Montserrat volcano shoots plume of ash into sky Mon Oct 5, 2:22 pm ET

SAN JUAN, Puerto Rico – The volcano on the Caribbean island of Montserrat shot a plume of ash more than two miles (three kilometers) into the sky Monday, lightly dusting the small Caribbean island.The venting by the Soufriere Hills volcano has been accompanied by more than 30 tiny earthquakes since Sunday night, according to Paul Cole, director of the Montserrat Volcano Observatory. He said it was the volcano's first sign of activity in 10 months.It's just a reminder that the volcano is still active,said James White Jr., acting director of the Disaster Management Coordination Agency. It isn't something for us to panic over.Ash released in several bursts from the volcano passed south of Old Town and Olveston, leaving only a light coating in the island's inhabited areas. But the observatory said more ash could fall depending on the wind direction.Soufriere Hills became active in 1995 and killed 19 people when it erupted two years later, burying much of the British territory and prompting half its 12,000 inhabitants to leave.

Pacific islanders flee as quakes prompt tsunami alert OCT 7,09

PORT VILA (AFP) – Two powerful earthquakes triggered a tsunami alert over a huge swathe of the South Pacific Thursday, sending residents fleeing to higher ground, just days after giant waves killed 177 in the region.Vanuatu, Fiji, Tuvalu and New Caledonia sounded sirens and evacuated coastal areas after a 7.8 quake struck off Vanuatu at 9:03 am (2203 GMT), followed by a 7.1 tremor 10 minutes later, the US Geological Survey (USGS) said.We are trying to get those people staying closer to the coast to move inland,said Tuvalu's acting police commissioner Titelu Kauani.The Pacific Tsunami Warning Center issued a tsunami warning for some 25 regional nations and territories including as far afield as Australia, New Zealand and Indonesia, before cancelling it about two and a half hours later.But the warning center cautioned that the tsunami may have wrought damage close to the quake zone and that it was up to local authorities in each country to give the all-clear to residents.

Sea level readings indicate a tsunami was generated,the center said, without giving any indication of the size of the wave or whether it was capable of causing damage.
It may have been destructive along coasts near the earthquake epicenter, it said. Danger to boats and coastal structures can continue for several hours due to rapid currents.The alert came just eight days after an 8.0 earthquake hurled giant waves at Samoa, American Samoa and Tonga, obliterating entire villages and killing 177 residents and foreign tourists.The new threat saw Fiji evacuate many coastal areas, closing schools and offices, while disaster management officials urged hotels to take tourists to higher ground.In the capital Suva, police and soldiers stopped people from entering the central city area.New Caledonia sounded warning sirens and ordered people away from the coast on the main island and eastern Loyalty Islands.

Some schools have already been evacuated in the Loyalty Islands and sirens are going to sound soon for the population to find shelter and get away from the coast, a New Caledonia civil security spokesman told AFP.Similar action was taken in Tuvalu, whose population of around 12,000 is settled on low-lying coral atolls.Samoa, American Samoa and Tonga were among the countries put on tsunami alert even as they were beginning the slow process of recovering from last week's devastating waves.

Indonesia was also rocked by a catastrophic 7.0 earthquake last week which is feared to have left some 3,000 people dead on Sumatra island.Only minutes before Thursday's Pacific quakes, the Philippines was hit by a strong 6.7 tremor.The countries sit on the so-called Pacific Ring of Fire, where the meeting of tectonic plates causes frequent seismic activity.This is a very active area -- and it's been very active over the last week-and-a-half,Dale Grant of the USGS told Sky News.

WELLINGTON, New Zealand – Three powerful earthquakes rocked the South Pacific near the Vanuatu archipelago Thursday, generating a small tsunami just over a week after another, massive wave killed 178 people in the Samoas and Tonga.There were no immediate reports of damage, and all tsunami warnings and watches for the Pacific were canceled two hours after they were first issued.The warnings caused thousands of residents to flee to higher ground in at least two Pacific islands.The Pacific Tsunami Warning Center said sea-level readings indicated a tiny tsunami formed after a quake with a magnitude of 7.8 struck 183 miles (294 kilometers) northwest of the Vanuatu island of Santo, and 354 miles (596 kilometers) northwest of the capital of Port Vila, at a depth of 21 miles (35 kilometers).Just 15 minutes later a second quake with a magnitude of 7.3 hit at the same depth but 21 miles (35 kilometers) farther north of Santo and Port Vila. A third of magnitude 7.1 was recorded nearly an hour later, 175 miles (280 kilometers) northwest of Santo at a depth of nine miles (15 kilometers).The Hawaii-based warning center immediately issued a regional tsunami warning for 11 nations and territories and a lower-level tsunami watch as far away as Australia and Hawaii. The center canceled all warnings two hours later.

There were no immediate reports of injury or damage from officials in Vanuatu, a chain of 83 islands. Powerful typhoon slams into Japan OCT 7,09

TOKYO – A powerful typhoon slammed into Japan on Thursday, causing widespread damage and flooding as it swept across the country. One man died and several were reported injured from the storm.Typhoon Melor hit the country's main island early Thursday morning with strong winds. Heavy rains flooded roads and homes, toppled trees and power lines, and heavily damaged some buildings.Hiroshi Kitahara, 54, was killed as he delivered newspapers early in the morning when his motorbike hit a tree felled by the storm in the coastal prefecture of Wakayama, a local police spokesman said. The spokesman would not provide his name, citing department policy.Elsewhere, the storm ripped roofs off of buildings and toppled large trucks on highways as it moved northeast. News broadcasts showed cars submerged by flooding and rivers overflowing their banks.In teeming Tokyo, train operators delayed or canceled service on many lines, stranding commuters across the city during the busy morning rush hour. Over 200 flights at the city's airports were also canceled, according to public broadcaster NHK.The storm weakened slightly as it moved northward, and Thursday morning had winds of about 90 miles per hour, according to Japan's Meteorological Agency. It was due to stay over parts of the country through Friday.

