The last 54 minutes of cockpit communication aboard the missing Malaysia Airlines flight MH370 can be revealed today by the Telegraph.

A transcript of conversations between the co-pilot and the control tower, and later with air traffic control, runs from the time the Boeing 777 airliner was taxiing on the runway to its last known position thousands of feet above the Gulf of Thailand.

It includes communications when the plane is believed by investigators to have already been sabotaged and the last words of Fariq Abdul Hamid, the 27-year-old co-pilot: “All right, good night”.

Last night analysts said the sequence of messages appeared to be “perfectly routine”.

However two features, they said, stand out as potentially odd.

The first was a message delivered by the cockpit at 1.07am, saying that the plane was flying at a cruising altitude of 35,000 feet. This message was unnecessary as it repeated a call that had already been delivered six minutes earlier.

But this message occurred at a crucial moment in the plane’s flight history: it was at 1.07am that the plane’s ACARS signalling device sent its last message before being disabled during the next 30 minutes, apparently deliberately. A transponder signalling device was disabled at 1.21am but investigators believe the ACARS was shut down before Hamid’s final farewell message.

The other odd feature, which is one of the reasons for suspicions that the plane’s disappearance was deliberate, was that its loss of communications and subsequent sharp turn westward occurred during the handover from air traffic controllers in Kuala Lumpur to those in Ho Chi Minh City.

“If I was going to steal the aeroplane, that would be the point I would do it,” said Stephen Buzdygan, a former British Airways pilot who piloted Boeing 777s.

“There might be a bit of dead space between the air traffic controllers… It was the only time during the flight they would maybe not have been able to be seen from the ground.”

The fresh details of the communications add to the speculation over of the fate of MH370 - whether it was the victim of a sudden accident or a hijacking; the transcript also suggests that if the pilots were involved in a plot they were very careful to hide their true intentions.

Last night, dozens of ships and aircraft were still involved in a painstaking search of an area off the Australian coast where debris potentially from MH370 was spotted by a spy satellite earlier this week.

Malaysia has begun appealing to the handful of nations with deep sea detection equipment for help in what may be a long search for the aircraft’s black box. The area of interest spans 9,000 square miles across waters that are up to 13,000 feet deep.

Warren Truss, Australia’s deputy prime minister, acknowledged that the apparent debris may now never be found because of the area’s deep waters and strong currents.

“Something that was floating on the sea that long ago may no longer be floating,” he said. “ It’s also certain that any debris or other material would have moved a significant distance over that time, potentially hundreds of kilometres.”

Hishammuddin Hussein, Malaysia’s acting transport minister, said the search was proving frustrating and cautioned that “this is going to be a long haul”.

“We have to trench down and the focus is to reduce the area of search and possible rescue,” he said.

Malaysia Airlines revealed yesterday that the aircraft was carrying some lithium ion batteries, which are deemed “dangerous” cargo and can overheat and cause fires. But Ahmad Jauhari Yahya, the airlines head, said the batteries – used in laptops and mobile phones - were packed and carried in accordance with regulations and were unlikely to have posed a threat.

Mr Ahmad Jauhari has previously revealed that Hamid, the co-pilot, spoke the final message on the plane but yesterday would not comment on whether he appeared to be under duress.

According to the cockpit transcripts, from the moment of sign-in at 12.36 when the plane was still on the ground, Hamid, a 27-year-old flying enthusiast, gave routine accounts of the plane’s location, ascent and altitude. Though he took a slightly casual approach and at times departed from formal wording, nothing in his banter gives any sign that the plane was about to fly off course and disappear.

"The communication up until the plane went to the changeover [to Vietnam] sounds totally normal,” Mr Buzdygan said. “That kind of banter – I’ve done it hundreds of times. It is perfectly normal.”

Steve Landells, a former British Airways pilot who flew Boeing 777s, gave his assessment of the aparent anomoly of the repeated messages from plane when setlign at 35,000. He said a second message was not required but he did not regard it as suspicious.

“It could be as simple as the pilot forgetting or not being sure that he had told air traffic controllers he had reached the altitude,” he said. “He might be reconfirming he was at 350 [35,000 feet]. It is not unusual. I wouldn’t read anything into it.”

The Telegraph has repeatedly asked Malaysia Airlines, Malaysia’s Civil Aviation Authority and the office of Malaysian prime minister Najib Razak to confirm the communications record; only the prime minister’s office responded, saying it would not release this data.

