Russia can turn U.S. to radioactive ash: Kremlin-backed journalist
By Lidia Kelly - MAR 17,14-Yahoonews

MOSCOW (Reuters) - A Kremlin-backed journalist issued a stark warning to the United States about Moscow's nuclear capabilities on Sunday as the White House threatened sanctions over Crimea's referendum on union with Russia."Russia is the only country in the world that is realistically capable of turning the United States into radioactive ash," television presenter Dmitry Kiselyov said on his weekly current affairs show.Behind him was a backdrop of a mushroom cloud following a nuclear blast.Kiselyov was named by President Vladimir Putin in December as the head of a new state news agency whose task will be to portray Russia in the best possible light. His remarks took a propaganda war over events in Ukraine to a new level as tensions rise in the East-West standoff over Crimea, a southern Ukrainian region which is now in Russian forces' hands and voted on Sunday on union with Russia.Russian television showed images of ethnic Russians in Crimea dancing, singing and celebrating the referendum but followed them with accusations that Kiev's new authorities and the West have allowed ultra-nationalists to attack Russian-speakers in eastern Ukraine.Kiev and the West blame the violence in eastern Ukraine on pro-Russian groups and say the Crimea referendum is illegitimate. The United States has warned of imminent sanctions against Moscow.

OUTSPOKEN COMMENTS

Kiselyov is an outspoken defender of Putin and once caused outrage by saying the organs of homosexuals should not be used in transplants. His show portrayed the Ukrainian authorities as unable to maintain law and order. Putin made a similar charge in a telephone conversation with U.S. President Barack Obama on Sunday.Such remarks have caused concern in Kiev that Moscow might send troops to eastern Ukraine, acting on a vote in Russian parliament allowing him to use the armed forces if compatriots are deemed in need of protection in Ukraine. As the crisis escalated, the news in Russia has taken on shades of Soviet-era propaganda, with reporters peppering reports with references to what they say was the cooperation of some Ukrainians with the Nazis in World War Two.There is also now growing menace in some of the reports, as well as echoes of the Cold War.Soviet leader Nikita Khrushchev gifted Crimea to Ukraine in 1954, when Ukraine and Russia were both parts of the Soviet Union. Many people in Crimea hope union with Russia will bring better living conditions and make them citizens of a country capable of asserting itself on the world stage.Others see the referendum as a land grab by the Kremlin as Ukraine's new rulers try to move the country towards the European Union and away from Russia's sway.(Additional reporting by Maria Kiselyova; Writing by Lidia Kelly, Editing by Timothy Heritage)

Planet X myth debunked-By Jean-Louis Santini March 15, 2014 11:06 PM

The hunt for Planet X began after Uranus (pictured) was first discovered in 1781 with astrologers hoping it could describe the wobbly orbit of Uranus around the sun

Washington (AFP) - It was an elusive planet that for 200 years appeared to explain Uranus's wobbly orbit. And there was the sister sun theorized to be near our solar system that caused asteroids to swerve toward Earth. There is just one problem: neither "Planet X" nor "Nemesis" ever existed, researchers now say.Or probably not."The outer solar system probably does not contain a large gas giant planet ("Planet X"), or a small, companion star ("Nemesis")," concluded University of Pennsylvania astronomer Kevin Luhman, who directed the study using NASA's Wide-field Infrared Survey Explorer (WISE) telescope. The results were published in the most recent edition of The Astrophysical Journal. Most theories had estimated Planet X to be up to four times the size of Jupiter -- the biggest planet in our solar system. They suggested it would be found some 1,486 billion kilometers (923 billion miles) from the sun, or about 10,000 times farther than the Earth's orbit. But the images gathered by the telescope did not detect any object larger than Jupiter.Luhman doesn't rule out the possibility that a planet is lurking somewhere in the asteroid belt.It would be hard to find if it were closely aligned with a bright star that blinds the telescope or were much smaller than had been theorized. But after this latest survey, Luhman said the odds of finding one are very unlikely: "That is like a one in a hundred chance."

- History of Planet X -

Scientists first imagined the existence of Planet X in 1781, when they discovered Uranus, a gas giant that astonished astronomers with its orbital variations, apparently incompatible with Newton's laws of gravity.Observers concluded that these irregularities could be explained by the existence of another, unknown planet that was exerting its own gravitational force.Attempts to track this mysterious Planet X led to the discovery of Neptune in 1846. But the estimated mass of Neptune couldn't explain the deviations of Uranus's orbit. That led astronomers to continue their search for Planet X -- which, in turn, led to the discovery of Pluto in 1930. But the dwarf planet was also too small to explain Uranus's irregular path around the sun. Finally, in the 1990s, researchers determined that they had slightly overestimated the mass of Neptune, which meant the planet could in fact be the reason for Uranus's orbital behavior.Yet Planet X believers were still not convinced.- Sister sun killed dinosaurs? -The existence of Nemesis, a sun-like star nearby, was first posited in the 1980s. The star, by occasionally coming closer to the sun, interfered with the orbit of comets and asteroids leading them to occasionally hit the Earth.Collisions like these are blamed for the five mass extinctions over the last 540 million years -- the most recent being the dinosaur extinction 65 million years ago."So over the years, there have been different pieces of evidence suggesting there might be something there," Luhman explained to AFP.But the WISE telescope didn't find anything. The hunt for Planet X and Nemesis may have turned up empty, but the study did uncover 3,525 stars and brown dwarfs -- celestial objects whose mass puts them between a star and a large planet -- within 500 light years of the sun."Neighboring star systems that have been hiding in plain sight just jump out in the WISE data," said Ned Wright, a University of California, Los Angeles astronomer who contributed to the study.

Cameron's EU plan to scrap 'ever closer union' and limit migration
Today @ 09:20-MAR 17,14-EUOBSERVER-By Benjamin Fox

