A British professor and expert on the health effects of ionizing radiation told Alex Jones today evidence points toward a nuclear explosion occurring at the Fukushima Daiichi complex. Two explosions at the plant in March were described as hydrogen gas explosions by Japanese officials and the corporate media.Professor Chris Busby on the Alex Jones Show, April 12, 2011. Citing data collected by two Russian scientists, Professor Chris Busby told Alex Jones and his audience that the explosions at Fukushima were possibly nuclear. The Russian scientists, Sergey A. Pakhomov and Yuri V. Dubasov of the VG Khlopin Radium Institute in Saint Petersburg, examined data related to the explosion at Chernobyl.Japanese nuclear safety agency raises crisis level of Fukushima Daiichi power plant accident from 5 to 7.Using ratios of the radionuclides Xenon 133 and Xenon 133m which they measured by gamma spectrometer, the Russians demonstrated that the Chernobyl explosion was a fission criticality explosion and not principally a hydrogen explosion as has been claimed.

I believe that the explosion of the No 3 reactor may have also involved criticality but this must await the release of data on measurements of the Xenon isotope ratios, he writes in a statement on Fukushima and Chernobyl emailed to Infowars.com.
Busby further notes that the surface contamination and of dose rates 60 kilometers out from the Fukushima site on March 17 exceeded that released at Chernobyl.He explains in his statement that the damaged reactors at Fukushima are now continuing to fission. It is hoped that there will be no separation of plutonium and possible nuclear explosion. I feel that this is unlikely now.Short of an actual plutonium explosion, the reactors remain open to the air and will continue to fission and release radionuclides for years unless something drastic is done.Dr. Busby noted a precedent for the dire scenario now unfolding – a nuclear explosion at a plutonium production reprocessing plant in the former Soviet Union in 1957.The incident at the Mayak facility was the second-worst nuclear accident in history after the Chernobyl disaster. The explosion released 50-100 tonnes of high-level radioactive waste and contaminated a huge territory in the eastern Urals. The Soviets kept the explosion secret for 30 years. According to a report on the accident, about 400,000 people in the region were irradiated following the explosion and other incidents at the plant.
Dr. Busby told Alex Jones that short of actual isotope readings, he cannot definitely state that the explosions at Fukushima were nuclear, although he believes they were. We don’t have evidence of that,he concluded, we would need to have the Xenon isotope ratios.

The troubled nuclear plant… is facing a wide array of fresh threats that could persist indefinitely, and that in some cases are expected to increase as a result of the very measures being taken to keep the plant stable, according to a confidential NRC assessment.Japan said it is considering expanding the area covered by a compulsory evacuation order, with no immediate end in sight to the world’s worst nuclear accident since Chernobyl. At this point we should all sit up and take notice of what is happening and what could all so easily happen.The core at Japan’s Fukushima nuclear reactor has melted through the reactor pressure vessel, Rep. Edward Markey told a House hearing on the disaster. I have been informed by the Nuclear Regulatory Commission (NRC) that the core has gotten so hot that part of it has probably melted through the reactor pressure vessel. America’s NRC said that some of the core of a stricken Japanese reactor had probably leaked from its steel pressure vessel into the bottom of the containment structure, implying that the damage was even worse than previously thought.Richard Lahey, who was head of safety research for boiling-water reactors at General Electric when the company installed the units at Fukushima, told the Guardian that at least part of the molten core, which includes melted fuel rods and zirconium alloy cladding, seemed to have sunk through the steel lower head of the pressure vessel around reactor no. 2. The indications we have, from the reactor to radiation readings and the materials they are seeing, suggest that the core has melted through the bottom of the pressure vessel in unit two, and at least some of it is down on the floor of the drywell, Lahey said.

Moreover, explosions blew nuclear material up to one mile from the units into the atmosphere, indicating much greater damage than previously disclosed. As a result, David Lochbaum from the Union of Concerned Scientists (UCS) believes, This paints a very different picture, and suggests that things are a lot worse. They could still have more damage in a big way if some of these things don’t work out for them… They’ve got a lot of nasty things to (handle), and one missed step could make the situation much, much worse.On March 29, Dr. Chris Busby said, In fact, Fukushima already way exceeds Chernobyl and Three Mile Island and will get increasingly worse ahead as radiation releases continue and spread. Busby calls it the greatest public health scandal in human history, which can be witnessed in the present as the government and press continue to mislead the public.As radioactive iodine and cesium-137 continue to spread across the northern hemisphere in higher and higher amounts, and is now reported in France, not a word is mentioned about the population’s iodine deficiencies and how that will guarantee that almost everyone’s thyroids will be ever so thirsty sponges for radioactive iodine. Criminal, mass murder and crimes against humanity are all words that come to mind thinking of this. Medical officials are either totally dumb or the meanest rats that ever walked this earth. They are obviously too stupid to realize that the public’s mineral deficiencies are a major factor in calculating vulnerabilities to exposures to radiation.

We have no choice but to prepare our hearts that this catastrophe will go to level seven and beyond releasing unsupportable radiation onto the nation of Japan and into the northern hemisphere—especially North America. And in fact this morning we find the Japanese doing just that, raising the nuclear catastrophe to level 7.It is more than pathetic though that in the announcement about going to level 7 that the same article mentions Chief Cabinet Secretary Yukio Edano telling reporters there was no “direct health damage” so far from the crisis. The accident itself is really serious, but we have set our priority so as not to cause health damage.Seems like Japanese ministers are playing God now in their frustration over events that are simply overwhelming them.Hironobu Unesaki, a nuclear physicist at Kyoto University Research Reactor Institute, said the revision was not a cause for worry that it had to do with the overall release of radiation and was not directly linked to health dangers. Incredible the press would even print such garbage. Sounds like these gentlemen are like men standing on the shoreline telling the tide not to come in.The really bad news has yet to fall on Tokyo, one of the richest and largest metropolitan areas in the world. Will it succumb to the expanding radiation and become the first major center of civilization to fall? Evacuation orders are currently issued when residents are at risk of receiving radiation of at least 50 millisieverts (with no time rate mentioned in the report), but the government said that arrangement assumed only brief exposure. Chronic and persistent exposures need to be calculated into the far future meaning people are going to have to be removed from wider and wider areas. The standard does not take into account the effects of accumulative exposure,Chief Cabinet Secretary Yukio Edano said. We are discussing what standards to use for accumulative radiation.You would think that governments in conjunction with the nuclear industry would have had this all figured out by now but they remain in complete denial of the dangerous of radiation at low levels of chronic exposure.

The disaster is hitting the Japanese were it really hurts by destroying their crops and now fish. Japan now has to contemplate having to change thousand-year-old eating habits. For an archipelago that has lived off the ocean since prehistoric times, radioactive fish is a worst-case scenario with possibly economy-wide implications.It is really scary to think about the situation worsening. So far most Japanese reportedly have not been directly affected by the calamity, but the realization that radioactive material has been found in seafood has made many of the nation’s 126 million people nervous, as it should. And those rolling blackouts are certainly having their effects on the population and the industries that have made Japan the great nation it has become.Japan was also the scene of one of the worst public health disasters ever with thousands crippled by mercury poisoning of seafood caused when toxic chemicals were released into the sea in the 1950s and 1960s. Mercury is another invisible poison and has become a disaster running in the background that everyone seems to continue to ignore. This admission in the mainstream of the mercury mishap in Japan opens Pandora’s box—the one where heavy metals, toxic chemicals and radiation mix to create a truly poisoned world.The high priests of this kind of world tell us not to worry as they raise the limits of what is considered safe as they did in Japan—the water is now safe to drink in Tokyo because they moved the goal posts and raised the limits of what is safe. The EPA reportedly also raised the safe limits.

Meanwhile doctors continue to expose their patients to higher and higher levels of radiation but this is going to finally have to stop. Soaring numbers of kids are getting CT scans in emergency rooms. The number of ER visits nationwide in which children were given CT scans surged from about 330,000 in 1995 to 1.65 million in 2008—a five-fold increase.The number of kids’ ER visits didn’t increase measurably during the study, but the percentage of visits involving CT scans climbed from about one percent to almost six percent. Increases in CT scan use have also been found in adults and the cancer industry is desperately fighting to make sure women still get their mammograms even though they too expose women to dangerous radiation, the last thing they need in an increasingly radioactive world.What medical officials, then doctors, will have to discover after they have been hit over the head several times with nuclear two-by-fours, is that every toxic exposure will increase people’s vulnerability to succumb to radiation sickness. Toxic accumulation, whether from heavy metals, chemicals, pesticides, food additives and preservatives, etc. will each take their toll, weakening our resistance or ability to clear radioactive particles from our bodies.

April 4, 2011 — White House threats must be taken seriously
In yet another indication that America’s democratic experiment is a thing of the past, this editor has received word from a source in a foreign intelligence agency allied with the United States that there has been talk by some within the Obama White House that this editor is under threat. What particular stories have inflamed the White House are not known but the warning conveyed by the source, who has connections within the White House, was stark in its directness: They want to kill you.It was perfectly clear that the phrase was not being used as a figure of speech.

That this development is being reported on April 4 is even more ironic. On April 4, 1968, Dr. Martin Luther King, Kr. was assassinated in Memphis during his mission to support striking sanitation workers in the city. Now, we have our first African-American president and a threat to kill a journalist who is most definitely not one of their favorites has been seriously discussed.Of course, muckraking journalists have been under threat before in America. In 1972, columnist and investigative journalist Jack Anderson had ended up very high on President Richard Nixon’s infamous enemies list. Anderson had long been a burr under the political saddle of Nixon and the president blamed Anderson for exposing a number of Nixon’s corrupt activities, including the exposure in 1956 by Anderson and his boss, Drew Pearson, of a loan from Howard Hughes to Nixon’s brother Donald.In the years before the Watergate scandal broke but at a time when other various scandals in the Nixon administration began to receive the bulldog-like attention of Anderson, who succeeded Pearson as editor of the Washington Merry-Go-Round column in 1969, there were serious discussions among Nixon aides Charles Colson and G. Gordon Liddy, as well as the CIA’s Dr. Edward Gunn, an expert on poisons, about assassinating the troublesome Anderson.

