JERUSALEM - Blaming Israel for the problems of the Middle East or demanding boycotts against the Jewish state are nothing more than a new form of anti-Semitism, says Prime Minister Stephen Harper.
In the first address by a Canadian prime minister to the Knesset, Israel's parliament, Harper said condemnation of Israel is simply an attempt to make old bigotry acceptable."We have witnessed, in recent years, the mutation of the old disease of anti-Semitism and the emergence of a new strain," Harper said in a prepared text of his speech.He said criticism of Israeli government policy isn't anti-Semitic, but criticism which only targets Israel while ignoring violence and oppression in its neighbours is unacceptable."It is, thus, a Canadian tradition to stand for what is principled and just, regardless of whether it is convenient or popular," Harper said. "But, I would argue, support today for the Jewish state of Israel is more than a moral imperative. It is also of strategic importance, also a matter of our own, long-term interests."Harper said the forces that have threatened Israel "every single day of its existence" threaten all countries, "as 9-11 graphically showed us."The prime minister said he refuses to single out Israel for criticism, saying it is easy to follow the international crowd and focus only on that one country.That approach is both weak and wrong, he said.Harper said Canada holds that Israel's right to exist as a Jewish state is absolute and that it would be quick to welcome a new sovereign Palestinian state if its leaders choose democracy and peace."Just as we unequivocally support Israel's right of self-defence, so too Canada has long supported a just and secure future for the Palestinian people" Harper said."And, I believe, we share with Israel a sincere hope that the Palestinian people and their leaders will choose a viable, democratic, Palestinian state, committed to living peacefully alongside the Jewish state of Israel."Harper also pledged solidarity with Israel on Iran, saying it will keep sanctions in place and steadfastly work to oppose Tehran's pursuit of a nuclear weapon.

And thank you for inviting me to visit this remarkable country, and especially for this opportunity to address the Knesset.It is truly a great honour.And if I may, Mr. Speaker, on behalf of my wife Laureen and the entire Canadian delegation, let me begin by thanking the government and people of Israel for the warmth of your hospitality.You have made us feel extremely welcome.We have felt immediately at home.Ladies and gentlemen, Canada and Israel are the greatest of friends, and the most natural of allies.And, with your indulgence, I would like to offer a reflection upon what makes the relationship between Canada and Israel special and important because the relationship between us is very strong.The friendship between us is rooted in history, nourished by shared values, and it is intentionally reinforced at the highest levels of commerce and government as an outward expression of strongly held inner convictions.There has, for example, been a free trade agreement in place between Canada and Israel for many years an agreement that has already proved its worth.The elimination of tariffs on industrial products, and some foodstuffs, has led to a doubling in the value of trade between our countries.But this only scratches the surface of the economic potential of this relationship and I look forward to soon deepening and broadening our mutual trade and investment goals.
As well, our military establishments share information and technology.This has also been to our mutual benefit.

For example, during Canada’s mission to Afghanistan, our use of Israeli-built reconnaissance equipment saved the lives of Canadian soldiers.All such connections are important, and build strong bridges between us.
However, to truly understand the special relationship between Israel and Canada, one must look beyond trade and institutions to the personal ties of friendship and kinship.Jews have been present in Canada for more than 250 years.In generation after generation, by hard work and perseverance, Jewish immigrants, often starting with nothing, have prospered greatly.Today, there are nearly 350,000 Canadians who share with you their heritage and their faith.They are proud Canadians.But having met literally thousands of members of this community, I can tell you this:They are also immensely proud of what the people of Israel have accomplished here of your courage in war, of your generosity in peace, and of the bloom that the desert has yielded, under your stewardship.Laureen and I share that pride, the pride and the understanding that what has been achieved here has occurred in the shadow of the horrors of the Holocaust;the understanding that it is right to support Israel because, after generations of persecution, the Jewish people deserve their own homeland and deserve to live safely and peacefully in that homeland.Let me repeat that: Canada supports Israel because it is right to do so.This is a very Canadian trait, to do something for no reason other than it is right even when no immediate reward for, or threat to, ourselves is evident.On many occasions, Canadians have even gone so far as to bleed and die to defend the freedom of others in far-off lands.To be clear, we have also periodically made terrible mistakes as in the refusal of our government in the 1930s to ease the plight of Jewish refugees but, as a country, at the turning points of history, Canada has consistently chosen, often to our great cost, to stand with others who oppose injustice, and to confront the dark forces of the world.It is, thus, a Canadian tradition to stand for what is principled and just, regardless of whether it is convenient or popular.But, I would argue, support today for the Jewish state of Israel is more than a moral imperative it is also of strategic importance, also a matter of our own, long-term interests.Ladies and gentlemen, I said a moment ago, that the special friendship between Canada and Israel is rooted in shared values.Indeed, Israel is the only country in the Middle East, which has long anchored itself in the ideals of freedom, democracy and the rule of law.These are not mere notions.

