There is no contradiction between the proposed amendment to the Israeli Basic Law—which affirms the state of Israel’s Jewish identity—and the country’s democratic value system, said a representative of the Institute for Zionist Strategies (IZS).The proposed amendment to the Israeli Basic Law, which seeks to uphold the essence of the Land of Israel as “the historic homeland of the Jewish people and the birthplace of the State of Israel” is not a novel idea, but was “inspired by the Israeli Declaration of Independence”, said Adi Arbel, project manager for the IZS.Commenting on the initiative revealed Monday by Coalition Chairman Yariv Levin (Likud Beitenu), Arbel maintained that the concepts of a Jewish state and a democratic state are not antithetical, but rather affirm the original intent behind the Declaration of Independence, as initially proposed by first Israeli Prime Minister David Ben-Gurion.The new bill amends a previous version introduced by former Kadima MP Avi Dichter in November 2011 which similarly declared Israel "the national home of the Jewish People, wherein the Jewish People fulfills its aspiration for self-determination in accordance with its historical and cultural heritage." “This is a Jewish state that’s a democracy, not a democracy with some Jewish elements,” said MK Levin, commenting Monday on the proposal. “We need to strengthen these principles, and give them legal priority,” he maintained.The bill calls for Jewish tradition to be the guiding force behind laws and court rulings, granting priority to the inherent Jewish character of the country.It further establishes Hebrew as the official national language, but allows the Knesset the ability to grant secondary status to other commonly used languages.There are currently eleven Israeli basic laws, said Arbel, noting that 9 of the 11 attest to Israel’s democratic nature. None of the laws, however, have yet sought to safeguard the state’s Jewish character and identity, he said.In the founding years of the state there was a great deal of deliberation as to whether Israel should implement a British-inspired legal system which would not contain a formal constitution, as proposed by David Ben-Gurion, or whether writing a formal constitution would be an imperative step in maintaining the fledgling democracy, as advocated by the leader of the opposition Herut party and Zionist visionary, Menachem Begin.In 1950 the Knesset arrived at a compromise and accepted the Harari Decision, which stipulated that rather than drafting a comprehensive Constitution, it would write chapters in various stages and later compile them into an inclusive document.Known as the Israeli Basic Laws, the Knesset passed nine laws that dealt with the structure and authority of the government during the fist decades of the state.  In 1992, however, the Knesset passed "Basic Law: Human Dignity and Liberty" and "Basic Law: Freedom of Occupation”, which for the first time dealt with human rights.  These laws vastly expanded the power of the Israeli judiciary to impede legislation that it claims conflicts with the principles articulated in the two Basic Laws.Since then, the Supreme Court, under the auspices of Justice Aharon Barak, has sought to create a paradigm in which Israel’s Jewish nature and democratic nature are diametrically opposed, said Arbel.The state’s Jewish identity does not undermine its democratic value system, nor does its democratic value system impede its Jewish growth, Arbel explained.  The two ideals are not only completely compatible, but are inspired by the vision and foresight of the founding Zionist leaders to safeguard their original intent of securing a Jewish and democratic homeland, he said.

Participants included Eric Bissell, President of B'nai Brith Canada, and Dr. Frank Dimant, CEO of B'nai Brith Canada, as well as other officers and directors of the organization. "It is critical that all Birthright, Federation and Jewish groups include a visit to the Temple Mount,” Dimant told Canada's Jewish Tribune newspaper.

Israel is gearing up for a deterioration in the regional situation, with a growing number of new threats facing the Jewish state, Prime Minister Benjamin Netanyahu said on Wednesday, the AFP news agency reports.
Netanyahu made the comments as he watched an exercise simulating the response to a chemical attack on a residential neighborhood in Jerusalem as part of an annual civil defense drill.His remarks came after several ministers raised the alarm over the planned delivery of Russian anti-aircraft missiles to Syria, where President Bashar al-Assad has been waging a bloody two-year war against insurgents bent on overthrowing him."These things we are seeing here are meant to protect Israel from an accumulation of new threats. These threats are piling up around us," he said in remarks communicated by his bureau.Israel, he said, was working with "prudence and great responsibility" but was gearing up for the regional situation to get worse."We are anticipating a deterioration," Netanyahu said, without elaborating.Earlier, public radio said Netanyahu had ordered his cabinet to stay silent on the issue of Russian missile deliveries to Syria a day after two senior ministers criticized Moscow and warned that Israel would not sit quietly if it felt under threat.Defense Minister Moshe Yaalon had on Tuesday warned Israel would "know what to do" if Russia delivered anti-aircraft missiles to Assad.
"The deliveries have not taken place, and I hope they do not. But if, by misfortune, they arrive in Syria, we will know what to do," he told reporters.Israel has launched several air raids inside Syria this year, targeting convoys transporting weapons to its arch foe Hizbullah in Lebanon.Intelligence and Strategic Affairs Minister Yuval Steinitz also confirmed Israel would "react to any threat"."I hope Damascus understands that. New bridge linking Europe and Asia embodies Turkey's rise

