IMF tells eurozone to turn on printing presses

BRUSSELS - The euro crisis continues to weigh down the global economy, the International Monetary Fund said Monday (16 July), putting pressure on the European Central Bank to lower its interest rate even further and issue more cheap loans to the banks."There is room for monetary policy in the euro area to ease further. In addition, the ECB should ensure that its monetary support is transmitted effectively across the region and should continue to provide ample liquidity support to banks under sufficiently lenient conditions," the IMF said in its annual World Economic Outlook.The Washington-based finance outfit cut its global economic growth forecast to 3.9 percent from 4.1 percent in April, mainly due to the continued stress in the eurozone and weaker-than-expected economic activity in emerging countries."The utmost priority is to resolve the crisis in the euro area," the IMF said. Overall, the 17 euro countries will contract by 0.3 percent this year and return to a 0.7 percent growth rate next year, the IMF predicts.The specific reference to the ECB is meant to increase pressure for the Frankfurt-based body to turn on the printing presses via cheap loans, low interest rates and "some form of quantitative easing", meaning direct or indirect bond purchasing aimed at lowering governments' borrowing costs.The ECB last year bought some Italian and Spanish bonds on the so-called secondary markets where they are traded after being purchased from governments (primary markets). But so far, ECB chief Mario Draghi has ruled out a resumption of this programme."What we can expect at the moment is another interest rate cut in September and possibly a further easing of collateral rules for banks (when they seek ECB loans)," ING economist Carsten Brzeski told this website. He said it was not unusual for the IMF to come up with "provocative" ideas which stem from a different central bank culture. Unlike the US Federal Reserve, the ECB is prohibited from buying bonds directly from governments.

German delay

The IMF report praised euro-leaders for their "step in the right direction" at a 28 June summit where they agreed to create a single supervision for eurozone banks and to recapitalise troubled banks directly from the bailout funds, rather than going through governments' balance sheets.But the German constitutional court has meanwhile announced it will wait until 12 September before ruling on the constitutionality of the new eurozone bailout fund, the European Stability Mechanism, and on the treaty on fiscal discipline signed by 25 EU states. The ESM should have come into being on 9 July, with senior politicians, including from Germany, having warned the court of the potential consequences of a delayed vote.Delayed or insufficient policy action - a possible reference to the ESM stalemate - is the biggest risk to the global recovery and could further escalate the euro crisis, the IMF said.“Simply put, the euro periphery countries have to succeed,” IMF chief economist Olivier Blanchard said when presenting the report.

Merkel links federal election with Europe

BRUSSELS - Next year's federal elections in Germany will be about Europe, said Chancellor Angela Merkel, who has spent the past two years shaping the eurozone's answer to its debt crisis in the face of scepticism at home."Next year's vote will also be about the situation in Europe and what expectations we have for Europe," the chancellor said in an interview with public broadcaster ZDF.She said her own personal vision of the EU was of a "stability union" that has a presence on the world stage."Without Europe we would no longer be able to represent our values, our ideas, our ideals together.Her words - made in the traditional 'summer interview' - come as she faces yet another EU test in parliament this week when the Bundestag is due to vote on the recent eurozone deal to lend Spanish banks €100bn, the first tranche of which is meant to be released by the end of July.Merkel indicated she is expecting resistance from within her own centre-right ranks, making it unlikely that Spanish bank bailout will get the symbolic majority - known as the 'chancellor's majority' - through the governing coalition alone."We always get the majority that we need," she said.
Confirming that she intends to run in the 2013 election, Merkel said the 17-nation eurozone was "on the right track.""More has been done in the past few months in Europe than in many years, but a lot still has to be done.”The chancellor has spent much of the crisis balancing what needs to be done at the EU level with the doubts of German citizens who fear the implications of a transfer union - where the debt burden is shared among its members - that many analysts say is needed to solve the crisis.These doubts have shaped her calls for tighter budget control for all member states before more solidarity.Aside from managing her own fractious coalition with the business-friendly liberals, the chancellor's action are also bound by the country's top court.
Constitutional judges - kept busy by a series of complaints about the decisions relating to the eurozone crisis - are examining whether Berlin's decisions breach the constitution, or Basic Law.The next court decision concerns the European Stability Mechanism (ESM), the eurozone's permanent bailout fund. Critics believe setting it up will undermine Germany's sovereignty and complain about a lack of democratic oversight.
As Europe's biggest economy, and paying the most towards into the bailout funds, the rest of the EU is dependent on Berlin and decisions by its court."I think (the judges) know the maximum timeframe in which we have to operate," Eurogroup chief Jean-Claude Juncker told Der Spiegel magazine, referring to autumn decisions that have be taken on Greece's bailout.He added that he did not expect the constitutional court to block the setting up of the ESM, with markets already unsettled by the fact that the court may take up to three months to decide, rather than the expected couple of weeks.

