World Religious Leaders Press G8 Nations on MDGs

Ahead of the G8 meeting in Canada this weekend, religious leaders from diverse faiths and countries issued a statement on Wednesday calling for the fulfillment of the U.N.’s Millennium Development Goals.Some 80 senior leaders representing nine different faiths – Christian, Aboriginal, Bahai, Hindu, Jewish, Muslim, Shinto, and Sikh – and hailing from more than 20 countries urged political leaders to fulfill the MDGs.They pointed out that the MDGs will approach the two-thirds deadline this September.The MDGs are eight social development and poverty alleviation goals that governments worldwide have committed to fulfill by 2015. They include eradicating extreme poverty and hunger, achieving universal primary education, combating HIV/AIDS and other diseases, and reducing child mortality.Military power and economic dominance are the basis for inclusion in a G8 and G20 global leaders’ summit, the statement by faith leaders reads.The voices of the other 172 members of the United Nations are absent.In our faith traditions, we strive to listen to the weak and the vulnerable,it continues.Their voices must be included in decisions that affect them and all of us.The religious leaders, which include the Rev. Jim Wallis, founder of Sojourners and the Rev. US overhaul could push some trading overseas By ALAN CLENDENNING, AP Business Writer - JUNE 25,10

MADRID – Will the U.S. financial overhaul push big firms to transfer business to Europe? Some say no: Europe is also working on efforts to tighten up on risk-taking, though Asia and non-EU member Switzerland still remain more loosely regulated.Now that the bill aimed at cracking down on the abuses that caused the 2008 financial crisis has been agreed on by U.S. House and Senate negotiators, analysts are scrambling to calculate whether the new changes for regulatory regimes will disfavor lucrative activities and create an incentive to move trading desks.At first glance, one potential competitor — the 16-country eurozone — could be seen as a less likely destination for anyone wanting to shift operations, because governments are already pledging to crack down on risk-taking bankers in the hopes of warding off more expensive bailouts. A European plan for new regulation could be in place in a month, with approval perhaps a year away.The new government in Britain, with its City of London financial district, is also moving to levy a new tax on the assets of the biggest banks, and the outgoing government imposed a one-off, 50 percent tax on outsized, unpopular bank bonuses.So a more likely departure destination could be Asia, the thinking goes — although many officials, banks and analysts said they hadn't had a chance to read and parse the bill. Lawmakers hope the House and Senate will approve the compromise legislation by July 4.The possibility is pretty good they will move some of their operations outside of the United States, but it's obvious they probably won't move to London or Frankfurt. Singapore, Shanghai, Hong Kong, Tokyo and Zurich are the best bets," Richard Bove senior vice president of equity research at Rochdale Securities in Stamford, Connecticut.

It's gonna cost them money, but they will find ways to move around the rules.Asia comes in strong as a destination for transferring financial trading operations because of a looser regulatory environment and business friendly reputation, some analysts said. Also, many international finance companies already systems have Asian divisions already set up that can be expanded, and the technology is generally first-rate.Meanwhile, Switzerland has a long banking history while it isn't a part of the European Union and isn't expected to join.If I was running one of the big banks, I would be saying: How does this affect my trading business, and where can I move that business so I can continue to operate? said Stephen Matlin, managing director of the Matlin Associates investment banking firm in Madrid.A lot of lawyers will be racking up a lot of hours on how to do this. They have been while the bill was being formed, and now they are on overdrive.Big European banks with U.S. operations like Deutsche Bank, Germany's biggest lender, said it's still too early to comment on the U.S. bill. We're currently evaluating it, said spokesman Roland Weichert. Several European finance ministries took the same no comment stance, but a spokesman for British Prime Minister David Cameron said he welcomed news of agreement on the U.S. bill.Like the U.S., the U.K. is taking serious steps to reform the content and system of our domestic regulation to ensure the future resilience of the financial sector, said the spokesman, who spoke on condition of anonymity as the matter had not yet been formally discussed.Obama presented the reforms to world leaders meeting in Huntsville, Ontario, said a European official present at the talks who requested anonymity. For Europeans, the U.S. is going in the right direction, he said, while adding that the details have not yet been studied.

Investors had been concerned that the financial regulation bill would curtail bank profits by limiting financial companies' ability to trade in derivatives — complex securities that derive their value from other assets such as stocks, bonds or foreign currencies and which investors often use to hedge against losses.Some derivatives are purely speculative investments, and some types of derivatives have been blamed for contributing heavily to the large losses suffered by banks and other companies during the 2008 financial crisis.The bill provides for derivatives trading to be regulated, but the harshest provisions related to the investments were not included.However, European regulators are expected to propose even harsher regulations for derivatives trading, and may see the watered down U.S. bill as not having gone far enough, analysts said. European banks are unlikely to make any strategic decisions now because they don't have enough information about the details that the European regulation might involve, said Stephen Lewis of London's Monument Securities. We don't know the final form of the EU legislation yet,he said. European banks probably have an advantage over their U.S. counterparts because they can redirect business currently booked in the USA to other financial centers, Lewis added.And some analysts predict an eventual European overhaul might come in piecemeal form, nation by nation.The U.S. overhaul seems to be taking the lead. In Europe, there are not so many restrictions on what banks can do, said Paul Ashworth, senior U.S. economist at Capital Economics in London.Europe is not pushing for it quite as much. And if it does get done, it's going to be done country by country.

But banking institutions have come to the conclusion that it is only prudent management to shift some of what you are doing outside the United states, Bove said.

Maybe you have to trade some commodities in Chicago, but there's a lot of things you don't have to trade there,he said. Dodd-Frank Bill's Volcker Rule a Win for Big Banks

Late last night, a revised version of the Volcker rule was passed by Congress' conference committee. It was watered down significantly from its original conception, championed by former Federal Reserve Chairman Paul Volcker. It allows banks to invest up to 3% of their tier 1 capital in private equity and hedge funds, but they cannot own more than a 3% ownership stake in any private equity group or hedge fund. The 3% capital threshold is a big enough loophole that most big banks won't have to curb their proprietary trading much, if at all. Moreover, the 3% ownership limit might even make banks riskier.

3% of Tier 1 Capital

How much is 3% of tier 1 capital? Here's a chart showing Tier 1 and 3% of that for five major banks: As you can see, the big banks can still do an awful lot of proprietary trading. According to a report from CNBC earlier this week, the 3% limit will likely only significantly affect Goldman Sachs, which generates around 10% of its revenue from proprietary trading. The other banks' magnitude of proprietary trading will be largely unaffected. This could result in Goldman shedding its bank holding company charter, so to avoid the Volcker rule altogether. The initial version of this draft would have used tangible common equity (TCE), instead of tier 1capital. Rep. Kanjorski (D-PA) objected to the change, noting that banks have a great deal more tier 1 capital than TCE, so this revision allows a lot more prop trading. His amendment to revert back the language accordingly was rejected, however.

3% Investment Share Limit

The other aspect of the rule would forbid banks from investing more than 3% in any private equity investment or hedge fund. This will likely cause banks to have to reduce their interests in some of their holdings, but ultimately it may work to their advantage. John Carney of CNBC explains why: The new limit will now give the banks an excuse to reduce the amount of capital they commit to a hedge fund, which was mostly done to convince clients that the banks had skin in the game. In fact, banks were being forced to commit more and more money to the funds to compete against other funds.By creating a ceiling of 3% in any single fund, the Volcker rule will now allow banks to say they have fully committed the legal maximum amount of capital to the fund. Customers will not be able to demand a larger commitment. The arms race stops at a stake of just 3%.Another source in the industry I spoke with noted another reason why the 3% requirement could make bank balance sheets even riskier for a different reason. Now banks will do more trading in-house, instead of bothering to establish private equity groups or hedge funds that would be open to outside investors. Their risk could be less diversified and more concentrated.

Conflict-of-Interest

In response to the Goldman-SEC case, this provision also included a section that would forbid banks originating asset-backed securities from participating in a transaction that could be a conflict-of-interest in regard to any such bond it issues for one year. For example, it can't sell an investor a MBS and then short it. While this might sound fine to anyone outside of Wall Street, the basic concept is somewhat incomprehensible. If a bank owns a pool of assets, say mortgages, the MBS it creates would essentially amount to selling those mortgages to investors. In other words, the bank implicitly takes a short position by selling its mortgages, while the investor takes a long position by purchasing them.In a less basic case, if a bank's preparing a synthetic collateralized debt obligation, then it must find two parties, one to take the long side, and another to take the short one. Now it can't participate in both sides of the transaction, however, since one would be deemed as a conflict-of-interest. It can't make markets. There may be ways around this, if two banks are involved in one transaction, but it makes the process much more cumbersome, if even possible.

No International Coordination

During conference, Republicans attempted to pass an amendment which would have required more international coordination before these new rules were adopted by U.S. banks. In particular, it would have required a majority of the G-20 nations go along before the rules take effect. Although some countries have indicated that they're open to Volcker rules of their own, there have been no firm commitments. Democrats rejected the amendment, seemingly unworried that American competitiveness could be threatened if other nations don't develop similar regulatory schemes. It's hard to see how this conception of the Volcker rule does much of anything for financial stability, assuming you believe that a well-constructed Volcker rule would have. Banks can continue to engage in prop trading at approximately the same magnitude as they have in the past. But now, they may be even riskier with less skin in the game and/or more in-house trading.

