New York State Assemblyman David Weprin addressed the pro-Israel StandWithUs, contingent facing off anti-Israel demonstrators in New York City on Sunday by asking some simple questions. "What if rockets were fired at New York? What would the reaction of the United States be? Israel has the right to defend herself just as the United States does, and we are here today to support the freedom loving State of Israel in her continual battle for survival against those bent on wanton terror.
StandWithUs, the pro-Israel student advocacy organization, staged two counter-protests on the same day, countering hundreds of Hamas supporters and anti-Israel demonstrators assembled in New York's Herald Square and outside of the Israeli Consulate in midtown Manhattan.Spearheaded by Al-Awda NY - The Palestine Right to Return Coaliton, along with a litany of radical left offshoots such as the International Jewish Anti-Zionist Network, American Muslims for Palestine, Siege Busters Working Group, Existence is Resistance, ANSWER - NY and the International Socialist Organization, the anti-Israel demonstrators marked the two year anniversary of Israel’s counter-terrorist Operation Cast Lead in Gaza aimed at stopping thousands of Hamas-sponsored rocket attacks against Israeli civilians.

Calling for an end to the occupation of Palestine and railing against IDF atrocities against civilians in Gaza, already-disproven by Hamas’ own statistics after the one-sided Goldstone Report, the demonstrators held aloft signs declaring, No US Aid to Zionist Racism and Murder!, Bring Zionist War Criminals to Justice! and Free Palestine.In the last two years since the bloody massacre on Gaza, the Zionist aggression has grown exponentially, with the backing of US imperialist forces, Ali Hussein, a spokesman for Al-Awda told the crowd.The US continues to block international bodies from pursuing the findings of war crimes during the attacks laid out in the Goldstone Report and we are here today to tell the world that our battle against the Israeli occupation forces will never end until the illegal and morally repugnant Zionist entity is defeated, he continued.Chanting, Free, Free Palestine and From the River to the Sea, Palestine Will be Free, a chant negating Israel’s right to exist within any borders, the demonstrators marched through midtown Manhattan to the Israeli Consulate where they continued their rally.

If we want to talk about peace in the Middle East, we must confront the agitprop emanating from the Hamas propoganda machine that is taking place across the street from here and declare to the world that it is Hamas terrorism and incitement that represents an impediment to peace, not Israel.The pro-Israel demonstrators held signs saying, Israel: We Stand With You, Stop Palestianian Terrorism; Teach Peace, and Israel Wants Peace, Hamas Supports Terror. These signs are also part of the Say Yes to Peace campaign that StandWithUs launched to counter anti-Israel ads in Seattle and San Francisco.

US Aid to Israel Not Worth the Real Cost, Researcher Says

Israel is paying through the nose for US aid and would better off without it, says a researcher for the Jerusalem Institute for Market Studies (JIMS).American aid to Israel to the tune of $3 billion a year has been maligned by many U.S. conservatives and by the Arab world, but Israel actually loses more than it receives, according to JIMS analyst Yarden Gazit.U.S. aid is a net loss for Israel and Israel would be better off without it, he concluded in his report, released on Wednesday.Gazit explained that the conditions for the military assistance are designed to help the American military-industrial complex at the expense of the Israeli defense industry.

One condition of the American aid to Israel is that three-quarters of the grant be spent in the United States. The buy US requirement causes Israel to buy defense products at a high price, sometimes even products Israel may not need,Gazit wrote. He calculated the loss to the Israeli defense industry at $600-750 million per year.
The use of American materials instead of those from Israel also hurts competitiveness in Israel and on the world market, according to JIMS. Not using domestic materials for the IDF hurts Israeli industry’s reputation on the international market and may cause a loss of sales, the report added.JIMS forecasts that if Israel does not forfeit the American aid, it risks losing out on the growing Chinese and Indian market for Israeli products. Those countries will be under pressure to shop in the United States in light of American economic problems and its bloated federal budget.Gazit also pointed out that Israel is forced spend more than $3 billion a year to retain a qualitative edge over Saudi Arabia, Egypt and Jordan, which also receives massive aid from the United States.Every dollar granted to Egypt requires Israel to spend between $1.60 and $2.10 to maintain the balance of power, according to JIMS.(IsraelNationalNews.com)

Brigitte Bardot Launches Anti-Kosher Slaughter Campaign

Brigitte Bardot, the former provocative French movie star-turned animal rights activist, has launched a campaign that would ban slaughtering procedures used by observant Jews and Muslims.Calling the religious slaughtering procedures Middle Age methods, her campaign includes distributing 2,000 posters in France, displaying the head of a cow and charging that religious ritual requires great suffering for animals.Christophe Marie, spokesman for 77-year-old Bardot, denied that the campaign is aimed at Jews and Muslims. He said the only objective is to protect rights for animals. France is home to approximately 600,000 Jews and more than five million Muslims.Kosher slaughtering requires that the animal’s throat be slit under the supervision of rabbis, who make sure that the knife is sharp and that the animals suffer as little as possible. The method has been defended as humane to animals, but animal rights activists claim that the animal first should be stunned, an act that would make it unfit for slaughtering under Jewish and Muslim law.

Several European countries, as well as New Zealand, have suggested banning kosher slaughtering procedures. The European Union officially requires stunning but allows exceptions for religious reasons.Switzerland has banned kosher slaughtering methods since 1893, and the method was banned under Nazi Germany until the Allied Forces' victory towards the end of World War II. EU considers increase of bail-out fund, as debt crisis rumbles on

EUOBSERVER / BRUSSELS - Against a background of growing fears that the eurozone's rescue fund would be insufficient should Spain or Belgium knock on its doors, the European Union's economy chief has called for a hike in the effective lending capacity of the EU's bail-out mechanism. We need to review all options for the size and scope of our financial backstops - not only for the current ones but also for the permanent European stability mechanism too,EU economics and monetary affairs commissioner Olli Rehn wrote on Wednesday in an opinion piece in the Financial Times.

The commissioner issued the call after member-state representatives met in the European capital to discuss proposals to boost the fund ahead of a meeting of European finance ministers next week.Mr Rehn also issued a stark warning that for all the deficit-slashing austerity measures that European states have so far imposed, it is not enough.There is insufficient ambition and a lack of urgency in implementation. That needs to change, he wrote.The commissioner called for Europe to embrace structural reforms to bring an end to the debt crisis this year.He wants to see changes to tax and benefit systems, reform of labour markets and pension provision, a loosening of business regulation and more investment in innovation.This calls for a comprehensive response by the whole EU and for bold fiscal and structural measures in all member states, he said.He issued the call ahead of the unveiling of the European Commission's first annual growth survey, essentially a template with spending recommendations for EU member states, published as part of an effort to bring European-level coherence to national budgetary plans.On Tuesday, representatives of EU member states in Brussels also considered an increase in the effective lending capacity of European Financial Stability Facility (EFSF).

While the EFSF kitty amounts to €440 billion, as more countries become borrowers from rather than guarantors of the fund, the actual capacity of the fund currently sits at roughly €250 billion.Some governments favour a hike in the effective lending capacity to the full €440 billion, while others are looking to a doubling of the fund. But to do so would require further credit guarantees from eurozone states in a less precarious situation, notably Germany and France.No decision was taken ahead of a finance ministers' meeting next Monday, however.Member states are considering expanding the role of the EFSF to permit the common purchase of government bonds, an exercise which is currently the competence of the European Central Bank.According to EU sources, any decision on the matter hinges on the result of government bond auctions this week, particularly Portugal's trip to the market.On Wednesday, Lisbon is to attempt to raise up to €1.25 billion in 10-year bonds from investors. The yield on Portuguese debt has hit record levels in recent days, although the pressure eased off this week, most likely as a result of ECB purchases of government debt. Should the yield at auction be too onerous, Portugal is likely to ask for a bail-out.

