Saudi Arabia Considers Nuclear Weapons After Iran’s Geneva Deal

• As Middle Eastern nations attempted to elbow each other aside in their efforts to offer encouraging statements about the recently-concluded nuclear talks between Iran and six world powers on Sunday, Saudi Arabia took its time. More than a day later the cabinet offered its own pallid take: “If there is good will, then this agreement could represent a preliminary step toward a comprehensive solution to the Iranian nuclear program.” Behind the gritted-teeth delivery there lurked an almost palpable sense of frustration, betrayal and impotence as Saudi Arabia watched its foremost foe gain ground in a 34-year competition for influence in the region.

As discussions leading up to the historic agreement in Geneva unfurled over the past several months, Saudi did its utmost to express its discontent, lobbying behind closed doors for greater restrictions on Iran’s nuclear program and rejecting at the last minute a long-sought seat on the United Nations Security Council. Saudi officials even threatened to get their own nuclear weapons; just before the talks concluded the Saudi Ambassador to London, Prince Mohammed bin Nawaf bin Abdulaziz, told The Times of London: “We are not going to sit idly by and receive a threat there and not think seriously how we can best defend our country and our region.”“It’s as if Saudi Arabia and Iran suddenly traded places,” marvels Riyadh and Istanbul-based Saudi foreign affairs commentator Abdullah Al Shamri. “Now [U.S. President] Obama and [Iranian President] Rouhani are talking on the phone while their foreign ministers shake hands, and it’s Saudi Arabia that is throwing the temper tantrums at the U.N., shouting about nuclear weapons and trying to show the world that they are angry.”Saudi Arabia’s frustration with the Iranian deal has little to do with nuclear weapons, and everything to do with insecurity, says F. Gregory Gause III, a professor of Middle East studies at the University of Vermont. “It comes from a profound and exaggerated fear that a nuclear deal with Iran is a prelude to an American-Iranian geopolitical agreement that in essence leaves Iran as the dominant power in Lebanon, Syria and Iraq.” The U.S., of course, is unlikely to turn the keys to the region over to Iran anytime soon, but the Saudis are not entirely wrong in thinking the Obama Administration wants to disengage from the region, says Gause. The U.S. “backed off in Syria, it’s not taking an active role in Iraq, and it does want better relations with Iran.” From this, he says, the Saudis have pieced together a convincing narrative of abandonment that is causing them to lash out in unpredictable ways.As the first round of nuclear talks got under way on Nov. 7 in Geneva, select leaks to the Western media suggested that Saudi Arabia was planning to buy nuclear weapons from Pakistan. A month before, former Israeli military intelligence chief Amos Yadlin told a conference in Sweden that if Iran got a bomb, “the Saudis will not wait one month. They already paid for the bomb, they will go to Pakistan and bring what they need to bring.”There may be truth to Yadlin’s comments. Saudi Arabia has backed and at times helped fund Pakistan’s nuclear program, according to proliferation experts. (The program became public in 1998.) That doesn’t mean that acquiring a nuclear bomb is as easy as shipping it across the Arabian Sea. Saudi, as a signatory to the Nuclear Non-Proliferation Treaty, would risk global reproach, possible sanctions and the launch of a regional arms race if it had its own bomb. A more likely scenario, says Gary Samore, Obama’s former arms control advisor and Director for Research at the Belfer Center for Science and International Affairs at Harvard University, would be some sort of pact that could see Pakistani nuclear weapons moved to Saudi Arabia. “Even if U.S. diplomacy fails and Iran gets nuclear weapons, Pakistan isn’t just going to hand over nuclear weapons; it’s more likely that Pakistan would station forces in Saudi, and those forces will have the ability to deploy nuclear weapons from Saudi soil,”­— much like American troops are able to do in Europe, with out contravening those country’s non-proliferation treaties.Still, such a pact would have significant drawbacks, points out Gause. Pakistan may not be willing to attack its neighbor Iran for fear of repercussions, and it would be a death-knell for the U.S.-Saudi friendship. “In terms of putting at risk relations with the United States, a Pakistani nuclear pact would be the most provocative Saudi foreign policy decision since the 1973 oil embargo,” says Gause.  That might serve Saudi pique at being sidelined by its old ally America as that ally pursues a lasting deal with Iran, but it would be ultimately self-defeating. Better for Saudi in the long run would be a deal that brings Iran closer to the U.S., and further from a bomb.

TEHRAN  — Iranian President Hassan Rouhani said Israel had become isolated after his country and world powers reached a historic deal on Tehran’s nuclear program.In a Tuesday interview with state TV marking his first 100 days in office, Rouhani said that the tables had been turned on those who tried to turn Iran into a pariah state.“Many were trying to isolate Iran, but who is isolated today? Our enemies are in fact isolated,” he said, according to a translation by semi-official Press TV.He did not refer to Israel by name, but used language — “an illegitimate, occupier regime” — commonly used to describe the country, Iran’s arch-enemy.

Israel has repeatedly criticized the deal and called it a “historic mistake.”The six-month bargain includes greater access for UN inspectors to Iran and a cap on the level of uranium enrichment, in exchange for eased sanctions.Rouhani touted the deal as a turning point for the Islamic Republic.“World powers have recognized Iran’s nuclear rights,” he said, according to the Financial Times. “The confirmation from the great powers is of huge value.”He added that the agreement had broken the sanctions regime.“The centrifuges are functioning now and the people’s economic conditions will also get better,” he said, according to a translation posted by the state-run IRNA news site.Rouhani now faces the task of selling the deal to skeptics and hard-liners.

