US to add $173 million for Israel missile defense

Armed Services Committee spending bill calls for increases in support for Iron Dome, David’s Sling, Arrow systems

A defense funding bill for fiscal year 2014 proposed Monday by members of the US House and Senate Armed Services Committees would increase American missile defense spending by some $358 million (NIS 1.25 billion), bringing the total to $9.5 billion (NIS 33.2 billion).The measure also raises spending on missile defense systems developed between the US and Israel by $173 million (NIS 604 million), Reuters reported.
Funds for missile defense collaboration are separate from the average $3 billion (NIS 10.5 billion) in defense assistance Israel receives from the United States annually .The bill, details of which were released late Monday, needs to pass a final vote by Congress. Lawmakers called for the vote to take place before Congress heads home for the year.Funding for several Israeli defense systems will be affected by the legislation.Israel employs a layered defense system, with Iron Dome covering rocket launches from four to 70 kilometers away and Arrow 2 addressing threats from 300 to 1700 kilometers away. Neither the mid-range David’s Sling, which was successfully tested in November, nor the long-range Arrow 3, are operational yet.The bill includes nearly $34 million (NIS 119 million) for improving the Arrow system, co-developed by American company Boeing and Israel Aerospace Industries. It also calls for $22 million (NIS 77 million) developing Israel’s upper tier interceptor, the Arrow 3. The missile interceptor is designed to deal with nuclear payloads by hitting long-range intercontinental ballistic missiles after they have left the atmosphere, thereby reducing possible fallout from a detonation.The medium-range David’s Sling system, developed by Rafael and Raytheon for the Israel Missile Defense Organization and the US Missile Defense Agency, will see $117.2 million (NIS 409 million) in additional funding.David’s Sling addresses rocket and mid-range ballistic missile threats, as well as drones and incoming aircraft, and, once operational, will fill a gap between the existing short-range Iron Dome system and the Arrow 2.The bill also backed US President Barack Obama’s request for $220 million (NIS 768 million) to help Israel buy more Iron Dome batteries. It also included $15 million (NIS 52 million) to create a production facility for the defense system’s parts in the US.Unlike other missile defense collaborative programs, such as the Arrow, Israel until now has maintained propriety over Iron Dome. A number of lawmakers in Congress have sought to involve the United States in Iron Dome’s development as the US increases funding for the program.The legislation mandates a report on missile cooperation between the US and Israel.The bill also calls for a radar to be deployed against the North Korean missile threat, and for potential defensive deployment against Iranian missiles.

Israel, Russia to launch talks on free trade zone

Israel and Russia have agreed to launch formal talks aimed at establishing a free trade zone between the two countries.The decision was made at a meeting between Economy and Trade Minister Naftali Bennett and Russia’s Minister for Economic Development Alexey Ulyukaev on the sidelines of the World Trade Organization gathering in Bali, Indonesia on Thursday.Economy Ministry officials believe Israel’s current level of trade with Russia, estimated at some $2 billion annually, nearly half of it in the diamond trade, leaves “huge untapped potential” for expansion.The agreement is also viewed as a means for strengthening Israeli-Russian political ties, and is intended, in the words of a government official who spoke to The Times of Israel on Tuesday, as part of “the continued diversification of Israel’s economic ties around the world.”“If there’s something we learned from the experience surrounding Horizon 2020,” the official said, “it’s that you can’t put all your eggs in one basket.”Horizon 2020, the EU’s seven-year, $107 billion scientific research fund, was the subject of tense negotiations between the EU and Israel in recent months after new European guidelines forbade investment in institutions with operations or assets across the Green Line.

