Rosh HaShanah: Sound of the Shofar Heralds Month of Holidays

The sonorous call of the ram's horn – the Shofar – will herald the start of Rosh HaShanah, the Jewish New Year on Wednesday evening, and nearly a month of holidays in the Hebrew month of Tishrei.As always, IDF soldiers are among the first to heed the call.Some 17,000 soldiers and their officers this year have attended Selichot services – the prayers asking G-d for forgiveness – conducted by the Military Rabbinate during the Hebrew month of Elul prior to Rosh HaShanah. The services were held in Jerusalem, Tzfat, Tiberias and elsewhere around the country.Throughout the IDF, preparations are nearly complete for the upcoming holiday, with kitchens busily getting ready with a rich and varied menu for a special New Year's dinner.The IDF Food Center is gearing up with about 2.8 tons of honey, 28 tons of apples and 4.5 tons of pomegranates. To toast the New Year, the kitchens will be ready with some 7,000 bottles of grape juice, to be followed by a dinner for hungry soldiers that will include 6.5 tons of fish, 15 tons of chicken thighs, seven tons of beef and 22 tons of turkey. For dessert, army chefs are preparing seven tons of honey cake and three tons of dried fruit.Special preparations are being made to serve those soldiers who are stationed in outposts, submarines, missile boats and Air Force command sites.

Three-Day Weekend Holiday

This year the two days of the Rosh HaShanah holiday, Thursday and Friday, are followed by the Sabbath, creating a three-day weekend for Jews around the world.
Special foods are served at the holiday meal, including an apple dipped in honey to signify a sweet year. A selection of dishes is arranged on the table, symbolizing blessings for fertility, victory over our enemies, strength and being at the head and not the tail (rosh in Hebrew is head)(Rosh-RUSSIA IN WAR IN EZEK 38-39), among others.Due to the Sabbath, the day-long Fast of Gedaliah, which traditionally follows the holiday, is delayed until Sunday. The fast commemorates the end of Jewish rule in the Land of Israel following the destruction of the First Holy Temple approximately 2,500 years ago.

10 Days of Repentance

Rosh HaShanah also kicks off the 10-day period known as the Ten Days of Repentance that ends with Yom Kippur, the Day of Atonement, which this year begins on Friday evening, September 17. The New Year in Judaism is not a time for parties, but rather is a time of great introspection, and taking inventory of one's relationship with G-d and with one's fellow.Based on the commandment in Numbers 29:1, 100 shofar blasts are dramatically sounded throughout the prayers, awakening us to improve our ways.

The tashlich prayer is recited on the second day of the holiday over a body of living water in which fish are swimming, in which one asks G-d to throw away his sins.Yom Kippur which this year falls on Friday night, September 17, is the only Jewish fast that is not postponed in deference to the holy Sabbath. The holiest day of the Jewish calendar, the Day of Atonement begins at sunset and ends Saturday at nightfall, a total of around 25 hours.(IsraelNationalNews.com)

G-d Does Not Expect Us To Get It Right All the Time

Guilt is out of fashion these days, like sports jackets, courtesy, humility and handkerchiefs. It has a sepia-tinted Victorian air about it. It belongs, so it seems, to that foreign country, the past. They do things differently there. For us, when things Today’s secular environment is a shame culture. It involves trial by the media, or public opinion, or the courts, or economic necessity, all of which are unforgiving.go wrong, it was someone else’s fault: the boss, the colleague, the system, the government, the media, our parents, the way we were brought up, society, bad luck or our genes. Feeling guilty, they say, is bad for us. It lowers self esteem. Who does it any more? We have finally reached the age Shelley dreamed of in his poem Prometheus Unbound. We are free from guilt or pain.All of which makes it difficult to understand – except as some relic of the past – what Jews throughout the world are now doing, getting ready for Rosh Hashanah and Yom Kippur, the Jewish New Year and the Day of Atonement, what we call the Days of Awe.Yom Kippur could almost be defined as a festival of guilt. We repent and confess our sins repeatedly in long alphabetical lists. We have been guilty, we have betrayed, we have robbed, we have spoken slander.For the sin we committed through hardness of heart, for the sin we committed through utterance of the lips,and so on throughout the day.

Yom Kippur itself is the culmination of a process that begins forty days before with the sounding of the shofar, the ram’s horn, our moral early warning system. Then come Selichot, the special penitential prayers said for a week before the New Year, then the New Year itself with its symbolism of the world as a courtroom in session, with our lives on trial. It’s hard to think of anything less in keeping with the zeitgeist, the mood of now.I think, though, that Judaism gets it right and the zeitgeistgets it spectacularly, dangerously wrong. Consider: guilt enters the world hand in hand with the spirit of forgiveness. G-d forgives: that is the message emblazoned all over Yom Kippur. G-d doesn’t expect us to get it right all the time. The greatest of the great, Abraham, Sarah, Moses, David, had their faults and failings, defeats and doubts. There is only one person in the Hebrew Bible who is said to have committed no sin: Job. And look what happened to him.So, because G-d forgives, we can be honest with Him and therefore with ourselves. Unlike a shame culture, a guilt culture separates agent from act, the person from the deed. What I did may be wrong, but I am still intact, still loved by G-d, still His child. In a guilt culture, acknowledging our mistakes is doable, and that makes all the difference.Today’s secular environment is a shame culture. It involves trial by the media, or public opinion, or the courts, or economic necessity, all of which are unforgiving. When shame is involved, it’s us, not just our actions, that are found wanting. That’s why in a shame culture you don’t hear people saying, I was wrong. It was my fault. I’m sorry. Forgive me.Instead, people try to brazen it out. The only way to survive in a shame culture is to be shameless. Some people manage this quite well, but deep down we know that there’s something rotten in a system where no one is willing to accept responsibility.

Ultimately, guilt cultures produce strong individuals precisely because they force us to accept responsibility. When things go wrong we don’t waste time blaming others. We don’t luxuriate in the most addictive, destructive drug known to humankind, namely victimhood. We say, honestly and seriously, I’m sorry. Forgive me. Now let me do what I can to put it right.That way we and the people we offend can move on. Through our mistakes we discover the strength to heal, learn and grow. Shame cultures produce people who conform. Guilt cultures produces people with the courage to be free. The Talmud says that the Day of Atonement was one of the happiest days of the year. That’s an odd thing to say about a day of fasting and confession. But the rabbis were right.In place of a low dishonest culture where everyone blames someone else and no one admits responsibility, Yom Kippur offers a world of honesty and responsibility where guilt melts in the flames of G-d’s forgiveness and we are made new in the fire of His unconditional love.

EU warns Israel over anti-NGO bill

EUOBSERVER / BRUSSELS - The European Commission has made known its concern over a draft Israeli bill that forces domestic NGOs to regularly disclose funding received from foreign governments.EU enlargement commissioner Stefan Fuele told the European Parliament on Tuesday that Brussels did not support the draft bill.We are following with extreme concern the debate in the Knesset over this draft legislation to oblige Israeli NGOs to make public any funds received from foreign governments, he told MEPs.We have made our concern clear on several occasions to the Israeli government.The bill, which in its original form would have revoked the tax-exempt status of groups that received funding from foreign governments has been slammed by Israeli human rights and civil liberties organisations as McCarthyist and compared the legislation to laws restricting NGO activities enacted in Russia and Iran.The legislation requires that any spokesperson of an NGO declare in all public appearances that they receive funding from a foreign political entity. Non-compliance would result in fines or imprisonment.The EU has taken a particular interest in the bill as the country's human rights groups receive a great deal of their funding from the bloc.A revised version of the legislation has dropped the most controversial elements, notably the revocation of tax-exempt status and a requirement that groups report to the registrar of political parties.Mr Fuele acknowledged there had been improvements to the bill, but still said the legislation placed an onerous burden on civil society groups.We believe the demand for transparency from the NGOs remains too demanding, he said.The new criteria for transparency solely concerns public finance, which would be discriminatory vis-a-vis those working with public funds, notably those from the EU.

