EUOBSERVER / BRUSSELS - Just days before EU leaders meet in Brussels to discuss measures to increase the region's competitiveness, market concerns over public finances continue to rattle national governments and hog the media limelight.Spain continued its public relations offensive on Monday (8 February), after concerns over Greece's deficit and debt levels recently spread to the Iberian state and its neighbour, Portugal. The country's finance minister, Elena Salgado, together with her deputy, Jose Manuel Campa, flew to London to meet bondholders and outline recently announced austerity measures. Repeating promises to cut its budget deficit to 3 per cent of gross domestic product by 2013 from 11.4 per cent last year, Mr Campa insisted the government would make the adjustment that's necessary.But their disclosure that the Spanish treasury intends to raise €76.8 billion through debt issuance this year lead to renewed market doubts, sending the country's bond yields higher. Writing last week in the New York Times, Nobel prize winning economist Paul Krugman said Spain's difficulties were an an object lesson in the problems of having monetary union without fiscal and labour market integration.After a decade-long boom, the 2008 implosion of Spain's housing bubble has left the country with excessive labour costs, spiraling unemployment and a large budget deficit. If Spain had its own currency, this would be a good time to devalue; but it doesn't,said Mr Krugman.
Single currency
The eurozone deficit crisis has also taken its toll on the area's common currency. Last Friday the euro plunged to an eight-month low of $1.3583, recovering slightly on Monday. Markets are also increasingly gambling against the single currency. Driven by fears of a eurozone debt crisis, traders and hedge funds have bet nearly $8bn (€5.9bn) on a falling euro, reports the Financial Times.Credit ratings agency Fitch insisted on Monday however that other eurozone countries face no risk of contagion from the debt and deficit crises afflicting Greece, Portugal and Spain.
The agency's chairman, Marc Ladreit de Lacharriere, told French radio that France and Germany still enjoy sufficient credibility with investors who are the deciders and the masters of the game.Some analysts argue that fiscal problems in the euro area peripheral states are affecting core members such as France, however. In Nicolas Sarkozy's centre-right UMP party, calls are increasing to adopt a German-style medium-term budgetary balance law. We can no longer spend as we did in the past,Xavier Bertrand, UMP leader, said over the weekend.And as EU leaders prepare to meet for an informal summit in Brussels this week to discuss ways to increase the bloc's competitiveness, the issue of deficits is slowly edging its way onto the agenda. With a new long-term economic strategy still the main topic for discussion, EU president Herman Van Rompuy conceded in a recent letter to leaders that some aspects of the present economic situation will also need to be looked at.

Rabbi Nissan Ben-Avraham, a resident of Shiloh, has been appointed as Shavei Israel’s new emissary to the Bnei Anousim (whom historians refer to as Marranos) in Spain.Shavei Israel is a non-profit organization that strengthens ties between the State of Israel and descendants of Jews around the world, including the Bnei Menashe of India, the Bnei Anousim in Spain, the Subbotnik Jews of Russia, the Jewish community of Kaifeng in China, the Hidden Jews of Poland from the Holocaust era and others. Rabbi Ben-Avraham was born in 1957 in Palma de Mallorca, Spain and was named Nicolau Aguilo. He immigrated to Israel in 1978, formally returned to Judaism and Hebraicized his name. He later married, was ordained as a rabbi, and became a father of 12 children.As Shavei Israel's emissary in Spain, Rabbi Ben-Avraham will teach Torah, Jewish culture and tradition to Bnei Anousim, and will assist those seeking to learn more about their Jewish roots.

They were never fully accepted by their Catholic neighbors, who referred to them as Chuetas, which means pigs,and rejected them. They suffered from centuries of discrimination, which reinforced their identity and communal cohesiveness. The Chuetas were forced to marry only among themselves and faced various social and professional restrictions up until the modern era. An estimated 15,000-20,000 still live in Mallorca, though many have assimilated in recent years.
In the early Middle Ages, Spanish Jewry was one of the oldest and most successful Diaspora Jewish communities. But from 1391 onwards, a series of terrible disturbances and great tribulations befell the Jews of Iberia, resulting in unprecedented waves of expulsion, persecution and forced conversions. These tragic events culminated in 1492, when the remaining Jews were formally expelled by the Spanish monarchs. Many of those who had been compelled to convert to Catholicism – known by the Hebrew term Bnei Anousim – remained behind, where they nonetheless continued to preserve their Jewish identity and to practice Jewish tradition covertly, away from the prying eyes of the Inquisition and its enforcers.

EUOBSERVER / BRUSSELS - The new European Commission team is set to win a confidence vote in parliament on Tuesday (9 February) after a three month delay and a prolonged period of infighting between the EU's two main institutions.The 27-member college, headed for a second time running by Portugal's centre-right Jose Manuel Barroso, looks certain to achieve the majority needed at the early afternoon vote to finally allow it to take up office for the next five years.The vote will put an end to a virtual paralysis in Brussels politics since the June European elections, which kicked off a very public dispute between Mr Barroso's mainly conservative supporters and his vocal left-wing and green critics.The dispute meant that Mr Barroso, who laid out his cards on the table about wanting a second term as commission president already two years ago, was denied a quick re-nomination as president as his opponents sought to delay his confirmation vote and extract concessions.The vote, a secret ballot, eventually took place in September securing Mr Barroso his second term. But the nomination of the rest of the commission only occurred in November after drawn-out ratification of the Lisbon Treaty, the bloc's new institutional rules, which affected the make-up of the commission.With the commission already almost four weeks into caretaker status when he finally announced the new line-up - containing 14 returning commissioners including himself, Mr Barroso's new team still had to run the gauntlet of parliamentary hearings assessing their qualifications for the job.
Several would-be commissioners did not shine in their hearings. Finland's Olli Rehn down for the powerful economic and monetary affairs dossier was seen as too vague. Lithuania's Algirdas Semeta displayed little tax policy knowledge. Catherine Ashton, the EU's top diplomat, was hesitant on several foreign policy issues and Neelie Kroes, from the Netherlands, appeared to have difficultly re-orienting herself from the competition dossier to the digital agenda. But it was Bulgaria's nominee that fell. Rumiana Jeleva's subsequent resignation in late January, after a weak hearing coloured by allegations about her financial interests, delayed the planned commission vote by a further two weeks.In the meantime, MEPs, buoyed by the new rights given to them in the Lisbon Treaty, secured extra political powers from Mr Barroso. A new inter-institutional agreement to be voted on before the investiture of the commission opens the door to parliament forcing individual commissioners to resign - a power not accorded to them in EU law.Over the eight month saga, which has seen Mr Barroso first preoccupied with his re-election and then unable to do much because his institution was in caretaker status, the EU has continued to suffer the fallout from the financial and economic crisis but has lacked clear leadership to deal with it.Meanwhile, critics of the parliament's behaviour during this period suggest MEPs were less motivated by principles but rather by one upmanship among political groups or between parliament and the commission.