Top senator says new Iran sanctions will have to wait

Word of delay comes after Kerry warns lawmakers that applying ‘gratuitous’ pressure could give Tehran an excuse to back out of Geneva deal

The Banking Committee, which oversees international finance agreements, would play an important role in creating and passing new sanctions legislation.The statement came hours after Kerry took a brief break from his rigorous travel schedule to the Middle East on Tuesday to pressure Congress to delay additional sanctions against Iran, describing such legislation as “gratuitous” and potentially damaging not only to any future deal with the Islamic Republic, but also to America’s relations with fellow states in the P5+1 group.
The administration and Tehran both see new sanctions as potential deal-breakers that could undermine the recently signed pact between Iran and six world powers.Two senators at the head of a drive for new sanctions, Mark Kirk and Robert Menendez, are reportedly pursuing language that would legislate new penalties, but give the White House the option of deferring on them, according to The Washington Post, citing a Senate aide.Speaking to the House Foreign Affairs Committee, though, Kerry said Congress needed to tread careful or risk unraveling diplomatic progress made in Geneva.“Let me be very clear: This is a very delicate diplomatic moment and we have a chance to address peacefully one of the most pressing national security concerns that the world faces today,” Kerry told the House Foreign Affairs Committee. “We’re at a crossroads. We’re at one of those really hinge points in history. One path could lead to an enduring resolution in the international community’s concerns about Iran’s nuclear program. The other path could lead to continued hostility and potentially to conflict.”Kerry’s comments shed light on Washington’s flexibility on the terms of a final-status agreement. While he said that the interim agreement reached last month in Geneva rendered the Arak heavy water facility “frozen stone-cold,” he did not rule out the possibility of future negotiations over the fate of the plant, which could be used to produce plutonium for a nuclear bomb.
The secretary of state also avoided any commitment to the effect that the final agreement would prohibit Iran entirely from enriching its own uranium.Kerry assured Congress that during the interim period, while the P5+1 member states are negotiating a final agreement, “Iran’s nuclear programs will not move forward.” Instead, he promised, “this agreement halts the progress of Iran’s nuclear program and rolls its back in certain places.”In response to a question by Rep. Eliot Engel (D-NY), Kerry said that the United Arab Emirates and Saudi Arabia had welcomed the deal because it provided new-found security. He acknowledged, however, that Israel did not find the deal reassuring.Anticipating being pressed by members of Congress on the repeal of sanctions placed on Iran by Congressional mandate, Kerry told the committee that the estimated $7 billion in sanctions relief that would result from Iran’s compliance with the interim agreement “pales in comparison with the amount of pressure we’re leaving in place.”Describing additional sanctions as “gratuitous,” Kerry emphasized that he would not rule out such legislation in the future.The interim deal with Iran prohibits the Obama administration from introducing new sanctions for six months. A report released Wednesday by Tiny Kox, a Dutch member of the Council of Europe's Parliamentary Assembly, claims that Palestinians are not "democratic partners" according to the Council of Europe's standards, and further blames Israel for the phenomenon.In the report Kox, a member of Holland's Socialist Party, attributed the prevention of weapons smuggling to Gaza, Judea and Samaria as well as Gilad Shalit's release as "Palestinian achievements."The report blames Israel of being a "barrier" preventing Palestinians from the Legislative Council's Conference, thereby "hindering many democratic processes." Israel is also accused of preventing internal reconciliation between factions of the Palestinian Authority (PA), as well as preventing democratic elections and local elections in Gaza.During the discussion of the report at the Assembly, Knesset representative MK Ronen Hoffman (Yesh Atid), said "pointing an accusing finger at Israel because the Palestinians aren't meeting their international obligations is absurd."The report is noted to have relied on one-sided testimony from Palestinian sources, while ignoring the importance of hostilities between the PA and Hamas as a central cause for absent Palestinian democracy.Hoffman put the blame on the Palestinians for their failing, saying "Israel supports democracy in the Palestinian society and wants to remind that it is within the power of the Palestinian leadership to act even today in a range of fields" essential to democracy such as equal rights and freedom of information.After the Assembly discussion, Hoffman commented that "we are in the heights of a dirty wave of anti-Israeli decisions. The hostile atmosphere towards Israel is felt most strongly throughout the European continent, and it finds expression in baseless decisions bereft of any logic such as this one."On Tuesday Vitens, a Dutch water company, decided it would cut ties with its Israeli counterpart Mekorot due to the company's presence over the 1949 Armistice lines. The same day, the British Department of Trade and Investment warned British citizens not to be involved in business activities connected to Israeli communities over the lines."The isolation of Israel is dangerous and we must increase our diplomatic efforts, together with the Foreign Ministry, to act and repair Israel's standing in Europe and the entire world," remarked Hoffman.

