An area collapsed near the western wall of the Al-Aqsa Mosque in Jerusalem late Tuesday, reported the Turkish Anadolu news agency. An eyewitness told the agency that the collapse occurred near the Bab as Silsila, on the western part of the mosque. It is the second collapse near the western wall within five years, Cum'a Usayle, an eyewitness, told Anadolu."The collapse has caused a deep hole there. It is dangerous for the Al-Aqsa Mosque. It poses danger especially for children and women," he said. The report claimed that no security precautions around the area have been taken by Israeli officials so far, nor has there been a statement about the incident. The Al-Aqsa Foundation and Cultural Heritage Organization accused Israel, as it usually does, of paving the way for demolishing the Al-Aqsa Mosque by “building new settlements and digging dozens of tunnels.”Arabs continuously accuse Israel of "Judaizing" the Temple Mount, sometimes resorting to outlandish propaganda such as accusing Israel of using chemicals to erode the foundations of the mosque in order to cause it to collapse. At the same time the Waqf, which was left in charge of the Temple Mount after Israel liberated it during the 1967 Six Day War, consistently destroys Jewish antiquities on the compound in a direct violation of a ruling by the Supreme Court. The Waqf has removed every sign of ancient Jewish presence at the site. At the entrance to the Temple Mount, a Waqf sign says, “The Al-Aqsa Mosque courtyard and everything in it is Islamic property.”Palestinian Authority Chairman Mahmoud Abbas several months ago accused Israel of trying to “destroy” the Al-Aqsa Mosque by allowing Jews to pray on the Temple Mount.Speaking to a Saudi-based newspaper, Abbas said that "the Al-Aqsa Mosque is in danger," claiming that Israel prevents PA Arabs from praying at the mosque, while allowing “extremist Jews" to worship there. This, he claimed, is proof that Israel has a "malicious" and dangerous plan to destroy the mosque and rebuild the “false” Holy Temple in its place, as he put it.Most recently, Jordanian King Abdullah II added fuel to the ongoing debate over Jerusalem and the Temple Mount, when he told visiting Muslim and Christian dignitaries from Jerusalem that he will continue his efforts to “safeguard” Islamic and Christian sites in the holy city of Jerusalem from what so-called "Judaization."

Ketzaleh Calls for Bennett's Removal

Former Knesset member and ex-chairman of the National Union party Yaakov Katz (Ketzaleh) is calling on the Bayit Yehudi MKs to immediately depose the chairman of the religious-Zionist party, Economics Minister Naftali Bennett. Katz says Bennett knows that the current “peace talks” are rigged to lead to the eviction and demolition of eight Jewish communities around Shechem.Katz says Bennett is complicit in the impending demolition because he is staying in the Coalition, rather than leaving it now."I call on the Knesset members of Bayit Yehudi to convene immediately and depose Naftali Bennett from all of his functions in the leadership of the party, because of the impending destruction of the Torah world and demolition of the settlement enterprise that we are facing,” the former leader of the religious Zionist party wrote on his Facebook page.
"Bennett knows, just as I do, that Bibi-Livni-Kerry-Abu Mazen have already agreed on an interim agreement in which, 8 months from now, the Jewish communities around Shechem will be razed."Just as Bennett knew about the harsh cut in funding for yeshivas and Torah educational institutes, and told his faction and the heads of the institutions that nothing would happen, just to keep them quiet, so today, Bennett is hiding the great threat to the settlement enterprise from everyone today."Everyone now knows that Bennett's messages of calm were baseless. 66% of the funding for the Torah world was cut, and the same thing will happen now if the Bayit Yehudi postpones Bennett's dismissal until the presentation of the agreement for destruction of communities."By then it will be too late, and our public will again have to face the same horrific sights that it experienced only 8 years ago in Gaza and northern Samaria," he said, referring to the forced deportation of 9,000 Jews from Gaza and four communities in Samaria during the 2005 "Disengagement."
Katz called on the party to "fix what has been twisted and immediately conduct negotiations with its natural partners in the hareidi parties, for their entry into the government instead of Lapid.”Katz was referring to Yair Lapid, the head of the Yesh Atid party, currently the second largest Knesset faction with 19 seats. He envisions a coalition in which the hareidi parties, which number 18 MKs together, would take Lapid's place.
Bayit Yehudi was formed in a merger between parts of the National Union and the National Religious Party prior to the last elections, following Bennett's election as head of the party. Bennett has been widely credited with reviving the religious-Zionist political bloc, which prior to the merger had only 7 seats between the two parties - just over half of the combined list's twelve seats today. But there has been a growing sense of unease among many Bayit Yehudi supporters surrounding Bennett's decision to ally the party with the center-left Yesh Atid party on the issue of equal army service, which entails the ending of the blanket exemption for hareidi yeshiva students.

