Prime Minister Binyamin Netanyahu made a short statement to the Cabinet and to the general public at Sunday's government session, regarding the chaotic situation in the Middle East."The Middle East is going through an especially sensitive period of shocks and upheavals in many sectors,” Netanyahu said.“While we have no interest in being party to the conflicts around us, we are acting and we are committed to prevent dangers to Israel's security, and we have a clear policy of responding to attempted attacks against our territory.Netanyahu also alluded to recent press storms regarding supposedly “racist” separation between Arabs and Jews at an amusement park, and alleged incidents of nationalist graffiti scrawled by Jews.
“Also, I would like to strongly condemn recent phenomena of racism against Israeli Arabs and hooliganism against Palestinians, which were without any provocation or justification whatsoever. We strongly reject these phenomena and will act with all legal means at our disposal to stop them."Netanyahu did not see fit to also mention the rising tide of anti-Jewish violence, which includes daily arson, rock ambushes and firebomb attacks.

Israel to build 300 units in Jewish settlement

JERUSALEM (AP) — Israel's Housing Ministry said Thursday it has given the final go-ahead for the construction of 300 new homes in a Jewish settlement in east Jerusalem, complicating the mission of U.S. Secretary of State John Kerry to renew Mideast peace talks.The announcement came less than a week after Kerry urged Israel to avoid "provocative" actions during a visit to the region. A U.S. State Department spokeswoman described the move as "counterproductive."Palestinian officials immediately accused Israel of undermining the U.S. mediation efforts.The issue of Jewish settlements has been at the heart of a nearly five-year impasse in peace efforts. Negotiations broke down in late 2008 and have remained stalled since then.The Palestinians say they will not return to negotiations until Israel stops building settlements in the West Bank and east Jerusalem, areas they claim for a future state. Israel, which captured both areas in the 1967 Mideast war, says talks should resume without any conditions.Israel has tried to differentiate between settlements in the West Bank, which is not part of Israel, and east Jerusalem, which it annexed and claims as part of its capital. But the international community, including the U.S., does not recognize the annexation and considers both territories to be occupied.Housing Ministry spokesman Ariel Rosenberg said the latest construction, in the Ramot area of east Jerusalem, was approved by the government long ago but in recent days, the ministry accepted a bid by a company to build the 300 housing units. He said the ministry had solicited the bids last year. Construction is expected to begin within a few months.Ramot is a sprawling development that lies mostly in territory Israel seized in 1967. Israel considers it a neighborhood of its capital.More than 500,000 Israelis now live in settlements in the West Bank and east Jerusalem. The Palestinians say continued construction is a sign of bad faith and makes it increasingly difficult to partition the land between Israel and a future Palestinian state.Palestinian official Saeb Erekat described the construction plans as "systematic destruction" of Kerry's efforts by Israeli hardliners. The Housing Ministry is headed by the "Jewish Home," a hardline party with close ties to the Jewish settler movement."They are settlers, working for settlers," Erekat said.Government spokesman Ofir Gendelman accused Palestinians of making excuses to avoid peace talks."It is a tactic to avoid negotiations," Gendelman said. "We are calling on Palestinians to return to direct negotiations immediately in order to discuss all outstanding issues," he said.
In Washington, State Department spokeswoman Jen Psaki chided Israel for the move."Israelis must recognize that continued construction in East Jerusalem is counterproductive to the cause of peace and that an independent Palestine must be viable, with real borders that have to be drawn," she said."We're at a pivotal time," Psaki told reporters. "We need to focus on each side making tough choices in order to move a process or the possibility of negotiations forward. And that's what our focus is on."Aides to the Palestinian President Mahmoud Abbas say Kerry hopes to present a formal plan to resume long-stalled negotiations in coming weeks.During his visit last week, Kerry said it was impossible to expect Israel to halt all settlement construction. But he urged restraint and called on both sides to avoid any moves that could undermine his efforts.Since taking office early this year, Kerry has devoted significant efforts to restarting peace talks. He has visited the region four times, most recently last week, in search of a formula acceptable to both sides.

City workers on Sunday morning were shocked to discover anti-Semitic and anti-Israel graffiti daubed on a synagogue in the center of Jerusalem – the Shmuel Meir synagogue, located in Safra Square, adjacent to the Jerusalem Municipality building.The Square is actually home to numerous local and national government buildings, is centrally located, and is a hub of activity at all hours of the day. The synagogue is named for former Jerusalem Deputy Mayor Shmuel Meir, who was killed in a traffic incident in 1996. The Homat Shmuel neighborhood in south Jerusalem – also known as Har Homa – is named for him as well.The primitive scrawlings were erased within an hour of their being discovered by workers, said Jerusalem Deputy Mayor David Hadari. Writing on his Facebook page, Hadari said that the graffiti was written in Hebrew and Arabic, and included “very insulting comments against Jewish residents of Jerusalem,” so there was little doubt of which ethnic group the perpetrators belonged to. “Thanks to the great efficiency of the city workers, we were able to remove the graffiti quickly, so I was unable to get a photo in time,” he wrote.
As to the motivation for the attack, Hadari said that it could be an Arab version of a so-called “price tag” attack. Such attacks, usually involving graffiti and slashed tires, are generally attributed in the media to Jews, with media sources reporting very precisely on the actions. However, Hadari said, the media had not bothered to cover the synagogue desecration. “It appears they are not very interested in Arab 'price tag' attacks,” he wrote.