Thousands of fake euro notes pulled from circulation

BRUSSELS - EU member state authorities collectively removed over 250,000 fake euro notes in the first six months of 2012, said the European Central Bank (ECB) in a statement published on Monday (16 July).
The figure is 15 percent lower when compared to the same period last year. Almost all the notes were recovered in Eurozone countries. The vast majority were either €20 or €50 bills.“The two most counterfeited denominations together accounted for 77.0% of the total during the first half of 2012,” said the ECB.
Despite the overall drop in counterfeit bills, the ECB found a slight increase in the number of fake €50 bills in circulation. In their January report for the second half of 2011, the ECB had found the opposite trend with the €20 bills on the rise and €50 bills on the decrease.“This shows that actually it has far more to do with the fact that criminals adapt very quickly and very well to how they are being checked and targeted, and then so do law enforcement agencies. So the trends change very quickly,” a spokesperson for the European Parliament’s committee on organised crime said in an email.The Campania region of southern Italy accounts for more than half of the 550,000 to 800,000 fake euro notes pulled from circulation annually by European central banks, says the committee.In June, the EU police body Europol along with a Bulgarian regional crime fighting unit, dismantled an operation that was attempting to sell €30,000 of counterfeited €100 bills near a hotel in Bulgaria’s second largest city of Plovdiv.Police also seized €60,000 of fake notes as well as vehicles, computers, and SIM cards near the hotel.In another operation on 26 June, police raided an illegal mint shop concealed in the basement of a rural farmhouse near Thessaloniki, Greece.The two suspects, one Greek and another Bulgarian, were mass-producing the two euro domination coin with the Belgian national design stamped on the obverse. Enough raw material at the site was discovered to press the equivalent of €100,000 in coins.Three other members of the organised crime group were also arrested in Plovdiv, Bulgaria.
A spokesperson for Belgium’s Federal Police told EUobserver that they had been informed of the operation but “have yet to find any of the coins in circulation in Belgium”.Meanwhile, counterfeited euro notes are not restricted to Europe.Fake €500 bills are thought to be a favourite among international drug smugglers. In April, the authorities in Bogotá, Colombia, dismantled a counterfeit press and seized half a million counterfeit euro notes.The European Commission, for its part, supports a number of national projects through its Pericles 2020 programme.The programme aims to protect the euro banknotes and coins against counterfeiting and assists national and European authorities to increase co-operation.

Japan flood clean-up hampered by heavy rain


Heavy rain again lashed southwest Japan on Monday, triggering fears of more landslides and hampering the clean-up operation after a record deluge that left at least 32 people dead or missing.Four days of torrential rain have fallen on Kyushu island, causing rivers to burst their banks, the muddy floodwaters destroying or inundating houses. Troops were called in Sunday to airlift supplies to those stranded.Electricity remained cut off to 2,100 houses in the northern part of Kyushu, according to Kyushu Electric Power Co., while local governments rushed out emergency response teams to villagers isolated by landslides.Helicopters had been dispatched to rescue the elderly.But efforts to restore electricity and normality faced difficulties with the arrival Monday of yet further relentless rain. The meteorological agency warned of more landslides if the rain did not stop.There is also the threat of a typhoon that is over the Pacific and projected to head towards southwest Japan."We are stepping up efforts to remove rubble as roads remain covered with mud at many points," Masatatsu Minoda, an official from Kyushu's Kumamoto prefecture, told AFP by phone.
"Workers are engaged in clean-up efforts while taking care against possible further landslides. We may have to stop working if it rains heavily again."Most of the 400,000 people who were ordered or advised to evacuate their homes were allowed to return after authorities began lifting evacuation orders Sunday. But 6,000 were still under instructions to stay away.In Yame city, a mountainous area of Fukuoka prefecture, official Takashi Yamaguchi said: "We are calling on our residents to be vigilant and go to shelter if necessary as a fresh heavy rain warning was just issued."In Tokyo, Prime Minister Yoshihiko Noda told a television interview that the government was ready to take "swift measures" to help victims recover from the disaster.
Rainfall of up to 81.7 centimetres (32.2 inches) has been recorded in hardest-hit Aso, situated at the foot of a volcano in Kumamoto.The death toll from landslides and floods rose to 28 Monday afternoon as the bodies of two men aged 30 and 57 were recovered separately, while rescuers continued searching for four missing people.Television footage showed rescue divers searching a river, while troops looking for bodies scoured flooded rice fields.Residents together with volunteers and local government officials shovelled mud and moved damaged furniture from their homes, while mechanical diggers removed fallen trees and debris from the roads.

