U.S. carbon tax could halve deficit in 10 years: report

WAHSINGTON, Sept 26 (Reuters Point Carbon) - Imposing a $20 per metric ton carbon tax in the U.S. could reduce the country's budget deficit by 50 percent over the next 10 years, a report by the Congressional Research Service said on Tuesday.Such a tax would generate approximately $88 billion in 2012, rising to $144 billion by 2020, the report said, slashing U.S. debt by between 12 and 50 percent within a decade, depending on how high the deficit climbsThe U.S. budget deficit has exceeded $1 trillion annually in each fiscal year since 2009, and could rise to between $2.3 trillion and $10 trillion by 2020, according to the Congressional Budget Office (CBO).Since deficits can lead to reduced savings, higher interest rates and higher levels of inflation, reducing them is a high-priority issue in Washington.
The concept of using a carbon tax to combat the problem has been floated in Congress this year, but it comes with many potential downsides, the report added. For example, households would face higher energy bills because utilities forced to pay the tax would likely pass the costs onto consumers."Lower-income households, in particular, would face a disproportionate impact if revenues were not recycled back to them in some fashion," the report said.Returning money to consumers would mean fewer funds available for cutting the deficit. And unlike a cap-and-trade system, where the government would set a hard limit on the amount of CO2 that could be released into the atmosphere, a carbon tax could not ensure a specific environmental outcome, the study said. The likelihood of Congress passing such a measure would be limited, given the opposition of many Republican lawmakers to any type of tax increase.Despite the odds, some politicians in Washington continue to promote the idea.Former Republican Congressmen Sherwood Boehlert and Wayne Gilchrest joined Democrats Henry Waxman and Ed Markey to support a carbon tax in February. In July, former Republican Congressman Bob Inglis launched a think tank to promote a plan to raise taxes on fossil fuels while cutting income tax, a concept previously supported by former Democratic Vice President Al Gore.Democratic Congressman Jim McDermott last month introduced a Managed Carbon Price (MCP) bill to cut and put a price on carbon emissions, while returning some money to consumers and using the rest to reduce the deficit.(Reporting by Valerie Volcovici; additional reporting by Rory Carroll)

JAMES 5:1-3
1 Go to now, ye rich men, weep and howl for your miseries that shall come upon you.
2 Your riches are corrupted, and your garments are motheaten.
3 Your gold and silver is cankered; and the rust of them shall be a witness against you, and shall eat your flesh as it were fire. Ye have heaped treasure together for the last days.

REVELATION 18:10,17,19
10 Standing afar off for the fear of her torment, saying, Alas, alas that great city Babylon, that mighty city! for in one hour is thy judgment come.
17 For in one hour so great riches is come to nought. And every shipmaster, and all the company in ships, and sailors, and as many as trade by sea, stood afar off,
19 And they cast dust on their heads, and cried, weeping and wailing, saying, Alas, alas that great city, wherein were made rich all that had ships in the sea by reason of her costliness! for in one hour is she made desolate.

EZEKIEL 7:19
19 They shall cast their silver in the streets, and their gold shall be removed: their silver and their gold shall not be able to deliver them in the day of the wrath of the LORD: they shall not satisfy their souls, neither fill their bowels: because it is the stumblingblock of their iniquity.

REVELATION 13:16-18

Anti-austerity protests in Spain turn violent

Today @ 09:28 SEPT 26,12 By Valentina Pop

BRUSSELS - Protesters clashed with riot police on the streets of Madrid on Tuesday (25 September) as Spain braces itself for a fresh round of spending cuts linked to a potential bailout.Thousands of people marched toward the Spanish parliament asking for the government to resign. The initially peaceful demonstration turned violent when protesters tried to tear down barricades and threw rocks at riot police, which responded with rubber bullets. Police said at least 22 people were arrested and dozens injured.
Violent protests are new to Spain, where people have in the past taken to streets in peaceful rallies, as with the "indignados" movement. The violence on Tuesday comes ahead of a fresh round of austerity measures to be unveiled on Thursday in what the European Commission has called an "upgrade" of spending cuts already announced earlier this year. The Spanish government is trying to implement the new cuts in what is seen as a pre-emptive move, so that if or when it asks the eurozone to buy its bonds, the attached conditions will not go any further than demands to stick to its existing programme. The European Central Bank (ECB) earlier this month announced it would buy unlimited amounts of bonds from countries under market pressure, but only if a formal request is made and a memorandum of understanding is signed on how reforms will be implemented.Madrid has not yet formally requested such a move, but the fresh spending cuts are seen as an indication it will do so soon."The ECB action can only be the bridge to the future. The project must be completed through decisive actions by government both individually and collectively," ECB chief Mario Draghi said on Tuesday in Berlin.Meanwhile, in Greece, trade unions have called for a general strike on Wednesday in the biggest protest action in five months.Public services are to be shut down, including airports, ferries and trains. The strike is directed against €11.5 billion worth of spending cuts demanded by international lenders in return for the next tranche of the Greek bailout. The final details of the cuts have still not been agreed, with trade unions rebelling against expected wage and pension cuts.Similar anti-austerity protests took place also in Portugal last week, with the government forced to repeal a controversial move for employers to pay smaller social contributions and for workers to pay more.

EU promises change to scandal-tainted bank lending rate

25.09.12 @ 10:20 By Benjamin Fox
BRUSSELS - The EU is planning an overhaul of inter-bank lending rates tainted by the Libor and Eurlibor rate-fixing scandals. At a public hearing in the European Parliament on Monday (24 September), EU internal market commissioner Michel Barnier said that new rules on the calculation of interest rates would be presented before the end of 2012.He told MEPs that the European Commission is working with other international regulators to restore public trust in the system, which he described as a "public good."
He added that a radical "culture-change" is needed to get away from the "anything goes attitude of the financial sector."The hearing was held against the backdrop of new EU-wide rules on market manipulation which are currently being negotiated by MEPs and ministers. In July, the commission announced plans to widen the scope of the legislation to include criminal sanctions on rate fixing. However, Gary Gensler, chairman of the US Commodity Futures Trading Commission, who spoke to MEPs via videolink, went further by indicating that Libor should be scrapped.Gensler said that there are "no rules or controls to prevent banks from intentionally or unintentionally herding together to distort the rate." he added that "if Libor does not reflect genuine unsecured interbank lending then maybe we should move to a replacement."He pointed out that the Libor rate had been unchanged from the previous day in 85 per cent of cases. "Given that markets are volatile, why is Libor so stable?" he asked. The parliament committee hearing came after public outcry about the Libor scandal which has engulfed Europe and the US.In the summer, the chief executive of British banking giant Barclays, Bob Diamond, was forced out after the bank was fined almost £300 million (€375 million) for its involvement in rate-fixing. More than 20 banks are now believed to be under investigation over their role in the affair. The Libor index calculates the London inter-bank interest rate, based on self-reported borrowing costs on unsecured loans between banks. It also determines the price of an estimated $800 trillion worth of financial instruments. For his part, Gensler also said that the rapid decline in the volume of inter-bank loans when money markets seized up during the financial crisis in 2008 and 2009 had increased the scope for abuse. He added that "collusion is less likely if Libor rates are anchored on real transactions."Meanwhile, Dan Doctoroff, the chief executive of financial information service Bloomberg, told MEPs that his company is establishing its own "Blibor" indices based on a range of real credit information, including credit default swaps and short term maturity bonds. He noted that a "widespread lack of transparency and reliable information contributed substantially to the crisis."Meanwhile, EU competition chief, Joaquin Almunia, revealed that the EU executive is investigating a series of cases where bank cartels had colluded to artificially raise interest rates.Almunia, who described the Libor scandal as another product of the "age of deregulation," told euro-deputies that the commission has already moved against rating agency Standard & Poor's and Thomson Reuters over restrictions they placed on the availability of their market information. He added that the blame for rate-fixing does not lie solely with banks and that politicians and regulators also bear responsibility, however.

France speaks out for EU sanctions on Iran

Today @ 09:16 SEPT 26,12 By Andrew Rettman
BRUSSELS - The French leader and French foreign minister have spoken out in favour of new EU sanctions against Iran.French President Francois Hollande told press after his first-ever speech at the UN's annual meeting in New York, that Iran is "continuing its programme of [uranium] enrichment" and that "France cannot accept this action which threatens regional security. With our European partners, we are, therefore, ready to impose new sanctions."He added that the new measures are not designed "to punish the Iranian population, but to bring them [the Iranian government] back to the negotiating table."Earlier on during his UN speech, he also accused Iran of helping the Syrian government to butcher civilians."It is clear that we have all the proof we need that Iran is intervening by human and material means in Syria, and this is unacceptable," Hollande noted.French foreign minister Laurent Fabius told Reuters in the margins of the UN event that the new sanctions will be "on the financial and trade side."Back in Brussels, the French press agency AFP cited an anonymous EU diplomat as saying the UK wants to see a "full freeze on Iran's central bank, on all its financial transactions" and "a wide sectoral ban on shipping."AFP's contacts added that "most member states are largely supportive" of the plan, but that France itself, Germany, Spain and Sweden want to stop short of a full-blown trade embargo on the Middle East power. The previous round of EU sanctions, imposed on 1 July, included an oil ban and forbade transactions with the Iranian central bank. But the bank ban allowed EU countries to do business with it if it relates to trade in other areas, such as food or textiles.
For its part, Iran believes it has shown good faith by resuming international talks on the nuclear issue earlier this year.It also says the UN's Vienna-based non-proliferation watchdog, the IAEA, has not put forward any evidence that its nuclear enrichment work is aimed at making weapons.EU contacts previously told EUobserver that the international talks, which are chaired by EU foreign policy chief Catherine Ashton, have begun addressing some key issues, such as the closure of one enrichment facility in Fordow. But they added that Iran is wasting time on debating the format of the talks themselves. "They are masters of obfuscation," one source said.US President Barack Obama in his UN address also on Tuesday noted that the Iranian programme could lead to war.He said that "a nuclear armed Iran is not a challenge that can be contained" and that the US would "do what it must" to stop it from getting the bomb. The EU sanctions decision is due on 15 October.

OF COURSE AHMADINEJAD CALLED ISRAEL AN OCCUPIER AND USELESS COUNTRY AS USUAL IN HIS U.N USELESS SPEECH AT 11:05AM TODAY TO 11:42AM.HE ALSO CALLED ON HIS WELLBOY MAUDI TO COME FROM THE WELL TO RULE THE EARTH,LIKE USUAL.AND CALLED FOR A NEW WORLD ORDER OR ONE WORLD GOVERNMENT.

