This Shabbat is known among Jewish communities around the world as “the Key Shabbat,” after the unique key-shaped challot that many families use. Once a custom in many European Jewish communities, the custom has found new life in modern Israel, as many households prepare a key-shaped challah for the first Shabbat after Passover.The custom is brought down in several books and is especially popular in hareidi communities – but many modern communities observe it as well. According to rabbis, the key is an expression of prayer for the blessings of G-d, as the “key” to a life of material plenty is in His hand.
Some versions of the custom require the placing of an actual key inside the dough, with the key actually baked into the challah, while others prefer the key-shaped bread in observance of the custom. Pigs, ducks and now bodies in China river

BEIJING: A city government in northwestern China has said it fishes out 100 human bodies every year from the Yellow River, a major source of irrigation and drinking water across a large part of the country. Most of the bodies flow downstream and get stuck near a local hydropower station, municipal authorities in Lanzhou in Ganshu province said.The statement by Lanzhou authorities comes within days of 16,000 dead pigs being found in a river near Shanghai, and 1,000 dead ducks fished out of another river in China's Sichuan province.
As with authorities in two other cities, Lanzhou officials said human bodies do not affect the quality of the water in the river, and this was borne out in monthly inspections on the city's drinking water supply. These are mostly bodies of swimmers who drown or people committing suicide, it said.Shanghai authorities have also taken a similar stand saying the pigs found floating in the river died of a disease that does not affect human beings. But questions are being raised about how the water remained unaffected by decomposing bodies.
The civil affairs bureau said it will stop the use of private divers who help families of the deceased to take out the bodies for a fee. The standard procedure is deploying staff members for this work and help the family members identity it, the bureau said.

Palestinian youths shot to death as West Bank seethes

RAMALLAH (Reuters) - Israeli troops have shot dead two Palestinian youths in the occupied West Bank, medical officials said on Thursday, as confrontations entered a third day following the death of a prisoner in an Israeli jail.The Israeli army said troops fired on Palestinians who threw fire bombs after dark on Wednesday at a guard post near Tulkarm in the northern West Bank. One body was swiftly recovered and a second was found in the early hours of Thursday.Palestinian officials named the dead men as Amer Nassar, 17, and Naji Belbisi, 18. The army said it was investigating the incident, which left at least one other Palestinian wounded.Tensions have risen rapidly in the West Bank and Gaza Strip following the death from cancer on Tuesday of Maysara Abu Hamdeya, 64, who was serving a life sentence in an Israeli jail. Palestinians accuse Israel of withholding care from the man and failing to release him after diagnosing that his illness was terminal. Israel says it followed normal procedures.Abu Hamdeya, who was serving a life term for a planned attack on a Jerusalem cafe in 2002, is due to be buried in Hebron later on Thursday and the army is braced for fresh violence. The funerals of Nassar and Belbisi are also expected later in the day.The upsurge in violence comes just days before U.S. Secretary of State John Kerry is scheduled to visit Jerusalem and Ramallah in hope of seeing progress towards reviving peace negotiations that broke down in 2010.Israeli defense official Amos Gilad dismissed suggestions that a third popular uprising, or Intifada, was breaking out in the West Bank -- territory Israel seized in the 1967 war and which is now home to more than 340,000 Jewish settlers."The term Third Intifada is meant to describe a general breakdown and uprising ... There are no powers there pushing for a third Intifada or general uprising," Gilad told Israel Radio.
GAZA ROCKETS
Israeli jets on Tuesday carried out their first air strike on the Gaza Strip since a truce ended several days of fighting in November.The military said it was responding to rockets fired earlier that day by an al Qaeda-linked group, Magles Shoura al-Mujahadeen. The group fired two more rockets on Wednesday and said it was responding to the death of Abu Hamdeya.Another rocket hit an open area in southern Israel on Thursday, causing no casualties. No Gaza militant group claimed responsibility for the latest launch.
Israeli officials pressed Gaza's ruling Islamist movement, Hamas, to rein in the rocket-firing militants after the most serious outbreak of cross-border hostilities since the ceasefire that ended the eight-day war in November.Some 4,600 Palestinian prisoners declared a hunger strike for three days in protest at Abu Hamdeya's death. In West Bank towns, some shops were shuttered in solidarity.Commenting on the violence in Gaza, Richard Serry, the U.N. special coordinator for the Middle East peace process, said it was of "paramount importance to refrain from violence."He said in a statement that renewed violations of the ceasefire threatened to unravel Egyptian-brokered understandings that included an easing of Israel's blockade on the enclave.Egypt mediated the November truce after fighting in which some 170 Palestinians and six Israelis were killed. Israel had launched that Gaza offensive, as it did a bigger campaign in 2008-09, with the declared aim of ending rocket fire.Hamas seized control of the Gaza Strip from Western-backed Palestinian President Mahmoud Abbas' Fatah movement in 2007 after winning an election a year earlier. A flotilla participant from the Mavi Marmara who is likely to receive funds from Israel in a compensation deal with Turkey says he will give all the money to Hamas and Islamic Jihad terrorists.Mehmet Tunc told reporters Wednesday at a news conference he would not touch “one Turkish lira” of it. He said nine friends of his had been “martyred” on the Mavi Marmara in action he insisted was “against international law.”Tunc’s lawyer told reporters at the news conference Wednesday that the telephone apology by Prime Minister Binyamin Netanyahu to his country was a “huge development,” a first in history. He added his client was informed about compensation by the Turkish Foreign Ministry.Tunc along with other families and their lawyers were briefed about compensation talks with Israel at a dinner hosted by Foreign Minister Ahmet Davutoglu and Deputy Prime Minister Bulent Arinc.According to a report published by the Turkish Hurriyet Daily News, the families have yet to decide whether or not they will even accept the compensation to be offered by Israel.“Any words about compensation would sadden then,” Arinc was quoted as saying. “The core of the issue is the apology and lifting of the embargo (on Gaza). The government’s work on compensation would be right for them as well,” he said, according to sources quoted by the newspaper.
The compensation to be paid by Israel apparently comes with its own price tag, however.  Israel has demanded that Turkey withdraw the charges against the four high-level ex-military chiefs currently on trial in absentia in an Istanbul court in connection with the incident.But it’s a gamble: Arinc has said the government is requiring that all of the families of those killed on the ship accept the compensation offered by Israel, or the deal falls through – in more ways than one.“Two things cannot happen at the same time,” Arinc said in a televised interview, according to the Hurriyet. “They (the families) will either accept the compensation or they will wait for the conclusion of the lawsuits.”The nine "martyrs" referred to by Tunc were armed men who were killed when they attacked IDF soldiers as they boarded the vessel to take control after its captain ignored orders to change course away from Gaza and head to Ashdod port. A number of others were wounded, some seriously, including the Israeli soldiers who were attacked -- some of whom were taken hostage and held down in the hold. The vessel was one of six intent on illegally breaking Israel's maritime blockade of Gaza, a security measure used to prevent smuggling of weapons to terrorists who routinely launch deadly attacks on southern Israel. Unlike other vessels in the flotilla, the Mavi Marmara carried little or no humanitarian aid.In the wake of the clashes, Turkey severed military and high-level diplomatic ties with the Jewish State, ejecting Israel's ambassador and recalling its own from Tel Aviv. Relations between the two former allies have been frozen since that time. El Al Airlines no longer flies to Turkey, and a travel alert to the country has long since been in place for the average Israeli traveler due to the level of hostility against Jerusalem whipped up by Prime Minister Recep Tayyip Erdogan's vituperative rhetoric.Repeated efforts by Israel to heal the break in ties were rebuffed by Ankara, as Erdogan demanded three conditions for renewal of relations: a formal apology for the deaths, compensation to the families of those killed, and lifting of Israel's blockade of Gaza -- the latter demand constituting a direct interference in Israel's national security affairs and sovereign domestic policy. On March 23, Netanyahu apologized by phone to Erdogan after a introduction of several minutes by U.S. President Barack Obama, who was in Israel at the time. Erdogan's response to Netanyahu was lukewarm at best, commenting that the apology was "a start" and saying that future ties would "depend on Israel." Negotiations over compensation are set to follow, with teams on both sides having already begun the process. But although Israel has eased restrictions, government sources have firmly reiterated that Jerusalem has no intention of lifting the blockade on Gaza, which prevents Iran from exporting to Israel's enemies what could become an existential threat to the Jewish State.Regardless, relations between business people have continued unabated, and Turkish products can be found without difficulty in the Israeli marketplace.