NEW YORK – The financial overhaul is about more than exotic derivatives and complex risk assessments. It will change how you interact with the financial system every day, from swiping your debit card at the store to applying for a mortgage.That includes new rules governing how we bank, borrow and invest, plus the creation of a new regulator to make sure financial transactions like signing up for a credit card are safer and easier to understand.The legislation does not go as far as some would have liked. Auto dealers, who make most car loans, won't face oversight by the new consumer bureau. Nor will banks with less than $10 billion in assets, even though they serve most communities in this country.

Here's a piece-by-piece guide to the new rules.

CONSUMER PROTECTION

A new Consumer Financial Protection Bureau, to be housed in the Federal Reserve but run independently, will have the power to write consumer protection rules for banks and other financial institutions, like mortgage lenders.It will also examine and enforce regulations already in place at mortgage lenders and banks that hold more than $10 billion in assets.The bureau will have the power to ban financial products that it considers unsafe. It could also outlaw anything that might be confusing to consumers, like the fine print on credit cards or mortgages.In theory, it could also block credit-card companies from charging especially high interest rates. The idea is to bring consumer regulation under one roof, rather than spreading it out among seven different agencies.It's hard to be an expert on economics and consumer protection at the same time, says Jeffrey Sovern, a law professor at St. John's University and an expert on consumer law.Still, the new bureau will cover only half the bank branches in the nation because of the $10 billion asset requirement, according to data from the National Community Reinvestment Coalition, a Washington-based consumer group.It also may not be as independent as it seems. If federal banking regulators object to new consumer protection rules, they can appeal to a newly created council made up in part of their fellow banking regulators.

CREDIT AND DEBIT CARDS

Say you walk into a gas station and pick up some soda, candy and gum. The total is $11, but there's a sign at the register saying you can only pay by credit card if the purchase is $20 or more.Under the new legislation, the minimum can be no more than $10, and only the Federal Reserve can raise it.The Federal Reserve will also have the power to limit the fees that card issuers can collect on debit-card transactions. But the rule applies only to big banks, not to credit-card issuers such as Visa and MasterCard. Right now, banks usually charge stores 1 to 2 percent for each swipe — fees that added up to nearly $20 billion last year. Stores and restaurants say lower fees would allow them to cut prices, and to hire more people.

But even if prices do fall at the store, banks might raise fees and rates for their customers. They could also scale back "reward" cards or free checking to make up for the money they're not collecting from stores and restaurants.

CREDIT SCORES

Right now, it can be maddeningly difficult to figure out your credit score. While you're entitled to one free credit report a year from each of the three credit reporting agencies under federal law, you almost always have to pay to see your actual score. Under the overhaul rules, any lender that turns down a borrower — whether it's for a mortgage, a department store credit card or an auto loan — because of his or her credit score has to tell the borrower what that score is, and for free.

MORTGAGES

Remember all those risky mortgages that borrowers got without ever showing proof of income? The ones that blew up and set off the housing crisis? Under the new rules, lenders will have to verify a borrower's income, credit history and employment status. On top of that, banks will have to hold on to at least 5 percent of the loans they make instead of selling them to investors. The idea is that they'll take fewer risks when they have skin in the game and aren't slicing, dicing and selling all their loans. They don't care about whether they make bad loans if the risk isn't theirs,says Dean Baker, co-director of the Center for Economic Policy and Research, a liberal Washington think-tank.Now they might have to.Of course, if the banks are scaling back their risks, that means it could be harder for you to get a mortgage.

INVESTOR PROTECTION

Regulators will have the authority to require all financial advisers to act in their clients' best interest. Practically speaking, this means disclosing fees, any disciplinary actions and potential conflicts of interest, such as commissions. Until now, not all brokers who sell stocks, bonds, annuities and other investments have to make such disclosures. They could steer you into mutual funds or college savings plans that pad their firms' profits or their own commissions, and you might never know. The Securities and Exchange Commission will study the issue for six months to determine whether average investors are sufficiently protected by the rules already in place or whether something stronger is called for.So the SEC could still decide not to act at all, meaning investors would still be stuck with a system in which their advisers can put their own financial interests, not the clients', first.

The EU Reform Treaty: Foundation for the Future

The innovations of the Reform Treaty include greater rights for the European Parliament, the Citizens’ Initiative and a strengthening of the common foreign policy

The future of Europe began on 13 December 2007, the day on which the heads of state and government and the foreign ministers of the European Union (EU) signed the EU Reform Treaty in the Portuguese capital Lisbon. This also represented a success for German foreign policy: during the German EU Presidency in the first half of 2007 the Federal Government had managed to get the deadlocked negotiation process rolling again and thereby lay the foundation for Europe’s future. The document aims to guarantee the community’s ability to act on the basis of fundamental European values. All the member states still have to ratify the treaty so that it can enter into force as planned on 1 January 2009. In concrete terms, what benefits does the new EU treaty bring the citizens of Europe?

More Democracy
The first answer is simple. The community’s citizens have, for example, gained recourse to the instrument of the Citizens’ Initiative. With at least one million signatures, they can petition the European Commission to present legislative proposals. The Commission, however, does not have any obligation to do so. Nonetheless, the provision is a citizen-friendly instrument that many member countries do not have in their own constitutions. In everyday life, however, the extended powers of the European Parliament (EP), which is directly elected by the citizens of the EU, will have greater weight. As a rule, the Parliament will participate in decision-making in all policy areas and therefore attain equality with the Council (of national governments). The budgetary powers of the citizens’ representatives in the European Parliament are also being extended, and the so-called obligatory expenditure on agricultural policy, which still accounts for a good 40% of the budget, can no longer be exempted from their decisions. As a result, the representatives will finally have direct control of the people’s tax money.
More importantly and even more spectacularly, in future the President will be elected in a process linked to the results of the European elections – and no longer merely confirmed in office following appointment by national governments. That will perhaps enable a Europe-wide election campaign with presidential candidates in the 2009 European elections. If the national governments play along and take this opportunity, this election could become the first really exciting European ballot.
Citizens’ influence through parliament is also being reinforced in another area: in future, the national houses are to contribute actively to the smooth functioning of the Union. They now have eight weeks in which to investigate whether proposals from Brussels infringe on their rights of sovereignty or subsidiarity. This may appear rather complicated to the layperson, but the decisive thing is that members of national parliaments will no longer really be able to argue that everything was decided by people in Brussels: Europe will become a subject of national politics more than ever before. Responsibility for participation in European legislative processes will no longer only lie with the national government, but also with every individual MP. That is part of the EU Reform Treaty that will shortly be approved, for example, by members of the German Bundestag. With their vote, they will be making a commitment for the future.

Greater Transparency
New rules also apply for the Council, the forum of 27 member states and their governments. In future, it will be able to make decisions on the basis of a qualified majority in 181 EU policy areas (previously 137). New areas include police and justice cooperation or common transport policy. As a result, this body, which has undisputed democratic legitimation through national elections, will make decisions on the basis of normal parliamentary rules. The days of the veto are therefore numbered, and an individual country can no longer dictate the path taken by the majority. Decisions will thus become clearer and more understandable, which will not only increase the power of the Union, but also of citizens. Furthermore, when it comes to the legislative process, the Council will have to meet in public. The links to a true second chamber have thus been created, although the treaty is silent on the matter.

New Foundations
The opinion polls have been saying it for years: European citizens expect the Union to make a strong appearance on the world stage. The treaty does justice to this demand. In future, a High Representative will speak on behalf of the Union, and because he or she is also Vice-President of the Commission, he or she will also be able to command a powerful administrative apparatus, particularly as a new European External Action Service will be created.The Union will also become visible to a broader public through the creation of a President, who will head the European Council, the summit of heads of state and government that currently meets at least four times a year. He or she will be selected for two-and-a-half years, reelection is possible only once, and holding national office will be prohibited. How much scope the President will have and how powerful the office will be will depend on the identity and standing of the President.Finally, hidden away in a small passage of this complex contractual labyrinth lies one attractive improvement for EU citizens. For the first time, provision has been made for the possibility not only of accession to, but also of secession from the European Union. What does that mean for EU citizens? A great deal. After all, a withdrawal of this kind is only conceivable as a final step following deep dissatisfaction with the EU, for example, in the wake of hefty political debate within one member state. The Union should not fear such a debate, because it would be far better for internal harmony if a notorious malcontent were to go rather than stay and hinder the development of the remaining members. BP says relief well is on target as stock tumbles

NEW ORLEANS – BP's effort to drill a relief well through 2 1/2 miles of rock to stop the Gulf spill is on target for completion by mid-August, the oil giant said Friday. But BP's stock tumbled anyway over the mounting costs of the disaster and the company's inability to plug the leak sooner.The first tropical depression of the Atlantic season formed in the Caribbean, raising concerns about what might happen to efforts to contain the oil if bad weather forces BP to abandon them. It's still too early to tell exactly where the storm might go and how it might affect oil on and below the surface of the Gulf.The relief well is considered the best hope of halting the crude that has been gushing since April 20 in the biggest offshore oil spill in U.S. history.The crew that has been drilling the relief well since early May ran a test to confirm it is on the right path, using a tool that detects the magnetic field around the casing of the original, blown-out well.The layman's translation is, We are where we thought we were, said BP spokesman Bill Salvin.Several such tests are necessary, since drilling sideways into the original well casing requires boring through more than 13,000 feet of rock to hit a target 9 inches in diameter, or about the size of a dinner plate.Once the new well intersects the ruptured one, BP plans to pump heavy drilling mud in to stop the oil flow and plug it with cement.Despite the encouraging news, BP stock tumbled 6 percent in New York on Friday to a 14-year low on news that BP has now spent $2.35 billion dealing with the disaster.

