The Transportation Security Administration has tacitly admitted that the critical flaws brought to light in a viral You Tube video yesterday which exposed how airport body scanners could easily be beaten are accurate, rendering the entire $1 billion dollar program virtually worthless.Engineer Jon Corbett of the popular blog TSA Out of Our Pants! posted a video yesterday that demonstrates how the TSA’s radiation firing body scanners can easily be bypassed. The clip has already received over 700,000 views.The video shows Corbett carrying a metal case through the scanner, away from his body in his side pocket. Corbett explains that because metallic objects appear as black on the image the scanners produce, the machines do not pick up such objects if they are obscured by the background, which is also black.The video went viral and despite You Tube slapping an age-restricted censor on the clip, the story was picked up by dozens of major news outlets, forcing the TSA to respond.
On the TSA’s official blog, the agency attempts to discredit Corbett by describing him as some guy who launched a crude attempt to allegedly show how to circumvent TSA screening procedures.However, nowhere in the response does the TSA actually address or attempt to disprove Corbett’s demonstration that the body scanner can be easily fooled.In labeling Corbett’s successful effort to evade the body scanner as crude, the TSA has inadvertently admitted that its $1 billion dollar body scanner system can be defeated by crude methods.Body scanners are one layer of our 20 layers of security, the blog states, before adding, our nation’s aviation system is much safer now with the deployment of 600 imaging technology units at 140 airports.Obviously, it is not safer if these 600 units can all be rendered useless merely by placing an object inside a pocket sown on to the side of a shirt.Illustrating how insufficient the TSA’s response is in disproving Corbett’s evidence, the comments in response to the blog post completely savage the federal agency.Beautiful, so instead of posting anything to refute the video and/or support it. You give us the old soft shoe and call it good. Sorry, not good enough, if someone has figured out how to bypass the screening. Then this is a cause for concern,writes one.So, TSA detects an artfully concealed item, and it makes that detection a part of its weekly brag report, saying look how wonderful AIT is, it caught this. But then when ordinary people find a way to smuggle contraband past a checkpoint, TSA’s response is oh, that’s not important, because we have other layers, too. Either AIT is important, or it’s not. Which is it, TSA? asks another.This was such a carefully worded blog post that one can safely conclude that the vulnerability described in the video is true,adds another.
Almost all of the 60 odd comments made in response to the TSA blog post are critical of the agency and express the belief that Corbett’s video has completely destroyed the justification behind body scanners.During a press conference yesterday, Janet Napolitano was asked about the viral video but stated she had no knowledge of it. Napolitano has probably heard of it by now given the fact that it could represent the final nail in the coffin for the TSA’s expensive, unpopular and completely useless body scanner program.

A month ago, while speaking at CPAC, conservative blogger Andrew Breitbart bragged to his audience about having incriminating videos of Barack Obama that would sink the president’s reelection campaign. Later he told Lawrence Sinclair of Sinclair News Wait til they see what happens March 1st.On March 1st, shortly after midnight, Andrew Breitbart was dead at the age of 43. Even before there was an autopsy the media was quick to assure the shocked public that Breitbart had died of natural causes. Conservative, and even some liberal, mouthpieces shared their fond memories of Breitbart on television and in opinion pieces, while others– like Matt Taibbi of Rolling Stone– happily basked in the death of their ideological rival.Breitbart’s final hours were described to The Hollywood Reporter by Arthur Sando, who is a publicity and marketing executive for the dietary supplement company MonaVie and has worked for several large television networks in the past. According to Sando, Breitbart walked into The Brentwood– a restaurant and bar in L.A.– and sat down next to him. Sando recognized Breitbart due to his fame and they engaged in a discussion for about two hours. Sando said that Breitbart was friendly and engaging and that he had stopped at the bar for a drink but hadn’t come there to meet anyone in particular. Breitbart didn’t drink excessively, according to Sando’s account, was on his blackberry a lot, and didn’t exhibit any signs of health or other problems. Before Breitbart left they exchanged contact information and planned on getting together.Later that night (at about 12:30 or 1 a.m) Breitbart was found on the sidewalk near his Westwood home after having collapsed, according to his father-in-law, Orson Bean.He was walking near the house somewhere…. He was taken by paramedics to UCLA and they couldn’t revive him,said Bean.Other reports mention that a neighbor saw Breitbart collapse.As of this writing the results of the autopsy are still pending.
Though Breitbart was no spring chicken, at 43 he was still young enough for his death to be considered untimely. It’s been reported that Breitbart had heart problems (I have yet to find any source detailing what specific heart problems he had, however). His editor in chief Joel Pollak spoke to Carol Felsenthal for a piece that was posted on The Hill. Though Felsenthal wrote that Pollak never said so specifically, she claimed he indicated that he thought Breitbart died of natural causes.Yet in that piece Pollack was quoted as saying:Andrew was the picture of health. I had a conversation with someone who had been with Andrew on the day before he died and this person told me, Andrew looked so good. He went to the gym the day he died, he was losing weight, he was healthy and robust.Since Andrew Breitbart was adopted and his birth parents’ identities have not been disclosed to the general public, it’s currently unknown whether or not he had a genetic predisposition to early death due to heart disease or any other kind of ailment.As the first suspicions were being raised about the amazing timing of Breitbart’s death– taking place in the first hour of the very day he planned to release allegedly controversial video footage– mainstream media columnists began their usual attacks on those voicing their suspicions, with slurs and insults but very few facts to reassure a rightfully distrustful public that Breitbart couldn’t possibly have been the victim of an assassination. The nature of Breitbart’s death leads many to dismiss reasonable questions about the timing as conspiracy theories because indeed it is true that sometimes people unexpectedly die young of natural causes. What usually comes to most people’s minds when imagining political murders are violent scenes in which a person is shot or quietly strangled, or some kind of traceable poison is slipped into his or her drink. These kinds of scenes play out in movies and do little to inform the public of how terrifyingly simple it is for a person with the right resources to murder another and make it look like a natural death, leaving behind no trace of the crime whatsoever.

It’s a testament to what the U.S. government was capable of in 1975, and says nothing of how that technology has been improved thirty-seven years later, or what nasty devices and poisons they managed to keep secret.Of course, an order to kill Breitbart need not have even come directly from the White House. It could have come from parties interested in seeing that the President stay in office. Certainly if the CIA can figure out how to kill a person in a cleverly untraceable way, so can the organizations of powerful people who may have copied the CIA’s methods and technology or even had it directly given to them at one point or another.

While Breitbart’s critics often argue that he distorted the views of his targets or left out material in order to take their words out of context, there is a huge difference between doing that and turning a boring speech on a sunny day about a professor into a meeting with radical people seeking to usurp the the nation through the presidency. People will say many things about Andrew Breitbart, but he wasn’t stupid…not in the sense that he would outright lie about what he had and not expect his credibility and career to be in the toilet when a month later what he produced turned out to be something completely different and benign. This was not like the Shirley Sherrod incident in which the footage was edited in such a way that it changed the context of what was said. This was a completely different video…like apples and chocolate cake. Not only that, but there’s nothing in the video that could even be debated as being politically damaging to Obama…just a preview of the same smooth talking, cookie cutter oratory Americans would find themselves listening to in 2008.

On top of all this, though the media has claimed that the footage was released by Harvard University Law School professor Charles Ogletree, who had kept the footage hidden during the 2008 campaign because he was an Obama supporter, in fact video of this exact same speech was included as part of a PBS special that aired in 2008.
Had similar circumstances happened to an outspoken critic of the national head of the Soviet Union during the 1970′s, Americans would have rightly cried foul and strongly suspected murder, even if the details of the alleged crime couldn’t immediately be pieced together. Under the last few presidents, and now under Barack Obama, we’ve witnessed the United States government transform into an increasingly open dictatorship in which Americans can be killed or indefinitely detained on the President’s order, war can be waged solely based on the President’s command, and in which whistle blowers are persecuted and even prosecuted.
This is not about political ideology or whether or not you supported Andrew Breitbart’s views on certain issues, liked his personality, or agreed with his methods. This is about a man who died– a man who made many enemies and who was threatening to bring down the person who holds the most powerful official position in the world, as well as any people who had a stake in keeping him there.If there’s even a chance Andrew Breitbart was murdered it must be fully and independently investigated, no matter what destination such an investigation might lead to. An attack on Andrew Breitbart’s life would equate to attack on all political dissenters, both conservative and liberal . As human beings we owe it, not just to Andrew Breitbart but to ourselves and our own security, to shed further light on this strange event and to look out for each other, even if we don’t agree with all the world views our fellow bloggers and commentators hold.