WASHINGTON (AFP) – Former British Prime Minister and Middle East envoy Tony Blair called Wednesday for a joint appeal by Jerusalem's religious leaders on keeping the holy city open to all faiths even as tensions flare.Blair, speaking at a forum on religious understanding at Georgetown University, said it was crucial to recognize and address the religious dimension of the Middle East conflict.One of the things we've been trying to organize is a statement by the rabbinate and the Christian leaders and the Muslim leaders about Jerusalem and about Jerusalem being an open city or worship for people of all the Abrahamic faiths,Blair said.Unless we're prepared to recognize that dimension and to act upon it, then I think that we fail in our duty,he said.Blair serves as the envoy for the so-called Quartet on the Middle East peace process -- the United States, European Union, Russia and the United Nations.He was due later Wednesday to hold talks with Secretary of State Hillary Clinton on the latest developments in the region, which US special envoy George Mitchell is now visiting.Tensions have run high since Sunday when Israeli authorities closed the Al-Aqsa mosque compound, saying that people were inciting violence.Blair said the Middle East reminded him of Northern Ireland, where a 1998 deal brokered by Mitchell largely ended three decades of strife pitting Catholics against pro-British Protestants and British forces.They say to me,It's not really about religion, you know. It's about politics,Blair said of discussions in the two places.I say, that's fine. Unfortunately, a lot of people involved in the conflict think it's about religion. Here we go again. As Jews celebrate in their tens of thousands the festival of Booths, Succot, religious extremists like Sheikh Raed Salah incite Palestinian masses to recapture Jerusalem with blood and fire.Not to be outdone, the Palestinian Authority in Ramallah rushed in to pour fuel on the fire as it protests a plan by Jews to perform religious rituals on the Temple Mount,and called on the international community to force Israel to put off its attempts to take over Jerusalem.So as Israel struggles to stop the stone throwers' verbal assaults, and the next spate of resolutions, it's worth reminding the world that ever since the Six Day War in 1967, when Israel captured the Old City of Jerusalem, millions of people have safely streamed to the Western Wall to offer their prayers and insert hand written supplications to the Almighty. While most visitors shedding their tears adjacent to Judaism's holiest site - the Temple Mount - are Jews, not all pilgrims are. Witness Pope John Paul II inserting his own kvittel (written prayer) within the Wall's cracks; pilgrims from Africa, tourists from Indonesia, Swamis from India, Evangelicals from the Americas, Buddhists from across Asia - all come and go to the Wall.The only price of admission: donning a cardboard yarmulke or scarf. Presidents and prime ministers flock to the Western Wall as well, armed with the latest great hope for peace in the Holy Land. From the Oslo Accords to the Quartet Middle East road map for peace, every official, regardless of religious denomination, or lack of one, finds a welcome private moment of silent prayer or reflection at the Western Wall.

AND YET earlier this week, in the midst of the Jewish High Holy Days, French tourists on the Temple Mount were pelted by irate Palestinian worshipers who mistook them for Jews. And the stones, and orchestrated crescendo of violence have continued unabated. During this seemingly annual exercise, has any diplomat, foreign minister, religious icon, or political pundit asked himself, or better yet the Palestinians, one simple question - why? Why can we all pray in peace at the Western Wall, but the very notion of a Jew praying on the site of Solomon's Temple begets only violence, denial and threats? The centrality of Jerusalem to the Jewish people was never lost on friend or foe.Two thousand years ago the Romans, after destroying the Temple, plowed under its remains and banned Jews from returning. Emperor Hadrian tried to bury the very name of City of Peace, renaming Jerusalem, Aelia Capitolina. Later, Christians, for theological reasons, extended that painful ban and it was only conquering Muslim leaders who recognized the right of Jews to return to live in this small area of land.Indeed, the Christian patriarchs unsuccessfully lobbied conquering Caliph Omar in the seventh century, and again when Saladin drove out the Crusaders in the twelfth, to prevent Jews from living in or returning to Jerusalem after the Christians had expelled them from the city. Such efforts by Christians were to be repeated and denied by various Muslim authorities for hundreds of years.

How to explain Muslim attitudes over the centuries? Because the Koran itself recognized Solomon's Temple as a Great place of prayer,and Muslim leaders saw no theological problem with Jews praying adjacent to the Dome of the Rock and the nearby Al Aqsa Mosque. Indeed, in its 1924 guide to Al-Haram Al- Sharif (the Temple Mount) the Supreme Muslim Council wrote It's identity with the site of Solomon's Temple is beyond dispute,adding this quote from the Book of Samuel:This, too, is the spot according to the universal belief on which David built there an altar unto the Lord and offered burnt offerings and peace offerings.That language would remain until the 1950s.

So why are things so dramatically different in 2009?

Simply put, generations of Palestinians, educated by Yasser Arafat and company, have been taught not believe there ever was a Solomon's Temple. Textbooks and Palestinian media all repeat the self-delusionary canard denying any historic Jewish continuity or legitimacy in the Holy Land. Indeed, president Bill Clinton was reportedly shocked when Arafat called the Western Wall - the Jewish people's holiest place - a Muslim shrine and the Palestinian leader's chief negotiator at the make-or-break Camp David peace talks denied the ruins of Solomon's temple lay beneath the Dome of the Rock.TRAGICALLY, EVER since Israel magnanimously turned over religious control of the Temple Mount to the Muslim Wakf in June 1967, successive generations have been taught that Israelis are Nazi-like invaders, illegitimate neighbors and enemies.

