EU to dangle IMF votes for Chinese currency restraint

BRUSSELS (AFP) – European leaders will dangle a genuine willingness to give up votes in the IMF and other global powerbases if China shows responsibility on currency moves, a senior EU diplomat said Tuesday.An October 6 summit between the European Union and China, following broader meetings of leaders from 46 European and Asian nations including Russia and Australia for the first time, will see EU leaders pressed on re-balancing controls over the global economy.But while ruling out any wholesale transfer of voting power in the International Monetary Fund, Europe will commit to move in that direction with the diplomat insisting: Do not underestimate the readiness of the European side to be constructive.The eighth Asia-Europe meeting (ASEM) on October 4-5 comes just before the IMF annual meeting addresses the issue and one month before G20 leaders attempt to settle a rift over lop-sided representation at a summit in South Korea.The IMF board, which has a statutory 20 seats, currently holds 24 members, but the extra four would have to be cut back if no diplomatic deal on representation is agreed before its new, two-year board is selected by November 1.Europe currently corners nine seats, and recognises even US pressure to share out more clout among fast-growing developing economies.

As the pressure mounts, European nations will argue that with increased representation, comes increased responsibilities, amid pressure on Beijing to let its exchange rate appreciate.China said Tuesday that US pressure on Beijing to boost the value of the yuan was unwise and shortsighted, after US President Barack Obama criticised the country's exchange rate policy.The Obama administration maintains that Beijing is keeping its currency artificially low against the dollar to make its exports more competitive, and is showing increasing signs of frustration over the long-running row.Jiang however reiterated that yuan appreciation alone would not help reduce the huge US trade deficit with China.Beijing pledged in June to loosen its grip on the yuan, which had been effectively pegged at about 6.8 to the dollar since mid-2008. Since then, the currency has gained about 1.9 percent against the greenback.All those issues are tied together... on the European side, there is a genuine willingness to move towards re-balancing, said the European diplomat, who requested anonymity.Currency markets were relatively quiet before a much-anticipated meeting of the US Federal Reserve later Tuesday.

Storm knocks out power to 35,000 in central Ontario

HUNTSVILLE, Ont. — A severe storm has forced police to close Highway 141 in several areas in the Huntsville, Ont., region. Provincial police say Highway 141 is closed in both directions at Old Parry Sound Road and near Skeleton Lake Road 2. Downed hydro wires are blamed for both closures.Hydro One says about 25,000 customers are without power in the area of central Ontario east of Georgian Bay.Another 10,000 customers are affected in the Manitoulin Island area.Environment Canada says a line of thunderstorms moved over Lake Huron and Georgian Bay packing 100 km/h wind gusts and heavy downpours.

Body of Texas man recovered as rain finally eases

CORPUS CHRISTI, Texas – Storms partly fueled by Hurricane Karl finally began weakening along the Texas coast on Tuesday after dumping more than 10 inches of rain, and authorities found the body of driver who had been swept away by floods.

Widespread flooding closed schools and forced families into shelters, but forecasters said the lingering showers shouldn't be as severe.The worst is over, National Weather Service meteorologist Matt Grantham said.Corpus Christi police found the body of Kelechi Kinsley Nwogu, 36, who authorities said had dialed 911 on Monday after driving into Oso Creek, which had swelled to record levels after three days of relentless rain. The call got dropped before the driver was found.Earlier this month, flooding caused by remnants of Tropical Storm Hermine killed at least eight people, including seven in Texas. Gov. Rick Perry on Tuesday requested a disaster declaration for 13 counties hit hardest by Hermine, saying the storm caused more than $2.9 million in damage.Drenching storms that began Saturday caused problems up and down the Texas coast. Pressure from heavy rains on an aging sewer system in Corpus Christi led to more than 100,000 gallons of raw sewage overflowing from a manhole, while emergency teams went door-to-door in some neighborhoods near the Mexico border that were under 2 to 3 feet of water.

No rest for flood-ravaged Mexico as new storm hits

LA PAZ, Mexico (AFP) – A new tropical storm compounded Mexico's misery Tuesday, drenching the Baja peninsula as the country tallied its dead and struggled to care for one million people affected by Hurricane Karl and historic flooding.Pacific Tropical Storm Georgette drenched the resort town of Cabo San Lucas at Baja California's southern tip, lashing the region with sustained winds of 65 kilometers (40 miles) per hour.We have already evacuated around 1,000 families from areas vulnerable to flooding and storm surges, said Jose Gajon, director of Civil Defense for Baja California Sur state.Across the country to the east, the toll from the powerful hurricane which struck last Friday, mainly in Veracruz state along the Gulf of Mexico coast, rose to 22 dead as emergency crews searched many of the hundreds of towns and villages inundated by heavy rains and flooding and struggled to reach more remote communities.Among the fatalities were seven passengers on a bus that was buried when a hillside bloated by heavy rains gave way early Tuesday, near the central town of Villa Guerrero some 60 kilometers (37 miles) from Mexico City, according to the town's mayor, Tito Maya de la Cruz.Another 20 people were missing in the tragedy, he said, amid fears the death toll would rise as Civil Defense rescue teams had spent hours digging through thick mud and debris in an effort to find missing people.

At least 12 people died from Karl-related flooding or landslides in Veracruz, where authorities said half a million people have been affected, including 40,000 who remained in emergency shelters Tuesday.Nearly half the state is under water, Veracruz Governor Fidel Herrera told reporters a day after President Felipe Calderon toured hard-hit regions of the state and called for tightened security to clamp down on looting.But Herrera reiterated his call for solidarity between the half million in Veracruz and an equal number in the country's south and east who have been displaced or affected in varying degrees by weeks of rain and flooding.I have no doubt that in the next seven days Veracruz will dry out, and together we will push to rebuild, he said.Major flooding earlier this month across Mexico left 25 people dead. Authorities described this year's wet season as the worst on record.And just four days after Karl's wrath, Tropical Storm Georgette was pummeling the Pacific coast.Earlier in the day authorities halted all maritime traffic in the area amid forecasts of four-meter (13-foot) swells.The US National Hurricane Center (NHC) said it forecast Georgette would move out over the Gulf of California Tuesday night and maintain its strength before churning ashore in mainland Mexico sometime Wednesday afternoon or evening.The storm was expected to dump 10-15 centimeters (four-six inches) of rain, with up to 25 centimeters (10 inches) possible in isolated areas.

These rainfall amounts may produce life-threatening flash floods and mud slides, the NHC said in a bulletin.Back in Veracruz, several of Mexico's most historic structures had been inundated, including dozens of buildings in La Antigua, the first town founded by the Spanish in eastern Mexico.They include the ruins of the house of Hernan Cortes, named on behalf of the famed 16th Century Spanish conquistador, which was under 1.5 meters (five feet) of water after the hurricane barreled ashore nearby. Once all the water recedes, the damage to the ruins will be assessed,local historian Wenceslao Garcia told AFP.Some parts of the historic town were still under half a meter (1.7 feet) of water on Tuesday, and locals said they felt cut off from the outside world after the hurricane.My family lost everything, said 42-year-old Fernando Montes, who was using a machete to cut up a fallen tree.
There was no support for nearly two days until the army arrived.

Hurricane Igor hits Canada with heavy rains

ST. JOHN'S, Newfoundland – Hurricane Igor pelted Canada's Atlantic coast province of Newfoundland with heavy rain Tuesday, flooding communities, washing out roads and stranding some residents in their homes.The Canadian Hurricane Centre said Igor had transformed into a post-tropical storm, which has a different structure from a hurricane but still packs the same punch. The storm battered Newfoundland, on Canada's eastern coast.In the Pacific, a mild tropical storm formed and was expected to cross the Mexican resort area of Baja California.The Canadian Hurricane Centre said the change in Igor's classification does not reflect a downgrade in the storm's intensity because winds have strengthened as the storm draws energy from another weather system to the west.Normally the cool North Atlantic chills out these hurricanes, but this one came up with a vengeance and met another low pressure system and the combined wallop of the wind and the water has been quite devastating, Newfoundland Premier Danny Williams said in an interview with The Associated Press.