Keith Alexander, director of the Defense Department’s Cyber Command; Ashton Carter, deputy secretary of Defense; Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff; James Cole, deputy attorney general; Stephanie O’Sullivan, principal deputy director of national intelligence; Howard Schmidt, cybersecurity coordinator at the White House; Cam Kerry, general counsel of the Commerce Department; Thomas D’Agostino, under secretary for nuclear security and administrator, National Nuclear Security Administration; and Chris Painter, coordinator of cyber issues at the State Department.
Republican Senator Susan Collins, co-sponsor of the cybersecurity bill said that the demonstration was very compelling, adding that It illustrated the problem and why legislation is desperately needed,.The other sponsors of the bill, which is supported by Obama, are Sens. Joseph Lieberman (I-Conn.), Jay Rockefeller (D-W.Va.) and Dianne Feinstein (D-Calif.)Critics contend that the bill contains several provisions that represent a sweeping power grab on behalf of the federal government.
A measure recently added to the bill by Collins and Lieberman, and supported by Obama, would empower the Department of Homeland Security to conduct “risk assessments” of private companies in sectors deemed critical to U.S. national and economic security, forcing them to comply with expensive mandates to secure their systems.ISPs AT&T and Comcast have denounced the provision, declaring that federal oversight will stifle innovation.Such requirements could have an unintended stifling effect on making real cybersecurity improvements,” Edward Amoroso, chief security officer for Dallas-based AT&T, said in testimony at the hearing. Cyber adversaries are dynamic and increasingly sophisticated, and do not operate under a laboriously defined set of rules or processes.The ISP’s are backing a competing GOP bill, co-sponsored by John McCain, that promotes incentives for operators to share threat information with one another and with federal agencies, rather than regulatory mandates.
The companies say that the competing bill would help them avoid new regulations while promoting information-sharing through incentives such as protection from lawsuits.As we have previously reported, the Cybersecurity Act originally legislated for an Internet kill switch that would allow the President to shut down parts of the Internet in an emergency.While the provision was dropped after being much publicized, the White House still claims that it already retains such powers under the law that created the Federal Communications Commission in 1934. This law states that if a state of public peril or disaster or other national emergency exists, the president may authorize the use or control of any…station or device.

Two top Democrats on the House Judiciary Committee called for a hearing Tuesday to examine a Montana judge’s conduct in forwarding an email that included a racist joke involving bestiality and President Barack Obama’s mother.Reps. John Conyers of Michigan and Steve Cohen of Tennessee told Committee Chairman Lamar Smith, R-Texas, in their letter that the committee has a duty to investigate the potential consequences of Judge Richard Cebull’s email.At a minimum, forwarding this email illustrates poor judgment and of conduct that was unbecoming of a federal judge,they wrote. More troubling, however, is the possibility that public disclosure of the judge’s conduct may not only undermine the public’s view of his personal credibility and impartiality as a judge, but also the integrity of the … federal judiciary.A hearing would determine whether further investigation or legislative action was needed, they wrote. Congress can remove a federal judge for misconduct by impeachment in the U.S. House of Representatives and Senate confirmation, but such action is rare.Smith had no immediate response to their hearing request.
At least three complaints have been filed with the San Francisco-based 9th U.S. Circuit Court of Appeals against Cebull regarding the email, which he forwarded to six friends on Feb. 20. One of the complaints was filed by Cebull himself. He asked 9th Circuit Chief Judge Alex Kozinski to conduct an inquiry as to whether recent activity of mine constitutes misconduct.Cebull did not return a message from The Associated Press on Tuesday. He has previously said that he forwarded the email because he disliked Obama and denied allegations of racism. News of the email broke Thursday when it was forwarded to a Great Falls Tribune reporter.The judge sent Obama a letter of apology Thursday in which he said he accepted responsibility, assured the president that it will never happen again and said he had asked for a judicial review.Honestly, I don’t know what else I can do,Cebull wrote.Please forgive me and, again, my most sincere apology.The White House confirmed Tuesday that it had received the letter.Cebull was nominated by former President George W. Speaking in a personal capacity on Europe 1 television, Fillon said that religions should reflect on the maintenance of traditions that do not have much in common with the state of current science, the state of technology, and the problems of health. He said this in reference both to Halal and kosher slaughter.Dr. Richard Prasquier, the head of the CRIF, the main Jewish umbrella organization, declared himself shocked by Fillon's stupefying declaration even if he says that it is in a personal capacity when he expresses himself while he is Prime Minister he has an official word. We are in the country where a separation of church and state exists.The Union of French Jewish Students also declared itself outraged and claimed that the statement created suspicion with regards to Frenchmen who observe these religious rules.Gilles Bernheim, the Chief Rabbi of France, also condemned the statement, saying we are in a period of crisis, in what way is the problem of kosher meat or halal meat a serious problem for France?

Op-Ed: Is Israel Abandoning the Mount of Olives?

Under pressure from Unesco, which is trying to de-Judaize and Islamicize the most holy Jewish sites, the State of Israel seems top be giving up its sovereignity on graves and sacred sites. The Cave of the Patriarchs in Hevron and Rachel’s Tomb in Bethlehem— the most important Jewish holy sites — have been just omitted from their list of Israel’s national heritage sites. A few days ago, the Palestinian Rehabilitation Committee raised the Unesco flag next to the Palestinian flag in front of Hevron’s Tomb and in all the Unesco official documents, Hevron’s Tomb is already labelled as a Palestinian site. After Unesco condemned the renovation of the Mughrabi Bridge that links the Western Wall to the Temple Mount, Israel’s government closed the structure. Under the Islamic Waqf’s intimidation, Israeli authorities are banning Jews from praying on the Mount and are not even allowed to carry any holy articles with them. Joseph’s Tomb near Nablus, which is mentioned in the Book of Genesis, can be reached by Jewish worshippers only like thieves in the night, escorted by the IDF and only once in a month. But according to the Oslo Accords, the tomb, where Unisco just financed an Arab archeological park, should have been under Israel’s control. Palestinian policemen remain armed at the tomb, despite the killing of a Jewish pilgrim last year.
Today no Jew is permitted to set foot without military escort in the Shalom al Yisrael synagogue of the city of palms, Jericho. Jews were denied access to it from 1948 until 1967, when Israel liberated the area and Jews returned to the site. According to Annex II of the Gaza-Jericho Agreement of 1994, Religious affairs in the Shalom Al Israel synagogue in Jericho shall be under the auspices of the Israeli authorities. But in fact, Israeli authorities gave up the site. A few weeks ago, Israel gave the Vatican sovereignity over David’s tomb, where some believe Jewish kings of Judea are buried.But the most unknown story is about the Mount of Olives cemetery, which has just been discussed at an emergency hearing of the Knesset. The history of Har Hazeitim (the Mount of Olives) is the history of the Jewish people. If you want to keep Jerusalem united, you have to keep Har Hazeitim. When King David fled from his son Absalom, the Bible describes his ascending the Mount of Olives.
Because the Mount of Olives is 80 meters higher than the Temple Mount, it became a traditional place for lamenting the Temple’s destruction. The cemetery, where Jews have been interring their dead for more than 3,000 years, today suffers from desecration of graves and violence against visitors, including stones thrown at mourners and family members.This is the resting place of thousands of Jews ranging from mediaeval beggars to former prime minister Menachem Begin, Rabbi Tzvi Yehudah Kook, Rabbi Avraham Elkana Shapira, the Ben Ish Chai, author Shai Agnon and poet Uri Zvi Greenberg. It has served as the burial place for Jews since the time of the Second Temple, including the prophets Zechariah, Haggai and Malachi.Jews asked to have their coffins brought to the Mount of Olives for burial from the Diaspora, believing that when the Messiah comes, and the dead are resurrected, they will be opposite the [sealed today] Gate of Mercy that will be opened, leading to the Temple Mount.The peaks which comprise the Mount of Olives have played an integral role in the many battles for Jerusalem. Roman general Titus's 10th Legion camped there, as did the Crusaders in 1099 and the British in 1917.And today - maintenance standards are inadequate and security is lacking.Israeli governments have allowed lawlessness and vandalism. Police presence is almost non-existent, an absence that does little to enhance a visitor's sense of security. A Jewish presence is possible only because Ma’aleh Hazeitim, the name of a tiny Jewish comunity near the Sephardi section of the Mount of Olives cemetery. Their task is to secure the area day and night, ensuring its character as a Jewish cemetery. There are eight courageous, young Jewish families in Beit Hachoshen, a building with a large Israeli flag on its roof bordering on the A-Tur entrance to the Mount below the Seven Arches Hotel
Irwin Moskowitz, the patron of Ma’aleh Hazeitim, speaks about the miracle of the resurrection of the dead on the Mount.During the 19 years in which Jews had been absent from the mountain and the areas adjacent to it, the Jordanians smashed tens of thousands of headstones, and the enormous damage to the mountain is something that the state of Israel continues to find difficult to reconstruct. Bnai Akiva youth group volunteers have used burial records in their efforts to reconstruct some of the gravestones.But Israeli authorities share a large responsibility, since fences, surveillance and cameras have been never installed. Many people fear going there.At police request, there were Jewish families who did not accompany their deceased loved ones for burial because the police feared rock throwers or worse. The family waited at home for a call alerting them that the body was interned and it was okay to begin the shiva period of mourning. It happened that Jews had to abandon the corpse on the ground, while they all scattered away under terror attacks. They called the police and couldn’t return until policemen came to secure the area that is synonymous with the holiness of Jerusalem. Armored vans have been used to reach the site. Mourners have had to be hospitalized after attacks. A US Congressman and Malcolm Hoenlein of the American Conference of Presidents were pelted by rocks there. There is no one to take care of the old and ancient graves. Tombstones, many of them centuries old, disappear or disintegrate.We’re not talking about the Gaza Strip. We’re talking about the most holy Jewish cemetery, overlooking the Temple Mount. Is that area to become Judenrein like Joseph’s Tomb? If Israel is abdicating the Mount of Olives, then she is abdicating Jerusalem.Israel is literally entombed in that history. Since the Mount of Olives is the resting place for prophets, writers, rabbis, prime ministers and simple Jews murdered in the riots and buried in mass graves, it should be the pride of Israel and not one of its forgotten backyards.