And friends of peace,far from urging Palestinians to deal with reality, help feed the delusion of denial. Witness the World Council of Churches, the largest umbrella group of Protestants, which recently launched the so-called Bern Initiative at its Promised Land conference in Switzerland. Its answer to Israel's alleged apartheid situation in the Holy Land is to reinterpret the Bible by differentiating between biblical history and biblical stories . . . as well to distinguish between the Israel of the Bible and the modern State of Israel.The current violence and rabble rousing by the Palestinians won't make it any easier for US President Barack Obama, but the first thing he must do is not stop illegal nursery and bathroom add-ons in east Jerusalem but admonish the Palestinian leadership to stop denying the legitimacy of the Jewish people.Simply put: There can be no peace in the Holy Land without the Arab and Muslim world acknowledging what their Holy Book and ancestors recognized as the historic link of the Jewish people to its land and its Holy sites. Confusion reigns over Polish ratification of EU treaty

EUOBSERVER / BRUSSELS - The heads of the EU's three main institutions on Wednesday (7 September) came together to point out to Czech President Vaclav Klaus the costs to Europe if he continues to delay ratification of the Lisbon Treaty, the union's new rulebook.European Commission chief Jose Manuel Barroso, European Parliament President Jerzy Buzek and Fredrik Reinfeldt, the Swedish Prime Minister and the current chair of the EU, said several pending decisions are awaiting clarification from Prague.Chief among the issues hanging in the balance is whether the Swedish presidency will be able to press ahead with a planned summit on EU institutional affairs at the end of the month, where the names for the new president of the European Council, the EU foreign minister and commissioner portfolios are to be agreed.Mr Reinfeldt said it would be wrong to start consultations on these posts without further clarification from Prague, while Mr Buzek said there should be clear information about how costly it is [the delay] for other member states.The uncertainty stems from the fact that the Czech constitutional court is examining a legal challenge to the Lisbon Treaty, lodged by senators close to Mr Klaus. It is unclear how quickly the court will make its decision and, if the decision is positive, how much later Mr Klaus would then sign the treaty, completing ratification.

Time is pressing because the current commission's mandate expires at the end of October, as does the post of the current high representative for foreign affairs, held by Javier Solana.The Swedish presidency is nervous about entering uncharted legal territory. It can either keep the commission as a caretaker, but ineffectual, executive, or try to set up a new commission under the Lisbon Treaty rules. Another option would be to negotiate a new commission with the current rules, but that would mean unwanted negotiations on reducing its size.Sweden has repeatedly said it would rather focus on practical issues such as dealing with soaring unemployment in the Union or tackling climate change instead.For his part, Mr Klaus has remained relatively quiet since Ireland's Yes vote last week. A eurosceptic and a strong opponent of the treaty, he opted not to take a phone call from Stockholm this week and not to meet the Swedish Europe minister, who is travelling to Prague on Thursday.

Other parts of the Czech administration have been more forthcoming, however.

Prime Minister Jan Fischer on Wednesday re-assured his EU colleagues that all the messages he had received indicate there is no reason for Mr Klaus to defer his signature after any court decision to approve the treaty.The stalemate has left some MEPs in Brussels frustrated. Belgian Liberal MEP Guy Verhofstadt urged member states to quickly decide on names for the foreign minister and president posts anyway, otherwise they risk being decided at the last minute behind closed doors.
Parliamentarians also expect that the Czech delay will mean that the new European Commission is not cleared to work until next year.Andrew Duff, UK Liberal MEP, in charge of organising parliament hearings on the prospective commissioners, believes the grillings will take place in December while the EU assembly's vote on the commission as a whole could take place on 20 January.

The US could be in the process of accelerating arrangements for a possible attack on Iran, according to an ABC News report published Tuesday.The report cited a recent Pentagon decision to push for funding to build a gargantuan bunker-busting bomb called the Massive Ordnance Penetrator (MOP),originally planned for use in Iraq and Afghanistan.The Pentagon's 2009 request, which was approved last week, was published by ABC, as well as the previous 2007 request.To explain why the bomb was needed at this juncture, the Pentagon only said, The Department has an Urgent Operational Need (UON) for the capability to strike hard and deeply buried targets in high threat environments. The MOP is the weapon of choice to meet the requirements of the UON. ABC noted that the departments which requested the MOP have responsibility over North Korea and Iran.The report also stated that this weapon would be ideally suited for a strike on Iran's uranium enrichment plant at Natanz, or the recently revealed plant at Qom.US aerospace manufacturer and defense contractor McDonnell Douglas received a $51.9 million contract to build the four MOPs, the report said.jpost

DAMASCUS (AFP) – Saudi King Abdullah and Syria President Bashar al-Assad agreed on Wednesday to remove the obstacles to closer ties between the two powerhouses long at odds, Syrian state news agency SANA reported.The decision could contribute to helping stabilise Iraq, which borders both countries, and to ending a political stalemate in Lebanon, where Riyadh and Damascus have great influence and have been on opposite sides of the fence.King Abdullah arrived in Syria earlier for a two-day visit, his first since acceding to the throne in 2005.He was welcomed at the airport by Assad. The two men then went into talks, which had been expected to cover such issues as the Palestinian-Israeli conflict and whom to back to keep Iraq stable as US troops withdraw.The two leaders underlined their "commitment to pursue coordination and consultations at all levels on matters that interest both peoples, SANA said, and want to remove the obstacles that have hindered their relations.They called for the joining of Arab, Islamic and international efforts to lift the (Israeli) embargo imposed on the Palestinians and put an end to the practices of Israeli occupation forces against the rights of the Palestinian people and sacred sites of Islam.Assad political advisor Bouassaina Shaaban described the summit as constructive, positive and friendly.Hady Amr, of the Brookings Doha Center thinktank, said a trip by the king of Saudi Arabia to Syria is very significant, certainly for inter-Arab relations.