Erdogan rejects 'dictator' claims

ISTANBUL (AP) — Turkey's prime minister on Sunday rejected claims that he is an authoritarian leader, dismissing protesters as an extremist fringe even as hundreds moved back into the landmark square that was the site of the fiercest anti-government outburst in years.Over the past three days, protesters around the country have unleashed pent-up resentment against Recep Tayyip Erdogan, who after 10 years in office many secular Turks see as an uncompromising figure with undue influence in every part of life.A huge, exuberant protest in Taksim Square subsided overnight, but hundreds of people were streaming into the area again on Sunday and some 1,500 people were assembling in a square in Ankara, the capital.Many waved flags, sang and called on Erdogan to resign. Some protesters have compared him to a sultan and denounced him as a dictator."If they call someone who has served the people a 'dictator,' I have nothing to say," Erdogan said in an address to a group representing migrants from the Balkans. "My only concern has been to serve my country."In another speech delivered an hour later, Erdogan said: "I am not the master of the people. Dictatorship does not run in my blood or in my character. I am the servant of the people."The demonstrations were ignited by a violent police crackdown on a peaceful sit-in to prevent the uprooting of trees at Istanbul's Taksim Square.Police and protesters clashed violently on Friday and Saturday, with clouds of tear gas overwhelming the normally touristy city center and hundreds injured.Thousands flooded into the square on Saturday after police lifted barricades to try to reduce tensions. Lutheran assembly elects first openly gay bishop

LOS ANGELES (AP) — The Evangelical Lutheran Church of America elected its first openly gay bishop to a six-year term on Friday at an annual assembly in Southern California, officials said.The election of Rev. Dr. R. Guy Erwin comes after the church's controversial rule change in 2009 that allowed gays and lesbians to be ordained in the nation's largest Lutheran denomination. More than 600 congregations have left the denomination since the change."The ELCA is a church that belongs to Christ, and in it there is a place for all," said church spokeswoman Melissa Ramirez Cooper. "The election of Pastor Erwin illustrates what many in the 4 million-member church believe: that God calls each of us by name."Erwin, a resident of the Woodland Hills area of Los Angeles, currently serves as a pastor at Faith Lutheran Church and a professor of Lutheran Confessional Theology at California Lutheran University. He has also served on a variety of boards and committees of church-related institutions and agencies.Ordained in May 2011, Erwin said he waited years for the recognition and he brings a "deep faith in Christ's presence in his church lived out in 20 years of parish experience blended with university and seminary-level teaching."Officials say the "partnered gay man" is also the first Native American to be elected. Erwin is part Osage Indian.Erwin earned a doctorate degree, two master degrees and Bachelor of Arts degree at Yale University. He engaged in seminary studies at the University of Tubingen and University of Leipzig, both in Germany.The ELCA has more than 4 million members in 9,638 congregations across the United States, Caribbean and U.S. Virgin Islands. Floods threaten Prague's historic centre after days of rain

PRAGUE (Reuters) - Czech soldiers erected metal barriers and piled up sandbags on Sunday to protect Prague's historic center from flooding after days of heavy rains swelled rivers and forced evacuations from some low-laying areas.Prague authorities also limited public transport and closed underground stations as water from the Vltava River overflowed into parts of the Old Town.The historic area is a UNESCO heritage site boasting hundreds of well-preserved buildings, churches and monuments dating back mostly to the 14th Century, including the Charles Bridge that straddles the Vltava."Due to the current situation, I have declared a state of danger for the area of the capital city," acting mayor Tomas Hudecek told a news conference.
The floods that have killed at least one person and left several missing across the Czech Republic. Central Europe hit by floods after days of rain

BERLIN (AP) — Authorities in parts of central Europe issued disaster warnings and scrambled to reinforce flood defenses Sunday as rivers swelled by days of heavy rain threatened to burst their banks.Several people have died or are missing in the floods in Germany, the Czech Republic and Switzerland since Thursday.
Czech officials warned that the waters of the Vltava river could reach critical levels in Prague late Sunday. Interim Mayor Tomas Hudecek said authorities were considering whether to shut down parts of the capital's subway network and called on people not to travel to city.In the nearby city of Trebenice a woman was found dead in the rubble after a summer cottage collapsed due to the raging water, Czech public television reported.Czech Prime Minister Petr Necas said 200 soldiers have been deployed so far to help local authorities.In Germany, where at least four people have died or are missing, Chancellor Angela Merkel promised federal support for affected areas and said the army would be deployed if necessary.Several cities including Chemnitz in the east, and Passau and Rosenheim in the south, issued disaster warnings.Passau, which is located at the confluence of three rivers, could see waters rise above record levels of 2002, said Mayor Juergen Dupper.German news agency dpa reported that large stretches of the Rhine, Main and Neckar rivers have been closed to ship traffic.Evacuations are also taking place in neighboring Austria and Switzerland.Meteorologists are predicting the rainfall will ease in the coming days.___Karel Janicek in Prague, Czech Republic, contributed to this report.