BP has lost more than $100 billion in market value since its deep-water drilling platform blew up, and its stock is worth less than half the $60 or so it was selling for on the day of the explosion.Meanwhile, forecasters and the oil company kept an eye on the tropical depression with winds up to 35 mph churning in the Atlantic. Forecasters predicted it would strengthen into a tropical storm and reach Mexico's Yucatan Peninsula by Saturday night.Michael Brennan, a hurricane specialist at the National Hurricane Center in Miami, said it's too early to tell if the storm will affect the northeastern part of the Gulf, where the spill is.Most models show it traveling over the Yucatan Peninsula this weekend and heading back into the southern part of the Gulf by Monday. After that, some models have it heading toward the spill while others do not.The effort to capture the oil gushing from the sea bottom could be interrupted for up to two weeks if a storm forces BP to move its equipment out of harm's way, said Coast Guard Adm. Thad Allen, the government's point man on the crisis.

- A financial disclosure report released Friday shows that the Louisiana judge who struck down the Obama administration's six-month ban on deep-water drilling in the Gulf has sold many of his energy investments. U.S. District Judge Martin Feldman still owns eight energy-related investments, including stock in Exxon Mobil Corp. Among the assets he sold was stock in Transocean, which owned the rig that exploded. The Justice Department asked a federal appeals court Friday to delay Feldman's ruling to preserve the status quo during the government's appeal.

- Labor Secretary Hilda Solis slammed BP — along with Massey Energy, owner of the West Virginia coal mine where 29 workers died in an explosion in April — saying they need better safety measures. We are not saying go out of business, she said. Do your job better. Make an investment in your employees. We want you to make a profit, but not at the expense of killing your employees.

- Vice President Joe Biden will head to the Gulf on Tuesday to visit a command center in New Orleans and the oil-fouled Florida Panhandle.

- The IRS said payments for lost wages from BP's $20 billion victims compensation fund are taxable just like regular income. Payments for physical injuries or property loss are generally tax-free.

BP is drilling two relief wells, in case the first one misses its mark. The first one, started May 2, reached a depth of 16,275 feet Wednesday — including about 5,000 feet of water — before workers paused for the test. Although the relief well is only 200 feet laterally from the original well, the crew still has to drill about 2,000 feet deeper before it can intercept the original well, according to Salvin. The second relief well, started on May 16, has reached a depth of 10,500 feet. The biggest oil spill ever in the Gulf of Mexico — an undersea gusher in Mexico that started in the summer of 1979 and leaked 140 million gallons — was eventually stopped with two relief wells. By some estimates, the BP spill could eclipse that disaster in a week or two; the spill has been put at somewhere between 69 million and 132 million gallons. BP would need about five days to secure or move all its equipment to safety from an approaching storm but is working to shorten that to two days, Salvin said. The equipment includes ships that are processing the oil sucked up by the containment cap on the well and the rigs drilling the two relief wells.

BP is capturing anywhere from 840,000 to 1.2 million gallons of oil a day. Worst-case government estimates say 2.5 million gallons a day are leaking from the well, though no one really knows for sure. Accuweather's Chief Hurricane Meteorologist Joe Bastardi predicts a total of 16-18 storms this hurricane season that begins June 1 and ends Nov. 30. To put that in perspective, only eight years in the 160 years of records have had 16 or more storms in a season.

The back-to-back blood-red total lunar eclipses on the first day of Passover and Sukkoth in 2014 and 2015 is very significant. Three previous sets of back-to-back blood-red lunar eclipses occurred right after/or at the time of a very trying times for Jews — with the last two being at the time of two major wars in Israel.
The blood-red moons occurred on the first day of Passover and Sukkoth in the two years after the end of the Spanish Inquisition in 1492 (1493-1494), the two years after Israel's War of Independence in 1948 (1949-1950), and the same year and the year after the Six-Day War in 1967 (1967-1968).

The Significance of the Time Frame

The peace talks in Israel are moving into a very serious stage; there is an increasing chance that a Psalm 83 war, a major conflict with Hezbollah and Hamas, could be near — which could lead to their demise and the possible fulfillment of Isaiah 17:1 pertaining to the destruction of Damascus.

The battle is intensifying over the city of Jerusalem; the relations of Russia, Iran, Syria, and Turkey are becoming more problematic; there is a rapid movement towards biometric IDs; and the world is quickly moving towards one-world financial, political and religious order and rapid moral decline.

Eric has shared with us in our recent news reports the converging of major earth cycles pertaining to the Kingdom of Jerusalem; Jerusalem wars; and April cycles pertaining to Israel and the U.S.

He has said there is a new swarm of significant — and potentially catastrophic — volcanic eruptions expected from 2012-2014 with precursor eruptions expected in 2010 and 2011.

He said that while much of current, global economic attention has been focused on the so-called PIIGS (Portugal, Ireland, Italy, Greece and Spain), the following discussion focuses on a global eruptive group of PIIGS (Pacific, Italy, Iceland, Greece and South America) that are at the highest (cyclic) risk of major volcanic activity.

Similar to the earthquake swarm cycles that have been detailed the past several years (and which portended major events in 2010/2011, including expectations for South American/Chilean earthquakes in the February/May/August/November 90-day-period time frames), the volcanic swarm cycle is also linked to the sun’s 11-year sunspot cycle that just bottomed in 2009 and is increasing now.

However, it is the 22-year sunspot cycle (every other sunspot cycle when the sun's polarity returns to where it was two cycles previously) that has been the most consistent and which augers major volcanic eruptions in Europe (northern and southern borders), South America (Chile, in particular) and the Pacific. However, the United States also plays into this analysis in the coming years.

President Barack Obama is poised to increase the U.S. debt to a level that exceeds the value of the nation’s annual economic output, a step toward what Bill Gross of Pimco called a debt super cycle.U.S. Federal deficit just passed $13 trillion.

Obama's federal deficits in the $1.5 trillion annual range with continued decrease in tax revenue to service the debt, Social Security and Medicare: The Wall Street Journal's Jerry Seib writes that the federal budget deficit has become so large, it's time to consider it a natural security threat.

U.S. Commercial real-estate loans are the second-largest loan type after home mortgages. Banks hold more than half of the $3.4 trillion in outstanding commercial real-estate debt. Deutsche Bank AG has projected those commercial-real-estate losses for banks could end up being as high as $300 billion. (Oct. 15, 2009 – The Wall Street Journal)

The percentage of U.S. homeowners who owe more than their house is worth will nearly double to 48 percent in 2011 from 26 percent at the end of March, portending another blow to the housing market, Deutsche Bank said on Wednesday, Aug. 5, 2009.

In fiscal 2011 and 2012, the U.S. states are expected to face another combined budget deficit of $260 billion, with the 2011 shortfall in places such as New Jersey, Illinois, Nevada and Arizona projected to be more than 35 per cent of last year’s budget according to the Financial Times.

The European Central Banks (ECB's) Financial Stability Review said in the first week of June that banks must renew about 800 billion euros (950 billion dollars) in debt by the end of 2012, and that they would be competing head-on with governments in bond markets.In view of the considerable near-term funding needs of euro area governments, a particular concern is the risk of bank bond issuance being crowded out, making it challenging to roll over a sizeable amount of maturing bonds by the end of 2012,the central bank said.

Further economic collapse potential of other European countries. The U.S. is currently on the hook for up to $54 billion in the Greek bailout in a worse-case scenario.

The U.S. debt will top $13.6 trillion this year and climb to an estimated $19.6 trillion by 2015, according to a Treasury Department report to Congress.

This could be a precursor to the major solar storm expected on May 2013 when some of the world’s 940 satellites will be at risk.

April 14-19 - European air space shut down due to ash from Iceland volcano. Over 100,000 flights cancelled costing $1.7 billion in damages. The ashes spread over Europe during Europe's Holocaust Remembrance Week (April 11-18).

April 19-20 - Israel's Independence Day - There is a confluence of two very worrying events, said Michael Freund, a rightist columnist for The Jerusalem Post in a telephone interview. One is the Iranian threat, an existential threat. Add to that the fact that for the first time in recent memory there is a president in the White House who is not overly sensitive to the Jewish state and its interests. You put the two together and it will affect anyone's mood, even an optimist like me.

April 20 - Major Gulf of Mexico oil spill begins at Horizon.

May 2 - Nashville flood damages estimated at $1.5 billion in that city alone, with more in Tennessee and Kentucky.

2013

NASA says Solar Cycle 24 will peak in May 2013 with a below-average number of sunspots. The great geomagnetic storm of 1859, for instance, occurred during a solar cycle of about the same size we're predicting for 2013.