KUALA LUMPUR, Malaysia (AP) — Search planes joined a freighter early Friday to scan rough seas in one of the remotest places on Earth after satellite images detected possible pieces from the missing Malaysia Airlines plane in the southern Indian Ocean.In what officials called the "best lead" of the nearly 2-week-old aviation mystery, a satellite detected two large objects floating about 1,600 kilometers (1,000 miles) off the southwestern coast of Australia and halfway to the desolate islands of the Antarctic. The area is so remote is takes aircraft longer to fly there — four hours — than it does for the search.The development raised new hope of finding the vanished jet and sent another emotional jolt to the families of the 239 people aboard.Australian authorities said in a statement early Friday that the search had turned up nothing so far. Efforts were resuming with the first of five aircraft — a Royal Australian Air Force P3 Orion — leaving the base in Western Australia for the search around dawn. A civilian Gulfstream jet and a second Orion were expected to depart later Friday morning and a third Orion was due to fly out in the early afternoon to scour more than 13,000 square miles (35,000 square kilometers) of ocean.A U.S. Navy P-8 Poseidon aircraft was scheduled to leave the base at about 4 p.m. (0600 GMT), but like the other planes, it will have enough fuel for only a few hours before returning to Perth."It is a very long journey to the site and unfortunately, aircraft can only have one or two hours over the search area before they need to return to the mainland for fuel," Warren Truss, who is currently Australia's acting prime minister while Tony Abbott is overseas, told Australian Broadcasting Corp. He said that weather conditions in the area were poor and may get worse."And so clearly this is a very, very difficult and challenging search. Weather conditions are not particularly good and risk that they may deteriorate," Truss said.One of the objects on the satellite image was 24 meters (almost 80 feet) long and the other was 5 meters (15 feet). There could be other objects in the area, a four-hour flight from Australia, said John Young, manager of the Australian Maritime Safety Authority's emergency response division."This is a lead, it's probably the best lead we have right now," Young said. He cautioned that the objects could be seaborne debris along a shipping route where containers can fall off cargo vessels, although the larger object is longer than a container.Truss said officials were working to get more satellite images and stronger resolution to help searchers get a better sense of where the objects are and how far they've shifted since the initial images were captured. "They will have moved because of tides and wind and the like, so the search area is quite broad," Truss said, adding that marker buoys were dropped to help get a better understanding of what drift is likely to have occurred.The Norwegian cargo vessel Hoegh St. Petersburg, with a Filipino crew of 20, arrived in the area and used searchlights after dark to look for debris. It will continue the search Friday, said Ingar Skiaker of Hoegh Autoliners, speaking to reporters in Oslo.The Norwegian ship, which transports cars, was on its way from South Africa to Australia, he said. The Australian Maritime Safety Authority said another commercial ship and an Australian navy vessel were also en route to the search area.

Satellite imagery experts said the lead is worth investigating.

"It would be very nice if you could see a whole wing floating there, then you could say, 'OK that's an airplane,'" said Sean O'Connor, an imagery analyst with IHS Jane's. In the case of these satellite images, "you can't tell what it is" so closer examination is critical.Another analyst said the debris is most likely not pieces of Malaysia Airlines Flight 370. The jet carried mostly Chinese and Malaysian nationals.But he cautioned that relatives still "do not yet know for sure whether this is indeed MH370 or something else. Therefore, we are still waiting for further notice from the Australian government. "Malaysian officials met with the relatives Thursday night in a hotel near Kuala Lumpur, but journalists were kept away. Oil slicks that were seen did not contain jet fuel. A yellow object thought to be from the plane turned out to be sea trash. Pentagon Not Ready for Cold War 2

There’s an old saying in the military that we’re always training for the last war, so fixated on the lessons of our most recent conflict that we’re blind to the emerging threat.For years, that last war was the Cold War, and the emerging threat was the insurgents of Iraq and Afghanistan. Slowly, painfully, eventually, the military reoriented itself. The result? After more than two decades of post Cold War re-alignment, the military is less prepared than it has been in generations for a confrontation with Russia.No one in Washington is calling for the U.S. to go to war over Crimea and there are plenty of reasons why, at this point, military intervention could be a dangerous and foolhardy course. But if circumstances change and political leaders start looking to the military or the bargaining power that comes from a credible threat of force, they will find their options severely limited.Over the course of the wars in Afghanistan and Iraq soldiers and marines have trained for maneuvering and fighting in small units over the landscape of the Middle East. Counter-insurgency (“COIN”) doctrine, which stresses engagement with local civilian populations and tactics for fighting loosely organized forces employing light weapons, has become the military’s new bible. It’s about as far away as you can get from the principles used in the Cold War.According to retired General David Deptula, who served as the Air Force’s top intelligence officer, “we’ve been focused on the far left end of the spectrum of operations,” by which he means the protracted, low-intensity conflicts in Iraq and Afghanistan. But, he says, “if we want to maintain superpower status we need to be prepared to succeed across the full range of operations, not just the left end of it.” Even the few strategists that weren’t pre-occupied by Iraq and Afghanistan were planning for the much-touted Asia pivot, envisioning a future, one they’d argue is still looming, defined by Chinese hegemony. Russia, meanwhile, was considered by many to be an historical relic; still big enough to wield real power but no longer capable of threatening U.S. vital interests and a second or third order afterthought when evaluating threats the military needed to plan for.“For years there have been only a handful of people consistently talking about Russia and China building highly advanced systems for use against our ‘Cold-War era’ aircraft, missiles and ships,” Deptula says.He’s talking about himself and some of his closest confidants at the Air Force, who pushed for continued production of high-end weaponry like the F-22 stealth fighter—right when the Iraq insurgency was at its peak. It made Deptula and his gang seem like Mach 2 dinosaurs, pining for a conflict with an imaginary enemy while the real bad guys were blowing up Marines in Fallujah. Understandably, Robert Gates, the Defense Secretary of the time, wanted the military to focus on the wars America was actually fighting at the moment. And so eventually, many of Deptula’s colleagues—including Gen. Michael “Buzz” Moseley, the Air Force’s top officer—were shown the door when they opposed Gates once too often. According to Deptula, “those people were ignored by [former Defense Secretary] Gates, and some were fired because they had the courage to speak truth to power.”