BRUSSELS - New mechanisms to limit eastern European migration and prevent benefit tourism are at the centre of a seven point plan laid out by David Cameron to reform Britain's relationship with the EU.Writing in the Daily Telegraph on Sunday (16 March), the British Prime Minister said that the EU's principle of free movement of labour and capital should mean "free movement to take up work, not free benefits". He added that allowing new countries to join the EU should be accompanied by "new mechanisms in place to prevent vast migrations across the continent."He also called for the removal of the phrase referring to “ever closer union”, in the preamble of the EU treaty. "It may appeal to some countries. But it is not right for Britain, and we must ensure we are no longer subject to it," said Cameron.Removing the reference to "ever closer union" is largely symbolic, but would require a change to the treaties.Although critics argue that the phrase demonstrates the EU's latent federalism tendency the sentence refers to "an ever-closer union among the peoples [not the states] of Europe in which decisions are taken as closely as possible to the citizen in accordance with the principle of subsidiarity".Last summer, a review of EU law-making by the Dutch government concluded that “the time of ever closer union in every policy area is behind us”.Meanwhile, in a warning shot to his party's most eurosceptic elements, the UK leader warned that achieving the reforms would take “time and patience, as well as strong relationships with our key allies and goodwill - not shouting from the sidelines”.Cameron also repeated his demand for national parliaments to be able to given more powers to re-write or block unwanted EU legislation.Under the current rules, a legislative proposal from the European Commission can be referred back to the EU executive on the say-so of a third of the national parliament's across the bloc. However, national parliaments have no power to prevent the commission from simply re-tabling the proposal, as happened last year with controversial plans to set up a European Public Prosecutor's office.Cameron, who last January unveiled plans to re-negotiate Britain's EU membership followed by an 'in/out' referendum in 2017, is hoping to use his promise of an EU referendum to persuade voters that his is the only party prepared to reform Britain's EU status. Most voters want to have a say on whether to remain part of the bloc, although opinion polling suggests that the EU is among the most important issues to only a minority of voters.Last week Ed Miliband, who leads the opposition Labour party, ruled out an in/out referendum on EU membership before the end of the decade barring the adoption of a new EU treaty to transfer more power to Brussels. His position is similar to that held by the Liberal Democrat party, which is currently in coalition with Cameron's Conservatives.Cameron's latest salvo comes at the start of a European election campaign at which his party faces being pushed into third place by Nigel Farage's UK independence party at May's European elections.A poll published on Sunday by ComRes based on those describing themselves as 'certain' to vote in May put Ukip on 30 percent, two points of Labour, with the Conservatives languishing on 21 percent.

Peres throws support behind ‘good partner’ Abbas-President’s statement seen as pushback toward defense minister’s assertion that PA leader not serious about peace-By Spencer Ho March 17, 2014, 2:01 pm 4-The Times of Israel

Countering recent comments by Defense Minister Moshe Ya’alon, President Shimon Peres praised Palestinian Authority President Mahmoud Abbas as a serious peace partner while expressing hope for successful talks Monday.“President Abbas is a man of principle, he is against terror, against violence,” Peres said in a meeting with Congolese human rights activist, UN Humanitarian Award winner Rose Mapendo. “He is a good partner and I’m glad that our government is negotiating with him. Disagreements are normal but we also agree on opposition to terrorism.”In an interview on Saturday, Ya’alon said there would not be peace in his era and decried Palestinian Authority President Mahmoud Abbas as someone who is not a partner for a final agreement. He also implied that US Secretary of State John Kerry had failed to act as an honest broker on the issue of releasing Arab Israeli prisoners.Peres’s comments came while Abbas was in Washington for discussions with US President Barack Obama on ongoing peace negotiations.“Prime Minister Netanyahu had a good meeting with President Obama a few weeks ago and now we wait to see what will happen with President Abbas,” Peres said, according to a statement released by his office. “It is in the interest of all of us to a find a way out of the disagreements; we’re hopeful but concerned because there are crucial decisions to make in the coming weeks.”Justice Minister Tzipi Livni, Israel’s top negotiator in talks with the Palestinian Authority, chastised Ya’alon on Sunday evening over his comments, saying “grumbling and despairing is easy…our responsibility is to change reality.”Peres continued to refute Ya’alon’s words, albeit in a less direct manner than Livni, saying that both Israelis and Palestinians long for peace.“Negotiations are difficult and sometimes it seems as if there are only two options but often there are more, negotiations are a process of creation,” he said. “We are all waiting for peace, it is the wish of the Israeli and Palestinian people.”Abbas is expected to discuss the US framework agreement draft and the possibility of extending the July deadline for the talks while meeting with Obama later Monday. He met with US Secretary of State John Kerry on Sunday, who pushed him to work to narrow the gaps between the Palestinian and Israeli negotiating positions. The Times of Israel staff contributed to this report.

Kerry pushes Abbas to make ‘tough decisions’ in talks-In meeting ahead of White House parley, US secretary of state tells Palestinian leader to work to narrow gaps with Israel-By AFP March 17, 2014, 10:28 am 6-The Times of Israel

WASHINGTON — Top US diplomat John Kerry urged Palestinian president Mahmoud Abbas on Sunday to work hard to narrow huge differences with the Israelis at a “pivotal” time for peace talks.Palestinian and Israeli leaders have been locked in talks the US secretary of state fought hard to launch in July after a three-year hiatus.A senior State Department official said Kerry held a “frank and productive discussion” with Abbas ahead of the Palestinian leader’s talks with President Barack Obama in the White House Oval Office on Monday.“The secretary thanked President Abbas for his steadfast leadership and partnership over the past few months and encouraged him to make the tough decisions that will be necessary in the weeks ahead,” the official added.“He also reiterated that we are at a pivotal time in the negotiations and while these issues have decades of history behind them, neither party should let tough political decisions at this stage stand in the way of a lasting peace.”Just two weeks ago, Obama told Israeli Prime Minister Benjamin Netanyahu that tough decisions are looming ahead of an April 29 deadline to agree on a US-proposed framework to guide final status negotiations. However, a key Israeli demand — that Palestinians recognize Israel as a Jewish state — is endangering the talks, and Kerry came out strongly against Netanyahu’s emphasis on it ahead of Abbas’s US visit. The official said Kerry and his negotiating team would continue to work with both sides to “narrow the gaps” over the coming days.Times of Israel staff contributed to this report.

Obama, Palestinian leader meet as deadline nears
By Associated Press -MAR 17,14-Yahoonews