The Prospect of World War Three

Let me begin by saying that the deal the U.S. struck with Iran on November 24 is so criminally stupid that mobs with torches and pitchforks should be surrounding the White House and Department of State demanding that the President and Secretary of State resign.
How many times does the United States have to make really bad deals with really bad nations? And then call it progress!
In 1994, former President Clinton announced that a deal with North Korea had agreed to “freeze the major elements of its nuclear program.” A new round of talks was scheduled—in Geneva—to dot the i’s and cross the t’s. Virtually the same language was used by President Obama in his late evening announcement of a fundamentally useless, but extremely dangerous agreement with Iran.
Worse than accepting Iran’s deception, it is as if Obama knew nothing of the North Korean deal that subsequently resulted in its development of a nuclear weapon despite some costly bribery exacted for promises it never intended to keep. The worst part of this is Obama’s deception of Congress and the American people. Efforts to grant Iran the status of a new nuclear power had been secretly going on for a year behind the back of Congress.
On hearing of the deal, Rep. Mike Rogers said “That’s the one thing the whole world was trying to stop them from doing,” referring to the permission granted to continue enriching uranium. “We made this mistake in Pakistan. We made this mistake in North Korea. History is a great judge here and great teacher. Why would you make the same mistake to a nation that will proliferate a nuclear arms race in the Middle East if they are successful at getting a nuclear weapon?”
It is important to keep in mind that not just the U.S. is a signatory to this agreement, but also the United Kingdom, Germany, France, Russia and China. It was facilitated by the European Union. The lessons of history were totally ignored. The sanctions imposed by the United Nations on Iran were ignored.
For years many have taken comfort in the knowledge that, in the past, Israel destroyed the nuclear reactors that were being built in Iraq and more recently in Syria. An attack on Iran’s nuclear facilities was assumed to have the support of U.S. military power in the event that Iran would retaliate either directly or through its terrorist proxies, Hezbollah in Lebanon and Hamas in Gaza.
It is clear now that Obama has abandoned Israel as well as Saudi Arabia which also regards Iran as its enemy. Obama has embraced America’s enemy since the Islamic revolution in 1979. He has not brought us closer to peace. He has brought the world closer to World War Three.
I am not a military strategist, but one need not be to understand Israel’s peril or the limits on its ability to attack Iran’s nuclear facilities, many of which are underground or heavily defended.
Here are some comparisons:

• Iran has a population of 78,868,711. Israel has a population of 7,765,700.
• Of these, those fit for military service are 39,556,497 in Iran and 2,511,190 in Israel.
• Comparing active military personnel, Iran has 545,000 and Israel has 187,000.
• Iran has 650,000 in military reserves. Israel has 565,000.
• Iran’s annual defense budget (in USD) is $10,687,000,000 and Israel’s is $15,209,000,000.

The comparison of their military capabilities is equally daunting. A sobering analysis is offered on the website of the Jewish Virtual Library.Even if Israel were to attack Iran’s nuclear facilities, it would also have to fend off massive rocket attacks from Hezbollah and Hamas.What defies Obama’s reasoning is Iran’s long history of attacks on the West. It has specialized in taking hostages, initially in Lebanon from 1984 through 1992. It seized the American embassy in 1979 and held American diplomats for 444 days. It holds an American cleric as this is being written.In 2011, the U.S. discovered that Iran had conceived and funded a plot to assassinate Saudi Arabia’s ambassador to the U.S. in Washington, D.C. At the time, the State Department said that the thwarted plot “underscored anew Iran’s interest in using international terrorism—including the United States—to further its foreign policy goals.”Obama’s ability to thwart Iran’s nuclear ambitions and its intent to become a Middle East hegemon through diplomacy does not exist.A race to acquire nuclear arms has begun in the region where Israel and Pakistan already have them, as does India and China. Obama adviser urges Israel not to strike at Iran

The US on Tuesday urged Israel not to strike at Iran so long as the international community’s diplomatic efforts to resolve the crisis over Tehran’s rogue nuclear program continue.Speaking two days after world powers signed an interim deal with Iran in Geneva, and in the wake of blistering criticism of the deal from Prime Minister Benjamin Netanyahu, President Barack Obama’s close aide and deputy national security adviser Ben Rhodes encouraged Israel to give the negotiations a chance, and warned that military action could be counterproductive.Asked in an interview with Israel’s Channel 10 news whether the US was asking Israel to refrain from launching military action to thwart Iran’s march to the bomb, Rhodes said first that “Israel’s a sovereign nation and will make its own decisions about its self-defense.”He went on, though, to set out the US argument to Israel for refraining from military action: “Our case to Israel will be: Let’s give the negotiations a chance to succeed. A military strike has no guarantee of eliminating the nuclear infrastructure or what they [the Iranians] already know how to do, and could incentivize them to break out” to the bomb.

Rhodes said the US was keeping its own military option on the table, “but we want to see if we can get this done diplomatically.” It was clearly preferable, he said, to thwart Iran without a resort to force, “at the negotiating table.”Still, he added again, “the prime minister of Israel has to make his own decisions.”

Rhodes acknowledged that the relationship between the US and Israeli leaderships over the handling of the Iran crisis was in one of its more strained periods, but said there had been “ups and downs” in the past and he was confident that the two sides would “weather” the storm.He also said the administration did not consider that “the time was right” for Congress to impose new sanctions on Iran. Among other factors, such a move could divide the P5+1 countries, Rhodes claimed. Still, he noted, “Israel can express its view, of course, as a sovereign nation.”Rhodes said he thought it unlikely that Iran would be stripped of all elements of its nuclear activity in the way that Libya had been. In separate comments to Channel 2 news, he also said that, in a permanent accord, provided Iran met all of the international community’s concerns over its program, it might be allowed to retain “a limited enrichment capacity.”