They are the things that, over time and against all odds, have proven to be the only ground in which human rights, political stability, and economic prosperity, may flourish.These values are not proprietary; they do not belong to one nation or one people.Nor are they a finite resource; on the contrary, the wider they are spread, the stronger they grow.Likewise, when they are threatened anywhere, they are threatened everywhere.
And what threatens them, or more precisely, what today threatens the societies that embrace such values and the progress they nurture? Those who scorn modernity, who loathe the liberty of others, and who hold the differences of peoples and cultures in contempt. Those who, often begin by hating the Jews, but, history shows us, end up hating anyone who is not them. Those forces, which have threatened the state of Israel every single day of its existence, and which, today, as 9/11 graphically showed us, threaten us all.And so, either we stand up for our values and our interests, here, in Israel, stand up for the existence of a free, democratic and distinctively Jewish state or the retreat of our values and our interests in the world will begin.
Ladies and gentlemen, just as we refuse to retreat from our values, so we must also uphold the duty to advance them.And our commitment as Canadians to what is right, fair and just is a universal one.It applies no less to the Palestinian people, than it does to the people of Israel.Just as we unequivocally support Israel’s right of self-defence, so too Canada has long-supported a just and secure future for the Palestinian people.
And, I believe, we share with Israel a sincere hope that the Palestinian people and their leaders… will choose a viable, democratic, Palestinian state, committed to living peacefully alongside the Jewish state of Israel.As you, Prime Minister [Netanyahu], have said, when Palestinians make peace with Israel, Israel will not be the last country to welcome a Palestinian state as a new member of the United Nations — it will be the first.Sadly, we have yet to reach that point.But, when that day comes, and come it must, I can tell you that Israel may be the first to welcome a sovereign Palestinian state, but Canada will be right behind you.
Ladies and gentlemen, support – even firm support – doesn’t mean that allies and friends will agree on all issues all of the time.No state is beyond legitimate questioning or criticism.But our support does mean at least three things.
First, Canada finds it deplorable that some in the international community still question the legitimacy of the existence of the state of Israel.Our view on Israel’s right to exist as a Jewish state is absolute and non-negotiable.
Second, Canada believes that Israel should be able to exercise its full rights as a UN member-state and to enjoy the full measure of its sovereignty.For this reason, Canada has spoken on numerous occasions in support of Israel’s engagement and equal treatment in multilateral fora.And, in this regard, I should mention that we welcome Israel’s induction this month into the western, democratic group of states at the United Nations.
Third, we refuse to single out Israel for criticism on the international stage.
Now I understand, in the world of diplomacy, with one, solitary, Jewish state and scores of others, it is all too easy “to go along to get along” and single out Israel.But such “going along to get along,” is not a “balanced” approach, nor a “sophisticated” one; it is, quite simply, weak and wrong.Unfortunately, ladies and gentlemen, we live in a world where that kind of moral relativism runs rampant.And in the garden of such moral relativism, the seeds of much more sinister notions can be easily planted.And so we have witnessed, in recent years, the mutation of the old disease of anti-Semitism and the emergence of a new strain.We all know about the old anti-Semitism.It was crude and ignorant, and it led to the horrors of the death camps.Of course, in many dark corners, it is still with us.But, in much of the western world, the old hatred has been translated into more sophisticated language for use in polite society.People who would never say they hate and blame the Jews for their own failings or the problems of the world, instead declare their hatred of Israel and blame the only Jewish state for the problems of the Middle East.As once Jewish businesses were boycotted, some civil-society leaders today call for a boycott of Israel.On some campuses, intellectualized arguments against Israeli policies thinly mask the underlying realities, such as the shunning of Israeli academics and the harassment of Jewish students.Most disgracefully of all, some openly call Israel an apartheid state.Think about that.

