DOCTOR DOCTORIAN FROM ANGEL OF GOD
then the angel said, Financial crisis will come to Asia. I will shake the world.

JAMES 5:1-3
1 Go to now, ye rich men, weep and howl for your miseries that shall come upon you.
2 Your riches are corrupted, and your garments are motheaten.
3 Your gold and silver is cankered; and the rust of them shall be a witness against you, and shall eat your flesh as it were fire. Ye have heaped treasure together for the last days.

REVELATION 18:10,17,19
10 Standing afar off for the fear of her torment, saying, Alas, alas that great city Babylon, that mighty city! for in one hour is thy judgment come.
17 For in one hour so great riches is come to nought. And every shipmaster, and all the company in ships, and sailors, and as many as trade by sea, stood afar off,
19 And they cast dust on their heads, and cried, weeping and wailing, saying, Alas, alas that great city, wherein were made rich all that had ships in the sea by reason of her costliness! for in one hour is she made desolate.

EZEKIEL 7:19
19 They shall cast their silver in the streets, and their gold shall be removed: their silver and their gold shall not be able to deliver them in the day of the wrath of the LORD: they shall not satisfy their souls, neither fill their bowels: because it is the stumblingblock of their iniquity.

REVELATION 13:16-18
16 And he(FALSE POPE) causeth all,(WORLD SOCIALISM) both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:(CHIP IMPLANT)
17 And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name.
18 Here is wisdom. Let him that hath understanding count the number of the beast: for it is the number of a man; and his number is Six hundred threescore and six.(6-6-6) A NUMBER SYSTEM

9 Reasons Why Quantitative Easing Is Bad For The U.S. Economy
The Economic Collapse November 4, 2010

The Federal Reserve is pumping 900 billion dollars into the system and that is going to have a significant impact.Buckle up and hold on – a new round of quantitative easing is here and things could start getting very ugly in the financial world over the coming months. The truth is that many economists fear that an out of control Federal Reserve is crossing the Rubicon by announcing another wave of quantitative easing. Have we now reached a point where the Federal Reserve is simply going to fire up the printing presses and shower massive wads of cash into the financial system whenever the U.S. economy is not growing fast enough? If so, what does the mean for inflation, the stability of the world financial system and the future of the U.S. dollar? The Fed says that the plan is to purchase $600 billion of U.S. Treasury securities by the middle of 2011. In addition, the Federal Reserve has announced that it will be reinvesting an additional $250 billion to $300 billion from the proceeds of its mortgage portfolio in U.S. Treasury securities over the same time period. So that is a total injection of about $900 billion. Perhaps the Fed thought that number would sound a little less ominous than $1 trillion. In any event, the Federal Reserve seems convinced that quantitative easing is going to work this time. So should we believe the Federal Reserve? The truth is that the Federal Reserve has tried this before. In November 2008, the Federal Reserve announced a $600 billion quantitative easing program. Four months later the Fed felt that even more cash was necessary, so they upped the total to $1.8 trillion.

So did quantitative easing work then?

No, not really. It may have helped stabilize the economy in the short-term, but unemployment is still staggeringly high. Monthly U.S. home sales continue to come in at close to record low levels. Businesses are borrowing less money. Individuals are borrowing less money. Stores are closing left and right. The Fed is desperate to crank the debt spiral that our economic system is now based upon back up again. The Fed thinks that somehow if it can just pump enough nearly free liquidity into the banking system, the banks will turn around and lend it out at a markup and that this will get the debt spiral cranking again. The sad truth is that the Federal Reserve is not trying to build an economic recovery on solid financial principles. Rather, what the Federal Reserve envisions is an economic recovery based on new debt creation.

So will $900 billion be enough to get the debt spiral cranked up again?

No.

If 1.8 trillion dollars didn’t work before, why does the Federal Reserve think that 900 billion dollars is going to work now? This new round of quantitative easing will create more inflation and will cause speculative asset bubbles, but it is not going to fix what is wrong with the economy. The damage is just too vast as Charles Hugh Smith recently explained….Anyone who believes a meager one or two trillion dollars in pump-priming can overcome $15-$20 trillion in overpriced assets and $10 trillion in uncollectible debt may well be disappointed. In fact, economists over at Goldman Sachs estimate that it would take a staggering $4 trillion in quantitative easing to get the economy rolling again.Of course that may eventually be what happens. The Fed may be starting at $900 billion just to get the door open. With these kinds of bureaucrats, once you give them an inch they usually end up taking a mile.So why should we be concerned about quantitative easing? The following are 9 reasons why quantitative easing is bad for the U.S. economy….

#1 Quantitative Easing Will Damage The Value Of The U.S. Dollar

Each time you add a new dollar to the system, it decreases the value of each existing dollar by just a little bit. Now the Federal Reserve is pumping 900 billion dollars into the system and that is going to have a significant impact. Bill Gross, the manager of the largest mutual fund in the entire world, said on Monday that he believes that more quantitative easing could result in a decline of the U.S. dollar of up to 20 percent….I think a 20 percent decline in the dollar is possible.

#2 Inflation Is Going To Hit Already Struggling U.S. Consumers Really Hard

Already, investors have been fleeing from the U.S. dollar and other paper currencies and have been flocking to commodities, precious metals and oil. That means that the price of food is going to go up. The price of gasoline is also going to go up. American families are going to find their budgets stretched even more in the months ahead.

#3 Once An Inflationary Spiral Gets Going It Is Really Hard To Stop

The Federal Reserve is playing a very dangerous game by flirting with inflation. Once an inflationary spiral gets going, it is really difficult to stop. Just ask anyone who lived through the Weimar Republic or anyone who lives in Zimbabwe today. If the Federal Reserve is now going to be dumping hundreds of billions of fresh dollars into the system whenever the economy gets into trouble it is inevitable that we will see rampant inflation at some point.

#4 Inflation Is A Hidden Tax On Every American

Tens of millions of Americans have worked incredibly hard to save up a little bit of money. These Americans are counting on that money to pay for a home, or to pay for retirement or to pay for the education of their children. Well, inflation is like a hidden tax on all of those savings. In fact, inflation is a hidden tax on every single dollar that all of us own. We have been taxed more than enough – we certainly don’t need the Federal Reserve imposing another hidden tax on all of us.

#5 The Solution To The Housing Bubble Is Not Another Housing Bubble

Today, approximately a third of all U.S. real estate is estimated to have negative equity. The Federal Reserve apparently believes that by flooding the system with gigantic sacks of cash banks will start making home loans like crazy again and home prices will rise substantially once again – thus wiping out most of that negative equity. But the solution to the housing bubble is not another housing bubble. The kinds of crazy home loans that were made back in the middle of the decade should never be made again. Market forces should be allowed to bring the housing market to a new equilibrium where ordinary Americans can actually afford to purchase homes. But that is not how our system works anymore. Today, everything has to be manipulated.

#6 More Quantitative Easing Threatens To Destabilize The Global Financial System

We have already entered a time of increasing global financial instability, and the Federal Reserve is not going to help things by introducing hundreds of billions of new dollars into the game. Over the past two decades, bubble after bubble has caused tremendous economic problems, and now all of this new money could give rise to new bubbles. Already, we see financial institutions and investors pumping up carry trade bubbles, engaging in currency speculation and driving up commodity prices to ridiculous levels.

#7 Quantitative Easing Is An Aggressive Move In A World Already On The Verge Of A Currency War

Quantitative easing will likely help U.S. exporters by causing the value of the U.S. dollar to sink. However, this gain by U.S. exporters will come at the expense of foreigners. It is essentially a zero sum game. So all of those exporting countries that are already upset with us will become even more furious as the U.S. dollar declines. Could we witness the first all-out global currency war in 2011?

#8 Quantitative Easing Threatens The Status Of The Dollar As The World Reserve Currency

As the Federal Reserve continues to play games with the U.S. dollar, quite a few nations around the globe will start evaluating whether or not they want to continue to trade with the U.S. dollar and use it as a reserve currency. In fact, a recent article on The Market Oracle website explained how this is already happening….In September, China supported a Russian proposal to start direct trading using the yuan and the ruble rather than pricing their trade or taking payment in U.S. dollars or other foreign currencies. China then negotiated a similar deal with Brazil. And on the eve of the IMF meetings in Washington on Friday, Premier Wen stopped off in Istanbul to reach agreement with Turkish Prime Minister Erdogan to use their own currencies in a planned tripling Turkish-Chinese trade to $50 billion over the next five years, effectively excluding the dollar.

#9 It Is Going To Become More Expensive For The U.S. Government To Borrow Money

Right now, the U.S. government has been able to borrow money at ridiculously low interest rates. But as the Federal Reserve keeps buying up hundreds of billions in U.S. Treasuries, the rest of the world is going to start refusing to participate in the ongoing Ponzi scheme.Peter Schiff, the CEO of Euro Pacific Capital, says that one of the big reasons for more quantitative easing is because the U.S. government is already starting to have difficulty finding enough people to borrow from….At the end of the day, all this deflation talk is a red herring. The true purpose of QE 2 is to disguise the decreasing ability of the Treasury to finance its debts. As global demand for dollar-denominated debt falls, the Fed is looking for an excuse to pick up the slack. By announcing QE 2, it can monetize government debt without the markets perceiving a funding problem. But the truth is that foreigners are not stupid. They can see the shell game that is being played. As Bill Gross noted on Monday, U.S. government debt will soon become a lot less attractive to foreign investors….

QEII not only produces more dollars but it also lowers the yield that investors earn on them and makes foreigners, which is the key link to the currencies, it makes foreigners less willing to hold dollars in current form or at current prices. As foreigners begin to balk at all of this nonsense, the U.S. government will either have to start paying higher interest rates on government debt in order to attract enough investors, or the Federal Reserve will just have to drop all pretense and permanently start buying up most of the debt. Either way, once faith has been lost in U.S. Treasuries the financial world will never, ever be the same. Most Americans have absolutely no idea how fragile the world financial system is right now. Once the rest of the world loses faith in the U.S. dollar and in U.S. Treasuries this entire thing could completely unravel very quickly. The Federal Reserve is playing a very dangerous game. They are openly threatening the delicate balance of the world financial system.Once the toothpaste is out of the tube, it is really hard to put it back in again. Cross your fingers and hold on tight, because things are going to get really bumpy ahead.

Federal Reserve to print billions of dollars in massive shadow stimulusBy Agence France-Presse Tuesday, November 2nd, 2010 -- 5:23 pm

The Federal Reserve's policy-setting panel began a crucial two-day meeting Tuesday, poised to cast aside its long-held reluctance to micro-manage the economy in a bid to avoid a lost decade of growth. The central bank's open market committee (FOMC) is expected to approve massive stimulus spending not seen since the depths of the economic crisis. At the conclusion of the meeting Wednesday, the Fed is expected to announce it will resume the large-scale purchase of long-term US bonds -- essentially printing billions of dollars -- in the hope of boosting a weak recovery.

While the Fed took similar measures during the crisis, it is unprecedented when the economy is not teetering on the edge of collapse, raising protests from some Fed members who fear it is unnecessary and will fuel long-term inflation.Critics of the policy argue that although the recovery is painfully slow, markets should be allowed to do their work. They also worry that if the policy fails the Fed's credibility will be wrecked.I think that this will quite possibly be the worst mistake by the Fed in a generation, said Stephen Stanley of Pierpont Securities. But supporters argue that the Fed is failing in both of the prongs of its dual mandate, with unemployment and inflation both at unsustainable levels and must act.Since Fed chairman Ben Bernanke first suggested the possibility in late September, and confirmed it in October, markets and most economists have penciled in another round of quantitative easing (QE) as a solid bet.Goldman Sachs analysts and others predicted the rate-setting Federal Open Market Committee would start with a purchase of about 500 billion dollars in Treasury bonds. The Fed already has poured in more than 1.5 trillion dollars to spark a recovery.