Internal Security Minister Yitzhak Aharonovich (Likud-Beytenu) has promised to put an end to the harassment of Jews in Jerusalem.Aharonovich was responding to a question by MK Orit Struk (Jewish Home), in which he was challenged over a sharp increase in anti-Semitic attacks by Arab extremists in the capital."Half a year ago you sat with me a special panel targeting nationalistic crimes, which did not focus solely on the so-called 'Price Tag movement' [i.e. nationalistic crimes targeting Arabs - ed.], but to also investigate incidents of nationalistically-motivated crimes by Arabs against Jews. Later, I sent you a long query detailing hundreds of cases (of such attacks)," none of which have since been dealt with, she accused, despite the establishment of a special unit to tackle nationalistic crimes.By way of example, Struk added that students at an Arab school throw rocks with impunity on a daily basis at Jews traveling to and from the Mount of Olives - again, with no action taken by police."We have to stop the phenomenon - and it will stop," Aharonovich assured her in response, adding that he was coordinating with the Jerusalem District police to ensure a crackdown on the violence, which has included potentially-fatal mob-attacks and rock-throwing at cars and buses. "Both incidents in which Jews attack Arabs and those in which Arabs attack Jews must be investigated," he declared.The Internal Security Minister went on to claim that, despite the criticisms, the special unit had scored a number of unspecified "successes", both within "the Jewish and Arab sectors".
But "nevertheless, this does not justify the (Arab) actions against Jews or vice-versa, which must be investigated, no matter by whom," he stressed.The past few months have seen a marked increase in violent "road-terror" attacks in the Jerusalem area, as well as in Judea and Samaria. In one recent incident a two year-old girl suffered serious head injuries after the car she was traveling in was identified as "Jewish" and attacked. Avigail Ben-Tzion was recently discharged from Hadassa Ein Kerem hospital, and is continuing her recovery at home.It was the latest in a string of attacks, which have targeted private vehicles and public buses alike. Apart from rocks, attackers sometime use firebombs and other incendiary devices in order to maximize the damage caused. Last month, an Israeli man recounted to IDF radio the harrowing moments he saw his wife catch fire, after their car was struck by a molotov cocktail.