Think about the twisted logic and outright malice behind that: a state, based on freedom, democracy and the rule of law, that was founded so Jews can flourish, as Jews, and seek shelter from the shadow of the worst racist experiment in history, that is condemned, and that condemnation is masked in the language of anti-racism.It is nothing short of sickening.But this is the face of the new anti-Semitism.It targets the Jewish people by targeting Israel and attempts to make  the old bigotry acceptable for a new generation.Of course, criticism of Israeli government policy is not in and of itself necessarily anti-semitic.But what else can we call criticism that selectively condemns only the Jewish state and effectively denies its right to defend itself while systematically ignoring – or excusing – the violence and oppression all around it? What else can we call it when, Israel is routinely targeted at the United Nations, and when Israel remains the only country to be the subject of a permanent agenda item at the regular sessions of its human rights council? Ladies and gentlemen, any assessment – any judgment – of Israel’s actions must start with this understanding:In the sixty-five years that modern Israel has been a nation, Israelis have endured attacks and slanders beyond counting and have never known a day of true peace.And we understand that Israelis live with this, impossible calculus:If you act to defend yourselves, you will suffer widespread condemnation, over and over again.But, should you fail to act, you alone will suffer the consequence of your inaction, and that consequence will be final, your destruction.The truth, that Canada understands, is that many of the hostile forces Israel faces, are faced by all western nations.And Israel faces them for many of the same reasons we face them.You just happen to be a lot closer to them.Of course, no nation is perfect.But neither Israel’s existence nor its policies are responsible for the instability in the Middle East today.One must look beyond Israel’s borders to find the causes of the relentless oppression, poverty and violence in much of the region, of the heartbreaking suffering of syrian refugees, of sectarian violence and the fears of religious minorities, especially christians, and of the current domestic turmoil in so many states.So what are we to do? Most importantly, we must deal with the world as we find it.The threats in this region are real, deeply rooted, and deadly and the forces of progress, often anaemically weak.For too many nations, it is still easier to scapegoat Israel than to emulate your success.
It is easier to foster resentment and hatred of Israel’s democracy than it is to provide the same rights and freedoms to their own people.I believe that a Palestinian state will come, and one thing that will make it come is when the regimes that bankroll terrorism realise that the path to peace is accommodation, not violence.
Which brings me to the government of iran.Late last year, the world announced a new approach to diplomacy with the government in tehran.Canada has long held the view that every diplomatic measure should be taken to ensure that regime never obtains a nuclear weapon.We therefore appreciate the earnest efforts of the five permanent members of the security council and germany.

Canada will evaluate the success of this approach not on the merits of its words, but on the implementation and verification of its promised actions.We truly hope that it is possible to walk the iranian government back from taking the irreversible step of manufacturing nuclear weapons.But, for now, Canada’s own sanctions will remain fully in place.And should our hopes not be realized, should the present agreement prove ephemeral Canada will be a strong voice for renewed sanctions.Ladies and gentlemen, let me conclude with this thought.Je crois que l’histoire d’israël est UN très bel exemple pour le monde entier.I believe the story of Israel is a great example to the world.It is a story, essentially, of a people whose response to suffering has been to move beyond resentment and build a most extraordinary society a vibrant democracy a freedom-loving country… with an independent and rights-affirming judiciary, an innovative, world-leading “start-up” nation.You have taken the collective memory of death and persecution to build an optimistic, forward-looking land one that so values life, you will sometimes release a thousand criminals and terrorists, to save one of your own.In the democratic family of nations, Israel represents values which our government takes as articles of faith, and principles to drive our national life.And therefore, through fire and water, Canada will stand with you.My friends, you have been generous with your time and attention.Once more, LKaureen and I and our entire delegation thank you for your generous hospitality, and look forward to continuing our visit to your country.Merci beaucoup.Thank you for having us, and may peace be upon Israel.-30- .