Scenarios included the use of LSD or poison but Anderson’s Mormon religion and the fact that he did not drink ruled out the use of poisons or LSD in his drink. Staging an automobile accident in which Anderson would be incinerated was also an option. Another scenario considered was one which would have appeared to be a random Washington, DC street mugging in which Anderson would be stabbed or have his throat slit. The plot to assassinate Anderson came to an abrupt halt as Liddy, Colson, and E. Howard Hunt, who had also been involved in the action against Anderson, were exposed in the May 1972 break-in at the Watergate headquarters of the Democratic National Committee.Although I have attempted to pattern WMR after Anderson’s and Pearson’s “Merry-Go-Round” column, I do not have the luxury of newspaper syndicators or a Pulitzer Prize, all of which Anderson could rely on as firewalls between him and those in the White House who wanted to kill him.I ran the information about the warning from the foreign intelligence source by some African-Americans in Washington who have worked with Obama White House officials. Their response was less than encouraging. The bottom line is that the White House engages in the type of gangster politics for which their home base of Chicago has become infamous.Although I have taken precautions in covering post-genocide Rwanda, child trafficking in Thailand and Cambodia, the loss of nuclear weapons at Minot Air Force Base in North Dakota, the gunning down by police of CIA asset Tony Carnaby in Houston, the story of Washington Madam Deborah Jeane Palfrey, and BP’s activities on the Gulf Coast in the wake of the Deepwater Horizon disaster, and President Obama’s and incoming Chicago Mayor Rahm Emanuel’s past activities in Chicago, those measures were temporary and lasted for as long as I was in the field.

However, I have absolutely no desire to constantly be in fear of the type of a White House-directed or -tolerated hit like that discussed by Nixon aides on Anderson who had the benefit of a degree of support from his syndicate and the newspapers who carried his column, which included The Washington Post.Preliminary plans are being made to continue the investigative journalism of this website from a safer vantage point abroad and in an environment that provides basic protection for press freedom. Unfortunately, the United States is no longer a safe place for independent journalists. Today, President Obama kicked off his 2012 presidential campaign in a web video message. Without a Democratic primary challenger, it can be safely assumed that the White House will pull out every arrow in its quiver to suppress negative information about Obama. The mere fact that the announcement of Obama’s re-election came on the anniversary of the assassination of Dr. King shows that Obama will shamelessly attach himself to the legacy of the much-revered African-American leader with whom he shares no cultural legacy of historical African-Americans with their family histories of slavery in the South and sharecropping. Nor would King, if alive today, approve of any of Obama’s pro-war and pro-corporate policies.With a second Obama term a likelihood, iIt only makes sense, therefore, that the reporting on the new America be conducted from a more secure location.There is an interesting postscript to this story. Not once, during the eight years of the Bush administration, did I ever receive such a credible and direct threat. In fact, after WMR’s stories about marital friction between Bush and First Lady Laura Bush received national media attention, there was a communication from a close friend of Mrs. Bush that if I laid off her marital situation, I would be given a major scoop. Knowing that no one should ever cut a deal with the Bush family or their friends, I kindly declined the offer. Spanish royal meets Palestinian president

JERUSALEM (AFP) – Spanish Crown Prince Felipe restated his nation's support for an independent Palestinian state during talks on Tuesday with Palestinian president Mahmud Abbas, a local news agency said.Prince Felipe, accompanied by his wife, Princess Letizia, met Abbas at his presidential headquarters in Ramallah as part of a tour of Israel and the West Bank.The prince reiterated Spain's position in support of the peace process and the right of the Palestinian people to establish an independent state alongside Israel, said a statement carried by official Palestinian news agency WAFA.For his part, Abbas said the Palestinian Authority remained committed to the peace process, based on legitimate international resolutions and international law, the statement said.Peace talks between Israel and the Palestinians have been on hold since late last year after an Israeli moratorium on settlement building expired. The Palestinians have refused to hold talks while Israel builds on land they want for their future state.Abbas said during Tuesday's meeting that any peace process required clear terms of reference, and stressed that settlement activity in all its forms must stop for negotiations to begin.During the meeting, which was attended by Spain's foreign minister, Abbas offered thanks for the great support he said Spain's king, government and people had offered the Palestinians.

In a sign of growing diplomatic relations between Israel and Spain, the Crown Prince and Princess of Spain, Felipe de Borbon and Letizia Ortiz, were in Israel this week on an official state visit. President Shimon Peres hosted the royal pair. The Prince and Princess are on a royal visit to Israel to mark 25 years of diplomatic relations between Israel and Spain, The visit, which is the first for the Crown Prince to Israel, is a reciprocal one coming after Peres' visit King Juan Carlos I in March.
Peres held an official welcoming ceremony for his guests at the President's House in Jerusalem on Monday morning. Following the ceremony, Peres held a working meeting with his guests, telling them Israel welcomes you warmly and with the expectation that this historic visit will contribute greatly to the strengthening of relations between Spain and Israel in the fields of economy, science, technology, education and culture.Speaking to his visitors at a welcoming ceremony, Peres said I would like to thank your father, the King of Spain, and Queen Sofia, for the warm welcome I received in Spain. King Juan Carlos bravely succeeded to lead Spain to democracy after Franco, strengthening Spain and turning it into an open, peace-loving country.

Although only 24 hours long, Felipe and Letizia managed to pack numerous activities into their visit to Israel, paying a call at Yad Vashem, attending a eception at Tel Aviv University, breakfasting with Prime Minister Binyamin Netanyahu, and touring the Israel Museum. Speaking at Tel Aviv University Monday night, Felipe urged greater technological cooperation between Israel and Spain.On Tuesday afternoon, the two visited Palestinian Authority chief Mahmoud Abbas before returning home.

JERUSALEM (AFP) – The Palestinian Authority is now largely ready to govern a state, the office of the United Nations special coordinator for the Middle East peace process said in a report on Tuesday.In six areas where the UN is most engaged, governmental functions are now sufficient for a functioning government of a state, said the report, which will be submitted to Palestinian donor nations meeting in Brussels on Wednesday.But the report warned that it would be difficult for the Palestinian Authority to make any additional progress while the Israeli occupation continued and peace talks remained stalled.The key constraints to the existence and successful functioning of the institutions of a potential state of Palestine arise primarily from the persistence of the occupation and the unresolved issues in the Israeli-Palestinian conflict,the report said.The institutional achievements of the Palestinian state-building agenda are approaching their limits within the political and physical space currently available.The Palestinian Authority (PA) has set itself a September 2011 deadline to be ready for statehood, with the hope of pressuring Israel and the international community to recognise a Palestinian state.

Peace talks between Israel and the Palestinians have been on hold since late 2010 over the issue of Jewish settlement in the West Bank and east Jerusalem.But the Palestinians have said they will seek United Nations recognition for a unilateral declaration of statehood if the talks do not resume, and have touted their state-building efforts as evidence of their readiness for statehood.In a statement accompanying the report, UN special coordinator for the Middle East peace process Robert Serry, praised Palestinian Authority president Mahmud Abbas and prime minister Salam Fayyad.This is a decisive period, he said, warning that progress could be retarded or even unravelled without more Israeli cooperation and a return to negotiations.No-one should underestimate what is at stake now. What we urgently need are further steps on the ground that can enable a broadening of this progress, he said.I believe Israel needs to roll back measures of occupation to match the PA?s achievements. Blocks Quartet Move to Propose Pro-PA Final Status Plan

The United States on Tuesday blocked a Quartet move to impose on Israel a final status plan for the Palestinian Authority, but foreign media reported that the initiative would re-start the peace process.Britain, France and Germany were behind the initiative for the meeting of the Quartet, comprised of the United States, the United Nations, Russia and the European Union.The final status proposal in effect is an adoption of the PA agenda although the PA agreed several years ago to achieve final status through negotiations with Israel. Instead, PA Chairman Mahmoud Abbas has adopted a strategy of gaining international support for a PA state that would include land on which more than 500,000 Jews now live, in United Jerusalem, Judea and Samaria.U.S. President Barack Obama and his advisers accept in principle the PA demands, but an American diplomat told the Associated Press,It wasn't the right time for a meeting. The Obama administration essentially is playing both sides of the fence, opposing a Jewish presence on the land restored to Israel in the Six Day War in 1967 but stalling pro-Arab pressure to force the issue.

Foreign ministers wary of EU military role in Libya

EUOBSERVER / LUXEMBOURG - Foreign ministers have endorsed the basic outlines of an EU military-humanitarian mission to Libya, amid concern about putting ground soldiers into a volatile situation. The meeting in Luxembourg on Tuesday (12 March) saw ministers approve the so-called concept of operations (Conops) for the Eufor Libya mission, the first step in the planning of any mission which involves military assets.Speaking to EUobserver on his way out of the meeting, Finnish foreign minister Alexander Stubb said that no more official information will come out until the UN makes a formal request for EU military assistance to deliver humanitarian aid or to help get refugees out.We are only in the planning phase now of Eufor Libya. The next step would have to be a request from the UN office for the co-ordination of humanitarian affairs (OCHA) on opening or maintaining of humanitarian passages. It could be evacuations, but that request hasn't come yet. If that request comes, then we'll have to take more concrete measures. There are no decisions coming out of here today, he said.Earlier in the day, an EU diplomat said France is basically trying to get boots on the ground via an EU humanitarian-military mission. But a lot member states are very reluctant in signing up to that.But speaking after the meeting French foreign minister Alain Juppe ruled out any military role for the EU operation.For her part, foreign affairs chief Catherine Ashton said In support of humanitarian efforts, military assets are to be used very carefully. It is a very unusual military operation - we don't know what we would be asked to do - so planning is very loose at the moment.The ministers on Tuesday also adopted sanctions on 26 Libyan energy companies and met with representatives of the Libyan National Transition Council (NTC) in Benghazi for a two-hour-long coffee.The NTC foreign affairs representative, Ali Al-Issawi, later told reporters that the EU and other international actors should do more to protect civilians.We ask countries from all over the world to support the [UN] resolution, mainly the protection of civilians. But Sweden, among others, is wary of giving the impression the EU is closed to talks with other opposition players. Juppe went on to criticise Nato for not doing enough to protect civilians, particularly in the port of Misrata, which is under heavy artillery fire by the Gaddafi forces.