According to the Association for Civil Rights in Israel, the law is redundant as existing legislation requires that groups already disclose funding sources on their websites and annual reports. The ACRI also says that the bill is selective in that it requires only reporting of public funding rather than funds from private foundations. Israeli human rights groups tend to receive funding from public sources while conservative Israeli organisations and think-tanks supporting settlements in the occupied Palestinian territories tend to receive funding from private American Jewish and Christian foundations.The group urges the legislation be dropped, or to amend the bill by requiring full transparency of all types of organisations regarding all the sources of their foreign funding, not limiting the expanded reporting requirements only to funds received from foreign state entities.The sponsor of the bill, Likud MK Zeev Elkin has said the law is intended to stop another Goldstone Report from recurring, referring to a UN investigation that was critical of the 2009 Israeli assault on the Gaza Strip that killed some 1400 civilians. According to Mr Elkin, the bill aims to prevent a recurrence of the Goldstone report, which is mostly based on material provided by Israeli organizations ... financed by foreign states. The NGOs sometimes co-operate with foreign bodies that use them to infiltrate messages or acts opposed to Israeli interests.Gerald Steinberg, head of NGO Monitor, an Israeli-government-linked group that supports the bill and has accused Amnesty International, Human Rights Watch and Oxfam and other NGOs of engaging in what he calls third-generation warfare against Israel, said the EU was focussing on an outdated version of the law.We fear that the European Parliament is holding a debate based on a misleading premise, he said in a statement. Many rumours have surrounded this legislation, but as the text currently stands, this bill simply ensures that Israeli citizens know the funding sources of the many NGOs that operate here.

Commission rules to be improved in light of revolving doors cases

EUOBSERVER / BRUSSELS - The European Commission is looking to improve its code of conduct in the wake of a slew of revolving-door' episodes in which retiring commissioners and officials have gone on to well-paid jobs in the private sector in areas close to the dossiers they oversaw when working for the Brussels machine.While the commission ethics committee has given a pass to all the commissioners who have taken on such work, with the executive arguing that it cannot prevent civil servants from working for private companies when they leave the EU capital, the code is to be tightened to give it clearer language, EUobserver has learned.Since the end of the first Barroso commission, six former commissioners in the last year have landed a number of plum positions. Ex-industry commissioner Guenther Verheugen is now working for Royal Bank of Scotland, lobby outfit Fleishman Hillard and the Turkish Union of Chambers and Commodity Exchanges. Austria's woman in the EU executive, Benita Ferrero-Waldner, has taken a position with re-insurance giant Munich Re. Bulgaria's Meglena Kuneva works for French bank BNP Paribas. Irishman Charlie McCreevy, formerly internal market chief, has joined no-frills airline Ryanair. Belgium's Louis Michel, latterly Europe's development commissioner, is now with Credimo, a domestic mortgage firm.And Malta's Joe Borg, the ex-maritime affairs head, is to advise Fipra, a lobby outfit specialising in, amongst other areas, maritime affairs.

In the most recent example, going further than simply joining someone else's lobbying consultancy, Mr Verheugen, a German Socialist, has decided to set up his own EU-focused public relations firm - The European Experience Company.The company's website says that it will not engage in any kind of lobbying activity. However, it offers intensive management seminars for institutions and enterprises with experts from European institutions. It also offers analytical background papers and strategy recommendations on EU policy.The commission confirmed on Wednesday that it is to investigate the matter for any potential conflict of interest.On 1 September, the day after the press revealed Mr Verheugen's new lobbying endeavour, the ex-commissioner notified Brussels of his plans.Commission spokesman Michael Mann confirmed that the letter has been passed on to the EU executive's ad hoc ethics committee.No details concerning a revision of the code have yet been revealed, but, according to Mr Mann, [EU Commission President] Barroso wants to see if there is a need to improve the language, whether adjustments can be made based on the experience of the last year.Brussels hopes to achieve such changes sometime after October, after an agreement with the European Parliament on institutional relations has been approved.The president is hoping that a code of conduct can be crafted that covers all the institutions. Of the EU institutions, currently just the commission has a code of conduct.As a result, some in the EU executive feel that it is unfair that it is commission officials who bear the brunt of criticism from transparency campaigners and the parliament itself when senior MEPs and committee chairs have also been known to take up similar jobs.

Eurozone back under pressure amid concern over EU banks

The euro drooped and bond spreads for Greece, Ireland and Portugal jumped on Tuesday (7 September) due to a revival of investor fears bout the eurozone, even as European Commission President Jose Manuel Barroso hailed the EU for emerging successfully from the economic crisis in his first State of the Union address.The yen hit a nine-year high against the euro while the Swiss franc soared to its all-time best position against the European single currency. Separately, the costs to the Greek government for borrowing compared to Germany jumped slightly while the costs to both Portugal and Greece climbed to levels not seen since the creation of the euro.It is thought that Portugal took a hit as a result of revelations that the country's banks had gone knocking at the door of the European Central Bank for a record amount of cash as a result of troubles raising funds privately.Meanwhile, Ireland is dealing with the ongoing consequences of the black hole of debt that is the nationalised Anglo Irish Bank. Last week, the company said it will probably need some €25 billion in fresh capital, equivalent to a full 19 percent of the country's GNP. Credit rating agency Standard & Poor's has said that it believes this to be low-balling the true figure, estimating that the real cost could come to €35 billion.The vast sums have frightened markets, which worry Dublin will have trouble servicing its debt, and have made it difficult for all Irish banks to raise funds.

On Tuesday (7 September), the European Commission approved a decision by the Irish government to extend bank deposit guarantees until the end of 2010. With the firms very much strapped for cash, the guarantee gives confidence to savers to keep their money in the institutions and prevent a run on the banks.It is thought that investors were also spooked by a report in the Wall Street Journal that suggested that European banks' stress tests released in July had gone light on some institutions, with a number of banks excluding parts of their portfolios from disclosure.The mood also hit stock exchanges, with European banking stocks declining 1.4 percent in the day and global markets closing lower.Late Tuesday, the chief of the Eurogroup of EU member states, the 16 countries that use the euro currency, tried to calm the waters.After a meeting of Eurogroup finance ministers, Jean-Claude Juncker told reporters that Greece was sticking to its austerity plans and that he has confidence in the Irish administration to handle the current difficulties.We are happy that Greece is on a good track, he said, adding: We were listening carefully to our Irish colleague and all of us are convinced the government will be able to manage the situation.

Lithuania concerned by Russia's tactical nuclear capability

EUOBSERVER / BRUSSELS - A TV interview by Lithuanian President Dalia Grybauskaite last weekend has pointed to the Baltic country's ongoing worry about the threat of a tactical nuclear strike by Russia.Asked by the TV3 station on Sunday (5 September) why she did not attend the launch of the Russia-US Stategic Arms Reduction Talks (Start) in Prague in April, Ms Grybauskaite said: Seeing as this could contradict the interests of eastern European and Baltic countries, I didn't want to go and drink champagne to toast the prospect.Vilnius says it mistrusts Start because it does not include tactical nuclear weapons. The process, by definition, covers only weapons with delivery systems of 5,500 km or more. But Lithuania is more worried about short-range or tactical weapons deployed by Russia near its border. In particular it fears nuclear landmines - devices the size of a large backpack which can be carried by paratroopers behind enemy lines and which can destroy infrastructure or render whole valleys impassable. Darius Semaska, the chief advisor to Ms Grybauskaite and the former Lithuanian ambassador to the European Council of Ministers' Political and Security Committee, told this website that Washington has since April gone some way to allieviating her concerns.He declined to go into details, but he added: It [the issue of tactical weapons] is a matter of concern, of course. It's something that's very close to our border, very close to our territory.We would like to have more transparency. The key issue is transparency and confidence-building measures. Gaza terrorists launched a mortar attack on children and their parents in southern Israel Wednesday, just hours before the start of Rosh HaShanah, the Jewish New Year.

One mortar exploded close to several kindergarten buildings in a Negev kibbutz, just half an hour before the children were set to arrive.No one was wounded in the attack, which occurred in the Sha'ar HaNegev Regional Council district, but at least one of the buildings was damaged.Miraculously, the shell landed between two of the buildings, according to one of the residents, who noted that things could have ended very differently.The school building that was damaged by the explosion had a fortified roof – but no other part of the building is protected. Area officials have been discussing the issue with security personnel, asking for total reinforcement of the community's public buildings.Yenina, one of the mothers who brought her son to school not long after the attack explained, “We are continuing as usual – we have no other choice. It's a holiday today. People's faces look a lot less happy today, but the buildings are protected and parents are bringing their children to school.We heard the explosion – to our great sorry, it was a mortar, which doesn't activate the Color Red system, the way a Kassam rocket does. So actually, it was the explosion that told us there had been an attack.This is the most frightening aspect of the situation, although in actuality, rockets can land anywhere. What's important to note is that it is not quiet here. Almost every day a mortar or Kassam rocket lands. It happens all the time.Overnight, the western Negev was also struck by a Kassam rocket attack launched by terrorists. Those residents of Sderot and the Sha'ar HaNegev Regional Council district who were not cooking and otherwise preparing for the holiday, were rudely awakened by the scream of the Color Red air raid siren at about 2:00 a.m. Within 15 seconds, at least one rocket exploded in the area, but did not cause damage, and no one was wounded in the attack.