On Tuesday, Portuguese Prime Minister Jose Socrates continued to insist his government was not in need of any assistance. Portugal won't ask for any financial help because it's not necessary, he said.Spain for its part on Thursday is to try to raise some €2.5 billion in five-year bonds.Also on Tuesday, Japan announced it was to buy a fifth of the eurozone's first bond issue.Japanese finance minister Minister Yoshihiko Noda said his government was to purchase more than 20 percent of a bond offering by the EFSF, to take place later this month.The move comes in the wake of an announcement last week by China to buy Spanish bonds.

Liberals suggest scrapping some EU institutions

EUOBSERVER / BRUSSELS - The European Parliament's Liberal group has called for targeted spending cuts to the EU's common agricultural policy, together with the potential scrapping of several EU institutions. The measures are contained in a list of revenue-saving measures outlined in a Liberal position paper published on Tuesday (11 January), relating to the EU's future multi-annual financial framework (MFF), post 2013.Possible savings can be made by fundamentally restructuring certain parts of the EU administration, such as the Committee of Regions ... [and] abolishing the European Economic and Social Committee (EESC) and others, says the document. The group also calls for the European Parliament's shuttling between Brussels and Strasbourg to come to an end through the creation of just one fixed seat, together with spending cuts for EU programmes whose aims have already been achieved or whose goals are dubious, such as support for tobacco production. In response, EESC officials stressed that their institution's budget is tiny, representing just 2.56 percent of the EU's overall administrative budget, and brings important added-value to the union's work. Europe's post-2013 financial framework has already proved contentious, with the battle set to increase this year.Leaders from Britain, France, Germany, Finland and the Netherlands sent an open letter to European Commission President Jose Manuel Barroso last December, calling for any rise in the size of the post-2013 multi-annual framework to remain below inflation.Parliament's Liberals on the other hand want a redirecting of current funding, away from areas such as agriculture and towards the EU's 2020 strategy for growth and jobs.At the same time, more recently joined EU member states are calling for their EU farm payments to be brought into line with older members. Latvian farmers currently receive €98 per hectare in direct payments, while Greek farmers receive €580.An unofficial Latvian position paper on CAP reform, seen by EUobserver, calls for the creation of new upper and lower limits, under which per hectare payments would vary between €200 and €300, depending on farming costs and per capita GDP in a specific country.

Latvian centre-right MP Imants Liegis, in Brussels on Tuesday to speak to EU agriculture commissioner Dacian Ciolos, said Europe's poorest regions must be protected.Even if the CAP budget were decreased, we would hope that Latvian farmers would still receive increased payments,he said. Solidarity should also prevail in Europe's cohesion policy payments.The European Commission is due to come forward with formal proposals on the EU's next long-term budget and farm policy before the summer.

Eurosceptics fail to amend British bill on EU

EUOBSERVER / BRUSSELS - British Prime Minister David Cameron has survived an initial challenge from eurosceptic Conservative MPs who are demanding a more hawkish version of the government-proposed bill on the European Union. The bill - known as the 'referendum lock' - states that substantial EU treaty changes must first be approved by UK voters in a referendum, but Tory MPs who failed to secure a number of amendments on Tuesday (11 January) say the bill has been watered down to appease pro-European coalition partners, the Liberal Democrats. Conservative Europe minister David Lidington had earlier tried to allay rebel concerns, saying the legislation would shore up sovereignty and give ministers almost no wriggle room on the European question.Any future changes to EU treaties, however minor, will need to be ratified by a full act of parliament, Mr Lidington told the BBC. For the first time ever ... parliament has the final say in deciding whether EU law has effect in the United Kingdom.But rebel MPs argue that the government bill merely restates the current position, calling on Tuesday for an amendment that declares the sovereignty of the British Parliament in relation to EU laws. The call was rejected by 314 votes to 39.

Further proposed changes are to be debated by Westminster in the coming days, including a demand by some Tory rebels to ensure a referendum on Britain's EU membership be held if British voters reject an EU treaty at any point in the future.
The debate this week has served as a reminder of the British Conservative party's difficult relationship with the European Union, with party infighting plaguing the former leaderships of Margaret Thatcher and John Major in the 1980s and 90s. Mr Cameron surprised many by opting to pull his party out of the European Parliament's centre-right European People's Party grouping in 2009, shifting to an anti-federalist group instead, and since coming to power last year has persistently rallied against the EU's creeping budget increases.Washington has made it clear to London in recent years however that it wants its strategic partner to be a central member of the EU, thereby maximising its influence.China has also sought to lean on the UK to deliver its message in Brussels.International trade representative Gao Hucheng urged Britain on Tuesday to lobby for an easing of EU controls on high-tech exports to China. The 27-member union restricts high-tech exports to China, with Western business executives frequently complaining about what they perceive as inadequate intellectual property rights protection in the Asian powerhouse economy.

Now that the contrived idea that heated political rhetoric from conservatives has been rejected as a motivation behind Jared Lee Loughner’s tragic rampage in which Congresswoman Gabrielle Giffords was targeted, Loughner’s documented obsession with Giffords indicates that he may have been infatuated with the Arizona Democrat.We now know that 22-year-old Loughner was in contact with Giffords since at least 2007, having attended a Congress on Your Corner event and subsequently receiving a thank you letter from Giffords’ office that was discovered by police in a safe at Loughner’s home on which Loughner had scrawled Die Cops and Die Bitch, along with handwritten notes by Loughner stating that he had planned ahead and that the rampage was my assassination.According to a friend, it was Giffords’ treatment of Loughner at that 2007 event that first aggravated the young man who went on to attempt to murder the Congresswoman.Loughner’s characterization by those who knew him as someone who wasn’t especially political, indicates that his preoccupation with Giffords went beyond any of the issues in which she was involved in Arizona. Indeed, forum postings leaked to the Wall Street Journal confirm that,Mr. Loughner never mentions any political views explicitly, nor does he name any political figures.Why would someone with little interest in politics be so interested in meeting and communicating with a Congresswoman? Did Loughner have feelings for Giffords that were burned when Giffords supposedly mistreated him at the 2007 event?

It has now come to light that Loughner’s anger was fostered in part from being rejected by women. Messages posted on a gaming forum show that Loughner expressed his frustration with getting the brush off.On May 5, he started a thread titled Talk, Talk, Talking about Rejection. He solicited stories of rejection by the opposite sex. The next day he wrote, Its funny…when..they say lets go on a date about 3 times..and they dont….go… Three days later, he wrote, Its funny when your 60 wondering……what happen at 21.Since the tragic shootings, we have also learned that Giffords’ You Tube channel was subscribed to Loughner’s You Tube channel which contained his inane ramblings about mind control and his frustration with people’s use of language and grammar. This connection is made even more bizarre by the fact that Giffords is only subscribed to one other person, another Congressman, therefore her subscribing to Loughner’s channel could not have been an accident.

Unsurprisingly, Giffords’ subscription to her own attempted assassin’s You Tube page was scrubbed almost immediately after the shootings.Loughner’s obsession with Giffords is proven, and whether that was borne out of his frustrated feelings for the Congresswoman is sure to be explored in more detail as a clearer picture of the gunman’s motives emerges.

