New rule puts U.S. Coast Guard in Canadian waters
Updated Tue. May. 26 2009 9:15 PM ET CTV.ca News Staff

Canada and the U.S. signed an agreement Monday designed to increase border security by allowing the RCMP and the U.S. Coast Guard to team up and ride in each others' vessels during border patrols.Known as the Shiprider program, the new rules intend to improve security and eliminate jurisdictional grey areas in Canada-U.S. waterways. Without the new program, vessels must stop at the border and call upon the other country's officials for help. The Shiprider program has been used as a pilot program over the past few years to catch smugglers and criminals on joint waterways.Public Safety Minister Peter Van Loan and his U.S. counterpart, Secretary of Homeland Security Janet Napolitano, signed the agreement Tuesday at a cargo facility at the Ambassador Bridge, which connects Detroit and Windsor, Ont.Van Loan said the pact shouldn't be viewed as Americans encroaching on the jurisdiction of Canada because it's a joint effort between both countries. And he stressed that security and trade between the two countries can be mutually beneficial.

Because of the integration of our North American economies ... effective management of the border is essential to the health of both of our countries' economies, said Van Loan.Talks between the two officials are set to continue this week in advance of the Western Hemisphere Travel Initiative, which comes into effect June 1. The initiative means Canadians will need to show their passports, NEXUS cards or enhanced driver's licences when entering the U.S.Napolitano, who stirred controversy a few weeks ago when she suggested the 9-11 terrorists entered the U.S. through Canada, said the U.S. wants to partner with Ottawa to ensure the safety of the continent.

She said boosting security doesn't mean closing ourselves off from other countries --it means working together as neighbors and allies. We have to be able to share information ... and put more security at the border, which helps us keep track of what is going back and forth, she said.Van Loan and Napolitano have agreed to meet twice every year, along with other high-level officials, to discuss border issues.

While Napolitano has since clarified her 9-11 comments and said the terrorists responsible for the attacks did not enter the U.S. through Canada, she has maintained that other terror suspects have crossed south over the border.Napolitano has also criticized Canada for being too lax at the border, saying federal regulations did not go far enough.Still, according to former diplomat Paul Frazer, Canadians shouldn't be alarmed by the prospect of foreign officers policing Canada's waters. It's not a one way kind of operation,he told CTV's Power Play from Washington on Tuesday.Frazer stressed that the new plan is a quid-pro-quo deal for Canada. You will have Canadian authorities aboard American boats, going into American waters, and the reverse coming into Canadian waters. With files from The Canadian Press.

EU sketches out conditions for upgrade with Israel
ANDREW RETTMAN Today MAY 28,09 @ 09:07 CET

EUOBSERVER / BRUSSELS - The EU will at a meeting with Israeli foreign minister Avigdor Lieberman next month sketch out three conditions for upgrading relations, according to a draft declaration seen by EUobserver. The text says that the meeting in Brussels on 15 June confirms the great importance the European Union is attaching to its relations with Israel and its readiness to continue strengthening our bilateral relationship. But it does not give any timetable for implementing a formal upgrade in bilateral ties, envisaged before Israel launched Operation Cast Lead in Gaza in December. The omission effectively continues a freeze imposed on the project by Israeli-critical EU countries, such as Belgium, Sweden and Portugal, which feel that the upgrade would give an untimely endorsement to Israel's hawkish new government.Instead, the declaration spells out three main obstacles standing in the way of closer relations: Israel's refusal to sign up to a two-state solution, the continuing expansion of Jewish settlements and the Gaza blockade. The EU clearly stated that the upgrading of relations with Israel should serve the purpose of pursuing the common objectives and interests of both parties,it says. Our common interests and objectives include the resolution of the Israeli-Palestinian conflict through implementation of the solution based on two states. The [EU] is deeply concerned by the recent increase in settlement activities, house demolitions and evictions in the Palestinian territories, especially in East Jerusalem,it adds.

Reconstruction and economic recovery of the Gaza Strip require permanent opening of the border crossings for the delivery of humanitarian aid.Between 500 and 700 truck-loads of aid need to get into Gaza every day to help maintain basic living conditions, but Israel lets in just 100 or so, an EU diplomat explained. The seven-page EU declaration was drafted by the Czech EU presidency on 20 May and could be changed at any moment in the run-up to the 15 June meeting.Israel's ambassador to the EU, Ran Curiel, downplayed the importance of any prickly public EU statement, saying the main value of the event will lie in Mr Lieberman's personal introduction to EU officials. He will probably say Israel has offered and is offering to upgrade relations with the EU,Mr Curiel told this website. He will say what he has to say about settlements and Israel's position on other issues inside the room. The ambassador noted that EU-Israel relations remain vibrant, especially at bilateral level, despite the lack of progress on the upgrade. The current governments of Germany, France, the UK, Italy, the Netherlands, Poland, the Czech Republic, Denmark, Slovakia, Hungary and Romania are on the Israeli-friendly side. Belgium, Sweden, Portugal, Spain, Ireland, Greece and Cyprus are more critical, however. The draft EU declaration also urges a complete and unconditional stop of attacks against Israeli territory by Palestinian militia. It takes a firm line on Iran, condemning threats toward Israel by the Iranian government and any denial of the Holocaust as a historical fact. The text supports the Israeli narrative that militant movements such as Hizbollah in Lebanon and Hamas in Gaza are proxies for foreign powers.Iran should stop its support to violent groups in the region and use its influence in order to encourage them to follow a non-violent approach.

Israel rebuffs US call for total settlement freeze By MATTI FRIEDMAN, Associated Press Writer – Thu May 28, 9:42 am ET

JERUSALEM – Israel defied a surprisingly blunt U.S. demand that it freeze all building in West Bank Jewish settlements, saying Thursday it will press ahead with construction.U.S. Secretary of State Hillary Rodham Clinton said Wednesday that President Barack Obama wants Israel to halt to all settlement construction — including natural growth. She was referring to Israel's insistence that new construction is necessary to accommodate the expansion of families already living in existing settlements.Government spokesman Mark Regev responded by saying normal life in those communities must be allowed to continue. He confirmed that this meant some construction will continue in existing settlements. The new conflict with Washington came on the same day Obama was to meet Palestinian President Mahmoud Abbas at the White House. Abbas has said the Palestinian demand for freezing settlements will be at the top of his agenda in the talks.Obama's administration has been more explicit in its criticism of Israeli settlement policy than its predecessor. The U.S. and much of the world consider the settlements an obstacle to peace because they are built on land the Palestinians claim for a future state.More than 280,000 Jewish settlers live among more than 2 million Palestinians in the West Bank.Regev said the fate of existing settlements will be determined in peace negotiations between Israel and the Palestinians. He said Israel has pledged to build no new settlements and to remove unauthorized outposts in the West Bank. While Israel could flout U.S. opposition, it is wary of picking a fight with its closest and most important ally.Israeli officials proposed a compromise earlier this week. In exchange for removing some 22 outposts, they would ask the U.S. to permit new construction in existing settlements. Clinton's remarks followed that proposal.

But even the limited step of removing outposts faces stiff opposition from the Israeli right. Settler news site Arutz Sheva reported Thursday that leading rabbis linked to the settlement movement had issued a call to soldiers to disobey orders to demolish the outposts. The holy Torah (scripture) prohibits taking part in any act of uprooting Jews from any part of our sacred land, the site quoted the rabbis' statement as saying. The new Israeli and the U.S. leaders have strikingly different approaches to Israeli-Palestinian relations. Netanyahu refuses to endorse Palestinian independence, a notion supported by Obama, his predecessor and the previous Israeli government.Clinton said Obama told Netanyahu last week when the two met at the White House that the U.S. sees stopping settlements as key to a peace deal that would see a Palestinian state created alongside Israel. He wants to see a stop to settlements — not some settlements, not outposts, not natural growth' exceptions, Clinton said. We think it is in the best interests (of the peace process) that settlement expansion cease. That is our position. That is what we have communicated very clearly. ... And we intend to press that point. The U.S. and many other Western countries have been dealing with Abbas, who leads the Palestinian Authority from the West Bank, while mostly shunning the militant Islamic Hamas group that controls the Gaza Strip.Hamas took over Gaza nearly two years ago after routing Abbas' forces in bloody street battles. Repeated attempts to reconcile between the two bitter rivals have failed to yield any results.A senior Hamas militant was killed Thursday by Israeli forces in the West Bank city of Hebron after a 14-year manhunt. The Israeli military said they surrounded the militant's house and called on him to surrender, but he instead opened fire at soldiers who shot back and killed him. The military said the wanted man, Abed Majid Daodin, 45, had recruited and dispatched suicide bombers, including two who killed 10 Israelis and wounded over 100 when they blew themselves up on commuter buses in 1995.Daodin was jailed by the Palestinian Authority after the bombings but was set free after violence erupted between Israel and the Palestinians in 2000. Hamas vowed to avenge the militants death.

SINS OF PEOPLE

2 TIMOTHY 3:1-5
1 This know also, that in the last days perilous times shall come.
2 For men shall be lovers of their own selves, covetous, boasters, proud, blasphemers, disobedient to parents, unthankful, unholy,
3 Without natural affection, trucebreakers, false accusers, incontinent, fierce, despisers of those that are good,
4 Traitors, heady, highminded, lovers of pleasures more than lovers of God;
5 Having a form of godliness, but denying the power thereof: from such turn away.
6 For of this sort are they which creep into houses, and lead captive silly women laden with sins, led away with divers lusts,
7 Ever learning, and never able to come to the knowledge of the truth.

DECIEVERS WAXING WORSE AND WORSE.

2 TIMOTHY 3:13
13 But evil men and seducers shall wax worse and worse, deceiving, and being deceived.

MORE SIN SIGNS

EPHESIANS 5:5-8
5 For this ye know, that no whoremonger, nor unclean person, nor covetous man, who is an idolater, hath any inheritance in the kingdom of Christ and of God.
6 Let no man deceive you with vain words: for because of these things cometh the wrath of God upon the children of disobedience.
7 Be not ye therefore partakers with them.
8 For ye were sometimes darkness, but now are ye light in the Lord: walk as children of light:

Economic crisis damaging human rights, report says
ELITSA VUCHEVA Today MAY 28,09 @ 09:16 CET

EUOBSERVER / BRUSSELS – Human rights violations remained widespread across the world in 2008, including Europe, with the global economic crisis not only aggravating the existing problems, but creating new ones as well, human rights group Amnesty International's yearly report released on Thursday (28 May) shows. The global economic crisis is an explosive human rights crisis. A combination of social, economic and political problems has created a time bomb of human rights abuses [across the world], said Irene Khan, the group's secretary general. There are growing signs of political unrest and violence, adding to the global insecurity that already exists because of deadly conflicts which the international community seems unable or unwilling to resolve. In other words: we are sitting on a powder keg of inequality, injustice and insecurity, and it is about to explode, she wrote in the introduction to Amnesty's report on the situation of human rights in the world. The crisis, which has been widely qualified as the worst in many decades, has brought recession to many parts of the world and left many people out of work.Subsequently, protests took place in several countries worldwide, but the protests were often met with tough responses, the report notes. We may well end up in a situation where recession could be accompanied by greater repression as beleaguered governments – particularly those with an authoritarian bent – clamp down harshly on dissent, criticism and public exposure of corruption and economic mismanagement,Ms Khan wrote.

Roma targeted

The study also found that the crisis had increased the deprivation and the stigmatisation of certain communities – such as the Roma, as well as diverted governments' intention from human rights problems and has had a negative impact on their immigration and asylum policies.Roma have remained largely excluded from public life in all countries, unable to enjoy full access to housing, education, employment and health services. The adverse economic situation seemed to provide fertile ground for old stereotypes of Roma to be exploited by elements hostile to them, the document said.Several European countries – Hungary, the Czech Republic, Slovakia, Italy, Serbia – recorded serious cases of ill treatment of people of Roma origin and practically none has noted an improvement in that respect. In Europe, the Roma face the most profound and systematic discrimination and marginalisation, excluded from public life, segregated in schools and ghettos, facing hostility and violence.

Harder immigration policies

The economic downturn has also started to show a tendency for a tougher policy towards refugees, asylum seekers and migrants.Last year borders pushed outwards from Europe into Africa as countries like Spain and Italy signed agreements with Mauritania and Libya to stop people from entering Europe, and such agreements act as a license for more human rights violations in the transit countries,Ms Khan warned.

An Italian move to return migrants rescued at sea to Libya without proper examination of their protections needs is against the country's obligations under refugee law and sets a dangerous precedent for EU member states.Meanwhile in Greece, despite new legislation on the asylum process and conditions of reception of migrants, the treatment of irregular migrants and asylum-seekers continued to violate international standards, the report said.

A call for new global deal on human rights

In the face of a worsening human rights situation worldwide, the EU itself remains ambivalent on its commitment to human rights,Amnesty concluded.Europe too often lacked political leadership to ensure the protection of human rights in the region, with many of its states also lacking the political will to live up to their obligations,it went on.The organisation urges the EU to shoulder its responsibility in fighting against discrimination, poverty and insecurity and calls on governments worldwide to act to set up a new global deal on human rights. The world doesn't need another treaty, the world doesn't need any more paper promises – what it needs is real commitment and concrete action from governments,Amnesty says.

Sarkozy opens France's first Gulf military base By BRIAN MURPHY, Associated Press Writer – Tue May 26, 4:23 pm ET

ABU DHABI, United Arab Emirates – French President Nicolas Sarkozy opened his nation's first military base in the Gulf Tuesday, boosting the naval presence along strategic oil routes and in pirate-infested waters off the Somali coast. The new naval base outside the United Arab Emirates' capital, Abu Dhabi, is France's first major foreign military installation since the 1960s and its first outside Africa. It is expected help safeguard vital Persian Gulf shipping lanes. It also puts France in position to play a higher profile role in calming the growing tensions between Iran and Gulf Arab states. Some of the most pressing missions, however, may come off the coast of Somalia. Pirates have expanded their assaults on ships in the Gulf of Aden farther into the Indian Ocean. Somali pirates have attacked more than 80 ships this year alone in the Gulf of Aden, and successfully hijacked about 30 of them. The United States remains the major foreign military presence in the Persian Gulf with key air bases, logistics operations and the headquarters of the 5th Fleet in Bahrain. At a ceremony Tuesday, Sarkozy watched the French and UAE flags being raised over the naval base as forces from both nations stood at attention.

France is also seeking a bigger role in the region's culture and business.

Sarkozy's two-day trip includes a visit to the future site of a branch of the Louvre. The arm of the French art museum will be part of a cultural and residential district being built in Abu Dhabi. The city also hosts a branch of France's Sorbonne University, and is set to receive outposts of New York University and the Guggenheim Museum. In light of all these new projects, Sarkozy called the oil-rich UAE a laboratory for globalization. He is pushing a deal for the UAE to purchase twin-engined Rafale fighter jets and supports the Emirates' push to develop civilian nuclear power plants.Nuclear power is not the sole prerogative of Western states, Sarkozy said.President Barack Obama approved plans for the U.S. to help the UAE become the first Arab nation with a nuclear power industry last week, though Congress could still try to block the deal. U.S. companies are expected to compete against ones from France, Japan and Russia for a share of the $41 billion project. In a speech to French military personnel and diplomats, Sarkozy also focused on the importance of economic stability, urging oil-rich nations and industrial powers to work to stabilize world oil prices. He noted that the global economy cannot afford major price swings while it works to recover from the economic downturn.Sarkozy did not give a target price range, but he said he wanted to work with the Emirates, an OPEC member, and others to lower volatility in oil markets. The French president said high prices undermine growth, but low prices sow the seeds of future shocks by discouraging investment in other investment technologies, including nuclear power.

Oil prices have rebounded significantly from lows near $30 a barrel earlier this year, but remain about 60 percent below the record $147 level they hit last July. Crude now sells at about $60 a barrel — above the level the UAE needs to balance its budget but below what some fellow OPEC members consider to be a fair price.Sarkozy's visit also sought to forge strategic commercial alliances between one of Abu Dhabi's government-backed investment vehicles and France's newly created strategic investment fund.