Russia in stand-by mode over US missile plans in Romania

EUOBSERVER / BRUSSELS - Moscow is concerned and expects proper explanations on US plans to deploy anti-ballistic missile defence systems in Romania, but it is still interested in contributing to a common assessment of threats with Europe and the US, Russia's envoy to Brussels told this website.We took note of President Basescu's statement on his agreement to host those elements. This is a serious issue which we'll be analysing when we receive all the details regarding what exact equipment is meant to be deployed there, Mr Chizhov said in a phone interview on Monday (8 February).Last Thursday, Romanian President Traian Basescu announced that his country had accepted an invitation by the Obama administration to host land-based anti-ballistic missiles as part of US plans to defend Europe against Iranian and other regional threats. The rockets are set to be deployed by 2015, in a second phase of the new version of the US shield, which combines sea and land-based interceptors for short, medium and long-range missiles. The Romanian approval process is at an early stage, as the actual agreement still needs to be negotiated between the two capitals and approved by their respective legislatures.However, the Russian reaction contrasts with its response to similar announcements made in 2007 by the Bush administration on deploying a radar in the Czech Republic and missiles in Poland by 2011. Back then, Russian Prime Minister Vladimir Putin warned of a new Cold War and threatened to place nuclear missiles in the Russian exclave of Kaliningrad bordering EU members Poland and Lithuania if the plans were to go ahead.
Asked why the Russian reaction was milder this time around, Mr Chizhov said that this was a preliminary reaction, pending further clarifications from the American side.It is a source of concern for us, he said, adding that Moscow was also interested to know the reason behind the choice of Romania.One could argue that Romania is somewhat closer to Iran than Poland, but still, according to our information Iran will neither now nor in the foreseeable future posses any missiles capable of reaching Romania. Not to mention Poland, central Europe or the United States, the Russian envoy argued.This view is not shared by Pentagon officials, however, who in a recent review of US' current and planned missile defence architecture note that Iran has developed and acquired ballistic missiles capable of striking deployed forces, allies, and partners in the Middle East and eastern Europe at an increasingly rapid pace.The new system envisaged by Washington would see maritime interceptors deployed in the Mediterranean by 2011 and backed up by a powerful radar whose location has not yet been disclosed.The Romanian interceptors are part of the second phase outlined in the review, which is planned to be put in place around 2015 and to expand the covered area from southern Europe to additional Nato allies,the document reads.A third phase would be operational by 2018 and would have interceptors located in northern Europe. State Department spokesman Philip Crowley last week confirmed that the US was in talks with Poland for the third stage. Warsaw is still on the table after being rebuffed by Mr Obama last year when he decided to scrap the earlier plans tabled by his predecessor. Prague is no longer considered as a potential location, however.
Russia on board?
Mr Chizhov did not rule out a future Russian contribution to the anti-missile defence system.We proposed to start from the beginning, with a joint assessment of risks and challenges in this field. We're ready to discuss that with the Americans and everybody else, he said.Moscow's tempered reaction also comes against the backdrop of Mr Obama's efforts to hit the reset button in US-Russian relations, after they had reached a Cold War era low point during the Bush administration.The revised missile shield should be of no surprise to the Russian side, Nato sources told this website. It was also discussed among European allies, but no decisions on how to integrate that into a Nato architecture had been taken yet, as the upcoming summit in Lisbon this autumn would be a more appropriate occasion for it.As for the EU side, it considered the Romania missile plan a bilateral discussion between a member state and the US, a spokesman for the bloc's foreign policy chief told this website.

More snow due to hit storm-battered east coast

WASHINGTON (AFP) – The US east coast was on Tuesday bracing braced for a new major winter storm after record snowfall left thousands shivering in the dark without power, with transportation paralyzed and the federal government shut down.The Wasghington DC remained largely snow-locked, while many local governments, businesses and schools were also closed across the mid-Atlantic region.The National Weather Service issued a 30-hour winter storm warning beginning midday on Tuesday for Washington, Maryland and parts of Virginia, saying it expects another 10 to 20 inches (25-50 cm) of snow to cover the area.The combination of snow and strong winds will make travel very hazardous, said the NWS in its advisory.The extra squall would be on top of more than two feet (0.6 m) of snow around metropolitan Washington and Baltimore, and also comes after the massive December storm that dumped some two feet (61 centimeters) of snow in the area: meaning the region is coming up on the other historic seasonal totals.With this season's total so far at 45 inches (114 cm), according to NWS figures, more snowfall in the coming days could peak out the 1995-96 season's 46 inches (116.8 cm) and the all-time deepest snowfall of 1898-99, at 54.4 inches (138 cm).Washington residents were struggling to get to work, with people slipping on the ice and cars wheel-spinning in the snow as hundreds of emergency personnel battled to clear the roads.This snow is so deep and so heavy that the traditional snow plows can't shovel in some areas. So bulldozers are physically having to lift it up and away, Laura Southard from the Virginia Department of Emergency Management told AFP.In places, the weight of the snow caused roofs to collapse, including at a firehouse in northern Virginia and a hangar for private aircraft at Dulles International Airport.Many of those without power gathered in restaurants and coffee shops on major avenues where power often was restored first. Two men were found dead in a car in the town of Bladensburg, Maryland on Sunday, The Washington Post reported. Officials believe they suffered carbon monoxide poisoning as a result of sitting in a closed vehicle without ventilation.Six other people who also appeared to be suffering from carbon monoxide poisoning were rescued from a house in the Washington suburb of Oxon Hill on Sunday, the paper added.The culprit appeared to have been a gasoline generator used inside the house after the power went out.The deepest snow left by Snowmageddon was in the small town of Colesville, central Maryland, which was buried in 40 inches (101 centimeters) of snow, the National Weather Service said. Service slowly resumed on Metro trains, although above-ground rail travel remained suspended, depriving people in the suburbs of their main means of commuting. Cancelled bus services also began operating on a limited schedule. Washington's Reagan National Airport was closed for snow and ice removal, and then reopened. although officials warned many flights may be canceled or delayed. Other local airports were also open. But life was gradually returning to normal as residents dug out cars and cleared driveways. Boris Ruhadze, 24, was stuck at the International House of Pancakes in Rockville, Maryland from Friday afternoon until Monday morning. We slept on the benches in some of the booths, in a part of the restaurant they closed off. The line was out the door on Friday, and even worse on Saturday as people lost power,Ruhadze said.
Afghan floods, avalanches kill 20: official

KANDAHAR, Afghanistan (AFP) – At least 20 people have died in floods and avalanches triggered by some of the heaviest rain and snow in Afghanistan for 50 years, an official said Monday.At least six people died and 10 others were missing following heavy rains in the southern province of Kandahar since late Sunday, a provincial spokesman, Zalmai Ayoubi, told AFP.So far we have found six bodies from one car. Two cars with 10 other people in them are missing, he said.We don't know if they are dead or alive, he added.Hundreds of mud-brick houses were damaged and about 1,000 animals killed in the province's Daman district, Ayoubi said.He said dozens of people were stranded by flood waters caused by the heaviest rain seen in the area for half a century, as authorities called on Afghan and foreign troops to airlift people to safety.The floods in Kandahar follow heavy snowfall in central and western parts of the country which has killed at least 14 people in the past week, according to disaster response authorities.The heavy rain and snow comes after winter began without precipitation, sowing concerns about drought in the agrarian country over the coming year.

What’s the Alternative? MK Orlev: Jordan is Palestine

(IsraelNN.com) Asked to present his alternative to the two-state Israel-Palestine option, MK Zevulun Orlev (Jewish Home) says, The Arabs of the Palestinian Authority already have a state – Jordan.Speaking with Arutz-7 on Tuesday, Orlev – the Chairman of the Knesset Education Committee – said, The basis for every plan is our right to the Land of Israel, halakhically, historically, etc. In the present situation, however, we must see how we make the most of the situation - and not go for all or nothing. There is no question that we cannot expel all of the Arabs who currently live in Judea and Samaria, and so the question is how do we deal with the given situation.My proposal, or vision, is based on the fact that there is not enough of an expanse in Judea and Samaria for a Palestinian state, and that if one is established, it will not be viable and will have to spread out towards and threaten Israel. Not to mention that such a state would not be stable; we can never know who will rule there – Hamas, Al Qaeda, Iran…The only solution, therefore, is that Jordan, of which 80 percent of its citizens are Palestinian, should be the Palestinian state, with offshoots in the areas that the PA currently controls here in Judea and Samaria. Their national rights, which I believe they deserve, such as a flag, currency, etc., should be manifest in a federation with Jordan - but it must not be an independent state, and Israel must maintain sovereignty and full military control over Judea and Samaria, including the Jordan Valley. In this way, we will maintain our historic rights and our security.
Benny Elon's Israel Initiative
A more detailed plan along these lines has long been promoted by former MK and Moledet party leader Benny Elon. Known as the Israel Initiative, the program calls for the rehabilitation of the Arab refugees and the dismantling of their camps and of UNRWA; replacing the ineffectual Palestinian Authority partner with Jordan - a reliable partner interested in stability; and replacing the Israeli occupation in Judea and Samaria with full Israeli sovereignty, which will prevent Hamas and other terrorist organizations from taking control and will grant security to Israel and neighboring countries. Whether or not the plan meets with immediate acceptance does not much concern Orlev, who said, With or without us, Jordan will one day become a Palestinian state, as a large majority there has Palestinian roots.Orlev feels that it is not too late to combat the left-wing success in placing the two-state option on the table: The final borders will not be determined on the battle field, but rather in the schools. If we teach the dangers of a Palestinian state, and that the Land of Israel is ours, and that Jordan is theirs, then we will succeed.
Unity in the Ranks
Orlev mentioned that if the religious-nationalist camp were united in one party, we would be a strong political force that could have a strong influence on the diplomatic solution. I have been pushing for unity for a long time, but unfortunately there are those who would rather remain in their own camp…A bid to unite what are now the Jewish Home and National Union parties in late 2008, before the last elections, failed after the latter felt that it was being marginalized in the new list of Knesset candidates. National Union leader MK Yaakov Katz (Ketzaleh), who joined the party after the split was announced, has been insistent of late on the importance of unity between the two parties.