One dead, two missing in Austrian floods, landslides

VIENNA (Reuters) - Torrential rain caused widespread flooding and landslides across Austria on Sunday, forcing hundreds of people to evacuate their homes.At least one person died and two were missing in the deluge, which in some places has dumped up to two months' worth of rain in just days.One clean-up worker was killed in a mudslide in the town of St Johann near Salzburg, the Austrian Press Agency reported, while two other people were missing in the province after being swept into raging streams.The provinces of Upper Austria, Tyrol and Styria were also hit hard by the severe weather, which triggered the worst flooding in some areas since 2002.A flood alarm for the northern side of the Alps was in effect until early on Monday, national broadcaster ORF said. The ZAMG weather service forecast that rain would slacken by Monday.

Twisters, floods sweep across Midwest, Plains

OKLAHOMA CITY (AP) — Emergency officials set out Saturday to assess damage from a series of violent storms and tornadoes that killed nine people as it swept through Oklahoma City and its suburbs with tornadoes, large hail and heavy rain. More than 100 people were injured.Muddy floodwaters stood several feet deep in the countryside surrounding the metro area. Torrential downpours followed for hours after the twisters moved east, and water damage was reported at the city's airport. The storms battered a state still reeling after the top-of-the-scale EF5 tornado that ripped through suburban Moore last month, killing 24 people and decimating neighborhoods.Water surged hood-high on many streets, snarling traffic at the worst possible time: Friday's evening commute. Even though several businesses closed early so employees could beat the storm home, highways were still clogged with motorists worried about a repeat of the chaos in Moore.Bart Kuester, 50, a truck driver from Wisconsin, said he was driving along Interstate 35 past Moore when he realized a dangerous storm was approaching."I heard the sirens going off and I could see it coming," he said.Kuester said the interstate was flooded and jammed with people trying to outrun the storm."Everyone was leaving. ... Just because that one that hit Moore was so fresh in their memory," he said.Though it was in the tornado warning zone, Moore was spared major damage by the storms, but still experienced heavy rain and high wind. A convention center where the town held its graduation in the days after the storm suffered minor flooding damage, officials said.The Oklahoma County Sheriff's Office said a man was missing from a vehicle near Harrah, east of Oklahoma City, and a pair of sinkholes were reported on each side of the metro area.When the storm passed between El Reno and Yukon, it barreled right down Interstate 40 for more than two miles, ripping billboards down to twisted metal frames. Debris was tangled in the median's crossover barriers, including huge pieces of sheet metal, tree limbs, metal pipes, a giant oil drum and a stretch of chain-link fence.The warped remains of a horse trailer lay atop a barbed-wire fence less than 50 yards from the highway.Violent weather also moved through the St. Louis area. Early aerial images of the storm's damage showed groups of homes with porches ripped away, roofs torn off and piles of splintered wood scattered across the ground for blocks. Officials in St. Charles County also reported that local schools suffered some damage.Among the nine dead in Oklahoma were a mother and a baby found in a vehicle. Amy Elliott, a spokeswoman for the state medical examiner, said Saturday the death toll was up to seven adults and two children. The Oklahoma State Department of Health reported Saturday afternoon that 104 people were hurt.Meteorologists had warned about particularly nasty weather Friday but said the storm's fury didn't match that of the tornado that struck Moore. The Friday storm, however, brought with it much more severe flooding. It dumped around 8 inches of rain on Oklahoma City in the span of a few hours and made the tornado difficult to spot for motorists trying to beat it home."Some tornadoes are wrapped in rain, so it's basically impossible to see, which is extremely dangerous," said Bruce Thoren, a meteorologist with National Weather Service in Norman. "Somebody driving along really not familiar with what's going on can basically drive into it."Emergency officials reported that numerous injuries occurred in the area along I-40, and said the storm's victims were mostly in cars. Standing water was several feet deep, and in some places it looked more like a hurricane had passed through than a tornado. More than 86,000 utility customers were without power.Among the injured was Weather Channel meteorologist Mike Bettes, who suffered minor injuries when his "tornado hunt" SUV that he and two photographers were riding in was thrown 200 yards. The Weather Channel said all of the people in the vehicle were able to walk away, and that it was the first time a network personality was injured in a storm.Will Rogers World Airport was slowly reopening Saturday and some flights were resuming. But the airport reported significant damage to the roof of the terminal, and flooding damage to walls, counters and floors.In Missouri, the combination of high water and fallen power lines closed dozen of roads, snarling traffic on highways and side streets in the St. Louis area. At the Hollywood Casino in the St. Louis suburb of Maryland Heights, gamblers rushed from the floor as a storm blew through, causing minor damage to the building.The U.S. averages more than 1,200 tornadoes a year and most are relatively small. Of the 60 EF5 tornadoes to hit since 1950, Oklahoma and Alabama have been hit the most — seven times each.National Weather Service meteorologists said Saturday that it's unclear how many tornadoes touched down as part of the Friday evening storm system. Dozens of tornado warnings were issued for central Oklahoma and parts of Missouri, especially near St. Louis, they said, but crews must assess the damage before determining whether it was caused by tornadoes or severe thunderstorms.
But one thing is certain: The chances for severe weather are on the decline as a cold front moves through the region, said weather service meteorologist Gene Hatch in Springfield, Mo.This spring's tornado season got a late start, with unusually cool weather keeping funnel clouds at bay until mid-May. Southern Calif wildfire explodes in size overnight