ISTANBUL (Reuters) - Turkey launched construction on Wednesday of a third bridge linking its European and Asian shores, the latest in a slew of multi-billion dollar projects that Prime Minister Tayyip Erdogan sees as embodying its emergence as a major power.Erdogan, who has led a decade-long transformation of a once crisis-prone economy into Europe's fastest growing, has prioritized the building frenzy as the nation's infrastructure struggles to keep up with its growth.With an eye to an election cycle ending in parliamentary polls in 2015, Erdogan called on the Turkish, Italian and Korean firms involved to complete the Istanbul bridge within two years."This is how we are building a powerful Turkey," he told a crowd of several thousand people, some waving Turkish flags, who gathered at a construction site on the shores of the Bosphorus strait to the north of Europe's largest city."For the seven hills of Istanbul, we have seven grand projects, one is this bridge, a third necklace over the Bosphorus," he said of the $3 billion project, set to be the world's widest and longest combined road and rail bridge.A huge 150 billion lira ($80 billion) is being invested in projects including a third Istanbul airport, billed to be one of the world's biggest, as well as rail and road tunnels under the Bosphorus, a high-speed train line to the capital Ankara and a shipping canal designed to rival Panama or Suez.The bridge is meant to ease congestion in the city of 14 million people. Its population was less than 2.5 million when the first Bosphorus Bridge was opened to traffic in 1973.With the population forecast to hit 17 million and the number of vehicles seen rising to 4.4 million from 3 million within a decade, the government is under pressure to act fast.Environmental groups have said the highway and airport projects will cause significant damage, leading to the destruction of hundreds of thousands of trees and harming natural water basins, accusations rejected by Erdogan.

National parliaments eclipsed by EU powers

BRUSSELS - The EU financial crisis has prompted centralisation of economic and budgetary powers in Brussels, while national parliaments struggle to fulfil their role as democratic watchdogs.The issue will be highlighted on Wednesday (29 May) when the European Commission publishes detailed budget recommendations for member states, potentially touching on sensitive areas such as wage-setting, pension age or social spending."I am worried about the degree of influence of the country-specific recommendations," said Eva Kjer Hansen, head of the Europe committee in the Danish parliament."It’s somehow underestimated how much it actually means because you either have to follow them or you have to explain why you are not following them," she added.The risk for sleepy national parliaments is that if they are not entirely on top of the EU debate then significant economic decisions will be simply be taken without their input."We need new tools to stay close to EU decisions," Kjer Hansen noted.She suggested the recently-introduced European Semester should be mirrored by a "national semester' - something just agreed in Denmark.The European semester, now in its third year, kicks off at the end of each year with the commission setting EU growth priorities. This is followed by governments submitting national reform programmes and then the commission issuing specific economic policy recommendations."It is not sufficient that we just discuss the recommendation afterwards but that we are also involved throughout the year," Kjer Hansen said.Michiel Servaes, a Dutch MP, agrees.He noted that the Dutch government last year sent the Netherlands' reform programme to Brussels without it first being debated in parliament.This was "unacceptable," he said.Other changes the Dutch have made to open up the process is appointing a rapporteur on the European semester (Servaes himself) and asking EU economic affairs commissioner Olli Rehn to appear before parliament (he will do so in June).The Dutch are particularly concerned about the process because they are breaching the EU's budget deficit rules - meaning Brussels gets more of a say on economic decisions.But even in fiscally sound countries, such as Finland, there is potential for difficulty.
Miapetra Kumpula-Natri, chair of the grand committee in the Finnish parliament, notes there could be problems if the commission issues "too concrete" instructions on "grey areas" such as wage policy - an issue not dealt with by politicians but rather by social partners.She underlined the "big responsibility" that governments have in making sure parliaments are involved, noting that Helsinki last year worked to change wording on the pension age, "the hottest topic" of the recommendations."I think we have a feeling in Finland that we know our economy better than the commission does," she said.Kjer Hansen noted that keeping national deputies involved is the only way to ensure democratic legitimacy."To me, there is no doubt that Europe needs this transparency about the European semester to make sure there is an understanding and an acceptance that the EU is taking over in more and more areas," she said.For his part, Servaes says that while he and his colleagues are "a lot more aware" of the changing nature of EU budget decisions, the same cannot be said of the general public."In general people find it really difficult to understand the details of the process," he said.