NATO, Russia want foreign ministers meeting By SLOBODAN LEKIC, Associated Press Writer MAY 27,09

BRUSSELS – Political ties between NATO and Russia are gradually improving following the break caused by the Russo-Georgian war, but a ministerial meeting is needed to pave the way for military cooperation, officials said Wednesday.NATO deputy spokeswoman Carmen Romero said that ambassadors from NATO's 28 nations and Russia's envoy to the alliance were determined to hold a meeting of foreign ministers as soon as logistically possible. The ambassadors met on Wednesday within the framework of the NATO-Russia Council, a panel set up to improve cooperation between the former Cold War foes.Russia's NATO envoy Dmitry Rogozin described the meeting as constructive and forward-looking.Discussions were focused on giving new stimulus and quality to our joint work,he said.Moscow and NATO have sought in recent months to improve ties that were frozen after Russia's war with Georgia last August.A meeting of foreign ministers had been scheduled in April, but tensions soared again over the expulsion of two Russian diplomats for alleged spying and the retaliatory move by Moscow which expelled two NATO officials. Moscow also strongly objected to a NATO military exercise in Georgia, and the planned ministerial talks were called off.Rogozin said that although both sides were now determined to move forward on issues where they had shared interests — such as Afghanistan, anti-piracy efforts and disarmament — the meeting of foreign ministers was needed to endorse any formal military-to-military cooperation between Russia and NATO.

Russia has allowed NATO nations to use its road and rail networks to transport military supplies to Afghanistan, after the alliance's main supply chain through Pakistan came under repeated attack by pro-Taliban guerrillas.Although the main transport line has not been cut, NATO commanders say they need alternate routes to ensure that logistical supplies will continue to flow through uninterrupted.

Small chance of tropical cyclone in Atlantic: NHC Wed May 27, 8:37 am ET

NEW YORK (Reuters) – A tropical cyclone has a small chance of forming in the Atlantic Ocean off the coast of the Carolinas before moving north into colder ocean waters, the U.S. National Hurricane Center said Wednesday. The NHC gave the system less than a 30 percent chance of developing into a tropical storm over the next 48 hours. If, however, the system does strengthen into a tropical storm with winds of 39 to 73 miles per hour, it would be named Ana, the first named storm of the Atlantic season which runs from June 1 to November 30.The NHC said an Air Force reconnaissance aircraft would investigate the system this afternoon if necessary. Most weather models forecast the system would remain a couple hundred miles offshore in the Atlantic as it moves north along the east coasts of the U.S. and Canada over the next several days.None of the weather models projected the system would reach the U.S. oil and gas producing region in the Gulf of Mexico.Energy traders watch for storms that could enter the Gulf of Mexico and threaten U.S. oil and natural gas platforms and refineries along the coast.Commodities traders likewise watch storms that could hit agriculture crops like citrus and cotton in Florida and other states along the coast to Texas.(Reporting by Scott DiSavino; Editing by John Picinich)

Cyclone Aila kills nearly 200 in Bangladesh, India By Anis Ahmed – Tue May 26, 3:34 pm ET

DHAKA (Reuters) – Nearly 200 people have been killed by a cyclone that ripped through Bangladesh and eastern India, while millions remained marooned by floodwater or forced to live in shelters. The death toll in Bangladesh rose to more than 130 following recovery of dozens of bodies Tuesday, newspapers and private television channels said, while Indian officials said at least 64 people had died in West Bengal state.Cyclone Aila slammed into parts of coastal Bangladesh and eastern India Monday, triggering tidal surges and flooding that forced people from their homes.Officials in both countries said they feared the death tolls would rise although relief and rescue efforts were being intensified.Millions of people have been affected by the cyclone, with half a million in shelters and another half a million forced from their homes or were marooned,a disaster control official, who asked not to be identified, told Reuters in Dhaka.Officials in Bangladesh moved about 500,000 people to temporary shelters after they left their homes to escape huge tidal waves churned by winds up to 100 kph (60 mph).Heavy rain triggered by the storm also raised river levels and burst mud embankments in the Sundarbans delta in the neighboring eastern Indian state of West Bengal. So far, we have got reports of 64 deaths in the state, including nine deaths in landslides in the Darjeeling hills on Tuesday,West Bengal's chief secretary Ashok Mohan Chakraborty told reporters in Kolkata. In Bangladesh, the worst affected area was the Satkhira district, near the port of Mongla, where a local official said 31 bodies were found in one village. The situation here is alarming,Mohammad Abdus Samad, deputy commissioner of Satkhira, told Reuters by telephone.

CROPS DAMAGED

Large areas of crops were destroyed in both countries by the cyclone, officials said, adding they were assessing the damage. Many farmers have lost their rice just ready to be harvested. Allah has taken it all from me. I have been made a pauper, said Mohar Ali, a farmer.Aila swept many areas still recovering from Cyclone Sidr in November 2007, which killed 3,500 people in Bangladesh and made at least a million homeless.

Bangladesh officials said at least 100 people were missing after Monday's cyclone.

Some aid workers said they feared several hundred people might have been killed by Aila, which followed the less lethal Cyclone Bijli that killed a only few people in April.Army, navy and coastguards were helping civil officials and volunteers to search for the missing and pick up people marooned in hundreds of villages, caught in chest or shoulder-high waters, witnesses said.Continuing rain and wind have slowed our efforts, one official said. Bangladesh's food and disaster management minister, Abdur Razzaque, who visited some of the battered areas Tuesday, said authorities were trying to bring the marooned families to safety and provide them food and shelter.

Witnesses said many cyclone survivors faced a shortage of food and drinking water in areas still under storm surge. In West Bengal, the Indian army and government aid workers Tuesday began an operation to provide relief to more than 400,000 people marooned in the Sundarbans delta region. We have moved two columns, each with 100 personnel, to Sundarbans for relief, said Mahesh Upasani, a defense spokesman. Bangladesh steps up relief operation as cyclone death toll reaches 113
www.chinaview.cn 2009-05-27 23:51:29 by Shams Chowdhury

DHAKA, May 27 (Xinhua) -- As the grim picture of death and destruction from the cyclone Aila-hit southern Bangladesh continued to emerge with official count of 113 deaths so far, rescuers made desperate efforts to reach relief materials to survivors in remote places. Food and Disaster Management Minister Abdur Razzak said at a press conference here on Wednesday evening that the death toll might go up slightly as some more people still remain missing. We've identified 113 bodies so far,he said. The unofficial tally, however, put the death toll at 153 till Wednesday evening. Local people and volunteers working in the affected area fear that the death figure could rise further as they kept spotting bodies in the cyclone-devastated areas. Of the total deaths in some 17 districts, 35 were reported from the worst-hit southwestern Satkhira district, another 35 from southwestern Khulna and 26 from southeastern Noakhali. The cyclone Aila formed in the Bay of Bengal crossed Bangladesh's southwestern coast on Monday afternoon with a speed of 70-90 kilometers per hour, triggering abnormally high tidal surge and heavy rains in the coastal region. This was the biggest natural calamity in Bangladesh after cyclone Sidr battered the country's southwestern coastal belt on Nov. 15, 2007 leaving more than 4,000 dead or missing. The food minister told reporters on Wednesday that 6,665 people were injured and 61,440 domestic animals perished in the cyclone which left more than 3.3 millions people affected. He said some 993,785 people are still staying at different cyclone centers where foods, drinking water and medicines were sent.

Razzak admitted that limited shelter centers virtually increased the death toll and related damage. The Bangladeshi army continued its rescue and relief operations in affected remote areas in the coastal region in close coordination with the local administration.Army medical teams are providing treatment and medicines to the victims. Army troops have established 13 water treatment plants in the cyclone hit areas to provide distilled water to the victims. Air force helicopters transported relief goods and water purification plants to the affected areas where survivors are suffering from lack of food and safe drinking water. According to initial official assessment, standing crops on some 80,667 acres (about 32,670 hectares) of land were damaged completely while partially on 309,327 acres (125,277 hectares). Besides, 179,655 houses were fully damaged and 315,967 were partially damaged. The cyclone fully damaged 641.8 km of roads, 509 km of embankments, 152 bridges and culverts and 341 educational institutions. We've sufficient stock of relief materials. Russian capsule blasts off for space station By PETER LEONARD, Associated Press Writer MAY 27,09

BAIKONUR, Kazakhstan – A Russian space capsule blasted off Wednesday into the searing hot afternoon skies of Central Asia on a landmark mission to expand the permanent human presence in space. The Soyuz craft carrying Canadian Bob Thirsk, Russian Roman Romanenko and Belgian Frank De Winne soared above Kazakhstan's southern steppe to begin a two-day journey to the international space station — the largest man-made object in the earth's orbit.Hundreds of journalists, relatives, visiting space enthusiasts and dignitaries, including Crown Prince Philippe of Belgium, thronged in and around two rickety wooden viewing stands a mile (1.5 kilometers) away, taking pictures and applauding as the rocket's propulsion system shook the earth.Liftoff was on schedule at 4:34 p.m. local time (1034 GMT; 6:34 a.m. EDT) from the Russian-leased Baikonur cosmodrome, despite fears that windy weather earlier would delay the launch. The capsule is expected to dock with the space station Friday. The three astronauts on the Soyuz will join the three crew members already on the station, forming a six-member permanent crew for the first time.Thirsk's 81-year-old mother, Eva, beamed with delight and her voiced wavered as she spoke of her joy at the successful start to her son's second mission in space. He's doing what he wants to do. And he's so happy about it, and I'm so happy for him,she said.Thirsk, 55, stands to become the first Canadian to spend six months in space, easily outstripping other Canadian astronauts and his own previous 17-day trip on the space shuttle Columbia in 1996.In another first, De Winne, 48, will become the first European Space Agency astronaut to take command of the station when he takes over from Russian Gennady Padalka in October. It is quite an achievement, said Belgium's Philippe. He represents Europe, he represents Belgium, he represents international collaboration for peaceful application of science.Romanenko, 37, is the second Russian to follow his father into space. Yuri Romanenko, who flew as a space commander in the 1970s and 1980s, also attended the launch.

International space officials and astronauts praised it.

The Russians do a magnificent record of taking people to space and back, Canadian astronaut Chris Hadfield said. They don't have a launch window, they don't have launch date, they have a launch second. The Soyuz capsule will be hooked to the space station until it is used in the future by astronauts returning to Earth. The newest crew members will further consolidate the international credentials of the space station, which is currently occupied by Padalka, U.S. astronaut Michael Barratt and Japan's Koichi Wakata.Speaking at a news conference on the eve of the launch, De Winne hailed the strengths of the international approach to space exploration. To maintain six people onboard by one single nation in a space station would be impossible,he said.

Experts also say the enlarged crew will allow for greater advances in scientific research.

The kinds of science, the amount of science — all of that is going to be expanded once we get our feet planted with the six people onboard,NASA spokesman Rob Navias said.Canada's space agency has planned a dozen experiments to study the effects of weightlessness on the human body. Equipment for a number of European experiments is awaiting a launch on a shuttle in August. More people in space will also mean more trash, however, and Russian, European and Japanese agencies are mobilizing a range of transportation vehicles to smoothly transfer material to and from the station. Astronauts from the U.S. space shuttle Endeavour worked late last year to remodel and expand the station, delivering a new bathroom, a kitchenette, an exercise machine, two sleeping quarters and a recycling system that converts astronauts' urine and sweat into drinking water. US vows to defend allies amid NKorea bluster MAY 27,09

WASHINGTON (AFP) – Washington stressed its resolve to defend Asian allies Wednesday, warning North Korea against saber-rattling and bluster in the wake of its nuclear test will only deepen the country's isolation. The US reiterated commitments to defend Japan and South Korea amid threats from Pyongyang's leaders, who are apparently angered at the fallout from its recent nuclear and missile tests.I want to underscore the commitments the United States has and intends always to honor for the defense of South Korea and Japan,US Secretary of State Hillary Clinton said. That is part of our alliance commitment that we take very seriously, Clinton said claiming North Korea's actions had contravened pledges it made during six party talks involving Japan, South Korea, Russia, China and Washington.Amid a hail of international condemnation North Korea said it would abandon the truce that ended the Korean war Wednesday and warned it could launch a military attack on the South. The comments, which came two days after the Stalinist state tested an nuclear bomb for the second time, drew further condemnation from the United States -- which vowed to counter any military threat.

(North Korea) has ignored the international community, it has abrogated the obligations it entered into through the six-party talks and it continues to act in a provocative and belligerent manner towards its neighbors,Clinton said. There are consequences to such actions. Her statement came after the regime of Kim Jong-Il had said it could no longer guarantee the safety of US and South Korean ships off its west coast and that the Korean peninsula was veering back towards war.The North's anger was provoked by the South's decision to join a US-led international security initiative, established after the September 11 attacks to stop the spread of weapons of mass destruction

The White House condemned North Korea's response.

We're certainly concerned and take any threat seriously. But my sense is they're trying to get renewed attention through saber-rattling and bluster and threats, said White House spokesman Robert Gibbs.Threats won't get North Korea the attention it craves. Their actions are continuing to further deepen their own isolation, from the international community,Gibbs told reporters. This is the fifth time in 15 years that they've sought to nullify the armistice governing the Korean War, said Gibbs, adding: I think their actions would be better focused on living up to their rights and obligations. The United States and its allies are doing all that we can to ensure North Korea is not spreading nuclear know-how, said the spokesman. But amid the bluster, Clinton offered a diplomatic olive branch to Pyongyang, leaving open its return to the negotiating table. There will be an opportunity for North Korea to come back into a framework of discussion within the six party process and that we can begin once again to see results from working with the North Koreans toward denuclearization.

NKorea threatens to attack US, SKorean warships By HYUNG-JIN KIM, Associated Press Writer MAY 27,09

SEOUL, South Korea – North Korea threatened military action Wednesday against U.S. and South Korean warships plying the waters near the Koreas' disputed maritime border, raising the specter of a naval clash just days after the regime's underground nuclear test.In Washington, Secretary of State Hillary Rodham Clinton warned that Pyongyang faced unspecified consequences because of its provocative and belligerent acts.Pyongyang, reacting angrily to Seoul's decision to join an international program to intercept ships suspected of aiding nuclear proliferation, called South Korea's decision tantamount to a declaration of war.Now that the South Korean puppets were so ridiculous as to join in the said racket and dare declare a war against compatriots, North Korea is compelled to take a decisive measure, the Committee for the Peaceful Reunification of Korea said in a statement carried by state media. The North Korean army called it a violation of the armistice the two Koreas signed in 1953 to end their three-year war, and said it would no longer honor the treaty.South Korea's military said Wednesday it was prepared to respond sternly to any North Korean provocation.Clinton said there are consequences to such actions, referring to discussions in the United Nations meant to punish North Korea for its nuclear and missile tests. She also underscored the firmness of the U.S. treaty commitment to defend South Korea and Japan, U.S. allies in easy reach of North Korean missiles.

North Korea's latest belligerence comes as the U.N. Security Council debates how to punish the regime for testing a nuclear bomb Monday in what President Barack Obama called a blatant violation of international law.Ambassadors from the five permanent veto-wielding council members — the United States, Russia, China, Britain and France —as well as Japan and South Korea were working out the details of a new resolution. The success of any new sanctions would depend on how aggressively China, one of North Korea's only allies, implements them. It's not going too far to say that China holds the keys on sanctions, said Kim Sung-han, an international relations professor at Seoul's Korea University.South Korea, divided from the North by a heavily fortified border, had responded to the nuclear test by joining the Proliferation Security Initiative, a U.S.-led network of nations seeking to stop ships from transporting the materials used in nuclear bombs.Seoul previously resisted joining the PSI in favor of seeking reconciliation with Pyongyang, but pushed those efforts aside Monday after the nuclear test in the northeast.North Korea warned Wednesday that any attempt to stop, board or inspect its ships would constitute a grave violation. The regime also said it could no longer promise the safety of U.S. and South Korean warships and civilian vessels in the waters near the Korea's western maritime border. They should bear in mind that the (North) has tremendous military muscle and its own method of strike able to conquer any targets in its vicinity at one stroke or hit the U.S. on the raw, if necessary, the army said in a statement carried by state media. The maritime border has long been a flashpoint between the two Koreas. North Korea disputes the line unilaterally drawn by the United Nations at the end of the Koreas' three-year war in 1953, and has demanded it be redrawn further south. The truce signed in 1953 and subsequent military agreements call for both sides to refrain from warfare, but doesn't cover the waters off the west coast.North Korea has used the maritime border dispute to provoke two deadly naval skirmishes — in 1999 and 2002. On Wednesday, the regime promised unimaginable and merciless punishment for anyone daring to challenge its ships.

