New York Times ad seeks candidates for joint Israeli-Palestinian parliament

Confederation initiative launched by Israeli-born lawyer who now lives in California

An initiative to establish an Israeli-Palestinian confederation and joint parliament was publicized Monday with a full page advertisement in the New York Times, aimed at recruiting 1,500 parliamentary candidates from both sides of the conflict.The initiative was launched by Israeli-born lawyer Josef Avesar, a California resident, and has been endorsed by former Israeli foreign minister Shlomo Ben Ami and Palestinian peace activist and National Council member Hanna Siniora.Elections for a planned joint Israeli-Palestinian parliament are to be held on December 12, and the Confederation’s website allows Israeli and Palestinians over the age of 21 to submit their candidacy for parliament member or president. The parliament is to include 300 members, elected by 300 voting districts encompassing Israel and the Palestinian territories. Candidates must declare online “under penalty of perjury” that they are residents “of Israel or Palestine.”The joint parliament is not intended to replace the existing Israeli and Palestinian legislatures, organizers explain, but rather help bridge the gap between the sides. According to the parliament’s constitution, legislation can only pass with the consent of both sides.With a board of directors located in the United States, it is unclear where the parliament would convene once elected. Article 1 of the Israeli-Palestinian Confederation’s constitution stipulates only that “the time, place, and manner of the Parliament’s legislative sessions and voting mechanism shall be prescribed by the Parliament.”

JTA — Seventy percent of Americans view Israel favorably, according to a survey conducted by the Foreign Policy Initiative.Moreover, when asked their view of Israel, nearly 81 percent of political conservatives shared that favorable view, while the number was at 68.5 percent for moderates and approximately 63 percent of liberals.The survey, called “Foreign Policy Matters in 2012,” was conducted Sept. 15-17 by Basswood Research for the Foreign Policy Initiative. Its margin of error is 3.1 percent.Some 40 percent of respondents identified as Republicans, 40 percent as Democrats and 20 percent as either independents or with no party affiliation.Asked the open-ended question about America’s best ally in the world, Israel came in at 15.9 percent, second only to the United Kingdom at 54 percent.On Syria, nearly 66 percent of Americans supported Washington working “with our allies to establish no-fly zones in Syria to protect civilians and help ensure a transition to a more pro-Western government instead of the terrorist-supporting regime of Bashar al-Assad.”

And make no mistake, justice will be done.”Since then, intelligence agencies have determined that the attack “involved a small number of militants with ties to al-Qaeda in North Africa but see no indication that the terrorist group directed the assault.” They have concluded that the attack “was not timed to coincide with the Sept. 11, 2001, anniversary” and was instead “set in motion after protesters scaled the walls of the U.S. Embassy in Cairo as part of a protest of an amateur anti-Islamic YouTube video.”

Obama Administration Knew Libya Attack Was Terrorism Within 24 Hours

Sources tell Fox News that U.S. intelligence almost immediately knew the Sept. 11 attack on the U.S. Consulate in Libya was the work of terrorists.That weekend, however, U.S. Ambassador to the United Nations Susan Rice, stated that the attack was spontaneous, and resulting from Muslims’ outrage over an anti-Islam film. Only in the last week has the Obama administration begun to publicly declare that the attack was terrorism.Bret Baier reports that the Obama administration actually labeled the attack as terrorism immediately in order to unlock certain federal resources to speed up the response. (CNN) -- Comments by U.S. officials regarding the September 11 attack that killed four Americans in Benghazi, Libya, have provoked controversy among some critics.Some Republicans have accused the administration of being less than forthcoming about the causes of the incident, saying the administration has focused on "The Innocence of Muslims," the inflammatory online video mocking the Muslim Prophet Mohamed as the explanation for the attack.Here's a rundown of notable statements by administration officials, publicly and in interviews with CNN:

September 12 -- President Barack Obama:

"The United States condemns in the strongest terms this outrageous and shocking attack. ... No acts of terror will ever shake the resolve of this great nation."

September 12 -- Secretary of State Hillary Clinton:

"We are working to determine the precise motivations and methods of those who carried out this assault. Some have sought to justify this vicious behavior, along with the protest that took place at our embassy in Cairo yesterday, as a response to inflammatory material posted on the Internet. America's commitment to religious tolerance goes back to the very beginning of our nation. But let me be clear -- there is no justification for this, none."

September 12 -- White House spokesman Jay Carney, in response to questions about whether the attack was planned:"It's too early for us to make that judgment. I think -- I know that this is being investigated, and we're working with the Libyan government to investigate the incident. So I would not want to speculate on that at this time."

