BONN, Germany – Carbon taxes, add-ons to international air fares and a levy on cross-border money movements are among ways being considered by a panel of the world's leading economists to raise a staggering $100 billion a year to fight climate change.

British economist Nicholas Stern told international climate negotiators Thursday that government regulation and public money also will be needed to create incentives for private investment in industries that emit fewer greenhouse gases.In short, a new industrial revolution is needed to move the world away from fossil fuels to low carbon growth, he said.It will be extremely exciting, dynamic and productive, said Stern, one of 18 experts in public finance on an advisory panel appointed by U.N. Secretary-General Ban Ki-moon.A climate summit held in Copenhagen in December was determined to mobilize $100 billion a year by 2020 to help poor countries adapt to climate change and reduce emissions of carbon dioxide trapping the sun's heat. But the 120 world leaders who met in the Danish capital offered no ideas on how to raise that sum — $1 trillion every decade — prompting Ban to appoint his high-level advisory group.The Copenhagen summit also resolved to mobilize a three-year emergency fund of $30 billion starting this year. It was unclear how much has been raised and disbursed so far.

The advisory panel, which began working in March, will present its final report to Ban in October, a month before the next decisive climate conference convenes in Cancun, Mexico.It will analyze a range of options, Stern said, and governments must decide which to chose, how much to raise from each source, and how to distribute the money.Potential revenue sources include auctioning the right to pollute, taxes on carbon production, an international travel tax, and a tax on international financial transactions, as well as government grants and loans. Each could produce tens of billions of dollars a year, Stern said.No one single source will deliver $100 billion by itself. There is no silver bullet, no hole in one,he said.Private capital also will be crucial, and governments must adopt policies reducing the risk to investors, he said.The panel's recommendations will weigh the practicality, reliability, and political acceptability of each method, he said.The advisory panel is chaired by the prime ministers of Norway and Ethiopia and the president of Guyana. A newly published IMF strategy document calls for the implementation of a global currency, called the bancor, to stabilise the international monetary system, while acknowledging that only a monumental shift toward acceptance of globalism will make it possible in the short term.The IMF blueprint, authored by Reza Moghadam, director of the IMF’s strategy, policy and review department, has stayed under the radar for three months.However, an article on the Financial Times blog alphaville, entitled IMF blueprint for a global currency – yes really, today highlights the document and the clear strategy of the global financial body.

Izabella Kaminska notes.And that, the IMF says, is largely because sovereigns — as they stand — cannot be trusted to redistribute surplus reserves, or battle their deficits, themselves.A chart within the document, innocuously titled Reserve Accumulation and International Monetary Stability (PDF link), presents a stepping stone system toward a fully fledged global currency: Beginning with a vague recommendation for voluntary policy adjustments to be adopted by member states, the chart moves through more and more draconian economic policies toward a long term endgame of a global currency.The chart also plots potential resistance to each stepping stone from sovereign states, with a spike in the short term, followed by a lull, and then a general rise as the move toward a global currency progresses over time.The IMF’s road to a global currency hinges on a wider use of and eventual implementation of an international monetary system based on special drawing rights (SDR), the IMF’s synthetic paper currency.Once an SDR-based system is in place, the IMF envisages just one final step to the launch of a new global currency.The document even gives the global currency a name, the bancor after John Maynard Keynes’ proposed, but never implemented, World Currency Unit of clearing.

The IMF first touted the possibility of a new global currency in March of last year. The issue was then debated at the G20 Summit in London just days later.A clause in Point 19 of the communiqué issued by the G20 leaders led to analysts describing the dawn of a revolution in the global financial order.We have agreed to support a general SDR allocation which will inject $250bn (£170bn) into the world economy and increase global liquidity, The clause stated.In effect, the G20 leaders have activated the IMF’s power to create money and begin global quantitative easing. In doing so, they are putting a de facto world currency into play. It is outside the control of any sovereign body. Conspiracy theorists will love it.Ambrose Evans-Pritchard of the London Telegraph wrote at the time.The world is a step closer to a global currency, backed by a global central bank, running monetary policy for all humanity.he added.The same conclusion was drawn by the Washington Post’s Anthony Faiola, who described how the IMF is on course to be transformed into a veritable United Nations for the global economy.The move has also been endorsed separately by the World Bank and the UN.The head of the International Monetary Fund, Dominique Strauss-Kahn, has repeated the call for a global currency via SDR multiple times.

The introduction of a new global currency and taxation system, with an overarching regulatory body, is a key cornerstone in the move towards global government, centralized control and more power being concentrated into fewer unaccountable hands.

The IMF’s push toward this kind of system is part of the ongoing movement to empower a group of unelected central bankers with the authority to usurp state sovereignty by overseeing benchmarks for national financial governance and setting regulations for financial institutions all over the globe.

EUOBSERVER / BRUSSELS - The EU and IMF have endorsed Greece's economic programme, required in return for a €110 billion bail-out agreed in in May.Amid a paralysis of the country by striking lorry drivers, violent clashes with riot police and small-scale bombings, a team of staff from the European Commission, the European Central Bank and the International Monetary Fund have been in Athens this past week for the first quarterly review of the government's austerity programme.Our overall assessment is that the programme has made a strong start, the commission-ECB-IMF troika said mid-Thursday in a statement.The end-June quantitative performance criteria have all been met, led by a vigorous implementation of the fiscal programme, and important reforms are ahead of schedule," the troika statement continued.In May, the EU and IMF agreed to loan Greece €110 billion over three years in return for a programme of public sector cuts, privatisation and tax reforms - the fourth such austerity package announced since the beginning of the country's debt crisis - that if the government is able to impose them despite widespread popular opposition will thoroughly transform the relationship of the state to its people. The troika reported that Greek authorities have kept spending significantly below budget limits at the state level.

The statement noted approvingly that these cuts at the national level had offset slippages in expenditure at the regional and municipal level, particularly regarding local government and funding of hospitals and social security.Impressive progress is being made on structural reforms. The mission welcomes the parliament's landmark pension reform, which is far-reaching by international standards, the troika said.

Small-scale terrorist attacks blamed on previously unknown left-wing groups, have also returned, echoing the urban guerilla violence of the 1970s. Some 13 incidents, including bombings of political party offices, MP homes, a bank, the Athens Stock Exchange and government buildings, have taken place.On Saturday, a guerrilla group called the Sect of Revolutionaries, claimed credit for the murder of Sokratis Giolas, a blogger journalist close to anti-terrorist police units. We are at war with your democracy.The EU-IMF team also saluted the substantive labour market reform underway and the changes to the transport sector: Important progress has already been made with liberalisation of road haulage and energy.The cheery approval of the changes, affecting lorry drivers' licences, was in stark contrast to the disapproval of those affected, who had paralysed the country with fuel shortages, crippled its travel industry and stranded hundreds of thousands of tourists for much of this week. The government had issued an emergency decree and enacted civil conscription to try to force the lorry drivers back to work. Some 500 strikers attempted to storm the transport ministry and clashed with riot police who managed to chase them away after employing tear gas. It was only when the government called out the army did the truckers back down temporarily in exchange for further talks.

