Reform or we leave EU,' warns British chancellor

BRUSSELS - The UK will leave the European Union if the bloc refuses to reform, the country's chancellor George Osborne said on Wednesday (15 January).Speaking at the start of a two day conference on EU reform organised by the Open Europe think tank, Osborne said that the EU had to decide whether to "reform or decline"."It is the status quo which condemns the people of Europe to an ongoing economic crisis and continuing decline," he added.He also urged that Europe's labour market was becoming increasingly uncompetitive and was falling behind China and other economic blocs.Prime Minister David Cameron last year set out plans to renegotiate the terms of Britain's EU membership. The reforms are to be followed by a public vote. His Conservative party are currently piloting a bill through parliament to guarantee a referendum on EU membership in 2017 if it wins the next election in 2015.The Conservative party, which dominates the UK's coalition government, wants the EU to focus on completing the single market and prioritise free trade deals with the US, Japan and China.Osborne also warned the EU not to allow the will of the 18 eurozone countries to compromise the countries outside the single currency."If you cannot protect the collective interests of non-eurozone member states, then they will have to choose between joining the eurozone, which the UK will not do, or leave the European Union.""I believe it is in no-one's interests for Britain to come to face a choice between joining the euro or leaving the European Union."Speaking with reporters after Osborne's speech, Andrea Leadsom, the Conservative MP who chairs the Fresh Start group of MPs demanding EU reform, said a UK referendum was "inevitable."Members of Fresh Start were among 95 backbench MPs to sign a letter to Cameron earlier this week demanding that the UK parliament be given the powers to block EU legislative proposals from the European Commission.Although foreign minister William Hague quickly dismissed the idea as "unrealistic" the UK government plans to beef up the role of national parliaments in EU law-making.Under the so-called 'yellow card' procedure, national parliaments have the right to send a proposal back to the commission if one third of them believe the issue could be better dealt with at national level.Critics say the eight-week window to object is too narrow and that the commission can simply re-table the proposal if it wishes. The procedure has only been used twice since 2010.The UK government says that it is not alone in demanding reform in Brussels citing the Netherlands, Germany and Denmark as possible allies.However, there are concerns among Britain's business community about the prospects of leaving the EU. On Wednesday car-manufacturer Ford indicated that it would withdraw its investment if the UK exited the bloc.For his part, John Longworth, director general of the British Chambers of Commerce, warned that businesses needed more clarity on Cameron's negotiation plans."It has been a year since the prime minister announced his intentions on Europe, and we are still yet to learn what areas he will seek to negotiate," he said.

Radicalism on the rise in Europe, says EU commissioner

BRUSSELS - The European Commission has said preventive action is needed to stop what it sees as spreading radicalism across the EU.“We see that extremism, xenophobia and nationalism keeps growing in Europe [and] we see worrying signals that these groups act as breeding grounds of ideology motivated by violence and extremist views,” EU commissioner for home affairs Cecilia Malmstrom told reporters in Brussels on Wednesday (15 January).To counter what she views as an internal security threat, Malmstrom announced a series of recommendations which she wants member states to immediately implement.
Among the new ideas is a €20 million fund to set up a so-called European knowledge hub, which is to pool expertise and support existing initiatives on the issue.Other proposals include having member states set up national strategies and “de-radicalisation” programmes to help people leave extremist groups.The recommendations will add to the EU’s arsenal of some 240 existing counter-terrorism measures (88 of which are legally binding) adopted since the World Trade Centre attack in 2001, according to the London-based civil liberties group Statewatch.Malmstrom lumped far-left groups in with nationalist ideologues, al-Qaeda-inspired ideologies and right-wing extremists as parts of the radicalism trend.According to Malmstrom, extremist groups are those that incite people to commit acts of violence.She also wants member states to set up preventive radicalisation programmes with countries outside the EU.Radical groups, for their part, are said to be recruiting and spreading their views through online social networking sites and chat rooms.
Member states need to provide counter platforms to combat the online propaganda, says the commission.
But other supposed threats are also on the horizon.The commission estimates some 1,200 EU nationals are currently either fighting or training alongside radicals in Syria, Sudan, or Somalia.“It [the number] could be higher,” said Malmstrom.Some but not all, she noted, have joined terrorist organisations.“They’ve been trained and hardened in war and can pose a threat to our security upon their return from a conflict zone and in the longer term, they an also act as catalysts for terrorism,” said the commissioner.Meanwhile, some new EU legislation designed to help identify the potential threats is stuck in the European Parliament’s civil liberties committee.MEPs last April rejected the European Commission’s 2011 proposal to set up an EU-wide passagener name record system, which would allow police investigators to identify and track suspicious travel itineraries.Opposing euro-deputies say the commission’s proposal fails to address fundamental rights issues.The European Data protection supervisor and the EU’s Agency for Fundamental Rights at the time questioned its “necessity” and “proportionality.”Member states can set up their national PNR systems, but are unable to co-ordinate their data without the EU law in place.They also have at their disposal the Schengen Information System, a large database that alerts police to criminals, politically exposed persons, or irregular migrants who no longer have a right to stay in the EU.