LOS ANGELES (AP) — A fire that burned at least five structures and threatened about 1,000 others exploded in size overnight, burning dangerously close to two foothill communities north of Los Angeles.
Erratic wind fanned the fire in the Angeles National Forest to nearly 41 square miles early Sunday, triggering the evacuation of nearly 1,000 homes in Lake Hughes and Lake Elizabeth, officials said.Matt Corelli of the Forest Service told The Associated Press that five structures had been destroyed. He said they could be homes but crews were waiting for more daylight to make a positive determination."That's the only number we have confirmed right now," he said.At least 10 other structures were damaged.Patty Robitaille, 61, grabbed personal photos and documents before fleeing her Lake Hughes home with her pit bull, Roxie, as flames approached Saturday night. She said her home was among the first in the direct path of the fire.
"Driving away, you could see the town burning up," she told the Los Angeles Times. Quakes kill 2 in Taiwan, injure 33 in Philippines

TAIPEI, Taiwan (AP) — A strong earthquake jolted Taiwan on Sunday, killing two people and injuring at least 21 others and causing panicked shoppers to rush out of a shaking multi-story department store, officials said.Another earthquake jolted the southern Philippines late Saturday, injuring at least 33 people and damaging more than 140 houses.The tremor that hit Taiwan on Sunday afternoon was felt all over the island, but most severely in the central and southern regions. The magnitude-6.3 quake's epicenter was near Jenai township in Nantou County in central Taiwan, about 250 kilometers (155 miles) south of Taipei, the Central Weather Bureau said.In Mountain Ali in the southern part of the island, a man was killed by a rockslide while driving a car on a mountain road, the Taiwan Fire Agency said in a statement. Another man was killed by a falling rock when he was working at a farm in Chushan, near the epicenter.Rockslides at a scenic mountainous area near the epicenter injured several people, the agency said. In all, 21 people were injured by the earthquake, many by fallen objects.Workers removed fallen rocks and repaired a damaged mountain road in Nantou, allowing more than 100 stranded tourists to pass.Shoppers screamed and ran out of a 12-story department store that shook violently for nearly a minute, TV stations reported from the central city of Taichung. Jordan's PM: Relations with Israel Dependent on PA Peace

The relations between Israel and Jordan are directly related to the relations between Israel and the Palestinian Authority, according to Jordan’s Prime Minister Abdullah Nsur.Nsur spoke to the Ma’ariv daily newspaper during the meeting of the World Economic Forum in Jordan this week. In the interview, which was published Friday, he said, "Any improvement or deterioration in the relations between the countries is directly affected by the Palestinian issue and the possibility of a resumption of the talks between the two sides."We see the situation around us and the developments that occur before our eyes, and they only strengthen the belief that the peace process is the key to regional stability,” Nsur told the newspaper. “King Abdullah, U.S. envoy John Kerry and other international groups are working hard to promote the issue.
"If progress is made,” he added, “and there will be positive results on issues related to negotiations, Israel will instantly improve its relations with all Middle Eastern countries. I repeat again - the issue of talks between Israel and the Palestinians is the central issue which affects the relationship between Israel and Jordan.”Nsur referred to the Jordanian parliament recent unanimous demand that the government expel Israeli Ambassador Daniel Nevo over an incident at the Temple Mount.The demand was made after Israeli police questioned and released Jerusalem's most senior Muslim cleric for suspected involvement in throwing chairs at a group of Jews on the Temple Mount.Nsur said that while the lower house of the Jordanian parliament’s resolution was a democratic one, it is not the body that makes decisions in Jordan."Parliament's decision is a democratic decision, and we treat it that way,” he told Ma’ariv. “The Israeli Knesset, as well, has made harsh statements in the past on many issues, including the relationship between Israel and Jordan and the Israeli-Palestinian conflict. This is democracy and this is its price."At the same time, added Nsur, “The members of the Jordanian parliament have their perspective and their opinions. In contrast, members of the government have their own opinion. Ultimately they are at a higher level of decision making, and have the constitutional legitimacy to make decisions about operational moves, whether to expel an ambassador or recall an ambassador and whether to sever ties between countries or not.”He called on Israel, however, not to discount the parliament resolution."The decision of the Jordanian parliament should be taken seriously,” said Nsur. “We took serious steps after the incidents at the Al-Aqsa Mosque, we summoned the Israeli ambassador and we sent Israel a message that it must act responsibly with regard to the holy places of Islam.
"Jordan made an historic decision and took upon itself the responsibility for Islam's holy places. Defense Minister Moshe Yaalon has given the green light to a plan to build a new Palestinian Authority Arab city which will take away 2,000 dunams of Israeli land, the Ma’ariv daily reported on Friday.Two weeks ago, the newspaper reported that the Civil Administration for Judea and Samaria is working diligently on advanced plans for establishing a new PA city near Jericho.Ma’ariv reported that Nu'aimah, as the city stands to be called, is intended to house tens of thousands of residents and that Israel will transfer close to 2,000 dunam (500 acres) of land from the Jordan Valley Regional Council to the PA for the ambitious project.Upon learning of the project, Yaalon instructed the Coordinator of Government Activities in Judea, Samaria and Gaza to freeze the project so he can study the details of the plan and any consequences that may result from its application.Now that he has studied the plan, reported Ma’ariv, Yaalon has removed his objection to it. Snakes falling from Trees in Washington D.C frightening Children

– They’re not on a plane, but snakes in a tree could still be scary — especially when they’re spotted in D.C. DCist says an email in an Adams Morgan Yahoo Group by a D.C. police sergeant discussed snakes falling out of trees at Walter Pierce Park in Northwest. The posting was reported by the websitePoPville and reads“On Thursday, May 23, 2013 around 11:40am a call came in about a couple of snakes that fell out of the trees. When the snakes fell they scared the children, and everyone fled. This was in the playground area. I responded but found no snakes. I caught one small enough to fit inside an empty water bottle I had. It was probably a black rat snake. They are indigenous to trees and the warm weather is drawing them out.” Albimar Cuadrasleal, a painter who sometimes does work at a building near the park, tells WTOP the snake sighting occurred around the time when he was parking his car last Thursday.