Iran has taken a series of steps over the past few days that leads experts such as former U.S. ambassador to the United Nations John Bolton to conclude that military force against Iran is the only option. On Friday, Iran’s Foreign Minister announced that his country would export its enriched uranium to the West, but just two days later, this plan was withdrawn. Instead, Iranian leader Mahmoud Ahmedinajad ordered a major step-up in the processing of uranium, enriching it at a 20 percent level, instead of the current 3.5 percent.In addition, on Monday, Supreme Islamic Iranian leader and commander-in-chief Ayatollah Ali Khamenei said that Iran is set to deliver a stunning punch during this week's 31st anniversary of the Islamic revolution.The Iranian nation, with its unity and the grace of Allah, will punch the arrogance [Western powers] on the 22nd of Bahman [Thursday, February 11] in a way that will leave them stunned," Khamenei told a gathering of air force personnel.The anniversary marks the date that Iran's air force gave its support to revolutionary leader Ayatollah Khomeini, leading to the toppling of the US-backed shah in 1979.
Iran also successfully tested this week a new radar-evading drone aircraft.

TEHRAN, Iran – Iran began enriching uranium to a higher level Tuesday over the vociferous objections of the U.S. and its allies who fear the process could eventually be used to give the Islamic republic nuclear weapons.State television announced that the process began in the presence of inspectors from the U.N. nuclear watchdog agency. Uranium has to be enriched to fuel nuclear power plants and Iran needs the 20 percent enriched fuel for a research reactor producing medical isotopes.
Enriching uranium to 90 percent, however, creates the material for nuclear weapons, which many countries are afraid Iran is seeking. Iran denies the charge.France and the U.S. said Monday Iran's action left no choice but to push harder for a fourth set of U.N. Security Council sanctions to punish Iran's nuclear defiance. Salehi said Iran has been trying to buy the higher enriched fuel for its research reactor for the past several months, but the West made providing the fuel conditional on Iran's acceptance of the U.N.-drafted agreement to ship its uranium stockpile abroad first.That plan would come with some safeguards, because the enriched fuel provided to Iran would be in a form that would be difficult to further process to make weapons.According to the report on state TV, the higher level enrichment began after Iranian scientists injected 25 kilograms of 3.5 percent enriched UF6, or Uranium hexafluoride, gas into a cascade of 164 centrifuge machines at a laboratory in central town of Natanz, some 150 miles south of Tehran.The machines are expected to produce some 2.5 kilograms of 20 percent enriched uranium out of 25 kilograms of gas every month, according to the report.It said inspectors from the International Atomic Energy Agency were present during the injection.When asked about the enrichment process, Gill Tudor of the IAEA only said that the agency had inspectors at the site already.The agency continues to have inspectors in Iran conducting normal safeguard operations, Tudor said. While leading a communist revolutionary organization that opposed the U.S. government, President Obama's controversial former green jobs czar, Van Jones, was honored by and maintained a working relationship with Mary Kerry Kennedy, the activist daughter of Robert F. Kennedy. Jones also received an award during his communist leadership period from a group on which former President Jimmy Carter served as an adviser. In the 1990s, Jones was the leader and founder of a radical group, the communist revolutionary organization Standing Together to Organize a Revolutionary Movement, or STORM. The group's official manifesto, Reclaiming Revolution, boasted we also saw our brand of Marxism as, in some ways, a reclamation.
In 1998, both Carter and Kerry Kennedy were on the board of the Reebok Human Rights Awards, which selected Jones as one of four activists from around the world to receive its annual award. In 2000, Jones was honored by Kennedy again when the activist gave him the Kerry Kennedy Cuomo Human Rights Defender award. In 2004, Court TV aired RFK: Our Children, Our Future, a documentary on the legacy of Robert F. Kennedy's commitment to human rights, which featured Jones as a commentator alongside Kerry Kennedy.
WND also found that in 2004, Jones spoke at a human rights event in Puerto Rico at which Kennedy was the motivational speaker. At a 2005 event televised by PBS, Jones was asked about his relationship with Kennedy. It's really because of the issue of police brutality in the United States has moved from the margins of public consciences to the center of moral concern – because of what the police are doing and what they are getting away with, said Jones. Kerry Kennedy Cuomo was a part of that process and she has been really working very hard to make sure that if she speaks about human rights she is not just talking about somebody else's country or somebody else's problem, he said. The battle over constitutional amendments across dozens of states that could sink the abortion industry by establishing constitutional rights for the unborn is heating up months in advance of the November elections with a detour into a Mississippi courtroom .WNDas reported how the move is exploding among pro-life activists and that as many as 32 states are expected to address some sort of personhood vote this year – whether through a constitutional amendment or law. Now a lawsuit has been filed in Mississippi over regulations limiting the amount of time that petition signature collectors have to gather names. The suit was filed by Liberty Counsel on behalf of Personhood Mississippi, an organization supporting Initiative No. 26, proposed for the fall election ballot. The group already has gathered more than 85,000 signatures in support of a state constitutional amendment to include the unborn in the definition of a person. But Mississippi Attorney General Jim Hood, a defendant along with Secretary of State Delbert Hosemann, has interpreted the state's law to shorten the time frame in which the signatures can be gathered.
The state constitution and Mississippi law give individuals a full year to gather signatures, and estimates are that 89,285 valid names are needed this year to place the amendment on the ballot.
That one-year periods ends Saturday.
But the law also provides that the deadline for filing the petition with the secretary of state is 90 days before the start of the next legislative session. Thus, Personhood Mississippi should have until October 2010 to file its petition, the lawsuit argues. Hood arbitrarily shortened the filing deadline thereby forcing the petitioners to rush to persuade the clerks to hasten their certification and inevitably causing hundreds of valid signatures to be left out of the final count, the claim states. This strained interpretation of the law may cause Personhood Mississippi to fall short of the required number of signatures and prevent the measure from being on the ballot. It will undoubtedly result in many voters being denied the right to have their voices heard on the crucial issue of protection of the lives of innocent unborn children,it said. We're trying to end abortion right now, Garcia Jones told WND. All of our laws that we're promoting are direct challenges to Roe v. Wade. If we can get a challenge up to the Supreme Court, then that's the ideal thing. That's what we're trying to do. The personhood approach within the pro-life movement was sparked by a statement in the 1973 Roe v. Wade decision that opened the doors for legal abortion in the U.S.
Justice Harry Blackmun wrote in the majority opinion for Roe v. Wade, The appellee and certain amici [pro-lifers] argue that the fetus is a person within the language and meaning of the Fourteenth Amendment. In support of this, they outline at length and in detail the well-known facts of fetal development. If this suggestion of personhood is established, the appellant's case, of course, collapses, for the fetus' right to life would then be guaranteed specifically by the [14th] Amendment.
According to the movement, if every unborn baby is defined as a person, each baby will be legally guaranteed the same right to life as all Americans. We believe – and a lot of the justices on the Supreme Court agree with us – that there is no right to privacy that would allow abortion, Garcia Jones said. Since it's not mentioned directly in the 14th Amendment, we could use the 10th Amendment and the states' rights to police themselves and to pass laws regulating morality and health and safety to regulate abortion so it's not permitted. Basically it would be treated the same way as a homicide, where a state can regulate how they punish it and how they try to prevent it, but they could never allow it.He continued, We believe respect for life is in the Constitution, so therefore a state could never say you can kill a person.He said citizens in 32 states are now seeking sponsors to put personhood statutes or constitutional amendments on 2010 ballots. It's taken off so much that we're having trouble keeping up with it, he said. Colorado, Montana, Missouri, Mississippi and California are all in the process of getting signatures.The Los Angeles Times reported Sept. 28 that while personhood measures failed in Montana and North Dakota legislatures last year, the close votes alarmed supporters of legal abortion.According to WND columnist Jill Stanek, pro-life legislators in Alaska, Arkansas, Hawaii, Indiana, Louisiana and Texas have also signaled their intent to introduce personhood statutes. BRUSSELS – Markets somehow expect the European Union to backstop Greece's sagging finances. But with officials denying one is needed, the precise path out of the crisis for the EU's incoming new leadership remains fogged with uncertainty.The European Union's own government-backed lender said Tuesday that it cannot bail out Greece or any other European country that can't pay its debts.The European Investment Bank said in a statement that it could only finance economically viable projects and that its rules would not allow it help an EU nation cover a budget deficit.That narrowed the options as Europe's currency union faces an unprecedented crisis as financial markets and the euro currency have tumbled in recent weeks — with the euro now trading near an eight-month low against the U.S. dollar — on worries that Greece might need financial rescue to cope with its soaring debt and deficit.European stocks inched up on Tuesday, and the euro rose by three-quarters of a cent to $1.3725, on speculation that heads of state and government will have to announce some measure to help Greece when they meet at a summit in Brussels on Thursday.Fears about Greece's financial stability have hiked the cost of Greek borrowings and upped the pressure on other countries in the 16-nation eurozone that are running massive deficits, such as Portugal, Spain and Ireland.Jittery markets are piling the pressure on EU nations to state clearly what they would do if a euro member is likely to default. LONDON – European stocks rose cautiously Tuesday on hopes that EU officials will provide Greece with some form of support to handle its mountain of debt and keep the market crisis from spreading to other vulnerable countries.Although the European Investment Bank said Tuesday it would not be able, according to its own rules, to offer Greece or any other country a bailout, investors are betting that a meeting on Thursday of EU heads of state will address the market's worry about sovereign debt.
Britain's FTSE 100 index was up 0.5 percent at 5,116.17 and Germany's DAX gained 0.3 percent to 5,499.81. France's CAC-40 rose 0.1 percent to 3,610.95.Asian indexes were mixed at the close, drawn between losses on Wall Street overnight and the improvement in confidence in Europe. In the U.S., a rise was expected on the open, with Dow Jones industrials futures up 56 points at 9,951.00 and Standard & Poor's 500 futures rising 7.8 points to 1,063.70.This meeting of EU leaders is set to discuss the economic roadmap of the eurozone for the next 10 years; however it is difficult to see how the problems of Greece and other vulnerable indebted nations won't overshadow the summit, said Michael Hewson, analyst at CMC Markets.Greece's government is currently discussing wage and pension reform in an effort to gain credibility in its plan to drive down its debt load. However, nationwide strikes were planned for Wednesday, possibly undercutting any confidence in the country's plan.It would appear that these countries still don't get it, and this starkly highlights the problems ahead for the politicians as they seek to find a resolution to a problem that threatens to undermine the entire concept of the single currency, Hewson said.He said a bailout would be very problematic, since that would urge other heavily-indebted countries to seek the same treatment — most governments piled on debt in the wake of the financial crisis.Some experts believe the European Central Bank may come up with a form of support which would not require a bailout, such as guarantees for debt. High yields are a symptom of falling bond prices and increased perception of risk.
However, worries that confidence in Greece's debt will erode and spread to other countries with weak public finances — such as Portugal or Spain — has kept investors on edge, pushing global markets lower overnight.Tokyo's Nikkei 225 stock average lost 0.2 percent to 9,932.90 while Sydney's S&P-ASX 200 declined 0.4 percent to 4,505.1 after the Dow closed below 10,000 for the first time in three months.Chinese markets fared better, but trading has been listless as investors hunker down ahead of a weeklong closure of mainland exchanges for next week's Lunar New Year holiday. US links EU security partnership to bank data deal