AP Interview: Ahmadinejad pushes new world order

NEW YORK (AP) — After an hour of fielding questions about Syria, sanctions and nuclear weapons, Iranian President Mahmoud Ahmadinejad had enough. Now, he said, it was his turn to choose the topic — his "new order" which will inevitably replace the current era of what he called U.S. bullying.Continuing his hectic pace of media appearances and diplomatic meetings, Ahmadinejad presented an air of boredom when it came to the hot topic on everyone's mind — Iran's nuclear program and the possibility of impending war. Whether it was feigned or sincere, he said he would much rather be talking about his vision of what the next world order might be.Conveniently, it would be an order in which the U.S. and the traditional powers play a smaller role and every country has equal standing (though the state of Israel, he often predicts, will soon become a historical footnote)."God willing, a new order will come and will do away with ... everything that distances us," Ahmadinejad told The Associated Press in an interview Tuesday, speaking through a translator. "All of the animosity, all of the lack of sincerity will come to an end. It will institute fairness and justice."He said the world was losing patience with the current state of affairs."Now even elementary school kids throughout the world have understood that the United States government is following an international policy of bullying," he said. "I do believe the system of empires has reached the end of the road. The world can no longer see an emperor commanding it."The interview was held on the sidelines of the U.N. General Assembly — Ahmadinejad's last as president of Iran. He was to address the assembly Wednesday morning.
He also discussed solutions for the Syrian civil war, dismissed the question of Iran's nuclear ambition and claimed that despite Western sanctions his country is better off than it was when he took office in 2005.
Earlier Tuesday, President Barack Obama warned Iran that time is running out to resolve the dispute over its nuclear program. In a speech to the General Assembly, Obama said the United States could not tolerate an Iran with atomic weapons.Ahmadinejad would not respond directly to the president's remarks, saying he did not want to influence the U.S. presidential election in November. But he argued that the international outcry over Iran's nuclear enrichment program was just an excuse by the West to dominate his country. He claimed that the United States has never accepted Iran's choice of government after the 1979 Islamic revolution.
"Everyone is aware the nuclear issue is the imposition of the will of the United States," he said. "I see the nuclear issue as a non-issue. It has become a form of one-upmanship."Ahmadinejad said he favored more dialogue, even though negotiations with world powers remain stalled after three rounds of high-level meetings since April. He said some world leaders have suggested to him that Iran would be better off holding nuclear talks only with the United States."Of course I am not dismissing such talks," he said, asked if he were open to discussions with the winner of the American presidential election.Israeli leaders, however, are still openly contemplating military action again Iranian nuclear facilities, dismissing diplomacy as a dead end. Israel and many in the West suspect that Iran is seeking to acquire nuclear weapons, and cite its failure to cooperate fully with nuclear inspectors. Iran says its nuclear program is for peaceful purposes only.Ahmadinejad also proposed forming a new group of 10 or 11 countries to work to end the 18-month Syrian civil war. Representatives of nations in the Middle East and elsewhere would meet in New York "very soon," he said.
Critics have accused Tehran of giving support to Syrian President Bashar Assad in carrying out massacres and other human rights violations in an attempt to crush the uprising against his rule. Activists say nearly 30,000 people have died.Ahmadinejad said the so-called contact group hopes to get the Syrian government and opposition to sit across from each other."I will do everything in my power to create stability, peace and understanding in Syria," Ahmadinejad said, adding that he last spoke with Assad one year ago over the telephone.Earlier this month, Egyptian President Mohammed Morsi announced the formation of a four-member contact group with Iran, Turkey and Saudi Arabia. But Saudi Arabia so far has not participated.Ahmadinejad denied Iranian involvement in plotting attacks on Israelis abroad, despite arrests and accusations by police in various countries. He also vehemently disputed the U.S. claim that Iranian agents played a role in a foiled plot to assassinate the Saudi ambassador to the United States last year.
Ahmadinejad will leave office next June after serving two four-year terms. He threw out numbers and statistics during the interview to show that Iran's economy and the lives of average Iranians have improved under his watch. Since his 2005 election, he claimed, Iran went from being the world's 22nd-largest economy to the 17th-largest; non-petroleum related exports increased sevenfold; and the basic production of goods has doubled. Median income increased by $4,000, he said."Today's conditions in Iran are completely different to where they were seven years ago in the economy, in technical achievement, in scientific know-how," Ahmadinejad said. "All of these achievements, though, have been reached under conditions in which we were brought under heavy sanctions."Iran has called for the U.S. and its European allies to ease the sanctions that have hit its critical oil exports and left it blackballed from key international banking networks. It was not possible to immediately verify most of Ahmadinejad's figures and claims. The CIA's World Factbook says Iran was the world's 18th largest economy last year, as measured by its gross domestic product. It said Iran's "GDP growth remains stagnant" and that the country "continues to suffer from double-digit unemployment and underemployment."But the Factbook credited Ahmadinejad with spearheading a law to reduce state subsidies that drained the budget and mostly benefited Iran's upper and middle classes. On other matters, Ahmadinejad said he had no knowledge of the whereabouts of Robert Levinson, a private investigator and former FBI agent who vanished in Iran five years ago. He said he directed Iranian intelligence services two years ago to work with their counterparts in the U.S. to locate him.
"And if any help there is that I can bring to bear, I would be happy to do so," he said.He also claimed never to have heard of Amir Hekmati, a former U.S. Marine who is imprisoned on espionage charges in Iran. Hekmati was arrested while visiting his grandmothers in Iran in August 2011, and his family has been using Ahmadinejad's visit to New York to plead for his release. In spite of Ahmadinejad's assertions on the importance of dialogue and respect for others, he has presented a hard line in many areas in this week's media appearances. He refuses to speak of the state of Israel by name and instead refers only to the "Zionists." And when asked on Monday about author Salman Rushdie, he made no attempt to distance himself from recent renewed threats on the author's life emanating from an Iranian semi-official religious foundation."If he is in the U.S.," said the president of Iran, "you should not broadcast it for his own safety."

Pakistan Islamist accuses Obama of religious war on Muslims

ISLAMABAD (Reuters) - One of Pakistan's most feared Islamists accused President Barack Obama on Wednesday of starting a religious war against Muslims over his handling of a video that mocked the Prophet Mohammad.Hafiz Saeed, accused by India of masterminding the 2008 attack by Pakistani gunmen on India's financial capital Mumbai, said Obama should have ordered steps to remove the film from the Internet instead of defending freedom of expression in America."Obama's statements have caused a religious war," Saeed told Reuters in an interview. "This is a very sensitive issue. This is not going to be resolved soon. Obama's statement has started a cultural war."The Obama administration has condemned the film, which ignited Muslim protests around the world as "disgusting".But Western countries remain determined to resist restrictions on freedom of speech and have already voiced disquiet about the repressive effect of blasphemy laws in Muslim countries such as Pakistan."Obama has said he cannot block the film," said Saeed. "What does that say?"He said the United States should take tough action against the makers of the film.
"If not, then hand them to us," he said, flanked by bodyguards.
U.S., INDIA WANT PAKISTAN TO DETAIN SAEED
India has repeatedly called on Pakistan to bring Saeed to justice, an issue that has stood in the way of rebuilding relations between the nuclear-armed neighbors since the carnage in Mumbai, where gunmen killed 166 people over three days.India is furious that Pakistan has not detained Saeed since it handed over evidence against him to Islamabad. Washington has offered a reward of $10 million for information leading to Saeed's capture.Saeed founded Lashkar-e-Taiba (LeT) in the 1990s, the militant group which India blames for the rampage in Mumbai, where six Americans were among the dead.He denies any wrongdoing and links to militants. The $10 million figure signifies major U.S. interest in Saeed. Only three other militants, including Taliban leader Mullah Omar, fetch that high a bounty. There is a $25 million bounty on the head of al Qaeda leader Ayman al-Zawahri.After the reward was announced, Saeed taunted the United States by holding a press conference at a hotel 40 minutes' drive away from the U.S. embassy in Islamabad, calling the bounty laughable. On Wednesday, he again mocked the bounty, which has not led to Saeed's capture even though he openly moves around strategic U.S. ally Pakistan, fires up supporters at rallies and runs a huge charity.
"I am wandering in my own country," he said with a chuckle at a hotel where he and other Islamists gathered for a conference on the short film, called 'Innocence of Muslims'."So, what right does America have to put a bounty on my head? I have told America to start a case against me in court. So I can give my point of view. This is terrorism by putting a bounty on people's heads."A Pakistani minister offered $100,000 on Saturday to anyone who kills the maker of the online video. A spokesman for Pakistan's prime minister said the government dissociated itself from his statement. While many Muslim countries saw mostly peaceful protests, 15 people were killed in Pakistan during demonstrations over the video. The United States has accused Islamabad of foot dragging in the case of Saeed.Pakistan disputes U.S. charges of inaction against militants, saying it has suffered more casualties than any other country in fighting the Pakistani Taliban, other militant groups along the Afghan border and Islamist groups inside the country.Saeed abandoned the leadership of the LeT after India accused it of being behind an attack on the Indian parliament in December 2001. But his charity is suspected of being a front for the LeT.A short bearded man, Saeed lives near a park and a mosque in a villa with a policeman stationed outside, in the central city of Lahore, capital of Punjab. Some of his bodyguards wear olive camouflage vests while others are dressed in dark traditional shalwar-kameez, baggy shirt and trousers. Clutching AK-47 assault rifles, a few are positioned on his rooftop. These days, he is a prominent member of the Difa-e-Pakistan Council (Defense of Pakistan Council), an alliance of right-wing groups opposed to Pakistan's ties with the United States.(Writing by Michael Georgy; Editing by Ron Popeski)