The establishment media campaign to crassly exploit the tragic Arizona shootings as a way to bludgeon the First Amendment and silence critics of the Obama administration has failed spectacularly, with even a majority of Democrats telling a CBS poll that violent political rhetoric was not to blame for the actions of a mentally disturbed madman.Within minutes of Saturday’s shootings and before the identity of the gunman was even known, establishment mouthpieces like the New York Times and MSNBC, backed up by statist blogs like Huffington Post and the Daily Kos, instantly seized upon the bloodshed to blame the events on tea partiers and what they termed violent right-wing rhetoric.This prompted leftist talking heads, enthusiastically backed by the Associated Press, to contrive a phony national debate about toning down the rhetoric, which as we explained, was a mere ploy to politicize the shootings to eviscerate free speech and dissent against big government.This agenda was made brazenly transparent by the actions of Pima County Sheriff Clarence Dupnik, who has been heavily criticized for giving a speech shortly after the shootings in which he accused irresponsible political rhetoric of conservatives, in particular radio and TV talk show hosts, for the murders of six people.

Even after it emergedthat shooter Jared Lee Loughner was a drug-using, Communist Manifesto-reading occultist whom his classmates had described as being left-wing, the effort to link the events with political opponents of big government continued unabated.Unfortunately for the architects of this national hoax, a clear majority of the American people just aren’t buying it.A CBS News nationwide telephone poll found that, 57 percent of respondents said the harsh political tone had nothing to do with the shooting, compared to 32 percent who felt it did.Even a majority of Democrats say that political rhetoric had nothing to do with the shooting.Among Democrats 49 percent placed no blame on the heated political tone against 42 percent who did. Among independents the split was 56 percent to 33 percent, CBS said.Amongst Republican voters, just 19 per cent blamed political rhetoric for the massacre, versus 69 per cent who rejected such a link.The fact that Americans are not buying the tone down the rhetoric ploy means that Target, Cupid, Fruit Punch, and other examples of violent hate speech will probably survive, at least until they are blamed for the actions of another mentally ill psychotic, clearly motivated by nothing other than his own inner demons.

But less than a week after Congresswoman Giffords reaffirmed our protected freedoms, another member of Congress announced that he would propose a law that would criminalize speech he found offensive.

It is in the hour when our values are challenged that we must remain resolved to protect those values. Recall how the events of 9-11 challenged our values and we had to fight the tendency to trade our freedoms for perceived security. And so it is today.Let us honor those precious lives cut short in Tucson by praying for them and their families and by cherishing their memories. Let us pray for the full recovery of the wounded. And let us pray for our country. In times like this we need God’s guidance and the peace He provides. We need strength to not let the random acts of a criminal turn us against ourselves, or weaken our solid foundation, or provide a pretext to stifle debate.America must be stronger than the evil we saw displayed last week. Floods turn major Australian city into ghost town

BRISBANE, Australia – Inch by inch, block by block, floods consumed Australia's third-largest city, creeping across suburban yards Wednesday and streaming through downtown streets darkened by power outages and largely emptied of people.The waters poured into Brisbane, topping traffic lights on some streets, after marching across Queensland state for weeks. Roads shut throughout the city, and people moved about in kayaks, rowboats and even on surfboards. Boats torn from their moorings floated down an engorged river.Residents of the city's low-lying areas headed in the thousands for higher ground, while others chose to ride it out as the waters approached their expected peak early Thursday morning.Some neighbors in East Brisbane fired up a barbecue, put some beer on ice and starting grilling sausages while watching the water spill from a picturesque creek and creep up the gentle slope toward their homes.We're having a bit of a barbecue because we've got no electricity, said Bob Vilgan, an 80-something dressed like most of the neighbors in shorts, a T-shirt and sandals. The idea is to get everyone fed who is in with our crowd, have a few tiny tipples and get back home.The flooding, which has killed 22 people since late November, has submerged dozens of towns — some three times — and left an area the size of Germany and France combined under water. Highways and rail lines have been washed away in the disaster, which is shaping up to Australia's costliest ever.

With at least 43 people missing, the death toll is expected to rise. Many of those unaccounted for disappeared from around Toowoomba, a city west of Brisbane that saw massive flash floods sweep away cars, road signs and people. Twelve died in that flood alone.The toll has shocked Australians, no strangers to deadly natural disasters like the wildfires that killed 173 in a single day two years ago.One tale has particularly transfixed the country: a 13-year-old boy caught in the flood who told strangers to save his 10-year-old brother first and died as a result.Jordan and Blake Rice were in the car with their mother, Donna, when a wall of water pummeled Toowoomba on Monday. After the torrent of water knocked one rescuer over, another man managed to reach the car, The Australian newspaper reported. At Jordan's insistence, he pulled Blake out first, according to a third brother, Kyle.Courage kicked in, and he would rather his little brother would live, the 16-year-old told the newspaper. Jordan and his mother were washed away before the men were able to get back to them. By Wednesday, Jordan's name was among the top 10 most used terms on Twitter, as a wave of tweets hailed him as a true hero of the Queensland floods.

In contrast to the wall of water that swallowed Toowoomba, Brisbane's crisis has been marked by the waters' slow but steady progress.I was quite panicked after seeing Toowoomba, said Ali Cook, one of the neighbors at the East Brisbane barbecue. But it's been such a slow rise. It's still rising quite a lot.On Wednesday, emergency sirens blared across Brisbane as the floodwaters entered an empty downtown and began swamping neighborhoods.The surging, muddy waters reached the tops of traffic lights in some parts of Brisbane, and Mayor Campbell Newman said at least 20,000 homes would likely be damaged. Brisbane's office buildings stood empty Wednesday with the normally bustling central business district transformed into a watery ghost town.Police went door-to-door in some neighborhoods advising people to leave. Five evacuation centers were open with room for 16,000 people.The Brisbane River is expected to reach its height on Thursday, at a depth slightly lower the that of 1974 floods that swept the city. Bligh said the news was welcome, but of little comfort.This is still a major event, the city is much bigger, much more populated and has many parts under flood that didn't even exist in 1974, she said. We are still looking at an event which will cripple parts of our city.The waters have overwhelmed a dam built to protect the city after the 1974 deluge. Officials have opened the floodgates of the dam to prevent a greater disaster, contributing to the flooding downtown.Though the full extent of the damage won't be known until the water is gone, even before Brisbane was threatened, Queensland Premier Anna Bligh estimated a cleanup and rebuilding to total around $5 billion.

Add to that, the damage to economy: Queensland's coal industry has virtually shut down, costing millions in deferred exports and sending global prices higher. Vegetables, fruit and sugarcane crops in the rich agricultural region have been wiped out, and prices are due to skyrocket as a result. Water levels were expected to stay at peak levels until at least Saturday, but many people won't be able to access their homes for several days beyond that, Bligh said.Energex, Brisbane's main power company, started switching off electricity to some parts of the city as a precaution against electrocution. Almost 70,000 homes were without power across Queensland by Wednesday afternoon, Bligh said.Residents who had spent two days preparing took cover on higher ground while others scrambled to move their prized possessions to the top floors of their homes. Some stacked furniture on their roofs. Supermarkets, which had experienced a run on bottled water, food and other goods in the previous days, stayed closed on Wednesday.Darren Marchant spent all day moving furniture and other household goods to the top floor of his home, near the river in the low-lying Brisbane suburb of Yeronga. RIO DE JANEIRO – Authorities in Rio de Janeiro say 58 people have died in the mudslides and flash floods that followed torrential rain overnight.The mayor of the mountain town of Teresopolis just north of Rio says in a statement Wednesday that 48 people died, and more than 1,000 have been left homeless.Civil defense officials for Rio state say eight died in the neighboring town of Nova Friburgo, including four firefighters. An elderly couple died in Petropolis.The death count is expected to rise officials reach the steep mountain flanks and washed-out valleys in the region.
Rio's governor Sergio Cabral says he's called on the navy to lend helicopters to rescue workers.