Williams said it caused tens of millions of dollars in damages and said it's the hardest they've been hit in recent memory. He said 14 communities have declared a state of emergency and said 27 communities are isolated as a result of washouts and road damages. He said the damage is significant.There are a lot of homes that are nearly completely submerged. Barns and structures have been washed away, completely out to sea, Williams said.He said he would visit some of the affected communities Wednesday.Royal Canadian Mounted Police Sgt. Boyd Merrill said they were investigating a report of a missing 80-year old man who was reportedly washed into the sea on Tuesday morning on Random Island when a driveway collapsed from underneath him due to heavy water flow. Merrill said police and the coast guard have not been able to access the island.This is not your normal heavy rainfall flooding. It's having a major impact, said Chris Fogarty, of the Canadian Hurricane Centre. He said more than 200 millimeters (8 inches) of rain have fallen in some regions.

Marystown Mayor Sam Synard said the storm was overwhelming his community's capacity to cope.We've never seen such a violent storm before, he said.We've lost sections of our main roads, completely washed out to sea.Keith Rodway, a member of the Clarenville town council, said parts of his town had to be evacuated.In the Pacific, a mild tropical storm formed and was expected to cross the Mexican resort area of Baja California later in the day. A tropical storm warning was issued for southern Baja California.Royal Canadian Mounted Police Sgt. Wayne Edgecombe said heavy rains that flooded a key bridge in southern Newfoundland have left the Burin Peninsula's 20,000 residents cut off from the rest of the province. Edgecombe said roads all over the peninsula have been washed out or submerged, but so far there have been no major crises.About 20,000 people live on the Burin Peninsula.Igor doggedly maintained maximum sustained winds near 80 mph (130 kph). A 21-year-old man died while surfing in the storm-churned waves off Surf City, North Carolina, where he was pulled from the water Sunday afternoon. Last week, high surf kicked up by Igor swept two people out to sea in the Caribbean — one in Puerto Rico and another in the U.S. Virgin Islands. Across Los Cabos — a string of Mexican resort towns at the tip of Baja California — boat owners scrambled to tie down yachts, while restaurant workers hauled in chairs and tables ahead of Georgette's arrival. Tourists canceled fishing trips at the last minute and hunkered down inside luxury hotels for board games and spa sessions.Only light rain fell Tuesday morning, but winds kicked up 6-foot (2-meter) waves.Meanwhile far out in the Atlantic, Tropical Storm Lisa formed early Tuesday with winds near 45 mph (75 kph). EUOBSERVER / BRUSSELS - MEPs in the foreign affairs committee are to ask the EU's new ambassadors to China, Georgia, Japan, Lebanon and Pakistan and the EU Special Representative (EUSR) to Sudan to come in for hearings to check if they are up to scratch.The committee drew up the list at a meeting in Strasbourg on Monday (20 September) and aims to carry out the interviews in public sessions next month. More names can be added, especially if information comes to light casting doubt on the eligibility of other nominees.German centre-right deputy Elmar Brok said the group of six was chosen due to the importance of the countries rather than any worries about individual candidates.We will check for knowledge of the dossier. A civil servant does not need to have a political vision, he told EUobserver. MEPs do not have the legal power to block nominations. But if one of the interviewees performs badly it will create pressure for EU foreign relations chief Catherine Ashton to reconsider the posting. We did not want to have a system like in the United States, where Congress can block appointments and it takes a year and a half to get anything done, Mr Brok said.Ms Ashton on 15 September published a list of 29 nominees for heads of delegation and deputy heads of delegation in the European External Action Service (EEAS). She appointed the new EUSR to Sudan on 11 August. The new ambassador to China, German diplomat Markus Ederer, who is currently the head of policy planning in the German foreign ministry, is seen as a very strong choice. The new envoy to Georgia, former Bulgarian prime minister Philip Dimitrov, is also seen as a heavy-hitter because of his previous high office.The envoy to Japan, Austrian diplomat Hans Dietmar Schweisgut, should have a good grasp of EU policy as he is currently Austria's ambassador to the EU.

The other three people to face the MEPs' grilling will be: Dutch EU official Angelina Eichhorst (the new ambassador to Lebanon), who is today the head of the Political, Economic and Trade section in the European Commission delegation to Syria; Swedish EU official Lars-Gunnar Wigemark (Pakistan), the current head of the commission's Security Policy unit; and British diplomat Rosalind Marsden (Sudan EUSR), the previous UK ambassador to Sudan.Ms Ashton will in the coming weeks also name new people to head her missions to Belarus, Brazil and Iraq.MEPs won the right to cross-examine her nominees in return for giving the green light to the EEAS' new budget and staff regulations in a political deal in July.The deal does not cover her choices for top EEAS administrative jobs, such as secretary general and two deputy secretary generals. But Mr Brok said parliament might call in the new top bureaucrats as well.It's not in the agreement. But we will try to see if we can make some of them come in, he said.

EU sued over lack of transparency

EUOBSERVER / BRUSSELS - A group of environmental lawyers are suing the EU over alleged attempts to restrict access to information and a lack of transparency in the bloc's biofuels policy. On Monday (20 September) ClientEarth filed a lawsuit against the European Commission in the EU's General Court in Luxembourg, charging the executive body with having failed to release documents containing previously undisclosed information on the negative climate impacts of widespread biofuels use.
The case, taken jointly with Transport and Environment, the European Environmental Bureau and BirdLife International, focuses on a controversial study of biofuel use which the four groups claim was manipulated by the commission. In April the International Food Policy Research Group (IFPRI) published the study which suggested that EU biofuel policy would reduce carbon emissions. But it later was claimed that the research was based on flawed assumptions, inserted at the request of the commission's energy department.Climate Earth said it decided to take the case on Monday after repeated calls to see emails relating to the changes were ignored.The commission is running an opaque operation, said Tim Grabiel, a lawyer at ClientEarth. Citizens are being denied the right to participate in decisions that affect flagship climate policies and will not only affect their lives but those of future generations as well.In March the four environmental groups took a similar case against the commission for failing to release certain documents, with the bloc's biofuels policy coming under increased scrutiny in recent years.

The EU requires at least 10 percent of energy for road and rail transport in 2020 to come from renewable sources, with biofuels originally being hailed as a key strategy to reduce the use of fossil fuels, largely blamed for climate change.A growing number of question marks have been raised, however. A recent World Bank report said that EU and US biofuels policies have resulted in a rush for land in Africa and other developing regions, taking over areas that had previously been used for food production.Other studies note that the desire to grow fuel crops has contributed to deforestation.Second generation biofuels using waste straw and forestry offcuts are seen as a solution to these problems and are said to be nearing commercialisation, but it may still be several years before they are rolled out across the globe.

Wider lack of EU transparency

In a separate case on Monday, ClientEarth also decided to sue the Council of Ministers (the EU institution representing member states) over an alleged failure to release documents.The issue relates to EU plans to review its access-to-documents law which dates back to 2002. The commission put forward plans to review the law in 2008 which ClientEarth says will restrict citizens' access to certain EU documents.
The case against the council relates to its refusal to hand over an internal legal opinion on the review.Anais Berthier, environmental justice lawyer at ClientEarth, said:The fact that we have to sue for lack of transparency during its review of EU transparency rules speaks volumes about the EU's commitment to an open society.If the commission's proposals are allowed to progress unchallenged the ramifications for freedom of information will be far-reaching.