Israel officials on Wednesday cautiously welcomed resumed nuclear talks between the major powers and Iran.I'm very happy that they are opening discussions, said Netanyahu's national security adviser, Yaakov Amidror.There will be no one happier than us, and the prime minister said this in his own voice, if it emerges that in these talks Iran will give up on its military nuclear capability, he told Israel Radio.EU foreign policy chief Catherine Ashton on Tuesday formally accepted ran's offer of talks with the United States, Russia, China, France, Britain and Germany saying Iran should have to show real progress.Ashton said the powers sought assurances on the exclusively peaceful nature of Iran's nuclear program, while respecting Iran's right to the peaceful use of nuclear energy.Ahead of his White House meeting with US President Barack Obama on Monday, Netanyahu demanded Iran's enrichment stop and its uranium with a higher than the 3.5 percent purity necessary for electricity generation.Iran has been enriching its stockpile to 20% purity, which is considered a jumping off point should Iran decide to make a sprint for 93% enriched weapons grade uranium.Tehran insists it is enriching to 20% for medical research purposes, but proliferation experts say Iran does not have an advanced enough biomedical research sector to support such a claim, and is enriching far more uranium than is necessary for such experiments.Past contacts with Tehran, who International Atomic Energy Agency officials charge with intentionally obstructing its nuclear inspectors, have collapsed due to disputes over the scale of Iran's uranium enrichment program, and stockpiling of the fissile material.Israel is widely believed to be considering a strike in Iran's nuclear facilities to disrupt what Jerusalem sees as a bid for an atomic bomb by a state that has repeatedly called for the Jewish state's destruction.Netanyahu has said Tehran must dismantle its heavily fortified enrichment facility near Homs, fully account for its uranium stockpiles, and allow international inspectors full access to its nuclear facilities to avoid military strikes.

In an interview with Fox news on Tuesday Former US Ambassador to the United Nations John Bolton responded to President Obama’s news conference that day, comparing the administration’s policies on Iran to sleepwalking past the grave.During the news conference, the President responded to harsh criticism that has been emanating from members of the Republican party and other Israel supporters who claim that Obama’s policies on Iran are ineffective in curtailing the regime’s nuclear ambitions and that the President is not doing enough to ensure the safety and security of the State of Israel.The President claimed that those making the accusations don’t have a lot of responsibilities and that they speak about going to war in a casual manner and are not fully aware of the dire implications and consequences that will, undoubtedly, result.Responding to Obama’s remarks, Bolton stated that the President’s statement was a conscious falsehood.None of the Republican candidates have been casually talking about war with Iran, Bolton said.They have been strongly critiquing the President’s failure over the past three years to do anything to stop Iran from getting nuclear weapons.He asserted that,If there is anybody who is casual is this discussion, over the past few days, it’s the President’s apparent unwillingness or inability to size-up the threat of a nuclear-weapons-capable Iran.

Iran’s Ayatollah, the country’s supreme leader, orders an Internet supervising agency, a sign of fears of the opposition, and perhaps the Mossad.Iran has suffered several cyber attacks the past year, and a Stuxnet virus, allegedly originating from Israel, reportedly caused malfunctions in a nuclear facility.Supreme Leader Ayatollah Ali Khamenei, whose power is greater than Iranian President Mahmoud Ahmadinejad, did not offer details about the new agency except that it will be headed by Ahmadinejad and will include the intelligence minister and the commander of the powerful Revolutionary Guards.The Ayatollah enumerated the important impact of the Internet on individual and social life, the necessity of planning to prevent damages caused by it and using opportunities to provide people with useful services as reasons necessitating the establishment of the Supreme Council of Cyberspace,: the official government PRESS TV reported Wednesday.The council will establish the National Center for Cyberspace that will allow gaining complete knowledge about the activities in cyberspace on a domestic and international scale and to decide on how the country must address arising issue,it added.Internet service was disrupted in Iran two weeks ago, indicating that moves were being made to censor the web before last week's elections. Special software used by Iranians to circumvent government filters did not operate.
The Iranian regime has a policy of controlling the Internet, but the appointment of a new Internet agency will allow the government stricter censorship. Iranians already must show their photo identification cards when they use the web in Internet cafes, which also much track the website their customers use.In the past few months, the filtering of some news websites not only has affected the efficiency of Internet in Iran, but has blocked easy access to information, reformist analyst Mashallah Shamsolvaezin told the Iranian Aftabnews, according to the Los Angeles Times.The newspaper added that one network that helps people connect anonymously to the Internet was having problems connecting, causing a near-total loss of its users.

In this new century, we see a revival of conspiracy theories. Muslim societies are most prominent in the production, circulation and belief in them. The best known conspiracy theory is probably that Americans themselves, or the Mossad, carried out the 9/11 terror attacks and not the jihadist Al Qaida perpetrators. This belief permeates the elites throughout the Muslim world. In quieter times, conspiracy theories remained on the fringe. After World War II, many people thought that Western culture had definitively marginalized them, including that warrant for genocide, the Protocols of the Elders of Zion.Conspiracy theories coming out of the Muslim world are accompanied by another surprising phenomenon. In the past, conspiracists blamed a malevolent other – the Jews, the lepers, the witches, the communists. Now we find Western believers in conspiracy theories which target themselves – for instance on 9/11 – in which they confirm the paranoid accusations of their enemies. Postmodern conspiracy theory’s siren song runs: We are to blame, our enemy is innocent.
Professor Richard Landes of Boston University was trained as a Medievalist. He focuses on the interaction between elites and commoners in various societies. He has published many books and maintains several websites including: The Second Draft[i] and a blog, the Augean Stables.[ii]Landes observes: In the last millennium of Western and Middle Eastern history, the more fevered the conspiracy theory, the more the Jews play a key role— from blood libels and international plots to global ambitions to enslave mankind. Communities terrified by their impotence in the face of the Black Death blamed the Jews, accusing them of poisoning the wells to kill their neighbors.Conspiracy theories simplify some people’s moral universe: the bad things that happen to us are not our fault but due to the evil of others.Conspiracy theories demand and justify extreme action. Anything is permitted when struggling for one’s very existence against some agent plotting to destroy us. At their worst, they are warrants for genocide.[iii]The book The Protocols of the Elders of Zion for example, is transparent forgery. If readers are impartial historians can document that.[iv] But a rational approach has limited impact on believers who argue, as Hitler did, that even if The Protocols is forged, it represents a higher truth.[v]
The Shoah offers the most startling example: perpetrated by people in the grip of mass paranoia, who believed in a giant Jewish conspiracy.After World War II, Nazi conspiracy theories about the Jews were the beneficiaries of Arab hospitality.[vi] Faced with their humiliating failure to wipe out an independent state of dhimmis in the heart of Dar al Islam, Arabs turned to the Protocols – not a rag-tag army of Jews, but a vast international conspiracy defeated the might of seven Arab armies.
Since 2000 however, the conspiracy mindset has changed significantly in the Arab and Muslim world. The intensity, variety, and sophistication of the conspiracies’ representations have risen exponentially.[vii] The mainstream media is host to all kinds of conspiracy narratives, from baked goods made by Jews with Muslim boys’ blood,[viii] to elaborate film productions depicting horrendous, bloodthirsty Jewish conspiracies to destroy Arabs and Islam.[ix]The content of such outlets – from the Palestinian Authority TV to Al Jazeera TV, to the major Egyptian daily Al-Ahram – reveals a degree of paranoia, hatemongering, and conspiracism with few parallels in history. In the Arab and Muslim world, conspiracy is publicly embraced by elites, including moderate, pro-Western, liberal Muslim circles.[x]Conspiracy theory is so pervasive in this culture that, as one observer put it: In the Middle East, if you can't explain politics with a conspiracy theory, don’t bother.[xi] Future historians will probably find that present anti-Semitism in Arab and Muslim societies reached an even higher fever pitch than that of the Nazis.[xii]In the past, conspiracism inspired a certain fatalism among Muslims: who can fight so mighty an enemy? But in the 21st century, these narratives have spurred action. Indeed, they lie at the heart of the ideology behind suicide terror attacks, the bane of our new century.
Many Western progressives embrace these conspiracy theories which target them and the civic polities in which they live. This leads to the marriage of a pre-modern sadism and post-modern masochism. Muslims make paranoid accusations scapegoating the West. Hyper self-critical Westerners accept these as true.Organizations such as Hizbulah, Hamas, and al-Qaeda shifted to the offensive at the beginning of the 21st century, with Western cooperation. In particular, they scapegoated Israel, the Jew among the nations.[xiii] The first spectacular success occurred during the outbreak of the Second Intifada, also called the Oslo War, in the fall of 2000.[xiv] The Palestinians may have lost on the field, but they won the propaganda war.Landes concludes; Any progressive or liberal who wants a vibrant multi-cultural, civic society in the twenty-first century, needs to confront the compulsive scapegoating of the Muslim world.We should say to them: Learning to live in peace with Israel is part of belonging to a mature global community. As long as you treat your own commoners as sacrificial victims on the altar of avenging your lost honor, do not complain to us about how ‘they’ oppress ‘you.