The 1859 storm — known as the Carrington Event after astronomer Richard Carrington who witnessed the instigating solar flare — electrified transmission cables, set fires in telegraph offices, and produced Northern Lights so bright that people could read newspapers by their red and green glow. A recent report by the National Academy of Sciences found that if a similar storm occurred today, it could cause $1 trillion to $2 trillion in damages to society's high-tech infrastructure and require four to 10 years for complete recovery. For comparison, Hurricane Katrina caused "only" $80 to 125 billion in damages.

Under the Obama budget, interest would top 18 percent of revenue in 2018 and 20 percent in 2020, CBO projects. But under more adverse scenarios than the CBO considered, including higher interest rates, Moody's projects that debt service could hit 22.4 percent of revenue by 2013.

About 40 percent of all U.S. junk bonds outstanding in late 2008 will likely default by 2013 as government aid measures end and a wall of corporate debt comes due, Bank of America Merrill Lynch said on Thursday, Sept. 17, 2009.

Three previous back-to-back blood-red total lunar eclipses occurred on the first day of Passover and Sukkoth right after the 1492 Spanish Inquisition (in years 1493-1494), the 1948 War of independence (in years 1949-1950), and the 1967 Six-Day War (in the years 1967-1968), this pattern points to a very challenging time for Israel and war.

The sages in the Talmud understood that a red lunar eclipse means that God will be bringing judgment to His people, Israel.

The blood-red lunar eclipse sequences of 2018 and 2019 fall on the Jewish holiday Tu B’shvat (New Year of Trees). This marks the beginning of the new year for trees.

Tu B'Shvat is the New Year for the purpose of calculating the age of trees for tithing. The Torah states that fruit from trees which were grown in the land of Israel may not be eaten during the first three years; the fourth year's fruit is for G-d, and after that, the fruit can be eaten. Each tree is considered to have aged one year as of Tu B'Shvat, no matter when in the year it was planted.

It is customary to plant trees and partake of the fruits of the land of Israel to mark the occasion.

Moscow – A pair of draft laws making their way through Russia's lower house of parliament, the State Duma, may soon greatly expand the powers and prerogatives of Russia's FSB security service, the former KGB. Critics and human rights workers worry that the pending changes, which some see as a response to the rising Islamist insurgency in the Caucasus, will allow the Kremlin to crack down not only on extremists but activists and opposition lawmakers as well. The new legislation also calls into question President Dmitri Medvedev's ability and willingness to implement the more liberal agenda he outlined after ex-KGB agent Vladimir Putin stepped aside in 2008, becoming prime minister.No one doubts that a country needs the tools to protect itself from crime and terrorism, says Allison Gill, Moscow director of the New York-based Human Rights Watch.But there are already plenty of strong laws on the books, and the FSB isn't particularly short of powers. My concern is that these laws seem to fly in the face of Medvedev's basic commitment to human rights and democracy.... [These laws] have massive implications for freedom of speech, dissent, and civic activity.Cash awards for passport data of terrorists One bill, soon to go into its second reading in the 450-seat chamber, which is dominated by Prime Ministry Vladimir Putin's United Russia party, would empower the FSB to anticipate extremist activity in groups and individuals, and employ special preventive measures ... to eliminate causes and conditions that are conducive to the realization of threats to security.

Experts say the law would effectively hand the FSB sweeping powers to identify potential extremist threats and take action, by calling suspects in for unregulated conversations and issuing binding warnings, under rules that are neither defined nor covered in the existing legal system.A set of amendments to the law on state secrets, introduced this week by the government, would greatly increase the list of classified secrets under Russian legislation and provide tough penalties for journalists and others who compromise information on financing counterterrorism activities, as well as information on sources, methods, and plans of counterterrorist activities.In a separate announcement this week, the FSB said it would revitalize the former Soviet practice of paying informers in order to gain a fresh edge in the war on terrorism. It said it would pay cash awards to anyone who gives addresses or passport data on terrorists, or provides information leading to the arrest of such a person.Why now? We had a question: Why does the government want such changes now? says Viktor Ilyukhin, deputy head of the Duma's security commission and a critic of the new bills.They could not give us an explanation.Some analysts say the harsh new legislation may be a reaction to the threat of resurgent terrorism from Russia's troubled northern Caucasus region, including a devastating attack by two female suicide bombers on Moscow's crowded metro in late March.

This is a reaction to what's happening in the Caucasus, which the FSB seems powerless to do anything about, says Yulia Latynina, an independent investigative journalist who specializes in security issues.They can't stop the violence, so they will apply this law to stop the flow of information. It's disastrous, because the FSB is basically being licensed to cover up its incompetence.Vladimir Gruzdev, a Duma deputy with United Russia, said in a statement posted on his website last week that critics are overreacting to the draft changes.Giving special services new powers is always met with suspicion, he said.But only people who are unaware of the specific duties of state security could think this bill would impinge on anyone's rights.Our goal is to prevent crime, not to return to 1937, when the Stalin-era security services ran the USSR by terror, he added.Putin chess move ahead of 2012 elections?Mr. Medvedev, who started out his current US trip with a reconnaissance trip to Silicon Valley, has cultivated a more liberal image than Mr. Putin, his predecessor and possible rival for the presidency in Russia's 2012 elections. Mr. Ilyukhin, the deputy head of the Duma's security commission, suggests that the boosting of FSB powers may even be part of a power play by former KGB agent Putin, in advance of that upcoming struggle.I have been working in the Duma for 16 years and it has always been the president who presented all draft laws and amendments about [the security services],he says.That is the president's control zone. But this time it was the government [headed by Prime Minister Putin] that presented this draft law. My personal version is that when they came to the president with this law he decided not to support it, so they went to the head of the government, who is an ex-FSB man, and he decided to give green light to the draft.

Laws give FSB power to define extremism,rather than courtsCritics of the Kremlin worry that, despite the laws' focus on terrorism and extremism, the new rules will end up being used against them, as has happened in the past.The main accent of police work devoted to extremism is already aimed at opposition leaders, says Lev Ponomaryov, a veteran human rights campaigner. It's already the rule that opposition leaders are closely watched, all their movements recorded, and they are regularly summoned for talks with the security police, he says. I fear this will lead to more work against the opposition, and not against real extremists.One element of the draft law expanding the FSB's powers that prompts special concern is a rule that would entitle security police to call in anyone for a conversation, without any of the rights that are accorded to people who are designated as witnesses or suspects under the law.This coercive power to summon people for conversations, and to issue warnings, leaves it extremely unclear what the legal status of these conversations would actually be, says Ms. Gill. In effect, it takes the jurisdiction for defining extremism away from the courts and gives it to the FSB. Further, if the FSB warns someone against posting a particular article, or holding a certain protest meeting, they are required [under this draft law] to heed that warning or face further sanctions. It creates a much lower level of legal protection for individuals.

Trailer park devastated

The trailer I live in is right in the centre of where everything got smashed up, he said.Ferguson hid in the bathroom as the roaring wind ripped through the trailer park and campground. When the wind subsided, he looked out toward his neighbour's trailer. NEW YORK (Reuters) – The tropical wave over the western Caribbean Sea has a high chance of developing into a tropical depression over the next couple of days as it moves toward the oil-rich Gulf of Mexico, the U.S. National Hurricane Center and other weather forecasters said on Thursday.All weather models project the system will cross Mexico's Yucatan Peninsula over the next few days. BRIDGEPORT, Conn. – A severe storm packing ferocious winds tore through Connecticut's largest city Thursday, toppling trees and power lines and collapsing several buildings as a powerful line of storms swept across parts of the Northeast. Remarkably, no serious injuries were reported.Hundreds of bricks shook loose from buildings, trees split in half and crushed cars, and a billboard hung precariously several stories up over Main Street. Nine buildings were partially or fully collapsed, including three on East Main Street that were brought to their foundations. Rescuers searched the rubble to ensure no one had been inside.

Bridgeport Mayor Bill Finch declared a state of emergency after the fast-moving system of driving rain and wind gusts that reached 78 miles per hour in the area.
Jacqueline Arroyo, 44, said she saw a black cloud and ran inside to her third-floor apartment, where the window exploded. Trees were blown so ferociously they appeared to be coming out of the ground, and people were screaming, she said.All the wind started coming inside the house. I heard boom, boom! she said.It was so fast but terrifying.A jail was without power, Finch said. The mayor urged residents to stay indoors and remain calm, and Gov. M. Jodi Rell was surveying damage to the city.Fire Chief Brian Rooney said 25 people were taken to the hospital with non-life-threatening injuries. The American Red Cross helped relocate 22 people, he said.Rooney called it a miracle there was no loss of life.Anybody that was in the path of that storm would have been in big trouble,he said.A Catholic high school, a museum dedicated to P.T. KANSAS CITY (Reuters) – The worst of the flooding across the Midwest appeared to be subsiding on Thursday, but state officials from the Dakotas to Indiana remained on high alert and began assessing the damage already caused.We're thinking the worst has passed, said Mike Wight, spokesman for the state department of health and human services.The weather outlook we last saw is really very favorable and we're glad to see that because it has just been wave after wave of rain.More than 14 inches of rain have fallen so far in parts of Nebraska, the wettest June on record according to the High Plains Regional Climate Center. A railroad worker there died when floodwaters washed out a railroad bridge he was inspecting.Heavy rains and melting mountain snow have triggered widespread flooding along numerous waterways in Missouri, Nebraska, Wyoming, South Dakota, Iowa and Kansas. Indiana and Illinois have also been overwhelmed by rising water levels in recent days.Even though rains have temporarily slowed, Missouri Gov. Jay Nixon activated the state's national guard to provide emergency assistance for flooding victims as the Missouri River continued to swell.We will be continuously and closely monitoring this situation and take every necessary action to protect lives and property, Nixon said in a statement.With hundreds of homes, thousands of acres of farmland and business and transportation routes at stake, we aren't taking anything for granted.The governor declared a state of emergency in Missouri earlier this week due to the severe flooding that has already swept through northwestern parts of the farm state.