The FOMC meeting opened Tuesday in the thick of hotly contested congressional and local elections nationwide.President Barack Obama's Democrats are poised to lose seats in Congress to Republicans, who oppose the administration's massive stimulus spending that dragged the economy out of the worst recession since the Great Depression, but ran up sky-high deficits doing it.A government report Friday showing only modest third-quarter economic growth bolstered expectations of further Fed stimulus to lower long-term interest rates and fight off deflationary pressure in the slack economy. The world's largest economy grew at a 2.0 percent annual rate in July-September, in line with expectations, slightly more than a 1.7 percent expansion in the second quarter.Economists consider that economic growth must reach about three percent for some time to significantly reduce high unemployment. But more than a year after the recession officially ended, unemployment has been hovering near double-digits.

When the government reports payroll data on Friday, the jobless rate was expected to remain stuck at 9.6 percent for the third straight month in October. The US economic recovery continues on, but growth remains too weak to cause a serious improvement in the labor market, said Augustine Faucher at Moody's Analytics.Amid that backdrop the Fed has left interest rates at historic lows and is unlikely to change that stance any time soon.Nomura Global Economics analysts predicted the FOMC statement would include a commitment to continue buying until the committee's forecasts show significant progress toward full employment and inflation approaches more acceptable levels.

The Fed No Longer Cares About Hiding The Fact It Is Killing The Dollar
Steve Watson Infowars.com November 4, 2010

A number of prominent figures within the financial world are warning that a second round of quantitative easing, expected to be announced today by the Federal Reserve, will have disastrous consequences for the US dollar and the global economy. The Fed will release a statement this afternoon, most likely confirming that it is to buy at least $500 billion of long-term securities, in the form of printing money out of thin air.The justification is to offset deflationary fears and stimulate spending, however, critics have refuted this outlook.

Peter Schiff, CEO of Euro Pacific Capital notes:At the end of the day, all this deflation talk is a red herring. The true purpose of QE 2 is to disguise the decreasing ability of the Treasury to finance its debts. As global demand for dollar-denominated debt falls, the Fed is looking for an excuse to pick up the slack. By announcing QE 2, it can monetize government debt without the markets perceiving a funding problem.I think that this will quite possibly be the worst mistake by the Fed in a generation, adds Stephen Stanley of Pierpont Securities.Bill Gross, the manager of the world’s largest mutual fund, told Reuters on Monday that he fears that the measures will result in a catastrophic decline in the value of the dollar:
I think a 20 percent decline in the dollar is possible, Gross said. When a central bank prints trillions of dollars of checks, which is not necessarily what (a second round of quantitative easing) will do in terms of the amount, but if it gets into that territory—that is a debasement of the dollar in terms of the supply of dollars on a global basis, Gross told Reuters in an interview at his PIMCO headquarters.

QEII not only produces more dollars but it also lowers the yield that investors earn on them and makes foreigners, which is the key link to the currencies, it makes foreigners less willing to hold dollars in current form or at current prices, Gross added. The Fed seems unconcerned that the public impression it is creating is that it is clearly acting to debase the US dollar. It’s a desperate act, says Jeremy Grantham, co-founder of the investment firm GMO. Grantham says it’s a clear message from the Fed to the rest of the world: The U.S. doesn’t care if the dollar weakens.
James D. Hamilton, a University of California, San Diego economist notes that Bernanke may risk increasing expectations for higher inflation by too much, causing a shake- up in currency and bond markets. That perception alone would bring about a series of immediate challenges, such as a rapid flight from the dollar, commodity speculation and possible under-subscription to Treasury auctions, said Hamilton, a former visiting scholar at the Fed board and the New York and Atlanta district banks.

The real ugly question is, will this ultimately end up being inflationary? said Scott Minerd, the Santa Monica, California-based chief investment officer at Guggenheim Partners LLC, who helps oversee $76 billion. In the long run, five to 10 years from now or in the next decade, this is going to be a massive problem. The London Telegraph’s International Business Editor, Ambrose Evans-Pritchard, agrees with this outlook, noting that QE2 risks currency wars and the end of dollar hegemony:The Fed’s QE2 risks accelerating the demise of the dollar-based currency system, perhaps leading to an unstable tripod with the euro and yuan, or a hybrid gold standard, or a multi-metal bancor along lines proposed by John Maynard Keynes in the 1940s.” Evans-Pritchard writes, referring to the stated intention to institute a new global currency out of the ashes of the crippled world economy. The most noted critics of the plan, however, have been Fed members themselves who fear the plan is dangerous, unnecessary bargain with the devil that will fuel long-term inflation.

As reported by Bloomberg:Kansas City’s Thomas Hoenig, who has already dissented six straight times, said Oct. 25 that he opposes more easing and because it’s a very dangerous gamble that may accelerate inflation and create asset price bubbles. Dallas Fed President Richard Fisher and the Philadelphia Fed’s Charles Plosser have also spoken out since the FOMC’s last meeting against more action by the central bank.In addition, Minneapolis Fed President Narayana Kocherlakota has questioned whether QE2 will work. Richmond Fed President Jeffrey Lacker has also seemed to doubt whether it is necessary.Instead they say that the markets should be allowed to correct themselves.

For Fed’s bond purchases, low expectations
By Zachary Roth – Wed Nov 3, 5:10 pm ET

The Federal Reserve announced Wednesday that it will make a second large purchase of Treasury bonds by the end of June in a bid to kick start the economy. The move wasn't a surprise, though at $600 billion, the buy was somewhat larger than many observers had been expecting -- and in a statement, the Fed left the door open to further purchases down the road. The idea behind the move is what's known in market-speak as QE2 -- this marking the second time the Fed has tried some quantitative easing of market conditions since the 2008 meltdown. If the bond purchases significantly reduces long-term interest rates, the thinking goes, that will probably make it easier for homeowners to refinance, and businesses to borrow money so as to expand. But there are risks. QE2 could cause spikes in inflation, creating future bubbles of the kind that triggered the current downturn or leading to a rapid decline in the value of the dollar. Or, the purchase may simply prove ineffective at stimulating lending, leading to the perception that the Fed has run out of effective ways to address the economic situation.

Here's a quick rundown of how some observers see it:
• Scott Pardee, a former New York Fed official now teaching at Middlebury College, contends that the move may expose the Fed's policy weaknesses in the present downturn. In an interview with Bloomberg News, he warned that Ben Bernanke and Co. are, as Bloomberg put it,risking a strategy that may either fail or fuel inflation and asset bubbles.
• And some macroeconomists take the same view--even within the Fed itself. Thomas Hoenig, the president of the Federal Reserve Bank of Kansas City, dissented from the Fed's action. Hoenig was concerned that this continued high level of monetary accommodation increased the risks of future financial imbalances and, over time, would cause an increase in long-term inflation expectations that could destabilize the economy, according to the Fed's statement.
• Leonard Santow, an economic consultant, meanwhile, said he thinks the move will have little impact. Monetary policy is already unsustainably easy, and adding to the Fed's generosity through more quantitative easing will do little to stimulate the economy,Santow told the New York Times.
• Even those who aren't opposed to the move, like former Fed governor Laurence Meyer, seem to think that fiscal policy can have much more of an impact on the economy than anything the Fed can do. Bernanke has said that fiscal stimulus, accommodated by the Fed, is the single most powerful action the government can take for lowering the unemployment rate, when short-term rates are already at zero, Meyer told the Times. He has nearly pleaded with Congress for fiscal stimulus, but he can't count on it. So he has to act as if that's not going to happen.
• Rick Newman of U.S. News and World Report judges that QE2 will probably have far less impact on the economy than QE1, simply because of its smaller size. He also says the Fed's bond purchase won't do much to move the markets, because investors have been expecting the move for some time, and the effects have therefore already been priced in.Indeed, for months the markets have been rising on expectations of the Fed acting, and they continued to climb steadily Wednesday afternoon.

• Jeff Kleintop, chief market strategist at LPL Financial in Boston, likewise questions how effective the move will be. This provides the market with additional clarity,Kleintop told Reuters. The question is whether this is enough.
• Richard Franulovich, senior currency strategist at Westpac in New York, also counts himself among the skeptics. I am slightly underwhelmed,he told Reuters.
• And Matthew Yglesias, a blogger with the Center for American Progress, anticipates that the reality of modestly elevated inflation should somewhat speed the debt-payback cycle and modestly reduce the real interest rate, both of which can spur economic activity. But he'd like to see more urgency from the central bank in getting the economy moving again.

So to sum up, some observers expect QE2 to do more harm than good. Others think it may have a positive effect, but don't think it'll be adequate, at least on its own, to boost the economy on the scale the situation demands. If there's anyone out there who strongly believes that this will be the magic bullet to fix our economic woes, we sure haven't found them. But with fiscal stimulus looking to be off the table given the Republican gains in the midterms Tuesday night, QE2 may be something close to the government's only option.

Barnier to end domination of bank lobby in EU advisory groups
LEIGH PHILLIPS 03.11.2010 @ 09:25 CET

EUOBSERVER / BRUSSELS - EU internal market commissioner Michel Barnier has said he is to move against the domination of the financial sector in expert groups that advise the European Commission on financial regulation.Mr Barnier, who is also responsible for reform of financial regulation across the bloc, on Monday (1 November) announced that he has asked the civil servants under him to perform a review of the expert-group system and revise it to provide for greater representation from consumer groups, trade unions, small businesses and NGOs.I remain convinced that more needs to be done to enhance the active participation of civil society organisations in Internal Market policymaking in order to fully achieve a fair balance on non-industry stakeholders' representation in our consultation process, he wrote in a letter to lobby watchdog group Alter-EU.The commission's expert groups, which advise the EU executive on controversial issues and are often the source of policy concepts, have been criticised by pro-transparency NGOs as undemocratic as despite the power they wield, they remain unelected and unbalanced due to the preponderance of industry representatives on them.A total of 11 out of the 25 expert groups advising on financial regulation issues all have a majority of representatives from the banking lobby, allowing industry representatives direct access to officials - in some cases overwhelmingly so.

The Payment Systems Market Expert Group for example, maintains 43 representatives from business, and just two from government, one from academia and one trade unionist. In another expert group on the monitoring of codes of conduct in the clearing and settlement sector, the inbalance is so lopsided that it has 62 industry representatives to four from government. The orders given to his services to reconsider how the expert group representatives are picked follows on from a commitment that the commissioner made in his confirmation hearing before the European Parliament in January, stressing the need for balanced representation in the groups.Alter-EU for their part have cheered the commissioner's move, saying that such changes if successful can mark a turning point towards a more sustainable financial sector that is beneficial for society at large. However, in order to ensure that new financial regulation development reflects the demands of the EU Treaty that all citizens shall receive equal treatment from [EU] institutions, the group said in a letter responding to the commissioner's move, it is not enough just to add a handful more representatives to the expert groups.Instead, in order to avoid what the group calls corporate capture of decision-making, it is essential that commercial interests - both financial services providers and business users of such services - do not have the majority in any expert group.