EU figures show crisis-busting arms sales to Greece

BRUSSELS - Official figures show that EU countries sold Greece over €1 billion of arms at the same time as negotiating its first bail-out back in 2010.France was by far the biggest seller, with a €794 million aircraft deal, according to recently-released European Council data on arms licences granted by member states. It also sold €58 million of missiles and €19 million of electronics used for aircraft countermeasures and target acquisition.Pro-austerity advocates the Netherlands and Germany together sold almost €90 million of mostly electronics and ground vehicles. Italy sold €52 million of rifles and aircraft parts, while Spain sold €33 million of military-grade chemicals.Greece is currently trying to shave every possible centime off its budget, but it still remains one of the biggest arms spenders in the region due to a perceived threat from Turkey.The then Greek deputy defence minister, Panos Beglitis, in 2010 told Reuters that fellow member states did not put pressure on Athens to buy the arms in order to get the bail-out. This [large scale arms purchases] has always been the case with these countries. It is not because of the crisis, there is no link,he said.But an aide to the then Greek leader, George Papandreou, who asked to remain anonymous, told the news agency: No one is saying Buy our warships or we won't bail you out.But the clear implication is that they will be more supportive if we do.Looking to the Middle East, the 2010 figures tell a tale of EU countries arming their Sunni Muslim allies against Shia Muslim enemies Iran and Syria.EU countries granted €2.5 billion of licences for exports to Saudi Arabia, €1.5 billion for the United Arab Emirates and €1.2 billion for Oman. Sales to smaller Sunni-controlled regimes - Bahrain, Jordan, Kuwait, Qatar and Yemen - added up to €1.1 billion.
They sold almost nothing to Iran and Syria (barring half-a-million-worth of Greek aircraft parts for Syria's President Bashar Assad, who buys mostly from Russia).The arms sales overlap with the EU's political reaction to the Arab Spring.EU countries over the past year have given the Sunni dictatorships plenty of leeway on repression while diligently condemning human rights abuses in, for instance, Iran, or strategically less important countries in north Africa.
Algeria elections loom
Some EU diplomats are worried that Algeria could face unrest in May elections, where Islamist political groups will try to wrest power from septuagenerian autocrat President Abdelaziz Bouteflika. A previous confrontation between the two sides - in 1992 - prompted a civil war that cost 200,000 lives.If Algeria becomes the next Libya or Syria, there will be no shortage of EU-made weapons on the ground.Total arms licences in 2010 were €933 million, including €584 million of British and Italian aircraft; €94 million of Italian and French electronic countermeasure euipment; €44 million of ground vehicles from various suppliers; €40 million of French naval vessels and €24 million of Bulgarian ammunition.EU licences for pre-Arab-Spring dictators in Egypt, Libya and Tunisia came to €531 million. The weapons are still sloshing around in Libya, which on Tuesday (6 March) effectively split in two when leaders in the oil-rich east claimed semi-autonomy for the region formerly known as Cyrenaica.The figures also show how much wiggle-room there is in the EU's arms ban on China, which dates back to the 1989 Tiananmen Square massacre. Despite the embargo, it granted almost €218 million of licences in 2010.The lion's share came from France and the UK and included aircarft and ground vehicle parts, electronic equipment and missiles, as well as over €13 million of items labelled Chemical or biological toxic agents, riot control agents,radioactive materials.
Clear risk
The EU figures are collected on the basis of a 2008 Code of Conduct, which says member states should not sell to countries where there is a clear risk that the weapons will be used for internal repression or could provoke or prolong armed conflict.The reporting system is known for its inaccuracies.In 2009, for instance, Italian producer Beretta sold €8 million of guns to Libya. But the shipment was mistakenly registered as being of Maltese origin and as being worth €80 million, after a shipping firm, W.J. Parnis England, made a typo which went unnoticed for two years.If this is what is happening in the official and legal arms trade, I can only imagine what is happening in the illegal arms trade,Francesco Vignarca, the director of Italian arms control NGO, Rete Disarmo, told EUobserver at the time.

Palestine's UN upgrade coming back on EU agenda

BEIRUT - The EU should get ready for Palestine's renewed push to upgrade its UN status and stop calling for illusory peace talks with Israel, a senior Palestinian politician has said.Palestine grabbed world attention in New York last September when it asked the UN for full membership and in November when the UN's cultural agency, Unesco, let it join.The UN campaign then vanished from sight. But Souheil Natour - a legal scholar and a senior politician in the Palestine Liberation Organisation (PLO) - told EUobserver in an interview that it will come back on the agenda after Palestinian elections, expected in May or June.[PLO chairman] Abu Mazen was initially scared off by US and Israeli threats to withhold funds. But now he is coming back to this,Natour said.He noted that the elections will count votes from Palestinians in Israeli-occupied Gaza and the West Bank, as well as mass numbers of Palestinian refugees in Egypt, Jordan, Lebanon and Syria - an act of defiance against Israel, which says the exiles can never come back because it would destroy the idea of Israel as a homeland for Jewish people.Natour added that after elections Palestine will seek a vote in the UN General Assembly (UNGA) to upgrade its status from non-voting organisation to non-voting state.The EU shouldn't pressure us to go on with the illusory process of so-called peace talks with Israel ... We do not have two states because of Israel. They have no interest in a Palestinian state because they already have their own country,he said.Natour was born in 1947 in what Arabs call Akka, a city in what is today northern Israel and which appears on most maps under its Hebrew name, Acre. Jewish forces expelled his family in 1948 and he has not been allowed back, even to visit, in 64 years. He now lives in the squalid refugee camp of Mar Elias in Beirut. Like the other 280,000-or-so Palestinian refugees in Lebanon, he has permanent residency but no right to vote or work.
In an insight into the psychology of the conflict, he said refugees will not give up their right of return.When the Israelis invaded Lebanon in 1982 and surrounded West Beirut, it took 80 days of siege, of bombardment by the mightiest army in the Middle East and we did not kneel. If we were afraid of them, we could not have resisted.He said Palestinians are prepared to live side by side with Jews in a two-state solution. But he rejected the idea of a Jewish homeland which forbids refugees from coming home.It's bullshit ... You can't create a modern country based on religious principles - this is not the Middle Ages. A modern country, like all European countries, must have equal status for all its citizens, he said.Natour urged the EU to support Palestine by voting in favour of the UNGA upgrade, making good on promises to rebuild Gaza and boycotting Israeli exports from illegal settlements. He said it would be in the Union's interest in terms of relations with Arab countries and promoting peace in its southern hinterland.
Submarine diplomacy
The PLO is sceptical on whether the Union can or will make a change, however.Without an American decision the Europeans cannot do much ... The Germans delivered their fourth submarine [to Israel] last week. So, if you are selling such weapons, submarines capable of firing an atomic bomb, when we ask for pressure on the Israeli economy or on the settlement problem, we don't trust the Europeans,Natour said.He was equally sceptical on whether Arab powers such as US-allied Saudi Arabia, or the Saudi-linked Muslim Brotherhood in Egypt, will confront Israel for Palestine's sake.
He added that Palestinians have their own Arab Spring, however.He pointed to popular protests last year for Palestinian political parties Fatah and Hamas to join forces and to last May, when Palestinian youths from Lebanon, Jordan and Syria marched to the border to see their land, to see their Palestine, in what ended with Israeli soldiers killing over 10 people.We have to work for our Spring also, to join the club, and the path is through the re-unification of all the Palestinian forces, all the factions,Natour said.Pro-Palestinian NGOs have called for another mass walk to the border on 30 March.Meanwhile, a recent Israeli intelligence report seen by the Haaretz newspaper says there is increasing risk of unrest.At this point, neither the Palestinian leadership nor public opinion seems to want a violent escalation with Israel ... Still, the continuing freeze of the diplomatic process, combined with any drastic Israeli moves in the military and/or economic realm and the continuing stormy situation in the Middle East, could bring about a change in this approach, the report notes.

BRUSSELS - A combative Nicolas Sarkozy during a TV show on Tuesday (6 March) said there are too many immigrants in France and tried to defend his leadership and economic policy.Our system of integration is working more and more badly, because we have too many foreigners on our territory and we can no longer manage to find them accommodation, a job, a school, he said.Himself the son of a Hungarian immigrant and a former minister of interior, Sarkozy has pursued hardline policing against irregular migrants, such as the voluntary repatriations of thousands of Roma travellers to Romania and Bulgaria in 2010 or the push-backs of Tunisian migrants coming via Italy.He has been accused of adopting a more extreme right-wing discourse in a bid to woo voters from nationalist leader Marine Le Pen because he trailing in the polls behind the Socialist contender in the run up to April elections.The Tuesday debate, with former Socialist minister Laurent Fabius, confirmed this trend: Over the five-year term I think that to restart the process of integration in good conditions, we must divide by two the number of people we welcome, that's to say to pass from 180,000 per year to 100,000,Sarkozy said.He also announced new plans to limit some welfare payments for immigrant workers to those who have enjoyed residency for 10 years and have worked for five of those years.The anti-immigrant stance came the same day as his Prime Minister, Francois Fillon, caused a stir in Muslim and Jewish communities by questioning their way of butchering animals for food.These are ways which may have had hygiene reasons a long time ago, but not nowadays,he said.
The French Council of the Muslim Faith slammed what it said was the use of Muslims as scapegoats in the election. The Grand Rabbi of France asked whether this was really France's number one problem as it struggles with the economic crisis.The issue was brought up by Le Pen, who last month claimed all meat in Paris abattoirs is prepared using Islamic halal methods and that non-Muslim consumers in the capital are being misled.Both kosher and halal slaughter methods require the abattoir to kill the beast by slitting its throat rather than stunning it first, as is done in normal slaughterhouses. Sarkozy on Saturday suggested the meat should be clearly labelled.

BRUSSELS - Finnish Prime Minister Jyrki Katainen has invited select EU leaders and ministers to a winter retreat in Finland in what could be an opportunity to lobby for the top job in the eurozone.His invitation, sent out on Tuesday (6 March), says the event, on 23-25 March in Saariselka, north Finland, will focus on economic affairs and look for ways to resolve the economic crisis in Europe.But it comes amid widespread speculation in Finnish and Swedish media, as well as among diplomats in Brussels, that he wants to take over when Luxembourg's Jean-Claude Juncker steps down from the post in June.While eurozone summits are in future to be chaired by Belgium's Herman Van Rompuy, the Eurogroup chief presides over monthly meetings of eurozone finance ministers, which decides on vital issues such as details of the Greek bail-out.Support for Kaitanen's as-yet unofficial bid came Monday evening from Vienna.When Austrian finance minister Maria Fekter laid out criteria for the Juncker replacement, she said it must be a eurozone leader with experience as a finance minister who comes from a triple A-rated country - all boxes ticked by the Finn.