Israel warns Russia against giving Syria missiles

JERUSALEM (AP) — Israel's defense chief said Tuesday a Russian plan to supply sophisticated anti-aircraft missiles to Syria was a "threat" and signaled that Israel is prepared to use force to stop the delivery.The warning by Defense Minister Moshe Yaalon ratcheted up tensions with Moscow over the planned sale of S-300 air-defense missiles to Syria. Earlier in the day, a top Russian official said his government remained committed to the deal.Israel has been lobbying Moscow to halt the sale, fearing the missiles would upset the balance of power in the region and could slip into the hands of hostile groups, including the Lebanese militia Hezbollah, a close ally of the Syrian regime.Israel has carried out several airstrikes in Syria in recent months that are believed to have destroyed weapons shipments bound for Hezbollah. Israel has not confirmed carrying out the attacks.The delivery of the Russian missiles to Syria could limit the Israeli air force's ability to act. It is not clear whether Israeli warplanes entered Syrian airspace in these attacks.Earlier this month, Israeli Prime Minister Benjamin Netanyahu traveled to Russia to discuss the Syrian situation with President Vladimir Putin. The sides have said little about the talks, but the S-300s were believed to have been on the agenda."Clearly this move is a threat to us," Yaalon told reporters Tuesday when asked about the planned Russian sale."At this stage I can't say there is an escalation. The shipments have not been sent on their way yet. And I hope that they will not be sent," he said. But "if God forbid they do reach Syria, we will know what to do."Since the Syrian conflict erupted in March 2011, Israel repeatedly has voiced concerns that Syria's sophisticated arsenal, including chemical weapons, could either be transferred to Hezbollah, a bitter enemy of Israel, or fall into the hands of rebels battling Syrian President Bashar Assad. The rebels include al-Qaida-affiliated groups that Israel believes could turn their attention toward Israel if they topple Assad.Syria already possesses Russian-made air defenses, and Israel is believed to have used long-distance bombs fired from Israeli or Lebanese airspace. The S-300s would expand Syria's capabilities, allowing it to counter airstrikes launched from foreign airspace as well.In Moscow, Russia's deputy foreign minister, Sergei Ryabkov, wouldn't say whether Russia has shipped any of the S-300s, which have a range of up to 200 kilometers (125 miles) and the capability to track and strike multiple targets simultaneously. But he insisted that Moscow isn't going to abandon the deal despite strong Western and Israeli criticism."We understand the concerns and signals sent to us from different capitals. We realize that many of our partners are concerned about the issue," Ryabkov said. "We have no reason to revise our stance."He said the missiles could be a deterrent against foreign intervention in Syria and would not be used against Syrian rebels, who do not have an air force."We believe that such steps to a large extent help restrain some 'hotheads' considering a scenario to give an international dimension to this conflict," he said.Russia has been the key ally of the Syrian regime, protecting it from United Nations sanctions and providing it with weapons despite the civil war there that has claimed over 70,000 lives.In any case, an open confrontation between Israel and Russia would seem to be months away. Russian military analysts say it would take at least one year for Syrian crews to learn how to operate the S-300s, and the training will involve a live drill with real ammunition at a Russian shooting range. There has been no evidence that any such training has begun.If Russia were to deliver the missiles to Syria, Israeli and Western intelligence would likely detect the shipment, and Israel would have ample time to strike before the system is deployed.
Ryabkov's statement came a day after European Union's decision to lift an arms embargo against Syrian rebels. He criticized the EU decision, saying it would help fuel the conflict.Israel's defense chief spoke at an annual civil defense drill to prepare for missile attacks on Israel. This year's exercise comes at a time of heightened concerns that Israel could be dragged into the Syrian civil war.A number of mortar shells from the fighting in Syria have landed in the Israeli-controlled Golan Heights. BRUSSELS - US diplomats have defended Britain and France over their dismantling of the EU arms embargo on Syria.White House spokesman Jay Carney on Tuesday (28 May) told press on President Barack Obama's jet: "We welcome the EU action."He said Russia's decision to deliver S-300 anti-aircraft missiles to the Syrian regime is a bad move because it "does not bring us closer to the political transition that Syria deserves," however.State department spokesman Patrick Ventrell went into more detail at a briefing in Washington.He said the EU decision will "advance" the prospect of peace by giving "the flexibility to specific EU member states to assist the opposition in a way that each sees fit."He added: "We want [Syrian leader] Assad to have a changed calculation so that he realises that he's got to negotiate."Ventrell also complained about Russia.He said: "We condemn all support of arms to the regime. We've seen how the regime uses those arms. When we’re talking about the opposition, that’s a different group, and clearly they are people who are defending themselves in the face of an enormous onslaught."The US itself has not decided if it will ship weapons to rebels.But EU foreign ministers on Monday let each member state go its own way on arms deliveries after they failed to reach common ground in 14-hour-long talks.The deal included a gentleman's agreement not to start arms shipments until 1 August in order not to disrupt peace talks, set to take place in Geneva in June.But Britain and France on Tuesday said they are not bound by the August date.
British foreign minister William Hague told BBC radio: "I know there has been some discussion of some sort of August deadline. That is not the case."French foreign ministry spokesman Philippe Lalliot told media in Paris: "Legally speaking, the [arms] embargo expires on 31 May."He noted it would have been better if the EU had stayed united, but said national positions in Monday's talks were "very far apart," in reference to Austrian and Czech objections.He added that France has already established logistical routes and control mechanisms for equipment deliveries to the secularist rebel group, the Free Syrian Army, by supplying it with medical aid and communications kit in recent months.For its part, Russia said the S-300s are designed to deter Western intervention, such as the creation of a Libya-type no-fly zone.Its deputy foreign minister, Sergei Ryabkov, accused the EU of "double standards."He told Russian press: "The European Union ... is pouring more fuel on the fire of this conflict and damaging the prospects for convening a conference for [a] political settlement."The Russian surface-to-air missiles cannot be used to hit rebel ground positions.

