mideast peace negotiations. The idea is that if he is freed, Israel would make concessions and release more Palestinian prisoners.Pollard was a civilian intelligence analyst for the US Navy when he gave classified documents to Israeli handlers. He was arrested in 1985 and later sentenced to life in prison.

A tripartite deal between the US, Israel and the Palestinians which would see Israeli spy Jonathan Pollard freed in exchange for a partial settlement construction freeze and the release of hundreds of Palestinian prisoners was nearing completion on Tuesday afternoon, officials said.Under the proposed deal peace, talks between Israel and the Palestinians would be extended into 2015 and Pollard would be released in the next two weeks, a source close to the talks said.Israel would also commit to put an unofficial moratorium on settlement building for the next eight months under the agreement, though it would not extend to East Jerusalem.“Israel did not accept the Palestinian demand for total and complete settlement freeze but agreed to adopt a policy of restraint concerning government tenders” in the West Bank, the source told The Times of Israel.Under the terms, Israel will soon release the last 27 prisoners from the 104 agreed to when peace talks began in July.In addition, another 400 low-level prisoners, not convicted of violent crimes, would be set free. This group would include women, children and inmates with only a few months of incarceration left, the source said.The identity of the prisoners would be decided partly by Israel and partly by the Palestinian Authority.According to Israel Radio, the agreement was waiting for approval from Ramallah.Prime Minister Benjamin Netanyahu met with senior Likud party members on Tuesday to elaborate on the details of the plan and enlist their support. Loud explosions echoed across Eilat early Tuesday morning, after two projectiles were mistakenly fired from an Iron Dome anti-missile battery stationed there.The loud booms raised fears of rocket fire on the southern city and sent security forces scrambling to find the source of the fire.However, an army spokesperson said that the explosions were from two Iron Dome anti-missile projectiles being accidentally fired at about 7:40 a.m.Initial reports indicated that up to three Grad rockets were shot at the city, but the Israel Defense Forces said Eilat was not targeted.An army spokesperson said that the Iron Dome battery, which only fires on command, was being checked.Soldiers manning the batteries are instructed to err on the side of caution and fire if they think there may be a threat, Channel 10 reported.There were no immediate reports of injuries or damage. It said in a statement, “The king and the head of the Labor Party and member of the Knesset Isaac Herzog discussed efforts to achieve peace between Israel and the Palestinians under the sponsorship of the United States.”Herzog used the meeting to offer condolences for an incident in early March in which Jordanian-Palestinian judge Raed Zeiter was shot dead by an IDF soldier at the Allenby border crossing between Israel and Jordan. RAMALLAH – The Palestinians on Monday gave US Secretary of State John Kerry 24 hours to resolve a dispute with Israel over prisoners after which they will resume moves to seek international recognition.“If we don’t get an answer from John Kerry on the prisoners tonight, we’ll begin to ask for membership in all UN agencies tomorrow,” Palestinian MP Mustafa Barghouti told AFP following a top-level leadership meeting in Ramallah which took place as Kerry arrived in Israel.US peace efforts are teetering on the brink of collapse after Israel refused to free a group of 26 long-serving Palestinian prisoners under an agreement which brought the sides back to the negotiating table in July 2013.Furious Palestinian officials have warned that unless Israel changes its stance on the prisoner releases, it could signal the end of the talks.Another Palestinian official who attended the meeting in Ramallah told AFP “the Israeli government violated the agreements and must bear the consequences of its decisions.”The two Palestinian officials also said that the leadership had confirmed there was “no link between the release of Palestinian prisoners and the extension of negotiations.”Top officials also agreed there would be no extension of talks without a “comprehensive” freeze on settlement construction in the West Bank and annexed east Jerusalem, they said.The peace talks, which have so far yielded no obvious results, are due to draw to a close on April 29 and US efforts are currently focused on getting the parties to agree to an extension.Kerry arrived on Monday evening from Paris for a flying visit and met with Israeli Prime Minister Benjamin Netanyahu. Imprisoned Israeli spy Jonathan Pollard may be released from American incarceration as part of a deal being negotiation by the US, Israel and the Palestinians to keep peace talks on track, unnamed sources involved in the negotiations said Monday.Sources close to the talks told Reuters and the Associated Press that the US and Israel were discussing Pollard’s early release.The report came as US Secretary of State John Kerry arrived in Israel to meet with Israeli and Palestinian leaders in a bid to salvage the faltering eight-month-old peace talksAccording to Reuters, Pollard could be released by mid-April in return for Israel releasing a final wave of 27 prisoners from its jails. Further, Israel would release an additional batch of detainees and peace talks would be extended past the April 29 deadline agreed to in July, Reuters’ sources said.A source speaking to the AP cautioned that such a step by the United States — which would be a dramatic turnaround from previous refusals — was far from a done deal and that discussions with Israel on the matter are ongoing. The person spoke on condition of anonymity because he was not authorized to discuss the negotiations on the record.A senior official in the Prime Minister’s Office declined to comment to The Times of Israel, but did not deny the reports.An Israeli official confirmed that Pollard’s release could be part of deal to extend talks, but that chances were low, Israel Radio reported. Police and antiquities inspectors have arrested a gang accused of looting ancient Jewish burial caskets from a cave in the Jerusalem area, the Israel Antiquities Authority said on Monday.“They were caught while in possession of 11 decorated stone ossuaries — ancient coffins — that the Jewish population used for burial in the Second Temple period, 2,000 years ago,” the IAA said in a statement.“Some of the ossuaries still contained the skeletal remains of the deceased,” it said.The suspects, from the West Bank, Jerusalem and Tel Aviv, were arrested on Friday as they met prospective Jewish clients at a crossing point between the West Bank and Israeli annexed east Jerusalem.“Shallow engravings, etched in the past by means of a sharp stylus, were found on the walls of two of the seized ossuaries. They cite the names of the deceased whose bones were collected in the coffins,” the IAA said.One of the ossuaries bore the name “Ralfin,” written in squared Hebrew script “characteristic of the Second Temple period,” the statement said.“There is no doubt that the ossuaries were recently looted from a magnificent burial cave in Jerusalem,” it added.