Last week, he and the Palestinian Hamas jointly launched a violent campaign on Temple Mount to support the shrine's exclusion to Jews. Heeding their call to defend al Aqsa,young Muslims have been on a rampage for four days - first on Temple Mount, then through western districts of Jerusalem.Earlier Tuesday, the Western Wall Rabbi Shmuel Rabinovitch appealed to the heads of the three faiths which hold Temple Mount sacred to work together and restore sanity to Jerusalem.Palestinian leader Muhammad Dahlan responded by accusing Israel of deliberately fanning the flames which he warned could spread across the Middle East. Abbas Cancels Israel War-Crimes Report, Boosting Hamas By ABIGAIL HAUSLOHNER / GAZA CITY – Wed Oct 7, 12:30 am ET

Mahmoud Abbas is not in the business of doing favors for his bitter rivals in Hamas, which is why the Islamists may have been more taken aback than anyone else at the massive political gift presented to them on Oct. 2 by the Palestinian Authority President. At the instruction of Abbas, the Palestinian delegation to the U.N. Human Rights Council withdrew support for moves to pursue war-crimes charges over Israel's January offensive in Gaza, effectively shelving U.N. action on an inquiry led by former international war-crimes prosecutor Richard Goldstone that accused both Israel and Hamas of war crimes. So furious has been the reaction of Palestinians across the political spectrum that the move is being widely seen as the final nail in the President's political coffin - with the Palestinians due to hold parliamentary and presidential elections next year, Abbas may no longer be a viable candidate for his Fatah movement.Abbas' move at the U.N. was widely perceived as a response to pressure from the U.S. and Israel. Israeli Prime Minister Benjamin Netanyahu had publicly warned that his government would not negotiate peace if the Goldstone findings were pursued, insisting that they undermined Israel's right to defend itself.Some accounts in the region suggested that Washington had prevailed on Abbas to squelch the U.N. probe; others alleged that Abbas had been blackmailed into doing so by Israelis who threatened to release tapes that purportedly show senior Palestinian Authority figures enthusiastically backing the Israeli operation in Gaza, in the hopes that it would finish Hamas.(Israeli officials dispute that suggestion.) On Tuesday Hamas police held a Gaza City press conference demanding the arrest of those responsible for putting the Goldstone report on hold at the U.N. And Syria, which backs Hamas, postponed a planned visit to Damascus by Abbas. Hamas has also warned that the U.N. move presents a serious obstacle to the unity deal that it had been expected to sign with Fatah later this month. Indeed, Palestinian public opinion has turned so sharply against Abbas over this issue that Hamas may be tempted to hold off on reconciling with its rivals while its political position is strengthened by the tide of anger over the Geneva intervention. Even before the Goldstone-report fiasco, Hamas was on a roll. It scored fresh popularity points on Oct. 2 by securing the release of 20 Palestinian women from Israeli jails in exchange for a video confirming that Israeli soldier Gilad Shalit, captured by Gaza militants in 2006, is alive. The German- and Egyptian-mediated swap stirred up fresh hope on both sides that an exchange of Shalit for hundreds of Palestinian prisoners was close at hand. Prime Minister Haniyeh personally greeted the final prisoner in the swap with flowers, underscoring the political gains to be made on the prisoner-release issue, a primary grievance among Palestinians that Abbas has made little headway on in his years of talking to the Israelis.Before the prisoner release, some in Gaza warned that Hamas' popularity might be waning and that an early election might not be in the Islamists' interests given the deteriorating economic plight of Gazans. But thanks to Abbas' intervention in Geneva, those calculations may have been dramatically changed.