September 13 -- Jay Carney:

"The protests we're seeing around the region are in reaction to this movie. They are not directly in reaction to any policy of the United States or the government of the United States or the people of the United States."

September 13. -- A senior U.S. official tells CNN that the Benghazi violence was a "clearly planned attack:"It was not an innocent mob," the official said. "The video or 9/11 made a handy excuse and could be fortuitous from their perspective, but this was a clearly planned military-type attack."

September 13 -- State Department spokeswoman Victoria Nuland:

"Well, as we said yesterday when we were on background, we are very cautious about drawing any conclusions with regard to who the perpetrators were, what their motivations were, whether it was premeditated, whether they had any external contacts, whether there was any link, until we have a chance to investigate along with the Libyans. So I know that's going to be frustrating for you, but we really want to make sure that we do this right and we don't jump to conclusions. That said, obviously, there are plenty of people around the region citing this disgusting video as something that has been motivating."

September 14 -- Jay Carney:

"We were not aware of any actionable intelligence indicating that an attack on the U.S. mission in Benghazi was planned or imminent."

September 16 -- Susan Rice, U.S. ambassador to the United Nations, on CBS' "Face the Nation":

"We do not have information at present that leads us to conclude that this was premeditated or preplanned."

September 18 -- Jay Carney:

"Our belief based on the information we have is it was the video that caused the unrest in Cairo, and the video and the unrest in Cairo that helped -- that precipitated some of the unrest in Benghazi and elsewhere. What other factors were involved is a matter of investigation."

September 19 -- Jay Carney:

"It is a simple fact that there are, in post-revolution, post-war Libya, armed groups, there are bad actors hostile to the government, hostile to the West, hostile to the United States. And as has been the case in other countries in the region, it is certainly conceivable that these groups take advantage of and exploit situations that develop, when they develop, to protest against or attack either Westerners, Americans, Western sites or American sites. ... Right now I'm saying we don't have evidence at this point that this was premeditated or preplanned to coincide on a -- to happen on a specific date or coincide with that anniversary."

September 19 -- Director of National Intelligence Matthew Olson, responding to a question by Senate Homeland Security and Governmental Affairs Chairman Joe Lieberman on whether the attack was a terrorist attack:

"They were killed in the course of a terrorist attack on our embassy. ... At this point, what I would say is that a number of different elements appear to have been involved in the attack, including individuals connected to militant groups that are prevalent in eastern Libya, particularly the Benghazi area, as well we are looking at indications that individuals involved in the attack may have had connections to al Qaeda or al Qaeda affiliates, in particular al Qaeda in the Islamic Maghreb." Olson also said U.S. officials had no "specific evidence of significant advanced planning."

September 20 -- Jay Carney:

"It is, I think, self-evident that what happened in Benghazi was a terrorist attack. Our embassy was attacked violently, and the result was four deaths of American officials."

September 20 -- President Obama at a town hall meeting organized by the Spanish-language Univsion Network, responding to a question about the possible involvement of al Qaeda:

"What we do know is that the natural protests that arose because of the outrage over the video were used as an excuse by extremists to see if they can also directly harm U.S. interests."

September 21 -- Hillary Clinton:

"What happened in Benghazi was a terrorist attack, and we will not rest until we have tracked down and brought to justice the terrorists who murdered four Americans."

September 25 -- President Obama on ABC's The View," in response interviewer Joy Behar's question, "I heard Hillary Clinton say it was an act of terrorism. Is it? What do you say?":

"We're still doing an investigation. There's no doubt that (with) the kind of weapons that were used, the ongoing assault, that it wasn't just a mob action. We don't have all the information yet, so we're still gathering it. But what's clear is that around the world there's still a lot of threats out there." Obama also said "extremist militias" were suspected to have been involved.

September 26 -- Hillary Clinton:

"What is happening inside Mali is augmented by the rising threat from violent extremism across the region. For some time, al Qaeda in the Islamic Maghreb and other groups have launched attacks and kidnappings from northern Mali into neighboring countries. Now, with a larger safe haven and increased freedom to maneuver, terrorists are seeking to extend their reach and their networks in multiple directions. And they are working with other violent extremists to undermine the democratic transitions under way in North Africa, as we tragically saw in Benghazi."

September 27 -- Secretary of Defense Leon Panetta:

"It was a terrorist attack. ... As we determined the details of what took place there, and how that attack took place, that it became clear that there were terrorists who had planned that attack."".

September 27 -- A senior U.S. official tells CNN that it became clear within about a day of the Benghazi attack that it been work of terrorists:

Separately, CNN National Security Analyst Fran Townsend reports that a law enforcement source told her that "from day one we had known clearly that this was a terrorist attack."