Arutz Sheva analyst Mark Langfan has warned that US Secretary of State John Kerry's "security arrangement" proposals for Israel are an updated version of the 1967 "Allon Plan," and place the country in strategic danger.In the arrangements Kerry has reportedly proposed in ongoing peace talks between Israel and the Palestinian Authority (PA), Israel would for 10 years partially retain the 15 kilometer (9 mile) wide strip of the Jordan Valley as a security zone.The arrangements have been reportedly rejected by both sides; PA Chairman Mahmoud Abbas opposed the plans for allowing Jews to remain in the area. Kerry's pressure on the PA to accept the plans by postponing terrorist prisoner releases led a senior PLO official to say Kerry's proposals for the Jordan Valley will lead to "total failure," after which Kerry announced he would return to Israel on Wednesday.Langfan, who heads Americans For a Safe Israel (AFSI), commented that Kerry's proposed arrangements follow the security plan drawn up by General Yigal Allon following the Six Day War.The AFSI Chairman warned that the arrangement threatens to become a "Philadelphi Corridor 2," referring to the failed security strip, which was tenuously kept by Israel between Gaza and Egypt after the disastrous "Disengagement" from Gaza in 2005. The corridor was later entirely abandoned under fire from Gaza-based terrorists.Kerry's arrangements are "a death-trap security plan for Israel," stressed Langfan, adding "people just don't understand the ‘Jordan Valley’ is the area of Judea and Samaria that's further away from Pre-1967 Israel, and with Western Samaria Highlands in Palestinian hands, the zone is essentially disconnected from Pre-1967 Israel."Langfan's explanation of the Allon Plan's security dangers can be seen here:In Langfan's words, a modern day Allon Plan of the type proposed by Kerry "is just a false wrapping for 'Auschwitz 2.0 Borders.' The residual Israeli-occupied portion of the Jordan Valley will be surrounded, virtually impossible to access, and attacked from both the east and the west, and it will be just as militarily unsustainable as was Gaza's Philadelphi Corridor. It's a prescription for a Holocaust 2.0."Recently Major General Nitzan Alon, the Head of the IDF's Central Command, said the US has agreed to an Israeli security presence in the Jordan Valley. It should be noted that Kerry's Jordan Valley arrangements would keep an IDF presence in the region. "In 1967, (General Yigal) Allon couldn't imagine, less plan for 1) protecting Israel's water resources flowing westward from Western Samaria; 2) air-space; 3) Palestinian terroristic use of Katyusha rockets from the ‘West Bank’ Terror state into Tel Aviv; or 4) massive influx of additional Palestinians into the new PA State.  So for Israel, it's a literal 'dead-end' plan," remarked Langfan.

Netanyahu: Any peace agreement will be brought to referendum

Prime minister rebuffs talk of coalition realignment in service of peace deal, saying it will be decided by nation

A day after Finance Minister Yair Lapid said he would support a coalition shift to back a peace agreement with the Palestinians, Prime Minister Benjamin Netanyahu assured his fellow Likud-Beytenu lawmakers Monday that any agreement would be subject to a national referendum, and not just Knesset politics.
“Any agreement reached will come to a referendum,” Netanyahu declared in a Likud-Beytenu faction meeting. “I committed to it and this is essentially correct and would happen if any agreement is reached.”
Netanyahu also told the faction he did not anticipate an accord being signed in the near future, in comments that contrasted with recent upbeat assessments by US Secretary of State John Kerry.The referendum bill, proposed by coalition chair MK Yariv Levin, passed its first reading in the Knesset on August 1 with 66 in favor and 45 opposed. The proposed legislation is an extension of a 2010 law and would require all land-for-peace deals to be submitted to a public vote. The law would cover areas in sovereign Israel, including East Jerusalem and the Golan Heights, but would not apply to the West Bank.The referendum bill is currently undergoing revision and will be brought to a second and third reading at a later date.“What will determine whether an agreement will be reached is not the composition of this or any other coalition, but rather the essence of the deal,” Netanyahu said, addressing Lapid’s remarks Sunday that a coalition change may be in order to further a peace deal.On Sunday, Lapid vowed to not let the peace process be derailed by extremists, hinting at opposition to a deal by the nationalist Jewish Home party, which sits in the coalition.
“I’m determined to do everything within my power to ensure that this government stays the course — even if developments in the peace negotiations necessitate a coalition realignment of one kind or another,” he said.
Earlier Sunday Jewish Home party leader Naftali Bennett called peace negotiations that did not include Hamas, which rules the Gaza Strip, “a joke.”The referendum bill was initially met with fierce opposition by a number of prominent Knesset members, including current Foreign Minister Avigdor Liberman, former opposition leader Shelly Yachimovich, Lapid, and Justice Minister Tzipi Livni, who is managing talks with the Palestinians.“When we declare war, we don’t ask the nation (what they think),” Livni said in July. “This is how it should also be regarding any political settlement.” In a critique leveled at the proposed law, Liberman referred to the bill as a way for “decision makers to run away from responsibility.”Bennett has touted a referendum as “the only way to prevent a rift in the nation.”Israel and the Palestinians are five months into a planned nine-month negotiation aimed at coming to a peace agreement. Despite reports from both sides that the talks are reaching a dead end, the US, which is brokering the talks, has remained optimistic.