OECD computers hacked as EU conducts cyber-games
ANDREW RETTMAN Today NOV 4,10 @ 12:31 CET

EUOBSERVER / BRUSSELS - The OECD, the Paris-based club of the world's 33 richest countries, has been successfully hacked by people looking for sensitive information on money laundering, high-level corruption and tax evasion. OECD spokesman Stephen Di Biasio told EUobserver by phone from France on Thursday (4 November) that the body first detected unusual activity in its IT network in August and is still battling to get malware out of its computers three months later despite calling in help from the French security services and private cyber-defence companies. We've got a team trying to close down their points of entry, but we're not in a position today to say we've cleared them out of our system,he said. What we know is it's quite a sophisticated attack. We've got quite high levels of security protocols at the OECD and this has been able to bypass those security measures ... What we are seeing is that it's not a destructive attack. It's obviously fishing for information. Because the OECD works in such a broad array of areas, they are searching around to see what they can get.Mr Di Biasio said the malware appears to have got in via a USB memory stick and that the attacks are coming from "different geographical areas, quite a few points in Asia. He was unable to say if the assault involves a government or a private entity. The suspicion is it came in via USB keys. Our agents travel around the world. They often go to conferences - there are exchanges of information, exchanges of USB keys. The OECD describes itself as a body which brings together the governments of countries committed to democracy and the market economy. It collects economic data and conducts inter-governmental talks on issues including high-level government and corporate corruption, money laundering and tax evasion. Its members include 20 EU countries, as well as Canada, Israel, Japan, Switzerland, Turkey and the US.News of the hack first came out in the specialist, Paris-based publication Intelligence Online on Wednesday, one day before a major EU cyber-security exercise.

The EU simulation, Cyber Europe 2010, is being organised by Enisa, the EU's Crete-based information security agency, and the Joint Research Centre, the European Commission's science wing in Brussels. Modeled on the larger US exercise, Operation Cyber Storm III, launched earlier this year, the EU project is billed as the first-ever pan-European effort of its type. The exercise began at 10am Brussels time on Thursday and is to last until the evening of the same day. It consists of attempts to install and block fake malware on critical online services by around 130 experts sitting at their computers in an operations centre in Crete and in remote locations around Europe. The exercise involves 20 EU countries plus Norway and Switzerland. EU member states Bulgaria, Cyprus, Luxembourg, Malta, Poland, Slovenia and Spain, as well as non-EU country Iceland, are taking part as observers. The UK's Office of Cyber Security and CERT, the Computer Emergency Response Team in Estonia, are among those at the heart of the exercise. London in October announced it would invest €670 million in cyber defence in the coming years, while making deep cuts in conventional armed forces. Estonia was in 2007 the target of a mass-scale cyber attack designed to cripple government and financial services. We will have electronic elections in March, so we have also been conducting our own internal exercises concerning that, CERT spokeswoman Katrin Pargmae told this website.Commenting on the outcome of Thursday's experiment, Enisa spokesman Ulf Bergrstrom noted: If we do find holes and gaps in procedures and channels we will firstly need to plug these holes before we can reveal where they need to be plugged.Asked if Nato was involved in this simulation, since it is active in field of cyber defence, Jonathan Todd, a spokesman for the EU commission said: No. This is the first time such an exercise is being organised, but in future we may look at more complex scenarios. The European Commission in September proposed a new law to put hackers in jail for up to five years and to give Enisa new powers to fight internet crime.

US election result raises concerns in Europe
VALENTINA POP Today NOV 4,10 @ 09:47 CET

EUOBSERVER / BRUSSELS - Most pundits are predicting strained times in EU-US relations after crushing losses by Barack Obama's Democratic Party in midterm elections. But the centre-right European People's Party has congratulated the US Republican opposition party on its victory.Because domestic policy - not foreign policy - was put to the vote in America, I do not anticipate any ruptures in relations with Europe, German foreign minister Guido Westerwelle told German ZDF public broadcaster on Wednesday (3 November) after the US vote count came in.He insisted on the strength of the American president and his country which, in Mr Westerwelle's opinion will preserve continuity in US foreign policy. A spokesman for Chancellor Angela Merkel was also positive, saying he expects little change in US foreign policy after the Republicans took control of Congress by a comfortable margin and left the Democrats with a razor-thin majority of just two seats in the Senate. The only EU politician openly cheering the development was the European People's Party leader, Wilfried Martens. The Belgian politician congratulated the Republican Party for winning yesterday's mid-term elections and announced the visit to Washington of a high-level EPP delegation in December. With the continuation of the global economic and financial crisis, the political dynamics in the US are continuing to evolve in a dramatic way and, among others, underline the importance of strengthening the transatlantic partnership,he said in a statement.

The EPP is an umbrella organisation of all centre-right parties in Europe, currently counting 14 heads of state and government, including Ms Merkel, French President Nicolas Sarkozy and Italian Prime Minister Silvio Berlusconi. Some large opposition parties, such as the Popular Party in Spain, are also affiliated with the EPP.
Pundits on both sides of the Atlantic predict bad times ahead for policies close to the EU's heart, however.Mr Obama could not pass climate change legislation this year despite having a nine-seat majority in the US Senate. Next year, US climate change legislation is dead, Bruce Stokes, an expert with the German Marshall Fund of the US, a Washington-based think-tank, said. Expectations are even lower when it comes to the EU-US summit on 20 November, to be held on the margins of a larger Nato summit at the same time in Lisbon The leader of the Liberals in the European Parliament, Guy Verhofstadt, has called on the EU representatives to approach the US government on the issue of war crimes in Iraq, as revealed by the Wikileaks documents published last month.EU officials say the item will not make it onto the agenda however, in a situation reflecting the weakness of transatlantic diplomacy for some.Wikileaks is rather a no-go at the summit, Ulrike Guerot from the European Council on Foreign Relations told this website. But it reflects the history. We are losing the emotional glue with the US. My kids are born after 9/11. They have not experienced a good America, they have only read about them as the bad guys.Russian officials have for their part said the ratification of a Russia-US treaty aimed at reducing nuclear arsenals could be in jeopardy. If they can't do this in the lame-duck session in the next couple of weeks, the chances for ratification by the new Senate will be radically lower, said Konstantin Kosachev, chairman of the International Affairs Committee in the State Duma, as quoted by Wall Street Journal.

Mr Kosachev has asked the Russian parliament to halt its ratification procedure for now, potentially dealing a blow to the Obama administration's reset in Russia-US ties.President Barack Obama has assumed some responsibility for the defeat, acknowledging that the US public is deeply frustrated with the pace of the economic recovery. Facing a divided government, he also said that he will have to work harder to build consensus in Washington.

Chinese leader to parade through Paris ahead of G20 handover
ANDREW WILLIS Today NOV 4,10 @ 09:22 CET

EUOBSERVER / BRUSSELS - Chinese President Hu Jintao will receive a lavish welcome when he touches down in France on Thursday (4 November), with French President Nicolas Sarkozy hoping stronger ties with Beijing can secure the success of France's tenure at the helm of the G20, set to start later this month. The French president is to personally greet Mr Hu at the airport, before returning together to the Elysee through Paris with a contingent of the Republican Guard on horseback.France's G20 ambitions include fighting currency market volatility and trade disagreements, together with successful reform of the world's multilateral institutions such as the IMF. China's increasing economic might means success is strongly linked to keeping Beijing onboard throughout the discussions, with a string of achievements likely to boost Mr Sarkozy's re-election campaign in 2012.For his part, Mr Hu may be keen to use the French visit to stave off bitter discussion over the value of China's currency at this month's G20 leaders' meeting in Seoul.China has shown its willingness to act in the G20 forum but is sensitive to losses in sovereign economic decision making, expressly forbidding any mention of the yuan issue in recent final communiques.Last month's EU-China summit ended in discord following strong argument over the issue. I say to Europe's leaders - don't join the chorus pressing [China] to revalue the yuan, Chinese Premier Wen Jiabao told a business forum taking place in the margins of the political meeting.Others have chimed in. France's presidency must have the patience to listen to everyone, especially on the reform of the global financial system, deputy foreign minister Fu Ying told Le Figaro newspaper ahead of Mr Hu's visit. The three-day official tour is also expected to see a record number of commercial contracts signed, including an anticipated major order for passenger planes for European aircraft maker Airbus.

Relations between the two sides have improved over the past year, following a sharp disagreement in 2008 when Mr Sarkozy met the Dalai Lama, Tibet's spiritual leader. Paris has remained quiet following last month's Nobel peace prize for Chinese democracy activist Liu Xiaobo.Reports suggest that Beijing has embarked on an active campaign to reduce the impact of the Nobel award, with the Chinese Embassy in Oslo sending official letters to a number of European embassies in the Norwegian capital, asking them not to attend the 10 December award ceremony, say unnamed Western diplomats according to AFP.On Friday, Mr Hu will travel to the Mediterranean port town of Nice, where afternoon talks are expected to centre on foreign affairs, including Iran's nuclear ambitions. The following day he will fly to Portugal where the government has welcomed earlier statements expressing Beijing's willingness to buy Portuguese sovereign debt. Similar announcements prior to a Chinese official visit to Greece last month point to Beijing's growing use of its huge foreign currency reserves to buy diplomatic support. Both Portugal and Greece, together with Ireland, are seen as the eurozone's most vulnerable economies. On Wednesday Portugal's parliament passed a crucial austerity budget to cut the country's high debt levels, after the opposition upheld an agreement with the minority government to abstain from voting.

Commissioner envisages robust EU crisis centre
ANDREW RETTMAN 02.11.2010 @ 17:14 CET

EUOBSERVER / BRUSSELS - EU aid commissioner Kristalina Georgieva is keen to set up a 24-hour-a-day disaster-monitoring centre with access to classified information on EU foreign policy and the authority to call in military assets from EU countries where necessary. When I wake up in the morning and open my eyes, the first thing I do is go to the message of the day on my iPad. They keep them short. They use a standard distribution list - all the member states get it, the relevant EU institutions, the Crisis Room. It's very tightly written - events, bullet points. All the information comes from member states or countries beyond the EU. If it's from an outside source, like the UN or Reliefweb, they give the sources, she told EUobserver in a recent interview.Ms Georgieva was speaking after her proposal last week to set up a new European Emergency Response Centre in Brussels to better cope with natural and man-made disasters around the world. Her message of the day is currently written by the duty officer in the commission's Monitoring and Information Centre (MIC), quite likely on his or her laptop at home. The MIC itself is situated in the Avenue de Beaulieu in Brussels, about five kilometres away from Ms Georgieva's office in the main commission building. The new centre is to have a team of duty officers at their desk round the clock and to move next door to Ms Georgieva, possibly in the Crisis Room in the Charlemagne building, once the current Crisis Room officers join the European External Action Service (EEAS) in the Axa building down the road.I like being with my troops, the commissioner said.Unlike the Crisis Room and the EU's Joint Situation Centre (SitCen), which sniff out early signs of conflicts or terrorist attacks, the aid centre's main job will be to create protocols on how to respond to various kinds of disasters, such as earthquakes or bursting dams, and to model how they are likely to unfold once they strike.Ms Georgieva wants the centre to be staffed by EU officials and seconded civil protection experts from EU countries on the model of SitCen and to work closely with the EEAS.

I have been in the Crisis Room and I know how they operate - they have people scanning the newswires, the internet, twitter. Obviously we are not interested in duplicating what is being done somewhere else, so long as we can plug this [new centre] into a well-functioning system, she said. In order to do this, we will need to have the same level of security clearance, otherwise there will be firewalls between their information and ours ... I see objectively the need to lift our security levels to match theirs.Ms Georgieva noted how civil protection and conflict prevention units work in some EU countries as a potential model for the EU set-up.In some member states, the civil protection team have their own crisis room. They monitor the information that is necessary for deployment of their teams and their equipment. But if there is a higher level of emergency, where you deploy civil protection assets but you also deploy other assets, such as the military or intelligence, then the civil protection force plugs into this more comprehensive crisis management structure. They even have rooms where the seating [for each type of officer] is marked out, so if you are from the civil protection side, you know exactly where to sit.The Bulgarian commissioner made it clear that she wants EU countries to put some military assets at her disposal as a last resort. Her office would call on the units to be deployed where necessary, but the EU capitals would retain operational command. When asked by this website if the European Emergency Response Centre will need the services of men and women with guns, she answered: Of course, yes.Ms Georgieva noted that humanitarian organisations and the military are often mistrustful of each other and that badly-deployed troops can create rather than solve problems. If you take a military truck and you paint it white because white trucks don't get attacked, well, what happens next is that white trucks do get attacked and humanitarian workers get killed, she said. She added that, as in Haiti and Pakistan, military assets may be needed to provide relief and security, however.

