THE CANADIAN CONNECTION: Drugs,Money Laundering and Canadian Banks
Recently, media attention has focused on Mexico's drug traffickers and the threat they pose to Canada and the United States. This follows revelations that General Jesus Gutierrez Rebollo, the head of Mexico's National Institute for Combatting Drugs, has been in the pay of Amado Carrillo Fuentes, Mexico's most wanted drug lord, for the last seven years.Mexico is thus seen as a country on the verge of being taken over by drug cartels which have thoroughly corrupted the state. After conquering Mexico, the cartels will presumably corrupt North American institutions. However, on the issue of drugs, it is the North which is corrupting the South, not the other way around.To begin with, the Mexican cartels are fulfilling the demands of millions of North American drug users. As The Economist magazine puts it: the iron law of the market is that demand breeds supply.Northern economic policies towards the South encourage drug trafficking by debilitating their legal economies. Northern financial institutions benefit far more from drug money than any Southern trafficker.Structural Adjustment Programs imposed on Peru by the International Monetary Fund (IMF) and the World Bank (both of which are U.S.-dominated) pushed four million people into extreme poverty, almost halved real wages, and cut those with adequate employment to 15 percent of the work-force. Consequently, there has been a forced migration of impoverished peasants and urban unemployed into coca growing as an alternative to starvation.In 1991, in exchange for $100 million from the United States, Peru put in place the IMF structural adjustment clause opening its markets to U.S. corn. As a result, by 1995, corn cultivation had fallen tenfold and coca production had grown by 50 percent.
MONEY LAUNDERING
Narco-corruption in North America is most significantly manifested in money laundering. Ninety-one percent of the $197 billion spent on cocaine in the U.S. stays there, and American banks launder $100 billion of drug money every year. Those identified as money laundering conduits include the Bank of Boston, Republic National Bank of New York, Landmark First National Bank, Great American Bank, People's Liberty Bank and Trust Co. of Kentucky, and Riggs National Bank of Washington.Citibank helped Raul Salinas (the brother of former Mexican president Carlos Salinas) move millions of dollars out of Mexico into secret Swiss bank accounts under false names. Swiss authorities have declared that this money (which totals $100 million) consists of payments from drug traffickers to Salinas, and are preparing to seize it.In 1993, two directors at the American Express Bank International (AEBI) in Beverly Hills, California wired drug money from Juan Garcia Abrego - the Mexican cocaine baron arrested and extradited to the United States in January 1996 - from the First City Texas Bank in McAllen, Texas to accounts in the Manhattan branch of Banker's Trust of New York. AEBI then invested the money in London, Switzerland, Mexico and Houston.In addition, Manufacturers Hanover, Chase Manhattan Bank, Chemical Bank and Irving Trust have admitted not reporting money transfers to the U.S. government (the Bank Secrecy Act of 1970 requires that all transactions over $10,000 be reported). The Bank of America has been fined $4.75 million for not revealing transfers of more than $12 billion.The U.S. Treasury Department has penalized 25 banks for failure to report and in April 1990, hundreds of accounts in 173 banks were frozen by court order. The accounts were suspected of hiding almost $400 million in Colombian drug profits.Investment houses such as Merrill Lynch and EF Hutton have also handled millions of dollars in drug money (putting it in the New York bullion market).
THE CANADIAN CONNECTION
In September 1989, it was revealed that Canadian banks have been laundering drug money on an enormous scale. Notorious in this regard is the Bank of Nova Scotia (BNS) which has laundered $100 million in drug money through its Miami and Caribbean branches. The money was sent to the BNS' Bahamas and Cayman Islands branches from Miami and then wired to its New York office where the funds could be withdrawn by the original depositors.In 1981 and 1983, U.S. authorities subpoenaed records of the Bahamas and Cayman Islands BNS branches in connection with two investigations of drug trafficking. The bank gave up the documents only after being fined $1.8 million for delaying their release. BNS asked no questions about large cash deposits, ignored normal banking practices, and hid its depositor's identities by keeping minimal records. Also, BNS employees in the Caribbean were given thousands of dollars in tips by their clients for their understanding.Similarly, $726,000 in drug profits has been deposited in the Royal Bank of Canada. In 1989 the U.S. Drug Enforcement Administration (DEA) identified the Swiss Bank Corporation (Canada) as a repository of $14 million in drug money.Sales of narcotics generate approximately $10 billion a year in Canada and most of this is washed through Canadian banks and other legitimate businesses. While money laundering is a crime in Canada, just as it is in the U.S., bank reporting requirements in Canada are voluntary. Toronto, Montreal and Vancouver are included in the DEA's list of the 18 most prominent money laundering centres in the world.
NARCO-CORRUPTION
Narco-corruption in North America is widespread amongst public officials as well. Sixty policemen in Miami have been identified as corrupt and 80 lawmen and public officials in Georgia have been charged with serious offenses such as accepting bribes. A Georgia state senator promised to protect drug smugglers if they contributed to his campaign for the governorship.Thirty-two U.S. law enforcement officials including Customs agents have been indicted for border-related corruption which is systemic and pervasive according to the FBI. Two-thirds of the cocaine coming into the U.S. does so at official entry points along the Mexican frontier.In Miami, three FBI agents and one from Customs were charged with stealing $200,000 from drug dealers in 1994. A former senior Justice Department official and two former prosecutors were indicted in June 1995 on charges of helping Colombian drug barons in a criminal conspiracy.Kendall Coffey, the U.S. attorney for Southern Florida, stated that the latter case showed the degree to which cocaine profits have corrupted the legal system. The hypocrisy of the war on drugs is outrageous when compared to the amount of drug trafficking that benefits the CIA and international banking system. Those fields were all but wiped out by 2001 when the Taliban destroyed them and forbade that agricultural pursuit. Now they’re flourishing again after the American occupation.This doesn’t make sense despite all the mainstream reports that American troops are protecting the poppy farmers from the bad guys. Internet sites such as Prison Planet, Info Wars, The Political Coffeehouse and others report otherwise. They connect the CIA and US military to restarting the poppy fields in Afghanistan in 2002, increasing poppy growth by over 650 percent. Who’s telling it like it is?
One way the CIA keeps their drug trafficking hidden from public view
The CIA’s secret operations to influence journalism started in the 1950s by infiltrating the media and bribing journalists to be operatives and assets for the CIA. By 1976, then CIA director William Colby reportedly bragged that the CIA owned the press. Supposedly, this too secret to name operation was coined Operation Mockingbird by Deborah Davis in her bookKatherine the Great.Operation Mockingbird worked well against prize winning journalist Gary Webb when his newspaper, theSan Jose Mercury News, ran his in depth series on CIA drug trafficking that flooded the USA to help finance the CIA backed Nicaraguan Contras during the 1980s.Journalists all over the USA jumped on the series, claiming Webb’s journalism was shoddy. The newspaper had to recant and fire him, and Gary Webb was black listed from mainstream journalism completely.Webb retaliated by having his bookDark Alliancepublished and making theNY Timesbest seller list, forcing some of his critics to privately eat crow after the fact.Despite the CIA’s control of the press, a few Mexico and Central America cocaine busts of plane cargoes and discoveries of large cocaine stashes on crashed planes with CIA hired pilots flying them for front companies did hit the mainstream news,albeit briefly.Remember the movie Air America? It was based on an actual CIA owned front company transporting tons of heroin from Southeast Asia’s “Golden Triangle” poppy fields during and after the Vietnam conflicts. Now Afghanistan and the “Golden Crescent” are the featured opium/heroin conduit sources.
Government and big business using drug traffic profits is nothing new
When the U.S. government made deals with the Cosa Nostra mafia to help police ports and harbors during WW II, they breathed life into the heroin trade. Eventually, Marseilles, France was set up by the Corsican mafia to become the French Connection for heroin traffic.But opium trade history goes back further, to colonial times and early America. That’s when American shipping magnates used their fast Clipper Ships to compete with England’s monarch sanctioned dope running East India Company for transporting opium to China.A few key players created family fortunes from the China opium trade that exist today within some northeast America’s old money families.
Among the familiar family names, according toWikipedia(source below) is Forbes. Another source mentions Astor, a prominently wealthy philanthropic family around New York today (Wiki source below). In those days, trafficking dope was a legitimate business endeavor, immoral but not illegal.Now it is illegal as well. On 10 April 2006, a DC-9 jet landed in the port city of Ciudad del Carmen, on the Gulf of Mexico, as the sun was setting. Mexican soldiers, waiting to intercept it, found 128 cases packed with 5.7 tons of cocaine, valued at $100m. But something else – more important and far-reaching – was discovered in the paper trail behind the purchase of the plane by the Sinaloa narco-trafficking cartel.During a 22-month investigation by agents from the US Drug Enforcement Administration, the Internal Revenue Service and others, it emerged that the cocaine smugglers had bought the plane with money they had laundered through one of the biggest banks in the United States: Wachovia, now part of the giant Wells Fargo.The authorities uncovered billions of dollars in wire transfers, traveller's cheques and cash shipments through Mexican exchanges into Wachovia accounts. Wachovia was put under immediate investigation for failing to maintain an effective anti-money laundering programme. Of special significance was that the period concerned began in 2004, which coincided with the first escalation of violence along the US-Mexico border that ignited the current drugs war.
Criminal proceedings were brought against Wachovia, though not against any individual, but the case never came to court. In March 2010, Wachovia settled the biggest action brought under the US bank secrecy act, through the US district court in Miami. Now that the year's deferred prosecution has expired, the bank is in effect in the clear. It paid federal authorities $110m in forfeiture, for allowing transactions later proved to be connected to drug smuggling, and incurred a $50m fine for failing to monitor cash used to ship 22 tons of cocaine.More shocking, and more important, the bank was sanctioned for failing to apply the proper anti-laundering strictures to the transfer of $378.4bn – a sum equivalent to one-third of Mexico's gross national product – into dollar accounts from so-called casas de cambio (CDCs) in Mexico, currency exchange houses with which the bank did business.Wachovia's blatant disregard for our banking laws gave international cocaine cartels a virtual carte blanche to finance their operations, said Jeffrey Sloman, the federal prosecutor. Yet the total fine was less than 2% of the bank's $12.3bn profit for 2009. On 24 March 2010, Wells Fargo stock traded at $30.86 – up 1% on the week of the court settlement.The conclusion to the case was only the tip of an iceberg, demonstrating the role of the legal banking sector in swilling hundreds of billions of dollars – the blood money from the murderous drug trade in Mexico and other places in the world – around their global operations, now bailed out by the taxpayer.At the height of the 2008 banking crisis, Antonio Maria Costa, then head of the United Nations office on drugs and crime, said he had evidence to suggest the proceeds from drugs and crime were the only liquid investment capital available to banks on the brink of collapse. Inter-bank loans were funded by money that originated from the drugs trade, he said.There were signs that some banks were rescued that way.