Nato is mainly using French assets, as we are the number one contributor at this stage. I hope others will follow suit. I have confidence in [Nato chief Anders Fogh] Rasmussen's capacity to gather all necessary assets. It is unacceptable for Misrata to be still subject to bombings from Gaddafi troops,he said.It certainly doesn't mean to engage in riskier operations, but to exert the maximum military pressure possible and strike military targets. If artillery is firing at Misrata, it means there is artillery which needs to be tracked down and annihilated.Nato meanwhile informed the media that it had destroye four Gaddafi tanks and an ammunition storage depot.We're keeping pressure on to stop the violence, Charles Bouchard, the commander of the Nato-led operations said in a statement.

Over 10,000 Rebels, Civilians Killed in Libya So Far

The revolution in Libya has not been going as smooth as it did in Tunisia and Egypt. Unlike in those countries, anti-government rebels have faced steep losses – with as many as 10,000 people killed, and 20,000 more missing, rebel leaders say. In addition, they say, some 30,000 have been injured – many with serious, life-threatening injuries.The report on rebel losses, released over the weekend, has prompted the International Committee for the Red Cross to investigate. The ICRC will send a team by boat to the western rebel city of Misrata to see for themselves the level of violence being committed against rebels.For now, the rebels say they are in a standoff, and they expect fighting to continue for the foreseeable future. A ceasefire proposed by African diplomats fell apart even before it got off the ground, and fighting broke out again in Misrata, as well as near Ajdabiya, a key eastern town that has changed hands numerous times.Besides violence at the hands of forces loyal to Libyan leader Muammar Qaddafi, residents of rebel-held cities have been suffering privation and even, in some cases, starvation. A UN World Food Program cargo ship carrying medical supplies, doctors and other aid arrived in Misrata last Thursday. The ship was carrying more 600 metric tons of food, including wheat flour and vegetable oil - enough to feed more than 40,000 people for a month.

In an interview with the BBC, former Libyan Foreign Minister and Intelligence chief Moussa Koussa, warned that Libya could turn into another Somalia – a country run by warlords and violent gangs – if the civil war continued much longer.But rebel leaders dismiss that notion. Speaking to reporters, rebel media spokesman Mustafa Gheriani said,We don't have ethnic groups waging war against each other. We don't have political parties waging war against each other. There are two fronts. There are the people of the country, the Libyan people, and Colonel Qaddafi and his regime and his kids. Gehrani said that the revels would keep fighting as long as needed.

Despite the continued NATO air support against Libyan Army forces, rebel leaders say that more effort was needed to help protect civilians. Speaking to reporters, Ali Al Isawi, a representative of Libya's National Transition Council (NTC), told reporters after a meeting in Luxembourg, We want more efforts regarding protection of civilians against this aggression.French Foreign Minister Alain Juppe agreed, and said that NATO should step up its involvement in order to help prevent further civilian casualties in Libya.(IsraelNationalNews.com)

AJDABIYA, Libya – Moammar Gadhafi's forces fired rockets along the eastern front line and shelled the besieged city of Misrata Tuesday as France and Britain urged their NATO allies, including the United States, to intensify the campaign against the Libyan regime.But hopes for a rebel military victory have faded and diplomatic efforts to find a solution were picking up momentum. On Wednesday, diplomats will gather in the tiny Gulf nation of Qatar for a meeting of the Libya contact group, which aims to coordinate an international response to the conflict.On Monday, African leaders tried to broker a cease-fire but were immediately shot down when the opposition insisted that Gadhafi give up power immediately.For his part, Libyan government spokesman Moussa Ibrahim insisted that any talk of Gadhafi stepping down, which has also been suggested by some European officials, was imperialist thinking and he lamented that the rebels had not followed suit in accepting the African proposal.The Libyan rebels have proven to be far weaker and outnumbered by Gadhafi's forces and without NATO airstrikes, they could face a crushing military defeat. So any realistic rebel hopes of unseating Gadhafi now rest firmly on international political pressure combined with sustained NATO airstrikes.French Foreign Minister Alain Juppe said NATO was not doing enough to ease the pressure on Misrata. He also said the alliance should be firing on the weapons being used by Gadhafi's troops to target civilians in Misrata, the only city in western Libya that is still partially in the hands of rebels. International groups are warning of a dire humanitarian crisis in Misrata, Libya's third-largest city.

Paris lamented the limited U.S. military role in Libya and chided Germany for its lack of involvement. In a dire analysis, France's defense minister acknowledged that without full American participation in the combat operation, the West probably can't stop Gadhafi's attacks on besieged rebel cities.Britain's Foreign Secretary William Hague agreed that the allies must intensify their efforts.France has played a particularly aggressive role in Libya in recent weeks, pushing diplomatically for a U.N. resolution to allow the international military operation and firing the first strikes in the campaign. France also was the first to recognize the Libyan opposition and to send a diplomatic envoy to the rebel-held city of Benghazi.A NATO general rejected the criticism and said the alliance is performing well and protecting civilians.Dutch Brig. Gen. Mark Van Uhm said the alliance was successful in enforcing an arms embargo, patrolling a no fly zone and protecting civilians. I think with the assets we have, we're doing a great job, he said.NATO took over command of the operation over Libya from the U.S. on March 31.NATO said Tuesday that its aircraft destroyed four tanks near Zintan, 75 miles (120 kilometers) southwest of the capital, Tripoli. A separate strike also destroyed an ammunition storage site southwest of Sirte, a Gadhafi stronghold and home to the Libyan leader's tribe, the military alliance said.British jets patrolling near Misrata also fired missiles and destroyed a tank, according to the U.K. military spokesman Maj. Gen. John Lorimer.

We will continue to strike at the regime's supplies and supply lines and reduce their ability to fight, said the commander of the NATO operation, Canadian Lt. Gen. Charles Bouchard.In fighting on Tuesday, several rockets struck Ajdabiya, the main gateway town into the rebel-held east. Witnesses also reported shelling in Misrata.
Weeks of fierce government bombardment of Misrata have terrorized the city's residents, killing dozens of people and leaving food and medical supplies scarce, according to residents, doctors and rights groups.Unfortunately, with the long-range war machines of Gadhafi forces, no place is safe in Misrata, a medical official in Misrata told The Associated Press, asking that his name not be published for fear of reprisals. Six people were killed Monday and another corpse was brought in Tuesday, he said.The Libyan government, however, maintained that the problems in Misrata were the work of terrorists and authorities were actually working to succor the populace of the city.The Libyan government is doing its best to help the people of Misrata and the foreign workers trapped there under the conditions imposed by the terrorists, by the armed gangs, said spokesman Ibrahim.Libyan opposition spokesman Ali al-Issawi said Gadhafi's soldiers have killed about 10,000 people throughout the country and injured 30,000, with 7,000 of the injured facing life-threatening wounds. He said another 20,000 people were missing and suspected of being in Gadhafi's prisons. However he did not say how he arrived at those number and there was no way to independently verify them given the restrictions on foreign journalists and international organizations operating inside Libya.

Previous estimates by human rights groups and others had much lower death tolls in the hundreds or a few thousand.On the eve of the Libya contact group meeting in Qatar, the Gulf country confirmed it was behind last week's sale of more than $100 million of crude oil from areas held by Libya's rebels. Though not a surprise, the announcement underscores Qatar's position as the most prominent Arab state supporting opposition forces seeking to topple Gadhafi.Also Tuesday, a British government official said Libya's former Foreign Minister Moussa Koussa is traveling to Qatar to share his insight on the workings of Gadhafi's inner circle.Koussa, who fled to England in late March, is the highest ranking member of Gadhafi's regime to quit so far. He had been a longtime aide throughout Gadhafi's 42-year rule.Koussa has been asked to attend the conference on Libya being held in Doha as a valuable Gadhafi insider, according to the official, who spoke on condition of anonymity because of the sensitivity of the situation.MI6 agents stopped questioning Koussa last week, according to the official. TOKYO – Japan ranked its nuclear crisis at the highest possible severity on an international scale — the same level as the 1986 Chernobyl disaster — even as it insisted Tuesday that radiation leaks are declining at its tsunami-crippled nuclear plant.The higher rating is an open acknowledgement of what was widely understood already: The nuclear accident at the Fukushima Dai-ichi plant is the second-worst in history. It does not signal a worsening of the plant's status in recent days or any new health dangers.Still, people living nearby who have endured a month of spewing radiation and frequent earthquakes said the change in status added to their unease despite government efforts to play down any notion that the crisis poses immediate health risks.Miyuki Ichisawa closed her coffee shop this week when the government added her community, Iitate village, and four others to places people should leave to avoid long-term radiation exposure. The additions expanded the 12-mile (20-kilometer) zone where people had already been ordered to evacuate soon after the March 11 tsunami swamped the plant.And now the government is officially telling us this accident is at the same level of Chernobyl, Ichisawa said.It's very shocking to me.Japanese nuclear regulators said the severity rating was raised from 5 to 7 on an international scale overseen by the International Atomic Energy Agency due to new assessments of the overall radiation leaks from the Fukushima Dai-ichi plant.