Syria fighting rages in Damascus, Russia pressed


BEIRUT (Reuters) - Clashes in Damascus between rebels and state forces raged for a third day on Tuesday, in the fiercest fighting to hit Syria's seat of power since the revolt against President Bashar al-Assad began 17 months ago.Security forces and armored vehicles surrounded rebellious areas such as the southern district of Midan but have been unable to rout opposition fighters, activists say.The encroachment of violence into the Syrian capital, Assad's home and government stronghold, comes as United Nations envoy Kofi Annan is visiting Moscow to promote a peace plan for Syria.He will meet President Vladimir Putin on Tuesday, butRussia still appears resistant to Western calls for Moscow to increase pressure on Assad.Video uploaded by opposition activists showed men in jeans hiding in sandbagged alleyways, firing rocket-propelled grenades and machine guns amid clouds of dust as gunfire crackled. Rebels burned tires and blocked some streets to ease pressure on the fighters. Black columns of smoke billowed over the capital.Activists said artillery and rocket fire hit the opposition area of Tadamon, on the outskirts of the capital.Residents in Midan said snipers deployed on rooftops."There are troops everywhere, I can hear ambulances," said a resident near Midan. "It feels like a war in Damascus."The government has said little about the unrest moving to the capital. State television reported on Monday that security forces were chasing "terrorist groups" hiding in some neighborhoods in Damascus.One fighter told Reuters the rebels were continuing their fight because they had no way to retreat to safer areas. "If they could leave, they would," he said.Opposition activists said clashes close to the seat of government showed that rebels were chipping away at state power in a capital once seen as Assad's impenetrable stronghold."When you turn your guns against the heart of Damascus, on Midan, you have lost the city," said Damascus-based activist Imad Moaz. "The rebels in the street have the support of families across Damascus."
FIGHTERS SPREADING
Video released by activists showed armored vehicles and troops in combat gear deployed on the Damascus to Amman highway, clearing blocked roads leading to the international route.The Syrian Observatory for Human Rights said fighting spread to other areas of the capital overnight and early on Monday. It said helicopters flew overhead as some areas were shelled.Activist Yaacoub Hossein, an activist in the besieged Tadamon neighborhood, said rebel units had been dispersed across the city to avoid the same fate as the rebel stronghold of Baba Amr in the central city of Homs, which security forces surrounded and razed in March."They learned from Baba Amr not to concentrate their forces, they got brutally crushed. So fighters are spreading. You'll notice the fighting will jump from place to place," he said on Skype.As fighting raged in the capital, clashes and shelling in opposition areas continued across the country. The British-based Observatory, which has a network of activists across the country, said more than 150 people were killed on Monday.Activist accounts are hard to verify because the government restricts access to international media.
"ELEMENTS OF BLACKMAIL"
With violence rising, the West wants Moscow to drop its support for Assad. Along with China, Moscow has vetoed action against the president at the U.N. Security Council. But before talks with Annan, Foreign Minister Sergei Lavrov signaled no change in Moscow's position.Lavrov said Western efforts to pass a Security Council resolution, which would extend a U.N. monitoring mission in Syria and also include a threat of sanctions, contained "elements of blackmail". He called for support for Moscow's rival text, which does not call for sanctions."If our partners decide to block our resolution no matter what, then the U.N. mission will not have a mandate and will have to leave Syria. That would be a pity," he said.The small, unarmed U.N. monitoring mission of about 300 is the only international military presence in Syria. It was brought in as part of a peace plan backed by Annan, but suspended due to rising violence in Syria. Activists say more than 17,000 people have died.U.S. Secretary of State Hillary Clinton, interviewed by the BBC during a Middle East tour, said she hoped Moscow would open the way for a Yemen-style transition to avoid all-out civil war. Former Yemeni President Ali Abdullah Saleh stepped down in February after months of protests, in a U.S.-backed transfer of power brokered by Yemen's wealthy Gulf Arab neighbors."The international community has been more than ready to impose all kinds of pressure on the Assad regime," Clinton said.
"Unfortunately, we haven't been able to do that (tip the balance in the Syria conflict) and part of it is because the Russians are very clear: they don't want to give any opening for force that could be used."Saying she had spoken to Annan before his Moscow trip, she said: "I hope he's able to persuade the Russians that there's a way forward that they should sign on to."Activists reported at least seven people killed in the fighting in Damascus on Monday, but said casualties were hard to verify due to difficulty of movement in violence-hit areas.What began as a protest movement in Syria, inspired by demonstrations in other Arab countries, has become an armed insurgency fighting against Assad's crackdown. U.S. Navy attack "threatens regional security": Iran foreign ministry