As the White House and Pentagon planners consider what to do if Russia invades Eastern Ukraine or deploys its forces elsewhere in the region, the limited choices available reveal just how profoundly the military has changed since the Cold War.For half a century, Cold War military strategy focused on containing Russia and winning in clashes between large conventional forces. On the ground, that strategy called for mass formations organized around tanks and heavy weaponry. In the skies it relied on dominance in Top Gun style style air-to-air fighting prowess, radar evading stealth technology, and powerful bombers that could drop massive munitions to destroy enemy armor and fortified installations.Since the end of the Cold War, that strategy has been completely overhauled. Training and doctrine have focused on small unit tactics while new weapons and vehicles have been designed with squads in mind rather than divisions. Super-sophisticated dogfighters, like the $187 million-a-pop F-22, suddenly seemed too fancy to actually use. Who would fit the bill if one actually went down? Instead, drones costing less than a tenth the price littered the skies over Afghanistan and Iraq.But those drones are useless against any military with a half-decent system for shooting down enemy aircraft. And Russian has one of the best air defenses on the planet. Suddenly, it’s those iconic Predator drones that seem obsolete.“Hopefully the situation with Russia and Ukraine will be a bucket of cold water on those who believe all we need to be able to do is counter-insurgency operations,” Deptula told The Daily Beast.And now, there are signs that the U.S. Air Force’s long-held technological advantage may be eroding.The new generation of Russian fighter plane, the T-50, isn’t yet fully operational but it “will be produced much sooner that Gates and his crowd predicted,” Deptula says. He adds that “once the T-50s are produced in sufficient numbers there won’t be anything in the NATO fleet that can deal with them except the F-22s and F-35s.”David Axe, the long-time military tech writer notes that the T-50, which can fire long-range missiles while flying both high and fast, may be able to “exploit critical vulnerabilities in U.S. and allied forces and level the air power playing field for the first time in a generation.”An independent Australian think tank, Air Power Australia, drew a more severe conclusion.  “If the United States does not fundamentally change its planning for the future of tactical air power, the advantage held for decades will be soon lost and American air power will become an artifact of history.”While Russian aircraft rely on speed and long flight times, the U.S. fleet is largely built for stealth so it can evade detection and anti-air weapons to engage targets at closer ranges. But the stealth capability, is now being challenged by advances in Russia’s radar detection platforms and anti-aircraft weapons.“Today,” Deptula said, “the Russians have an extant significant advantage in their surface to air capabilities.” And that with the exception of the U.S.’s small number of highly advanced 5th generation aircraft, “the Russians can conduct area denial of any airspace within range of their defenses if they want to deny access to aircraft.”Since 2001, the Pentagon has had good reasons for prioritizing spending for troops on the ground in Iraq and Afghanistan over speculative needs for future wars, but a consequence has been that we now have what Deptula calls “a geriatric Air Force and Navy fleet.”

No one, not even Deptula, is suggesting that there’s about to be some all-out showdown between Moscow’s military and Washington. But it’s not at all unlikely, given the new and chilly climate, that American forces and allies could wind up in skirmishes with proxies equipped and trained by Russia. The U.S. used to be able to count on an overwhelming technological advantage. Tomorrow, maybe not.Foreshadows of this are already being cast. Already, Russia is outfitting the Assad regime in Syria while America runs guns to the rebels there. It’s the Russian side that’s winning.The change isn’t just about equipment or tactics, though, American forces trained in counter-insurgency who are stationed in Europe could still be deployed to hold the line against Russian advances. But there are drastically fewer forces left in Europe available to be called upon in such an event.An analysis of Defense cuts published by the conservative American Enterprise Institute in 2013 reported that “the Army alone has closed 100 installations in Europe since 2003 and plans on returning an additional 47 installations to host nations by 2015.” The same report notes, “the Navy has also been consolidating and decreasing its European bases” and “since 1990, the Air Force has reduced aircraft and forces stationed in Europe by 75 percent.” Addressing the future of America’s military footprint in Europe, the paper concludes that the Pentagon is “planning to continue reducing the US presence in Europe by approximately 15 percent over the coming decade.”The military can’t be equally prepared for every threat and if its focus has been on counter-insurgency, that’s because those are the wars we’ve been fighting for the past twelve years.Generations of veterans who fought in Iraq and Afghanistan have been raised and bled on COIN doctrine but, as combat demands, they have also learned how to be agile. Individual leaders on the battlefield are able to adapt quickly; it’s the military bureaucracy that’s like a tank: a slow, immensely powerful machine that’s only capable of plotting one course at a time. Quick turns are not an option.Without many viable military options to counter Russian aggression what’s left for U.S. leaders seeking to punish Russia and assure our NATO allies that we’ll protect them? Cunning diplomacy, maybe.Crimea is Russian now; that’s not changing any time soon. Condemning the invasion and the fixed terms of the referendum have no more bearing on the current situation than the reasons Russia gave for annexing Crimea—some of them legitimate—ultimately had to do with the duplicity and force they used to take it. The real question, and the subtext in much of the current talk about Crimea, is whether Russia will stop there or proceed to further conquests. Despite it’s show of force in Crimea, Moscow has a lot to lose if the conflict broadens and draws in the U.S. and NATO. Russia has gas to sell to Europe, oligarchs counting on feeling comfortable in their London townhouses, a new middle class looking for normalcy that’s already taken to the streets in protest, and the memory of Chechnya, a brutal war that took thousands of lives, fresh in the national memory.If U.S. officials can present a deal that satisfies American aims while appealing to Russia’s self-interest, they may be able to prevent a larger conflict. But a new age of competition with Russia? That may be even harder to head off.