He declined to give further details and asked not be named as the matter involves military intelligence.South Korea's Yonhap news agency cited an unidentified government source as saying the no-sail zone was set from June 19-27 north of Nampo port.The North set similar restrictions before past missile tests or firing drills.The western port is far from the inter-Korean sea border.Tensions have been high after a South warship sank in March and North Korea was blamed.

JERUSALEM – Israel's decision to expel four Hamas politicians from Jerusalem threatened to set off a new crisis over the disputed city and could hinder U.S. efforts to restart peace talks.The expulsions of the three Palestinian lawmakers and a former Cabinet minister could start as early as Friday. Israel has not said where they would be sent, but the West Bank is a possible destination.Israel revoked their Jerusalem residency rights in 2006 and arrested them because they belong to Hamas, the Islamic militant group that controls the Gaza Strip and has carried out scores of deadly attacks against Israelis. The expulsion orders were delayed because the men have been in prison until recently.Israel has stripped thousands of Palestinians of their residency rights in east Jerusalem since capturing and annexing the area in the 1967 Mideast War. However, human rights activists said Israel has never before stripped Palestinians of Jerusalem residency because of their political affiliation.

This is a very dangerous precedent,Palestinian President Mahmoud Abbas said.We won't accept it. We won't allow it. 2 People Involved in Gulf Oil Spill Cleanup Have Died, Coast Guard Reports

Thad Allen says an underwater robot bumped into the venting system. That sent gas rising through vent that carries warm water down to prevent ice-like crystals from forming in the cap.Allen says the cap has been removed and crews are checking to see if crystals have formed before putting it back on. In the meantime, a different system is stilling burning oil on the surface.Before the problem with the containment cap, it had collected about 700,000 gallons of oil in the previous 24 hours. Another 438,000 gallons was burned.

The Gulf of Mexico is heating up as summer progresses. Oil and Corexit 9500 are going through a molecular transition, changing from a liquid to a gas and then absorbed by clouds and released as toxic rain. Oil in the environment is toxic at 11 PPM (parts per million). Corexit 9500 is toxic at only 2.61 PPM. Oil contains a number of dangerous chemicals, including Benzene, Toluene, Ethylbenzene, Xylene, Naphthalene, Hydrogen sulfide, and others.No word yet from the corporate media on this. CNN is covering the impact of the oil spill on animal and marine life but is not talking much about the environmental impact on the small people.

NEW ORLEANS – Earlier this month, BP boldly predicted the oil gushing from the bottom of the sea would be reduced to a relative trickle within days, and President Barack Obama told the nation last week that as much as 90 percent would soon be captured. But those goals seemed wildly optimistic Thursday after yet another setback a mile underwater.A deep-sea robot bumped into the cap collecting oil from the well, forcing a temporary halt Wednesday to the company's best effort yet to contain the leak. The cap was back in place Thursday, but frustration and skepticism were running high along the Gulf Coast.BP's pronouncements have absolutely no credibility, Jefferson Parish Councilman John Young said. The latest problem shows they really are not up to the task and we have more bad news than we have good news.

Even before the latest setback, the government's worst-case estimates suggested the cap and other equipment were capturing less than half of the oil leaking from the sea floor. And in recent days, the spillcam video continued to show gas and oil billowing from the blown-out well.BP officials said they sympathized, and laid out in new detail the company's plans to have additional ships in place that can capture even more oil.For BP, our intent is to restore the Gulf the way it was before it happened,BP PLC managing director Bob Dudley, who has taken over the company's spill operations, said in Washington.

In other developments:
-The spill began arriving in sheets of oil on the Florida coast, forcing the first closing of a beach in the state since the accident more than nine weeks ago, and fouled some of Mississippi's most fertile coastal waters.
-The federal judge who struck down the Obama administration's six-month ban on deep-water drilling in the Gulf refused to stay his ruling while the government appeals.
-Environmental groups asked the court to release additional information about U.S. District Judge Martin Feldman's holdings in oil-related stocks.
-Dudley said BP had asked James Lee Witt, director of the Federal Emergency Management Administration during the Clinton administration, to review its response to the oil spill and recommend improvements.

At nearly every important juncture since the Deepwater Horizon rig exploded April 20, killing 11 workers, the government's and BP's estimates on the size of the spill, its effect on wildlife and the time frame for containing it have spectacularly missed the mark.On June 8, BP chief operating office Doug Suttles said the spill should be reduced to a relative trickle in less than a week. BP later said it would take more time for the spill to reach a trickle.Obama used the 90 percent figure last week in his first address from the Oval Office and after meeting with BP officials at the White House, saying the company had informed him that was how much of the oil could be kept out of the water within weeks.It just doesn't look like that's in the cards, said Ed Overton, a retired professor of environmental science at Louisiana State University. We're not even close to that, and the word today is that they were capturing less than the day before. I was hoping the president knew something that the rest of us didn't know. I mean, he was talking to the big shots.

BP said Thursday it was gradually ramping back up to capture about 700,000 gallons a day with the cap, and burning off an additional 438,000 a day using an incinerator ship. Worst-case government estimates are that about 2.5 million gallons are leaking from the well, though no one really knows for sure.By mid- to late July, the company hopes to have the capacity to capture up to 3.3 million gallons a day, if that much is flowing, BP spokesman John Curry said.It cannot all be done immediately, Curry said, because the logistics of positioning four giant ships capable of collecting oil and connecting them to the seafloor are complicated. There's a limit to the number of ships in the world that do these type of things, he said. None of those efforts is expected to stop the leak entirely. The soonest that would happen is late August, which is when BP says relief wells being drilled through thousands of feet of rock beneath the seabed will reach the gusher. Dudley said the relief well is progressing very well, and said relief wells are things BP knows how to do. I'm confident by the end of August we'll have that well killed,he said. Then he knocked on a conference table for good luck.

August seems a long way off to many.In Florida, officials closed a quarter-mile stretch of Pensacola Beach not far from the Alabama line when thick pools of oil washed up, the first time a beach in the state has been closed because of the spill.
Lifeguard Collin Cobia wore a red handkerchief over his nose and mouth to block the oil smell. It's enough to knock you down,he said. In Mississippi, which has so far been largely spared from the spill, a large patch of oil oozed into Mississippi Sound, the fertile waters between the state's barrier islands and its mainland. BP has its supporters, or at least those still giving it the benefit of the doubt. I think BP has done more than any oil company has ever done for this kind of spill, said Stephen Scooter Resweber, a 62-year-old councilman in Grand Isle, La.If they are saying 90 percent, they must be pretty confident. That's putting your money where your mouth is.Others weren't happy about the situation but declined to second-guess the BP engineers.I have no clue at all about the correct way to stop it, said Rocky Ditcharo, a seafood dock owner in Louisiana's Plaquemines Parish. WASHINGTON/LONDON (Reuters) – The Gulf of Mexico oil spill piled pressure on Barack Obama on Thursday as the hurricane season closed in and voters angry at his crisis management hammered the U.S. president in a poll rating.BP was able to restart one of its containment operations on Wednesday after a delay caused by an undersea collision of equipment, and coastal fishermen, cut off for weeks from the rich Gulf fishing grounds, were allowed back in some waters.But weather changes could hamper clean-up efforts and make collecting the spewing crude more difficult.The U.S. National Hurricane Center said a tropical wave to the south of Cuba had a 30 percent chance of becoming a tropical cyclone over the next two days..Private forecaster Weather Services International said the 2010 Atlantic hurricane season will be even more active than it feared in May, adding two storms and one hurricane to its prediction of a month ago.Meanwhile a new lawsuit was filed against BP Plc by a U.S. pension fund hurt by the sharp slide in the British oil company's shares since its deepwater drilling operation exploded on April 20 and caused the worst oil spill in U.S. history.According to a market source, BP Chief Executive Tony Hayward is due to meet investors in London on Friday. BP declined comment.The April 20 blast killed 11 workers and kicked off a crude gusher from the sea bed which still spews over two months later.

The crisis has thrust to the top of Obama's crowded domestic agenda and a Wall Street Journal/NBC News poll found half of those surveyed disapproved of his handling of the spill.Overall Obama's rating stood at 45 percent in the poll, down 5 points from early last month. For the first time in the survey, more people, or 48 percent, say they disapprove of his job performance.The government has asked District Judge Martin Feldman in New Orleans to put on hold his ruling against a proposed six-month deepwater oil drilling moratorium pending an appeal.The court had ruled the drilling ban was too far-reaching and not adequately justified despite the spill.The Justice Department said in its filing that the temporary moratorium only affected 33 active deepwater drills in the Gulf of Mexico and the harm from another potential oil spill far outweighed those interests.