DUBAI (Reuters) - Iran on Tuesday criticized the actions of a U.S. navy ship that shot at an approaching fishing boat off the United Arab Emirates, saying the incident showed foreign forces threatened regional security.One Indian national was killed and three others injured on Monday when the U.S. refueling ship, the USNS Rappahannock, opened fire on a small motor boat which U.S. officials said ignored repeated warnings to halt its approach.The United States has been building up its presence in the Gulf as Washington seeks to ramp up pressure on Iran over its nuclear program which it suspects is aimed at producing nuclear bombs. Tehran denies the accusation."We have announced time and again that the presence of foreign forces can be a threat to regional security," Iranian foreign ministry spokesman Ramin Mehmanparast said during a news conference broadcast on state television."Certainly regional countries with the help of one another can provide security in the best possible way. If they join hands, with their defensive capabilities, they don't need the presence of foreign forces. Anywhere where you see insecurity we have always seen the hand of foreign forces there."The shooting took place in waters near the UAE port of Jebel Ali, across the Gulf from Iran, U.S. Naval Forces Central Command said in a statement. CAIRO (Reuters) - Brawls broke out in an Egyptian courtroom as judges prepared to issue rulings on Tuesday that will either bolster the country's new President Mohamed Mursi, or undermine him in his power struggle with the military.With his allies in the Muslim Brotherhood hailing a "decisive" day in the country's democratic transition, hundreds of Mursi supporters came to protest at the courthouse, accusing the generals of using the judiciary to undermine his authority.With opinion split on how the Cairo administrative court would rule, tension was high as lawyers, protesters and members of the public pushed and elbowed one other."Down, down with military rule," shouted supporters of the Brotherhood, drawing an angry response from their opponents."Down, down with the rule of the (Brotherhood's) Supreme Guide," shouted a woman as the courtroom descended into mayhem."I have never seen a courtroom like this anywhere in the world. This is no way for us to work. Do you call this justice?" said one lawyer, Khaled Fouad.Judge Abdel Salam El-Naggar arrived and told the crowd "Your presence here will not intimidate the court". He suspended the session to allow time for the atmosphere to cool.The power struggle unleashed by the overthrow of Hosni Mubarak last year has shifted from the streets to the ballot box and now the courts as Islamists vie for influence with their perennial adversaries in an army-led establishment.At Tuesday's hearings judges will decide if an assembly drafting a new constitution should be scrapped. They will also hear appeals against decrees by the military and one from Mursi that recalled an Islamist-dominated parliament that the generals had dissolved."Everybody should know that the conspiracy against parliament will end in failure, as will the conspiracy against the constituent assembly and the constitution, and the president himself," said Essam al-Erian, leader of the Brotherhood's Freedom and Justice Party, in al-Ahram newspaper.Brotherhood supporters warned the army not to undermine the country's new elected institutions."Who elected the constitutional assembly? Parliament. And who elected parliament? The people. WHO IS IN CONTROL?
The military took power from Mubarak promising a new era of accountable, civilian rule but the transition has been chaotic and inconclusive.It oversaw the first open leadership contest in Egypt's history, only to claw back vital powers from the new president, leaving Egyptians still wondering who really controls the Arab world's most populous nation since Mursi took office on June 30.Self-proclaimed guardian of the Egyptian people, the army already disbanded parliament's first attempt at a constitutional assembly that critics saw as too heavily dominated by Islamists.The generals have taken greater control over how the constitution is formed, angering the Brotherhood but comforting some liberals who fear Islamists are intent on dominating the state to impose their conservative agenda.Some legal experts said the military was right to dissolve parliament because it was acting on a ruling by the country's Supreme Constitutional Court that had challenged the rules under which the legislature was elected."We are debating judicial, constitutional verdicts that are not debatable," said Sameh Ashour, head of Egypt's lawyers' syndicate, in newspaper al-Shorouk.

Clinton warns Iran after talks in Jerusalem


US Secretary of State Hillary Clinton said Washington would use "all elements of its power" to prevent Iran going nuclear and was working in "close consultation" with Israel over how to do so.And she said a resumption of talks between Israel and the Palestinians would only come about if the parties "do the hard work for peace."Speaking to reporters at the end of a whirlwind 24-hour visit to Jerusalem, Clinton said that Iran not yet decided to curb its nuclear ambitions, and warned that Washington would stop at nothing to prevent it from getting a nuclear bomb."We will use all elements of American power to prevent Iran obtaining a nuclear weapon," she said in remarks which carried an implied threat of military action -- a course of action never ruled out by Washington.Thanks to US efforts to rally the international community to tackle the Iranian nuclear threat, Tehran was "under greater pressure than ever before," Clinton said, indicating that the Obama administration was "pressing forward in close consultation with Israel.""I think it is fair to say we are on the same page at this moment, trying to figure our way forward to have the maximum impact on affecting the decisions that Iran makes," Clinton said.Clinton arrived in Israel late on Sunday at the tail end of a nine-nation tour, holding talks with top officials including Prime Minister Benjamin Netanyahu, President Shimon Peres, Defence Minister Ehud Barak and Foreign Minister Avigdor Lieberman.Although Israel has warned a nuclear Iran would pose an existential threat to the Jewish state and has refused to rule out a military strike on its nuclear facilities, Peres expressed confidence in Washington's tough stance on Tehran.

The economy is in desperate need of reform."The political system is a work in progress, a long way from being finalised. There are serious fissures within society that have to be addressed."In talks with Peres, Clinton updated him on "the latest developments and the approaches of the new Egyptian leadership, and stressed the importance of strengthening the relations between Israel and Egypt," the president's office said.The stalled peace process was also high on the agenda, with Clinton reportedly telling Israel that Palestinian president Mahmud Abbas and his prime minister Salam Fayyad were the best peace partners Israel could have, the website of Haaretz newspaper reported, quoting an Israeli official at the talks.And she also reportedly pushed Israel to make gestures to strengthen the Palestinian leader, Israeli press reports said.But ultimately, a return to peace talks would be dependent on "hard work" by the two parties, she told reporters at a late-night press conference."So our goal remains an independent Palestinian state living in peace and security alongside a secure Jewish democratic state of Israel.""We remain focused on the resumption of direct negotiations since we believe that is the only route to a lasting stable peace. The international community can help ... we stand ready to do so, to help support an environment for talks but it's up to the parties to do the hard work for peace," she said."To those who say the timing isn't right, the other side has to move first, or the trust just isn't there, I say: peace won't wait and the responsibility falls on all of us to keep pressing forward."
She also met with Fayyad in Jerusalem, describing their meeting as "excellent" and saying the Palestinian premier had briefed her on "the challenges that the Palestinian Authority faces and what the United States can do to support them."Ahead of his dinner meeting with Clinton, Netanyahu thanked her for helping shore up Israel's ties with Egypt and said he was keen to hear about her talks with President Morsi in Cairo.
He also said the two would discuss ways to break the deadlock in peace talks with the Palestinians.