Canadian Prime Minister Stephen Harper and his wife Laureen have arrive in Israel today (Sunday) on an official four-day visit. The Canadian Prime Minister is accompanied by ministers, MPs and business people. This is Harper's first visit to Israel and the first by a serving Canadian Prime Minister since 2000.Prime Minister Binyamin Netanyahu and his wife Sarah will welcome Harper and his wife in an official ceremony Sunday afternoon at the Prime Minister's Office in Jerusalem. The Netanyahus will later host the Harpers for dinner at their official residence in Jerusalem.On Monday, Prime Minister Harper will be the first Canadian Prime Minister to address the Knesset.On Tuesday morning, the Canadian PM will meet with President Shimon Peres and attend a joint meeting of the Israeli and Canadian governments at the Prime Minister's Office in Jerusalem. The Netanyahus will, afterwards, accompany the Harpers to Yad Vashem. An official dinner for Prime Minister Harper, his wife and the accompanying delegation will be held Tuesday evening in Jerusalem.On Wednesday, the Harpers will tour Christian holy sites in northern Israel, after which they will go to Tel Aviv University, where Prime Minister Harper will receive an honorary doctorate and meet with students.

PM announces visit to the Middle East

Introduction
Prime Minister Stephen Harper today announced that he will be visiting Israel, the West Bank, and Jordan from January 18 to 25, 2014. During his first official visit to the Middle East, the Prime Minister will meet with political and business leaders as well as various community and business stakeholders, with a view to promoting commercial relations, advancing peace and security, and reinforcing the principles of democracy and good governance in the region.
While in Israel from January 19-22, Prime Minister Harper will meet with Benjamin Netanyahu, Prime Minister of the State of Israel, and Shimon Peres, President of the State of Israel, to discuss ways to increase trade and further strengthen the significant bilateral relations that already exists between the two countries, including in the areas of science and technology. The leaders will also discuss the Middle East Peace Process and regional security, including the persistent threat posed by the regime in Iran and the instability in Syria.
The Prime Minister will also travel to the West Bank on January 20 to meet with Mahmoud Abbas, President of the Palestinian Authority. Canada supports the Palestinian Authority’s efforts to build the institutions and infrastructure necessary for a viable Palestinian state established through a negotiated agreement with the Jewish State of Israel.
Finally, Prime Minister Harper will travel to Jordan from January 22-25, where he will meet with His Majesty King Abdullah II of the Hashemite Kingdom of Jordan and Abdullah Ensour, Prime Minister of the HashemiteKingdom of Jordan. Jordan is a strong and reliable partner for Canada in the Middle East.  The Prime Minister’s visit to Jordan will provide an opportunity to deepen the overall bilateral relationship and recognize Jordanians for the generosity and compassion they have shown in welcoming refugees from Syria into their country. Our Government appreciates Jordan’s leadership in the pursuit of peace and security in the Middle East and their efforts to bring about an end to the conflict.