September 28: Statement by Olson spokesman Shawn Turner:

"In the immediate aftermath, there was information that led us to assess that the attack began spontaneously following protests earlier that day at our embassy in Cairo. We provided that initial assessment to executive branch officials and members of Congress, who used that information to discuss the attack publicly and provide updates as they became available. WINNIPEG—Thick, black smoke and flames continued to spew late Monday from a Winnipeg warehouse that holds highly explosive fuel used for car racing.Dozens of emergency vehicles were expected to spend the night on site at Speedway International, a company that boasts on its website it is “North America’s No. 1 source for 99.99 per cent racing methanol.”The first huge fireball of many went up in the air shortly before the supper hour, accompanied by a column of dark smoke.Throughout the night, more explosions could be heard and smaller fireballs could be seen as the contents of the warehouse ignited.Employees said the good news is that no one was inside the building at the time and everyone had been accounted for.However, there were also worries because of train cars sitting nearby that also contain the racing fuel.“Numerous roadways in the surrounding area have been closed to all traffic,” Winnipeg police said in a statement. “As a result of the fire, some evacuations in the immediate area have already occurred.”Police were also warning people who might be tempted to come out and watch the fire to stay home.“Emergency personnel have noted that some members of the public have made their way toward the scene due to curiosity. These individuals are requested to leave the area immediately.”Manitoba fire commission Dave Schafer confirmed that the surrounding area had been evacuated but could not say whether there were concerns about toxicity from the smoke.“The main concern with any fuel is explosions,” he said.Witnesses said they could feel heat on their faces from blocks away.Speedway International says its Pro Comp racing methanol can be shipped throughout North America in sealed 55-gallon drums via tank trucks and by rail.“Pro Comp racing methanol will provide more horsepower, more torque and longer engine life than any other industrial grade or off-spec methanol,” the company says on its website.It says the fuel is used for drag racing and Indy car racing.
Speedway International owner Royce Rostecki made headlines a few years ago when a subsidiary of his company, Greenway Bio-diesel, became the first in the province to be licensed for production of biodiesel.

OTTAWA—The federal food safety watchdog plans to revamp how companies analyze data after discovering an Alberta slaughterhouse missed warning signs ahead of an E. coli scare that led to the biggest meat recall in Canadian history.“We’re discovering through this that there is something that we can do to improve the system and now it is just a question of figuring out how to do properly,” Dr. Richard Arsenault, director of the meat programs division at the Canadian Food Inspection Agency said in an interview Monday.The food inspection agency is currently testing products at the XL Foods Inc. plant in Brooks, Alta., for the harmful bacteria and has suspended the operating licence of the plant until it fixes its control system to comply with orders from federal officials.The massive recall of beef products was also expanded over the weekend.There were 40 inspectors — 20 per shift — and six veterinarians overseeing the fast-moving production line at the slaughterhouse, but the company was in charge of taking a second look at what its tests for bacteria were showing.The carcasses passed tests for cleanliness and disease, they were treated with a processing aid to kill any invisible E. coli O157: H7 and then pasteurized with steam to get rid of any that was missed, Arsenault said.Any beef that still tested positive for E. coli O157: H7 after that point did not leave the plant, Arsenault said, but the problem was that no one was taking a close enough look at the products that tested negative immediately before and immediately afterwards, or taking a step back to figure out why those positive results were coming.As a result, products that did have traces of the bacteria — despite having produced negative results — made their way out of the plant, only to be caught during routine testing by the CFIA and the U.S. Department of Agriculture on Sept. 4.Arsenault said fixing the problem is twofold: make sure the company documents its data in such a way that trends are easy for an inspector to see in real-time and make sure the company does its trend analysis properly in the first place.
“We can’t put an inspector on a computer to look at this stuff. We need (the) company to do that and if we check them often enough, we’ll have confidence that it’s working,” Arsenault said.Bob Kingston, the head of the union representing federal food inspectors, said having too much confidence in companies to do their own testing was part of the problem.“We trusted so much that we didn’t have the built-in process of verifying what they were doing. We talk a lot about being able to do just that: verify the plants are doing what they say they are going to do,” said Kingston, president of the Agriculture Union at the Public Service Alliance of Canada.“Well, where was the verification?” Kingston said, adding that it is not necessarily about a lack of resources, but a lack of focus.“If you don’t assign somebody to do that specific monitoring, it is not going to get done,” said Kingston.