OVDA AIR BASE, southern Israel — One day after the Israeli military option against Iran was likely frozen along with the Iranian regime’s march toward a bomb, the Israel Air Force on Monday hosted its first multilateral air drill, Blue Flag, fighting a common enemy along with the US, Greece and Italy.Standing alongside an F-16 together with the ambassadors of Italy and Greece, US Ambassador to Israel Dan Shapiro said that the joint exercise offers “the opportunity to drill real world scenarios so that in the event we would have to operate together we have the ability to do so.” He also took pains to clarify, however, that “Blue Flag is pretending realistic training scenarios, [and is] not tied to any specific events.”The Israel Air Force has been drilling extensively in recent years for the possibility that it will be called upon to strike Iran’s nuclear facilities. Blue Flag, Shapiro was making plain, is emphatically not part of any such preparation.

The ambassadors, pilots and IAF commanders were careful, indeed, not to discuss Iran’s nuclear program, the interim deal reached early Sunday morning in Geneva, and the glaring differences of opinion between Washington and Jerusalem.

Instead, it was all aeronautics and niceties. A senior IAF officer, who was not cleared to speak with his name and rank, said the drill, which shut down two-thirds of Israel’s skies and included 60 fighter aircraft in the air, simulated a multilateral strike against an enemy country equipped with a modern air force, an active air defense and aerial terror capacities.Israel, this officer said, is very different than Europe in that there is ample space to fly low to the ground and to drop live ordinance. As opposed to the US, he added, a leisurely left or right turn from Ovda Air Base, in the southern corner of the Arava desert, would put a pilot in Egyptian or Jordanian air space.“Just getting 60 airplanes up in the air, off of three runways, in English, is already complicated,” he said.The Blue Flag drill, which the IAF called “a strategic asset for both the IDF and the Western world,” is the largest international air drill ever held in Israel. Lasting two weeks overall, it moved into the joint aerial training stage on Monday, which features two sorties per day for four days and places a different commander at the helm of each mission. “That way we see the solution that each commander provides,” said the senior IAF officer.

He said that one lesson the IAF has already adopted as a result of these sort of drills, which Israel began joining in earnest only during the last decade, was in vocabulary. In the past, he said, Israeli pilots, a loquacious bunch in his rendering, would spend far too much time over the airwaves describing incoming enemy aircraft. Describing one low and one high and one on either flank could take 30 seconds of air time, he said.“You know how the Americans describe that?” he asked several reporters. “Champagne.”Planes coming in a straight line, he added, are reported simply as “Ladder.”The IAF, he said, has recently adopted the “entire American dictionary” of radio call signs.Noting Israel’s cooperation with Greece, the senior officer said that, despite all, he missed Israel’s cooperation with Turkey. “I’d be very, very happy to go back to those training drills in Turkey,” he said, referring to the NATO member’s Anatolian Eagle drill from which Israel has been barred in recent years amid strained bilateral relations.A US F-16E fighter pilot, in from a base in the UK, praised the Israeli pilots as “great aviators.” The biggest challenge, though, said Captain Bara, who gave only his call name, “is how to communicate effectively.”He meant while flying at 1,000 mph in a tight formation. But the observation, in today’s fraught, Iran-overshadowed military and political climate, holds true across the board.

On Monday two US B-52 bombers flew through airspace claimed by China on Saturday as an "air-defense identification zone." The area includes a highly sensitive disputed island chain claimed by Japan and China, as well as Taiwan.A US official on Tuesday confirmed that the two bombers, which flew from and returned to Guam on a routine exercise, did not identify themselves as per China's new demands, reports CNN. Unusual ice circle forms in North Dakota river

(AP) — When George Loegering saw a large spinning circle of ice in the Sheyenne River while out hunting with relatives, the retired engineer couldn't believe his eyes."At first I thought, no way! It was surreal," Loegering, 73, said Tuesday of the large ice disk he witnessed Saturday. "You looked at it and you thought, how did it do that?"Then his engineering background kicked in. He calculated the disk's diameter to be about 55 feet, took photos and videos of it and then turned to the Internet for more information about what he, his brother-in-law and nephew had seen."It's not an unknown phenomenon, but it is relatively rare," said Loegering, who lives in rural Casselton, about 20 miles west of Fargo.Allen Schlag, a National Weather Service hydrologist in Bismarck, and Greg Gust, a weather service meteorologist in Grand Forks, said a combination of cold, dense air last weekend and an eddy in the river likely caused the disk.
"It's actually quite beautiful," Schlag said.

The cold, dense air — the air pressure Saturday in nearby Fargo was a record high for the city for the month of November, according to Gust — turned the river water into ice, but since the water was relatively warm it didn't happen all at once. Floating bits of ice got caught in the eddy and started to spin in a circle."It's not a continuous sheet of ice," Schlag said. "If you were to throw a grapefruit-size rock on it, it would go through. It's not a solid piece of ice — it's a collection of ice cubes."Loegering said the spinning disk had frozen up but was still visible in the river."I'm not sure how long it was there (spinning)," he said. "It had to be quite a long time. If you look at the picture, you can see growth rings on the disk."Schlag said he was surprised by the size of the ice circle, which he said would be more likely on a larger river such as the Missouri.

