A special evening in celebration of Tu B’Av, the Jewish holiday of love, was held on Sunday for soldiers and officers in the IDF’s Shachar Kachol (Blue Dawn) program and their wives.Shachar Kachol is a program which integrates hareidi soldiers into the Israeli Air Force and has been operating for the past 4 years. So far, about 600 soldiers have participated in the program and have enlisted in various positions in the Air Force, with some even serving as officers.Since most of the men in the program are married, it was decided to hold a special dinner in honor of Tu B’Av and thank the soldiers’ wives for their support of their husbands and explain to them the role their husbands play in the army.The event was attended by the Head of Human Resources at the IAF, Brigadier General Ilan Boger and the IAF rabbi, Lt.-Colonel Rabbi Moshe Ravad.Also in attendance was Rabbi Simcha Cohen, who gave a lecture on relationships, family and education of children in Haredi society.

TORONTO (Reuters) - Canada would consider fresh stimulus for its economy if it slipped into recession, its finance minister said on Saturday, a move that could complicate plans to return to a balanced budget by 2014/15.It will take economic contraction, Finance Minister Jim Flaherty said in an CBC Radio interview when asked what it would take for the government to suspend its budget-cutting policies and start stimulus spending again. It would have to be the oxymoronic word negative growth.At the beginning of the current fiscal year, Canada's Conservative government began winding down its stimulus spending program, launched two years earlier during the global financial crisis. It has pledged to stop running deficits by 2014/15.
Despite the debt crisis in Europe and threat of a U.S. slowdown, Flaherty expressed guarded optimism about the health of the Canadian economy and said it was important to take a long-term perspective in shaping policy.We had a very strong first quarter in Canada this year and we'll see more modest growth ... in the rest of the year. But as long as there is growth overall -- the moderate growth we expect and some small growth also in the United States - then in North America we will be relatively well off.Canada's government has forecast the economy will grow by 2.9 percent in 2011.Flaherty conceded that he was concerned about Europe as well, but that the situation there affected Canada much less than the United States.
FISCAL RESPONSIBILITY
Flaherty said he saw an economic slowdown in the United States -- Canada's largest trading partner -- as the most significant risk for the country, but said he was confident Canada could weather any renewed global economic turbulence.We are seeing a relatively small growth in the U.S., but we are seeing growth. As long as that continues we ought not have too much difficulty, he told the Canadian Broadcasting Corp.Still, Flaherty again emphasized the need for the United States and some European countries to follow Canada's example on fiscal responsibility.We have a plan to get us back to surplus by 2014/15. We have long-term planning in place and we have the resolve to stay the course, Flaherty said.This is a fundamental need both in the United States and certain European countries. We need governments to demonstrate that they can get their financial issues straightened out in terms of deficit and debt.Flaherty dismissed the notion that Canada was too dependent on trade with the United States but said there were advantages to expanding commerce with India, China and other Asian economies.We need to do more trade with other countries, and we need to do more trade with the United States. PARIS (Reuters) – France and Germany's leaders face a stark choice in talks on Tuesday over whether to steer the embattled euro zone toward closer monetary union or risk watching the bloc unravel.French President Nicolas Sarkozy and German Chancellor Angela Merkel meet in Paris from 1400 GMT (10 a.m. EDT) to discuss what further measures they can take to contain Europe's debt crisis, which is now spreading to the continent's core. A joint news conference is due at 1600 GMT.Italy has been forced to ramp up its austerity measures and financial market jitters hit France last week with French banks' shares subject to panic selling on rumors that the country could be next to lose its prized AAA debt rating.Many experts say the only way to ensure affordable financing for the bloc's most financially distressed countries would be for the euro area to issue joint eurobonds -- although officials in Paris and Berlin said Tuesday's talks would not address that possibility.
Although the German government has long opposed the idea, support is beginning to emerge, with the country's export association saying on Monday that all other means of fighting the crisis had run out.Italian Economy Minister Giulio Tremonti said on Saturday that eurobonds would be the best solution to Europe's debt crisis , and some economists say that the euro zone will inevitably come around to accepting the idea.
EURO ZONE COLLAPSE
French economist Jacques Delpla, who co-authored a paper proposing how eurobonds could work, said the euro zone faced collapse unless leaders went beyond an agreement reached at a July 21 emergency summit on the debt crisis.If we just stick to the July 21 agreement then, before the end of the year, there will be no euro zone, unless the ECB buys everything that's problematic.Eurobonds aside, Sarkozy and Merkel will focus on proposals to improve the euro zone's economic governance, which they told fellow leaders in the bloc at last month's summit that they would issue by the end of August.In particular, they could discuss holding regular euro zone summits, as France has long sought, or ways of improving peer monitoring of fiscal policies.At the July summit, euro zone leaders agreed to a second bailout package for Greece and to give their European Financial Stability Facility rescue fund broader powers, but the moves provided only a brief respite in the debt crisis.

CANBERRA (Reuters) - The World Bank called for national governments to seek a long-term debt curb to solve the current sovereign debt crises in Europe and the United States, but said it was too early for special action by the Group of 20 rich nations.World Bank President Robert Zoellick also said it was time to push a free trade agenda, warning against rising protectionism as nations seek to solve their debt crisis.This is really at a stage where you still have sovereign governments having to make decisions in Europe, Zoellick told reporters in the Australian capital Canberra on Tuesday.It really is going to be the responsibility of each of those sovereign entities to make the calls on how they are going to face not only the short-term challenges, often assisted by their central banks, but also go to the medium and long term, he said.Euro zone policymakers have been battling to contain a debt crisis that threatens to enter a dangerous new phase by engulfing larger nations on the region's periphery, with the European Central Bank stepping in last week to buy Italian and Spanish bonds in a bid to calm nervous markets.But the idea of so-called Eurobonds or joint euro zone bonds has been fiercely opposed by Berlin, which is fearful such a step would push up German borrowing costs and reduce incentives for weaker euro zone members like Greece to reform their economies.