COLOMBO, Sri Lanka – Sri Lanka's government says five more people have died in widespread floods and mudslides, pushing the death toll to 18 from days of heavy rains.The Disaster Management Center says nearly 200,000 people, mostly in Eastern Province, have lost their homes because of the flooding. Most are now living in camps.It says most of dead either drowned or were buried in mudslides.Schools in several affected provinces remain closed.President Mahinda Rajapaksa was forced to abandon a trip Wednesday to survey the flood damage because of the bad weather.

Hezbollah and allies resign, toppling Lebanon government

BEIRUT (Reuters) – Ministers from Hezbollah and its Lebanese allies resigned on Wednesday, toppling the government of Prime Minister Saad al-Hariri before expected indictments against the Shi'ite group over the killing of Hariri's father.Lebanese politicians had said on Tuesday that Saudi Arabia and Syria failed to reach a deal to contain tensions over the U.N.-backed tribunal, which is expected to issue draft indictments soon over the 2005 assassination of Rafik al-Hariri.The ministers resigned as Saad al-Hariri was meeting U.S. President Barack Obama in Washington.

The militant Shi'ite Hezbollah has denied any role in the killing. Its leader, Sayyed Hassan Nasrallah, has attacked the tribunal as an Israeli project and urged Hariri to renounce it. The Sunni Muslim premier has resisted Hezbollah's demand.
Clearing the way for the formation of a new government ... the ministers present their resignation, hoping that the president will quickly take the required steps for forming a new government, said Gebran Bassil, a Christian government minister speaking for Hezbollah and its allies.Stalemate over the tribunal has crippled Hariri's 14-month-old unity government. Talks could be West's last chance: Iran envoy

TEHRAN (Reuters) – Talks next week between Iran and major powers concerned about its nuclear program could be the last chance for the West because Tehran's atomic capability is improving, a senior Iranian official was quoted as saying.Ali Asghar Soltanieh, Tehran's nuclear ambassador, raised the stakes for the January 21-22 meeting with the five permanent members of the U.N. Security Council plus Germany, which want assurances that Iran is not trying to develop nuclear weapons.Once Iran can make its own fuel for a research reactor, which it has said will happen this year, it may not return to negotiations if the talks to be held in Istanbul fail, the official IRNA news agency quoted him as saying on Wednesday.It might be the last chance because by installing fuel rods produced by Iran in the core of the Tehran Research Reactor, probably parliament will not allow the government to negotiate or send its uranium outside the country and the Istanbul meeting might be the last chance for the West to return to talks.Soltanieh later told Reuters in Vienna: If the first fuel will be ready, goes to the heart of the reactor, then what do we need negotiation (for) ... therefore the other side should come to the negotiating table as soon as possible.Iran's Supreme Leader, Ayatollah Ali Khamenei, has the ultimate say on its nuclear policy and diplomacy.

A similar round of talks concluded in October 2009 with a tentative pact for Iran to export some of its low-enriched uranium in exchange for fuel rods made from higher-enriched, 20 percent uranium to run the reactor which makes medical isotopes.But that deal, meant as a confidence-building step leading to further talks, unraveled when Tehran backed away from the terms, ultimately triggering a new wave of sanctions which some analysts say helped push Tehran back to the negotiating table.
Acting Foreign Minister Ali Akbar Salehi said on Saturday Iran would be able to produce its own fuel material for the Tehran reactor later this year, making any swap deal lose its meaning.

BLUFF?

Bruno Tertrais, Senior Research Fellow at the Foundation for Strategic Research in Paris, said Soltanieh's statement was largely bluff.In any case, Mr Soltanieh's argument is reversible -- we could always say it's the last chance for Iran, said Tertrais.When I say bluff, I mean I am not at all certain that Iran has the technical capacity to make the fuel necessary for this type of reactor, he said, echoing the general assessment of Western officials and nuclear experts.The U.N. Security Council has urged Iran since 2006 to suspend its uranium enrichment -- which yields fuel for nuclear reactors or, if done to a much higher level, for nuclear bomb -- in exchange for a packet of economic and diplomatic incentives.Iran is still awaiting replies from some of the countries it invited to tour its nuclear sites ahead of the talks, in what it calls a demonstration of its openness and peaceful intentions.Of the countries involved in the Istanbul talks, the European Union rejected the invitation and the United States was not invited, saying it was for U.N. nuclear watchdog specialists to inspect Iranian nuclear installations.That left only China and Russia as possible attendees from the six-power group. Asked whether Russia and China would also be among them, he said: We are waiting, they have not said no. Before anything else, they need to give an honest accounting to themselves, to us, and to the world, and certainly not involve themselves in telling Jews how and where to build in their homeland.On Monday, as bulldozers began demolishing the old hotel, on a site purchased by Dr. Irving Moskowitz of the U.S., the British Independent newspaper published a confidential report that quoted 25 consul-generals of European countries stationed in Jerusalem as calling for an international observer force to keep an eye on Jewish actions in Arab and mixed neighborhoods of Jerusalem.

The report, quoted by the paper, states that Israel has left Palestinian neighborhoods ever more isolated and is actively pursuing its annexation by systematically undermining the Palestinian presence in the city, by using legal and practical means.The Consuls-General, who are in essence EU ambassadors to the Palestinian Authority, called for an official European presence in Jerusalem, to ensure EU intervention when Palestinians are arrested or intimidated by Israeli authorities for peaceful cultural, social or political activities.But Dan does not intend to roll out the welcome mat for these observers if they show up – quite the opposite. They have no business here, and we will do everything legally possible to prevent them from interfering with Jewish building in our capital. How ironic it is, he said, that the very people whose policies guaranteed the deaths of 6 million Jews just a few decades ago, are now in a rush to defend against the home of Hajj Amin al-Husseini, the great Arab ally of the Nazis.Husseini, who over nearly three decades inspired and organized pogroms, riots, and murders of Jews, had drawn up with the Nazis plans for the enslavement and elimination of the Jewish residents of the Land of Israel when the Nazis invaded and conquered the country. “Husseini was the owner of the hotel, which now legally belongs to Jewish owners, as has been proven in court numerous times. In other words, the Europeans would rather take the side of the modern-day persecutors of Jews, the spiritual heirs of Husseini, instead of apologizing for what they have done to us, says Dan. Such people have no place here.

So far, the government has not responded to the latest attempt by the EU to pressure Israel into halting building at the site, and Dan hopes things will remain that way. If the EU does try to poke its nose into Israel's building policy, Dan says he is ready for them. Danish PM sued over Lisbon Treaty

EUOBSERVER / BRUSSELS - The Danish Supreme Court on Tuesday (11 January) ruled admissible a complaint filed by 28 citizens who are trying to sue Prime Minister Lars Lokke Rasmussen for having adopted the Lisbon Treaty without a referendum.In a surprising ruling, the country's top constitutional judges allowed the plaintiffs to pursue their case against Mr Rasmussen for breach of the constitution, despite having rejected a similar case in 1996 when the Maastricht Treaty was also adopted without a referendum.However, this time the Supreme Court found that the 28 plaintiffs have a requisite legal interest in having their claims verified.The group of professors, actors, writers and euro-sceptic politicians mounting the constitutional challenge argues that the Lisbon Treaty does indeed hand over parts of national sovereignty to Brussels and therefore a referendum should have taken place.It is unclear what would happen if they win. The plaintiffs have far-fetched hopes it could lead to the undoing of the treaty itself, but in any case the PM would not face any personal repercussions.Mr Lokke Rasmussen said he took note of the ruling but maintained his position that the Danish Parliament did not breach the Constitution when approving the Lisbon Treaty without a referendum. I don't think there should be any consequence to this, the prime minister said.When the Lisbon Treaty was first signed, in 2007, then-prime minister Anders Fogh Rasmussen said that the parliament would have to vote on it, but there was no need for a referendum because no sovereignty was relinquished.