Obama said it’s possible to reach such an outline over the next few months.State Department spokeswoman Jen Psaki said Monday that the US is not focused on an interim deal, but is focused on a final deal. She also said that there will be a process for getting to a final deal, but did not elaborate.She said Obama and Kerry both referred last weekend to a “framework.”“I think some thought — took that to mean interim,” Psaki said. “It does not mean interim. He will meet with Prime Minister Benjamin Netanyahu regarding Iran and the ongoing peace negotiations with the Palestinians, the US State Department announced Monday.Kerry will also meet with Palestinian Authority President Mahmoud Abbas in Ramallah during his trip, before traveling on to Asia. Under last week’s proposal, the US would reportedly provide an additional security “envelope,” which would utilize drones and other high-tech equipment to provide real-time intelligence on any terrorist threats and other unlawful border activity.According to Channel 10 News, the plan’s layout also stated that “Greater Jerusalem,” which would include the city’s adjacent towns and villages, would be divided. The eastern side of the city would serve as the capital of a Palestinian state, while the western part would continue serving as Israel’s capital.It is not clear how Jerusalem’s Old City, at the heart of the conflict, would be administered under the proposed US plan.The Palestinians have largely rejected the proposal, maintaining that any IDF presence in the Jordan Valley would violate their sovereignty.Israeli sources called the security plan “interesting” and “complex” but ultimately “not sufficient,” according to Channel 2. BRUSSELS - The European Parliament erupted in internal bickering on Tuesday (10 December) after an alliance of right-wing MEPs managed to sweep a report on sexual and reproductive rights for women from the table.The report by Portuguese Social Democrat MEP Edite Estrela puts such rights on a par with other human rights and speaks of the "problematic reality" of teenage pregnancies, the importance of making contraception widely available, of comprehensive "non-judgemental" sexuality education and of "quality family planning services."It also says that "women have the right to decide freely and responsibly the number, timing and spacing of their children" and underlines the importance of safe abortions.Estrela summed up the report as being about giving everybody the right to make "their own informed and responsible choices on their sexual and reproductive life."However, controversy has long being brewing over the document, even though it is non-binding. It was approved by a strong majority in the gender equality committee in September. But the following month, MEPs narrowly voted to send it back to the committee for a rethink.
The committee made few changes and resubmitted it for plenary vote.But Tuesday saw MEPs narrowly vote in favour (334 to 327) of a counter resolution by an alliance of conservative, eurosceptic and far-right deputies.Their resolution said the entire debate was an issue to be dealt with at the national level. Their successful bid meant that the Estrela report fell. The result was greeted by catcalls and jeering from the right in the house.Estrela said the alliance had opened a "new front against the EU's founding principles of human dignity, freedom, equality and non-discrimination."Hannes Swoboda, leader of the Socialists, said conservatives were "throwing away many years of progress on women's rights" and condemned the "misleading and demagogical campaign" against the report.Corinne Lepage, a French Liberal MEP, tweeted: "I invite all women to look at who vote what on their rights and freedoms and with whom their shared their votes."Austrian Green MEP Ulrike Lunacek said the centre-right had brought "shame" on the parliament and criticized the "ugly scenes" surrounding the vote.She added that "contrary to the claims of those lobbying against it" the report "did not seek to impose a universal view on pregnancy termination, other than that where it is provided, it should be safe."Dutch liberal MEP Sophie in't Veld said Tuesday's events illustrated that the European Parliament was no longer the focus just for big business lobbying - such as tobacco firms - but also for social and rights issues."The conservative religious lobby has found us too," she said.

In an interview with Pauline monthly “Jesus”, Justin Welby talks about his relationship with Francis and the great respect and the understanding that exists between them. Their dialogue will only grow stronger according to the Primate of the Church of England

But walking means getting up and embarking on a journey together, not waiting for all doctrinal questions to be resolved before doing anything.” “There are various things we are working on together but I cannot reveal these yet as they are confidential,” the Archbishop of Canterbury, Justin Welby said in a long and exhaustive interview with Italian Pauline monthly, Jesus.