UN says Syrian refugees almost tripled to 112,000

GENEVA (AP) — The United Nations says the number of Syrian refugees who have sought help from it since April has almost tripled to 112,000.The U.N. refugee agency says women and children make up three-quarters of the Syrians who it has registered or assisted in Iraq, Jordan, Lebanon and Turkey.Agency spokesman Adrian Edwards says Tuesday in Geneva that the actual number is probably "significantly higher" and that many Syrian refugees are completely dependent on humanitarian aid.Edwards says at least 40,000 Syrians have sought refuge in Turkey. Jordan has seen 33,400 refugees, while 30,900 have arrived in Lebanon. Another 7,900 have sought sanctuary in Iraq.

Nuclear issue puts increasing pressure on Japan government


TOKYO (Reuters) - Japan's government came under fire on Tuesday over its handling of public hearings on nuclear energy policy, threatening to dent already sagging support for the ruling party ahead of an election many expect to be this year.The latest furor follows Monday's massive rally in Tokyo against nuclear power in the wake of the Fukushima disaster, an issue now so contentious that lawmakers and analysts say it could trump taxes as the focus of lower house elections, which must be held by September 2013 but could come sooner."This gives the impression that they haven't learned anything," said Koichi Nakano, a professor at Sophia University, after news that power companies' employees were among the few chosen to speak at hearings on changes to energy policy after Fukushima, the world's worst atomic disaster in 25 years.
It was an echo of a scandal just one year ago, when Kyushu Electric Power sought to sway public opinion at a hearing on restarting reactors in southern Japan.In a sign of the growing discontent, more than 100,000 anti-nuclear protesters marched in Tokyo on Monday, adding to pressure on Prime Minister Yoshihiko Noda, already struggling as his Democratic Party unravels over plans to hike the sales tax to curb public debt."The anti-nuclear people are calling for the Democrats to be voted out," Nakano added.The rally was the biggest since Noda said last month Japan needs to restart idled nuclear reactors to protect jobs and the economy,The government is considering three options for its medium-term energy portfolio -- reduce nuclear power's role to zero as soon as possible, aim at a 15 percent share by 2030, and seek a 20-25 percent share by the same date.The new energy mix, to be decided in August, will replace a scrapped 2010 program that had sought to raise nuclear power's share to more than half of electricity needs by 2030 from about 30 percent before the March 2011 disaster.The 15 percent solution -- which most experts expect the government to select -- would require all 50 of Japan's reactors, all but one of which are now idled for safety checks, to resume operations before gradually closing older units, an official at the government's National Strategy Unit told reporters on Friday.One reactor in western Japan was restarted earlier this month and another is set to resume operations soon.

Syrian President Bashar al-Assad will use chemical weapons against opposition forces and may have already deployed them, Nawaf Fares, the first Syrian ambassador to defect, told the BBC on Monday.Fares, the most prominent politician to defect since the uprising against Assad began, insisted that the president's days were numbered but warned he would be prepared "to eradicate the entire Syrian people" to remain in power.When asked by the BBC's Frank Gardner whether that would mean the use of chemical weapons, Fares said: "I am convinced that if Bashar al-Assad's regime is further cornered by the people -- he would use such weapons.""There is information, unconfirmed information, that chemical weapons have been used in Homs," the former ambassador to Iraq added.Syria has a large stock of chemical weapons and neighbouring countries are increasingly concerned about what will happen to them if the regime topples.Fares said this outcome was now "inevitable"."It is absolutely sure that this government will fall in a short time," he told the BBC from his refuge in Qatar. "We wish for this time to be short so that more sacrifices are reduced."
Fares, who announced his defection on July 11, was widely seen as a regime hardliner and his decision to break ranks has triggered suspicion among activists.Some dissidents say Fares has been likely groomed by the West to play a role in a transitional government while others have spoken about his "criminal" past.
Fares, who has served as governor in several Syrian provinces and has held senior security and Baath party posts, hails from the prominent Oqaydat Sunni tribe in eastern Syria, which also has members in Iraq, Jordan and Saudi Arabia.A former policeman, Fares had close ties to the dreaded intelligence services before becoming governor and later Syria's first ambassador to Iraq following a 30-year rupture in ties between the two neighbours.Syria's military deployed armoured vehicles near central Damascus on Monday as troops battled rebels around the capital in what activists said could be a turning point in the 16-month uprising.
Fares said the spread of violence to the capital proved that the "expansion and the power of the revolution was increasing day-by-day."