NEW BAN IN THE WORKS

In addition to the appeal, Interior Secretary Ken Salazar said he would revise his original order suspending drilling 500 feet below sea level to make it more flexible and thus address the court's concerns.Washington imposed a moratorium on deepwater drilling after the April 20 explosion but oil drillers want to get back to work and analysts said the ban does not fit U.S. energy policy.Obama's attempts to restrict deepwater drilling are at odds with another policy -- to cut dependence on imported oil, said Jonathan Barratt, managing director of Commodity Broking Services.By taking deepwater supplies out of the equation, U.S. self sufficiency in oil could fall to around 30 percent in 2035 from around 40 percent if deepwater production is allowed.

DEEP-SEA ROBOT COLLISION

Late on Wednesday, BP said it was capturing oil and gas again after the well gushed largely unchecked for much of the day when an undersea robot collided with the recovery system. BP reinstalled the critical containment cap after several hours and it resumed oil and gas collection at 2000 EDT on Wednesday (0000 GMT Thursday). The cap system installed on June 3 captured 16,600 barrels on Tuesday, BP said. A separate oil-flaring system that collected 10,500 barrels is still operating. A team of U.S. scientists estimate the leak is spewing between 35,000 and 60,000 barrels a day. The spreading oil slick has shut down rich fishing grounds, killed hundreds of turtles and seabirds and dozens of dolphins and soiled the coastlines of four U.S. states.

Some Gulf fishermen had something to cheer for a change.The National Oceanic and Atmospheric Administration said late on Wednesday it had opened 8,000 square miles of previously closed fishing grounds in the Gulf because no oil was seen in the areas.The areas were south of Mississippi and off the coasts of Louisiana and central Florida. About 32.5 percent of federal waters in the Gulf remain closed, down from 36 percent previously.

BP VALUE DESTRUCTION

As well as clean-up costs, BP faces fines and an increasing number of lawsuits, including one filed by New York's state pension fund over the destruction of value for investors. The company, once Britain's largest, has pledged $20 billion to a special clean-up and compensation fund and stopped dividends for this year and its share have lost almost half their value since the spill. The gigantic oil spill in the Gulf of Mexico has people all over the country wringing their hands and asking, How will we ever pay for all this clean up? And I’m sure most of them have heard Obama’s slithering Chief of Stash, Rahm Emmanuel, saying A crisis should never be wasted.Therein lays the scenario which will surely do three things;First: Provide a reason for approving legislation that is tailored to create enormous tax increases for ALL Americans, with the alibi that the money will be needed to clean up the mess and restore the lands affected negatively by the oil spill.Second: Those excessive and elephantine sized tax increases will provide such a plethora of money that through the usual Obama chicanery and falsehoods, gigantic amounts can and will be skimmed off the top and used to steal the elections in November 2010; possibly even into the 2012 presidential elections.Third: Obama in his sincere gratitude to the sleaziness and unconscionable guiles of Emmanuel will send him off with a bonus worthy of a Shah’s ransom. The only real benefits in all this is that the Gulf Coast states and their residents may get a land restoration package to some small degree and we the people will get rid of Rahm Emmanuel cancer in government. The bad part of course is that we will be saddled with the lies, deceit and deceptions of the Obama Administration will be with us for an additional four years; plenty of time for him to rig the workings for a lifetime self-appointment as Dictator in Chief.

Speaking of lies and deceptions, AmeriPAC the American Political Action Committee released an internet message on June 21, 2010 giving us a warning along these lines calling it, Obama’s GulfCare Plan: Tax-Tax-Tax, saying that his oil spill disaster plan: (is to) Impose New Energy Taxes on every American without a purpose… (and) create the largest tax increase in U.S. history. AmeriPAC opined that the liberal Dems would use the same emergency, closed door guerilla legislation tactics (used) to pass ObamaCare.Much public speculation and comment has been widely reported over the Internet of the possibility of the entire event being a planned or contrived disaster. From the lackluster and lackadaisical response in the beginning to the very slow and near reluctance with which Obama and his Administration did begin to acknowledge the seriousness of the situation, such guessing was to be expected.The gravity of the potential for destruction didn’t seem to dwell on the golf-playing, graduation exercise speeches that were carried out as if the happenings in the Gulf were minor in nature. He was almost nonchalant when playing his fiddle while the Gulf of Mexico was literally burning.But this cat and mouse behavior was very possibly attributable to Emmanuel’s insistence to allow events to come to a head from which incentives could be ignited to take advantage and get a sympathetic approval of the public to pass the Cap and Trade legislation floundering in the Congress. Behavior of this sort was alluded to in the AmeriPAC report as well which reported that Obama first refused to reveal the exact number of barrels of oil leaking per day. Next he claimed it was 10,000, then 30,000… (up to) 60,000 barrels a day.AmeriPAC summed it up saying, Obama is purposefully not giving American’s real numbers because he is afraid it will interfere with his grand scheme to tax us all until we can’t live normal comfortable lives.

I think that Obama’s behavior after his directionless beginning might possibly be even more contemptuous and AmeriPAC agrees with me saying, Since the oil spill Obama has played 7 rounds of golf. He has blocked anyone or any country from helping us solve this mess. Obama refused to waive the Jones Act, which prohibits countries from bringing in resources to help us. In times of crisis, like Katrina, the Jones Act has been waived to help Americans in distress. Over 14 countries offered assistance and Obama told them to go away. Instead, Obama gave the cleanup work to his buddies, UNION WORKERS.That about says it all. And the sum total is that if we the voters let this Congress get away with passing that Cap and Trade humungous tax package then Obama, Emmanuel and all of Congress can say to us, You asked for it. But it will give us more incentives in November.

This should be good news for the Drill Here, Drill Now contingent, right? The Obama administration has committed $2 billion in loans to exploit offshore oil resources in hopes of extracting a major new source of petroleum. Despite the White House pursuit of a cap-and-trade scheme to limit the use of fossil fuels, the new field could help bring lower energy prices, and their support of this exploration of American resources shows their flexibility on energy policy.Wait — did I say American resources? That’s true, but only in the South American sense (via Gateway Pundit):The U.S. is going to lend billions of dollars to Brazil’s state-owned oil company, Petrobras, to finance exploration of the huge offshore discovery in Brazil’s Tupi oil field in the Santos Basin near Rio de Janeiro. Brazil’s planning minister confirmed that White House National Security Adviser James Jones met this month with Brazilian officials to talk about the loan.The U.S. Export-Import Bank tells us it has issued a preliminary commitment letter to Petrobras in the amount of $2 billion and has discussed with Brazil the possibility of increasing that amount. Ex-Im Bank says it has not decided whether the money will come in the form of a direct loan or loan guarantees. Either way, this corporate foreign aid may strike some readers as odd, given that the U.S. Treasury seems desperate for cash and Petrobras is one of the largest corporations in the Americas.

But it still doesn’t allow the U.S. to explore in Alaska or along the East and West Coasts, which could be our equivalent of the Tupi oil fields, which are set to make Brazil a leading oil exporter. Americans are right to wonder why Mr. Obama is underwriting in Brazil what he won’t allow at home.This seems odd in several ways. For this particular administration to offer billions in loans to a foreign oil company makes a mockery of a number of Obama talking points. First, why does Petrobas need loan guarantees to pursue its exploration? As the WSJ notes, it is a very large corporation, which should have the resources to get to the oil on its own. Obama, who has ripped American corporations for their supposed subsidies in American tax policy, now wants to use an empty Treasury to give cash to a Brazilian oil company.Next, Obama keeps insisting that we cut back on our use of fossil fuels. He and his allies in Congress have blocked exploration of American oil fields off both shores for decades, and Obama insists that we would only keep enabling our oil addiction if we started drilling off of our own coasts. Yet he has no trouble committing $2,000,000,000 of our money for Brazil to drill off its own coast.Here’s a proposal: Let American companies do what Obama is paying Brazilian companies to do — drill offshore. We won’t have to pay them money or float them any loans to do it, either. In fact, we will make money off of the leases, while the effort creates hundreds of thousands of high-paying jobs in the US, creating more tax revenue rather than emptying out the Treasury.