And with the European Parliament's support for sustaining this important agreement, the United States looks forward to further co-operation in this area with our European partners to protect our citizens on both sides of the ocean though an agreement called the Terrorist Finance Tracking programme, Mr Jones said.
His public calls come after last week's vote in a key EU parliamentary committee for the deal to be scrapped because of what MEPs consider insufficient data protection safeguards and because of an institutional quarrel with member states, who negotiated the agreement.US foreign policy chief Hillary Clinton has held phone conversations with both the European Parliament's president Jerzy Buzek and her EU counterpart Catherine Ashton on the matter.Ms Clinton also wrote a letter to Mr Buzek together with US treasury secretary Timothy Geithner, in which they convey their hope that the Thursday vote will be positive, parliament sources told EUobserver.The US officials said they supported the view of the parliament in its discussion with the council of ministers, that EU states should disclose all the relevant information to the legislature relating to negotiations for a final agreement on bank data. EU ambassadors in Brussels are set to hold a special meeting on the matter on Monday (8 February). If no concessions were made from the side of the council, parliament sources say, the agreement is likely to be voted down on Thursday.

Germany speaks out in favour of European army

In recent years, the need for an EU army has often been floated in political discussions - politicians in France, the UK and Poland have also spoken favourably of the idea.However, until now it is has always come up against a mix of factors, including a lack of political will, a lack of real military power - except in France and the UK - the complexities of having several neutral member states, the overlap with Nato, and a reluctance to put money into defence coffers, this last compounded by the current economic crisis.Acknowledging the effects of the economic crisis, Mr Westerwelle said member states keen on moving towards creating a common defence policy must pool resources, set priorities and distribute responsibility - even in times of ever scarcer means.Within the EU's 27 member states, France and the UK have the greatest defence means. (IsraelNN.com) Prof. Nitza Nachmias of the Jewish-Arab Center in Haifa University says that if it wasn’t for UNRWA and its half-billion dollar annual budget, the Palestinian refugee problem would have been solved long ago.In essence, she told Arutz Sheva’s Shimon Cohen on Sunday, there’s no such thing as Palestinian refugees. If people would stop calling the places in which they live refugee camps, then they would see that these places are just like villages and towns anywhere else, and the inhabitants are totally rehabilitated… Refugee camps are like the maabarot [in which Israel housed its hundreds of thousands of new immigrants from North Africa and elsewhere] in Refugee camps are a fiction, and most of those who claim to be refugees have already been integrated into other countries. the 1950’s or the camps now in Haiti – not the villages with streets and stone houses in what is known as Palestinian refugee camps of today.
They are rehabilitated better than refugees who are not supported by UNRWA, Nachmias said.Practically, factually and legally, there is no such thing as Palestinian refugees.… Refugee camps are a fiction, and most of those who claim to be refugees have already been integrated into other countries.Prof. Nachmias, a senior researcher at the Jewish-Arab Center who also teaches in Asheklon College and the University of Maryland, feels that Israel has taken the wrong approach in dealing with this issue: We can’t simply push it off to the final status talks and say, We don’t accept the demand for the right-of-return because it will destroy the Jewish character of our state; what do they care about our Jewish character? If they deserve to be here, then it’s tough luck on us! Rather, Israel should take a pro-active approach, basing itself on international law and precedents, and declare that the Palestinian refugee issue no longer exists. They are no longer refugees!
Rules for Palestinians are Different?
According to international law, Nachmias explains,a refugee is an individual or family that was forced to run away – but this definition does not extend to children [of the original refugees], a community or a group. The only exception to this rule is the Palestinians, for whom the international laws are apparently different.If it wasn’t for UNRWA, Nachmias indicates, the issue of Palestinian refugees would have gone away a long time ago: UNRWA is [no longer] a welfare agency, but rather an international employment agency for the Palestinians. UNRWA has 30,000 Palestinian employees, with 100 international experts at the helm. It is the biggest employer of Palestinians, and has an annual budget of a half-billion dollars. I discovered documents of pension funds of over a billion dollars a year, managed by brokers in Switzerland. All this for what is defined as a welfare agency whose mandate is renewed every three years.

Israel must nullify the status of Palestinian refugee camps; there is no other place where the UN controls territory. We must send the UNRWA out and transfer the control of these places to the Palestinian Authority, and then when the status of each individual resident there is reviewed, we will see that none of them match the legal definition of a refugee, but is rather an established citizen.Only in Lebanon are there refugees who are not allowed to work in certain professions; they are a small fraction of the total.Despite the UNRWA’s power and well-oiled financial network, the world will support Israel in this case because it will also remove the onus of the refugees, and also because Israel can show, if it makes the effort, that it is rooted in international law.