Israel to grant settlement subsidy, despite pledge


JERUSALEM (AP) — The Israeli government has quietly agreed to grant subsidies to build more than 500 new homes in the West Bank, backtracking from a promise earlier this year to deny these incentives to the settlements, The Associated Press has learned.The planned construction, at a time when Prime Minister Benjamin Netanyahu is trying to shore up support among settlers, has enraged the Palestinians and could cloud a visit starting Sunday by U.S. Secretary of State Hillary Rodham Clinton as she tries to re-energize moribund Mideast peace efforts.The housing units are benefiting from the government's designation of the settlements as "national priority" areas — a status normally reserved for low-income cities and towns where the government wants to encourage development and lure people to live.In January, the Israeli Cabinet identified more than 550 communities, including 70 West Bank settlements, as national priority areas. The list drew immediate protests from the Palestinians, who view the West Bank as the core of a future state. The U.S. demanded an explanation of the settlements' inclusion.Facing international pressure, Israeli leaders quietly held a second vote in a meeting conducted by telephone to exclude the settlements from the measure. Shortly after, Netanyahu told a news conference with visiting U.N. Secretary-General Ban Ki-moon that the initial Cabinet decision was a mistake.Government spokesman Mark Regev at the time insisted the new vote meant that the subsidy program "does not apply to communities in the West Bank." Still, the Cabinet left a loophole, saying settlements could receive benefits "contingent on a decision by political leaders."
According to Israel's Housing Ministry, however, the country's political leaders have already approved subsidies for one small project of 24 homes in the settlement of Efrat, just south of Jerusalem. And nearly 500 other homes in Efrat and two other settlements, Beitar Illit and Ariel, are now in the pipeline to receive the incentives, which include a discount of up to $27,000 for infrastructure development costs.Ministry spokesman Ariel Rosenberg said it is not clear how many of these homes will be built because the construction bids for the 500 homes have not closed. He also noted that subsidies are also available for projects in hundreds of other communities inside Israel proper.Asked about the apparent government flip-flop, Regev said, "There are no special incentives whatsoever to encourage people to live in the West Bank. The same conditions apply to 600 communities throughout the country."But neither the Palestinians nor the international community see things that way.Israeli settlements in the West Bank and east Jerusalem are at the heart of a 3-year-old deadlock in Mideast peace efforts. The Palestinians claim both areas, captured by Israel in 1967, for a future state. Assad receives last warning to stop moving his WMD: Top generals defect

Several high-placed generals bolted Bashar Assad’s inner circle Sunday, July 17, including such key figures as two security services chiefs who were operations commanders of the Alawite Shabiha militia plus the former head of Syria’s chemical and biological administration who took six other generals with him. They all fled to Turkey and defected. A fourth senior general from another security service was assassinated in Aleppo. This is reported exclusively by debkafile’s military sources.The loss of the generals orchestrating the pro-Assad paramilitary Shabiha’s savage crackdown on the opposition has seriously weakened Assad’s protective circle of trusties and reduced his military and security options.Also today, the Syrian ruler was given a “last warning” through intelligence channels in the West to leave the warheads and shells loaded with mustard gas, sarin and cyanide where they are. If he dared move them out of the northern and central locations where he deployed them last week, they would be destroyed from the air.debkafile names the defecting Shabiha commanders as:  Gen. Mohamed Tatouh, Deputy chief of Syrian political intelligence, and Gen. Mohamed Kodissia, deputy chief of the “Palestinian” Intelligence agency (a misnomer: it has nothing to do with Palestinians).The murdered general, Ali Khallouf, was ambushed by rebels in Aleppo.Maj. 1.  They all managed to spirit their families out of Syria well before they absconded themselves, an operation that must have required weeks of careful and secret preparation. The failure of Assad’s many-tentacled, clandestine agencies to discover what was up and foil the walkouts, attests to serious lapses in their notorious efficiency.
2.  All the defectors served in Damascus at the regime’s nerve center for suppressing the revolt.
3.  They all made tracks for Beirut before making their way to Turkey. Neverthetheless, the extensive spy networks run by Iran and Hizballah in the Lebanese capital failed to pick up on the city’s use as a way station for Syrian defectors in flight to Turkey.
4.  Despite their active roles in crushing the civil uprising in Syria, those generals clearly hoped to escape the consequences of their actions and becoming liable for prosecution.  The Red Cross Committee in Geneva, the first international organization to call the violence in Syria a full-blown civil war, made it clear Sunday, July 15, that international humanitarian law applied henceforth throughout the country and provided a basis for war crimes prosecution, especially if civilians were attacked.

Armor heads for Damascus districts after heavy clashes


BEIRUT (Reuters) - Armored vehicles headed towards southern districts of Damascus after rebels battled government forces into the early hours of Monday, in what residents said was the heaviest fighting in the capital in a 17-month revolt against President Bashar al-Assad.Columns of armored vehicles were seen on the main road leading to the Tadamon district, a Damascus activist said.At least five people were killed and dozens more wounded in Sunday's fighting but residents said people were returning to work and shops were starting to open in Damascus on Monday morning after the fierce exchanges died down.The spread of fighting to the capital came as U.N. peace mediator Kofi Annan planned a two-day visit to Moscow in which he will meet Russian President Vladimir Putin who has resisted Western calls to increase pressure on Assad.
Activist Samir al-Shami, who spoke to Reuters by Skype from Damascus, said Sunday's fighting in Tadamon came after sustained battles began at nightfall the previous day in the nearby Hajar al-Aswad district.
"There is the sound of heavy gunfire. And there is smoke rising from the area. There are already some wounded and residents are trying to flee the area," he said, using Skype to show live video images of smoke visible over the skyline."There are also armored vehicles heading towards the southern part of the neighborhood," he said.Another activist reached by Skype said the fighting later spread to al-Lawan, a neighborhood on the southwestern outskirts of the capital.A third activist, who also asked not to be identified, said: "We've been expecting things to worsen in Damascus after the army crushed the rebellions in some of the suburbs, like Douma outside the capital."There were thousands of fighters in some of those suburbs. Some of them were killed but a lot of them fled and they've been heading to the capital itself," the activist said.