Buddhist mobs attack Muslim homes for second day in Myanmar; one dead

LASHIO, Myanmar (Reuters) - Buddhist mobs armed with sticks and machetes burned Muslim homes on Wednesday for a second day in the northern Myanmar city of Lashio, contradicting claims in state media that soldiers and police had restored calm.A Reuters reporter saw scores of young men and boys on motorbikes and on foot marauding through the city of 130,000 people in a mountainous region about 700 km (430 miles) from the commercial capital Yangon.One person was killed and four were wounded in fighting that began at about 2 p.m., Ye Htut, spokesman for President Thein Sein, said in a Facebook post. Police fired their guns to disperse the crowd, he said.By early evening, Muslims shops and homes were still burning in one quarter, underlining the difficulty the president faces in containing mounting religious violence in an era of historic reforms since military rule ended in March 2011."I don't know where the Muslims are. They all ran away," said Kyaw Soe Win, a Buddhist resident of a mixed neighborhood where motorbikes and household possessions lay burning in the streets. Nearby, a man with a sword and a stick combed through the remains of one burned-out shop.State television said a mosque, a Muslim religious school and a number of shops were gutted by fires started on Tuesday by Buddhists who rampaged after hearing reports of a Muslim man setting a Buddhist woman on fire and badly wounding her. State media said calm had returned by Wednesday.Myanmar has struggled with religious unrest since June last year when fighting between ethnic Rakhine Buddhists and Muslim Rohingya erupted in western Rakhine State.That was followed by organized Rakhine attacks on Rohingya communities in October that New York-based Human Rights Watch said amounted to ethnic cleansing. It’s sort of problematic to contradict someone who's supposed to be the infallible voice of your religion, but that's apparently what's happened here. Refuting Pope Francis' statements last week that those who "do good" will go to heaven, regardless of faith or lack thereof, the Rev. Thomas Rosica, a Vatican spokesman, has corrected his boss, saying those who know about the Catholic Church "cannot be saved" if they "refuse to enter her or remain in her." ANDREA TORNIELLI jerusalem The Vatican and Israel are close to reaching an agreement on Church property tax regulations and the running of some places of worship. All that remains, according to Israeli sources, is to resolve the issues relating to two properties in Caesarea and Jerusalem. The Cenacle on Mount Zion where, according to Christian tradition, the Last Supper was held, will become a Catholic place of worship once again.According to the “Protocol Activity” – a permanent protocol between the Holy See and the State of Israel which both sides have agreed on -, it will now be possible to celebrate mass in the Cenacle. The room will be managed by the Franciscan Custody but will remain the property of the State of Israel and will not be handed back to the Franciscans who owned it in the past.The same sources said an agreement has been reached over the issue of the Church’s exemption from property taxes. The Holy Places, places of worship and Catholic cemeteries will be completely exempt from tax payments, but buildings or parts of buildings that are used for commercial purposes e.g.: souvenir shops, bars and restaurants, will be taxed.The Vatican and Israeli delegations will meet again in Rome on 3 and 4 June for bilateral technical meetings and a plenary session. Given the difficulty of the whole process and the numerous crises along the way, it is unlikely the meeting in Rome will result in the two sides signing a definitive agreement. Both Israel and the Holy See’s heads of delegations are newbies: Israel will be represented by its Deputy Minister of Foreign affairs, Zeev Elken and the Vatican by the new Under Secretary for Relations with States, Antoine Camilleri.The two issues which apparently remain unresolved are a parking lot on Mount Zion, where the Cenacle is and a place of worship in Caesarea. While the Custody is claiming ownership of the parking lot, the State of Israel says it cannot change the land’s use as a car parking space, but in exchange, it is offering the Custody a piece of land in different area.The situation is different with the archaeological site of Caesarea. The Latin Patriarchate had a small church dedicated to St. Paul here (St. Paul left Caesarea to go to Rome). When the State of Israel was created, the Patriarchate was dispossessed of the land and the church was demolished. Now the Holy See would like to have a place of worship in the area. The archaeological site which still contains the remains of an old crusader church is a national park and cannot be touched or an entity granted exclusive use of it. The Vatican and Israel are working together to come up with a solution that would make it possible to grant access to and to worship somewhere within the site without ownership being passed on to the Church. Another alternative would be to allocate a piece of land outside the site, where a pilgrim’s residence could be built.The negotiations have been long and complex. Official communiqués always make it look like progress has been made and on numerous occasions announcements – particularly Israeli ones – have indicated that the two sides were on the verge of finally reaching an agreement. This time, the finishing line really does seem to be in sight. If it is not reached on 4 June, then perhaps it will be at the next bilateral meeting.