NKorea warns military cleared to wage nuke attack

SEOUL, South Korea (AP) — Ratcheting up the rhetoric, North Korea warned early Thursday that its military has been cleared to wage an attack on the U.S. using "smaller, lighter and diversified nuclear" weapons.The Pentagon, meanwhile, said in Washington that it will deploy a missile defense system to the U.S. Pacific territory of Guam to strengthen regional protection against a possible attack from North Korea. The defense secretary said the U.S. was seeking to defuse the situation.Despite the rhetoric, analysts say they do not expect a nuclear attack by North Korea, which knows the move could trigger a destructive, suicidal war that no one in the region wants.The strident warning from Pyongyang is latest in a series of escalating threats from North Korea, which has railed for weeks against joint U.S. and South Korean military exercises taking place in South Korea and has expressed anger over tightened sanctions for a February nuclear test.Following through on one threat Wednesday, North Korean border authorities refused to allow entry to South Koreans who manage jointly run factories in the North Korean city of Kaesong.
Washington calls the military drills, which this time have incorporated fighter jets and nuclear-capable stealth bombers, routine annual exercises between the allies. Pyongyang calls them rehearsals for a northward invasion.The foes fought on opposite sides of the three-year Korean War, which ended in a truce in 1953. The divided Korean Peninsula remains in a technical state of war six decades later, and Washington keeps 28,500 troops in South Korea to protect its ally.U.S. Defense Secretary Chuck Hagel said Washington was doing all it can to defuse the situation, echoing comments a day earlier by Secretary of State John Kerry.

China mobilizes to fight new bird flu; Japan, Hong Kong on guard

BEIJING (Reuters) - China said it was mobilizing resources nationwide to combat a new strain of deadly bird flu that has killed three people, as Japan and Hong Kong stepped up vigilance against the virus and Vietnam banned imports of Chinese poultry.The new H7N9 bird flu strain does not appear to be transmitted from human to human but authorities in Hong Kong raised a preliminary alert and said they were taking precautions at the airport.In Japan, airports have put up posters at entry points warning all airline passengers from China to seek medical attention if they suspect they have bird flu.A total of 10 people in China have been confirmed to have contracted H7N9, all in the east of the country.The latest was a 64-year-old man from Huzhou in the eastern province of Zhejiang, who state media said on Thursday was admitted to hospital on March 31.Three infected people have died.China "will strengthen its leadership in combating the virus ... and coordinate and deploy the entire nation's health system to combat the virus", the health ministry said in a statement late on Wednesday on its website (www.moh.gov.cn).In Hong Kong, authorities activated the preliminary "Alert Response Level" under a preparedness plan for an influenza pandemic, which calls for close monitoring of local chicken farms, vaccination, culling drills, and a suspension of imports of live birds from the mainland.All passengers on flights in and out of Hong Kong were being asked to notify flight attendants or airport staff if they were feeling unwell.Vietnam said it had banned poultry imports from China, citing the risk from H7N9.In Beijing, the health ministry said the government will swiftly communicate details of the new strain to the outside world and its own people, following complaints it had been too slow to report on the outbreak and suspicion of a SARS-like cover-up.Chinese internet users and some newspapers have questioned why it took so long for the government to announce the new cases, especially as two of the victims first fell ill in February. The government has said it needed time to correctly identify the virus.