The Deputy Defense Minister, MK Danny Danon (Likud-Beytenu), has penned an article in the US-based Politico website that appears to be a warning about an Israeli intention to strike Iran's nuclear weapon facilities.The relatively short, 400-word article, refers to two previous cases in which Israel struck Islamic nuclear sites without US approval.In 1981, writes Danon, “when Prime Minister Menachem Begin warned the Reagan administration that Iraqi dictator Saddam Hussein was developing military nuclear capabilities, the Americans failed to act. Faced with the prospect of a nuclear-armed enemy Israel was compelled to take matters into its own hands.”While the bombing of the Osirak reactor was widely condemned, Danon notes that former Vice President Dick Cheney admitted years later that Israel’s actions “had averted a catastrophic situation in which Hussein would have been armed with nuclear weapons.”In 2007, Danon continues, Syria was “caught red-handed” attempting to develop a nuclear weapon. Then-President George W. Bush wrote in his memoir that Prime Minister Ehud Olmert called him to say: “I’m asking you to bomb the compound,” but Bush declined.Danon cites the memoir, in which Bush wrote: “I told him [Olmert] I had decided on the diplomatic option backed by the threat of force. The Prime Minister was disappointed… On September 6, 2007 the facility was destroyed. Prime Minister Olmert hadn’t asked for a green light, and I hadn’t given one. He had done what he believed was necessary to protect Israel.”“Disagreements among friends on serious policy matters are legitimate and even to be expected,” Danon adds. “At the same time, both sides must work hard to ensure that hurtful words and personal attacks do not become regular elements of our ongoing dialogue,” he explains, in a possible reference to recent acrimony around an attack by Defense Minister Moshe Yaalon on US Secretary of State John Kerry, which was leaked by an Israeli newspaper.
“Over the next few months, the negotiations with the Iranians and the Palestinians will reach the crucial stages when difficult decisions will need to be made by all those involved,” Danon explains. “It is safe to assume that areas of contention will arise between us and our American allies. I am confident that both sides will work hard to ensure that whatever differences we may have on specific policy questions, we will not let these distractions impede upon our unwavering alliance.”Against the context of the prior allusions to the attacks on nuclear sites in Iraq and Syria, this appears to be a rather broad hint that Israel may, in the next few months, embark on a similar attack on Iran's nuclear sites. The choice of Politico as the venue for the article may be a way of ensuring that the message reaches all US lawmakers, who will not be able to say afterward that they had not been forewarned of Israel's intentions regarding the Iranian nuclear program.The US and other world powers have been negotiating with Iran over its nuclear weapons program, in an attempt to stop the program by diplomacy and avert war. Israel has strenuously opposed the concessions that the powers recently made in the negotiations, and warned that Iran was being deceitful and would not give up its nuclear weapons program unless it was forced to, either by military force or by crippling sanctions. US lawmakers are poised to pass a bill slapping new sanctions on Iran, but President Barack Obama is adamantly opposed to the initiative. Danon's article appears to be a message to the lawmakers, saying in effect: "If you don't slap more sanctions on Iran, Israel may have to strike on its own."

Obama: Less than 50% chance of Israeli-Palestinian peace

Chances are that the current round of talks between Israelis and Palestinians will end without a final agreement, said President Barack Obama.He made his remarks in an interview with The New Yorker’s David Remnick, which was published online on Sunday.“‘Obama told me that in all three of his main initiatives in the region—with Iran, with Israel and the Palestinians, with Syria—the odds of completing final treaties are less than fifty-fifty,” wrote Remnick.“‘On the other hand,’ he said, ‘in all three circumstances we may be able to push the boulder partway up the hill and maybe stabilize it so it doesn’t roll back on us. And all three are connected. I do believe that the region is going through rapid change and inexorable change. Some of it is demographics; some of it is technology; some of it is economics. And the old order, the old equilibrium, is no longer tenable. The question then becomes, What’s next?’”Obama also said, while discussing Iran, that “members of Congress are very attentive to what Israel says on its security issues.”
The president promised to veto any Iran sanctions bill that reached his desk.Obama expressed no regrets over his decision to back down from a strike on Bashar Assad’s regime in Syria.“I am haunted by what’s happened,” said the president. “I am not haunted by my decision not to engage in another Middle Eastern war. It is very difficult to imagine a scenario in which our involvement in Syria would have led to a better outcome, short of us being willing to undertake an effort in size and scope similar to what we did in Iraq. And when I hear people suggesting that somehow if we had just financed and armed the opposition earlier, that somehow Assad would be gone by now and we’d have a peaceful transition, it’s magical thinking.”
Obama also emphasized that the interests of Israel and the Sunni Arab states are “very closely aligned.”
“What’s preventing them from entering into even an informal alliance with at least normalized diplomatic relations is not that their interests are profoundly in conflict but the Palestinian issue,” he explained, “as well as a long history of anti-Semitism that’s developed over the course of decades there, and anti-Arab sentiment that’s increased inside of Israel based on seeing buses being blown up. If you can start unwinding some of that, that creates a new equilibrium. And so I think each individual piece of the puzzle is meant to paint a picture in which conflicts and competition still exist in the region but that it is contained, it is expressed in ways that don’t exact such an enormous toll on the countries involved, and that allow us to work with functioning states to prevent extremists from emerging there.”