In Haiti, the US military, European military, Canadian, were deployed massively, appropriately, under UN co-ordination, primarily for logistics, clearing up rubble. But also some security, because here we had a situation where chaos could erupt, the commissioner said. The military has to be included in our thinking on relief operations.

STORMS HURRICANES-TORNADOES

LUKE 21:25-26
25 And there shall be signs in the sun, and in the moon, and in the stars; and upon the earth distress of nations, with perplexity;(MASS CONFUSION) the sea and the waves roaring;(FIERCE WINDS)
26 Men’s hearts failing them for fear, and for looking after those things which are coming on the earth: for the powers of heaven shall be shaken.

Confusion, fear as Haiti camps evacuate for storm By JONATHAN M. KATZ, Associated Press – Thu Nov 4, 6:56 am ET

PORT-AU-PRINCE, Haiti – For nearly 10 months, more than 1 million people in Haiti's earthquake camps have been walking a precarious line: Trying to get out and find good homes without losing their tents and the possessions they still have. Now a potential hurricane threatens to upend that careful balance. The Haitian government has called for the voluntary evacuation of all the quake zone's camps ahead of Friday's expected arrival of Tropical Storm Tomas, telling residents to find somewhere else to go.People said, We've been displaced before. What's going to happen to us? Are we going to be able to get back? said Bryant Castro, an American Refugee Committee staffer who is managing the nearly 8,000 people at the Corail-Cesselesse relocation camp.Survivors of the devastating Jan. 12 earthquake have fought forced evictions, weathered storms, organized themselves into security committees, and rallied for better services and aid. Now they are being told to leave and few have anywhere to go.The government says there are more than 1,000 shelters available, but the term is loose and can refer to any building expected to stand up to high winds. The U.N. Office for the Coordination of Humanitarian Affairs said there is a need to identify safe public infrastructure for use as potential storm shelters.Painfully slow reconstruction from the quake, prior storms and the recent commitment of government resources to fight a growing cholera epidemic have left people with few options as overtaxed aid workers struggle to help.We are using radio stations to announce to people that if they don't have a place to go, but they have friends and families, they should move into a place that is secure, said civil protection official Nadia Lochard, who oversees the department that includes the capital, Port-au-Prince.Fear and confusion have swept through many of the camps. Tensions boiled over into scuffles Wednesday at Corail when managers tried to explain a planned voluntary evacuation of nearly 8,000 people from ShelterBox tents once promised to be hurricane-resistent.

The tentative plan there, as at several other camps, is to move some people to schools, churches, and other structures such as abandoned prisons. But most of the homeless are being told to seek out friends or family who can take them in.As news of Tomas' predicted pass slowly filtered through Port-au-Prince via wind-up radios and megaphone announcements, unease set in among people who already lost homes and loved ones in the quake and saw their tents ripped apart in lesser storms this year.
The tension is elevated. People are really concerned about their belongings. They're posing a lot of legitimate questions, Castro said.Concerns are even greater in the western reaches of Haiti's southern peninsula, where heavy flooding is predicted.
Disaster officials have extended a red alert, their highest storm warning, to all regions of the country, as the storm is expected to wind its way up the west coast of the island of Hispaniola, which Haiti shares with the Dominican Republic, through storm-vulnerable Gonaives and Haiti's second-largest city, Cap-Haitien, sometime Friday. The U.S. National Hurricane Center in Miami announced a hurricane warning for Haiti and the southeastern Bahamas and Turks and Caicos. A tropical storm warning was issued for Jamaica, along with tropical storm watches for the southern coast of the Dominican Republic and eastern Cuba.Early Thursday, the storm was about 315 miles (510 kilometers) southwest of Port-au-Prince, and about 160 miles (255 kilometers) south-southeast of Kingston, Jamaica. Tomas had maximum sustained winds of 50 mph (85 kph) and was moving north-northwest near 7 mph (11 kph).

Jamaican soldiers would evacuate hundreds of people in the island's eastern region Thursday and move them into emergency shelters ahead of the storm, Information Minister Daryl Vaz said.We will be going all out to make good sense prevail, he said at a news conference Wednesday. Most of the people who will be evacuated are squatters living along unstable gullies that often flood during heavy rainstorms.
Kareen Bennett, a forecaster with Jamaica's Meteorological Service, said heavy rains will lash the eastern region by Friday morning.Jamaica is still struggling to recuperate from floods unleashed by Tropical Storm Nicole in late September that killed at least 13 people and caused an estimated $125 million in damage.People who are still using boats to move about in the island's rural western regions also will be moved to shelters, said Ronald Jackson, of the emergency management office.
Associated Press writer Howard Campbell in Kingston, Jamaica, contributed to this report.

ELECTION DAY IN AMERICA SEE WHAT HAPPENS

CIA Stooge Awlaki Prime Suspect Behind Plane Bomb Plot
Paul Joseph Watson Infowars.com November 1, 2010

http://www.infowars.com/cia-stooge-awlaki-prime-suspect-behind-plane-bomb-plot/

The revelation that CIA stooge Anwar al-Awlaki, the Al-Qaeda leader who once dined with Pentagon top brass, is the supposed mastermind behind last week’s plane bomb plot, adds yet more weight to the already overwhelming evidence that the whole charade is another contrived false flag to both boost Barack Obama’s domestic and geopolitical agenda, while crushing the growing resistance against invasive airport security measures.According to the London Guardian, Awlaki is now the prime suspect in the cargo plane bomb plot. He is also fingered as the mastermind by BBC News, and the London Telegraph amongst others. The man who allegedly made the ink toner cartridges that were later claimed to be deadly explosive devices was Saudi Arabian-born Ibrahim Hassan Al Asiri. Al Asiri is in regular contact in Yemen with radical cleric Anwar Awlaki, reports the Daily Mail.As we reported last month, every indication points to American-born cleric Awlaki being a double agent working for US intelligence. He has been involved in almost every terror plot over the last couple of years, from directing the underwear bomber, who was allowed to board the plane by order of the US State Department aided by a well-dressed man who got Abdulmutallab on the airliner despite the fact that he was on a terror watchlist and had no passport, to advising Fort Hood shooter Major Nidal Malik Hasan. Authorities have engaged in a cover-up of what happened at Fort Hood after they ordered Private Lance Aviles to delete cell phone footage of the attack.

Awlaki was also the spiritual leader of the alleged 9/11 hijackers, a fact that didn’t seem to concern Pentagon top brass who invited him to dine with them just months after the September 11 attacks despite the fact that he had personally colluded with the very hijackers who were alleged to have slammed Flight 77 into the Pentagon. The US Special Operations Command’s Able Danger program identified the hijackers and their accomplices long before 9/11, and would undoubtedly have also picked up Awlaki. As Webster Tarpley has documented, Awlaki is an intelligence agency operative and patsy-minder and one of the premier terror impresarios of the age operating under Islamic fundamentalist cover whose job it is to motivate and encourage groups of mentally impaired and suggestible young dupes who were entrapped into terrorist plots by busy FBI and Canadian RCMP agents during recent years.

Any Awlaki connection to the latest alleged bomb plot is therefore a huge smoking gun that the entire story, as every other piece of evidence also indicates, is a manufactured political ploy.In the rush to pin the blame on US geopolitical target Yemen, a Yemeni female student was hastily fingered as the perpetrator, a set-up according to her lawyer, and she was quickly released. Indeed, according to Mohammed al-Shaibah, Air Cargo Director for Yemenia Airways, there is no evidence to prove that this package came through Yemen. He said there were no UPS or DHL cargo flights from Yemen within a 48 hour period prior to the supposed terror attack. In addition, the United Arab Emirates’ Civil Aviation Authority rejected claims by US authorities that Flight 201 from Dubai contained any suspicious packages. The Emirates plane that arrived today in the United States from Dubai did not contain any packages from Yemen, the official Emirati WAM news agency quoted an unnamed source with the country’s civil aviation body as saying.Authorities in the UK initially confirmed that the package found on a plane at East Midlands Airport was an ink toner cartridge and contained no evidence of explosives. Similarly, CNN first reported that, Investigators examined two UPS planes that landed at Philadelphia International Airport and another at Newark Liberty International Airport in New Jersey, said Mike Mangeot, a UPS spokesman. Authorities later gave the all-clear at the airport in Newark, U.S. and U.K. officials said. However, within hours President Obama gave a speech claiming the packages did contain evidence of explosives.Within the space of 24 hours, the story was completely reversed and inflated into a massive terror plot involving dozens of suspect packages supposedly bound for synagogues in Chicago. How could packages that after being tested for explosives were labeled duds suddenly become massive and powerful explosive devices? This proves that the story was manipulated at an early stage so that it could be feverishly overblown and exploited for political purposes, just as a number of contrived terror alerts were issued for political gain by the Bush administration, as former Homeland Security chief Tom Ridge admitted.

The new plot’s supposed similarities to the Christmas Day attempt further cements this view. As we have documented, every single scrap of evidence regarding the underwear bomber plot has false flag written all over it, from the US government allowing Abdulmutallab to board the plane, to Abdulmutallab’s own patsy-like behavior suggesting he wasn’t even fully aware of his role, to FBI intimidation of eyewitnesses on the plane who reported events that contradicted the official story. The Christmas Day incident was hastily exploited to push naked body scanners which have proved to be a financial windfall for the same individuals who are now hyping this new plot as another reason for more expensive and invasive security measures at airports. The plane bomb plot and how it has been swiftly exploited fulfills at least three political objectives.

1) Occurring less than a handful of days before what has been dubbed one of the most important mid-term elections for decades, the attack will serve to entice undecided voters back under the illusion of big government as protector, potentially saving a few key establishment Democrats their seats in the House and Senate. The fact that Obama completely reversed the initial announcements of security officials to claim that the ink toner cartridges did in fact contain explosives is a key indication that the White House is over hyping the story for political gain.

2) Resistance to stifling and pointless airport security measures has reached fever pitch in recent months, with naked body scanners taking flak from all sides as they are routinely abused. Dozens of countries are refusing to sign a binding agreement proposed by the Department of Homeland Security to mandate the use of the scanners globally. The backlash culminated in British Airways Chairman Martin Broughton attacking US authorities for the continuation of completely redundant airport security checks. These security checks are only going to become more invasive as a result of this staged event.

3) Blaming Yemen as the origin of the plot allows the US military-industrial complex to intensify drone attacks on a country that has become one of the prime targets for the next phase of the contrived war on terror. Just a day after the plane bomb charade, the New York Times aggressively pushed for more attacks on the country, citing the presence of CIA stooge Awlaki as a reason for doing so.

We are once again being manipulated and brainwashed into accepting draconian security measures through fear and lies. Only by exposing the fact that this chain of events was yet another false flag attack on the psyche of the American people and people globally can we hope to identify the real terrorists, those in positions of power, who are continually hyping the threat of terror to change our society for the worse.