Christians are the Arab Spring’s biggest losers, says Melkite archbishop Chacour

The Archbishop of Israel’s Greek Melkite Catholic Church, told Vatican Insider the situation in Syria is tragic and asked why the West is doing nothing to help

So many died, but the biggest losers are the Christians…” Elias Chacour, the Archbishop of Akko, Haifa, Nazareth and All Galilee of the Melkite Greek Catholic Church is the elder of one of the largest communities of Arab Catholics in Israel. The Church has 80 thousand faithful, 32 parishes and 28 priests. The archbishop met Vatican Insider and other Italian media in his residence in the Israeli city of Haifa, a shining example of peaceful co-existence between religions. During his meeting with journalists, he expressed his concerns about the fate of Christians who have been forced to flee Syria, about the dialogue process with the Orthodox Church and about Pope Francis.“I do not know why so many lost their lives in the Arab “Spring” – which was not a spring at all since it produced no fruits and new life was nowhere to be seen. The Chaldean bishop in the U.S., Ibrahim Ibrahim told me that Detroit’s 4000 Chaldean Christians have now become 130 thousand because many fled the countries where they had previously been living. I ask myself why the West is doing nothing to stop what is going on in Syria. 160 little Christian villages have been completely abandoned. Many are fleeing to Lebanon but we do not know how many. I saw our bishop of Damascus cry like a baby: every single Christian in Syria needs our help; they need every bit of bread and every glass of water they can get…”Archbishop Chacour said all that has happened in Tunisia, Egypt, Libya and Syria over the past few years has been “a turning point in Islamic history. Before, leaders would engage in power struggle without involving the public. We were not happy with the totalitarian regimes but we are not happy today either. This is partly because of the risk of Islamic Sharia law coming into force, which would be abominable. We don’t know what will happen further on down the line,” the archbishop said.The head of the Greek Melkite Church then went on to talk about the domestic situation: “We are Israeli citizens; we have not yet resolved all our problems but we are soldiering on: we must resist any assimilation and work towards integration. Unlike other Christian communities we do not have any foreign protectors.” Chacour saw the agreement over the Easter Sunday date as a big step forward in achieving Christian unity in Israel. We have decided to go by the Julian calendar. This has reduced our differences. The Latin Patriarchate and the Anglicans switched to this calendar too… The streets of Haifa have been blocked off to traffic for three days now. It was such a joy to join our Orthodox brothers and sisters for the Palm Sunday procession. The mayor of Haifa saw this and said: “If you do this every week, I’m behind you.”The archbishop also answered a question about Pope Francis’ decision to emphasise his Bishop of Rome role. The Orthodox looked very favourably upon this, as the Ecumenical Patriarch of Constantinople, Bartholomew I, confirmed in an interview. “It was an act of humility; By focusing on his ole as Bishop of Rome, Francis showed himself to be a hero of humility. Other Popes have often neglected to do this and have ended up seeing themselves as bishops of the world.”But Elias Chacour was keen to stress that “Rome should not be forgotten. But more importantly, we must not forget that it was here that it all started, not in Rome. When my priests go on pilgrimages to Lourdes and Medjugorje, I always say to them: “Tell Mary it’s time she comes home.” People tend to forget Mary is from Nazareth and that Jesus was the man who lived in Nazareth; he’s my fellow countryman.”The Melkite archbishop also talked about the Latin Rite Catholics. “There are fewer of them compared to us. The community of Arab Catholics under the Latin Rite is composed of 10 thousand people but they have a Patriarch, four bishops, hundreds of priests and numerous women religious: lucky them! We need to do more in terms of sharing not just communion. It is not just our problems we should share. You will know that every year we hold a Good Friday collection for the Holy Land’s Christians. I can assure you that although I am Catholic, I see nothing of these offerings.” The collection Chacour was referring to, is traditionally split between the Franciscan Custody of the Holy Land and the Latin Patriarchate.

Russia to send Syria air defense system to deter 'hotheads'