Israel begins returning bodies of Palestinian terrorists

36 bodies to be handed over, following a High Court order; Israeli official says move unrelated to peace talks

Israel on Sunday night began to transfer the bodies of 36 Palestinian terrorists killed in the past decade to the Palestinian Authority for burial by their families, the military said.The initiative is the result of an appeal by the families of those killed to the High Court of Justice, in collaboration with Israeli organizations. The High Court ruled in favor of returning the bodies over the course of several weeks, and took DNA samples from family members to identify the remains and ensure the bodies were transferred to the right families.The Israel Defense Forces began the operation by transferring the body of Majdi Khanafer, a resident of a village south of Jenin who was killed in 2002, in a gunfire exchange with the IDF, as he was on his way to perpetrate an attack.An additional two bodies will be returned on Tuesday, Palestinians said. They belong to Fathi Jihad Ameera, killed in 2002, and Ata Ibrahim Samhan Samahna, killed in 2004, according to the Palestinian Ma’an news agency.The bodies were buried in Israeli cemeteries in designated plots for enemy casualties, and will be reburied according to Muslim tradition.Last year, the remains of 91 Palestinians were released to the Palestinian Authority. The transfer of the bodies, in an operation titled “Crossing Jordan,” went ahead despite petitions by families of terror victims to the High Court.However, while that move was meant to serve as a confidence-building gesture, a senior Israeli official told Maariv on Sunday that the current move is unrelated to peace talks and is wholly a legal order.Among the 91 bodies discharged last year were the remains of a suicide bomber who killed seven Israelis at Cafe Hillel in Jerusalem; a terrorist who blew up the Jerusalem No. 2 bus, killing 18 people; and two suicide bombers who killed 16 Israelis in Beersheba.

Thanking Ottawa for not joining much of the world in hypocrisy, Prime Minister Benjamin Netanyahu welcomed Canadian counterpart Stephen Harper to Israel Sunday.Harper, accompanied by his wife Laureen and a substantial delegation of leaders from the Canadian government, including several senior ministers, arrived in Israel on Sunday night for his first official visit since taking office in 2006.“This world is often cynical and hypocritical, and you have shown great moral leadership,” Netanyahu said. “When it comes to fighting terrorism, you know that there cannot be any politically correct double talk, but only unequivocal condemnation and united international action.”Canada under Harper has been seen as one of Israel’s staunchest allies, backing the Jewish state at the United Nations and working to isolate Iran.“I have to say, Stephen, that you are a great friend of Israel and the Jewish people. I’m not just saying that – I mean it deeply from the bottom of my heart and I speak for all the people of Israel,” Netanyahu said. “When it comes to anti-Semitism, you have stood up unabashedly at the side of Israel and the entire Jewish people, I think at the side of decency and fairness to everyone: Jews and non-Jews alike. With the recent uptick in rocket attacks on southern Israel, Defense Minister Moshe Ya'alon has a message for Gaza Arab terrorists: Don't try us.Speaking on Sunday, Ya'alon said that the IDF would hit hard and fast against terror targets each time Israel was attacked. “The IDF on Sunday morning targeted a terror cell that was responsible for firing rockets at Israel last week, when rockets were fired at Ashkelon,” Ya'alon said.
“We will not accept the targeting by terrorists of Israel, and we will act to cause damage to anyone that threatens the security of our citizens,” he added.Ya'alon stressed that the days of terrorists taking “free shots” at Israel were over. “We will not permit a return to the days when rocket attacks were a matter of routine. Anyone who tries this will pay the price. I would not recommend anyone in Gaza to try our determination to defend Israelis,” Ya'alon added.Early Sunday, Israeli Air Force (IAF) aircraft targeted several terrorist sites in Gaza, hours after a rocket attack on southern Israel. A statement from the IDF Spokesperson’s Unit said that the aircraft targeted two centers of terrorist activity in southern and central Gaza. Direct hits were identified and all Israeli aircraft returned safely to their bases, said the statement. Several hours before the airstrikes, a rocket exploded in an open area between two communities in the Sha'ar Hanegev Regional Council.Last Wednesday, Gaza Arab terrorists fired a barrage of rockets at Ashkelon. Five of the rockets were intercepted by the Iron Dome anti-missile system, which shoots down rockets before they hit populated areas. Several other rockets may have exploded in open areas. There were no reports of physical injuries or damages. The “Color Red” rocket siren was sounded prior to the explosions.Wednesday night’s rocket attack follows several attacks on Monday.