The plaintiffs' suspicion is that those records would undermine the president's statements that he is a natural born citizen, which could disqualify him. In a statement released from the White House, Obama said he looked forward to working with Huebner and is confident he will represent the United States well in the Pacific region.Huebner is based in Shanghai, where he handles international arbitration and mediation cases for a U.S. firm. A graduate of Princeton University and Yale Law School, he is also the Gay and Lesbian Alliance Against Defamation's general counsel and previously served on the group's board.He also has chaired the California Law Revision Commission, served as president of the Los Angeles Quality and Productivity Commission and taught at the University of Southern California's Gould School of Law.Obama's announcement is a gesture just days before he speaks to a gay rights fundraising dinner on Saturday and gay activists march on Washington on Sunday.Obama's relationship with gay activists has been rocky since his election. ATLANTA – As the first wave of swine flu vaccine crosses the country, more than a third of parents don't want their kids vaccinated, according to an Associated Press-GfK poll.Some parents say they are concerned about side effects from the new vaccine — even though nothing serious has turned up in tests so far — while others say swine flu doesn't amount to any greater health threat than seasonal flu.Jackie Shea of Newtown, Conn., the mother of a 5-year-old boy named Emmett, says the vaccine is too new and too untested.I will not be first in line in October to get him vaccinated,she said in an interview last month.We're talking about putting an unknown into him. I can't do that.The AP poll found that 38 percent of parents said they were unlikely to give permission for their kids to be vaccinated at school.The belief that the new vaccine could be risky is one federal health officials have been fighting from the start, and they plan an unprecedented system of monitoring for side effects.They note that swine flu vaccine is made the same way as seasonal flu vaccines that have been used for years. And no scary side effects have turned up in tests on volunteers, including children.On Wednesday, Health and Human Services Secretary Kathleen Sebelius appealed for widespread inoculation against swine flu, vouching unconditionally for the vaccine: We know it's safe and secure.The AP poll, conducted Oct. 1-5, found 72 percent of those surveyed are worried about side effects, although more than half say that wouldn't stop them from getting the vaccine to protect their kids from the new flu.Giving flu shots to schoolchildren is also an idea many parents are still getting used to. Special swine flu vaccination clinics at schools are being planned in many states. Children are the main spreaders of infectious disease, and if large numbers are coming down with swine flu, there are ripple effects for everyone else.The AP poll found 59 percent are likely to let their kids be vaccinated at school. But the kind of concerns voiced by parents could put a dent in public health efforts.A survey Davis directed for C.S. Mott Children's Hospital in Michigan suggested one reason for rejecting the vaccine is that about half of parents said they did not consider swine flu any worse than the seasonal bug.Basically, the swine flu is the flu. I'm not overly excited about it,said Julie Uehlein, a Tullahoma, Tenn., mother who is against swine flu vaccinations for her 8-year-old son and 3-year-old daughter.My concerns about the vaccine are what are the long-term effects,she added.Some, like Shea, recall the 1976 swine flu immunization campaign that vaccinated 40 million Americans against an epidemic that never materialized. ATLANTA – The initial swine flu vaccine doses this week will be the nasal spray version, and arm injections will begin next week to help meet demand, health officials said Tuesday.About 2.2 million doses of nasal spray are available so far. However, the spray is not recommended for some people who are most in danger of complications from flu, including pregnant women and people with asthma. While some priority groups like health care workers and healthy children 2 or older can get vaccinated this week, pregnant women and others at risk should wait.The vaccine first became available in some states on Monday. So far, demand for it is outstripping supply, said Dr. Tom Frieden, director of the Centers for Disease Control and Prevention, at a Tuesday press conference. He did not say by how much.

Swine flu is widespread across the country, although cases are on the upswing in some areas and seem to be receding in others, Frieden said.According to the latest CDC data, reports are falling a bit in five regions that comprise about half the country — the New York-New Jersey area; the Southeast; the Midwest; the central Plains; and the region that includes Hawaii, California, Nevada and Arizona.However, the unpredictable flu could make a resurgence, Frieden said, noting it's not too late for people in any region to be vaccinated.Even in places where flu has been widespread, it's affected 5 percent to 10 percent of the population. ANGELES – Earth can breathe a sigh of relief.NASA on Wednesday downgraded the odds of an 885-foot asteroid striking the planet in 2036.Scientists initially believed there was a 1-in-45,000 chance that Apophis could hit the planet on April 13, 2036. But the threat was lowered to a 1-in-250,000 chance after researchers recalculated the asteroid's path.It wasn't anything to worry about before. Now it's even less so,said Steve Chesley, an astronomer with the Near Earth Object Program at NASA's Jet Propulsion Laboratory.Chesley and his colleagues refined the asteroid's orbit after an astronomer in Hawaii analyzed previously unreleased images that gave scientists a better idea of Apophis' position.Earth got a scare in 2004 when initial measurements suggested the newly discovered Apophis seemed to have a chance of hitting the planet in 2029. WASHINGTON – NASA will throw a one-two punch at the big old moon Friday and the whole world will have ringside seats for the lunar dust-up.NASA will send a used-up spacecraft slamming into the moon's south pole to kick up a massive plume of lunar dirt and then scour it to see if there's any water or ice spraying up. The idea is to confirm the theory that water — a key resource if people are going to go back to the moon — is hidden below the barren moonscape.The crashing spaceship was launched in June along with an orbiter that's now mapping the lunar surface. LCROSS — short for Lunar Crater Observation and Sensing Satellite and pronounced L-Cross — is on a collision course with the moon, attached to an empty 2.2-ton rocket that helped get the probe off the ground.Thursday evening, about 10 hours before smashing into the moon, LCROSS and its empty rocket will separate.Then comes the first part of the lunar assault. At 7:31 a.m. EDT, the larger empty rocket will crash into a permanently dark crater and kick up a 6.2 mile high spray of debris.Trailing just behind that rocket is the LCROSS satellite itself, beaming back to Earth live pictures of the impact and the debris plume using color cameras. It will scour for ice, fly through the debris cloud and then just four minutes later take the fatal plunge itself, triggering a dust storm one-third the size of the first hit.This is going to be pretty cool,LCROSS project manager Dan Andrews told The Associated Press.We'll be going right down into it. Within an hour, scientists will know whether water was hiding there or not.The mission is a set-the-stage venture dreamed up by the NASA office that has been working on a $100 billion program to eventually return astronauts to the moon. The return-to-the-moon goal is now being re-examined by NASA and the White House.These are not crashes for the faint of heart. The two ships will smash into the moon at 5,600 mph, more than seven times the speed of sound. The explosion will have the force of 1.5 tons of TNT and throw 772,000 pounds of lunar dirt out of the crater. It will create a new crater — inside an old one — about half the size of an Olympic swimming pool, Andrews said.But don't feel bad for the moon. It gets crashes this size about four times a month from space rocks. But the difference is this one is planned and at just the right angle and location to provide interesting science for astronomers. The southern polar region is a prime landing possibility. This crater, called Cabeus, is one where astronomers think there is a good chance of hidden ice that would be freed by the crash, describing the dirt there as fluffy.The crashes will also be a good show for the folks back home, which was always part of NASA's plan for the probe, Andrews said. The crashes will be broadcast live on NASA's Web site. The Hubble Space Telescope and other larger Earth telescopes will be trained at the moon. Amateurs need at least a 10-inch telescope to look at the crashes and what they see will only be a small part of their overall view in the scope. On Wednesday evening, the White House planned a star party for middle schoolers and about two dozen telescopes.In Boulder, Colo., the Fiske Planetarium on Friday will serve free bagels and coffee to early rising moon crash spectators. Sharp debate at high court over cross on US land By MARK SHERMAN, Associated Press Writer – OCT 7,09