The mood among EU leaders at the time was to avoid referendums, after the initial Constitutional Treaty was rejected by a popular poll both in France and the Netherlands. All governments used the no sovereignty transfer argument to avoid a referendum, except for the Irish one. Initially, in 2008, the Irish people rejected the EU treaty, but one year later, after intense lobbying both the No and the Yes camps and top-level assurances that there will be no interference in the country's social and fiscal laws, a second referendum was held, approving the Lisbon Treaty.
Back in 2009 when he was leader of the opposition, British Prime Minister David Cameron spearheaded attacks on the Labour government to hold a referendum on the Lisbon pact. Mr Cameron is currently walking a thin line in ensuring that no referendum is being held on the latest EU treaty change, approved by all 27 heads of state in December, concerning a permanent EU bailout mechanism. A bill is being debated on Tuesday in the British Parliament proposing that any significant EU treaty changes must be approved by a national referendum in the future. The term significant implies that any non significant changes, such as the bailout mechanism, could pass without a referendum - a distinction loathed by Conservative eurosceptic hard-liners.Sovereignty issues were also a hurdle for the ratification in the Czech Republic and Poland and a constant concern in Germany, where several constitutional challenges have been brought. None of them were able to block the ratification of the treaty, however.Germany's Constitutional Court in Karlsruhe managed to box through enhanced powers for the national parliament in EU matters as it deemed that the European Parliament is not democratically elected.

EUOBSERVER / BRUSSELS - A court order potentially giving US security services access to data on all 637,000 people who follow the WikiLeaks Twitter account has added fuel to the fire of an EU debate on data retention.The online short-message service Twitter on Friday (7 January) announced it won a legal battle to disclose that the US has issued a court order seeking private information on WikiLeaks founder Julian Assange, his alleged source for the classified US documents, Bradley Manning and three of his supporters - Icelandic MP Birgitta Jonsdottir, Dutch hacker Rop Gonggrijp and US programmer Jacob Appelbaum.The US subpoena also requires the disclosure of non-content information associated with any communication or file stored by or for the accounts, such as the source and the destination e-mail addresses and IP addresses. In short, this means that all the 637,000 Twitter users following the WikiLeaks account may be a potential target.The news, which will enable the five named people to appeal the order, comes just as US foreign policy chief Hillary Clinton starts a Middle East trip she herself dubbed an apology tour after leaked cables revealed US-Arab intrigues against Iran. Iceland, for one, does not think US embarrassment justifies the sweeping court injunction against WikiLeaks supporters, however.

Foreign minister Oessur Skarphedinsson has summoned the US ambassador to Reykjavik for an explanation and told Icelandic public radio RUV: According to the documents that I have seen, an Icelandic parliamentarian is being investigated in a criminal case in the United States for no reason at all.Ms Jonsdottir was the chief sponsor of the Icelandic Modern Media Initiative (IMMI) co-authored with WikiLeaks founder Julian Assange, aimed to make the small Atlantic island an international haven for investigative journalism and free speech. British MPs to debate EU referendum lock

EUOBSERVER / BRUSSELS - Eurosceptic Conservative MPs are expected to test the authority of British Prime Minister David Cameron on Tuesday (11 January) when the House of Commons debates a European Union Bill, designed to prevent the transfer of powers to Brussels without a national referendum first taking place. Forced into an uneasy coalition with the pro-European Liberal Democrats last year, Conservative rightwingers claim the new bill fails to preserve national sovereignty, raising the prospect of a return to the in-party fighting over Europe that dogged former Tory prime minister John Major in the early 1990s.If passed by the British parliament, the new bill would ensure that any significant EU treaty changes must be approved by a national referendum in the future.Ministers would be able to wave through treaty changes deemed as not significant, something London is expected to do regarding the establishment of a permanent European Stability Mechanism to aid struggling eurozone states.Any example of government rather than citizen approval would be open to challenge via a judicial review however.Proposals to introduce the 'referendum lock' on European powers were first suggested by David Cameron in 2009 after he ruled out a referendum on the Lisbon Treaty following its ratification by all 27 EU member states.

UK foreign secretary William Hague defended the plans over the weekend as the strongest defence of national democracy put in place anywhere in Europe, but eurosceptic Tories are unconvinced.Individuals such as veteran backbencher Bill Cash, Conservative chairman of the British parliament's European scrutiny committee, say the new law will fail to increase the democratic say.It was sold as a bill that was going to increase the power to the people, Mr Cash told the BBC.In fact, what it does is undermine the power of the people by giving greater opportunities and gateways for the judiciary to be able to assert its ultimate authority over parliament and that is not a good thing.The opposition Labour Party has described the bill as a dog's dinner, arguing that the government should focus on restoring economic growth and jobs, rather than incessantly striving to appease Conservative eurosceptic MPs.While Mr Cameron has so far avoided even a modicum of the trouble that has plagued former British leaders, the Conservative prime minister has been careful not to appear soft over the 'EU question', with his electorate traditionally more cautious on the subject than in many member states on the European continent.

Reports over the weekend quote senior European sources as saying Berlin, Paris and other core eurozone capitals are leaning heavily on Lisbon to apply for a financial rescue, although the Portuguese government continues to deny that any pressure is being mounted.The news comes as Portugal is set to go to the markets on Wednesday (12 January) with a fresh government debt offering of €1.25 billion.All eyes will be monitoring the sale this week, as any indication that capital markets have abandoned the country will be seen as the final straw before Lisbon is forced to seek external financial assistance.France and Germany have indicated in the context of the Eurogroup that Portugal should apply for help sooner rather than later, an unnamed senior EU source was quoted by Reuters on Sunday as saying.Reports out of Germany also say Lisbon is under pressure from Berlin and Paris.The Reuters source added that discussions on a possible Portuguese bail-out by the EU and IMF have been taking place since July last year and that Finland and the Netherlands were also of the opinion that it is time for Portugal to admit defeat.

The eurozone core fears that if a firewall is not built around Portugal, investor nervousness could spread to Spain, a much larger economy than those of the two states - Greece and Ireland - that have already been bailed out.However, formal negotiations with Lisbon have yet to begin, the source continued, and discussions have yet to match the pace of similar talks ahead of the Greek bail-out last May or that of Ireland last November.Should Portugal decide to ask for a rescue, the bill would amount to between €60 and €80 billion, the source said.On Friday, the Portuguese 10-year bond yield climbed to an all-time eurozone history high of 7.193 percent, a sharp jump up from the 6.957 percent demanded by investors the day before.
On Tuesday, the government managed to raise €500 billion in six-month treasury bills but only by forking out a record 3.686 percent, up from 2.045 percent for the previous such auction.Lisbon for its part insists that the government is under no pressure, with a government spokesman on Sunday saying the reports were untrue.This story has no foundations, it is false, the spokesman said.