North Korea: Spark could set off nuclear war

General Assembly's annual high-level meeting, Vice Foreign Minister Pak Kil Yon said the Koreas have become "the world's most dangerous hotspot" and pledged to use the North's "mighty" military deterrent against any "reckless provocations.""The only way to prevent war and ensure lasting peace on the Korean peninsula is to put an end to the U.S. hostile policy towards the DPRK," he said, using the initials of the country's official name, the Democratic People's Republic of Korea.The U.S. State Department had no comment on the speech.Pak addressed the 193-member world body for the first time since the death in December of North Korea's longtime leader Kim Jong Il and the transfer of power to his son, Kim Jong Un. His speech gave some clues about the foreign policy approach of the new leader, whom Pak addressed as "our dear respected marshal."Pak said Kim is leading efforts to advance his father's economic development program with his own "insight into the world," and is implementing an "independent foreign policy" and opening a new chapter in developing relations with friendly countries "not bound by the past."

UNITED NATIONS (AP) — After countless speeches, meetings and behind-the-scenes discussions, the unending war in Syria remained the unsolved problem that loomed over this year's gathering of world leaders at the United Nations.As the week-long meeting of the U.N. General Assembly ended Monday, there were no breakthroughs on a civil war that has vexed diplomats, paralyzed the Security Council and raised new questions about the relevance of the United Nations.Anyone willing to look closely, however, might spot a few glints of movement: the new international envoy Lakhdar Brahimi saying he saw an "opening" for a solution and was working on a new approach after visiting Syria, the Emir of Qatar and other leaders in the region calling for some kind of Arab-led intervention. But as the fighting in Syria raged on, and there was no sign of action that could end the escalating war, details on these few nuggets were hard to come by.

Talk about Syria, however, was heard everywhere.Over seven days of speeches, Syria was discussed by one country after another, from Albania: Syrians "are suffering a primitive bloodshed by a regime that has irreversibly lost its legitimacy to lead;" to Zambia: "Humanity has again been embarrassed by this unnecessary carnage."Dozens of nations excoriated the regime of President Bashar Assad for its role in a conflict that has killed at least 30,000 Syrians, according to activists.Even the world's top diplomat joined in. After Secretary-General Ban Ki-moon met with Syria's foreign minister Monday, the U.N. chief's press office issued a blunt statement."The Secretary-General raised in the strongest terms the continued killings, massive destruction, human rights abuses, and aerial and artillery attacks committed by the government," it said. "He stressed that it was the Syrian people who were being killed every day, and appealed to the government of Syria to show compassion to its own people."Ban again went after Syria in a meeting later Monday on the threat of chemical weapons, alluding to the widely-held belief that the Assad regime has stockpiles of them. Ban warned that the "use of such weapons would be an outrageous crime with dire consequences."