Tornado on ground threatens Oklahoma City, again

Several funnel clouds touched down west of Oklahoma City on Friday evening, with TV video capturing one violent tornado on the ground.Downtown Oklahoma City was expected to be hit by a "large, violent, life-threatening tornado" by about 7:20 p.m. CT (8:20 p.m. ET), KFOR-TV reported. One spotter said the tornado was about a half-mile wide. "It';s the real deal," he said.More than 1 million people live in the metro area.About 1,000 passengers at the Will Rogers Airport evacuated passengers to an underground tunnel until threat passes, KFOR-TV reported. No flights are arriving or departing.Various twisters touched down or spun aloft near El Reno, about 25 miles west of downtown Oklahoma City. Cars flipped on I-40, utility poles were down and livestock were on road from the El Reno tornado, according to eyewitnesses.
Residents and travelers in Mustang, Yukon, Bethany and southwest Oklahoma City were urged to seek shelter.A storm May 20 at Moore killed 24 people, including 10 children. Moore borders Oklahoma City's south side.

(Reuters) - A "large and extremely dangerous" tornado that touched down west of Oklahoma City on Friday, causing some damage, was headed toward the city, and a tornado emergency has been declared in the area, the National Weather Service said.Weather Service meteorologists and storm spotters were tracking the tornado just west of Yukon, a suburb of Oklahoma City, the agency said in a statement. They said it touched down on Interstate 40 and was headed toward Oklahoma City.Oklahoma television station KFOR reported that the twister had overturned vehicles and done other damage.The National Weather Service declared a tornado emergency, which is more serious than a warning, for communities west of Oklahoma City including Yukon.Will Rogers Airport in Oklahoma City has been shut down, and was sheltering 1,200 people, local station KWTV reported.The Weather Service had earlier issued a tornado watch for parts of Oklahoma, describing weather conditions as "particularly dangerous" a day after more than a dozen reported twisters ripped through the region.Forecasters said several intense tornadoes were likely, along with storms bringing hailstones of up to 4 inches and damaging wind gusts that could reach 80 miles per hour."An extremely unstable air mass has developed across much of Central (and) Eastern Oklahoma," the weather service said in an advisory. "This will likely result in rapid development of severe thunderstorms this afternoon and evening."Forecasters said the winds would pose an increasing threat through the evening and urged residents to watch for severe weather."This is a particularly dangerous situation," the advisory said.Storms in Oklahoma and Arkansas on Thursday left an Arkansas county sheriff dead and at least one man missing in an attempted water rescue, while at least seven other people were injured elsewhere, officials said.The body of Scott County Sheriff Cody Carpenter was recovered early on Friday, said Keith Stephens, a spokesman for the Arkansas Game and Fish Commission. Authorities continued to search for a missing state game warden after Thursday night's rescue attempt along the Fourche La Fave River.A man died in Tull, Arkansas, when a tree fell on his car during a possible tornado, said Grant County sheriff's chief deputy, Pete Roberts. A Scott County official said a woman's body was found in floodwaters on Friday.Arkansas had numerous reports of damage from high winds, heavy rain and possible tornadoes. Entergy Arkansas reported about 15,000 people were without power, down from a peak of about 30,000 customers early on Friday.SURVEYING DAMAGE
Brian Smith, a National Weather Service forecaster in North Little Rock, said damage assessment teams were surveying several counties on Friday after the reports of several tornadoes.Several storms produced straight-line wind damage and heavy repeated rain, causing flash flooding across Arkansas, he said.
Little Rock received more than 3 inches of rain in an hour, breaking the hourly record for the state capital, with more thunderstorms and heavy rain possible on Friday, he said.Large, long-lasting thunderstorms known as supercells are responsible for producing the strongest tornadoes, along with large hail and other dangerous winds.Oklahoma City and Tulsa, as well as Springfield, Missouri, may all be buffeted by Friday's severe weather and possible tornado touchdowns, said Rich Thompson, a lead forecaster at the National Weather Service's Storm Prediction Center in Norman, Oklahoma.The danger zone included Joplin, Missouri, he added. Joplin was hit by a monster tornado, one of the most catastrophic in U.S. history, that killed 161 people and destroyed about 7,500 homes two years ago.On Friday, the focus was going to be from southwest Missouri into Oklahoma, Thompson said, referring to the area often referred to as "Tornado Alley."The twisters on Thursday sent Oklahoma residents scrambling for cover 10 days after a deadly EF-5 tornado struck Moore, Oklahoma, and killed 24 people. Five killed in Oklahoma tornadoes, storms move northeast