Iran pushes ahead in building nuclear reactor

VIENNA (Reuters) - Iran appears to be making headway in building a research reactor that could yield potential nuclear weapon material, adding to Western concerns about Tehran's atomic aims, experts and diplomats say.The West's worries about Iran are focused largely on underground uranium enrichment plants at Natanz and Fordow, but it is also pressing ahead with construction of a heavy-water reactor near the town of Arak, which analysts say could produce plutonium for nuclear arms if the spent fuel is reprocessed.
Iran now plans to bring Arak on line in the third quarter of 2013, moving up its timetable from 2014, according to the latest U.N. information, although there is uncertainty whether it will be able to meet that target date.Iran, rejecting Western allegations it seeks to develop a capability to assemble atomic arms, says its nuclear program is entirely peaceful and that the reactor will produce isotopes for medical and agricultural use."There is no reason to seriously doubt Iran's resolve to complete this project on time and begin operating the reactor," said Mark Hibbs of the Carnegie Endowment think-tank.Most of what is needed is "dual-use, off-the-shelf equipment that Iran can buy all over the world using the procurement network it has set up" for its nuclear program, he said.A U.N. report last month on Iran's nuclear program, which made headlines because it showed a doubling of the uranium enrichment capability at Fordow, suggested Tehran was also carrying out new work at Arak. The report by the International Atomic Energy Agency (IAEA) said cooling and moderator circuit piping was being installed when inspectors visited the Arak facility in early August.
"They are certainly continuing to make progress on the reactor," one Vienna-based diplomat said. "As long as we still don't trust Iran's nuclear intentions, even the elimination of its enrichment capability will not eliminate all the danger."
THREATS
Israel, believed to be the Middle East's only nuclear-armed state, sees Iran's nuclear program as a serious threat and has ramped up threats of attacking its arch enemy. If it does, the nuclear sites at Natanz, Fordow and Arak in central Iran are likely to be among the targets.U.S. President Barack Obama this week warned Iran he would do what it takes to prevent it from getting nuclear weapons. The European Union this month said it was "deeply worried" Iran had not suspended activity at the Arak facility, which like other nuclear sites is monitored by U.N. inspectors to ensure there is no diversion of nuclear materials. In August, German prosecutors said police had arrested four men suspected of delivering valves for the heavy-water reactor, breaking an embargo on such exports to Iran.If operated optimally, the heavy-water plant would produce about 9 kilograms of plutonium annually, or enough for about two nuclear bombs each year, said the Institute for Science and International Security, a U.S.-based think-tank."Before it could use any of the plutonium in a nuclear weapon, however, it would first have to separate the plutonium from the irradiated fuel," it added on its web site.Iran has announced it has no plans to reprocess the spent fuel, the International Institute for Strategic Studies think-tank said in report last year. But Mark Fitzpatrick, director of its non-proliferation and disarmament program, said "similarly sized reactors ostensibly built for research" have been used by India, Israel, North Korea and Pakistan to make plutonium for weapons.Given Iran's "record of delays with other major nuclear facilities and the sanctions and export controls that have impeded access to foreign parts, it is very doubtful that the 2013 deadline will be met", he said.(editing by Jane Baird)

ISAIAH 17:1,12-14
1 The burden of Damascus. Behold, Damascus is taken away from being a city, and it shall be a ruinous heap.
12  Woe to the multitude of many people, which make a noise like the noise of the seas; and to the rushing of nations,(USELESS U.N) that make a rushing like the rushing of mighty waters!
13  The nations shall rush like the rushing of many waters: but God shall rebuke them, and they shall flee far off, and shall be chased as the chaff of the mountains before the wind, and like a rolling thing before the whirlwind.
14  And behold at eveningtide trouble; and before the morning he is not.(ASSAD) This is the portion of them that spoil us,(ISRAEL) and the lot of them that rob us.

Syrian rebels bomb army command in Damascus

BEIRUT (Reuters) - A Syrian rebel bomb attack reduced the army headquarters in Damascus to a smouldering wreck on Wednesday as world leaders, unable to break the diplomatic deadlock in the conflict, met at the United Nations. The rebels said the assault on President Bashar al-Assad's power base in the center of the capital killed dozens of people. The army said four guards were killed and 14 wounded in what it said were suicide attacks. No senior officers were hurt in the blasts, which shook the whole city just before the start of the working day, it said.It was the biggest attack in Damascus since July 18 when a bombing killed several senior security officials, including Assad's brother-in-law, the defense minister and a general.
Since then Assad's forces have pushed back rebels to the outskirts of the capital but have lost control of several border crossings, struggled to win back the northern city of Aleppo and mounted air strikes to crush opposition in rebel territory.State television showed CCTV footage of a white minibus pulling up by the side of the road and exploding in a ball of flames. It showed another blast 10 minutes later, apparently inside the complex. The explosions struck as world leaders met at the United Nations, where deadlock over Syria has blocked a united global response to a conflict which activists say has killed 30,000 people, forced a quarter of a million refugees to flee the country and left 2.5 million people in need of help. The uprising, which erupted in March last year as mainly peaceful protests for reform, has become an armed insurgency pitting mainly Sunni Muslim rebels against Assad, from the Alawite faith which is close to Shi'ite Islam.Shi'ite Iran supports Assad while regional Sunni powers have backed the rebels. One Sunni leader, the Emir of Qatar, told the United Nations that Arab countries should intervene "to stop the bloodshed", but few Arab states are likely to back his call.In Moscow, Russian President Vladimir Putin rebutted calls for an intervention. Any attempt to unilaterally use force or interfere with events in the Middle East would be counter-productive, he said.
The pro-opposition Syrian Observatory for Human Rights, which monitors the violence through a network of activists in the country, said 240 people were killed in Syria on Tuesday. Most were civilians but the death toll included 54 members of Assad's security forces.Activists said security forces killed more than 40 people in a town outside Damascus on Thursday, calling it a massacre.Video published by activists showed rows of bloodied corpses wrapped in blankets in the town of Dhiyabia. The victims appeared to be male, from 20-year-olds to elderly men.The Syrian Observatory said it could confirm 40 dead."A massacre in the Dhiyabia area," says the voice of an activist in the video. "God damn you Bashar. The bodies are in the dozens. Look, Muslims, look what this dictator is doing."
FLAMES ENGULF MILITARY BUILDING
Internet footage of Wednesday's fire at the General Staff Command Building showed flames engulfing its upper floors."The attack in Damascus once again proves that, with sufficient planning and co-ordination, the opposition appears to retain the ability to strike at the heart of regime," said David Hartwell, Middle East analyst at IHS Jane's."This is despite the fact that the FSA has appeared in recent weeks to be under pressure as a result of the fighting in Aleppo and other parts of the country."The main gate of the military complex was blackened from fire while windows of the building were blown out. Glass shards littered streets and a deep crater was gouged in the road.Residents reported that gunfire rattled out around the district for at least two hours after the explosions."All our colleagues in the military leadership, the army staff command and the Defense Ministry are unhurt," Information Minister Omran Zoabi told Syrian Television."It's a terrorist act, close to an important site, that's true. But as usual they failed to achieve their goal," he said.Activist Samir al-Shami said the main explosions were caused by a suicide car bomb and second car loaded with explosives on the perimeter of the complex."Then the fighters went inside and clashed with security inside, while some of the men started to torch the building," he said. That tallied with accounts from residents who heard gunfire and smaller blasts after the first explosions."The explosions were very loud. They shook the whole city and the windows of our house were shuddering," one resident reached by telephone said.
A correspondent for Iran's English-language Press TV was shot dead by a rebel sniper and its Damascus bureau chief was wounded while they covered Wednesday's explosions, Press TV said.Pro-Assad gunmen also killed at least 16 people in Damascus, the British-based Observatory said. It said three of those killed in the poor district of Barzeh, which is sympathetic to opposition fighters, were children and six were women.
NO FUTURE
At the annual U.N. General Assembly in New York, French President Francois Hollande sought to shake up international inertia over the crisis by calling for U.N. protection of rebel-held areas."The Syrian regime ...has no future among us," Hollande said in a speech on Tuesday. "Without any delay, I call upon the United Nations to provide immediately to the Syrian people all the support it asks of us and to protect liberated zones."Protection for "liberated" areas would require no-fly zones enforced by foreign aircraft, which could stop deadly air raids by Assad's forces on populated areas. But there is little chance of securing a Security Council mandate for such action given the opposition of veto-wielding members Russia and China. The United States, European allies, Turkey and Gulf Arab states have sided with the Syrian opposition while Iran, Russia and China have backed Assad, whose family and minority Alawite sect have dominated Syria for 42 years.Western powers have stopped short of supplying military aid to the rebels to an extent that could turn the tide of the conflict, in part out of fear of arming Islamist militants who have joined the anti-Assad revolt.

Egypt's new President Morsi debuts at UN

UNITED NATIONS (AP) — Egypt's new President Mohammed Morsi debuts at the United Nations on Wednesday with a speech that will be closely watched by world leaders for clues about his democratic intentions and plans for lifting his country out of crippling poverty.Morsi, an Islamist and key figure in the once-banned Muslim Brotherhood, is the first democratically-elected leader of the ancient land at the heart of the Arab world. He was sworn in June 30.Another Arab leader making his first appearance at the U.N. General Assembly's annual ministerial meeting after being swept into power by the Arab Spring revolutions was Yemen's President Abed Rabbo Mansour Hadi. He took office in February after more than a year of political turmoil and is now trying to steer his country's democratic transition. Hadi called on the U.N. to grant membership to Palestine and support a transfer of power in Syria."The only option for our brothers in Syria is to agree on an initiative ... for peaceful change and transfer of power through ballot boxes," he said.
Morsi previewed his General Assembly remarks in a speech delivered Tuesday at former President Bill Clinton's Global Initiative. Addressing the violence that raged across the Muslim world in response to a video produced in the U.S. that denigrated Islam's Prophet Muhammad, the Egyptian leader said freedom of expression must come with "responsibility."He appeared to have been responding to President Barack Obama's General Assembly speech earlier Tuesday in which the U.S. leader again condemned the video but sternly defended the U.S. Constitution's guarantees of free speech. At least 51 people were killed in violence that erupted last week in Muslim countries, including the U.S. ambassador to Libya and three other Americans targeted in an attack on the U.S. consulate in Benghazi.Morsi did not explain what limitations he felt should be placed on free speech but said the video and the violent reaction to it demanded "reflection." He said freedom of expression must be linked with responsibility, "especially when it comes with serious implications for international peace and stability."Iranian leader Mahmoud Ahmadinejad, known for past fiery denunciations of the United States and Israel, will be making his last speech at the world body as he finishes a second and final term as president.Ahmadinejad took aim at both the U.S. and Israel while addressing a high-level U.N. meeting promoting the rule of law Monday, accusing Washington of shielding what he called a nuclear-armed "fake regime." His remarks prompted a walkout by Israel's U.N. Ambassador Ron Prosor.
And in an Associated Press interview Tuesday, the Iranian leader pressed his argument against the United States."God willing, a new order will come together and we'll do away with everything that distances us," Ahmadinejad said. "Now even elementary school kids throughout the world have understood that the United States government is following an international policy of bullying." He said, "Bullying must come to an end. Occupation must come to an end."The U.S. said its delegation would boycott Ahmadinejad's speech in response to the "paranoid theories and repulsive slurs against Israel" included in his address Monday "It's particularly unfortunate that Mr. Ahmadinejad will have the platform of the U.N. General Assembly on Yom Kippur, which is why the United States has decided not to attend," Erin Pelton, spokeswoman for the U.S. Mission to the U.N. said in a statement. Also Wednesday members of the U.N. Security Council will be called to order at an open ministerial meeting by Germany's Foreign Minister Guido Westerwelle, whose country holds the council's rotating presidency, to discuss "change in the Arab world."With no sign of an end to the Security Council's paralysis over intervening to end the raging Syrian civil war, Germany's U.N. Ambassador Peter Wittig said his country chose to focus the council's ministerial session on something new and positive in the Mideast — "the emergence of the Arab League as a regional actor that has proved to be essential for conflict resolution."The 21-member Arab League has shaken off decades of near total submission to the will of the region's leaders and is seeking to transform itself after the seismic changes brought about by the Arab revolutions. The league has supported the rebels who ousted Libyan leader Moammar Gadhafi and suspended Syria in response to President BasharAssad's brutal crackdown against his opponents."This organization is promoting the values that the United Nations is standing for — human rights, rule of law, democracy, pluralism," the fight against corruption and promoting economic opportunity, Wittig said.As rebels claimed credit Wednesday for a strike on Syria's army command headquarters in Damascus, Arab League Secretary-General Nabil Elaraby said that advances by the opposition could speed a break in the impasse."Either there will be a political solution, and here the government is not going to budge, or there will be a change in the situation there," he said. "The more the opposition gains ground, the more this will be easier."Also Wednesday, U.N. Secretary-General Ban Ki-moon, the African Union and France have called a ministerial meeting on unrest in Africa's Sahel region. It will spotlight the worsening security and humanitarian situation in northern Mali, which fell to al-Qaeda-linked Islamists after a March coup.Mali and a West African bloc are seeking U.N. support for an intervention force that would consist of aerial support and five battalions, or about 3,000 troops, to help recover the northern territory. But the Security Council wants the Economic Community of West African States, known as ECOWAS, to consult more widely, present more detailed proposals, and exhaust all prospects for negotiations. Wittig has said the Mali request will be discussed at a later date.