Wachovia was acquired by Wells Fargo during the 2008 crash, just as Wells Fargo became a beneficiary of $25bn in taxpayers' money. Wachovia's prosecutors were clear, however, that there was no suggestion Wells Fargo had behaved improperly; it had co-operated fully with the investigation. Mexico is the US's third largest international trading partner and Wachovia was understandably interested in this volume of legitimate trade.José Luis Marmolejo, who prosecuted those running one of the casas de cambio at the Mexican end, said: Wachovia handled all the transfers. They never reported any as suspicious.As early as 2004, Wachovia understood the risk, the bank admitted in the statement of settlement with the federal government, but, despite these warnings, Wachovia remained in the business. There is, of course, the legitimate use of CDCs as a way into the Hispanic market. In 2005 the World Bank said that Mexico was receiving $8.1bn in remittances.During research into the Wachovia Mexican case, the Observer obtained documents previously provided to financial regulators. It emerged that the alarm that was ignored came from, among other places, London, as a result of the diligence of one of the most important whistleblowers of our time. A man who, in a series of interviews with the Observer, adds detail to the documents, laying bare the story of how Wachovia was at the centre of one of the world's biggest money-laundering operations.Martin Woods, a Liverpudlian in his mid-40s, joined the London office of Wachovia Bank in February 2005 as a senior anti-money laundering officer. He had previously served with the Metropolitan police drug squad. As a detective he joined the money-laundering investigation team of the National Crime Squad, where he worked on the British end of the Bank of New York money-laundering scandal in the late 1990s.Woods talks like a police officer – in the best sense of the word: punctilious, exact, with a roguish humour, but moral at the core. He was an ideal appointment for any bank eager to operate a diligent and effective risk management policy against the lucrative scourge of high finance: laundering, knowing or otherwise, the vast proceeds of criminality, tax-evasion, and dealing in arms and drugs.
Woods had a police officer's eye and a police officer's instincts – not those of a banker. And this influenced not only his methods, but his mentality. I think that a lot of things matter more than money – and that marks you out in a culture which appears to prevail in many of the banks in the world,he says.Woods was set apart by his modus operandi. His speciality, he explains, was his application of a know your client, or KYC, policing strategy to identifying dirty money. KYC is a fundamental approach to anti-money laundering, going after tax evasion or counter-terrorist financing. Who are your clients? Is the documentation right? Good, responsible banking involved always knowing your customer and it still does.When he looked at Wachovia, the first thing Woods noticed was a deficiency in KYC information. And among his first reports to his superiors at the bank's headquarters in Charlotte, North Carolina, were observations on a shortfall in KYC at Wachovia's operation in London, which he set about correcting, while at the same time implementing what was known as an enhanced transaction monitoring programme, gathering more information on clients whose money came through the bank's offices in the City, in sterling or euros. By August 2006, Woods had identified a number of suspicious transactions relating to casas de cambio customers in Mexico.Primarily, these involved deposits of traveller's cheques in euros. They had sequential numbers and deposited larger amounts of money than any innocent travelling person would need, with inadequate or no KYC information on them and what seemed to a trained eye to be dubious signatures. It was basic work, he says.They didn't answer the obvious questions: Is the transaction real, or does it look synthetic? Does the traveller's cheque meet the protocols? Is it all there, and if not, why not?
Woods discussed the matter with Wachovia's global head of anti-money laundering for correspondent banking, who believed the cheques could signify tax evasion. He then undertook what banks call a look back at previous transactions and saw fit to submit a series of SARs, or suspicious activity reports, to the authorities in the UK and his superiors in Charlotte, urging the blocking of named parties and large series of sequentially numbered traveller's cheques from Mexico. He issued a number of SARs in 2006, of which 50 related to the casas de cambio in Mexico. To his amazement, the response from Wachovia's Miami office, the centre for Latin American business, was anything but supportive – he felt it was quite the reverse.As it turned out, however, Woods was on the right track. Wachovia's business in Mexico was coming under closer and closer scrutiny by US federal law enforcement. Wachovia was issued with a number of subpoenas for information on its Mexican operation. Woods has subsequently been informed that Wachovia had six or seven thousand subpoenas. He says this was An absurd number. So at what point does someone at the highest level not get the feeling that something is very, very wrong? In April and May 2007, Wachovia – as a result of increasing interest and pressure from the US attorney's office – began to close its relationship with some of the casas de cambio. But rather than launch an internal investigation into Woods's alerts over Mexico, Woods claims Wachovia hung its own money-laundering expert out to dry. The records show that during 2007 Woods continued to submit more SARs related to the casas de cambio.
In July 2007, all of Wachovia's remaining 10 Mexican casa de cambio clients operating through London suddenly stopped doing so. Later in 2007, after the investigation of Wachovia was reported in the US financial media, the bank decided to end its remaining relationships with the Mexican casas de cambio globally. By this time, Woods says, he found his personal situation within the bank untenable; while the bank acted on one level to protect itself from the federal investigation into its shortcomings, on another, it rounded on the man who had been among the first to spot them.On 16 June Woods was told by Wachovia's head of compliance that his latest SAR need not have been filed, that he had no legal requirement to investigate an overseas case and no right of access to documents held overseas from Britain, even if they were held by Wachovia.Woods's life went into freefall. He went to hospital with a prolapsed disc, reported sick and was told by the bank that he not done so in the appropriate manner, as directed by the employees' handbook. He was off work for three weeks, returning in August 2007 to find a letter from the bank's compliance managing director, which was unrelenting in its tone and words of warning.The letter addressed itself to what the manager called specific examples of your failure to perform at an acceptable standard. Woods, on the edge of a breakdown, was put on sick leave by his GP; he was later given psychiatric treatment, enrolled on a stress management course and put on medication.Late in 2007, Woods attended a function at Scotland Yard where colleagues from the US were being entertained. There, he sought out a representative of the Drug Enforcement Administration and told him about the casas de cambio, the SARs and his employer's reaction. The Federal Reserve and officials of the office of comptroller of currency in Washington DC then spent a lot of time examining the SARs that had been sent by Woods to Charlotte from London.
They got back in touch with me a while afterwards and we began to put the pieces of the jigsaw together, says Woods. What they found was – as Costa says – the tip of the iceberg of what was happening to drug money in the banking industry, but at least it was visible and it had a name: Wachovia.In June 2005, the DEA, the criminal division of the Internal Revenue Service and the US attorney's office in southern Florida began investigating wire transfers from Mexico to the US. They were traced back to correspondent bank accounts held by casas de cambio at Wachovia. The CDC accounts were supervised and managed by a business unit of Wachovia in the bank's Miami offices.Through CDCs, said the court document, persons in Mexico can use hard currency and … wire transfer the value of that currency to US bank accounts to purchase items in the United States or other countries. The nature of the CDC business allows money launderers the opportunity to move drug dollars that are in Mexico into CDCs and ultimately into the US banking system.On numerous occasions, say the court papers, monies were deposited into a CDC by a drug-trafficking organisation. Using false identities, the CDC then wired that money through its Wachovia correspondent bank accounts for the purchase of airplanes for drug-trafficking organisations.The court settlement of 2010 would detail that nearly $13m went through correspondent bank accounts at Wachovia for the purchase of aircraft to be used in the illegal narcotics trade. From these aircraft, more than 20,000kg of cocaine were seized.All this occurred despite the fact that Wachovia's office was in Miami, designated by the US government as a high-intensity money laundering and related financial crime area, and a high-intensity drug trafficking area. Since the drug cartel war began in 2005, Mexico had been designated a high-risk source of money laundering.As early as 2004,the court settlement would read, Wachovia understood the risk that was associated with doing business with the Mexican CDCs. Wachovia was aware of the general industry warnings. As early as July 2005, Wachovia was aware that other large US banks were exiting the CDC business based on [anti-money laundering] concerns … despite these warnings, Wachovia remained in business.On 16 March 2010, Douglas Edwards, senior vice-president of Wachovia Bank, put his signature to page 10 of a 25-page settlement, in which the bank admitted its role as outlined by the prosecutors. On page 11, he signed again, as senior vice-president of Wells Fargo. The documents show Wachovia providing three services to 22 CDCs in Mexico: wire transfers, a bulk cash service and a pouch deposit service, to accept deposit items drawn on US banks, eg cheques and traveller's cheques, as spotted by Woods.
For the time period of 1 May 2004 through 31 May 2007, Wachovia processed at least $$373.6bn in CDCs, $4.7bn in bulk cash – a total of more than $378.3bn, a sum that dwarfs the budgets debated by US state and UK local authorities to provide services to citizens.The document gives a fascinating insight into how the laundering of drug money works. It details how investigators found readily identifiable evidence of red flags of large-scale money laundering. There were structured wire transfers whereby it was commonplace in the CDC accounts for round-number wire transfers to be made on the same day or in close succession, by the same wire senders, for the … same account.Over two days, 10 wire transfers by four individuals went though Wachovia for deposit into an aircraft broker's account. All of the transfers were in round numbers. None of the individuals of business that wired money had any connection to the aircraft or the entity that allegedly owned the aircraft. The investigation has further revealed that the identities of the individuals who sent the money were false and that the business was a shell entity. That plane was subsequently seized with approximately 2,000kg of cocaine on board.Many of the sequentially numbered traveller's cheques, of the kind dealt with by Woods, contained unusual markings or lacked any legible signature. Also, many of the CDCs that used Wachovia's bulk cash service sent significantly more cash to Wachovia than what Wachovia had expected. More specifically, many of the CDCs exceeded their monthly activity by at least 50%.