WASHINGTON (AP) — President Barack Obama is seeking to ease the jam in elusive Mideast peace talks and keep Palestinian President Mahmoud Abbas from walking away, despite few signs that either Palestinians or Israelis are prepared to budge on key points.Obama's White House meeting with the longtime Palestinian leader Monday marks a renewed foray into a diplomatic minefield that Obama has mostly left up to his secretary of state, John Kerry. While Kerry remains deeply involved, his attention is split among multiple undertakings in the Middle East — not to mention a crisis in Ukraine. With just weeks left before a U.S.-imposed April deadline for completing a framework for peace talks expires, Obama is inserting himself in the process with fresh vigor, hoping that presidential pressure might salvage the talks despite a growing sense of pessimism on both sides. Just two weeks ago, Obama held a similar meeting with Israeli Prime Minister Benjamin Netanyahu in which he urged Israel to make the "tough decisions" needed to move forward.Absent signs of progress, attention has turned to whether the parties might agree to extend the deadline if a formal framework can't be forged in time.Aaron David Miller, a Mideast peace negotiator under presidents of both parties, said both Abbas and Netanyahu have an incentive to stick with the talks — if only to avoid bearing the blame if the effort falters. After all, both Israelis and Palestinians have spent countless hours in direct and indirect contact, in what Kerry has warned could be the last chance for peace before demographics and fast-growing Israeli settlements make the conflict nearly impossible to solve."Nobody wants the talks to collapse," Miller said. "Kerry may or may not end up with a piece of paper, but he has skillfully created an investment trap in which both Abbas and Netanyahu will agree to continue negotiations."In the Oval Office meeting, Obama will tell Abbas that compromise toward a final agreement will ultimately benefit the Palestinians, said a senior administration official, who wasn't authorized to comment by name and demanded anonymity. Obama will also make the case that direct talks with Israel are the only path to a sovereign Palestinian state. After the meeting, Kerry and his negotiating team will keep consulting with Israelis and Palestinians in hopes of "narrowing the gaps," the official said.Kerry met Sunday with Abbas for what the State Department called a "frank and productive discussion," adding that it comes at a pivotal time in the negotiations. The Obama administration is seeking a framework to guide negotiations on a permanent solution to the age-old conflict. The framework aims to address the core issues in the dispute, including borders between Israel and a future Palestine, the fate of Palestinian refugees and the status of the holy city of Jerusalem. One of those core issues — Palestinian recognition of Israel as a Jewish state — has emerged in recent days, despite initial pledges by all sides to keep the negotiations private. During Netanyahu's U.S. visit, he insisted the Palestinians relent. "No excuses, no delays, it's time," he said.Although the U.S. has long recognized Israel's Jewish character, Kerry appeared to suggest Israel shouldn't obsess over the issue when he testified before the House Foreign Affairs Committee."I think it's a mistake for some people to be, you know, raising it again and again as the critical decider of their attitude toward the possibility of a state and peace," Kerry said Thursday. A day earlier, he had warned lawmakers that mistrust between Palestinians and Israelis is as high as he's ever seen. For Abbas, formally recognizing a Jewish state could be politically explosive, as Palestinians argue it would undermine the rights of refugees who fled during Israel's formation as well as the rights of Israel's own Arab minority. For Netanyahu and Israelis, recognition would quash once and for all the notion that Jews have no historical or legitimate claim to the land.Palestinians are seeking an independent state in the West Bank, east Jerusalem and the Gaza Strip — lands Israel captured in 1967 — with minor land swaps. Netanyahu rejects a return to Israel's pre-1967 borders, and Jewish settlements in areas Palestinians claim for their future state have bred deep skepticism among Palestinians. As the deadline nears, Palestinians are deeply suspicious that the emerging framework will largely favor Israel on issues like borders, Jordan Valley security arrangements, and refugees. The Palestinians have repeatedly threatened to resume their campaign for formal U.N. recognition if the talks fail.___Associated Press writers Josh Lederman in Washington and Josef Federman in Jerusalem contributed to this report.

U.S. forces seize tanker carrying oil from Libya rebel port-By Feras Bosalum and Ulf Laessing 25 minutes ago-MAR 17,14-Yahoonews

TRIPOLI (Reuters) - U.S. special forces have seized a tanker that fled with a cargo of oil from a Libyan port, the U.S. Department of Defense said on Monday, halting an attempt by rebels to sell petroleum on the global market.Libyan rebels demanding a greater share of oil wealth managed to load crude onto the ship, which escaped Libya's navy, embarrassing the government and prompting parliament to sack the prime minister.U.S. Navy SEALs boarded the Morning Glory tanker in international waters off Cyprus on Sunday night and took control of the vessel, which the Pentagon said was held by three armed Libyans. The tanker's seizure by U.S. forces is likely to prevent any more attempted oil sales by the rebels, who in August seized three export terminals accounting previously for 700,000 barrels a day of exports. No one was hurt in the tanker raid, which was approved by U.S. President Barack Obama and requested by the Libyan and Cypriot governments, Pentagon Press Secretary John Kirby said."The Morning Glory is carrying a cargo of oil owned by the Libyan government National Oil Company. The ship and its cargo were illicitly obtained" from the Libyan port of Es Sider, his statement said. The standoff over control of OPEC member Libya's oil is one facet of wider turmoil that has engulfed the vast North African country since the civil war that led to the fall of Muammar Gaddafi nearly three years ago.It was the second time in six months that U.S. forces have become involved in Libya. A commando team snatched a suspected al Qaida suspect off the street as he returned home from prayers in the capital Tripoli in September. The Cypriot ministry of foreign affairs said the vessel was now heading west in the Mediterranean with a U.S. military escort. It was parked 18 miles southwest of Cyprus when the operation occurred around midnight Cyprus time. The Pentagon statement said the vessel would be returned to a Libyan port. There was no immediate reaction from the federalist rebels, based in eastern Libya, who said they would issue a statement later on Monday. They have been demanding more autonomy for their region.Abb-Rabbo al-Barassi, self-declared prime minister of the rebel movement, said on Saturday his group was ready to negotiate an end to the port blockade, but the government needed to abandon plans to mount a military offensive.Libya's parliament head, who has quasi-presidential powers, had given the rebels two weeks to withdraw from the seized ports or face a military operation. But analysts said it was uncertain whether government troops would be able effectively to confront the heavily armed rebels, made up of soldiers who defected from an oil protection force. The tanker's escape highlighted the weakness of government forces, which had claimed several times that the 37,000-tonne ship was under their control only for the vessel to slip into international waters after a firefight. The government and nascent army have struggled to control brigades of former anti-Gaddafi fighters who have refused to disarm and have used their military muscle to make political demands on the state, often by targeting the vital oil sector.

FULL CONFRONTATION UNLIKELY

Libya has been trying to rebuild its army since Gaddafi's ousting, but analysts say it is not yet a match for battle-hardened militias that fought in the eight-month uprising that toppled the dictator.
While the navy did open fire on a Maltese-flagged tanker trying to approach Es Sider in January, analysts say a full military confrontation with the port rebels would be unlikely.Any bloodshed would complicate efforts to negotiate a settlement with rebel leader Ibrahim Jathran, a former anti-Gaddafi commander who was in charge of protecting oilfields and ports until he turned against the government in the summer. His campaign to seek more rights for Libya's underdeveloped east has won him some sympathy, but many people dismiss him as a tribal warlord with no political vision.Any military conflict might boost his popularity and plans to establish a federalist state sharing power and oil wealth like under King Idris, who was toppled by Gaddafi in a 1969 plot. The government fears federalism might open the door for secession and similar protests by other regions though the rebels say they do not want to break up Libya.Libya's government faces a budget crisis as oil production has fallen to little over 200,000 barrels per day (bpd), from 1.4 million bpd in summer when a wave of protests at oilfields and ports started. Oil is the main source of revenues for the budget and to fund basic food imports.(Additional reporting by Chris Michaud, Feras Bosalum, Michael Kambas and Patrick Markey; Editing by Andrew Heavens and Dale Hudson)

03/17/2014 - VATICAN INSIDER-Pope Francis receives invitation to address the US Congress-Francis, the first Pope from the Americas, has received an invitation from the Speaker of the House of Representatives to address a joint session of the US Congress. He would be the first Pope ever to do so-Gerard O’Connell