Judea, Samaria Crossings Closed

In other security news, the security crossings from Judea and Samaria were closed overnight for the duration of the Rosh HaShanah New Year's holiday.Although the holiday does not begin until sunset Wednesday, the crossings closed one minute prior to midnight Tuesday night, September 7, and will not reopen until September 11, one minute prior to midnight late Saturday night.Per standard practice, persons in need of medical attention, will be allowed to pass through. Seda claimed the money was intended as a tithe that his accountant failed to disclose on a tax return for the U.S. chapter of the Al-Haramain Islamic Foundation in Ashland, Ore. The foundation has been declared a terrorist organization by the U.S. government.The tax-fraud conviction was the government's first significant victory in its prosecution of Al-Haramain, which it began investigating shortly after the Sept. 11, 2001, terrorism attacks. A federal judge ruled in another case involving the charity that the government's program of wiretapping suspected terrorists without getting permission from a judge was illegal.Prosecutors said Seda had a more sinister purpose, arguing throughout the weeklong trial that he was a Muslim radical posing as a moderate promoting peace. It strengthened throughout August and appears likely to last at least through early 2011, NOAA's Climate Prediction Service said.La Nina can contribute to increased Atlantic hurricane activity by decreasing the vertical wind shear over the Caribbean Sea and tropical Atlantic Ocean, the center noted.Wind shear is a sharp difference in wind speed at different levels in the atmosphere. A strong wind shear reduces hurricanes by breaking up their ability to rise into the air, while less shear means they can climb and strengthen.NOAA has been calling for an above-normal tropical storm. NEW ORLEANS – BP's long-awaited internal report on what it believes went wrong when a rig exploded and started the massive Gulf oil spill never mentions the words blame, regret, apology, mistake or pollution. The word fault shows up 20 times, but only once in the same sentence as the company's name.BP took some of the blame, acknowledging among other things that it misinterpreted a key pressure test of the well that blew out and eventually spewed 206 million gallons of oil into the Gulf. But in a possible preview of its legal strategy, it also pointed the finger — and plenty — at its partners on the doomed rig.The highly technical, 193-page report released Wednesday attributes the worst offshore oil spill in U.S. history and the deadly rig explosion that set it off to a complex chain of failures both human and mechanical. Some of those problems have been made public over the past 4 1/2 months, such as the failure of the blowout preventer to clamp the well shut.The report is far from the definitive ruling on the cause of the catastrophe. For one thing, government investigators have not yet begun to fully analyze the blowout preventer, which was raised from the bottom of the sea over Labor Day weekend.But it does provide an early look at the company's probable legal strategy — spreading the blame among itself, rig owner Transocean, and cement contractor Halliburton — as it deals with hundreds of lawsuits, billions of dollars in claims and possible criminal charges in the coming months and years.For Billy Nungesser, president of oil-soaked Plaquemines Parish, the report doesn't change the fact that in his mind the time that has passed since the disaster hasn't made offshore drilling safer.If they believe painting the rigs yellow would make them safer, stop delaying, give us a bucket of paint and let us get started, Nungesser said of those in power.

Critics of BP called the report self-serving.

This report is not BP's mea culpa, said Rep. Edward J. Markey, D-Mass., a member of a congressional panel investigating the spill. Of their own eight key findings, they only explicitly take responsibility for half of one. BP is happy to slice up blame as long as they get the smallest piece.The disaster began when the Deepwater Horizon exploded off the coast of Louisiana on April 20, killing 11 workers. BP's well spewed oil into the Gulf for three months before a temporary cap stopped it in mid-July.Members of Congress, industry experts and workers who survived the blast have accused BP's engineers of cutting corners to save time and money on a project that was 43 days and more than $20 million behind schedule at the time of the blast.Nearly 24 hours before the explosion, Halliburton was using cement to seal the gap between the well casing and the hole drilled in the seafloor. It was also cementing the bottom of the well shut until the day BP was ready to begin extracting oil and gas from it.In its report, BP said that it was a bad cementing job that contributed to the blowout and that the design of the well was probably not to blame. It also said more thorough review and testing by Halliburton and stronger quality assurance by BP's well team might have identified weaknesses in the plan for cementing.BP blaming others for the Gulf oil disaster is like Bernie Madoff blaming his accountant, said Robert Gordon, an attorney for fishermen, hotels and restaurants affected by the spill.The report acknowledged, as investigators have previously suggested, that BP's engineers and employees of Transocean misinterpreted a pressure test of the well's integrity before the explosion.They also blamed employees on the rig from both companies for failing to respond to other warning signs that the well was in danger of blowing out.

The team did not identify any single action or inaction that caused this accident, the investigators said. Rather, a complex and interlinked series of mechanical failures, human judgments, engineering design, operational implementation and team interfaces came together to allow the initiation and escalation of the accident.Mark Bly, who as BP's safety chief led the internal investigation, said the report was a reconstruction of what happened on the rig based on the company's data and interviews with mostly BP employees and was not meant to focus on assigning blame.
Transocean blasted the report as a self-serving attempt to conceal what it called the real cause of the explosion — BP's fatally flawed well design.Halliburton said it found a number of omissions and inaccuracies in the report and is confident the work it completed on the well met BP's specifications. Contractors do not specify well design or make decisions regarding testing procedures as that responsibility lies with the well owner, the company said. White House press secretary Robert Gibbs noted "there is an active investigation into what went wrong and said the administration's job is to find out what happened and hold those responsible accountable. Federal prosecutors are among those investigating. In Wednesday trading in New York, BP stock rose $1.18, or 3.2 percent, to close at $38.37. Investigators know the explosion was triggered by a bubble of methane gas that shot up the drill column and ignited. But they don't know exactly how and why the gas escaped. And they don't know for certain why the blowout preventer didn't work.But in its report, BP said the blowout preventer didn't do its job because it was damaged in the explosion and because it had a bad valve and weak batteries. G20 fin mins unlikely to meet in Washington: sources

SEOUL (Reuters) – Finance ministers from the Group of 20 developed and leading emerging economies are not likely to meet on the sidelines of the IMF/World Bank Group annual gatherings in Washington early next month, sources said.Instead, deputy ministers would hold a meeting on the sidelines of the annual gathering from October 8-10, sources with knowledge of the matter said.But the sources said finance ministers from the five steering group members, Britain, Canada, France, South Korea and the United States, would probably meet.Finance ministers and central bank chiefs from the 20 economies are due to meet in the South Korean city of Gyeongju in late October to fine tune the agenda for the November 11-12 leaders' summit in Seoul.

It settled at a record high of $1,259.30 an ounce Tuesday as investors sought assets viewed as safer amid renewed worries about the global economy.The Labor Department said new unemployment claims fell by 27,000 last week, an encouraging signs that companies are not moving as quickly to lay off workers as the economy slows.The government also said trade deficit narrowed in July as exports climbed to the highest level in nearly two years. The reports bolstered some appetite for risk, sending stocks higher.Most commodities were mixed because of an absence of significant news to shift specific markets, Lind-Waldock senior market strategist Rich Ilczyszyn said.In other December contracts, silver lost 15.4 cents to settle at $19.855 an ounce and copper fell 5.7 cents to $3.4435 a pound.

IMF to sell 400 million dollars' worth of gold to Bangladesh

WASHINGTON (AFP) – The International Monetary Fund on Thursday announced it would sell 10 metric tons of gold to Bangladesh, worth around 403 million dollars.This transaction is part of the total sales of 403.3 metric tons approved by the executive board, the IMF said in a statement.That decision was taken last September and was followed by the sale of 212 metric tons of gold to the Reserve Bank of India, the Bank of Mauritius, and the Central Bank of Sri Lanka.The Washington-based institution has been selling gold as it seeks to bolster its finances amid the global economic crisis.IMF members agreed in 2008 that the fund could sell an eighth of its gold assets in order to diversify its financial model so that it no longer relies on lending.The fund is one of the world's largest holders of the precious metal.