The Taking of America One Two Three

In late 1974, the movie The Taking of Pelham One Two Three, based on a novel of the same name, was released. The main plot involves four men, using colors as codenames, boarding the subway at Pelham station in New York at 1:23 pm., (hence the name) where they ultimately take a subway car full of hostages. They demand one million dollars or they will begin killing hostages.

Today, America appears to be in a similar position. The United States is that subway car and we, as citizens, are the hostages under the control of a small group of people. The difference, however, is that our intended fate will be decidedly different than the hostages in the movie. Our captors simply want us dead.
It is interesting to note that earlier that same year, an article appeared in the Council on Foreign Relations quarterly publication Foreign Affairs titled “The Hard Road to World Order.” It was written by Richard N. Gardner who wrote the following:

“In short, the “house of world order” will have to be built from the bottom up rather than from the top down. It will look like a great “booming, buzzing confusion,” to use William James’ famous description of reality, but an end run around national sovereignty, eroding it piece by piece, will accomplish much more than the old-fashioned frontal assault. Of course, for political as well as administrative reasons, some of these specialized arrangements should be brought into an appropriate relationship with the central institutions of the U.N. system, but the main thing is that the essential functions be performed.”

To fully appreciate and understand the context very last scene of the 1974 version of the movie, one must watch the entire film. So it is with the current events taking place in America today. You will not understand the context of certain events taking place without seeing the entire picture, or the “big picture.” CFR member Richard Gardner, who joined the Columbia faculty in 1957 and was a professor at Columbia Law School through 2012, the alma mater of Barry Soetoro, a/k/a Barack Hussein Obama, provides an overview of sorts for “The Taking of America One Two Three” in his 1974 article.
Nonetheless, let’s look further into “The Taking of America One Two Three.”
Plot summary (Caution: contains spoilers)
Against the backdrop of a Constitutional Republic known as the United States, the story begins by a rapid historical recap of the founding of a nation, the creation of an immutable document known as the Constitution of the United States and the Bill of Rights, and slows in the early years of twentieth century. Then a small group of powerful men, aided and abetted by government insiders and the press, conduct an “end around” our national sovereignty and capture the nation’s economy through the creation of central banks and an income tax that lines the pockets of the bankers, despite reports to the contrary.This same group, operating under the codename “The Committee of 300” as meticulously documented through the extensive research of Dr. John Coleman,  becomes more entrenched in nearly every aspect of American government and society. Through their wealth and power, they influence U.S. politics to the extent that U.S. presidents are first selected before they are elected, as are the Secretaries of State appointed by each president. This “Committee of 300” creates and nurtures sub-organizations, such as the Council on Foreign Relations, the Trilateral Commission, and many others. Like a destructive virus, these cretins infect the host bodies of our political, financial, corporate, religious and societal institutions. This infection causes national immunodeficiency, or the state in which our national immune system, the U.S. Constitution, is compromised.
Political leaders who associate themselves with the right-left paradigm enter the scene dressed as physicians, posing as knowledgeable and helpful saviors, pretend to treat this national infection. (Note: the audience who has seen the plot from the beginning and read the book on which the movie is based realize that these leaders are the actual captors. They know the history, and are not fooled. Others in attendance are fully entranced by the action onscreen and don’t understand the twists and turns of the subplots).The film speeds through the world wars and police actions, the assassination of JFK, the Watergate “scandal,” and begins to become more intense with scenes from the opening shots of Desert Storm, the passage of the NAFTA and GATT treaties, the repealing of the Glass-Steagall Act and the related consequences, and stops momentarily on September 10, 2001. At that point, Secretary of Defense Donald Rumsfeld is shown announcing that $2.3 trillion of the defense department budget cannot be accounted for, followed by scenes of the carnage the following day.From there, scenes of attacks against Afghanistan and Iraq play out under George W. Bush, who happens to be the son of former President George H.W. Bush. Amid the main plot are numerous complex subplots that relate to previous scenes, ultimately progressing to one of the leading characters being selected and ostensibly elected as the 44th president of the United States under mysterious circumstances.
This character is double-billed as Barack Hussein Obama and Barry Soetoro, a man of questionable eligibility to hold the office under Article II, Section I, Clause 5 of the U.S. Constitution. An investigation into this character’s constitutional eligibility is thwarted at every turn by individuals in power, taking their orders from the now fully functional shadow government answerable to the global elitists, previously billed as “The Committee of 300.” Even the “good guys” clamor that this character’s eligibility is nothing more than a distraction, and soon convince many that they are racists, bigots or at the very least, conspiracy nuts for even mentioning this character’s origins.But it’s not just the origins of this character that is of concern, but his allegiance to the United States. The importance of this problem becomes much clearer as this Soetoro/Hussein character surprises even his earlier supporters by continuing an aggressive war posture, increasing domestic surveillance, and generally running the country by fiat.The final scenes of the movie are tense, where the Obama/Soetoro character is shown filling his inner circle with Marxists and Islamic terrorists, nationalizing a large portion of the country’s economy and consolidating immense power by overseeing the implementation of national health care, purging the military, expanding national surveillance, equipping a federalized army with billions of rounds of ammunition, destabilizing the Middle East, and pushing for a U.S. Senate rule change that effectively permits a coup of the judiciary. Meanwhile, much of the supporting cast, many dressed in white hats and appearing to oppose this increased tyranny, are exposed for who they are and their allegiance to a globalist agenda through their associations with “The Committee of 300” and its associated groups.There is cinematic chaos as scenes of various twentieth century tyrants flash across the screen between scenes of Obama/Soetoro gradually being elevated to the position of a tyrant himself. Film directors Henry Kissinger, Zbigniew Brzezinski, and George Soros surprise audiences by cameo appearances.As the camera pans to various individuals in power, political pundits, and members of the media, special effects and graphics are used to reveal their true allegiance, either as unwitting dupes or willing prostitutes in the employ of the shadow government.By then, it’s too late. The subway car is shown screaming down the tracks as helpless onlookers begin to weep for those aboard. Before fading to black, a “remnant” of individuals suddenly emerge from the crowd, breaking free from their trance-like states to save those aboard. There is acrimony and chaos as the main cast members, many believed to be on the side of the good and righteous, attempt to stop this group of men from saving the subway car, using every tactic available to the shadow government.But is it really too late?Genre: Nonfiction; playing at locations all across the U.S.