PLO official: Israel asked US out of negotiating room

Hanan Ashrawi claims Israel doesn’t want the Americans as witnesses in order to ‘exploit their power over the Palestinians’

August 22, 2013, 2:13 pm 10-The Times of Israel

A PLO official accused Israel on Thursday of undermining negotiations by demanding the removal of the Americans from the negotiation room in a bid “to exploit their power over the Palestinians.”“We had an agreement on three-way negotiations. The Americans from the beginning were supposed to be there. I don’t see why the Israelis don’t want the Americans there, as witnesses,” Hanan Ashrawi, a member of the PLO Executive Committee, told The Times of Israel. “These are not two-way negotiations,” she added.Israeli and Palestinian negotiators met secretly at Jerusalem’s King David Hotel on Tuesday, Israeli officials said. A second meeting, held at a secret location the same day, reportedly included Washington’s representative to the talks Martin Indyk.Israeli government spokesman Mark Regev refused to comment on Ashrawi’s statements, saying Israel was bound by an agreement with the Americans not to divulge the contents of talks.
But Ashrawi indicated that her comments did not breach those understandings.“I’m not discussing the details or the facts,” she said. “I’m just telling you it’s the Israelis who don’t want the Americans, even though the Americans are totally biased in favor of Israel.”Asked why she believed the Israelis would request the removal of a party favorable to them, Ashrawi said that “they feel they can exploit their power over the Palestinians.”Ashrawi was not the first Palestinian official to reveal tensions between Israeli and Palestinian negotiators behind the scenes. Chief Palestinian negotiator Saeb Erekat told Israeli Arab A-Shams radio on Tuesday that senior Israeli ministers were constantly undermining talks by building settlements and publishing disinformation.Secretary of State John Kerry has repeatedly stressed the need for secrecy surrounding talks, a condition the Israeli negotiators have largely adhered to.“The talks resumed. No photo opp. No statements. Why? To allow the teams to work together, and not think about the media waiting outside,” Livni spokesperson Mia Bengel tweeted last Wednesday. No comment was available from the State Department at time of publication.

Israeli customers of the global car rental agency "SixT" have expressed their surprise and anger at the company's decision to unilaterally erase Judea, Samaria and the Golan Heights from its maps of Israel.
Information gathered by Arutz Sheva reveals that the company's European branches made the decision to take the politically-charged step, which effectively takes sides in the as-yet unresolved dispute between Israel and the Palestinian Authority.A number of customers contacted Arutz Sheva after carrging out their transactions in Israel through the company's Israeli branch, "Shlomo Sixt," only to find upon arriving in Europe that the company had erased Judea, Samaria and the Golan Heights from all maps and publications, including large-scale advertisements and posters. One customer, a resident of Givat Shmuel, who hired a luxury car from the company's Israeli branch, recounted his experience, saying, "When I got to the airport in Warsaw I felt hurt and dismayed to find that the company displays only an incomplete map of the State of Israel."Upon being contacted by Arutz Sheva, Shlomo SixT released a statement:"The Shlomo group is a franchise of the global 'SixT' company, and the Polish branch is owned by a Polish company."We have received a complaint from one of our clients and will be passing it on to our International Director."

Zouabi: When is the Next Flotilla?

The High Court explained why it let MK Hanin Zouabi run for the current Knesset after her participation in the Gaza flotilla.-By David Lev-First Publish: 8/22/2013, 3:14 PM-Israelnationalnews

MK Zouabi-Flash 90
The High Court on Thursday published the details of its 2012 ruling that MK Hanin Zouabi could not be banned from the most recent Knesset elections because of her participation in the Turkish flotilla three years ago – and, newly vindicated, Zouabi said she would not hesitate to participate in another flotilla.Zouabi, along with other left-wing and Israeli Arab extremists, participated in the 2010 Turkish-sponsored flotilla that featured the ill-fated Mavi Marmara ship, which planned to run the Israeli sea blockade of Gaza. Three dozen Hamas-affiliated Islamists violently attacked Navy commandos who boarded their Mavi Mamara ship virtually unarmed after the boat’s captain refused to change course from Hamas-controlled Gaza. That incident resulted in the death of eight Islamist extremists and many serious injuries, including to a number of the IDF commandos.Last December, on the eve of the elections for the current Knesset, the Central Elections Committee banned her from running for a Knesset seat. Zouabi appealed to the High Court, which lifted the ban against her, enabling her to run with her Arab-nationalist Balad party and to sit in the current Knesset. The Elections Committee banned Zouabi under a clause requiring candidates and parties not to work against Israel's character as a Jewish, democratic state. The clause was previously used to bar Rabbi Meir Kahane from Knesset. The decision came just hours before party lists for the January 22, 2013 election, with the Court withholding its reasoning for the decision because of time constraints.Until Thursday, that is – when the Court released its reasoning, with the judges saying that banning a candidate was a “drastic” decision. The evidence of Zouabi's inciting of the violence against IDF soldiers among Hamas-affiliated terrorists who participated in the flotilla was insufficient, the Court decided. Citing for the majority, Justice Asher Grunis said that “requesting that one of the basic rights available to all citizens in a democracy be cancelled requires more than four Internet articles for evidence.”In another opinion, Justice Salim Jubran said that “participating in the flotilla in and of itself cannot be considered as supporting violence.” He added that opposing Israeli policy in Gaza “and a desire to improve the lot of Palestinians is not a show of support for violence.” Regarding charges that Zouabi had been in contact with the heads of Hamas before the flotilla – and that she had advance knowledge that IDF soldiers were to be savagely attacked – Jubran wrote that there was no proof of this either.A video clip released in 2010 showed Zouabi aboard the Marmara standing next to a group of Turks who are armed with clubs and metal bars, with many believing that they were among the mob that attacked the sparsely-armed IDF soldiers who rappelled down onto the ship after it refused to adhere to IDF orders to change course. Zouabi said repeatedly after the incident that though she was on the ship, she had no knowledge of any preparations for a violent attack on IDF soldiers.Speaking Thursday, Zouabi said that the High Court decision had clearly exonerated her from any evidence of wrongdoing.“After the ongoing attempts to blacken my name and incite against me it is the responsibility of the media to publicize the reasons why I was not guilty of anything. I once again repeat that the only threat I felt on the Marmara was from IDF soldiers who took actions against flotilla participants. I see my participation in the flotilla as a legitimate political activity against the blockade of Gaza and I would certainly participate in similar activities if given the opportunity,” she added.