We also know that it has taken on some genetic attributes that are not seen in bird viruses," Laurie Garrett, Senior Fellow for Global Health at the Council for Foreign Relations, told Reuters in New York."In other words, it seems to have adapted somehow to mammals, to humans. How that happened, we don't know," added Garrett.While the official Xinhua news agency said it was unfair to compare SARS with H7N9, as the new bird flu virus has yet to show signs of human-to-human transmission, it did warn the government's credibility was on the line.
"If there is anything that SARS has taught China and its government, it's that one cannot be too careful or too honest when it comes to deadly pandemics. Sudden flooding kills at least 46 people in Argentina

LA PLATA, Argentina (Reuters) - Flash floods killed at least 46 people and forced about 1,500 residents to evacuate the Argentine city of La Plata, capital of Buenos Aires province, government officials said on Wednesday.Some people drowned after being trapped in their cars or while walking along city streets when the water rose suddenly on Tuesday night, while others were electrocuted, provincial governor Daniel Scioli told reporters.The same storm killed at least five people in Buenos Aires, which lies about 60 km (36 miles) northwest of La Plata."Families and small children spent the night on their roofs, getting wet. People in wheelchairs were up to their waists in water all night. U.N. approves first-ever global arms trade treaty

UNITED NATIONS (Reuters) - The 193-nation U.N. General Assembly overwhelmingly approved on Tuesday the first-ever treaty on global arms trade that seeks to regulate the $70 billion international business in conventional arms ranging from light weapons to battle tanks and warships.There were 154 votes in favor, 3 against and 23 abstentions.Iran, Syria and North Korea last week prevented a treaty-drafting conference at U.N. headquarters from reaching the required consensus to adopt the treaty. That left delegations that support it no choice but to turn to a General Assembly vote to adopt it.The treaty will be open for signature June 3 and will enter into force 90 days after the 50th signatory ratifies it.Major arms producers China and Russia joined Cuba, Venezuela, Bolivia, Nicaragua and other countries in abstaining. A number of countries complained that the treaty favors exporting over importing states.The United States, the world's No. 1 arms exporter, said last week it would vote in favor of the treaty despite opposition from the National Rifle Association, a powerful U.S. pro-gun lobbying group.The NRA opposes the treaty and has vowed to fight to prevent its ratification by the U.S. Senate when it reaches Washington. A law banning “normalizing ties with the Zionist occupation” as well as co-education schooling in the Gaza Strip has entered into force, the education minister for Hamas, said on Monday.The law, which was issued on February 10, was approved by the Islamist movement's legislative council and went into effect on Sunday, Osama Mazini told a news conference.Article 46 of the law, obtained by the AFP news agency, will "ban the mixing of students from the two sexes in educational establishments after the age of nine, and work to 'feminize' girls' schools."Hamas has in the past moved to enforce conservative religious laws, including telling schoolgirls in Gaza to wear traditional full-length robes and headscarves.The newly approved education law also forbids the "receipt of gifts or aid aimed at normalizing (relations) with the Zionist occupation (Israel)."
The Hamas terrorist organization has ruled the Gaza Strip since 2007, after it won a victory in a Palestinian general election a year before against rival Fatah.

Hostilities flare along Israeli-Gaza border

JERUSALEM (Reuters) - Israel pressed Hamas on Wednesday to rein in rocket-firing militants in the Gaza Strip after the most serious outbreak of cross-border hostilities since the ceasefire that ended an eight-day war in November.The flare-up, sparked by anger in Gaza over Tuesday's death from cancer of a Palestinian prisoner held by Israel, included the first Israeli air strike in the Hamas-run enclave since the truce.By afternoon, the frontier had fallen quiet, an indication that Israel and Hamas were weighing their moves carefully after four months of relative calm that has enabled Gaza residents to rebuild and Israelis near the border to live without the familiar blaring of sirens warning of incoming rockets.The Israeli military said two rockets fired from Gaza had struck southern Israel in a morning attack on Wednesday, causing no casualties, hours after its planes targeted "two extensive terror sites" in the north of the territory.Israel launched the air strike after three rockets hit its south on Tuesday. An al Qaeda-linked group, Magles Shoura al-Mujahadeen, claimed responsibility for that attack and Wednesday's salvo, saying it was responding to the death of the 64-year-old prisoner, Maysara Abu Hamdeya.Tuesday was the third time since the November truce that rockets from Gaza had struck Israel.But with a new government and defense minister now in place after weeks of coalition-building since a January election, Israel seemed keen to show resolve, putting the onus on Hamas to prevent any rocket fire."(Israel's armed forces) decided to attack overnight in order to signal to Hamas that we will not suffer any strike on the south. Spillover from the civil war in Syria - mortar and machinegun fire toward Israeli troops in the occupied Golan Heights - has also heightened Israeli concern."We will absolutely not allow any sporadic fire toward our citizens and our forces," Defense Minister Moshe Yaalon said in a statement, referring to the situations on the frontiers with both Gaza and Syria.Israeli tanks fired at a Syrian post on Tuesday after one such incident in the Golan Heights, which Israel captured in a 1967 Middle East war. Syrian jet flies into Lebanon, fires missile

ARSAL, Lebanon (Reuters) - A Syrian jet flew 20 km (12 miles) into Lebanon and fired a missile into a field on the outskirts of the border town of Arsal on Wednesday but caused no casualties, witnesses said.
Lebanon has maintained a policy of "dissociation" from Syria's two-year-old conflict. But many Lebanese officials feel their country is increasingly at risk of being dragged into the civil war, which the United Nations says has killed 70,000 people.Syrian forces loyal to President Bashar al-Assad have fired mortars into and occasionally entered Lebanese territory in pursuit of rebels. They threatened to carry out air strikes in Lebanon last month.When a Syrian plane bombed Lebanese territory in mid-March, Lebanese President Michel Suleiman called it an "unacceptable violation" of Lebanese sovereignty.It was not immediately clear what the Syrian jet on Wednesday was targeting. Local residents said a Syrian army helicopter was also hovering near Arsal, in Lebanese airspace, at the time.Before dawn on Wednesday, Lebanese gunmen who back the uprising against Assad in Syria fired on a convoy of trucks heading to Syria in the port city of Tripoli, wounding the driver, a security source said.It was the latest in a string of attacks by anti-Assad Lebanese groups on supplies entering Syria from Lebanon, which had its own civil war from 1975 to 1990.