BRUSSELS - The European Commission was left red-faced on Tuesday (6 March) after a video clip meant to promote the benefits of enlargement was interpreted by several viewers as being xenophobic.The short clip, entitled growing together, features an attractive woman, representing a peaceful Europe. She looks on in something like exasperation as three burly men enter the desolate building where she is standing and prance about aggressively.An Asian man springs from the rafters dressed in martial arts gear, a turbaned-Sultan levitates with a long curved sword and a dread-locked black man kicks down the door and somersaults over to her.Whereupon Europe, dressed head-to-toe in yellow, takes a deep breath and multiplies herself so she is surrounding them. Her calm, the clip implies, gets everyone to be a little less aggressive. Then they all sit in a big circle. The many Europes on the outside and the three would-be aggressors in the middle. After which the three men disappear and the woman - all 12 of her - morphs into the stars of the European Union flag.The clip ends with the line the more we are the stronger we are, alluding to the fact that EU is going to take on its 28th member this year (Croatia), and several more countries are due to enter in future.Costing €127,000 to make, and approved by officials in the commission's enlargement department, the short ad was designed for audiences of 16-24 years and is supposed to portray enlargement positively.
But the message went awry.Several viewers suggested the ad is xenophobic. In the few short days it was up, it even developed its own sub-narrative under which the three men were purportedly representing the so-called Brics countries - China, Brazil and India - the EU's geopolitical rivals.The commission says the characters were chosen to represent the martial arts genres Kung Fu, Capoeira and Kalaripayattu.It started with demonstration of their skills and ended with all characters showing their mutual respect, concluding in a position of peace and harmony,said a statement.The clip was absolutely not intended to be racist and we obviously regret that it has been perceived in this way.It has now been removed.The misstep came after the commission recently won praise for another enlargement clip - this time targeting an older audience - which sought to dispel myths that Europeans have about another.Peter Stano, enlargement spokesperson, admitted that it is difficult to anticipate how people are going to perceive such an ad, particularly as neither the audience nor the message can be controlled and social networks means word - good or bad - spreads instantly.Referring to the film as internet Kill Bill, after the eponymous film, he indicated that the those who were not meant to be the target group were the ones complaining most vociferously.We have to think about this internally and see what is the best way forward. EU countries ink legal procedures for new treaty

BRUSSELS - EU leaders have signed a text designed to stop any prevaricating when it comes to member states taking one another to court for not implementing a rule on balanced budgets - the cornerstone of the newly-signed fiscal discipline treaty.The short annex to the treaty - given the go ahead at last week's European summit - is supposed to pre-empt any rather-you-than-me feet-shuffling when it comes to national governments taking legal action against their peers by depoliticising the process.
Under the agreement, if a country is considered not to have properly implemented the so-called 'golden rule' then it will be up to the trio of EU presidency countries - currently Poland, Denmark and Cyprus - that conduct the day-to-day business of the Union to take the offending member state to court.If none of the trio countries can do so, either because they are in the same boat or due to justifiable grounds of an over-arching nature, it will fall to the previous trio of presidency countries.The trio of presidencies was used because it wouldn't be appropriate to have, for example, the UK or the Czech Republic [both of which refused to sign up to the treaty] do it, said one contact.The cumbersome procedure is due to it being an intergovernmental treaty. A normal EU treaty would see such rules enforced by the European Commission.Germany pushed for a specific mechanism to make sure its core feature is legally enforceable. Asked recently about whether she believed it likely that member states would bring each other to court, German Chancellor Angela Merkel suggested that such was media scrutiny that capitals would be falling over one another to do it.
However, the Berlin-pushed treaty is largely seen as a political lever to allow the German government to justify to disgruntled parliamentarians and a sceptical public why it is paying the lion's share of eurozone bail-outs and funds.It is still open what implementation of the balanced budget rule will actually mean in practice, with the article containing a get out clause in the form of exceptional circumstances.Like in all rules there is some element of political appreciation,said the contact explaining the text.The rule is arguably stricter than in the past. It restricts countries to a structural deficit of 0.5 percent [of GDP]. It started when National Front presidential candidate, Marine Le Pen, made an exaggerated claim that most of the meat consumed in Paris was slaughtered according to the Muslim Halal rules. French President Nicolas Sarkozy demonstrated that Le Pen was factually wrong by a long shot and the issue was temporarily forgotten.Inexplicably, French Prime Minister Francois Fillon brought the issue back and managed to anger the Jewish community as well as the Moslems. Speaking in a personal capacity on Europe 1 television, Fillon said that religions should reflect on the maintenance of traditions that do not have much in common with the state of current science, the state of technology, and the problems of health. He said this in reference both to Halal and kosher slaughter.Dr. Richard Prasquier, the head of the CRIF, the main Jewish umbrella organization, declared himself shocked by Fillon's stupefying declaration even if he says that it is in a personal capacity when he expresses himself while he is Prime Minister he has an official word. We are in the country where a separation of church and state exists.The Union of French Jewish Students also declared itself outraged and claimed that the statement created suspicion with regards to Frenchmen who observe these religious rules.Gilles Bernheim, the Chief Rabbi of France, also condemned the statement, saying we are in a period of crisis, in what way is the problem of kosher meat or halal meat a serious problem for France?
This faux pas caused consternation within Sarkozy and Fillon's UMP party. While they realize that the Muslim vote will probably go to their Socialist rivals, they were counting on the Jewish vote that, for the most part, broke in favor of the UMP in the 2007 elections. Fillon hastily announced a meeting with Rabbi Bernheim to clear the air.Watching on bemusedly was the front runner in the presidential race. the Socialist Francois Hollande. He commented that while the issue had been raised by several candidates, it did not belong in a presidential election Our fellow Muslims and Jews have felt offended.He seconded Prasquier's sentiment about the implications of a separation of church and state, saying the Republic needs to be clearer about its principles: freedom of conscience and religious freedom.

Under pressure from Unesco, which is trying to de-Judaize and Islamicize the most holy Jewish sites, the State of Israel seems top be giving up its sovereignity on graves and sacred sites. The Cave of the Patriarchs in Hevron and Rachel’s Tomb in Bethlehem— the most important Jewish holy sites — have been just omitted from their list of Israel’s national heritage sites. A few days ago, the Palestinian Rehabilitation Committee raised the Unesco flag next to the Palestinian flag in front of Hevron’s Tomb and in all the Unesco official documents, Hevron’s Tomb is already labelled as a Palestinian site. After Unesco condemned the renovation of the Mughrabi Bridge that links the Western Wall to the Temple Mount, Israel’s government closed the structure. Under the Islamic Waqf’s intimidation, Israeli authorities are banning Jews from praying on the Mount and are not even allowed to carry any holy articles with them. Joseph’s Tomb near Nablus, which is mentioned in the Book of Genesis, can be reached by Jewish worshippers only like thieves in the night, escorted by the IDF and only once in a month. But according to the Oslo Accords, the tomb, where Unisco just financed an Arab archeological park, should have been under Israel’s control. Palestinian policemen remain armed at the tomb, despite the killing of a Jewish pilgrim last year.
Today no Jew is permitted to set foot without military escort in the Shalom al Yisrael synagogue of the city of palms, Jericho. Jews were denied access to it from 1948 until 1967, when Israel liberated the area and Jews returned to the site. According to Annex II of the Gaza-Jericho Agreement of 1994, Religious affairs in the Shalom Al Israel synagogue in Jericho shall be under the auspices of the Israeli authorities. But in fact, Israeli authorities gave up the site. A few weeks ago, Israel gave the Vatican sovereignity over David’s tomb, where some believe Jewish kings of Judea are buried.But the most unknown story is about the Mount of Olives cemetery, which has just been discussed at an emergency hearing of the Knesset. The history of Har Hazeitim (the Mount of Olives) is the history of the Jewish people. If you want to keep Jerusalem united, you have to keep Har Hazeitim. When King David fled from his son Absalom, the Bible describes his ascending the Mount of Olives.
Because the Mount of Olives is 80 meters higher than the Temple Mount, it became a traditional place for lamenting the Temple’s destruction. The cemetery, where Jews have been interring their dead for more than 3,000 years, today suffers from desecration of graves and violence against visitors, including stones thrown at mourners and family members.This is the resting place of thousands of Jews ranging from mediaeval beggars to former prime minister Menachem Begin, Rabbi Tzvi Yehudah Kook, Rabbi Avraham Elkana Shapira, the Ben Ish Chai, author Shai Agnon and poet Uri Zvi Greenberg. It has served as the burial place for Jews since the time of the Second Temple, including the prophets Zechariah, Haggai and Malachi.Jews asked to have their coffins brought to the Mount of Olives for burial from the Diaspora, believing that when the Messiah comes, and the dead are resurrected, they will be opposite the [sealed today] Gate of Mercy that will be opened, leading to the Temple Mount.The peaks which comprise the Mount of Olives have played an integral role in the many battles for Jerusalem. Roman general Titus's 10th Legion camped there, as did the Crusaders in 1099 and the British in 1917.And today - maintenance standards are inadequate and security is lacking.Israeli governments have allowed lawlessness and vandalism. Police presence is almost non-existent, an absence that does little to enhance a visitor's sense of security. A Jewish presence is possible only because Ma’aleh Hazeitim, the name of a tiny Jewish comunity near the Sephardi section of the Mount of Olives cemetery. Their task is to secure the area day and night, ensuring its character as a Jewish cemetery. There are eight courageous, young Jewish families in Beit Hachoshen, a building with a large Israeli flag on its roof bordering on the A-Tur entrance to the Mount below the Seven Arches Hotel
Irwin Moskowitz, the patron of Ma’aleh Hazeitim, speaks about the miracle of the resurrection of the dead on the Mount.During the 19 years in which Jews had been absent from the mountain and the areas adjacent to it, the Jordanians smashed tens of thousands of headstones, and the enormous damage to the mountain is something that the state of Israel continues to find difficult to reconstruct. Bnai Akiva youth group volunteers have used burial records in their efforts to reconstruct some of the gravestones.But Israeli authorities share a large responsibility, since fences, surveillance and cameras have been never installed. Many people fear going there.At police request, there were Jewish families who did not accompany their deceased loved ones for burial because the police feared rock throwers or worse. The family waited at home for a call alerting them that the body was interned and it was okay to begin the shiva period of mourning. It happened that Jews had to abandon the corpse on the ground, while they all scattered away under terror attacks. They called the police and couldn’t return until policemen came to secure the area that is synonymous with the holiness of Jerusalem. Armored vans have been used to reach the site. Mourners have had to be hospitalized after attacks. A US Congressman and Malcolm Hoenlein of the American Conference of Presidents were pelted by rocks there. There is no one to take care of the old and ancient graves. Tombstones, many of them centuries old, disappear or disintegrate.We’re not talking about the Gaza Strip. We’re talking about the most holy Jewish cemetery, overlooking the Temple Mount. Is that area to become Judenrein like Joseph’s Tomb? If Israel is abdicating the Mount of Olives, then she is abdicating Jerusalem.Israel is literally entombed in that history. Since the Mount of Olives is the resting place for prophets, writers, rabbis, prime ministers and simple Jews murdered in the riots and buried in mass graves, it should be the pride of Israel and not one of its forgotten backyards.