Berlin also denied the reports.

It is not the strategy of the German government to push Portugal to take the bailout, said government spokesman Steffen Seibert.Lisbon argues that its stringent austerity measures have met with success in cutting its budget deficit, meeting its deficit target for 2010 of 7.3 percent of GDP, down from 9.3 percent in 2009.Adding to the country's woes, on Friday, the Swiss central bank said that it had stopped accepting Portuguese government debt as collateral, a move that follows a similar downgrade of Irish debt.

Gaza Fires Rocket at Israel, None Hurt

Terrorists fired a short range 'Kassam'-type rocket at Israel Tuesday morning. The rocket exploded in Hof Ashkelon county, north of Gaza. No one was hurt and no damage was reported.Gaza terrorists fired four rockets at Israel Monday, causing no casualties or damage.London-based pan-Arab newspaper A-Sharq Al-Awsat reported that Hamas is having difficulty persuading other groups in Gaza to stop firing rockets at Israel and that its terrorist militia has deployed along the border with Israel to try and increase its degree of control there.Palestinian Arab sources told the newspaper that Hamas officials met with representatives of other organizations, but that these groups refused to commit to a calm vis-a-vis Israel or to refrain from responding to Israeli actions. They reportedly did agree not to initiate an escalation.Reports from Gaza are tightly controlled by Hamas and should be seen as part of the group's sophisticated psychological warfare against Israel.Hamas also reported that Israel rearrested a PA Member of Parliament for Hamas, Omar Abdel Razek. Nof Tzion Holder Sold to Jewish Investors for 11M Shekels'

Investment house DS Apex has sold its share of the ownership of Digal - the bankrupt company that developed the Nof Tzion real estate project - to a body representing nationalist Jewish investors, according to financial website Calcalist.The buyers paid 11 million shekels for the one-third of Digal's shares.The investors will tip the scales in the shareholders' vote Tuesday afternoon, in favor of selling the project to a group that includes food chain owner Rami Levy and an American investor, and against a bid by Arab businessman Bashir Al-Masri.The Jewish buyers' offer is reportedly identical to the one made by Al-Masri. In a late-night post on its Facebook site Monday, activist group my Israel (Israel Online Ambassadors) informed its members that it seems at the moment that [the purchase] has indeed been blocked,and numerous forces are acting to complete a deal that would transfer ownership of the neighborhood to Jewish hands.Another report that appears to confirm that Nof Tzion is safe from a hostile buy-up appeared on the Maariv-NRG website. Under the headline Racism in Business, Too, a column by financial editor Yehudah Sharoni bemoans the collapse of the Arab attempt to purchase the neighborhood.

Sharoni tells his readers that Digal, the developer of Nof Tzion, is in financial difficulties and was about to be sold to Al-Masri, until an attack by settlers on Digal's creditor - Bank Leumi - torpedoed the deal.Sources close to attorney Dov Weisglass, who represents Al-Masri, told Sharoni that the bank has caved in to settler pressure and that therefore Digal will not be sold to the Palestinian investor after all.Sharoni explains that 100 of the neighborhood's 300 planned homes have been bought by religious Jewish families and that the investors fear the Arab buyer would sell the rest of the neighborhood to Arabs. Sources close to Masri denied that they intend to harm the Jewish apartment buyers and stressed that he intends to create a partition between the tenants, he writes.This last line appears to be an indirect confirmation that the Jewish concerns were justified, and that Al-Masri planned to sell the rest of the neighborhood to Arabs, and then (perhaps) build an apartheid wall between the Jews and Arabs. Calcalist also reported that Al-Masri intended to house Arabs in the remaining 200 homes. An attorney representing opponents of the Al-Masri deal demanded Tuesday that Bank Leumi refuse to accept the check written by Al-Masri because it violates the law against money laundering.

Strains emerging in Israel's coalition government

JERUSALEM – Prime Minister Benjamin Netanyahu rebuked his combative foreign minister on Tuesday for attacking members of the Israeli leader's Likud party, pointing to growing strains within the coalition government.In a rambling news conference, Foreign Minister Avigdor Lieberman criticized Likud leaders for opposing an initiative to investigate Israeli human rights groups critical of the government. He said it was a strange spectacle to see Likud members protecting groups that he described as terrorist collaborators.Netanyahu's office said the prime minister utterly rejects the comments, reminding Lieberman that Likud is a democratic and pluralistic party and not a dictatorship of one opinion.Lieberman leads the hawkish Yisrael Beitenu Party, dominated by immigrants from the former Soviet Union like Lieberman himself. It made strong gains in 2009 elections with a nationalist message that, among other things, questioned the loyalty of Israel's Arab minority.

Lieberman more recently has turned his attention to Israeli human rights groups, pushing parliament to launch an inquiry into funding sources of organizations deemed hostile to Israel. In particular, he is targeting groups that have helped seek prosecution of Israeli soldiers for alleged war crimes during battles against Palestinian militants.Critics say Lieberman's proposal would stifle dissent and limit democracy. Rosen Effect May Mean Anti-Peres Protests

Last Wednesday, Interior Minister Eli Yishai had to be escorted from a memorial ceremony after Danny Rosen led several people in shouting at him. Rosen, who lost his partner Ahuva Tomer in the Carmel fire, blamed Yishai for being insufficiently prepared to put out a major blaze.As Rosen yelled, President Shimon Peres sat and watched, and did not intervene.Peres' silence may come back to haunt him, as the Rosen Effect could be used again him as well, say relatives of terrorism victims. Dr. Aryeh Bachrach, whose son Ohad was murdered by terrorists in 1995, spoke to Arutz Sheva's Hebrew-language news service about a plan to target Peres for protest.

We were very upset by the fact that the first citizen,the president, sat there and watched as they were accusing the Interior Minister. After all, everyone knows that the Interior Minister was not responsible for the fire, and did not tell the bus where to go, Bachrach said.His responsibility for this disaster is far less than Shimon Peres' responsibility for Oslo and what happened afterward.If in the future Peres attends a memorial event for victims of terrorism, he is likely to face angry relatives who, like Danny Rosen, will protest his presence. There will be no hooligan's protest, Bachrach said, but rather, relatives will wave protest signs and calmly demonstrate.I hope he will save us the trouble, and will simply not attend, he added.Bachrach noted that if Peres had spoken up after the event at which Yishai was targeted, he would feel differently. BRISBANE, Australia – Greg Kowald was driving through the center of Toowoomba when a terrifying, tsunami-like wall of water roared through the streets of the northeast Australian city.Office windows exploded, cars careened into trees and bobbed in the churning brown water like corks. The deluge washed away bridges and sidewalks; people desperately clung to power poles to survive. Before it was over, the flash flood left at least 10 dead and 78 missing.The water was literally leaping, six or 10 feet into the air, through creeks and over bridges and into parks, Kowald, a 53-year-old musician, told The Associated Press on Tuesday. There was nowhere to escape, even if there had been warnings. There was just a sea of water about a kilometer (half a mile) wide.The violent surge in Toowoomba brought the overall death toll from weeks of flooding in Queensland state to 20, a sudden acceleration in a crisis that had been unfolding gradually with swollen rivers overflowing their banks and inundating towns while moving toward the ocean. Queensland Premier Anna Bligh said there were grave fears for at least 18 of those missing.