Deutsche Bank's current market value is 30 billion euros, according to the FT.The news came ahead of a meeting Sunday of global banking regulation chiefs in Basel, Switzerland, to approve new capital and liquidity measures drawn up by the Basel Committee on Banking Supervision, an international watchdog.Banks will have several years to meet higher capital ratios, but big banks are likely to move fast to reassure markets, according to analysts cited by the paper.Deutsche is likely to use some of the new funds to increase its stake in Postbank, the German post office bank, which will probably be its main explanation for raising fresh capital, according to the FT.But analysts believe the Postbank deal is a pretext.The size of the offering suggests its real aim is to bolster capital at Deutsche itself and help the financial giant pull ahead of its weaker German rivals, said the paper.

SEOUL, South Korea – North Korean children are already singing the praises of the young man in line to become the reclusive nation's next leader, analysts say, but the rest of the world doesn't even know the age, or, until recently, how to spell the name of Kim Jong Il's youngest son.Kim Jong Un is expected to make his public debut as the Dear Leader's heir apparent at an upcoming convention of the Workers' Party, North Korea's biggest political gathering in 30 years. If so, it could be the first time the world - and many North Koreans - get a peek at the communist crown prince hidden so long from public view.Jong Un is said to look like his father, in face and figure, but there's no verifiable photo of him as an adult. The most widely circulated image of him was taken as a boy, a cherubic imp with bright eyes and a cheeky grin.The man reportedly tapped to take over leadership of the nuclear-armed nation of 24 million is believed to be 27, but the exact year of his birth remains in dispute. Until last year, the South Korean government didn't even know how to spell his name because it's so rarely seen in print and has never been published in North Korean media.The mystery is typical in reclusive North Korea, which maintains strict control over information and enforces a reverent cult of personality focused on the Kim family. Portraits of national founder Kim Il Sung and son Kim Jong Il grace the walls of every room and pins bearing their images adorn every lapel.

Kim Jong Il was similarly kept out of the public eye until his official debut at the last major political conference in 1980. Iran opposition claims to have found secret nuclear site

WASHINGTON (AFP) – Leading Iranian opposition members claimed Thursday to have uncovered a secret nuclear enrichment site buried in the mountains northwest of Tehran and run by Iran's defense ministry.But the Pentagon and independent Institute for Science and International Security expressed (ISIS) skepticism over the claims.

Information obtained by the People's Mujahedeen Organization of Iran (PMOI) has revealed Iran began building the site in Abyek, about 70 miles (120 kilometers) northwest of Tehran, in 2005, the opposition members said.This is controlled, run and operated... by the ministry of defense, Alireza Jafarzadeh, former media spokesman for the National Council of Resistance of Iran (NCRI), told a press conference in Washington.The People's Mujahedeen, the main group in the NCRI, is officially listed as a foreign terrorist organization in the United States, although a judge ruled in July that it should be removed from the blacklist.Jafarzadeh said the information about the Behjatabad-Abyek site was shared this week with the US government, Congress and the UN's nuclear watchdog, the International Atomic Energy Agency.Soona Samsami, who was US representative for the NCRI, said the Iranian authorities have so far spent 100 million dollars on the project and completed about 85 percent of the construction.The pair presented satellite pictures of excavation work at the alleged nuclear site, which they said supports information gleaned from sources inside the Iranian regime and showed what they said were four entrances and a tunnel.The mountain peak sitting atop the tunnel stands at 100 meters (330 feet), higher than the 80 meters (260 feet) nuclear experts say is required to prevent detection via radioactive emissions, Jafarzadeh said.The mountain also reinforces the facility against any aerial bombardment, he added.The tunnel, which is eight meters (26 feet) wide and 200 meters (650 feet) long leads deep inside the ground to three large halls designed to house centrifuge cascades used in the enrichment of uranium, he said.The opposition members said the construction work began at a time when the Islamic Republic insisted it had halted its controversial nuclear activities.The United States and other Western powers suspect Iran is using its nuclear enrichment program to build a bomb. But the claims were met with some skepticism.

I find that hard to believe, but we shall see, Pentagon spokesman Geoff Morrell said.State Department spokesman Mark Toner was not aware that the Iranian opposition had contacted the administration about the claims, but told reporters US officials would study whatever they present.David Albright, the founder of the ISIS, said it's just another one of their results you can't verify. It doesn't hold up very well in our minds. There's nothing in the satellite images that suggest a centrifuge plant.He told AFP the NCRI have made a lot of mistakes with past claims about Iranian nuclear activity and they also exaggerate their accomplishments dramatically.Nonetheless, it would be worth having the IAEA visit such sites, he said.

CHRISTCHURCH, New Zealand (AFP) – New Zealand authorities delayed plans to lift no-go zones in quake-hit Christchurch Friday after major aftershocks again rattled the country's second largest city.Christchurch mayor Bob Parker had hoped to open the city centre for the first time since last weekend's 7.0-magnitude earthquake but said fresh tremors early Friday measuring up to magnitude 4.5 temporarily scuppered the plan.We're erring on the side of caution, Parker told Radio New Zealand.We've lost nobody in this event and the controllers and everybody else working here want it to stay that way.Parker said the cordons, which are being enforced by police and the military, would be scaled back over the next few days, aftershocks permitting.

We've got to send a message that the majority of the city is open for business and people are in some ways getting back to their lives,he said.The city of 340,000 will remain under a state of emergency until Wednesday following the main tremor on Saturday, which caused damage estimated at four billion dollars (2.7 billion US).
Civil defence director John Hamilton said 300 people made homeless by the tremor remained in welfare centres and the recovery would be a long, complex process.
Authorities are focusing on restoring loss of sewerage services, addressing housing needs, provision of psychological services, ensuring negative business impacts are (minimised) and setting up recovery structures.

Rosh Hashanah occurs on the first and second days of Tishri. In Hebrew, Rosh Hashanah means, literally, head of the year or first of the year. Rosh Hashanah is commonly known as the Jewish New Year. This name is somewhat deceptive, because there is little similarity between Rosh Hashanah, one of the holiest days of the year, and the American midnight drinking bash and daytime football game. There is, however, one important similarity between the Jewish New Year and the American one: Many Americans use the New Year as a time to plan a better life, making resolutions. Likewise, the Jewish New Year is a time to begin introspection, looking back at the mistakes of the past year and planning the changes to make in the new year. More on this concept at Days of Awe. The name Rosh Hashanah is not used in the Bible to discuss this holiday. The Bible refers to the holiday as Yom Ha-Zikkaron (the day of remembrance) or Yom Teruah (the day of the sounding of the shofar). The holiday is instituted in Leviticus 23:24-25.

The shofar is a ram's horn which is blown somewhat like a trumpet. One of the most important observances of this holiday is hearing the sounding of the shofar in the synagogue. A total of 100 notes are sounded each day. There are four different types of shofar notes: tekiah, a 3 second sustained note; shevarim, three 1-second notes rising in tone, teruah, a series of short, staccato notes extending over a period of about 3 seconds; and tekiah gedolah (literally, big tekiah), the final blast in a set, which lasts (I think) 10 seconds minimum. Click the shofar above to hear an approximation of the sound of Tekiah Shevarim-Teruah Tekiah. The Bible gives no specific reason for this practice. One that has been suggested is that the shofar's sound is a call to repentance. The shofar is not blown if the holiday falls on Shabbat. No work is permitted on Rosh Hashanah. Much of the day is spent in synagogue, where the regular daily liturgy is somewhat expanded. In fact, there is a special prayerbook called the machzor used for Rosh Hashanah and Yom Kippur because of the extensive liturgical changes for these holidays. Another popular observance during this holiday is eating apples dipped in honey, a symbol of our wish for a sweet new year. This was the second Jewish religious practice I was ever exposed to (the first one: lighting Chanukkah candles), and I highly recommend it. It's yummy. We also dip bread in honey (instead of the usual practice of sprinkling salt on it) at this time of year for the same reason.