Egypt: No need to amend treaty with Israel

CAIRO (AP) — A spokesman for Egypt's president says there is currently no need to amend the peace treaty with Israel, despite calls in Cairo to amend the 1979 accord to allow the country to beef up its presence in the Sinai Peninsula to combat militants there. The comments by Yasser Ali, carried by the state Middle East News Agency, were made Wednesday in New York where President Mohammed Morsi is attending the U.N. General Assembly. Many Egyptians have for years considered the limitations on troop deployments to be impinging on national sovereignty. Egyptian groups including the Muslim Brotherhood, from which Morsi hails, have called for revising the treaty.Although Israel has allowed Egypt to temporarily strengthen its forces in the Sinai to fight Islamist militants, it is leery about formalizing any changes.

China, Japan stand their ground in islands row, but keep talking

BEIJING/TOKYO (Reuters) - China claimed islands at the core of a row with Japan as its "sacred territory" in talks between the two countries' foreign ministers, Chinese state media said on Wednesday, as neither side showed any sign of backing down in a long-festering feud.Japanese Foreign Minister Koichiro Gemba urged China to exercise restraint over the dispute during what he called a tense hour-long meeting on the sidelines of the U.N. General Assembly in New York, Japan's Kyodo news agency reported. The spat has triggered violent anti-Japanese protests in China and hurt trade ties between Asia's two biggest economies.China's Xinhua news agency said Chinese Foreign Minister Yang Jiechi reiterated Beijing's "solemn position on the issue of Diaoyu Islands, which have been China's sacred territory since ancient times".Japanese Chief Cabinet Secretary Osamu Fujimura told a news conference in Tokyo the two sides had agreed to keep talking."There is no magic bullet in foreign diplomacy. We need to hold talks through various channels taking into account of broad perspective," Fujimura told a news conference in Tokyo.Sino-Japanese relations deteriorated sharply this month after Japan bought the isolated East China Sea islands, called Senkaku in Japan and Diaoyu in China, from their private owner, sparking protests across China. In a sign of the economic fallout, Japanese automakers Toyota Motor Corp, Nissan Motor Co Ltd and Suzuki are curtailing production in China in the wake of the protests that shuttered dealerships and darkened their sales prospects in the world's top car market.China's meetings with Japanese diplomats -- both at the United Nations and a day earlier in Beijing -- suggest Beijing does not want the row over the island chain, believed to be in waters rich in natural gas deposits, to lead to a rupture in relations. This is, after all, the Year of Japan-China Friendship. But the unyielding tone of China's published remarks suggests that the dispute is far from over. Beijing has repeatedly called the islands its "sacred territory since ancient times"."The Japanese move is a gross violation of China's territorial integrity and sovereignty, an outright denial of the outcomes of victory of the world anti-fascist war and a grave challenge to the post-war international order," said Yang, according to the Xinhua summary of his comments.
RETREAT DIFFICULT
Sino-Japanese ties have long been plagued by China's bitter memories of Tokyo's military aggression in the 1930s and 1940s as well as present rivalry over regional resources and clout. The row coincides with a once-in-a-decade leadership change in China, while Japanese Prime Minister Yoshihiko Noda's ruling party faces a drubbing in an election expected in months, domestic dynamics that make it hard for either side to retreat.Noda is under fire from the main opposition party, which picked former prime minister and security hawk Shinzo Abe as its new leader, and possible next premier, on Wednesday.Abe has been most vocal of the candidates in urging Tokyo take a tougher line in its territorial disputes with China and South Korea but on Wednesday he struck a balanced tone."We must show our will to firmly protect our territorial waters and Senkaku amid China's movements," he told a news conference after being elected party chief. But he added: "Even if our national interests clash, we should acknowledge that we need each other and control the situation while thinking things strategically. My stance on this has not changed."Japan, which says the islands' purchase was meant to fend off a more provocative bid by the nationalist governor of Tokyo, Shintaro Ishihara, to have his metropolitan government buy them, is trying to keep communication channels open.
China postponed a ceremony marking the 40th anniversary of the resumption of diplomatic ties with Japan, but an official at the Japan-China Economic Association said Toyota Motor chairman Fujio Cho and Hiromasa Yonekura, chairman of Japanese business lobby Keidanren, and other representatives of Japan-China friendship groups would attend an event on Thursday in Beijing.Patrol vessels from the two countries have also been playing a tense game of cat-and-mouse in the waters near the disputed islands, raising concerns that an unintended collision or other incident could escalate into a broader clash.

Giant defence merger faces hurdles in Britain, France and Germany

BRUSSELS - State control and European-based jobs are the main sticking points in a planned merger of Eads, the Franco-German company producing Airbus planes and BAE Systems, Britain's biggest defence contractor. The British parliament on Monday (24 September) launched an inquiry into the would-be €35-billion-merger to create the world's largest defence and civil aviation firm."The merger of two such large defence contractors would have a significant and strategic impact on their relationships with UK, US and European governments. It could also radically alter the defence industrial base in these countries," said the defence committee in the British parliament, according to the Telegraph. After announcing the merger plan last month, the two companies have until 10 October to table a formal proposal for the deal. But with France and Germany also signaling unease about the plan, the companies are expected to arrange an extension to the deadline.A German document, seen by Reuters, lays out the worries of the economy ministry about possible takeovers and job losses in Germany.Similar concerns have been voiced in France, where the state wants to retain control over the future defence giant.Eads and BAE Systems have promised the governments of France, Germany and the UK a "golden share" in the new entity which could be used to block any potential future takeovers. But both Berlin and Paris are sceptical about the prospects of the legal brake, which has been struck down in previous merger cases in EU courts. With some 50,000 Eads employees in Germany alone, possible job losses are also of concern, despite assurances by the two companies that the link-up would not see cuts to staff.Meanwhile, Berlin is unhappy with plans to value Eads at 60 percent of the new company, saying the figure should be closer to 70 percent. The British government is concerned that too much Franco-German control over the new company could jeopardise BAE Systems' contracts with the Pentagon. The British firm supplies parts to the F-35 fighter jet produced by Lockheed Martin and more than 60,000 cockpit and cabin parts to Boeing, Airbus' US competitor.Eads chief executive Tom Enders will appear before German parliament on Wednesday to defend the plans. The same day, defence ministers from Germany, France and UK are expected to discuss the matter at an EU meeting in Nicosia. The governments need to give their blessing for the merger to go ahead.A meeting on Saturday between French President Francois Hollande and German Chancellor Angela Merkel failed to produce a definite endorsement of the merger.

Attack by Iran's Ahmadinejad sparks Israel walkout

UNITED NATIONS (AP) — Iran's president called Israel a nuclear-armed "fake regime" shielded by the United States, prompting Israel's U.N. ambassador to walk out of a high-level U.N. meeting Monday promoting the rule of law.Iranian President Mahmoud Ahmadinejad also accused the U.S. and others of misusing freedom of speech and failing to speak out against the defamation of people's beliefs and "divine prophets," an apparent reference to the recently circulated amateur video made in the U.S. which attacks Islam and denigrates the Prophet Muhammad. The Iranian leader, who has called for Israel's destruction, used his speech to denounce Israel's occupation of Palestinian territory and U.S. vetoes in the U.N. Security Council to back its ally. He urged all nations to "hold occupiers accountable and make efforts to return the occupied territories to their rightful owners."Ahmadinejad blamed the "discriminatory" veto power of the U.S., China, Russia, Britain and France for the Security Council's failure to ensure peace in the world, and he called for a change in the rules "in favor of nations with due regard to justice."As Ahmadinejad addressed leaders and ministers from more than 100 countries, Israel's U.N. Ambassador Ron Prosor walked out of the General Assembly hall."Ahmadinejad showed again that he not only threatens the future of the Jewish people, he seeks to erase our past," Prosor said in a statement."Three thousand years of Jewish history illustrate the clear danger of ignoring fanatics like Iran's President, especially as he inches closer to acquiring nuclear weapons," he said. "Those who ignore his hateful words today, will bear responsibility for his deeds tomorrow."Israel views a nuclear-armed Iran as an existential threat, but Iran insists its nuclear program is purely peaceful and aimed solely at producing nuclear energy. Israeli Prime Minister Benjamin Netanyahu believes Tehran is moving closer to producing a nuclear weapon and has been pushing the United States to set "red lines" which, if crossed, might lead to American military action. President Barack Obama has refused to set any "red lines."The U.S. delegation did not walk out of Monday's meeting, as it has in the past when Iran attacked Israel directly.Ahmadinejad did not name either Israel or the U.S. in his speech but his targets were clear when he said: "We have witnessed that some members of the Security Council with veto right have chosen silence with regard to the nuclear warheads of a fake regime while at the same time they impede scientific progress of other nations."Secretary-General Ban Ki-moon organized the first-ever high-level U.N. meeting on the rule of law hoping to send a strong signal to people everywhere that world leaders "are serious about establishing well-functioning institutions and delivering justice."He told delegates he is proud that the United Nations is promoting the rule of law in more than 150 countries.Ban called on all states to apply the law equally, both nationally and internationally, and not allow political self-interest to undermine justice. He also called on world leaders "to uphold the highest standards of the rule of law in their decision-making at all times."At the start of the day-long meeting, diplomats from more than 100 countries adopted a declaration reaffirming "that states shall abide by all their obligations under international law." It stresses the importance of the rule of law in preventing and resolving conflicts and building peace in countries emerging from war and urges the U.N. and the international community to support such efforts.U.S. Attorney General Eric Holder called the meeting "historic" and said the United States will continue "to support U.N.-led efforts to improve access to legal aid, to more effectively combat drug trafficking and organized crime" and to promote the rule of law in conflict and post-conflict situations. He said the meeting underscored a key conclusion in a recent World Bank report "that in today's world, the greatest threat to development and recovery is a weak rule of law."Many speakers cited the impact of corruption and stressed that no one can be above the law, from high government officials to ordinary citizens."In developing nations, corruption is the mortal enemy of democracy," Mongolia's President Tsakhia Elbegdorj said. "It is like an infectious disease — it must be attacked head on."He said high-level corruption also hurts development, so the fight for the rule of law "is also a fight for more transparent and successful economic development."