(IsraelNN.com) The IDF cracked down on the Palestinian Authority’s sheltering foreign anti-Israel protestors and entered Ramallah on Sunday to arrest two women accused of being involved in illegal riots that interfered with Israeli security operations.The PA charged Israel with violating agreements giving it self-rule. However, the same agreements allow Israel to act when its security is endangered. The IDF explained that the two women, Arianda Jove Marti of Spain and Bridgette Chappell of Australia, have been involved in riots protesting the separation barrier.
The women, both of them in their 20s, are activists of the pro-Arab International Solidarity Movement (ISM) and were officially charged by the IDF with remaining illegally in Israel, where one of them entered on a temporary tourist visa and the other on a fake visa. The ISM admitted that the visas were not valid but charged that the women did not break any law.An ISM activist said that about a dozen soldiers arrested the two women early Sunday morning as part of an intensive campaign to prevent a spread of violent demonstrations that have resulted in dozens of injuries to soldiers as well as Arab and foreign protestors, many of them anarchists.Last month, Israel deported a Czech woman who also was arrested in Ramallah.

WASHINGTON (AFP) – Hundreds of emergency crews battled Monday to clear snow-clogged roads and restore power to thousands of homes across the US east coast before a new storm hits.But despite their best efforts, the US capital remained largely paralyzed, with the federal government announcing it will remain closed for at least one more day and scores of schools and local businesses remaining shut down.An early morning freeze on Sunday, which had turned partially cleared highways into icy skating rinks, gave way to warmer temperatures helping the big melt to get under way, but officials warned travel was still hazardous.This is really challenging for us, and will continue to be a challenge for most of the week, said Laura Southard from the Virginia emergency management center, noting that another storm is due to hit the mid-Atlantic region late Tuesday.With record snowfall of more than three feet (a meter) in many places after a monster blizzard swept across Virginia, Maryland and the US federal capital city, bulldozers were having to move in.This snow is so deep and so heavy that the traditional snow plows can't shovel in some areas. So bulldozers are physically having to lift it up and away, Southard told AFP.
The record snowfall for a storm dubbed Snowmageddon was registered in a small town of Colesville, central Maryland, which was blanketed by 40 inches (101 centimeters), the National Weather Center said.Virginia police had turned out to more than 4,370 calls, with most being traffic crashes or stranded cars. SRINAGAR, India – A massive avalanche hit an Indian army training center at a ski resort town in Indian-controlled Kashmir on Monday, killing at least six soldiers and trapping nearly 60 others.Rescue operations were under way at Gulmarg, a ski resort about 30 miles (50 kilometers) northwest of Srinagar, the main city in Indian Kashmir, said Col. Vineet Sood, an Indian army spokesman in Srinagar.Sood said the avalanche hit a training center at the army's High Altitude Warfare School at about 11 a.m. and swept away soldiers during a training session. He said it was the worst to hit an army camp in the area in many years.We have activated all resources to rescue the buried soldiers, he said.Farooq Ahmed, a top police officer in Kashmir, said casualties could rise and joint rescue teams of police, army and tourism officials had reached the spot where the avalanche struck.G.M. TOKYO – A strong earthquake shook several small islands off Japan's southern coast on Sunday, rattling buildings over 100 miles (160 kilometers) away in Taiwan and causing officials to temporarily issue a tsunami warning.There were no immediate reports of damage or casualties.Japan's Meteorological Agency said the earthquake hit at 3:10 p.m. (0610 GMT; 2:10 a.m. EDT) and registered magnitude 6.6. The U.S. Geological Survey measured it at 6.4.Japanese officials immediately issued a warning for a tsunami about 1.6 feet (50 centimeters) high, but removed the warning about an hour later.The quake was also felt in Taiwan, about 155 miles (250 kilometers) to the east, where residents in Taipei could feel buildings shake.The quake hit 69 miles (110 kilometers) off the southern coast of Miyakojima island, in southern Japan, at a depth of six miles (10 kilometers), the Meteorological Agency said.The small island is about 1,120 miles (1,800 kilometers) southwest of Tokyo.Japan is one of the world's most earthquake-prone countries. In 1995, a magnitude-7.2 quake in the western port city of Kobe killed 6,400 people.

JAKARTA (AFP) – Despite the desolation wrought by last month's earthquake, Haiti can salvage hope for the future by looking at how the Indonesian province of Aceh rebuilt after the equally devastating 2004 tsunami.From the flattened streets of the capital Port-au-Prince to the death toll of around 200,000, the situation in Haiti bears many similarities to the horrors experienced by Aceh after its quake-triggered catastrophe.The people of Aceh will also recognise the outpouring of international sympathy and aid, and will remember how, like the Haitians now, they wondered whether it would be enough to get their land back on its feet again.More than five years later, it is difficult to imagine that the Acehnese capital Banda Aceh once resembled the shattered ruins of a town razed by war.Many Acehnese even say their lives are better now than before the tsunami, which was launched by a massive undersea quake and slammed into the deeply Islamic province on the northern tip of Sumatra island.Nothing is perfect but the houses, schools and roads are new and in good condition. Services are also better, said Khairani Arifin, the head of an association for women in Banda Aceh.Perhaps the most significant consequence was a peace pact between the central government in Jakarta and Acehnese separatist rebels, signed in the aftermath of the cataclysm as both sides focused on reconstruction.
Despite its chaotic beginnings, when the local authorities were overwhelmed by the influx of foreign aid workers, the reconstruction of Aceh can be considered a success likely to serve as a model for future disasters of that scale, said Iskandar, who helped coordinate the reconstruction effort.Aid agencies and donors such as the World Bank also learned lessons that will be vital to the rehabilitation of Port-au-Prince, not least the need to sustain and fund the aid effort over the long term.More than 6.7 billion dollars was poured into the rebuilding of Aceh over five years, funding among other things 140,000 new homes, 1,759 schools, 363 bridges and 13 airports.Rod Volway, of Mercy Corps, an NGO still operating in Aceh after most others have completed their missions and gone home, said coordination is one of the conditions of success.A report released Wednesday by the World Bank, comparing the Aceh response to the current plight of Haiti, pinpointed three key lessons from the Aceh experience: the importance of local leadership; empowering survivors to engage in community-based reconstruction; and coordinating global aid.
And of course, speed.
Speed in a post-disaster situation is as important as planning, and to some extent even as important as quality, Wolfgang Fengler, a World Bank specialist who helped Aceh's shattered government respond to the tsunami, said in the report.Don't get hung up on detailed planning exercises. Help the government come up with a reconstruction strategy, but don't make it too long an exercise or a detailed one. Make it a living document.Local coordination and leadership in Aceh was provided by the Aceh-Nias Reconstruction and Rehabilitation Agency (BBR), which was set up quickly by the Jakarta government to oversee local and international aid work.The BBR wrapped up its operations last year with a deserved sense of pride, even if it sometimes found itself in conflict with international agencies and was accused of being soft on corruption, which is endemic to Indonesia.In the absence of an effective government, as is the case in Haiti, international bodies like the World Bank will have to help keep track of where the money is coming from and how it is being spent, analysts said. If you have the thousands of projects that Haiti will have, you need to have somebody who tracks them and makes sense of them. Keeping track of them is not through an IT system, it's through people who know how to deal with data, Fengler said. And that is very important because as you go forward, the government and partners will take many big decisions, especially on where to allocate the money and how to channel it. You need some basis to make these big decisions, and credible data proved crucial in the case of Aceh.Another crucial part of the puzzle is to provide livelihoods as fast as possible to the survivors, aid experts said. Victims can become development workers, aid recipients can turn into community facilitators and displaced people can rebuild their own future,World Bank vice president Pamela Cox said last month.