Pyongyang also reportedly restarted its weapons-grade nuclear plant, South Korean media said. The Chosun Ilbo newspaper said U.S. spy satellites detected signs of steam at the North's Yongbyon nuclear complex, an indication it may have started reprocessing nuclear fuel. The report, which could not be confirmed, quoted an unidentified government official. South Korea's Yonhap news agency also carried a similar report. The move would be a major setback for efforts aimed at getting North Korea to disarm.North Korea had stopped reprocessing fuel rods as part of an international deal. In 2007, it agreed to disable the Yongbyon reactor in exchange for aid and demolished a cooling tower at the complex. The North has about 8,000 spent fuel rods which, if reprocessed, could allow it to harvest 13 to 18 pounds (six to eight kilograms) of plutonium — enough to make at least one nuclear bomb, experts said. North Korea is believed to have enough plutonium for at least a half dozen atomic bombs.Further ratcheting up tensions, North Korea test-fired five short-range missiles over the past two days, South Korean officials confirmed. Russia's foreign minister said world powers must be firm with North Korea but take care to avoid inflaming tensions further. The world "must not rush to punish North Korea just for punishment's sake,Foreign Minister Sergey Lavrov said, adding that Russia wants a Security Council resolution that will help restart stalled six-nation talks over North Korea's nuclear programs and will not provoke Pyongyang into even more aggressive activity.South Korean President Lee Myung-bak urged officials to remain calm in the face of North Korean threats, said Lee Dong-kwan, his spokesman.

Pyongyang isn't afraid of any repercussions for its actions, a North Korean newspaper, the Minju Joson, said Wednesday. It is a laughable delusion for the United States to think that it can get us to kneel with sanctions, it said in an editorial. We've been living under U.S. sanctions for decades, but have firmly safeguarded our ideology and system while moving our achievements forward. The U.S. sanctions policy toward North Korea is like striking a rock with a rotten egg.Associated Press writer Steve Gutterman in Moscow and Edith M. Lederer at the United Nations contributed to this report.

China military build-up seems U.S.-focused: Mullen
Mon May 4, 2009 9:56pm BST

WASHINGTON (Reuters) - China's build-up of sea and air military power funded by a strong economy appears aimed at the United States, the chairman of the U.S. Joint Chiefs of Staff said on Monday.Admiral Michael Mullen said China had the right to meet its security needs, but the build-up would require the United States to work with its Pacific allies to respond to increasing Chinese military capabilities. They are developing capabilities that are very maritime focused, maritime and air focused, and in many ways, very much focused on us, he told a conference of the Navy League, a nonprofit seamen's support group, in Washington. They seem very focused on the United States Navy and our bases that are in that part of the world.China in March unveiled its official military budget for 2009 of $70.24 billion, the latest in nearly two decades of double-digit rises in declared defense spending.Beijing bristles at criticism, saying its spending is line with economic growth and defense needs, and its budget remains a fraction of the Pentagon's.Mullen acknowledged that every country in the world has got a right to develop their military as they see fit to provide for their own security. But he said the build-up propelled by fast economic growth required the United States and allies or partners like South Korea, Japan, Australia and New Zealand to work together to figure out a way to work with (China) to avoid miscalculations.Mullen's comments followed remarks by President Barack Obama's top adviser on Asia on Friday calling for high-level talks with the Chinese military to reduce mistrust.

A brief naval clash in March in waters near China underscored that the absence of a sound relationship between our two militaries is a part of that strategic mistrust, said Jeffrey Bader, senior director for Asian affairs at the National Security Council. In that encounter, the U.S. Defense Department said an unarmed U.S. Navy surveillance ship was shadowed and harassed by Chinese ships.(Reporting by Karen Jacobs, writing by Paul Eckert, editing by Alan Elsner)

Netanyahu calls on Arab states to normalize ties By MATTI FRIEDMAN, Associated Press Writer – Wed May 27, 10:19 am ET

JERUSALEM – Israeli Prime Minister Benjamin Netanyahu on Wednesday urged Arab countries to make immediate moves toward normalizing ties with Israel and said he would offer concrete steps toward peace with the Palestinians.Netanyahu made the plea during a debate in parliament that came as he tries to balance international pressure to make concessions to the Palestinians with internal calls from within his hardline coalition not to budge. We are prepared to make, and we will make, concrete steps for peace with the Palestinians, he said. We expect the Palestinians to make such concrete steps as well. And it would be good if Arab countries joined the peace effort and made concrete and symbolic steps toward normalization with Israel, not later, but now,Netanyahu said.He mentioned cooperation in economic projects and agriculture but insisted any progress would depend on positive Palestinian actions.

President Barack Obama supports the normalization idea, Netanyahu said, calling it a new and refreshing approach that totally matches our views.Netanyahu, who was at the White House last week, also said that he and Obama agree the Iranian threat could create an opportunity to bring Arab countries together in a coalition of moderates, Netanyahu said.Israel considers Iran a serious danger because of its nuclear program, development of long-range missiles and frequent references by its president, Mahmoud Ahmadinejad, to Israel's destruction. Israel dismisses Iran's insistence that its nuclear program is peaceful, charging that the Iranians are building nuclear weapons.

Obama has made clear that his administration supports the creation of a Palestinian state, and Secretary of State Hillary Rodham Clinton has called for a complete halt to construction in West Bank settlements. The U.S. considers Israel's 121 settlements obstacles to peace, since they are built on territory claimed by the Palestinians.

Netanyahu's policies clash with those of the U.S. on both of those points, raising concerns of a looming rift with Washington.Netanyahu says he is willing to resume peace talks immediately, but has not said he supports the creation of a Palestinian state, a cornerstone of international Mideast peace efforts.Netanyahu also says existing settlements should continue to expand to accommodate natural growth in their populations. He also has ruled out ceding sovereignty in east Jerusalem, which Palestinians want as the capital of a future state. Israel captured the area in the 1967 Mideast war and annexed it.Senator Robert Casey, a Democrat from Pennsylvania heading a Congressional delegation visiting Israel, said Wednesday that the administration's policy over the settlements is still being formulated.Though Obama called for a total construction freeze, Casey said,I think there is a way to meet in the middle, and obviously the articulations and definitions are going to be important. It is too early to prejudge.

Ottawa to seek buyers for AECL nuclear firm: report MAY 28,09

TORONTO (Reuters) – The Canadian government is set to announce on Thursday it will seek buyers for a stake in its Atomic Energy of Canada Ltd nuclear reactor business and bring aboard private-sector management for AECL's ailing Chalk River nuclear facility, a Canadian newspaper said. The Globe and Mail said the aim of the plan, which is to be announced at 11:15 a.m. (1515 GMT) by Natural Resources Minister Lisa Raitt, is to find a major international partner for AECL to help boost global sales of its Candu reactors.A source familiar with the plan said Ottawa argues the sale of an ownership stake will strengthen AECL and insists that it remains committed to its bid to build new nuclear power plants in the province of Ontario. The sale of a stake in AECL could bring in billions of dollars, the Globe said.Potential buyers include General Electric Co and Canadian firm SNC-Lavalin, the paper added. The plan would see the 60-year-old government-owned firm divided into two companies -- the Candu business, which develops new reactors, and the national research unit at Chalk River, Ontario, which produces a third of the world's medical isotopes.Under the plan, Ottawa would maintain sole ownership of the Chalk River facility.Chalk River, which makes the medical isotopes, was closed earlier this month after a small leak was found in the 50-year-old reactor. Officials said on Wednesday it could be out of operation for three months, but the actual downtime may be much longer.

This has sparked concern over the availability of isotopes.

The isotopes are used in medical research and in some cancer treatments. When injected into the body, they give off radiation that can be imaged with a camera to diagnose cancer, heart disease and other medical conditions.AECL had been working on a new reactor project to produce medical isotopes but the government scrapped it last year, citing huge cost overruns and technical problems.(Reporting by Scott Anderson and David Ljunggren; editing by Peter Galloway)

Ontario set to launch cap and trade plan: reports MAY 27,09

TORONTO (Reuters) – The Canadian province of Ontario plans to introduce a cap and trade program to lower industrial emissions of carbon dioxide and other greenhouse gases, media reports said on Wednesday.According to an article on the Canadian Broadcasting Corp website, Ontario Premier Dalton McGuinty said the province cannot wait any longer for Ottawa and Washington to come up with a plan to curb greenhouse gas emissions, blamed for climate change.Legislation could be introduced as early as Wednesday, some media reports said.A cap and trade plan would set corporate limits on emissions. A company that produces more carbon than the cap allows would be able to buy offsetting credits from companies that emit less.According to the CBC, Ontario -- home to Canada's industrial heartland -- would be the third province to adopt a cap and trade system, following British Columbia and Quebec. Manitoba is expected to soon follow suit. The CBC said Canada's federal Conservative government has expressed interest in working with the United States to create a North American cap and trade system, but has not yet put a regulatory framework in place to reduce emissions.(Reporting by Frank Pingue; editing by Rob Wilson)

Ontario to move on cap-and-trade emissions plan: McGuinty Wednesday, May 27, 2009 | 1:36 PM ET The Canadian Press, cbc

Impatience for a North American cap-and-trade system to curb greenhouse gas emissions has driven Ontario and Quebec to move ahead with their own plan to fight climate change, Ontario Premier Dalton McGuinty said Wednesday. His Liberal government is introducing legislation that will pave the way for a cap-and-trade regime in the province, which aims to lower greenhouse gas emissions by putting a price on carbon.

The reason that we are going to move ahead together with Quebec is because we can't wait for Washington or Ottawa to move ahead,McGuinty said. And we want to make sure we have in place a framework at least — before we can talk about putting a price on carbon … that allows Ontario businesses to know where the future is going to be.The two provinces reached their own agreement on cap and trade last June, which was scheduled to be in place by 2010.Quebec introduced legislation May 12 that would allow the government to institute a cap-and-trade system with co-operating states and provinces as early as 2012.

Details on plan yet to be announced
While Ontario's legislation was to be introduced Wednesday, it was still unclear how the system would work.McGuinty couldn't provide specifics about how the system, such as whether the province will set hard caps on emission levels or penalize polluters who don't comply with the rules. He also dodged questions about whether the province's worst polluters — its coal-fired generation plants — will be forced to bear additional costs under the system, which could be passed on to taxpayers.Details of the plan are expected to be laid out in regulations that have yet to be drafted, but could be addressed in a discussion paper that will be released for public consultation.A cap-and-trade system places a ceiling on greenhouse gases and lets participants buy and sell emissions permits within that cap. Those who don't meet the emissions targets can buy credits from others with a surplus, instead of lowering their emissions.Ontario is the third province to move toward a cap-and-trade system after British Columbia and Quebec. Manitoba is expected to soon follow suit. All four provinces, along with seven American states, are part of the Western Climate Initiative, which is trying to set up a regional cap-and-trade system by 2012.

Meanwhile, Ontario's coal-fired plants are not expected to be shut down until 2014.

The federal Conservative government has expressed interest in working with U.S. President Barack Obama to create a North American cap-and-trade system, but hasn't yet put a regulatory framework to reduce emissions into legislation, which is expected in the coming year. The Canadian Press, 2009

Natural gas in the Arctic is mostly Russian By RANDOLPH E. SCHMID, AP Science Writer MAY 28,09

WASHINGTON – Nearly one-third of the natural gas yet to be discovered in the world is north of the Arctic Circle and most of it is in Russian territory, according to a new analysis led by researchers at the U.S. Geological Survey. These findings suggest that in the future the ... pre-eminence of Russian strategic control of gas resources in particular is likely to be accentuated and extended, said Donald L. Gautier, lead author of the study published in Friday's edition of the journal Science.Russia is already the world's leading natural gas producer, noted Gautier, of the Geological Survey's office in Menlo Park, Calif. The report, by an international scientific team, estimated that the Arctic also contains between 3 and 4 percent of the world's oil resources remaining to be discovered.Two-thirds of the undiscovered gas is in just four areas — South Kara Sea, North Barents Basin, South Barents Basin and the Alaska Platform — the report said.Indeed, the South Kara Sea off Siberia contains 39 percent of the Arctic's undiscovered gas, the researchers said.Russia has been active in asserting its claim to parts of the Arctic. It first submitted a claim to the United Nations in 2001, but was rejected for lack of evidence. The United States, Canada, Denmark and Norway have also sought to assert jurisdiction over parts of the Arctic.

Now, Russia is working to prove that an underwater mountain range crossing the polar region is part of its continental shelf. In 2007 two Russian civilian mini-submarines descended to the seabed to collect geological and water samples and drop a titanium canister containing the Russian flag.Arctic oil reserves are much smaller than those of natural gas and are unlikely to lead to any shift in world oil balance, Gautier said in a recorded briefing provided by Science. But they could be of importance locally if developed by individual countries, he said, citing in particular the United States and Greenland, which is governed by Denmark. However, Gautier added, the study looked only at the geological setting and the chance that energy resources are present. If these resources were to be found they would not be found all at once, they would be found incrementally and they would be produced incrementally, he said, urging caution about assuming that the oil might extend world production significantly.Gautier said the study focused on geological conditions in the Arctic and how they compared to other parts of the world where oil and gas have been found.

Because so much of this territory is unexplored and data is so limited the researchers had to develop a new method to do assessments, Gautier said. They collected the best information they could for the region and then subdivided it into geological areas. Those areas were compared with other geological regions around the world where gas or oil have been found in order to produce their assessment of where more resources are likely to be located.Gas and oil tend to be found in sedimentary basins, he said, and each one of these basins has a story, a geologic story. As new data become available our understanding of the resources in the Arctic will change, he added. On the Net: Science: http://www.sciencemag.org

Energy policy is EU's big failure of past 50 years
VALENTINA POP Today MAY 28,09 @ 07:48 CET

EUOBSERVER/BRUSSELS – Europe's energy policy in the past 50 years has been one of its biggest failures, but the bloc's increased dependency on Russia is pressuring member states to adopt a common strategy, the EU's ambassador to Washington, John Bruton, has said. The EU only acts when faced with a crisis, is less results-oriented than the US and has trouble selling itself as the world's only multinational democracy, Mr Bruton said on Wednesday (27 May). The former Irish prime minister was speaking at a policy debate about Europe's role in the world, organised by the European People's Party, an umbrella party for the centre-right, currently holding the majority of European governments and key positions in EU institutions. Mr Bruton also used to be the vice-chairman of the EPP before he became the European Commission's envoy to Washington, in 2004.Energy policy is one of the big failures of the European Union in the last fifty years, particularly bearing in mind that we started out as a coal and steel community. But our growing dependence on Russia is going to increase the pressure for a common energy policy, to improve the internal grids and have shared arrangements within the European Union,Mr Bruton said. The EU executive has been instrumental in developing a common energy policy in the past three years. The policy move gained political momentum after January 2006 when Russia first cut off gas supplies to Ukraine, affecting EU consumers. Mr Bruton praised the solidarity shown by member states in this year's disruption, and said the political ingredients were now in place for the energy policy. His remarks were echoed by Nato's head of the policy planning division, Jamie Shea, who said that it was not good for Europe to have a situation in the middle of the winter where the eastern half is freezing at minus 25 degrees, while the western half is sunbathing at 25 degrees plus, especially since it was just a matter of linking up the grid and reversing flows in pipelines.

Meanwhile, Russian gas giant Gazprom threatened a repeat of the supply cuts in the coming winter due to Ukraine's alleged inability to pay for the gas it receives and urged the EU to get involved in finding a solution to the bilateral dispute. While willing to invest in the modernisation of Ukraine's infrastructure, the EU has shown little interest in paying for the non-transparent gas deals between Kiev, Moscow and murky middlemen. The explicit reference to energy resources as a foreign policy tool in Russia's latest security strategy - presented two weeks ago - was worrisome, but EU must still engage with its big neighbour, Elmar Brok, a senior MEP, said at the same debate. He stressed that if adopted, the Lisbon Treaty would further enhance the EU's common energy policy and could alleviate some of the fears eastern European members have towards Russia.

Surprise cash demand stalls Opel talks
ANDREW WILLIS Today MAY 28,09 @ 09:16 CET

An unforeseen request by General Motors for an additional €300 million to help its European subsidiary Opel, caused talks with the German government and potential buyout companies Fiat and Magna to stall in the early hours of Thursday morning (28 May).We had a nasty surprise when this demand turned up literally at 8 pm [an hour before the talks started],said German Finance Minister Peer Steinbrueck, reports Bloomberg. We did consider this a bit of an outrage. The German government now hopes to secure a deal by Friday, economy minister Karl-Theodor zu Guttenberg told journalists in Berlin.Detroit-based General Motors – likely to file for Chapter 11 bankruptcy in the US if it does not meet a US administration-imposed restructuring deadline of 1 June – said the additional cash was needed in order to keep Opel operating. But Mr Steinbrueck said the federal government was not willing to provide the extra cash, adding the exact purpose of German state aid had to be transparent. This wasn't the case,he said. The German government entered the late-night discussions with US and GM officials, looking to set up a trust into which Opel could be placed. The trust would then receive €1.5 billion in German government loans. Canadian company Magna has suggested it may stump up the additional money as it vies with Italian company Fiat to takeover Opel. Other buyout contenders appear to have fallen out of the race.