Recognising these red flags, the US attorney's office in Miami, the IRS and the DEA began investigating Wachovia, later joined by FinCEN, one of the US Treasury's agencies to fight money laundering, while the office of the comptroller of the currency carried out a parallel investigation. The violations they found were, says the document, serious and systemic and allowed certain Wachovia customers to launder millions of dollars of proceeds from the sale of illegal narcotics through Wachovia accounts over an extended time period. The investigation has identified that at least $110m in drug proceeds were funnelled through the CDC accounts held at Wachovia.The settlement concludes by discussing Wachovia's considerable co-operation and remedial actions since the prosecution was initiated, after the bank was bought by Wells Fargo. In consideration of Wachovia's remedial actions, concludes the prosecutor, the United States shall recommend to the court … that prosecution of Wachovia on the information filed … be deferred for a period of 12 months.But while the federal prosecution proceeded, Woods had remained out in the cold. On Christmas Eve 2008, his lawyers filed tribunal proceedings against Wachovia for bullying and detrimental treatment of a whistleblower. The case was settled in May 2009, by which time Woods felt as though he was the most toxic person in the bank. Wachovia agreed to pay an undisclosed amount, in return for which Woods left the bank and said he would not make public the terms of the settlement.After years of tribulation, Woods was finally formally vindicated, though not by Wachovia: a letter arrived from John Dugan, the comptroller of the currency in Washington DC, dated 19 March 2010 – three days after the settlement in Miami. Dugan said he was writing to personally recognise and express my appreciation for the role you played in the actions brought against Wachovia Bank for violations of the bank secrecy act … Not only did the information that you provided facilitate our investigation, but you demonstrated great personal courage and integrity by speaking up. Without the efforts of individuals like you, actions such as the one taken against Wachovia would not be possible.The so-called deferred prosecution detailed in the Miami document is a form of probation whereby if the bank abides by the law for a year, charges are dropped. So this March the bank was in the clear. The week that the deferred prosecution expired, a spokeswoman for Wells Fargo said the parent bank had no comment to make on the documentation pertaining to Woods's case, or his allegations. She added that there was no comment on Sloman's remarks to the court; a provision in the settlement stipulated Wachovia was not allowed to issue public statements that contradicted it.
But the settlement leaves a sour taste in many mouths – and certainly in Woods's. The deferred prosecution is part of this cop-out all round, he says. The regulatory authorities do not have to spend any more time on it, and they don't have to push it as far as a criminal trial. They just issue criminal proceedings, and settle. The law enforcement people do what they are supposed to do, but what's the point? All those people dealing with all that money from drug-trafficking and murder, and no one goes to jail? One of the foremost figures in the training of anti-money laundering officers is Robert Mazur, lead infiltrator for US law enforcement of the Colombian Medellín cartel during the epic prosecution and collapse of the BCCI banking business in 1991 (his story was made famous by his memoir, The Infiltrator, which became a movie).Mazur, whose firm Chase and Associates works closely with law enforcement agencies and trains officers for bank anti-money laundering, cast a keen eye over the case against Wachovia, and he says now that the only thing that will make the banks properly vigilant to what is happening is when they hear the rattle of handcuffs in the boardroom.Mazur said that a lot of the law enforcement people were disappointed to see a settlement between the administration and Wachovia.But I know there were external circumstances that worked to Wachovia's benefit, not least that the US banking system was on the edge of collapse.What concerns Mazur is that what law enforcement agencies and politicians hope to achieve against the cartels is limited, and falls short of the obvious attack the US could make in its war on drugs: go after the money. We're thinking way too small,Mazur says.I train law enforcement officers, thousands of them every year, and they say to me that if they tried to do half of what I did, they'd be arrested. But I tell them: You got to think big. The headlines you will be reading in seven years' time will be the result of the work you begin now. With BCCI, we had to spend two years setting it up, two years doing undercover work, and another two years getting it to trial. If they want to do something big, like go after the money, that's how long it takes.But Mazur warns: If you look at the career ladders of law enforcement, there's no incentive to go after the big money. People move every two to three years. The DEA is focused on drug trafficking rather than money laundering. You get a quicker result that way – they want to get the traffickers and seize their assets. But this is like treating a sick plant by cutting off a few branches – it just grows new ones. Going after the big money is cutting down the plant – it's a harder door to knock on, it's a longer haul, and it won't get you the short-term riches.
The office of the comptroller of the currency is still examining whether individuals in Wachovia are criminally liable. Sources at FinCEN say that a so-called look-back is in process, as directed by the settlement and agreed to by Wachovia, into the $378.4bn that was not directly associated with the aircraft purchases and cocaine hauls, but neither was it subject to the proper anti-laundering checks. A FinCEN source says that $20bn already examined appears to have suspicious origins. But this is just the beginning.Antonio Maria Costa, who was executive director of the UN's office on drugs and crime from May 2002 to August 2010, charts the history of the contamination of the global banking industry by drug and criminal money since his first initiatives to try to curb it from the European commission during the 1990s. The connection between organised crime and financial institutions started in the late 1970s, early 1980s,he says,when the mafia became globalised.Until then, criminal money had circulated largely in cash, with the authorities making the occasional, spectacular sting or haul. During Costa's time as director for economics and finance at the EC in Brussels, from 1987, inroads were made against penetration of banks by criminal laundering, and criminal money started moving back to cash, out of the financial institutions and banks. Then two things happened: the financial crisis in Russia, after the emergence of the Russian mafia, and the crises of 2003 and 2007-08.With these crises, says Costa,the banking sector was short of liquidity, the banks exposed themselves to the criminal syndicates, who had cash in hand.Costa questions the readiness of governments and their regulatory structures to challenge this large-scale corruption of the global economy: Government regulators showed what they were capable of when the issue suddenly changed to laundering money for terrorism – on that, they suddenly became serious and changed their attitude.Hardly surprising, then, that Wachovia does not appear to be the end of the line. In August 2010, it emerged in quarterly disclosures by HSBC that the US justice department was seeking to fine it for anti-money laundering compliance problems reported to include dealings with Mexico.Wachovia had my résumé, they knew who I was,says Woods.But they did not want to know – their attitude was, Why are you doing this? They should have been on my side, because they were compliance people, not commercial people. But really they were commercial people all along. We're talking about hundreds of millions of dollars. This is the biggest money-laundering scandal of our time.

What does the settlement do to fight the cartels? Nothing – it doesn't make the job of law enforcement easier and it encourages the cartels and anyone who wants to make money by laundering their blood dollars. Where's the risk? There is none.Is it in the interest of the American people to encourage both the drug cartels and the banks in this way? Is it in the interest of the Mexican people? It's simple: if you don't see the correlation between the money laundering by banks and the 30,000 people killed in Mexico, you're missing the point.Woods feels unable to rest on his laurels. He tours the world for a consultancy he now runs, Hermes Forensic Solutions, counselling and speaking to banks on the dangers of laundering criminal money, and how to spot and stop it. New York and London, says Woods,have become the world's two biggest laundries of criminal and drug money, and offshore tax havens. Not the Cayman Islands, not the Isle of Man or Jersey. The big laundering is right through the City of London and Wall Street.After the Wachovia case, no one in the regulatory community has sat down with me and asked, What happened? or What can we do to avoid this happening to other banks? They are not interested. They are the same people who attack the whistleblowers and this is a position the [British] Financial Services Authority at least has adopted on legal advice: it has been advised that the confidentiality of banking and bankers takes primacy over the public information disclosure act. That is how the priorities work: secrecy first, public interest second.Meanwhile, the drug industry has two products: money and suffering. On one hand, you have massive profits and enrichment. On the other, you have massive suffering, misery and death. You cannot separate one from the other.What happened at Wachovia was symptomatic of the failure of the entire regulatory system to apply the kind of proper governance and adequate risk management which would have prevented not just the laundering of blood money, but the global crisis.

Government smuggling drugs ?
Well i just finished watching and reading up about the iran contra incident and mena incident and what i've found has given me sleepless nights. I found out that clinton as a governor of arkansas was running drug smuggling operations through mena airport from colombia. I also found out that in 1994 during the inquiry by the congress, when clinton was president, it was stalled and the investigation botched due to interference. I saw interviews of cops, former army black ops with photocopied documents showing their drug smuggling operations into mena, even transcripts of taped conversation.....My question is this: If clinton did this, what else has politicians done to us? Bush took us into illegal war. Obama expanded illegal war even war on drugs. So, wont we are agree that the war on drugs is a cover for top ranking officials to smuggle and sell drugs and make profits?? The only way to kick competition is to illegalize it right?

The US Federal Government caught smuggling guns to Mexican drug cartels which are being used to murder US Border Patrol and other federal agents.My San Antonio Reports:Obama says he didn’t inform Mexico of U.S. gun smuggling operation because he didn’t know about it-Richard Dunham, Bureau Chief-Under fire for an operation that allowed smuggling of U.S. weapons across the nation’s border with Mexico, President Obama said in an interview that neither he nor Attorney General Eric Holder authorized the controversial Operation Fast and Furious.The Mexican government has complained that it didn’t know about the U.S. operation that allowed guns to illegally cross the southwestern border so they could track the weapons.
Obama told Univision‘s Jorge Ramos that President Felipe Calderon wasn’t informed of the operation because he — the president of the United States — wasn’t informed either. When asked whether he knew of the weapon smuggling plan, Obama responded that it is a pretty big government with a lot of moving parts.The investigation into the program comes after it was connected to two weapons that were found at the scene of a border shootout that killed U.S. Border Patrol agent Brian Terry in December. Likewise, a gun smuggled from the U.S. were used to kill Immigration and Customs Enforcement special agent Jamie Zapata, but it has not been determined if it was part of Fast and Furious.When President Calderon came to visit Washington recently, the two presidents came together on a policy to stop drug and weapon smuggling across the border.Our policy is to ram up the interdiction of guns flowing south because that’s contributing to some of the security problems that are taking place in Mexico and what we’re doing is trying to build the kind of cooperation between Mexico and the United States that we haven’t seen before,Obama told Univision.The controversial operation was the subject of a CBS News Investigation that reported ATF was allowing traffickers to bring weapons into Mexico in order to track them rather than arresting the traffickers. Obama said Holder has assigned an inspector general to investigate what happened, because he does not know who authorized the operation.Letting guns walk is not something that is acceptable,Holder said during a Senate Appropriations Subcommittee hearing. Guns are different than drugs or money when we are trying to follow their trail. That is not acceptable.

SOUNDS LIKE SCIENCE FICTION...OR SOME CONSPIRACY THEORY...BUT IT ISN'T.
Have you wondered where these terms sustainability and smart growth and high density urban mixed use development came from? Doesn't it seem like about 10 years ago you'd never heard of them and now everything seems to include these concepts? Is that just a coincidence? That every town and county and state and nation in the world would be changing their land use/planning codes and government policies to align themselves with...what? First, before I get going, I want to say that yes, I know it's a small world and it takes a village and we're all one planet etc. I also know that we have a democracy and that as cumbersome as that can be sometimes (Donald Rumsfeld said that the Chinese have it easy; they don't have to ask their people if they agree. And Bush Junior said that it would be great to have a dictator as long as he was the dictator), we have a three branch government and the Bill of Rights, Constitution, and self-determination. This is one of the reasons why people want to come to the US, right? We don't have Tiananmen Square here, generally speaking (yes, I remember Kent State--not the same, and yes, an outrage.) So I'm not against making certain issues a priority, such as mindful energy use, alternative energy sponsorship, recycling/reuse, and sensitivity to all living creatures.