OKLAHOMA CITY (Reuters) - Tornadoes killed five people in central Oklahoma including a mother and her baby and menaced Oklahoma City and its hard-hit suburb of Moore, before the storm system tracked northeast early on Saturday.The National Weather Service said the severe weather threat would shift into neighboring Illinois and Missouri, where Governor Jay Nixon declared a state of emergency on Friday.
The tornadoes struck just 11 days after a twister ranked as EF5, the most powerful ranking possible, tore through Moore and killed 24 people.The mother and baby were killed on Friday while traveling on Interstate 40, just west of Oklahoma City, when their vehicle was picked up by the storm and they were sucked out of it, said Betsy Randolph, spokeswoman for the Oklahoma Highway Patrol.The interstate was shut down due to the storm, with multiple crashes and injuries.Two of the five deaths in Oklahoma on Friday occurred in Union City and one was in El Reno, in rural areas west of Oklahoma City, said Amy Elliott, a spokeswoman for the state Office of the Chief Medical Examiner. She could not confirm where the other deaths took place.
Over 40 people were being treated for storm-related injuries - including five in critical condition, among them a child, according to the Oklahoma-based Integris Health hospital system.Meteorologists had earlier declared a tornado emergency for parts of the Oklahoma City metropolitan area, and at one point they posted a tornado warning for Moore.Moore had limited damage from the latest storm activity, said a police dispatcher for the city.A tornado rampaged down Interstate 40 toward Oklahoma City, tipping over trucks and hurling hay bales, a witness said. Television images showed downed power lines and tossed cars as the storm systems dumped at least 3 inches of rain, stranding motorists in flood water."For reasons that are not clear to me, more people took to the roads, more than we expected. Everyone acted differently in this storm, and as a result, it created an extremely dangerous situation," said Oklahoma City Mayor Mick Cornett.
"I think we are still a little shaken by what happened in Moore. We are still burying children and victims, so our emotions are still strong," he added.Brandi Vanalphen, 30, was among the hundreds of drivers trapped on traffic-snarled roads as she attempted to flee the tornado system menacing the suburb of Norman.
"What got me scared was being stuck in traffic with sirens going off," she said. "I started seeing power flashes to the north, and I said 'screw this.' I started driving on the shoulder. People started driving over the grass."Oklahoma Governor Mary Fallin told CNN that motorists faced great danger when stuck on any freeway in the path of a twister."What we saw from the tornadoes that came through Moore and the other ones last week was that people who were in cars on the Interstate were killed," Fallin told CNN.
CITYWIDE FLOODING
Tim Oram, meteorologist for the National Weather Service, said it was difficult to know exactly how many tornadoes had touched down, but three major thunderstorms with the potential to produce tornadoes moved through the center of the state.The service later lifted a tornado warning for Oklahoma City and surrounding areas, as flash floods in the wake of the storms dunked parts of the sprawling metropolitan area - home to more than 1.3 million people - under water.Storms also swept into neighboring Missouri, where Governor Jay Nixon declared a state of emergency on the heels of what he said was several days of heavy rain.
Winds turned over semi-trailer trucks on Interstate 70 between St. Louis and St. Charles County to the west, said Brett Lord-Castillo, spokesman for the St. Louis County Emergency Management Agency.
Hollywood Casino in Maryland Heights was evacuated when part of its roof was blown off, Lord-Castillo said. Russia to send nuclear submarines to southern seas

MOSCOW (Reuters) - Russia plans to resume nuclear submarine patrols in the southern seas after a hiatus of more than 20 years following the break-up of the Soviet Union, Itar-Tass news agency reported on Saturday, in another example of efforts to revive Moscow's military.The plan to send Borei-class submarines, designed to carry 16 long-range nuclear missiles, to the southern hemisphere follows President Vladimir Putin's decision in March to deploy a naval unit in the Mediterranean Sea on a permanent basis starting this year."The revival of nuclear submarine patrols will allow us to fulfill the tasks of strategic deterrence not only across the North Pole but also the South Pole," state-run Itar-Tass cited an unnamed official in the military General Staff as saying.The official said the patrols would be phased in over several years. The Yuri Dolgoruky, the first of eight Borei-class submarines that Russia hopes to launch by 2020, entered service this year.Putin has stressed the importance of a strong and agile military since returning to the presidency last May. In 13 years in power, he has often cited external threats when talking of the need for a reliable armed forces and Russian political unity.Fears of a nuclear confrontation between Russia and the United States has eased in recent years, and the Cold War-era foes signed a landmark treaty in 2010 setting lower limits on the size of their long-range nuclear arsenals.But the limited numbers of warheads and delivery vehicles such as submarines that they committed to under the New START treaty are still enough to devastate the world. Rockets fired from Syria hit eastern Lebanon