Pope Francis has renewed the Commission of Cardinals overseeing the Institute for the Works of Religion (IOR) for  the next five years, as the Vatican waits for the Commission for Reference to conclude its work. These are the names of the cardinals that now form part of the Commission: the Archbishop of Vienna Christoph Schönborn; the Archbishop of Toronto Thomas Christopher Collins; the President of the Pontifical Council for Interreligious Dialogue Jean-Louis Tauran; Santos Abril y Castelló,the Archpriest of the Basilica of St. Mary Major and the Vatican Secretary of State, Pietro Parolin.The outgoing commission had been renewed for a further five years less that a year ago and according to the IOR website was meant to remain in charge until 2018. But the only member of that group that is staying is Tauran. The following are out: the former Vatican Secretary of State Tarcisio Bertone, Odilo Pedro Scherer (Brazil), Telesphore P. Toppo (India) and APSA’s president, Domenico Calcagno who was appointed by Benedict XVI on 16 February 2013, when the Commission was last renewed. Ratzinger made this final change before his resignation, when a replacement was finally found for the IOR’s former director Ettore Gotti Tedeschi. It took several months before Ernst von Fryeberg was chosen to take over the reigns of the IOR, following Gotti Tedeschi’s unprecedented and scandalous dismissal.Parolin’s inclusion among the members of the Commission is worthy of note. It now remains to be seen which of the group’s members will be elected president. According to article 5 of the IOR statute, it is the members of the Commission who elect their own president. The Commission was previously chaired by the Secretariats of State - first Angelo Sodano and then Tarcisio Bertone -  but Cardinal Santos Abril y Castello is now among the candidates for the presidency.

Hurricane Francis hits Latin America

The President of the Episcopal Conferences of Latin America (CELAM) talks about “pastoral conversion” and “continental missions”

Alver Metalli Buenos Aires Carlos Aguiar is the former President of the Mexican Bishops’ Conference. As President of the Episcopal Conferences of Latin America (CELAM), a role he has held since 2011, it is his job to lead the main body of Catholic bishops of Latin America at a time when the current Pope is one of their own.These are challenging times, marked by “continuity” as well as “change”. CELAM’s president sees signs of both in Pope Francis’ Apostolic Exhortation Evangelii Gaudium. Francis shows continuity with his predecessor in terms of the emphasis he gives to “the core message the Church must transmit to mankind.” But the change he brings is also reflected in the direct and simple language he uses and the objective realism with which he accepts this complex and difficult moment in history with the optimism typical of someone who trusts in God and His providence.” Octagesima adveniens, Populorum progresio, Mater magistra... In the document which provides the best description of Francis’ magisterium to date, Francis quotes a number of “social” documents which had been forgotten about but which are extraordinarily pertinent to our times,” according to CELAM’s president.No Third-Worldism, just lots of references to St. Augustine, St. Thomas, the Second Vatican Council, the Catechism of the Catholic Church and the 2007 Aparecida meeting. Aparecida is the key to understanding the path taken by the Latin American Church in recent years and fits into the lock of the Latin American Church as the Evangelii Gaudium key fits into the lock of the Universal Church. It is pretty clear to see where the focus lies and CELAM’s president sums it up in two key expressions: “pastoral conversion” and “continental mission”.

“Collegiality, a fraternal sharing of concerns and visions between Latin American bishops was already there,” Aguiar observed. “We have a common history of relations, reciprocal responsibility, social concern and service to the world that passes through Rio, Medellin, Puebla and Santo Domingo,” he said. “But Aparecida marked a step forward because it incorporates, in a clear way, the vision of the context in which we live: it was a turning point that brought about intense, sharp and speedy change from the 90s onwards. “Pastoral conversion” is the Church’s response to this change.” Aguiar points out that the expression is not present in John Paul II’s Apostolic Exhortation Ecclesiae in America (1999).“Pope Francis made it very clear to us that we should be satisfied with occasional missionary action; we need to generate an inner transformation of the Church’s structures, starting from the mission; we cannot expect faithful to come to the temple; it is the Church that must mingle with people in the places where they live.”Abortion, same-sex marriage, adoption by same-sex couples and now free marijuana... these are controversial issues in an ever growing number of Latin American countries and the Church does not seem to have the strength to oppose permissive legislation in an efficient manner. Aguiar does not deny the difficulties but prefers to highlight the “surprising cases.” “Support exists where you would least expect to see it and vice versa.”Aguiar’s thoughts turn to the Presidents of Ecuador, El Salvador, Nicaragua and Uruguay, socialists or former guerrilla socialists who have done more to fight against the decriminalisation of abortion and same-sex marriage than moderate socialists like Chile’s Bachelet and Peru’s Humala. Here we have revolutionaries who support Catholic ethical values and moderates who erode them. CELAM’s president offered an explanation for this: “the Marxist ideology of the common good of the state lost popularity twenty years ago, leaving space for ultra-liberalism and the rights of the individual. I think the left now understands better than it used to, that the family offers the best defence against the market’s wild aggressiveness, in order to preserve a spirit of solidarity and social harmony.”Pope Francis has brought greater unity between the Churches of North and South America. “In February we will hold our annual meeting between the Episcopal Conferences of Canada and the US and CELAM, with a number of presidents of Latin American Episcopal Conferences attending,” Aguiar informed. Aguiar was also very pleased to announce that “the Church of Canada and of the Unites States want to make the continental mission in their respective countries their own. This is a great result,” he remarked.