PARIS (AP) — The European Central Bank revealed Monday that it splashed out euro22 billion ($32 billion) last week — more than it has ever done before — propping up the bond markets of Italy and Spain.News of the big bond purchases came a day before the leaders of Germany and France meet to discuss the debt crisis that has engulfed Europe for over a year and a half. Speculation that German Chancellor Angela Merkel and French President Nicolas Sarkozy would be considering proposals for the eurozone to issue jointly guaranteed government debt appear to have been dashed, however.
Tuesday's meeting in Paris comes after a week of turmoil in financial markets, which was partly blamed on Europe's sprawling government debt crisis, which threatened to sweep up economic heavyweights such as Italy and Spain. Fears that the eurozone's third and fourth largest economies may find it too expensive to service their debts triggered the ECB's intervention in the bond markets.France itself was caught in the crossfire last week, with investors worrying about the financial health of the country's banks and whether France would be the next country after the U.S. to lose its triple-A credit rating.
France and Germany, which together account for almost half of the eurozone's economic output, are taking the lead in pushing for reforms aimed at pulling the bloc out of its debt crisis.That is and remains a path of consolidation, of reform, strict adherence to a reworked stability pact that also includes sanctions, Merkel's spokesman Steffen Seibert said.The discussions will center on measures for better agreement of financial policies, paving the way for enhanced economic governance, he added.Officials for both Merkel and Sarkozy said Monday that eurobonds would not be on the agenda.Eurobonds would be a major step toward the bloc's economic integration, and are billed by supporters as an overnight solution to the debt crisis. Italy, Greece, Belgium and Luxembourg are among the nations calling for eurobonds.However, Germany has been adamantly against their creation. Different interest rates for eurozone nations, he added, were needed to provide incentives and the possibility of sanctions to enforce solid financial policy.Schaeuble acknowledged that the EU must, and will, beef up its response to the crisis by assisting heavily indebted nations, but said there won't be a collectivization of debt or unlimited assistance.
Merkel has long ruled out eurobonds, and Economy Minister Philipp Roesler joined the chorus Monday, describing jointly guaranteed debt as the wrong way out of the crisis.

TORONTO (Reuters) - Google's $12.5 billion bid for Motorola Mobility brought a 9 percent gain for the beaten-down stock of tech rival Research In Motion on Monday as investors calculated what a similarly bulging premium would do for the BlackBerry maker's asking price.But it also means one more well-heeled suitor has shunned RIM as a potential target, leaving Canada's best-known company to go it alone as other big tech players pair up.The challenge is increased for RIM here. They're left without a dance partner, said Susquehanna Financial analyst Jeff Fidacaro.Google offered a generous 63 percent premium for Motorola Mobility as it sought to build up its patent portfolio.A similar premium to RIM's price on Friday would value the company at something over $20 billion.RIM is still dominant in corporate communication, but it is struggling as employees seek to pull corporate memos onto their own devices, often an Apple iPhone or iPad or perhaps a device that uses Google's Android technology.There are persistent rumors of Microsoft as a possible suitor. Tropical depression forms far from land in Pacific

NEW YORK – Two New York City construction workers barely escaped drowning in an elevator as storms dropped record rains over the weekend on parts of the nation's eastern half, washing out roads in New Jersey and forcing a small hospital in Ohio to move patients.One of the workers, cabinetmaker Ed Tyler, of Milltown, N.J., told The Associated Press on Monday that he and colleague Wendell Amaker, of Roselle, N.J., were happy to be alive after their ordeal.The storm dropped nearly 8 inches of rain on New York City's Kennedy Airport on Sunday and nearly 5 in Philadelphia, setting city records for any day. At Seabrook Farms, N.J., the daily total was nearly 11 inches.In most spots, the effects were bad but not disastrous — sometimes narrowly so, like on New York City's Staten Island, where Tyler and Amaker were moving materials for a senior center being built.As rain drummed the borough around 9:30 a.m. Sunday, Tyler and Amaker were using an elevator to get supplies to a basement that, unknown to them, was filling up with floodwaters.After they got in, the doors would not open, though they pressed buttons in vain.We hit the water; we heard swishing, Tyler said. Then the water started pouring in.I was freaked out — the water was almost chest-high,he said. They feared electrocution and jumped into a rubberized utility cart they had with them.
Of their two cell phones, one was wet and one had no signal. Finally, they decided to break open a ceiling emergency hatch.Almost an hour after they became trapped, one cell phone suddenly caught a signal and they called 911.In a few minutes, fire rescuers arrived, shut off power to the elevator and hoisted the men out through the ceiling hatch with a ladder.The firefighters told me to go home and take a shower, because the sewage pipes backed up and probably got mixed with the rainwater that came in, Tyler said.No deaths or serious injuries were reported from the record-breaking cloudbursts, but the region wasn't out of the woods by Monday evening. NEW YORK (Reuters) – An unstoppable conveyor belt of rain drenched the Northeast and Mid-Atlantic on Monday, adding to record-breaking precipitation that triggered flood watches and a local state of emergency at the start of the workweek.Severe weather in the Northern Plains was also predicted, with flooding downpours, wind gusts greater than 60 miles per hour and large hail possible from the northern Rockies through the Dakotas and Northern Nebraska, said meteorologist Brian Edwards on Accuweather.com.Texas, gripped by triple-digit temperatures and in the midst of the worst drought ever, welcomed rain of up to six inches. But rain didn't come early enough in Parker County, known as the cutting horse capital of the world, where authorities said nine horses died of dehydration after being left out in temperatures over 100 degrees Fahrenheit without water, hay or feed.With the temperatures as high as they have been, it's imperative to keep fresh water and adequate food for any animal,said Parker County Sheriff Larry Fowler, who said investigators were weighing possible criminal charges.On the East Coast, rain that pummeled the area on Sunday continued into Monday. Global food prices near 3-year highs: World Bank