Luca Attanasio’s interview was an open heart confession covering many aspects of Welby’s relationship with Francis. What emerges is a willingness on the part of the Church of England to move away from past beliefs and towards unity. There are of course doctrinal stumbling blocks that cannot be ignored and the two Churches interpret theological and ethical issues differently. But Welby is adamant he has found in Francis a spiritual leader of great merciful openness who really knows how to listen and engage in dialogue.

So much was covered during the interview: from Welby’s financial background, to his for spiritual education and his surprise nomination as leader of the Church of England. Special focus was given to current issues: women bishops “I am in favour of the ordination of women bishops, nit just in light of modern times; I consider it to be right from a theological and ecclesiological point of view.” “The Synod of Bishops is currently going through the legislative process of making the ordination of women bishops legal,” he added.

The two Churches do agree on same-sex marriages: “The Church of England opposes such a law and I myself have spoken out against same-sex marriage.” Welby did however second what what Francis recently said about homophobia, stating it is “completely unacceptable and profoundly wrong to look down on, belittle, isolate and cast out those who have different sexual orientations. Homophobia is a huge sin.”

Two points Welby talked about that were especially interesting was first, the fact that his spiritual director is a Roman Catholic and secondly, that he reads the Rule of St. Benedict at night.

Moon May Outshine Geminid Meteor Shower Peak This Week

This chart shows the radiant point for the Geminid meteor shower.This week marks the peak of what is usually considered the most satisfying of all annual meteor displays: the Geminid meteor shower.
As was the case with last month’s Leonid meteor shower, however, prospective skywatchers should be aware that once again, observers will face a major obstacle in their attempt to see this year’s Geminid performance, namely, the moon.Unfortunately, as luck would have it, the moon will turn full on Dec. 17, and as such, will seriously hamper viewing the peak of the Geminids, predicted to occur in the overnight hours of Dec. 13 to 14.  Bright moonlight will flood the sky through much of that night, playing havoc with any serious attempts to observe the usually spectacular meteor shower. [See amazing photos of the 2012 Geminid meteor shower] The Geminids are already around, having been active only in a very weak and scattered form since about Dec. 7.  Geminid activity is expected to be on an upswing in the nights to come, leading up to their peak on Friday night (Dec. 13).Historically, this shower has a reputation for being rich both in slow, bright, meteors as well as rather faint meteors, with relatively few of medium brightness. Many Geminid meteor shower streaks appear yellowish in hue. Every once in a while, a Geminid fireball will blaze forth, bright enough to be quite spectacular and more than capable of attracting attention even in bright moonlight.
"If you have not yet seen a mighty Geminid fireball arcing gracefully across an expanse of sky, then you have not seen a meteor," astronomers David Levy and Stephen Edberg wrote in their book, "Observe Meteors," published by the Astronomical League.
Dark sky opportunities
The best times to look for streaking Geminids this year will be during the predawn hours several mornings before the night of full moon when the constellation Gemini will be standing high in the northwest sky.
In fact, three “windows” of dark skies will be available between moonset and the first light of dawn on the mornings of Dec. 13, 14 and 15.  Generally speaking, there will be about two hours of completely dark skies available on the morning of Dec. 13. This window shrinks to only about an hour on the 14th, and to less than 10 minutes by the morning of the 15th.The Geminids have a tendency to rise slowly toward their maximum.  The day before they peak, the majority of the meteors that are seen are usually rather faint.  But at the peak as well as the day after, the shower is dominated by a preponderance of bright meteors.  And the intensity of the display drops off rather sharply the day after the peak. So during the two-hour period of dark skies on the morning of Friday, the 13th, if you’re at a location free from light pollution and with a wide-open view of the sky, you should expect to see an average of 30 to 60 Geminids per hour, though many will probably be rather faint. The shower peaks on Saturday morning but there is only about one hour of darkness before moonset and the first light of dawn. Nonetheless, during that hour, you might be treated to the best meteor performance of the year with possibly 60 to 120 Geminid sightings, many of them bright and perhaps a few outstandingly bright fireballs thrown in for good measure.By Sunday morning, the peak of the shower will have passed and the activity will be rapidly declining; average rates of 15 to 30 bright meteors per hour are possible, but unfortunately observers will have a very limited amount of time — mere minutes — of darkness between the setting of a practically full moon and the dawn’s early light.
Preparing for a meteor watch
No two observers prepare for a meteor vigil the same way. It helps to have had a late afternoon nap, a shower, and to wear all fresh clothing. Be sure to keep this in mind: at this time of year, meteor watching can be a long, cold business. Expect the ambient air temperature to be far below what your local radio or TV weathercaster predicts.  When you sit quite still, close to the rapidly cooling ground, you can become very chilled. Therefore, make sure you're warm and comfortable. Heavy blankets, sleeping bags, ground cloths, auto cushions, and pillows are essential equipment. [6 Stellar Places for Skywatching in the US]
Warm cocoa, tea or coffee can take the edge off the chill, as well as provide a slight stimulus. It's even better if you can observe with friends. That way, you can keep each other awake, as well as cover more sky.
Give your eyes time to dark-adapt before starting. Probably the best bet is to rest on a lawn lounge, all the way back, so you can look up and see the whole sky.  When you see a streak, mentally run it backwards across the sky.  Do the same with the second and third and note where their paths cross.  Right there will be the bright star Castor in Gemini (with the brilliant planet Jupiter also shining not too far to the south), and that’s the region of the sky where the Geminids will appear to fan out from. 
Corpse of a comet?
A final point to note are that Geminids stand apart from the other meteor showers in that they seem to have been spawned not by a comet, but by 3200 Phaeton, an Earth-crossing asteroid. Then again, the Geminids may be comet debris after all, for some astronomers consider Phaeton to really be the dead nucleus of a burned-out comet that somehow got trapped into an unusually tight orbit. Snow blankets U.S. East; Washington offices, many schools closed