The government wants to open up the sale of licences by making many more available. They hope that by doing so, it will increase competition in the sector and push down freight costs.But the drivers have to pay the government between €100,000 and €200,000 for a licence. While they are able to sell the licence on at the end of their careers, they complain that they often have to sell their house to get started. The government plans would bankrupt them, they say. In one noted case, a 67-year old driver who had been hauling for four decades had tried to sell his lorry in recent months without luck. Last week, he hanged himself off a bridge.Some argue however that the sector, a closed profession, is riven with nepotism and corruption. The troika appear to take this view, warning:The challenge facing the government in this regard will be to overcome resistance from entrenched vested interests to opening up of closed professions, deregulation, [and] implementation of the [EU] services directive.The EU-IMF report card however was not all positive, with the troika stressing important challenges and risks remain.There has been a moderate deterioration in capital adequacy in the financial sector and the number of bad loans have increased. Continued close monitoring of the financial sector will be important in the period ahead, reads the statement.The troika also note another key challenge in chasing down tax evaders by the rich. This is needed not just boost state revenues, but also to promote the overall fairness of the adjustment programme.
Additionally, GDP is expected to decline by four percent this year and roughly 2.5 percent in 2011. Inflation has gone up slightly higher than expected, to an estimated 4.75 percent for 2010, although this is largely as a result of increased VAT slapped on consumer items. Otherwise, inflation is expected to decline rapidly.

Indeed, as economists who oppose the EU-IMF-imposed programme note, the austerity is likely to shrink the economy, making it more difficult for the country to repay its loans, exacerbating the nation's sovereign debt crisis.The review issued on Thursday and agreed with the Greek authorities must now be signed off by the commission and the IMF board, a move expected in early September. Such approval will allow the disbursement of €9 billion.However, no sooner will sign-off for this tranche of cash be given, a troika mission will return with its fiscal fine toothcomb for the next quarterly review in October.

So long as Romania does not divert from its stringent austerity programme, the country will not have trouble accessing the latest tranche of a €20-billion EU-IMF bail-out, inspectors from the two lenders said on Wednesday.A team of representatives from the European Commission and the IMF in Bucharest said that the country is performing well in sticking to its extremely tough cuts pledges.The IMF mission has noted good performance by the end of June and policies are on track for the targets set to be attained,IMF representative Jeffrey Franks told reporters.The government has cut wages across the board by 25 percent and hiked VAT to 24 percent, up from 19.The EU-IMF team said that while performance criteria have been observed, they expected Bucharest to continue with the programme.Nevertheless, the team said it still wants to see a crucial pension reform and cuts to social assistance. The two lenders also are using the opportunity to push for labour market changes. Elsewhere in Europe where such moves have been made, there have been attempts to allow employers to fire workers more easily and at a lower cost.If we hold on to these measures, there will be no need for any additional tax hikes or cuts, added Mr Franks.

The plan of measures, initiated in June, aim to slash the public deficit to 6.8 percent of GDP, down from 7.2 percent last year. In return, the IMF, EU and World Bank provided a €20 billion aid package. This would be the third installment dispersed.For the funds - this latest tranche amounts to €1.2 billlion - to be released, the IMF board and EU finance ministers must give their approval, expected in September.Citizens have however not reacted well to the measures. In a country were the average monthly wage comes to €350, unions have already mounted one general strike resisting the austerity programme.

SEOUL, South Korea – Flooding last month caused serious damage in North Korea, destroying homes, farms, roads and buildings and hurting the economy, state media said Thursday.About 36,700 acres (14,850 hectares) of farmland was submerged and 5,500 homes and 350 public buildings and facilities were destroyed or flooded, the official Korean Central News Agency said.Not a small number of industrial establishments were damaged or flooded, inflicting an adverse effect on the economic growth and the people's living, the report said.Landslides caused by the torrential rains wrecked bridges and roads and caused a power equipment failure that disrupted railroad traffic in some parts of the country, KCNA said.Active efforts have been made to heal the flood damage in the affected areas, the report said without elaboration.KCNA reported casualties in Jagang and South Hamgyong provinces but did not say how many, nor if people were injured or had died.The news agency had previously reported heavy rains fell in the country in mid- to late July, but those earlier reports did not mention flooding or damage. State media in the impoverished, reclusive nation often report news days or weeks after an event takes place.

There was no indication the North would need outside help to deal with the flooding.

In 2007, the regime did seek outside help to cope with its most severe flooding in decades. About 600 people were dead or missing and 100,000 homeless after those floods, which destroyed more than 11 percent of the country's crops.North Korea is prone to floods and landslides due to poor drainage systems and massive deforestation after a famine in the 1990s that is believed to have killed as many as 2 million people.The impoverished nation has relied on foreign aid to feed its 24 million people since its economy was devastated by natural disasters and mismanagement in the 1990s.

KARACHI (AFP) – Pakistan began evacuating half a million people from flood-risk areas in the south on Thursday as the overall number hit by the country's worst floods in living memory rose to more than four million.The United Nations rushed a top envoy to Pakistan to mobilise international support and address the urgent plight of millions affected by torrential monsoon rains across the volatile country that have killed around 1,500.The disaster is now into its second week and the rains are spreading into Pakistan's most populous provinces of Punjab and Sindh, as anger mounts against the government response after villages and farmland were washed away.

In Sindh, authorities warned that major floods were expected on Saturday and Sunday in fertile agricultural areas along the Indus river.The military said 25,000 people had been evacuated in parts of the province while the local government put the number at 150,000.We have a target evacuation of at least 500,000 people who live in 11 most vulnerable districts, said provincial irrigation minister Jam Saifullah Dharejo, saying many towns and villages were in danger.Maurizio Giuliano, a spokesman for the UN Office for the Coordination of Humanitarian Affairs (OCHA), said rising water levels could pose threat to Sukkur Barrage.Further north in Punjab, an AFP reporter saw a mass exodus of people streaming out of flooded villages, wading barefoot through water or cramming belongings on to donkey carts or into cars under heavy rains.Altogether, more than four million people are in one way or another affected,said Manuel Bessler, who heads the OCHA in Pakistan.What we are facing now is a major catastrophe,he said.Officials warned that dams could burst as heavy rain lashed the Punjab town of Kot Addu, transforming the area into a giant lake.Army helicopters flew overhead as people streamed out of flooded villages searching for safer ground, an AFP reporter said.All these villages are dangerous now. But victims lashed out at authorities for failing to come to their rescue and provide better relief, piling pressure on a cash-strapped administration straining to contain Taliban violence and an economic crisis.Everybody is leaving. We came out empty-handed. We didn't have enough time to take our belongings, Ghulam Mustafa, 26, told AFP in Mehmood Kot, a village about six hours' drive south of Lahore, the capital of Punjab.Houses, shops, petrol pumps and small villages were submerged. Villagers waded barefoot through water up to their necks and chests, carrying belongings on their heads, an AFP reporter said.There's up to six feet (1.8 metres) of water in the city. All our stuff was destroyed. We saved only our children, Sadaqat Ali, 28, a plumber from Kot Addu told AFP.His 12-member family carried bags on their heads -- exhaustion and unhappiness etched on their faces. Suhail Tipu, a senior administration official in the area, said that engineers had breached a flooded canal in two places to protect the Kot Addu power station, one of the country's biggest. UN special envoy Jean-Maurice Ripert on Thursday visited affected areas in the northwest, where officials say there has been a lull in rainfall and water levels are receding.