On Tuesday, Pyongyang said it would restart a mothballed nuclear reactor, drawing criticism from the international community, including China, its major benefactor and diplomatic friend.In Beijing, China's deputy foreign minister met ambassadors from the United States and both Koreas to express "serious concern" about the Korean peninsula, China's Foreign Ministry said, in a sign China is increasingly worried about events spinning out of control. The ministry said the meetings with Deputy Foreign Minister Zhang Yesui took place on Tuesday.South Korea demanded Pyongyang allow access to the Kaesong Industrial Park, which lies just inside North Korea.It said North Korea would allow the roughly 800 South Korean factory managers and workers in the zone to return home, but added that only 36 had opted to do so on Wednesday, indicating factories were still operating.
Those remaining in the zone were there by choice but could run out of food because all supplies needed to be trucked in from South Korea, said the Unification Ministry, which handles Seoul's matters with North Korea."If this issue is prolonged, the government is aware of such a situation materializing," ministry spokesman Kim Hyung-suk told reporters when asked about food shortages.The industrial park has not formally stopped operations since it was inaugurated in 2000 as part of efforts to improve ties between the two Koreas. It houses 123 companies and employs 50,000 North Koreans making cheap goods such as clothing.Some South Korean experts said the North's move might be temporary given the park is a financial lifeline to Pyongyang.At the South Korean border city of Paju, there was a sense of foreboding that Kaesong would be closed permanently, dealing a death blow to the one remaining example of cooperation between the two Koreas."Trust between North and South will fall apart, as well as the trust we have with our buyers. We're going to end up taking the damage from this," Lee Eun-haeng, who runs an apparel firm in Kaesong, told Reuters on the southern side of the border.Lee's business employs 600 North Koreans who earn $130 on average a month.The zone has major symbolic value for both North and South Korea. It generates cash for the North and acts as beacon for the economic prosperity of the South inside the grim, centrally planned North Korean economy where jobs are scarce."The North Korean workers there are said to have 300,000 family members," said Ahn Chan-il, a former North Korean military official who defected to the South in 1979."Does electricity go off in the Kaesong factories at any time? No. But North Korean factories see that happen to their facilities all the time."
WAR OF WORDS
North Korea's latest war of words with Seoul and Washington ratcheted up when the United Nations imposed fresh sanctions on the country for its February 12 nuclear test. At the same time, South Korea and the United States have been staging annual war games, which Pyongyang claims are a prelude to an invasion. Those exercises run throughout April.Despite the rhetoric and the cutting of telephone hot lines to the South, Pyongyang has not taken any military action and shows no sign of preparing its 1.2 million strong armed forces for war, Washington says.That would indicate much of the vitriol is intended for domestic consumption to bolster young leader Kim Jong-un ahead of celebrations marking the anniversary of the birthday of Kim Il-sung, the state's founder and the younger Kim's grandfather, on April 15.Kim has also used the rising tensions to cement his grip on power by appointing a key ally of his uncle and aunt as the country's prime minister."At least until the end of April, when drills end, the North is likely to keep up the tensions as it had done in previous years," said Cheong Seong-chang of the Sejong Institute think tank in Seoul.The 30-year old Kim was showing the North could stand up to the United States and to South Korea's new President Park Geun-hye, who took office just a week after the nuclear test, the country's third, said the defector Ahn.
"North Korea doesn't have the economic power that South Korea has but it's stressing its nuclear abilities to show that it can pull equal weight," he said.News of the Kaesong closure initially hurt South Korean financial markets. The won currency was trading at a six and a half-month low in early trade but later recovered.
North Korea is heavily reliant on Kaesong and China. Its powerful neighbor accounts for almost $6 billion in trade, according to estimates from Seoul.One South Korean worker who travels in and out of the zone each day said North Koreans there had become less friendly as tensions had risen in the past month."They used to smile at my jokes or the soldiers at customs liked to chit chat. Temple Mount activists are seeking police action on recent anti-Jewish protests by Muslim women on the Temple Mount, which Judaism teaches is the holiest place on earth.During Passover a group of Muslim women attempted to physically block Jewish visitors from accessing the site.In an appeal to police commander Avi Biton, Manhigut Yehudit activist Michael Puah described the incident, noting that the Muslim women had yelled “Allah is great,” “You stink,” and “With our blood and soul we will free Palestine” at a visiting Jewish group.The women attempted to prevent Jews from accessing the holy site at all, but after speaking with police, agreed to move aside slightly so that Jews could pass through in a narrow chain, with the Muslim women yelling insults at them as they walked by.“I don’t understand why the Israel Police allows the presence of a group whose sole aim is to provoke tension on the Mount,” he wrote. “These women have been filmed both by the Israel Police and by us, and they need to face criminal charges for harassment and disturbing the peace.”“When it comes to Jews whose only crime was prayer, or giving a media interview, the Israel Police knows well how to bar them from entering the Mount for months or years without trial,” he added. “Why are the police powerless when it comes to Muslims?”Puah ended his letter with a request to know “how the Israel Police plans to act in this matter to ensure these provocations will not be repeated.”
Police responded to the original incident by closing the Temple Mount to all visitors for the rest of the morning.

Economic crisis helping EU to fight global warming

BRUSSELS - Carbon emissions in the EU fell by 1.4 percent in 2012, raising hope the bloc will hit its targets on global warming gasses.The European Commission released the figures on Tuesday (2 April), with data from 89 percent of the roughly 12,000 installations in the EU emission's trading scheme (ETS) indicating that emissions fell to 1.79 billion tonnes last year.The figures, which will be confirmed in May, show two consecutive reductions in carbon emissions after a 2.8 percent dip in 2011.The results put the EU on track to meet its existing targets for a 20 percent reduction in overall emissions by 2020 from 1990 levels.It is also aiming for a 20 percent increase in renewable energy and a 20 percent increase in energy efficiency in the same time frame.That said, economic analysts claim that the decline in emissions is partly the result of reduced manufacturing output in Europe caused by the recession and financial crisis.According to the data, emissions from the industrial sector fell by 3.9 percent in 2012.At the same time, EU countries which rely heavily on coal - among the cheapest of fuels, saw emissions increase - with Britain, France and Germany seeing a rise of 4.7 percent, 3.9 percent and 0.5 percent, respectively.Economic stagnation in Europe has also hit the ETS itself, which allows firms to buy permits for CO2 emissions and trade them with other gas-emitting firms.The crisis has seen the price of the allowances tumble from a peak of €30 to just €3 today, putting the viability of the project in doubt.The EU parliament is preparing to vote in April on a plan to rescue the ETS.Lawmakers are also bidding to set ambitious new targets for emission reduction. Last week the European Commission released a Green paper with a view to agreeing on binding emissions targets for 2030.But with the European economy expected to remain in recession for most of 2013, whatever happens in Brussels, the EU's overall output of CO2 is likely to go down again next year.