At a rally protesting a prospective agreement by Prime Minister Binyamin Netanyahu to territorial concessions in Judea and Samaria, MK Tzipi Hotovely (Likud Beiteinu) said that if her party's leader attempted to strongarm MKs into agreeing to concessions, it would be the end of the party.“The signs are clear that the Americans intend to force us into a deal that will endanger Israel's security,” said Hotovely. “The adoption of the concept of the 'settlement blocs' is the adoption of the conception of the ideas of Yossi Beilin, and it is not permitted for the right to accept this idea,” she added, in a reference to the academician and Labor politician who played a crucial role in concocting the Oslo Accords.The best way to withdrawals of this kind is to pressure the Likud into preventing them. “The road to preventing withdrawals runs through the Likud and the coalition. Netanyahu must realize that he will not have a coalition if he agrees to such withdrawals,” she said.“I advise my friends on the right not to be too calm about what is going on,” she said. “History has told us that calmness in the face of these situations is dangerous. Just like we were surprised by the idea of the Ddisengagement, we are not allowed to be surprised by similar ideas. We call on our friends in the Likud to prevent this kind of breakup,” she added.

MILWAUKEE (AP) — The polar vortex that gripped much of the country has moved on, but don't get too comfortable — another round of frigid air is expected to arrive next week across the northern U.S., from the Dakotas eastward to New England.It'll be cold, but not the life-threatening cold of last week when subzero temperatures enveloped much of the country and contributed to at least a dozen deaths.Temperatures will start falling over the weekend into Monday, said Bob McMahon, a meteorologist with the National Weather Service. The cold is expected to persist until Thursday, just in time for a second blast of frigid air to move in and keep temperatures about 10 degrees below average, he said."We get these periods of below-normal temperatures in the winter. It's not abnormally cold, it's not a record cold but it is colder than normal," McMahon said Friday. "People just need to be aware of that and take normal precautions."The freeze will start moderately Saturday in Pennsylvania and states northward. Highs will generally range from the teens to lower 20s, and the cold spell could extend as far south as the Gulf states.But while states such as Florida and Texas will see temperatures in the 60s near 70 by Monday, the northern and northeastern states won't see highs above the single digits. In parts of the Dakotas, Minnesota, Wisconsin and Michigan, highs might not even top zero.Lows are expected to remain in the subzero range on Tuesday night. While New England could see highs of about 20 on Wednesday, the upper Midwest probably won't see temperatures above the teens.That cold front is expected to be gone by Thursday. California governor declares drought emergency