Provincial information minister Mian Iftikhar Hussain told reporters late Thursday that 4.2 million people had been affected while 720,000 houses were destroyed across Khyber Pakhtunkhwa.In Pakistani-administered Kashmir, a passenger bus on Thursday plunged into the flooded Jhelum river, killing 22 people.At least 57 people have been killed in floods in the region and the army on Wednesday evacuated 178 local tourists, who were marooned in the Neelam valley, state disaster management authority chief Mehmood Khan told AFP.Although Prime Minister Yousuf Raza Gilani said relief items in sufficient quantity have been provided, many say they have received no assistance from the government, only from local families. Particular scorn has been heaped on the deeply unpopular President Asif Ali Zardari for pressing ahead with visits to Paris and London at the height of the disaster. An international campaign is stepping up, including a 10-million-dollar aid package from the United States, Pakistan's anti-terror ally. The US also began flying military helicopter relief missions to the worst hit northwestern regions on Thursday, the US embassy said.American crew operated the military flights in the presence of a Pakistani military representative, the embassy said.

ABOARD THE USS GEORGE WASHINGTON – Nothing projects U.S. global air and sea power more vividly than supercarriers. Bristling with fighter jets that can reach deep into even landlocked trouble zones, America's virtually invincible carrier fleet has long enforced its dominance of the high seas.

China may soon put an end to that.U.S. naval planners are scrambling to deal with what analysts say is a game-changing weapon being developed by China — an unprecedented carrier-killing missile called the Dong Feng 21D that could be launched from land with enough accuracy to penetrate the defenses of even the most advanced moving aircraft carrier at a distance of more than 1,500 kilometers (900 miles).EDITOR'S NOTE — The USS George Washington supercarrier recently deployed off North Korea in a high-profile show of U.S. sea power. AP Tokyo News Editor Eric Talmadge was aboard the carrier, and filed this report.Analysts say final testing of the missile could come as soon as the end of this year, though questions remain about how fast China will be able to perfect its accuracy to the level needed to threaten a moving carrier at sea.

The weapon, a version of which was displayed last year in a Chinese military parade, could revolutionize China's role in the Pacific balance of power, seriously weakening Washington's ability to intervene in any potential conflict over Taiwan or North Korea. It could also deny U.S. ships safe access to international waters near China's 11,200-mile (18,000-kilometer) -long coastline.While a nuclear bomb could theoretically sink a carrier, assuming its user was willing to raise the stakes to atomic levels, the conventionally-armed Dong Feng 21D's uniqueness is in its ability to hit a powerfully defended moving target with pin-point precision.The Chinese Defense Ministry did not immediately respond to the AP's request for a comment.

Funded by annual double-digit increases in the defense budget for almost every year of the past two decades, the Chinese navy has become Asia's largest and has expanded beyond its traditional mission of retaking Taiwan to push its sphere of influence deeper into the Pacific and protect vital maritime trade routes.The Navy has long had to fear carrier-killing capabilities,said Patrick Cronin, senior director of the Asia-Pacific Security Program at the nonpartisan, Washington-based Center for a New American Security. The emerging Chinese antiship missile capability, and in particular the DF 21D, represents the first post-Cold War capability that is both potentially capable of stopping our naval power projection and deliberately designed for that purpose.Setting the stage for a possible conflict, Beijing has grown increasingly vocal in its demands for the U.S. to stay away from the wide swaths of ocean — covering much of the Yellow, East and South China seas — where it claims exclusivity.It strongly opposed plans to hold U.S.-South Korean war games in the Yellow Sea off the northeastern Chinese coast, saying the participation of the USS George Washington supercarrier, with its 1,092-foot (333-meter) flight deck and 6,250 personnel, would be a provocation because it put Beijing within striking range of U.S. F-18 warplanes.The carrier instead took part in maneuvers held farther away in the Sea of Japan.U.S. officials deny Chinese pressure kept it away, and say they will not be told by Beijing where they can operate.We reserve the right to exercise in international waters anywhere in the world, Rear Adm. But the new missile could undermine that policy. China can reach out and hit the U.S. well before the U.S. can get close enough to the mainland to hit back,said Toshi Yoshihara, an associate professor at the U.S. Naval War College. He said U.S. ships have only twice been that vulnerable — against Japan in World War II and against Soviet bombers in the Cold War.Carrier-killing missiles could have an enduring psychological effect on U.S. policymakers, he e-mailed to The AP.It underscores more broadly that the U.S. Navy no longer rules the waves as it has since the end of World War II. The stark reality is that sea control cannot be taken for granted anymore.Yoshihara said the weapon is causing considerable consternation in Washington, though — with attention focused on land wars in Afghanistan and Iraq —its implications haven't been widely discussed in public. Analysts note that while much has been made of China's efforts to ready a carrier fleet of its own, it would likely take decades to catch U.S. carrier crews' level of expertise, training and experience. But Beijing does not need to match the U.S. carrier for carrier. The Dong Feng 21D, smarter, and vastly cheaper, could successfully attack a U.S. carrier, or at least deter it from getting too close.U.S. Defense Secretary Robert Gates warned of the threat in a speech last September at the Air Force Association Convention.When considering the military-modernization programs of countries like China, we should be concerned less with their potential ability to challenge the U.S. symmetrically — fighter to fighter or ship to ship — and more with their ability to disrupt our freedom of movement and narrow our strategic options, he said.Gates said China's investments in cyber and anti-satellite warfare, anti-air and anti-ship weaponry, along with ballistic missiles, could threaten America's primary way to project power through its forward air bases and carrier strike groups.

The Pentagon has been worried for years about China getting an anti-ship ballistic missile. The Pentagon considers such a missile an anti-access, weapon, meaning that it could deny others access to certain areas.The Air Force's top surveillance and intelligence officer, Lt. Gen. David Deptula, told reporters this week that China's effort to increase anti-access capability is part of a worrisome trend.He did not single out the DF 21D, but said: While we might not fight the Chinese, we may end up in situations where we'll certainly be opposing the equipment that they build and sell around the world.Questions remain over when — and if — China will perfect the technology; hitting a moving carrier is no mean feat, requiring state-of-the-art guidance systems, and some experts believe it will take China a decade or so to field a reliable threat. Others, however, say final tests of the missile could come in the next year or two.Former Navy commander James Kraska, a professor of international law and sea power at the U.S. Naval War College, recently wrote a controversial article in the magazine Orbis outlining a hypothetical scenario set just five years from now in which a Deng Feng 21D missile with a penetrator warhead sinks the USS George Washington.That would usher in a new epoch of international order in which Beijing emerges to displace the United States.While China's Defense Ministry never comments on new weapons before they become operational, the DF 21D — which would travel at 10 times the speed of sound and carry conventional payloads — has been much discussed by military buffs online. A pseudonymous article posted on Xinhuanet, website of China's official news agency, imagines the U.S. dispatching the George Washington to aid Taiwan against a Chinese attack.The Chinese would respond with three salvos of DF 21D, the first of which would pierce the hull, start fires and shut down flight operations, the article says. The second would knock out its engines and be accompanied by air attacks. Earth's solid inner core may be continually inching eastward relative to its liquid outer core, renewing itself by shedding its front while solidifying its back, a team of French scientists suggests. Within less than 100 million years, everything that has been crystallized on the west will have melted on the east, said lead researcher Thierry Alboussiere of Universite Joseph Fourier in Grenoble. The idea counters traditional theory that the big ball at the center of the Earth stands still, growing uniformly in all directions as the planet cools. It could shed light on the nature of the core - such as its age, apparent seismic mismatches, and a mysterious coating of dense fluid on its surface.