Assad had a few defenders, like Iran, Cuba and, most notably, Russia. Moscow, Syria's biggest protector, has joined with China to block three attempts by the U.S. and European Union nations to pass Security Council resolutions aimed at pressuring the Assad regime into negotiating a peace deal, the last threatening sanctions.As the General Assembly wound down Monday, and diplomats left behind empty seats in the chamber, Syria got its chance to defend itself.Foreign Minister Walid al-Moallem described a vast global conspiracy bent on bringing down his government.The media was provoking extremists, al-Moallem said, and inventing a refugee crisis — 300,000 Syrians have fled, according to the U.N.The Americans, Europeans and fellow Arabs were all to blame for meddling in Syrian affairs by calling on Assad to step down. Neighbors like Saudi Arabia, Qatar and Turkey were arming and financing "terrorists" who were trying to overthrow Assad, he said."This terrorism which is externally supported is accompanied by unprecedented media provocation based on igniting religious extremism sponsored by well-known states in the region," the minister said.After mentioning "terrorist" or "terrorism" 24 times in his speech, al-Moallem then said the government was ready to negotiate with the opposition and "work together to stop the shedding of Syrian blood.""Propaganda" was the swift replay from the chief opposition group, the Syrian National Council, which released a statement saying the latest offer of peace talks came from a "brutal and delusional Syrian regime" that "continues to pay lip service to diplomacy."Members of the opposition acknowledged that neighboring Arab countries are supporting the rebels, but said the Assad regime has only itself to blame after its bloody response to protests that began peacefully 18 months ago."It is the regime's mindless, brutal and criminal military crackdown that pushed the Syrian people to ask for help from the international community, from NATO and from the devil himself if necessary to protect them," Haitham Manna, a Paris-based Syrian dissident and senior member of the National Coordination Body opposition group, told The Associated Press.The entire week at the U.N., which included a high-level meeting of foreign ministers on Syria, amounted to little more than "handwringing," said Andrew Tabler, a senior fellow and Syria expert at the Washington Institute for Near East Policy.Time would have been better spent planning for a transition if and when Assad finally falls, he said."It's those who are taking the shots against the Assad regime that will be calling them after Assad is gone," he said. Sunday evening at sundown is the start of the holiday of Sukkot (Tabernacles), one of the three major festivals (shlosha regalim) of the Jewish calendar in which, in Temple days,  the Jewish People were enjoined to "go up to Jerusalem." Sukkot, coming immediately after the solemn month of Elul and the High Holydays, is the holiday on which the Bible encourages all of us to "be wholly happy".In recognition of that joy, the entire Halled -praise - prayer is said each day of the holiday.In Biblical times as today, it was a harvest holiday for summer crops and grapes, a water holiday that included prayers for winter rains, gratitude for the land of milk and honey, and as always in Judaism, remembrance: reenacting the years in the desert when the Israelites dwelled in sukkot (booths), protected by G-d's clouds of glory by day and a column of fire at night. That is done by eating and spending time, entertaining, lighting holiday candles  - and even sleeping - in a sukkah.Israel was in the throes of a bulding boom for the past week, as everyone – observant and less observant – prepared for the holiday by building and decorating Sukkot and choosing the “four species.” Large market areas were set up for buying wood, schach (the "roof" of the sukkah which must be of plant origin and not be attached so that its temporary nature is clear), the four species - and masses of people could be observed spending hours there checking for halakhically problematic imperfections. BRUSSELS - French President Francois Hollande faced his first serious public backlash after up to 50,000 lined the streets of Paris on Sunday (30 September) in protest against his €37 billion austerity budget.
Organisers of the event, which brought together around 60 left-wing groups, claimed that 50,000 protestors took to the streets to denounce the cuts programme."Today is the day the French people launch a movement against the politics of austerity," said the Front de Gauche president, Jean-Luc Mélenchon, who finished fourth in the Presidential elections.On Tuesday (2 October) deputies in the National Assembly will debate the fiscal compact, with a number of members from the ruling Socialist and Green parties expected to defy the government's majority.French prime minister Jean-Marc Ayrault accused the protesters of jeopardising the French economy and the stability of the euro. Opposing the fiscal compact would “risk aggravating the crisis”, he said, adding that “the ambiguity of saying 'non' is also something that could lead to the end of the euro."The protest came days after President Hollande unveiled a package of spending cuts and tax hikes to plug a €37 billion hole in the country's public finances. The package is supposed to reduce France's budget deficit to 3 percent in 2013 from 4.5 percent this year, bringing in €30 billion for the treasury.As expected, the budget included a new 75 percent top tax rate on those earning over €1 million per year, which opponents claim will see thousands of France's richest people move to the UK and elsewhere for tax purposes. Hollande's budget has also shied away from making any cuts to government jobs.The budget includes €25 billion of cuts in government spending alongside a further €20 billion in extra taxes levied on businesses and the rich.Statistics revealed last week that France’s national debt to GDP ratio had risen to 91 percent of GDP, a level described as “critical” by Finance Minister Pierre Moscovici, and which is far higher than the 60% threshold in the EU's Stability and Growth Pact. The country also lost its coveted AAA credit rating in January.During his election campaign, Hollande had promised to re-open talks on the fiscal compact treaty devised by former President Nicolas Sarkozy and German Chancellor Angela Merkel. The treaty, which was agreed at a summit in December 2011, foresees a balanced budget rule for national constitutions.
However, Hollande is now expected to focus on securing a detailed EU growth and jobs plan, including front-loading the use of EU structural funds, project bonds and a youth guarantee scheme.

Hamas political chief Khaled Mashaal confirmed on Sunday that he would be stepping down as the head of the Islamist extremist group. He said he would be staying away, “at least temporarily,” but intimated that he may return to the movement’s leadership one day.Mashaal made the comments during an interview with the Arabic daily al-Quds al-Arabi alongside his speech at a conference of Turkey’s ruling Justice and Development Party in Ankara. Mashaal was the official guest of Turkey’s Prime Minister Recep Tayyip Erdogan, who formally secured his position as leader of the Islamist-rooted party at the gathering.