EU squeezes China and Korea summits into one day

EUOBSERVER / BRUSSELS - The EU has waxed lyrical this month about stepping up relations with its strategic partners, but holding a bilateral summit with China on the same day as a similar meeting with South Korea is a poor start, say experts. EU officials confirmed on Tuesday (21 September) that a meeting between Commission President Jose Manuel Barroso, European Council President Herman Van Rompuy and Chinese Premier Wen Jiabao during the afternoon of 6 October will be preceded earlier in the day by an EU-South Korea summit.The move has raised eyebrows considering that EU High Representative Cathy Ashton reportedly spent roughly 17 hours during her recent trip to China just to prepare for the upcoming summit with Dai Bingguo, Beijing's most senior foreign policy official.Amongst the weighty issues to be discussed are the G20 leaders' meeting in November and efforts to secure a successful environmental deal in Cancun later this year. Both South Korea and China are important relationships and cramming them in on the same day doesn't send a good message,Alice Richard, China programme co-ordinator with the European Council on Foreign Relations, told this website.A commission official defended the timing, saying it was designed to facilitate travel arrangements for Asian officials visiting Brussels for an earlier EU-ASEAN summit on 4th and 5th of October.The summits come amid an increasing realisation of China's growing stature in global affairs, evidenced by a European parliamentary debate on Tuesday morning.Speaking on behalf of the legislature's largest political family, the centre-right EPP, Cypriot MEP Ioannis Kasoulides said the EU should pursue its interests but also our values, referring specifically on the need to speak out against the reported ill-treatment of many Tibetans.Other deputies concentrated on the need to secure greater market access for EU firms doing business in China, citing a maze of regulatory requirements as a deliberate hinderance to foreign companies.Liberal MEP Niccolo Rinaldi said the EU's trade deficit with China had trebbled over the last five years. We should make it clear to our Chinese friends that we don't like it,he told EU trade commissioner Karel De Gucht, present in the plenary chamber.

A coherent strategy?

Despite the growing interest in China, commentators were scathing about last week's European Summit on foreign affairs, pointing to a spat between France and the commission over the Roma ethnic group as a fortunate diversion from the meeting's lack of results.But EU officials hope the bloc's External Action Service and the appointment of a fully-fledged EU ambassador to Beijing will help unify the frequent cacophony of divergent member state voices.German Markus Ederer is set to take the powerful post, assuming he makes it through a hearing with the European Parliament's foreign affairs committee next month.I expected it would be a German, they have the most important relationship with China, said Gustaaf Geeraerts, director of the Brussels Institute of Contemporary China Studies.According to Mr Geeraerts, while the commission is China's main interlocutor on economic issues, Beijing prefers to deal with EU member states on foreign policy issues as the EU does not have a sharp list of negotiating positions in this area.Member state inability to band together is also a problem, he says, with China frequently playing one government off another.The former big EU powers still have their own domestic interests and attach greater priorities to national positions,he said. This is unsound. The British and French share of world GDP is constantly decreasing and if they are to have a role in the future they must co-operate.

The PA's insistence that it will walk out of the talks if Israel ends the building freeze in Judea and Samaria he says,is a political gambit for something Abbas and company are far more interested in: An Israeli agreement on the borders of a Palestinian state before resolving other sensitive issues, such as security, Jerusalem, and PA demands that descendants of Arabs who abandoned Israel in 1948 be allowed to return to their former homes.The strategy is apparent to anyone who bothers to look, Elitzur says.Prime Minister Binyamin Netanyahu knows that the talks are a game, Abbas knows the talks are a game, and both are playing well.The game, in this case, is to pass the blame for failure of the talks to the other party. U.S. President Barack Obama knows it's a game, too, Elitzur says – and he also knows how far he can push Israel. Obama knows that an American president is not a Caesar who can do whatever he wants, and there is a limit to the pressure the White House can impose on Israel. The PA plan has the potential to change the public discussion on what would constitute a resolution of the Mideast conflict.Right now, the world hears us talk about a comprehensive agreement, security, two states for two peoples, and so on, Elitzur says. But if Abbas has his way, the settlements will be the only issue on the table – because we will have agreed that they are the only issue on the table. The fact that Netanyahu is likely to offer less of Judea and Samaria for a Palestinian state than either Livni or Olmert were – about 90% (although, says Elitzur, the rest will be made up with territory currently part of the State of Israel), is a sacrifice Abbas is willing to make in order to be able to declare an independent Palestine without having to hew to any of Israel's conditions.So will he get away with it? So far, Netanyahu seems to be avoiding this trap, but he is not immune to pressure.It would make things much easier for Obama, too; instead of pressuring Israel to compromise on dozens of issues, he would have only one issue to persuade – or pressure – Netanyahu to accept. Abbas told the Bethlehem-based Ma'an news agency in an interview that he demanded that Israel stop operating in PA cities where the PA is supposed to eliminate the terrorist infrastructure. He did not say whether the PA knew of the location of the terrorist, who was identified as Iyad Abu-Shalabiya, 38, a Hamas member and former senior commander.He had served time in prison in Israel for security offenses, and was on the IDF's wanted list.American-trained PA troops, who officially are called policemen but underwent army training under the supervision of American army officers, generally have dealt with crime, traffic violations and misdemeanors. They have entered the field of security more frequently in the past several weeks to arrest Arabs who are active in Hamas and are against the rival Fatah party, headed by Abbas.Prime Minister Binyamin Netanyahu has insisted that Israeli forces be present in the Jordan Valley if an agreement is reached for the establishment of a new Arab state headed by the PA. WASHINGTON (Reuters) – The Federal Reserve on Tuesday inched closer to fresh steps to bolster a sluggish U.S. recovery, saying it stood ready to provide more support for the economy and expressing stronger concerns about low inflation.The U.S. central bank's policy-setting panel opened the door wider to pumping hundreds of billions of new dollars into the economy, although it made no policy shift at the end of a one-day meeting, keeping overnight interest rates near zero.The committee ... is prepared to provide additional accommodation if needed to support the economic recovery and to return inflation, over time, to levels consistent with its mandate, it said in a statement.After its last meeting on August 10, the Federal Open Market Committee had simply said it would employ its policy tools as necessary.

FURTHER CURRENCY PRESSURE

UNITED NATIONS – Iran's president on Tuesday predicted the defeat of capitalism and blamed global big business for the suffering of millions, but Germany's chancellor said market economies were key to lifting the world's least developed countries out of poverty.The clash of visions at the U.N. anti-poverty summit drew a line under the stark differences on easing the misery of the one billion people living on less than $1.25 a day.More than 140 presidents, prime ministers and kings are attending the three-day summit which started Monday to assess and spur on achievement of U.N. targets set by world leaders in 2000. The plan called for an intensive global campaign to ease poverty, disease and inequalities between rich and poor by 2015.