They haven't been in the news recently, but one Jordanian in Political Exile, Mudar Zahran, says that soon Jordan's King Abdullah will fall, and after that the world may soon see a civil war and bloody chaos. He hopes that the international community will support his party in gaining power to make a more peaceful transition in Jordan and to avoid the Muslim Brotherhood from taking power. He describes his political stance as wanting a secular government, with separation of 'mosque' and state, and that would also support the right of Israel to exist. Terrorists prisoners released before the end of their jail terms in diplomatic deals and exchanges like the Schalit deal will not receive “acclimation stipends” from the National Insurance Institute (NII), and their eligibility for other NII payments will be limited, according to a bill proposed by MK Yariv Levin (Likud-Beytenu).Levin told Arutz Sheva that the proposed law will make released terrorists ineligible for any NII payments for the duration of the term that they were sentenced to, so that terrorists who had received life sentences would never be eligible for payments. The freed terrorists would only begin receiving NII rights when their original jail term is over, so that a terrorist released at age 40 with ten years remaining to serve would only become eligible for benefits at age 50, for instance.Levin noted that five of the terrorist murderers released from jail in the last installment of the Israeli “gestures” toward the Palestinian Authority are Israeli citizens. This makes them eligible for an “acclimation stipend” upon their release from jail, and they may also request an additional sum of money if they fail to find employment within 2 months of their release.
This money, at least, would be denied the terrorists who are Israeli citizens and who are released in exchanges and “gestures,” explained Levin.Levin explained that if it were up to him, he would pass a law simply denying terrorists all NII payments and stipends, forever. However, he explained to Arutz Sheva, the current coalition can be expected to shoot down any such legislation, especially with dovish Minister Tzipi Livni heading the key Ministerial Committee for Legislation, which decides the fate of bills.He added that attempts to pass legislation cutting off NII assistance to freed terrorists failed in the former Knesset, because of leftist opposition. In the end, a watered-down version of the bill was passed, which cut by 50% some of the stipends they may receive as Israeli citizens.

Palestinian Authority (PA) Minister of Religious Affairs Mahmoud Al-Habash claimed Monday that Jihad fighters should not flock to Syria, but to Jerusalem - and PA Chairman Mahmoud Abbas applauded, according to Palestinian Media Watch (PMW). "Whoever wants resistance, whoever wants Jihad, the direction for Jihad is well-known and clear," Al-Habash claimed to a crowd at a PA-sponsored event. The intelligence trail, however, stopped there until spring 2007, when Israel provided the US with photos of the inside of the reactor itself.Only then, he recounts, did US analysts conclude that the Syrian facility was similar to a North Korean reactor at Yongbyon, and based on the evidence turned over from Israel, US analysts believed that the reactor would be — once online — capable of producing plutonium for nuclear weapons.

“Early detection of a large nuclear reactor under construction in a place like Syria is supposedly the kind of intelligence collection that the United States does superbly well. Yet by the time the Israelis informed us about the site, the reactor construction was already well advanced,” Gates recalls. “This was a significant failure on the part of the US intelligence agencies, and I asked the president, “How can we have any confidence at all in the estimates of the scope of the North Korean, Iranian, or other possible programs given this failure? Surprisingly, neither the president nor Congress made much of it. Given the stakes, they should have.”

In a discussion that, according to Gates, “prefigured in many respects the arguments regarding the Iranian nuclear program in 2008 and later,” the second-term administration of George W. Bush was divided about how to respond.Gates says that their “options were constrained by the fact that the Israelis had informed us of this stunning development and therefore were in a position to significantly influence — if not dictate — what could be publicly divulged and when.” Reactions from Bush’s closest advisers’ ran the gamut from vice president Dick Cheney, who pushed for an immediate attack, to Gates, who was highly reluctant. Nevertheless, Gates did respond by asking Martin Dempsey, then acting commander of Central Command, to provide a number of military options and target lists associated with each.At the same time, Gates argued against a military solution, leveraging a number of points that he says he listed on a piece of paper in front of him, including that “as much as US credibility on the existence of weapons of mass destruction had been limited, Israeli credibility is equally suspect, if not more so, in the Middle East, Europe, and maybe significant elements of the US public.” Gates also reiterated at least two times in the same subchapter that “US and Israeli interests are not always the same.”Gates was also concerned that unilateral Israeli action “will be seen as provocative, aimed at restoring their credibility and deterrent after their indecisive war with Hezbollah and at shoring up a weak Israeli government.”

Gates, a former CIA official, suggested that other members of the administration — particularly those at the top — were excessively supportive of Israel. In the same chapter, Gates characterizes Bush and Cheney as “very pro-Israel” and said that Bush “greatly admired” then-prime minister Ehud Olmert.Gates says he felt that the Israelis were pressing the US to act, perhaps even against its own interests. He claims to have warned Bush that “Olmert was trying to force the US’s hand” and told the president that “he should tell Olmert very directly that if Israel went forward on its own militarily, he would be putting Israel’s entire relationship with the United States at risk.”The top defense official in America felt that he was trapped by the Israelis, recalling that “If we didn’t do exactly what [Olmert] wanted, Israel would act and we could do nothing about it. The United States was being held hostage to Israeli decision making.”“I am, and always have been, strongly pro-Israel…but our interests are not always identical…and I’m not prepared to risk vital American strategic interests to accommodate the views of hard-line Israeli politicians,” Gates writes of the incident.Gates’ account of the incident is striking for its detail regarding an otherwise secretive operation.