Rome-The Speaker of the US House of Representatives, John Boehner, has invited Pope Francis to address a joint meeting of the United States Congress when he visits the USA, a visit that is expected to take place in September 2015.If Francis accepts, he would be the first Pope ever to address a joint session of the US Congress.  It would be an event of major historical significance. The invitation was issued on March 13, the first anniversary of his election as Pope.  It came just two weeks before the US President, Barack Obama, visits the Pope in the Vatican on March 27.“It is with reverence and admiration that I have invited Pope Francis, as head of state of the Holy See and the first Pope to hail from the Americas, to address a joint meeting of the United States Congress”, Boehner announced in a statement issued on March 13, the first anniversary of the Pope’s election.“Pope Francis has inspired millions of Americans with his pastoral manner and servant leadership, challenging all people to lead lives of mercy, forgiveness, solidarity, and humble service”, Boehner, a Catholic and leading member of the Republican Party, stated.“His tireless call for the protection of the most vulnerable among us—the ailing, the disadvantaged, the unemployed, the impoverished, the unborn—has awakened hearts on every continent”, the Speaker of the House added.Furthermore, he said, the Pope’s “social teachings, rooted in ‘the joy of the gospel,’ have prompted careful reflection and vigorous dialogue among people of all ideologies and religious views in the United States and throughout a rapidly changing world, particularly among those who champion human dignity, freedom, and social justice”.“These principles are among the fundamentals of the American Idea.  And though our nation sometimes fails to live up to these principles, at our best we give them new life as we seek the common good”, Boehner said,The Speaker of the House noted that “Many in the United States believe these principles are undermined by ‘crony capitalism’ and the ongoing centralization of political power in the institutions of our federal government, which threaten to disrupt the delicate balance between the twin virtues of subsidiarity and solidarity.”These same Americans, he said, “have embraced Pope Francis’ reminder that we cannot meet our responsibility to the poor with a welfare mentality based on business calculations.  We can meet it only with personal charity on the one hand and sound, inclusive policies on the other.”Speaker Boehner said “the Holy Father’s pastoral message challenges people of all faiths, ideologies and political parties”.Indeed, he said, “His address as a visiting head of state before a joint meeting of the House and Senate would honor our nation in keeping with the best traditions of our democratic institutions.  It would also offer an excellent opportunity for the American people as well as the nations of the world to hear his message in full.”The Speaker of the House concluded his statement by saying, “It is with deep gratitude that I have asked Pope Francis to consider this open invitation on behalf of the Congress and the millions of citizens of the United States we serve.” Soon after he was elected Pope, Francis received an invitation from the UN Secretary General, Ban Ki Moon, to address the UN General Assembly in New York. He also received an invitation to attend the World Meeting of Families in Philadelphia, September 22 -27. And now he has received this unprecedented and historic invitation to address a joint session of the US Congress.   He would be the fourth Pope to visit the United States since Paul VI first went there in 1965.

North Korea fires 10 short-range missiles: Yonhap-Yahoonews-MAR 17,14

SEOUL (Reuters) - North Korea fired 10 short-range missiles into the sea off the east of the Korean peninsula on Sunday, South Korea's Yonhap news agency reported, citing unidentified government officials in South Korea.Yonhap said the missiles flew for 70 km (45 miles) before splashing into the sea.North Korea is not banned from short-range missile launches under U.N. sanctions and frequently tests its arsenal. The U.S. State Department said it was closely monitoring the situation after the reports of the missile firing."We once again call on North Korea to refrain from provocative actions that aggravate tensions," State Department spokeswoman Jen Psaki said in a brief statement. The North has toned down its bellicose rhetoric towards the South, although it has denounced joint U.S.-South Korean military exercises that are currently taking place. It undertook a series of short-range missile launches earlier this month as the joint exercises, which North Korea views as a threat to its security, started. In early 2013, North Korea conducted its third nuclear weapons test, having successfully launched a long-range rocket in 2012 that critics say was aimed at proving technology for an intercontinental ballistic missile. Both of those are banned under U.N. sanctions.(Reporting by David Chance; Additional reporting by Arshad Mohammed in Washington; Editing by Robert Birsel and Peter Cooney)

Cold War reflexes return to Europe over Ukraine-By Paul Taylor-MAR 17,14-Yahoonews

BERLIN (Reuters) - The Cold War is back.

Russia's military seizure of Crimea and preparations for a possible annexation of the southern Ukrainian province have revived fears, calculations and reflexes that had been rusting away since the fall of the Berlin Wall in 1989.Whether the crisis triggered by President Vladimir Putin's attempt to prevent Ukraine, a strategic former Soviet republic, turning to the West, becomes a turning point in international relations like the 2001 Al Qaeda attacks on the United States or the 1962 Cuban missile crisis, is not yet certain. There are still some steps to play out.But policymakers and strategic analysts are thinking through the consequences of a potentially prolonged East-West tug-of-war. And states in the middle such as Germany and Poland are starting to weigh uncomfortable adjustments to their policy. The standoff is already posing tricky questions about the balance between sanctions and diplomacy, setting loyalty tests for allies and raising the risk of spillover to other conflicts and of possible proxy wars."Welcome to Cold War Two," Russian analyst Dmitri Trenin of the Carnegie Foundation for International Peace declared in an article for Foreign Policy magazine." The recent developments have effectively put an end to the interregnum of partnership and cooperation between the West and Russia that generally prevailed in the quarter-century after the Cold War," he said.Trenin is not alone in seeing the struggle for Ukraine as the biggest game-changer in European security since the collapse of the Soviet Union in 1991.While no one imagines the superpowers returning to a hair-trigger nuclear confrontation or a bloc-against-bloc military buildup - for starters, Russia no longer has a bloc - the knock-on implications for other security problems, and for the world economy, are significant. Frozen conflicts in Moldova, Georgia and Azerbaijan, all "near abroad" post-Soviet states, could be reactivated. In Berlin, policymakers worry that Russia could raise the stakes by stopping cooperation with the West over Iran's nuclear program, the civil war in Syria, security in Afghanistan and managing North Korea's unpredictable leader.Any one of those could make life more uncomfortable for the United States and its European and Asian allies by destabilizing the Middle East and southern Asia or raising tension on the Korean peninsula.