BRUSSELS (Reuters) - European leaders added 12 people to a list of those subject to travel bans and asset freezes for their part in Russia's seizure of Crimea on Thursday and begin preparations for economic sanctions if Russia expands its footprint in Ukraine.French President Francois Hollande declined to give details of the names added to the list, which was agreed among the EU's 28 leaders after six hours of talks, but said it included Russians and Crimeans and raised the total number of people subject to EU sanctions to 33.German Chancellor Angela Merkel said preparations would also be made for possible trade and economic measures against Russia if it moves beyond Crimea into southern and eastern Ukraine, and confirmed that the EU was calling off an EU-Russia summit scheduled for June, severing political ties."We are ready to start stage three if there is further escalation with a view to Ukraine, those are economic sanctions and we asked the European Commission today to do preparatory work for possible economic sanctions," she said.The steps were in line with what was expected from the EU but fell short of the United States, which added 20 people and businesses to its sanctions list on Thursday, including a bank and oligarchs close to Putin.One of the major difficulties the EU faces in matching the U.S. response is maintaining unity, since EU sanctions must be agreed unanimously among all member states.With several countries depending on Russia for oil and gas or having close trade, investment and business links to Moscow, there was a reluctance to push too hard, too quickly. Instead, the EU is looking to steadily ratchet up the pressure.At the same time, the EU plans to sign an "association agreement" with Ukraine on Friday, promising closer political and trade ties that will help draw Ukraine more closely into the heart of Europe and boost its economic growth.European Commission President Jose Manuel Barroso said the EU would also bring forward plans to finalize similar agreements with Moldova and Georgia, signing them by June at the latest rather than by the end of the year.That will send a signal to Russia that the EU is committed to drawing former Soviet states more closely into its orbit and away from Moscow's influence. BRUSSELS (AP) — The European Union on Thursday slapped travel bans and asset freezes on 12 more people, closing in on President Vladimir Putin's inner circle to punish him in the escalating crisis over the Russian annexation of the Crimea peninsula.The move brought the number of Russians and Ukrainians facing EU sanctions to 33, and French President Francois Hollande said it included a lot of crossover with the people the United States is targeting with similar measures."We added 12 people, in concert with the Americans," Hollande said.The 28-nation bloc said the names of the sanctioned would be published Friday. "Some of them are really high-ranking," said EU President Herman Van Rompuy.The EU leaders also tasked its executive Commission to prepare a raft of economic sanctions that could be imposed if one of the biggest political crises in Europe since the Cold War worsens further."We cover all economic areas," said Van Rompuy, implying it could include an arms embargo against Russia.As Europe got tougher, President Barack Obama announced the United States is also levying a new round of sanctions on individuals in Russia. Russia hit back, imposing entry bans on nine U.S. lawmakers and officials in response to Washington's sanctions. President Dalia Grybauskaite of Lithuania said the EU was closely behind the United States."It is already time to target the close circle of Putin," she said.Beyond punishing Russia, the EU also wanted to show backing for Ukraine, which lost Crimea to Moscow on Tuesday.British Prime Minster David Cameron said the two-day summit would also focus on strengthening Ukraine's fledgling government, calling on the 28 EU nations' need to bolster the new Ukrainian authorities with political commitments and economic aid.Ukraine's Prime Minister Arseniy Yatsenyuk will sign a political agreement Friday with EU leaders, underscoring Europe's commitment to the new leadership in Kiev.Speaking to France-24 television from Brussels, he called the agreement "the first big tremendous step to make Ukraine really a part of big Europe.""We do understand that this is only the first step," Yatsenyuk said. ARTEMIVSK, Ukraine (AP) — The disheveled men barricading the muddy lane leading into a military facility in this eastern Ukraine town say they are making a stand to defend the region's Russian-speaking majority.In the nearby city of Donetsk, gangs of pro-Russian activists and Cossacks armed with sticks and bats have been storming one local government office after another, only to leave a short while later.It looks a lot like Crimea.But despite feeling or speaking Russian, many in these eastern regions still adhere strongly to their Ukrainian identity, so things could play out far differently."Russia has been unable to achieve the rapid breakaway of eastern Ukraine and we are focused on a long-term scenario," said Andrei Purgin, whose banned Donetsk Republic separatist group has been engaged in the seizure of public administration buildings.Rumblings in the east began soon after last month's ouster of President Viktor Yanukovych, whose political strongholds lay mainly in the nation's Russian-speaking Donbass industrial heartland.The protests that brought about his downfall and paralyzed the capital, Kiev, were perceived by many here as ardent Ukrainian nationalism.In truth, the monthslong protests on Kiev's Independence Square were focused on a desire to fight corruption and strengthen ties with Europe. But when the new parliament that took center stage after Yanukovych's overthrow moved to drop Russian as an official language, easterners' worst suspicions and fears seemed to have been realized.Although the new government quickly backed off that proposal, the damage had been done.Police in a dozen cities across the Donbass — including Donetsk, Kharkiv and Lugansk — have struggled to thwart pro-Russian rabbles from seizing local government buildings in protest.At the military facility in Artemivsk, several dozen pro-Russian activists, many of them wearing black leather jackets, intermittently formed a human cordon Thursday to stop vehicles from entering or exiting. They argue that blockading the facility would prevent the use of armed forces to quell popular discontent against the interim government."Power in Kiev has been seized by a junta that wants to speak to defiant people in eastern Ukraine with weapons and force. We will not allow this," declared Sergei Varyuschenko, a 63-year-old businessman taking part in the endeavor.Not unlike the encampment erected by protesters in Kiev's main square, also known as the Maidan, pro-Russia activists in Artemivsk have pitched tents, installed an open-air field kitchen and burn wood in steel drums to warm themselves."We'll show them Maidan. The east of Ukraine will live separately, by its own laws," said Varyuschenko, who was spending his third day camping out.For some, like 46-year-old Donetsk miner Anton Skachko, the disillusionment with Ukraine's new government is about the economic consequences. "We are tired of revolutions and upheavals in Kiev. One set of thieves is replaced by another, and the economic situation just gets worse. We want stability and peace, and only Russia can give us that," Skachko said.Around Donetsk, a city of nearly 1 million people, pro-Russian activists have set up 10 checkpoints to inspect vehicles for suspicious content. They say they are trying to keep what they call radical nationalists from western Ukraine from bringing in weapons to make trouble.For all this activity, allies of the Kiev government in the east are confident they can avert the kind of widespread unrest that might prompt Moscow to send in troops to restore order and protect its Russian-speaking brethren.Metals billionaire Sergei Taruta, who was recently appointed governor of the Donetsk province, an area where he has vast business interests, is fighting hard to reassert the new Ukrainian leadership's authority over the east.Taruta said that despite what he called signs that the Russian government has been engaged in fomenting unrest in Donetsk, a repeat of Crimea is impossible there."The majority of the population in the Donbass takes the position that we are an inalienable part and the heart of Ukraine," he told The Associated Press.Among his first actions was ordering the arrest of Pavel Gubarev, a self-proclaimed "people's governor" of Donetsk, and replacing the heads of local branches of the Interior Ministry and security services. Police have been brought in from neighboring regions to help keep public order.In addition, Taruta financed the construction of a 120-mile-long (180-kilometer) anti-tank trench with neighboring Russia, where military forces have assembled for exercises that Ukraine sees as a thinly disguised threat.But he said he is most worried about the activities of Russian citizens he claims are flooding across the border to sow trouble."There are representatives here from Russia. I do not know who is sending them. The Kremlin or other organizations, I do not know," Taruta said. "But our law enforcement bodies understand exactly what is going on in Donetsk."Sporadic violent confrontations between pro-Russians activists and their opponents in eastern Ukraine in recent weeks have regularly been followed up by harshly worded statements from Russia's Foreign Ministry asserting they are evidence of Kiev's inability to protect the east's pro-Russia population from trouble-making radical nationalists.Russia justified its intervention in Crimea by citing similar fears over nationalist threats, although there is little evidence Russians there have faced any danger.Some pro-Russian activists are coy about their exact provenance, others less so.Alexei Khudyakov, the head of the Russia-based Shield of Moscow, a nationalist group, makes no secret of the fact that "Russian patriots" are traveling to Ukraine."It is becoming harder for Russian activists to come," he said. "Ukrainian border guards have tightened up the entry regime and made it more difficult for Russian citizens to get into Ukraine."But while there is little love lost for the interim government in Kiev among eastern Ukrainians, many of whom would like to see closer economic ties between their country and Russia, disappointment is growing over Russia's annexation of Crimea."I am Russian, but what I see now is that the Kremlin's actions are leading to war. Neither Russians nor Ukrainians need that," said Viktor Gurov, a 38-year-old businessman from Donetsk.In the long run, the sight of mobs tearing down Ukraine's blue-and-yellow flag and replacing it with the Russian tricolor over government buildings in the east could lead to dwindling sympathies for Moscow."I hoped in and believed Russia. But the flag of my country is being torn up and stamped on, and Crimea is occupied. Rome-They say they are mainly addressing the EU’s Catholics  but hope that their message will go further afield and be heard by “all men and women of good will who care about the success of the European project” and that their “voice [will] also [be] heard by those seeking a mandate to serve in the European Parliament.”The Catholic Bishops of Europe issued wide-ranging appeal in a statement released in Strasbourg today. Although bishops’ statements are traditionally published in three languages, English, German and French, this one has been produced in ten languages.It’s no news that the situation of the Church in Europe is an issue that is close to European bishops’ hearts, particularly that of their President, Cardinal Reinhard Marx. Many speeches have been made and texts published, often in collaboration with the World Council of Churches (CEC), with the aim of shaking people’s consciences and calling Christians to action. But there’s something new in today’s statement - announced yesterday during Marx’s introduction to the COMECE spring Assembly – or at least an element of “seriousness”. Marx’s message was not just an appeal for people to vote but also a reminder of what the priorities are.“The European Union is at a turning point. The economic crisis, sparked by the banking collapse of 2008, and the burden of public debt have strained relationships between Member States, has challenged the foundational principle of solidarity across the Union, and has brought in its wake increasing poverty for a huge number of citizens as well as blighting the future prospects of many of our young. The situation is dramatic, for many even tragic.”  Aware that the outcome of the upcoming European Parliament elections “will have major implications,”  the bishops remarked that “it is essential that all of us who are European citizens go to the polling booths,” adding that “the run-up to the election offers an opportunity for the whole of European society to debate the central socio-economic questions which will shape the Union in the years ahead.” They confess it is their “duty” as pastors “to offer guidance to the EU voter in forming his or her conscience, and we wish to do this by highlighting issues of importance, assessing them through the prism of Catholic social teaching.”They draw attention to some general considerations: the role of young persons (“millions of young citizens will be voting for the first time, some … unemployed. We urge our young people to make their voices heard by engaging in the political debate and, above all, by voting.”); the plight of the poor and the vulnerable (“The numbers of “new poor ”are growing at an alarming rate”); the pursuit of the common good (“Individual citizens, communities and even nation-states must be capable of putting aside particular interest in pursuit of the common good”); the need for a culture of moderation (“We must learn to live with less,” but at the same time ensure that the poor receive justice).As far as social doctrine is concerned, bishops encourage the European Union to take decisions based on the common good. It is important to safeguard the subsidiarity principle, “a basic pillar of the unique family of nation-states which constitutes the EU,” as well as the principle of solidarity “We need to build a different Europe, with solidarity at its heart.” But above all, it is crucial to recall how “all areas of socio-economic policy is a vision of man rooted in profound respect for human dignity.”  On the one hand life should be defended “from the moment of conception to that of natural death,” on the other, given that Europe is a continent “on the move”, “the responsibility of reception and integration of migrants and asylum seekers needs to be shared proportionately by the Member States.”The focus on the environmental sustainability of choices made is also significant: “We are stewards of creation and we must deepen our resolve to respect and attain CO2 emission targets, promote international understanding on climate change, commit ourselves to a greener approach and insist that sustainability be a fundamental element of any growth or development policy” as well as religious freedom which “is a fundamental feature of a tolerant, open society.”Bishops also expressed their support for “all measures to protect the commonly shared weekly day of rest, which is Sunday,” highlighting that “over the next five years demographic change will make a deeper impact on the life of the EU” and pleading “for policies that create new opportunities for the young.”The bishops ended their statement with a direct appeal: “We, Catholic Bishops, would plead that the European project not be put at risk nor abandoned under current duress.”In yesterday’s opening speech, President Marx brought back the ghost of the Cold War, expressing his concerns about the situation in the Ukraine, a sign that the achievements of our democratic Europe cannot be taken for granted yet.“European democracy, too, needs virtues,” Cardinal Marx said referring back to a joint COMECE-CEC document published about a year ago and to the more famous January 2012 statement “A European Community of Solidarity and Responsibility”. Such scenarios should never be repeated again, stressed the Archbishop of Munich, Cardinal Reinhard Marx. Cardinal Marx is President of the German Bishops’ Conference, a member of the Pope’s advisory Council, the C8, and was recently nominated Coordinator of the Vatican Council for the Economy. Marx’s interview with Palabra will be published in April’s issue. Europa Press gives readers a taste of what was said.“No decision has yet been taken” regarding the IOR, the cardinal said. “The Commission that was set up last summer to reform the IOR presented some proposals  which still need to be looked into. The chief of the Jerusalem District of the police, Yossi Pariente, decided on Thursday evening that the entry of Muslims to the Temple Mount compound will be restricted on Friday. The decision was made after information was received about Arabs intending to riot on the Temple Mount at the end of Friday prayers.Entry to the Temple Mount will only be permitted to men age 40 and older who have Israeli ID cards. Women of all ages will be allowed entry. Police forces will be deployed in eastern Jerusalem and the Old City starting from early Friday morning in order to prevent disturbances.On Thursday, two Arab rioters were arrested for attempting to attack MK Moshe Feiglin (Likud) as he visited the Temple Mount.Hundreds of rioters threw rocks at Feiglin and several individuals who accompanied him. Feiglin was forced to leave the site, and police took steps to break up the riot.As a result of the riot, the Temple Mount was closed Thursday morning to Jews and to tourists.On Sunday, Housing and Construction Minister Uri Ariel (Jewish Home) was also forced to leave the Temple Mount after rioters threw stones at him. Then, too, police cleared the Mount of non-Muslims.The Temple Mount is Judaism's most sacred spot. Israeli police, in an attempt to appease the Muslim Waqf which was left in charge of the Temple Mount compound after the 1967 Six Day War, ban Jews from praying or performing any other form of worship.Police sometimes close the Mount to Jews altogether in response to Muslim riots - for days or weeks at a time - despite evidence that such violence is usually planned in advance for the specific purpose of forcing Jews out.