WASHINGTON – As the Supreme Court weighed a dispute over a religious symbol on public land Wednesday, Justice Antonin Scalia was having difficulty understanding how some people might feel excluded by a cross that was put up as a memorial to soldiers killed in World War I.It's erected as a war memorial. I assume it is erected in honor of all of the war dead,Scalia said of the cross that the Veterans of Foreign Wars built 75 years ago atop an outcropping in the Mojave National Preserve.What would you have them erect?...Some conglomerate of a cross, a Star of David, and you know, a Muslim half moon and star? Peter Eliasberg, the American Civil Liberties Union lawyer arguing the case, explained that the cross is the predominant symbol of Christianity and commonly used at Christian grave sites, not that the devoutly Catholic Scalia needed to be told that.I have been in Jewish cemeteries,Eliasberg continued.There is never a cross on a tombstone of a Jew.

There was mild laughter in the packed courtroom, but not from Scalia.

I don't think you can leap from that to the conclusion that the only war dead that that cross honors are the Christian war dead. I think that's an outrageous conclusion,Scalia said, clearly irritated by the exchange.The court is considering whether the cross' presence on the land violates the Constitution, despite Congress' decision to transfer the land on which the cross sits to private ownership.Scalia made plain his view of the case, strongly suggesting that he sees no problem with the cross at all. By contrast, lower federal courts did find a constitutional violation and were not persuaded that the land transfer fixed the problem.The cross has been covered with plywood for the past several years following the court rulings. Court papers describe the cross as being 5 feet to 8 feet tall.Although Scalia's take on the dispute seemed clear, the case appeared to diminish in importance as the hourlong argument continued.Rather than serve as a statement about the separation of church and state or even how people get past the courthouse door to challenge religious symbols on government land, the case could end up focused narrowly on the land transfer.

Even on that issue, the court appeared divided between conservatives and liberals.

Several conservative justices seemed open to the Obama administration's argument that Congress' decision to transfer to private ownership the land on which the cross sits ends any government endorsement of the cross and takes care of the constitutional questions.Isn't that a sensible interpretation of a court order prohibiting the cross' display on government property? Justice Samuel Alito asked.

SINGAPORE – Oil prices rose above $70 a barrel Thursday in Asia amid a weakening U.S. dollar and mixed crude inventory data.Benchmark crude for November delivery was up 62 cents at $70.19 by midday Singapore time in electronic trading on the New York Mercantile Exchange. The contract lost $1.31 to settle at $69.57 on Wednesday.A slide in the U.S. dollar has helped bolster oil prices, which are traded in the American currency. The euro rose to $1.4758 on Thursday from $1.4687 the previous day, and the dollar slipped to 88.30 yen from 88.60.Investors were also mulling mixed signals in Wednesday's crude supply numbers from the Energy Information Administration. Gasoline inventories grew by 2.9 million barrels last week and distillate fuel supplies grew by 700,000 barrels, both bigger increases than analysts expected.But crude supplies dropped by 1 million barrels, while analysts had expected a gain of 1.9 million barrels.Barclays Capital expects global crude consumption to fall 1.55 million barrels a day this year, less than it previously forecast, as the U.S. and Japan begin to show signs of higher demand. However, next year's demand growth could be muted.We remain somewhat downbeat on the scale of oil demand growth in 2010,Barclays said in a report.In other Nymex trading, heating oil rose 2.01 cents to $1.80 a gallon. Investors waiting for corporate earnings reports to start rolling in made only modest moves Wednesday after stocks posted their best two-day gain since mid-July. The Dow Jones industrial average slipped 6 points, while broader indexes edged higher.With little economic news to direct trading, investors were waiting for earnings reports from the July-September quarter for signals about the economy.