"THIS IS THE BIG ONE"

The realization that Germany, Europe's central power, has no special influence with Russia when the geopolitical chips are down, and that Chancellor Angela Merkel has been unable to sway Putin despite their common languages, has concentrated minds. In hindsight, Russia's 2008 military intervention in breakaway regions of Georgia was a dry run. It had less global impact partly because an erratic Georgian leader fired the first shots, but also because it barely changed the status quo."Ukraine is different. It's on the fault line and it's too big," says Constanze Stelzenmueller, senior transatlantic fellow with the German Marshall Fund think-tank, who led a recent major study on Germany's new foreign and security policy."Now we are entering a systemic competition. That's why I think the Cold War analogy is accurate. If you're in Berlin, that's the way it feels. This is the big one."Despite its strong economic interests in Russia, where 6,200 German companies do business, and its dependency on Russian natural gas for 40 percent of supplies, Stelzenmueller expects Germany to "surprise on the upside by being firm".Moscow is only Berlin's 11th trade partner, below Poland. Germany's main trade body said last week a trade conflict between the two would hurt German business but it would be life-threatening for a stagnant Russian economy. As former Hong Kong governor Chris Patten observes, while almost every European household owns goods made in China, few if any have anything produced in Russia, except gas and vodka.Central European economies could be severely disrupted if Moscow played with the gas taps, but stocks are high, winter is over and Russia needs the revenue.

GOING NEUTRAL?

In Cold War One, hawks in the United States and western Europe fretted that then West Germany could turn neutral in its pursuit of detente with the Soviet Union and its east European allies, including communist East Germany. That never happened. Bonn remained firmly anchored in the Western political and military camp. But there were some epic transatlantic battles along the way. They included a 1982 clash with the United States over a German-Soviet gas pipeline deal which the Reagan administration feared would make West Germany dangerously dependent on Moscow. The Germans stood their ground. The pipeline was built and is one reason why Germany remains so hooked on Russian energy. That dispute - just a year after a Moscow-inspired military crackdown in Poland - may have lessons for any new Cold War.A year later, Bonn withstood mass protests and threats from Moscow to deploy U.S. medium-range nuclear missiles on its soil in response to Soviet SS-20 rockets pointed at the West. That led eventually to a negotiated end to the East-West arms race. Then as now, a perceived Russian threat ultimately united Europeans and the United States, despite public misgivings reflected today in opinion polls showing neither Germans nor Americans are keen to get tough with Russia. Then as now, both Moscow and the West turned to China to try to tip the balance. Then as now, U.S. strategists traded charges of appeasement and warmongering as they argued over the right policy mix between containing Russia and taking its interests into account. If Putin moves to annex Crimea, Europeans may soon have to contemplate awkward sacrifices to show their resolve. For France, this could mean suspending a contract to sell helicopter carriers to Russia. For Britain, closing its mansions and bank vaults to magnates close to Putin. For Germany, initiating gradual steps to reduce dependency on Russian gas.It will take Cold War-style determination for any of that to happen. Maintaining EU unity if the going gets tough, with states in southern Europe such as Italy, Greece, Cyprus and Bulgaria closer to Moscow, could prove a challenge.(Writing by Paul Taylor; Editing by Raissa Kasolowsky)

China's Xi assumes new role overseeing military reform
March 15, 2014 6:13 AM

BEIJING (Reuters) - Chinese President Xi Jinping has taken on a new role overseeing a group in charge of deepening military reform, state media said on Saturday, adding to the list of bodies Xi is taking charge of in his rapid consolidation of power.Xi is already head of the military in his role as chairman of the powerful Central Military Commission. The official news agency Xinhua said Xi had chaired the first meeting of the new leading group for deepening reform on national defense and the military, in the first mention of the group by state media.Xi has already taken charge of similar bodies overseeing economic reform and internet security, besides running the new national security commission.During the military meeting, Xi "stressed the country's military reform should be guided by the objective of building a strong army", Xinhua said.Xi's speech, full of turgid communist phrases, gave no specifics of how China will modernize its military."National defense and military reform are an important part and an important symbol of China's overall reform," Xi said. With "being able to combat and win battles" as the focus, Xi said reforms should "target key problems in strengthening combat preparedness and weak links in honing combat effectiveness."The goal is to build an army that "obeys the Party's command, is capable of winning battles and has a sound work style", he added.China this month announced its biggest rise in military spending in three years, a strong signal that it is not about to back away from its growing assertiveness in Asia, especially in disputed waters. The government said it would increase the defense budget by 12.2 percent this year to 808.23 billion yuan ($131.57 billion), as China seeks to develop more high-tech weapons and to beef up coastal and air defenses. The increase follows a nearly unbroken run of double-digit hikes in the Chinese defense budget, second only to the United States in size, for the past two decades. The 2014 defense budget is Xi's first since becoming president last year, and the spending increase appears to reflect his desire to build what he calls a strong, rejuvenated China.Xi also recently urged military leaders to speed efforts to get the country's sole aircraft carrier combat-ready.Aside from the carrier, China is developing a range of high-tech weaponry, from stealth fighters to systems to shoot down satellites.(Reporting by Ben Blanchard; Editing by Clarence Fernandez)

Tibetan 'sets self on fire' to protest China-MAR 17,14-Yahoonews

Beijing (AFP) - A Tibetan monk in southwestern China has set himself on fire to protest against a 2008 crackdown, overseas groups said, adding to a string of self-immolation protests in recent years.Lobsang Palden carried out the act Sunday on "Heroes Street" in Aba county in Sichuan province, said the British-based advocacy organisation Free Tibet and the US outlet Radio Free Asia (RFA).Both said the road is so called because several such incidents have occurred there.Police soon arrived, put out the fire and took Palden away, and his condition was not currently known, both organisations said, adding that security in the area had been tightened.Free Tibet said Palden was in his 20s while RFA said he was 20.RFA also said another monk set himself on fire on Sunday in the northwestern province of Qinghai, citing exiled Tibetans in India. At least 120 Tibetans in China have set themselves alight since 2009, both organisations reported.March 10 is a sensitive day for Tibetans -- who have concentrations in Qinghai and Sichuan as well as Tibet proper -- as it marks the anniversary of their spiritual leader the Dalai Lama fleeing China in 1959 following a failed uprising. In March 2008 deadly riots erupted in the Tibetan capital of Lhasa and spread to other areas.Palden sought to mark the anniversary of a March 16, 2008 crackdown by Aba police who fired into a crowd, killing several people, both sources said.Beijing accuses the Dalai Lama of encouraging self-immolations to further a separatist agenda. The Dalai Lama, a Nobel Peace laureate who lives in India, has described the self-immolations as acts of desperation that he is powerless to stop.Rights groups call the protests a reaction to Beijing's tight control on Tibetans' rights, including exercise of religion.

THE MISSING PLANE MH370 SITUATION AT 8:15AM SUN MAR 16,2014

SO WHAT ARE THE SENARIOS FOR THE PLANE TODAY.WE KNOW IT WAS A DELIBERATE ACT.SO LETS LOOK AT A SUICIDE ISLAM KILL.LIKE THE MEDIA IS HITTING HEAVILY. BECAUSE THEY WANT TO DENY THE KIDNAPPING THEORY. INFACT CNN HAS NEVER MENTIONED THE 20 FREESCALE WORKERS ON THE PLANE AT ALL.MUCH LESS THEY WERE KIDNAPED IN A HIDDEN PLACE IN A MUSLIM COUNTRY.OR SETUP BY A CERTAIN COUNTRY TO GET THE CLASSIFIED DEFENCE MICROCHIP IMPLANT INFORMATION FROM THESE FREESCALE WORKERS.OR WILL DEMAND A GIGANTIC RANSOM OR A TRADE FOR NUKES OR SOMETHING LIKE THAT.SINCE ANY SENARIO IS POSSIBLE IN MY EYES NOW.SINCE AT THE BEGGINING I THOUGHT THIS KIDNAPPING THEORY WAS JUST REDICULAS MYSELF.