Angola Becomes 'First Country to Ban Islam'

The African nation of Angola has reportedly become the first country to ban Islam and Muslims, reports On Islam. Concerning the ban, Angolan President Jose Eduardo dos Santos said Sunday "this is the final end of Islamic influence in our country."Angola's ban was first announced last Friday, when Angolan Minister of Culture, Rosa Cruz e Silva said "the process of legalization of Islam has not been approved by the Ministry of Justice and Human rights, their mosques would be closed until further notice."India Today reports Silva's statement was made at the 6th Commission of the Angolan National Assembly, and that the ban includes orders to demolish mosques in the country.Silva reportedly said the ban was necessary since Islam is "contradictory to the customs of Angola culture."Angola's population of 16 million is predominantly Christian, with only 80,000-90,000 Muslims, the majority of whom are migrants from West Africa and families of Lebanese origin, according to the US State Department.The crackdown on Islam comes as Christians in the Middle East are being forced from Muslim countries.Former Israeli Ambassador to the US Michael Oren noted in 2012 that the Christian population in the Middle East dropped from 20% a century ago to 5% currently amid ongoing persecution of Christians by Muslims.Oren noted in Egypt 200,000 Coptic Christians fled their homes in 2011 amid anti-Christian violence during the "Arab spring" uprising that toppled dictator Hosni Mubarak.In 2012 Saudi Arabia's top Muslim leader, Grand Mufti Sheikh Abdulaziz Al al-Shaikh, issued a fatwa (religious decree) to demolish all churches on the Arabian peninsula.Particularly in Africa, analysts have commented that Islamist forces have been killing and expelling Christians largely with negligible international criticism.Aside from Islam, other religions that have not been legalized will face similar measures in Angola. The non-legalized religions on the list "published by the Ministry of Justice and Human Rights in the Angolan newspaper 'Jornal de Angola' are prohibited to conduct worship, so they should keep their doors closed," said Silva.The Minister of Culture added that there is a legalization process through which over a thousand religious sects are currently applying.

Berlin - Germany's upcoming government will not change its eurozone policy, but wants more powers for the bloc's foreign service and a "special relationship" with Russia, according to a draft coalition agreement to be signed off on Wednesday (27 November).The 177-page document lists all domestic and foreign policies to be implemented by the new "Grand Coalition" led by Chancellor Angela Merkel.Few changes are foreseen on the euro-crisis front, despite input from the Social Democrats. Germany is to remain an "anchor of stability" in the eurozone, promote EU integration and "social fairness."But the Social Democrats are backing Merkel and her hawkish finance minister Wolfgang Schaeuble - who is likely to retain his post - in their stance that debt should not be shared across the euro-area and that each country should be liable for itself.
Fiscal discipline remains a priority, even if combined with a vague promise of "European solidarity and democracy.""National budget competence and supranational, joint liability are incompatible," the draft reads.
Any loans from the eurozone bailout fund (ESM) can only be disbursed if the stability of the eurozone is endangered and if the Bundestag agrees. And only in return for "reforms and strict measures to consolidate budgets in the recipient countries."The new government will continue to promote Merkel's plan to have binding contracts for all eurozone countries with the EU commission in order to boost their competitiveness, reduce their deficits and debt - all in return for "solidarity."In order to strengthen the democratic legitimacy of EU institutions, the new German government is in favour of a strong European Parliament combined with close cooperation with national parliaments."The EU commission needs a tight and efficient college with clear competences for the commissioners," the draft reads.The idea of EU referendums, floated in earlier working papers, is no longer mentioned. But the current draft does insist that the EU should only act where needed.
"The EU should focus primarily on big tasks for the future - this is where we need a strong, democratic and decisive EU."

More powers for Ashton's successor

The new German government promises to table new initiatives on "strengthening and deepening" EU foreign policy after the December summit, which should touch upon these matters."The EU council should deal once a year at the level of heads of state and government with matters of foreign policy, security and defence," the draft reads.The new coalition government wants to strengthen the post of the High Representative for foreign and security policy, currently held by Catherine Ashton. With her mandate coming to an end next year, Germany wants to improve the way her diplomatic service (EEAS) reacts to and seeks to prevent crises.
EU ambassadors abroad should focus more on "functional" rather than "representative" tasks. Foreign policy, trade and development aid should also be "better linked" and decided in closer cooperation between the EU commission and the EEAS."We are in favour of further linking civilian and military instruments of the EU and improving military capacities for crisis prevention and conflict resolution," the draft reads.The EU should only intervene in its geographic neighbourhood, while conflicts further afield - a hint at Afghanistan or Mali - should be left for other regional organisations like the African Union.Drones - a tool used by the German military in Afghanistan - will continue to be used and the new German government wants to "push forward the European development of unmanned aerial vehicles."The new government also backs a controversial law allowing drones to fly in EU airspace and wants it introduced as soon as possible.