(Reuters) - Fresh winter snow moved into the U.S. mid-Atlantic region on Tuesday, shutting schools and offices in the nation's capital and elsewhere as the mid-section of the country remained in the grip of Arctic air that showed no signs of easing.From 2 to 8 inches of snow was forecast to fall from northern Virginia, across Maryland, Pennsylvania, Delaware and into southern New England, Brian Korty, meteorologist with the National Weather Service (NWS) said in a forecast."What we really have is a fast but generally weak storm system moving across the mid-Atlantic region," said Korty. "We're basically in a cold winter pattern."
The new snowfall followed a swath of snow and sleet that swept through the nation over the weekend and Monday, dumping up to 10 inches or more on many areas. Treacherous traffic and power outages forced many government offices and schools to close.Federal government offices in the Washington, D.C., area were shut on Tuesday, according to the Office of Personnel Management said.School districts in Washington and in suburban counties in Maryland also canceled classes, citing emergency weather conditions. Schools were also closed in Baltimore and Philadelphia.Delaware Governor Jack Markell announced that state offices were also closed Tuesday due to dangerous road conditions, and encouraged residents to stay off the roads.About 1,000 flights were canceled nationwide on Tuesday, according to tracking website Flightaware.com.
BITTER COLD THROUGH WEDNESDAY
Bitter Arctic air in the upper Great Plains and Rocky Mountains was expected to persist through Wednesday, with the coldest weather extending from the Nevada-Utah region into Minnesota, the weather service said.Temperatures were 8 degrees below zero (minus 17.8 Celsius) early Tuesday morning in Pershing County, Nevada, where rescue workers scoured a mountain area for a couple and four children, missing since Sunday.The six were last seen near an abandoned mining camp in remote northwestern Nevada, where they had gone to play in the snow.