WASHINGTON (Reuters) – Global food prices held near three-year highs in July and stocks were low, piling on pressure on the world's poor, the World Bank said on Monday.The World Bank Food Price index increased 33 percent in July from a year-ago and stayed close to 2008 peak levels, with large rises in the prices for maize, or corn, and sugar.Persistently high food prices and low food stocks indicate that we're still in the danger zone, with the most vulnerable people the least able to cope,said World Bank President Robert Zoellick.High food and energy prices have stoked inflation pressures around the global, but the problem has been more acute in developing nations.Although food prices are moderating in most advanced countries, uncertainties about the global economy and the political situation in the Middle East and North Africa mean oil prices likely will remain volatile, keeping inflation on the radar.While overall food supply has improved since April -- mainly because of good wheat harvests in the United States and Europe and better maize yields in Argentina and Brazil -- global stocks remained alarmingly low, the World Bank said.
Global output of grains in 2011/12 is projected to be 3 percent higher than the estimated output for 2010/11.But the stocks-to-use ratio for maize currently stands at about 13 percent, the smallest since the early 1970s. Wheat and rice stocks also remain well below their late 1990s and early 2000 levels.Coupled with the fact that the realization of the forecast yields is itself contingent on benign weather conditions in the major exporting countries, the low stock environment has created a situation in which even small shortfalls in yields can have amplified effects on prices,the World Bank said.The price of maize was up 84 percent in July from a year ago and sugar increased 62 percent.The World Bank said the move into production for biofuels was also driving up the price of maize, noting that in the first four months of 2011, U.S. maize demand for ethanol production rose 8 percent from the same period last year.Rice prices increased 11 percent in the last quarter after declining since February. UN: Palestinians flee refugee camp in Syria

BEIRUT (AP) — More than 5,000 Palestinian refugees have fled a camp in the besieged Syrian city of Latakia after President Bashar Assad's forces shelled the city during a broad military assault to root out dissent, the U.N. said Monday.UNRWA, the U.N. agency that aids Palestinian refugees, said the Palestinians fled after Latakia came under fire from gunboats cruising off the coast and ground troops attacking the city over the weekend. It was not immediately clear where the refugees were seeking shelter.We are calling for access to the camp to find out what is going on, said UNRWA spokesman Chris Gunness. There were 10,000 refugees in the camp and we need to find out what is happening to them.Assad has dramatically escalated the crackdown on a 5-month-old uprising since the start of the holy month of Ramadan, when many Muslims fast from dawn to dusk. Despite blistering international outrage, the regime is trying to establish firm control in rebellious areas by unleashing tanks, snipers and — in a new tactic — gunships.On Monday, Turkey's Foreign Minister Ahmet Davutoglu called on Syria to immediately end the bloodshed and threatened unspecified steps if it fails to do so.If the operations do not end, there would be nothing more to discuss about steps that would be taken, Davutoglu said, without elaborating.Turkey, a former close ally of Syria, has been increasingly frustrated with Damascus' brutal crackdown. The military assault in Latakia was in its third day Monday after gunboats off the coast combined with ground troops Sunday for the first time in the uprising. Israel OKs 277 new homes in West Bank settlement

JERUSALEM (AP) — Israel has approved the building of 277 apartments in the Jewish settlement deepest inside the West Bank, defying international criticism of continued construction on land the Palestinians claim for a state.The planned construction in Ariel — the core of the settlement bloc farthest inside the West Bank — is the third project on disputed lands to be advanced in the past week.In Washington, the State Department called the new Israeli building deeply troubling.
These kinds of actions are counterproductive to the resumption of direct negotiations between the Israelis and Palestinians, said spokeswoman Victoria Nuland.
Palestinian Authority spokesman Ghassan Khatib called the recent building announcements an escalation and called on the international community to pressure Israel harder.The policies of every single country in the world (are) that settlement expansion is illegal and an obstacle to peace, Khatib said. Israel is not taking this seriously. The Permanent Council: - Considering the Statement of 31 March 2010, by which the States Parties to the modified Brussels Treaty tasked the WEU Permanent Council to organise the cessation of activities of the Organisation in accordance with the period prescribed by the Treaty, preferably by the end of June 2011 - Recalling that the cessation of activities of the Organisation will be effective from 30 June 2011; - Noting that the cessation of WEU activities creates obligations which will be carried out as from 1 July 2011 ; - Considering that it is incumbent upon the Permanent Council to ensure the support of these residual administrative obligations by another legal entity, particularly the WEU’s residual obligations with respect to its staff; - Considering that Belgium, France, Germany, Greece, Italy, Luxembourg, the Netherlands, Portugal, Spain and the United Kingdom agree that they shall, under international law, be jointly liable for fulfilling the residual administrative obligations of the WEU and that, to this extent, they will assume jointly the rights and obligations of the WEU; - Considering that it is in the interest of the staff of the WEU and the States Parties that the execution of the remaining WEU obligations with respect to personnel is ensured by a legal entity, acting in its own name on behalf of the States Parties - Considering that the States Parties and Member States of the European Union have jointly identified the European Union Satellite Centre as the legal entity to which shall be transferred the residual administrative obligations arising from the dissolution of the WEU - Having regard to the Decision of the European Union Council under 2011/297/CFSP dated 23 May 2011;