In his book ”Decision Points,” Bush himself recalls cagily that “in the spring of 2007, I received a highly classified report from a foreign intelligence partner. We pored over the photographs of a suspicious, well hidden building in the eastern desert of Syria.”“Our strong suspicion was that we had just caught Syria red handed trying to develop a nuclear weapon capability with North Korean help,” he continues.Gates’ and Bush’s accounts dovetail regarding the intense pressure that Olmert put on the American leader to pursue — or at least enable — a military strike against Syria. According to Bush, in one phone call, Olmert addressed the president, telling him “George, I’m asking you to bomb that compound.”Gates notes that a diplomatic route with a military option proved insufficient for Jerusalem. Bush asked Olmert in mid-July to allow the US to “take care of this” but Olmert responded that Israel saw a nuclear Syria as an existential threat which it could not “trust diplomacy to fix.”In his discussion of these events of 2007, Gates’ memoir seems to draw parallels between the outcome of the Syrian attacks and lessons for future negotiations with Iran. “By not confronting Olmert, Bush effectively came down on Cheney’s side. By not giving the Israelis a red light, he gave the Israelis a green one.”

Former ECB chief blames governments for euro-crisis

Berlin - The former head of the European Central Bank (ECB), Jean-Claude Trichet, has blamed EU governments for what he called the "worst economic crisis since World War II” and said the eurozone is still at risk.Trichet, who led the ECB between 2003 and 2011, spoke out on Tuesday (14 January) at a European Parliament hearing on the “troika” of international lenders which managed bailouts in Cyprus, Greece, Ireland and Portugal.Echoing EU economics commissioner Olli Rehn’s remarks to MEPs ealier this week, Trichet underlined the "extraordinary" and unpredictable nature of the euro-crisis.But the 71-year-old French banker said he had warned EU governments of growing economic divergences in the euro area as far back as 2005 and that he had criticised member states, notably France and Germany, for ignoring the deficit and debt rules which underpin the common currency.They did not listen.As a result, when the US mortgage bubble burst and when Lehman Brothers investment bank fell, the euro was exposed to the full consequences.Trichet said the eurozone could not have avoided some kind of fallout, “but it could have avoided becoming the epicentre of the sovereign debt crisis."He rejected criticism by several MEPs that under his rule the ECB was too prudent and failed to calm markets the way his successor, Italy's Mario Draghi, managed to do with the mere verbal promise that he will "do whatever it takes" to save the euro.
Trichet noted that the ECB intervened on bond markets and bought up Greek debt as early as May 2010, when he was still chief and when the first-ever EU bailout was still being drafted. It interevened again in 2011 to buy Italian and Spanish debt when investors started to bet against the larger euro-states.He said that if the ECB had not bought Greek, Italian and Spanish debt on his watch, then Draghi’s verbal promise would have had less weight."If we wouldn't have bought Spanish and Italian debt - a move which was highly criticised at the time - we would be in a totally different situation now," he added.Turning to Ireland, where the government first used taxpayers’ money to guarnatee all deposits in Irish banks and then had to seek a painful rescue package, Trichet said "nobody advised them to do so."But he noted that the Irish move was "justified" because all the big countries - France, Germany, the UK and the US - were at the same time securing their "systemic banks" to prevent a Lehman-type collapse."In Ireland this was dramatic because of the size of banks in relation to its economy. At the time you couldn't afford to let big banks fail. Now we're in a different situation, banks can be wound down," Trichet said.On Greece, Trichet tried to justify his clash with the International Monetary Fund (IMF).Back in 2010, the IMF said Greece could never repay its debt and should write off some of its private and public liabilities. But the EU, under a deal by the French and German leaders, wanted the private sector to take the hit alone in what it called “private sector involvement [PSI],” putting Trichet in a tough spot.Trichet said the IMF talks were "difficult,” but in the end the two sides agreed on the basis the Greek PSI would be a one-off.One MEP asked him why he “denied reality” for more than a year, ignoring the IMF’s predictions on the unsustainability of Greek debt, in a situation which drove up the final cost of the Greek bailout and the PSI losses.Trichet said he did it to buy time to fight the Franco-German idea of PSI as a model for all bailouts.Despite his actions, PSI came back in a vengeance in Cyprus in 2013, when it was renamed a “bail-in,” and when it saw lenders snatch the savings of well-to-do private depositors on top of private bondholders.But Trichet was already long gone from the ECB.