According to the Vienna-based atomic energy agency, the new ranking signifies a major accident that includes widespread effects on the environment and people's health. The scale, designed by experts convened by the IAEA and other groups in 1989, is meant to help the public, the technical community and the media understand the public safety implications of nuclear events.The International Atomic Energy Agency said Japan's decision did not mean the disaster had been downplayed previously.
Early actions by Japanese authorities — evacuations, radiation warnings and the work at the plant to contain leaks — showed they realized the gravity of the situation, Denis Flory, an IAEA deputy director general, said.The upgraded status did not mean radiation from the plant was worsening, but rather reflected concern about long-term health risks as it continues to spew into the air, soil and seawater. Most radiation exposures around the region haven't been high enough yet to raise significant health concerns.Workers are still trying to restore disabled cooling systems at the plant, and radioactive isotopes have been detected in tap water, fish and vegetables.Iitate's town government decided Tuesday to ban planting of all farm products, including rice and vegetables, expanding the national government's prohibition on growing rice there.Japan's prime minister, Naoto Kan, went on national television and urged people not to panic.Right now, the situation of the nuclear reactors at the Fukushima plant has been stabilizing step by step. The amount of radiation leaks is on the decline, he said.But we are not at the stage yet where we can let our guard down.Japanese officials said the leaks from the Fukushima plant so far amount to a tenth of the radiation emitted from Chernobyl, but about 10 times the amount needed to reach the level 7 threshold. They acknowledged the emissions could eventually exceed Chernobyl's, but said the chance that will happen is very small. However, regulators have also acknowledged that a more severe nuclear accident is a distinct possibility until regular cooling systems are restored — a process likely to take months.

Although the Fukushima accident is now at the equal level as Chernobyl, we should not consider the two incidents as the same, said Hiroshi Horiike, professor of nuclear engineering at Osaka University. Fukushima is not a Chernobyl.In Chernobyl, in what is now the Ukraine, a reactor exploded on April 26, 1986, spewing a cloud of radiation over much of the Northern Hemisphere. A zone about 19 miles (30 kilometers) around the plant was declared uninhabitable.Thirty-one men died mostly from being exposed to very high levels of radiation trying to contain the accident. But there is no agreement on how many people are likely to die of cancers caused by its radiation. No radiation exposure deaths have been blamed on the leaks at Fukushima Dai-ichi. Two plant workers were treated for burns after walking in heavily contaminated water in a building there.The tsunami, spawned by a 9.0-magnitude earthquake, knocked out cooling systems and backup diesel generators, leading to hydrogen explosions at three reactors and a fire at a fourth that was undergoing regular maintenance and was empty of fuel. Workers have been improvising for weeks with everything from helicopter drops to fire hoses to supply cooling water to the plant.Hidehiko Nishiyama, a spokesman for Japan's Nuclear and Industrial Safety Agency, noted that unlike in Chernobyl there have been no explosions of reactor cores, which are more serious than hydrogen explosions. In that sense, this situation is totally different from Chernobyl, he said.NISA officials said they raised the incident level because of the cumulative amount of radioactive particles released into the atmosphere. Other factors included damage to the plant's buildings and accumulated radiation levels for its workers.The revision was based on cross-checking and assessments of data on leaks of radioactive iodine-131 and cesium-137. Officials did not say why they skipped level 6 or when exactly the radiation level exceeded the level 7 threshold.

Based on government estimates, the equivalent of 500,000 terabecquerels of radiation from iodine-131 has been released into the atmosphere since the crisis began, well above the several tens of thousands of terabecquerels needed to reach level 7. A terabecquerel equals a trillion becquerels, a measure of radiation emissions. The Chernobyl incident released 5.2 million terabecquerels into the air.We have refrained from making announcements until we have reliable data, Nishiyama said. He also emphasized that no more major leaks are expected from the reactors, though he acknowledged more work is needed to keep the reactors stable.Work to stabilize the plant has been impeded by continued aftershocks, the latest a 6.3-magnitude quake Tuesday that prompted plant operator Tokyo Electric Power Co., or TEPCO, to temporarily pull back workers. Work removing highly radioactive water, a necessary step before cooling systems can be restored, finally resumed around 7:30 p.m.In his televised address, Kan gave the nation a pep talk, telling people to focus on recovering from the disasters that are believed to have killed 25,000 people.Let's live normally without falling into excessive self-restraint, he said.We should eat and drink products from the quake-hit areas as a form of support.Many of the more than 14,500 people still listed as missing from the quake and tsunami are thought to have been swept out to sea. A month after the disaster, more than 145,000 people are still living in shelters.Among them is Kenichi Yomogita, a plumbing contract worker at Fukushima Dai-ichi who was off work the day of the tsunami and has not returned. His hometown of Tomioka is in the evacuation zone, and he thinks it will be at least three years before he can return. Prime Minister Binyamin Netanyahu’s multi-million libel suit on the ’Bibi-tours reportage is only the latest chapter in a long history of media hate for the Prime Minister.The media has been pounding away at Prime Minister Netanyahu ever since he was elected to his first time of office in the last 1990s, eking out a narrow victory over now President Shimon Peres.Peres had gone to bed after the early results indicated victory was in his pocket, but a pre-dawn somersault of returns gave Netanyahu a victory of half a percentage point. Media analysts immediately charged that such a small margin of victory was questionable in a democratic state.

Last year, President Shimon Peres came to Prime Minister Netanyahu’s defense by criticizing the Israeli media for extensive coverage of a lawsuit against Sarah Netanyahu by a former employee who claimed she was abused and exploited by the Prime Minister’s wife.Foreign media also have been unkind to the Prime Minister, whose fluent English and communication skills often have vanquished questioners. During the Second Lebanon War in 2006, he traveled to Britain to speak up for Israel during the Olmert administration. Confronted by David Frost with a question about Israel’s killing civilians during the fighting, Netanyahu suggested, You really don’t want to go down that road.Frost insisted, and Netanyahu reminded viewers of a British aerial strafing in World War II that killed dozens of civilians. Rains pound Grenada, flooding forces evacuations

More than 20 families were left without shelter.Deputy Disaster Coordinator Terrence Walters said no one died or had been reported missing, but residents in the western parishes of St. Mark and St. John lost their belongings. Iowa Town Pulls Together After Devastating Tornado

Mapleton, Iowa, was decimated by an EF3 tornado on Saturday. Like any small town, when tragedy strikes it affects everyone. As many as 15 blocks of Mapleton were destroyed by a tornado measured about three-fourths of a mile wide. Almost half of the city's residents have been displaced due to partial damage to over half the town.
In cases such as this, quick thinking saved many lives. Local authorities and trained spotters gave residents as much as 10 to 15 minutes of warning instead of five minutes with such fast-approaching storms. Houses can be replaced, lives cannot.

The twister was on the ground for over three miles. The Mapleton storm was one of four tornadoes that hit Iowa that night. Many of the trees that gave the town its name caused damage to homes when they were toppled like twigs. Residents have repeated what other small towns echo across tornado alley -- in times like this, we come together.Welcome to tornado season.Those of us in the Midwest are used to this time of year. From April until June, we listen to weather alert radios and if we're outside we listen for the high-pitched wail of tornado sirens. Despite better warning systems, dozens of people die every year in tornadoes. The lowest number of deaths occurred in 1986 when only 15 people were killed because of tornadoes. Even as recent as 2008, there were 125 deaths attributed to the fast-moving storm.The record number of deaths is still 794 during the massive 1925 tornado outbreak. As many Iowans know, when tornadoes approach they should be taken seriously. If only everyone had the moxie of Mapleton's citizens there would be fewer casualties during tornado season.May is the peak time for tornadoes along five states of the Great Plains. South Dakota, Nebraska, Kansas, Oklahoma and Texas brace for the annual spring ritual of taking shelter when warnings are issued.

Like other towns across America, Mapleton will rebuild. It can draw inspiration from Greensburg, Kan. When the entire town was destroyed in 2007, they chose to rebuild the entire city not only with green building practices but also with houses that can withstand tornadic winds.Homes are now more energy efficient, built stronger and the community in Kansas has come together. Mapleton will be no different. Disasters bring people together for one purpose and Mapleton will move on. All of us in tornado alley can take heart that tornadoes may take our physical houses, the people around us are what make our towns a home.

Earthquake jolts northeast Japan, no tsunami warning

(Reuters) – An earthquake with a preliminary magnitude of 5.8 hit northeastern Japan on Tuesday, the Japan Meteorological Agency said, shaking buildings in capital Tokyo.
The epicenter of the earthquake was at Fukushima prefecture, the agency said, adding that no tsunami warning had been issued.Tokyo Electric Power Co, operator of the crippled Fukushima Daiichi nuclear plant in northeastern Japan, said workers had not been evacuated and work at the complex was continuing normally after the quake.

Japan government downgrades economy view on earthquake

TOKYO (Reuters) - – Japan's government on Wednesday downgraded its assessment of the economy for the first time in six months, saying it is showing weakness after a devastating earthquake and tsunami last month battered the northeast coast.The revision is in line with the Bank of Japan, which also cut its assessment of the economy last week in the wake of the March 11 disaster, saying it would remain under strong downward pressure for some time.The economy is showing weakness recently due to the influence of the Great East Japan Earthquake, the government said in its monthly economic report for April.That compared with the previous month's report that said the pickup in the economy was only weakly self-sustaining and there was concern about the influence of the quake.The government also downgraded its views on key aspects of the economy, including exports, industrial production and private consumption, after the disaster and subsequent nuclear safety crisis disrupted supply chains and triggered power shortages.The condition of the economy is no longer flat or at a standstill, but rather the direction is downward, said Shigeru Sugihara, director of macroeconomic analysts at the Cabinet Office.