Update: Who else besides Obama has taken an interest in Petrobras? Hmmmmmm:
His New York-based hedge-fund firm, Soros Fund Management LLC, sold 22 million U.S.-listed common shares of Petrobras, as the Brazilian oil company is known, according to a filing today with the U.S. Securities and Exchange Commission. Soros bought 5.8 million of the company’s U.S.-traded preferred shares.Soros is taking advantage of the spread between the two types of U.S.-listed Petrobras shares, said Luis Maizel, president of LM Capital Group LLC, which manages about $4 billion. The common shares were 21 percent more expensive than preferred today, according to data compiled by Bloomberg. …Petrobras preferred shares have also a 10 percent additional dividend, said William Landers, a senior portfolio manager for Latin America at Blackrock Inc.
Given that there will most likely never be a change in control in the company, I see no reason to pay a higher price for the common shares. Brazil’s government controls Petrobras and has a majority stake of voting shares.This story is from last Friday. Wow, interesting factoid this morning via Bloomberg - Petrobras (PBR) has leased 80% of the world's deepest sea drilling rigs. I mentioned when I sold off Diamond Offshore Drilling (DO) I was very interested in moving that money (on a pullback) to Noble (NE) due to its Petrobras connection [Apr 25: Bookkeeping: Selling Diamond Offshore Drilling - Will buy Noble Later] but frankly it looks like every driller is going to have a Petrobras connection at this rate. Again, Petrobras in my book, will become the largest company (by market capitalization) on the planet (surpassing Exxon) [May 13: Petrobras (PBR) Business as Usual]Why do we care about this news? We like... no... love shortages (as investors). Shortages create higher prices. Shortages of deep sea rigs mean higher prices for rig operators - think Transocean (RIG), Diamond Offshore (DO) and Atwood Oceanics (ATW) specifically. Also some Pride International (PDE) and Noble (NE) thrown in there....

-Petroleo Brasileiro SA, Brazil's state-controlled oil company, leased about 80 percent of the world's deepest-drilling offshore rigs to explore prospects including the Western Hemisphere's biggest discovery in decades.
-Petrobras, as the Rio de Janeiro-based company is known, is hiring rigs that can drill in at least 3,000 meters (9,800 feet) of water, Chief Executive Officer Jose Sergio Gabrielli said in an interview last week. The world has 21 such vessels, according to Rigzone.com, which tracks the offshore drilling industry.
-The company's insatiable demand is forcing producers including Exxon Mobil Corp. and BP Plc to pay more as they compete for the remaining units, said Kjell Erik Eilertsen and Truls Olsen, analysts at Fearnley Fonds AS in Oslo. Explorers that don't have rigs under contract may delay projects or pay rents of more than $600,000 a day.
-Petrobras is negotiating for as many as 17 more vessels to probe the Tupi discovery and neighboring fields, said Bill Herbert, an analyst at Simmons & Co. International in Houston. The company already controls almost seven times as much capacity as the next biggest user of rigs that can drill in 7,500 feet of water, according to research by Dahlman Rose.
-U.S. and European oil companies probably will pay $50,000 more per day to lease deepwater rigs during the next three years because Petrobras has already contracted for so much of the worldwide fleet, Nokta said. Such units are designed to cope with high seas and hold equipment needed to bore beneath the seafloor and identify oil and gas deposits as much as 6 miles below the ocean surface.
-Petrobras has signed leases this year for six deepwater rigs, more than twice as many as any other producer, according to Dahlman Rose. The contracts have an average duration of five years and four months at rates of $410,000 to $580,000 a day.
-Exxon Mobil leased Seadrill's West Polaris unit last month for $600,000 a day, Nokta said. BP agreed on May 1 to pay $540,000 a day for a Pride International Inc. drillship, $60,000 a day more than the company committed to three months earlier for an identical Pride rig, he said.
-Petrobras plans to start pumping oil in the first quarter of 2009 from Tupi, the biggest find in the Americas since Mexico's 1976 discovery of the Cantarell field in the Gulf of Mexico. Petrobras also is evaluating as many as seven nearby fields, including the Carioca prospect, Gabrielli said.

Folks we are not running out of oil; but we are running out of oil at easy, cheap to get to places. Much of Petrobras' discovery is in oceans at depths of 4-5 miles. Very few rigs on the globe will have capability to drill there. Most large caps mutual funds out there are loaded with the Exxon's (XOM) of the world (yawn) - they are stuck in the 1990s, and own an asset that is only benefiting from higher crude prices - not an ability to meaningfully expand production in the coming decade. The 2010s will be Petrobras era; that's what they should be owning. But they are, as always, behind the curve.And for investment, you simply must own these deep sea oil drillers - I believe both Atwood Oceanics and Pride International will be bought out within 18-24 months, the latter already looks well on its way [May 2: Restarting Pride International as Takeover Bait]That said, the next time crude corrects to $110 you will see all these stocks hammered as if the next 3-5 year story is over. Petrobras reveals long-term strategy for Gulf of Mexico Published: Nov 1, 2006 Plans to deploy first FPSO in the region David Paganie, Managing Editor

In September 2006, Petrobras indicated that it was investing 14% or $12.1 billion of its worldwide budget in the US for the period 2007-2011. The company said it is consolidating its position as one of the leading players in the ultra deepwaters of the Gulf of Mexico, benefiting from its deepwater expertise and technology developed offshore Brazil.With the company firming up plans to install the Gulf’s first FPSO, Offshore sat down with Renato Tadeu Bertani, president of Petrobras America Inc., to talk strategy.Offshore: In the MMS Western Gulf of Mexico Lease Sale 200 held on Aug. 18, Petrobras offered the largest sum of high bids ($45,483,774) and total number of high bids (34), and issued the second highest bid for a block at $21,011,812, for Keathley Canyon block 58. What does this say about Petrobras’ strategy? Bertani: Basically, our strategy in the Gulf of Mexico is to focus in some core areas where we want to be among the leading players. We want to have exposure to a number of opportunities that have geologic similarities. We’ll make decisions as we drill and learn.

One feature in our portfolio of projects is that in a given focus area we have certain patterns of geologic characteristics on different prospects. So, as we drill the first wells, we’ll learn more about that play and then make decisions on subsequent wells. You’re going to see this strategy as a theme in all areas that we’re currently focusing on in the Gulf. And of course, we can see a benefit from the element of optionality that exists that allows you to drill or not depending on the information you have.Currently, we have four main core areas in the GoM. One of them is in the ultra deepwaters straddling the eastern Gulf in the Desoto Canyon area, stretching west to Walker Ridge and Keathley Canyon. This is one area that we concentrated on in the lease sale in August, and that’s why we bid heavily for some of these blocks. And they fit exactly into our strategy in one of the core areas.

Offshore: Does Petrobras see opportunity in deep shelf drilling? Bertani: Yes. The second core area that we have in our GoM portfolio is in shallow waters aiming at very deep reservoirs. In this area, we have exposure to perhaps a dozen exploration opportunities targeting deep prospects with potential for natural gas. Of course, this is a risky and very expensive play, but still we think that the potential is there. So, we decided to make an effort in this area. We were partners on the ExxonMobil-operated Blackbeard well in South Timbalier block 168 in 70 ft of water. This well was terminated before we reached the main target because of extremely high pressures. Nevertheless, what we learned from this well is very valuable information that will help us continue our efforts in this play.Offshore: How much capital is Petrobras investing in the Gulf over the next several years? Bertani: Currently, our E&P capex budget for the US GoM for the period of 2007-2011 is close to $1.5 billion. This budget certainly is going to be revised, because we are adding new projects and costs are increasing -- mostly because of the large number of projects that we intend to implement. Right now, we’re are in the midst of preparing our budget for next year and the subsequent five-year period. And I’m quite sure that there is going be a significant increase in this figure. It might get close to $2 billion once we complete the process.

Offshore: Has Petrobras secured enough drilling capacity to execute its strategy in the Gulf? Bertani: This is one of the main hurdles we are faced with. Drilling rigs are critical resources nowadays. What we’ve been doing is, first of all, we have one rig currently drilling in the Garden Banks area, and then we’re going to move this rig to drill another well either in the vicinity or near Corpus Christi.For our ultra deepwater program, specifically the Lower Tertiary plays, we secured a contract with Norway-based Sevan Marine for a newbuild rig, which is expected to be delivered in early 2009. This is the first long-term rig that we have secured for exploration in the GoM.In addition, we are currently in negotiations to bring two more deepwater rigs to the Gulf by late 2008/early 2009. Overall, our plans call for having up to three rigs operating simultaneously in the Gulf. Meanwhile, if any window of opportunity appears, a slot from a rig that may become available, we’ll certainly be very interested.Offshore: What types of technology and experiences is Petrobras bringing to the Gulf? Bertani: When it comes to technology, the first thing that comes to mind is our expertise in deepwater E&P. We are trying to bring what we know from Brazil and use it in the GoM, particularly the FPSO concept.We work here (GoM) in partnership with basically all of the major oil companies, and our approach is always to be a very proactive partner. We have things that we can contribute, but we also understand that our partners have robust portfolios of technologies and strengths, as well.So, basically our approach is: when working in a partnership, cooperation in bringing all necessary technologies to the table so we can move forward with our investment in the most effective way.The other thing, which I think is important for our campaign here in the GoM, is our knowledge obtained from the geology of other basins of the world where we are active. There’s always an element of understanding the geology of reservoir characterization and structural geology that could eventually be extrapolated into the Gulf, of course taking into consideration that there are unique geological conditions in the region.