Agenda 21 by Rosa Koire click here.Considering its policies are woven into all the General Plans of the cities and counties, it's important for people to know where these policies are coming from. While many people support the United Nations for its peacemaking efforts, hardly anyone knows that they have very specific land use policies that they would like to see implemented in every city, county, state and nation. The specific plan is called United Nations Agenda 21 Sustainable Development, which has its basis in Communitarianism. By now, most Americans have heard of sustainable development but are largely unaware of Agenda 21.In a nutshell, the plan calls for governments to take control of all land use and not leave any of the decision making in the hands of private property owners. It is assumed that people are not good stewards of their land and the government will do a better job if they are in control. Individual rights in general are to give way to the needs of communities as determined by the governing body. Moreover, people should be rounded up off the land and packed into human settlements, or islands of human habitation, close to employment centers and transportation. Another program, called the Wildlands Project spells out how most of the land is to be set aside for non-humans.
U.N. Agenda 21 cites the affluence of Americans as being a major problem which needs to be corrected. It calls for lowering the standard of living for Americans so that the people in poorer countries will have more, a redistribution of wealth. Although people around the world aspire to achieve the levels of prosperity we have in our country, and will risk their lives to get here, Americans are cast in a very negative light and need to be taken down to a condition closer to average in the world. Only then, they say, will there be social justice which is a cornerstone of the U.N. Agenda 21 plan.Agenda 21 policies date back to the 70's but it got its real start in 1992 at the Earth Summit in Rio de Janeiro when President Bush signed onto it. President Clinton signed it later and continued the program in the United States. A non-governmental organization called the International Council of Local Environmental Initiatives, ICLEI, is tasked with carrying out the goals of Agenda 21. Over 600 cities in the U.S. are members; our town joined in 2007. The costs are paid by taxpayers.
It's time that people educate themselves and read the document and related commentary. After that, get a copy of your city or county's General Plan and read it. You will find all sorts of policies that are nearly identical to those in U.N. Agenda 21. Unfortunately, their policies have advanced largely unnoticed and we are now in the end game. People need to identify their elected officials who are promoting the U.N.'s policies and hold them accountable for their actions. Only when we've identified who the people are and what they are trying to do will we be able to evaluate whether or not we approve of the policies they are putting forward. Some people may think it's appropriate for agencies outside the United States to set our policies and some people will not. The question is, aren't Americans able to develop their own policies? Should we rely on an organization that consists of member nations that have different forms of governments, most of which do not value individual rights as much as we do? It's time to bring U.N. Agenda 21 out in the open where we can have these debates and then set our own policies in accordance with our Constitution and Bill of Rights.
Ok, you say, interesting, but I don't see how that really affects me. Here are a few ways:No matter where you live, I'll bet that there have been hundreds of condos built in the center of your town recently. Over the last ten years there has been a planning revolution across the US. Your commercial, industrial, and multi-residential land was rezoned to mixed use. Nearly everything that got approvals for development was designed the same way: ground floor retail with two stories of residential above. Mixed use. Very hard to finance for construction, and very hard to manage since it has to have a high density of people in order to justify the retail. A lot of it is empty and most of the ground floor retail is empty too. High bankruptcy rate.So what? Most of your towns provided funding and/or infrastructure development for these private projects. They used Redevelopment Agency funds. Your money. Specifically, your property taxes. Notice how there's very little money in your General Funds now, and most of that is going to pay Police and Fire? Your street lights are off, your parks are shaggy, your roads are pot-holed, your hospitals are closing. The money that should be used for these things is diverted into the Redevelopment Agency. It's the only agency in government that can float a bond without a vote of the people. And they did that, and now you're paying off those bonds for the next 45 years with your property taxes. Did you know that?
So, what does this have to do with Agenda 21? Redevelopment is a tool used to further the Agenda 21 vision of remaking America's cities. With redevelopment, cities have the right to take property by eminent domain---against the will of the property owner, and give it or sell it to a private developer. By declaring an area of town 'blighted' (and in some cities over 90% of the city area has been declared blighted) the property taxes in that area can be diverted away from the General Fund. This constriction of available funds is impoverishing the cities, forcing them to offer less and less services, and reducing your standard of living. They'll be telling you that it's better, however, since they've put in nice street lights and colored paving. The money gets redirected into the Redevelopment Agency and handed out to favored developers building low income housing and mixed use. Smart Growth. Cities have had thousands of condos built in the redevelopment areas and are telling you that you are terrible for wanting your own yard, for wanting privacy, for not wanting to be dictated to by a Condo Homeowner's Association Board, for being anti-social, for not going along to get along, for not moving into a cramped apartment downtown where they can use your property taxes for paying off that huge bond debt. But it's not working, and you don't want to move in there. So they have to make you. Read on.Human habitation, as it is referred to now, is restricted to lands within the Urban Growth Boundaries of the city. Only certain building designs are permitted. Rural property is more and more restricted in what uses can be on it. Although counties say that they support agricultural uses, eating locally produced food, farmer's markets, etc, in fact there are so many regulations restricting water and land use (there are scenic corridors, inland rural corridors, baylands corridors, area plans, specific plans, redevelopment plans, huge fees, fines) that farmers are losing their lands altogether. County roads are not being paved. The push is for people to get off of the land, become more dependent, come into the cities. To get out of the suburbs and into the cities. Out of their private homes and into condos. Out of their private cars and onto their bikes.
Bikes. What does that have to do with it? I like to ride my bike and so do you. So what? Bicycle advocacy groups are very powerful now. Advocacy. A fancy word for lobbying, influencing, and maybe strong-arming the public and politicians. What's the conection with bike groups? National groups such as Complete Streets, Thunderhead Alliance, and others, have training programs teaching their members how to pressure for redevelopment, and training candidates for office. It's not just about bike lanes, it's about remaking cities and rural areas to the 'sustainable model'. High density urban development without parking for cars is the goal. This means that whole towns need to be demolished and rebuilt in the image of sustainable development. Bike groups are being used as the shock troops for this plan.
What plan? We're losing our homes since this recession/depression began, and many of us could never afford those homes to begin with. We got cheap money, used whatever we had to squeak into those homes, and now some of us lost them. We were lured, indebted, and sunk. Whole neighborhoods are empty in some places. Some are being bulldozed. Cities cannot afford to extend services outside of their core areas. Slowly, people will not be able to afford single family homes. Will not be able to afford private cars. Will be more dependent. More restricted. More easily watched and monitored.This plan is a whole life plan. It involves the educational system, the energy market, the transportation system, the governmental system, the health care system, food production, and more. The plan is to restrict your choices, limit your funds, narrow your freedoms, and take away your voice. One of the ways is by using the Delphi Technique to manufacture consensus.Another is to infiltrate community groups or actually start neighborhood associations with hand-picked leaders. Another is to groom and train future candidates for local offices. Another is to sponsor non-governmental groups that go into schools and train children. Another is to offer federal and private grants and funding for city programs that further the agenda. Another is to educate a new generation of land use planners to require New Urbanism. Another is to convert factories to other uses, introduce energy measures that penalize manufacturing, and set energy consumption goals to pre-1985 levels. Another is to allow unregulated immigration in order to lower standards of living and drain local resources.All of this sounds unbelievable until you have had direct experience with it. U.N. Agenda 21: Reduce Global Population One Billion

Agenda 21 is the United Nations’ Agenda for the 21st century that was unveiled at the 1992 U.N. Conference on Environment and Development in Rio de Janeiro- the so-called Rio Earth Summit.179 nations have agreed to implement Agenda 21 policies, so the policies are now being implemented worldwide. In America, it is being implemented by all federal agencies and in every county. Shaw asserts that Agenda 21 is a global/local program intended to wrest sovereignty from individuals and existing political structures and invest power and control in the United Nations.
Joan Veon (In Prince Charles: The Sustainable Prince), paraphrases Agenda 21/Sustainable Development as follows: The world has too many people, and if we do not reduce the number of people on planet earth they will use up all of the earth’s resources so that future generations will be left without any resources. The United Nations is the best global body to monitor, manage, and preserve the resources of the planet.In practice, Agenda 21/Sustainable Development goals are advanced by Public-Private Partnerships – an alliance between government, big business, and non-governmental organizations (NGO’s) that are allied with big business. The common name for political systems controlled by corporate government, of course, is fascism.A current example of a state/region now completely under corporate rule is Queensland, Australia, which is now under the authority of the Brigalow Corporation [http://www.nickmaine.info/Documents/update_re_brigalow_corp.htm]. Shaw refers to this corporate take-over of entire states and regions as a thousand points of darkness.
The sponsors of Agenda 21 utilize programs such the Wildlands Project, World Heritage Sites, National Heritage Areas, roadless programs, and wolf re-introduction programs, to move towards their stated goal of making at least 50% of America off-limits to the American people. They advocate re-apportioning the country into core reserves (which are completely off limits to people), corridors, and buffer zones (where only public-private partnerships could operate). People would be herded into Smart Growth zones or human settlements,where they would be confined to high-rise buildings. Individual rights, including private property rights, would be stripped away. Agenda 21/Sustainable Development documents call for reduction of the human population from the present 6.6 billion down to about 1 billion people, that is, by 85%.Who would benefit from such a system? Shaw says we need to understand that funny money is made out of thin air by a small ruling elite- and that this tiny ruling elite is the driving force behind Agenda 21. Today, both Republicans and Democrats are completely committed to implementing Agenda 21. Whereas Republicans have joined forces with political parties from numerous other nations in the International Democratic Union (IDU), Democrats have signed on with another international coalition, the Democratic Leadership Council, which is the brainchild of Britain’s Tony Blair. Both of these internationalist groups advocate the adoption of the U.N. Declaration of Human Rights.
What’s wrong with that? In contrast to the U.S. Constitution, which guarantees that individual rights and civil liberties, including private property rights, are unalienable rights given to us by God, the U.N. Declaration of Human Rights (Article 29, Section 3) states that our rights are subject to U.N. policies and dictates. In other words, our rights are what the U.N. tells us they are. In this kind of system, all people can become serfs and slaves of the tiny ruling elite.Shaw notes that Agenda 21 is an attempt to implement fascist Communism or communist Fascism- or a political system where the social policies are communist and the economic policies are fascist.The program is entirely Fabian socialist (or communism in slow motion). In order to obtain their New World Order by stealth and slow, imperceptible changes, Fabian socialists have adopted motto is Two steps forward and one step back.But once this kind of feudal collectivism is implemented, human life will be completely altered, much as in George Orwell’s 1984..How are Agenda 21 policies being implemented in America today? When local governments accept the carrot of federal grant monies and begin to utilize the standard consensus process (manipulated by trained change agents), communities begin creating their own visionary plans.However, somehow each community’s consensus process typically leads to the implementation of identical Local Agenda 21,Smart Growth, and Sustainable Development initiatives. And invariably, these initiatives strip citizens of their private property rights, etc. Invariably, the changes also lead to regionalization of governments and weakening of democratic structures or eradication of democracy altogether.