IF A SUICIDE 72 VIRGIN KILL IN THE NAME OF ALLAH

-WE WILL FIND DEBRIS IN THE INDIAN OCEAN.
-THE PLANE WILL BE FOUND AND ANALIZED.

IF A DRUG SMUGGLING SITUATION

-THE PLANE MAY HAVE LANDED.THE DRUGS TAKEN OFF-THE PLANE AND LEFT.
-THE PEOPLE LEFT ON THE PLANE WHILE THE DRUGS AND DEALERS DISAPPEAR
-THE PLANE WAS HIDDEN.TO DO FURTHUR DRUG RUNS IN THE FUTURE.
-THE PEOPLE KILLED ON THE PLANE BY THE DRUG DEALERS.

IF A KIDNAP - RANSOM OCCURRED

-THE PLANE WAS LANDED IN A MUSLIM COUNTRY AFTER THE HIJACKING OR PILOT LEAD KIDNAPPING.
-THE PLANE WAS LANDED IN THE DESERT IN ONE OF THESE COUNTRIES AND THEN HIDDEN IN A BUNKER.
-THE 20 FREESCALE WORKERS WERE AT GUNPOINT TAKEN TO A SECRET HEADQUARTERS OF THAT BUNKER AND INTERIGATED FOR THE INFORMATION THEY KNOW AND THE DEFENCE SECRETS THAT THE COUNTRY OR MUSLIM GROUP COULD USE TO FURTHUR THIER DEFENCE SYSTOMS.AND TO GET IMPORTANT INFORMATION ON OTHER COUNTRIES DEFENCES.OR IN THE MUSLIM CASE-THEY COULD INTERIGATE THESE PEOPLE FOR THE DIFFERENT GOVERNMENTS NUCLEAR SECRETS.WHICH ISLAM COULD USE ON THE WEST.
-THE REST OF THE PEOPLE WOULD EITHER BE KILLED ON THE PLANE OR WE WOULD SOON AFTER START HEARING DEMANDS FOR MILLIONS OR BILLIONS OF DOLLARS IN CASH FROM THIS GROUP TO RETURN THE PEOPLE TO THEIR DIFFERENT COUNTRIES.
-OR THIS ISLAMIC GROUP MIGHT INDIVIDUALLY TRY TO GET MONEY FROM EACH COUNTRY THAT HAS MEMBERS ON THE PLANE.AND THIS GROUP OR COUNTRY COULD GET BILLIONS IN RANSOMS-INSTEAD OF DEMANDING JUST MILLIONS.

Police hunt for motive as search for Malaysian jet spans hemispheres-By Anshuman Daga and Niluksi Koswanage 12 minutes ago-MAR 16,14-YAHOONEWS

KUALA LUMPUR (Reuters) - Malaysian investigators are trawling through the backgrounds of the pilots, crew and ground staff who worked on a missing jetliner for clues as to why someone on board flew it perhaps thousands of miles off course, the country's police chief said. Background checks of passengers on Malaysian Airlines Flight MH370 have drawn a blank, but not every country whose nationals were on board has responded to requests for information, police chief Khalid Abu Bakar told a news conference on Sunday. No trace of the Boeing 777-200ER has been found since it vanished on March 8 with 239 people on board, but investigators believe it was diverted by someone who knew how to switch off its communications and tracking systems.Malaysia has appealed for international help in the search for the plane across two corridors stretching from the shores of Caspian Sea to the far south of the Indian Ocean."The search area has been significantly expanded," said Acting Transport Minister Hishammuddin Hussein. "From focusing mainly on shallow seas, we are now looking at large tracts of land, crossing 11 countries, as well as deep and remote oceans."The disappearance of the aircraft has baffled investigators, aviation experts and internet sleuths since it vanished from civilian air traffic control screens off Malaysia's east coast less than an hour after taking off from Kuala Lumpur en route to Beijing.Malaysian authorities believe that as the plane crossed the country's northeast coast and flew across the Gulf of Thailand, someone on board shut off its communications systems and turned sharply to the west.Electronic signals it continued to exchange periodically with satellites suggest it could have continued flying for nearly seven hours after flying out of range of Malaysian military radar off the country's northwest coast, heading towards India. The plane had enough fuel to fly for about seven-and-a-half to eight hours, Malaysian Airlines' Chief Executive Ahmad Jauhari Yahya said.

PILOTS' HOMES SEARCHED

On Saturday, police special branch officers searched the homes of the captain, 53-year-old Zaharie Ahmad Shah, and first officer, 27-year-old Fariq Abdul Hamid, in middle-class suburbs of Kuala Lumpur close to the international airport. An experienced pilot, Zaharie has been described by current and former co-workers as a flying enthusiast who spent his off days operating a life-sized flight simulator he had set up at home. Police chief Khalid said investigators had taken the flight simulator for examination by experts.Earlier, a senior police official said the flight simulator programs were looked at closely, adding they appeared to be normal ones that allowed players to practice flying and landing in different conditions.Police sources said they were looking at the personal, political and religious backgrounds of both pilots and the other crew members. Khalid said ground support staff who might have worked on the plane were also being investigated.A second senior police official told Reuters investigators had found no links between Captain Zaharie, a father of three grown-up children and a grandfather, and any militant group.Postings on his Facebook page suggest the pilot was a politically active opponent of the coalition that has ruled Malaysia for the 57 years since independence. A day before the plane vanished, opposition leader Anwar Ibrahim was convicted of sodomy and sentenced to five years in prison, in a ruling his supporters and international human rights groups say was politically influenced.Asked if Zaharie's background as an opposition supporter was being examined, the first senior police officer would say only: "We need to cover all our bases."Malaysia Airlines has said it did not believe Zaharie would have sabotaged the plane, and colleagues were incredulous."Please, let them find the aircraft first. Zaharie is not suicidal, not a political fanatic as some foreign media are saying," a Malaysia Airlines pilot who is close to Zaharie told Reuters. "Is it wrong for anyone to have an opinion about politics?"Co-pilot Fariq was religious and serious about his career, family and friends said. The two pilots had not made any request to fly together.