Iranian President Mahmoud Ahmadinejad, however, never mentioned the Millennium Development Goals in his speech to the 192-member General Assembly.Instead, he took aim at capitalism and called for the overhaul of undemocratic and unjust global decision-making bodies, which are dominated by the United States and other Western powers. Spokeswoman Emma Seery said more had been expected from the Germans, who failed to explain how they will meet their promises of aid to poor countries, and sidestepped their responsibility to make aid work by laying this at the door of the poorest countries.Seery also chided the German leader for not joining with France and Spain in calling for a small tax on financial transactions that would go to meet development needs of poor countries. Whether Germany can still claim to be a development leader is now questionable, she said in an unusually blunt assessment of a government leader's address.U.N. Secretary-General Ban Ki-moon has said the world is on track to cut extreme poverty by half, the No. 1 goal, though some critics say it's mainly because of the big strides in China and India. Many recent reports show that the world's poorest countries, especially in sub-Saharan Africa, have made little progress in eradicating poverty.And in Africa, Asia and Latin America there also has been a lack of progress in meeting other key goals: reducing mother and child deaths, increasing the number of people with access to basic sanitation, and promoting women's equality. JERUSALEM – Israeli archaeologists have excavated a lavish, private theater box in a 400-seat facility at King Herod's winter palace in the Judean desert, the team's head said Tuesday.Ehud Netzer of Jerusalem's Hebrew University said the room provides further evidence of King Herod's famed taste for extravagance.Herod commissioned Roman artists to decorate the theater walls with elaborate paintings and plaster moldings around 15 B.C., Netzer said. Its upper portions feature paintings of windows overlooking a river and a seascape with a large sailboat.This is the first time this painting style has been found in Israel, Netzer said.Herod was the Jewish proxy ruler of the Holy Land under Roman occupation from 37 to 4 B.C. He is known for his extensive building throughout the area.The team first excavated the site — sitting atop a man-made hill 2,230 feet high — in 2007. Netzer described the site as a kind of country club, with a pool, baths and gardens fed by pools and aqueducts.But archaeological evidence shows the theater's life was short-lived, Netzer said. Builders deliberately destroyed it to preserve the conic shape of the man-made hill.After Herod's death in the 1st century B.C., the complex became a stronghold for Jewish rebels fighting Roman occupation, and the palace site suffered significant battle damage before it was destroyed by Roman soldiers in A.D. 71, a year after they razed the Second Temple in Jerusalem.

UNITED NATIONS – The Quartet of Mideast peacemakers shepherding the newly started direct Israeli-Palestinian negotiations called on Israel to extend its settlement freeze past Sunday, while cautioning both sides to refrain from provocative actions and inflammatory rhetoric.Senior diplomats from the Quartet — the U.S., the European Union, the United Nations and Russia — met on the sidelines of the United Nations anti-poverty meeting to discuss a way forward in the negotiations, which have made little visible progress since they resumed earlier this month and are at risk of collapse.They renewed a vow to help finally achieve peace in the Middle East.George Mitchell, the Obama administration's envoy for Middle East peace, met Tuesday with Israeli and Palestinian officials, including one three-way session with each side's top negotiators, according to U.S. State Department spokesman P.J. Crowley. But there was no sign that either side was ready to commit to a new round of direct talks.In a statement issued after its meeting, the Quartet said that the commendable Israeli settlement moratorium instituted last November has had a positive impact and urged its continuation.It encouraged both sides to continue negotiating in a constructive manner and urged the international community to support their efforts.

Earlier, the Quartet abruptly canceled a press conference that was to have included Mitchell, Russian Foreign Minister Sergey Lavrov, European Union foreign policy chief Catherine Ashton, U.N. Iran's Revolutionary Guard gets new missile

Ahmad Vahidi says the Defense Ministry supplied the Guard with the upgraded surface-to-surface Fateh-110 missile, which was successfully test-fired last month. The weapon was developed by Iran's Aerospace Industries Organization.Iran has been pushing to upgrade its missile arsenal, which is already capable of hitting Israel and other parts of the region.Vahidi says Iran will further develop the Fateh-110. He gave no details of the missile's capabilities but earlier versions had ranges of up to 120 miles (193 kilometers).Vahidi's remarks were published Tuesday on the website of state TV.

Nigeria lead contamination may affect 18,000 people: UN

GENEVA (AFP) – More than 200 children are thought to have died in Nigeria following massive lead contamination that has affected an estimated 18,000 people because of illicit gold mining, the UN said Tuesday.Five experts equipped with a mobile laboratory have arrived in the country to help health authorities pin down the extent of the contamination and tackle it, the UN's Organisation for the Coordination of Humanitarian Affairs said.From the latest figures we have, more than 200 children reportedly died from this poisoning, OCHA spokeswoman Elisabeth Byrs told journalists as the UN body warned of acute massive lead poisoning.Byrs told AFP that an estimated 18,000 people were affected in the villages around the gold mining area in northern Zamfara state, around Bukkuyum and Anka.It's a developing problem. Seven villages were affected but we don't know the full extent, she added.Proper sampling from the mobile laboratory is urgently needed to determine the scope and magnitude of the crisis and to assist in developing a rigorous response, according to an OCHA briefing note.

China launches first cross-border air strike drill

BEIJING – China has launched its first-ever cross-border simulated air strike as part of joint drills with Russia, Kazakhstan and other Central Asian States, state media reported Tuesday.Six Chinese planes, including four bombers and two fighter jets, crossed from China into Kazakhstan as part of the mock mission, Xinhua News Agency said.The exercise also included support from early warning aircraft and in-flight refueling, showcasing China's efforts to build a credible air deterrent able to strike over long distances, Xinhua said.The mission was part of increasingly sophisticated annual regional security drills that this year include 5,000 troops from China, Kazakhstan, Kyrgyzstan, Russia and Tajikistan. SEOUL, South Korea – North Korea's ruling communist party has finally set a date for its biggest convention in decades, an apparent indication that the regime may be ready to give the aging leader's son a key position that will pave the way for his succession.Delegates to the ruling Workers' Party will meet in Pyongyang on Sept. 28 to select their supreme leadership body, the official Korean Central News Agency said Tuesday.The conference will be the party's first major gathering since the landmark 1980 congress where then 38-year-old Kim Jong Il made his own political debut with an appearance that confirmed he was in line to succeed his father, North Korea founder Kim Il Sung, as his nation's leader.Kim Jong Il took control of North Korea when his father died of heart failure in 1994 in what was communism's first hereditary transfer of power. Now 68 and reportedly in poor health two years after suffering a stroke, Kim is believed to be prepping his third and youngest son, Kim Jong Un, for a similar father-to-son power transition.But as with most things related to the so-called Hermit Kingdom nothing has been officially confirmed by North Korean officials. Unpopular BC sales tax deal upheld by court