Our globalist manipulators get people to buy into these programs with the innocuous-sounding phrases like the Three E’s: equity, economy, and environment. However, if we look carefully, we see these the meanings of these words have been distorted in Orwellian fashion, such that each term means something completely different from what we thought it did.Today, federal and state governments are completely on board U.N. Agenda 21 and each federal agency submits an annual progress report demonstrating their progress toward implementing Agenda 21 programs. The Dept. of Interior, for instance, now defines humans as biological resources.According to Sun Tzu, the Chinese expert on warfare, we need to understand our enemy and ourselves. Shaw observes that the American education system, which has been transformed by Dewey and others into a system for robotizing America’s youth. Another area of concern is that local groups are typically heavily infiltrated. Thus, we can expect to be lead down paths that are dead ends. Think tanks are particularly affected. The primary m.o. of our globalist manipulators is to divide and conquer.Another goal of our globalist manipulators is to create (artificial) resource shortages; which they can use to justify and implement population reductions. By re-designating large areas as wildlands, for example, government can create water, oil, or food shortages. And of course, another common practice is to sell off public assets to private companies in a process known as privatization.Agenda 21 policies directly attack rural America in order to gain control of resources in rural areas. Thus, those who own a ranches or a farms are under intense economic pressure. Shaw believes that if America’s rural landowners lose this battle, all Americans lose.
Non-governmental organizations (NGOs) should really be called extra-governmental organizations because they serve corporate interests rather than those of citizens. Shaw asserts that the Sierra Club, for example is an NGO that, like the other approximately 2000 NGO’s, has been accredited by the U.N. under the condition that they will help implement Agenda 21. He notes that the Sierra Club currently sits on many water boards throughout the West. Again, their goal is to control water resources in order to create artificial water shortages. Shaw notes that whereas Americans today use an average 140 gallons of water per day, the World Bank is calling for a reduction of global per capita water to only 10 gallons per day. SOUNDS LIKE SCIENCE FICTION...OR SOME CONSPIRACY THEORY...BUT IT ISN'T.
Have you wondered where these terms sustainability and smart growth and high density urban mixed use development came from? Doesn't it seem like about 10 years ago you'd never heard of them and now everything seems to include these concepts? Is that just a coincidence? That every town and county and state and nation in the world would be changing their land use/planning codes and government policies to align themselves with...what? First, before I get going, I want to say that yes, I know it's a small world and it takes a village and we're all one planet etc. I also know that we have a democracy and that as cumbersome as that can be sometimes (Donald Rumsfeld said that the Chinese have it easy; they don't have to ask their people if they agree. And Bush Junior said that it would be great to have a dictator as long as he was the dictator), we have a three branch government and the Bill of Rights, Constitution, and self-determination. This is one of the reasons why people want to come to the US, right? We don't have Tiananmen Square here, generally speaking (yes, I remember Kent State--not the same, and yes, an outrage.) So I'm not against making certain issues a priority, such as mindful energy use, alternative energy sponsorship, recycling/reuse, and sensitivity to all living creatures.

Agenda 21 by Rosa Koire click here.Considering its policies are woven into all the General Plans of the cities and counties, it's important for people to know where these policies are coming from. While many people support the United Nations for its peacemaking efforts, hardly anyone knows that they have very specific land use policies that they would like to see implemented in every city, county, state and nation. The specific plan is called United Nations Agenda 21 Sustainable Development, which has its basis in Communitarianism. By now, most Americans have heard of sustainable development but are largely unaware of Agenda 21.In a nutshell, the plan calls for governments to take control of all land use and not leave any of the decision making in the hands of private property owners. It is assumed that people are not good stewards of their land and the government will do a better job if they are in control. Individual rights in general are to give way to the needs of communities as determined by the governing body. Moreover, people should be rounded up off the land and packed into human settlements, or islands of human habitation, close to employment centers and transportation. Another program, called the Wildlands Project spells out how most of the land is to be set aside for non-humans.
U.N. Agenda 21 cites the affluence of Americans as being a major problem which needs to be corrected. It calls for lowering the standard of living for Americans so that the people in poorer countries will have more, a redistribution of wealth. Although people around the world aspire to achieve the levels of prosperity we have in our country, and will risk their lives to get here, Americans are cast in a very negative light and need to be taken down to a condition closer to average in the world. Only then, they say, will there be social justice which is a cornerstone of the U.N. Agenda 21 plan.Agenda 21 policies date back to the 70's but it got its real start in 1992 at the Earth Summit in Rio de Janeiro when President Bush signed onto it. President Clinton signed it later and continued the program in the United States. A non-governmental organization called the International Council of Local Environmental Initiatives, ICLEI, is tasked with carrying out the goals of Agenda 21. Over 600 cities in the U.S. are members; our town joined in 2007. The costs are paid by taxpayers.
It's time that people educate themselves and read the document and related commentary. After that, get a copy of your city or county's General Plan and read it. You will find all sorts of policies that are nearly identical to those in U.N. Agenda 21. Unfortunately, their policies have advanced largely unnoticed and we are now in the end game. People need to identify their elected officials who are promoting the U.N.'s policies and hold them accountable for their actions. Only when we've identified who the people are and what they are trying to do will we be able to evaluate whether or not we approve of the policies they are putting forward. Some people may think it's appropriate for agencies outside the United States to set our policies and some people will not. The question is, aren't Americans able to develop their own policies? Should we rely on an organization that consists of member nations that have different forms of governments, most of which do not value individual rights as much as we do? It's time to bring U.N. Agenda 21 out in the open where we can have these debates and then set our own policies in accordance with our Constitution and Bill of Rights.
Ok, you say, interesting, but I don't see how that really affects me. Here are a few ways:No matter where you live, I'll bet that there have been hundreds of condos built in the center of your town recently. Over the last ten years there has been a planning revolution across the US. Your commercial, industrial, and multi-residential land was rezoned to mixed use. Nearly everything that got approvals for development was designed the same way: ground floor retail with two stories of residential above. Mixed use. Very hard to finance for construction, and very hard to manage since it has to have a high density of people in order to justify the retail. A lot of it is empty and most of the ground floor retail is empty too. High bankruptcy rate.So what? Most of your towns provided funding and/or infrastructure development for these private projects. They used Redevelopment Agency funds. Your money. Specifically, your property taxes. Notice how there's very little money in your General Funds now, and most of that is going to pay Police and Fire? Your street lights are off, your parks are shaggy, your roads are pot-holed, your hospitals are closing. The money that should be used for these things is diverted into the Redevelopment Agency. It's the only agency in government that can float a bond without a vote of the people. And they did that, and now you're paying off those bonds for the next 45 years with your property taxes. Did you know that?
So, what does this have to do with Agenda 21? Redevelopment is a tool used to further the Agenda 21 vision of remaking America's cities. With redevelopment, cities have the right to take property by eminent domain---against the will of the property owner, and give it or sell it to a private developer. By declaring an area of town 'blighted' (and in some cities over 90% of the city area has been declared blighted) the property taxes in that area can be diverted away from the General Fund. This constriction of available funds is impoverishing the cities, forcing them to offer less and less services, and reducing your standard of living. They'll be telling you that it's better, however, since they've put in nice street lights and colored paving. The money gets redirected into the Redevelopment Agency and handed out to favored developers building low income housing and mixed use. Smart Growth. Cities have had thousands of condos built in the redevelopment areas and are telling you that you are terrible for wanting your own yard, for wanting privacy, for not wanting to be dictated to by a Condo Homeowner's Association Board, for being anti-social, for not going along to get along, for not moving into a cramped apartment downtown where they can use your property taxes for paying off that huge bond debt. But it's not working, and you don't want to move in there. So they have to make you. Read on.Human habitation, as it is referred to now, is restricted to lands within the Urban Growth Boundaries of the city. Only certain building designs are permitted. Rural property is more and more restricted in what uses can be on it. Although counties say that they support agricultural uses, eating locally produced food, farmer's markets, etc, in fact there are so many regulations restricting water and land use (there are scenic corridors, inland rural corridors, baylands corridors, area plans, specific plans, redevelopment plans, huge fees, fines) that farmers are losing their lands altogether. County roads are not being paved. The push is for people to get off of the land, become more dependent, come into the cities. To get out of the suburbs and into the cities. Out of their private homes and into condos. Out of their private cars and onto their bikes.
Bikes. What does that have to do with it? I like to ride my bike and so do you. So what? Bicycle advocacy groups are very powerful now. Advocacy. A fancy word for lobbying, influencing, and maybe strong-arming the public and politicians. What's the conection with bike groups? National groups such as Complete Streets, Thunderhead Alliance, and others, have training programs teaching their members how to pressure for redevelopment, and training candidates for office. It's not just about bike lanes, it's about remaking cities and rural areas to the 'sustainable model'. High density urban development without parking for cars is the goal. This means that whole towns need to be demolished and rebuilt in the image of sustainable development. Bike groups are being used as the shock troops for this plan.
What plan? We're losing our homes since this recession/depression began, and many of us could never afford those homes to begin with. We got cheap money, used whatever we had to squeak into those homes, and now some of us lost them. We were lured, indebted, and sunk. Whole neighborhoods are empty in some places. Some are being bulldozed. Cities cannot afford to extend services outside of their core areas. Slowly, people will not be able to afford single family homes. Will not be able to afford private cars. Will be more dependent. More restricted. More easily watched and monitored.This plan is a whole life plan. It involves the educational system, the energy market, the transportation system, the governmental system, the health care system, food production, and more. The plan is to restrict your choices, limit your funds, narrow your freedoms, and take away your voice. One of the ways is by using the Delphi Technique to manufacture consensus.Another is to infiltrate community groups or actually start neighborhood associations with hand-picked leaders. Another is to groom and train future candidates for local offices. Another is to sponsor non-governmental groups that go into schools and train children. Another is to offer federal and private grants and funding for city programs that further the agenda. Another is to educate a new generation of land use planners to require New Urbanism. Another is to convert factories to other uses, introduce energy measures that penalize manufacturing, and set energy consumption goals to pre-1985 levels. Another is to allow unregulated immigration in order to lower standards of living and drain local resources.All of this sounds unbelievable until you have had direct experience with it. U.N. Agenda 21: Reduce Global Population One Billion

Agenda 21 is the United Nations’ Agenda for the 21st century that was unveiled at the 1992 U.N. Conference on Environment and Development in Rio de Janeiro- the so-called Rio Earth Summit.179 nations have agreed to implement Agenda 21 policies, so the policies are now being implemented worldwide. In America, it is being implemented by all federal agencies and in every county. Shaw asserts that Agenda 21 is a global/local program intended to wrest sovereignty from individuals and existing political structures and invest power and control in the United Nations.