The high waters headed next to Australia's third-largest city, Brisbane, where up to 9,000 homes were expected to be swamped. The Brisbane River overflowed its banks Tuesday and officials warned that dozens of low-lying neighborhoods and parts of downtown could be inundated in coming days.But nothing downstream was expected to be as fierce as the flash flood that struck Toowoomba on Monday. It was sparked by a freak storm — up to 6 inches (150 millimeters) fell in half an hour.There was water coming down everywhere in biblical proportions, Toowoomba council member Joe Ramia told the AP.Ramia, 63, was driving downtown when the flash flood struck. He parked his car and dashed on foot for higher ground, keeping an eye on the carnage unfolding below: Cars transformed into scrap metal as they were flung into an elevated railway line, giant metal industrial bins tossed about as if made of paper, a man clinging desperately to a power pole as the relentless tide surged around him.

Ramia watched as a rescue official pushed through the churning water and yanked the man to safety. Others, including five children, were not as lucky, and were swept to their deaths.You were powerless to do a thing, said Ramia, a lifelong resident of Toowoomba. While we can rebuild, you can't replace people. ... I've never seen anything like this.The raging water was strong enough to rip houses off their foundations. Leroy Shephard, who lives in the town of Grantham, east of Toowoomba, was inside his home when the flood struck.You could feel the whole house just pop up off its stumps, turn around, and go — for a 100 meters (330 feet) or something down my backyard, Shephard told Australian Broadcasting Corp.He and his family spent five hours on the house's roof waiting for the waters to drop.It's not a good feeling having the floorboards under your feet just ripple, the whole house just ripple and crack, and watching rooms just disappear, he said.Emergency services officers plucked more than 40 people from houses isolated overnight by the torrent that hit the Lockyer Valley, and thousands were being evacuated. In one small community in the path of the floodwaters, Forest Hill, the entire population of about 300 was being airlifted to safety in military helicopters, Bligh said.

Search and rescue efforts were hampered by more driving rain, though the bad weather was easing and Bligh said the search would get easier Wednesday.Brisbane Mayor Campbell Newman said authorities were preparing for flooding affecting about 15,000 people in 80 suburbs.The city is protected by a large dam built upstream after floods devastated downtown in 1974. But the reservoir was full, and officials had no choice but to release water that would cause low-level flooding in the city, Newman said. The alternative was a much worse torrent. Steph Stewardson, a Brisbane graphic designer, said there was an exodus in a downtown area around lunchtime Tuesday when the river that goes through the city broke its banks. Stewardson, 40, hopped in her car and crossed the swollen river to collect her dog Boo from daycare while waters started covering the boardwalk stretching along its banks.Stewardson took shelter in her house, and plans to stay there — for now.I'm about 800 meters (half a mile) from the river on a hill, so I think it's going to be OK, she told the AP.Queensland has been in the grip of its worst flooding for more than two weeks, after tropical downpours covered an area the size of France and Germany combined. Entire towns have been swamped, more than 200,000 people affected, and the coal industry and farming have virtually shut down.The power of nature can still be a truly frightening power and we've seen that on display in this country, Prime Minister Julia Gillard said.

Police Commissioner Bob Atkinson described the events Monday as an inland instant tsunami.Forecasters said more flash floods could occur through the week. Deputy Police Commissioner Ian Stewart said rescue efforts were concentrated on towns between Toowoomba and Brisbane, including hardest-hit Murphy's Creek and Grantham, where about 30 people sought shelter in a school isolated by the floodwaters.The floods reached a second state Tuesday, with about 4,500 people stranded by high waters in bordering New South Wales, officials said, though the situation was not yet as dire as in Queensland.Bligh said last week the cost of the floods could be as high as $5 billion, the latest figure available.Gelineau reported from Sydney. As snowstorm heads north, Deep South battles ice

ATLANTA (Reuters) – The Deep South battled icy roads on Tuesday as a storm that blanketed the region in up to 10 inches of snow and caused three fatal traffic accidents swept up the east coast.Authorities in Alabama said only one person died in ice-related accidents in the state in the storm. Earlier they put the figure at two. Two others died on Louisiana's roads.In a bid to avoid further accidents, authorities shut schools and government offices for a second day in dozens of districts in Georgia, Alabama, Mississippi, North and South Carolina and Tennessee.

This (storm) is a big traffic, travel, transportation problem, said Ken Davis, spokesman for the Georgia Emergency Management Agency. The ice has made travel extremely hazardous. There are countless areas of the state that are impassable.In one example, parts of Interstate 285 that loops Atlanta were closed near Hartsfield-Jackson airport because dozens of tractor-trailer trucks are stuck, said Karlene Barron, spokeswoman for the state transportation agency.Officials were particularly concerned about trucks stuck on I-285 underneath the airport's fifth runway.Delta, the airport's dominant carrier, canceled more than 1,450 flights, including those operated by its regional affiliates, for a second straight day from the U.S. Southeast up through the Northeast, spokesman Anthony Black said.The storm that tore across the Deep South on Sunday and Monday dumping record volumes of snow in some parts was a rarity in a region that prides itself on relatively balmy winters.By Tuesday morning the storm was headed up the east coast toward New York where Boston could get hit with 12 to 15 inches of snow, and New York City could get 6 to 12 inches, the National Weather Service said.

Ripley received a reported 10.5 inches, according to unofficial figures from the weather service, beating the 7.5-inch record set on January 2, 1966.Upstate South Carolina began to dig out from up to 9 inches of snow and some roads remained covered in snow, frozen over and barely passable.Authorities postponed a family fun night, part of the inauguration festivities for newly-elected governor Nikki Haley, until later in the month.The session opening at the state's General Assembly was delayed until afternoon to allow legislators to travel to Columbia.It iced overnight and it's frozen and so now everything has a very nice polyurethane coating, said Elizabeth Stewart, 38, a resident of Greenville, South Carolina. SAO PAULO – Brazilian authorities say heavy rains have triggered mudslides and floods in southeastern Brazil, killing at least 13 people.Sao Paulo state civil defense officials say 11 people died when their houses collapsed because of mudslides and two were killed in flash floods.Heavy rains have been pummeling the region and at least 12 landslides were reported across the state.Sao Paulo nearly came to halt on Tuesday as flooding blocked traffic in some of the city's main thoroughfares.Brazil has been severely affected by the rains this year and authorities say the number of people left homeless by flooding has surpassed 100,000 in four southeastern states. More than 30 deaths have been reported.

Gates: China confirms stealth jet test-flight

BEIJING (Reuters) – China confirmed it held its first test-flight of a stealth fighter jet on Tuesday, a show of muscle during a visit by U.S. Defense Secretary Robert Gates aimed at defusing military tensions between the two big powers.Gates said Chinese President Hu Jintao told him the maiden test-flight of the J-20 fighter jet prototype, which could eventually help narrow the military gap with the United States, was not timed to coincide with his visit.I asked President Hu about it directly, and he said that the test had absolutely nothing to do with my visit and had been a pre-planned test, Gates told reporters.Asked whether he believed that, Gates said: I take President Hu at his word that the test had nothing to do with my visit.A Pentagon official, speaking on condition of anonymity, said Hu and other civilian leaders at the meeting with Gates did not appear aware the J-20 test-flight had happened before the U.S. side pressed them about it.When Secretary Gates raised the question of the J-20 test in the meeting with President Hu, it was clear that none of the civilians in the room had been informed, the official told reporters.

The flight of the J-20 may have been timed to coincide with Gates's visit to signal to Chinese people, including military officers, that Beijing was not bowing in the face of U.S. pressure, said Jin Canrong, a professor at Renmin University in Beijing who specialises in China-U.S. relations.Ardently patriotic Chinese, including some outspoken military officers, have urged the government to press Washington harder over Chinese complaints about U.S. arms sales to Taiwan and U.S. military activities in seas and skies near China.This is a kind of military transparency and it's also possibly an internal signal, Jin told Reuters.Some people may feel that China is looking too weak and this is to show some muscle, he said. This says, We're not weak. We're also developing our own technology.