MOSCOW (Reuters) - Russia will deliver an advanced air defense system to the Syrian government despite Western opposition because it will help deter "hotheads" who back foreign intervention, a senior Russian official said on Tuesday.Deputy Foreign Minister Sergei Ryabkov also accused the European Union of "throwing fuel on the fire" by letting its arms embargo on Syrian expire, saying it would complicate efforts to arrange an international peace conference.His remarks toughened Russia's defiance of the United States, France and Israel over the planned sale of precision S-300 missile systems to President Bashar al-Assad's government, which is battling a Western and Gulf Arab-backed insurgency."We think this delivery is a stabilizing factor and that such steps in many ways restrain some hotheads ... from exploring scenarios in which this conflict could be given an international character with participation of outside forces, to whom this idea is not foreign," he told a news conference.Western experts say the air defense system could significantly boost Syria's ability to stave off outside intervention in the more than two-year civil war that has killed more than 80,000 people.The S-300s can intercept manned aircraft and guided missiles and their delivery would improve Assad's government's chances of holding out in Damascus. Western nations say the Russian arms deliveries could increase tension and encourage Assad.Moscow is standing firm on the sale, despite a trip to Russia by Israeli Prime Minister Benjamin Netanyahu this month in which he pleaded with President Vladimir Putin to halt the delivery, and a veiled warning of a military response by Israel."I can say that the shipments are not on their way yet," Israeli Defense Minister Moshe Yaalon said on Tuesday at a conference near Tel Aviv. "I hope they will not leave, and if, God forbid, they reach Syria, we will know what to do."
POWERFUL ALLY
Russia has sent anti-missile defense systems to Syria before, but says it has not sent offensive weapons or arms that can be used against the anti-government forces. A source close to Russia's state arms exporter said a contract to supply Syria with fighter jets had been suspended.Ryabkov was unable to confirm whether S-300s had already been delivered but said "we will not disavow them".Russia has been Assad's most powerful ally during the conflict, opposing sanctions and blocking, with China, three Western-backed U.N. Israel "will know what to do" if Russia delivers highly advanced anti-aircraft missiles to Syria, Defense Minister Moshe Yaalon said Tuesday.AFP said this was “an apparent allusion to another air strike” on Syria."The deliveries have not taken place – I can attest to this – and I hope they do not. But if, by some misfortune, they arrive in Syria, we will know what to do," Yaalon said.His comments came after Russian Deputy Foreign Minister Sergei Ryabkov said providing the missiles to the regime of President Bashar al-Assad would be a "stabilizing factor" aimed at deterring any foreign intervention in Syria.Speaking in Moscow, Ryabkov said "we consider these supplies a stabilizing factor and believe such steps will deter some hotheads from considering scenarios that would turn the conflict international with the involvement of outside forces." .
Prime Minister Binyamin Netanyahu met Russian leader Vladimir Putin two weeks ago, in an effort to forestall the transfer of the missiles to Syria. He reportedly told Putin that the missiles could be used to threaten Israeli civilian air traffic, among other things. In recent days, there have been reports that the transfer of the advanced systems would not be carried out.

BRUSSELS - EU countries are legally free to ship arms to Syria from 1 June onward in an ugly compromise after 14 hours of talks in Brussels.The deal is to see all other sanctions - including visa bans, asset freezes and a prohibition on buying oil from regime-linked firms - extended for one year.It comes with a political declaration that nobody will deliver weapons "at this stage."It also comes with a promise to send arms "for the protection of civilians" only.But it does not hide the fact that each member state will now create its own Syria arms rules because they could not agree a joint approach.The talks saw a clash between British foreign minister William Hague and Austria's Michael Spindelegger.France supported the UK, but took a back seat when its minister left early for another meeting in Paris.Hague told press afterward: "We have brought an end to the EU arms embargo on the opposition."He said: "This decision gives us the flexibility in future to respond to a worsening situation or the refusal of the [Syrian] regime to negotiate."When asked how to ensure Islamic extremists do not get weapons, he added: "We would only take the step of sending arms in concert with other nations, in carefully controlled circumstances and in compliance with international law."Spindelegger branded the outcome a failure.He described Britain's negotiating tactics as "deplorable" and "annoying."
He said most ministers had wanted to keep the arms ban for now but to review it in August.He also said the EU is a "peace organisation," but if countries start to take sides in civil wars it will "fundamentally" alter the nature of EU foreign policy.For her part, EU foreign policy chief Catherine Ashton tried to paper over the crack in the European facade.She said: "There is a strong spirit of trying to find a European solution … Each individual [country] is trying to find a way to best support the Syrian people."Dutch foreign minister Frans Timmermans gave a more frank assessment.He noted: "We were risking not having any sanctions by the end of the day. So, I am counting my blessings. At least 90 percent of the sanctions are still there."Outside the EU, Turkey and the US have voiced support for arming rebels while Russia opposes the move."This does direct damage to the propects for convening the international conference," Russian deputy foreign minister Sergei Ryabkov told the Itar-Tass news agency on Tuesday, referring to plans to hold peace talks in Geneva next month.Meanwhile, analysts predict complications if France and the UK go ahead.Axel Dyevre from French private intelligence firm Ceis told EUobserver if they ship fancy surface-to-air or anti-tank missiles they will have to send soldiers to teach rebels how to use them.Robert Baer, a former CIA officer in the Middle East who now writes on security issues for Time magazine, said anyone who gets involved in Syria might get bogged down for years."When has it ever been wise to intervene in a civil war? This is the mother of all civil wars," he noted."The best thing is to let them bleed it out. That's what happened in Lebanon. The Lebanese got tired of killing each other with no reward for their pain. That's where the Syria conflict is heading," he added, referring to the 1975-1990 Lebanon war.