EUOBSERVER / BRUSSELS - A eurozone rescue fund set up in May at the height of the bloc's escalating fiscal crisis has received the best possible rating from the world's three leading agencies. The news on Monday (20 September) that Fitch, Moody's and Standard & Poor's have all awarded the European Financial Stability Facility (EFSF) triple-A status comes at a time of resurging doubts in a number of peripheral member states. Speaking in Tallinn, EU economy commissioner Olli Rehn said he was unconcerned by rising bond yields in Ireland, sparked by a recent report from UK bank Barclays Capital that Dublin could be forced to seek external aid. I have full confidence in Ireland and its capacity to act with determination to complete the financial repair and the necessary restructuring of the banking and financial sector, he told journalists. The Irish government has flatly denied market rumours it is set to make an application to the EFSF, blaming the rising borrowing costs on a misinterpretation of the Barclays report.Bond yields continued to rise on Monday however, with the country's central bank governor, Patrick Honohan, warning the country may not be able to meet its commitment to cut the budgetary deficit to under three percent of GDP by 2014.Some explicit reprogramming of the budgetary profile for the coming years is clearly necessary soon if debt dynamics are to be convincingly convergent, he said.The suggestion that Ireland be given more time met with a frosty reception in Brussels. This is not about sympathies, this is not about clemency, you will not find any of these terms in my speaking points, the commission's economy spokesman said at a daily news conference. The EU executive body has also been quick to deny reports in Greek media that a three-year aid package to Greece might be extended. Athens secured a loan of €110 billion from the EU and IMF on 2 May, although some question the centre-left government's ability to return to capital markets when the aid runs out. The big question is whether there will be a restructuring of Greece's debt, Carsten Brzeski, a senior economist with Dutch bank ING told this website The jury is still out, he added, indicating that the uncertainty was contributing to the country's high borrowing costs. EUOBSERVER / BRUSSELS - EU foreign relations chief Catherine Ashton is keen to house her new diplomatic corps in the so-called Lex building on Rue de la Loi in the EU quarter in Brussels.The change of mind comes after months of talks with Belgium's Axa insurance group on the potential lease of its Triangle building, a few hundred metres up the road from Lex on the Schuman roundabout.With two months left to go to the EEAS' grand opening, Ms Ashton has switched from the Triangle to the Lex building as her preferred new home (Photo: Sister Ray)Lex would be much cheaper than the €10-million-a-year Axa deal because the EU Council effectively owns the block and could lease it to the European External Action Service (EEAS) on sweetheart terms, a contact in the EU institutions said. Lex also has higher security specifications than the Triangle, the contact added.The current home of the European Commission's foreign relations department (Relex), the Charlemagne building on Rue de le Loi, has been discarded as an option partly for image reasons.People would see it [the EEAS] as a kind of Relex-plus. But it's a unique, stand-alone institution, the contact said.Time is ticking for Ms Ashton's self-imposed deadline to get the EEAS up and running by 1 December.The Axa negotiators received the surprise news just last Thursday (16 September) at an advanced stage in the negotiations. The deadline for applications closed last Friday (16 September).The job advertisements, seen by EUobserver, were circulated to EU institutions and member states' foreign ministries in recent weeks, but were not made available to the general public.The deployable officer, according to the official notice, is to travel to potential crisis or conflict areas to overtly gather political and security information to support early crisis management decisions and to supplement information and assessments from other sources.The candidate is to have a diplomatic, intelligence or media background and to have experience in information collection and evaluation in areas with a high degree of tension.The right man or woman must also be prepared to travel extensively to potential crisis areas and to do so at short notice and to be physically fit and stress-resistant. Able to withstand potentially physically and psychologically harsh working environment.

The bulk of SitCen's work is drafting security reports out of its 100-person-strong office in the EU quarter in Brussels. EU diplomats say there is no political appetite among member states to create a genuine European Intelligence Service which carries out covert operations.But SitCen officers do travel to hotspots to help EU delegations carry out research. When the earthquake struck in Haiti earlier this year, the then SitCen director, William Shapcott, personally accompanied EU foreign relations chief Catherine Ashton to the Caribbean country to seek information.The job advertisement for the new SitCen director also mentions that the candidate must be fit and ready to travel to areas of crisis.Out of the other two junior jobs up for grabs, the open source analyst is to follow up on open and confidential sources of information relating to the political and security situation in areas where the EU has launched a CSDP [Common Security and Defence Policy] mission or may be considering doing so.The new Security Information Officer will focus on Asia and will do topical Internet research in response to requests for information. Obama: Military Strike on Iran Not Ideal

US President Barack Obama said on Monday that while Iran having a nuclear weapon would be a real problem, he did not think that military action by Israel or the United States against the Islamic Republic was the ideal way to solve the crisis, according to a Reuters report.During a town-hall style meeting on CNBC, Obama said: We continue to be open to diplomatic solutions to resolve this. We don't think that a war between Israel and Iran or military options would be the ideal way to solve this problem. But we are keeping all our options on the table.Obama plans to use his address to the United Nations General Assembly on Thursday to tell Iran that the door is open to better relations with the international community, as long as it can demonstrate the peaceful intent of its nuclear program. Obama will stress during his speech that if Iran fails to meet its international obligations, the cost of its uranium enrichment program will escalate.Both the US and the UN Security Council have tightened their sanctions on Iran in recent months.

Iranian President Mahmoud Ahmadinejad has continuously verbally attacked both Israel and the US. In an interview he gave to the Al-Jazeera network several weeks ago, Ahmadinejad said that Israel is too weak to attack Iran's nuclear facilities and dismissed the possibility of a US strike on Iran's nuclear facilities, saying that America is not interested in sparking a military confrontation. There are no logical reasons for the United States to carry out such an act. Netanyahu reportedly saw the bill on Friday and gave it his full support.Earlier in the month Netanyahu said that he had not ruled out the possibility of a national referendum if Israel and the PA were to succeed in reaching an agreement within a year.Political analysts suggested that the law could help Netanyahu keep his coalition together by reassuring the political Right that no territories will be ceded without the people's approval.Netanyahu has met twice with PA Chairman Mahmoud Abbas and with senior United States diplomats. Talks between Netanyahu and Abbas focused on core issues such as the borders of a potential PA state in Judea and Samaria and the status of Jerusalem. Attempt Made to Reconcile Palestinian Factions

The Arab daily al-Hayat has reported that Egyptian intelligence chief Omar Suleiman met with Hamas leader Khaled Mashaal in Saudi Arabia this month. The reason for the meeting was an attempt to achieve reconciliation between the Palestinian factions.

Hamas and Fatah, the two main Palestinian parties, have been in conflict ever since Hamas won the 2006 legislative election. The conflict escalated when Hamas violently took control over the Gaza Strip from Fatah in 2007, and has continued since. Fatah continues to rule over Judea and Samaria, but clashes between the factions have occurred in both regions. All reconciliation talks have thus far been unsuccessful.
Hamas has so far rejected a pact proposed by Egypt to end the feuding with Fatah. While Fatah, which is ruled by PA President Mahmoud Abbas, signed the pact in October of 2009, Hamas refused and demanded guarantees that it would be recognized and that no embargo would be imposed on it should it win a future election.A senior Egyptian source was quoted in al-Hayat as saying: The deadlock over the reconciliation dossier does not benefit Hamas and will reflect negatively on it as the division (between factions) persists.The source added that Gaza could become a rebellious region and that Egypt would be ready to host fresh reconciliation talks as soon as Hamas is ready to sign the pact.According to the report, Suleiman spoke with Mashaal in Mecca during his official visit to Saudi Arabia, where he met King Abdullah to brief him on the first round of peace talks.

On Sunday it was reported that the PA seeks to achieve control over crossings between Gaza and the southern Negev. PA minister Hussein A-Sheikh told the Bethlehem-based Maan news service that he was confident that the Kerem Shalom crossing in southern Gaza would be transferred to PA control within the coming weeks. The PA will use its control to open the door widely... our goal of ending the siege will be achieved,he declared.Hamas responded to A-Sheikh's statements and similar reports in the Israeli media by accusing the PA of attempting a coup. A Hamas spokesman said that PA control of Gaza crossings would prove that the PA is working with Israel to regain control of the region, he accused.As direct talks between Israel and the PA continue, the Hamas-Fatah split raises a question mark over the ability of Abbas to enforce any agreement reached with Israel. There is no other peaceful alternative, and I believe that we shall succeed.Israel is willing to begin negotiations with Syria as well, he added. Israel-Syria talks could start right away, he declared.Peres touted science as key to creating a better future. Today, science, creativity and knowledge have replaced land as the source of wealth... Peres criticized Iranian President Mahmoud Ahmedinjad, who spoke Sunday, after his speech. He told reporters that Ahmadinejad calls for our destruction, and supplies arms to every terrorist organization in the Middle East.Peres was snubbed by Muslim leaders on Sunday as well, when Turkish President Abdallah Gul cancelled a planned meeting with the Israeli president, ostensibly due to a busy schedule. Peres told journalists that Gul had cancelled the meeting after Peres refused to apologize for an incident in which IDF soldiers opened fire on Turkish pro-terror activists as the latter attacked them with knives and crowbars and killed nine. SAN ANTONIO – Relentless rainfall brought partly from Hurricane Karl caused widespread problems along the Texas coast on Monday, leaving at least one person missing in high floodwaters, schools closed and raw sewage gushing from an overwhelmed city sewer system.One driver in Corpus Christi dialed 911 while being swept away in a swollen creek, but the call went dead before authorities could located the caller. Near the Texas-Mexico border, emergency crews went door-to-door in some Cameron County neighborhoods flooded with 2 to 3 feet of water, asking families if they wanted help out.There were no evacuation orders Monday, but officials had helped at least 30 people to safety, Cameron County emergency management coordinator Johnny Cavazos said.You want out or you want to stay? a rescue worker with Cavazos hollered to a family.More than 7 inches of rain was reported over a 24-hour period through early Monday in Corpus Christi and the Rio Grande Valley, which is enduring yet another soaking after being lashed by Hurricane Alex and two other tropical systems.Any rain that falls now will go directly into the runoff, National Weather Service meteorologist Joel Veeneman said. There's no way for the ground to absorb anymore.Karl made landfall on Mexico's Gulf Coast on Friday, soaking Veracruz, Puebla and Tabasco states in the south-central part of the country. At least 12 people in the country have been killed.