Small, small, small EU treaty change to deliver quantum leap- The Pandora's Box of referendums, as happened twice in Ireland, had to be avoided at all costs (Photo: infomatique)LEIGH PHILLIPS 29.10.2010 @ 17:26 CET

EUOBSERVER / BRUSSELS - European leaders have given way to German demands for a change to the European treaties, but the procedure for the change and its size has been calculated explicitly to avoid the danger that it could provoke referendums in some EU states. In a significant victory for German Chancellor Angela Merkel, early on Friday (29 October), EU prime ministers and presidents backed a limited treaty change to deliver tighter fiscal discipline and allow for the creation of a permanent bail-out fund for members of the eurozone. European Council President Herman Van Rompuy is to explore the details of how this will be achieved and what language should be used in the change. He will report back to EU leaders with his conclusions in December.Viritually all EU member states had vehemently opposed any treaty change going into the summit, but in the end they were convinced by Germany's need for the change in order to avoid a legal clash with its Karlsruhe-based Constitutional Court. The leaders agreed to construct a permanent crisis mechanism to fill the void left when the existing but temporary €110 billion bail-out package for Greece and €440 billion fund set up for the eurozone as a whole expire in 2013.

According to diplomats, it is currently unclear whether this new mechanism would involve participation of eurozone members alone or the full 27 EU member states, including those who do not use the euro.Germany is worried that any permanent structure could run afoul of treaty rules forbidding EU bail-outs of member states and be struck down by the country's strict Constitutional Court, thus opening the euro once again to an assault by markets as occurred in the spring.Caught between the need for a structural change and their fear of both the activism of Karlsruhe and the growing euroscepticism of citizens, the other leaders signed off on the move only so long as the change envisaged was small, small, small - the smallest possible ... in order to ensure there is no possibility of referendums, in the words of a Danish diplomat speaking to EUobserver. The method EU leaders chose to achieve the change will be via what is called the special revision procedure, introduced by the Lisbon Treaty, under which the treaty can be amended by the European Council alone, so long as there is unanimity and the changes do not extend the competences of the European Union. In this way, a full Intergovernmental Conference, normally required ahead of a treaty change and which involves consultations with the European Parliament and negotiations amongst the different member states, is also to be avoided. This leaves out the parliament and the possibility that different countries would come to the table with different things they want to add or take away from the treaty, the Danish diplomat continued. We had to make sure that we did not open the Pandora's Box.Ms Merkel was quite clear however, that the changes will deliver a quantum leap for the Union in terms of economic convergence between member states.

This is a quantum leap as to the future handling of the treaty - especially the preventive arm for deficit procedures allowing for quasi-automatic sanctions, Ms Merkel told reporters after the summit. One important measure I want to underline: the surveillance of competitiveness of country - so that council works as economic government you have all been asking me for.Asked about concerns in the UK and the Netherlands about a potential referendum on the treaty changes, Ms Merkel explained: That's why we have said limited changes, limited to the crisis resolution mechanism that will be the object of it.The nuclear option, as one other EU diplomat described the potential sanctions of profligate spenders in the bloc via the withdrawal of voting rights from the Council of Ministers, was kicked into the long grass. Germany had been adamant that punishment for overspenders be severe.Suspension of voting rights are not off the table, said Ms Merkel. But they would require a more comprehensive treaty change.Such a change will also be looked into by Mr Van Rompuy, but it is understood only after the initial limited treaty change is made.

German and Pole join roll-call of Ashton lieutenants
ANDREW RETTMAN 29.10.2010 @ 16:41 CET

EUOBSERVER / BRUSSELS - German EU Council official Helga Schmid and Polish European Parliament staffer Maciej Popowski are to become deputy secretary generals in the European External Action Service (EEAS).EEAS chief Catherine Ashton made the announcement in an emailed statement to press in Brussels on Friday (29 October), saying: Their experience and expertise will help us to build the External Action Service that Europe can be proud of.Ms Schmid, a 49-year-old career German diplomat who worked alongside the eminent former foreign minister Joschka Fischer in 1998 and who has worked as the main expert on former Soviet counties in the EU Council since 2005 is to become the political affairs lieutenant.Mr Popowski, 46, a former Polish diplomat who joined the European Commission in 2008 before switching to work as head of cabinet of European Parliament president Jerzy Buzek in 2009 is to look after inter-institutional affairs. Both jobs are in the €14,700 to €18,000 a month pay scale and involve extensive travel.Ms Schmid will be responsible for formulating EU foreign policy alongside Ms Ashton, including on multilateral issues such as G8 and G20 summits. Mr Popowski will help co-ordinate the work of the EEAS crisis-management department and its geographic directorates, as well as EEAS co-operation with the European Commission and its so-called Echo humanitarian aid wing.Ms Ashton earlier this week named French diplomat Pierre Vimont as EEAS secretary general and Irishman David O'Sullivan as budgets and personnel chief.Putting together the various bits of the EEAS jigsaw puzzle, she has also chosen to rent the €12 million a year Axa or Triangle building on the Rond Point Schuman in the heart of the EU district in Brussels as her headquarters. Ms Ashton is expected to name five more senior EEAS managers before the end of the year or in early 2011. She is also to hire an extra 90-or-so senior diplomats for EEAS foreign delegations, such as Belarus and Brazil.

The EEAS will be formally launched at a small ceremony in Brussels on 1 December, but it will take until at least April to pull operations together in the Triangle base. The recent round of appointments means that most of the EU's big countries - France, Germany, Poland and the UK (Ms Ashton is British) - have a stake in the service. Small EU countries are to be reassured by the Irish nomination. New EU members can look to the Polish post. Italy, the Nordic countries and Spain are yet to get senior posts, however.

Tourism minister urges Israelis to boycott Turkey By AMY TEIBEL, Associated Press - OCT 31,10

JERUSALEM – Israel's tourism minister on Sunday urged Israelis to boycott Turkey in response to Israeli press reports that the country has classified Israel as a strategic threat. The minister's comments threatened to worsen the rising antagonism between the formerly close allies. The Israeli reports, all quoting unidentified Turkish media, gave varying accounts of what was written in the Turkish document.

Israel's Channel 2 TV and Haaretz daily quoted it as saying that Israeli policies are causing unrest in the region that could threaten Turkey. But Yisrael Hayom, a free and sometimes sensationalist tabloid, said Israel had been defined as a central threat to Turkey. The Israeli reports also said Iran and Syria had been removed from Ankara's threat list, raising new questions about the direction of Turkey, a regional power that has been assertive in its outreach to the Muslim world but insists it is not turning away from long-standing alliances with the West. Turkey has the second-largest military in NATO.A senior Turkish Foreign Ministry official said it has not and will not declare the contents of the confidential document prepared by National Security Council cited by the Israeli press cited. The official, speaking on condition of anonymity because he was not authorized to speak to the press, called the Israeli media reports nothing more than speculation. While the office of Israeli Prime Minister Benjamin Netanyahu and the Foreign Ministry had no comment, the unconfirmed press reports were enough to set off Tourism Minister Stas Misezhnikov, a political ally of Israel's hardline foreign minister, Avigdor Lieberman. There is no hostility between the two peoples, and ties with Turkey are important to the state of Israel, Misezhnikov said through a spokesman. But Turkey must be totally boycotted as a tourism destination to preserve the national honor.

Turkey, a 90-minute flight from Tel Aviv, had been a major tourism destination for Israelis, with 560,000 streaming to its sites and beaches in 2008, according to Israeli tourism officials.Turkey's Tourism and Culture Ministry reported that a mere 2,600 Israelis visited the country in June.Israel and Turkey have built strong military and economic ties over the past 15 years, with Turkey becoming Israel's closest ally in the Muslim world. Trade between the two countries rose more than 20 percent in the first nine months of 2010 compared with a year earlier. But tensions have been increasing since Turkish Prime Minister Recep Tayyip Erdogan's Islamic-oriented government took power in 2003.He censured Israel for the high Palestinian civilian death toll during Israel's 2009 military offensive in the Gaza Strip and then ties hit a new low after Israeli naval commandoes shot dead nine Turks on board a flotilla seeking to breach Israel's naval blockade of Gaza in late May.Turkey's warming relations with Iran are also of great concern to Israel, which considers Tehran to be its most menacing enemy.Misezhnikov has a history of making blunt comments. Earlier this month, the Organization for Economic Cooperation and Development sent a sharply worded letter to Israel's prime minister after the tourism minister was quoted as saying an OECD conference in Jerusalem proved the disputed city had been recognized as Israel's capital.Misezhnikov later said he was misquoted.(This version corrects English-language spelling of tourism minister's name)

APEC eyes high-speed broadband networks by 2020
– Sun Oct 31, 5:18 am ET

TOKYO (AFP) – Asian and Pacific countries agreed on Sunday to help establish next-generation high-speed broadband networks in their region by 2020, overcoming the digital divide between rich and poor nations. The accord was mentioned in a declaration adopted by telecommunications and information ministers from the 21-member Asia-Pacific Economic Cooperation (APEC) forum at the end of a two-day meeting in Okinawa, Japan. The declaration, which will be submitted to the APEC summit scheduled for mid-November in Yokohama, Japan, was posted on the website of the Japanese internal affairs and communications ministry. It said: We recommend that the TEL (APEC Telecommunications and Information Working Group) works toward achieving the ambitious goal of access to next generation high speed broadband by 2020 to expand and improve ICT (information and communications technologies) infrastructure for knowledge-based economies in the APEC region. We acknowledge that the digital divide in the APEC region remains an obstacle to accessing the full benefits offered by ICT, the document said.We recognise that enhancing opportunities to access information through initiatives such as infrastructure development need to be a priority. The ministers welcomed that APEC economies have largely achieved their goal of universal Internet access by 2010 in terms of infrastructure, the document said. The goal was set in 2000.

We reaffirm our commitment toward achieving the goal of universal access to (current-generation) broadband in the APEC region by 2015, it added.Internet broadband subscriptions have increased from 0.2 per 100 inhabitants in the region in 1999 to 10.8 in 2009, an APEC document said. But access to the Internet varies between APEC member economies, Kyodo news agency said.It said the broadband penetration rate stands at 0.7 percent in Indonesia and 2.8 percent in Peru, while it reaches 27.1 percent in the United States and 24.9 percent in Japan.

Returnees flee as Indonesia volcano spews more ash By SLAMET RIYADI, Associated Press - Sun Oct 31, 10:41 am ET

MOUNT MERAPI, Indonesia – Thousands of evacuees who risked a trip home near a deadly Indonesian volcano fled in panic as the mountain spewed more searing ash clouds Sunday, while rescuers finally resumed aid to tsunami victims in the country's other unfolding disaster. The number of people killed in the twin catastrophes climbed to almost 500 on Sunday, as dozens more bodies were found in the tsunami-ravaged Mentawai islands.Indonesia, a vast island nation of 235 million people, is prone to earthquakes and eruptions because it straddles a series of fault lines and volcanoes known as the Pacific Ring of Fire.Warning sirens blared, and people sprinted down the slopes of Mount Merapi or sped off in cars and trucks while others who had returned amid a brief lull to check on their livestock jumped into rivers hoping to protect themselves when the volcano erupted, local disaster official Rusdiyanto said.

No new casualties were immediately reported in the latest blast, which sent massive clouds of ash down the less-populated southern and eastern slopes, an official said. The volcano has killed 38 people since it began erupting Tuesday.Authorities have been frustrated that many of the more than 53,000 evacuated since the eruptions began Tuesday keep going back during the daylight hours, ignoring warnings of the danger. More than 2,000 troops had to be called in Saturday to force men, women and children to leave.Residents of the once-fertile slopes of Merapi — which means Fire Mountain — say they're just trying to salvage something of their lives. My farm has been destroyed by volcanic debris and thick dust. ... All I have left now are my cows and goats, said Subarkah, who lives less than two miles (three kilometers) from the peak. I have to find grass and bring it up to them, otherwise they'll die.The 46-minute eruption Sunday shot dust about a mile (two kilometers) into the air and a cloud of hot ash a half mile (a kilometer) down Merapi's eastern and southern slopes, said Surono, chief of the Center for Volcanology and Geological Hazard Mitigation. There should be no casualties from the new eruption because the flow of hot ash is lower and far from populated areas, Surono said.