BEIRUT (AP) — More than a dozen rockets and mortar rounds fired from Syria struck eastern Lebanon Saturday, security officials said, as tensions rise in the two countries' borderlands where Hezbollah militants are playing a bigger role in Syria's civil war.The Lebanese security officials said the Baalbek region was struck 16 times, igniting fires in fields but causing no casualties. They spoke on condition of anonymity because they were not authorized to brief reporters.Syrian rebels have fired dozens of rockets on Lebanon's northeastern region of Hermel over the past weeks but Saturday's attack was the first on Baalbek, a stronghold of Hezbollah. Syria's civil war is increasingly spilling over into neighboring Lebanon, where clashes between fighters who back and oppose Assad have left scores dead and wounded in recent months.Lebanon and Syria share a complex web of political and sectarian ties and rivalries that are easily enflamed. Some Lebanese Sunnis support the Syrian rebels, who are also mostly Sunni, while some Shiites back Assad's regime, dominated by his Alawite sect that is an offshoot of Shiite Islam.Also Saturday, the Britain-based Syrian Observatory for Human Rights said that clashes between troops and Hezbollah fighters with rebels in Qusair left at least one opposition gunman dead. The group also reported fighting in the rebel-held town or Rastan, about 50 kilometers (31 miles) north of Qusair.The regime and the opposition both value Qusair, which lies along a land corridor linking two of Assad's strongholds, the capital of Damascus and an area along the Mediterranean coast that is the heartland of the Alawite minority. For the rebels, holding the town means protecting their supply line to Lebanon, just 10 kilometers (six miles) away.
State-run Syrian TV said troops on Friday captured the village of Jawadiyeh outside Qusair, closing all entrances leading to the town and tightening the government's siege. The announcement came hours after anti-government activists said that many rebels from the northern province of Aleppo were able to enter Qusair to defend the town against advancing troops.Syria's state-run news agency SANA said that troops discovered and destroyed a 200-meter (yards) tunnel that linked Harasta, a suburb of the capital Damascus, with the highway that links the capital with the central city of Homs.Troops have been advancing in areas around the capital over the past weeks.In Aleppo, Syria's largest city, the Observatory said that at least 31 detainees have been killed by rebel shelling of the city's central prison over the past two weeks. It added that the dead were buried in one of the yards in the jail.The Observatory also said that an Islamic court in Aleppo executed the commander of the rebel Muhammad's Army Brigade and his aide after they were charged with murder, theft and taking bribes. Such sentences are not uncommon in rebel-held areas.More than 70,000 people have died in Syria's civil war according to the U.N.

Turkish PM calls for immediate end to protests as clashes flare

ISTANBUL/ANKARA (Reuters) - Turkish Prime Minister Tayyip Erdogan called for an immediate end on Saturday to the fiercest anti-government demonstrations for years, as thousands of protesters clashed with riot police in Istanbul and Ankara for a second day.The unrest was triggered by government plans for a replica Ottoman-era barracks housing shops or apartments in Istanbul's Taksim Square, long a venue for political protest, but has widened into a broader show of defiance against Erdogan and his Islamist-rooted Justice and Development Party (AKP).Police fired teargas and water cannon down a major shopping street as crowds of protesters chanting "unite against fascism" and "government resign" marched towards Taksim, where hundreds were injured in clashes on Friday.A police helicopter buzzed overhead as groups of mostly young men and women, bandanas or surgical masks tied around their mouths, used Facebook and Twitter on mobile phones to try to organize and regroup in side streets.Waiters scurried out of luxury hotels lining the square, on what should be a busy weekend for tourists in one of the world's most visited cities, ferrying lemons to protesters, who squirted the juice in their eyes to mitigate the effects of tear gas."People from different backgrounds are coming together. This has become a protest against the government, against Erdogan taking decisions like a king," said Oral Goktas, a 31-year old architect among a peaceful crowd walking towards Taksim.

Stone-throwing protesters also clashed with police firing tear gas in the Kizilay district of central Ankara as a helicopter hovered overhead. Further protests were planned in other centers including the Aegean coastal city of Izmir.The demonstration at Taksim's Gezi Park started late on Monday after trees were torn up to make way for the redevelopment. Erdogan vowed to push ahead with the plans and said the issue was being used as an excuse to stoke tensions."Every four years we hold elections and this nation makes its choice," he said in a speech broadcast on television."Those who have a problem with government's policies can express their opinions within the framework of law and democracy ... I am asking the protesters to immediately end these actions," he said.The opposition accused him of behaving like a dictator."Tens of thousands are saying no, they are opposing the dictator ... The fact that you are the ruling party doesn't mean you can do whatever you want," said Kemal Kilicdaroglu, leader of the main opposition Republican People's Party (CHP).

Erdogan has overseen a transformation in Turkey during his decade in power, turning its economy from crisis-prone into Europe's fastest-growing, and remains by far the country's most popular politician.
But critics point to his authoritarianism and what they say is his religiously conservative government's meddling in private life in the secular republic, accusing him of behaving like a modern-day sultan.Tighter restrictions on alcohol sales and warnings against public displays of affection in recent weeks have led to protest. Concern that government policy is allowing Turkey to be dragged into the conflict in neighboring Syria by the West have also sparked peaceful demonstrations.Residents hung out of windows and balconies banging pots and pans in support of the protesters in the streets below late into the night in several districts of Istanbul on Friday.Medics said close to 1,000 people had been injured in the clashes in Istanbul alone. Half a dozen lost eyes after being hit by gas canisters, the Turkish Doctors' Association said."I see benefit in telling people about the project ... instead of spraying pepper gas at them," Deputy Prime Minister Bulent Arinc said of the Taksim plans, in an apparent acknowledgement of the heavy-handedness of the police crackdown.The U.S. State Department said it was concerned by the number of injuries while Amnesty International and the European parliament raised concern about excessive use of police force."The severity shown by the police is completely disproportionate and is leading to a spreading of the protests," Martin Schulz, head of the European Parliament and a senior German Social Democrat, said in a statement.
Erdogan acknowledged mistakes had been made in the use of tear gas and said the government was investigating, but said the police reserved the right to use reasonable force."Taksim Square can't be a place where extremist groups hang around," he said of a location which has long been a venue for mass demonstrations."The police has had a mission there for decades, it didn't start with AKP rule. Wherever you go in the world, in places like this ... governments would take measures. Hagel warns China on cyberattacks