Some residents said the fighting eased slightly as the night wore and said there had been a number of protests in support of the opposition in the poorer neighborhoods of Damascus.One local, who gave his name as Tarek, said residents set tires ablaze to distract the security forces and relieve pressure on the fighters in Tadamon.The government restricts access to the country by independent media, making verification of events difficult.Annan travels to Moscow days after opposition reports of a new massacre prompted a fresh wave of denunciations in the West where there are hopes Putin might ease his support for Assad.But Moscow has shown no public sign of wavering in its backing for its last major Arab ally, a customer for its arms and host to a Russian naval support base.Along with China, Russia has blocked tougher U.N. Security Council action and the West has shown no appetite for the kind of intervention it undertook last year when NATO helped topple Libya's Muammar Gaddafi.Annan said on Friday he was "shocked and appalled" at the government for breaking a promise not to use heavy weapons in populated areas, and that it was confirmed that helicopters and artillery had fired on the village of Tremseh.The Syrian government said it killed several dozen enemy fighters in Tremseh but denied carrying out a massacre or that its forces used heavy weapons.
Syrian Foreign Ministry spokesman Jihad Makdissi criticized Annan for jumping to conclusions by accepting opposition reports of the incident last week."What happened was not a massacre ... what happened was a military operation," Makdissi told a news conference in Damascus. "Government forces did not use planes, or helicopters, or tanks or artillery."U.N. observers returned to the village on Sunday to gather more evidence at the site after finding signs that artillery was used but inconclusive evidence of the scale of the killing.Opposition footage of the incident on the Internet has shown bloody corpses of men, but not women or children, making it difficult to determine whether those killed were fighters.Sander van Hoorn, a Dutch journalist who reached Tremseh, said by Twitter that he had counted 30 graves in the town and had seen clear evidence of shelling, including of a school used as a shelter by refugees.He said the evidence on the ground clearly contradicted the government's assertion that no heavy weapons were used. Iran renews Hormuz closure threats

DUBAI (Reuters) - Iran renewed threats on Sunday to close the Strait of Hormuz unless sanctions against it were revoked, though it remains unclear how Tehran could shut down the vital oil shipping channel given the significant American military presence there.The Iranian parliament is considering a bill calling for the strait to be closed. The assembly has little control over national defense and foreign policy decisions and, while the bill would be largely symbolic, it would indicate the legislature's support behind any leadership decision to close the strait."(Under the bill) the closure of the Strait of Hormuz will continue until the annulment of all the sanctions imposed against Iran," lawmaker Javad Karimi Qoddousi was quoted as saying by the Fars news agency.The bill will be taken up by parliament this month, said another lawmaker, Seyed Mehdi Moussavinejad, Fars reported.Foreign and national defence policy rests with Supreme Leader Ayatollah Ali Khamenei and the elite Islamic Revolutionary Guard Corps.Iran has repeatedly threatened to close the Strait of Hormuz shipping channel, through which 40 percent of the world's seaborne oil exports passes, in retaliation for sanctions placed on its crude exports by Western powers.The sanctions were imposed over Iran's nuclear programme, which the West suspects is aimed at creating an atomic weapon and Tehran says is for peaceful energy purposes.The United States has beefed up its presence in the Gulf, adding a navy ship last week to help mine-clearing operations if Iran were to act on its threats.The Iranian chief of staff of the armed forces, Seyed Hassan Firouzabadi, said on Sunday that any decision to close the strait would have to come from Khamenei, with the Supreme National Security Council advising him, according to Fars.

Iran parliamentarians call for nuclear ships

TEHRAN, Iran (AP) — A Iranian parliamentary committee has approved a bill requiring the government to design nuclear-powered merchant ships and provide them with nuclear fuel, an Iranian news agency reported Sunday.The bill appears to be a symbolic gesture to bolster Tehran's argument that it has a right to enrich uranium for peaceful purposes. The West suspects Iran's nuclear program is aimed at developing weapons technology, a charge Tehran denies.Nuclear-powered vessels other than warships are rare, and the International Atomic Energy Agency has said in the past that nuclear-powered merchant ships would be uneconomical.Lawmaker Mohammad Bayatian was quoted by the semi-official Mehr news agency as saying sanctions are forcing Iran to use different fuel for its oil tankers and other large vessels, to avert the need to refuel during long voyages. Some countries refuse to provide fuel to Iranian ships in line with Western sanctions.Iran is seen to be far from a capability to build nuclear-powered ships. Iran says it is designing a nuclear submarine.The West has raised concerns that Iran might cite submarine and other nuclear-powered vessel construction as a justification for producing weapons-grade 90 percent enriched uranium.Nuclear submarines are powered by fuel ranging from 20 percent purity to more than 90 percent. Hamas seeks new Gaza policy from Egypt