INTERNET ACCLAIM

Beforehand, reports about the test flight of the jet, which could potentially evade detection by foes, in the southwest Chinese city of Chengdu had been widely circulated on Chinese Internet blogs and online news sites.They showed pictures of a fighter plane in flight and some offered what were cast as running accounts of the J-20 stealth jet fighter taking off after midday for a short flight from an airport in Chengdu.The website of the Global Times, a popular newspaper owned by the People's Daily, the ruling Communist Party's main paper, featured a brief report headlined: J-20 first flight successful.It published a link to what it said were pictures of the flight (http://bbs.huanqiu.com/thread-507371-1-1.html).

In recent days, Chinese Web sites and some popular newspapers, which can come under a heavy grip of censorship, have carried many reports and pictures claiming to show the stealth fighter being tested on the ground.But apart from Hu's remarks to Gates, the government had been silent about the fighter.The latest pictures may heighten concern about China's military build-up, including possible deployment in 2011 of its first aircraft carrier and a new anti-ship ballistic missile seen as a threat to U.S. aircraft carriers. Some analysts have said that the J-20 photos suggest that China may be making faster-than-expected progress in developing a rival to Lockheed Martin's F-22 Raptor, the world's only operational stealth fighter designed to evade detection by radar.But U.S. Vice Admiral David Dorsett, director of naval intelligence, has said deployment of the J-20 is years away.Xu Guangyu, a retired Chinese major general who works for the China Arms Control and Disarmament Association, agreed.There would have to be at least a thousand flights between the plane's maiden flight and its military deployment, Xu told Reuters. U.S. sees North Korea becoming direct threat, eyes ICBMs

BEIJING (Reuters) – North Korea is becoming a direct threat to the United States and could develop an inter-continental ballistic missile within five years, U.S. Secretary of Defense Robert Gates said on Tuesday.Gates detailed the new U.S. assessment of Pyongyang's capabilities during a visit to Beijing, where he praised Chinese efforts to reduce tension on the Korean peninsula but also stressed the urgency to rein in the reclusive state.China is North Korea's top diplomatic and economic backer and Gates said it was self-evident that North Korea would likely come up in talks between Chinese President Hu Jintao and President Barack Obama in Washington next week.With the North Koreans' continuing development of nuclear weapons and their development of inter-continental ballistic missiles, North Korea is becoming a direct threat to the United States, Gates told reporters after talks with Hu.

Gates said he did not believe North Korea was an immediate threat, but added it was also not a five-year threat.I think that North Korea will have developed an inter-continental ballistic missile within that time -- not that they will have huge numbers or anything like that, Gates said. But they will have, I believe they will have a very limited capability.North Korea's arsenal already includes intermediate-range missiles that can hit targets at up to 3,000 km (1,860 miles) away, the Yonhap news agency quoted a South Korean official as saying last year. Those missiles could hit all of Japan and put U.S. military bases in Guam at risk.North Korea has also been seeking to develop long-range missiles for over a decade. Tests of its Taepodong-2, with an estimated range of 6,700 km (4,160 miles), suggested it was still a long way off producing the complete weapon, however.In a 2006 test, it fizzled out after a few seconds in the air. A second test in 2009 was seen as a technical failure, although it stayed airborne longer.At the same time, Pyongyang has stoked Western concerns over its nuclear program. It revealed late last year it had made considerable progress in its uranium enrichment, potentially giving it a second route to make a nuclear bomb.Still, experts say they do not believe North Korea yet has the ability to miniaturize an atomic weapon to place on a missile.

TALKS WITH THE NORTH?

The new U.S. assessment comes amid heightened tensions on the Korean peninsula after a deadly attack on a South Korean island and the sinking of a South Korean warship last year.Gates suggested South Korea's patience with the North had run out, saying: If there is another provocation, there will be pressure on the South Korean government to react.We consider this a situation of real concern and we think there is some urgency to proceeding down the track of negotiations and engagement, Gates said, while again conditioning any talks on a show of North Korean sincerity.But we don't want to see a situation that we've seen so many times before, which is: the North Koreans engage in a provocation and then everybody scrambles diplomatically.

After threatening the South with nuclear weapons last month, the North has made almost daily offers since the start of the year to return to the negotiating table.
South Korea, which has called the offers propaganda, on Monday responded to an official request for talks from the North with a counter offer for a South-North Korean government meeting to confirm the North's sincerity. Gates suggested North Korea could announce a moratorium on missile and nuclear testing.There are several areas where they could take concrete actions, said Gates, who will travel to Japan and South Korea

this week.

The North responded on Tuesday by declaring the only way for the two Koreas to work out their differences was to sit down first at a table to test each other's resolve to iron out differences through talks. Whether we are sincere or not will be proven when we sit together face-to-face, Minju Joson, a publication of the North's cabinet, said in an editorial carried by the official Korean Central News Agency.

BERLIN – German authorities ordered 140 pigs slaughtered Tuesday after tests showed high levels of a cancer-causing chemical for the first time in swine, as the nation's dioxin scandal widened beyond poultry and eggs.The top agriculture official in northern Germany's Lower Saxony state demanded the cull after tests found illegal levels of dioxin in swine at a farm near Verden that purchased tainted feed from the company believed to be responsible for the scandal.German firm Harles & Jentzsch GmbH, which produced fat used in the tainted feed pellets, is being investigated over allegations it did not alert authorities to the tainted product for months. Tests have shown that fat samples contained more than 70 times the permitted amount of dioxin.We were specifically investigating this farm, because they had bought their livestock feed from Harles & Jentzsch, Lower Saxony's Agriculture Minister Gert Hahne said.Some 140 of the 536 pigs at the affected farm have to be slaughtered because the dioxin levels in their flesh were 50 percent above the maximum allowed, Ulf Neumann, a spokesman for the Verden government, said Tuesday. The other pigs apparently did not eat the contaminated feed.The scandal broke last week when German investigators found excessive levels of dioxin in eggs and some chicken. Authorities then froze sales of poultry, eggs and, as a precaution, pork, from thousands of farms as some countries banned German farm products.

Some 558 farms still remained closed on Tuesday, said Holger Eichele, a spokesman for the federal agricultural ministry.Germans love their pork. In 2009, about 7.7 million tons of meat were produced in Germany — pork being the No. 1 at almost 68 percent, followed by poultry at 17 percent and beef at 15 percent, according to the Meat Industry Association. Some 1.4 million tons of German pork was exported in 2009, mostly to other European Union countries.Agriculture Minister Ilse Aigner has said officials were working nonstop to find out who and what had contaminated the feed and vowed tough legal action against those responsible. She said companies should be banned from producing both industrial fats and fats used for livestock, to avoid the possibility that industrial fats could end up in animal feed.Harles & Jentzsch chief Siegfried Sievert has said the company believed that byproducts from palm, soy and rapeseed oil used to make organic diesel fuels were safe for use in livestock feed.

In Brussels, the EU was considering how to better monitor fat for animal feed, said Frederic Vincent, the spokesman for Health and Consumer Policy Commissioner John Dalli. EU officials met with fat producers but we were somewhat disappointed by the absence of proposals from the industry, he said.The German dioxin scandal is the fourth in the EU over the past decade — and each time fat made for industrial use ended up in animal feed.