Pope visits St. Peter's tomb under Vatican

VATICAN CITY (AP) — Pope Francis on Monday took an emotional, close-up look at the tomb of Peter, the church's first pontiff, buried beneath St. Peter's Basilica, the Vatican said.By doing so, Francis became the first pontiff to visit the necropolis, where pagans and early Christians were buried, since extensive archaeological excavations were conducted at the ancient site decades ago, the Vatican said.The 45-minute "visit of devotion to the tomb of St. Peter" was private, the Vatican said, but it later released a video of it.
The basilica was built over the location where early Christians would gather in secret, at a time of persecution in ancient Rome, to pray at an unmarked tomb believed to be that of Peter, the apostle Jesus chose to lead his church.The Vatican first said Francis would pray at Peter's tomb, but later said he prayed instead in the basilica.The new pope "paused in silent prayer, in profound and emotional meditation" in the Clementine Chapel in the vast basilica that is "the closest place (in the basilica) to the tomb of the Prince of the Apostles," it said.During a tour of the necropolis conducted by its director and an Italian cardinal, the pope "climbed up a bit, got closer to the place where the tomb of St. Peter lies, exactly under the central altar and the dome of the basilica," the Vatican said.Francis walked down the entire main street of the ancient city of the dead, the statement said. The streets of the necropolis are similar to those of ancient Rome, only they are flanked by tombs instead of shops and apartments.The Vatican said Francis walked to the necropolis entrance from the hotel on the Vatican grounds where he lives, took the tour and later — after paying homage at the tombs of several popes in another underground level known as the grottoes, including Pius XII, Paul VI and John Paul I — strolled back to his residence.The underground excursion was a sharp departure from how popes in past years often spent the day after Easter, known in Italy as "little Easter." Those pontiffs would head to Castel Gandolfo, the Vatican palace in the Alban Hills, a short drive from Rome.But that oasis of sprawling gardens and strolling paths in the quaint hill town is occupied by the predecessor of Francis, Benedict XVI, who spent the last hours of his papacy there before becoming the first pope in 600 years to retire. He is believed to have been crucified, head down, on the Vatican hill.Constantine, the first Christian emperor, had an early basilica built on the slopes of the Vatican Hill, burying the pagan and Christian cemetery — necropolis means 'city of the dead' — that surrounded Peter's burial site.The current basilica, named after St. Peter, was constructed over the earlier basilica that was deemed unsafe and demolished in the late 15th century.The Baroque master architect Bernini designed the bronze canopy over the central altar over the spot of Peter's burial site. The current basilica was planned as an awe-inspiring monument that would project the image of a powerful church.Under popes of the last century, extensive excavations were carried out of the sprawling necropolis. In 1965, archaeologists said they had found the bones of Peter in an area near an ancient Greek inscription saying "Peter is here."Part of a nearby necropolis came to light in 2003 during construction of a parking lot.
A few years ago, the Vatican unveiled the largest and most luxurious of the pagan tombs under St. Peter's Basilica — that of a family of former slaves.Guided tours of the necropolis, upon appointment, have been one of the most sought-after attractions for tourists to the Vatican.

Arizona city poised to pass state's first civil union ordinance

BISBEE, Arizona (Reuters) - A former Arizona copper mining town reborn as an artists' community is poised to become on Tuesday the first city in the conservative southwestern state to allow civil unions between same-sex couples.The City Council in Bisbee, a city of 5,600 residents in southeast Arizona, is set to pass an ordinance allowing any couple regardless of their sex or sexual orientation to join in a civil ceremony.The Council approved it at a first reading last month by a unanimous vote, and officials expect it to pass at a second reading on Tuesday night, making the city a standout in the state whose constitution recognizes marriage as a union of one man and one woman."We're here and we're forging ahead ... We're not going to wait," said Gene Conners, an enthusiastic first-term Council member who proposed the measure."To me this is about civil rights. It's about the opportunities and benefits that we all have, and why deny it to that particular group?" he added.A city founded on a mountain of copper ore in 1902, Bisbee reinvented itself as a laid-back artists' enclave after the local Phelps Dodge mine shut in 1975.The Council's vote comes as the U.S. Supreme Court is weighing whether to strike down a law that denies federal benefits to legally married same-sex couples, in a move that would reflect growing support in the United States for gay marriage.A Reuters/Ipsos poll last month found that 55 percent of Americans surveyed said married gay and lesbian couples should be able to qualify for Social Security survivor payments and other benefits provided to married heterosexual couples.The proposed ordinance in Bisbee, which a popular local bumper sticker describes as a "liberal oasis in conservative desert," draws on language in a state civil union bill currently stalled in the Republican-controlled Arizona legislature.
CITY HALL CERTIFICATES
If passed, the ordinance would come into effect in May. Couples would be able to go to City Hall and pay $76 - the cost of a marriage license at the county courthouse - for a civil union certificate.It would only be valid within the limits of the city, a picturesque trove of landmark buildings, galleries, coffee shops and old miners' cottages perched in the folds of the Mule Mountains overlooking Mexico.Benefits extended to couples would include the right to visit their sick partner in the hospital, obtain a family pass for the city swimming pool, and, for city employees, the chance for their partner to buy into their benefits - rights that they do not currently have."It's a wonderful community, and it's very welcoming. To me it makes perfect sense to eliminate some of the obstacles that prevent people from participating," Mayor Adriana Badal told Reuters.Several people have written to the Council to protest the measure, among them at least one business owner who felt that it could hurt local tourism, while others opposed it on religious grounds, including Ralph Bedolla, a pastor from the local Fountains of Living Waters Christian Church."Why is this being called a Civil Union ordinance? If all were up front it would be called what it really is, a Marriage ordinance. It is not called this because I believe that you ... really know that it is wrong," Bedolla wrote the mayor and City Council last week.He said the sanctity of marriage between a man and a woman "is by far the truth. Georgia town passes law requiring residents to own guns