Before 30 June 2011, the WEU will enter into an administrative agreement or arrangement with the European Union Satellite Centre to ensure the implementation of European Union Council Decision 2011/297/CFSP of 23 May 2011. 3. Belgium, France, Germany, Greece, Italy, Luxembourg, the Netherlands, Portugal, Spain and the United Kingdom (hereinafter called "the Ten") recognise that they will be jointly responsible, including financially, to the extent of the key governing mandatory contributions to the WEU, vis-Ã -vis the European Union Satellite Centre, with respect to the WEU residual administrative obligations specified in paragraph 1 of this Decision, particularly in view of Article 40 of the WEU Pension Rules. 4. The start-up Fund is made up of the contributions from the States Parties, calculated according to the scale of WEU budget contributions in force on 30 June 2011. Belgium, France, Germany, Greece, Italy, Luxembourg, the Netherlands, Portugal, Spain and the United Kingdom (hereinafter called "the Ten") recognise that they will be jointly responsible, including financially, to the extent of the key governing mandatory contributions to the WEU, vis-Ã -vis the European Union Satellite Centre, with respect to the WEU residual administrative obligations specified in paragraph 1 of this Decision, particularly in view of Article 40 of the WEU Pension Rules. 4. The States Parties agree for this purpose to establish a start-up Fund of EUR 5.3 million in order to secure the timely payment of contributions required for the execution by the European Union Satellite Centre of the obligations arising out of the European Union Council Decision 2011/297/CFSP of 23 May 2011 and contained in this Decision. The start-up Fund is made up of the contributions from the States Parties, calculated according to the scale of WEU budget contributions in force on 30 June 2011. The States Parties shall be required to pay initial contributions to the Fund before 30 June 2011 for a total of 20% of the amount mentioned above. 5. Any decisions regarding residual administrative activities identified in paragraph 1 of this Decision shall be taken unanimously by the Board of the European Union Satellite Centre consisting of one representative appointed by each of the Ten in accordance with Article 23a § 6 of European Union Council Joint Action 2001/555/CFSP, as amended by European Union Council Decision 2011/297/CFSP of 23 May 2011. BofA to exit Canada, Europe credit card business

NEW YORK/CHARLOTTE, North Carolina (Reuters) - Bank of America Corp plans to sell its credit card business in Canada to TD Bank Group and will exit the rest of its international card business, the bank said on Monday.TD Bank's agreement with Bank of America, the largest U.S. bank by assets, covers an $8.6 billion card portfolio, according to a Bank of America statement. It did not disclose the value of the transaction.TD Group said it will pick up 1.8 million active card accounts from the deal and that it would pay a modest premium for the card receivables.Bank of America also said it would exit its United Kingdom and Ireland card businesses. It has not made a decision on the future of those businesses, which it may wind down or sell, a spokesman said.The move effectively ends Bank of America's consumer banking operations overseas, and comes as it seeks ways to bulk up its capital cushion.
The bank is fighting lawsuits and credit problems related to its ill-fated acquisition of home mortgage lender Countrywide Financial Corp three years ago as the U.S. housing bubble burst.The bank has lost more than $22 billion in its consumer mortgage division in the last four quarters. It agreed in June to pay $8.5 billion to mortgage securities investors and is fighting numerous lawsuits challenging the settlement and other mortgage issues.The sale was not a reaction to analyst estimates over the last week that the bank would need to raise capital to absorb those losses, said Bank of America spokesman Jerry Dubrowski. The reports sent its shares down by 20 percent last Monday.Bank of America said the deal would have a positive effect on its capital levels. It is expected to close in the fourth quarter.Since Brian Moynihan replaced Kenneth Lewis as chief executive in January 2010, Bank of America has been shedding what it considers noncore assets.Last week, Moynihan said in a conference call with investors that the bank has sold 23 businesses and assets over the last six quarters.The sales ranged from a large portion of the bank's stake in BlackRock Inc , the world's largest asset manager, to Balboa Insurance, which provides foreclosure insurance.The bank has earned $30 billion in proceeds through those asset sales, Dubrowski said.Bank of America said it agreed on August 3 to sell its card business in Spain to Apollo Capital Management. For decades, the U.S. economy was so dominant compared to the rest of the world that nobody really even challenged the status of the U.S. dollar as the reserve currency of the world. But now that U.S. government debt has been downgraded, the U.S. dollar is showing significant weakness and the U.S. economy continues to crumble, the rest of the world is questioning whether the U.S. dollar should be allowed to continue to have such a privileged position in the global marketplace. Politicians all over the world are now openly calling for a new global currency to replace the U.S. dollar in international trade. In fact, we are already seeing a shift away from the dollar in many areas of the globe. A decade ago, the U.S. dollar made up approximately 70% of all foreign exchange reserves around the world. Today, that figure is down to about 60%, and it continues to fall. As the debt problems of the U.S. government get even deeper, and as the U.S. dollar loses even more strength, the calls for a truly global currency are going to grow even louder.Right now, the global financial system is still based on the U.S. dollar to a very large degree. But dissatisfaction with the status quo is growing around the world. Many are blaming the United States for the massive financial problems that we have had in recent years.Many global politicians these days seem quite eager to jump on any chance to criticize the U.S. financial system. In particular, the recent downgrade of long-term U.S. government debt by S&P has provided plenty of ammunition for international proponents of a new global currency.The largest bank in Saudi Arabia, National Commercial Bank, recently had the following to say about the U.S. dollar….The size of the US economy and its treasury market and the dollar’s status as a reserve currency make it impossible to find a historical parallel for the current situation. At a G8 summit back in 2009, Russian President Dmitry Medvedev openly spoke of the need for a new global currency and he evenshowed reporters a coin that represented what a “united future world currency could potentially look like.But it is not just individual nations that have been calling for a change. Over the last couple of years, the United Nations has repeatedly called for the U.S. dollar to be replaced as the global reserve currency.
For instance, a UN report entitled The U.N. World Economic and Social Survey 2010″ openly talked about how the transition from the U.S. dollar to a new global currency could be accomplished. The report made very few headlines around the world, but Americans need to understand that the UN itself is openly plotting to dethrone the U.S. dollar. The following is a brief excerpt from the report….A new global reserve system could be created, one that no longer relies on the United States dollar as the single major reserve currency.The IMF has also been instrumental in promoting the idea of a new global currency. In a recent report entitled Enhancing International Monetary Stability—A Role for the SDR, the IMF discussed the problems with having the U.S. dollar as the reserve currency of the world and it postulated that a larger role for SDRs (Special Drawing Rights) could potentially be an important step toward a true global currency.In fact, the report described SDRs as an embryo from which a new global currency could ultimately develop.So what would a global currency look like? While he was still head of the IMF, Dominique Strauss-Kahn openly called for the introduction of a global currency backed by a global central bank which would act as the lender of last resort in the event of a severe economic crisis….Finally, in principle, a new global currency issued by a global central bank, with robust governance and institutional features, could provide a nominal anchor and risk-free asset for the system independent of national currencies. This global central bank could also serve as a lender of last resort.
But is that what we really need? A global currency issued by a global central bank?
Such a system would not be accountable to American voters whatsoever.Not that the Federal Reserve is accountable to us right now, but at least there is some hope of abolishing the Fed under the U.S. Constitution.Under a global central banking system, the American people would have essentially no power over the monetary system and the international bankers would have almost all the power.Of course that is what the international bankers have always wanted – complete control over the financial system of the entire world.Sadly, it seems as though whenever financial problems arise these days, the solutions we are given always involves more centralization of financial power.
There seems to be a growing consensus among the ultra-wealthy and the global elite that a one world financial system is what we need. But getting there will not be easy. The U.S. dollar is not dead yet, and much of the rest of the world has grown accustomed to using it.However, if the U.S. dollar were to collapse, that could create a crisis which would give the global elite the excuse they need to push us in the direction of a truly global currency.Let’s hope that nothing like this happens any time soon.Could you imagine living in a world in which you were unable to buy or sell unless you participated in the global currency system? That is a frightening thing to think about.Our world is changing, and not for the better.A global currency would be a really, really bad idea. Hopefully we still have some more time before one gets rammed down our throats.