Enlargement

Germany continues to support enlargement in the Western Balkans, as long as the accession criteria are "strictly" met.Turkey continues to have an "open-ended" negotiation process with the EU, according to the German draft."In Turkey itself there is a discussion about the EU membership question. If the EU does not have the capacity for a new enlargement or if Turkey will not be able to respect all its membership commitments, a way needs to be found to keep Turkey as close as possible to the EU structures and further develop its privileged relationship with the EU and Germany."

Russia

The Eastern Partnership - a policy initiative for the six countries on EU's eastern fringe - Ukraine, Moldova, Belarus, Georgia, Armenia and Azerbaijan - only has one paragraph in the Germam coalition agreement saying that association, free trade agreements and visa facilitation deals are the "best instruments" for them.
By contrast, Russia has almost a page in the draft document in a sub-chapter with the title "open dialogue and broader cooperation with Russia."It combines calls for modernising the Russian state with a push for EU visa freedom for Russian businessmen, scientists, civil society activists and students.The new German government wants to push for "more coherence" in EU's policy towards Russia. With Poland involved in a special three-way dialogue with Germany and Russia, the Grand Coalition pledges to "take into account the interests of our common neighbours" when dealing with Russia.In this context, they count on Russia to make some headway in solving the frozen conflicts in the eastern neighbourhood, "expecting progress" in particular the splinter region of Transnistria where Russian troops are massed on the Moldova-Ukrainian border.

Livni: Peace with Palestinians means ‘new front’ with Arabs against Iran

Now that an interim nuclear deal with Iran has been signed, Israel must achieve a final status agreement with the Palestinians quickly in order to present a “new front” with Arab countries against the threat of an Iranian nuclear weapon, justice minister and chief peace negotiator Tzipi Livni said on Monday.The international deal with Iran, announced over the weekend, was “far from perfect” but was already a fait accompli, Livni said, speaking in the Knesset to a gathering of the Knesset Caucus to Resolve the Arab-Israeli Conflict. Israel must do all that it can to prevent the deal between world powers and Iran from becoming a permanent arrangement in which Iran will remain a nuclear threshold state, she added. This meant Israel must maintain good relations with the US despite the two allies’ differences on resolving the Iran crisis.The Geneva deal gives the West and Iran six months to come to a permanent agreement on Iran’s nuclear program, Livni noted, “which is also what is left for negotiations with the Palestinians, based on the nine-month formula to achieve a final status agreement.”These two issues are “critical and crucial” for Israel’s future, and are not isolated from each other, Livni said. If “we solve the conflict with the Palestinians and reach an agreement, we can create a strong and significant new front with Arab countries against Iran,” the justice minister predicted.Without solving these issues, Israel is in danger of becoming an “isolated state” whose “Jewish and democratic character” is under threat, she said.In her address, Livni also praised the recent election of Isaac Herzog as Labor Party chair and the new leader of the opposition. By electing Herzog, Labor “chose not to ignore diplomatic issues,” Livni said in a reference to former Labor leader Shelly Yachimovich’s focus on socioeconomic issues during the parliamentary elections last January. Livni called on the new Labor leader to join in an “ideological covenant” to advance the two-state solution, even if Labor continues in the opposition.

The interim deal signed between Iran and the West, announced early Sunday morning in Geneva and heavily criticized by Israeli officials, stipulates an easing of economic sanctions against Iran in exchange for restrictions on and increased oversight of the Islamic Republic’s nuclear program for a six-month period leading to a final agreement.

Bereaved parents sent a letter to Prime Minister Binyamin Netanyahu Monday protesting the invitation of Palestinian Authority (PA) Chairman Mahmoud Abbas to speak at the Knesset. "We have heard that to our sorrow, you have called Palestinian Authority leader Mahmoud Abbas to speak in Jerusalem at the Knesset - as if you liberating convicted terrorists was not enough," the letter reads.Bereaved parents protested en masse last month, when Netanyahu released convicted terrorists and murderers back to civilian areas in PA-controlled parts of Judea and Samaria as a precondition to negotiations.Almagor not only facilitated the protests - which included both a mass demonstration outside of Israel's Ofer Prison but also a highly publicized demonstration outside of US Secretary of State John Kerry's hotel room - but also submitted a petition to the High Court refuting the legality of the decision. That petition was ultimately rejected. "You are now breaking our hearts again," the letter continues, "by inviting the man who demanded their release, and who raises these terrorists up as nationalist heroes of the Palestinian people." The letter goes on to deride the move, claiming that it gives PA officials unnecessary and unwarranted status. The parents also emphasize their dedication to protesting the move, insisting that if Mahmoud Abbas comes to the Knesset, "we will be there in the name of morality and justice."  "We will block him ourselves, with our bodies," the statement affirmed. "On the day he gets to Jerusalem, heaven forbid, we will be there to [physically] block the Knesset,  just as we did with many other [demonstrators] when Arafat wanted to go to Jerusalem." "If Mahmoud Abbas is received by the Knesset, it will be like dancing on the blood of the terror victims who were murdered by his people," the letter concludes. Netanyahu orders continued talks with EU over funding crisis