ATLANTA (Reuters) - A small Georgia town on Monday passed a law requiring the head of each household to own a gun as a way to keep crime down.The ordinance, approved unanimously by the City Council in Nelson, is symbolic, however, because there is no penalty for violating it, according to Councilman Duane Cronic, who introduced the measure last month.It serves as an expression of support for gun rights and sends a message to would-be criminals, Cronic said.The measure was passed amid the debate over gun laws in the United States following the December shooting rampage in which a gunman killed 26 people at a Connecticut elementary school.The Nelson ordinance exempts convicted felons, residents with physical and mental disabilities and those who do not believe in owning firearms, Cronic said.Crime in Nelson, which has only one police officer, consists mainly of petty theft, Cronic said. Hackers around the world are plotting to strike Israel’s online presence in a coordinated cyber-attack later this week. The effort, known as “OpIsrael,” which is being organized by hacktivist group Anonymous, aims to target the 100 largest websites in the country, especially those of banks, credit card companies, and communications firms.The attack is scheduled to take place Sunday, April 7. That evening, Israel begins to mark Holocaust Remembrance Day.According to “Mauritania Attacker,” who leads a group of hackers called AnonGhost, “the hacking teams have decided to unite against Israel as one entity, and Israel should be getting prepared to be ‘erased’ from the Internet.”“Its gonna be the biggest ever operation launched against any country, Its gonna be Huge [sic]!” said Mauritania Attacker in an interview to The Hackers Post.
Shai Blitzblau, CEO of Maglan Information Defense Technologies Research, told the Hebrew daily Israel Hayom Tuesday that the attackers’ skills are increasing all the time, but have yet to reach previously unseen levels.Experts have warned that in addition to mounting a major Distributed Denial of Service (DDoS) attack, similar to the one that was recently released to the web by hosting company Cyberbunker and which has caused a worldwide slowdown in Internet speed, the hackers will also try to plant “Trojan horses” infecting web users with viruses.Uri Rivner, head of cyber strategy at BioCatch, recommended that Israelis avoid accessing threatened websites for a few days, giving their owners time to make sure no malicious codes were installed.

The first OpIsrael cyber-attacks were launched by the Anonymous hacktivist group during Israel’s November operation Pillar of Defense against terrorists in the Gaza Strip. Anonymous-affiliated hackers attacked over 700 Israeli websites, with Israel deflecting 44 million cyber-attacks on government websites.
“We are Anonymous. We are legion. We will not forgive. We will not forget. Israel, it is too late to expect us,” their message to Israeli authorities read.Last week, Anonymous and affiliates proclaimed they had broken into the Mossad’s servers and stolen the names and personal details of top IDF officials, politicians and, especially, Mossad agents. Reports on several hacker websites said that Anonymous, along with the Turkish group The Red Hack and the Arab group Sector404, both of which are allied with Anonymous, managed to break into the Mossad’s public website and steal several Excel spreadsheets containing the details of over 34,000 “Mossad agents.” The files ostensibly list names of the alleged agents, email addresses (private and work), home addresses, and other identification information.Israel is not the only country in the Middle East under hack attack; there are plenty of hackers targeting Egypt, Syria, Saudi Arabia, Iran, and other countries in the region. Many of the messages on the hacks on Egyptian and Syrian sites are political, condemning the regimes in those countries for abuses against their citizens. In Syria, “Zone-h” recorded dozens of hacks daily, most of them condemning Bashar Assad for his attacks against civilians in the civil war between his army and rebel forces. But those attacks leveled off in late November, when Syria announced it was “closing” the Internet in the country. The few hackers who have managed to upend sites since then have promised revenge on Assad for cutting off one of their main forms of protest.

France and Germany snub Cameron on EU law review

BRUSSELS - UK Prime Minister David Cameron's attempt to get other member states to participate in a general review of EU laws has suffered an embarrassing rebuff from Paris and Berlin.France and Germany have refused to take part in Cameron's much-publicised examination of whether some EU powers should be returned to member states, reports the Financial Times.The paper notes that Paris and Berlin consulted with one another on the issue before concluding that the exercise - known as the "balance of competences" - was more to serve Britain's domestic political interests.Several other member states are also not taking part in the survey, although Italy and Sweden are among those that have answered London's questionnaire.The snub comes even though London sent letters to each of the 26 other EU capitals explaining the objective of the exercise and British diplomats stressed that its approach would be even-handed.The review is the cornerstone of London's EU policy, as Cameron attempts to have an objective assessment of what in the UK is an emotive political issue - where to draw the line between national and EU powers."We have launched our balance of competences review to give us an informed and objective analysis of where the EU helps and where it hampers,” he said earlier this year.He wants to use the results to renegotiate the terms of London's EU membership, something that would eventually form the basis of a referendum in 2017 on whether to remain in the club.However, most other governments have indicated extreme reluctance to re-open the EU treaties and it is unclear whether Cameron has enough political sympathy among his EU partners to engineer a one-off deal for Britain.The first part of the review, to be published before summer, will cover the single market, health, development and foreign policy. North Korea to restart nuclear reactor in weapons bid