SAN FRANCISCO (Reuters) - California Governor Jerry Brown declared a drought emergency on Friday, a move that will allow the parched state to seek federal aid as it grapples with what could turn out to be the driest year in recorded state history for many areas.The dry year California experienced in 2013 has left fresh water reservoirs with a fraction of their normal reserves and slowed the normally full American River so dramatically that brush and dry riverbed are showing through in areas normally teeming with fish."We can't make it rain, but we can be much better prepared for the terrible consequences that California's drought now threatens, including dramatically less water for our farms and communities and increased fires in both urban and rural areas," Brown, a Democrat, said in a statement."I've declared this emergency and I'm calling all Californians to conserve water in every way possible," he said, in a move that will allow him to call for conservation measures and provide flexibility in deciding state water priorities.Speaking at a news conference in San Francisco, he said the drought threatens to leave farms and communities with dramatically less water and increases the risk of fires in both urban and rural areas.He appealed to residents to keep a lid on water use with the aim of reducing overall consumption by 20 percent, telling them that "this takes everybody pitching in." He warned that mandatory conservation programs may be initiated down the road.In a sign of the severity of the drought, some of the state's reservoirs are at their lowest levels in years. The Folsom Reservoir near Sacramento is so low that the remains of a Gold Rush-era ghost town - flooded to create the lake in the 1950s - are visible for the first time in years.The state's mountain ranges, where runoff from melting snow provides much of the water for California's thirsty cities and farms, have just 20 percent of the snow they normally have at this time of year, officials noted.Lake Shasta, the largest reservoir in California, is down from its historical average by nearly half.Other sources of water, including the massive Sacramento- San Joaquin Delta, are also affected, prompting cities to dip into reserves and forcing farmers to scramble. In declaring a drought emergency, Brown said he did not know if he would be successful in persuading the federal government to free up funds for drought relief but he would try his best."It's important, first of all, to awaken all Californians to the serious matter of drought," he said, also warning of upcoming "conflicts and different perceptions on how water is to be allocated."Water has long been a contentious issue in California, where it has been diverted from mountain lakes and streams to irrigate farms and slake the thirst of metropolitan areas.Many of the state's efforts to deal with the problem are controversial, including a $25 billion plan to divert water from above the delta by sending it through a pair of huge tunnels.For many in the state's $44.7 billion agriculture business, water scarcity is a problem made worse by a recent switch to orchard-style crops such as almonds and olives. Scientists seek cause of catastrophic fish kill in Nevada lake

(Reuters) - Biologists scrambled on Thursday to unravel the mystery behind a massive fish kill in a popular manmade lake in Nevada that draws thousands of anglers each winter for prized game fish such as trout.
More than 100,000 stocked fish such as bass and catfish are estimated to have perished in the lake in the northern city of Sparks in recent weeks in an unprecedented die-off that has destroyed the entire fishery, said Chris Healy, spokesman for the state Department of Wildlife.Testing of water at the Sparks Marina, a city recreation complex whose chief attraction is a 77-acre (31-hectare) reservoir, has revealed that it is nearly devoid of oxygen necessary to support aquatic creatures such as fish, he said."We're seeing oxygen levels that are totally lethal to fish," Healy said.The depleted oxygen levels pose no threat to human or pet health, and sampling of the water shows no evidence of pollution or contaminants, said Adam Mayberry, spokesman for the city of Sparks.Thousands of dead fish began washing ashore in December in a precursor to what has become a catastrophic fish kill in a reservoir that opened to the public in 2000 after being commercially mined for sand and gravel, officials said.State biologists believe the steep drop in oxygen may be tied to a recent cold snap that may have triggered a rapid cooling of the surface water, increasing its density and forcing it to sink even as deep water that is depleted of oxygen rises to upper levels where fish swim, Healy said.Fish gain oxygen from water cycling across their gills and suffocate when oxygen concentrations dip below a certain level. Many types of fish struggle or die when oxygen is below 5 parts per million. Sampling of water across the lake has shown so-called dissolved oxygen as low as 1.1 parts per million, Healy said.Mayberry said city officials were determined to get to the bottom of the mystery.
"We are monitoring the situation very closely. "Also, it's an emotional occasion when police cannot take harsh measures to push back the crowd."The Syedna had succeeded his father in 1965 and led the community for nearly five decades.