Despite the closeness of the race and the immense political ramifications of a candidate labeled by the corporate media as part of fringe politics finishing neck-to-neck with the insincere Bachmann, Reuters decided to write about Rick Perry’s insignificant, meaningless, though establishment approved, entry into the GOP 2012 race instead. The leaders of France and Germany are meeting on Tuesday in a further attempt to stem the eurozone debt crisis following last week’s strong market turbulence, but Berlin has ruled out any mutualisation of euro countries’ debt.The German parliament is to discuss the latest eurozone plans in September (Jorge Franganillo)German chancellor Angela Merkel will travel to Paris to meet president Nicolas Sarkozy, who last week became the latest eurozone leader to feel the pressure amid speculation that France would be next to lose its top level credit rating.The markets will be closely watching the crisis meeting having picked holes in each of the eurozone’s hastily agreed solutions to date.But despite the intense scrutiny and pressure, it is unclear what major initiatives the two leaders can agree, with Merkel facing a parliament already rebellious about the second bailout for Greece agreed at a eurozone summit in late July.Ahead of the meeting, German finance minister Wolfgang Schaeuble rejected the creation of Eurobonds, which would pool the debt of eurozone countries.

According to a new study by Dr. Aviad Hacohen, Dean of the Shaarei Mishpat College, despite the talk by officials in Israel’s judicial system about the importance of Jewish law and its integration into the Israeli legal system, in practice no use is made of it and those who use it are looked down upon.Justice Minister Yaakov Ne’eman has called in the past to incorporate mishpat ivri (Jewish civil law) into Israel’s law procedures. He is the present-day representative of a long tradition in the religious Zionist sphere, of those who hoped for mishpat Ivri to be the law of the Land.These included Rabbi Kook, Rabbi Maimon and the hareidi-religious Rabbi Eliezer Waldenburg (the latter, in his book Hilchot Medinah, referred to it as atchalta d'Geulah, the start of the redemption, in the arising of our own state on part of our Holy Land, with our own independent government,page 8).While some criticized the idea, including opposition leader Tzipi Livni, others supported Ne’eman, including former Justice Minister Moshe Nissim, who is an observant Jew and son of a former Sephardic Chief Rabbi.There have also been calls to make Jewish monetary law a part of Israeli law. The values and ethics in mishpat ivri are seen as placing it a notch above precedent-based law, as Jewish civil law has the stated objective of building a healthy, caring and just society.But as Hacohen told Arutz Sheva on Sunday, the trend as can be seen from his research is a move away from Jewish law rather than toward it.The phenomenon of not using halakah is not a new phenomenon, he said, pointing out that there have been a few exceptions but that in general the Supreme Court does not heed Jewish law in its rulings.The problem, however, said Dr. Hacohen, is that not only is there no use of Jewish law in court rulings, but judges actually make fun of the Jewish law.
For example, he said, according to some guidelines that were distributed to judges, there is no need for an Israeli judge to have proven knowledge of Jewish law. He added that this is as evidence of a perception that judges who chose to rely on Jewish law may be not be promoted because of this fact.Dr. Hacohen said that this attitude permeates the legal system, as judges and other individuals with senior positions in the judicial system say that young students should not waste their time studying Jewish law since it has no real chance of being used.He brought another example of a judge who noticed that his friend was engaged in Jewish law and asked him, Why did you dive into the deep waters of the Jewish law?, or in other words: why are you engaged in something which has no real legal need? Dr. Hacohen pointed out that these and other examples go against the Israeli law which requires a judge to turn to halakhic sources, especially when making decisions concerning fundamental rights, which Israeli law states must be based on Israel’s Jewish and democratic values.There are judges who do quote Jewish civil law in their rulings, but they are becoming few and far between. This was a point of divergence between former Chief Justice Menachem Elon, who championed the use of Jewish civil law, and former Chief Justice Aharon Barak, who based his rulings on non-Jewish sources.It is out of this concern that the Shaarei Mishpat College, which Dr. Hacohen heads, has launched a graduate program that will approach and make use of Jewish law from the start and not in retrospect.Bar Ilan University's law department has mandatory courses in mishpat ivri as well as the opportunity for advanced degrees specializing in it. The Hebrew University of Jerusalem has a Mishpat Ivri Research Institute, once headed by former Chief Justice Elon.