ATHENS, Greece – Greek officials put the final touches Monday on an overhaul of the country's ineffective tax system — part of their urgent effort to fix a debt crisis that has shaken the entire eurozone.The center-left government, elected in October, has pledged to fight endemic tax evasion and increase taxes on the rich, as well as taxes on fuel, cigarettes and alcohol.Finance Minister George Papaconstantinou says a new tax bill to be presented this week will expand the top 40 percent tax bracket to incomes below the current euro75,000 ($102,000) threshold. In an interview in Ta Nea newspaper, Papaconstantinou also insisted that middle- and low-income earners would pay less tax.Greece's budget deficit reached 12.7 percent of annual economic output last year — four times over the EU limit — while the national debt was more than 113 percent of GDP. EU officials have put intense pressure on Greek to get back within the deficit limits. EU approves Swedish guarantee for loan to Saab

BRUSSELS (AFP) – The EU's competition watchdog on Monday approved Swedish plans to act as guarantor for an European Investment Bank (EIB) to automaker Saab.The European Commission ruled that 83 percent of the 400-million-euro (600-million-dollar) loan was in line with temporary EU rules on state aid measures, drawn up to help companies through the economic and financial crisis.The remaining 17 percent will be provided on market conditions and therefore does not constitute state aid, the commission stated.The state guarantee will contribute to the implementation of Saab's business plan without giving rise to any undue distortions of competition, said EU Competition Commissioner Neelie Kroes.In particular, Saab will pay an adequate remuneration for the guarantee and provide sufficient securities in case the guarantee would be drawn.Sweden announced last month that it will guarantee the loan following a decision by US automaker General Motors to sell Saab to Dutch luxury sports car maker Spyker.
As part of the agreement, Spyker will form a new company, Saab Spyker Automobiles, that will carry the Saab nameplate forward.GM officials said the deal called for Spyker to pay 74 million dollars in cash and allow GM to retain redeemable preferred shares worth an estimated 326 million dollars.The Swedish loan is to help Saab produce less polluting and more eco-friendly cars.

Heshmatollah Kasiri, told the official IRNA news agency Monday that Iran would soon deploy an air defense system with capabilities matching, or superior to, those of the Russian S-300 system.

Syria would back Lebanon if Israel attacks: Assad

PARIS – France has agreed to sell Russia an advanced amphibious warship and is considering a Russian request for three more, French defense officials said Monday. It would be the first major arms deal between Russia and a NATO member.French President Nicolas Sarkozy approved the sale of one Mistral assault ship after months of discussions, but then Russian naval officials submitted a request for three more, said Jacques de Lajugie, head of international development at the French arms agency DGA.We are in the process of examining this new request, de Lajugie said at a news conference, predicting a decision in the coming weeks. He said the new request came not at the political level but from the general staff of the Russian Navy.Among outstanding questions in the deal are where the Mistral would be built, de Lajugie said. No details about price were released.Possessing a Mistral, which can carry 16 helicopters, would significantly increase the Russian military's capability to mount quick offensives. France sent a Mistral, which weighs 23,700 tons (21,500 metric tons) and is 980 feet (299 meters) long, to visit St. Petersburg last year in a clear sign of interest in a potential sale.NATO members and Russia have had some small, country-to-country technology deals in the past but this would be the first sale of a major piece of equipment by a NATO nation to Moscow.

BEIJING (AFP) – China is hunting for nearly 100 tonnes of tainted milk powder that was supposed to have been destroyed after a 2008 scandal over the deaths of six babies, state media said on Monday.Dairy products containing the industrial chemical melamine have been turning up again in stores in China, more than a year after the authorities had declared the threat from tainted milk over.Two dairy firms in the northern Ningxia region were closed down Saturday for selling contaminated milk powder, and candies made with powder were found in the northeastern province of Jilin, the China Daily said.Melamine is used in the manufacture of plastics, fertilisers and adhesives and can cause kidney stones and other urinary problems if ingested.Police in Ningxia found that a company outside the region gave one of the dairy firms around 170 tonnes of tainted milk powder left over from the 2008 scandal as debt payment in July last year, the report said.The firm involved -- the Ningxia Tiantian Dairy company -- then repackaged nearly all of the powder and sold it to five factories in northern and southern China, the report added.Only 72 tonnes of powder have been recovered and authorities are tracking down the rest.It was unclear whether the dairy firm knew the product was contaminated.As a small company, the Tiantian dairy company doesn't have a machine to test melamine, Zhao Shunming, secretary general of the Ningxia Dairy Industry Association, was quoted as saying.
Such a machine can cost up to one million yuan (about 145,000 dollars)... But their repacking of the products is illegal, he added.The Ministry of Health, the State Food and Drug Administration, and China's food safety watchdog all declined immediate comment when contacted by AFP.A string of reports have said leftover milk powder had resurfaced and was being distributed more widely than thought, raising new doubts about China's food safety monitoring systems.At least six babies died and another 300,000 fell ill in 2008 after consuming dairy products with melamine, which the authorities said was added to give the appearance of a higher protein content.
The scandal prompted China to order a massive recall of milk powder, hitting many dairy firms that had bought products they thought were safe.A total of 21 people have reportedly been convicted over the 2008 scare. Two have been executed and others given jail sentences ranging from two years to life.Wang Huaibao, former deputy head of the Dairy Association of China, said the re-emergence of the problem pointed to lax government oversight and the desperation of milk firms caught up in the scandal.It has already been a year and a half since the melamine incident, showing that the safety consciousness of government agencies remains lacking, Wang told AFP.The government has dispatched inspectors to 16 provinces to check if tainted products have slipped on to the market, state media reported last month.
Police have arrested at least three people in the new crackdown. Flaws in the previous system led to the current chaos, Zhao was quoted saying. What if companies with tainted milk also hold back their stocks for this round of checkups and re-use them later, just like what's happening now?

Germany speaks out in favour of European army

German foreign minister Guido Westerwelle has said Berlin supports the long term goal of creating a European army, which will bolster the EU's role as a global player.Speaking on Saturday (6 February) at the Munich Security Conference, an annual gathering for high-level discussions on security and defence, Mr Westerwelle said the EU's new institutional rules, the Lisbon Treaty, are not the end but, rather, the beginning for common security and defence policy.The long term goal is the establishment of a European army under full parliamentary control, he said, noting that the German government wants to advance along this path.Mr Westerwelle, who is just a few months into the job as Germany's top diplomat as part of a ruling Christian Democrat and liberal coalition, suggested that moving further on common security and defence will be the motor for greater European integration.With a nod to Nato, the military alliance which competes with the EU in terms of overlapping members and available resources, he said: This is not intended to replace other security structures. More Europe is not a strategy directed against anyone. No one has any reason to fear Europe, but everyone should be able to depend on Europe.
Under EU rules, member states with certain military capacities and the political will to move in this direction can club together to move forward on common defence.
In recent years, the need for an EU army has often been floated in political discussions - politicians in France, the UK and Poland have also spoken favourably of the idea.However, until now it is has always come up against a mix of factors, including a lack of political will, a lack of real military power - except in France and the UK - the complexities of having several neutral member states, the overlap with Nato, and a reluctance to put money into defence coffers, this last compounded by the current economic crisis.Acknowledging the effects of the economic crisis, Mr Westerwelle said member states keen on moving towards creating a common defence policy must pool resources, set priorities and distribute responsibility - even in times of ever scarcer means.Within the EU's 27 member states, France and the UK have the greatest defence means. Their co-operation and willingness is seen as essential for any possible development of EU military defence.In a Strategic Defence Review published last week, Britain called for enhanced military action between itself and France.The return of France to Nato's integrated military structures offers an opportunity for even greater co-operation with a key partner across a range of defence activity, said the paper.Analysts suggest that the pressure on defence budgets caused by the economic downturn may spur further defence sharing among EU member states.

They are rehabilitated better than refugees who are not supported by UNRWA, Nachmias said.Practically, factually and legally, there is no such thing as Palestinian refugees.… Refugee camps are a fiction, and most of those who claim to be refugees have already been integrated into other countries.Prof. Nachmias, a senior researcher at the Jewish-Arab Center who also teaches in Asheklon College and the University of Maryland, feels that Israel has taken the wrong approach in dealing with this issue: We can’t simply push it off to the final status talks and say, We don’t accept the demand for the right-of-return because it will destroy the Jewish character of our state; what do they care about our Jewish character? If they deserve to be here, then it’s tough luck on us! Rather, Israel should take a pro-active approach, basing itself on international law and precedents, and declare that the Palestinian refugee issue no longer exists. They are no longer refugees!
Rules for Palestinians are Different?
According to international law, Nachmias explains,a refugee is an individual or family that was forced to run away – but this definition does not extend to children [of the original refugees], a community or a group. The only exception to this rule is the Palestinians, for whom the international laws are apparently different.If it wasn’t for UNRWA, Nachmias indicates, the issue of Palestinian refugees would have gone away a long time ago: UNRWA is [no longer] a welfare agency, but rather an international employment agency for the Palestinians. UNRWA has 30,000 Palestinian employees, with 100 international experts at the helm. It is the biggest employer of Palestinians, and has an annual budget of a half-billion dollars. I discovered documents of pension funds of over a billion dollars a year, managed by brokers in Switzerland. All this for what is defined as a welfare agency whose mandate is renewed every three years.