European concerns

As Germany's chancellor Angela Merkel struggles in an election year to save the 25,000jobs provided by Opel, other EU member states are becoming increasingly concerned that German alone may determine the fate of GM's European operations. GM also owns Vauxhall in the UK and Saab in Sweden, with a large Opel plant situated in the northern Belgian region of Flanders. Belgian Prime Minister Herman Van Rompuy and the premier of Flanders Kris Peeters sent letters to Ms Merkel and commission president Jose Manuel Barroso earlier this week, calling for a European solution to a European problem. We are now faced with the involvement on the European side of only the German government in this decision-making process,Van Rompuy and Peeters said in their letter to Chancellor Merkel, reports AFP. Given the spread of the Opel, GM Europe and Vauxhall plants over several European countries we prefer a more global European participation in this process, they added. In their letter to Mr Barroso the two politicians call for: a new initiative by the European Commission in order to involve the governments of the other countries with GM sites in the discussions on the plans. In response, the European Commission announced on Wednesday it would convene a meeting of European economy ministers to discuss matters surrounding the sale of Opel. The commission's industry spokesman the commission's industry spokesman, Ton Van Lierop, said the meeting would be held at the shortest notice but was unable to specify exactly when.

Stocks plummet as bond yields spike ,Major indexes give back Tuesday's gains as the yield on the 10-year note jumps to a 6-month high. General Motors looks bankruptcy bound.By Ben Rooney, CNNMoney.com staff writer May 27, 2009: 5:44 PM ET

NEW YORK (CNNMoney.com) -- Stocks fell Wednesday, giving back gains from the previous session, after a sharp rise in Treasury yields added to jitters over a looming bankruptcy for General Motors. The Dow Jones industrial average (INDU) fell 173 points, ending the day 2% lower. The S&P 500 (SPX) lost 17 points, or 1.9%. The Nasdaq composite (COMP) slid 1.1%, giving up 19 points.Stocks had traded mixed for most of the session as concerns that GM will not be able to avoid bankruptcy overshadowed an encouraging housing report. But the selloff gained momentum in the afternoon as the yield on the benchmark 10-year bond jumped to a 6-month high.

Shares of energy producers fell even as the price of oil rose above $63 a barrel. Technology stocks, which had led gainers for most of the day, also ended lower. Peter Cardillo, chief market economist at Avalon Partners, said the surge in the 10-year yield, along with other economic concerns, prompted many investors to cash in the previous session's gains.Today's economic news was somewhat mixed,he said. It's an excuse to lighten up some positions after yesterday's rise.Wall Street rallied Tuesday after an upbeat reading on consumer confidence revived some of the economic optimism that has lifted the market 30% from its lows in early March. But analysts say the market has settled into a range as investors look for more concrete evidence of economic growth. In general, we are at a point in the marketplace where it's going to take a big catalyst to get us moving upward again, said Art Hogan, chief market analyst at Jefferies & Co.Bonds: Treasury prices fell, with the yield on the benchmark 10-year bond rising to 3.71% - it's highest since mid-November. It stood at 3.51% late Tuesday. Treasury prices and yields move in opposite directions.

Treasurys sold off shortly after the government said it received relatively healthy demand for Wednesday's $35 billion worth of 5-year notes.Bill Larkin, a fixed-income analyst at Cabot Money Management, said many investors think strong demand for short-term U.S. debt suggests that there could be fewer buyers for longer-term bonds. There's an imbedded risk for longer-dated government-backed securities, he said. That, along with signs of a strengthening economy, are two big negatives in bond land.
The increase also raised concerns that mortgage rates, which are tied to the 10-year yield, could head higher and stifle a recovery in the housing market. Additionally, many analysts worry that the record amounts of debt coming to the market could overwhelm demand for Treasurys as the government expands already massive budget deficits.Autos: GM (GM, Fortune 500) confirmed reports that bondholders rejected an offer from the company to trade $27 billion of debt for equity stakes, making it much more likely that GM will declare bankruptcy. The company faces a June 1 deadline to win concessions from its union, creditors and other parties or be forced into bankruptcy by the U.S. Treasury Department, which is funding GM's operations. Shares fell 19%.Chrysler LLC, which went into Chapter 11 bankruptcy late last month, will learn soon whether it can sell its best-performing assets to a newly formed version of itself, called Chrysler Group.Economy: Sales of existing homes increased 2.9% in April to 4.86 million homes sold, up from a downwardly revised figure of 4.55 million in March, according to the National Association of Realtors.April sales were slightly ahead of expectations. Analysts surveyed by Briefing.com had forecast a rate of 4.66 million units. But sales are still off 3.5% from the 4.85 million homes sold 12 months ago.Wednesday's housing data followed a report issued Tuesday that showed the drop in home prices deepened during the first three months of the year.

Separately, a survey released Wednesday showed that business economists expect the recession to end this year. Almost three out of four survey respondents believe the recession will end by the third quarter of 2009, the report said. Banks: The FDIC said that the number of banks on its so-called problem bank list jumped to 305 during the first three months of the year, up from 252 in the fourth quarter of last year. This is the highest number of troubled institutions since 1994.Shares of Bank of America (BAC, Fortune 500) rose 1% after the company said it was well on its way towards raising the nearly $34 billion in capital that government regulators said it needs to buffer against future loan losses.Companies: Monsanto (MON, Fortune 500), the world's largest seed company, said it expects 2009 fiscal-year results to be at the low end of its earnings forecast. The company said stronger-than-expected competition in the herbicides business prompted the warning. Shares fell 6%. Office supplies retailer Staples (SPLS, Fortune 500) reported a one-third drop in quarterly profit to $147 million, or 20 cents per share, but still managed to beat analyst expectations. Excluding restructuring expenses, Staples reported earnings of 22 cents per share, one cent ahead of the analyst consensus estimate from Thomson Reuters. The stock fell 1.7%.Other markets: Stocks in Asia soared, boosted by the overnight gains on Wall Street. European markets edged higher in midday trading. In currency trading, the dollar rose against the euro and the yen. It slipped against the pound, with the U.K. currency rising above $1.60. NYMEX oil for July delivery was rose $1 to settle at $63.45 a barrel. Saudi Oil Minister Ali al-Naimi said Wednesday that the global economy was capable of managing with oil as high as $75 to $80 a barrel, according to Reuters.COMEX gold for August delivery closed at 953.30 an ounce, unchanged from Tuesday.May 27, 2009: 9:54 AM ET

Harper says deficit spending to continue MAY 27,09

OTTAWA (Reuters) – Prime Minister Stephen Harper, responding to opposition calls for the dismissal of Finance Minister Jim Flaherty because of record deficit projections, said Canada would stay the course with its economic plan.Liberal leader Michael Ignatieff said Canadians had lost confidence in Flaherty because the budget deficit was now projected at more than C$50 billion, much higher than originally forecast.

Harper said Canada's deficits were proportionately one-quarter to one-third the size of shortfalls in the United States and elsewhere, and they were affordable. He said all the factors behind the deficit were short-term.(Reporting by Randall Palmer; editing by Rob Wilson)

U.S., Egypt boosting trade ties ahead of Obama trip MAY 27,09

WASHINGTON (Reuters) – The United States and Egypt will step up cooperation on trade, the two countries announced.on Wednesday, a week before President Obama's planned trip to Egypt and a much-anticipated speech to Muslims.Deepening trade ties should mesh well with the strong cooperation between Washington and Cairo on political and security matters, said the joint statement issued by U.S. Trade Representative Ron Kirk and Egyptian Minister of Trade and Industry Rachid Mohammed Rachid after a meeting in Washington. The two men signed a United States-Egypt Plan for a Strategic Partnership under which senior U.S. and Egyptian officials will develop a framework over the next three months for trade and investment cooperation, the statement said.

In the months ahead, we have dedicated ourselves to pursuing a program of intensified U.S.-Egyptian cooperation on economic, trade, and investment issues,it said. The strengthened cooperation will help to sustain Egypt's important recent economic reform efforts, the statement added.Egypt, which signed a peace treaty with Israel in 1979, has been a key partner for Washington in decades of efforts to secure Middle East peace, and is one of the biggest recipients of U.S. military and economic aid.

But the trading relationship lags in comparison. Obama's predecessor, former President George Bush, negotiated free trade deals with some other Muslim countries but decided against doing so with Egypt, in part because of concerns over that country's commitment to democratic reform.Wednesday's statement did not mention the specific issue of a free trade agreement. However, it said that a program would be expanded under which Egyptian goods made with Israeli components in certain zones of Egypt, enter the U.S. duty free. That program, known as the Qualified Industrial Zones (QIZ) agreement between Egypt, Israel and the United States, will now be expanded to two new zones in Egypt, the statement said. Egypt began implementing the program in 2005.Obama's Egypt trip next week fulfills a promise he made during his presidential campaign to give a major address to Muslims during the first few months in office. The White House said he chose Egypt, the most populous Arab country, because it in many ways represents the heart of the Arab world. The Egyptian trade minister Rachid said the two countries were starting a new phase in ties.We are opening a new page in the relationship between Egypt and the United States with a new administration that is clearly trying to engage at a higher level and clearly trying to play a positive role in our part of the world,Rachid said during a visit to the U.S. Council on Competitiveness.Egypt's textile and clothing exports to the United States have risen since the QIZ deal. But overall U.S. imports from Egypt were down 0.3 percent last year, to $2.4 billion.U.S. goods exports to Egypt the same year were $6.0 billion, and Egypt is currently the 36th largest export market for U.S. goods.(Editing by Cynthia Osterman)

Estonian man casts first online vote in EU history
EUOBSERVER STAFF Today MAY 28,09 @ 15:31 CET

EUOBSERVER / BRUSSELS – An Estonian man has become the first person in EU history to vote online, as internet campaigns make their mark on the 2009 elections. But a throwback in Northern Ireland has seen canvassers threatened with a gun. Vahuur Orrin from Tallinn cast his vote in Brussels one second after the virtual polling station opened at 9.30am local time, with the moment captured on video for the YouTube file-sharing website. Voting has also begun early in Finland and Sweden, with Nordic and Baltic countries leading the game in terms of helping geographically-scattered voters cast remote ballots. The Lithuanian government has in another first also opted to give official media accreditation to bloggers covering the vote.In France, centre-right President Nicolas Sarkozy has attracted 106,000 friends on his personal page on the Facebook social networking site. His nearest rival in terms of online popularity is far-left leader Olivier Besancourt with 17,000 friends. In the real world, Mr Sarkozy's UMP party is leading polls on 26 percent, while his nearest rival, the centre left Socialist party, trails on 19 percent.A Czech Facebook page called Let's throw eggs at Paroubek everywhere has 40,000 followers. The campaign aims to punish the centre-left CSSD party leader for engineering the fall of the centre-right government while it occupied the prestigious EU presidency chair.Egg-throwing began two weeks ago, with Mr Paroubek occasionally losing his cool and calling assailants Nazis. On Wednesday, he was hit by 10 eggs while on the rostrum. On Tuesday, six eggs hit home.

Several commercial companies and NGOs are also trying to raise their profile by launching MEP-rating websites. PR firm Burson-Marsteller has launched tweetelect09.eu, to gather up all EU election-related tweets - the modish new messaging service where users post updates just 140 characters long.Twitter hit the headlines in Germany this week when it emerged that officials leaked via tweets the result of the German presidential election before it was officially published. Some politicians are focusing on traditional media, however. Spanish TV stations on Wednesday evening beamed the face of centre-left PM Jorge Luis Zapatero across airwaves as he sat watching Barcelona play Manchester United in the European football championship finals. With the Spanish side winning 2-0, Mr Zapatero afterward lavished praise on the Spanish side in interviews. The bubble of national pride could help his party nose ahead of the opposition People's Party, with the pair neck-and-neck in polls. In Poland, the right-wing Roman Catholic Radio Maryja has begun broadcasting a regular Euroleksykon programme in which Professor Jerzy Nowak lays out genealogies saying that many centre-right or centre-left MEP candidates have Jewish blood.

Jaded fishermen

The various media efforts are doing little to boost voter interest in the EU elections, however. An SFZ/FFS poll has found that 60 percent of the 350 million eligible EU voters believe politicians are lying in their campaigns, with cynicism the strongest in Finland, Germany, France and the UK but mildest in Spain. A TNS Sofres survey for Le Monde shows 57 percent of people are not interested in voting. Pollsters from Ispsos told the paper that the recession is playing a role. These elections are not the French people's [main] preoccupation, one expert said.Scottish fishermen in Peterhead Harbour told The Times that EU fishing quotas have destroyed their business over the past 30 years. I'll probably write on the ballot paper None of the rogues above,Paul Jennings said. The elections could have a strong impact in Germany even if voters stay home, with German papers saying the event is a dry run for national elections in July. Predict09 says the centre-right CDU and CSU parties will clock up 34.7 percent (10 percent less than in 2004), while the Social Democrat opposition is to get 30 percent.

Crime and creativity

Danish Social Liberal MEP candidate Carsten Nielsen has also demonstrated that creative election ideas are not limited to the internet. Ms Nielsen is calling for the EU to set up 10 superhospitals to treat rare diseases, with access for all EU citizens. Bulgarian would-be MEP and former football and steel tycoon Alexander Tomov has shown a different type of creativity. Mr Tomov's registration as a candidate with his personal Bulgarian Social Democracy party has given him immunity from an €18 million embezzlement case.Amid the internet-generated atmosphere of modernity around the poll, canvassers for the moderate republican SDLP party in Northern Ireland awakened old demons while visiting a pro-republican housing estate in County Armagh.

A masked man with a gun threatened the group on its walkabout in an apparent throwback to the sectarian conflicts of previous decades. Let me make this very clear to those people who think they can intimidate me or my party, they will not,SDLP councillor Dolores Kelly said.

COULD IRAN GIVE A-BOMB TO NORTH KOREA

WORLD GOVERNMENT

EPHESIANS 6:10-13
10 Finally, my brethren, be strong in the Lord, and in the power of his might.
11 Put on the whole armour of God, that ye may be able to stand against the wiles of the devil.
12 For we wrestle not against flesh and blood, but against principalities,(DEMONIC ANGELS IN HIGH PLACES) against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places.(SPIRTIUAL DEMONIC PERSONS)
13 Wherefore take unto you the whole armour of God, that ye may be able to withstand in the evil day, and having done all, to stand.

LUKE 4:5-7(BECAUSE SATAN OFFERS WORLD POWER, WORLD ORDERERS HAVE ACCEPTED SATANS GIFT)
5 And the devil, taking him (JESUS) up into an high mountain, shewed unto him all the kingdoms of the world in a moment of time.
6 And the devil said unto him, All this power will I give thee, and the glory of them: for that is delivered unto me; and to whomsoever I will I give it.
7 If thou therefore wilt worship me, all shall be thine.

DANIEL 7:23-25
23 Thus he said, The fourth beast shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces.
24 And the ten horns out of this kingdom are ten kings that shall arise: and another shall rise after them; and he shall be diverse from the first, and he shall subdue three kings.
25 And he shall speak great words against the most High, and shall wear out the saints of the most High, and think to change times and laws: and they shall be given into his hand until a time and times and the dividing of time.

DANIEL 12:4,1
4 But thou, O Daniel, shut up the words, and seal the book, even to the time of the end: many shall run to and fro, and knowledge shall be increased.
1 And at that time shall Michael stand up, the great prince which standeth for the children of thy people: and there shall be a time of trouble, such as never was since there was a nation even to that same time: and at that time thy people shall be delivered, every one that shall be found written in the book.

REVELATION 13:1-3,7,8,12,16-18
1 And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy.
2 And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.
3 And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.
7 And it was given unto him to make war with the saints, and to overcome them: and power was given him over all kindreds, and tongues, and nations.
8 And all that dwell upon the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.
12 And he exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed.
16 And he causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:
17 And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name.
18 Here is wisdom. Let him that hath understanding count the number of the beast: for it is the number of a man; and his number is Six hundred threescore and six.

REVELATION 17:3,7,9-10,12,18
3 So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet coloured beast, full of names of blasphemy, having seven heads and ten horns.
7 And the angel said unto me, Wherefore didst thou marvel? I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and ten horns.
9 And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth.
10 And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.
12 And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.
18 And the woman which thou sawest is that great city, which reigneth over the kings of the earth.