Prime Minister Benjamin Netanyahu on Monday instructed senior officials to continue negotiations with the European Union over a multimillion euro research partnership at risk because of Brussels’ opposition to settlement expansion.Earlier, the prime minister convened an emergency meeting to discuss the deepening rift with the EU over the matter.Deputy Foreign Minister Ze’ev Elkin, Economy Minister Naftali Bennett, Science Minister Yaakov Peri, Education Minister Shai Piron and National Economic Council chief Eugene Kandel met with Netanyahu to discuss a growing crisis in talks with the EU over the latter’s Horizon 2020 scientific cooperation program.If signed, the partnership with Belgium would fund Israeli research institutes and high-tech companies to the tune of hundreds of millions of euros over the next few years.But new directives by the EU limit cooperation to Israeli projects within the Green Line.According to Haaretz, Brussels rejected a number of proposals put forward by Israel to allow transferring funds from the Horizon 2020 initiative to projects over the Green Line.Senior Economy and Science Ministry officials said that if Israel doesn’t sign the agreement in the coming weeks, it will miss out on most of the funds.The European Parliament earlier this week formally approved Horizon 2020, the European Union’s funding program for research and innovation for 2014 through 2020, and EU state ministers are set to approve and finalize the plan in the coming weeks. Despite being outside Europe, Israel was invited to join the initiative.

According to senior officials, requests for grants have a higher likelihood of being approved if submitted in the first 10 days, Haaretz reported.EU guidelines published in July mandate a denial of European funding to, and cooperation with, Israeli institutions based or operating over the Green Line, and a requirement that all future agreements between Israel and the EU include a clause in which Israel accepts the position that none of the territory over the Green Line belongs to Israel.Jerusalem fiercely rejected the directive, saying it refuses to sign any further agreements with the EU that include such clauses, and threatened to cancel its participation in Horizon 2020. US pastor outraged to see Bible classified as science fiction at Costco

A Protestant pastor in California protested after he saw copies of the Bible catalogued as “fiction” in supermarket giant Costco

Mauro Pianta Turin Caleb Kaltenbach will at the very least be changing supermarkets. A few days ago, Kaltenbach, who is a pastor at the nondenominational Discovery Church  went to do his shopping at US supermarket chain Costco in Simi Valley, California, and saw something that really did not sit well with him. He came across a number of copies of the Bible in the supermarket’s science fiction section. “Each copy had a sticker that said: “$14.99 Fiction,” Kaltenbach said.The pastor claims he made several attempts to speak with the store managers but had no luck. He decided to take a photo and publish it on Twitter.“People are pretty shocked and upset,” Kaltenbach said. “We are supposed to be living in an era of tolerance, but what Costco did doesn’t seem too tolerant.” The pastor added that no one is forcing Costco staff to believe but they should respect those who do. The book could have been labelled as “religion”.Kaltenbach said the store never apologised and its executives did not wish to comment on the incident. They just put it down to a “human error at the warehouse.”

Warsaw climate talks end in new timetable

BRUSSELS - Climate delegates from around 200 governments in Warsaw pieced together a last minute deal on a timetable to cut greenhouse gas emissions.The agreement, reached in the early hours of Sunday (24 November), gives nations around a year to put together their individual goals to cut damaging emissions.
The target is to limit global temperature increase by 2 degrees Celsius above pre-industrial levels in order to prevent dangerous climate change.The delegates also agreed to set up a so-called Warsaw International Mechanism to help poorer nations cope with rising sea levels, droughts, floods and desertification.But complications pushed the negotiations into overtime as richer nations, along with the EU bloc, opposed committing any new money into the mechanism.The decisions mean the upcoming global agreement on climate change in Paris in 2015 is reportedly still on track although pro-environment NGOs and some poorer nations say the Warsaw conference lacked ambition."Warsaw has set a pathway for governments to work on a draft text of a new universal climate agreement, an essential step to reach a final agreement in Paris, in 2015," said the Polish host, former minister of environment, Marcin Korolec.The final agreement in Paris is set to replace the defunct Kyoto Protocol and would enter into force in 2020.The Kyoto Protocol only required the most developed countries to curb carbon emission output. The United States refused to sign on because rapidly emerging economies like China and India did not have to take part.Meanwhile, Australia and Japan at the Warsaw convention both backtracked on previous commitments to cut their carbon emissions, upsetting pro-environment NGOs and poorer nations. On top of this, demands by emerging economies like India are said to jeopardize the 2 degree Celsius threshold.“Instead of taking steps forward, countries have dug themselves further into their trenches,” said Dutch Green MEP Bas Eickhout.The EU, for its part, welcomed the agreement as a step forward in the international fight against climate change.“For sure there will be faster and less bumpy ways to Paris but now the journey has started,” said the European Commissioner for climate, Connie Hedegaard, in a statement.The two-week long convention of the annual meeting of the United Nations Framework Convention on Climate Change had started on the tail end of a massive typhoon in the Philippines, which killed up to 4,000 people and affected 13 million.Scientists and pro-environment NGOs say the world is set to experience more intensive weather patterns as nations continue to burn fossil fuels.Leading climate scientists in September at the Intergovernmental Panel on Climate Change (IPCC) noted, with 95 percent certainty, that man-made greenhouse emissions have a negative impact on climate.