The rainfall in Texas wasn't directly from Karl but that the storm's moisture helped make for a perfect combination, Veeneman said.Corpus Christi waded through the worst of the downpour. Even more showers were on the way, expected to continue at least through Wednesday and exacerbate flooding that had already triggered a small number of evacuations. Oso Creek was at least 8 feet above flood stage, and forecasters predicted it could reach record-breaking heights.It was in Oso Creek where the missing driver called for help after the rushing water picked up his small car, Coast Guard Lt. Crews also rescued two boaters Sunday whose 18-foot skiff took on too much water near Port O'Connor.Nearly a dozen school districts canceled classes Monday as the rain made bus routes on flooded streets impassable, and a flash flood watch was in effect through Monday night for 11 counties off the Texas coast.Pressure from heavy rains on an aging sewer system in Corpus Christi led to another problem: more than 100,000 gallons of raw sewage that overflowed from a manhole. We've actually seen feces floating by.Farther out in Nueces County, residents in the impoverished area were stranded by flooding in their slapdash communities that lack drainage and other basic infrastructure. HAMILTON (Reuters) – Hurricane Igor barreled north on Monday on a path expected to take it near Newfoundland and energy interests off eastern Canada, after battering Bermuda with heavy winds, waves and rain that caused damage but no casualties.The Canadian Hurricane Center issued tropical storm warnings for the coast of Newfoundland, a region that is home to Canada's three major offshore oil projects.
North Atlantic Refining, operator of a 115,000 barrel-per-day oil refinery in Come-by-Chance, Newfoundland, said it was keeping a close eye on Igor.Husky Energy Inc said it was removing some staff from offshore operations in Newfoundland and Labrador but Suncor Energy Inc said it expected to continue offshore activities despite the storm's expected brush with the area on Tuesday.Exxon Mobil Corp said it did not expect its Hibernia platform in offshore Newfoundland, which was designed to withstand extreme weather, to be affected by Igor.The U.S. National Hurricane Center said the core of the large Category 1 hurricane, packing maximum sustained winds near 75 miles per hour, was about 725 miles southwest of Cape Race, Newfoundland, at 5 p.m. EDT.Overnight, Bermuda experienced several hours of lashing wind, waves and rain. Residents of the British island territory reported uprooted trees, flying debris, widespread power outages, some flooding of streets and homes, and boats torn from moorings. Bermuda has a population of more than 67,000 people.Hurricane-force winds extended about 90 miles from Igor's core. The U.S. East Coast would experience rough surf and a stiff breeze, the Miami-based hurricane center said.The hurricane was moving northeast at 28 miles per hour. DODGED A BULLET

Official damage assessments were being carried out in Bermuda but the island chain, a popular tourist resort and global insurance hub, appeared to have suffered far less damage from Igor than it did from Hurricane Fabian in 2003.Public Safety Minister David Burch said Bermuda seems to have dodged a bullet in a significant way.
Fabian killed four people and caused millions of dollars of damage.There's no injuries, no major damage, Burch told the Royal Gazette newspaper. There was some minor criminal activity in the country, breaking and entering. You expect it to happen but I'm surprised that anyone in their right mind would be out in that weather.East of Igor, Tropical Storm Julia was breaking up on Monday and posed no threat to land.The hurricane center said there was a high chance of a new tropical cyclone developing west of the Cape Verde Islands in the eastern Atlantic, as the 2010 Atlantic hurricane season continued this year's active pace.In Mexico over the weekend, the remnants of Hurricane Karl dissipated over the mountains of south central Mexico, after killing at least 12 people, emergency workers said.Karl apparently spared Mexican oil operations from major damage after sweeping through the Bay of Campeche, where Mexico produces more than two-thirds of its 2.55 million barrels per day of crude output. TAIPEI (AFP) – Schools and offices were closed in typhoon-hit parts of Taiwan on Monday as residents started clearing up after their homes were flooded by the storm which moved on to pummel southern China.Typhoon Fanapi, the strongest to hit the region this year with gusts of up to 220 kilometres (138 miles) per hour, made landfall on the east coast on Sunday and dumped up to 1,000 millimetres (39 inches) of rain in the south.The typhoon weakened as it swept into the southern Chinese provinces of Fujian and Guangdong Monday, but was still packing winds of 125 kilometres (75 miles) an hour, the government's flood headquarters and state media said.It is possible that Fanapi will sweep across Guangdong province and bring serious flooding and geological disasters to the region, the provincial flood headquarters warned.Local authorities ordered tens of thousands of fishermen from the two provinces to bring their boats to safe harbours.The storm was inching closer to Hong Kong, meteorologists said, and was expected to come within 100 kilometres north of the territory overnight, bringing heavy rains and strong winds.In Taiwan, television images showed the military using amphibious vehicles to rescue citizens trapped by flash flooding in Kaohsiung, the island's second-biggest city.More than 100 people were injured, with some blown over by gales, knocked from motorcycles or hit by flying debris, according to the National Fire Agency.

Some schools and offices in Kaohsiung and neighbouring areas were closed Monday as the floods gradually subsided and soldiers were deployed to help residents clear up.The typhoon left more than 70,000 homes without power and around 15,000 others without water, officials said.This was the worst flooding we've experienced in my life. It was even worse than the one caused last year by Typhoon Morakot, one man told cable news network TVBS.Morakot devastated southern Taiwan just over a year ago, leaving more than 700 people dead or missing in one of the island's worst natural disasters.Although Taiwan's Central Weather Bureau has removed the warning against the powerful storm, it warned of further downpours in the days ahead.
President Ma Ying-jeou, who was accused of responding slowly to the Morakot disaster, moved quickly to react to Fanapi and was filmed wading through knee-deep waters in the coastal town of Linpien.Flooding from Fanapi caused havoc at a petrochemical complex in the Kaohsiung area, halting production at more than 10 factories and causing an estimated two billion Taiwan dollars (63.1 million US) damage.Crop damage across the island was expected to reach more than 1.6 billion Taiwan dollars, according to the Council of Agriculture.