Another popular practice of the holiday is Tashlikh (casting off). We walk to flowing water, such as a creek or river, on the afternoon of the first day and empty our pockets into the river, symbolically casting off our sins. Small pieces of bread are commonly put in the pocket to cast off. This practice is not discussed in the Bible, but is a long-standing custom. Tashlikh is normally observed on the afternoon of the first day, before afternoon services. When the first day occurs on Shabbat, many synagogues observe Tashlikh on Sunday afternoon, to avoid carrying (the bread) on Shabbat.

Religious services for the holiday focus on the concept of G-d's sovereignty.

The common greeting at this time is L'shanah tovah (for a good year). This is a shortening of L'shanah tovah tikatev v'taihatem (or to women, L'shanah tovah tikatevi v'taihatemi), which means May you be inscribed and sealed for a good year. More on that concept at Days of Awe. You may notice that the Bible speaks of Rosh Hashanah as occurring on the first day of the seventh month. The first month of the Jewish calendar is Nissan, occurring in March and April. Why, then, does the Jewish new year occur in Tishri, the seventh month? Judaism has several different new years, a concept which may seem strange at first, but think of it this way: the American new year starts in January, but the new school year starts in September, and many businesses have fiscal years that start at various times of the year. In Judaism, Nissan 1 is the new year for the purpose of counting the reign of kings and months on the calendar, Elul 1 (in August) is the new year for the tithing of animals, Shevat 15 (in February) is the new year for trees (determining when first fruits can be eaten, etc.), and Tishri 1 (Rosh Hashanah) is the new year for years (when we increase the year number. There was a man from Ramathaim-Tzophim on Mount Ephraim, whose name was Elkanah, son of Yerocham, son of Elihu, son of Tohu, son of Tzuph, a native of Ephrath. He had two wives, one named Hannah, and the other Peninnah. Peninnah had children, but Hannah had none. Now this man went up from his city annually to worship and to sacrifice to HaShem in Shiloh where the two sons of Eli, Chophni and Pinchas were priests of HaShem. When Elkanah sacrificed, he would give portions to Peninnah his wife, and to all her sons and daughters. But to Hannah he would give a double portion; because he loved Hannah although HaShem had made her childless. Peninnah, however, taunted her mercilessly to irritate her, because she had no children. This happened year after year -- when she went up to HaShem's house she provoked her, so that she cried and did not eat. Then Elkanah, her husband, said to her, Hannah, why are you weeping? Why are you not eating? Why is your heart sad? Am I not more to you than ten sons?

After the eating and drinking at Shiloh, Hannah rose. Now Eli the priest was sitting on the seat by the doorpost of HaShem's Temple. With a sorrowful soul, she prayed to HaShem and cried bitterly. Then she made a vow, saying, HaShem if you know my suffering, and remember me, and give me a son, then I will give him to You all the days of his life, and a razor will never touch his head.As she continued praying to HaShem, Eli observed her. Now Hannah was speaking inwardly; only her lips moved and her voice could not be heard. Eli thought she was drunk. So Eli said to her, How long will you be drunk? But Hannah answered, No, my master, I am a deeply grieved woman. I am not drunk, but have poured out my soul before HaShem. Do not regard me as a worthless woman.Then Eli answered, Go in peace; may the HaShem grant you your prayers.Then she went her way, and ate, and was no longer sad. They rose early in the morning, worshiped before HaShem, and returned to their house in Ramah. Elkanah knew Hannah his wife; and HaShem remembered her. In due time, Hannah conceived and bore a son, whom she named Samuel, saying I asked HaShem for him.The man Elkanah, and his whole household, went up to offer to HaShem the yearly sacrifice and what he had vowed.

But Hannah did not go up; for she told her husband, I will not go up until the child is weaned, and then I will bring him, so that he may appear before HaShem, and stay there forever.Elkanah her husband said to her, Do what seems best to you; wait until you have weaned him and may HaShem establish His word.So she remained, and nursed her son until she weaned him. When she had weaned him, she took him up with her, along with three bullocks, one measure of flour, and a bottle of wine; and brought him to the house of HaShem in Shiloh, when he was but a child. Then they slew a bullock, and brought the child to Eli. She said, O my master, as you live; my master, I am the woman who was standing near you, praying to HaShem. I prayed for this child; and HaShem has granted me my petition which I made to Him. As Jews around the world prepare for the Rosh HaShanah New Year's holiday, North American families this year will have many more options for places to pray than ever before.The High Holy Days, as the New Year and Yom Kippur, the Day of Atonement are called, often are a time for scrambling to ante up for the annual synagogue membership.Paying for one's synagogue seats can mean added stress after the recession has taken such a large bite out of the family coffers, and often less-than-observant Jews decide to skip the service.This year, however, quite a number of congregations and Jewish community centers are offering no-cost services, or discounted seats for members of the general public. Mosque Debate: Gov. Paterson Asks for a Week's Silence

New York Governor David Paterson suggested that New Yorkers refrain, this week, from discussing the highly contentious plan for a Muslim mosque and Islamic center near Ground Zero. The reason: the week is one that includes the Jewish New Year, the Muslim Eid al-Fitr holiday, and the ninth anniversary of the 9/11 massacres. Paterson was quoted on the New York Daily News website.The greater issue involving this situation is how can we bring New York's people back together and I propose that perhaps in light of the fact that Rosh Hashanah is this week, the Jewish New Year, that the celebration of Ramadan is coming at the end of the week and that we should all be focused on our concern to those who lost relatives [on] Sept. 11, Paterson said, perhaps we might think more in terms of supporting those families who are on both sides of this issue as all of us are and maybe all step back and try to devote a week of peace.The governor announced that he would try not to speak about the issue for a week, just to see if this exercise would help New Yorkers and Americans remember that the terrorists didn't care who we were when they attacked us and we should think a lot about the fact that in many ways, we were all victims.
Rosh HaShana will commence Wednesday evening. Eid al-Fitr will occur on Thursday or Friday, depending on sightings of the moon. September 11 will be Saturday.

EUOBSERVER / BRUSSELS - European finance ministers on Tuesday (7 September) gave the green light to a system of mutual supervision and oversight of each others' budgets.

But in a significant victory for the UK, London managed to wrangle an exception, allowing it to submit its spending plans to the House of Commons before it hands them over to Brussels and other member states for consideration.The ministers endorsed a new system of a European Semester, pushing EU nations closer towards fiscal harmonisation than ever before.The semester, to kick in as soon as January next year, will begin with the European Commission producing a survey of the overall state of the economy, identifying difficulties facing both eurozone nations and the EU as a whole. This in turn will be presented to the European Parliament.EU member states will then submit by April broad budgetary outlines for the commission to assess. Following this, based on the commission's opinion, may then choose to issue country-specific guidance by June and July.European economics commissioner Olli Rehn called the sign-off a major improvement of our economic governance architecture.We can act preventatively, instead of sending in the fire brigade when the house is already burning.The agreement is the most significant element yet put in place of the last year's discussions of a new EU economic architecture, provoked by the fiscal destruction wrought by the global economic crisis.London however managed to, in the words of the British chancellor George Osborne, secure an important agreement to protect the parliamentary procedures of the UK.In the case of Britain, the information will be submitted for EU oversight after the submission of the spring budget to the UK parliament.

We had a particular concern, Mr Osborne told reporters after the meeting, that I would have to present information to the commission before the House of Commons. Events like this are unacceptable. But I am very pleased that Britain's unique schedule is explicitly recognised.Once having won the exception, the chancellor said he cheered the new semester system: As someone who believes strongly in single market, i welcome the creation of an architecture at the EU level that can co-ordinate supervision.He described the oversight as a healthy exchange of budgetary data.Specific sanctions for flouting the guidance of the Council and Commission remain to be decided.The European Commission will on 29 September unveil a proposal for the imposition of quasi-automatic sanctions for delinquents. It is understood that this package of measures would invert the current framework, wherein a qualified majority in the Council must be reached to impose sanctions on countries in breach of the current fiscal rules. Under the commission's plan, sanctions would be imposed automatically and it would require a qualified majority to block their imposition. It is also thought that such a sanctions regime would initially be proposed for just eurozone countries and only in the much longer term be proposed for all EU states.Broader discussion of what sort of punishment should be meted out is being left for European Council President's special task force on economic governance to consider. Meeting on Monday evening for the first time after the summer break, the task force did not make much progress.