In the interview with al-Quds al-Arabi, Mashaal cited a desire to temporarily recuse himself from the Hamas leadership, where he has been the official chairman of the Hamas political bureau or leader of the movement “in exile.” Last week, reports suggested a difference of opinion between himself and the Gaza-based Hamas leaders as the reason for his stepping down.Mashaal claimed that he enjoys “a great deal of support” among Hamas leaders in the strip and downplayed reported strains between himself and Ismail Haniyeh, the Hamas prime minister in Gaza, calling the rumors “inaccurate.”He said Hamas was “strong and solid” and predicted it would become “stronger and tougher.”Mashaal also used the opportunity to criticize the Egyptian leadership for closing Gaza’s smuggling tunnels, noting that the underground tunnels help bring goods and necessities to residents of the strip who are under siege due to Israel’s blockade. He said Egypt’s clamp down had caused shortages of many goods, notably fuel.The Hamas chief said it was the desperate economic conditions in Gaza that had sparked the use of smuggling tunnels — there was “no alternative.” He said the Gaza leadership would use “official channels” to bring in goods, like medicine and building materials, if it were allowed to.Mashaal received a standing ovation for his address at the conference of the Justice and Development Party in Ankara.In his speech, he promised continued “resistance” against Israel, saying it was the only road to achieving a Palestinian state. It grabbed power in Gaza in 2007 in a violent takeover from Mahmoud Abbas’s Palestinian Authority, having won more seats that Fatah in Palestinian parliamentary elections the previous year. Hamas and Abbas’s Fatah faction have been engaged in awkward, on-off unity talks in recent years.The tension between the Gaza and foreign-based leadership of Hamas has been a contentious issue in the past. Analysts say the foreign-based leadership was more ideological and hard-lined while the local leaders tended to be more moderate in recent years.A report last week in the London-based newspaper Al-Hayat said Moussa Abu Marzouk, Hamas’s current deputy leader-in-exile, is set to take over the leadership from Mashaal, who has not sought reelection in polling that has been under way for the past five months. ANKARA, Turkey (AP) — Turkey and Egypt sought to boost their alliance in a turbulent region on Sunday, unleashing harsh criticism of the Syrian regime and pledging joint support for the Palestinian cause.

Egypt’s new president, Mohammed Morsi, addressed a major congress of Turkish Prime Minister Recep Tayyip Erdogan’s ruling party, amid signs that a partnership between their two countries is emerging, and said they both plan to stand by Palestinians and the Syrian people.“Our common goal is to support other people who are standing up against their administrations or regimes, to support Palestine and the Syrians in their efforts,” Mursi said.“The events in Syria are the tragedy of the century,” Morsi said. “We will be on the side of the Syrian people until the bloodshed ends, the cruel regime is gone and Syrian people reach their just rights.”In his speech to the congress, which is marking the ruling Justice and Development party’s decade in power, Erdogan promised that Turkey, which is host to some 88,000 Syrian refuges as well as Syrian opposition groups, would continue to support the Syrian people wanting to oust the regime of President Bashar Assad.He appealed to Russia, China and Iran to stop backing the regime.“We call on Russia, China as well as Iran: please review your stance. Foreign Minister Avigdor Liberman’s disparaging remarks on Palestinian Authority President Mahmoud Abbas at the UN General Assembly are not in Israel’s best interests, said Defense Minister Ehud Barak on Sunday.“If Mahmoud Abbas and Salam Fayyad lose control of the territories, as Liberman dreams will happen, then Hamas will rule in their place,” Barak reportedly said in a closed meeting, according to Army Radio. “Liberman’s remarks harm Israel’s interests,” he added.Barak said that he intends to ask Prime Minister Benjamin Netanyahu to convene an urgent meeting to coordinate government policy towards the Palestinian Authority.The foreign minister harshly criticized Abbas’s speech before the UN last week, calling the PA president “the main and biggest obstacle currently facing the peace process” and stating that “as long as Abbas continues to hold office, there is no chance that Israelis and Palestinians will come to an agreement.”In a Sunday Haaretz interview, Liberman labeled the speech, where Abbas referred to Israel as an “occupying power” and accused the government of supporting “ethnic cleansing” and “settler crimes,” as “worse than a slap in the face.”