The government expects the weakness to continue for the near term but with a pickup resuming along with a recovery in production, reflecting solid overseas economies and the effects of various policy measures.The government also warned of downside risks to the outlook that could stem from power supply constraints, slow progress in restoring supply chains and the impact of rising oil prices.The government also cut its assessment on exports for the first time in four months, saying there are concerns about a decline due to last month's disaster. WASHINGTON (Reuters) – China and other fast-growing Asian economies that have benefited from global trade have a responsibility to help poorer neighbors enjoy the same opportunities, a top World Bank official said on Tuesday.Sri Mulyani Indrawati, one of three managing directors at the World Bank, said rebalancing the global economy should be about more than just reducing the U.S. trade deficit and trimming China's $2.8 trillion reserves. It should also include lifting up less-developed countries.China's export-driven economy enjoyed 30 years of more or less peaceful growth, without the frequent crises that have plagued many other emerging markets, she said in an interview ahead of the World Bank's twice-yearly meetings this weekend.They used the global market as their export destination, and that's why they could enjoy very rapid growth for a very long time, Indrawati said.Other Asian economies hoping to emulate China's exporting model can no longer rely as heavily on voracious U.S. consumers now that the financial crisis has sapped Americans' wealth and borrowing power.Indrawati, a former finance minister for Indonesia whose name has been floated as a possible presidential candidate, said the crisis has taught smaller emerging economies that globalization can offer opportunities as well as risks.Countries with close trade ties to the United States suffered steeper economic slides when the Lehman Brothers bankruptcy froze global credit markets.

I have a complaint regarding the consistency of policy at Tom Horton's stores.I am a black coffee drinker and have been ordering my coffee with ice to cool it down enough to drink for years now. Tim Horton's have now taken away that option by taking away the ice! I initially tried to have the server cool my coffee with a little water, however this was not a good fix ,as I found my coffee either too hot or in most cases received a coffee so cold and watered down that it barely tasted like coffee.I tried another approach by ordering a cup of water on the side and cooling the coffee down myself. This fix was working out well for me, although a little inconvenient, as I had to pull over in order to safely perform this ritual, at least I could get a coffee that wasn't going to burn my lips off.This all changed for me on Saturday April 24th at 7:00 am. Whilst ordering my morning coffee (which I have done for several years now) I was told that Tim Horton's no longer gives out cups of water.

I was at the very least, not pleased and was FORCED to buy a bottled water for the soul purpose of using an ounce of it to cool my coffee.Out of curiosity when passing through Kincardine 30 minutes later, I stopped at their local Tim Horton's on Highway 21 and ordered the same order..Large black coffee with a cup of water and was given my order ..no problem.Today when I went to Kincardine I visited the other store located on Queen Street and ordered the same , again no problem.I picked up a complaint form at the Walkerton store on the Saturday I was denied the cup of water, and after receiving my request of water at two other stores was motivated to fill it out.I personally took the complaint in to the Walkerton store, requested to speak with a manager. I was able to speak with a supervisor and communicate my dilemma to her. She was very pleasant, however the answer I received from her was Tim Horton's do not give out cups of water.I challenged her on this stating that in two different Kincardine Tim Horton's, this was not a problem at which time she told me that, that was the policy of that particular store.

First off I think that is what initially I should have been told ,as I was about to boycott all Tim Horton's stores and take my business elsewhere.Secondly..Come on..How much does a cup of water cost people! I mean I know the cup is a couple of cents, but after all I am drinking black coffee! Aren't they saving on the cream and sugar from many black coffee drinkers? Can they not afford to give me a cup of water? Will I be forever forced to buy a bottled water to get that much needed ounce of water to cool my coffee????? Do I need to wait 40 minutes, which incidentally it takes to cool a large black coffee down to the point where it can be drunk.I believe that policy like this should be governed by Tim Horton's Head Office, not by the cheap franchise owners who want to save a couple of cents. They could be costing mega dollars in revenue losses, to other Tim Horton's franchises with poor customer service like this.Any comment from Tim Horton's would be greatly appreciated.Doug D

How can something be sold, go corporate, be sold, go corporate, be sold yet again and this is considered a success??? This is the second attempt after being shut down, with threats and the use of trademark infringement to stop us from telling our story. This is a story about a franchise. One that was started many years ago with the Toronto Maple Leafs hockey player Tim Horton and the stores that followed in his name. We will refer to the company as The TDL Group Ltd so we can tell our story, and now we have current store owners to share their experience also. First and foremost, this is not meant to bash or say bad things as the products are good and store owners are doing their very best to try and make a living selling a good product. What this site is about is the current state of this franchise and the laws that are in place that don’t protect the franchisees. We will share our story and the lawsuit that followed so we can help the current store owners so they are fully aware of what will happen to them once their operations fail and the steps the company will take to make them sign a confidentiality agreement and the timeline that it will follow. My family has nothing left to lose and the threats of The TDL Group Ltd do not scare us as the sharing of information is the most important aspect. The only thing The TDL Group Ltd is afraid of is the sharing of information. If every person involved in this company would share what’s happening I’m sure the tactics that they use would stop. The power of everyone coming together is strong and the fact some store owners are being singled out with others being given special deals so they do not join the class action lawsuit. For the store owners who think that the deal they are being given to not join the class action will stay in place forever, you are wrong. The contention that it does was advanced by the franchisees and related parties in The TDL Group Ltd. v. Zabco Holdings Inc. The trial judge refused to follow the decision of the Ontario Superior Court of Justice in Machias v. Mr. Submarine , stating that the franchisor-franchisee relationship is an ordinary commercial one that gives rise to the simple duty to perform the contract in good faith, but not to a higher duty than that. Nor was the franchisor a fiduciary of the franchisee. Take a look around the site and tell us what you think. Take a look at the operation of the store and see that almost everything is a fixed cost in a 24/7 operation. The only thing that changes on a day to day basis is the volume of traffic your store has and the cost of goods to run it. If you’re a current store owner and your cost of goods exceeds the 30-32% range than you simply aren’t making money. The only thing that you need to share with other store owners is your sales and your cost of goods. If they are above this and the only company you purchase goods from is The TDL Group Ltd then you know you are in serious trouble. If your rent or royalties have already been reduced then you are already in serious trouble. There seems to be more than coffee brewing at Tim Hortons.Frustrated employees have banded together on the popular social networking site Facebook to give cranky customers the basic rules on how to order their daily fix if they want to get good service.A trip to Tim Hortons is part of the daily routine for many Canadians, but it doesn't necessarily seem to be the warm and fuzzy experience the commercials make them out to be for people on both sides of the counter.Facebook hosts more than 500 groups about Tim Hortons, some appreciative, some definitely not.This is for everyone who gets fed up with people who don't know what they want, and for workers who have to put up with this everyday. If people would just listen to these rules when ordering the world will be a better place, writes Janice Morgan, who identifies herself as the administrator of one group called Tim Hortons Rules of Ordering and More that has some 3,400 members.The 80 rules or so spell out how to make your visit to Tims more efficient: When you want a coffee with no sugar, do not say no sugar it sounds like your saying one sugar, or If you don't say you want anything in your coffee don't expect to get anything in it, we can't read your mind and Stop telling us to stir it well there is no button on the cash register for that.Although somewhat amusing, the rules are from people who identify themselves as Tim Hortons employees and who clearly wish customers would spend a day in their shoes.Almost everyday someone is rude to me and my coworkers, writes someone who identifies herself as Meghan Watts. In other Facebook groups such as Poor Souls Who've Worked at Tim Hortons, I Survived Making Ice Caps (iced cappuccinos) in the Summer (Tim Hortons employees) and I worked @(at) Tim Hortons and SURVIVED!, cranky workers share horror stories about testy clients.A worked identified as Nick Bolarinho wrote that one customer threw his iced cappuccino in his face and yelled this is s--- Another says that he still has nightmares about his former Tim Hortons job.But the coffee slingers are not the only ones airing their beefs on Facebook. Frustrated clients also have their support groups such as Tim Hortons Screws up my Order Every Time and Tim Hortons Service Sucks.Once I ordered a medium coffee, muffin and a bottle of water and I actually got two apple juices (in a bag), a large hot chocolate, a bagel and a muffin (not the one I asked for). Energy act one of the biggest boondoggles in history, says critic

Michael Trebilcock calls Ontario's wind energy policy one of the biggest boondoggles in the history of the province that seriously affects the economy, the environment and employment.It raises the electricity rates dramatically, defiles some of the most beautiful countryside and kills jobs, Trebilcock told a more than 300 people who packed the Meaford Hall opera house on Saturday.He is the chair of law and economics at the University of Toronto and one of the speakers at a weekend symposium organized by Wind Concerns Meaford.Under the provincial government's feed-in-tariff policy wind energy developers are paid 13.5 cents a kilowatt hour for energy produced by wind turbines whether there is need for the electricity at the time or not. That compares to six cents a kilowatt hour that consumers pay for electricity.Trebilcock predicts that over the next five years hydro rates will climb by 7.9% annually. An average hydro bill of $1,700 in 2010 will soar to $2,800 in 2015 and $4,100 in 2030.He disputes claims that wind energy reduces carbon dioxide emissions. He says most wind turbines produce only about 25% of the amount of energy they are supposedly capable of ; It requires massive numbers of turbines to produce very little electricity.It displaces low cost hydro, nuclear power with no effect on lowering carbon dioxide emissions, Trebilcock said.Trebicock said in 2010 energy minister Brad Duguid said the set back for wind turbines in Lake Ontario should be 5 kilometres because if they were any closer it would spoil the view of home owners along the Scarborough Bluffs while the set backs for wind turbines on land is only 550 metres.Duguid should explain why we should be more tolerant, Trebilcock said to a round of cheers and applause by an appreciative audience.