Bradley Manning wants to live as a woman: ‘I am Chelsea Manning’

Army Pfc. Bradley Manning was sentenced to 35 years in prison for leaking a trove of classified information to the anti-secrecy website WikiLeaks.

FORT MEADE, MD. — Bradley Manning wants to live as a woman named Chelsea and begin hormone treatment as soon as possible, the soldier said a day after being sentenced to 35 years in prison for sending government secrets to WikiLeaks.Bradley Manning sentenced to 35 years.Manning announced the decision Thursday in a statement provided to NBC's “Today” show, asking supporters to refer to him by his new name and the feminine pronoun. The statement was signed “Chelsea E. Manning.”“As I transition into this next phase of my life, I want everyone to know the real me. I am Chelsea Manning. I am a female. Given the way that I feel, and have felt since childhood, I want to begin hormone therapy as soon as possible,” the statement read.Manning received the stiffest punishment ever handed out in the U.S. for leaking information to the media. With good behaviour and credit for the more than three years of time served, Manning could be out in as little as seven years, his attorney David Coombs said.Coombs told “Today” he hoped officials at the military prison in Fort Leavenworth, Kan., will accommodate Manning's request for hormone treatment, but the Army said it doesn't provide it or sex-reassignment surgery.“All inmates are considered soldiers and are treated as such with access to mental health professionals, including a psychiatrist, psychologist, social workers and behavioural science noncommissioned officers,” Army spokesman George Wright said.
Coombs said he would do “everything in my power to make sure” Manning received hormone treatment. He did not respond to phone and emails from The Associated Press.Manning's struggle with gender identity disorder — the sense of being a woman trapped in a man's body — was key at his court-martial.Retired Sgt. 1st Class Paul Adkins testified as a defence witness, saying in April 2010, just a month before Manning was arrested, the soldier emailed him a picture of himself in a blonde wig and lipstick with a letter titled, “My problem.”“I don't know what to do anymore, and the only 'help' that seems to be available is severe punishment and/or getting rid of me,” the email said. “All I do know, is that fear of getting caught has caused me to go to great lengths to consciously hide the problem.”Manning's attorney said the email was evidence the military knew of Manning's struggles, yet allowed him to stay in Iraq as an intelligence analyst and keep his security clearance.Meanwhile, Coombs and supporters said they will ask the Army to reduce Manning's sentence and they want President Obama to grant a pardon.“The time to end Brad's suffering is now,” Coombs told a news conference after Manning's sentence was handed down. “The time for our president to focus on protecting whistleblowers instead of punishing them is now.”The lawyer decried the government's pursuit of Manning for what the soldier said was only an effort to expose wrongdoing and prompt debate of government policies among the American public. The sentencing fired up the long-running debate over whether Manning was a whistleblower or a traitor for giving more than 700,000 classified military and diplomatic documents, plus battlefield footage, to the anti-secrecy website WikiLeaks. By volume alone, it was the biggest leak of classified material in U.S. history, bigger even than the Pentagon Papers a generation ago.Manning was to return to the military prison at Fort Leavenworth, Coombs said, adding that he didn't know precisely when the soldier would leave Maryland. Coombs said he will file a request early next week that Obama pardon Manning or commute his sentence to time served.Coombs read from a letter Manning will send to the president that read: “I regret if my actions hurt anyone or harmed the United States. It was never my intent to hurt anyone.”The White House said the request would be considered “like any other application.” However, a pardon seems unlikely. Manning's case was part of an unprecedented string of prosecutions brought by the U.S. government in a crackdown on security breaches. The Obama administration has charged seven people with leaking to the media; only three people were prosecuted under all previous presidents combined.Coombs also will work in coming weeks on a separate process in which he can seek leniency from the local area commander, who under military law must review — and could reduce — Manning's convictions and sentence.Manning was found guilty last month of 20 crimes, including six violations of the Espionage Act, but was acquitted of the most serious charge, aiding the enemy, which carried a potential sentence of life in prison without parole.Coombs said that he was in tears after the sentencing and that Manning comforted him by saying: “Don't worry about it. It's all right. I know you did your best. ... I'm going to be OK. I'm going to get through this.”___Associated Press writer Eric Tucker in Washington contributed to this report.