Azerbaijan has looked into the possibility of assisting Israel with a strike on Iran’s nuclear facilities, a report Sunday by Reuters reveals.The report, published by correspondent Thomas Grove, is based on "local officials with extensive knowledge of Azerbaijan’s military policy." According to these sources, Azeri authorities have, along with Israel, looked into how Azeri air force bases and the drones at its disposal could help the IAF to carry out attacks in Iran.“That is a far cry from the massive firepower and diplomatic cover that Netanyahu wants from Washington. But, by addressing key weaknesses in any Israeli war plan -- notably on refueling, reconnaissance and rescuing crews -- such an alliance might tilt Israeli thinking on the feasibility of acting without U.S. help,” says the report.However, noted the report, Israel will along the way have to overcome many Azeri concerns, as it is uncertain whether the president of Azerbaijan would risk harming his country's oil industry. In addition, support by Azerbaijan for an Israeli strike may trigger a revolt in the Arab and Muslim world, noted the report.At the same time, two Azeri former military officers with links to serving personnel and two Russian intelligence sources told Reuters that Azerbaijan and Israel have been looking at how Azeri bases and intelligence could serve in a possible strike on Iran."Where planes would fly from --- from here, from there, to where? - that's what's being planned now," a security consultant with contacts at Azeri defense headquarters in Baku said. "The Israelis ... would like to gain access to bases in Azerbaijan."Rasim Musabayov, an Azeri lawmaker and a member of parliament's foreign affairs committee, told Reuters that he understood that Azerbaijan would probably feature in any Israeli plans against Iran, at least as a contingency for refueling its attack force.Several months ago, the Iranian Foreign Ministry called in the Azerbaijani ambassador to protest Baku's alleged cooperation with Israel's Mossad.
The meeting was apparently inspired by a report in the London Times that Mossad agents were using Azerbaijan as a “hub” from which to conduct operations and spy on Iran. The report quoted an anonymous alleged agent who called himself “Shimon,” who said that Azerbaijan was “ground zero for Israeli intelligence work. Our presence here is quiet, but substantial. We have increased our presence in the past year, and it gets us very close to Iran. This is a wonderfully porous country.” Foreign Policy magazine reported in March that Israel has purchased an Azeri airfield on Iran's northern border, prompting the United States to watch very closely, believing Israel may use the site as a springboard for an attack on Iran's nuclear plants, or as a landing and refueling spot following one. TEHRAN (AP) — Iran's cyber monitors often tout their fight against the West's "soft war" of influence through the Web, but trying to block Google's popular Gmail appeared to be a swipe too far.Complaints piled up — even from email-starved parliament members — and forced authorities Sunday to double down on their promises to create a parallel Web universe with Tehran as its center.The strong backlash and the unspecific pledges for an Iran-centric Internet alternative to the Silicon Valley powers and others highlight the two sides of the Islamic Republic's ongoing battles with the Web. It's spurred another technological mobilization that fits neatly into Iran's self-crafted image as the Muslim world's showcase for science, including sending satellites into orbit, claiming advances in cloning and stem cell research and facing down the West over its nuclear program.But there also are the hard realities of trying to reinvent the Web. Iran's highly educated and widely tech-savvy population is unlikely to warm quickly to potential clunky homegrown browsers or email services. And then there's the potential political and economic fallout of trying to close the tap on familiar sites such as Gmail."Some problems have emerged through the blocking of Gmail," Hussein Garrousi, a member of a parliamentary committee on industry, was quoted Sunday by the independent Aftab-e Yazd daily. What he apparently meant was that many lawmakers were angry and missing their emails.He said that parliament would summon the minister of telecommunications for questioning if the ministry did not lift the Gmail ban, which was imposed last week in respond to clips on Google-owned YouTube of a film mocking the Prophet Muhammad that set off deadly protests across the Islamic world.

Even many newspapers close to the government complained over the email disruptions. On Saturday, the Asr-e Ertebat weekly reported that Iranians had paid a total of $4.5 million to purchase proxy services to reach blocked sites, including Facebook and YouTube, over the past month.Iranian authorities — perhaps recognizing the risks at hand — decided against taking a symbolic twin shot at Google and cut access to the Web browser in a country with 32 million Internet users among a population of 75 million, according to official statistics.That would rank online Iran among the world's top 20 in terms of sheer numbers of users, and equivalent to some European countries in per capita Web use at more than 40 percent, according to the private monitoring group Internet World Stats. The World Bank, however, puts Iran's Internet link rate at just 21 percent last year.The U.S. is among the world's highest at more than 75 percent.Iran's deputy telecoms minister, Ali Hakim Javadi, told reporters that Iranian authorities were considering lifting the Gmail ban. But he also used the opportunity to again promise development of Iran's domestic alternatives: the Fakhr ("Pride") search engine and the Fajr ("Dawn") email, Aftab-e Yazd reported.When reporters noted the quality of Gmail services, Javadi quipped: "If there is Mercedes Benz on the street, that doesn't mean everyone drives a Mercedes."Iran's clerical establishment has long signaled its intent to get citizens off of the international Internet — which they say promotes Western values — and onto a "national" and "clean" domestic network. Earlier this year, Iran's police chief, Esmail Ahmadi Moghadam, called Google an "instrument of espionage" rather than a search engine.But it is unclear whether Iran has the technical capacity to follow through on its ambitious plans, or is willing to risk the economic damage and the social shock waves.The Internet has steadily become part of Iran's fabric since the first Farsi-language sites developed a decade ago by Canadian-Iranian blogger Hossein Derakshan, who is considered one of the founders of Iran's social media community. Derakshan, however, was detained in 2008 and sentenced to nearly 20 years in prison two years later as the battles heated up between liberals seeking open access to the Web and authorities trying to erect their own version of China's "Great Firewall," the name given to Beijing's extensive filtering and censorship of the Internet.Sites such as Twitter and Facebook were pillars of the street revolts after the disputed 2009 re-election of President Mahmoud Ahmadinejad. The powerful Revolutionary Guard responded by recruiting and training its own cyber force to patrol the Web and, later, try to defend against virus attacks on nuclear and other sites that Iran has blamed on the West and its allies.Some Web security experts also have raised the possibility of Iranian hackers being behind some recent high-profile computer attacks, such as disruptions at Saudi Arabia's state oil giant Saudi Aramco and Qatari natural gas producer RasGas earlier this month. Fighting spreads in Aleppo's walled city, Syrian cultural jewel