PM heads to UN from region in turmoil, with a US president ‘failing to put Israel at ease’

Israeli official tells The Times of Israel: Obama doesn’t give us the same sense Clinton did that he’ll be there if things go bad

Prime Minister Benjamin Netanyahu will arrive at the United Nations General Assembly on Thursday to one of the most tumultuous meetings of the world body in memory.Several issues make for a frenzied agenda for the gathering, not least from Israel’s point of view: Iran’s nuclear program; public disagreement with US President Barack Obama over how to deal with that program; deep division among Arab countries over Syria, Iran and the results of the Arab Spring; and a new Palestinian bid for recognition as a state — a more limited bid but one that, unlike last year’s, is likely to succeed. Can Netanyahu, and Israel’s erudite envoy to the world body, veteran diplomat Ron Prosor, snatch some diplomatic achievements from what is usually a forum for symbolic gestures and rhetoric?

Ahmadinejad doesn’t wait to cause trouble

On Monday morning, UN Secretary-General Ban Ki-moon urged Iranian President Mahmoud Ahmadinejad to avoid incendiary rhetoric while at the United Nations. But Ahmadinejad didn’t wait an hour, much less till the start of the general debate on Tuesday, to reject the secretary-general’s call and set the tenor of the international diplomatic discussion about his country’s intentions. In comments to reporters Monday, Ahmadinejad said his regime does “not take seriously the threats of the Zionists” — a reference to Netanyahu’s suggestion that Israel may attack Iran’s nuclear program if the international community doesn’t do more to slow it down — and then threatened Israel with annihilation. While Iran has “all the defensive means at our disposal and we are ready to defend ourselves,” Ahmadinejad said, it was Israel that should be worried.“We do believe that they have found themselves at a dead end and they are seeking new adventures in order to escape this dead end. Iran will not be damaged with foreign bombs,” he vowed, adding, “We don’t even count them as any part of any equation for Iran. During a historical phase, they represent minimal disturbances that come into the picture and are then eliminated.”Ahmadinejad is expected to speak before the assembled delegates Wednesday morning. The Israeli delegation and Jewish diplomats from other countries are expected to be absent, as the day falls on the sacred Jewish fast of Yom Kippur.
Netanyahu and Palestinian Authority President Mahmoud Abbas are slated to speak to the assembly the following day, in the early afternoon.

Arguing with Obama in the middle of an election

Netanyahu arrives in New York in the midst of a very public election-season disagreement with the American president over how to handle the Iranian nuclear program. The tiff included interviews Netanyahu gave last week to CNN and NBC, in which he called on Obama to set “red lines” for Iran’s nuclear program that would trigger an American military intervention. Leaks from the Prime Minister’s Office suggested Obama has refused to meet with Netanyahu when he travels to the US this week.Senior American officials, including Secretary of Defense Leon Panetta, Secretary of State Hillary Clinton and even Obama himself, rejected the “red lines” call in conversations with reporters. The disagreement, in the middle of what many observers believe will be a close election, has drawn a great deal of attention and comment, much of it dealing with the politics of the spat rather than the substance. Thus, on Monday, the political magazine The Hill quoted senior Congressional Democrats publicly chastising the prime minister for the leak that suggested he was “snubbed” by the Obama White House.California Democrat Henry Waxman said he “didn’t think it was appropriate for the prime minister to publicly get into a dispute with the president of the United States, since we’re both very closely working together to impose sanctions and to force Iran to stop its development of a nuclear weapon.”Massachusetts Democrat Barney Frank, meanwhile, wondered aloud if Netanyahu was acting to support Republican candidate Mitt Romney. “And he’s making a mistake if he is,” Frank said. “I think it was unwise for him to do as much. I think they’ve pulled back a little bit.”For his part, Netanyahu has said repeatedly that the timing of his calls for a red line for Iran’s nuclear program is not related to the American electoral calendar, but to the Iranian nuclear one.A top Israeli official explained to The Times of Israel that Netanyahu feels it is he, not Obama, who is under pressure.“The prime minister looks around him and sees what’s on his plate. Lebanon and Syria, the situation in Sinai and Egypt. Jordan looks stable, but it’s not at all. Iran and Gaza and Hezbollah. And he says to the Americans, ‘the greatest danger by far is Iran. Will you take care of Iran?’”That Israeli sense that the region is becoming more dangerous with each passing day is driving the prime minister’s actions, the official, who asked to remain anonymous, said last week. And while Israelis peer fearfully around at a region in turmoil, Obama is failing to put them at ease, the official added.
“President Clinton made us feel like he had our back [at Camp David]. When we made concessions that were greater than anything an Israeli government had ever offered, we felt he’d be there if things went bad. Would he have been there? I don’t know. But it felt that way, and it put us in a different frame of mind. President Obama doesn’t give us the same sense that he’d be there.”This official does not believe Obama is uniquely unfriendly toward Israel, noting, “He just doesn’t seem to make friends. Not with anyone. He isn’t friendly with David Cameron either.”

Is there such a thing as an Arab bloc anymore?

Officials at the General Assembly cannot recall a time when Arab states arrived more divided, weakened and confused.Long beset by economic decline, corrupt institutions, disenfranchisement, and inadequate opportunities for women, the Arab states have reaped the whirlwind of those years of mismanagement. Some governments, such as those of Egypt, Tunisia, Iraq, Yemen and Libya, represent a new, more chaotic Middle East, while others, including Jordan, Saudi Arabia, Morocco, Kuwait, Qatar and Syria, represent the old order. These camps are deeply divided, even within themselves, on many issues on the General Assembly’s agenda, especially the continuing bloodbath in Syria, Iran’s aspirations to regional hegemony and nuclear weapons, and, at a deeper level, questions of democracy and the role of Islam in public life.Arab delegates’ speeches will likely garner a more interested audience than in previous years, as observers and world leaders try to discern where the region may be headed.

The birth of a new Palestinian state, and why it won’t matter

The Palestinians, meanwhile, look set to ask — or at least announce that they plan to ask — the General Assembly to upgrade their status from that of an observer entity to that of an observer state. If the move is ultimately accepted — and even Israeli officials acknowledge it will succeed if pursued — the Palestinian Authority will have gained formal, though non-binding acknowledgment from the UN’s main decision-making body that it is a state.“Instead of going 15 kilometers from Ramallah to Jerusalem, the Palestinians are flying all the way to the UN to change their status from observer to observer state,” Israel’s ambassador to the UN Ron Prosor told The Times of Israel.“They have an automatic majority [in the General Assembly], so they’ll get it, but it’s not going to change anything on the ground, and it will only raise expectations and therefore increase frustration [among Palestinians],” he added.“What’s the point of declaring a state?” Prosor asked. “Do you control Gaza? No. Have you [Abbas] even visited Gaza? Not since 2005. So do you have democratic structures in place? There have been no elections since 2005-6.“The Palestinians are trying to bypass direct negotiations and trying to internationalize the conflict,” Prosor said of the move.“But there is no way to circumvent direct negotiations. I know from experience that in order to move forward, you have to sit and negotiate. There are good guys on both sides, but we have to work with each other. Both sides have to sit down and deal with all the issues they know about,” he said.It sounds so sensible, and so simple: sitting down together and working with each other. But at this UN General Assembly, not even the allies — Obama and Netanyahu — are going to do that, much less the adversaries.

JAMES 5:1-3
1 Go to now, ye rich men, weep and howl for your miseries that shall come upon you.

3 Your gold and silver is cankered; and the rust of them shall be a witness against you, and shall eat your flesh as it were fire. Ye have heaped treasure together for the last days.

Member states continue budget bickering

Today @ 09:30 SEPT 25,12 By Nikolaj Nielsen

BRUSSELS - EU ministers on Monday (24 September) did not reach an agreement on the Cypriot EU presidency’s revised budget headings in the next seven-year, EU €1,033 billion budget pact.
  • EU ministers failed to reach a consensus on the Cypriot EU presidency's revised EU budget proposals. (Photo: Images_of_Money)The EU presidency had updated a so-called “negotiating box” which outlines the main elements and options for the multi-annual financial framework (MFF) negotiations.
“Not all elements of our negotiating box were accepted by most or all member states, but all member states accepted the ‘negotiating box’ as a basis for further work", said Andreas Mavroyiannis, Deputy Minister for European Affairs of Cyprus, who chaired the meeting.Mavroyiannis says spending cuts will be necessary in all MFF headings, which cover anything from job creation to farming subsidies. The EU presidency has yet to put any figures on the cuts on each but argues overall expenditure ceiling for 2014-2020 will have to be “have to be adjusted downwards”.The UK wants €100 billion slashed from the budget. Britain's Europe Minister David Liddington told the BBC that the commission "should get into the habit of spending better, not always looking to spend more".But other member states opposed the presidency’s revised plans to slash the budget, “arguing that the MFF was the major investment tool for promoting growth and creating jobs.”
Some also opposed any proposed cuts in the EU’s common agricultural policy (CAP) which eats up €55 billion of the EU’s budget every year. The delegations had argued against any reduction to the EU average of direct aid per hectare.CAP is set to cost the EU €380 billion over 2014 to 2020 with each EU citizen paying around €105 a year for the scheme, of which €80 goes directly to farmers. The commission also presented its plans to introduce its own VAT-based revenue stream. The EU budget is currently financed through customs duties, a uniform rate of 0.30% levied on the harmonised VAT base of each member state, and percentage levied on the GNI of each. But the commission proposal would entitle it to tax businesses and individuals as well. They also discussed a proposal to draw revenue based on a financial transaction tax. Some member states rejected both ideas.EU ministers will continue negotiations on 16 October and 20 November, with EU leaders to debate the issue on 22-23 November at a special summit. Cyprus is hoping for an overall deal by the end of the year.

MUSLIM NATIONS

EZEKIEL 12:25
25  For I am the LORD: I will speak, and the word that I shall speak shall come to pass; it shall be no more prolonged: will I say the word, and will perform it, saith the Lord GOD.

EZEKIEL 5:17
17  So will I send upon you famine and evil beasts, and they shall bereave thee; and pestilence and blood shall pass through thee; and I will bring the sword upon thee. I the LORD have spoken it.