Millionaire Gay Couple Sues to Force Church Wedding

Millionaire gay couple the Drewitt-Barlows have confirmed they have launched a legal challenge to the right of churches to opt out of gay weddings. In fresh comments published by the Chelmsford Weekly News in the U.K. today, Barrie Drewitt-Barlow said legal action had started.“We’ve launched a challenge to the government’s decision to allow some religious groups to opt out of marrying same-sex couples," he said.
“We feel we have the right as parishioners in our village to utilize the church we attend to get married.
“It is no reflection on our local church, who have been nothing but supportive towards us. We understand their hands are tied by a higher group of people within the church.”Earlier this month, Drewitt-Barlow said he and his civil partner, Tony, would go to court to force gay weddings on churches. He said at the time, “The only way forward for us now is to make a challenge in the courts against the church.“It is a shame that we are forced to take Christians into a court to get them to recognize us.”He added, “It upsets me because I want it so much—a big lavish ceremony, the whole works. I just don’t think it is going to happen straight away.“As much as people are saying this is a good thing, I am still not getting what I want.”A government bill legalizing same-sex marriage in the U.K. cleared Parliament earlier this year, and the first same-sex weddings are expected in 2014.The legislation allows churches to opt out of performing gay weddings, and it specifically protects the Church of England. However, top human rights lawyer Aidan O’Neill says protection for the Anglican Church is “eminently challengeable” in court.A copy of O’Neill’s legal advice was sent to the prime minister in January, but Mr. Cameron nevertheless proceeded with the legislation.

TRENTON
Licensed therapists are banned from using conversion therapy to try to change a child’s sexual orientation from gay to straight under a bill Gov. Chris Christie signed today, making New Jersey the second state to prohibit the practice. But a national religious-based legal and public policy group that blocked an identical law from taking effect in California earlier this year vowed to sue New Jersey, saying the legislation violates the First Amendment rights of parents and therapists. The legislation (A3371) prevents any licensed therapist, psychologist, social worker or counselors related to these professions from using sexual orientation change efforts with a children under age 18. Offenders jeopardize their licensed status under the new law, which does not apply to clergy, or anyone who is not licensed by the state. In his signing statement, Christie noted many leading health organizations had determined such therapy was ineffective and harmful."The American Psychological Association has found that efforts to change sexual orientation can pose critical health risks including, but not limited to, depression, substance abuse, social withdrawal, decreased self-esteem and suicidal thoughts," Christie wrote. "I believe that exposing children to these health risks without clear evidence of benefits that outweigh these serious risks is not appropriate."

Christie, a Catholic, had publicly stated his opposition to conversion therapy because he said he believes people are born gay. Asked about the bill at a campaign event today in Belleville, the Republican governor would only say, "The signing statement speaks for itself."Liberty Counsel founder and chairman Matt Staver said his organization "will immediately file suit" at the request of New Jersey counselors and parents and national counseling organizations."The New Jersey governor is putting himself in every counseling room, dictating what kind of counseling clients can receive," Staver said. "This bill provides a slippery slope of government infringing upon the First Amendment rights of counselors to provide, and patients to receive, counseling consistent with their religious beliefs."The leader of the state’s leading gay rights group, Garden State Equality’s Executive Director, Troy Stevenson praised Christie. The bill will "protect young people from being abused by those they should trust the most, their parents and their ‘doctors,’" Stevenson said.
Stevenson said he hopes this "will lead to a further evolution" for Christie on same sex marriage, which the governor opposes."It is our truest hope that the governor will realize ... the best way to ensure our LGBT youth are protected from the abuse of being ostracized, is to provide them with equality," he said. The hearings on the bill draw angry responses from gay rights advocates, family groups and people who had freely used gay conversion therapy to lead heterosexual lives.Arthur Goldberg, co-director of the Jersey City-based Jews Offering New Alternatives for Healing, called the law "a tragic mistake.""There are teenagers who go to mom and dad and say ‘I don’t want to be this way,’ as long as voluntary and not coercive, what’s the problem?" he said.State Sen. Raymond Lesniak (D-Union) one of the bill’s sponsors, praised the governor’s actions. "We aren’t telling parents how to raise their children with this law, we are acting to protect young people from abuse," Lesniak said. "If adults want to make the decision to undergo this process, they can. When is the best time to see auroras? Where is the best place to go? And how do you photograph them? These questions and more are answered in a new book, Northern Lights - a Guide, by Pal Brekke & Fredrik Broms.
Northern Lights - a Guide
ANOTHER CME IS ON THE WAY: As Earth passes through the wake of one CME, which did little to stir geomagnetic activity on Aug. 20th, another CME is on the way. NOAA forecasters expect a coronal mass ejection hurled into space yesterday by an erupting magnetic filament to deliver a glancing blow to Earth's magnetic field on Aug. 23rd. High-latitude sky watchers should be alert for auroras. Aurora alerts: text, voice.
SUNDIVING COMET AND FULL-HALO CME: A small comet plunged into the sun on August 20th. Just before it arrived, the sun expelled a magnificent full-halo CME. Click to view a movie from the Solar and Heliospheric Observatory (SOHO):
In the final frames of the movie, the comet can be seen furiously vaporizing. Indeed, those were the comet's final frames. It did not emerge again from its flyby of the hot sun. "With a diameter of perhaps a few tens of meters, this comet was clearly far too small to survive the intense bombardment of solar radiation," comments Karl Battams of the Naval Research Lab, who studies sungrazing comets.
The CME (coronal mass ejection) came from an explosion on the farside of the sun. Although the CME and the comet appear to intersect, there was probably no interaction between the two. The comet is in the foreground and the farside CME is behind it.
Occasionally, readers ask if sundiving comets can trigger solar explosions. There's no known mechanism for comets to spark solar flares. Comets are thought to be too small and fragile to destabilize the sun's magnetic field. Plus, this comet was still millions of kilometers from the sun when the explosion unfolded.
The comet, R.I.P., was a member of the Kreutz family. Kreutz sungrazers are fragments from the breakup of a single giant comet many centuries ago. They get their name from 19th century German astronomer Heinrich Kreutz, who studied them in detail. Several Kreutz fragments pass by the sun and disintegrate every day. Most, measuring less than a few meters across, are too small to see, but occasionally a bigger fragment like this one attracts attention.
TRUE BLUE MOON? Was last night's full Moon a "Blue Moon?" Some observers say "yes," but not because the Moon turned blue. Behold this picture of last night's moonrise over Volterraio Castle on the Island of Elba, Italy, then scroll down for further discussion:
"The Full Moon of Aug. 20-21 is a 'seasonal Blue Moon,'" explains photographer Stefano De Rosa, "because it is the third of four full moons in a single season."
But wait--isn't a Blue Moon the second full Moon in a calendar month? That would be the modern definition, which became popular in the late 20th century. De Rosa's definition is an older and, some would say, truer definition of "Blue Moon."
Which definition is correct? Both and neither. It's all folklore! The only true-blue Moon is a Moon that actually turns blue. And, yes, that can happen. Under certain circumstances volcanic dust and ash from forest fires can scatter the reds out of moonlight, leaving only a blue-cratered disk behind.