Seismic clues

About a billion years ago, the middle of the Earth began slowly solidifying from the inside out. The planet is hottest at its center, possibly even hotter than the surface of the sun, yet the core's iron is thought to be solid because of the extreme pressure that has raised its melting temperature. As it freezes, according to theory, the inner core takes in more iron, sending lighter elements up through the liquid outer core. This movement is thought to drive Earth's magnetic field.

Since scientists can't journey the roughly 4,000 miles (6,400 kilometers) to the center of the Earth to see what's going on, insight of the 1,600-mile (2,570-km) wide innermost layer more or less stops there. But bits and pieces of indirect information come in all the time, through earthquakes. Whenever there is a big earthquake, seismic waves get sent out in all directions and seismographs around the globe record the wiggles,said Michael Bergman of Bard College at Simon's Rock, Mass., who was not involved with the study but wrote an accompanying commentary on it for the journal Nature.Earthquakes help scientists learn about the inner depths of the planet because seismic waves change speed as they move through different mediums. Researchers can piece together this information to figure out what kinds of rocks and minerals are located in different parts of the Earth's interior. But earthquakes don't occur everywhere on the surface of Earth, so we don't have enough data to completely constrain the inner core, Bergman told OurAmazingPlanet.We have to take what nature can give us.Over the last couple of decades, nature has offered more questions than answers. Seismologists noticed that waves appear to travel faster through the inner core from north to south than from west to east. Seismic properties also seemed to vary between the Eastern and Western hemispheres of the globe.These findings did not fit with the traditional picture of the inner core, and neither did the 124-mile (200-km) thick layer of dense material detected on its surface.How do you build this dense layer next to the inner core when you're only releasing light material? Alboussiere said in an interview.He and his colleagues had an idea that could explain some of the discrepancies. What if rather than just crystallizing over its entire surface, the inner core was simultaneously melting and solidifying on opposite sides? Then perhaps the melting side could inject dense material into the outer core.

Eastward shift

Through mathematical models and lab experiments, the team determined that this may, in fact, describe the dynamics of the inner core in a way that is compatible with seismology's recent discoveries.They speculate that the inner core is shifted slightly off-center, just to the east. This would put more pressure on the western side, where it would be closer to the center of the planet, and less pressure on the eastern side. The result could be a perpetually denser Western hemisphere and a continual flow of dense fluid from the east that eventually spreads out atop the entire inner core. It might also inspire a re-evaluation of how the Earth's magnetic field is generated and a recalculation of the age of the inner core and its oldest piece.The inner core is basically regenerating itself. And superimposed on that is this overall cooling that makes the inner core bigger and bigger over time, Bergman said. That's just cool to think about.The study is detailed in the Aug. 4 edition of the journal Nature.

PLOTAVA, Russia – Wildfires were raging close to a shelter housing hundreds of dogs and retired circus animals, animal activists said Thursday, as the death toll from weeks of blazes across Russia rose to 50.Rescuers pulled a body out from a provincial village gutted by wildfires and another person died of their injuries overnight, the Emergencies Ministry said. Almost 600 separate fires were still raging, mostly in western Russia, as the country endured its hottest summer on record.The director of the animal shelter, in the village of Khoteichi, 40 miles (64 kilometers) east of Moscow, said he and volunteers had already extinguished a fire that came within 150 yards (150 meters) and were bracing for more blazes. The shelter is home to more than 1,800 animals, mainly dogs, but also bears, monkeys, foxes and tortoises.With the speed of fire, we don't know if we can save them all,Sergei Serdyuk said of the animals.Nearby fire stations did not answer calls when Tuesday's blaze advanced — one official hung up as soon as he heard the word fire, said Serdyuk, who added he has spent the last days dousing trees with water and digging trenches.Thick smog that had blanketed Moscow partially lifted early Thursday but could return with no end in sight to a record heat wave, officials warned.Temperatures up to 100 degrees Fahrenheit (38 Celsius) have exacerbated forest and peat bog fires across Russia's central and western regions, destroying close to 2,000 homes. Those regions are among the worst-hit.In the blaze-ravaged village of Plotava, some 35 miles (60 kilometers) east of Moscow, local official Viktor Sorokin lamented that the number of fire wardens in woodland and peat bog areas had halved to 150 the last few years under new rules.There used to be more of them, now there aren't enough, he said.Some locals are taking the initiative to make up the shortfall in firefighters.We woke up several days ago and we couldn't breathe, said Alexander Babayev, a 27-year-old owner of a drive-in theater, before taking a hose to low rising flames flickering above the smoldering ground.Babayev assembled a motley team of volunteers using a social networking website and, after a few instructions from professionals, they began tending to fires.Prime Minister Vladimir Putin has promised to build new, better homes before winter, and vowed each victim would receive $6,600 in compensation. To the east, firefighters focused on beating flames back from a top-secret nuclear research facility in the city of Sarov. A Sarov news website on Thursday cited local officials as saying a wall of fire had been broken down into several smaller blazes. Israel frees seized Turkish flotilla ships

JERUSALEM – Israel has released the Turkish protest ship that was the scene of bloodshed in a botched raid two months ago and it is en route to Turkey.AP Television News footage shows the Mavi Marmara leaving the port of Haifa on Thursday afternoon. The ship and two others released were part of a flotilla sailing toward Gaza to protest Israel's blockade of the Hamas-ruled territory.Israeli troops intercepted the boats on May 31 and clashed with pro-Palestinian activists on board the Marmara, leaving nine Turkish citizens dead. The bloodshed provoked an international outcry and this week, Israel agreed to an international investigation.
Israel's Defense Ministry says Turkish ships arrived to escort the vessels back.

Mosque Near Ground Zero Like a Pig in the Temple(ABOMINATION)

The plan to build a mosque adjacent to the ruins of the Twin Towers passed a crucial hurdle Tuesday when New York City's Landmarks Preservation Commission voted 9-0 not to declare the building now occupying the site protected, making way for it to be demolished and a mosque and Islamic center to be built in its place. No one was more shocked by the news than retired Brigadier General Dov Shefi, a former chief military prosecutor and now attorney general of the Defense Ministry who lost his son in the 9/11 attack on the Twin Towers.For us it's like bringing a pig into the temple,Shefi told Arutz-7. According to Shefi, people cannot accept the fact that a mosque will be built on the site of the disaster.I think that the establishment of a mosque in this place, a place that serves as a memorial site for 40,000 families, is like bringing a pig (an unkosher animal) into the Holy Temple. It is inconceivable that in all the city of New York, this site was specifically chosen to establish an institution that represents the culture that led the terrorists of Al-Qaeda to carry out the greatest crime ever.America sometimes loses its mind. America raised the banner of the freedom and liberty, allowing everyone to express an opinion, but this belief often makes them lose sight of reality.Shefi has already turned to U.S. government officials, calling on them to cancel this initiative. I'm connected to all the support groups of the U.S. families and victim organizations, and I'm not ashamed to write them. I sent a letter to the mayor of New York. I know it will be hard for them to accede to my request but they must understand us.