Joan Veon (In Prince Charles: The Sustainable Prince), paraphrases Agenda 21/Sustainable Development as follows: The world has too many people, and if we do not reduce the number of people on planet earth they will use up all of the earth’s resources so that future generations will be left without any resources. The United Nations is the best global body to monitor, manage, and preserve the resources of the planet.In practice, Agenda 21/Sustainable Development goals are advanced by Public-Private Partnerships – an alliance between government, big business, and non-governmental organizations (NGO’s) that are allied with big business. The common name for political systems controlled by corporate government, of course, is fascism.A current example of a state/region now completely under corporate rule is Queensland, Australia, which is now under the authority of the Brigalow Corporation [http://www.nickmaine.info/Documents/update_re_brigalow_corp.htm]. Shaw refers to this corporate take-over of entire states and regions as a thousand points of darkness.
The sponsors of Agenda 21 utilize programs such the Wildlands Project, World Heritage Sites, National Heritage Areas, roadless programs, and wolf re-introduction programs, to move towards their stated goal of making at least 50% of America off-limits to the American people. They advocate re-apportioning the country into core reserves (which are completely off limits to people), corridors, and buffer zones (where only public-private partnerships could operate). People would be herded into Smart Growth zones or human settlements,where they would be confined to high-rise buildings. Individual rights, including private property rights, would be stripped away. Agenda 21/Sustainable Development documents call for reduction of the human population from the present 6.6 billion down to about 1 billion people, that is, by 85%.Who would benefit from such a system? Shaw says we need to understand that funny money is made out of thin air by a small ruling elite- and that this tiny ruling elite is the driving force behind Agenda 21. Today, both Republicans and Democrats are completely committed to implementing Agenda 21. Whereas Republicans have joined forces with political parties from numerous other nations in the International Democratic Union (IDU), Democrats have signed on with another international coalition, the Democratic Leadership Council, which is the brainchild of Britain’s Tony Blair. Both of these internationalist groups advocate the adoption of the U.N. Declaration of Human Rights.
What’s wrong with that? In contrast to the U.S. Constitution, which guarantees that individual rights and civil liberties, including private property rights, are unalienable rights given to us by God, the U.N. Declaration of Human Rights (Article 29, Section 3) states that our rights are subject to U.N. policies and dictates. In other words, our rights are what the U.N. tells us they are. In this kind of system, all people can become serfs and slaves of the tiny ruling elite.Shaw notes that Agenda 21 is an attempt to implement fascist Communism or communist Fascism- or a political system where the social policies are communist and the economic policies are fascist.The program is entirely Fabian socialist (or communism in slow motion). In order to obtain their New World Order by stealth and slow, imperceptible changes, Fabian socialists have adopted motto is Two steps forward and one step back.But once this kind of feudal collectivism is implemented, human life will be completely altered, much as in George Orwell’s 1984..How are Agenda 21 policies being implemented in America today? When local governments accept the carrot of federal grant monies and begin to utilize the standard consensus process (manipulated by trained change agents), communities begin creating their own visionary plans.However, somehow each community’s consensus process typically leads to the implementation of identical Local Agenda 21,Smart Growth, and Sustainable Development initiatives. And invariably, these initiatives strip citizens of their private property rights, etc. Invariably, the changes also lead to regionalization of governments and weakening of democratic structures or eradication of democracy altogether.
Our globalist manipulators get people to buy into these programs with the innocuous-sounding phrases like the Three E’s: equity, economy, and environment. However, if we look carefully, we see these the meanings of these words have been distorted in Orwellian fashion, such that each term means something completely different from what we thought it did.Today, federal and state governments are completely on board U.N. Agenda 21 and each federal agency submits an annual progress report demonstrating their progress toward implementing Agenda 21 programs. The Dept. of Interior, for instance, now defines humans as biological resources.According to Sun Tzu, the Chinese expert on warfare, we need to understand our enemy and ourselves. Shaw observes that the American education system, which has been transformed by Dewey and others into a system for robotizing America’s youth. Another area of concern is that local groups are typically heavily infiltrated. Thus, we can expect to be lead down paths that are dead ends. Think tanks are particularly affected. The primary m.o. of our globalist manipulators is to divide and conquer.Another goal of our globalist manipulators is to create (artificial) resource shortages; which they can use to justify and implement population reductions. By re-designating large areas as wildlands, for example, government can create water, oil, or food shortages. And of course, another common practice is to sell off public assets to private companies in a process known as privatization.Agenda 21 policies directly attack rural America in order to gain control of resources in rural areas. Thus, those who own a ranches or a farms are under intense economic pressure. Shaw believes that if America’s rural landowners lose this battle, all Americans lose.
Non-governmental organizations (NGOs) should really be called extra-governmental organizations because they serve corporate interests rather than those of citizens. Shaw asserts that the Sierra Club, for example is an NGO that, like the other approximately 2000 NGO’s, has been accredited by the U.N. under the condition that they will help implement Agenda 21. He notes that the Sierra Club currently sits on many water boards throughout the West. Again, their goal is to control water resources in order to create artificial water shortages. Shaw notes that whereas Americans today use an average 140 gallons of water per day, the World Bank is calling for a reduction of global per capita water to only 10 gallons per day. Worldview Weekend President Brannon Howse says that his major concern is that groups that try to be culturally correct often miss the text’s meaning.My fear is that isogesis is often used in Bible teaching and translating. Isogesis is when we bring our subjective opinion, feelings or cultural beliefs onto the text,Howse said.
Christians, Bible teachers, and translators need to be committed to exegesis which is the study, teaching, and translating of the Word of God in context which includes using Scripture to interpret Scripture,Howse said.Howse points out that there is a way to accomplish a cultural explanation that is sensitive to the target group, but maintain the exact wording of the text.Thus, if there is a cultural confusion as to the meaning of a text, use the Scripture to confirm the meaning of the text to those living with in that culture. Translators can insert notes as well as cross references to assist the reader in understanding the text in context instead of relying on a cultural understanding to interpret the text,Howse said.Speaking on a broader level to the issue of contextualizing; I believe a large part of contextualizing is the attempt to be politically correct,Howse said.Contextualization is not preaching the Biblical gospel that transforms people living in the culture but the preaching of a politically correct gospel by people who were transformed by the culture,Howse said.Howse adds that he’s concerned that this movement is tied to a broader cultural trend that attempts to appease Muslims rather than tell them the truth of the Gospel.I am troubled by the trend to appeal to Muslims through political correctness. In 2007, Rick Warren, Bill Hybels and others signed the Yale Document that says that Muslims and Christians worship the same God,Howse said.
A Yale Document speaks of one God when it declared We applaud that A Common Word Between Us and You stresses so insistently the unique devotion to one God,Howse said. Muslims and Christians do not worship the same God; that is blasphemy. Allah, as described in the Qur’an, matches many of the descriptions of Satan in the Bible.

The surveillance hub is now a model for police forces around the world and KCAL9 got an exclusive tour inside from Chief Charlie Beck.We are targets on our own soil, says Beck.We have to be ready.What began as a grass roots idea following the 9/11 terrorist attacks is now a state-of-the-art real-time analysis critical response center. It’s called RACR, and it’s located in the heart of downtown Los Angeles.This is a system that cuts through the red tape, that gets information to the people that need it,says Chief Beck. He calls it the brains of the department, twenty-four/seven.Police in the activity center monitor live feeds of city and traffic cameras, counter-terrorism information, and real-time crime mapping, with cutting edge software.If we didn’t have that we would be operating blind, says Capt. Based on the fact that we kind of could see his movements in real time.RACR was born in a functioning bomb shelter, four stories below the Los Angeles Civic Center.LAPD Commander Blake Chow remembers a time when tracking crime at RACR was done by hand. There was very little technology,says Chow, and RACR had no budget.Police operated with dry erase boards, personal computers, and simple monitors.When we built RACR, there was no template to look at,says Chow.There was no police department we could go look at and ask them, how did you build it? (AP) -- Satellite image provider DigitalGlobe Inc. released photos Friday that appear to show Syrian army tanks and other armored vehicles in the city of Homs.DigitalGlobe said the images were taken late Friday morning Syrian time by the company's WorldView 2 satellite from about 480 miles above the Earth.Stephen Wood, director of DigitalGlobe's analysis center, said the photos show tanks, armored personnel carriers and other armored vehicles in the southern part of the city, some of them near apartment buildings.The satellite images show an increase in the level of army activity in and around Homs from the previous 24 hours, Wood said.
Fighting in Homs has reportedly killed hundreds of people over the past week from bombardments followed by soldiers' advances. The battle there is part of the Syrian government's attempts to suppress an 11-month-old uprising against the rule of President Bashar Assad.Wood said no battle damage was visible in the photos taken Friday, but previous images captured by the company's satellites did show the effects of fighting.Homs looks deserted, with very few cars on the streets in the satellite photos, he said.DigitalGlobe company has been gathering satellite photos of Syria since mid-2011, he said.

“As Russia and the United States prepare for their respective presidential elections, tensions between the countries are growing. The central point of contention is U.S. ballistic missile defense (BMD) plans. Russia has several levers, including its ability to cut off supply lines to the NATO-led war effort in Afghanistan, to use in the standoff over BMD, but the United States could retaliate by supporting the current protests in Russia. Moscow is willing to escalate tensions with Washington but will not push the crisis to the point where relations could formally break.