However, terrorists serving 10 to 15 years receive 6,000 shekels, the ones serving 15 to 20 years receive 10,000 shekels, and those serving 20 to 30 years get 12,000 shekels. Report: Israel and Hamas Hold Schalit Talks in Cairo-Al Hayat says Israel and Gaza terror entity have resumed negotiations, will talk through Egyptian intermediaries

Israel and the terror entity Hamas have resumed negotiations over the release of Gilad Schalit, according to Al Hayat, a London-based Arabic newspaper. Schalit has been held incommunicado by Hamas for over five years.The newspaper reports that Israel's emissary, David Meidan, and Hamas terror chief Ahmed Jaabari will probably arrive at the Egyptian Intelligence Headquarters Monday and conduct indirect negotiations. Hamas and Israeli delegations will sit in separate rooms, with an Egyptian team mediating.An Egyptian source told Al Hayat that Meidan and Jaabari were both in Cairo last week, and held separate meetings with senior Egyptians. These meetings led to the resumption of indirect talks.The Egyptian source said that there was no breakthrough in the talks as of yet. He said that agreement is possible if Israel is willing to pay a price for Schalit and that Hamas is interested in a deal with fair conditions. Bereaved parents in Israel have demanded that the government tell the public which terrorists it intends to release in exchange for Schalit.Schalit's parents recently met Rav Ovadiah Yosef and asked him to exert pressure on the government to effect the release of their son.