Shefi told Arutz-7 of his son Haggai, and the terrible news on the day of the disaster. He related that Hagai was a genius of geniuses and that and at the age of 29 he was already president of a high-tech company. The Shefi family flew immediately to the U.S. after the disaster, and Haggai's body was found and brought to burial in Israel. Shefi said that Haggai phoned his wife after the plane hit the north tower to say goodbye to her.(IsraelNationalNews.com)

If the people building this large Islamic center are just looking to build a large facility — a house of worship and center — in New York, why so close to 9/11, with all the sensitivity associated with that? ... Undermines Interfaith Understanding Bush-era U.S. official in Iraq Dan Senor worries in the Wall Street Journal that the center could strengthen the link between Islam and the brand of radicalism and violence espoused by al Qaeda and like-minded groups.He writes, the Cordoba House will not be seen as a center for peace and reconciliation. It will rather be celebrated as a Muslim monument erected on the site of a great Muslim military victory—a milestone on the path to the further spread of Islam throughout the world.

We have come here to Governors Island to stand where the earliest settlers first set foot in New Amsterdam, and where the seeds of religious tolerance were first planted. We've come here to see the inspiring symbol of liberty that, more than 250 years later, would greet millions of immigrants in the harbor, and we come here to state as strongly as ever - this is the freest City in the world. That's what makes New York special and different and strong.Our doors are open to everyone - everyone with a dream and a willingness to work hard and play by the rules. New York City was built by immigrants, and it is sustained by immigrants - by people from more than a hundred different countries speaking more than two hundred different languages and professing every faith. And whether your parents were born here, or you came yesterday, you are a New Yorker.We may not always agree with every one of our neighbors. That's life and it's part of living in such a diverse and dense city. But we also recognize that part of being a New Yorker is living with your neighbors in mutual respect and tolerance. It was exactly that spirit of openness and acceptance that was attacked on 9/11. On that day, 3,000 people were killed because some murderous fanatics didn't want us to enjoy the freedom to profess our own faiths, to speak our own minds, to follow our own dreams and to live our own lives.

Of all our precious freedoms, the most important may be the freedom to worship as we wish. And it is a freedom that, even here in a City that is rooted in Dutch tolerance, was hard-won over many years. In the mid-1650s, the small Jewish community living in Lower Manhattan petitioned Dutch Governor Peter Stuyvesant for the right to build a synagogue - and they were turned down.In 1657, when Stuyvesant also prohibited Quakers from holding meetings, a group of non-Quakers in Queens signed the Flushing Remonstrance, a petition in defense of the right of Quakers and others to freely practice their religion. It was perhaps the first formal, political petition for religious freedom in the American colonies - and the organizer was thrown in jail and then banished from New Amsterdam.In the 1700s, even as religious freedom took hold in America, Catholics in New York were effectively prohibited from practicing their religion - and priests could be arrested. Largely as a result, the first Catholic parish in New York City was not established until the 1780's - St. Peter's on Barclay Street, which still stands just one block north of the World Trade Center site and one block south of the proposed mosque and community center.

This morning, the City's Landmark Preservation Commission unanimously voted not to extend landmark status to the building on Park Place where the mosque and community center are planned. The decision was based solely on the fact that there was little architectural significance to the building. But with or without landmark designation, there is nothing in the law that would prevent the owners from opening a mosque within the existing building. The simple fact is this building is private property, and the owners have a right to use the building as a house of worship.The government has no right whatsoever to deny that right - and if it were tried, the courts would almost certainly strike it down as a violation of the U.S. Constitution. Whatever you may think of the proposed mosque and community center, lost in the heat of the debate has been a basic question - should government attempt to deny private citizens the right to build a house of worship on private property based on their particular religion? That may happen in other countries, but we should never allow it to happen here. This nation was founded on the principle that the government must never choose between religions, or favor one over another.The World Trade Center Site will forever hold a special place in our City, in our hearts. On September 11, 2001, thousands of first responders heroically rushed to the scene and saved tens of thousands of lives. More than 400 of those first responders did not make it out alive. In rushing into those burning buildings, not one of them asked What God do you pray to? What beliefs do you hold? The attack was an act of war - and our first responders defended not only our City but also our country and our Constitution. We do not honor their lives by denying the very Constitutional rights they died protecting. We honor their lives by defending those rights - and the freedoms that the terrorists attacked.Of course, it is fair to ask the organizers of the mosque to show some special sensitivity to the situation - and in fact, their plan envisions reaching beyond their walls and building an interfaith community. By doing so, it is my hope that the mosque will help to bring our City even closer together and help repudiate the false and repugnant idea that the attacks of 9/11 were in any way consistent with Islam. Muslims are as much a part of our City and our country as the people of any faith and they are as welcome to worship in Lower Manhattan as any other group. In fact, they have been worshiping at the site for the better part of a year, as is their right.The local community board in Lower Manhattan voted overwhelming to support the proposal and if it moves forward, I expect the community center and mosque will add to the life and vitality of the neighborhood and the entire City. Political controversies come and go, but our values and our traditions endure - and there is no neighborhood in this City that is off limits to God's love and mercy, as the religious leaders here with us today can attest.

If you watch the news headlines, you may have read these: Episcopal Church Is the Next to Shun Israel,Presbyterian Church to Justify Israel Divestment,and Methodist Church Renews Drive for Divestment From Israel.Divestment involves withdrawing investments from companies doing business with a particular nation in order to put economic pressure on the government. It was a technique used against South Africa to break apartheid. Over the years, some Protestant churches have asked people to stop investing in companies doing business with Israel based on their claim that Israel is a racist nation. But nothing could be further from the truth.Israel is a democracy that freely gives the vote to both Jews and Arabs. Apartheid occurs when a minority race uses its power to take economic advantage of the majority of another race. Such is not the case in Israel.In 2007 a Methodist women’s group wrote a report, sponsored by and paid for by the Methodist church, that referred to the founding of the State of Israel as the original sin, thus equating modern Israel with Adam and Eve’s rebellion against God. The report implied humanity sinned against God in creating the modern nation. It was a shocking statement.The same report claims,The Holocaust, and the impact of the Holocaust on Israel’s society, has caused hysteria and paranoia amongst Israelis.The report not only treated the murder of 6 million people casually, as if it were a minor event, but also claimed Jewish people have blown it out of proportion. If an event in history had put 6 million Methodists to death, these women probably would have a different outlook on the Holocaust.