No progress on bank levy talks either

The second major discussion point amongst finance chiefs, the imposition of a levy or tax on banks to to cover the costs of any future banking sector bail-out, foundered as member states are still very far apart on the details of such a move, already agreed in principle in June. The heart of the controversy concerns whether the funds raised would be gathered together in a common pot - in Brussels jargon, a resolution fund - or return to national coffers to be spent by governments to balance their accounts. The UK in particular does not support an EU-level resolution fund.We are very clear. It is up to national governments to decide what should happen to those revenues, said Mr Osborne. He added that the UK has plenty of allies around the table opposing a European fund.

Whither an EU Tobin Tax?

A second type of levy, a tax on financial transactions, possibly being extended to a range of banking products, and that would deliver up billions for spending on low-carbon infrastructure, development in the third world and social programmes domestically was also discussed, but found even less agreement.Championed by France, the idea, also known as a Tobin Tax, met with no unanimity, as Belgian finance minister and current chair of the council of economy ministers, Didier Reynders, put it.Blunter still was Mr Osborne, who said: The idea of such a tax has been discussed for many decades, and, I suspect, will continue to be discussed for many decades to come.It is difficult to see how in practice to make it operate in a world in which capital can move very quickly outside the EU.The worry is that unless such a tax were implemented globally, or at least by a large enough number of major powers, institutions would simply move to a jurisdiction where the tax did not exist.A paper on an EU Tobin Tax submitted to the meeting for discussion by tax commissioner Algirdas Semeta also questioned its feasibility.With the concept being shot down by a majority of states at this spring's G20 meeting of the world's major industrialised and emerging powers, French President Nicolas Sarkozy has said he intends to make a push for the tax when his country takes over the presidency of the global body next year.The UK finance minister however suggested that France's efforts at the G20 would be more fruitful if they focus on other more pressing issues.

EUOBSERVER / BRUSSELS - European Commission President Jose Manuel Barroso in a major speech on Tuesday morning said the EU has survived the economic crisis.Over the last year, the economic and financial crisis has put our Union before one of its greatest challenges ever ... As I look back at how we have reacted, I believe that we have withstood the test, Mr Barroso told MEPs in his first ever so-called State of the Union address. Those who predicted the demise of the European Union were proved wrong.His remarks come after a threat of sovereign default by eurozone countries such as Greece and Spain threatened to pull apart the single currency in a potentially deadly blow to the 50-year-old European project. Noting that our work is not finished, the Portuguese politician put the EU's economic future at the top of his five-point agenda. He defended the commission's push to regulate EU countries' debt levels despite rising social tension in countries such as Greece, which has seen an outbreak of violent street protests in reaction to EU-and-IMF-imposed cutbacks. Unsustainable budgets make us vulnerable. Debt and deficit lead to boom and bust. And they unravel the social safety net. Money that is spent on servicing debt is money that cannot be spent on the social good, he said. He spoke up for an "ambitious" future budget, saying: The EU budget is not for Brussels - it is for the people that you represent ... a euro spent at European level gets you more than a euro spent at national level.With the commission to shortly publish ideas on how to raise extra EU money by, for example, directly taxing financial transactions, the commission chief attacked the culture of pessimism and Brussels nay-saying in some EU capitals: I find it extraordinary that some are already rejecting them [the new budget ideas], without even knowing what they will be.

He set out a shopping list of upcoming economic initiatives.

He said Brussels will propose launching EU project bonds together with the European Investment Bank to help finance new infrastructure. He promised an ambitious Single Market Act to cut red tape for small businesses, liberalise the energy sector and boost green collar jobs. He said the commission will attack risk-generating financial practices such as big bonuses, credit default swaps and naked short selling. He also promised to overhaul the byzantine complexity of the EU budget, in which countries give money with one hand and take it away with another, and to move to a 10-year budgeting period instead of the current seven.In a message pregnant with references to EU values, Mr Barroso took a swipe at France's controversial policy of expelling Roma.Without naming Paris, Mr Barroso said, to loud applause: Everyone in Europe must respect the law, and the governments must respect human rights, including those of minorities. Racism and xenophobia have no place in Europe.
He also lashed out at Iran over the case of a woman sentenced to death for adultery: I am appalled when I hear that Sakineh Mohammadi Ashtiani is sentenced to death by stoning. This is barbaric beyond words.European Parliament officials tweeted during the speech that around 600 MEPs attended the event despite earlier dropping plans to fine deputies who skipped it.

Mr Barroso's call for EU countries to support the EU's new foreign relations chief, Catherine Ashton, and her diplomatic service in order to give the EU more clout on the world stage was echoed in the plenary debate following the address.Senior MEPs began by criticising Ms Ashton for not going to the launch of Middle East peace talks in Washington last week, however. Joseph Daul, the French leader of the centre-right European People's Party did not name the British baroness, but said: How can we justify that we are not present at the [negotiating] table? The leader of the Liberal group, Belgian MEP Guy Verhofstadt, chided her for not attending the Barroso speech. It would be better if she were here, he said.The State of the Union address, which recalls the US President's annual speech to the houses of Congress, is to be repeated every year. EU finance ministers to discuss bank-levy co-ordination

EUOBSERVER / BRUSSELS - A levy on banks across the bloc to produce funds to cover the costs of any future banking sector bail-out is set to be the lead topic when EU finance ministers meet in Brussels on Tuesday, aiming to ensure that never again should such economic disasters weigh so heavily on the public sector and taxpayers.
As a result of the 2008-2009 credit crunch, governments chose to bail-out teetering banks to the tune of 16.5 percent of EU GDP, effectively transferring private sector debt onto the back of governments. The current ongoing concerns markets have over the viability of European governments to pay their debts is largely a result of this transfer.In June this year, member states agreed that the imposition of a bank levy or tax on financial firms should be developed. But the detail of how such a levy would work has yet to be worked out, even as the three biggest EU states, France, Germany and the UK, are set to already move ahead with their own such taxes from the start of 2011. Sweden was the first EU state to introduce such a tax, in 2009.The European Commission for its part is worried that levies are being introduced haphazardly and will attempt to shepherd the bloc toward a co-ordinated solution.In our view, there is a need for a common framework, with some already introducing advanced plans for banking levies, said one commission official on Monday ahead of the meeting. There needs to be a properly co-ordinated framework.The official added: We have no desire to play referee [between the different approaches].At the heart of the issue is whether the funds raised would be gathered together in a common pot - in Brussels jargon, a resolution fund - or return to national coffers to be spent by governments to balance their accounts. The UK in particular favours the latter approach.There are also concerns that the current approach will result in double charging, with banks situated in two or more member states being hit twice or more by different national levies.Additionally, wide variations in the level of taxation could see financial institutions shopping around for the best deal amongst EU states.

The discussion will be a first exchange of views on the subject and the commission is still some way from any legislative proposal, expected to be put on the table in spring next year. The level or percentage of such a levy will only much later be discussed, according to officials.The second major item topping the ministers' agenda on Tuesday and still more controversial is the mutual oversight of each others' spending plans, the so-called European Semester, a six-month period where Brussels and EU finance ministers consider the budget outlines for the upcoming three years.Ministers on Tuesday are hoping to reach agreement on a revised Code of Conduct to make the semester fully operational by 2011. The semester's cycle would start early in the year, with the ministers, the Eurogroup - those states employing the euro currency, and premiers and presidents identifying the common economic challenges for the coming period and then guide each other into making the right spending decisions. The Council of Ministers and the commission will each provide an assessment and guidance to member states in June and July, aiming to complete the process in a window ahead of when most countries make their important budget decisions.

Will Jewish Businessmen Invest in Israel?

Efforts are always taking place to encourage more business investments in Israel.

One such effort was made last week by Rabbi Yoshiyahu Pinto, who held a closed meeting with 80 Jewish American businessmen in the city of Silistra, Bulgaria, Yediot Aharonot reported earlier this week. During the meeting, Rabbi Pinto asked the businessmen to invest $5 billion in the Israeli economy, with $2 billion in the coming year.Among the businessmen who met with Rabbi Pinto was entrepreneur Jay Schottenstein and one of the owners of the Victoria’s Secret women’s wear retailer.