The airport in the city of Solo, 25 miles (40 kilometers) east of Merapi, was forced to close Sunday for at least an hour due to volcanic dust that fell like rain, said Bambang Ervan, a spokesman for the transportation ministry. He said the facility would reopen later Sunday night.National airline Garuda Indonesia also rerouted flights from the airport at Yogyakarta indefinitely out of concerns volcanic dust from Merapi, 18 miles (30 kilometers) to the north, would damage plane engines, airline spokesman Pujobroto said.In the last century, more than 1,400 have been killed by Merapi, one of the world's most active volcanos.Since Saturday's large eruption, the volcano has had 63 lava bursts and nine small gas emissions, said Subandrio, an official with the volcano's monitoring agency. The trend seems to be that the volcanic activity is increasing, he said.Surono warned that heavy rain Sunday increased the danger of another larger eruption because water falling into the fiery crater can create sudden vapor pressure in the lava dome, he said.More than 800 miles (1,300 kilometers) to the west, a break in stormy weather made it possible for boats and helicopters to ferry aid to the most distant corners of the Mentawai Islands, where some coastal communities were pounded by waves up to 18 feet (six meters) high last Monday. The tsunami swept entire villages to sea, and hundreds of homes, schools, churches and mosques were destroyed.A military helicopter evacuated badly injured survivors who had languished in an overwhelmed hospital with only paracetamol to ease their pain, said Ade Edward, a disaster management official. Among those evacuated was a baby girl born in a shelter after the tsunami and a 12-year-old girl with a life-threatening chest wound.

A C-130 transport plane, six helicopters and four motorized longboats were ferrying food and emergency supplies Sunday, he said. Relief efforts were brought to a complete stop Saturday by stormy weather and rough seas. We're really glad to finally see the relief workers, doctors and rescue teams able to reach devastated areas, Edward said, adding that two navy ships arrived Sunday with many more police and soldiers deployed to speed up relief efforts. The tsunami death toll climbed to 449 on Sunday with the discovery of dozens more bodies, said Nelis Zuliastri from the National Disaster Management Agency. The fault that ruptured Monday, running the length of the west coast of Sumatra island, also caused the 9.1-magnitude quake that unleashed a monster tsunami around the Indian Ocean in 2004, killing 230,000 people in a dozen countries.Associated Press writers Achmad Ibrahim and Kristen Gelineau in the Mentawai islands and Niniek Karmini in Jakarta contributed to this report.

Hurricane Tomas barrels across Carribean
– Sun Oct 31, 10:08 am ET

MIAMI (AFP) – Hurricane Tomas churned across the Caribbean on Sunday after battering Barbados and Saint Lucia with strong winds and heavy rains that damaged properties on the resort islands but caused no loss of life. With maximum sustained winds of 160 kilometers (100 miles) per hour, Tomas was upgraded to a category two hurricane overnight and was now moving west into the open ocean, the Miami-based National Hurricane Center said.Tropical storm force winds extended 280 kilometers (175 miles) from the center, about 250 kilometers (155 miles) west of Saint Lucia.Tropical storm warnings remained in effect for Dominica, Martinique, Saint Lucia and Saint Vincent and the Grenadines. The warnings were expected to be dropped later in the day as the storm pulled away.Tomas was tracking to hit Jamaica later in the week, but some models showed it veering by the weekend towards Haiti, where thousands were huddled in precarious tent cities since a devastating January 12 earthquake. The water-logged Caribbean basin region has already endured a heavy 2010 rainy season, particularly for Central America and southern Mexico. The ground in many areas is saturated and more rain could easily trigger landslides and flooding.Hurricane Shary was meanwhile downgraded as it reached the cold waters of the central Atlantic Ocean and its monitoring was discontinued, the NHC said.

Indonesia hikes tsunami relief efforts
by H.S. Syahril - Sun Oct 31, 9:53 am ET

SOUTH PAGAI, Indonesia (AFP) – Indonesia ramped up aid operations Sunday for victims of last week's devastating tsunami, as the toll climbed despite the discovery of 135 traumatised villagers who were feared dead.Monsoonal storms and high seas have plagued efforts to reach disaster-struck coastal villages since they were crushed by the three-metre (10-foot) wall of water late on Monday night, after an earthquake off the coast of Sumatra. But aid chiefs said the weather had cleared early Sunday and more helicopters were on the way to ferry aid to isolated communities accessible only by sea or air. It's a clear, bright day today so we hope to be able to reach all the isolated villages, relief official Arif Rahman said.Relief distributions are running smoothly, said West Sumatra provincial disaster management head Harmensyah.

Bottled water, canned food, medicine and tents finally arrived by air Sunday to isolated Tumalei village on North Pagai island, where the 200 residents had been surviving on anything they could scavenge in the forests. We ate bananas, yam, coconuts we found in the jungle, a villager told AFP.As rescuers slowly fanned out across the worst-hit islands of North and South Pagai, the death count rose with the discovery of ever more bodies strewn on beaches or wedged under the debris. The official toll climbed to 450, with another 96 missing. We're still looking for them... there's a high likelihood they are dead, mostly buried in sand, relief official Joskamatir said of those still unaccounted for. Many of the dead are believed to have been dragged out to sea with the receding waters or buried beneath the sand. But in a rare piece of good news, 135 people were found alive on Saturday, hiding on high ground and too afraid of another wave to return to their shattered villages. There were also other individuals who have come to the temporary shelters alive. There were also others who returned to their villages, disaster management official Agus Prayitno said.Emergency services in Indonesia are being further stretched by the continued eruption of Mount Merapi in central Java, where some 50,000 people have been evacuated to temporary shelters.

Terrified residents fled in panic when the archipelago's most active volcano convulsed again just after midnight on Saturday, threatening a repeat of explosions on Tuesday that claimed at least 36 lives. No one was killed in the latest eruption, but hospital staff reported that two people died in the chaotic rush to escape, including a woman who was hit by a truck.Volcanic ash rained down on the Central Java provincial capital of Yogyakarta 26 kilometres (16 miles) away from the crater on Saturday, shutting the airport for over an hour.National flag carrier Garuda Indonesia has moved its flights to neighbouring Solo city since Saturday, citing safety considerations. More searing clouds of gas and ash streamed down the volcano's southern slopes -- reaching as far as 3.5 kilometres -- on Sunday, triggering fresh panic among locals who fled on motorcycles and cars. Government volcanologist Subandrio said more eruptions were likely and warned evacuees not to tempt fate by going home too soon.We will even have to evaluate whether we need to widen the exclusion zone because we should not downplay the threat -- Mount Merapi is extremely dangerous, he said.

Many displaced people returned to the slopes of 2,914-metre Merapi, a sacred landmark in Javanese tradition whose name means Mountain of Fire, to tend to their livestock during the day. Extra police and troops were posted at checkpoints on roads leading into the 10-kilometre exclusion zone, and officials reported new arrivals at the shelters following Saturday's eruption.People have voluntarily chosen to stay further away as they were traumatised and wanted to avoid the danger zone, one village administrator, Suranto, told AFP. Australia and the United States have pledged aid worth a total of three million dollars while the European Commission released 1.5 million euros (two million dollars) for victims of both disasters.Indonesia straddles a region known as the Pacific Ring of Fire, with scores of active volcanoes and major fault lines. Almost 170,000 Indonesians were killed in the 2004 Asian tsunami.

Indonesia disaster toll hits 377 as volcano erupts again
By Renjani Puspo Sari – Sat Oct 30, 6:45 am ET

JAKARTA (Reuters) – Indonesia's Mount Merapi erupted on Thursday for the second time in a week, blasting vast plumes of ash into the sky, as the death toll from the initial eruption and a tsunami that hit remote western islands reached 377.There were no immediate reports of new casualties after Merapi's second eruption. More than 40,000 people had fled or been evacuated from Merapi's slopes earlier in the week, but many started to return after the volcano appeared to become calmer.Officials said the death toll from a tsunami that hit the remote western Mentawai islands on Monday had reached at least 343. The tsunami was triggered on Monday by a 7.5 magnitude quake. A day later, Mount Merapi on the outskirts of Yogyakarta city on Java island erupted, killing at least 34.President Susilo Bambang Yudhoyono, who had been due to take part in a summit of Asian leaders in Hanoi from Thursday to Saturday, flew back to Indonesia after the twin disasters. The president was very moved when he met the victims of the tsunami and earthquake, Yudhoyono's spokesman, Julian Pasha, told Reuters, adding that the president planned to return to Hanoi before Saturday. He has issued instructions for all aid to continue to flow in without disruption.Parts of an early warning system installed after a huge 2004 tsunami killed more than 226,000 people had been stolen but overall the system still worked, said the head of the meteorological agency, Sri Woro Harijono.

Yes, some of our sensors disappear because they are stolen, such as seismographs and solar cells, she said. But it is just one or three sensors out of 100. The system works fine.Local media reported that parts of the tsunami early warning system had not worked properly because they had been vandalized or removed, while Metro TV broadcast footage of villagers questioning the effectiveness of the warning system.
This has also been reported to the Agency for the Assessment and Application of Technology but we also need to make sure this information is verified properly, said Pasha. We know that when the quake happened, within 10 minutes this enormous tsunami came. So maybe the speed with which it came meant that the early warning system didn't work.Indonesia sits on the Pacific Ring of Fire and is prone to earthquakes and volcanic eruptions. Mount Merapi killed 1,300 people in 1930.In December 2004, a tsunami caused by an earthquake of more than 9 magnitude off Sumatra killed more than 226,000 people. It was the deadliest tsunami on record.(Writing by Sunanda Creagh, editing by Andrew Marshall)

METEORS HIT THE EARTH

REVELATION 6:12-17
12 And I beheld when he had opened the sixth seal, and, lo, there was a great earthquake; and the sun became black as sackcloth of hair, and the moon became as blood;
13 And the stars of heaven fell unto the earth, even as a fig tree casteth her untimely figs, when she is shaken of a mighty wind.
14 And the heaven departed as a scroll when it is rolled together; and every mountain and island were moved out of their places.
15 And the kings of the earth, and the great men, and the rich men, and the chief captains, and the mighty men, and every bondman, and every free man, hid themselves in the dens and in the rocks of the mountains;
16 And said to the mountains and rocks, Fall on us, and hide us from the face of him that sitteth on the throne, and from the wrath of the Lamb:
17 For the great day of his wrath is come; and who shall be able to stand?

REVELATION 8:12-13
12 And the fourth angel sounded, and the third part of the sun was smitten, and the third part of the moon, and the third part of the stars; so as the third part of them was darkened, and the day shone not for a third part of it, and the night likewise.
13 And I beheld, and heard an angel flying through the midst of heaven, saying with a loud voice, Woe, woe, woe, to the inhabiters of the earth by reason of the other voices of the trumpet of the three angels, which are yet to sound!

Asteroid Strike Could Force Humans into Twilight Existence
LiveScience.com jeremy Hsu livescience Senior Writer
livescience.com – Sat Oct 30, 8:19 am ET

An asteroid splashdown in one of Earth's oceans could trigger a destructive chemical cycle that would wipe out half the ozone layer, according to a new study. The massive loss of protection against the sun's ultraviolet (UV) radiation would likely force humans into a vampire-style existence of staying indoors during daylight hours. The worst scenario based on an asteroid 0.6 miles (1 kilometer) wide would re-create the hole in the ozone layer, which appeared over Antarctica during the 1990s, except this would be worldwide. UV levels in the study's simulation soared beyond anything measured so far on Earth by the UV Index's daily forecasts of overexposure to UV radiation, and remained that way for as long as two years. An asteroid impact in the ocean is always dismissed as being a danger for coastal sites, but not much else has been discussed about it, said Elisabetta Pierazzo, a senior scientist at the Planetary Science Institute in Tucson, Ariz. I was looking at the asteroid hazard from climatic effects. To do that, Pierazzo combined her expertise in crater-impact modeling with simulations developed by U.S. and German atmospheric scientists that show the interactive chemistry of the atmosphere. They tested scenarios with a 0.6-mile asteroid and a 0.3-mile asteroid (500 meters) at a specific location and specific time of year.