Israel must nullify the status of Palestinian refugee camps; there is no other place where the UN controls territory. We must send the UNRWA out and transfer the control of these places to the Palestinian Authority, and then when the status of each individual resident there is reviewed, we will see that none of them match the legal definition of a refugee, but is rather an established citizen.Only in Lebanon are there refugees who are not allowed to work in certain professions; they are a small fraction of the total.Despite the UNRWA’s power and well-oiled financial network, the world will support Israel in this case because it will also remove the onus of the refugees, and also because Israel can show, if it makes the effort, that it is rooted in international law.

(IsraelNN.com) The IDF cracked down on the Palestinian Authority’s sheltering foreign anti-Israel protestors and entered Ramallah on Sunday to arrest two women accused of being involved in illegal riots that interfered with Israeli security operations.The PA charged Israel with violating agreements giving it self-rule. However, the same agreements allow Israel to act when its security is endangered. The IDF explained that the two women, Arianda Jove Marti of Spain and Bridgette Chappell of Australia, have been involved in riots protesting the separation barrier.
The women, both of them in their 20s, are activists of the pro-Arab International Solidarity Movement (ISM) and were officially charged by the IDF with remaining illegally in Israel, where one of them entered on a temporary tourist visa and the other on a fake visa. The ISM admitted that the visas were not valid but charged that the women did not break any law.An ISM activist said that about a dozen soldiers arrested the two women early Sunday morning as part of an intensive campaign to prevent a spread of violent demonstrations that have resulted in dozens of injuries to soldiers as well as Arab and foreign protestors, many of them anarchists.Last month, Israel deported a Czech woman who also was arrested in Ramallah.

Vineet Sood, an Indian army spokesman in Srinagar.Sood said the avalanche hit a training center at the army's High Altitude Warfare School at about 11 a.m. and swept away soldiers during a training session. Strong earthquake hits off southern Japan coast

TOKYO – A strong earthquake shook several small islands off Japan's southern coast on Sunday, rattling buildings over 100 miles (160 kilometers) away in Taiwan and causing officials to temporarily issue a tsunami warning.There were no immediate reports of damage or casualties.Japan's Meteorological Agency said the earthquake hit at 3:10 p.m. (0610 GMT; 2:10 a.m. EDT) and registered magnitude 6.6. The U.S. Geological Survey measured it at 6.4.Japanese officials immediately issued a warning for a tsunami about 1.6 feet (50 centimeters) high, but removed the warning about an hour later.The quake was also felt in Taiwan, about 155 miles (250 kilometers) to the east, where residents in Taipei could feel buildings shake.The quake hit 69 miles (110 kilometers) off the southern coast of Miyakojima island, in southern Japan, at a depth of six miles (10 kilometers), the Meteorological Agency said.The small island is about 1,120 miles (1,800 kilometers) southwest of Tokyo.Japan is one of the world's most earthquake-prone countries. JAKARTA (AFP) – Despite the desolation wrought by last month's earthquake, Haiti can salvage hope for the future by looking at how the Indonesian province of Aceh rebuilt after the equally devastating 2004 tsunami.From the flattened streets of the capital Port-au-Prince to the death toll of around 200,000, the situation in Haiti bears many similarities to the horrors experienced by Aceh after its quake-triggered catastrophe.The people of Aceh will also recognise the outpouring of international sympathy and aid, and will remember how, like the Haitians now, they wondered whether it would be enough to get their land back on its feet again.More than five years later, it is difficult to imagine that the Acehnese capital Banda Aceh once resembled the shattered ruins of a town razed by war.Many Acehnese even say their lives are better now than before the tsunami, which was launched by a massive undersea quake and slammed into the deeply Islamic province on the northern tip of Sumatra island.Nothing is perfect but the houses, schools and roads are new and in good condition. Services are also better, said Khairani Arifin, the head of an association for women in Banda Aceh.Perhaps the most significant consequence was a peace pact between the central government in Jakarta and Acehnese separatist rebels, signed in the aftermath of the cataclysm as both sides focused on reconstruction.
Despite its chaotic beginnings, when the local authorities were overwhelmed by the influx of foreign aid workers, the reconstruction of Aceh can be considered a success likely to serve as a model for future disasters of that scale, said Iskandar, who helped coordinate the reconstruction effort.Aid agencies and donors such as the World Bank also learned lessons that will be vital to the rehabilitation of Port-au-Prince, not least the need to sustain and fund the aid effort over the long term.More than 6.7 billion dollars was poured into the rebuilding of Aceh over five years, funding among other things 140,000 new homes, 1,759 schools, 363 bridges and 13 airports.Rod Volway, of Mercy Corps, an NGO still operating in Aceh after most others have completed their missions and gone home, said coordination is one of the conditions of success.A report released Wednesday by the World Bank, comparing the Aceh response to the current plight of Haiti, pinpointed three key lessons from the Aceh experience: the importance of local leadership; empowering survivors to engage in community-based reconstruction; and coordinating global aid.
And of course, speed.
Speed in a post-disaster situation is as important as planning, and to some extent even as important as quality, Wolfgang Fengler, a World Bank specialist who helped Aceh's shattered government respond to the tsunami, said in the report.Don't get hung up on detailed planning exercises. Help the government come up with a reconstruction strategy, but don't make it too long an exercise or a detailed one. Make it a living document.Local coordination and leadership in Aceh was provided by the Aceh-Nias Reconstruction and Rehabilitation Agency (BBR), which was set up quickly by the Jakarta government to oversee local and international aid work.The BBR wrapped up its operations last year with a deserved sense of pride, even if it sometimes found itself in conflict with international agencies and was accused of being soft on corruption, which is endemic to Indonesia.In the absence of an effective government, as is the case in Haiti, international bodies like the World Bank will have to help keep track of where the money is coming from and how it is being spent, analysts said. If you have the thousands of projects that Haiti will have, you need to have somebody who tracks them and makes sense of them. Keeping track of them is not through an IT system, it's through people who know how to deal with data, Fengler said. And that is very important because as you go forward, the government and partners will take many big decisions, especially on where to allocate the money and how to channel it. You need some basis to make these big decisions, and credible data proved crucial in the case of Aceh.Another crucial part of the puzzle is to provide livelihoods as fast as possible to the survivors, aid experts said. Victims can become development workers, aid recipients can turn into community facilitators and displaced people can rebuild their own future,World Bank vice president Pamela Cox said last month.

ATHENS, Greece – Greek officials put the final touches Monday on an overhaul of the country's ineffective tax system — part of their urgent effort to fix a debt crisis that has shaken the entire eurozone.The center-left government, elected in October, has pledged to fight endemic tax evasion and increase taxes on the rich, as well as taxes on fuel, cigarettes and alcohol.Finance Minister George Papaconstantinou says a new tax bill to be presented this week will expand the top 40 percent tax bracket to incomes below the current euro75,000 ($102,000) threshold. In an interview in Ta Nea newspaper, Papaconstantinou also insisted that middle- and low-income earners would pay less tax.Greece's budget deficit reached 12.7 percent of annual economic output last year — four times over the EU limit — while the national debt was more than 113 percent of GDP. This alarmed Greece's European Union partners and international markets, forcing a spike in borrowing costs for Greece and other weak European economies and pushing down the euro exchange rate.The Greek crisis highlights one of the vulnerabilities of the euro currency. It has one central bank, the European Central Bank, to set interest rates, but no central fiscal authority. Instead, the monetary union depends on all 16 governments following rules to keep their deficits within a limit of 3 percent of gross domestic product each year — and those limits have been widely breached during the world economic turbulence of the last three years.
EU officials have put intense pressure on Greek to get back within the deficit limits. EU approves Swedish guarantee for loan to Saab

BRUSSELS (AFP) – The EU's competition watchdog on Monday approved Swedish plans to act as guarantor for an European Investment Bank (EIB) to automaker Saab.The European Commission ruled that 83 percent of the 400-million-euro (600-million-dollar) loan was in line with temporary EU rules on state aid measures, drawn up to help companies through the economic and financial crisis.The remaining 17 percent will be provided on market conditions and therefore does not constitute state aid, the commission stated.The state guarantee will contribute to the implementation of Saab's business plan without giving rise to any undue distortions of competition, said EU Competition Commissioner Neelie Kroes.In particular, Saab will pay an adequate remuneration for the guarantee and provide sufficient securities in case the guarantee would be drawn.Sweden announced last month that it will guarantee the loan following a decision by US automaker General Motors to sell Saab to Dutch luxury sports car maker Spyker.