A spokesman for Palestinian Authority (PA) Chairman Mahmoud Abbas said on Thursday that Israeli construction in Judea and Samaria had caused the U.S.-sponsored peace talks to reach an impasse."Israel's settlement activity caused the negotiations to fail and led them to an impasse," the spokesman, Nabil Abu Rudeineh, told the AFP news agency.He was reacting to a report earlier that Israel had advanced construction plans for over 2,000 new housing units in six Judea and Samaria communities.The approved construction included 1,015 units in the communities of Leshem, Beit El, and Almog, and is only waiting now for Defense Minister Moshe Ya'alon's final approval.Thursday’s announcement came a day after a Jerusalem councilman reported that plans to build 186 new housing units in eastern Jerusalem had been "finalized." The units are planned for the neighborhoods of Pisgat Ze'ev and Har Homa.The PA consistently blames “settlement construction” as being an obstacle to peace. It does so despite the fact that it was informed in advance that Israel will continue to build as talks continue. The areas in which Israel plans to build are areas that even the PA has previously accepted will be part of Israel in a future deal.Abbas threatened two weeks ago that unless a building freeze was imposed on Jewish construction in eastern Jerusalem, Judea and Samaria, the peace talks would come to an end. Such a freeze was not stipulated as a pre-condition to resumed talks.On Thursday it was confirmed that Abbas had presented another condition to continue the talks. A PA official said that Abbas demanded in talks with President Barack Obama that Israel free the most senior Palestinian Arab prisoners, including Marwan Barghouti, who is serving five life sentences for planning numerous terror attacks against Israelis.