They had no idea what to expect.

Breaking bad

The models showed how ozone destruction would result from an asteroid strike launching seawater vapor hundreds of miles up into the highest parts of the atmosphere. Chemical elements such as chloride and bromide that separated from the water vapor could then wreak havoc by destroying the ozone layer that protects life on Earth from the worst of mutation-causing UV rays. The thing with the asteroid is that it ejects the water vapor way up there - we're talking hundreds of kilometers, Pierazzo told LiveScience in a phone interview. It really goes to the highest extent of the atmosphere.Model results showed a 0.3-mile asteroid that hit at a latitude 30 degrees north in the Pacific Ocean in January would lead to a local impact on the ozone layer - though local still meant an ozone hole that spread across the entire Northern Hemisphere. By contrast, the 0.6-mile asteroid strike led to a worldwide drop in UV protection - at which point the hole ceases to be a hole. Location of the asteroid strike matters because of atmospheric circulation patterns, Pierazzo explained. Time of year in each hemisphere also matters, because the strength of the ozone layer changes by season based on the amount of sunlight reaching the atmosphere. (In the upper atmosphere, ozone (O3) forms when oxygen molecules are broken apart by the sun's UV light.)A strike by the 0.3-mile asteroid saw a jump in ultraviolet radiation as measured by the ultraviolet index (UVI) to values above 20 in the northern subtropics for several months. Normally, a UVI of 10 or more can burn people with fair skin with just a few minutes of sun exposure, and some of the highest recorded UVI values on Earth (around the equator) have reached just 18. On certain days, a UVI of 20 was recorded at a high-altitude desert in Puna de Atacama, Argentina.

A strike by the larger of the two model asteroids boosted UVI values above 20 within a 50-degree latitude band north and south of the equator for about two years. Some areas within the band saw UVI spikes as high as 56. That band's northern end would include cities such as Seattle and Paris, while the southern end would extend into cities within countries such as New Zealand, Chile and Argentina.Long-term effects of such high UV radiation would include skin-reddening, changes in plant growth and genetic mutations for humans and other organisms.

The future threat

Such scenarios represent the likelier outcomes of an asteroid impact on Earth - an asteroid has about twice the chance of striking water rather than hitting land. Those odds come from the fact that over 70 percent of the Earth's surface is covered by water, with about two-thirds covered by oceans more than a mile deep. Asteroid hunters have found about 903 of an estimated 1,050 near-Earth objects (NEOs) with diameters of 1 kilometer or greater as of Oct. 1. That still leaves well over 100 objects in the 1-2 kilometer size undiscovered.More cause for worry may come from smaller NEOs less than 1 kilometer wide. NASA has found just 5 percent of the estimated count for such NEOs, which leaves tens of thousands of unknowns. As you go down in asteroid size, there's a lot more objects out there that have not been identified that could be a threat, said Pierazzo, whose research was detailed online Oct. 2 in the journal Earth and Planetary Science Letters. But finding NEO threats to Earth remains NASA's job. Pierazzo's next step with her colleagues will involve modeling the atmospheric impact of an asteroid strike on land. That may prove an even more complicated scenario, because of the combination of dust blocking out incoming sunlight and other possible chemical effects on the ozone.Researchers have often suggested that a land asteroid impact would create a nuclear winter effect similar to what might follow a nuclear war. But researchers should hope that's where the comparison between space rocks and nukes ends - a past simulation showed that even a regional nuclear war could create a massive ozone layer hole across the world.

15 Because ye have said, We have made a covenant with death, and with hell are we at agreement; when the overflowing scourge shall pass through, it shall not come unto us: for we have made lies our refuge, and under falsehood have we hid ourselves:
16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.
17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.
18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.
19 From the time that it goeth forth it shall take you: for morning by morning shall it pass over, by day and by night: and it shall be a vexation only to understand the report.

Labor MK Wants Women in Peace Talks
by Maayana Miskin OCT 31,10 IsraelNationalNews.com

Labor MK Einat Wilf is pushing for more female involvement in possible negotiations with the Palestinian Authority. The Foreign Affairs and Defense Committee and the Committee on the Status of Women plan to meet to discuss the issue. The meeting was planned to coincide with the tenth anniversary of UN Security Council resolution 1325, which calls to include women in peace talks around the world. The important thing is to see how resolution 1325 has been implemented, beyond declarations, Wilf said. She said the issue is particularly important due to the possibility of opening direct negotiations with the Palestinians.Wilf declared that she believes female representatives in negotiations could have a positive impact. Beyond the obligation to uphold the law, the inclusion of women in decision-making during negotiations will enrich the Israeli position with a perspective that is not always included in public discourse, she stated. The push to include women in talks has continued despite the cessation of talks several weeks ago. PA Chairman Mahmoud Abbas has refused to speak to Israel unless Israel agrees to freeze all construction for Jews east of the 1949 armistice line – including in Jerusalem, Israel's capital city.

In July, feminist activists pushed to include a woman on the Turkel Commission, which is tasked with investigating a clash between Israeli soldiers and Turkish terrorists off the coast of Gaza. While activists said a woman should be appointed to give voice to the necessary gender perspective, many of those involved hold radical left-wing views, and emails traded within the group suggested that they were hoping to see the commission include a woman with extreme-left political leanings.

Senator Schumer: Settlements No Obstacle to Peace
by Israel News staff OCT 31,10

Senator Chuck (Charles) Schumer took the Obama administration to task for its Middle East policy on Sunday. What Obama must realize is that Arab refusal to recognize the Jewish state, and not Israelis in Judea and Samaria, is the obstacle to peace, he said.My basic view is very simple, Schumer told his audience at the Agudath Yisrael breakfast in New York. The reason we don't have peace in the Middle East is because a large percentage, I would say the majority.... of Palestinians and Arabs do not believe there should be a Jewish state anywhere in the Middle East. Period.U.S. President Barack Obama's decision to criticize Israel over construction for Jews in Judea and Samaria was counterproductive, he said. America's position on Jewish communities was to the left of the PA at one point, he added. Schumer noted that he made his objections known at the time, both in private meetings and publicly.Anyone who thinks the settlements are the cause of the problem, all they have to do is look at Gaza,he said. Israel withdrew from Gaza completely, and what was the response? Missiles on Sderot! Schumer recalled. What Obama and America should do for peace is to make it known that America's ties with Israel cannot be broken, he said.By giving the Palestinian and the Arab world hope that they can break the tie between the U.S. and Israel, you don't further the cause of peace, you set back the cause of peace... If they think the tie is immutable, they will say, well maybe we should throw in the towel and have some kind of peace with Israel. It's that simple. While it is possible to hold any one of a variety of views regarding Israel-PA negotiations, what's unequivocally wrong in my opinion is saying that settlements are the reason there's not peace and there's not talks, the senator said.He expressed belief that the Obama's administration's views are changing in a positive direction, saying, We have some very strong allies within the administration.

Schumer's speech was met with enthusiastic applause.Senator Schumer's comments are significant because he has been one of the strongest supporters of Obama's policies both domestically and on foreign issues, explained Zionist Organization of America (ZOA) Vice-President Rubin Margules. He has always been a strong supporter of Israel, and his pro-settlement statements this morning reflect an emerging change in the attitude of many members of congress who are more vocal in their disagreement with Obama's policies.(IsraelNationalNews.com)

NY UNRWA: Time for Arab Nations to Absorb Refugees
by Chana Ya'ar OCT 31,10

The outgoing director of the New York office of the United Nations Relief and Works Agency has angered Jordan after stating it is time for Arab nations to absorb their brethren who are refugees from the 1948 war.Andrew Whitley stated that Palestinian refugees must not live in the illusion of achieving the right to return and that the Arab countries must search for a place for them in their lands to resettle there.

When UNRWA began its operations providing aid and services to the Arabs living in Israel in 1949, there were approximately 700,000 who qualified as refugees. Today, according to the latest statistics, that number has ballooned to nearly five million.
We recognize, as I think most do, although it's not a position that we publicly articulate, that the right of return is unlikely to be exercised to the territory of Israel to any significant or meaningful extent, Whitley told a conference at the National Council for US-Arab Relations. It's not a politically palatable issue, it's not one that UNRWA publicly advocates, but nevertheless it's a known contour to the issue, he said.Taking the proverbial bull by the horns, Whitley then went on to add that instead of continuing to promote that cruel illusion,it would be best if Palestinian Authority Arabs began to consider their own role in the societies where they are, rather than being left in a state of limbo, where they are helpless. The Hamas terrorist organization immediately demanded Whitley's dismissal: a moot point, however, since he was already leaving the agency.Wajih Azaizeh, director general of the Palestinian Affairs Department, meanwhile, told the Petra news agency Thursday that Jordan expressed its condemnation in a letter sent to UNRWA Commissioner-General Filippo Grandi.

The letter bluntly reminded Grandi that his agency was established to offer humanitarian and social help and support to the Palestinian refugees, said Azaizeh, until their cause is resolved according to international legitimacy resolutions. We have asked the UNRWA Commissioner-General to clarify the U.N. Organization's official position on such dangerous remarks and procedures taken against this man who held important posts in the agency, Azaizeh said.Political commentator Ben S. Cohen noted last week in a post on Harry's Place, however, that of the 50 million people who lost their homes due to war and military conflict in the 20th century, practically none of the original displaced returned to their homes, never mind their descendants. The historical record shows the refugees – like those 17,000 displaced Jews administered to by UNRWA back in 1950 – are invariably absorbed by host countries. The difference, Cohen pointed out, was that the surrounding Arab nations in this case have deliberately positioned the Palestinian refugee issue and the so-called right of return as an ongoing obstacle to a final settlement of the conflict with Israel.Accepting that the refugees will not go home, that they will live free of the apartheid conditions imposed on them in states like Lebanon and Syria, and that they might even receive some financial compensation on top, is the height of political incorrectness in the Middle East,he observed. It means accepting not only that Israel has the right to exist, but also the right to define itself as the democratic state of the Jewish people.(IsraelNationalNews.com)

POISONED WATERS

REVELATION 8:8-11
8 And the second angel sounded, and as it were a great mountain burning with fire was cast into the sea: and the third part of the sea became blood;
9 And the third part of the creatures which were in the sea, and had life, died; and the third part of the ships were destroyed.
10 And the third angel sounded, and there fell a great star from heaven, burning as it were a lamp, and it fell upon the third part of the rivers, and upon the fountains of waters;
11 And the name of the star is called Wormwood:(bitter,Poisoned) and the third part of the waters became wormwood; and many men died of the waters, because they were made bitter.(poisoned)

REVELATION 16:3-7
3 And the second angel poured out his vial upon the sea; and it became as the blood of a dead man: and every living soul died in the sea.(enviromentalists won't like this result)
4 And the third angel poured out his vial upon the rivers and fountains of waters; and they became blood.
5 And I heard the angel of the waters say, Thou art righteous, O Lord, which art, and wast, and shalt be, because thou hast judged thus.
6 For they(False World Church and Dictator) have shed the blood of saints and prophets, and thou hast given them blood to drink; for they are worthy.