Ukrainian government threatens to rescind legal status of the Greek Catholic Church

The Ukrainian Greek Catholic Church risks losing its status as a recognised religion if it doesn’t stop taking part in pro-EU demonstrations in the “maidan”

Marco Tosatti Rome Kiev’s culture minister has sent an official letter threatening the Greek Catholic Church in Ukraine with revoking its status as an official religion if its priests persist in taking part in the demonstrations being held in the maidan, the square demonstrators have occupied in support of Ukraine gaining EU membership. This is the first time such a threat has been made against the Greek Catholic Church, since Ukraine regained its independence. The Church has suffered a great deal as a result of its loyalty to Rome. After the Second World War, Stalin decreed its elimination and bishops, priests and faithful faced persecution and martyrdom under the communist regime.The deputy Minister of Culture, Timofy Kokhan, signed and sent the letter on 3 January. Amongst other things, the letter says “there are frequent reports in the Ukrainian media about the religious activities of representatives of the Greek Catholic Church in Kiev’s Independence Square (known as the maidan, Ed.) in the month of December last year and at the start of 2014. These activities are a violation of Ukrainian law on the freedom of conscience and religious gatherings … Failure to observe the principles set out in article 16 of Ukrainian law, regarding the freedom of conscience and religious gatherings, may result in the magistrature ordering the termination of the afore mentioned religious activities.” The letter was published on the Ukrainska Pravda website.The head of the Ukrainian Greek Catholic Church, Major Archbishop Sviatoslav Shevchuk, responded that the Church cannot stand by and do nothing if its faithful are asking for help. “Our church has always been true to this mission that Christ entrusted to our Church” the Major Archbishop said, “and will remain so for the future and despite any threats.” The maidan square demonstrators turned to the Greek Catholic Church as well as other Churches, asking them to pray for them, the archbishop explained. At a moment when dialogue between government and citizens seems to be lacking, those who believe in God  feel a special need to pray for peace and calm in Ukraine and to put an end to the violence that has crushed the dignity and constitutional rights of Ukrainian citizens. The Church, Schevchuk added,  “The Church does not take part in political processes but it cannot stand aside and do nothing when its faithful ask for spiritual help. It is a priest’s duty to be with the faithful; this duty is linked to the Church’s very mission.”Other Churches share the position of the Greek Catholic Church. “The Church reserves the right to judge what the situation the country is in, if there is a violation of human rights and of the principles of public morality which stem from God’s law and are reflected in the social Doctrine of the Church,” Schevchuk concluded. The only way to resolve the Ukrainian crisis “is through an open and honest dialogue among the parties.”

Pope calls for renewed sense of "fraternal responsibility" to build peace in the world

gerard o'connell rome Greeting ambassadors from 180 countries on January 13, Pope Francis called for a renewed effort to bring peace to Syria, encouraged Israelis and Palestinians to take “courageous decisions” to find “a just and lasting solution” to their conflict, and urged both sides in the divided Korean peninsula to continue their search for reconciliation.He issued his triple call for reconciliation and peace in a wide ranging talk to the ambassadors in which he insisted on the need for a renewed sense of “fraternal responsibility” and cooperation between states, denounced abortion, killings of children in conflicts and human trafficking, and appealed for greater solidarity towards refugees and migrants, as well as care of the environment. As he spoke, he could see in front of him in the Vatican’s magnificent Sala Regia, the men and women ambassadors from the 180 states that have diplomatic relations with the Holy See, together with official representatives of the European Union, the Knights of Malta and the State of Palestine.China was the great absentee.  Senior officials from the Vatican’s Secretariat of State were present, together with Cardinal-elect Pietro Parolin, the new Secretary of State.“I do not cease to hope that the conflict in Syria will finally end”, he told them, and called for “a renewed common political will to end that conflict”.   Turning to the wider Middle East, he expressed concern at the recent happenings in Lebanon and underlined the need for “renewed collaboration” between the different political and civil groups there to prevent the country’s destabilization.  He spoke about the need for “a new found social harmony “in Egypt and Iraq and expressed satisfaction at the “significant progress” made between Iran and the Group of 5+1 on the nuclear question.“Everywhere, the way to resolve the open problems must be the diplomatic path of dialogue”, the Jesuit Pope told the ambassadors in words clearly directed to their Governments.  Quoting Benedict XV in 1917, he urged them to let “the moral force of law” prevail over “the material (force) of arms”.In this context he commented positively on the re-started Israel-Palestinian peace negotiations, and strongly encouraged both sides, with the help of the international community, “to take courageous decisions to find a just and lasting solution to a conflict whose end is ever more necessary and urgent”.He expressed concern at “the exodus of Christians from the Middle East”, and said they want to play their part in the life of the countries where they were born.   He lamented the violence and killings in Nigeria, but said believers must never cease to do good even when they are persecuted.  He spoke of his concern too at the sufferings of the people in the Central African Republic, and appealed to the international community to help end the conflict there.  He rejoiced at positive developments in Mali but expressed concern at the downward turn of events in Southern Sudan.Turning to Asia, the Pope who will probably visit this part of the world later this year said the Church wishes “to share the joys and the hopes of all the peoples of this vast and noble continent”. Recalling that this is the 50^th anniversary of the establishment of diplomatic relations between the Holy See and South Korea, he prayed for “reconciliation in the peninsula... for the good of all the Korean people”, and encouraged both the North and the South to never grow tired of seeking a solution.Asia has a long history of “peaceful coexistence” between the ethnic and religious groups, the Pope said, but it is now necessary to strengthen this mutual respect, particularly as there are signs that this is weakening and closure is taking place for religious motives.  He did not mention any country by name.The Argentine Pope began his speech by extending his greetings to the ambassadors, their families and the Governments and peoples they represent.  Speaking in Italian, he told them he wished to share with them “some reflections that arise from his heart as a pastor who is attentive to the joys and sorrows of humanity”.Drawing on his Message for the World Day he recalled that people usually learn “fraternity” and “peace” in the family, where they are introduced to the spirit of sharing and service that contributes to peace. But he noted that sadly today an ever increasing number of families are “divided and wounded” also because of “the difficult conditions” in which many of them are forced to live, including the lack of the very means of subsistence.  He emphasized the need for Government policies that help and sustain families.Just as he had done at the World Youth Day in Rio, Pope Francis again insisted on the need to reject the culture that discards the elderly and has no place for the young. He called for “a common effort” on the part of everyone to foster “a culture of encounter”, because without it we cannot create community or build peace.