Trebilcock said the wind energy industry won't come close to creating the 50,000 green jobs as promised by the former energy minister George Smitherman when he introduced wind energy to the province.Instead Trebilcock says skyrocketing hydro promises make small businesses uncompetitive and while it may create a few jobs it will kill many more.Why have these policies been inflicted upon us, Trebilcock said.
In his opinion it's a combination of two forms of greed — the environmental ideologues who say cut CO2 at any cost whether it kills the economy and defiles the environment.The second is the greedy wind developers who have created a feeding frenzy over the guaranteed 20-year contracts that pay huge subsidized rates.That says Trebilcock represent two greeds in an unholy alliance.Trebilcock says it's a truism that government doesn't know how to pick winners but losers sure know how to pick governments.During the upcoming provincial election in October, Trebilcock says the rallying cry should be, tell the losers to get their hands our of pockets and their footprints out of landscape.Tom Adams, an independent energy and environmental advisor and former director of Energy Probe from 1996-2007, said wind energy is unreliable as an energy source. It's too variable throughout the day and during the various seasons of the year. It's expensive to get rid of when there is a surplus of power being produced by other producers and it's not there when you need it.Adams said attempts at deregulating the energy market haven't been successful and getting the economics to work smoothly has been a problem with the consumers ending up suffering the most from constantly rising prices and political interference.

His suggestion is to put the customers back at the top of the pyramid, create an effective costing formula that would simplify things a whole lot, and get the politics out of it, he said.Grey County realtor Mike McMurray said the effect of wind turbines on land prices depends on where they are located.If they are on large tracts of farmland used for cash cropping where the houses are few and far between the farmers will be happy for the added revenue and there will be few complaints. But in residential areas or recreational lands their presence can depress property values anywhere from 20-40% on properties up to two miles away. In some cases where homes are located very close to wind turbines here is a total loss of value.Just the threat of possible wind energy development can depress land values.He predicts the long-term effect will be to destroy rural residential areas and drive away potential buyers. As well, the threat of development pits neighbours against each other.

McMurray defended people who don't want to see wind turbines in their own backyards as being justifiably in favour of nimbyism.When someone accuses you of nimbyism tell them it also means Next In Your Back Yard.Ian Hanna, a Prince Edward County wine merchant, filed an application in October 2009 for a judicial review of four sections of the Green Energy Act specifically those that deal with setbacks of industrial turbines. He was represented by lawyer Eric Gillespie. The case was heard in January 2011 and a decision handed down about a month ago.Although the judge ruled against Hanna and referred the question of setbacks to the Environmental Review Tribunal, Hanna said the decision opened the door to other challenges to the Green Energy Act which was seen as challenge proof because of a clause that was included saying it could not be questioned by the courts.Our application was dismissed. We did lose the case but a number of things did happen as a result of the decision that seem like victories. Rather than the judges ruling on the 550 metres setback, they gave it to Environmental Review Tribunal and we believe that's good for us because the ERT has the ability to look at more evidence and more detail and not less, said Hanna.He argues that the environment ministry in drawing up the Green Energy Act did not follow the precautionary approach which says that where there is scientific evidence that an action could cause serious harm, then the burden of proof goes on the proponent. He says the government didn't consult widely enough to ensure that wind turbines would not cause health effects.Hanna and his lawyer are seeking leave to appeal the ruling of the Divisional Court claiming that the minister of the environment provided no evidence that it consulted any medical experts on the effects of wind turbines on human health.They went to planners, they went to accousticians, they went to engineers but they never consulted a doctor or medical professional and were talking about health problems. We're asking the court of appeal to rule on that, said Hanna.Hanna's lawyer Eric Gillespie was unable to attend due to a last-minute illness in the family.Hanna asked for donations to help fund the legal challenge underway in Chatham Kent where an appeal has been made to the Environmental Review Tribunal which questions the 550-metre setback claiming serious harm to human health from low frequency sound.He said a compelling and unprecedented witness list has been assembled on all sides including the MOE ,the developer Suncor Energy Inc. and the appellant.Most of the witnesses for my case plus a whole bunch more from all over the world were brought in for this ERT hearing. All of the evidence is now in and there will be summations at the end of May and then the ERT will make a ruling, Hanna said.Later this summer Wind Concerns Meaford will screen the documentary film Windfall.It's about a community in New York State that's going through the same struggle that we are and they were able to stop the development compared to another community which embraced it and 50 turbines turned into I believe 200 turbines. It will be a preview of what may be coming here, said Jim Brunow, a spokesperson for Wind Concerns Meaford, the group that organized Saturday's symposium.The movie will be screened Saturday, June 25 at Meaford Hall starting at 3 p.m.Article ID# 3068101

But the permits are seen as a free pass to France, with the French authorities having already sent back hundreds of Tunisians at the Italian border.Germany, France and Austria, along with other countries such as the Netherlands, Finland, Belgium and Slovakia, view Schengen as a matter of trust among member states. Italy is undermining this basic principle, one diplomat present at the heated debate said.Austria, which shares a land border with Italy, threatened to re-impose borders. Interior minister Maria Fekter warned of the collapse of the Schengen system if Italy's behaviour is tolerated.

What Italy is doing is using a national emergency law for temporary protection in order to politicise the whole Tunisian immigration issue so that everyone in the EU is affected by it. They've succeeded in doing that, but now we expect that they stick to the rules,German interior minister Hans-Peter Friedrich said during a press briefing in Luxembourg, at the end of a long debate over Mediterranean migration.The issuing of mass permits is a violation of the Schengen spirit. If tens of thousands were to be granted these permits, then it would not be only France, Germany and Austria to re-instate borders, but also countries further away. Then we would lose what we have achieved with Schengen,Friedrich said.The only country supporting Italy in the call for solidarity from other EU countries was Malta, in a similar situation with more than 800 refugees from Libya arriving to the island in the past week. Both Malta and Italy asked the European commission to trigger the activation of a special refugee directive - an EU 2001 law set up after the Kosovo war but never used - for people fleeing the war zone in Libya. The application of the directive would automatically give everyone escaping such an area refugee status right across the EU.

But they were isolated in their call.There was a very strong majority in favour of the fact that this directive can be used, but it is too premature at the moment. There would have to be a massive influx of refugees, home affairs commissioner Cecilia Malmstrom said during a press briefing. Later on, she insisted that nobody wants Italy to leave the EU, it is a founding member and a great asset.Ministers did agree to alleviate Malta's strained asylum capacities by prolonging a resettlement programme. Several member states offered to relocate some of the mostly sub-Saharan refugees who managed to escape Libya and cross the Mediterranean. Germany offered to take 100 people, Belgium, Hungary, Sweden, Portugal, Spain and Norway also expressed willingness to help.Ministers were very clear in separating the two issues. Malta's plight with refugees from Libya is one thing - the island is tiny and for them, 800 people is a lot, said one EU diplomat.But they did not agree with Italy, a country of 60 million, to claim that it needs the special protection directive to deal with economic migrants, not refugees,the source added.Maroni was the only one mixing up the two issues - irregular migration, for people with no right to claim asylum and who have to be returned to their home country - and refugees from Somalia, Eritrea and so one, who were stuck in Libya and have managed to escape, but cannot be sent to their home countries.

EU denies energy tax reform will boost diesel prices

EUOBSERVER / BRUSSELS - The European Commission has said imminent proposals to overhaul EU energy taxation will not automatically result in higher diesel prices for consumers.The plans, to be published on Wednesday (13 April), will call for fuels to be taxed on their energy content and CO2 emissions in future, rather than the volume-based system currently used.The aim is not to increase rates for diesel,commission spokesman David Boublil told journalists on Monday.The plan is that we should put all fuels on the same footing ... It will mean an adjustment to make sure they are taxed in the same way.Informal discussions on overhauling the EU's energy taxation directive have been ongoing since the original document was approved in 2003, with diesel users currently enjoying lower taxation rates than petrol.As a result, much of Europe's commercial transport industry has opted to use the cheaper fuel, including the vast majority of overland haulers.Experts say the minimum diesel tax will rise under the new proposals however, reaching a similar rate to petrol by 2018. Since diesel contains more energy and carbon than petrol, minimum tax rates per litre for diesel are expected to eventually surpass their petrol equivalents.Recent statements suggest EU member states are increasingly in favour of greater taxation on heavily polluting fossil fuels as a means of boosting renewable energy use.The potential for higher diesel prices may prove unpopular with voters however, while questions of European taxation have traditionally raised hackles in Britain and Ireland.But the commission argues that big prices changes are unlikely as many national governments already set diesel taxes which are above the EU minimum.

Reacting to German news reports that the country's diesel prices would rise, Boublil said: The current minimum at the EU level for diesel is €330 per 1000 litres ... UN Recognizes Organization which Supports Hamas

The UN has given special recognition to an organization which supports the Hamas terrorist groups and which has been involved in organizing flotillas to Gaza, the Intelligence and Terrorism Information Center (ITIC) has reported.The organization in question is the Free Palestine Movement (FPM), a California-based leftist organization whose stated mission, according to its website, is to challenge Israeli policies and actions that deny Palestinians their human rights, and in particular the right of unfettered access to all of Palestine. We adhere to the principles of non-violence in direct actions that exercise Palestinian rights in defiance of restrictions imposed by Israeli authorities. We partner with other organizations in projects that are consistent with our mission statement and points of unity.FPM is headed by Dr. Paul Larudee, an activist who in 2006 was arrested and deported from Israel after he entered the country under a false identity to work with Hamas and then went to Lebanon to assist Hizbullah during the Second Lebanon War.Larudee broke the naval blockade on Gaza and entered the region in 2008, and also took part in the 2010 flotilla as well, having been on board the Sfendoni 8000 boat.In 2009, Larudee received an award for his work from Hamas’ Prime Minister in Gaza, Ismail Haniyeh.