We shall have World Government, whether or not we like it. The only question is whether World Government will be achieved by conquest or consent.James Paul Warburg appearing before the Senate on 7th February 1950

Like a famous WWII Belgian General,Paul Henry Spock said in 1957:We need no commission, we have already too many. What we need is a man who is great enough to be able to keep all the people in subjection to himself and to lift us out of the economic bog into which we threaten to sink. Send us such a man. Be he a god or a devil, we will accept him.And today, sadly, the world is indeed ready for such a man.

THE BIBLE PROOVES TRUE AGAIN THE EU WILL HAVE WORLD CONTROL.

EP-Founder in 1945: European Federation First Step towards a World Federation
Jurriaan Maessen Infowars.com May 27, 2009

http://www.infowars.com/ep-founder-in-1945-european-federation-first-step-towards-a-world-federation/

In a series of pamphlets constructed in the latter days of the German occupation of the European continent for the Dutch De Baanbreker magazine (Pioneer Magazine), one of the founders of the European Parliament, H.R. Nord (nicknamed Mister Europe), wrote that all European countries should prepare to construct a European Federation as a first step in the direction of a world government. When by the end of 1944 it became clear that the Nazis were doomed in their conquest for complete domination, with two impatient superpowers waiting in the wings, Nord elaborated on this idea in a three-part series, explaining that steps toward a world government should be pursued to rid the world once and for all of future German aspirations for world domination. With remarkable foresight he describes the exact steps that would be taken in the decades to come. In his first article, For a Federal Europe, Nord states right out of the gates that:The problem of a New World Order is now more acute than ever. Now the war is ended, and simultaneously the prime stimulant of cooperation between the superpowers, it is of the greatest importance people realise what is required of us if we are to regain peace: an effort no smaller than the one which led to the defeat of the enemy.According to Nord though, the recently created United Nations was too soft to lead this effort. Referring to the Charter of the United Nations, agreed upon by the first member-states in the months after the war, he criticizes its main principle of sovereign equality of states with the argument that sovereignty is what got them into this mess in the first place. They have not dared to state that it was exactly this sovereign equality that constituted the greatest obstacle on the road to a better order of states.

Nord therefore advocates doing away with sovereignty of nation states altogether and replacing it with a grand federation that can decide the fate of member-states with perfect impunity. He makes his case for a federation as opposed to a league of nations, which was in place during the rise of Hitler but had not been able to keep him from his tyrannical trajectory. Nord also makes clear that he is certainly not the first to advocate such a European federation. In the last 30 years, propaganda has been made for this idea of a federation, especially for a European federation, from many different sides. One has to keep in mind though, that a federation is not an objective in itself; it is rather a means to a particular end.According to mister Europe, this end is beyond debate: A federation that will eventually include all nations of the world. It is clear that such an ideal will only be realised in the very long term; but there is every reason to proceed with the first step as soon as possible. And where can this first step better be taken than in Europe. In the second part of his trilogy, Federal Union and Resistance Movement, Nord explains that the idea of one European bloc was widespread during the darkest years of Hitler’s reign, especially in underground literature put out by several resistance movements throughout occupied Europe. A European Federation, writes Nord, must be based on the principles of the Atlantic Charter: an allied plan for the world after the foul dragon was slain. But he also writes, that these principles cannot be accomplished unless the different nations are prepared to surrender the dogma of absolute state sovereignty to unite within a federal organisation. The current lack of unity and coherence between the different parts of the world makes it impossible to try for a world federation. In order for this European Federation to adequately function, Nord makes it perfectly clear that nations should definitively surrender their sovereign rights to the federation regarding defence, foreign policy, international finance and exchange. He also writes that No national defence will be allowed.

The author points out that his ideas are certainly not his to take credit for. He makes clear that the plan for this future federation was already outlined by the International Comity for European Federation in March of 45 during a conference in liberated Paris. The International Comity for European Federation, Nord writes, firmly emphasizes that it considers a European federation to be nothing more than as first step towards a world federation. If it currently restricts its activities to the advancement of a European federation, it is because it wishes to have a practical objective, and also because it is convinced that Europe, with all its pressing difficulties, should be the first to accept a federal solution. His third and final article goes into the Practical consequences of a European federation. Such a federation of course cannot function without a federal constitution, Nord argues. In regards to military matters within this new transnational construct, the author is crystal-clear: national armies will cease to exist. Just like foreign policy, defence will be completely under the control of the federal government. (…) The production and sales of arms will also be put under federal control, and therefore be taken out of the hands of individuals and national states.H.R. Nord would later become Secretary-General of the European Parliament, presiding over the evolution toward a full-fledged European Union. He was one of the hands guiding this transformation into a world government. The attentive reader will have already noticed the similarities between the words of Mister Europe written down in 1945 and the realities of the second half of the 20th century and the start of the 21st. Scripted a long time ago, the time has now arrived for the globalists to push for their aspired world government, no holds barred. The words European federation may have been replaced by European Union; the final design has nevertheless the same characteristics that Nord describes so vividly in his three-part Manifest. NATO has provided for the international army, while the European Central Bank does the same for international finance. All these activities have been developed under the careful direction of the Bilderberg Group and subsequently carried out by its designated subdivisions. That it’s far from easy for the Bilderbergers to completely drive out the question of national sovereignty from the minds of men is proven by the words of prince Bernhard when he sighed:It is difficult to re-educate people who have been brought up on nationalism to the idea of relinquishing part of their sovereignty to a supra-national body.

Billionaire entrepreneur Kevin Trudeau, who has been constantly harassed and sued by the FTC for promoting alternative health treatments, told The Alex Jones Show yesterday that elitists and Bilderberg members who he had personally conversed with spoke of their desire to see two thirds of the dumb people wiped off the planet.

Trudeau admitted that he was in Greece recently and implied that he attended the Bilderberg Group meeting, while also stating that he personally knew many Bilderberg members who he conversed with on a regular basis.Overpopulation is a primary concern of the elite, and it was the subject of a recent clandestine meeting of billionaire philanthropists in New York. Elitists veil their agenda with the humanitarian rhetoric of the need to naturally reduce world population by means of contraception and education, whereas in reality, as we have exhaustively documented, their program has its origins in the inhumane pseudo-science of eugenics which first flourished in Britain, and the ideology of racial and genetic superiority that was later adapted by the Nazis with the aid of Rockefeller funding. Some of the conversations you have on the 200 foot yachts off the coast of Monaco - you can’t believe what really goes on behind closed doors, said Trudeau, noting that Alex Jones had exposed such issues in his documentary films, notably Endgame. The billionaire said that he had recently spent time in Monaco with Crown Prince Albert II.Trudeau stated that elitists he had talked to thought their plans were for the greater good of humanity but that they believed there were two classes of people on earth, the ruling elite and the worker bees,, and that the elite were defined not necessarily by money or power, but by their genetic ancestry.Trudeau shockingly detailed conversations with elitists during which they brazenly admitted their desire for massive global population reduction.

I’ve been sitting on the boats off the coast of Barbados with the guys who basically said we need to get two-thirds of the dumb people off the planet - I’ve been in the meetings, said Trudeau, adding that such words were not spoken in an evil manner, but in a matter of fact way under the pretext that such a thing would be for the good of planet earth.Revealingly, Trudeau said that elitists see Alex Jones as an annoyance but tolerate him because they believe Jones as well as Trudeau himself are, desensitizing people to these realities, - which in a way works to their benefit.I’ve been told that’s why I still get invited on the yachts, added Trudeau.Trudeau aid that the elite was divided into two camps, one larger faction that, Categorically believes they are genetically superior than the rest of the population, and another smaller faction, mainly comprising of younger people, that are feeding Trudeau information who,Have come to the conclusion that some people are smarter than others, some people are more talented than others, some people are more motivated to work….but everyone should be allowed to succeed or fail based on their own choices or initiative….and that’s where there’s a split and a division right now at the highest levels, said Trudeau. We would urge people to listen to the full interview with Kevin Trudeau via You Tube , as it is packed with eyebrow-raising information about the mind set of the elite and their future agenda, particularly in relation to the economy. DANIEL 11:40-45
40 And at the time of the end shall the king of the south( EGYPT) push at him:(EU DICTATOR IN ISRAEL) and the king of the north (RUSSIA AND MUSLIM HORDES OF EZEK 38+39) shall come against him like a whirlwind, with chariots, and with horsemen, and with many ships; and he shall enter into the countries, and shall overflow and pass over.

42 He shall stretch forth his hand also upon the countries: and the land of Egypt shall not escape.
43 But he shall have power over the treasures of gold and of silver, and over all the precious things of Egypt: and the Libyans and the Ethiopians shall be at his steps.
44 But tidings out of the east(CHINA 2ND WAVE OF WW3) and out of the north(RUSSIA, MUSLIMS WHATS LEFT FROM WAVE 1) shall trouble him:(EU DICTATOR IN ISRAEL) therefore he shall go forth with great fury to destroy, and utterly to make away many.( 1/3RD OF EARTHS POPULATION)
45 And he shall plant the tabernacles of his palace between the seas in the glorious holy mountain; yet he shall come to his end, and none shall help him.

REVELATION 14:18-20
18 And another angel came out from the altar, which had power over fire; and cried with a loud cry to him that had the sharp sickle, saying, Thrust in thy sharp sickle, and gather the clusters of the vine of the earth; for her grapes are fully ripe.
19 And the angel thrust in his sickle into the earth, and gathered the vine of the earth, and cast it into the great winepress of the wrath of God.
20 And the winepress was trodden without the city,(JERUSALEM) and blood came out of the winepress, even unto the horse bridles, by the space of a thousand and six hundred furlongs.(200 MILES) (THE SIZE OF ISRAEL)

The Third and Final Wave of WW3 is when all Nations march to Jerusalem, but JESUS bodily returns to earth and destroys them, sets up his KINGDOM OF RULE FOR 1000 YEARS THEN FOREVER.

REVELATION 9:12-18
12 One woe is past; and, behold, there come two woes more hereafter.

14 Saying to the sixth angel which had the trumpet, Loose the four angels which are bound in the great river Euphrates.(IRAQ-SYRIA)
15 And the four angels were loosed, which were prepared for an hour, and a day, and a month, and a year, for to slay the third part of men.(1/3 Earths Population die in WW 3 2ND WAVE)
16 And the number of the army of the horsemen were two hundred thousand thousand:(200 MILLION MAN ARMY FROM CHINA AND THE KINGS OF THE EAST) and I heard the number of them.

18 By these three was the third part of men killed, by the fire, and by the smoke, and by the brimstone, which issued out of their mouths.(NUCLEAR BOMBS)

THIS WOULD BE A PERFECT DISQUISE FOR THE RUSSIA,MUSLIMS TO ATTACK ISRAEL WITH ALL THE NEWS PAYING ATTENTION TO NORTH KOREA.I DO BELIEVE THIS RUSSIA,MUSLIM WAR WILL OCCUR IN THE SPRING OF THE YEAR BECAUSE THE MIGRATING BIRDS ARE IN THE SPRING AND FALL IN ISRAEL.AND SINCE THE BIBLE SAYS 5/6TH OF THE RUSSIA,MUSLIMS GET EATIN BY MIGRATING BIRDS I BELIEVE THIS WAR WILL HAPPEN IN THE SPRING OF THE YEAR.

EZEKIEL 39:1-22
1 Therefore, thou son of man, prophesy against Gog, and say, Thus saith the Lord GOD; Behold, I am against thee, O Gog, the chief prince of Meshech and Tubal:(RUSSIA)
2 And I will turn thee back, and leave but the sixth part of thee, and will cause thee to come up from the north parts, and will bring thee upon the mountains of Israel:
3 And I will smite thy bow out of thy left hand, and will cause thine arrows to fall out of thy right hand.
4 Thou shalt fall upon the mountains of Israel, thou, and all thy bands, and the people that is with thee: I will give thee unto the ravenous birds of every sort, and to the beasts of the field to be devoured.
5 Thou shalt fall upon the open field: for I have spoken it, saith the Lord GOD.
6 And I will send a fire on Magog, and among them that dwell carelessly in the isles: and they shall know that I am the LORD.
7 So will I make my holy name known in the midst of my people Israel; and I will not let them pollute my holy name any more: and the heathen shall know that I am the LORD, the Holy One in Israel.
8 Behold, it is come, and it is done, saith the Lord GOD; this is the day whereof I have spoken.
9 And they that dwell in the cities of Israel shall go forth, and shall set on fire and burn the weapons, both the shields and the bucklers, the bows and the arrows, and the handstaves, and the spears, and they shall burn them with fire seven years:
10 So that they shall take no wood out of the field, neither cut down any out of the forests; for they shall burn the weapons with fire: and they shall spoil those that spoiled them, and rob those that robbed them, saith the Lord GOD.
11 And it shall come to pass in that day, that I will give unto Gog a place there of graves in Israel, the valley of the passengers on the east of the sea: and it shall stop the noses of the passengers: and there shall they bury Gog and all his multitude: and they shall call it The valley of Hamongog.
12 And seven months shall the house of Israel be burying of them, that they may cleanse the land.
13 Yea, all the people of the land shall bury them; and it shall be to them a renown the day that I shall be glorified, saith the Lord GOD.
14 And they shall sever out men of continual employment, passing through the land to bury with the passengers those that remain upon the face of the earth, to cleanse it: after the end of seven months shall they search.
15 And the passengers that pass through the land, when any seeth a man’s bone, then shall he set up a sign by it, till the buriers have buried it in the valley of Hamongog.
16 And also the name of the city shall be Hamonah. Thus shall they cleanse the land.
17 And, thou son of man, thus saith the Lord GOD; Speak unto every feathered fowl, and to every beast of the field, Assemble yourselves, and come; gather yourselves on every side to my sacrifice that I do sacrifice for you, even a great sacrifice upon the mountains of Israel, that ye may eat flesh, and drink blood.
18 Ye shall eat the flesh of the mighty, and drink the blood of the princes of the earth, of rams, of lambs, and of goats, of bullocks, all of them fatlings of Bashan.
19 And ye shall eat fat till ye be full, and drink blood till ye be drunken, of my sacrifice which I have sacrificed for you.
20 Thus ye shall be filled at my table with horses and chariots, with mighty men, and with all men of war, saith the Lord GOD.
21 And I will set my glory among the heathen, and all the heathen shall see my judgment that I have executed, and my hand that I have laid upon them.

22 So the house of Israel shall know that I am the LORD their God from that day and forward.

North Korea: Russia takes extra security measures in case of nuclear conflict
Russia is to take unspecified security measures to counter the growing nuclear threat of nuclear conflict on the Korean peninsula. By Adrian Blomfield in Moscow
Last Updated: 3:44PM BST 27 May 2009

Revealing an unprecedented level of concern in Moscow over Pyongyang's increasing belligerence, officials said that a series of precautionary steps was being taken near Russia's border with North Korea, but insisted that no military measures were being considered. We are not talking about stepping up military efforts but rather about measures in case a military conflict, perhaps with the use of nuclear weapons, flares up on the Korean peninsula,an unidentified security source told the Interfax news agency.North Korea condemned over nuclear testSensitive political decisions taken by Moscow are traditionally revealed by anonymous officials through Russian news agencies. Interfax provided no further details. The measures being taken are likely primarily to involve emergency precautions in the event of radioactive contamination in the far-eastern regions of Russia close to the North Korean border.

The reclusive regime in Pyongyang carried out Monday's nuclear test just miles from the Russian border.Although the Kremlin has been uncharacteristically virulent in its condemnation of its North Korean ally, Moscow has sent mixed signals over the extent of its support for an international response led by the United States.Sergei Lavrov, the Russian foreign minister, called for a tough United Nations Security Council resolution but hinted that Moscow would not back any new sanctions against Pyongyang.

The world must not rush to punish North Korea just for punishment's sake,Mr Lavrov said, adding: Problems can be resolved only through talks. The minister's comments suggested that Russia would demand North Korea's return to six-nation talks on Pyongyang's nuclear programme but would not back any U.S. proposal calling for the country's financial isolation. In an implicit criticism of the United States and Japan, Mr Lavrov suggested that North Korea did not bear the entire blame for the collapse of the negotiations.