Israel will make 'dramatic decisions' for peace, negotiator says

JERUSALEM | Tue Aug 20, 2013 1:32pm EDT
(Reuters) - U.S.-brokered peace talks between Israel and the Palestinians will result in dramatic Israeli decisions, the chief Israeli negotiator predicted on Tuesday.Tzipi Livni coupled her forecast with acknowledgement that at least one partner in Israel's right-wing coalition opposed the goal set by the United States, which is brokering the talks, to create a Palestinian state alongside a secure Israel.Livni, speaking on Israel Radio, said "there will be dramatic decisions" by Israel at the end, and negotiators had agreed not to disclose details about their deliberations in order to build trust."We are arguing, but we are arguing inside the room," she said.Israeli and Palestinian sources said the negotiating teams planned to convene for a third round of talks, in Jerusalem, on Tuesday. The negotiations were renewed last month, in Washington, after a three-year standoff over Israeli settlement expansion in the West Bank and East Jerusalem, areas captured in the 1967 Middle East war and which Palestinians seek for a state along with the Gaza Strip.A second round of talks was held at an undisclosed location in Jerusalem on August 14, despite Palestinian consternation over Israel's approval in the run-up to the meeting of plans for 3,100 new homes for settlers.Israel has rejected criticism of its construction plans, saying the new homes would be erected in settlements within blocs it intends to keep in any future peace deal. Most countries view all settlements Israel has built on occupied land as illegal. No details were given after last week's session on the subject matter, widely believed to have focused on setting an agenda for discussing core issues such as borders, security and the future of settlements, Jerusalem and Palestinian refugees."It is no secret that there is at least one party (in the Israeli government) that sees negotiations as wrong, that opposes two states for two peoples," Livni said, referring to the pro-settler Jewish Home faction. She called on the main opposition Labor Party to "lend its support now" to the government's efforts, suggesting such political backing could help achieve a land-for-peace deal.In a one-line response to Livni's reference to his party's opposition to a two-state solution of the Israeli-Palestinian conflict, Jewish Home's leader, Naftali Bennett, wrote on his Facebook page: "Get over it."

Israel and Palestinians return to the negotiating table || Abbas: Knesset could approve peace deal by 'huge majority if Netanyahu wants it to'

Livni says Israel will have to make 'dramatic decisions' to reach a final status agreement; Abbas to Israel's Hadash party: A peace deal can be reached if Israel stays honest.