Prime Minister Binyamin Netanyahu and the chairwoman of the extreme leftist Meretz party, MK Zehava Galon, got into an argument at the Knesset plenum on Wednesday.The argument began when Galon, in a speech at the plenum, accused Netanyahu of trying to “rewrite history” and of failing to recognize the Palestinian Arab history of the conflict, while demanding that the Palestinian Authority (PA) recognize Israel as a Jewish state in order to achieve peace.“In order to promote peace, Mr. Prime Minister, you have to first of all recognize that there is a Palestinian party to the conflict. Because otherwise who exactly are you making peace with?” said Galon.“This side has a narrative, and has a history, and has a right to self-determination, but you do not accept that, Mr. Prime Minister,” she charged.Netanyahu, in response, called on Galon to talk about the true history of the region, noting that the PA denies the historic connection of the Jews to the land of Israel."Of course I accept the fact that there has been a Palestinian side since 1943,” he said. “But when they come and tell me that the Holy Temple was never here, and that if it was here it was not a Jewish Temple, and that there were Palestinians here 3,500 years ago -  that is simply not true. This is historical truth that was distorted. I say that there is only one historical truth. You should side with the truth,” he told Galon.Galon then replied and said, "Sir, if there is one thing you're good at - you've been doing it for years as Prime Minister - it’s rewriting history. You are excellent at that, Mr. Prime Minister. I do not want you to be held captive by the Yariv Levins and the Gilad Erdans and the Bogie Ya’alons. I want you to be brave, make brave decisions.”The Prime Minister then said, “Did I invent the Bible? Did I invent the Torah? Did I invent the Talmud? I invented all that? Oh, come on. What do you want?”“We have  many arguments, and that’s okay, but the past cannot be changed,” Netanyahu added. “We’re not rewriting the past.”Galon responded and said that Netanyahu’s demand that the PA recognize Israel as a Jewish state “was meant to torpedo the negotiations. We need the Palestinians to define us? I really can’t understand your insistence on this. There’s nothing behind this demand. The State of Israel will be a Jewish state because of the Palestinian recognition? It will be a Jewish state if the majority of its citizens are Jewish.”Recently, the PA’s chief negotiator, Saeb Erekat, claimed that he represents the Biblical Canaanites who “lived in the region 5,500 years before Joshua Bin-Nun came and burned my hometown Jericho.”This is just one example of the Arabs’ distortion of the Jewish historical connection to the land of Israel. Sometimes their distortions are of ridiculous proportions. One example is when a lecturer at a university in Shechem claimed on official PA television that Moses led the Muslims out of Egypt and that the Exodus was the first instance of ‘Palestinian’ liberation through armed struggle.Galon has repeatedly accused Israel of deliberately trying to cause peace talks with the PA to fail, ignoring the PA’s incitement and the fact that PA Chairman Mahmoud Abbas continues to impose preconditions.