The rabbi told the businessmen during the meeting: In such days of economic opportunities, we must remember that we, the sons of the Jewish people, must preserve the country, built it and ensure that its economic flourishes. It’s unfortunate that there are so many wealthy Jews in the world who don’t even consider the Israeli economy as an option.Rabbi Pinto is 37 years old and speaks only Hebrew. He comes from a centuries-old rabbinic family from Morocco, and has rabbinic connections on both sides of his family: On his father’s side he is the great-grandson of Rabbi Chaim Pinto, while on his mother's side, he is the grandson of Rabbi Yisrael Abuhatzeira, who is known as the Baba Sali.Rabbi Pinto, who lives and operates in Midtown New York City, is visited by many businessmen, both Israeli and Jewish-American, who consult with him on both business and personal matters. Some of the more well-known visitors he has received include Yitzhak Tshuva, talk-show host Donny Deutsch, real estate mogul Ofer Yardeni, and even former New York City Mayor Rudy Giuliani. He has also been visited by Israeli politicians such as Justice Minister Yaakov Neeman, MK Danny Naveh, and MK Danny Danon.Recently, it was reported that NBA star LeBron James of the Miami Heat consulted with Rabbi Pinto and even paid him a six-figure sum to sit in on a merchandising meeting.

Silistra, the city in which the meeting with the businessmen was held, is the place where renowned Jewish scholar Rabbi Eliezer Papo is buried. Rabbi Pinto visits the grave once a year, as part of an event similar to the pilgrimage to Uman, Ukraine, the gravesite of Rabbi Nachman of Bratzlav.Recently, it was reported that French businessmen Baron Edouard de Rothschild has decided to move to Israel. Rothschild will live part time in his Tel Aviv home while continuing to maintain his businesses in France. In July 2003, Rothschild was made head of Rothschild & Cie Banque, a Paris based bank. In Israeli politics, it has been the year of Im Tirtzu – the media-savvy Zionist students' movement that managed to create a true stir with a February campaign that exposed the New Israel Fund's dastardly doings before the Israeli public.The campaign targeted NIF chair Naomi Chazan and received high-profile news coverage. Im Tirtzu's research focused on the NIF's complicity in the Goldstone Report that attacked the IDF for its Cast Lead Gaza operation. The NIF came under fire in Israel and in Jewish communities worldwide. Used to being ignored by the leftist media and to waging losing battles, Zionist pundits were ecstatic at the new movement's successes.A few months later, Im Tirtzu was back with another report – this time about the overwhelming proportion of radical leftists in Ben Gurion University's Political Science Department. Again, the media was full of the story.In a Rosh HaShanah interview with Arutz Sheva, Ronen Shoval, 29, chairman of the movement, expressed his belief that the movement and others like it could be doing a lot more to save Israel if only Jewish donors begin to think differently. Donors, he said, are used to buying houses from Arabs in Judea and Samaria or eastern Jerusalem, and settling Jews in them. That is important, but they should also be thinking about shaping public consciousness.The question is, he explains, do facts on the ground create public consciousness, or is it the other way around? The Jewish approach he feels, is that the universe was created through words: that is to say, consciousness creates reality.Throughout the history of Zionism, these rival approaches competed with each other and complemented each other. Herzl believed in shaping consciousness and asked the world's powers for a charter to settle in the Land of Israel. The Hovevei Tzion movement, meanwhile, believed in buying another dunam [area of land,ed.] and another goat.

These two great streams collided in the summer of 2005, in the Disengagement. The settlement movement thought that it was creating facts on the ground in Gush Katif – but it turned out that without proper consciousness, one government decision was enough for all of the communities there to be destroyed. It won't help us to buy another house in eastern Jerusalem, and another one after that, if they decide to hand over eastern Jerusalem to the Arabs in the end.The other side understands this but the nationalists continue to think in terms of material, not spirit. That is why we lose touch with the nation of Israel. The nationalists invest in buildings, not books. Do we have one publishing house? One theater? The entire cultural world is controlled by one side. We used to comfort ourselves and say that the dogs bark but the caravan passes,but this no longer works. If we do not wake up – the entire Zionist venture is in danger.We must invest in thinkers, in culture – and not just in yet another outpost and another useless caravan. What is it good for? If the public consciousness is not there, it will be seen as an illegal outpost and torn down. But if the public consciousness is primed, it will be seen as part of the Zionist settlement ethos and a great mitzvah.

A7: Why doesn't the nationalist side have a fund like the NIF?

RS: It is easier to destroy than to build.

A7: What happened to the Knesset subcommittees that were supposed to look into the New Israel Fund after your campaign?

RS: There are several bills that are being prepared. There is a lot of work to be done. The Knesset members tend to work on things that are on the public agenda – otherwise they need to be pressured.

A7: Do you think someone is trying to stonewall you?

RS: I hope and tend to believe that the Knesset members understand the national importance of this matter and are working at full tilt in order to remove the radical anti-Zionist threat facing us.

A7: How does the NIF achieve such control over the Israeli media?

RS: They support the Agenda Center for media, which pumps out the correct positions to journalists. They find jobs for journalists and provide training for them. That is how the PC mechanism is created. In addition, social and legal organizations place issues on the public agenda.As a result of all this, Israel is much less pluralistic than the US. The Americans have both Fox and CNN, they have the Washington Post and the New York Times: the media airs about 80% of the spectrum of public opinion on various subjects. The remaining 20% are considered extreme and illegitimate. In Israel, the media mechanism makes sure that only 20%-30% of the public's views are heard – and everything else is branded as illegitimate. They determine the consensus. The silencing is much more radical.

A7: Some leftist bloggers claimed that all your activists are men, and that women dislike your movement. Is this true?

RS: Not every stupid claim deserves a response. There are many women in Im Tirtzu.

VILLAHERMOSA, Mexico – Weeks of torrential rains have unleashed flooding in huge swaths of southern Mexico, forcing tens of thousands of people from their homes.Tens of thousands more are sleeping on their roofs, refusing to abandon their possessions even as the rivers around them rise rapidly.Authorities on Tuesday started releasing 2,000 cubic meters (71,000 cubic feet) of water per second from four damns in the region that have reached capacity. That caused several rivers to overflow.Hipolito Hernandez swiftly hauled many of his belongings onto his roof as the Rio Carrizal jumped its banks and flooded dozens of home in the farming community of Sauces in the Gulf coast state of Tabasco.Hernandez, 38, gave some of his possessions to relatives who went to shelters but he stayed put. In 2007, he lost everything when he left his home during flooding that left 1 million homes underwater and killed 33 people.We are waiting to see what happens, we can still withstand this flood, Hernandez said.The flooding has affected all four southernmost Mexican states: Tabasco, Veracruz, Chiapas and Oaxaca. People in the region are accustomed to severe flooding every year, and the government often struggles to persuade residents to leave dangerous zones.In Tabasco, the homes of more than 124,000 people have been severely flooded. More than 187,000 hectares of crops belonging to 20,000 people have been lost.

But only 2,000 people in the state are in shelters.They are refusing to leave their homes and they don't want to go to shelters because they have a culture of living with water, Tabasco Gov. Andres Granier said during a meeting with President Felipe Calderon, who flew over the affected areas Tuesday and walked through some flooded towns.Granier warned Calderon the situation could become even worse than in 2007 as record rainfall is expected.What worries me is that the worst is yet to come for Tabasco, Granier said. The state and these people cannot keep suffering these problems each year, or live in permanent uncertainty.Already, authorities said the region has received twice the amount of rainfall that normally falls during the season, which does not officially end until November.The government has built relief ditches and other infrastructure in the past years to ease the annual flooding in southern Mexico. Calderon acknowledged more needs to be done, but said the flooding would be much worse this year without the government's advances.He pointed to emergency levees made of concrete and dirt erected on the banks of the Grijalva, which has swelled rapidly and threatens to flood the state capital, Villahermosa. A few outlying neighborhoods were severely flooded, however.In neighboring Veracruz state, flooding has forced 200,000 people from their homes over the past weeks, although some have started returning.They evacuated us when the water was up to our waists, but the water had already broke all the doors of our house, said Angelica Martinez Galindo, the mother of a 3-year-old girl who had to flee Tlacotalpan, a colonial town in Veracruz state that UNESCO named a World Heritage site.She said at least 20 men stayed behind in her neighborhood to try to salvage possessions. Clara Luz Montalvo said she resisted leaving her home in El Juchil because her 82-year-old mother didn't want to move. When they finally were forced to flee, they were nearly swept away by floodwaters and had to be rescued by marines on a boat. It was a very serious situation. My mother can hardly walk and I have a sister who is disabled. I don't know what I would have done if it hadn't been for the government, the marines, said Montalvo, waiting her turn at a food line at a shelter in Veracruz city.