SEOUL (Reuters) - North Korea announced plans on Tuesday to restart a mothballed nuclear reactor that has been closed since 2007, but emphasized it was seeking a deterrent capacity, rather than repeating recent threats to attack South Korea and the United States.The state-owned KCNA news agency said North Korea would restart all nuclear facilities for both electricity and military uses.The announcement came amid soaring tensions on the Korean Peninsula as the United States bolstered its forces in the region after a series of threats by Pyongyang to attack U.S. bases in the Pacific and to invade South Korea.North Korea, one of the most isolated and unpredictable states in the world, conducted its third nuclear test in February but is believed to be some years away from developing nuclear weapons, although it claims to have a deterrent.
A speech by the North's young leader Kim Jong-un, delivered on Sunday but published in full by KCNA on Tuesday, appeared to dial down the prospects of a direct confrontation with the United States as he stressed that nuclear weapons would ensure the country's safety as a deterrent."Our nuclear strength is a reliable war deterrent and a guarantee to protect our sovereignty," Kim said. "It is on the basis of a strong nuclear strength that peace and prosperity can exist and so can the happiness of people's lives."Kim's speech, delivered to the central committee meeting of the ruling Workers Party of Korea, appeared to signal a small shift from threats against South Korea and the United States, but it was some distance from any kind of end to the crisis."The fact that this (speech) was made at the party central committee meeting, which is the highest policy-setting organ, indicates an attempt to highlight economic problems and shift the focus from security to the economy," said Yang Moo-jin of the University of North Korean Studies in Seoul.But if Pyongyang follows through with its plan to restart the nuclear facilities, it will have longer-term security implications for the region.Reactivating the aged Soviet-era reactor at the Yongbyon nuclear plant will produce plutonium, a tested path to acquire more fissile material than a uranium enrichment program.It was unclear how quickly the Yongbyon plant, whose cooling tower was destroyed as part of a de-nuclearization deal, would take to restart and it was impossible to verify whether it was still connected to North Korea's antiquated electricity grid at all."It was a reactor that was nearing obsolescence with a cooling tower that wasn't functioning properly when it was blown up. It could mean they've been rebuilding quite a few things," said Yoo Ho-yeol, North Korea specialist at Korea University in Seoul.
ENRICHMENT
The move to restart the reactor comes as a big blow to China's stated aim of restarting de-nuclearization talks on the Korean peninsula, prompting a foreign ministry spokesman in Beijing to express regret at the decision.As well as restarting the 5MW reactor at Yongbyon, the North's only known source of plutonium for its nuclear weapons program, KCNA said a uranium enrichment plant would also be put back into operation.The nuclear plant's output would be used to solve what KCNA termed an "acute shortage of electricity" and to bolster "the nuclear armed force".After being hit with U.S. sanctions for conducting the February nuclear test and what it has viewed as "hostile" military drills being staged by Seoul and Washington in the South, Pyongyang had threatened a nuclear strike on the United States, missile strikes on its Pacific bases and war with South Korea.Washington, which has said it has not seen any evidence of hostile North Korean troop moves, deployed a warship off the Korean coast overnight.The United States earlier bolstered forces staging joint drills with South Korea with Stealth fighters and has made bomber overflights in a rare show of strength.Much of the rhetoric that has come from Pyongyang in recent weeks has been a repeat of previous bouts of anger, but the length and intensity has been new, leading to concerns that the tensions could spiral into clashes.In Washington, the White House has said the United States takes North Korea's war threats seriously. But White House spokesman Jay Carney said on Monday: "I would note that despite the harsh rhetoric we are hearing from Pyongyang, we are not seeing changes to the North Korean military posture, such as large-scale mobilizations and positioning of forces."A U.S. defense official said on Monday the USS McCain, an Aegis-class guided-missile destroyer used for ballistic missile defense, was positioned off the peninsula's southwestern coast.It was not immediately clear where the ship was on Tuesday.
MOOD CHANGE
In Pyongyang, the party congress meeting and a subsequent assembly of the country's rubber-stamp parliament reiterated the usual anti-American rhetoric and criticized South Korea, but the mood appeared to have changed.The pariah state has once again started emphasizing economic development as it shifts to the major April 15 celebration of the birth of its founder, Kim Il Sung, the grandfather of the current ruler.
For the young Kim, it appears that cementing control of the party and state had now taken top priority as well as improving living standards in a country whose economy is smaller than it was 20 years ago, according to external assessments.Kim appointed a handful of personal confidants to the party's politburo, further consolidating his grip on power in the second full year of his reign.Former premier Pak Pong-ju, a key ally of the leadership dynasty, was re-appointed to the post from which he was fired in 2007 for failing to implement economic reforms.Pak, believed to be in his 70s, is viewed as a key confidant of Jang Song-thaek, the young Kim's uncle and also a protege of Kim's aunt. A Syrian expert on Middle Eastern affairs believes Iran is angling to fragment Syria and create an Alawite state in order to maintain its power in the region, Today’s Zayman reports.
Professor Murhaf Jouejati opposes the regime of Syrian President Bashar al-Assad. A member of the faculty at the National Defense University in Washington D.C., he spoke with the newspaper Monday in an exclusive interview about savage civil war wracking his homeland.The downfall of the Assad regime would strike a lethal blow to the Syria-Iran-Hizbullah axis, Jouejati contended.“Syria is a major stake for Iran. Syria is Iran’s door to Mediterranean and Arab politics. The fall of the regime would be a tremendous loss for Tehran,” he told the newspaper.In order to prevent that loss, Iran is likely to attempt to divide Syria and create an Alawite state – one comprised of Muslims who support Assad.Alawite Islam, a branch of Shi’ite Islam, is practiced by those in power in Tehran and by the Lebanon-based Hizbullah terrorists that have been fighting alongside Syrian government troops.Iran would thus promote its policies in Syria using Hizbullah as its proxy in an Alawite state, Jouejati said. Both Iran and Hizbullah have long been strong supporters of the Assad regime.“We were not talking about the fragmentation of the country before,” Jouejati said. “However, the debate on the fragmentation of Syria is more serious than ever because the crisis in the country has become more sectarianized.“We, Syrians, are against the division of the country which could lead to the establishment of an Alawite state.”                       
About 15 percent of Syrians are Alawites, as is Assad. Last week a group of Alawites met in Cairo and called for the overthrow of the regime, Jouejati said, publicly distancing their community from the Assad family.

Palestinian Hamas Islamists re-elect Meshaal as leader

GAZA (Reuters) - The Islamist Palestinian Hamas group re-elected the relatively pragmatic Khaled Meshaal as its leader on Tuesday, despite past criticism of him by hardliners in the Hamas-ruled Gaza Strip.A diplomat in the region said Egypt and Qatar had lobbied strongly on behalf of a reluctant Meshaal before the vote in Cairo by about 60 Hamas leaders who had met through the night.Born in the Israeli-occupied West Bank, Meshaal, 56, has lived in exile for decades and, like his Hamas comrades, rejects Israel's right to exist. But he played a vital role in indirect, Egyptian-mediated talks between Israel and Hamas to secure a truce that ended an eight-day Gaza war four months ago.And Meshaal drew criticism last year from Hamas's Gaza-based leadership over what some officials saw as a personal initiative to heal a rift with Western-backed Palestinian President Mahmoud Abbas, whose rival Fatah party lost control of the Israeli-blockaded enclave in a brief civil war in 2007.In a terse statement, a Hamas official said only that Meshaal had been re-elected in the Cairo meeting.The diplomat in the region, who asked not to be identified, said Egypt's Islamist leadership and the wealthy Gulf emirate of Qatar had backed Meshaal, who had earlier promised to step down."They saw Meshaal as a moderate and an example of a leader who saw the world more comprehensively than other (Gaza-based) hardliners in the group," said the diplomat.Meshaal left Damascus, where Hamas had a headquarters, about a year ago after the Sunni Islamist militant movement broke with President Bashar al-Assad over Syria's civil war.In December, Meshaal travelled from Egypt to make his first visit to Gaza, where he told a rally he would never recognize Israel and pledged to "free the land of Palestine inch by inch".