SINGAPORE (AP) — Defense Secretary Chuck Hagel delivered a two-pronged message to Beijing — holding out hope for a slowly improving military relationship with the Asian giant while issuing a stern warning on cyberattacks coming from that country. But he was met with immediate skepticism from the Chinese delegation in the audience, who questioned America's role in the Pacific.Speaking Saturday at a security conference in Singapore that he helped to form more than a decade ago, Hagel said: "The United States has expressed our concerns about the growing threat of cyber intrusions, some of which appear to be tied to the Chinese government and military." While he is not the first U.S. official to publicly blame China for computer-based attacks that steal data from U.S. government and corporate networks, he delivered the rebuke in China's backyard, with members of Beijing's government in the audience.His comments triggered a wry response from Maj. Gen. Yao Yunzhu, director of the Center for China-America Defense Relations, at the People's Liberation Army's Academy of Military Science, who challenged him to better explain America's intentions in its building up of the military across the region."Thank you for mentioning China several times," she told Hagel, minutes after he concluded his remarks, and began taking questions from the audience. As an audible murmur and some quiet chuckles rose from the crowd, she added that America's new shift to the Pacific has been widely interpreted as an "attempt to counter China's rising influence, and to offset the increasing military capabilities of the Chinese PLA. However, China is not convinced."She asked Hagel how he can assure China that the increased military deployments to the region are part of an effort to build a more positive relationship with Beijing."That's really the whole point behind closer military-to-military relationships," Hagel responded. "We don't want miscalculations and misunderstandings and misinterpretations. And the only way you do that is you talk to each other."He said the U.S. welcomes a strong and emerging China that takes on responsibilities for security in the region, and that Beijing and Washington have to be inclusive and direct with each other. "I think we've made continued progress," he said. "And we'll make more progress."Defense officials said Hagel also broadly raised the issue of cybersecurity in a brief, informal meeting with Lt. Gen. Qi Jianguo, PLA deputy chief, on Friday evening. The officials, who spoke on condition of anonymity because they were not allowed to publicly discuss the content of the meeting, said it was one of several subjects that were touched on in the session and that Hagel mentioned plans for the formation of a cyber working group.In his speech, Hagel said the U.S. is determined to work closely with China and other nations to establish appropriate standards for behavior in cyberspace. And the U.S. will also be looking to China for help in resolving ongoing problems with North Korea, which in recent months has ratcheted up tensions in the region with a series of rocket launches, an underground nuclear test and threats of nuclear strikes against the U.S. and its allies.Noting America's longstanding tensions with China, Hagel said: "The key is for these differences to be addressed on the basis of a continuous and respectful dialogue." The two nations, he said, must build trust in order to avoid military miscalculations.Much of the speech, however, was designed as a follow-up to last year's gathering, when then-Defense Secretary Leon Panetta first detailed what has been called the military's new pivot to the Pacific. Hagel assured Asian nations that despite sharp budget cuts, the Pentagon will continue to shift its military troops, ships and aircraft to the Pacific region.Where Panetta had laid out promises, Hagel was able to point to results. Marines have been deployed to the northern city of Darwin in Australia, a combat ship has arrived in Singapore and plans are unfolding for Army units that will rotate in and out of the region.
Hagel also suggested that the Pentagon's five-year budget plan continues to plan for additional F-22 Raptor fighter jets and F-35 Joint Strike Fighters in the region, along with a fourth fast-attack submarine deployed to Guam.He provided a glimpse into the broad review he ordered to determine whether budget cuts will force the U.S. military strategy to change — a year after Panetta unveiled it.International leaders have been watching the deliberations in Washington closely to see what the roughly $487 billion in automatic spending cuts over the next 10 years will mean to America's commitment's abroad. Already the military services have curtailed flight and combat training for many units, grounded some Air Force squadrons and delayed or canceled some ship deployments.The Pentagon has also announced it will furlough about 680,000 civilian employees for up to 11 days through the end of the fiscal year.The initial report on the strategy review was due to Hagel on Friday, and while he said the outcome is not final, it should reflect the rise of Asia."For the region, this means I can assure you that coming out of this review, the United States will continue to implement the rebalance and prioritize our posture, activities and investments in Asia-Pacific," he said.
The Asia-Pacific, said Hagel, is at the epicenter of historic changes around the world and the U.S. is committed to strengthening its military, economic and diplomatic partnerships with nations across the region. As part of that he noted that the U.S. will set aside $100 million to expand its military exercises in the region.
Just finishing his third month as Pentagon Chief, Hagel used the speech to introduce himself on a more personal level to the audience. For many he is a familiar face, since he was one of the founders of the conference in 2002, and as a U.S. senator, was a speaker at the first three gatherings.He talked about his long ties to the region, including his father's service in World War II flying B-25 bombers in the South Pacific, and his own service in Vietnam with his brother. Hagel was wounded and twice received the Purple Heart.
Later, he traveled to Asia as the co-founder of a cellular telephone company and then, as a GOP senator from Nebraska, he served on the Foreign Relations Committee."What I took away from all these experiences," Hagel said, "was a firm belief that the arc of the 21st century would be shaped by events here in Asia."