EXPERTS DOUBT MILITANT GROUPS INVOLVED

With no clear motive established as to why someone diverted the plane, Khalid said all possibilities - hijack, sabotage, or personal or psychological problems of someone on board - were being investigated.Transport Minister Hishammuddin said authorities had not received any ransom or other demand. "That makes if very difficult for us to verify whether its a hijacking or terrorist," he said.Southeast Asia's homegrown Islamist militant groups, such as Jemaah Islamiah (JI), which carried out the Bali bombings in 2002, have been quiet in recent years after security forces either arrested or shot dead numerous members.Experts said they doubted the remaining militants had the skills or capabilities to carry out a complex hijacking."JI has not been involved with violence in the region since 2007," said Sidney Jones, director of the Jakarta-based Institute for Policy Analysis of Conflict."The other groups that are active in Indonesia, in trying to make terrorist plots, are all not very competent. I would be extremely surprised if any group from Indonesia, the Philippines or Malaysia itself would be directly involved."Analysis of satellite data showed the last signal from the missing plane was at 8:11 a.m., almost seven hours after it turned back over the Gulf of Thailand and re-crossed the Malay peninsula. It's location was not pinpointed - experts could only determine that the plane could have been anywhere in either of two arcs: one stretching from northern Thailand to the border of Kazakhstan and Turkmenistan, or a southern arc heading from Indonesia to the vast southern Indian Ocean.Hishammuddin said Malaysia had requested further satellite data from several countries, including the United States, China and France, to help with the search.A source familiar with official U.S. assessments said it was thought most likely the plane had headed south into the Indian Ocean, where it would presumably have run out of fuel and crashed. Air space to the north is much busier, and the plane would likely have been detected.Countries contacted by Malaysia to assist in the search range from the former Soviet central Asian republics in the north to Australia in the south, along with France, which administers a scattering of islands deep in the southern Indian Ocean uninhabited except for a handful of researchers. The Indian Ocean is one of the most remote places in the world and also one of the deepest, posing enormous challenges for efforts to find any wreckage or the flight voice and data recorders that would be key to solving the puzzle.(Additional reporting by Anshuman Daga, Al-Zaquan Amer Hamzah, Stuart Grudgings and Anuradha Raghu in Kuala Lumpur, Michael Martina in Beijing, Paul Sandle in London, Mark Hosenball in Washington, Sanjib Kumar Roy and Nita Bhalla in Port Blair, India, Sruthi Gottipati in Visakhapatnam, India, Frank Jack Daniel and Douglas Busvine in New Delhi and Jane Wardell in Sydney; Writing by Alex Richardson; Editing by Dean Yates and Robert Birsel)

Crimeans overwhelmingly vote for secession-By MIKE ECKEL and JOHN-THOR DAHLBURG 42 minutes ago-MAR 16,14-Yahoonews

SIMFEROPOL, Ukraine (AP) — Fireworks exploded and Russian flags fluttered above jubilant crowds Sunday after residents in Crimea voted overwhelmingly to secede from Ukraine and join Russia. The United States and Europe condemned the ballot as illegal and destabilizing and were expected to slap sanctions on Russia for it.Ukraine's new government in Kiev called the referendum a "circus" directed at gunpoint by Moscow — referring to the thousands of Russian troops now in the strategic Black Sea peninsula after seizing it two weeks ago.But after the polls closed late Sunday, crowds of ethnic Russians in the regional Crimean capital of Simferopol erupted with jubilant chants in the main square, overjoyed at the prospect of once again becoming part of Russia. The Crimea referendum offered voters the choice of seeking annexation with Russia or remaining in Ukraine with greater autonomy. After 50 percent of the ballots were counted, Mikhail Malishev, head of the referendum committee, said more than 95 percent of voters had approved joining Russia.Opponents of secession appeared to have stayed away Sunday, denouncing the vote as a cynical power play and land grab by Russia. The vote could also encourage rising pro-Russian sentiment in Ukraine's east and lead to further divisions in this nation of 46 million. Residents in western Ukraine and the capital, Kiev, strongly favor closer ties with the West instead of Russia. The Crimean parliament will meet Monday to formally ask Moscow to be annexed and Crimean lawmakers will fly to Moscow later in the day for talks, Crimea's pro-Russia prime minister said on Twitter. In Moscow, the speaker of the lower house of the Russian parliament, Sergei Naryshkin, suggested that joining Russia was a done deal."We understand that for 23 years after Ukraine's formation as a sovereign state, Crimeans have been waiting for this day," Naryshkin was quoted as saying by the state ITAR-Tass news agency.Russian lawmaker Vladimir Zhirinovsky said the annexation could come in as soon as three days, according to Interfax.Russian President Vladimir Putin said the referendum was conducted in "full accordance with international law and the U.N. charter."Some Crimea residents backing secession said they feared the new Ukrainian government that took over when President Viktor Yanukovych fled to Russia last month will oppress them."It's like they're crazy Texans in western Ukraine. Imagine if the Texans suddenly took over power (in Washington) and told everyone they should speak Texan," said Ilya Khlebanov, a voter in Simferopol. In Sevastopol, the Crimean port where Russia now leases a major naval base from Ukraine for $98 million a year, more than 70 people surged into a polling station in the first 15 minutes of voting Sunday.Ukraine's new prime minister insisted that neither Ukraine nor the West would recognize the vote."Under the stage direction of the Russian Federation, a circus performance is underway: the so-called referendum," Prime Minister Arseniy Yatsenyuk said Sunday. "Also taking part in the performance are 21,000 Russian troops, who with their guns are trying to prove the legality of the referendum."As soon as the polls closed, the White House again denounced the vote."The international community will not recognize the results of a poll administered under threats of violence," it said in a statement. "Russia's actions are dangerous and destabilizing."Russia raised the stakes Saturday when its forces, backed by helicopter gunships and armored vehicles, took control of the Ukrainian village of Strilkove and a key natural gas distribution plant nearby— the first Russian military move into Ukraine beyond the Crimean peninsula of 2 million people. The Russian forces later returned the village but kept control of the gas plant.

On Sunday, Ukrainian soldiers were digging trenches and erecting barricades between the village and the gas plant."We will not let them advance further into Ukrainian territory," said Serhiy Kuz, commander of a Ukrainian paratrooper battalion.Despite the threat of sanctions, Putin has vigorously resisted calls to pull back in Crimea. At the United Nations on Saturday, Russia vetoed a Security Council resolution declaring the referendum illegal. However, Putin spoke with President Barack Obama and supported a proposal from Germany to expand an international observer mission in Ukraine, the Kremlin said Sunday in a statement after the vote."The heads of state noted that despite the differences in their assessments, it was necessary to work together to find a way to stabilize the situation in Ukraine," the statement said.German Chancellor Angela Merkel, who also spoke with Putin on Sunday, wants more observers sent to tense areas, particularly in eastern Ukraine, her spokesman said. Putin told Obama that such a mission would be welcome but would need to be extended to all regions in Ukraine, the Kremlin said.In Donetsk, one of the main cities in eastern Ukraine, pro-Russia demonstrators called Sunday for a referendum similar to the one in Crimea. In Sevastopol, speakers blared the city anthem up and down the streets but the military threat was not far away — a Russian naval warship still blocked the port's outlet to the Black Sea, trapping Ukrainian boats. At a polling station inside a historic school, tears came to Vladimir Lozovoy, a 75-year-old retired Soviet naval officer, as he talked about his vote."I want to cry. I have finally returned to my motherland. It is an incredible feeling. This is the thing I have been waiting for for 23 years," he said. But Crimea's large Muslim Tatar minority — whose families had been forcibly removed from their homeland and sent to Central Asia during Soviet times — remained defiant.