Op-Ed Contributor North Korea Misfires By BRIAN P. KLEIN
Published: May 27, 2009

TOKYO — Lifting economic sanctions, full integration with the West, peace on the Korean peninsula — all are up for discussion if North Korea simply rejoins the Six Party Talks. And yet, in another provocative move, Pyongyang has test-fired more missiles and declared a second nuclear test a success, rattling not only the ground in China but the international nonproliferation community as well. While brinksmanship is nothing new for the Democratic People’s Republic of Korea and previous outbursts have often brought increased attention — and rewards — this time international reaction is likely to be swift and unforgiving. North Korea has miscalculated the global ire its provocation has raised. On all fronts, the North is scaling back its interaction with the rest of the world and offering nothing but clenched fists. Missile tests, the unilateral canceling of contracts with South Korea, the reprocessing of spent fuel rods, and now declaring an exclusive economic zone that conflicts with South Korean maritime claims — all point to a newly emboldened military influencing decision-making. These actions indicate the desperate state of the North, with its ailing leader and unclear succession plans. Theories abound as to what North Korea actually wants: bargaining leverage to gain bilateral negotiations with the United States? The potential to sell its nuclear material and missile technology for vital hard currency? Full recognition as a nuclear state, akin to India and Pakistan? No one knows for certain, and it often appears that even North Korea is confused. Whatever the ultimate cause, its belligerency is having the exact opposite of any intended effects. The much-sought U.S. attention will be decidedly negative. Washington’s special representative, Stephen Bosworth, publicly stated in April a willingness to discuss issues directly with the D.P.R.K. within the overall Six Party process. But separate, direct negotiations are a near-term impossibility as the United States remains committed to resolving the conflict with all regional powers.

China, Russia, South Korea, Japan, and the United States are closing ranks, increasingly likely to agree on more punitive measures. All parties now recognize that recalcitrance will require more robust collective action. The few bridges left with China are burning as its influence over the North steadily declines. For the North, repeated missile and nuclear tests have diminishing returns since their principal value is demonstrating new capabilities — which they have now done. Doubts remain as to the range of their rockets. Even the recent nuclear event may have been more a conventional explosion than nuclear fission. Time and air samples will tell.

Next in the tired playbook of provocation is the possibility of increased activity in the fishing waters along the contested western sea border with South Korea. Naval skirmishes occurred in 1999 and 2002 with the South’s forces prevailing. The risk of embarrassment for Kim Jong-il’s government is high. International responses to the provocation are limited as well. Successive rounds of sanctions have failed to deter the regime from furthering its nuclear capabilities. This is due in large part to their spotty enforcement. Targeted financial sanctions will severely limit vital overseas hard-currency earnings. Interdictions at sea of suspect vessels involved in proliferation activities is also an option. Suspending over-flight rights, as India did in 2008 for an Iran-bound Air Koryo flight, could become a more-coordinated effort.China plays an increasing part in any effective sanctions regime. As the only major trading partner left for the North supplying vital energy and food supplies, China has repeatedly said it would not take actions that threaten stability or cause an influx of refugees across the porous border. This risk needs to be re-examined. Limiting oil exports may dim the lights in Pyongyang, but a weakened internal security apparatus triggering popular insurrection and humanitarian disaster is highly unlikely. Historical precedents aside, China’s relationships with South Korea and Japan are becoming increasingly more important and the continued antagonism from North Korea simply puts further strains on an already shaky relationship. All of this tension should be kept in context, however. The danger of military confrontation on the peninsula is fairly remote, simply because the North cannot escape the devastating consequences of an attack. Firing a nuclear-tipped missile at Japan or the U.S., if and when capable, is also an extremely remote possibility; it would mean the annihilation of the regime. Kim and his advisers should not be misread as irrational or suicidal. Comments regarding the defensive nature of their burgeoning nuclear threat should not be underestimated.Sooner or later the regional pendulum will shift and the Kim regime, or some variant of its successors, will feel confident again through this recent display of relative military might. They will inevitably realize that talks are the best alternative among a rapidly diminishing set of options to achieve the security and recognition they crave. N. Korea threatens to attack US, S. Korea warships
By HYUNG-JIN KIM – MAY 27,09

SEOUL, South Korea (AP) — North Korea threatened military action Wednesday against U.S. and South Korean warships plying the waters near the Koreas' disputed maritime border, raising the specter of a naval clash just days after the regime's underground nuclear test.Pyongyang, reacting angrily to Seoul's decision to join an international program to intercept ships suspected of aiding nuclear proliferation, called the move tantamount to a declaration of war.Now that the South Korean puppets were so ridiculous as to join in the said racket and dare declare a war against compatriots, North Korea is compelled to take a decisive measure, the Committee for the Peaceful Reunification of Korea said in a statement carried by state media.Seoul's decision comes at a time when the state of military confrontation is growing acute and there is constant danger of military conflict, the statement warned.South Korea's military said Wednesday it was prepared to respond sternly to any North Korean provocation.

They should bear in mind that the (North) has tremendous military muscle and its own method of strike able to conquer any targets in its vicinity at one stroke or hit the U.S. on the raw, if necessary,it said.

On Wednesday, the regime promised unimaginable and merciless punishment for anyone daring to challenge its ships.Pyongyang also reportedly restarted its weapons-grade nuclear plant, South Korean media said.

The world must not rush to punish North Korea just for punishment's sake, Foreign Minister Sergey Lavrov said, adding that Russia wants a Security Council resolution that will help restart stalled six-nation talks over North Korea's nuclear programs and will not provoke Pyongyang into even more aggressive activity.South Korean President Lee Myung-bak urged officials to remain calm in the face of North Korean threats, said Lee Dong-kwan, his spokesman.

North Korea Ends Armistice, Threatens to Attack South Korea
Kurt Nimmo Infowars May 27, 2009

Editor’s note: Alex Jones will provide extensive coverage on this story today and will talk with Paul Joseph Watson on developments. North Korea says it will attack South Korea if its ships are searched as part of the Proliferation Security Initiative (PSI). South Korea signed the agreement on Tuesday after North Korea tested a nuclear device. Those who provoke [North Korea] once will not be able to escape its unimaginable and merciless punishment,North Korea’s official news agency warned.North Korea threatens war against South Korea if its ships are stopped and searched under an agreement crafted by the Bush neocons. The PSI effort was crafted by John R. Bolton, the neocon former Under-Secretary of State for Arms Control and International Security and former ambassador to the United Nations, after 15 Scud missiles found on a North Korean freighter had to be released when it turned out that international law did not allow them to be confiscated. Bolton is considered a loose cannon. In the summer of 2003, he delivered a speech in Seoul, South Korea, that sabotaged the Six Party Talks with North Korea. The talks aimed to find a peaceful resolution to the security concerns as a result of the North Korean nuclear weapons program.Appearing on Fox News, Bolton suggested getting rid of the six- party talks. I think they have failed. There is no way the North Koreans are going to be talked out of their nuclear weapons. In addition to sanctions, Bolton said the PSI should be used against North Korea.

The PSI was created in 2003 by Bush and includes more than 90 countries that have agreed to stop and inspect suspicious cargo ships. In September, 2005, China indicated it would not participate in the program due to concerns over its legality. India, estimated to have a stockpile of around 45-95 nuclear warheads, has not signed the agreement.During his January 29, 2002, State of the Union Address Bush declared North Korea to be part of an Axis of Evil. North Korea said Bush’s speech amounts to an effective declaration of war against us. Bush’s speech discounted the possibility of negotiations with the country. North Korea considers South Korea’s participation in the PSI an act of war.As threatened, the government of Kim Jong Il rolled out a multi-pronged counter-attack in response to South Korea’s decision. So far, it remains rhetorical, reports the Washington Post.North Korea said it could no longer guarantee the safety of ships from South Korea and other countries sailing in the Yellow Sea off its western border.North Korea said it will not honor a North-South border in the Yellow Sea. The border was established at the end of the Korean War in 1953. In addition, North Korea said it would not respect the legal status of five islands on the South’s side of the line. In 1999 and 2002, North and South Korea clashed in the area. Six South Korean sailors and more than 30 for North Korea died in the skirmishes.North Korea’s threat comes three days after the country was condemned for a nuclear test in violation of U.N. resolutions. As noted on Monday, the United States played a part in providing the Stalinist country with nuclear weapons. Both the Clinton and Bush administrations played a key role in helping Kim Jong-Il develop North Korea’s nuclear prowess from the mid 1990’s onwards, writes Paul Joseph Watson.Rumsfeld was also the man who presided over a $200 million dollar contract to deliver equipment and services to build two light water reactor stations in North Korea in January 2000 when he was an executive director of ABB (Asea Brown Boveri). Wolfram Eberhardt, a spokesman for ABB confirmed that Rumsfeld was at nearly all the board meetings during his involvement with the company.

Rumsfeld’s involvement in North Korea’s nuclear program notwithstanding, the effort to arm and marginalize the notoriously combative country is part of an effort to create enemies and is a logical outcome of the Axis of Evil speech crafted by the neocons. As revealed by Paul Joseph Watson and Yihan Dai in October of 2008, top Chinese mainstream news outlets reported a proposal submitted to the Pentagon by the RAND Corporation. The reports cite French media news sources as having uncovered the proposal, in which RAND suggested that the $700 billion dollars that has been earmarked to bailout Wall Street and failing banks instead be used to finance a new war which would in turn re-invigorate the flagging stock markets,Watson and Dai wrote. However, according to the report, North Korea was considered as a target but ruled out because the scale of such a war would not be large enough for RAND’s requirements.

Addendum

Russia is taking today’s developments seriously.Russia is taking security measures as a precaution against the possibility tension over North Korea could escalate into nuclear war, reports Reuters. We are not talking about stepping up military efforts but rather about measures in case a military conflict, perhaps with the use of nuclear weapons, flares up on the Korean Peninsula,Interfax quoted an unnamed security source as saying.

We Have A Chinese Problem, Not A North Korean One Gordon G. Chang, 05.25.09, 04:34 PM EDT If it weren't for Beijing, Pyongyang would be impotent.

Hours after the Democratic People's Republic of Korea detonated its second atomic device, Beijing condemned the test. The DPRK conducted another nuclear test in disregard of the common opposition of the international community,a Foreign Ministry statement, issued May 25, noted. The Chinese government is firmly opposed to this act.
Is that so? Today, China supplies about 90% of North Korea's oil, 80% of its consumer goods and 45% of its food. Beijing is Pyongyang's only formal military ally and its primary backer in the United Nations Security Council and other diplomatic forums. If it weren't for the Chinese, there would be no North Korean missile program, no North Korean nuclear program and no North Korea.

Kim Jong Il, Pyongyang's coldly rational leader, knows he could not survive the loss of China's material and diplomatic support. If Chairman Kim doesn't appear to listen to his sponsors in Beijing in every instance, it's largely because they don't expect obedience each and every time. The Chinese pursue their plan of supporting the North because they know they have influence and can use it at any moment. Kim detonated a nuclear weapon in the last few hours because he knew the Chinese did not object to him doing so. He would not dare cross Beijing on a matter of such critical importance.

For the last eight years, the United States has had a Korea policy that can be described in one word: China. President Bush looked to Beijing to contain Pyongyang and disarm Kim. Yet during his administration the Chinese gave the North Korean leader the one thing he needed most to develop nuclear weapons and the missiles to deliver them: time. The Chinese counseled patience while the so-called six-party talks, which began in 2003, dragged on, but they failed to broker a solution even though they could have done so. Many Chinese officials, especially in the Foreign Ministry, know their country's Korea policy is counterproductive in the long run because it will eventually lead to the nuclearization of the region and thereby the marginalization of Beijing's relative power. Yet there is no consensus in the upper echelons of the Communist Party and the People's Liberation Army to change long-held policies. Apparently, President Hu Jintao finds Kim useful in the short-term for keeping Japan and South Korea off-balance and in extracting concessions from the United States. Today, President Obama said North Korea's acts pose a grave threat to the peace and stability of the world. So what should his administration do? From all accounts, his senior Asia officials feel the United States has no leverage on Beijing. That assessment could not be more wrong. The legitimacy of the Chinese political system rests largely on the continual delivery of prosperity, and that prosperity depends on access to the American market. In 2008, all but $29.2 billion of China's overall trade surplus of $295.5 billion related to sales to the United States. In 2007, all but $5.9 billion of the overall surplus of $262.2 billion was attributable to sales to America. The United States relies on Beijing to buy American debt, but the Chinese export machine cannot function if China does not buy our obligations. If Beijing does not do so, it will further constrain the American economy. If Beijing further constrains the American economy, Americans will be able to buy even fewer Chinese goods than they are at the moment. If Americans buy fewer Chinese goods, the Chinese economy will fall even faster than it is doing so now. And if the Chinese economy declines any faster, the country's political system will face increased tensions and difficulties. So the White House has leverage, especially because the balance of power in Asia has shifted decisively toward the United States. In the past, Beijing could stand behind Pyongyang because Tokyo and the so-called progressive governments in Seoul--first under Kim Dae-jung and then Roh Moo-hyun--were doing the same. In short, the Japanese and South Koreans, Washington's two principal allies in the region, were giving the Chinese cover to continue with their long-time program of supporting the North.

Yet China's cover did not last. First Japan under Prime Minister Shinzo Abe and then South Korea under President Lee Myung-bak got out of the business of propping up Chairman Kim Jong Il. That has left Beijing alone in its support of the abhorrent regime in Pyongyang. In the past, the Chinese have defied Washington when they had company but were almost always cooperative when they did not. Unfortunately, the Bush White House did not take advantage of changing circumstances in Asia and was unwilling to make China choose between its future--cooperation with the United States and the international community--and its past--relations with Kim's Korea. Today, the Obama administration is making the same fundamental mistake. President Obama will never have a successful Korea policy until he has a successful Chinese one. North Korea can continue to defy the international community as long as it has Beijing's support. So we don't have a North Korea problem. We have a China one.Gordon G. To Aso, the US president pledged unequivocal commitment to the defense of Japan and to maintaining peace and security in Northeast Asia.Seoul announced it is joining the US-led PSI anti-proliferation campaign which North Korea has warned is tantamount to a declaration of war.In case of follow-up steps to be determined by the UN Security Council and its members, Pyongyang announced its army and people stand ready to defeat any invasion. The former head of Israel's nuclear commission, Yigal Eylam estimated it was in the 20-kiloton range, roughly equal to the US atom bombs against Hiroshima and Nagasaki in WWII. DEBKAfile's military sources note that North Korea and Iran are closely and secretly coordinated on their military nuclear programs. For instance, most of the missile guidance technology which gave the long-range Seijl 2 surface missile tested by Iran Wednesday, May 20, its bull's-eye accuracy came from Pyongyang. Iran's long-range missile test was carried out less than a month after North Korea's own internationally condemned missile test launch on April 5. The Security Council chairman rebuked this test, for which the North Korean government demanded an apology and reopened its plutonium reactors in reprisal.Tehran may therefore be expected to be not far behind its nuclear partner in conducting its own first nuclear test. Iranian nuclear and missile scientists are regularly invited to attend North Korea's missile and nuclear systems experiments and performance in recent years. Not surprisingly, therefore, Iran's president Mahmoud Ahmadinejad ruled out negotiations on its nuclear program. At a news conference Monday, May 25, he said if he was reelected on June 12, he would challenge President Obama to a debate at UN headquarters in New York, but added: Iran's nuclear issue is closed.

EZEKIEL 38:1-12
1 And the word of the LORD came unto me, saying,
2 Son of man, set thy face against Gog,(RULER) the land of Magog,(RUSSIA) the chief prince of Meshech(MOSCOW)and Tubal,(TOBOLSK) and prophesy against him,
3 And say, Thus saith the Lord GOD; Behold, I am against thee, O Gog, the chief prince of Meshech(MOSCOW) and Tubal:
4 And I will turn thee back, and put hooks into thy jaws,(GOD FORCES THE RUSSIA-MUSLIMS TO MARCH) and I will bring thee forth, and all thine army, horses and horsemen, all of them clothed with all sorts of armour, even a great company with bucklers and shields, all of them handling swords:
5 Persia,(IRAN,IRAQ) Ethiopia, and Libya with them; all of them with shield and helmet:
6 Gomer,(GERMANY) and all his bands; the house of Togarmah (TURKEY)of the north quarters, and all his bands:(SUDAN,AFRICA) and many people with thee.
7 Be thou prepared, and prepare for thyself, thou, and all thy company that are assembled unto thee, and be thou a guard unto them.
8 After many days thou shalt be visited: in the latter years thou shalt come into the land that is brought back from the sword, and is gathered out of many people, against the mountains of Israel, which have been always waste: but it is brought forth out of the nations, and they shall dwell safely all of them.
9 Thou shalt ascend and come like a storm, thou shalt be like a cloud to cover the land, thou, and all thy bands, and many people with thee.(RUSSIA-EGYPT AND MUSLIMS)
10 Thus saith the Lord GOD; It shall also come to pass, that at the same time shall things come into thy mind, and thou shalt think an evil thought:
11 And thou shalt say, I will go up to the land of unwalled villages; I will go to them that are at rest, that dwell safely, all of them dwelling without walls, and having neither bars nor gates,
12 To take a spoil, and to take a prey; to turn thine hand upon the desolate places that are now inhabited, and upon the people that are gathered out of the nations, which have gotten cattle and goods, that dwell in the midst of the land.