BofA to exit Canada, Europe credit card business

NEW YORK/CHARLOTTE, North Carolina (Reuters) - Bank of America Corp plans to sell its credit card business in Canada to TD Bank Group and will exit the rest of its international card business, the bank said on Monday.TD Bank's agreement with Bank of America, the largest U.S. bank by assets, covers an $8.6 billion card portfolio, according to a Bank of America statement. It did not disclose the value of the transaction.TD Group said it will pick up 1.8 million active card accounts from the deal and that it would pay a modest premium for the card receivables.Bank of America also said it would exit its United Kingdom and Ireland card businesses. It has not made a decision on the future of those businesses, which it may wind down or sell, a spokesman said.The move effectively ends Bank of America's consumer banking operations overseas, and comes as it seeks ways to bulk up its capital cushion.
The bank is fighting lawsuits and credit problems related to its ill-fated acquisition of home mortgage lender Countrywide Financial Corp three years ago as the U.S. housing bubble burst.The bank has lost more than $22 billion in its consumer mortgage division in the last four quarters. It agreed in June to pay $8.5 billion to mortgage securities investors and is fighting numerous lawsuits challenging the settlement and other mortgage issues.The sale was not a reaction to analyst estimates over the last week that the bank would need to raise capital to absorb those losses, said Bank of America spokesman Jerry Dubrowski. The reports sent its shares down by 20 percent last Monday.Bank of America said the deal would have a positive effect on its capital levels. It is expected to close in the fourth quarter.Since Brian Moynihan replaced Kenneth Lewis as chief executive in January 2010, Bank of America has been shedding what it considers noncore assets.Last week, Moynihan said in a conference call with investors that the bank has sold 23 businesses and assets over the last six quarters.The sales ranged from a large portion of the bank's stake in BlackRock Inc , the world's largest asset manager, to Balboa Insurance, which provides foreclosure insurance.The bank has earned $30 billion in proceeds through those asset sales, Dubrowski said.Bank of America said it agreed on August 3 to sell its card business in Spain to Apollo Capital Management. Google will pay $40.00 per share, a 63 percent premium to Motorola's closing price on Friday.Google's Android operating system runs smartphones that compete with iPhones, BlackBerrys and Windows-based mobile devices. Motorola Mobility was separated from the rest of Motorola in January. The company has remade itself as a maker of smartphones based on Android, but has struggled against Apple Inc. and Asian smartphone makers.Motorola Mobility's total commitment to Android has created a natural fit for our two companies, said Google CEO Larry Page in a statement. Together, we will create amazing user experiences that supercharge the entire Android ecosystem for the benefit of consumers, partners and developers.The acquisition has the approval of both companies' boards and is expected to close by the end of this year or early 2012. That may be overly ambitious, however, as the deal is likely to face regulatory scrutiny. For decades, the U.S. economy was so dominant compared to the rest of the world that nobody really even challenged the status of the U.S. dollar as the reserve currency of the world. But now that U.S. government debt has been downgraded, the U.S. dollar is showing significant weakness and the U.S. economy continues to crumble, the rest of the world is questioning whether the U.S. dollar should be allowed to continue to have such a privileged position in the global marketplace. Politicians all over the world are now openly calling for a new global currency to replace the U.S. dollar in international trade. In fact, we are already seeing a shift away from the dollar in many areas of the globe. A decade ago, the U.S. dollar made up approximately 70% of all foreign exchange reserves around the world. Today, that figure is down to about 60%, and it continues to fall. As the debt problems of the U.S. government get even deeper, and as the U.S. dollar loses even more strength, the calls for a truly global currency are going to grow even louder.Right now, the global financial system is still based on the U.S. dollar to a very large degree. But dissatisfaction with the status quo is growing around the world. Many are blaming the United States for the massive financial problems that we have had in recent years.Many global politicians these days seem quite eager to jump on any chance to criticize the U.S. financial system. In particular, the recent downgrade of long-term U.S. government debt by S&P has provided plenty of ammunition for international proponents of a new global currency.The largest bank in Saudi Arabia, National Commercial Bank, recently had the following to say about the U.S. dollar….The size of the US economy and its treasury market and the dollar’s status as a reserve currency make it impossible to find a historical parallel for the current situation. International supervision over the issue of U.S. dollars should be introduced and a new, stable and secured global reserve currency may also be an option to avert a catastrophe caused by any single country.The Russian government has also been a vocal proponent of a shift away from the U.S. dollar. At a G8 summit back in 2009, Russian President Dmitry Medvedev openly spoke of the need for a new global currency and he evenshowed reporters a coin that represented what a “united future world currency could potentially look like.But it is not just individual nations that have been calling for a change. Over the last couple of years, the United Nations has repeatedly called for the U.S. dollar to be replaced as the global reserve currency.
For instance, a UN report entitled The U.N. World Economic and Social Survey 2010″ openly talked about how the transition from the U.S. dollar to a new global currency could be accomplished. The report made very few headlines around the world, but Americans need to understand that the UN itself is openly plotting to dethrone the U.S. dollar. The following is a brief excerpt from the report….A new global reserve system could be created, one that no longer relies on the United States dollar as the single major reserve currency.The IMF has also been instrumental in promoting the idea of a new global currency. In a recent report entitled Enhancing International Monetary Stability—A Role for the SDR, the IMF discussed the problems with having the U.S. dollar as the reserve currency of the world and it postulated that a larger role for SDRs (Special Drawing Rights) could potentially be an important step toward a true global currency.In fact, the report described SDRs as an embryo from which a new global currency could ultimately develop.So what would a global currency look like? While he was still head of the IMF, Dominique Strauss-Kahn openly called for the introduction of a global currency backed by a global central bank which would act as the lender of last resort in the event of a severe economic crisis….Finally, in principle, a new global currency issued by a global central bank, with robust governance and institutional features, could provide a nominal anchor and risk-free asset for the system independent of national currencies. This global central bank could also serve as a lender of last resort.
But is that what we really need? A global currency issued by a global central bank?
Such a system would not be accountable to American voters whatsoever.Not that the Federal Reserve is accountable to us right now, but at least there is some hope of abolishing the Fed under the U.S. Constitution.Under a global central banking system, the American people would have essentially no power over the monetary system and the international bankers would have almost all the power.Of course that is what the international bankers have always wanted – complete control over the financial system of the entire world.Sadly, it seems as though whenever financial problems arise these days, the solutions we are given always involves more centralization of financial power.
There seems to be a growing consensus among the ultra-wealthy and the global elite that a one world financial system is what we need. But getting there will not be easy. The U.S. dollar is not dead yet, and much of the rest of the world has grown accustomed to using it.However, if the U.S. dollar were to collapse, that could create a crisis which would give the global elite the excuse they need to push us in the direction of a truly global currency.Let’s hope that nothing like this happens any time soon.Could you imagine living in a world in which you were unable to buy or sell unless you participated in the global currency system? That is a frightening thing to think about.Our world is changing, and not for the better.A global currency would be a really, really bad idea. Despite the closeness of the race and the immense political ramifications of a candidate labeled by the corporate media as part of fringe politics finishing neck-to-neck with the insincere Bachmann, Reuters decided to write about Rick Perry’s insignificant, meaningless, though establishment approved, entry into the GOP 2012 race instead. According to a new study by Dr. Aviad Hacohen, Dean of the Shaarei Mishpat College, despite the talk by officials in Israel’s judicial system about the importance of Jewish law and its integration into the Israeli legal system, in practice no use is made of it and those who use it are looked down upon.Justice Minister Yaakov Ne’eman has called in the past to incorporate mishpat ivri (Jewish civil law) into Israel’s law procedures. He is the present-day representative of a long tradition in the religious Zionist sphere, of those who hoped for mishpat Ivri to be the law of the Land.These included Rabbi Kook, Rabbi Maimon and the hareidi-religious Rabbi Eliezer Waldenburg (the latter, in his book Hilchot Medinah, referred to it as atchalta d'Geulah, the start of the redemption, in the arising of our own state on part of our Holy Land, with our own independent government,page 8).While some criticized the idea, including opposition leader Tzipi Livni, others supported Ne’eman, including former Justice Minister Moshe Nissim, who is an observant Jew and son of a former Sephardic Chief Rabbi.There have also been calls to make Jewish monetary law a part of Israeli law. The values and ethics in mishpat ivri are seen as placing it a notch above precedent-based law, as Jewish civil law has the stated objective of building a healthy, caring and just society.But as Hacohen told Arutz Sheva on Sunday, the trend as can be seen from his research is a move away from Jewish law rather than toward it.The phenomenon of not using halakah is not a new phenomenon, he said, pointing out that there have been a few exceptions but that in general the Supreme Court does not heed Jewish law in its rulings.The problem, however, said Dr. Hacohen, is that not only is there no use of Jewish law in court rulings, but judges actually make fun of the Jewish law.
For example, he said, according to some guidelines that were distributed to judges, there is no need for an Israeli judge to have proven knowledge of Jewish law. He added that this is as evidence of a perception that judges who chose to rely on Jewish law may be not be promoted because of this fact.Dr. Hacohen said that this attitude permeates the legal system, as judges and other individuals with senior positions in the judicial system say that young students should not waste their time studying Jewish law since it has no real chance of being used.He brought another example of a judge who noticed that his friend was engaged in Jewish law and asked him, Why did you dive into the deep waters of the Jewish law?, or in other words: why are you engaged in something which has no real legal need? Dr. Hacohen pointed out that these and other examples go against the Israeli law which requires a judge to turn to halakhic sources, especially when making decisions concerning fundamental rights, which Israeli law states must be based on Israel’s Jewish and democratic values.There are judges who do quote Jewish civil law in their rulings, but they are becoming few and far between. This was a point of divergence between former Chief Justice Menachem Elon, who championed the use of Jewish civil law, and former Chief Justice Aharon Barak, who based his rulings on non-Jewish sources.It is out of this concern that the Shaarei Mishpat College, which Dr. Hacohen heads, has launched a graduate program that will approach and make use of Jewish law from the start and not in retrospect.Bar Ilan University's law department has mandatory courses in mishpat ivri as well as the opportunity for advanced degrees specializing in it. The Hebrew University of Jerusalem has a Mishpat Ivri Research Institute, once headed by former Chief Justice Elon.