Then, of course, there is Jimmy Carter. The former U.S. president’s 2006 book, Palestine: Peace Not Apartheid, distorted facts, demonized Israel, and contained hundreds of falsehoods and fictional statements.In light of all these events, perhaps you’ve asked yourself, Why are all of these Christians picking on Israel? What’s behind these attacks? The answer is Replacement Theology, the belief the church has replaced physical Israel (the Jewish people) in the plan of God. Those who hold this view believe the church has become spiritual Israel and the inheritor of all the covenant promises God made to Israel. But they say the Jewish people retain all the curses.

Effects on the Church

In the Old Testament God often said, in effect,Keep My covenant, and I’ll bless you; I’ll do all these good things for you. But if you do not keep My covenant, I will curse you; and these judgments will come upon you.Replacement theologians take the blessings for themselves and leave the curses with Israel. Therefore, whenever they read Israel in Scripture, they replace it with church. The leadership of most mainline Protestant churches and the Roman Catholic Church hold to Replacement Theology.

Here are some implications of this belief:

-The Jewish people as a nation have no place in God’s future plan, and Israel has no future as a nation.
-There is no Tribulation or Millennial Kingdom. In fact, such prophecies become problematic, which is why Replacement theologians want us to see Israel not as a physical nation but as the church.
-The church begins with Abraham in Genesis 12, not at Pentecost in Acts 2. Old Testament Israel (not physical Israel, but only those who put their faith in God) are defined as the church.
-Old Testament Law still applies to the church because, if the church began with Abraham and continues today, then everything in the Old Testament still relates to the church.
(The church, in this discussion, includes all denominations.)

Some churches, for example, have altars up front, in the center. Why? Because the Law requires sacrifice, and sacrifices go on an altar. Consequently, they view communion as the re-sacrifice of Christ, believing the elements mutate into the physical body and blood of Christ through transubstantiation.Under the Law, a man needed an intercessor between himself and God. He could not go to God directly. Hence, some churches have priests rather than pastors.Infant baptism replaces circumcision that, under the Law, placed a child under God’s covenant.

Have you ever heard Christians refer to Sunday as the Sabbath? In Scripture, Sabbath is sundown Friday to sundown Saturday. God defined it that way, telling Israel, Six days you shall labor and do all your work, but the seventh day is the Sabbath of the LORD your God. In it you shall do no work (Ex. 20:9–10). So church leaders thought, Because we worship on the first day of the week, we’ll redefine Sabbath to be Sunday. It is commonly referred to as the day of rest. However, Sunday is the first day of the week, not the seventh. To refer to Sunday as the Sabbath Day is contrary to Scripture. There was a reason the church began to meet on the first day: it was the day our Lord arose from the dead.All these church practices came about because of the belief that God replaced Israel with the church and that the Old Testament Law still applies to the church.Replacement theologians make the grievous error of interpreting the Old Testament by reading the New Testament back into it. Doing so is the only way they can make their argument. However, if you take God’s Word progressively, in its literal and historical context, as God revealed it to us, you will not believe in Replacement Theology.Clearly, Replacement theologians believe the State of Israel has no theological reason to exist. They call it a mistake in history and see its creation as the original sin. Dispensationalists know better. And Dispensationalism makes better sense.

Understanding the Differences

Dispensationalism is a system of biblical interpretation that sees God working with mankind in different ways at different times in history. It is based on a consistent, literal interpretation of Scripture. While salvation has always been by grace through faith, dispensationalists believe the Bible teaches the ultimate purpose of history is not the salvation of man but, rather, the glorification of God. Dispensationalists believe God has two distinct programs for history: one for Israel and one for the church.Dispensationalism: God began birthing Israel by calling Abraham and leading him to Canaan, often called the Holy Land. Then He brought the Israelites down to Egypt where they grew into a nation. By the time they fled Egypt, they numbered in the millions.God led the Israelites into the wilderness and gave them the Mosaic Law, which covers the period of Old Testament history in which they were in the Promised Land. Then they were exiled because of disbelief and idolatry. Later God returned them to their land, where they remained for several hundred years before Christ’s First Coming. All this time, the Gentiles were in a period of ignorance.Then came Christ’s First Advent, His death on the cross, and His burial and resurrection. Shortly thereafter the Jewish people were scattered, and the church began (Acts 2). Today we are in the Church Age. But the Bible says the church will be caught up and taken out of this world. We call that the Rapture. And with it, the Church Age will come to an end.Many will come to a saving knowledge of Jesus Christ after the Rapture, but they will not be part of the church. The church (also called the bride of Christ) will be in heaven with its Bridegroom, Jesus.

After the Rapture, the seven-year Tribulation will begin. It has two purposes: (1) to bring Israel to repentance, reconciliation with its Messiah, and restoration as a nation; (2) to judge the Gentile nations for their rebellion against God and their treatment of the Jewish people.At the end of the Tribulation, Christ will return to Earth and set up His Millennial Kingdom. He will confine Satan, restore Israel and elevate it above all nations, establish His throne in Jerusalem, and rule the world from there. Believing Gentiles who survive the Tribulation will enter the Millennial (1,000-year) Kingdom.At the end of the thousand years, Satan will be freed and allowed to lead a final rebellion against God and the reigning Messiah, but he will be defeated and destroyed. Then will come the Great White Throne judgment of all unbelievers, followed by the appearance of the new heavens and new earth.

Replacement Theology: It teaches there are not two programs for history but only one and that Israel and the church began with Abraham’s call. Therefore, the Mosaic Law did not end with Christ but still applies to the church today.Replacement theologians say that in Old Testament times, God worked through physical Israel; and in the New Testament He worked through so-called spiritual Israel, meaning the church. The Jews once were God’s Chosen People, but now they are the rejected people of covenant curses. The Gentiles who were ignorant in the Old Testament are now the chosen people.There is no Tribulation or Millennium. They are not needed. In fact, the Millennial Kingdom becomes a real problem for churches that embrace Replacement Theology. They wrestled with it, and out of that struggle came Amillennialism: the belief that the Church Age is the Kingdom of God on Earth and that, at some point, Christ will return to judge sinners and take us to the eternal state — the new heavens and new earth. Amillennialism projects a negative outlook on life because it provides no resolution. The world continues until Christ comes back and judges it before taking believers to the new heavens and earth, and that’s that.Later in church history, Postmillennialism came along. It contends the church is the active agent of change in the world; and as the church’s impact grows, the entire world will eventually believe in Christ, opening the doors for Christ’s return. This seems to be a more positive outlook, but it is not what the Bible teaches.

Replacement Theology has been the black sheep of Christendom because, over the past 2,000 years, it has led to countless acts of anti-Semitism by some in the church — and I cannot overemphasize the word countless. A tremendous amount of anti-Jewish violence has been committed by people who claimed to be doing it for the Lord. Jewish people have lived for centuries with the legacy of Christians persecuting them in the name of Christ. And it is because of Replacement Theology that Christians have justified their actions.In the next article we will travel back through history to see how Replacement Theology became established in the church.