“Peace is wounded by every denial of human dignity”, he said. This denial begins with the lack of food and hunger.   “The faces of those who suffer from hunger cannot leave us indifferent”, he told the ambassadors, and recalled that much food “is wasted” every day.   But this “culture of throw-away” is not just confined to food or superfluous goods, he remarked, “it often extends also to human beings”  who are “discarded” as if they are “not necessary things”.Citing several examples, the Pope said one is “struck with horror at the very thought that there are children that cannot see the light, victims of abortion, or those (children) who are used as soldiers, or raped or killed in armed conflicts, or made objects of trade in that tremendous form of human slavery which is the trafficking of human beings, which is a crime against humanity”. Pope Francis next drew the ambassadors – and through them their Governments’ attention to the plight of “the multitudes” of migrants and refugees who flee war, poverty and hunger, and often end up in camps where they are just numbers, as happens in the Horn of Africa or in the Great Lakes district in Africa. He recalled other migrants too who set out to find a more dignified human life but often end up in tragic situations; he mentioned the Latin American migrants that go to the USA , “and especially” those who travel from Africa or the Middle East to Europe.   The Pope who went to Lampedusa to lament all this, repeated his cry: “there is a general sense of indifference” in the face of these tragedies, and this is “a dramatic signal of the loss of that ‘sense of fraternal responsibility’ on which every civil society is based.“He went onto highlight another “great wound to peace” which comes from “the greedy exploitation of the resources of the environment”.  He had spoken about this in Rio and in his Exhortation, and now he repeated that mankind does not care enough for nature. “Everyone has responsibility here”, he stated. He called on Governments to promote “policies that respect our earth.”    But there are also many natural disasters, he said. He remembered here the “numerous victims and terrible destruction” in the Philippines and other countries in South-East Asia caused by the Haiyan typhoon.Recalling the words of Paul VI, he reminded the ambassadors that “peace is not reduced to the absence of war, or the fruit of an ever precarious balance of forces.  It is something that is built day by day, in following the order willed by God that involves a more perfect justice among men”Before greeting them individually, Pope Francis concluded by assuring the ambassadors, and the Governments they represent, that the Holy See is always ready and willing to collaborate with them to foster bonds of brotherhood, harmony and peace.The ambassadors warmly applauded the Pope when he finished speaking.

Kerry says Obama "looks forward" to meeting Pope Francis in the Vatican

John Kerry’s meeting with Pietro Parolin in the Vatican today ahead of the Geneva 2 peace conference lasted one hour and forty minutes. The issues focused on included Syria, South Sudan, US health care reform and the resumption of Israeli-Palestinian peace negotiations

These were the issues discussed at today’s meeting between the US Secretary of State, John Kerry and his Vatican counterpart, Pietro Parolin, the Vatican informs. The meeting started at 1pm and went on for an hour and forty minutes. Other that Kerry and Parolin, other participants included the Vatican Secretary for Relations with States (the Holy See’s foreign minister), Mgr. Dominique Mamberti and two officials from the Secretariat of State who are in charge of the specific dossiers dealt with. On the US side, participants included the US Ambassador the Holy See, Ken Hackett and other members of staff from the US “ministry of foreign affairs”.  Today, US media reported that the Pope intends to welcome Barack Obama in the Vatican. No date, however, has been set yet. "The president is looking forward to coming here to meet with him (Francis)," Kerry said. Kerry is the first Catholic Secretary of State the US has had since Ed Muskie, Jimmy Carter’s Secretary of State (1980-1981).Yesterday Francis spoke again about Syria in his new year address to Vatican diplomats. After Francis’ peace vigil for Syria last September, shortly before President Barack Obama decided against military intervention in the Middle Eastern country, “what is presently needed is a renewed political will to end the conflict,” Francis said. The Pope expressed the “hope that the Geneva 2 Conference, to be held on 22 January, will mark the beginning of the desired peace process.” “At the same time, full respect for humanitarian law remains essential. It is unacceptable that unarmed civilians, especially children, become targets,” he added.
 