Israel officials on Wednesday cautiously welcomed resumed nuclear talks between the major powers and Iran.I'm very happy that they are opening discussions, said Netanyahu's national security adviser, Yaakov Amidror.There will be no one happier than us, and the prime minister said this in his own voice, if it emerges that in these talks Iran will give up on its military nuclear capability, he told Israel Radio.EU foreign policy chief Catherine Ashton on Tuesday formally accepted ran's offer of talks with the United States, Russia, China, France, Britain and Germany saying Iran should have to show real progress.Ashton said the powers sought assurances on the exclusively peaceful nature of Iran's nuclear program, while respecting Iran's right to the peaceful use of nuclear energy.Ahead of his White House meeting with US President Barack Obama on Monday, Netanyahu demanded Iran's enrichment stop and its uranium with a higher than the 3.5 percent purity necessary for electricity generation.Iran has been enriching its stockpile to 20% purity, which is considered a jumping off point should Iran decide to make a sprint for 93% enriched weapons grade uranium.Tehran insists it is enriching to 20% for medical research purposes, but proliferation experts say Iran does not have an advanced enough biomedical research sector to support such a claim, and is enriching far more uranium than is necessary for such experiments.Past contacts with Tehran, who International Atomic Energy Agency officials charge with intentionally obstructing its nuclear inspectors, have collapsed due to disputes over the scale of Iran's uranium enrichment program, and stockpiling of the fissile material.Israel is widely believed to be considering a strike in Iran's nuclear facilities to disrupt what Jerusalem sees as a bid for an atomic bomb by a state that has repeatedly called for the Jewish state's destruction.Netanyahu has said Tehran must dismantle its heavily fortified enrichment facility near Homs, fully account for its uranium stockpiles, and allow international inspectors full access to its nuclear facilities to avoid military strikes.
But despite Iran's claim it is now ready to talk, Israeli officials remain skeptical
It should be clear that without a real military alternative, the Iranians will not relent in the negotiations. And without there being a serious alternative, they will not enter the negotiations, and in any event there has to be readiness for the negotiations failing, Amidror said.Netanyahu's spokesman Liran Dan told reporters there had been no US effort to veto or endorse any military action by Israel on Iran.
A red light was not given. And if we're already talking about colors, then a green light was not given either, he said in remarks to both radio stations. If there are red lines being discussed, they are not between us and the Americans, but rather, between the international community and Iran.

In an interview with Fox news on Tuesday Former US Ambassador to the United Nations John Bolton responded to President Obama’s news conference that day, comparing the administration’s policies on Iran to sleepwalking past the grave.During the news conference, the President responded to harsh criticism that has been emanating from members of the Republican party and other Israel supporters who claim that Obama’s policies on Iran are ineffective in curtailing the regime’s nuclear ambitions and that the President is not doing enough to ensure the safety and security of the State of Israel.The President claimed that those making the accusations don’t have a lot of responsibilities and that they speak about going to war in a casual manner and are not fully aware of the dire implications and consequences that will, undoubtedly, result.Responding to Obama’s remarks, Bolton stated that the President’s statement was a conscious falsehood.None of the Republican candidates have been casually talking about war with Iran, Bolton said.They have been strongly critiquing the President’s failure over the past three years to do anything to stop Iran from getting nuclear weapons.He asserted that,If there is anybody who is casual is this discussion, over the past few days, it’s the President’s apparent unwillingness or inability to size-up the threat of a nuclear-weapons-capable Iran.
The comparison is not between the world, as it is today, and the world after a possibly Israeli strike. The comparison is the world where Iran – the leading thunder of terrorism around the world- has nuclear weapons, versus what the world would look like after an Israeli strike. And he just doesn’t want to talk about that,Bolton explained.We don’t play politics with going to war. We take a careful, thoughtful, sober approach, President Obama said on Super Tuesday as he lashed out against his Republican adversaries.Yet, Bolton went on to claim that the President’s assertion was a false misrepresentation of the national debate that we’re trying to have.Nobody who believes, as I do, that we do need to use military force to prevent Iran from getting nuclear weapons takes it lightly, at all. The people who take it most seriously, right now, are the people of Israel who face the prospect of a nuclear Holocaust if Iran gets nuclear weapons,Bolton stated.He noted that there was something very telling in the President’s press conference what he said that he understood Israel’s sensitivities because of the historical precedent.While Obama referred to the historical precedent, he refrained from directly mentioning the Holocaust or the six million dead Jews.This conscious omission illustrates the blind spot in the President’s thinking and his inability or unwillingness to really understand what a nuclear Iran means,Bolton stated.Obama maintains that the sanctions are starting to have a significant effect on Iran and are now intended to cripple the country’s oil industry and central bank. The President also referenced noises regarding Iran returning to the negotiating table.It is deeply in everybody’s interests- the United States, Israel and the world’s- to see if this can be resolved in a peaceful fashion,the President said.So, this notion that somehow we have a choice to make in the coming week, two weeks, month or two months is not born out by the facts,Obama continued.
Yet, Bolton stated that even CIA Director James Clapper, in testimony before a Senate intelligence committee in February 2012 said, The sanctions as imposed so far have not caused [Iran] to change their behavior or their policy.The fact is, Iran is very close to achieving nuclear weapons… and the prospect of returning to the negotiation table gives Iran the opportunity, which it has utilized to great advantage before, to drag out negotiations to give it the extra time and political cover to cross the nuclear finish line,Bolton affirmed.Solemnly he said that this is a sleepwalking past the grave kind of policy that is going to lead to Iran getting nuclear weapons.

Special software used by Iranians to circumvent government filters did not operate.
The Iranian regime has a policy of controlling the Internet, but the appointment of a new Internet agency will allow the government stricter censorship. Iranians already must show their photo identification cards when they use the web in Internet cafes, which also much track the website their customers use.In the past few months, the filtering of some news websites not only has affected the efficiency of Internet in Iran, but has blocked easy access to information, reformist analyst Mashallah Shamsolvaezin told the Iranian Aftabnews, according to the Los Angeles Times.The newspaper added that one network that helps people connect anonymously to the Internet was having problems connecting, causing a near-total loss of its users.