BEIRUT (Reuters) - Fires that gutted a vast mediaeval market have broken out in other areas of the Old City of Aleppo, a world heritage site, as rebels and government forces fight for the ancient heart of Syria's biggest city, opposition activists said on Monday.The rebels last week announced a fresh attempt to seize the city, home of a large merchant class that had mostly remained loyal to President Bashar al-Assad, and appeared to have focused on the warren of alleyways that make up the walled Old City.With government forces holding the large medieval citadel in the heart of the Old City, according to rebels, the fighting that has already claimed more than 30,000 lives across Syria seems certain to destroy more cultural treasures too.
"Rebels control more that 90 percent of the Old City now," said Ameer, an opposition activist working with rebel brigades.But he said they were struggling to hold their positions under heavy artillery fire.He said the rebels still held the Souk al-Madina, a covered market of 13 km (8 miles) of vaulted stone alleyways and carved wooden facades that was once a major tourist attraction.Fires that damaged or gutted more than 1,500 shops had been put out, Ameer said, but new fires had now broken out in the Old City's Zahrawi, Aqaba and Bab Al Nasr markets.Plumes of black smoke were rising from many districts, and gunfire could be heard.The rebels are sensitive to suggestions that they might have brought the conflict to one of Syria's greatest historic and commercial assets. Aleppo was once the last stop before Europe for traders plying the ancient Silk Route from Asia."It's urban warfare. I cannot blame any side specifically for the fires," Ameer said over Skype.UNESCO Director-General Irina Bokova said that, as a signatory to the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, Syria was obliged to safeguard its heritage from the ravages of war.

"That the fighting is now destroying cultural heritage that bears witness to the country's millenary history - valued and admired the world over - makes it even more tragic."A visitor to the Old City, who asked not to be named, said the fires, which started on Saturday, were a side effect of the fighting in the covered market, famous for its silks and fabrics."An electrical fire started during clashes and spread quickly," he said, adding that several rebel groups, including those from the most prominent Tawheed Brigade, were involved in the rebel advance, which has had only marginal success in the wider city of 2.5 million people.The pattern of fighting across Syria is one of repeated destruction. When rebel fighters, lightly armed and low on ammunition, make progress, government forces respond with artillery fire until rebels and civilians are flushed out and the army can move in.But rebels are often able to sneak back, and the cycle restarts, suggesting a bleak prospect for Aleppo's Old City, where fires on Sunday reached the perimeter of the Great Mosque, parts of which date back over a thousand years.UNESCO believes that five of Syria's six world heritage sites have already been damaged. The other sites include the ancient desert city of Palmyra, the Crac des Chevaliers crusader fortress and parts of old Damascus.Some 30,000 people have now been killed in an 18-month-old uprising-turned-civil war.Syrian forces shelled rebel strongholds in the eastern suburbs of the capital Damascus on Monday and launched air strikes on the town of Salqeen in the northern province of Idlib, killing at least 17 people, activists said.The Syrian Observatory for Human Rights, which maintains a network of activists across Syria, said at least five children had been killed in Salqeen, including three from the same family.

Number of children sickened by suspected outbreak of food-borne vomiting virus rises to 8,400

BERLIN - German health authorities say the number of children that have fallen ill with vomiting and diarrhea after eating food from school cafeterias and daycare centres has risen from about 4,500 to 8,400.

Authorities in Berlin and the surrounding eastern German states reported the new gastroenteritis cases Saturday, while laboratory investigations to determine the exact cause of the outbreak were still under way.

Berlin's health department says the sicknesses are moderate and most children recover within two days without requiring to be hospitalized.In Saxony state, at least 16 cases of norovirus, a mostly food- or water-borne illness, were proven, according to German news agency dapd.The government-affiliated Robert Koch Institute said Friday that all facilities where the illness occurred likely received food from a single supplier.