According to the report by ITIC, Larudee received a letter from a United Nations committee which deals with the realization of Palestinian rights. The letter stated that his request for recognition (accreditation) had been granted. The letter also stated that FPM was recognized as an NGO acting as a civil society organization to promote the Palestinian cause.ITIC added that following the UN recognition, FPM changed its logo, adding the sentence A United Nations Accredited NGO. ITIC assessed the UN recognition as giving legitimacy to the projects carried out by FPM, especially the flotillas it organizes. The report added that the UN’s recognition letter ended with offering congratulations on the organization’s activities, which the letter claims are for the purpose of achieving a just solution to the Palestinian problem.ITIC also notes that Larudee has previously written an article in which he expressed support and understanding of the motives of suicide bombers. The report adds that Larudee spent large amounts of time in the Palestinian Authority-controlled areas of Judea and Samaria between 2002 and 2003, as part of the activities of the International Solidarity Movement (ISM), another extremist anti-Israel group which seeks to destroy Israel and with which Larudee works. Samaria Woman Survives Road Ambush

Malkah Mahon of Maaleh Levona in Samaria was the victim of an apparent attempt to murder her Sunday afternoon.She had just driven out of Maaleh Levona and began heading toward Ariel, to see her son, when she encountered a vehicle with Palestinian Authority license plates apparently trying to carry out a U-turn in a bend in the road. Two Arabs were standing outside the vehicle. They motioned to her, inviting her to drive past them.Something seemed wrong, however, and Malkah decided to wait for the vehicle to complete its U-turn.At that point the two Arabs approached her vehicle and tried to clamber onto it.I started driving and they started pelting me with rocks and at the same time, the Palestinian car started ramming me several times and tried to knock me off the road,she told Arutz Sheva.

Mahon managed to drive away and to press the distress button in her car. The IDF contacted her and asked her to drive to Eli, where she underwent initial IDF questioning about the event. A representative of the Judea and Samaria police was also present.The attackers apparently fled to the nearby village of Sinjel.Mahon's late son, Evyatar, escaped an attempted abduction at Eli Junction on 2007, and his presence of mind and courage helped security forces arrest the three Hamas terrorists who attacked him. He was killed in a traffic accident a short time later, at age 17.5, on his way back from a trip in the Golan Heights.Residents of Maaleh Levona noted that this is not the first time that Arabs attempted an ambush against the community's inhabitants. Not long ago, a terrorist dressed as a haredi Jew tried to abduct a woman but a malfunction in his car foiled the attempt.Judea and Samaria Police spokesman Gil Elhadad told Arutz Sheva that the attack was very grave and that serious efforts are being made to locate the suspects.(IsraelNationalNews.com)

IHH Organizing Another Flotilla - This Time with an Airplane

The people who brought you last year’s Turkish IHH ill-fated anti-Israel convoy to Gaza are organizing another one – this time with an airplane.Virulently anti-Israel Bulent Yaldrim, director of the Turkish terrorist-affiliated IHH group, said last week at a monthly event commemorating last year’s Mavi Marmara flotilla to Gaza that preparations are underway in full force for an even bigger one. We have just one problem, he said,and that is the virus called Zionism. The speech was reported by the Meir Amit Intelligence and Terrorism Information Center (ITIC).Last year’s convoy was said to be intended to break Israel’s maritime blockade on Gaza and deliver supplies. However, the Ministry of Foreign Affairs announced afterwards that that there had been no humanitarian aid aboard the Mavi Marmara. Instead, terrorists armed with cold ammunition attacked the IDF soldiers who boarded the ship, abducted at least three of them, and attempted to stab and throw others into the sea. The Israeli forces were able to overcome them and killed nine of the attackers.The IHH, which organized the flotilla, is a member of a group of Muslim charities, the Union of Good, which was designated by the U.S. Treasury Department as a terrorist organization and which was created by and strongly supports the Hamas terrorist organization.

The upcoming convoy, to be named Freedom Fleet II, was scheduled to take place around the anniversary of last year’s flotilla, near the end of May. However, Yaldrim said it will probably happen only around late June, partly because he is hoping to purchase an airplane to take part in the anti-Israel convoy campaign.Neither Israel nor the Oslo Accords sanction the landing of airplanes from abroad in Gaza.In his aggressive speech, Yaldrim said, We are not afraid to die as shahids [martyrs]. We won’t retreat until the blockade from Gaza is removed and until we complete the Al Aksa Mosque journey. He added that boats are expected from every country, so that Israel will understand that it does not rule the Mediterranean. The Mawi Marmara is expected to take part again.The previous flotilla was harmful to Israel in that most news reports highlighted the killing of nine supposed civil rights activists, and also worsened already bad relations between Israel and Turkey. In general, it forced Israel to play catch up and explain that its blockade was legal, that its soldiers were nearly lynched, and that the bid to bring humanitarian aid to Gaza was merely a ploy to put Israel on the defensive.

According to international maritime law, Israel is within its rights in placing a maritime blockade upon an entity with which it is in a state of armed conflict, such as Hamas. MAPLETON, Iowa – It seemed like a Mapleton Miracle. A tornado with winds exceeding 130 mph barreled through this small Iowa town, flattening whole blocks and destroying 100 homes.When the storm passed, more than half the town had been leveled. But the most serious injury was a broken leg.Storm spotters who tracked the approaching twister were being credited Monday with giving residents a crucial 15-minute warning, allowing most people to take shelter and preventing the kind of tornado disaster that killed four teens at a Boy Scout camp near here in 2008.Anytime a powerful tornado hits and you don't have any serious injuries or deaths, you're lucky, Monona County Sheriff Jeff Pratt said.We are just very fortunate.On Monday, volunteers from all over Iowa streamed into town to begin cleaning up downed trees and rubble.Tamara Adams, 37, was carrying tree branches to the curb outside her home Sunday when a stranger approached with a chain saw asking if she needed help. It was the closest thing to a magic wand she hoped to receive.Everybody's safe, Adams said. Yeah, people are suffering now. But you've just got to do what you've got to do.Damage-assessment teams began a street-by-street survey in Mapleton, a community of 1,200 about 45 miles southeast of Sioux City. The American Red Cross was offering health services, as well as food and water to emergency responders and volunteers.Townspeople were grateful for the abundant help — and for the extra time they had to escape the storm.Barbara Mayes, a forecaster with the National Weather Service in Omaha, Neb., said scientists realized two to three days in advance that there was a strong chance of severe weather. That early notice, combined with the visual sightings and instant weather reports, created a best-case scenario when the twister drew near.This is a good example of the process working like we want it to, Mayes said.About 100 Mapleton homes were destroyed Saturday evening, displacing an estimated 600 people. At least 14 people suffered minor injuries.

The storm also uprooted the huge, centuries-old trees that give the town its name. The trees were wrapped around houses and tossed on top of cars.The weather service said the tornado was on the ground for 3 1/2 miles and measured three-quarters of a mile wide at one point. The twister was measured as an EF3 on the tornado-strength scale, which carries wind speeds of 136 to 165 mph.The limited injuries were especially remarkable considering a high school play was being performed when the storm struck. Sections of the building's roof were peeled off, and windows were shattered.As many as 400 people huddled in the school's basement until the winds died down, Superintendent Steve Oberg said.It's built like a bunker, he said.They were in there safe. Nobody was freaking out or anything. No one in the school was hurt.Classes were canceled Monday so repairs could begin. Students were to return Tuesday following an inspection by an engineer. The school's prom, scheduled for this weekend, will go on as planned, Oberg said. Monday's cleanup brought volunteers from far and wide, including Parkersburg, a northeast Iowa town that was leveled by a tornado in May 2008, the sheriff said.Eight people were killed by that storm, which had winds in excess of 200 mph. A month later, a tornado with winds of 145 mph struck the Little Sioux Boy Scout ranch, about 30 miles southwest of Mapleton. On Saturday, at least nine tornadoes touched down in Iowa, according to the weather service.The same storm that produced the Mapleton twister also spawned six others that touched down in Sac, Pocahontas and Kossuth counties as it moved to the northeast. Damage was reported to numerous homes, farm buildings and power lines. Two tornadoes were also reported in Ida County, including near Galva, where an ethanol plant was damaged.What was interesting about this is we had crossing (damage) paths, said Jeff Johnson, a meteorologist with the weather service in Johnston, Iowa. It was a very complex system. So many things moving in different directions.

Strong earthquake hits Japan, no tsunami warning issued

TOKYO – Japan's nuclear regulators raised the severity level of the crisis at a stricken nuclear plant Tuesday to rank it on par with the 1986 Chernobyl disaster.An official with the Nuclear Safety Commission of Japan, speaking on national television, said the rating was being raised from 5 to 7 — the highest level on the international scale.The official, who was not named, said the amount of radiation leaking from the Fukushima Dai-ichi nuclear plant was around 10 percent of the Chernobyl accident.The level 7 signifies a major accident with wider consequences than the previous level, according to the standards scale.We have upgraded the severity level to 7 as the impact of radiation leaks has been widespread from the air, vegetables, tap water and the ocean, said Minoru Oogoda of Japan's Nuclear and Industrial Safety Agency.NISA officials said one of the factors behind the decision was that the total amount of radioactive particles released into the atmosphere since the incident had reached levels that apply to a Level 7 incident.The action lifts the rating to the highest on an international scale designed by an international group of experts in 1989 and is overseen by the International Atomic Energy Agency.

WASHINGTON – The world is facing new threats from surging oil prices, Mideast turmoil, higher inflation in China and Europe's debt woes, but the troubles should not be severe enough to derail recovery from the worst global recession since World War II, the International Monetary Fund said Monday.In a new economic forecast, the IMF said the global economy should grow 4.4 percent this year. That compares with global growth of 5 percent last year.The IMF projects industrial countries will grow 2.4 percent while developing countries, a group that includes China, will grow more than twice as fast at 6.5 percent.The world economic recovery is gaining strength, but it is unbalanced, Olivier Blanchard, the IMF's chief economist, told reporters.