TEHRAN, Iran – Iran has launched two production lines to build unmanned aircraft with surveillance and attack capabilities, the defense minister announced Monday.It also announced that Iran would soon deploy a missile air defense system more powerful than the advanced Russian S-300 system Tehran has ordered from Moscow in 2007 but has yet to receive.The state television quoted Defense Minister Gen. Ahmad Vahidi as saying the unmanned aircraft would be able to carry out surveillance as well as offensive tasks with high precision and a long range.The two types of aircraft, or drones, are named Ra'd (thunder) and Nazir (herald), with the former possessing offensive capabilities.Iran announced two years ago it had built an unmanned aircraft, but details were only revealed last year when Vahidi said it has a range of more than 600 miles (1,000 kilometers), long enough to reach Israel. It was not clear whether Ra'd or Nazir has such a range.Iran frequently makes announcements about the strides being made by its military industries, however, it is virtually impossible to independently determine the actual capabilities or combat worthiness of the weapons Iran is producing.
Iran began a military self-sufficiency program in 1992, under which it produces a large range of weapons, including tanks, medium range missiles, jet fighters and torpedoes.Meanwhile, a senior air force commander, Gen. Heshmatollah Kasiri, told the official IRNA news agency Monday that Iran would soon deploy an air defense system with capabilities matching, or superior to, those of the Russian S-300 system.

DAMASCUS (AFP) – Syria will support Lebanon in the event of any attack from Israel, President Bashar al-Assad told the speaker of Beirut's parliament on on Sunday, the official SANA news agency reported.Syria will stand alongside the government and people of Lebanon against any possible Israeli aggression launched on Lebanon, the agency quoted Assad as saying to Nabih Berri in Damascus.Assad and Berri discussed repeated Israeli threats on countries in the region and Israeli extremism which can kill chances for peace and bring war to the region, SANA said.Israeli officials have warned repeatedly in recent weeks that any attack by Lebanon's Syrian-backed Hezbollah Shiite movement will spark a tough response.Syria and Israel have also been locked in a bitter war of words for several days.Foreign Minister Walid Muallem warned on Wednesday that war against his country would become a wider conflict. Israelis, do not test the power of Syria since you know the war will move into your cities, he said.His Israeli counterpart Avigdor Lieberman retorted on Thursday that any war would cost Assad his grip on power. When there is another war, you will not just lose it, but you and your family will lose power, Lieberman said.Israeli Prime Minister Benjamin Netanyahu sought to ease tensions on Sunday, saying that Israel wants peace with all of its neighbours.We made peace with Egypt and Jordan and we seek peace with Syria and the Palestinians, he said.On Tuesday Netanyahu had accused Beirut of allowing Hezbollah to smuggle weapons into Lebanon in blatant violation of (United Nations Security Council) Resolution 1701 which led to an end to the 34-day conflict.Israel and Hezbollah fought a devastating war in 2006, which killed more than 1,200 Lebanese, most of them civilians, and more than 160 Israelis, mostly soldiers.

PARIS – France has agreed to sell Russia an advanced amphibious warship and is considering a Russian request for three more, French defense officials said Monday. It would be the first major arms deal between Russia and a NATO member.French President Nicolas Sarkozy approved the sale of one Mistral assault ship after months of discussions, but then Russian naval officials submitted a request for three more, said Jacques de Lajugie, head of international development at the French arms agency DGA.We are in the process of examining this new request, de Lajugie said at a news conference, predicting a decision in the coming weeks. He said the new request came not at the political level but from the general staff of the Russian Navy.Among outstanding questions in the deal are where the Mistral would be built, de Lajugie said. No details about price were released.Possessing a Mistral, which can carry 16 helicopters, would significantly increase the Russian military's capability to mount quick offensives. France sent a Mistral, which weighs 23,700 tons (21,500 metric tons) and is 980 feet (299 meters) long, to visit St. Petersburg last year in a clear sign of interest in a potential sale.NATO members and Russia have had some small, country-to-country technology deals in the past but this would be the first sale of a major piece of equipment by a NATO nation to Moscow.
The prospect of the deal has alarmed some ex-Soviet countries.I believe that it's not a good idea to sell such ship to a country that has occupied another nation's territory, Temur Yakobashvili, a Georgian cabinet minister for reintegration who is in charge of issues related to separatist regions, told The Associated Press in a telephone interview after the French announcement.The Mistral can anchor in coastal waters and deploy troops on land, a capacity the Russian navy now lacks. Russia's navy chief said last year that a ship like the Mistral would have allowed the Russian navy to mount a much more efficient action in the Black Sea during the Georgia-Russia war. He said the French ship would take just 40 minutes to do the job that the Russian Black Sea Fleet vessels did in 26 hours.Russia's Interfax news agency had quoted naval first deputy chief of staff Vice Adm. Oleg Burtsev as saying the deal is unlikely to happen in February or March this year, but work on the matter is continuing.President Dmitry Medvedev visits France in March. MUNICH – The head of the panel crafting a new mission statement for NATO says Russia has no reason to fear the alliance's eastward expansion.Former U.S. Secretary of State Madeleine Albright, who was tasked last year to lead the panel drafting a new mission statement, told a gathering of defense officials Sunday Russia has nothing to fear from NATO.She says NATO was an alliance against the Soviet Union, now the Soviet Union does not exist. NATO is a new alliance, it is not against Russia, it is an alliance that welcomes countries that want to join it.Russia's relations with NATO have been tense for years over the alliance's eastward expansion and the ambitions of Ukraine and Georgia to join.NATO's current mission statement was written in 1999.

BEIJING (AFP) – China is hunting for nearly 100 tonnes of tainted milk powder that was supposed to have been destroyed after a 2008 scandal over the deaths of six babies, state media said on Monday.Dairy products containing the industrial chemical melamine have been turning up again in stores in China, more than a year after the authorities had declared the threat from tainted milk over.Two dairy firms in the northern Ningxia region were closed down Saturday for selling contaminated milk powder, and candies made with powder were found in the northeastern province of Jilin, the China Daily said.Melamine is used in the manufacture of plastics, fertilisers and adhesives and can cause kidney stones and other urinary problems if ingested.Police in Ningxia found that a company outside the region gave one of the dairy firms around 170 tonnes of tainted milk powder left over from the 2008 scandal as debt payment in July last year, the report said.The firm involved -- the Ningxia Tiantian Dairy company -- then repackaged nearly all of the powder and sold it to five factories in northern and southern China, the report added.Only 72 tonnes of powder have been recovered and authorities are tracking down the rest.It was unclear whether the dairy firm knew the product was contaminated.As a small company, the Tiantian dairy company doesn't have a machine to test melamine, Zhao Shunming, secretary general of the Ningxia Dairy Industry Association, was quoted as saying.
Such a machine can cost up to one million yuan (about 145,000 dollars)... But their repacking of the products is illegal, he added.The Ministry of Health, the State Food and Drug Administration, and China's food safety watchdog all declined immediate comment when contacted by AFP.A string of reports have said leftover milk powder had resurfaced and was being distributed more widely than thought, raising new doubts about China's food safety monitoring systems.At least six babies died and another 300,000 fell ill in 2008 after consuming dairy products with melamine, which the authorities said was added to give the appearance of a higher protein content.
The scandal prompted China to order a massive recall of milk powder, hitting many dairy firms that had bought products they thought were safe.A total of 21 people have reportedly been convicted over the 2008 scare. Two have been executed and others given jail sentences ranging from two years to life.Wang Huaibao, former deputy head of the Dairy Association of China, said the re-emergence of the problem pointed to lax government oversight and the desperation of milk firms caught up in the scandal.It has already been a year and a half since the melamine incident, showing that the safety consciousness of government agencies remains lacking, Wang told AFP.The government has dispatched inspectors to 16 provinces to check if tainted products have slipped on to the market, state media reported last month.
Police have arrested at least three people in the new crackdown. Flaws in the previous system led to the current chaos, Zhao was quoted saying. What if companies with tainted milk also hold back their stocks for this round of checkups and re-use them later, just like what's happening now?