As recently as 2006, White House science czar repeated his call for curbing human population for the sake of the environment and substantial carbon taxes.In the article titled The Energy Innovation imperative: Addressing Oil Dependence, Climate Change, and Other 21st Century Energy Challenges, Holdren admits (among other things) that notions such as notably improving health care, reproductive rights, and educational opportunities for women are, although attractive in their own right, only measures by which reduced population growth can be achieved. In regards to population-issues Holden writes (page 15):Lower is better for many reasons. If world population were 8 billion in 2100 rather than the midrange UN forecast of about 10 billion, holding down the carbon emissions from the energy to make everybody prosperous would be that much easier. Fortunately, reduced population growth can be achieved by measures that are attractive in their own right (notably improving health care, reproductive rights, and educational opportunities for women).Holdren not only makes clear he isn’t satisfied by the UN-target of 10 billion by the year 2100 (he would prefer cutting that number by 2 billion), he readily admits that improving health, reproductive rights and educational opportunities for women are means to that end.

In the same year Holdren published his essay, professor of medical demography of the London school of Hygiene and Tropical Medicine, John Cleland, admitted to- and rejected- the fact that the scientific and political communities use coded language when speaking of population control. Speaking in front of representatives of the UN Population fund, the International Planned Parenthood Foundation, European Commission, World Bank and Bill & Melinda Gates Foundation, Cleland stated (page 33):

No more shrouding our statements in code. Because code just confuses people.(…) It does this cause no service at all to continue to shroud family planning in the obfuscating phrase sexual and reproductive health. People don’t really know what it means. If we mean family planning or contraception, we must say it. If we are worried about population growth, we must say it. We must use proper, straightforward language. I am fed up with the political correctness that daren’t say the name population stabilization, hardly dares to mention family planning or contraception out of fear that somebody is going to get offended. It is pathetic! In the mid-seventies, the current White House science czar had no problem using straightforward language, no problem at all, when he argued for a wide range of measures to cut population size to an acceptable level. In the much-debated textbook Ecoscience, Holdren was not hindered by political correctness when he proposed a number of gruesome measures to lower worldwide fertility-levels:Adding a sterilant to drinking water or staple foods is a suggestion that seems to horrify people more than most proposals for involuntary fertility control. Indeed, this would pose some very difficult political, legal, and social questions, to say nothing of the technical problems. No such sterilant exists today, nor does one appear to be under development. To be acceptable, such a substance would have to meet some rather stiff requirements: it must be uniformly effective, despite widely varying doses received by individuals, and despite varying degrees of fertility and sensitivity among individuals; it must be free of dangerous or unpleasant side effects; and it must have no effect on members of the opposite sex, children, old people, pets, or livestock.In the 2006 article mentioned before, John Holdren also touched upon the possibility of a carbon-tax:Perhaps most importantly in the context of the character of energy challenges as elaborated in this article, companies are likely to continue to under-invest in developing and deploying low- and no-carbon energy options until there is a stronger marketplace incentive for such action, either in the form of a substantial carbon tax or its practical equivalent in the form of economy-wide emissions caps implemented through tradable permits.It’s becoming clear that the aim of reducing the world’s population was still firmly on John P. Poland accuses Russia of delaying handover of Smolensk air crash data

Polish prime miniser Donald Tusk wants an explanation from Moscow as to why it has not yet provided evidence from a plane crash that killed President Lech Kaczynski and 95 other people in April.Mr Tusk said Monday (2 August) that the interior minister and head of an investigation commission, Jerzy Miller, should during his forthcoming visit to Russia tell Moscow that Poland categorically expects documents needed for the ongoing inquiry.The Polish side will be waiting for information and explanations about the reasons hampering the Russian side in forwarding the appropriate documents, Mr Tusk said, according to the Irish Times. Now, when the probe is entering its final phase, our co-operation is worse than at the beginning, he added.A formal request questioning the reasons for the delay will be addressed to the head of the Russian MAK Interstate Aviation Committee.Several weeks ago I submitted a list of documents that are of interest to the Polish commission but which it has not yet received, Mr Miller said Monday.The exact date of Mr Miller's visit to Moscow is not yet known. Meanwhile, Mr Tusk said he would personally meet Russian government leaders or President Medvedev, if necessary. Attorney general Andrzej Seremet said during a press conference last week that Poland was promised a further ten volumes of documents to be provided in August and expressed slight concern about the lack of Russian response in the hand-over deal.Russia's initial cooperation after the crash near Katyn was seen as a possible new beginning in the relations between Warsaw and Moscow and was welcomed by Polish leaders.But local Russian authorities since then have appeared to delay the passing of some documents and evidence from the aircraft crash site, causing annoyance in Warsaw.

In May, Mr Miller, accompanied by the attorney general and chief military prosecutor, went to Moscow to negotiate access to the black boxes storing recordings of pilots' conversation before the crash.A spokesman for the Polish prosecution service said before the visit its main purpose was to get assurances that the investigation materials will be transmitted to Poland as soon as possible.

Egypt Says Gaza-Based Terrorists Fired on Eilat from Sinai

Egyptian security sources admitted Wednesday that Monday’s rocket attack on Eilat was launched from within its territory in the Sinai and blamed a Gaza-based terrorist group, without identifying it. Other sources identified Hamas by name.

Cairo previously had claimed that the Katyusha rockets were not fired from within its borders. The official Middle East News Agency reported that the terrorists infiltrated from Gaza into the Sinai through smuggling tunnels.Hamas controls Gaza and has denied any involvement in the launching of the missiles. One of the missiles hit the Jordanian side of the Gulf of Aqaba and killed one person.The Fatah Intifada Movement representative in Lebanon said Monday his group backs rocket attacks on Israel and would be willing participate, a Lebanese television station reported.The Islamic Action Front (IAF), Jordan's largest opposition political party, accused Israel of being behind the rocket attack on Eilat, saying it was undoubtedly a Zionist act [to] shake the safety and stability of Jordan and drag countries in the region to increased security coordination with Israel.Eilat police updated a previous report and said that two of the six rockets exploded within the city’s limits and not in the sea, as was previously stated by Eilat Mayor Yitzchak HaLevi. Authorities have not yet located the impact sites of three other missiles that landed in the area.Israel National News reported Tuesday night that if Hamas terrorists from the Sinai were involved in the attack, it would be strong evidence of its ability to use the Sinai Peninsula to stage attacks on Lebanon.Israel withdrew from the Gaza area in 2005 and surrendered control of the Philadelphi smuggling route along the Egyptian-Gaza border. Arab and Iranian sources confirmed Wednesday that Iranian President Mahmoud Ahmadinejad escaped an assassination attempt in the city of Hamadan and that several people were wounded. The Iranian conservative Khabaronline.ir website said that the attacker was arrested.Iran's semi-official media originally confirmed the report, but the office of Ahmadinejad later denied it, claiming that someone threw a firecracker at his motorcade to celebrate his arrival.The Arabic-language Arabiya website, which is considered responsible and has published several articles against Ahmadinejad, reported that the Iranian presidency confirms that President Ahmadinejad escaped an assassination attempt as his procession was targeted by a bomb.Arabiya said that Ahmadinejad’s procession was targeted by a bomb, but other sources said a grenade was thrown at the convoy and landed approximately 300 feet from Ahmadinejad's car. Floods in northern China collapse reservoirs

Flooding overwhelmed major roads after some portions of the Songhua reached water levels twice as high as normal.The death toll for China's worst flooding in a decade rose to 1,072 people, with 619 still missing. Tropical Storm Colin now a low in the Atlantic

MIAMI – Tropical Storm Colin has degenerated into a tropical low, but forecasters say it could still reform before hitting the U.S. Atlantic seaboard next week.The National Hurricane Center in Miami says the remnants of Colin had maximum sustained winds near 40 mph Tuesday, which are comparable to those of a tropical storm. But the system lacks a defined center or the circular movement characteristic of a tropical storm.Forecasters says the system could likely be reenergized in a few days when it moves into a more favorable environment.The system is located about 540 miles (865 kilometers) east of the Leeward Islands and is moving west-northwest near 35 mph (56 kph).Colin was the third tropical storm of the Atlantic hurricane season.