He said it would be critical for countries running large government deficits such as the United States to make progress in getting those deficits under control. At the same time, countries with large trade surpluses, such as China, will need to do more to boost domestic demand and not rely so heavily on exports to generate economic growth.The IMF's new growth forecast was prepared for spring meetings of the 185-nation IMF and its sister lending agency, the World Bank.Before those discussions Saturday, finance ministers and central bank presidents of the Group of 20 major industrial and developing nations will hold closed-door talks on Friday.The finance officials will try to assess how big a threat the rise in energy and food prices will be and also what they can do collectively in response to the political turmoil in the Middle East and North Africa.The United States is expected to keep pressing China to move more quickly to allow its currency to rise in value against the dollar as a way of making U.S. goods more competitive in China.China, the largest foreign holder of U.S. government debt, will be seeking assurances that Washington is moving to put in place a credible plan to deal with soaring federal budget deficits.

Libyan fighting goes on after peace bid fails

TRIPOLI (Reuters) – An African Union plan to halt Libya's civil war collapsed, and rebels said the increasingly bloody siege of the city of Misrata by Muammar Gaddafi's troops made talk of a ceasefire meaningless.The Red Cross said it was opening a Tripoli office and would send a team to Misrata to help civilians trapped by fighting, but one of Gaddafi's ministers warned any aid operation involving foreign troops would be seen as a declaration of war.Rebel leader Mustafa Abdel Jalil said after talks with the AU delegation in Benghazi in the rebel-held east on Monday:The African Union initiative does not include the departure of Gaddafi and his sons from the Libyan political scene, therefore it is outdated. Libyan leader Muammar Gaddafi's son Saif quickly dismissed the idea of his father stepping down.We want new blood, that's what we want for Libya's future. But to talk of (Gaddafi) leaving, that's truly ridiculous, he told French news channel BFM TV.If the West wants democracy, a new constitution, elections, well, we agree. We agree on this point but the West must help us to provide a propitious climate. But all these bombings, this support given to rebel groups, all that is counter-productive.

Libyan television said the colonial and crusader aggressors hit military and civilian sites in Al Jufrah district in central Libya on Monday.Rebels in the coastal city of Misrata, under siege for six weeks, scorned reports that Gaddafi had accepted a ceasefire, saying they were fighting house-to-house battles with his forces, who fired rockets into the city.Western leaders also rejected any deal that did not include Gaddafi's removal, and NATO refused to suspend its bombing of his forces unless there was a credible ceasefire.NATO Secretary-General Anders Fogh Rasmussen told a Brussels news briefing that Gaddafi's government had announced ceasefires in the past, but they did not keep their promises.Any future proposal that does not include this, we cannot accept, he said, accusing Gaddafi of bombing, shelling and shooting civilians.A resident of Misrata told Reuters there was heavy fighting on the eastern approaches and in the center.Rebels told Reuters that Gaddafi's forces had intensified the assault, for the first time firing truck-mounted, Russian-made Grad rockets into the city, where conditions for civilians are said to be desperate.Human Rights Watch accused Gaddafi's forces of indiscriminate attacks on civilians in Misrata which violated international law. It said about 250 people had died.At the front outside the eastern rebel-held town of Ajdabiyah, rebels buried the charred bodies of Gaddafi troops killed in air strikes and said they were advancing westwards.Pro-Gaddafi forces also fired rockets toward the town of Zintan on Monday, a resident called Abdulrahman said.Gaddafi's forces fired four rockets toward Zintan around 16:00 (10 a.m. EST) today. No one was wounded, he said.

Abdulrahman said NATO aircraft could be heard above Zintan on Monday evening, but there were no air strikes. Pro-Gaddafi forces have remained on the outskirts of Zintan, some 160 km (100 miles) southwest of Tripoli, from where they have launched attacks on the town. NATO airstrikes hit weapons depots belonging to pro-Gaddafi forces near Zintan, Abdulrahman said last Friday.

The International Committee of the Red Cross (ICRC) is already deployed in Libya's rebel-held eastern territory, where it has supplied hospitals, distributed food and visited government soldiers captured during the conflict.Speaking in Tripoli alongside a government spokesman, its regional head Jean-Michel Monod said his team had been officially invited to the capital.Now we will officially be here open for business, he told reporters. Of course it was high time as a neutral, impartial and independent humanitarian organization that the ICRC would come here as well to conduct discussions with the authorities.Libyan Social Affairs Minister Ibrahim Zarouk al-Sharif said some aid operations had been used as a cover to supply rebels.
If humanitarian aid is brought through humanitarian organizations who specialize in this kind of work then we would welcome it. But if it comes with a military face then we won't accept it, it's basically a declaration of war and might lead to a much bigger conflict.At talks in Luxembourg, Italy quarreled with other European Union governments on how to handle thousands of migrants fleeing the turmoil in Libya and elsewhere in north Africa, while the EU executive urged the bloc to do more for the refugees.NATO attacks outside Ajdabiyah on Sunday helped break the biggest assault by Gaddafi's forces on the eastern front for at least a week. The town is the gateway to the rebel stronghold of Benghazi 150 km (90 miles) north up the Mediterranean coast.Opposition fighters have been overwhelmed by Gaddafi's firepower in western Libya, close to his base of Tripoli, but are increasingly using guerrilla tactics to weaken his hold.Tripoli residents said there had been several attacks on army checkpoints and a police station in the last week and gunfire can be heard at night.

EGYPT-A military tribunal sentence a blogger to three years in prison for insulting the army in a blog posting publicizing the alleged abuses of the institution which took power in the country two months earlier. In a television interview, two generals justified the sentence because criticism of the military was only allowed if carried out in a respectful manner. Protesters continued to occupy parts of downtown Cairo's Tahrir Square demanding the resignation of the defense minister. The Justice Ministry also announced the 15 day detention of regime stalwart Safwat el-Sherif on corruption charges, pending investigations.

Iran to build new research reactors

TEHRAN, Iran – Iran will need more enriched uranium to fuel the four or five new research reactors it is planning on building, the country's nuclear chief said on Monday.Fereidoun Abbasi told the semi-official ISNA news agency that Iran is planning to build the new research reactors in the next few years to produce medical radioisotopes for patients.To fuel these reactors, Iran needs to continue enriching uranium to 20 percent — something which alarms the West because the process could eventually be used to produce material for a nuclear weapon.Abbasi, a 52-year-old professor of nuclear isotopes at Tehran's Defense Ministry, was appointed Iran's nuclear chief in February after he survived an assassination attempt in November. He was wounded in the bomb attack.Tehran contends its nuclear program is intended only for a civilian power.The United States and its allies suspect is seeking to build nuclear weapons, and the United Nations has laid down four rounds of sanction to force Iran to stop its enrichment program.

In Israel's sights, Hamas charts careful course

GAZA CITY (AFP) – As an uneasy truce with Israel takes hold, Hamas faces the twin pressures of protecting its status as a resistance movement without giving Israel an excuse for a new war.The firing of an anti-tank missile at an Israeli school bus, which sparked a deadly showdown that saw 18 Palestinians killed and more than 150 rockets rain down on Israel, shows the risks that Hamas's armed wing is willing to take.Last month, a confrontation between Israel and Hamas's armed wing, which began when Israel killed two Hamas militants, ended with a truce on March 26.But this time the Ezzedine al-Qassam Brigades had no choice but to hit hard, says Mukhaimer Abu Saada, a political scientist at Gaza's Al-Azhar University.Hamas is trying to restore its image as a resistance movement by responding to a wave of Israeli attacks, he said.Hamas feels the pressure but it doesn't want to give Israel an excuse for a new war which could cost it the government in Gaza, he told AFP, suggesting Israel could be trying to force the Islamist movement out of Gaza.

The idea of toppling Hamas has been raised in Israel.On Monday, Foreign Minister Avigdor Lieberman said Israel should not settle for a truce with Hamas but should seek to topple the Islamist rulers of the coastal strip.The objective must be to force Hamas out of power, said Lieberman, who heads the ultra-nationalist Yisrael Beitenu.Over the past two months, Hamas's military capabilities appear to have been targeted in a number of operations attributed to Israel.In February, a Gaza engineer and alleged rocket-designer was snatched from Ukraine and is now on trial in Israel. Two weeks later, the Israeli navy seized a ship carrying 50 tonnes of weapons allegedly heading for Gaza.And last week, two people were killed in a mysterious air strike in Sudan, which targeted a Hamas military chief and has been blamed on Israel.

The Palestinian groups are only defending themselves and our people, said Hamas spokesman Sami Abu Zuhri.We do not intend to inflame the situation but we can not keep quiet when faced with aggression, he added.In a possible indicator of its anxiety about the confrontation spiralling out of control, Hamas announced steps to restore calm just hours after the start of hostilities on Thursday.Hamas's political leadership has also gone out of its way to distance itself from the attack by its military wing on a school bus -- whose yellow colour was a clear indication that it was carrying school children, Israel says.We didn't know that the bus was carrying children. It was driving on a road which is often used by Israeli military vehicles, which is often targeted by armed Palestinian groups, Abu Zuhri said.There is coordination with the political leadership over the bigger picture but on the ground, it is the armed wing which decides the appropriate time to respond to the Israeli aggressions, he said. We give general guidance about what stance to take in response to Israel's position, but the armed wing has freedom of action and decisions made in the field are not the responsibility of the political leadership, he said.But the orders to observe a new truce were likely to be respected, Abu Zuhri said.A truce will be met with a truce, he said, estimating that all Palestinian armed factions would follow Hamas in this regard.Hamas is going to impose the truce on all the Palestinian factions, even those who don't want to observe it, agreed Abu Saada.But a new round of violence is perfectly plausible, Abu Saada warned, given that the Israeli army has reserved the right to launch preventive operations and Palestinian groups have vowed to seek revenge when their members are targeted.