Interim deal on Iran splits Congress on new sanctions

AIPAC says new economic penalties must be levied so that Tehran will face ‘immediate consequences’ if it reneges on deal

WASHINGTON (JTA) — They want to brandish a new stick against Iran, but hawks in Congress aren’t going to use it — yet.For all the disappointment they expressed following the deal on Iran’s nuclear program, skeptics in Congress appear to be willing to give the agreement brokered by the Obama administration space to breathe — albeit with tough new punitive measures in place should Iran fail to live up to its end of the bargain.“I will continue working with my colleagues to craft bipartisan legislation that will impose tough new economic sanctions if Iran undermines this interim accord or if the dismantlement of Iran’s nuclear infrastructure is not underway by the end of this six-month period,” US Sen. Mark Kirk (R-Ill.), a leader in passing Iran sanctions, said after the deal’s announcement on Saturday night.That’s a shift from pre-deal statements in which Kirk was leading an effort to push through new sanctions not conditioned on the outcome of talks between the United States and other world powers and Iran. Proponents of a tougher line against Iran say the sanctions talk wasn’t an empty threat and helped shaped the outcome of the interim deal. Moreover, Congress is not dropping the stick: Kirk and Sen. Robert Menendez (D-N.J.), the chairman of the Senate Foreign Relations Committee, are preparing new sanctions legislation to take effect if Iran violates the interim deal.The two senators “will be working over the Senate recess to craft a bipartisan sanctions bill that establishes a mandatory fail-safe to this interim agreement, ensuring sanctions come back in spades if Iran cheats during the next six months or if Iran’s nuclear infrastructure is not being dismantled at the end of the six-month period,” a congressional aide told JTA in an email. “We should expect this legislation to go to the president’s desk for signature before the end of the year.”But it’s not clear if pro-sanctions lawmakers have backing from the Senate leadership for new sanctions.“I said when we come back, we’ll take a look at this to see if we need stronger sanctions, ” Sen. Harry Reid (D-Nev.), the majority leader, said Monday in an NPR interview quoted by Roll Call, a Capitol Hill daily. Reid said Menendez and Sen. Tim Johnson (D-S.D.), the chairman of the Senate Banking Committee, will study the issue.“They will hold hearings if necessary, and if we need more work on this, if we need to do stronger sanctions, I’m sure we will do that,” Reid said. The majority leader’s emphasis on the role played by Johnson is significant.Johnson, a moderate Democrat, thus far has resisted efforts to advance through his committee new sanctions passed over the summer by the US House of Representatives. A former Johnson staffer told JTA that the senator, once thought of as a go-along-to-get-along senator, may feel freer to resist pressure from his colleagues and the pro-Israel community because he has decided not to run again next year.Other pro-Israel Democrats in the Senate — among them Sens. Dianne Feinstein (D-Calif.), the chairwoman of the Intelligence Committee, and Carl Levin (D-Mich.), the chairman of the Armed Services Committee — have made clear that they would oppose intensified sanctions kicking in while talks were taking place.“I am baffled by the insistence of some senators to undermine the P5+1 talks,” Feinstein said in a Nov. 15 statement, referring to the six major powers — Russia, China, Britain, France and Germany in addition to the United States — involved in the Iran negotiations. “I will continue to support these negotiations and oppose any new sanctions as long as we are making progress toward a genuine solution.”Iran hawks already are unhappy with the interim deal, which places some restrictions on Iranian uranium enrichment in exchange for some sanctions relief but allows Iran to keep enriching low-level uranium and keeps in place its existing enrichment infrastructure. The hawks are determined to make sure that a final deal incapacitates any weapons-making capability.The deal must ensure that Iran ends “all nuclear weapons capability — all the enriched uranium, all the centrifuges,” Sen. Chuck Schumer (D-N.Y.), the third-ranking Democrat in the Senate, said Sunday at an event for Ohel, a Jewish social services provider.

Schumer told JTA he intends to explore new sanctions after Thanksgiving.“A fairer agreement would have coupled a reduction in sanctions with a proportionate reduction in Iranian nuclear capability,” Schumer said. “The goal of the administration is to eliminate all of Iran’s nuclear weapons-making capability by the end of the final negations. It is still my hope they can achieve that goal.”In addition to keeping up pressure on the Iranians to follow through on their commitments, new sanctions legislation could help shape the outcome of a final-status deal, a source at the American Israel Public Affairs Committee, or AIPAC, told JTA on condition of anonymity. “Our fundamental goal is that in the final agreement, the United States must prevent a nuclear-capable Iran,” said the AIPAC source, who emphasized that such legislation is in the “conceptual” stage and would not be drafted until after the Thanksgiving break. The legislation “essentially will condition the environment for a final deal.”Congress “must also legislate additional sanctions, so that Iran will face immediate consequences should it renege on its commitments or refuse to negotiate an acceptable final agreement,” AIPAC said in a statement Monday.Joel Rubin, a former Senate staffer, said Congress must tread carefully lest it be accused of scuttling the deal and driving away US allies that have maintained the sanctions regime that helped bring Iran to the negotiating table. Rubin now works for the Ploughshares Fund, an anti-proliferation advocacy group that backs the deal brokered in Geneva on Saturday.On Monday, Israeli Prime Minister Benjamin Netanyahu, who over the weekend blasted the interim agreement as a “historic mistake,” appeared to be tamping down his rhetoric a notch.“It is true that the international pressure which we applied was partly successful and has led to a better result than what was originally planned, but this is still a bad deal,” he told the Knesset. “It reduces the pressure on Iran without receiving anything tangible in return, and the Iranians who laughed all the way to the bank are themselves saying that this deal has saved them.”Netanyahu said he was dispatching his national security adviser, Yossi Cohen, to Washington to consult on the deal.“That agreement must lead to one result: the dismantling of Iran’s military nuclear capability,” Netanyahu said. “I remind you that only last week, during the talks, the leaders of Iran repeated their commitment to destroy the State of Israel, and I reiterate here today my commitment, as prime minister of Israel, to prevent them from achieving the ability to do so.”Times of Israel staff contributed to this report.