NEW YORK – The dollar traded in a tight range Monday against the euro and yen ahead of a key meeting of Federal Reserve policymakers that could have broad implications for the dollar's value.The Fed committee meets Tuesday and the dollar often reacts sharply to any policy changes on interest rates or revisions in the Fed's outlook for the economy.In late afternoon trading in New York, the euro rose to $1.3062 from $1.3043 late Friday. The dollar edged lower to 85.77 yen from 85.79 yen.If the central bank on Tuesday signals that it will start buying up Treasurys to help support the economy, the dollar could tumble broadly, MF Global analyst Jessica Hoversen said.Such a move by the Fed would likely drive interest rates lower, which tends to weigh on the dollar.Most analysts do not expect the central bank to announce the start of such a program Tuesday, however. Federal Reserve Chairman Ben Bernanke had said late last month that the economy would have to decline significantly to prod the Fed into further action.Worries that the Fed will do more to bring down rates have already driven the dollar down by more than 2 percent since late August against a group of six actively traded currencies.Last week, concerns about weak U.S. growth and expectations of a move by the Fed helped drive the dollar to a 15-year low of 82.88 yen, just before the Bank of Japan intervened in currency markets to weaken the yen. UNITED NATIONS – A planned meeting between Israeli President Shimon Peres and his Turkish counterpart was scrapped because of the Israeli leader's refusal to apologize for the deadly commando raid on a Turkish-led flotilla that tried to breach Israel's blockade of the Gaza Strip, Israeli officials said Monday.In the latest bid to repair Israel's relations with its only Muslim ally in the region, Peres told reporters he had agreed to join Turkish President Abdullah Gul at the Clinton Global Initiative in New York, then accepted Gul's invitation to meet on the sidelines. But Israeli officials said Gul then set unacceptable conditions for the meeting.Gul on Monday denied that any such meeting had ever been planned. That is not true, the Turkish president told The Associated Press. There was never a meeting scheduled between us.A report by Turkey's state-run Anatolia news agency quoted Gul as telling reporters in New York on Sunday that he would not meet with Peres because of a scheduling problem. Some reports had suggested that the two men would meet in a sign of a thaw in strained relations between the two formerly close allies.Relations between the two countries have been deteriorating and hit a low point after the May raid in which nine people, including eight Turks and a Turkish-American, were killed when Israeli commandos boarded a Turkish ferry that was part of the aid flotilla heading to Gaza. Turkey has demanded that an Israeli apology for the raid and compensation for the victims' families.

Peres told reporters that he found Turkey's conditions for a meeting with Gul to be unacceptable.I got some conditions which made this meeting in my judgment not a positive one, Peres told reporters as the U.N. General Assembly's Millennium Development Goals summit was getting under way.Now we didn't change our attitude to Turkey. We were friends, we remain friends. Maybe Turkey changed her mind, and that's for the Turks to decide, Peres said. We don't intend to worsen the situation. Neither can we submit to preconditions which are totally unacceptable.Peres did not elaborate on the preconditions. But senior Israeli officials confirmed that Gul wanted Israel to publicly apologize for the flotilla raid.The Turks came with the demands that could not be met ..., said Israel's U.N. Ambassador Meron Reuben. The demands included that we apologize for the flotilla incident, he said.Investigators from a U.N. human rights inquiry on the May 31 flotilla attack have been interviewing witnesses, including an Israeli Knesset member. Israel refused to cooperate with that probe and accused the U.N. Human Rights Council of bias.But it is cooperating with a separate U.N. panel ordered by Secretary-General Ban Ki-moon. That panel, led by New Zealand's ex-Prime Minister Geoffrey Palmer and Colombia's ex-President Alvaro Uribe, is looking into legal issues surrounding the incident.
Israeli commandos said they opened fire in self-defense after meeting what they called unexpected resistance when boarded the ferry carrying aid supplies to Gaza.

An international outcry resulted, forcing Israel to ease its blockade of Hamas-ruled Gaza. Israel and Egypt imposed the blockade in June 2007 after Hamas militants took control of the area.Israel's military completed its own investigation, which found that its intelligence failed to predict the violent response but its troops reacted properly.Later Monday, Peres met privately with Palestinian President Mahmoud Abbas. In a brief appearance before reporters, neither leader would discuss particulars about the recently renewed Mideast peace talks. The key issue of whether Israel will extend a partial ban on settlement building in the West Bank, territory the Palestinians want for a future state, was not addressed by either man publicly.On Tuesday, Peres will appear at a roundtable discussion presented by the Clinton Global Initiative with Palestinian Prime Minister Salam Fayyad and Bahrain's crown prince, Sheik Salman bin Hamad Al Khalifa. JERUSALEM – With crisis looming for recently restarted Mideast peace talks, Israel's deputy prime minister on Monday urged the Palestinians to relax their demand that a freeze on new Jewish settlement construction be extended past its planned weekend expiration. Palestinian officials quickly rejected the idea, leaving a deadlock in place.In order to succeed in these negotiations both parties need to understand that (neither side) can come out of them with all that they wanted, said Dan Meridor, describing the dispute as an indicator of Palestinian good faith on broader issues. The first test for spirit of compromise on both sides is this issue of moratorium. If they say no compromise it's a bad sign.Palestinian President Mahmoud Abbas and other top officials have repeatedly said that if Israel resumes settlement construction in the West Bank they will walk away from the talks, which resumed this month under U.S. aegis. Responding to Meridor's comments, Palestinian spokesman Husam Zomlot said that position remained unchanged.Flexibility and creativity do not apply on illegality, he told The Associated Press. If we are unable — and with us the entire world — to persuade Israel to only freeze its illegal settlement expansion, how do we embark on a process that should discuss the dismantling of settlements and the ending of the occupation? Prime Minister Benjamin Netanyahu on Monday called on the Palestinians not to impose conditions for the talks.I want to give these talks a chance to succeed. And I very much hope that President Abbas will have the same attitude, he told a group of American Jewish leaders. I expect him to sit down with me even when we disagree, and to work with me through those disagreements in a sincere effort to forge a historic compromise, which I believe is possible.Speaking with foreign correspondents, Meridor said that if the current negotiations on a final peace settlement broke down, there was an alternative: a bottom-up approach in which the existing Palestinian Authority — ruling a collection of autonomous zones established in the 1990s throughout the West Bank — could be extended in various ways, with other authorities, jurisdictions and powers.

The Palestinians oppose anything less than a full settlement, concerned that a partial deal that eases pressure on Israel would perpetuate a situation that falls far short of their expectations — for example, by not including a sharing of Jerusalem, the city both sides want for a capital.Meridor noted that the Palestinians rejected a far-reaching 2008 offer from Netanyahu's more dovish predecessor, Ehud Olmert.On Sunday, Olmert gave his most detailed description yet of that peace offer, saying he proposed a Palestinian state on more than 90 percent of the West Bank, with land swaps to make up for any land Israel annexed. General Assembly. In a reflection of the potential for a showdown, right-wing lawmakers announced they would be holding a celebration on Sunday in the West Bank settlement of Revava. Danny Danon, a deputy speaker of Israel's parliament from Netanyahu's Likud party, issued a statement saying that thousands of Likud supporters would rally at the site and bulldozers and cement trucks (would) begin work on a new neighborhood. When asked, Israeli spokesman Mark Regev had no comment on the Danon initiative.

The system would be run by the same organization, Her Majesty’s Revenue and Customs (HMRC), that has become notorious for its botched handling of data and incorrect tax calculations which have forced people to spend months and even years trying to claim back unfairly claimed money seized by the taxman.But this story is about far more than the threat of mere bureaucracy or bumbling incompetence – this is about the system exploiting the economic crisis it caused as a pretext to completely dominate and control our lives.This is about the state handing itself the power to arbitrarily raise taxes to any level it desires and then automatically seizing the money with no chance of redress or petition on behalf of the taxpayer.Allied to the proposal will be a new program that will force middle-class families to take government lie detector tests, which are notoriously unreliable and inadmissible in court, as part of intrusive tax investigations into their financial affairs.Prime Minister David Cameron and his side-kick Nick Clegg’s promise to deconstruct the Big Brother state in Britain has proven to be completely fraudulent. - Local tax authorities such as Pennsylvania telling residents we know where you live and threatening to use satellite imaging technology to track them down for claimed back taxes.