ISAIAH 17:1
1 The burden of Damascus. Behold, Damascus is taken away from being a city, and it shall be a ruinous heap.

PSALMS 83:3-7
3 They (ARABS,MUSLIMS) have taken crafty counsel against thy people,(ISRAEL) and consulted against thy hidden ones.
4 They have said, Come, and let us cut them off from being a nation; that the name of Israel may be no more in remembrance.
5 For they (MUSLIMS) have consulted together with one consent: they are confederate against thee:(TREATIES)
6 The tabernacles of Edom,and the Ishmaelites;(ARABS) of Moab, and the Hagarenes;
7 Gebal, and Ammon,(JORDAN) and Amalek;(SYRIA) the Philistines (PALESTINIANS) with the inhabitants of Tyre;(LEBANON)

DANIEL 11:40-43
40 And at the time of the end shall the king of the south( EGYPT) push at him:(EU DICTATOR IN ISRAEL) and the king of the north (RUSSIA AND MUSLIM HORDES OF EZEK 38+39) shall come against him like a whirlwind, with chariots, and with horsemen, and with many ships; and he shall enter into the countries, and shall overflow and pass over.
41 He shall enter also into the glorious land, and many countries shall be overthrown: but these shall escape out of his hand, even Edom, and Moab, and the chief of the children of Ammon.(JORDAN)
42 He shall stretch forth his hand also upon the countries: and the land of Egypt shall not escape.
43 But he shall have power over the treasures of gold and of silver, and over all the precious things of Egypt: and the Libyans and the Ethiopians shall be at his steps.

EZEKIEL 39:1-8
1 Therefore, thou son of man, prophesy against Gog,(LEADER OF RUSSIA) and say, Thus saith the Lord GOD; Behold, I am against thee, O Gog, the chief prince of Meshech (MOSCOW) and Tubal: (TUBOLSK)
2 And I will turn thee back, and leave but the sixth part of thee, and will cause thee to come up from the north parts,(RUSSIA) and will bring thee upon the mountains of Israel:
3 And I will smite thy bow out of thy left hand, and will cause thine arrows to fall out of thy right hand.
4 Thou shalt fall upon the mountains of Israel, thou, and all thy bands,( ARABS) and the people that is with thee: I will give thee unto the ravenous birds of every sort, and to the beasts of the field to be devoured.
5 Thou shalt fall upon the open field: for I have spoken it, saith the Lord GOD.
6 And I will send a fire on Magog,(NUCLEAR BOMB) and among them that dwell carelessly in the isles: and they shall know that I am the LORD.

JOEL 2:3,20,30-31

20 But I will remove far off from you the northern army,(RUSSIA,MUSLIMS) and will drive him into a land barren and desolate, with his face toward the east sea, and his hinder part toward the utmost sea, and his stink shall come up, and his ill savour shall come up, because he hath done great things.(SIBERIAN DESERT)
30 And I will shew wonders in the heavens and in the earth, blood, and fire, and pillars of smoke.(NUCLEAR BOMB)
31 The sun shall be turned into darkness, and the moon into blood, before the great and the terrible day of the LORD come.

Russia's first Persian Gulf naval presence coordinated with Tehran
DEBKAfile Exclusive Report May 26, 2009, 6:47 PM (GMT+02:00)

Russian Admiral Panteleyev steams toward Bahrain.Russian warships are due to call Wednesday, May 27, at the Bahrain port of Manama, seat of the US Fifth Fleet in the Persian Gulf, DEBKAfile's military sources reveal. They will be following in the wake of the Russian vessels already docked at the Omani port of Salalah, the first to avail themselves of facilities at Gulf ports.Their arrival is fully coordinated between the Russian and Iranian naval commands.According to our sources, this is the first time a Russian flotilla will have taken on provisions and fuel at the same Gulf ports which hitherto serviced only the US Navy. Moscow has thus gained its first maritime foothold in the Persian Gulf. The flotilla consists of four vessels from Russia's Pacific Fleet: The submarine fighter Admiral Panteleyev is due at Manama Wednesday, escorted by the refueling-supply ship Izhorai, The supply-battleship Irkut and the rescue craft BM-37 are already docked in Salalah. DEBKAfile's military sources report that the Russians, like the Iranians, cover their stealthy advance into new waters by apparent movements for joining the international task force combating Somali pirates. While Iranian warships have taken up positions in the Gulf of Aden, the Russians are moving naval units southeast into the Persian Gulf.

Monday, May 25, the Iranian naval chief, Adm. Habibollah Sayyari, announced that six Iranian warships had been dispatched to the international waters of the Gulf of Aden in a historically unprecedented move… to show its ability to confront any foreign threats. He did not bother to mention the pirates. Russian and Iranian naval movements in the two strategic seas are clearly synchronized at the highest levels in Tehran and Moscow. Our military analysts find Russia and Iran seizing the moment for supplanting positions held exclusively by the US and other western fleets. They are taking advantage of two developments:
1. The number of US warships maintained in the Gulf has been reduced to its lowest level in two years; President Obama quietly reduced their presence near Iran's shores in order to generate a positive atmosphere for the coming US dialogue with the Islamic Republic. Not a single US aircraft carrier is consequently to be found anywhere in the Gulf region.
2. Monday, May 25, President Nicolas Sarkozy inaugurated France's first naval facility in the Gulf in Abu Dhabi. The Russian and Iranian policy-makers see no reason why Moscow cannot set up a military presence in the region if Paris can.

Tuesday, May 26, 2009 Could Iran Outsource an A-Bomb Test to N. Korea?

Following North Korea's test-firing of two more short-range missiles off its east coast on Tuesday, a reader asks if there is any truth to the rumor that North Korea conducted its second nuclear test for Iran--meaning, was the bomb made in Iran? The answer, as far as we can tell, is no. But the idea is not as far-fetched as it may seem. Unless it is stopped, Islamist Iran could one day outsource a nuclear weapon test to its Stalinist/Kimist ally.

Iran could also order up an atomic bomb and drop-ship it--literally--to the United States, using North Korea as a manufacturer and fulfillment center. Iran could arrange and pay for delivery of the weapon--to a U.S. coastal city by an Iranian or North Korean-controlled cargo ship flying a so-called flag of convenience. Thousands of civilian vessels approach U.S. coastal waters daily; millions of containers are delivered annually; warhead-tipped missiles could be fired from such ships, using already tested, containerized launch systems; bombs could be smuggled into busy ports for detonation. A relative handful of containers are inspected; and there is no defense against sea-based ballistic missile attacks, aimed at the cities or high above the country in an electromagnetic pulse (EMP) attack designed to wipe out the electric power grid and most electronics and communication systems. In a move that indicates growing concern over the North Korean-Iranian nuclear threat, South Korea said Tuesday that it would join a U.S.-led initiative to intercept ships suspected of carrying weapons of mass destruction.China Confidential is the only media outlet to have accurately predicted both North Korean nuclear tests, including predicting the exact test dates. Using open source intelligence and an international network of volunteer stringers and analysts, China Confidential has consistently out-reported the mainstream media on the twin threats to world peace--nuclear-arming North Korea and nuclear-armed Iran.http://chinaconfidential.blogspot.com/

Ahmadinejad and Assad: Iran and Syria Are Leading a New World Order; The Time of America and the West Is Over By: Y. Yehoshua, A. Savyon and N. Moses.May 26, 2009

Introduction

In early May 2009, Iranian President Mahmoud Ahmadinejad met with Syrian President Bashar Al-Assad in Damascus. In a joint statement issued after the meeting, the two declared that the relations between Iran and Syria were strategic and served as an example to the region and to the world at large. They added that Iran and Syria were leading a dramatic transformation in the region, as part of a new world order which would replace the old world order that the U.S. has led since the end of World War II.

The two presidents called to expel the foreign forces from the region, stressing that the Middle East would from now on be run by its own peoples under the leadership of Syria and Iran. They also emphasized the importance of strengthening Iraq and of the withdrawal of the U.S. forces from it, as well as the need for quadrilateral cooperation between the regional powers,i.e. Iran, Syria, Iraq, and Turkey. It seems that since this meeting, Damascus is explicitly adopting Iran's anti-American stance and pointedly aligning itself with Iran. In fact, the Syrians have even adopted Iran's rhetoric and Ahmadinejad's characteristic phrases – such as new world order or opening new locks with old keys – which were used in Syrian newspaper reports about Ahmadinejad's visit.Following are excerpts from statements by the two presidents following the meeting, and from Syrian and Iranian press reports about it.

The U.S. and the West Now Need Iran and Syria

Following the meeting with Assad, Ahmadinejad said, The circumstances in the region are rapidly changing [in accordance] with Syria's and Iran's goals, and those who have for years demanded that Syria and Iran stop insisting on their rights and on the rights of the peoples of the region [i.e. the U.S. and the West] are now explicitly declaring that they need the help of Iran and Syria... Those who wanted to force Iran and Syria to withdraw [from their positions] now need them in order to solve their problems. The same ones who described Iran and Syria as the Axis of Evil[i.e. the U.S. under Bush] now want relations with both [countries]..We need to reach the point where the involvement of foreigners and of those who speak [the language of] violence is completely eliminated from our region, leaving it free and brimming with progress and friendship... The enemies of the region's nations, who in the past spoke with arrogance and referred to Iran and Syria with insulting epithets, are now in a position of weakness, facing a complete dead end and unable to solve even the smallest problem. They have no wise strategy for resolving the problems of Palestine, Afghanistan or any other region in the world.(1)

The Time of the West Is Over; A New World Order Is Emerging

Ahmadinejad added,Alongside the resistance and steadfastness, we must also strive to create a new world order; otherwise new oppressive regimes will emerge.(2) He called the West's fundamental values inhuman and belonging to past decades, adding: They [i.e. the Westerners] are trying to open new doors with the keys to old locks, without noticing that, today, it is the humane and divine path that is the code to opening the locks of humanity. They are decades behind, and can be described, in two words, as politically retarded... The philosophy and order that emerged after World War II have come to the end of their road, and [the West] is unable to offer solutions for the world's problems, since its thinking is based on discrimination and on [undermining] security.(3)Significantly, an editorial of the Syrian daily Teshreen made very similar statements, stating: ...All the regional and international forces [now] understand that the keys to the region [are in the hands of Iran and Syria], and that they are the ones standing at the [region's] diplomatic gates. [Nobody] can enter or bypass these gates unless Damascus and Tehran understand, agree, and are convinced that this serves [first of all] their own interests, and after that the interest of the others.(4)Ahmadinejad also said after the meeting with Assad that current circumstances in the world, in many domains, were not favorable to the superpowers that use the language of force, particularly the U.S. He added: "The main goals and tendencies of the American statesmen have remained the same, but they are unable to do anything, because they have grown weak... The American statesmen are trapped in a dilemma: They wish to preserve the Zionist regime, but they need Iran and Syria... These two countries have stood fast in the face of those who use [the language of] violence, relying on humane values and on victory by the grace of God, and today the circumstances in the world and in the region are rapidly changing [in a direction that corresponds with] their outlook and goals. Those who, for many years, said that Iran and Syria must be pressured, and wanted to prevent [them] from defending the rights of the peoples in the region, now openly declare that they require the help of Tehran and Damascus in solving their problems. This is a great victory... [and] I believe that sympathy with the shared ideas [of Syria and Iran], and the steadfastness [of these countries], are the secret behind this victory. Today we are beginning on the path of triumph, and even greater victories lie ahead.(5)The notion of a new world order was also stressed by former Lebanese MP Nasser Qandil, who is close to the Syrian regime. In a Teshreen article, he wrote that the situation in the region has changed since the American-Israeli strategic alliance failed in its efforts to crush the Syrian-Iranian strategic alliance. He stated: This week's Syrian-Iranian summit, and the statements by presidents Assad and Ahmadinejad, underscore the strength of the Syrian and Iranian leaderships, and their profound awareness that a new [situation has emerged, heralding]... the establishment of a new regional order under their leadership...The new situation, Qandil added, is evident in the alliances currently being considered by Turkey (i.e. its emerging alliances with Syria and Iran).(6)

Iran-Syria Relations – A Model for the Whole World

Following their meeting, Ahmadinejad and Assad called the relations between Iran and Syria strategic, and declared that that [these] relations and deepening cooperation, in various domains, will rapidly develop and prosper.(7) Ahmadinejad stated that the bilateral relations between Iran and Syria were limitless, adding: We want to present the brotherly relations between [the two countries] as an example to the region and the world. We have complete mutual understanding regarding [the need] to maintain coordination between the nations of the region and their governments.(8) Assad said, in a similar vein,The relations between Syria and Iran and strategic. The visit of President Ahmadinejad highlights the importance of these strategic relations and the need for ongoing consultation and coordination between [the two countries].(9)The Syrian daily Al-Watan argued that it was in the Arabs' interest to regard Iran as an ally, stating: Syria and Sudan are the only countries that pursue a policy which sees Iran as an ally and as a force supporting the Arabs against Israel, its occupation and its aggression, and that is why [Israel's] Netanyahu government is focusing on [Syria, Sudan and Iran]. It is in the Arabs' interest to:

1. Distance [themselves] from the Israeli policy of portraying Iran as the Arabs' enemy, and avoid being captivated by the policy that tries to drive a wedge between the Arabs and Iran – for this policy serves mainly the interests of Israel at the expense of the interests of the Arabs.
2. Regard Iran as a friend of the Arabs and as a deterring and restraining force vis-à-vis Israel and its aggression. [Iran] has had a role, and continues to have a role, in changing the balance of power in favor of the Arab position. The new balance of power, [in turn,] had a role in convincing the American administration to change its policy towards the conflict in the region. The policy of relying on America, and providing it with all the [trump] cards, does not serve the Arabs' position or interests. [Their interest] is to strengthen themselves and reinforce the balance of power created by the victories of the resistance that was supported by Syria and Iran.(10)

Enhancing Iran and Syria's Cooperation with Iraq and Turkey

Ahmadinejad and Assad stressed that deepening the relations and the cooperation among the countries of the region was crucial and that the quadrilateral cooperation between Iran, Syria, Iraq and Turkey would benefit the region's nations.(11)

Ahmadinejad added: Some of the discussions [I held with Assad] concerned the establishment of tripartite cooperation between Iran, Syria, and Iraq. Bashar Al-Assad, [Iraqi Prime Minister] Nouri Al-Maliki, and I wish [to implement joint] projects in the areas of oil, gas and transportation... Iran and Syria are in favor of enhancing security and strengthening the legitimate Iraqi government. [We] believe that Iraqi unity, and the withdrawal of the foreign [forces], will benefit Iraq and the region as a whole.Ahmadinejad explained that the presence of foreign forces in Iraq undermined security, saying: Nobody invited them, and the sooner they leave the better – [not only for us but] also for them. If they wish to serve [someone], they should serve their own people. There are 80 million poor in America, and tens of millions of poor in Europe.(12)Assad said, We are pleased with the recent developments in Iraq, especially with the recent local elections, which gave clear indications that the Iraqi people wants [its country] to be unified, and that Iraq will not move in the direction of disintegration and fighting among the people of the homeland, as some perhaps hope... [President Ahmadinejad] and I agreed that there is need to support the current Iraqi government in its efforts to bring about a reconciliation among all the Iraqi people and sectors, in order to facilitate the complete withdrawal of the [foreign] forces until the occupying troops leave, to the very last one...(13)The Syrian daily Al-Thawra stated, ...When [Assad and Ahmadinejad] declare that they are jointly turning towards Iraq... they are laying the foundations for an option of neighborliness, cooperation and mutual understanding. This [option will be the basis for] future plans for the [Middle] East, as a safe alternative to the [dangerous] plan that was forged far from this region and its peoples. This cooperation, and Syria and Iran's calm handling of [various] challenges, are a message to the world – and even more so to the region – that they are the ones that have the solutions – not the countries that are now collapsing as a result of their political and economic programs. The region also has other great countries [meaning Turkey]. Together we can form not an axis to attack others, but nexuses of cooperation, so as to solve our problems and take part in solving those of the region...(14) The Syrian daily Al-Watan quoted Ahmadinejad as saying:Today there is talk about tripartite cooperation between Iraq, Syria and Iran, and I can add that Turkey is [also] very close to joining this regional cooperation [effort]...(15)Similar statements were made by Assad during the May 15-17, 2009 visit to Syria by Turkish President Abdullah Gul. He said: There is cooperation between Turkey and Iraq, and Turkey's relations with Iran are [also] starting to tighten. The relations between Syria and Iraq are good and getting better, and the relations between Syria and Iran are tight...(16)In an Al-Watan article about Gul's visit, Syria's relations with Turkey were described as a model for emulation. The article stated that the ultimate goal is to expand [the circle of cooperation] to include other countries in the region, such as Iraq and Iran, in order to form an economic and political [alliance] that has [both] strategic importance and an Islamic aspect – which will cause it to attract other countries, especially Arab ones. [This alliance] will ensure that the problems of the region are resolved according to the agendas of its countries, rather than the agendas of foreign [elements], and that the security of the region remains in the hands of its people...The daily also stated that with Iran and Arab elements included [in it, the Syrian-Turkish alliance] will become a strategic [force] causing a qualitative change in the Middle East power-balance... This alliance, the paper added, has become possible thanks to the rise to power of the Islamic Justice and Development Party in Turkey, which caused a change in this country's positions.(17)

Supporting the Resistance Is a Human Duty

In their statements following the meeting, Ahmadinejad and Assad stressed that the continued support of the Palestinian resistance and of the Iraqi government until the withdrawal of the [Israeli and American] occupiers is one of Iran and Syria's top priorities.(18) Ahmadinejad called supporting the Palestinian resistance a human and popular duty incumbent upon Iran and Syria, saying,[At the Durban conference] in Geneva we held up a mirror to the faces [of the Westerners], and saw how they were afraid to look even at their own reflection... When we hold a mirror up to their faces, we discover who the [real] axis of evil is...Today, the evil ones who speak [the language of] violence are in decline, and the Zionist regime, which is at a complete dead end, is beginning to scream like someone afraid of the dark. Syria and Iran, [on the other hand], are on the rise, thanks to their steadfastness and wisdom... Many [people] once called the Zionist regime invincible – but today even our children are no longer afraid of [the Zionists], and now not a single sensible person officially recognizes the Zionist regime.(19)The Syrian daily Teshreen likewise referred to the struggle with the common enemy, Israel, stating that the existence of a joint position on Palestine, Jerusalem, the struggle with the Zionist enemy and the support for the resistance proves that [Syria and Iran] are aligned in their understanding of this enemy, his plans and his goals, and that they have come to the same conclusion regarding the importance of confronting this enemy and these plans.(20)Y. DOCTOR DOCTORIAN FROM ANGEL OF GOD
then the angel said, Financial crisis will come to Asia. I will shake the world.