A common link among fire, floods, food riots: extreme weather

Deadly riots in the streets of Mozambique over sharply higher food prices have left 13 dead. Anger is growing in Egypt and Serbia as well. Panicked Russian shoppers have cleared the shelves of staple grains. And the devastating floods that have left as many as 10 million Pakistanis homeless are also raising concerns about the country's ability to feed itself.A series of isolated disasters? Not at all. The common thread: extreme weather, which is putting pressure on food supplies around the globe.

What's going on?

For most of the summer, Russia was in the grip of an unprecedented heat wave. Fires darkened the skies of Moscow with thick smoke, and the Russian wheat crop withered and burned. Fully a third of the usual Russian harvest of buckwheat -- one of the country's most commonly used grains -- was lost. That has led to shortages of wheat at home in Russia -- and an export ban on Russian wheat.The export cutback has in turn driven up food prices in countries like Mozambique and Egypt, which depend on food imports, sparking anger and riots.Meanwhile, the same weather pattern of high pressure that brought searing heat to Russia diverted moisture in the atmosphere toward Pakistan, causing torrential rains and devastating flooding.

Who is affected?

Mostly, just those people in countries now facing shortages and price spikes. There's no overall shortage of food. The United Nations' Food and Agriculture Organization says that 2010 brought the third-largest harvest of grains on record, leaving global food stocks high.But the shortfall in Russian wheat did push up grain prices. As a result, the government of Mozambique raised the official price of bread by 20%. That touched off the riots, forcing the government to backtrack.In hard-hit Pakistan, prices of food have risen 15%.

The Food and Agriculture Organization acknowledges that higher prices are causing hardships. But it adds that the situation now is far less dire than it was in 2007-08, when the soaring price of energy caused an even bigger spike in food prices.

Will the United States be affected?

In the short term, there are few concerns outside countries hit by natural disasters or higher prices. Even Russians aren't facing actual shortages of food, just limited supplies of one of their favorite staples -- buckwheat.In fact, the problems have been a boon for American farmers. Exports of farm products nearly hit record levels in 2010, thanks to bountiful harvests and higher prices for wheat, corn, cotton and other crops.

How worried should we be?

Nevertheless, the long-term threat -- the potential impact of climate change on agriculture throughout the globe -- is major. Until recently, scientists were careful to say that any single natural disastrous climate event, such as the Russian drought or Hurricane Katrina, could not be attributed to global warming. No longer. The issue isn't whether these events are natural or caused by climate change, former Energy Department official Joseph J. Romm told Yahoo! News. It's both. You can't separate the two.For instance, a study by Kevin Trenberth -- head of climate analysis at the National Center for Atmospheric Research in Boulder, Colo. -- has shown that Hurricane Katrina dumped more rain on the Gulf Coast than would have happened without climate change. What we can say is that certain events would have been extremely unlikely to have occurred without global warming, and that includes the Russian heat wave and wildfires, and Pakistan, Chinese and Indian floods, Trenberth told Yahoo! News. Even the Russians have become believers in the threat. The Russian government used to doubt the existence of climate change, or argue that it might be beneficial for Russia to get a bit warmer. Now, suggests Romm, they've realized that global warming won't bring a gradual and relatively benign increase in temperatures. Instead, as scientists' climate models have long predicted, the effect will be to intensify extreme events. As Russian President Dmitri A. Medvedev told the Russian Security Council this month: Everyone is talking about climate change now. Unfortunately, what is happening now in our central regions is evidence of this global climate change, because we have never in our history faced such weather conditions in the past.

How critical could the situation get?

If you think the Russian heat wave or Pakistan floods are bad, wait until the Earth's temperature rises a few more degrees, as scientists' models also predict. We ain't seen nothing yet, warns Romm. I think we can't even imagine future events. So agriculture -- and the world's ability to feed itself -- face huge challenges. We are getting to a point where we are getting more water, more rainy days, but it's more variable, so it leads to droughts and it leads to floods, Sunita Narain, the head of the Center for Science and Environment in India, told AFP during a world conference on water, being held through Saturday in Sweden.That is leading to huge amounts of stress on agriculture and livelihoods.

What can be done to ease the problems?

When it comes to short-term problems -- shortages and high prices -- the key is to ensure that global food stocks get to the countries that most need them, agricultural experts say. The long-term problem is far more complicated. The only real solution, many scientists believe, is to tackle global warming at its root, by reducing emissions from fossil fuels or by stepping up efforts to take carbon dioxide and other greenhouse gases out of the atmosphere. RAYMONDVILLE, Texas – Tropical Storm Hermine gave a wet and windy punch to Texas on Tuesday before weakening into a tropical depression, leaving only minor scrapes in the storm-weary Rio Grande Valley, which is proving resilient this hurricane season after taking a third tropical system on the chin.Hermine lost steam after crossing into Texas with tropical storm strength. A peeled-back motel roof in the coastal farming town of Raymondville and scattered power outages were about the worst leftover from the gusty, drenching storm that came and went quickly after creeping up on Texas and Mexico in the warm Gulf waters over the long holiday weekend.I think we're lucky. It could've been worse, said Art Nelson, sizing up the hulking aluminum shed that collapsed on a farming plow at his John Deere store in Raymondville.Mexico didn't get off as easy. Hermine knocked out power for several hours in Matamoros and damaged about 20 homes, whose inhabitants were among 3,500 people who evacuated to shelters.About 1,000 families were still in shelters Tuesday morning. Authorities in Mexico said there were no reports of serious injuries or death, which was welcome news after 12 people in Mexico died in flooding caused by Hurricane Alex earlier this summer.Texas also had no reports of serious injuries, and evacuations orders weren't necessary even in the most low-lying regions. The U.S. National Hurricane Center in Miami said Tuesday night that the storm had weakened to a tropical depression that was still bringing heavy rain to central Texas.

It was another sigh of relief for the flood-prone Rio Grande Valley, which got lashed by Alex at the start of the summer and soaked by another tropical system in July.So damp is the area that only last week did Hidalgo County finally put away its last water-pumping machine. But much of the 5 inches to a foot of rain from Hermine fell harmlessly in the Gulf, and flooding was limited to only minor nuisances.The storm made landfall early Tuesday in northeastern Mexico with winds of up to 65 mph (100 kph), arriving near the same spot as Alex. By Tuesday night, maximum winds speeds had decreased to about 35 mph (55 kph).But Hermine was expected to cover more of the U.S. than Alex, which swiped Texas in June as a Category 1 storm before plunging southwest and breaking up over Mexico.Forecasters expect Hermine's remnants to spread as far north as Oklahoma and Kansas. Flash flood advisories remained in effect for counties in its path.This is going to be much more of a memorable storm than Alex, National Weather Service meteorologist Joseph Tomaselli said.The Coast Guard said it received multiple reports of vessels in distress late Monday and early Tuesday. Monday evening's incoming tide freed a fishing boat that had run aground in the Brownsville Ship Channel near Port Isabel, but Coast Guard crews and other officials had to rescue 17 crew members and a dog from three other fishing vessels that got stuck near the South Padre Island beach. All were treated for minor injuries, the Coast Guard said Tuesday.In Mexico, authorities had released water from some dams to make room for rain. It added more anxiety in the northeast cattle-ranching region where residents already live under the fear of a bloody turf war between drug cartels. Hermine struck around the same area where 72 migrants were killed two weeks ago in what is believed to be the country's worst drug gang massacre to date.

By Tuesday afternoon, lights were gradually turning back on for about 50,000 people who lost power. Practically all of Raymondville had been in the dark after Hermine blew out signs, snapped utility poles and skinned the roof of the Best Rest Inn motel.Melodie Tamyl and Roy Tamez were in their second-story room when their ceiling began bowing up and down. They opened the door just in time to watch the wood awning flip violently backward.I told (Melodie) that we've got to get out of here right now, said Tamez, 52. The whole roof is about to go.The couple returned Tuesday to find half the roof over their room gone and their bedding soaked and soiled with ceiling tile and mud. They picked through soggy clothes and food, salvaging what they could. Hermine made landfall barely a day after becoming a tropical storm. That left many south Texas residents with little notice, but also gave the storm little time to build up steam.