Analysis
Relations between the United States and Russia are incredibly tense as both countries prepare for their respective presidential elections in 2012. The campaign season has presented both sides opportunities to escalate tensions, but it is unclear how far each side will go. Moscow and Washington have been in a standoff over myriad issues ever since Russia began to roll back Western influence in its periphery and assert its own power. Following the collapse of the Soviet Union, the United States got involved in the region intending to create a cordon around Russia to prevent it from ever becoming a global threat again. But after 2001, the U.S. focus shifted to the Islamic world, and a previously crippled Russia began to strengthen. Washington continued some of its policies of Russian containment, such as trying to give the key former Soviet states of Georgia and Ukraine NATO membership, but Eurasia was not the United States’ key focus. This gave Russia the time and opportunity to resurge into its former Soviet states. Moscow’s ultimate goal is not to recreate the Soviet Union — that entity eventually failed. Instead, Russia wants to limit the influence of external powers in the former Soviet Union and be recognized as the dominant player there. Consequently, foreign governments — particularly the United States and Europe — must shape bilateral relations within the framework of this understanding. In the past few years, Russia has been relatively successful in regaining influence in many of its former Soviet states. This brought Russian power back to its broader frontiers, especially in Central Europe, where the United States has staked a dominant position. Russia is not looking to control Central Europe, but it does not want the region to be
a base of U.S. power in Eurasia. Washington sees Central Europe as the new Cold War line — a position previously held by Germany — that halts Russia’s influence.
The Standoff: Missile Defense
Tensions between Moscow and Washington can be attributed to one primary issue: ballistic missile defense (BMD). The United States’ BMD systems are scheduled to become operational in Romania in 2015 and in Poland in 2018. It is not that Russia is concerned with the technical aspects of U.S.-led missile defense systems eroding or neutralizing Russia’s nuclear deterrent. Rather, BMD means a physical U.S. military presence in the region, showing Washington’s security commitment to Central Europe against a strengthening Russia. The United States claimed that the systems are intended to counter the rising threat from Iran. In response to this claim, Russia offered to integrate its BMD system with NATO’s system. According to Moscow, such integration would strengthen Western defenses across Eurasia — indeed, all the way to East Asia. However, Washington rejected the offer, thereby confirming Moscow’s suspicions that the BMD system is more about Russia than the Iranian threat. Accordingly, Russia made threatening gestures against the United States and its allies, ranging from support for Iran to the deployment of missiles on the borders of Central European countries. Russia’s goal was to attract Washington’s attention and shape the view inside Europe — particularly Western Europe — that Russia had offered the West partnership in missile defense but was being forced to take countermeasures against the United States.
New Leverage
In December, Russia gained a new and much more effective card to use against the United States in the BMD debate when a U.S. helicopter strike on the Afghan-Pakistani border caused the U.S.-Pakistani relationship to deteriorate. The Pakistanis responded to the strike by cutting shipments of fuel and supplies for the NATO-led war effort in Afghanistan across the Pakistani border. This left Washington and its allies with only one large supply network into Afghanistan: the Northern Distribution Network (NDN) that crosses Russia and many of its former Soviet states. Though the NDN traverses the Russian, Baltic, Caucasus and Central Asian regions, the United States knows the route depends on Moscow’s approval. Not only is Russia’s territory the center of the main route, but Moscow holds sufficient leverage in most of the other former Soviet states (particularly in Central Asia) to either formally shut down the route or have sections of it cut. Cutting the NDN would lead to an official break in relations between Russia and the United States because it would put at risk more than 130,000 U.S. and allied troops. Whereas Russia’s previous threats against the United States went unheeded, Washington may not be able to ignore this new threat.
The American Counter
At the end of 2011, it seemed that Russia was going to threaten to cut off the NDN to compel United States to change its position on BMD. But then something occurred that could give the United States more leverage against the Kremlin: Russian protests. In the lead-up to Russian Prime Minister Vladimir Putin’s planned return to the presidency in March, Russia’s political landscape has been rocked by instability. Several political and social shifts have occurred within Russia as the country enters a new phase. The stress of a shift in Kremlin policy, the rise of anti-Kremlin groups and personal feuds have also led to the utter breakdown of the Kremlin clan system Putin emplaced a decade ago to manage Russia. Putin is vulnerable to this political volatility. Such instability is not new to Russia under Putin, but the present situation differs from previous ones in that several crises occurred at once. Putin is already sorting through each issue and most likely will make it through the upcoming election successfully. But it would be detrimental if the situation worsened — something the United States could trigger. Putin can weather the 80,000 anti-Kremlin protesters in Moscow that gathered Dec. 24 and even the more than 100,000 that demonstrated Feb. 4 (the protesters lack sufficient funding and organization). But should the various protest groups suddenly receive cash and organizational help, Putin could have a much harder time maintaining his usual level of control. Indeed, this is not a question of Putin’s winning the presidency — there are no viable candidates from rival parties to successfully challenge him — but rather a challenge to his ability to rule Russia effectively while maintaining his image as a powerful leader of a powerful country. Washington has hinted that it is willing to back the protesters if prompted. Following Russia’s parliamentary elections in December, reports circulated that the election watchdog accusing the Russian government of election fraud had U.S. funding. Then, U.S. Secretary of State Hillary Clinton spoke against the results of the election in which Putin’s ruling party United Russia gained the majority of seats in the Duma. But the most significant signal came when newly appointed U.S. Ambassador to Russia Michael McFaul arrived in Russia in January. On just his second day at his post, McFaul spent several hours meeting with representatives of various protest groups at the U.S. Embassy. (The protesters are not necessarily pro-Western, but they are willing to garner support where they can ahead of the presidential election.) McFaul is considered one of the architects of the 2009 “reset” in U.S.-Russian relations that temporarily reduced hostilities, but the Kremlin sees him as a potential threat. McFaul has said that while the United States will work with Russia on matters of mutual interest, “Western leaders must recommit to the objective of creating the conditions for a democratic leader to emerge in the long term.” Though McFaul denies trying to spur a revolution in Russia, the Kremlin is well aware that the United States has the ability to easily support anti-government groups. However, this U.S. leverage most likely will be short-lived. Following Putin’s likely re-election March 4, the protest movements will evolve into various organizations, smaller demonstrations and possibly small political parties. Putin will then have six more years as president to sort through Russia’s political factions.
The Next Escalation?
After the election, Putin will have more time and resources to devote to other large issues facing Russia, such as its standoff with the United States. Another important event is on the horizon in May: the first NATO-Russia summit since 2008, to be held in Chicago. Russia has said that if Moscow and Washington do not reach an agreement on BMD by May, then Russia will not attend the summit. This would signal a possible breakdown of NATO-Russian relations. Russia’s former envoy to NATO, Dmitri Rogozin, already linked a BMD agreement to the overall NATO-Russia relationship and the future of the NDN. As the protest movements fade, the issue of missile defense will return to the spotlight, making Moscow’s previous threats a major concern for Washington. But Moscow will be careful to not take the threat so far that it triggers a massive crisis and breakdown between the United States and Russia. Moscow might want to make the Europeans uncomfortable during the U.S.-Russian standoff, but it does not want to create a backlash and prompt the Europeans to unify with the United States over regional security. Moreover, Russia does not want Afghanistan to spin out of control, since unrest in the country most likely would spill over into Central Asia. Russia also cannot compete with the United States when it comes to a military buildup. The Kremlin is unsure of future U.S. policy on Russia, since the U.S. presidential election is also on the horizon. Russia remembers well how ill-prepared it was for a shift in Washington when Ronald Reagan became president after Jimmy Carter. This is not to say such a shift will occur in November, but Moscow cannot be certain that it will not happen. Moscow has an opportunity to escalate tensions with the United States after Russia’s presidential election, but Moscow can only push the crisis so far without creating a massive break it cannot control.

A successful joint exercise carried out Friday, Feb. 10, demonstrated the interoperability of the US Aegis and Israel's Arrow 4 ballistic missile defense systems and, most importantly, of their two radars, the US AN/TPY-2 X-band and Israel's EL/M-2080 Super Green Pine, debkafile's military sources report.It was a key milestone in the development of the US missile shield's Middle East capabilities ahead of a potential war with Iran and the fourth significant preparatory step taken in the last ten days.On the East Coast of the United States, the large-scale Bold Alligator 2012 exercise is drilling amphibian landings on a fictitious Iranian shore; in the Middle East, an American airlift this week ferried reinforcements to the Persian Gulf over Sinai; the Iranian army is in the middle of a major war game under war conditions opposite the Strait of Hormuz; and Israel is putting the finishing touches to its new Depth Command set up for operations behind enemy lines.
The joint US-Israel radar exercise Friday was a target-only tracking test over the Mediterranean. An attack on Israel was simulated by a Rafael Blue Sparrow 2 target missile launched from an F-15 fighter jet coming in from the east – the presumed direction of Iranian and Syrian missile strikes. The incoming missile was detected and tracked by two US AN/TPY-2 X-band stations and Israel's Super Green Pine radar.
One of the American stations is located on Mount Keren opposite the Egyptian border in southern Israel; the other at a Turkish air base in the southeastern town of Kurecik.US and Israeli officials said the joint test was successful but offered no further information about the order in which the three stations sighted the attacking missile or how they shared the data.The successful collaboration of these systems has elevated the US missile shield to its operational phase.

Based on the fact that we kind of could see his movements in real time.RACR was born in a functioning bomb shelter, four stories below the Los Angeles Civic Center.LAPD Commander Blake Chow remembers a time when tracking crime at RACR was done by hand. There was very little technology,says Chow, and RACR had no budget.Police operated with dry erase boards, personal computers, and simple monitors.When we built RACR, there was no template to look at,says Chow.There was no police department we could go look at and ask them, how did you build it? (AP) -- Satellite image provider DigitalGlobe Inc. released photos Friday that appear to show Syrian army tanks and other armored vehicles in the city of Homs.DigitalGlobe said the images were taken late Friday morning Syrian time by the company's WorldView 2 satellite from about 480 miles above the Earth.Stephen Wood, director of DigitalGlobe's analysis center, said the photos show tanks, armored personnel carriers and other armored vehicles in the southern part of the city, some of them near apartment buildings.The satellite images show an increase in the level of army activity in and around Homs from the previous 24 hours, Wood said.
Fighting in Homs has reportedly killed hundreds of people over the past week from bombardments followed by soldiers' advances. The battle there is part of the Syrian government's attempts to suppress an 11-month-old uprising against the rule of President Bashar Assad.Wood said no battle damage was visible in the photos taken Friday, but previous images captured by the company's satellites did show the effects of fighting.Homs looks deserted, with very few cars on the streets in the satellite photos, he said.DigitalGlobe company has been gathering satellite photos of Syria since mid-2011, he said.

“As Russia and the United States prepare for their respective presidential elections, tensions between the countries are growing. The central point of contention is U.S. ballistic missile defense (BMD) plans. Russia has several levers, including its ability to cut off supply lines to the NATO-led war effort in Afghanistan, to use in the standoff over BMD, but the United States could retaliate by supporting the current protests in Russia. Moscow is willing to escalate tensions with Washington but will not push the crisis to the point where relations could formally break.