Egypt: Nearly 500 students hit with food poisoning

CAIRO (AP) — Nearly 500 students from Cairo's Al-Azhar university have been admitted to hospital with food poisoning, a senior health official said on Tuesday.The official, Khaled el-Khateib, said that all 479 food poisoning cases came from the university's dormitories in the capital's Nasr City district. President Mohammed Morsi visited students being treated in one of them on Tuesday.The poisonings occurred after a meal served at the dormitories on Monday.Food poisoning is not uncommon in Egyptian university dormitories, where basic hygiene standards are often not observed, but the latest outbreak is the biggest in years.On Monday, hundreds of students angered by the incident demonstrated outside the residence halls, blocking roads and chanting slogans against the university's management. Al-Azhar students were planning further protests outside the university's offices on Tuesday.
The university belongs to Al-Azhar mosque, the world's foremost seat of Sunni Muslim learning. Beside religious studies, the university awards degrees in sciences and humanities.Egypt's top prosecutor ordered an investigation into the case.

Syrian forces pound rebel-held areas of Damascus

BEIRUT (AP) — Syrian activists are reporting heavy government shelling and air raids in Damascus and its suburbs.The Britain-based Syrian Observatory for Human Rights says government troops have shelled the northern neighborhoods of Jobar, Barzeh and Qaboun of the capital. It also reported an air raid Tuesday on the Damascus suburb of Mleiha.Maath al-Shami, an activist based in the suburb of eastern Ghouta, says there were several airstrikes in the area.The Observatory also reported heavy shelling of rebel-held areas in the central city of Homs and the northern city of Aleppo, Syria's largest and former commercial center.
The U.N. says more than 70,000 people have been killed since Syria's conflict began in March 2011.

6,000 Syrians killed in March, deadliest month yet

BEIRUT (AP) — March was the bloodiest month yet in Syria's 2-year-old conflict with more than 6,000 documented deaths, a leading anti-regime activist group said Monday, blaming the increase on heavier shelling and more violent clashes.Rami Abdul-Rahman, who heads the Syrian Observatory for Human Rights, said the increased toll is likely incomplete because both the Syrian army and the rebel groups fighting President Bashar Assad's government often underreport their dead in the civil war."Both sides are hiding information," Abdul-Rahman said by phone from Britain, where his group is based. "It is very difficult to get correct info on the fighters because they don't want the information to hurt morale."The numbers, while provided by only one group, support the appraisal of the conflict offered by many Syria watchers: The civil war is largely a military stalemate that is destroying the country's social fabric and taking a huge toll on civilians.The increase also reflects the continuing spread of major hostilities to new parts of Syria. While clashes continue in Aleppo, Damascus and Homs, Syria's three largest cities, rebels have launched an offensive in recent weeks to seize towns and army bases in the southern province of Daraa, largely with the help of an influx of foreign-funded weapons.The Observatory, which works through a network of contacts in Syria, said those killed in March included similar numbers of combatants on both sides: 1,486 rebels and army defectors and 1,464 soldiers from the Syrian army.But the number of civilians killed exceeded them both: 2,080 total for the month, including 298 children and 291 women.In addition, there were 387 unidentified civilians and 588 unidentified fighters, most of them foreigners fighting with the rebels, bringing the March total to 6,005, Abdul-Rahman said.He criticized the international community for not doing more to stop the bloodshed, which he said could increase."If there is no solution, we think the numbers will get worse in the coming months," he said.The March toll surpassed what had previously been the deadliest month, August 2012, when airstrikes, clashes and shelling killed more than 5,400 people, Abdul-Rahman said.His total death toll for the conflict through the end of March was 62,554, a number he acknowledged as incomplete, suggesting the true figure could be twice as high.Besides the underreporting of dead fighters by both sides, he mentioned the tens of thousands of missing persons and captives held by the regime and the rebels. The fate of these people is rarely uncovered, he said.He also said more than 12,000 pro-government gunmen known as "shabiha," along with government informers may have been killed by the opposition and never reported.The constant stream of new reports, in addition to the lack of free access to much of the country, makes full investigations impossible."Since there are more dying every day, it is very hard to go back and document those who died before," Abdul-Rahman said, calling for an independent international investigation inside Syria.The Observatory's numbers are not as high as those given by the United Nations.
On Feb. 18, a U.N.-appointed Commission of Inquiry on Syria issued a 131-page report saying about 70,000 people had been killed in the conflict. The report compiled and corroborated death reports from a number of different sources.The U.N. has not updated its number since.The Syrian government does not provide regular death tolls for the conflict. Syrian officials did not immediately comment on the reported death toll.Assad's regime describes the conflict as a foreign conspiracy to weaken the country carried out by terrorists on the ground.In an attempt to boost that argument and rally regime supporters, Assad's wife, Asma, broke her long silence on the events shaking the country in a video shown on Syrian TV stations over the weekend and posted on the Internet.In the professionally produced 14-minute video, she was seen greeting, hugging and kissing women who were described as the mothers of Syrian soldiers killed in battle.
The video, titled "With Your Soul, Protect the Jasmine," said it was filmed during a reception on Mother's Day, which is celebrated in much of the Arab world on March 21. Asma Assad, dressed casually and speaking in Arabic, thanked the mothers for their sacrifice."Instead of fearing for yourselves, fearing for your lives, you feared for all of Syria," she said. "Instead of your children fearing only for you, they feared for all the mothers in the country. They went to protect the country knowing that Syria, the homeland, is the mother of all."When she finished her speech, a girls' choir broke into a patriotic song.The video, which was posted Friday on the official Facebook page of the president's office, is the first time Asma has spoken out in public since the start of the conflict. Her silence had prompted some to speculate that the British-born first lady disapproved of the regime's violent crackdown on the opposition.She appeared briefly at a pro-regime rally in January 2012, smiling with her children as her husband said the "conspiracy" against Syria was in its final stage.A month later, she accompanied her husband to a polling station during a referendum on a new constitution, but did not speak.In recent weeks, the president's office has published photos of her visiting the children of people killed in the civil war.___Associated Press writer Zeina Karam contributed reporting from Beirut.