Aluminum maker Alcoa Inc. was the first of the 30 companies that make up the Dow Jones industrials to release its numbers, but the report didn't arrive until after the closing bell. Still, investors were happy with the news that the company was profitable again after three losing quarters, and that revenue and earnings topped expectations. Alcoa stock rose in extended-hours trading.Investors spent Wednesday not wanting to place big bets amid concerns that revenue and earnings won't justify the enormous gains in stocks in the past seven months. The Standard & Poor's index, the basis for many mutual funds, is up 56.3 percent since hitting a 12-year low in March.Investors are holding tight here,said Eric Ross, director of research at Canaccord Adams.There are people on both sides of the fence. A lot of people think this market is going to keep running and running and then others that are very nervous.The Dow fell 5.67, or 0.1 percent, to 9,725.58. Kautz, vice-president of the US conference of mayors said in Brussels during the Open Days, a marathon of events dedicated to regions and cities.Ms Kautz's organisation is the US counterpart to the assembly of over 700 European local authorities that have signed the so-called Covenant of Mayors that aims to reduce CO2 emissions by more than 20 percent by 2020. Although our national government did not sign the Kyoto Protocol, almost 1,000 US mayors have subsequently signed the US Mayors' Climate Protection Agreement, pledging to meet or beat Kyoto Protocol targets,Ms Kautz explained.She was one of the regional and local representatives placing her signature on a three-metre inflatable globe which will be sent to Copenhagen as a reminder of the need to involve local and regional levels in the climate change negotiations, since they will be the ones actually implementing many of the measures on the ground.Among the co-operation forms envisaged are green expert exchange programmes that would allow cities in the US and Europe to share best practices and raise awareness among citizens of the need to do save energy and reduce emissions.Luc van den Brande, head of the Committee of Regions (CoR), a consultative body of EU regional and local representatives said he was delighted that officials from both sides of the Atlantic pledged to co-operate more on the climate front. His comments were echoed by local officials speaking in the CoR plenary session. Ms Heiber noted that Copenhagen was striving to become a carbon neutral city by 2025.We are facing a window of opportunity to create a path towards a sustainable green economy. Although climate change is a global issue, the consequences are always local: flooded basements, fewer tourists or poor harvests caused by drought and extreme temperatures. Sub-national authorities can contribute to the fight against climate change by bringing their hands-on knowledge of the everyday challenges, and their solutions to them,he argued.A German representative of Hohenlohe, a district in the south-western region of Baden Wurttemberg stressed the importance of beefing up civil protection capacities at a local level.The effects of climate change can often be disastrous, and in many cases, it is the local and regional authorities that are directly responsible for tackling them, for instance forest fires or floods, or to bear the economic and social consequences. British bank mulls huge rights issue: report OCT 7,09

LONDON (AFP) – Part-nationalised Lloyds Banking Group is considering a 15 billion pound (16 billion euro, 24 billion dollar) rights issue, according to a Financial Times (FT) report.The Financial Services Authority watchdog is currently scrutinising the plan, under which Lloyds could also sell assets and shrink its balance sheet, the paper said, quoting unnamed people close to the deal.If it goes ahead, the move -- which the FT said was supported by the government, owner of a 43.5percent stake in Lloyds -- would be the biggest ever rights issue in Britain.Last month, Lloyds said it was considering alternatives to the Government Asset Protection Scheme (GAPS), which provides guarantees for risky assets, following stress tests.In response to the report, Lloyds Banking Group told the FT that it had nothing to add to that statement.

BEIJING – The auto-parts maker Delphi Corp. is headquartered in Troy, Mich., in the heart of the region that made the United States the car capital of the world. It's a place where the phrase buy American is right at home.Now the 3,000 employees of Delphi's brake and suspension unit are getting a new boss. Battered by weak sales, Delphi is selling the unit to investors led by a company named Shougang Corp.
Shougang is a steel maker owned by the government of China — a government that calls itself communist but espouses a socialist market economy as it marches down globalization's road toward a capitalistic future.Everyone's so desperate for cash that the Chinese show up with a checkbook and people say, Yes, please,says Arthur Kroeber, managing director of Dragonomics, a Beijing research firm.Explosive growth in China and India, coupled with Japan's clout as the world's No. 2 economy, has long been expected to shift economic power from the United States to Asia as this century progresses. The financial crisis and resulting Great Recession are accelerating that process.China certainly comes out of the crisis stronger rather than weaker, and it's the opposite for the United States,says Stephen Roach, chairman of Morgan Stanley Asia.Some Americans have begun declaring this the Chinese century since it began nearly a decade ago. But while they and others fear the rise of China in international relations and the global economy, the reality is less dramatic: Beijing is still getting its own sprawling, chaotic house in order and is in no position to supplant the United States as global leader in the near future.

At the same time, Beijing's power remains undefined: On an unfamiliar global stage, it is unsure what role it wants to play.For decades, China followed the dictum of its late supreme leader, Deng Xiaoping, to keep its head down abroad and focus on development at home. American automakers look to China's growing market to propel future sales.The financial crisis set back U.S. growth by years and will add trillions to the federal debt over the next decade. But China avoided the worst of the crisis. Its banks are healthy and, with the help of a 4 trillion yuan ($586 billion) stimulus, this year's economic growth is on track to top 8 percent.Already, demand from China can affect oil prices, and it is starting to influence what products are available worldwide. Western jobs are tied to Chinese spending, from British auto factories to Australian iron mines. Chinese money is financing development of oil fields from Venezuela to Central Asia.And China's role as Washington's lender-in-chief is altering the dynamic of the countries' relationship.

At a meeting in London in April, President Barack Obama assured his Chinese counterpart, Hu Jintao, that Washington would cut its budget deficit — a promise no American leader ever had to make to a Soviet leader.Washington's three-year-old strategic dialogue with Beijing has long been dominated by U.S. trade grievances. But the latest round in July, overshadowed by America's need for China to keep buying its debt, became a discussion between equals.China, a major destination for foreign investment, was starting to reverse the flow and invest abroad before the financial crisis. The crisis accelerated that and has led to a flurry of deals. In some cases, Chinese companies have stepped in to save Western jobs — a notion unthinkable a decade ago.In Britain, China's Nanjing Automobile Group plans to reopen the Longbridge factory idled by the collapse of MG Rover to make limited-edition MGTF sports cars. And in Sweden, Beijing Automotive is joining a bid to buy Saab from General Motors, while Geely Automobile wants to acquire Ford's Volvo unit.