KUALA LUMPUR, Malaysia (AP) — Four military search planes were dispatched Thursday to determine whether two large objects bobbing in a remote part of the Indian Ocean are debris from the missing Malaysia Airlines flight.The search for the objects could take time and Australian authorities said one of the planes was unable to locate the debris through clouds and rain, but that other planes would continue the hunt.One of the objects spotted by satellite imagery was 24 meters (almost 80 feet) in length and the other was 5 meters (15 feet). There could be other objects in the area, a four-hour flight from Australia's southwestern coast, said John Young, manager of the Australian Maritime Safety Authority's emergency response division."This is a lead, it's probably the best lead we have right now," Young said. He cautioned that the objects could be seaborne debris along a shipping route where containers can fall off cargo vessels, although the larger object is longer than a container.Young told a news conference in Canberra, Australia's capital, that planes had been sent to the area about 2,500 kilometers (1,550 miles) southwest of Perth to check on the objects. He said satellite images "do not always turn out to be related to the search even if they look good, so we will hold our views on that until they are sighted close-up."Australian Prime Minister Tony Abbott earlier told Parliament about the debris, and said Orion search aircraft had been dispatched.Young said visibility was poor and may hamper efforts to find the objects. He said they "are relatively indistinct on the imagery ... but those who are experts indicate they are credible sightings. The indication to me is of objects that are a reasonable size and probably awash with water, moving up and down over the surface. "Military planes from Australia, the U.S. and New Zealand have been searching in a region over the southern Indian Ocean that was narrowed down from 600,000 square kilometers (232,000 square miles) to 305,000 square kilometers (117,000 square miles).Young said the depth of the ocean in the latest area, which is south from where the search had been focused since Monday, is several thousand meters (yards). He said commercial satellites had been redirected in the hope of getting higher resolution images. He did not say when that would happen. The current images are not sharp enough to determine any markings.The Australian Maritime Safety Authority released two images of the whitish objects floating on or just under the surface. The images were taken March 16, but Australian Air Commodore John McGarry said it took time to analyze them."The task of analyzing imagery is quite difficult, it requires drawing down frames and going through frame by frame. The AMSA said on their official Twitter account that the crew of a P3 Orion plane was not able to spot the objects Thursday through limited visibility but that the search would continue.Malaysian Defense Minister Hishammuddin Hussein told a news conference Thursday that the satellite images, "while credible, still must be confirmed."Some analysts said the debris is most likely not pieces of Flight 370. "The chances of it being debris from the airplane are probably small, and the chances of it being debris from other shipping are probably large," said Jason Middleton, an aviation professor at the University of New South Wales in Sydney.The area where the debris was spotted is about halfway between Australia and desolate islands off the Antarctic.The hunt for the Boeing 777 has been punctuated by several false leads since it disappeared March 8 above the Gulf of Thailand with 239 on board.Oil slicks that were spotted did not contain jet fuel. A yellow object thought to be from the plane turned out to be a piece of sea trash. Chinese satellite images showed possible plane debris, but nothing was found.But this is the first time that possible objects have been spotted since the search area was massively expanded into two corridors, one stretching from northern Thailand into Central Asia and the other from the Strait of Malacca down to southern reaches of the Indian Ocean.Flight 370 disappeared on a night flight from Kuala Lumpur to Beijing. BRUSSELS - Nato chief Anders Fogh Rasmussen has warned Crimea could be the beginning of a wider military campaign, amid Russia's veiled threats against EU and Nato member Estonia.He told the Brookings Institution, a think tank in Washington, on Wednesday (19 March): “I see Crimea as an element in a greater pattern, in a more long-term Russian, or at least [Russian leader Vladimir] Putin, strategy. So of course our major concern now is whether he will go beyond Crimea."He added: “This crisis is not just about Ukraine. We see what could be called ‘21st century revisionism’: Attempts to turn back the clock; to draw new dividing lines on the map; to monopolise markets; shuffle populations.”He urged Nato members to increase defence spending.He pledged “further steps to reassure [Nato] allies” and to “step up assistance to Ukraine.”But as EU leaders meet in Brussels on Thursday amid disagreement on whether to impose economic sanctions on Russia, he admitted the West is struggling to respond.“There are no quick and easy ways to stand up to global bullies. Because our democracies debate, deliberate, and consider the options before taking decisions. Because we value transparency and seek legitimacy for our choices, and because we see force as the last, not the first, resort,” Rasmussen noted.For his part, US President Barack Obama, the same day said on TV there is no question of using military means."We are not going to be getting into a military excursion in Ukraine … There is a better path, but I think even the Ukrainians would acknowledge that for us to engage Russia militarily would not be appropriate and would not be good for Ukraine either," he told the NBC broadcaster.With Russia massing forces on Ukraine’s borders, the immediate concern is that Russia will invade other Ukrainian regions.But remarks by a Russian diplomat at the UN Human Rights Council in Geneva on Wednesday contained a veiled threat to go further.Russia invaded and annexed Crimea on the pretext of protecting the ethnic Russian majority in the Ukrainian region.It has long complained that ethnic Russians in Estonia and Latvia are also mistreated. But EU diplomats paint a different picture.Jan Tombinski, the EU’s ambassador in Kiev, has called for an investigation into the “shameful” murder of Reshat Ametov, a 39-year-old Crimean Tatar activist, whose body was found on Sunday.He noted that one Ukrainian soldier was shot dead by pro-Russian paramilitaries. He also called for the release of 10 Ukrainian activists and of “several servicemen from the Ukrainian military” who have been “kidnapped” in Crimea.Putin claims 95 percent of Russian people support his actions.But he has tightened restrictions on critics, such as opposition leader Alexei Navalny, who was put under house arrest and cut off from the internet shortly before the invasion.Navalny, in a text smuggled out of his house and published in The New York Times on Wednesday, noted that 50,000 people protested against Putin’s military adventure in Moscow last weekend in the largest such event in recent times.He said EU and US visa bans on some Russian officials and MPs are “mocked in Russia and even seen as a tacit encouragement to Mr Putin and his entourage.”He urged the West to blacklist Putin’s oligarch allies instead, in what he called “the Kremlin mafia,” naming eight men: Gennady Timchenko; Arkady and Boris Rotenberg; Yuri Kovalchuk; Vladimir Yakunin; Roma Abramovich; Alisher Usmanov; Igor Sechin; and Alexey Miller.He described Kovalchuk, a financier, as “Mr Putin’s banker.”He said the EU and US should also launch money-laundering investigations into their foreign assets.He noted that his NGO, the Anti-Corruption Foundation, has since 2011”revealed dozens of major cases of graft.”But he added: “In 90 percent of those cases, Russian money was laundered in the West. Germany and UK diverge on Russia sanctions