GAZA CITY, Gaza Strip (AP) — Egypt's new president holds the key to blockaded Gaza, but he is signaling that he won't rush to help the territory's Hamas rulers by striking a border deal with them, even though they are fellow members of the region's Muslim Brotherhood.A bilateral border agreement between Egypt and Hamas could hurt chances of setting up a single Palestinian state, made up of the West Bank and Gaza, alongside Israel."I don't think they (the Egyptians) are ready for that," said Palestinian economist and business leader Samir Hulileh.Hamas was jubilant over Morsi's election in neighboring Egypt in June, hoping the Egyptian leader would lift years of travel and trade restrictions that have hit the Gaza economy hard.
But for now Morsi is keeping Hamas at arm's length, focusing on his relationship with Egypt's powerful military and with the U.S., which gives Egypt $1.3 billion in annual military aid.In Gaza, Hamas officials say that once Morsi settles into his job, they expect him to transform the Gaza-Egypt border crossing, now open only to select passengers, into a vibrant cargo route with free trade zones.Such a new lifeline could keep Hamas in power for years, reviving an economy battered by a border closure Israel and Morsi's pro-Western predecessor, Hosni Mubarak, imposed after the violent Hamas takeover of Gaza in 2007.
One senior Hamas official said Gaza now has the chance to become semi-independent by relying on close relations with Egypt and cutting the last ties to Israel. The official spoke on condition of anonymity because he was expressing a personal view.Israel might welcome closer ties between Egypt and Gaza, since this could further ease its responsibility toward the seaside territory. However, Israeli officials insisted there is no change in the current policy of isolating the territory and containing Hamas.Israel, which withdrew from Gaza in 2005 after 38 years of occupation, still controls most of Gaza's land border, including several crossings, and restricts access by air and sea.Among those most affected by a separate Egypt-Gaza deal would be Palestinian President Mahmoud Abbas, who was left with limited autonomy in parts of the West Bank after Hamas seized Gaza from him.A strong trade bond with Egypt could break Gaza's last tentative ties with the West Bank, further hurting Abbas' efforts to establish a state in both of those territories, along with east Jerusalem."This is a very dangerous step," Abbas aid Mohammed Ishtayeh, said of Hamas' appeal to Egypt. "It would be the end of the two-state solution," he said.For Hamas, that might be of little concern. Ghozlan spoke of easing passenger traffic at the Rafah crossing on the Gaza-Egypt border, and sending more humanitarian supplies. But he was evasive when asked about Hamas' central demand that Egypt allow regular trade.Morsi would like to lift the blockade, but is worried about violating international protocols, said Egyptian security officials familiar with Gaza policy, speaking on condition of anonymity in line with regulations.This includes a border deal brokered by the U.S. after Israel's 2005 withdrawal from Gaza, when Abbas' forces still controlled the territory. The agreement was meant to address Israel's fears that Gaza would be flooded with weapons and militants.A complicated arrangement was worked out that enabled Israel to watch the border crossing by remote cameras. It did not contain a provision for full-fledged Egypt-Gaza trade. Instead, Egypt sent its goods via an Israel-run cargo crossing into Gaza.This also helped protect the customs union between Israel, Gaza and the West Bank, a component of interim Israeli-Palestinian peace deals of the mid-1990s.Since the blockade was imposed in 2007, Gaza has been importing hundreds of millions of dollars in goods through underground smuggling tunnels under the border with Egypt — a major source of tax revenue for Hamas.The border closure and the smuggling meant the customs union existed only on paper. Still, it was one of the last formal bonds between Gaza and the West Bank, since Israel had previously banned virtually all travel between the territories.
If Morsi were to allow Egypt-Gaza trade, it would formally break the customs union and allow Israel to "unload" Gaza, said Ron Pundak, a former Israeli peace negotiator. Even seven years after its withdrawal, Israel is held largely responsible for Gaza because it controls access."Undoubtedly, this will be a pretext for Israel to claim that there is no more de jure occupation of the outer borders of Gaza," Pundak said. "There are those in Israel who would say, 'Bye bye Gaza, not our problem anymore'."Such sentiments are driven by a violent history. Hamas has killed scores of Israelis in bombings and shootings, and has fired thousands of rockets and mortar shells from Gaza. Three years ago, Israel killed hundreds of Gazans in a war meant to stop the rockets.Last month, a former top Israeli security official, Giora Eiland, called for dramatic change. He said Israel should recognize Gaza as a "de facto" state, albeit a hostile one.This would allow Israel to cut all ties, he said. Rain causes flooding, mudslides in Japan; 15 dead


TOKYO (AP) — Heavy rain triggered flash floods and mudslides in southern Japan on Thursday, causing at least 15 deaths and leaving 11 more people missing.Television footage showed residents wading through muddy, knee-deep water on streets. Others shoveled out mud from their homes.Local officials said damage was concentrated in Kumamoto and neighboring Oita states on Japan's southern island of Kyushu. Most victims were in their 70s and 80s.Hundreds of homes were destroyed or damaged, and tens of thousands of people had to evacuate the area threatened by swollen rivers and mudslides.The Meteorological Agency said as much as 50 centimeters (20 inches) of rain fell overnight. It predicted up to 20 centimeters (8 inches) of rainfall through Friday.Rescue workers and defense troops have been sent to the region to help. Some residents trapped in inundated areas were airlifted by helicopters.The heavy rains also disrupted local train services, blocked off roads and left about 22,000 homes without electricity.