EZEKIEL 38:1-12
1 And the word of the LORD came unto me, saying,
2 Son of man, set thy face against Gog,(RULER) the land of Magog,(RUSSIA) the chief prince of Meshech(MOSCOW)and Tubal,(TOBOLSK) and prophesy against him,
3 And say, Thus saith the Lord GOD; Behold, I am against thee, O Gog,(LEADER OF RUSSIA) the chief prince of Meshech(MOSCOW) and Tubal:TOBOLSK)
4 And I will turn thee back, and put hooks into thy jaws,(GOD FORCES THE RUSSIA-MUSLIMS TO MARCH) and I will bring thee forth, and all thine army, horses and horsemen, all of them clothed with all sorts of armour, even a great company with bucklers and shields, all of them handling swords:
5 Persia,(IRAN,IRAQ) Ethiopia, and Libya with them; all of them with shield and helmet:
6 Gomer,(GERMANY) and all his bands; the house of Togarmah (TURKEY)of the north quarters, and all his bands:(SUDAN,AFRICA) and many people with thee.
7 Be thou prepared, and prepare for thyself, thou, and all thy company that are assembled unto thee, and be thou a guard unto them.
8 After many days thou shalt be visited: in the latter years thou shalt come into the land that is brought back from the sword, and is gathered out of many people, against the mountains of Israel, which have been always waste: but it is brought forth out of the nations, and they shall dwell safely all of them.
9 Thou shalt ascend and come like a storm, thou shalt be like a cloud to cover the land, thou, and all thy bands, and many people with thee.(RUSSIA-EGYPT AND MUSLIMS)
10 Thus saith the Lord GOD; It shall also come to pass, that at the same time shall things come into thy mind, and thou shalt think an evil thought:
11 And thou shalt say, I will go up to the land of unwalled villages; I will go to them that are at rest, that dwell safely, all of them dwelling without walls, and having neither bars nor gates,
12 To take a spoil, and to take a prey; to turn thine hand upon the desolate places that are now inhabited, and upon the people that are gathered out of the nations, which have gotten cattle and goods, that dwell in the midst of the land.

EZEKIEL 39:1-8,11-18
1 Therefore, thou son of man, prophesy against Gog,(LEADER OF RUSSIA) and say, Thus saith the Lord GOD; Behold, I am against thee, O Gog, the chief prince of Meshech (MOSCOW) and Tubal: (TUBOLSK)
2 And I will turn thee back,(RUSSIA-ARAB MUSLIM ISRAEL HATERS) and leave but the sixth part of thee,(5/6TH OR 300 MILLION DEAD I BELIEVE) and will cause thee to come up from the north parts,(RUSSIA) and will bring thee upon the mountains of Israel:
3 And I will smite thy bow out of thy left hand, and will cause thine arrows to fall out of thy right hand.
4 Thou shalt fall upon the mountains of Israel, thou, and all thy bands,( ARABS) and the people that is with thee: I will give thee unto the ravenous birds of every sort, and to the beasts of the field to be devoured.
5 Thou shalt fall upon the open field: for I have spoken it, saith the Lord GOD.
6 And I will send a fire on Magog,(NUCLEAR BOMB) and among them that dwell carelessly in the isles: and they shall know that I am the LORD.
7 So will I make my holy name known in the midst of my people Israel; and I will not let them pollute my holy name any more: and the heathen shall know that I am the LORD, the Holy One in Israel.
8 Behold, it is come, and it is done, saith the Lord GOD; this is the day whereof I have spoken.
11 And it shall come to pass in that day, that I will give unto Gog (RUSSIA/ARAB/MUSLIMS) a place there of graves in Israel, the valley of the passengers (EAST OF THE DEAD SEA IN JORDAN VALLEY) on the east of the sea: and it shall stop the noses of the passengers: and there shall they bury Gog (RUSSIAN) and all his multitude:(ARAB/MUSLIM HORDE) and they shall call it The valley of Hamongog.(BURIEL SITE OF THE 300 MILLION,RUSSIAN/ARAB/MUSLIMS)
12 And seven months shall the house of Israel be burying of them, that they may cleanse the land.(OF ISRAEL)
13 Yea, all the people of the land (OF ISRAEL) shall bury them; and it shall be to them a renown the day that I (GOD-JESUS) shall be glorified, saith the Lord GOD.
14 And they shall sever out men of continual employment,(NUCLEAR BOMB EXPERTS) passing through the land to bury with the passengers those that remain upon the face of the earth, to cleanse it: after the end of seven months shall they search.
15 And the passengers that pass through the land, when any seeth a man’s bone, then shall he set up a sign by it,(WON'T TOUCH IT) till the buriers have buried it (PROPERLY) in the valley of Hamongog.(RUSSIA/ARAB/MUSLIMS NEW BURIEL SITE)
16 And also the name of the city shall be Hamonah. Thus shall they cleanse the land.(OF THE ISRAEL-GOD HATERS)
17 And, thou son of man, thus saith the Lord GOD; Speak unto every feathered fowl,(500 MILLION MIGRATING BIRDS THREW ISRAEL EVERY SPRING,FALL) and to every beast of the field, Assemble yourselves, and come; gather yourselves on every side to my sacrifice that I do sacrifice for you, even a great sacrifice upon the mountains of Israel, that ye may eat flesh, and drink blood.(OF THE RUSSIAN/ARAB/MUSLIM ARMIES)
18 Ye shall eat the flesh of the mighty, and drink the blood of the princes of the earth, of rams, of lambs, and of goats, of bullocks, all of them fatlings of Bashan.
19 And ye (MIGRATING BIRDS IN ISRAEL) shall eat fat till ye be full, and drink blood till ye be drunken, of my sacrifice which I have sacrificed for you.(RUSSIAN/ARAB/MUSLIM ISRAEL HATERS)
20 Thus ye shall be filled at my table with horses and chariots, with mighty men, and with all men of war, saith the Lord GOD.
21 And I (GOD-JESUS) will set my glory among the heathen,(WORLD NATIONS) and all the heathen (WORLD NATIONS) shall see my judgment that I have executed,(AGAINST ISRAELS ENEMIES) and my (GODS) hand that I have laid upon them.(ISRAELS HATER ENEMIES)

13  The nations shall rush like the rushing of many waters: but God shall rebuke them, and they shall flee far off, and shall be chased as the chaff of the mountains before the wind, and like a rolling thing before the whirlwind.

Iran's Interior Minister Mostafa Mohammad-Najjar says the recent dispute between the US and Israel shows their fear of Muslims.“Today’s conspiracies of the enemies of Islam are the result of their diplomatic failures at the international level,” Najjar said on Monday. Referring to the recent plot by the US and the Zionist regime of Israel to insult Islam’s Prophet Mohammad (PBUH), Najjar noted that “The global arrogance has fallen into its own trap.” The Iranian minister stated that the insult aimed to sow discord among Muslims, but it has created a new movement in the Islamic world and the enemies will pay dearly for it. Muslims around the world have held many demonstrations to condemn an anti-Islam film made in the US. The sacrilegious movie was followed by the publication of several cartoons mocking Prophet Mohammad (PBUH) in the French weekly Charlie Hebdo. Najjar further noted that Iran's progress in different military fields is the result of faith and reliance on indigenous knowledge of its scientists and experts. Iran has introduced a new literature based on justice, honest service and fighting arrogant powers, which has raised fears among the enemies of Islam, he added. TE/SS/AZ

Iran dominates start of (USELESS)UN meeting in New York

Today @ 09:35 SEPT 25,12 By Andrew Rettman
BRUSSELS - EU ministers in New York have said new sanctions on Iran are the antidote to an Iran-Israel war.Speaking to press in the margins of the UN's annual meeting, the foreign ministers of France, Germany and the UK said the EU wants to put more "pressure" on Iran for a diplomatic solution to the nuclear confrontation. The UK's William Hague told Canadian broadcaster CBC on Monday (24 September) that the EU ban on Iran oil imports imposed in July has already had a positive effect."We ... have brought Iran back to negotiations which is not unrelated to that sanctions pressure upon them. There have been several rounds of substantive negotiations that haven't brought a breakthrough, that haven't succeeded," he said.
"But the alternative to what we're doing now, sanctions plus negotiations, is to allow Iran to develop nuclear weapons or to get itself into a position where it could easily have a nuclear weapon, or say to let Israelis conclude that they should make an attack on Iran. Well those are things we don't want to see."French minister Laurent Fabius told Reuters: "If we want to reach a diplomatic and peaceful solution to Iran's nuclear program, then we must increase the pressure."Talks between the P5+1 group - China, France, Germany, Russia, the UK and the US - and Iran restarted this year, with the group's negotiator, EU foreign service chief Catherine Ashton, last meeting her Iranian counterpart, Saeed Jalili, in Istanbul last week.Ashton described the talks as "constructive."But an EU contact told this website it is unclear whether Iran wants to proceed "step-by-step" on reducing uranium enrichment or whether it is waiting for a comprehensive "package" to emerge after US elections. The EU is preparing to impose additional sanctions on Iran at a foreign ministers' meeting in Brussels on 15 October.A British diplomat told EUobserver the new measures will focus on energy, finance, trade and transport.Another EU diplomat said a ban on imports of Iranian natural gas and restrictions on flights to Tehran are two items under discussion in expert groups. "We don't really import any gas from Iran, so it should be easy to get agreement on that," he noted. The UN event in New York got off to a testy start when the Israeli ambassador walked out of a meeting on international law on Monday after Iranian President Mahmoud Ahmadinejad called his country a "fake regime."The Iranian leader made another inflammataory statement in a press briefing in his hotel."Iran has been around for the last seven, 10,000 years. They [the Israelis] have been occupying those territories for the last 60 to 70 years, with the support and force of the Westerners ... During a historical phase, they represent minimal disturbances that come into the picture and are then eliminated," he said.EU and US delegates stayed behind at the rule of law meeting, however.Amid regular Israeli threats to strike Iran's nuclear facilities, European Commission President Jose Manuel Barroso said at the event that any military action must have a UN mandate: "When the use of force is inevitable, it should be legitimised by the international law emanating from this house, the United Nations."Meanwhile, EU diplomats back in Brussels said the threat of an Iran-Israel war rarely comes up in day-to-day meetings."It's above our pay grade. We talk about sanctions, human rights and humanitarian aid to Syria. But Most EU countries are not involved in decision-making on this [potential conflict], so their diplomats don't stand up and make statements just for the sake of it," one source said.