The official position taken by the Vatican is separate to that expressed by the Pontifical Academy of Sciences at the “Syria: Can we remain indifferent?” workshop held yesterday, ahead of Geneva II. In a recent statement, Mgr. Silvano Maria Tomasi, Permanent Observer of the Holy See to the United Nations in Geneva told Vatican Radio that the situation in Syria was complicated further by: the strategic interests of big powers such as Russia and the US; the wrestling match between Iran and Saudi Arabia or between Shiites and Sunnis for religious and political leadership and by the Christian struggle for survival in the region. The Pontifical Academy of Sciences has organised a meeting of experts and religious figures to come up with recommendations for the UN conference of political powers involved in the Syrian conflict, which is scheduled to take place in Geneva on 22 January.It is still not clear whether the Holy See will attend as an Observer State. The Vatican think tank held a closed doors meeting at its main offices in the Vatican, at the end of which, it produced a statement addressed to His Holiness Pope Francis. It reads: “The Geneva 2 Conference on January 22 allows the people of Syria, the region, and the world to conceive of a fresh start to end violence that has claimed more than 130,000 lives and left a beautiful country in ruins and dislocation.” “The first and most urgent step, agreeable to all men and women of goodwill, should be an immediate cease-fire and end to violence of all kinds, an end without political preconditions.”The statement of recommendations addressed to the Pope stressed the need for “reconciliation” between the various players in Syria’s civil war (which has never been defined as such) and lists the “preconditions for lasting peace:” “an immediate cessation of violence; the start of rebuilding; inter-communal dialogue; and progress to resolve all regional conflicts, and the participation of all regional and global actors in the pursuit of peace in Geneva 2.” It also says “new political forms in Syria are needed, to ensure representation, participation, reform, and the voice and security of all social groups. The PLO will begin drafting an immediate plan for Palestinian membership in international institutions in response to Israeli construction in the West Bank, official Palestinian news agency WAFA reported Monday evening.The Palestinians — who won the status of nonmember observer state at the UN in November 2012 — had agreed not to apply for membership in international institutions for a nine-month period in return for a gradual Israeli release of 104 Palestinian prisoners jailed before the signing of the Oslo Accords in September 1993. The fourth and final phase of the prisoner release is scheduled for the end of March.

“The Executive Committee [of the PLO] has called on its political committee to immediately prepare an operative plan implementing the precepts of the UN decision on the membership of the state of Palestine and the benefits of joining international UN organizations and treaties,” read a statement issued following a PLO meeting Monday night in Ramallah headed by PA President Mahmoud Abbas.Israeli construction beyond the Green Line is considered by Palestinians the most significant impediment to a peace deal. The government approval last week of 1,400 new homes in the West Bank earned criticism from both coalition and opposition members, and was described by UN Secretary General Ban Ki-moon as “an obstacle to peace.”The Executive Committee noted in its statement that the pace of settlement construction has hastened during the negotiations with Israel, which began last July.PLO Executive Committee member Hanan Ashrawi has been pushing for a Palestinian international drive as early as last August, telling Palestinian Radio that it was a mistake not to begin the appeal before the recent round of negotiations got under way.Israeli experts are divided on the danger of unilateral Palestinian accession to international institutions. One Israeli official told The Times of Israel that Palestinians have managed to “hijack” UNESCO’s agenda and turn it into an Israel-bashing organ since joining the UN’s cultural organization in October 2011. Defense Minister Moshe Ya’alon lashed into US Secretary of State John Kerry and savaged US-led peace talks with the Palestinians in private conversations, according to a Tuesday report in a major Israeli daily.

The unsourced report in the Yedioth Ahronoth newspaper recounts Ya’alon lambasting the security proposals drawn up by Kerry as part of his peace plan as being “not worth the paper it is printed on” and something that won’t provide security for Israel.The report also quotes Ya’alon calling Kerry “inexplicably obsessive” and “messianic” in his efforts to coax the two sides into a peace agreement. Ya’alon said Kerry has “nothing to teach me about the conflict with the Palestinians.“All that can ‘save us’ is for John Kerry to win a Nobel Prize and leave us in peace,” the paper quotes him saying.A Defense Ministry spokesperson declined comment. In a reference to the Yedioth report, Ya’alon said Tuesday, “Even if there are disagreements between us and the Americans in our discussions, they shouldn’t overshadow our shared goals and interests.”Ya’alon, considered a defense hawk, has publicly expressed skepticism over plans for Israel to pull out of the West Bank, and firmly opposed an Israeli withdrawal from the Jordan Valley.