Scientists to see if oil spill hurt deep sea life
– Fri Oct 29, 5:45 am ET

NEW ORLEANS – A team of scientists are leaving on a research cruise to see if the BP oil spill hurt deep-sea coral and organisms that live around natural oil and gas seeps in the Gulf of Mexico. It's counterintuitive, but scientists say an oil spill could hurt organisms such as tube worms and mussels that eat oil, gas and hydrogen sulfide gushing from natural oil and gas seeps. That's because these organisms can die if oil settles on them from above. The biologists and geoscientists aboard the Gyre research vessel will tow a cage with a high-resolution digital still camera and take photographs of the depths. The vessel is expected to leave Friday from Texas. The study is being led by geophysicist Bill Shedd of the Bureau of Ocean Energy Management.

EARTH WORSHIP

DEUTERONOMY 17:3-4
3 And hath gone and served other gods, and worshipped them, either the sun, or moon, or any of the host of heaven, which I have not commanded;
4 And it be told thee, and thou hast heard of it, and enquired diligently, and, behold, it be true, and the thing certain, that such abomination is wrought in Israel:

2 KINGS 23:5
5 And he put down the idolatrous priests, whom the kings of Judah had ordained to burn incense in the high places in the cities of Judah, and in the places round about Jerusalem; them also that burned incense unto Baal, to the sun, and to the moon, and to the planets, and to all the host of heaven.

UN nature meeting agrees on land, ocean protection By MALCOLM FOSTER, Associated Press – Fri Oct 29, 3:37 pm ET

TOKYO – Representatives to a U.N. conference on biodiversity agreed early Saturday to expand protected areas on land and at sea in the hopes of slowing the rate of extinction of the world's animals and plants and preventing further damage to its ecosystems. After marathon negotiations that stretched hours past the designated time, delegates also managed to overcome divisions between rich and poor countries to agree to share access to and the benefits of genetic resources such as plants whose extracts have been developed into medicines — a key sticking point that had threatened to doom the entire two-week meeting in Nagoya, southwest of Tokyo.

Scientists estimate that the Earth is losing species 100 to 1,000 times the historical average, pushing the planet toward the greatest extinction age since the dinosaurs were wiped out 65 million years ago. They warn that unless action is taken to prevent biodiversity loss, extinctions will spike and the intricately interconnected natural world could collapse with devastating consequences, from plunging fish stocks to less access to clean water.Delegates from 193 countries at the U.N. Convention on Biodiversity agreed to protect 17 percent of the world's land areas and 10 percent of oceans by 2020. Those gains will be difficult to ensure, however, since there is no way to enforce these agreements, and many poor nations lack the funds to manage reserves properly.Currently, 13 percent of the world's land areas and less than 1 percent of marine areas are protected — which can range from natural parks or marine sanctuaries to areas where there is sustainable fishing or land use.The series of agreements — which each required a consensus — squeaked through after hours of debate, relieving many delegates who feared the conference would suffer the kind of collapse that befell U.N. climate talks last year. Participants stood and cheered when it was announced that agreements had been reached in all areas, attendees said.We are very glad for this, very happy with the outcome, said Braulio Ferreira de Souza Dias, Brazil's Secretary for Biodiversity and Forests. We had some doubts, but in the end we were confident we would get results. Some developing countries balked at how to pay for larger protected areas, and delegates agreed to set up a fund from developed nations and other donors by the convention's next meeting in India in 2012, Dias said.Eager to make the meeting a success, host Japan on Thursday offered $2 billion to help developing nations reach the goals set by the conference.Environmental groups welcomed the agreement, but said many of the targets were not bold enough.

At a certain point in the evening, it looked like it was all going to fall apart, so this is good news, said Nathalie Rey, an oceans policy adviser with Greenpeace International. I would've liked to have seen more ambitious targets, especially on protected areas.Japan proposed a compromise text Friday to break a logjam in the prickly area of sharing genetic resources, called access and benefits-sharing, or ABS, in U.N. parlance.Developing nations and indigenous peoples argue they haven't benefited from the bounty of their resources, such as native plants, that have been developed into drugs by wealthy Western pharmaceutical companies. But in the end, delegates reached an agreement to set up a system that seeks to share these profits and benefits more equitably. Some 193 governments have joined the biodiversity convention. Only three have not: the United States, Andorra and the Holy See.Online:

Vietnam, Russia sign deal on first nuclear plant
by Anna Smolchenko – Sun Oct 31, 6:27 pm ET

HANOI (AFP) – Russia and Vietnam on Sunday signed a deal worth an estimated 5.6 billion dollars for the Southeast Asian country's first nuclear power plant as Moscow seeks greater influence in the region.Russian President Dmitry Medvedev witnessed the signing, part of an effort to boost ties with his country's former Soviet-era communist ally. This is a very important project, he told reporters, but stressed the two countries were also keen to ramp up cooperation in non-energy sectors including banking and high-tech.We are looking into the future and the future is connected with high-tech, he told Vietnamese and Russian business people after talks with Vietnam's President Nguyen Minh Triet.Russia is locked in a global race with competitors like the United States, Japan and France to clinch lucrative worldwide contracts as demand for nuclear energy increases. An official with Russian state nuclear conglomerate Rosatom has told AFP the construction cost of a two-reactor plant is estimated at more than four billion euros, although Rosatom chief Sergei Kiriyenko, also in Hanoi, declined to confirm the figure. The fact that we are the first to start gives us a good competitive advantage, Kiriyenko said, adding Russia will be keen to win more deals later.Vietnam wants to build eight nuclear facilities in the next two decades. Initial government plans call for four reactors, with a total capacity of 4,000 megawatts and at least one of them operational in 10 years' time.

Japan's Prime Minister Naoto Kan, also on a visit to Hanoi, announced with his Vietnamese counterpart that the two countries will join forces to build two other nuclear reactors in Vietnam.Kiriyenko said a 2020 timeframe for the Russian plant was absolutely realistic.Fast-growing Vietnam faces energy shortages, and foreign businesses have expressed concern about a lack of energy and other infrastructure.
Moscow is willing to provide a loan to help finance the Russian plant's construction, Medvedev's top foreign policy aide Sergei Prikhodko said.Earlier Sunday, during talks with Vietnamese officials, Medvedev said Vietnam was actively developing on various fronts, including the economy and defence. On all these directions Russia will assist Vietnam, which is our close friend, he said after paying his respects at the mausoleum of Vietnam's revolutionary hero Ho Chi Minh.

Ties with Vietnam date back to the Soviet era when the communist Soviet Union became the country's main benefactor after the Vietnam War ended in 1975.Medvedev said their shared history was a firm foundation to build upon. This seals our partnership. The documents here are of secondary importance, he said.Following the Soviet collapse in 1991 Vietnam was left without its ideological, economic and military benefactor, and links have long been just a shadow of those during the Cold War.
According to the Kremlin, Russia is only the 25th-largest investor in Vietnam. Vietnamese President Triet said his country received invaluable assistance from the Soviet Union during the war against the United States. Everything that we have today is partly thanks to the Soviet Union's help, he said, expressing hope that investment cooperation would intensify. The two sides signed a raft of other agreements, including deals on construction of a hydro power station and cooperation in the oil and military sectors.Vietnam and Russia had also been expected to express political support for plans by BP's Russian joint venture, TNK-BP, to acquire the Vietnamese assets of British Petroleum. But Russian Energy Minister Sergei Shmatko said that memorandum had not yet been finalised.

Protesters blame UN base for cholera in Haiti By JONATHAN M. KATZ, Associated Press – Sat Oct 30, 1:16 am ET

PORT-AU-PRINCE, Haiti – Hundreds of protesters who blame U.N. peacekeepers from Nepal for Haiti's widening cholera epidemic marched on a rural military base Friday to demand the soldiers leave the country.Demonstrators waving tree branches and carrying anti-U.N. banners walked from the central plateau city of Mirebalais several miles to the gates of the base perched above a tributary of the Artibonite River — a waterway identified by health officials as a conduit for the infection.

The protesters chanted Like it or not, they must go as the Nepalese soldiers and other U.N. peacekeepers remained inside.Cholera has sparked widespread fear in Haiti, where it was unknown before the outbreak was first noticed by authorities Oct. 20. As of Friday morning, more than 4,700 people have been hospitalized and at least 330 have died, according to the U.N. Office for the Coordination of Humanitarian Affairs. There has been no scientific conclusion on the origin of the epidemic, which became evident when dozens of patients began dying with high fevers and watery diarrhea at a hospital in the town of St. Marc a few miles from the last stretch of the river.Experts say the disease was likely imported. Until this month there had not been a diagnosed case of cholera in Haiti as far back as records go in the mid-20th Century, said Claire-Lise Chaignat, head of the global task force on cholera control at the World Health Organization. The disease is pandemic in parts of Africa and Asia.Speculation among Haitians is increasingly centered on the Nepalese peacekeeping base near Mirebalais, much of it being stoked by politicians including the town's mayor — a Senate candidate — ahead of the Nov. 28 national elections.Cholera is endemic in Nepal and the country suffered outbreaks this summer. The current troop contingent arrived in shifts starting Oct. 9, after the outbreak in their home country and shortly before the disease broke out in Haiti. Cases have been concentrated down river along the Artibonite. The U.N. Stabilization Mission in Haiti, known as MINUSTAH by its French initials, is investigating the area around the base for signs of cholera, The Associated Press learned after happening on crews testing the site Wednesday. The results of those tests are still pending.None of the Nepalese soldiers based there have been tested for cholera because none presented symptoms, mission spokesman Vincenzo Pugliese said Friday. He said media reports published elsewhere saying that all soldiers had tested negative for the disease were incorrect.By none of them presenting the symptom of the cholera there was no need to do another test, Pugliese told AP. It's not the same as saying they were all tested negative because none of them had to be tested. The soldiers have not been tested for cholera since the outbreak, he said.

But about 75 percent of people infected with cholera do not exhibit symptoms and can still shed them into the environment and infect others for two weeks, Pan American Health Organization deputy director Jon Andrus told reporters at a press briefing on Oct. 25.The U.N.'s Medical Support Manual for peacekeeping operations lists neither diarrhea nor cholera on its list of conditions precluding peacekeeping service. The mission had initially responded to rumors of the base's involvement with a Tuesday statement saying that sanitation around the base was in line with the standards set by the U.S. Environmental Protection Agency and the United Nations. But when Associated Press journalists visited Wednesday, they found open and cracked pipes behind the base, with U.N. military investigators taking samples. There was an overpowering smell of human waste, and a pipe leading toward a septic tank was leaking foul-smelling black fluid toward the river. The waste is dumped across the street in open pits that residents, who live a few yards away, said often overflow into the Artibonite tributary running below. The contractor, Sanco Enterprises SA, says the pits are sprayed with bleach. On Friday, protesters called on the Haitian government to kick out the Nepalese soldiers. The Nepalese brought this disease to the center of Mirebalais, said Ernst Exilume, a 25-year-old student. We have no water to drink. We have no choice but to drink the water from the river.

International aid groups had made hygiene and the control of disease priorities after the Jan. 12 earthquake, especially as millions of Haitians found themselves homeless and living in tarp and tent settlements around the capital. Throughout the year banners imploring people to wash their hands have hung over streets and on walls. Scientists from the CDC are retesting samples to determine the nature of the cholera strain at a molecular level, which could help pinpoint its origin, and hope to have results to share with Haiti's Ministry of Health sometime over the weekend, CDC spokesman Tom Skinner told the AP. Tests can indicate the areas of the world where this cholera strain has been found, but the results may not reveal its national origin or how it got to Haiti, he said. The U.S. agency is not specifically investigating in the area of the base or taking environmental samples, another CDC spokesman, David Daigle, said. For sure it is going to be important to know where the germ came from. I don't know if we are going to get an answer,Chaignat, the WHO official, said.Associated Press reporters Pierre Richard Luxama in Mirebalais, Colleen Barry in Geneva and Michael Stobbe in Atlanta contributed to this story.