The Israeli and Palestinian negotiating teams met Tuesday evening for their third round of peace talks since direct negotiations resumed last month after a three-year hiatus.Palestinian President Mahmoud Abbas, speaking to a delegation from Israel's Jewish-Arab Hadash party earlier Tuesday, said that the Palestinians were embarking on the negotiations seriously and that if Israel kept an honest position it would be possible to reach an agreement.Hadash chairman MK Mohammed Barakeh, who led the Israeli delegation on Tuesday to Ramallah, told Haaretz that despite the low expectations on both sides, the Palestinian president stressed his intention to see the process through to the end. Abbas also told the delegation that progress was made during talks held in the past and that he therefore believes it’s possible to find solutions to all the core issues.
“I know how to read the political map in Israel, and this time, Prime Minister [Benjamin] Netanyahu can’t claim he doesn’t have a majority to pass an agreement in the Knesset,” Barakeh quoted Abbas as saying. “The agreement will pass this Knesset by a huge majority if Netanyahu wants it to.”Abbas also told Barakeh that recent events in the Middle East ought to increase both sides’ motivation to make progress in the talks, because an Israeli-Palestinian peace agreement is one of the keys to regional stability.U.S. Secretary of State John Kerry hosted the two sides in Washington to officially kick off the negotiations last month, after spending months engaging in shuttle diplomacy between the two sides before they agreed to return to the table ending a three-year freeze in negotiations.Special U.S. envoy Martin Indyk was expected to join the talks in Jerusalem on Tuesday evening. The second round of talks, which lasted five hours, was held just between the Israeli and Palestinian negotiators without American presence. That meeting dealt mainly with technical matters such as how the talks should be conducted and what order issues should be discussed. At that session, Israel resubmitted its “21 Points” document, first presented in Amman two years ago. That document contains the main issues that Israel wants discussed during the talks, but does not specify its position on the matters.Six of these are considered core issues: borders, security, Jerusalem, refugees, settlements and water. Others are derivatives of the core issues, such as control of airspace, recognition of Israel as a Jewish state, and the demand that any agreement end the conflict and all mutual claims.Meanwhile, in an interview with Israel Radio on Tuesday morning, Tzipi Livni told Israeli Radio that Jerusalem would have to make some "dramatic decisions" to reach a final peace agreement that will end the conflict with the Palestinians. refused to comment on talks, saying that holding negotiations far from the media is meant to build trust between the two sides. But she predicted there would be "dramatic decisions in the end," and lamented the lack of support from hardline elements in the coalition.Livni also told Israel Radio that hawkish parties in the coalition were making the talks more difficult because of their opposition to establishment of a Palestinian state, the centerpiece of any peace deal."It is no secret that in this coalition there is at least one party ... who objects to the idea of two states for two peoples, which is something I support with all my heart," Livni said, referring to but not naming Economy Minister Naftali Bennett's Habayit Hayehudi party. "It is definitely very problematic in regard to the negotiations," she said.Habayit Hayehudi, the coalition's third largest, is allied with the settler movement and objects to conceding territory to the Palestinians.Livni also berated the dovish Labor party for declining the prime minister's offer to join the coalition after elections early this year. She said their refusal paved the way for the current hawkish coalition. She said it would be easier if there was "a more solid majority in the government to the [peace] process and decisions."Livni and the prime minister’s representative, attorney Isaac Molho, are heading the Israeli negotiating team, while the Palestinian side is being led by Erekat and Mohammad Shtayyeh.

According to Bible prophecy, leaders in Europe will seek to impose a dangerous, ill-considered, unworkable “peace treaty” on Israel in the last days. It may be too soon to say we are there yet, but there is no question European leaders are turning increasingly anti-Israel and seeking to impose a final status agreement on the Jewish and Palestinian people. Here is the latest example: On the eve of new Israeli-Palestinian peace talks, the European Union has made a sweeping and highly aggressive move to use its legal and financial muscle to force Israel to divide its capital city of Jerusalem and  abandon all of its activities in the Biblical heartland of Judea and Samaria, commonly known these days as the “West Bank” of the Jordan River.Specifically, the EU barring all of its 28 member countries from doing any business or any other activity with any Israeli company, NGO, college, school or other entity that operate in East Jerusalem or the West Bank. There is grave concern among Israelis that this could effectively become a boycott or a full embargo against any Israeli company that is based in “Israel-proper” but has a factory or offices or affiliates that operate in East Jerusalem and the West Bank. If so, this could have a devastating financial consequence given the level of business Israel currently does with Europe. [To read the full text of the EU directive, please click here.] -There is no legal basis for the EU’s move, as noted below. Understandably, therefore, Israeli Prime Minister Benjamin Netanyahu and other senior officials are speaking out strongly against this “foreign dictate.”

THE EU DIRECTIVE
“A dramatic new directive published by the European Union bars its 28 members from all cooperation with Israeli entities in the West Bank and East Jerusalem,” reports the Times of Israel. “The directive, sent out on June 30 and set to take effect on Friday, extends to ‘all funding, cooperation, and the granting of scholarships, research grants and prizes’ to Israeli entities in East Jerusalem and the West Bank….It also requires that any contracts between EU member countries and Israel henceforth include a clause stating that East Jerusalem and the West Bank are not part of the State of Israel.”“Sandra de Waele, the deputy EU ambassador to Israel, said the measure was designed to ensure that EU financial support ‘not benefit [Israeli] entities’ beyond the Green Line, because it was the EU’s position that such entities were illegal,” the Times reported. “She said there had been concern that these entities had indeed been benefiting from EU funds. She stressed that the directive would not affect private businesses. A senior Israeli official told Haaretz that the ruling was an ‘earthquake’ which unprecedentedly turns ‘understandings and quiet agreements that the Union does not work beyond the Green Line’ into ‘formal, binding policy….’”“The European Union has been reported to be mulling sanctions against Israel’s occupation of the West Bank and East Jerusalem for some time, with new rules for labeling products produced over the Green Line on the table,” the Times noted. “The directive, to be in effect until 2020, is designed in part to stave-off a general boycott of Israel and to ensure that Israel’s participation in EU projects is ‘not put in question,’ the EU told Haaretz. Reportedly, the clause is already affecting negotiations over a proposed Israeli-EU youth project.”