- So-called smart-meters being introduced by law to allow utility companies and the government to regulate energy consumption remotely.

- Government plans to dictate what kind of household appliances people are allowed to own and what kind of light bulbs we can use.

- Fees and restrictions on garage sales and any kind of independent, local community-driven economic activity.

- Legislation aimed at preventing people from sharing, trading, or selling homegrown food, as part of a total Homeland Security takeover of all U.S. food and U.S. farms.

Every new assault the state launches against us is focused around increasing our dependence on Big Brother and making us destitute and unable to survive without welfare.

People in the United Kingdom and the United States need to understand that their governments are malevolent and that their primary purpose is to obliterate the middle class by forcing them to become dependent on the state. A Finnish environmentalist guru has gone further than any other global warming alarmist in openly calling for fascism as a necessary step to save the planet from ecological destruction, demanding that climate change deniers be re-educated in eco-gulags and that the vast majority of humans be killed with the rest enslaved and controlled by a green police state, with people forcibly sterilized, cars confiscated and travel restricted to members of the elite.Philosopher Pentti Linkola has built an enthusiastic following of self-described eco-fascists receptive to his message that the state should enact draconian measures of discipline, prohibition, enforcement and oppression in order to make people comply with environmental dictates.Linkola’s barbaric and dictatorial philosophy has remained relatively obscure but is now gaining traction as the mask of environmentalism is lifted to unveil its true nature – a justification for 21st century tyranny on a grand scale, characterized by eugenics, sterilization, gulags, police states, and total government control over every aspect of our existence.Linkola’s doctrine is more extreme, repulsive, and threatening to liberty than anything carried out by history’s worst dictators, Hitler, Stalin and Mao – combined. Indeed, Linkola laments that such monsters didn’t go far enough in wiping out many more millions of people.

Under Linkola’s proposal to save earth from man-made climate change, only a few million people would work as farmers and fishermen, without modern conveniences such as the automobile. This system would be enforced by the creation of a Green Police who would abandon the syrup of ethics that governs human behavior to completely dominate the population.Linkola calls for forced abortions, while also adding that another world war would be a happy occasion for the planet because it would eradicate tens of millions of people. The environmentalist believes that only jackbooted tyranny can help to save mother earth from the worst ideologies in the world which he defines as growth and freedom.Any dictatorship would be better than modern democracy, he writes.There cannot be so incompetent dictator, that he would show more stupidity than a majority of the people. Best dictatorship would be one where lots of heads would roll and government would prevent any economical growth.

Those who refuse to be enslaved by Linkola’s new eco-tyranny would be abducted and sent to the mountains for re-education in eco-gulags, according to the environmentalist, who says that the only solution lies in a centralised government and the tireless control of citizens.As part of his eco-fascist hell, Linkola calls for ‘killing defectives’ by means of sterilization, licenses for births, tight regulation of electricity, forcing humans to eat rats, the confiscation of private cars, travel to be restricted to members of the elite only, and businesses to be terminated as the economy is entirely handed over to the control of the state.The heart of Linkola’s dark philosophy revolves around the need to slaughter masses of humans. If there were a button I could press, I would sacrifice myself without hesitating if it meant millions of people would die, he writes.Who misses all those who died in the Second World War? Who misses the twenty million executed by Stalin? Who misses Hitler’s six million Jews? asks Linkola.It is impossible to accurately explain and quantify the sheer level of depravity exhibited within Linkola’s belief system. Lovelock told the Guardian earlier this year that democracy must be put on hold to combat global warming and that a few people with authority should be allowed to run the planet.This sentiment was echoed by author and environmentalist Keith Farnish, who in a recent book called for acts of sabotage and environmental terrorism in blowing up dams and demolishing cities in order to return the planet to the agrarian age. Prominent NASA global warming alarmist and Al Gore ally Dr. James Hansen endorsed Farnish’s book.Linkola concurs with Farnish and Hansen, writing, Everything we have developed over the last 100 years should be destroyed.Another prominent figure in the climate change debate who exemplifies the violent and death-obsessed belief system of the movement is Dr. Eric R. Pianka, an American biologist based at the University of Texas in Austin. During a speech to the Texas Academy of Science in March 2006, Pianka advocated the need to exterminate 90% of the world’s population through the airborne ebola virus. The reaction from scores of top scientists and professors in attendance was not one of shock or revulsion – they stood and applauded Pianka’s call for mass genocide.

The current White House science czar John P. Holdren also advocates the most obscenely dictatorial, eco-fascist, and inhumane practices in the name of environmentalism. In his 1977 Ecoscience textbook, Holdren calls for a planetary regime to carry out forced abortions and mandatory sterilization procedures, as well as drugging the water supply, in an effort to cull the human surplus.Linkola has outstripped even notorious murder mastermind Charles Manson in his hatred for the human race. During prison interviews, Manson routinely spoke of his belief that around 50 million humans should be slaughtered for the good of the planet, whereas Linkola and his fans simply believe that humanity should cease to exist in its entirety. A fan site dedicated to Linkola includes links to his articles which have headlines like Extinguish Humans, Save the World.Like Manson, Linkola has become a respected environmentalist guru for a new cult of believers who feel that governments and global institutions are not being ruthless enough in enforcing overdue measures to save the Earth from ecological destruction.Linkola has built an environmentalist following by calling for an authoritarian, ecological regime that ruthlessly suppresses consumers, writes the Guardian’s Micah White, adding that Linkola has opened the way for a wave of fascist environmentalists who reject democratic freedom.Another Finnish environmentalist writer, Martin Kreiggeist, hails Linkola’s call for eco-gulags and oppression as a solution, calling for people to take up the axes in pursuit of killing off the third world. Kreiggeist wants fellow eco-fascists to act on Linkola’s call for mass murder in order to solve overpopulation.Linkola himself openly calls for violence to further the cause of eco-fascism. A minority can never have any other effective means to influence the course of matters but through the use of violence, he writes.

While governments around the world continue to harass innocent citizens and define peaceful political action as domestic terrorism, people like Linkola, Pianka and others, along with their growing legion of followers, are left alone despite their open call for violence and genocide.Given the fact that cult followers of these extremist fringe environmentalists, people like Discovery Channel building gunman James Jay Lee, are now starting to act out on their guru’s doctrines with violence, it’s high time that radical global warming alarmists who are calling for mass murder and fascism be investigated by the relevant authorities as potential terrorists.
However, it’s a forlorn hope when one understands that Linkola’s tyrannical and abhorrent belief system is merely an extension of the eugenicist doctrines being promoted by some of the most powerful people on the planet who, backed by an equally enthusiastic establishment media, are now brazenly dispensing with tip-toe tyranny and are openly calling for mass death and dictatorship under the guise of stopping climate change.The establishment points fingers all day long at all manner of political groups to smear them as a threat, while monsters like Linkola and Pianka who advocate the most dangerous and obscene ideas imaginable are lauded and afforded respect by their peers and their growing band of lunatic followers, who are all too eager to act out on the barbarian solutions that are being encouraged in the name of environmentalism.

Fire under bridge halts suburban NYC trains

Metro-North has suspended all train service in and out of Grand Central Terminal because of a fire under a bridge. The railroad said Monday that the fire was under the 138th Street lift bridge, which carries all Metro-North trains in and out of Manhattan. The service was suspended at 11:45 a.m. Trains approaching Manhattan and the south Bronx were being held at the nearest station while the fire was being put out.