Iran Claims Missile Success on Mock Warships

Iran, the day before Iranian President Mahmoud Ahmadinejad speaks at the United Nations, claimed Tuesday it successfully fired four missiles at a mock sea target representing warships. The timing of the missile tests is part of Iran’s propaganda campaign to instill fear among Israel and American leaders, who have warned that the “military option” is on the table if Tehran does not stop its unsupervised nuclear development and enrichment of uranium that can be used to manufacture a nuclear warhead aimed at Israel. The Ahmadinejad regime has claimed successful military tests at a dizzying rate, but several analysts have said that many of the claims are exaggerated. Earlier this year, Iran said it tested a “long-range” missile but evidence pointed to its being a shorter range weapon.Tuesday’s announcement of the anti-warship missile tests was made by the Islamic Revolution Guards Corps (IRGC), through government controlled news agencies, such as Fars.“The missiles were fired simultaneously at a sea target as large as a warship and sank it in 50 seconds, stated Commander of the IRGC Navy, Rear Admiral Ali Fadavi said.He claimed that Iran's missile systems can reach the entire Persian Gulf coastline and beyond the location of U.S. bases. Its capability to hit warships could be critical if the United States and its allies try to close the Strait of Hormuz, the passageway for more than 20 percent of the word’s oil.Showing off Iran’s claimed military arsenal, Fars noted, “In July, the IRGC Aerospace Force test-fired a supersonic anti-ship ballistic missile in the last phase of the Payambar-e Azam 7 (The Great Prophet 7) massive missile war games.“The IRGC also exercised bombing specified targets by fighter bombers and Unmanned Aerial Vehicles (UAVs).“In early 2011, Iran started the mass-production of the Persian Gulf anti-ship missile which is designed to destroy targets and hostile forces at sea. The supersonic projectile, which carries a 650-kilogram warhead, is immune to interception and features high-precision systems.“Also on Monday, the IRGC successfully test-fired the home-made Ra'd air defense missile shield… The system has been built in a bid to confront US aircraft and can hit targets 50km in distance and 75,000 feet in altitude.”

Chief Rabbi: Israel Will Win – with or without US

Israel will be victorious over Iran, with or without the help of the United States, says Chief Rabbi Metzger, who asked Jews to focus on good relations with others.Speaking in a special Erev Yom Kippur with Arutz Sheva, the Chief Ashkenazi Rabbi pleaded for Jews “to be careful to observe mitzvos relating to others” and not just those between Man and G-d.He reminded Jews that “Repentance, Prayer and Charity” overcome the “evil decree” and cited the victory of the Jews in ancient Iran (Persia) over the wicked Haman who plotted to destroy all Jews and in the end fell as a victim of his own trap.Rabbi Metzger quoted Isaiah 1:18, where the prophet tells Jews that by repenting, their sins “although they are like scarlet, shall be as white as snow [and] they are red like crimson, they shall become like wool.”He said people can be an influence on the world by “good behavior to others, family, spouses and friends.”“The day before Yom Kippur,” he added, “our enemy threatens us as with all of his audacity and chutzpah. The president of Iran, a descendant of the wicked Haman, stands in front of the world at the United Nations and openly states that we have no right to exist, G-d forbid."“It is written in our prayers that prayer, repentance and charity can overturn the evil decrees, and we pray as Jews did in the days of Haman. The decree exists but it will be turned on its head and Jews will overcome their enemies. The People of Israel will be victorious, with or without the United States.”

Yom Kippur War Survivor Ketzaleh: Israel Blind to Egypt

National Union chairman and Knesset Member Yaakov Katz (Ketzaleh), who was nearly given up for dead in the Yom Kippur War, warns that the government is blind to the Egyptian Muslim Brotherhood threat.
MK Katz was deputy company commander in the elite combat unit Sayeret Shaked and was seriously wounded in the war 39 years ago. Ariel Sharon, who then was an IDF commander, is credited with saving his life by insisting that he be evacuated for medical care, despite the fact that his wounds appeared to be deadly.MK Katz, through a statement issued by his office, said, "Egypt now is deploying tanks in the Sinai Peninsula and sending armed soldiers with the intent to harm Israel. Egypt surprised Israel in 1973 by rolling its tanks into the south as Jews throughout the country were praying in synagogue on Yom Kippur."As on the eve of the Yom Kippur War, Israel still is closing its eyes in the face of Egyptians terrorists who are Muslim Brotherhood President Mohamed Morsi’s best friends and carry out his previous declarations for the destruction of the State of Israel.“Morsi fools Israel with the same powers that [Anwar] Sadat used when he was president of Egypt. Israel must wake up an act accordingly."Sadat signed the 1979 Peace Treaty with Israel and later was assassinated.MK Katz also noted that as chairman of a Knesset committee on African infiltrators flooding Israel, he carried out the first tour to see the problem first-hand at the Egyptian border three years ago and heard IDF officers say that a security fence along the border was needed to prevent the infiltration of Egyptian soldiers despite the peace treaty. The government still is building a fence, and Egyptian terrorists two days ago killed one IDF soldier and wounded another in an attack along the border where the fence has not yet been erected. The terrorists followed African infiltrators and attacked the IDF when several soldiers left their post to offer water to the migrants.

The IDF Spokesperson announced on Monday evening that, according to a decision by Chief of Staff Benny Gantz and based on an IDF assessment, a general closure will be imposed on Palestinian Authority-assigned areas of Judea and Samaria as well as on Gaza during Yom Kippur. The closure began at 11:59 p.m. on Monday night and will be removed on Wednesday night at 11:59 p.m., several hours after the conclusion of Yom Kippur, subject to a security assessment.During the closure, movement from these areas into Israel will be approved in medical and humanitarian cases only and subject to approval by the Civil Administration.
“The IDF will continue to act to protect the citizens of Israel while considering the Palestinian fabric of life,” said the IDF statement.Earlier on Monday, Gantz told a memorial gathering to commemorate fallen soldiers that our enemies are trying harder than ever before to attack the State of Israel.Speaking during an annual ceremony that takes place at Kfar Bilu for paratroopers who have fallen in the line of duty, Gantz said “the attempts of our enemies to hurt the State of Israel are not stopping; rather, they are continuing to grow and change.”On Friday, a terror attack ended the life of 20-year-old IDF Cpl. Netanel Yahalomi, who was shot and killed on the border with Egypt as he was going to offer water to African migrants attempting to enter the country illegally.Speaking at Sunday's cabinet meeting, Prime Minister Binyamin Netanyahu said that the attack emphasized the importance of completing the security fence in southern Israel. The attack occurred in an area where the fence has not yet been completed. A terror group calling itself Ansar Beit Al Makdas on Sunday said it had carried out the attack.

Bombs explode at security site in Damascus: rebels

BEIRUT (Reuters) - Bombs planted by rebels exploded at a school building occupied by security forces and pro-government militias in the Syrian capital of Damascus on Tuesday, activists and rebels said.
Residents said smoke was billowing from the area in southeastern Damascus and an activist said ambulances were rushing to the scene."At exactly 9:35 a.m., seven improvised devices were set off in two explosions to target a school used for weekly planning meetings between shabbiha militia and security officers," said Abu Moaz, a leader of Ansar al-Islam, one of the rebel groups in the 18-month-old revolt against President Bashar al-Assad.The state news channel Syria TV quoted a government official as saying two improvised explosives planted by "terrorists" blew up near the "Sons of Martyrs" school in Damascus. It said seven people were wounded, with minor damage to buildings.Rebels said they expected high casualties from the blast but they did not give any confirmed reports of deaths."There were several officers present, and we are hoping they will be part of a large number of killed in this operation," Abu Moaz said.Southern Damascus has become a battleground between Assad's forces and opposition fighters. Last week, the army bombarded rebel strongholds there to flush them out of the capital, once seen as Assad's untouchable seat of power but now a site of daily fighting.Damascus residents also reported heavy clashes for two hours on Baghdad Street in a central district of the capital just to the north of the Old City.(Reporting by Erika Solomon; Editing by Angus MacSwan)

WARN THE PEOPLE

EZEKIEL 33:1-6
1 Again the word of the LORD came unto me, saying,
2  Son of man, speak to the children of thy people, and say unto them, When I bring the sword upon a land, if the people of the land take a man of their coasts, and set him for their watchman:
3  If when he seeth the sword come upon the land, he blow the trumpet, and warn the people;
4  Then whosoever heareth the sound of the trumpet, and taketh not warning; if the sword come, and take him away, his blood shall be upon his own head.
5  He heard the sound of the trumpet, and took not warning; his blood shall be upon him. But he that taketh warning shall deliver his soul.
6  But if the watchman see the sword come, and blow not the trumpet, and the people be not warned; if the sword come, and take any person from among them, he is taken away in his iniquity; but his blood will I require at the watchman’s hand.

EZEKIEL 32:2-9 (GODS IN CONTROL OF EVERYTHING)(PROTECTS ISRAEL)
2  Son of man, take up a lamentation for Pharaoh king of Egypt, and say unto him, Thou art like a young lion of the nations, and thou art as a whale in the seas: and thou camest forth with thy rivers, and troubledst the waters with thy feet, and fouledst their rivers.
3  Thus saith the Lord GOD; I will therefore spread out my net over thee with a company of many people; and they shall bring thee up in my net.
4  Then will I leave thee upon the land, I will cast thee forth upon the open field, and will cause all the fowls of the heaven to remain upon thee, and I will fill the beasts of the whole earth with thee.
5  And I will lay thy flesh upon the mountains, and fill the valleys with thy height.
6  I will also water with thy blood the land wherein thou swimmest, even to the mountains; and the rivers shall be full of thee.
7  And when I shall put thee out, I will cover the heaven, and make the stars thereof dark; I will cover the sun with a cloud, and the moon shall not give her light.
8  All the bright lights of heaven will I make dark over thee, and set darkness upon thy land, saith the Lord GOD.
9  I will also vex the hearts of many people, when I shall bring thy destruction among the nations, into the countries which thou hast not known.