Analysis
Relations between the United States and Russia are incredibly tense as both countries prepare for their respective presidential elections in 2012. The campaign season has presented both sides opportunities to escalate tensions, but it is unclear how far each side will go. Moscow and Washington have been in a standoff over myriad issues ever since Russia began to roll back Western influence in its periphery and assert its own power. Following the collapse of the Soviet Union, the United States got involved in the region intending to create a cordon around Russia to prevent it from ever becoming a global threat again. But after 2001, the U.S. focus shifted to the Islamic world, and a previously crippled Russia began to strengthen. Washington continued some of its policies of Russian containment, such as trying to give the key former Soviet states of Georgia and Ukraine NATO membership, but Eurasia was not the United States’ key focus. This gave Russia the time and opportunity to resurge into its former Soviet states. Moscow’s ultimate goal is not to recreate the Soviet Union — that entity eventually failed. Instead, Russia wants to limit the influence of external powers in the former Soviet Union and be recognized as the dominant player there. Consequently, foreign governments — particularly the United States and Europe — must shape bilateral relations within the framework of this understanding. In the past few years, Russia has been relatively successful in regaining influence in many of its former Soviet states. This brought Russian power back to its broader frontiers, especially in Central Europe, where the United States has staked a dominant position. Russia is not looking to control Central Europe, but it does not want the region to be
a base of U.S. power in Eurasia. Washington sees Central Europe as the new Cold War line — a position previously held by Germany — that halts Russia’s influence.
The Standoff: Missile Defense
Tensions between Moscow and Washington can be attributed to one primary issue: ballistic missile defense (BMD). The United States’ BMD systems are scheduled to become operational in Romania in 2015 and in Poland in 2018. It is not that Russia is concerned with the technical aspects of U.S.-led missile defense systems eroding or neutralizing Russia’s nuclear deterrent. Rather, BMD means a physical U.S. military presence in the region, showing Washington’s security commitment to Central Europe against a strengthening Russia. The United States claimed that the systems are intended to counter the rising threat from Iran. In response to this claim, Russia offered to integrate its BMD system with NATO’s system. According to Moscow, such integration would strengthen Western defenses across Eurasia — indeed, all the way to East Asia. However, Washington rejected the offer, thereby confirming Moscow’s suspicions that the BMD system is more about Russia than the Iranian threat. Accordingly, Russia made threatening gestures against the United States and its allies, ranging from support for Iran to the deployment of missiles on the borders of Central European countries. Russia’s goal was to attract Washington’s attention and shape the view inside Europe — particularly Western Europe — that Russia had offered the West partnership in missile defense but was being forced to take countermeasures against the United States.
New Leverage
In December, Russia gained a new and much more effective card to use against the United States in the BMD debate when a U.S. helicopter strike on the Afghan-Pakistani border caused the U.S.-Pakistani relationship to deteriorate. The Pakistanis responded to the strike by cutting shipments of fuel and supplies for the NATO-led war effort in Afghanistan across the Pakistani border. This left Washington and its allies with only one large supply network into Afghanistan: the Northern Distribution Network (NDN) that crosses Russia and many of its former Soviet states. Though the NDN traverses the Russian, Baltic, Caucasus and Central Asian regions, the United States knows the route depends on Moscow’s approval. Not only is Russia’s territory the center of the main route, but Moscow holds sufficient leverage in most of the other former Soviet states (particularly in Central Asia) to either formally shut down the route or have sections of it cut. Cutting the NDN would lead to an official break in relations between Russia and the United States because it would put at risk more than 130,000 U.S. and allied troops. Whereas Russia’s previous threats against the United States went unheeded, Washington may not be able to ignore this new threat.
The American Counter
At the end of 2011, it seemed that Russia was going to threaten to cut off the NDN to compel United States to change its position on BMD. But then something occurred that could give the United States more leverage against the Kremlin: Russian protests. In the lead-up to Russian Prime Minister Vladimir Putin’s planned return to the presidency in March, Russia’s political landscape has been rocked by instability. Several political and social shifts have occurred within Russia as the country enters a new phase. The stress of a shift in Kremlin policy, the rise of anti-Kremlin groups and personal feuds have also led to the utter breakdown of the Kremlin clan system Putin emplaced a decade ago to manage Russia. Putin is vulnerable to this political volatility. Such instability is not new to Russia under Putin, but the present situation differs from previous ones in that several crises occurred at once. Putin is already sorting through each issue and most likely will make it through the upcoming election successfully. But it would be detrimental if the situation worsened — something the United States could trigger. Putin can weather the 80,000 anti-Kremlin protesters in Moscow that gathered Dec. 24 and even the more than 100,000 that demonstrated Feb. 4 (the protesters lack sufficient funding and organization). But should the various protest groups suddenly receive cash and organizational help, Putin could have a much harder time maintaining his usual level of control. Indeed, this is not a question of Putin’s winning the presidency — there are no viable candidates from rival parties to successfully challenge him — but rather a challenge to his ability to rule Russia effectively while maintaining his image as a powerful leader of a powerful country. Washington has hinted that it is willing to back the protesters if prompted. Following Russia’s parliamentary elections in December, reports circulated that the election watchdog accusing the Russian government of election fraud had U.S. funding. Then, U.S. Secretary of State Hillary Clinton spoke against the results of the election in which Putin’s ruling party United Russia gained the majority of seats in the Duma. But the most significant signal came when newly appointed U.S. Ambassador to Russia Michael McFaul arrived in Russia in January. On just his second day at his post, McFaul spent several hours meeting with representatives of various protest groups at the U.S. Embassy. (The protesters are not necessarily pro-Western, but they are willing to garner support where they can ahead of the presidential election.) McFaul is considered one of the architects of the 2009 “reset” in U.S.-Russian relations that temporarily reduced hostilities, but the Kremlin sees him as a potential threat. McFaul has said that while the United States will work with Russia on matters of mutual interest, “Western leaders must recommit to the objective of creating the conditions for a democratic leader to emerge in the long term.” Though McFaul denies trying to spur a revolution in Russia, the Kremlin is well aware that the United States has the ability to easily support anti-government groups. However, this U.S. leverage most likely will be short-lived. Following Putin’s likely re-election March 4, the protest movements will evolve into various organizations, smaller demonstrations and possibly small political parties. Putin will then have six more years as president to sort through Russia’s political factions.
The Next Escalation?
After the election, Putin will have more time and resources to devote to other large issues facing Russia, such as its standoff with the United States. Another important event is on the horizon in May: the first NATO-Russia summit since 2008, to be held in Chicago. Russia has said that if Moscow and Washington do not reach an agreement on BMD by May, then Russia will not attend the summit. This would signal a possible breakdown of NATO-Russian relations. Russia’s former envoy to NATO, Dmitri Rogozin, already linked a BMD agreement to the overall NATO-Russia relationship and the future of the NDN. As the protest movements fade, the issue of missile defense will return to the spotlight, making Moscow’s previous threats a major concern for Washington. But Moscow will be careful to not take the threat so far that it triggers a massive crisis and breakdown between the United States and Russia. Moscow might want to make the Europeans uncomfortable during the U.S.-Russian standoff, but it does not want to create a backlash and prompt the Europeans to unify with the United States over regional security. Moreover, Russia does not want Afghanistan to spin out of control, since unrest in the country most likely would spill over into Central Asia. Russia also cannot compete with the United States when it comes to a military buildup. The Kremlin is unsure of future U.S. policy on Russia, since the U.S. presidential election is also on the horizon. Russia remembers well how ill-prepared it was for a shift in Washington when Ronald Reagan became president after Jimmy Carter. This is not to say such a shift will occur in November, but Moscow cannot be certain that it will not happen. Moscow has an opportunity to escalate tensions with the United States after Russia’s presidential election, but Moscow can only push the crisis so far without creating a massive break it cannot control.

A successful joint exercise carried out Friday, Feb. 10, demonstrated the interoperability of the US Aegis and Israel's Arrow 4 ballistic missile defense systems and, most importantly, of their two radars, the US AN/TPY-2 X-band and Israel's EL/M-2080 Super Green Pine, debkafile's military sources report.It was a key milestone in the development of the US missile shield's Middle East capabilities ahead of a potential war with Iran and the fourth significant preparatory step taken in the last ten days.On the East Coast of the United States, the large-scale Bold Alligator 2012 exercise is drilling amphibian landings on a fictitious Iranian shore; in the Middle East, an American airlift this week ferried reinforcements to the Persian Gulf over Sinai; the Iranian army is in the middle of a major war game under war conditions opposite the Strait of Hormuz; and Israel is putting the finishing touches to its new Depth Command set up for operations behind enemy lines.
The joint US-Israel radar exercise Friday was a target-only tracking test over the Mediterranean. An attack on Israel was simulated by a Rafael Blue Sparrow 2 target missile launched from an F-15 fighter jet coming in from the east – the presumed direction of Iranian and Syrian missile strikes. The incoming missile was detected and tracked by two US AN/TPY-2 X-band stations and Israel's Super Green Pine radar.
One of the American stations is located on Mount Keren opposite the Egyptian border in southern Israel; the other at a Turkish air base in the southeastern town of Kurecik.US and Israeli officials said the joint test was successful but offered no further information about the order in which the three stations sighted the attacking missile or how they shared the data.The successful collaboration of these systems has elevated the US missile shield to its operational phase.
debkafile's military and Washington sources report that the test went ahead after Turkish Foreign Minister Ahmet Davutoglu arrived in Washington Thursday, Feb. 9 to discuss urgent international action for Syria and at the same time notified US officials that his government had withdrawn its objections to the Israel-based US x-band radar station taking part in a joint exercise against a potential Iranian or Syrian missile attack.This notification was awaited before the test went ahead. It gave the Turkish foreign minister a handle for promoting his mission to gain Obama administration assent to his government's initiative on Syria.Turkish Prime Minister Tayyip Erdogan is pushing for joint Turkish-Arab military intervention to be launched against Bashar Assad's brutal crackdown under cover of a humanitarian operation. He offered to meet the Americans halfway on the radar station issue to win support for this anti-Assad intervention.Monday, Jan. 30, debkafile disclosed that a high-ranking US official had arrived in Israel to refute the Turkish claims that the US X-band radar station at Kurecik was Turkish-operated, not aimed against Iranian missiles and committed to withholding data from Israel.Before he left Israel, the US official put the record straight by stating: The radar is exclusively operated by US personnel, exactly as it is here. We will control the data and fuse it with data from other radars in the region to generate the most comprehensive and effective missile defense picture.This assurance was effectively demonstrated by the joint US-Israel detection and tracking test carried out Friday.