It's better to be part of the race than to watch it from the stands,says Paul Akerlund, a union representative at Saab.We see advantages in gaining access to the Chinese market, which is the fastest-growing auto market in the world.In diplomacy, China is only starting to stake out positions on a wide array of global issues. It has used its influence in the United Nations to help allies such as Sri Lanka resist Western pressure on human rights. But Chinese leaders have yet to decide what overall political and military role they want abroad.They clearly want to be a country of some gravitas both regionally and globally,Lieberthal says.But there are a lot of aspects of the American approach — too ready to interfere, to tell others what to do — that the Chinese criticize as hegemonic.Even as it is on track to overtake the American economy in size as early as 2030, China is burdened by enormous problems of corruption, poverty and pollution. Measured by income per person, China ranked 130th out of 210 economies in a World Bank survey last year, behind most of Latin America and parts of Africa.China's foreign currency reserves are huge. But that does not mean we are a rich country,says Cho Tak Wong, chairman of Fuyao Group, which produces glass for Chinese and global automakers.We are about 100 years behind the United States.

China also has become a fast-growing market, and the financial crisis has only increased its importance to global companies. Chinese demand affects everything from global steel prices to the design of consumer goods. Cadillac created its 2008 CTS with China in mind, adding a deeper back seat for Chinese buyers driven by chauffeurs.Other countries' urgent need for cash has created opportunities for Beijing to make deals for resources to drive its booming economy. State companies have struck oil deals in Brazil, Venezuela, Russia and Africa and bought stakes in Australian and Canadian miners.Delphi turned to Chinese buyers for its remaining brake and suspension operations after it sought bankruptcy court protection four years ago. The buyers are Shougang and two partners — the Beijing city government and an auto-parts maker, Tempo Group. Delphi says the $90 million sale should close in November, seven months after it was announced.Contrast that with 2005, when Chinese oil company CNOOC Ltd. tried to acquired Unocal Corp. CNOOC offered to pay more than a rival American bidder but withdrew after critics in Washington said the sale might threaten U.S. energy security.Still, the United States has many strengths that China lacks. TORONTO (Reuters) – Canada will prohibit major banks from marketing insurance products on their websites, marking a major victory for big insurers in a long-running battle with the banking industry.Canadian Finance Minister Jim Flaherty told Canada's Business News Network (BNN) that rule changes will come in with the next budget implementation bill in early 2010, effectively reversing a decision in favor of the banks earlier this year from Canada's financial regulator.I've made it clear now that we will change the rules so that the marketing of insurance via web sites, virtual bank branches, will not be permitted,Flaherty said.While Canada's Bank Act prohibits banks selling insurance through branches -- the subject of a decades-long political battle with insurance brokers -- big banks have slowly expanded into the C$115 billion ($108 billion) domestic insurance market in a bid to increase earnings and market share.Hungry for growth, the top banks have beefed up insurance arms, pushing sales on the Internet, in stand-alone insurance branches or through insurance subsidiaries, carefully skirting government regulations meant to keep insurance and banking separate.As recently as June, bankers celebrated a ruling by the Office of the Superintendent of Financial Institutions (OSFI), saying banks could promote insurance on their websites.We are completely shocked that Mr. Flaherty would want to limit how and where consumers can access information about insurance,the Canadian Bankers Association said in a statement after Flaherty announced the rule changes.

All of Canada's major banks -- Royal Bank of Canada, Toronto Dominion Bank, Bank of Nova Scotia, Bank of Montreal and Canadian Imperial Bank of Commerce -- offer some variety of insurance and several are aggressively trying to grow the business.All of the banks declined independent comment about Flaherty's decision, communicated to the banks in a letter from the minister.Today I wrote to the banks telling them that in my view this was not consistent with the government policy, which is that insurance activities are not generally to be carried on in bank branches, and that we would extend that policy intent to websites as well,Flaherty told reporters ahead of the BNN interview.I asked the banks to quickly stop the practice, so that they would be compliant with the government's policy intent.The Bank Act prohibits banks from directly selling insurance in branches, but the OSFI ruled in June that a bank website is not a bank branch and therefore a bank could promote insurance products on its website.Flaherty said he disagreed with the ruling, seen at the time as a blow to the thousands of insurance brokers across Canada who are considered well-connected with federal legislators in Ottawa.The background to this is that the Superintendent of Financial Institutions made a ruling that according to the present law, the use of the websites to market insurance did not contravene the present law, but in our view it contravenes the policy intent of separating those two functions in bank branches,Flaherty said.Since the early 1990s, we have had the separation that banks do banking in bank branches and don't do insurance work in bank branches. That has been affected technologically by the use of websites. Some banks have been using their websites, their branch websites, with respect to insurance activities.

Typically, the banks have an insurance link on the front page of their domestic websites.A finance department spokesman suggested in an e-mail that the insurance arms of the banks would still be able to use the Internet if they kept the information separate from the main bank website.We're simply applying the same rules to web sites that we apply to branches. OTTAWA (Reuters) – Canada's minority Conservative government could face a new confidence test in Parliament this week, a minister said on Wednesday, but judging from recent voting patterns an election will most likely be averted.Jay Hill, the Conservatives' House leader, told Reuters that a budget implementation bill now being debated in the House of Commons might come up for a preliminary vote this week. If it is voted down, the government would fall and the country would head to its second election in little more than a year.The bill contains a popular home renovation tax credit that received the backing of two of the three opposition parties in a vote on a motion on September 18, and if just one of them backs it again then the government will carry on.The biggest opposition party, the Liberal Party, has pledged to vote against the government on such confidence tests, no matter what, but it does not have the power on its own to force an election. If an election did happen, polls point to the Conservative government being reelected.