Schalit has been held incommunicado by Hamas for over five years.The newspaper reports that Israel's emissary, David Meidan, and Hamas terror chief Ahmed Jaabari will probably arrive at the Egyptian Intelligence Headquarters Monday and conduct indirect negotiations. Hamas and Israeli delegations will sit in separate rooms, with an Egyptian team mediating.An Egyptian source told Al Hayat that Meidan and Jaabari were both in Cairo last week, and held separate meetings with senior Egyptians. These meetings led to the resumption of indirect talks.The Egyptian source said that there was no breakthrough in the talks as of yet. Palestinian Authority Chairman Mahmud Abbas held four secret meetings with Israeli President Shimon Peres in a bid to revive stalled peace talks, a PA official told AFP on Saturday.The official quoted Abbas as saying at a meeting of his Fatah party on Friday, I met Shimon Peres four times in Amman and London in an attempt to restart negotiations and the peace process on a correct foundation.He did not state what Peres wished to promise Abbas that PM Netanyahu did not sanction. Peres is the architect of the disastrous Oslo Accords which were negotiated behind the backs of the Israeli public and the Knesset. Then-Prime Minister Rabin himself only heard of them a year after they had begun.Shimon Peres assured me that the negotiations between us could lead to results that could be adopted by the Netanyahu government, the official quoted Abbas as saying, but noted that Prime Minister Binyamin Netanyahu thwarted those efforts.After the first four meetings, a fifth was scheduled in Amman, but Shimon Peres apologized and said, I’m sorry but the government does not accept that we negotiate and I cannot do anything,Abbas said at the Friday gathering, according to the official.Earlier this month it was reported that a meeting that was supposed to have been held between Peres and Abbas had been cancelled at Peres’ request.Israel's president's role is defined as ceremonial and apolitical, but Peres, more than any other president in Israel's history, has ignored that. His views on concessions to the PA are different from those of Israel's elected government.
Fatah Central Committee member Nabil Shaath announced that the meeting had been cancelled because Peres claimed that he had received nothing from Netanyahu that he could present to Abbas.Peres is the coiner of the term New Middle East, his prediction that economic prosperity, helped and promoted by Israel, would bring peace, which has turned into a non-brainer as the Arab Spring brings violence and more virulent anti-Israel hatred to the Middle East.A spokesman for Peres declined to comment about Saturday’s AFP report.Earlier on Saturday, PA Foreign Minister Riyad Al-Malki told AFP that the Palestinian Authority statehood bid will be presented to the United Nations on September 20.Palestinian president Mahmoud Abbas will personally present the request to UN Secretary General Ban Ki-moon at the opening of the sixty-sixth session (Sept 20), Malki said.In response, Netanyahu’s office described the announcement as expected and unfortunate.It seems that Abu Mazen [Abbas] has decided to avoid direct negotiations, a PMO statement said.Bypassing negotiatons means giving up on the idea of achieving peace with Israel.

The Prime Minister's Office on Saturday described the Palestinian Authority's announcement it would submit its statehood bid to the United Nations on September 20 as expected and unfortunate.PA Foreign Minister Riyad al-Malki on Saturday informed UN Secretary-General Ban Ki-Moon that PA President Mahmoud Abbas will ask the international community to recognize Palestine as a sovereign state on the first day of the annual opening gathering at UN headquarters in New York.It seems that Abu Mazen [Abbas] has decided to avoid direct negotiations, a PMO statement said in response to the PA announcement. This, in effect, means that the PA has decided not to try to achieve peace with Israel.The Israeli mission to the UN responded to news the PA has decided to go ahead with its statehood bid by reiterating calls to return to the negotiating table.Opposition leader Tzipi Livni on Saturday repeated her well-worn mantra that Prime Minister Binyamin Netanyahu's failure to engage in negotiations with the PA led to its decision to ask the United Nations to recognize a Palestinian State on September 20.The Palestinian decision is bad for Israel and only one person is responsible for this diplomatic failure - Netanyahu, Livni said in a statement. Netanyahu's inability to understand the situation and his refusal to continue negotiations -- which Kadima had been holding in keeping with Israel's best interests -- are leading Israel to one of the most dangerous diplomatic failures in its history,she added.
Livni did not address PA chairman Mahmoud Abbas' two-year refusal to come to the negotiating table without preconditions prejudicing talks in favor of his maximalist positions, his refusal to recognize Israel as the Jewish homeland or acknowledge Israeli concessions she herself backed -- such as the ten month freeze on Jewish construction in the 'disputed territories' -- undertaken in the vain hopes of drawing the PA back to the table.MK Arye Eldad (National Union) on Saturday night called on Israel to cancel the Oslo Accords in reaction to the Palestinian announcement. Minister Uzi Landau (Yisrael Beitenu) said the same a day earlier.The Government of Israel should announce immediately that with this application to the UN the Oslo Accords will be canceled and Israel should declare that Israeli law will be implemented in Judea and Samaria,Eldad said in a statement.

The Palestinian Authority statehood bid will be presented to the United Nations on September 20, PA Foreign Minister Riyad Al-Malki told AFP on Saturday.Palestinian president Mahmoud Abbas will personally present the request to UN Secretary General Ban Ki-moon at the opening of the sixty-sixth session (Sept 20), Malki said.Abbas will insist on this historic initiative and Ban Ki-moon will present the request to the Security Council, he added.Malki said PA officials chose September because Lebanon, which will hold the presidency of the Security Council, would be in a strong position to push the bid forward.Lebanon will hold the presidency of the Security Council in September and this will help us because the president of the council has special prerogatives, which is crucial, he said.The bid comes despite strong doubts over PA readiness for statehood due to fiscal insolvency, corruption, its inability to form a unity government, and concerns over the inclusion of the Hamas terror organization in its ranks.Last month, a routine Security Council debate on the Middle East became Israel and the PA's dress rehearsal for September's General Assembly conference where the PA will seek UN recognition.
PA observer Riyad Mansour called on the UN to recognize a PA state.It's time to end the occupation, he said.Israel's Ambassador to the UN Ron Prosor warned that the PA decision to bypass peace talks will lead only to frustration and violence. He also referred to the move as a false idol.Israel's government has said unilateral moves by the PA will be met with a diplomatic eye for an eye.