Power outages add to Egypt's woes

CAIRO (AP) — When his neighborhood is plunged into darkness, high school student Maximos Youssef is forced to study for his year-end exams — critical in determining his future job prospects — by the light of a candle.Youssef says he is in no mood to learn, and the flame only makes sweltering summer nights without fan or air conditioner even hotter. But, he says, "there is no other option. We have exams. We need to study."
The 18-year-old is one of millions of Egyptians whose tempers have been frayed by the recurrent power cuts hitting the country in recent days, blamed on — and contributing to — the nation's plummeting reserves of foreign currency.The outages have sparked scattered street protests across Egypt and calls on social networking sites for people to stop paying electricity bills, compounding the challenges facing President Mohammed Morsi and undermining the Islamist leader's attempts to restore a sense of normalcy after two years of turmoil since the country's 2011 uprising.Morsi says Egypt only has 80 percent of its electricity needs met and that its turbines are outdated. "We have a real energy problem in Egypt," he told reporters over the weekend.A surge in crime, persistent street violence and political instability have compounded the crisis by scaring away tourists and investors, leaving the country cash-strapped for fuel needed to keep power stations running.In the southern city of Luxor, a popular tourist destination, the lights went out in the international airport and in ancient Egyptian temples recently —raising fears that the power outages will further sap tourism.Fuel shortages have already impeded daily life for millions. For months, drivers have had to wait hours in long lines to buy subsidized fuel. Some factory owners have turned to the black market to cover their needs.While blackouts occurred under Egypt's longtime autocrat Hosni Mubarak, who was ousted in the uprising, they became more frequent last summer. As temperatures climb again this year they have become part of daily life, even in the most upscale districts of the capital.The outages have come to symbolize the disorder of the post-Mubarak era."It certainly is state mismanagement," said Saber Mohammed Saber, a 30-year-old chauffeur. "The president is not competent," he said. "This didn't happen in the time of Hosni Mubarak."Morsi says his government is arranging to cut off electricity for a maximum of two hours twice daily, but residents of poorer towns and villages complain that the outages last much longer.
Amir el-Deeb, 29, who lives in the poor Boulaq el-Dakrour district of Giza near Cairo, says lights go out five times a day there. He is particularly concerned because the Muslim holy month of Ramadan begins in July and those who observe the daytime fast often stay up late at night for prayers and meals.The government has urged citizens to reduce electricity use during the summer. Last year, Prime Minister Hesham Kandil was mocked for advising citizens to gather at home in one room and wear cotton as a way to cut down on air conditioning use. Political satirists dubbed him "Hesham Cottonil", referring to one of Egypt's largest undergarment manufacturers.Many said Kandil's comments revealed that Morsi's government does not have concrete solutions to the power crisis, which has been politicized by opposition groups who say the government is failing to provide basic services.The Egyptian Social Democratic Party for example last week launched an initiative to allow students to study in their offices nationwide under battery-powered lights.
Mahmoud Ramzy of the party says Morsi's government is approaching the problem in the same manner as Mubarak did, leaving "the citizen to bear everything.""This is a problem because at some point the citizen will feel that he is the state and that there is no institution or anybody above him," Ramzy said.Some are already refusing to pay electricity bills to protest the outages.Omar Wally, a founder of a campaign on Facebook to boycott paying electricity bills, says Morsi has been in power for almost a year and the problem appears to have worsened."The state must provide us with a service if it wants us to pay. If there is no service, we will not pay," Walli said.Electricity Ministry spokesman Aktham Mohamed Abou El-Ela told The Associated Press that the government has earmarked $200 million to be used by the Oil Ministry to buy fuel for power stations.The government is vying for a $4.8 billion loan from the International Monetary Fund as one way to boost its foreign currency reserves, which have plummeted to $14.4 billion since the uprising. The reserves help pay for fuel subsidies that keep electricity bills relatively affordable.But more money would still not immediately solve the shortfall of about 3,000 to 4,000 megawatts.Mohab Helmy, a 21-year-old student who lives on the outskirts of Cairo, says the randomness of the outages is what irks him the most. Lebanon, for example, tells residents and businesses ahead of time when electricity will be cut."Why don't they publicize a schedule of the cuts so we can be prepared when they come," Helmy said. Gantz Tells Knesset Why IDF Can't Protect Jews

Chief of Staff explained that he believes changing IDF's open-fire orders will lead to escalation and loss of control.