China carrier a show of force as Japan tension festers

TOKYO/BEIJING (Reuters) - China sent its first aircraft carrier into formal service on Tuesday amid a tense maritime dispute with Japan in a show of force that could worry its neighbors.China's Ministry of Defense said the newly named Liaoning aircraft carrier would "raise the overall operational strength of the Chinese navy" and help Beijing to "effectively protect national sovereignty, security and development interests".
In fact, the aircraft carrier, refitted from a ship bought from Ukraine, will have a limited role, mostly for training and testing ahead of the possible launch of China's first domestically built carriers after 2015, analysts say.China cast the formal handing over of the carrier to its navy -- attended by President Hu Jintao and Premier Wen Jiabao -- as a triumphant show of national strength at a time of tensions with Japan over islands claimed by both sides."The smooth commissioning of the first aircraft carrier has important and profound meaning for modernizing our navy and for enhancing national defensive power and the country's overall strength," Xinhua news agency cited Wen as saying at the commissioning ceremony in the northern port of Dalian.Sino-Japanese relations deteriorated sharply this month after Japan bought the East China Sea islands, called Senkaku in Japan and Diaoyu in China, from their private owner, sparking anti-Japan protests across China."China will never tolerate any bilateral actions by Japan that harm Chinese territorial sovereignty," Vice Foreign Minister Zhang Zhijun told his Japanese counterpart on Tuesday as the two met in a bid to ease tensions."Japan must banish illusions, undertake searching reflection and use concrete actions to amend its errors, returning to the consensus and understandings reached between our two countries' leaders."In a sign of the tensions, China has postponed a ceremony marking the 40th anniversary of the resumption of diplomatic ties with Japan. But an official at the Japan-China Economic Association said Toyota Motor Corp Chairman Fujio Cho and Hiromasa Yonekura, chairman of Japanese business lobby Keidanren, and other representatives of Japan-China friendship groups would attend an event on Thursday in Beijing. The risks of military confrontation are scant, but political tensions between Asia's two biggest economies could fester and worries persist about an unintended incident at sea."If blood is shed, people would become irrational," Koichi Kato, an opposition lawmaker who heads the Japan-China Friendship Association and will travel to Beijing, told Reuters.
"NOT CUTTING EDGE"
For the Chinese navy, the addition of carriers has been a priority as it builds a force capable of deploying far from the Chinese mainland.China this month warned the United States, with President Barack Obama's "pivot" to Asia, not to get involved in separate territorial disputes in the South China Sea between China and U.S. allies such as the Philippines.U.S. Secretary of State Hillary Clinton in turn urged China and its Southeast Asian neighbors to resolve disputes "without coercion, without intimidation, without threats and certainly without the use of force".Narushige Michishita, a security expert at the National Graduate Institute for Policy Studies in Tokyo, said he thought the timing of the launch was unrelated to the islands dispute.
Rather, experts said it might be associated with China's efforts to build up patriotic unity ahead of a Communist Party congress that will install a new generation of top leaders as early as next month."China is taking another step to boost its strategic naval capability," Michishita said. "If they come to have an operational aircraft carrier, for the time being we are not super-concerned about the direct implications for the military balance between the U.S. and Japan on the one hand, and China on the other. This is still not cutting edge."The East China Sea tensions with Japan were complicated on Tuesday by the entry of Taiwan, the self-ruled island that Beijing calls an illegitimate breakaway, which also lays claim to the islands.
Japanese Coast Guard vessels fired water cannon to turn away about 40 Taiwan fishing boats and 12 Taiwan Coast Guard vessels. Six Chinese patrol ships were also near the islands but four left, leaving two nearby but not in waters Japan considers its own.Japan protested to Taiwan, a day after lodging a complaint with China over what it called a similar intrusion by Chinese vessels.Taiwan has friendly ties with Japan, but the two sides have long squabbled over fishing rights in the area. China and Taiwan both argue they have inherited China's historic sovereignty over the islands. The flare-up in tension comes at a time when both China and Japan confront domestic political pressures. Japanese Prime Minister Yoshihiko Noda's government faces an election in months, adding pressure on him not to look weak on China. China's Communist Party is preoccupied with the leadership turnover, with President Hu Jintao due to step down.

LOCUSTS (DEMONIC) TORTURES SINNERS 5 MONTHS
REVELATION 9:1-6
1 And the fifth angel sounded, and I saw a star fall from heaven unto the earth: and to him was given the key of the bottomless pit.
2 And he opened the bottomless pit; and there arose a smoke out of the pit, as the smoke of a great furnace; and the sun and the air were darkened by reason of the smoke of the pit.
3 And there came out of the smoke (DEMONIC) locusts upon the earth: and unto them was given power, as the scorpions of the earth have power.
4 And it was commanded them that they should not hurt the grass of the earth, neither any green thing, neither any tree; but only those men which have not the seal of God in their foreheads.
5 And to them it was given that they should not kill them, but that they should be tormented five months: and their torment was as the torment of a scorpion, when he striketh a man.
6 And in those days shall men seek death, and shall not find it; and shall desire to die, and death shall flee from them.

Washington state's first 'zombie bees' reported

SEATTLE (AP) — The infection is as grim as it sounds: "Zombie bees" have a parasite that causes them to fly at night and lurch around erratically until they die.And experts say the condition has crept into Washington state."I joke with my kids that the zombie apocalypse is starting at my house," said Mark Hohn, a novice beekeeper who spotted the infected insects at his suburban Seattle home.Hohn returned from vacation a few weeks ago to find many of his bees either dead or flying in jerky patterns and then flopping on the floor.
He remembered hearing about zombie bees, so he collected several of the corpses and popped them into a plastic bag. About a week later, the Kent man had evidence his bees were infected: the pupae of parasitic flies."Curiosity got the better of me," Hohn said. The zombie bees were the first to be confirmed in Washington state, The Seattle Times reported (http://is.gd/ji7UNX).San Francisco State University biologist John Hafernik first discovered zombie bees in California in 2008.Hafernik now uses a website to recruit citizen scientists like Hohn to track the infection across the country. Observers also have found zombie bees in Oregon and South Dakota. The infection is another threat to bees that are needed to pollinate crops. Hives have been failing in recent years due to a mysterious ailment called colony collapse disorder, in which all the adult honey bees in a colony suddenly die.The life cycle of the fly that infects zombie bees is reminiscent of the movie "Alien," the newspaper reported. A small adult female lands on the back of a honeybee and injects eggs into the bee's abdomen. The eggs hatch into maggots."They basically eat the insides out of the bee," Hafernik said. After consuming their host, the maggots pupate, forming a hard outer shell that looks like a fat, brown grain of rice. That's what Hohn found in the plastic bag with the dead bees. Adult flies emerge in three to four weeks. There's no evidence yet that the parasitic fly is a major player in the bees' decline, but it does seem the pest is targeting new hosts, said Steve Sheppard, chairman of the entomology department at Washington State University."It may occur a lot more widely than we think," he said. That's what Hafernik hopes to find out with his website, zombeewatch.org. The site offers simple instructions for collecting suspect bees, watching for signs of parasites and reporting the results.Once more people start looking, the number of sightings will probably climb, Hohn said."I'm pretty confident I'm not the only one in Washington state who has them," he said.___Online: ZombeeWatch.org, https://www.zombeewatch.org/___

New SARS-like virus detected in Middle East

LONDON (AP) — Global health officials are closely monitoring a new respiratory virus related to SARS that is believed to have killed at least one person in Saudi Arabia and left a Qatari citizen in critical condition in London. The germ is a coronavirus, from a family of viruses that cause the common cold as well as SARS, the severe acute respiratory syndrome that killed some 800 people, mostly in Asia, in a 2003 epidemic.
In the latest case, British officials alerted the World Health Organization on Saturday of the new virus in a man who transferred from Qatar to be treated in London. He had recently traveled to Saudi Arabia and is now being treated in an intensive care unit after suffering kidney failure.WHO said virus samples from the patient are almost identical to those of a 60-year-old Saudi national who died earlier this year. The agency isn't currently recommending travel restrictions and said the source of infection remains unknown. Still, the situation has raised concerns ahead of next month's annual Hajj pilgrimage, which brings millions of people to Saudi Arabia from around the world.Health officials don't know yet whether the virus could spread as rapidly as SARS did or if it might kill as many people. SARS, which first jumped to humans from civet cats in China, hit more than 30 countries worldwide after spreading from Hong Kong."It's still (in the) very early days," said Gregory Hartl, a WHO spokesman. "At the moment, we have two sporadic cases and there are still a lot of holes to be filled in."He added it was unclear how the virus spreads. Coronaviruses are typically spread in the air but Hartl said scientists were considering the possibility that the patients were infected directly by animals. He said there was no evidence yet of any human-to-human transmission."All possible avenues of infection are being explored right now," he said.No other countries have so far reported any similar cases to WHO, he said, and so far there is no connection between the cases except for a history of travel in Saudi Arabia.Hartl said the first patient may have had an underlying condition but it probably didn't make him more susceptible to catching the virus.Other experts said it was unclear how dangerous the virus is."We don't know if this is going to turn into another SARS or if it will disappear into nothing," said Michael Osterholm, a flu expert at the University of Minnesota. He said it was crucial to determine the ratio of severe to mild cases.Osterholm said it was worrying that at least one person with the disease had died. "You don't die from the common cold," he said. "This gives us reason to think it might be more like SARS," which killed about 10 percent of the people it infected.Britain's Health Protection Agency and WHO said in statements that the 49-year-old Qatari national became ill on Sept. 3, having previously traveled to Saudi Arabia. He was transferred from Qatar to Britain on Sept. 11 and is being treated in an intensive care unit at a London hospital for problems including kidney failure. Respiratory viruses aren't usually known to cause serious kidney problems. In Qatar, Mohammed bin Hamid Al Thani of the Public Health Department said the patient was in Saudi Arabia for Ramadan during the summer and fell ill after returning to Qatar. Doctors could not immediately identify the virus and decided he should be treated in London.A public health official, Abdullakef al-Khal, said there is no indication that the patient's family or others were infected."There is no special alert for now," he said. "We are being vigilant."David Heymann, chairman of the Health Protection Agency, said the new virus didn't appear that similar to SARS."It isn't as lethal as SARS and we don't know too much about its transmissibility yet," he said. "If people are getting infected, they aren't getting serious disease."
Heymann said none of the health workers involved in treating the Qatari patient had fallen ill.Saudi officials said they were concerned that the upcoming Hajj pilgrimage next month could provide more opportunities for the virus to spread. They advised pilgrims to keep their hands clean and wear masks in crowded places.
The Hajj has previously sparked outbreaks of diseases including the flu, meningitis and polio.___Frank Jordans in Berlin and Abdullah Shihri in Riyadh, Saudi Arabia, contributed to this report.

“Unprecedented” cold and snow in Iceland.
Thousands of sheep (13,000) buried alive in snowdrifts is nothing short of disastrous.
Here’s a video showing the rescue of a sheep buried by snow.

Snow in North Iceland in early September is not unheard of but snowfall of two to three meters overnight at this time of year—when the sheep are still in highland pastures—is highly unusual. Two to three meters (7-11 feet) of snow overnight! That’s a small taste of what the mammoths experienced.Armed with long sticks as used to look for people buried in avalanches, farmers in North Iceland have succeeded in finding hundreds of sheep. The search continues but hope grows fainter by the minute.Although not all have survived, most of these amazingly hardy creatures were alive after days in icy graves. To make it even more difficult, foxes are attacking the trapped sheep, often leaving them brutally injured. The association of breeders speaks of unprecedented disaster.Farmers say they have never experienced anything like this in their lifetime and hope they never will again.Coupled with blackouts across the region, from Blönduós in the west to Þórshöfn in the east, due to icing of power lines and we’re looking at an unprecedented situation, with real blizzards and extended blackouts throughout the region and motorists stranded in their cars.
Record snowfall
According to the Iceland Review Online, “it is believed to be a new record for snowfall at this time of the year”.