Powerful quake hits eastern Indonesia

JAKARTA, Indonesia – A powerful earthquake struck waters off of eastern Indonesia on Tuesday, but there were no immediate reports of damage and officials said there was no threat of a tsunami.The U.S. Geological Survey said the quake had a preliminary magnitude of 6.3 and was centered off Sulawesi island, around 26 miles (42 kilometers) beneath the ocean floor.Some buildings shook in Manado, 100 miles (160 kilometers) east of the epicenter, and in the nearby cities of Bitung and Tondano. But Deny Hendrawanto, an official at Indonesia's earthquake monitoring office, said there were no immediate reports of injuries or damage.Dr. Fauzi, chief of the agency, said there also was no threat of a tsunami. Like many Indonesians, Fauzi uses just one name.Indonesia straddles a series of fault lines that make the vast island nation prone to volcanic and seismic activity. A giant quake off the country on Dec. 26, 2004, triggered the Indian Ocean tsunami that killed 230,000 people, half of them in Indonesia's westernmost province of Aceh.

PEREDELTSY, Russia – Moscow was engulfed Wednesday by the thickest blanket of smog yet this summer, an acrid, choking haze from wildfires that have wiped out Russian forests, villages and a military base.Passengers on Moscow's subway said the eye-stinging haze hovered above the platforms, and City Hall warned of health risks from the smoke, which is carrying harmful gases including carbon monoxide.I woke up before dawn and thought I was going to die of suffocation, said Yadviga Pashkova, a frail, 62-year-old former schoolteacher who lives in central Moscow. It felt awful because there was no way out.To the east, firefighters focused on beating flames back from a top-secret nuclear research facility. In the capital, President Dmitry Medvedev fired several high-ranking military officials over what he called criminal negligence in fires that ravaged a military base.Russia is suffering through its worst heat wave on record, a condition that has sparked forest and peat fires across its central and western regions that have killed at least 48 people in the past week.

Mexico: 28,000 killed in drug violence since 2006

MEXICO CITY – President Felipe Calderon said he would consider a debate on legalizing drugs Tuesday as his government announced that more than 28,000 people have been killed in drug violence since he launched a crackdown against cartels in 2006.Intelligence agency director Guillermo Valdes also said authorities have confiscated about 84,000 weapons and made total cash seizures of $411 million in U.S. currency and $26 million worth in pesos (330 million pesos).Valdes released the statistics during a meeting with Calderon and representatives of business and civic groups, where attendees exploring ways to improve Mexico's anti-drug strategy called on the government to open a debate on legalization.Calderon said he has taken note of the idea of legally regulating drugs in the past.It's a fundamental debate in which I think, first of all, you must allow a democratic plurality (of opinions), he said. CAIRO – The deadly rocket attacks on Israel and Jordan's Red Sea ports were carried out by the militant Palestinian Hamas group operating from Egypt, an Egyptian official said Wednesday after days of denials.Immediately after a barrage of rockets crashed into the sea near Israel's Eilat resort town and killed a taxi driver in Jordan's Aqaba port, Egyptian officials had strongly denied the attack had come from Egypt.The security official said Hamas had fired seven rockets, including one which misfired and left debris near a security facility in the town of Taba.The attackers fired Soviet-style Grad rockets of the type used by militants in Lebanon and Gaza, he added, speaking on condition of anonymity because of the sensitivity of the issue.

Hamas denied the Egyptian accusations and said it had no plans to start operating outside of the occupied territories.We don't accept this accusation, said Hamas spokesman Sami Abu Zuhri. DEIR EL-ZAHRANI, Lebanon – U.N. peacekeepers said Wednesday a cypress tree an Israeli soldier was cutting down just before a border clash with Lebanese soldiers erupted was in Israeli territory, contradicting Lebanese claims that their frontier was breached.The clash Tuesday left a senior Israeli officer, two Lebanese soldiers and a Lebanese journalist dead and was the most serious since Israel and the Iranian-backed Lebanese group Hezbollah fought a brief war in 2006. Lebanon acknowledged Wednesday that the tree was south of an official, U.N.-drawn boundary known as the Blue Line separating the countries. The line was drawn in 2000 following the end of a two-decade Israeli occupation of south Lebanon that began with a war in 1982.However Lebanese Information Minister Tarek Mitri said his country disputes the Blue Line demarcation in certain areas, including the village of Adeisseh where the clash took place, and saw Israel's act in as a clear provocation.UNIFIL established, however, that the trees being cut by the Israeli army are located south of the Blue Line on the Israeli side, said force spokesman Lt. Naresh Bhatt. He said the peacekeepers were still investigating the clash.

The gathering had been planned before Tuesday's fighting, but it has taken a new urgency now. Hezbollah did not take part in the latest violence, but the group's leader, Sheik Hassan Nasrallah, said Tuesday night that his forces would not stand by idly if Israeli troops ever attack Lebanese forces again. Adding to the friction, more than 70 people in Lebanon have been arrested since last year on suspicion of collaborating with Israel. In Beirut, security officials said Wednesday a former army brigadier general was detained on suspicion of spying for Israel a week after a current lieutenant colonel was arrested also on suspicion of collaborating with Israel.

Also Wednesday, funerals were being held for those killed Tuesday.

TEHRAN, Iran – Iran has obtained four S-300 surface-to-air missile systems despite Russia's refusal to deliver them to Tehran under a valid contract, a semiofficial Iranian news agency claimed Wednesday.The Fars news agency, which has ties to Iran's elite Revolutionary Guard, Iran's most powerful military force, said Iran received two S-300s from Belarus and two others from another unspecified source. Fars didn't elaborate, and there was no official confirmation of the report.Russia signed a 2007 contract to sell the S-300s, but so far has not delivered. The powerful, long-range missiles would significantly boost Iran's defense capability, and Israel and the United States have strongly objected to the deal.The S-300 is capable of shooting down aircraft, cruise missiles and ballistic missile warheads at ranges of over 90 miles (144 kilometers) and at altitudes of about 90,000 feet (27,432 meters).The report comes as Iran faces increasing pressure from the West over its nuclear program.The U.S. accuses Tehran of seeking to build an atomic weapon, a claim Iran denies. The United Nations has imposed four rounds of financial sanctions on Tehran for its refusal to halt uranium enrichment, a process that can be used to produce fuel for a reactor or a warhead. Iran says it has a right to conduct enrichment for what it says is its peaceful nuclear program.Moscow said in June that the latest round of U.N. sanctions would prevent it from delivering the S-300s to Iran.