NETANYAHU SPEAKS OUT
“As prime minister, I won’t allow hundreds of thousands of Israelis living in the West Bank, Golan Heights, and in Jerusalem — our united capital — to be harmed,” Netanyahu said, according to a separate article by the Times of Israel. “I expect those who really want peace and regional stability to deal with this matter [of West Bank settlements] after they solve more pressing problems in the region like the Syrian civil war and Iran’s race to get a nuclear weapon….We will not accept any foreign dictates about our borders. This matter will only be determined through direct negotiation between the [two] sides” of the Israeli-Palestinian conflict.

EU DIRECTIVE’S FLAWED LEGAL BASIS
“This unprecedented and hostile EU fixation with Israel and its settlements, to the almost total exclusion of the other pressing issues in the Middle East, Europe, and throughout the world, is based on a series of long-standing and deliberately misleading and flawed legal and political assumptions regarding the illegality of Israel’s settlements and the status of the pre-1967 armistice lines as Israel’s border,” notes Ambassador Alan Baker, former legal advisor to the Israeli Foreign Ministry and Israeli ambassador to Canada, in an analysis for the Jerusalem Center for Public Affairs.“These assumptions are all the more misleading and misguided in that they totally negate or deliberately flout the historic and legal rights granted by the international community, including Europe, to Israel and the Jewish people in a series of international agreements and commitments,” Baker argues. “The assumptions totally ignore the indigenous rights of the Jewish people in the area, as protected by international declarations. Similarly, they negate the very positions supported by the European states that endorsed UN Security Council Resolution 242 from 1967 calling for ‘secure and recognized boundaries,’ and negate the EU’s own commitments as signatory and witness to the Oslo Accords, to honour the content of those accords, and not to predetermine and undermine specific negotiating issues including the final status of the territories, borders, settlements, Jerusalem, and other issues. As such, the present EU policy, including the commission notice, specifically undermines the negotiating process by taking sides, and by pre-determining the negotiating issues of settlements, Jerusalem and borders. As such, this fixation prejudices and obviates any claim by the EU to impartiality, and precludes the EU from performing any function within the negotiating process.”

FINAL THOUGHTS
It is one thing to defend the right of the Palestinian people to have full autonomy and govern their own daily affairs. I wholeheartedly support and defend that right, as well. But the EU is trying to impose a final agreement on Israel and the Jewish people in defiance of international law and their own previously stated policies. The EU move is wrong-headed, reveals Europe’s increasingly anti-Israel attitude, and should make Israeli leaders wary about any EU involvement in the peace process.

Commission Notice:

GUIDELINES
on the eligibility of Israeli entities and their activities in the territories occupied by Israel since June 1967 for grants, prizes and financial instruments funded by the EU from 2014 onwards.

Section A. GENERAL ISSUES
1. These guidelines set out the conditions under which the Commission will implement key requirements for the award of EU support to Israeli entities or to their activities in the territories occupied by Israel since June 1967. Their aim is to ensure the respect of EU positions and commitments in conformity with international law on the non-recognition by the EU of Israel’s sovereignty over the territories occupied by Israel since June 1967. These guidelines are without prejudice to other requirements established by EU legislation.
2. The territories occupied by Israel since June 1967 comprise the Golan Heights, the Gaza Strip and the West Bank, including East Jerusalem.
3. The EU does not recognise Israel’s sovereignty over any of the territories referred to in point 2 and does not consider them to be part of Israel’s territory, irrespective of their legal status under domestic Israeli law. The EU has made it clear that it will not recognise any changes to pre-1967 borders, other than those agreed by the parties to the Middle East Peace Process (MEPP). The EU’s Foreign Affairs Council has underlined the importance of limiting the application of agreements with Israel to the territory of Israel as recognised by the EU.
4. These guidelines do not cover EU support in the form of grants, prizes or financial instruments awarded to Palestinian entities or to their activities in the territories referred to in point 2, nor any eligibility conditions set up for this purpose. In particular, they do not
cover any agreements between the EU, on the one hand, and the Palestinian Liberation Organisation or the Palestinian Authority, on the other hand.

Section B. SCOPE OF APPLICATION
5. These guidelines apply to EU support in the form of grants, prizes or financial instruments within the meaning of Titles VI, VII and VIII of the Financial Regulation which may be awarded to Israeli entities or to their activities in the territories occupied by Israel since June
1967. Their application is without prejudice to specific eligibility conditions which may be laid down in the relevant basic act.
6. These guidelines apply:
(a) for grants – to all applicants and beneficiaries, irrespective of their role (sole beneficiary, coordinator or co-beneficiary). This includes entities participating in the action on a no-cost basis and affiliated entities within the meaning of Article 122(2) of the Financial Regulation. This does not include contractors or sub-contractors selected by grant
beneficiaries in conformity with procurement rules. As regards third parties referred to in Article 137 of the Financial Regulation, in the cases where the costs of financial support to such third parties are eligible under a call for proposals the authorising officer responsible may, where appropriate, specify in the call for proposals and in the grant agreements or decisions that the eligibility criteria set out in these guidelines also apply to the persons that may receive financial support by the beneficiaries.
(b) for prizes – to all participants and winners in contests;
(c) for financial instruments – to dedicated investment vehicles, financial intermediaries and sub-intermediaries and to final recipients.
7. These guidelines apply to grants, prizes and financial instruments managed, as the case may be, by the Commission, by executive agencies (direct management) or by bodies entrusted with budget implementation tasks in accordance with Article 58(1)(c) of the Financial Regulation (indirect management).
8. These guidelines apply to grants, prizes and financial instruments funded from appropriations of the 2014 financial year and subsequent years and authorised by financing decisions adopted after the adoption of the guidelines.