The Crimea referendum "is a clown show, a circus," Tatar activist Refat Chubarov said on Crimea's Tatar television station. "This is a tragedy, an illegitimate government with armed forces from another country."The fate of Ukrainian soldiers trapped in their Crimean bases by pro-Russian forces was still uncertain. But Ukraine's acting defense minister, Igor Tenyuk, was quoted as saying Sunday that an agreement had been reached with Russia not to block Ukrainian soldiers in Crimea through Friday. It was not clear exactly what that meant. On the streets of Simferopol, blue-and-yellow Ukrainian flags were nowhere to seen but red, white and blue Russian and Crimean flags fluttered in abundance.Ethnic Ukrainians interviewed outside the Ukrainian Orthodox cathedral of Vladimir and Olga said they refused to take part in the referendum, calling it an illegal charade stage-managed by Moscow. Some said they were scared of the potential for widespread harassment."We're just not going to play these separatist games," said Yevgen Sukhodolsky, a 41-year-old prosecutor from Saki, a town outside Simferopol. "Putin is the fascist. The Russian government is fascist."Vasyl Ovcharuk, a retired gas pipe layer, predicted dark days ahead for Crimea."This will end up in military action, in which peaceful people will suffer. And that means everybody. Shells and bullets are blind," he said.___Dalton Bennett in Sevastopol, Yuras Karmanau in Strilkove and Jim Heintz and Maria Danilova in Kiev contributed to this story

Crimea vote fully legal, Putin tells Obama 37 minutes ago-MAR 16,14-Yahoonews

Moscow (AFP) - President Vladimir Putin told US President Barack Obama on Sunday the referendum on Crimea joining Russia was fully legal, but the two leaders also agreed to work together to find ways out of the Ukraine crisis, the Kremlin said. The telephone conversation between Putin and Obama, which the Kremlin said were held at the initiative of the American side, came amid soaring US-Russia tensions as initial results showed Crimea had voted to leave Ukraine and join Russia."(Putin) emphasised that it was fully in line with the norms of international law and the UN charter," the Kremlin said.It added that the referendum took into account "the well-known precedent of Kosovo" which has been recognised by more than 100 countries, including the United States and all but five EU members since declaring independence from Serbia in 2008. But the statement saide the two leaders also agreed that "despite the differences in assessment it is necessary to jointly search for ways of stabilising the situation in Ukraine".Putin also told the US president that any Organisation for Security and Cooperation in Europe (OSCE) monitoring mission should cover "all Ukrainian regions" and not just Crimea.German Chancellor Angela Merkel told Putin earlier Sunday that she backed a bigger role in Ukraine for the OSCE, in particular in the tense east of the country. The Russian leader, who has not recognised the new pro-West authorities in Kiev after the fall of president Viktor Yanukovych last month, told Obama that Moscow was unhappy with the Ukrainian government's failure to crack down on "ultra-nationalist and radical groups".He said such groups were "destabilising the situation and terrorising peaceful inhabitants as well as the Russian-speaking population".

Kidnapping reports raise pre-referendum tensions in Crimea
AFP By Oleg Leus 15 hours ago-MAR 16,14-Yahoonews

Sevastopol (Ukraine) (AFP) - Ukraine's Greek Catholic Church said a priest was seized by armed men from a chapel in Sevastopol on Saturday, shortly after a pro-Russian group reported one of its leaders had been abducted. The two incidents are the latest in a series of kidnapping reports in Crimea, often involving activists for and against the referendum to be held on Sunday to decide whether the region should break away from Ukraine and join Russia.Father Mykola Kvich, a chaplain with Ukraine's armed forces, was taken from a parish near the city cemetery, the Church said. But according to local police, the priest was detained and later released, and 10 bullet proof vests were found in his residence during a search. The Greek Catholic Church is particularly strong in the mostly Ukrainian-speaking west of the country and has been in favour of the Maidan protests that brought the current pro-West government in Kiev to power last month. The priest's chaplain role "could be the reason for these actions by the armed self-defence groups in Crimea," said Father Lyubomyr Yavorskiy, an official in the Church's military chaplaincy department.Earlier Saturday a pro-Russian leader in Sevastopol -- home to Russia's Black Sea Fleet since the 18th century -- was reported kidnapped. The Russky Blok party cited eyewitnesses saying that its leader in the city, local assemblyman Gennadiy Basov, "was seized by nine people and taken away in a blue minivan".

Repeated attempts to contact Basov on his mobile went unanswered and police said they were "checking" a formal missing person report from the party.Kidnapping reports are often hard to confirm because Ukraine's interior ministry no longer has authority in Crimea, and the reports sometimes appear to be part of an "information war" between two bitterly opposed sides.Three activists and journalists were reported missing after being last seen at a Crimean-controlled checkpoint earlier this week and have since been released. One of them, Olena Maksimenko, said the experience was "psychologically tough"."They were trying to find out who we worked for and who was paying us," she said at a press conference in Kiev.Maksimenko said at one point she was throttled with a rope and punched in the face by a Cossack. She said they were arrested at a checkpoint and taken to a military base in Sevastopol."They regularly took us out for interrogations, tried to get me to say I was some kind of spy," she said.Ukraine's former defence minister Anatoliy Gritsenko said Friday on his Facebook page that his son Oleksiy was one of three pro-unity activists who went missing on Thursday in the Crimean capital Simferopol.Gritsenko said his son had been supplying food, medicine and electricity generators to Ukrainian military bases on the peninsula, which are often surrounded by self- defence groups and Russian forces.Amnesty International said it was following the case and that two of the activists' mobile phones had been tracked to near Simferopol's military commissariat. The human rights watchdog in a statement called on Crimean authorities to ensure "their immediate and unconditional release". "Reports of the harassment and intimidation of activists and journalists by the de facto military forces operating in Crimea are an extremely worrying development where human rights abuses are already rife," said John Dalhuisen, the group's Europe and Central Asia director.Asked about these and other reports of abductions, Crimea's pro-Moscow prime minister Sergiy Aksyonov told reporters on Friday that any detentions were aimed at fighting off "provocateurs"."I'm not arresting anyone but if people come here with bad intentions then law enforcement will deal with them," he said.