IDF Chief of Staff Lt. Gen. Benny Gantz explained to the Knesset Tuesday why, in his view, the IDF cannot offer protection to the Jews of Judea and Samaria by firing at Arabs who terrorize them on the roads and in their homes on a daily basis.Speaking in the Knesset's Foreign Affairs and Defense Committee, Gantz acknowledged that “There is pressure by Knesset Members to change the orders for opening fire.”However, he went on, “If we let go of the reins, there will be escalation and we will lose control.”Gantz said that the briefings given to soldiers in the field before they go on security missions “need to be improved” but that in the end, the soldiers will continue to operate “in accordance with the present orders, without changing them.”He added: “We give Nitzan Alon our backing.”Major General Nitzan Alon is the Head of Central Command. He was appointed by Ehud Barak and is seen as a left-wing general by many leaders of the Jewish settlement enterprise. These leaders believe – or believed until today – that the current defeatist spirit of instructions to IDF soldiers can be gotten rid of, if Alon is replaced by someone else.Alon appeared before the Foreign Affairs and Defense Committee last week, and representatives of the Jewish communities had hoped to face him directly in the presence of MKs. This plan was forestalled when Alon insisted on the settlers' leaving the room before he began to speak, and it later became clear that Minister of Defense, Moshe Yaalon, had given his backing to this precondition.The Knesset has recently been told that rock throwing attacks in Judea and Samaria are up threefold from 2011, and firebomb attacks are up fourfold. IDF soldiers are complaining that current IDF instructions forbid them from firing at terrorists except in the most extreme of circumstances. Rock and fire bomb attacks are taking place not just against vehicles on the roads but even against homes and people walking inside their communities.
Before the instructions on opening fire were amended to severely limit the use of weapons, Jews were able to defend themselves without having their weapons taken away immeidately and then facing a court that would give the Arab version of the story the same credence as that of the attacked Israeli, a resident asserted.  The IDF was able to control the anti-Jewish violence when attackers knew that the soldiers could use their weapons when they felt threatened and not only when they could prove their lives were in immediate danger before a military court.

Chinese hackers access major weapons systems: Washington Post

WASHINGTON/CANBERRA (Reuters) - Chinese hackers have gained access to designs of more than two dozen major U.S. weapons systems, a U.S. report said on Monday, as Australian media said Chinese hackers had stolen the blueprints for Australia's new spy headquarters.Citing a report prepared for the Defense Department by the Defense Science Board, the Washington Post said the compromised U.S. designs included those for combat aircraft and ships, as well as missile defenses vital for Europe, Asia and the Gulf.Among the weapons listed in the report were the advanced Patriot missile system, the Navy's Aegis ballistic missile defense systems, the F/A-18 fighter jet, the V-22 Osprey, the Black Hawk helicopter and the F-35 Joint Strike Fighter.The report did not specify the extent or time of the cyber-thefts or indicate if they involved computer networks of the U.S. government, contractors or subcontractors.But the espionage would give China knowledge that could be exploited in a conflict, such as the ability to knock out communications and corrupting data, the Post said. It also could speed China's development of its defense technology.
In a report to Congress this month, the Pentagon said China was using espionage to modernize its military and its hacking was a serious concern. It said the U.S. government had been the target of hacking that appeared to be "attributable directly to the Chinese government and military."China dismissed the report as groundless.China also dismissed as without foundation a February report by the U.S. computer security company Mandiant, which said a secretive Chinese military unit was probably behind a series of hacking attacks targeting the United States that had stolen data from 100 companies.
AUSTRALIAN "SECURITY BLUNDER"
In Australia, a news report said hackers linked to China stole the floor plans of a A$630 million headquarters for the Australia Security Intelligence Organization, the country's domestic spy agency.The attack through the computers of a construction contractor exposed not only building layouts, but also the location of communication and computer networks, it said.Chinese Foreign Ministry spokesman Hong Lei, asked about the Australian report, said China disapproved of hacking."China pays high attention to the cyber security issue and is firmly opposed to all forms of hacker attacks," Hong said at a daily briefing."Since it is very difficult to find out the origin of hacker attacks, it is very difficult to find out who carried out such attacks," Hong said. "I don't know what the evidence is for media to make such kinds of reports."Repeating China's position that every country was susceptible to cyber attacks, Hong said nations should make joint efforts towards a secure and open Internet.Australia security analyst Des Ball told the ABC that such information about the yet to be completed spy headquarters made it vulnerable to cyber attacks."You can start constructing your own wiring diagrams, where the linkages are through telephone connections, through wi-fi connections, which rooms are likely to be the ones that are used for sensitive conversations, how to surreptitiously put devices into the walls of those rooms," said Ball.The building is designed to be part of an electronic intelligence gathering network that includes the United States and Britain. Its construction has been plagued by delays and cost over-runs with some builders blaming late design changes on cyber attacks.
The ABC report said the Chinese hacking was part of a wave of cyber attacks against business and military targets in the close U.S. ally.It said the hackers also stole confidential information from the Department of Foreign Affairs and Trade, which houses the overseas spy agency, the Australian Secret Intelligence Service, and had targeted companies, including steel-manufacturer Bluescope Steel, and military and civilian communications manufacturer Codan Ltd.The influential Greens party said the hacking was a "security blunder of epic proportions" and called for an inquiry, but the government did not confirm the breach.
Prime Minister Julia Gillard said the reports were "inaccurate", but declined to say how.Despite being one of Beijing's major trade partners, Australia is seen by China as the southern fulcrum of a U.S. military pivot to the Asia-Pacific. In 2011, it agreed to host thousands of U.S. Marines in near-permanent rotation.