Brussels - EU countries are heading into a summit on Thursday (20 March) nowhere near a consensus over what to do about Russia's annexation of Crimea and on how far economic sanctions should go.At the crux of the debates will be whether the annexation act signed by Russian President Vladimir Putin should trigger the third step of EU sanctions - economic ones."The annexation of Crimea is a step that will never be recognised, it is unacceptable and of course it is a further destabilisation of the situation," a high-ranking EU diplomat told journalists in Brussels Wednesday.But whether this will be enough to trigger economic sanctions "will be a matter for discussion among EU leaders" over a dinner that is expected to go into the early hours of Friday morning.In the British and Irish reading of things, Russia's latest move is "at the worst end of expectations" formulated two weeks ago when EU leaders decided on the three-step approach."We do need further measures, the situation has escalated, signs are not encouraging. Europe needs to show it's serious and united," a British diplomat said.Germany, meanwhile, considers that the EU's response to the Crimean move should be "within the step two" - meaning adding a further six to 10 names to the travel ban list and assets freeze."Chancellor Merkel has repeatedly said that for the third step to be triggered, Russia would have to enter southern or eastern Ukraine. But I cannot preclude the talks among EU leaders," a German diplomat said.What is likely to happen is for EU leaders to task the EU commission and the EU diplomatic service to come up with detailed impact assessments of each of the possible economic sanctions and the retaliatory measures that Russia would impose. Compensatory measures may also be envisaged for EU countries that would be hit harder than others - for instance Cyprus or Bulgaria.French foreign minister Laurent Fabius said his country may consider the cancellation of a contract with Russia for two Mistral warships, but noted that the UK should also consider restrictions on the British financial sector's dealings with Russian oligarchs."Sanctions  have to touch everyone," Fabius told Europe1 radio.He also spelled out the dilemma EU countries are in. "On the one hand one can’t envisage supplying [Russia] indefinitely given its behaviour. On the other hand there is the reality of jobs and the economy," he said.Contingency plans in case of Russian gas cuts to eastern European countries and Ukraine are also in the works and EU officials point out that Europe is better prepared than eight years ago when Russia turned off the tap in the middle of winter.The latest draft conclusions, to be adopted at the summit, emphasise the need to speed up measures to diversify supplies and help each other in case of cuts.The EU commission is tasked to come up with a plan by June to reduce energy dependence. "The plan should reflect the fact that the EU needs to accelerate further diversification of its energy supply, increase its bargaining power and energy efficiency, continue to develop renewable and other indigenous energy sources and coordinate the development of the infrastructure to support this diversification in a sustainable manner," the draft reads."Member states will show solidarity in case of sudden disruptions of energy supply in one or several member states," it adds.