Speaking privately, Ya’alon said an American security plan that could ostensibly facilitate a safe withdrawal by Israel, and which calls for advanced electronic surveillance in the West Bank area instead of an Israeli military presence, would actually “ensure that Ben Gurion Airport and Netanya become a missile target,” which only “our continued presence in Judea, Samaria and the Jordan River” will prevent, according to the report.“What are you talking about?” Ya’alon was said to have directly retorted to assertions by Kerry recently that his security proposal would render Israel’s eastern border more tranquil that the US-Canada border. “You’ve given us a plan based on advanced technologies — satellites, sensors, war rooms with TV screens — but with no presence in the field of our forces. How is that technology going to help when a Salafist or an Islamic Jihad terror cell tries to attack Israeli targets?” Ya’alon reportedly wondered. “How are satellites going to quash the rocket-building industry that’s developing in Nablus and that will launch rockets at Tel Aviv and the center of the country?”He also hammered into Palestinian Authority President Mahmoud Abbas, saying his continued rule of the West Bank was only thanks to Israel.“The moment we leave Judea and Samaria he’s finished,” Ya’alon was quoted saying. “In practical terms for the last few months we’ve been holding talks not with the Palestinians, but with the Americans.”He also lamented that the Palestinians had yet to give up anything in the ongoing peace negotiations, while Israel had “released murderers,” a reference to a series of prisoner discharges in which 78 longtime Palestinian terror convicts have been freed in recent months. “Enough is enough.”In response, Justice Minister Tzipi Livni, who is managing talks with the Palestinians, spoke out in defense of Kerry and the peace efforts, saying they were being pushed by Washington “out of a deep understanding that this is in Israel’s interests.”“The negotiations are held in such a way that Israel’s interests are safeguarded, primarily its security. Those years, he has said, left him with the unshakable conviction that the Palestinians are unwilling to accept any sort of national Jewish entity alongside them and that ceding territory only served to encourage further aggression.In 2005, as chief of the IDF General Staff, Ya’alon made his opposition to the disengagement from Gaza known. Then-prime minister Ariel Sharon and defense minister Shaul Mofaz opted against granting him the customary fourth year in office and released him from service in July of that year, several weeks before the withdrawal.Kerry has made 10 visits to the region this year, shuttling between Israeli and Palestinian leaders to mediate talks.Recently, he has been pushing a framework agreement as part of his efforts to nudge Abbas and Netanyahu closer to a full treaty that would establish a Palestinian state alongside Israel.But the two sides have reportedly been at odds over almost every aspect of the core issues involved in a two-state accord. As part of a framework deal designed to keep the talks going past an April deadline, Kerry has been reportedly pushing Netanyahu to agree to negotiations on the basis of a Palestinian state to be established along the pre-1967 lines, with land-swap adjustments, and urging Abbas to recognize Israel as a Jewish state.Beyond these points, the two sides are said to disagree over security arrangements, border demarcations, and the fate of Jerusalem and Palestinian refugee demands under a permanent deal. Iran to seek S-300 substitute in Russia

Iran said it is sending officials to Russia to choose a substitute for the sophisticated long-range S-300 air defense missile system, which Russia said it would not deliver to Tehran.Iran’s Fars news agency reported Tuesday that National Security and Foreign Policy Commission chair Alaeddin Boroujerdi met with Iran’s ambassador to Russia to discuss possible replacements for the S-300 system.“A team from the defense ministry has left [for Russia] and another team is due to travel there again to discuss the issue,” the news agency quoted Defense Committee chairman Esmail Kosari as saying.One possible substitute suggested by the news agency was the Antei-2500 system, which does not fall under sanctions imposed on Tehran and is geared for use by ground forces — unlike the S-300, which is geared towards use by missile defense forces.

In 2010, Russia called off the sale of five S-300 missile batteries to Iran as part of an agreement worth $800 million.The two countries had signed the S-300 missile system deal in 2007, but it was canceled as part of UN Security Council sanctions against the Islamic Republic. The cancellation led to tensions between the two countries, including a $4 billion Iranian lawsuit against Russia.In November, Iran announced it had inaugurated a missile production plant aimed at improving the country’s air defense capabilities.Iranian Defense Minister Gen. Hossein Dehghan announced that the Sayyad-2 missile production facility would allow the Islamic Republic to hit helicopters, drones and other aerial targets at medium range. The solid fuel gives the missiles improved accuracy compared to liquid-fueled missiles, which make up the bulk of Iran’s air defense arsenal.Dehghan said scientists have also completed research on another missile system named Talash, or effort.A week later, Tehran said it successfully tested a new air defense system modeled after the US Hawk system during a drill in the country’s east. A senior Iranian official called the maneuvers a “slap” to America and Israel.Earlier reports said the new surface-to-air system is named “Mersad,” or Ambush. It is capable of locking a flying object at a distance of 80 kilometers and can hit from 45 kilometers away, state TV said.Tehran has been trying to set up a self-sufficient military program since 1992, putting an emphasis on air defense and naval power.Israel and the West have expressed concern in the past over Iran obtaining the state-of-the-art anti-aircraft missiles, as they could severely affect the outcome of an airstrike against Iran’s nuclear reactors. Israel has also urged Russia not to sell the S-300 system to Syria, where it could impact Israel’s air supremacy relating to both Syria and Lebanon.Israel and the US have not ruled out a military option against Iran’s suspect nuclear program, which the West fears intends to produce atomic weapons. Iran denies the charge, saying its nuclear program is for peaceful purposes only.

Meteor shower from Comet ISON?

The chance of meteors from Comet ISON is remote, but we might see something. Info here about when to watch and what to expect to see.

One of the exciting possibilities from last year’s erstwhile comet celebrity – Comet C/2012 S1 ISON – was that the comet might spawn a meteor shower, visible this month. Will it? Astronomers agree: the chance is extremely remote that we’ll see meteors from Comet ISON in January 2014. Still, nature can be unpredictable, and the sky often surprises us.