For example, although regional geologic characteristics are not exactly the same, what we learned in terms of reservoir characteristics and gas deliverability potential in our deep wells in Bolivia is valuable information to help us to better understand the potential of our deep reservoirs on the shelf. Again, we know there are different geologic settings, but there are certain characteristics that could simply be extrapolated.The Petrobras-operated P-48 FPSO (pictured) is one example of the type of technology that the company intends to bring to the Gulf of Mexico. This FPSO currently is permanently installed by an 18-point mooring system on the Caratinga field in 1,000 m of water offshore Brazil. The 268,000-dwt unit is fitted with capacity to process 150,000 b/d and store 2 MMbbl of oil.Offshore: No company has publicly announced plans to deploy an FPSO in the US Gulf of Mexico since the MMS said it would consider an application for this type of facility on Jan. 2, 2002. With that said, how does it feel to be the first company to officially announce plans to use an FPSO in the region? Bertani: The most important aspect here is, not necessarily because Cascade and Chinook are going to be the first developments with an FPSO, but that we are bringing a concept to the GoM with which we are very familiar, especially in deepwater offshore Brazil. This technology will allow for the development of reservoirs that still have significant uncertainty. And even though we have very encouraging results from the Jack well test, still we are dealing with very deep reservoirs and we need to go step by step.Our approach is through phased development with an FPSO. During the first phase, we are going to bring a couple of wells online from each of these fields. Then, as we learn about the reservoirs with these wells, we’ll design the next phases. We’ll add additional wells as we prove the reservoir’s capability to sustain long-term productivity. In the later stage, once we are convinced of the reservoir’s size and capability, we then will consider the possibility of installing a longer-term production facility.

We definitely will start with an FPSO, particularly because it allows us flexibility in applying a phased-development concept. In addition to this, we think the FPSO solution is very appropriate considering the issue of hurricanes in the Gulf. So, we are considering the disconnectable FPSO concept. This allows for quick disconnection in the event of an imminent hurricane, followed by rapid re-connection when the weather is clear.This concept also has a built-in element of safety in that you don’t have to evacuate the platform, the crew stays onboard. Evacuations have a high operational risk, especially when a number of them are being performed simultaneously. This concept can mitigate risk to human life.We’ve been discussing this (FPSO) concept with the MMS and US Coast Guard for a number of years. We wanted to fully understand their concerns and requirements. And at the same time, we wanted to inform them of the operation and types of facilities we’ve been successfully using in Brazil. I think things are converging so that now we are in position to deploy the FPSO concept for these two developments (Cascade & Chinook), with first oil scheduled in 2009.Offshore: Please elaborate on this phased development concept.

Bertani: Once you have phase 1 development, also known as the early production phase, depending on reservoir performance, you can stay with the phase 1 FPSO in-place, expand it, or you can replace it with a full-field development facility. It could be an FPSO, spar, or a number of other options.Offshore: Does Petrobras intend to maintain a specific production level in the GoM? Bertani: Yes. We use a probabilistic exercise that incorporates a weighted average on our portfolio of projects. We estimate that we can expect to reach production levels of around 100,000 b/d by 2013. Now, this could be substantially higher if our projects perform better than expected, or less, if the opposite occurs. This basically is just an exercise we use to help us plan.Offshore: Many companies in the oil and gas industry are having trouble recruiting new, skilled employees. Is Petrobras experiencing this problem? If yes, how is the company dealing with the issue? Bertani: We are exactly in the same boat as many other companies in the industry with shortages of skilled personnel. The way we’re handling this is through a combination of solutions.

First of all, we are trying to recruit through Petrobras’ resources in Brazil. This is an opportunity for Petrobras employees in Brazil to come work in a different environment like the US. It would be a good living experience for them and also an opportunity for us to bring some of those capabilities here to the GoM.Also, we are considering bringing Petrobras employees here from other countries where the company has operations, such as Venezuela, Bolivia, and Argentina.The other thing we are doing, which is more of a long-term solution, is recruiting young graduates from local universities. The idea is to prepare this talent for medium- to long-term careers. They will spend some time in Brazil to learn, not only its technologies, but also its mind-set and culture.Overall, our recruiting strategy is a combination of local talent with more experienced people from Brazil. Without a doubt, this is one of the most critical issues that we as an industry face.Offshore: Given the severe damage inflicted on the Gulf’s infrastructure from hurricanes Katrina and Rita, is Petrobras changing its strategy in any way to help protect its assets from future storms? Do you feel the industry is doing enough to protect future installations and drilling activity? Bertani: Yes. I think the FPSO solution with the disconnectable turret certainly will mitigate some of the risks during a hurricane event. Also, we’re seeing more stringent specifications for moorings, so we will go along with what the industry requires.Offshore: The Gulf of Mexico is home to a number of deepwater production solutions including subsea, compliant towers, converted jackups, various generations of spars and TLPs, semis, and now FPSOs. What do you see as the prominent deepwater production system in the Gulf in five years? Bertani: I think it’s going to be a combination of facilities. The GoM is very well diversified in terms of geologic plays, operational conditions, size of discoveries, and reservoir productivity, so there are many different situations. And I wouldn’t say that each solution would require a particular facility, but certainly there will be room for all these various alternatives. And also, new plays are being discovered and they also will require their own particular solution.I think the bottom line is that technological development will continue to be the key element in any company that wants to be successful. Improving on technological solutions and developing new facilities is going to be absolutely essential.

Offshore: Oil prices are hovering around $60 to $70/bbl (September 2006), and all segments of the oil and gas industry are performing quite well. How long do you think this boom will last? Are we overbuilding in the rig market? Bertani: My perception is that the oil price will continue to be strong, not necessarily at the $70/bbl level; it may even drop below $50 in the next few years. That’s basically because we are seeing many new developments. The industry is continuing to be very active, and there are lots of new investments being planned, not only in the West, but in West Africa, the Caspian area, India, and Italy. Also, the world economy is resilient. At least we are not seeing signs that a $70 oil price is, at least up until now, harming the world economy so badly as to create a world recession.With that said, when we plan our investments, we work on a much more conservative and prudent scenario. Petrobras has recently just announced its long-term business plan indicating that a $35/bbl oil price is being used in planning investments.To answer the rig part...that’s a tough question. The fact is that we are building a very strong portfolio here in the GoM, but we also have a number of options to use rig capacity from our other regional operations such as in Brazil, Angola, Nigeria, and the Black Sea. We see the rig capacities that we are contracting are certainly going to be fully used. I don’t see us having any idle capacity.

LONDON – BP put Mississippi native Bob Dudley in charge of handling the Gulf of Mexico oil spill on Wednesday, an effort to clean up its image and take the spotlight off chief executive Tony Hayward, the Englishman whose gaffes have infuriated Americans.BP PLC confirmed that Dudley, who grew up in Hattiesburg, Miss., an easy drive from the coast, is now the point man in the mission to stop the oil gusher and deal with the economic damage it has caused.Dudley, who had led BP's operations in the Americas and Asia, is no stranger to tough situations, having protected his company's interests in rough dealing in Russia even after he was barred from the country.The 54-year-old spent two decades climbing the ranks at Amoco Corp., which merged with BP, and lost out to Hayward on the CEO's slot three years ago.Perhaps most importantly, he is a fresh face for the oil company as it attempts to fix the spill and protect its future. Hayward shocked Gulf residents last month when he said I'd like my life back and weeks later went yachting.Dudley was appointed president and chief executive of the newly created Gulf Coast Restoration Organization, effective immediately, and will report to Hayward.In the near term, my focus will be on listening to stakeholders, so we can address concerns and remove obstacles that get in the way of our effectiveness. And we'll build an organization that over the longer term fulfills BP's commitments to the restore the livelihoods and the environment of the Gulf Coast,Dudley said.The reorganization followed a series of humiliations in recent days for BP. Last week it bowed to President Barack Obama's demand that it set up a $20 billion escrow fund to cover damages and to suspend dividend payments, followed a day later by a public thrashing for Hayward before a Congressional committee.Hayward repeatedly apologized and expressed sorrow for the oil leak caused by a fire and explosion on the Deepwater Horizon drilling rig on April 20. Eleven workers on the rig died.Members of the House Energy and Commerce Committee were infuriated when Hayward denied direct responsibility for operational decisions which may have led to the disaster.

I'd like my life back.Prime Minister David Cameron intends to press Obama this weekend at the G8 summit for more clarity on the ultimate financial cost that BP will face, the British leader's office said.Cameron told the House of Commons on Wednesday that the company is prepared to meet its obligations to fund the clean up and compensate those whose businesses have been blighted by the spill.
But we do want to make sure that this remains a strong and stable company, for our benefit but also for the benefit of the United States,Cameron said.BP said the newly formed organization will manage all aspects of the response to the Deepwater Horizon incident and the oil and gas spill in the Gulf of Mexico. That includes clean-up operations, coordinating with the U.S. government and local officials, and managing the $20 billion escrow account.Having grown up in Mississippi, Bob has a deep appreciation and affinity for the Gulf Coast, and believes deeply in BP's commitment to restore the region, Hayward said. Our commitment to the Gulf States is for the long-term. And that requires a more permanent sustainable organization to see it through,Hayward added. BP had said on Tuesday that Dudley would be taking the lead in the United States while Hayward retreated to his chief executive role. Dudley's oil industry career began in 1979 with Amoco, which merged with BP in 1998. Between 1994 and 1997 Dudley was based in Moscow, working on developing Amoco's business in Russia. From 2003 to 2008, he was president and chief executive of TNK-BP, a joint venture in Russia with a consortium of billionaires.In that job, he steered the firm through a series of politically explosive disputes that saw one employee charged with espionage, the company's offices raided by Russian intelligence, an investor boycott and a barrage of tax and labor investigations.