In this new century, we see a revival of conspiracy theories. Muslim societies are most prominent in the production, circulation and belief in them. The best known conspiracy theory is probably that Americans themselves, or the Mossad, carried out the 9/11 terror attacks and not the jihadist Al Qaida perpetrators. This belief permeates the elites throughout the Muslim world. In quieter times, conspiracy theories remained on the fringe. After World War II, many people thought that Western culture had definitively marginalized them, including that warrant for genocide, the Protocols of the Elders of Zion.Conspiracy theories coming out of the Muslim world are accompanied by another surprising phenomenon. In the past, conspiracists blamed a malevolent other – the Jews, the lepers, the witches, the communists. Now we find Western believers in conspiracy theories which target themselves – for instance on 9/11 – in which they confirm the paranoid accusations of their enemies. Postmodern conspiracy theory’s siren song runs: We are to blame, our enemy is innocent.
Professor Richard Landes of Boston University was trained as a Medievalist. He focuses on the interaction between elites and commoners in various societies. He has published many books and maintains several websites including: The Second Draft[i] and a blog, the Augean Stables.[ii]Landes observes: In the last millennium of Western and Middle Eastern history, the more fevered the conspiracy theory, the more the Jews play a key role— from blood libels and international plots to global ambitions to enslave mankind. Communities terrified by their impotence in the face of the Black Death blamed the Jews, accusing them of poisoning the wells to kill their neighbors.Conspiracy theories simplify some people’s moral universe: the bad things that happen to us are not our fault but due to the evil of others.Conspiracy theories demand and justify extreme action. Anything is permitted when struggling for one’s very existence against some agent plotting to destroy us. At their worst, they are warrants for genocide.[iii]The book The Protocols of the Elders of Zion for example, is transparent forgery. If readers are impartial historians can document that.[iv] But a rational approach has limited impact on believers who argue, as Hitler did, that even if The Protocols is forged, it represents a higher truth.[v]
The Shoah offers the most startling example: perpetrated by people in the grip of mass paranoia, who believed in a giant Jewish conspiracy.After World War II, Nazi conspiracy theories about the Jews were the beneficiaries of Arab hospitality.[vi] Faced with their humiliating failure to wipe out an independent state of dhimmis in the heart of Dar al Islam, Arabs turned to the Protocols – not a rag-tag army of Jews, but a vast international conspiracy defeated the might of seven Arab armies.
Since 2000 however, the conspiracy mindset has changed significantly in the Arab and Muslim world. The intensity, variety, and sophistication of the conspiracies’ representations have risen exponentially.[vii] The mainstream media is host to all kinds of conspiracy narratives, from baked goods made by Jews with Muslim boys’ blood,[viii] to elaborate film productions depicting horrendous, bloodthirsty Jewish conspiracies to destroy Arabs and Islam.[ix]The content of such outlets – from the Palestinian Authority TV to Al Jazeera TV, to the major Egyptian daily Al-Ahram – reveals a degree of paranoia, hatemongering, and conspiracism with few parallels in history. In the Arab and Muslim world, conspiracy is publicly embraced by elites, including moderate, pro-Western, liberal Muslim circles.[x]Conspiracy theory is so pervasive in this culture that, as one observer put it: In the Middle East, if you can't explain politics with a conspiracy theory, don’t bother.[xi] Future historians will probably find that present anti-Semitism in Arab and Muslim societies reached an even higher fever pitch than that of the Nazis.[xii]In the past, conspiracism inspired a certain fatalism among Muslims: who can fight so mighty an enemy? But in the 21st century, these narratives have spurred action. Indeed, they lie at the heart of the ideology behind suicide terror attacks, the bane of our new century.
Many Western progressives embrace these conspiracy theories which target them and the civic polities in which they live. This leads to the marriage of a pre-modern sadism and post-modern masochism. Muslims make paranoid accusations scapegoating the West. Hyper self-critical Westerners accept these as true.Organizations such as Hizbulah, Hamas, and al-Qaeda shifted to the offensive at the beginning of the 21st century, with Western cooperation. In particular, they scapegoated Israel, the Jew among the nations.[xiii] The first spectacular success occurred during the outbreak of the Second Intifada, also called the Oslo War, in the fall of 2000.[xiv] The Palestinians may have lost on the field, but they won the propaganda war.Landes concludes; Any progressive or liberal who wants a vibrant multi-cultural, civic society in the twenty-first century, needs to confront the compulsive scapegoating of the Muslim world.We should say to them: Learning to live in peace with Israel is part of belonging to a mature global community. As long as you treat your own commoners as sacrificial victims on the altar of avenging your lost honor, do not complain to us about how ‘they’ oppress ‘you.

EU figures show crisis-busting arms sales to Greece

BRUSSELS - Official figures show that EU countries sold Greece over €1 billion of arms at the same time as negotiating its first bail-out back in 2010.France was by far the biggest seller, with a €794 million aircraft deal, according to recently-released European Council data on arms licences granted by member states. It also sold €58 million of missiles and €19 million of electronics used for aircraft countermeasures and target acquisition.Pro-austerity advocates the Netherlands and Germany together sold almost €90 million of mostly electronics and ground vehicles. Italy sold €52 million of rifles and aircraft parts, while Spain sold €33 million of military-grade chemicals.Greece is currently trying to shave every possible centime off its budget, but it still remains one of the biggest arms spenders in the region due to a perceived threat from Turkey.The then Greek deputy defence minister, Panos Beglitis, in 2010 told Reuters that fellow member states did not put pressure on Athens to buy the arms in order to get the bail-out. This [large scale arms purchases] has always been the case with these countries. It is not because of the crisis, there is no link,he said.But an aide to the then Greek leader, George Papandreou, who asked to remain anonymous, told the news agency: No one is saying Buy our warships or we won't bail you out.But the clear implication is that they will be more supportive if we do.Looking to the Middle East, the 2010 figures tell a tale of EU countries arming their Sunni Muslim allies against Shia Muslim enemies Iran and Syria.EU countries granted €2.5 billion of licences for exports to Saudi Arabia, €1.5 billion for the United Arab Emirates and €1.2 billion for Oman. Sales to smaller Sunni-controlled regimes - Bahrain, Jordan, Kuwait, Qatar and Yemen - added up to €1.1 billion.
They sold almost nothing to Iran and Syria (barring half-a-million-worth of Greek aircraft parts for Syria's President Bashar Assad, who buys mostly from Russia).The arms sales overlap with the EU's political reaction to the Arab Spring.EU countries over the past year have given the Sunni dictatorships plenty of leeway on repression while diligently condemning human rights abuses in, for instance, Iran, or strategically less important countries in north Africa.
Algeria elections loom
Some EU diplomats are worried that Algeria could face unrest in May elections, where Islamist political groups will try to wrest power from septuagenerian autocrat President Abdelaziz Bouteflika. A previous confrontation between the two sides - in 1992 - prompted a civil war that cost 200,000 lives.If Algeria becomes the next Libya or Syria, there will be no shortage of EU-made weapons on the ground.Total arms licences in 2010 were €933 million, including €584 million of British and Italian aircraft; €94 million of Italian and French electronic countermeasure euipment; €44 million of ground vehicles from various suppliers; €40 million of French naval vessels and €24 million of Bulgarian ammunition.EU licences for pre-Arab-Spring dictators in Egypt, Libya and Tunisia came to €531 million. The weapons are still sloshing around in Libya, which on Tuesday (6 March) effectively split in two when leaders in the oil-rich east claimed semi-autonomy for the region formerly known as Cyrenaica.The figures also show how much wiggle-room there is in the EU's arms ban on China, which dates back to the 1989 Tiananmen Square massacre. Despite the embargo, it granted almost €218 million of licences in 2010.The lion's share came from France and the UK and included aircarft and ground vehicle parts, electronic equipment and missiles, as well as over €13 million of items labelled Chemical or biological toxic agents, riot control agents,radioactive materials.
Clear risk
The EU figures are collected on the basis of a 2008 Code of Conduct, which says member states should not sell to countries where there is a clear risk that the weapons will be used for internal repression or could provoke or prolong armed conflict.The reporting system is known for its inaccuracies.In 2009, for instance, Italian producer Beretta sold €8 million of guns to Libya. But the shipment was mistakenly registered as being of Maltese origin and as being worth €80 million, after a shipping firm, W.J. Parnis England, made a typo which went unnoticed for two years.If this is what is happening in the official and legal arms trade, I can only imagine what is happening in the illegal arms trade,Francesco Vignarca, the director of Italian arms control NGO, Rete Disarmo, told EUobserver at the time.

Palestine's UN upgrade coming back on EU agenda

BEIRUT - The EU should get ready for Palestine's renewed push to upgrade its UN status and stop calling for illusory peace talks with Israel, a senior Palestinian politician has said.Palestine grabbed world attention in New York last September when it asked the UN for full membership and in November when the UN's cultural agency, Unesco, let it join.The UN campaign then vanished from sight. But Souheil Natour - a legal scholar and a senior politician in the Palestine Liberation Organisation (PLO) - told EUobserver in an interview that it will come back on the agenda after Palestinian elections, expected in May or June.[PLO chairman] Abu Mazen was initially scared off by US and Israeli threats to withhold funds. But now he is coming back to this,Natour said.He noted that the elections will count votes from Palestinians in Israeli-occupied Gaza and the West Bank, as well as mass numbers of Palestinian refugees in Egypt, Jordan, Lebanon and Syria - an act of defiance against Israel, which says the exiles can never come back because it would destroy the idea of Israel as a homeland for Jewish people.Natour added that after elections Palestine will seek a vote in the UN General Assembly (UNGA) to upgrade its status from non-voting organisation to non-voting state.The EU shouldn't pressure us to go on with the illusory process of so-called peace talks with Israel ... We do not have two states because of Israel. They have no interest in a Palestinian state because they already have their own country,he said.Natour was born in 1947 in what Arabs call Akka, a city in what is today northern Israel and which appears on most maps under its Hebrew name, Acre. Jewish forces expelled his family in 1948 and he has not been allowed back, even to visit, in 64 years. He now lives in the squalid refugee camp of Mar Elias in Beirut. Like the other 280,000-or-so Palestinian refugees in Lebanon, he has permanent residency but no right to vote or work.
In an insight into the psychology of the conflict, he said refugees will not give up their right of return.When the Israelis invaded Lebanon in 1982 and surrounded West Beirut, it took 80 days of siege, of bombardment by the mightiest army in the Middle East and we did not kneel. If we were afraid of them, we could not have resisted.He said Palestinians are prepared to live side by side with Jews in a two-state solution. But he rejected the idea of a Jewish homeland which forbids refugees from coming home.It's bullshit ... You can't create a modern country based on religious principles - this is not the Middle Ages. A modern country, like all European countries, must have equal status for all its citizens, he said.Natour urged the EU to support Palestine by voting in favour of the UNGA upgrade, making good on promises to rebuild Gaza and boycotting Israeli exports from illegal settlements. He said it would be in the Union's interest in terms of relations with Arab countries and promoting peace in its southern hinterland.
Submarine diplomacy
The PLO is sceptical on whether the Union can or will make a change, however.Without an American decision the Europeans cannot do much ... The Germans delivered their fourth submarine [to Israel] last week. So, if you are selling such weapons, submarines capable of firing an atomic bomb, when we ask for pressure on the Israeli economy or on the settlement problem, we don't trust the Europeans,Natour said.He was equally sceptical on whether Arab powers such as US-allied Saudi Arabia, or the Saudi-linked Muslim Brotherhood in Egypt, will confront Israel for Palestine's sake.
He added that Palestinians have their own Arab Spring, however.He pointed to popular protests last year for Palestinian political parties Fatah and Hamas to join forces and to last May, when Palestinian youths from Lebanon, Jordan and Syria marched to the border to see their land, to see their Palestine, in what ended with Israeli soldiers killing over 10 people.We have to work for our Spring also, to join the club, and the path is through the re-unification of all the Palestinian forces, all the factions,Natour said.Pro-Palestinian NGOs have called for another mass walk to the border on 30 March.Meanwhile, a recent Israeli intelligence report seen by the Haaretz newspaper says there is increasing risk of unrest.At this point, neither the Palestinian leadership nor public opinion seems to want a violent escalation with Israel ... Still, the continuing freeze of the diplomatic process, combined with any drastic Israeli moves in the military and/or economic realm and the continuing stormy situation in the Middle East, could bring about a change in this approach, the report notes.