Section C. CONDITIONS OF ELIGIBILITY OF ISRAELI ENTITIES
9. As regards the place of establishment of Israeli entities:
(a) In the case of grants and prizes, only Israeli entities having their place of establishment within Israel’s pre-1967 borders will be considered eligible.
(b) In the case of financial instruments, only Israeli entities having their place of establishment within Israel’s pre-1967 borders will be considered eligible as final recipients.
10. The place of establishment is understood to be the legal address where the entity is registered, as confirmed by a precise postal address corresponding to a concrete physical location. The use of a post office box is not allowed.
11. The requirements set out in section C:
(a) apply to the following types of legal persons: Israeli regional or local authorities and other public bodies, public or private companies or corporations and other private legal persons, including non-governmental not-for-profit organisations;
(b) do not apply to Israeli public authorities at national level (ministries and government agencies or authorities);
(c) do not apply to natural persons.

Section D. CONDITIONS OF ELIGIBILITY OF ACTIVITIES IN THE
TERRITORIES OCCUPIED BY ISRAEL
12. As regards the activities/operations of Israeli entities:
(a) In the case of grants and prizes, the activities of Israeli entities carried out in the framework of EU-funded grants and prizes will be considered eligible if they do not take place in the territories referred to in point 2, either partially or entirely.
(b) In the case of financial instruments, Israeli entities will be considered eligible as final recipients if they do not operate in the territories referred to in point 2, either in the framework of EU-funded financial instruments or otherwise.
13. Any activity or part thereof included in an application for an EU grant or prize which does not meet the requirements set out in point 12(a) will be considered as ineligible and will not be considered as part of the application for the purpose of its further evaluation.
14. The requirements set out in section D:
(a) apply to activities under point 12 carried out by the following types of legal persons: Israeli regional or local authorities and other public bodies, public or private companies or corporations and other private legal persons, including non-governmental not-for-profit
organisations;
(b) apply also to activities under point 12 carried out by Israeli public authorities at national level (ministries and government agencies or authorities);
(c) do not apply to activities under point 12 carried out by natural persons.
15. Notwithstanding points 12-14 above, the requirements set out in section D do not apply to activities which, although carried out in the territories referred to in point 2, aim at benefiting protected persons under the terms of international humanitarian law who live in these territories and/or at promoting the Middle East peace process in line with EU policy.

Section E. IMPLEMENTATION ARRANGEMENTS
16. Each Israeli entity referred to in points 11(a)&(b) and 14(a)&(b), which applies for an EU grant, prize or financial instrument, shall submit a declaration on honour as follows:
(a) In the case of grants and prizes, the declaration will state that the application of the Israeli entity is in accordance with the requirements under points 9(a) and 12(a) of these guidelines, while also taking into account the applicability of point 15 thereof. For grants,
this declaration will be drafted in accordance with Article 131(3) of the Financial Regulation.
(b) In the case of financial instruments, the declaration will state that the application of the Israeli entity as a final recipient is in accordance with the requirements under points 9(b) and 12(b) of these guidelines.
17. The declarations under point 16 are without prejudice to any other supporting documents required in the calls for proposals, rules of contests or calls for the selection of financial intermediaries or dedicated investment vehicles. They will be included in the package of
application documents for each concerned call for proposals, rules of contests and call for the selection of financial intermediaries or dedicated investment vehicles. Their text will be adapted to the requirements relevant for each EU grant, prize or financial instrument.
18. The submission of a declaration under point 16 that contains incorrect information may be considered as a case of misrepresentation or a serious irregularity and may lead:
(a) for grants – to the measures set out in Article 131(5) and 135 of the Financial Regulation,
(b) for prizes – to the measures set out in Article 212(1)(viii) of the Rules of Application of the Financial Regulation10 and,
(c) for financial instruments – to the measures set out in Article 221(3) of the Rules of Application of the Financial Regulation.
19. The Commission will implement these guidelines in their entirety, and in a clear and accessible manner. It will notably announce the eligibility conditions set out in Sections C and D in the work programmes11 and/or financing decisions, calls for proposals, rules of
contests and calls for the selection of financial intermediaries or dedicated investment vehicles.
20. The Commission will ensure that the work programmes and calls for proposals, rules of contests and calls for the selection of financial intermediaries or dedicated investment vehicles published by the bodies entrusted with budget implementation tasks under indirect
management contain the eligibility conditions set out in Sections C and D.
21. In order to clearly articulate EU commitments under international law, taking into account relevant EU policies and positions, the Commission will also endeavour to have the content of these guidelines reflected in international agreements or protocols thereto or Memoranda of Understanding with Israeli counterparts or with other parties.
22. The award of EU support to Israeli entities or to their activities in the form of grants, prizes or financial instruments requires engagement with Israeli entities referred to in points 11 and 14, for example, by organising meetings, visits or events. Such engagement will not take place in the territories referred to in point 2, unless it is related to the activities referred to in point 15.