The French Council of the Muslim Faith slammed what it said was the use of Muslims as scapegoats in the election. The Grand Rabbi of France asked whether this was really France's number one problem as it struggles with the economic crisis.The issue was brought up by Le Pen, who last month claimed all meat in Paris abattoirs is prepared using Islamic halal methods and that non-Muslim consumers in the capital are being misled.Both kosher and halal slaughter methods require the abattoir to kill the beast by slitting its throat rather than stunning it first, as is done in normal slaughterhouses. Sarkozy on Saturday suggested the meat should be clearly labelled.
Merkel in hotels

BRUSSELS - Finnish Prime Minister Jyrki Katainen has invited select EU leaders and ministers to a winter retreat in Finland in what could be an opportunity to lobby for the top job in the eurozone.His invitation, sent out on Tuesday (6 March), says the event, on 23-25 March in Saariselka, north Finland, will focus on economic affairs and look for ways to resolve the economic crisis in Europe.But it comes amid widespread speculation in Finnish and Swedish media, as well as among diplomats in Brussels, that he wants to take over when Luxembourg's Jean-Claude Juncker steps down from the post in June.While eurozone summits are in future to be chaired by Belgium's Herman Van Rompuy, the Eurogroup chief presides over monthly meetings of eurozone finance ministers, which decides on vital issues such as details of the Greek bail-out.Support for Kaitanen's as-yet unofficial bid came Monday evening from Vienna.When Austrian finance minister Maria Fekter laid out criteria for the Juncker replacement, she said it must be a eurozone leader with experience as a finance minister who comes from a triple A-rated country - all boxes ticked by the Finn.
He should come from a country that doesn't have a [bail-out] programme at the moment, but instead is so stable and well positioned that an enormous credibility is connected with his position. And the heads of government will have to wrack their brains to find whoever best fulfils these attributes,Fekter said.She added that the Eurogroup chief decision must be taken as part of a package of appointments, which also includes European Central Bank (ECB) board members and at the head of the permanent bail-out fund, the European Stability Mechanism (ESM).Meanwhile, southern euro-countries may object to having another Finn in charge of eurozone meetings.
Olli Rehn, the EU economic affairs commissioner, also comes from Finland.One EU diplomat told this website that the Finnish government is currently perceived as being more hawkish than Germany when it comes to policing eurozone bail-outs.We also have to start the debate what this posting is about - do we want the same kind of leadership as under Juncker, a permanent chairman or not? another EU source said.
Juncker served as both finance minister and prime minister of Luxembourg and could go back and forth between EU summits and eurozone ministers' meetings. But the new Eurogroup chair will instead share tasks with Van Rompuy under his new eurozone summit chair role.At the other end of the scale, a low-level working group of finance ministry officials already prepares Eurogroup meetings and is currently chaired by an Austrian, Thomas Wieser.The new Eurogroup chief will have to be somewhere in between - not too low key but maybe with not too big of a profile either, [because] that's Van Rompuy,the source said.Van Rompuy is heading to Luxembourg on Wednesday to discuss the Juncker succession.Remaining posts up for grabs are for an ECB board member from Spain, the head of the Luxembourg-based ESM and the head of the European Bank for Reconstruction and Development in London.
EU learns perils of viral communication

BRUSSELS - The European Commission was left red-faced on Tuesday (6 March) after a video clip meant to promote the benefits of enlargement was interpreted by several viewers as being xenophobic.The short clip, entitled growing together, features an attractive woman, representing a peaceful Europe. She looks on in something like exasperation as three burly men enter the desolate building where she is standing and prance about aggressively.An Asian man springs from the rafters dressed in martial arts gear, a turbaned-Sultan levitates with a long curved sword and a dread-locked black man kicks down the door and somersaults over to her.Whereupon Europe, dressed head-to-toe in yellow, takes a deep breath and multiplies herself so she is surrounding them. Her calm, the clip implies, gets everyone to be a little less aggressive. Then they all sit in a big circle. The many Europes on the outside and the three would-be aggressors in the middle. After which the three men disappear and the woman - all 12 of her - morphs into the stars of the European Union flag.The clip ends with the line the more we are the stronger we are, alluding to the fact that EU is going to take on its 28th member this year (Croatia), and several more countries are due to enter in future.Costing €127,000 to make, and approved by officials in the commission's enlargement department, the short ad was designed for audiences of 16-24 years and is supposed to portray enlargement positively.
But the message went awry.Several viewers suggested the ad is xenophobic. In the few short days it was up, it even developed its own sub-narrative under which the three men were purportedly representing the so-called Brics countries - China, Brazil and India - the EU's geopolitical rivals.The commission says the characters were chosen to represent the martial arts genres Kung Fu, Capoeira and Kalaripayattu.It started with demonstration of their skills and ended with all characters showing their mutual respect, concluding in a position of peace and harmony,said a statement.The clip was absolutely not intended to be racist and we obviously regret that it has been perceived in this way.It has now been removed.The misstep came after the commission recently won praise for another enlargement clip - this time targeting an older audience - which sought to dispel myths that Europeans have about another.Peter Stano, enlargement spokesperson, admitted that it is difficult to anticipate how people are going to perceive such an ad, particularly as neither the audience nor the message can be controlled and social networks means word - good or bad - spreads instantly.Referring to the film as internet Kill Bill, after the eponymous film, he indicated that the those who were not meant to be the target group were the ones complaining most vociferously.We have to think about this internally and see what is the best way forward. Because it is necessary to be informed about Europe.
EU countries ink legal procedures for new treaty

BRUSSELS - EU leaders have signed a text designed to stop any prevaricating when it comes to member states taking one another to court for not implementing a rule on balanced budgets - the cornerstone of the newly-signed fiscal discipline treaty.The short annex to the treaty - given the go ahead at last week's European summit - is supposed to pre-empt any rather-you-than-me feet-shuffling when it comes to national governments taking legal action against their peers by depoliticising the process.
Under the agreement, if a country is considered not to have properly implemented the so-called 'golden rule' then it will be up to the trio of EU presidency countries - currently Poland, Denmark and Cyprus - that conduct the day-to-day business of the Union to take the offending member state to court.If none of the trio countries can do so, either because they are in the same boat or due to justifiable grounds of an over-arching nature, it will fall to the previous trio of presidency countries.The trio of presidencies was used because it wouldn't be appropriate to have, for example, the UK or the Czech Republic [both of which refused to sign up to the treaty] do it, said one contact.The cumbersome procedure is due to it being an intergovernmental treaty. A normal EU treaty would see such rules enforced by the European Commission.Germany pushed for a specific mechanism to make sure its core feature is legally enforceable. Asked recently about whether she believed it likely that member states would bring each other to court, German Chancellor Angela Merkel suggested that such was media scrutiny that capitals would be falling over one another to do it.
However, the Berlin-pushed treaty is largely seen as a political lever to allow the German government to justify to disgruntled parliamentarians and a sceptical public why it is paying the lion's share of eurozone bail-outs and funds.It is still open what implementation of the balanced budget rule will actually mean in practice, with the article containing a get out clause in the form of exceptional circumstances.Like in all rules there is some element of political appreciation,said the contact explaining the text.The rule is arguably stricter than in the past. It restricts countries to a structural deficit of 0.5 percent [of GDP]. But since the structural deficit is measured after the economic cycle, there is inevitably an element of judgement about when the economic cycle finishes.Meanwhile, getting from the point of bringing a country to court and imposing the ultimate sanction of a 0.1 percent of GDP is a two-step process requiring the court to find the country in breach of the treaty and then another court ruling to find that the original judgement had been ignored.It wouldn't surprise me if there a referral to the court but I don't think they will ever get to the actual sanctions part, said another source.This is partly due to simple politics but also due to some continued legal uncertainty over whether the European Court of Justice is actually allowed to impose sanctions under this intergovernmental set-up.It may be challenged on this point, said the source, you ask two lawyers, you get two completely different answers.

The current regime supported Palestinian terrorist groups and funneled arms to Hezbollah in Lebanon, he said, adding that it also remains a committed enemy of Israel.