JAMES 5:1-3
1 Go to now, ye rich men, weep and howl for your miseries that shall come upon you.
2 Your riches are corrupted, and your garments are motheaten.
3 Your gold and silver is cankered; and the rust of them shall be a witness against you, and shall eat your flesh as it were fire. Ye have heaped treasure together for the last days.

REVELATION 18:10,17,19
10 Standing afar off for the fear of her torment, saying, Alas, alas that great city Babylon, that mighty city! for in one hour is thy judgment come.
17 For in one hour so great riches is come to nought. And every shipmaster, and all the company in ships, and sailors, and as many as trade by sea, stood afar off,
19 And they cast dust on their heads, and cried, weeping and wailing, saying, Alas, alas that great city, wherein were made rich all that had ships in the sea by reason of her costliness! for in one hour is she made desolate.

EZEKIEL 7:19
19 They shall cast their silver in the streets, and their gold shall be removed: their silver and their gold shall not be able to deliver them in the day of the wrath of the LORD: they shall not satisfy their souls, neither fill their bowels: because it is the stumblingblock of their iniquity.

REVELATION 13:16-18
16 And he(FALSE POPE) causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:(CHIP IMPLANT)
17 And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name.
18 Here is wisdom. Let him that hath understanding count the number of the beast: for it is the number of a man; and his number is Six hundred threescore and six.(6-6-6) A NUMBER SYSTEM

Capitals fear commission finance proposals threaten national regulators
ANDREW WILLIS Today MAY 27,09 @ 17:45 CET

EUOBSERVER / BRUSSELS – Several EU member states have reacted with concern to long-awaited proposals on financial regulation that were published by the European Commission on Wednesday (27 May), fearing the role of national regulators could be undermined. Under the new proposals, which draw extensively on a report produced by a group of financial experts and chaired by former Bank of France governor, Jacques de Larosiere, three new pan-European authorities would be set up in the areas of banking, insurance and securities to oversee national regulators. Several member states, including the UK, the Czech Republic and Slovakia, are concerned over a paragraph in the commission communication that says the financial authorities would be given legal powers to settle disputes between national regulators if the situation arose. The European supervisory authorities should, through a decision, settle the matter, says the document. Some governments are now concerned that while they would ultimately be called upon to bail out banks under their jurisdiction that run into financial difficulty, important decisions on how those banks are run could come from outside. Regulating specific firms needs to be aligned with national authorities who are ultimately on the line when it comes to providing emergency support for troubled institutions, sources familiar with the UK position told EUobserver. If that function is going to continue to be a national one, then the UK's view is that the regulation of firms should remain national as well, they said, adding that the UK might challenge the legality of the authorities' new powers.

Last resort

The commission was quick to point however that overruling a national authority would be a situation of last resort. Commission President Jose Manuel Barroso said the three authorities did not constitute an attack on national powers and that national regulators would still be the first line of defense in preventing a repeat of the financial crisis that broke out last year. Our proposal is based on the principle of subsidiarity,he said.Internal market commissioner Charlie McCreevy said they would not impact on the fiscal role of member states, but added that he was surprised at member state unwillingness to act more as a group. You would think that the present crisis would have spurred ministers and supervisors to find better ways of working together but I'm afraid the crisis has had the opposite effect,he said.As an example he said several EU finance ministers had told him that they only learned about problems in foreign-owned banks with branches in their country through the newspapers. The commission proposals also envisage that the three authorities would be overseen by a steering group to prevent an overlap in their work, a provision not contained in the Larosiere report.

Risk council

While less contentious, the second main proposal contained in the commission's communication, the setting up of a European systemic risk council, is also likely to meet with some resistance. The new body that would monitor risk levels in the European economy as a whole and issue risk warnings when necessary is to be chaired by the president of the European central bank, something the UK feels nervous about as a non-eurozone country. One possible solution is the election of a vice-chair from a non-euro state to allay fears they would not be represented. The risk council's board would also contain the 27 national central bankers, a member of the European commission and the three chairpersons from proposed financial authorities.Economy commissioner Joaquin Almunia said the risk council would help to eradicate the boom and bust cycles that are the cause of the crisis, but added the proposed body would only be effective if member states provided it with the necessary information to carry out accurate analysis. Warnings to member states would be followed up through an act or explain mechanism, designed to increase peer pressure on countries unwilling to make changes. As a whole, the new plans constitute a major part of the commission's long-term response to the financial crisis and is likely to be something Barroso will hold up as an achievement under this current term as he looks for a second at the June European council. However, securing agreement on the new proposals at the June meeting of EU leaders could yet prove problematic.

EU member states to raise concern over Google library plans
HONOR MAHONY Today MAY 27,09 @ 17:29 CET

EUOBSERVER / BRUSSELS - EU competitiveness ministers meeting in Brussels on Thursday are expected to ask the European Commission to take a closer look at Google's plans to create a digital library amid fears that European intellectual property rights are being breached. The issue will be raised by Germany, which also alerted the culture ministers to the potential problem when they met last month.Germany wants to raise awareness of Google's plans to digitalise books, said a German diplomat, with France, Austria and the Netherlands also said to be keen to have the issue put on the table.

The internet search giant, which says it wants to democratise knowledge by helping everyone have instant access to a vast library of books, began its mammoth book scanning project in 2004.A year later, the Authors Guild and the Association of American Publishers filed a class-action law suit, saying Google was violating copyright by displaying excerpts of books without the permission of the copyright holders. The company settled in October last year, but the agreement raised a whole new set of questions, which are currently being investigated by the US Justice Department on anti-trust grounds. The settlement, which still has to be finally approved by court in October, would allow Google to sell access to its online books as well as subscriptions to its entire library to other libraries. Google already has around 7 million books that can be accessed through its book search. The revenue would go to Google, authors and publishers. But critics of the settlement, which gives authors an early January deadline to be eligible to receive cash for having their books scanned or a September 2009 deadline to opt out of the scheme entirely, say it effectively gives Google the power to single-handedly privatise libraries.

Orphan books

They argue that Google alone would then have the rights to orphan books where no copyright holder comes forward. A recent article in the Wall Street Journal newspaper estimated that orphan books make up 50 to 70 percent of books published after 1923.

Under this monopoly situation, say critics, the internet company would be able to charge what it likes for access to its books. For its part, Google has said it is giving an eternal digital life to millions of books that have gone out of print.

Google's plans have implications for EU intellectual property rights and anti-trust law, say EU diplomats. One EU diplomat said the plans are not entirely in the interests of European authors. He added that under EU law Google would have to ask European copyright holders for permission first. The Federation of European Publishers said it would be happy if the European Commission looked into the competitivity aspects of this. This is against any copyright rules that exist where a user makes a request first for material and not present it as a fait accompli,Anne Bergman-Tahon, director of the FEP, told EUobserver. Speaking from Prague, where she said she was explaining the problems to a Czech audience, Ms Bergman-Tahon said millions of works will never be claimed because these 300 pages of settlement are so complicated.

Germany outspoken critic

Germany has long been an outspoken critic of Google's plans in this area. In an interview with the Frankfurter Allgemeine Zeitung on Wednesday (27 May) Justice minister Brigitte Zypries said Berlin is considering whether to take part in the New York court case as Amicus Curiae - a friend of the court. It is not about taking participating as a party on the legal dispute but making the court aware of certain legal aspects, said the minister. The Google plan raises problems for the European digital library, Europeana, launched last year, another EU diplomat pointed out. Both libraries should be on a level footing when it comes to intellectual property rights, noted the diplomat.Currently, Europeana consists only of works in the public domain and is free to access. At the moment, the Google question is not a major issue for member states, but they are seeking more information from the commission, said a diplomat.

Open skies agreement endangered by US Congress
VALENTINA POP Today MAY 27,09 @ 09:23 CET

EUOBSERVER/BRUSSELS – The US House of Representatives has passed protectionist measures under the air safety flag which could endanger the EU-US open skies agreement, if approved by the Senate, the EU's ambassador to Washington, John Bruton, says. With many congressmen elected on protectionist platforms, the House of Representatives is becoming the US' branch of government which is giving in most to protectionism under different flags, including airline safety, Mr Bruton said on Tuesday at a briefing organised by the European policy centre, a Brussels-based think tank. The former Irish prime minister, who has been acting as the European commission's ambassador to Washington since 2004, said Europe was neglecting the importance of Congress, which as an elected body is just as important in the US decision making process as the government or the White House.Last week, the House passed a bill containing language which would negate the Open Skies agreement, Mr Bruton said, referring to an aviation liberalisation deal enacted last year and allowing any European and American airline to fly between any point in the European Union and any point in the United States. The provision passed as part of the budget re-authorisation for the Federal Aviation Administration requires FAA experts to inspect at least twice annually any European maintenance facility handling American airliners. The bill's initiator, James Oberstar, said inspections of these facilities would ensure that foreign entities conducting repair work on US aircraft adhere to US safety standards and regulations. The move prompted the EU to freeze the enactment of an air safety accord signed last June with the US, warning that if tit-for-tat European inspections of repair facilities in the US were carried out, it would cost millions of euros for each side. Some 400 European facilities maintain American planes, while in the US there are over 1,200 maintenance shops providing service to foreign airlines, including European ones.Mr Bruton said it was now his main task to persuade the Senate to remove this provision, as it would jeopardize both the Open Skies and the air safety agreement, which to him were two of the biggest diplomatic achievements in EU-US relations.

He would also try to lift the remaining restrictions for European airlines, for instance the right to operate intra-US flights, as Americans should benefit from the competition with European companies on their market, as EU citizens do.The Open Skies agreement currently restricts EU airlines to operate intra-US flights, although it permits American companies to operate intra-EU flights.

Norway offers EU €140m for carbon capture
LEIGH PHILLIPS Today MAY 27,09 @ 17:30 CET

EUOBSERVER / BERGEN, NORWAY - Norwegian Prime Minister Jens Stoltenberg offered European Union countries some €140 million (1 bn kroner) to support the development of carbon capture and storage projects - an experimental and highly controversial technology that aims to scrub industrial processes of their CO2 emissions. The EU is a driving force in the development and implementation of CCS technologies, Mr Stoltenberg told reporters ahead of a major international conference on the subject in Bergen, Norway. The funds are not new monies. Rather, his government is ready to earmark the sum over five years to support CCS projects in select EU member states as part of the country's upcoming contribution to the European Economic Area. The EEA is the single market that links the EU to the European Free Trade Association, the trade bloc of the western European countries outside the EU - Iceland, Norway, Switzerland, and Liechtenstein. The Nordic country is a leader in the development of CCS technology, with three pilot projects within its territory up and running. The prime minister argued that the technology is needed, as global energy demands are increasing but at the same time the threat of climate change requires that the world sharply reduce its greenhouse gas emissions at the same time.

CCS is the only solution,he said, that can square this circle.

Studies show that in the short and medium term, a large share of the world's energy supply will continue to be based on fossil fuels, he said at the launch of the conference alongside Rajendra Pachauri, the chairman of the Intergovernmental Panel on Climate Change, the scientific body tasked with evaluating the risk of global warming. At the same time, we must make deep cuts in global greenhouse gas emissions. Developing and promoting the diffusion of CCS technologies will be important in resolving this dilemma. He emphasised that the technology is not only necessary for western countries and industry to reduce their carbon footprint, but also essential in order to encourage development and reduce poverty in the third world. The world will need more energy in the years to come, not least to lift more people out of poverty,he said.As the prime minister was speaking, a small crowd of demonstrators from the European Green Party and a local environmental group, the Green Warriors, gathered outside the conference centre to protest what they called a techno-fix smokescreen and a block to real climate change solutions. While industry and governments are increasingly embracing the technology, many - although not all - green groups are opposed to CCS.Sondre Batstrand, co-spokesperson for the Norwegian Green Party told EUobserver: CCS projects maybe, possibly have positive effects in 10 to 20 years, but that won't help us now. Emissions need to peak and then decline by 2015. That's just over five years away.

While pilot projects, such as the Sleipner project run by Norway's StatoilHydro in the middle of the North Sea, are up and running, realising commercial viability for CCS is not expected before 2020 or 2030, according to its supporters. It won't solve the climate crisis. Worse, it potentially is stealing billions from what is really needed to solve the problem - genuinely renewable energy and moves towards much greater energy efficiency. While WWF and the Bellona Foundation, a Norwegian green NGO, back the technology, Greenpeace, Friends of the Earth and most environmental groups in the developing world are steadfastly opposed.Mr Pachauri reacted to the opposition, which many leaders at the conference are highlighting as a major obstacle, particularly if their criticisms of the still largely unknown technology begin to turn the public against it as occurred long ago with another low-carbon technology, nuclear power. They are free to hold their opinion. Whenever there is anything new around, there is always a level of scepticism. We should dispel this by showing that the new technology works.I acknowledge that these people say this is the easy way out and doesn't actually reduce emissions, but my response is that the perfect should not be the enemy of the good,he continued. Of course it doesn't reduce emissions, but we don't have a lot of time. This is not a substitute for all other methods. We must do those too. This can supplement them. There really aren't too many options for coal other than stopping the use of it entirely, and that frankly is not going to happen in the coming decades,he said.

Crusading women battle for seats in EU elections
EUOBSERVER STAFF Today MAY 27,09 @ 14:56 CET

EUOBSERVER / BRUSSELS - Four women with strong anti-corruption credentials are battling to make it to Brussels, even as campaigning revolves around farce, scandals and populism in several EU states.Norwegian-born French judge Eva Joly, on the French Green party's list, is making headlines in the Nordic countries with criticism of EU judicial and democratic standards.Silvio Berlusconi is dangerous and Nicolas Sarkozy has authoritarian traits, she said about the Italian and French leaders in Danish daily Berlingske Tidende. Europe cannot function with two countries, France and Italy, which have dysfunctional judicial administrations. In her work as a judge, Ms Joly played a key role in exposing high-level corruption in French state-owned oil giant Elf Aquitaine.Italian centre left candidate Rosaria Capacchione, a journalist who has written extensively about the Camorra, is calling for an EU-wide anti-organised crime initiative on the model of the EU's robust anti-trust investigative resources.Romanian former state prosecutor and justice minister Monica Macovei is second on the list of the country's ruling centre-right PDL party. Ms Macovei, who helped overhaul Romania's administration on its way into the EU, has focused campaigning on tackling corruption in her home country but would face expectations to combat abuses in Brussels if she is voted in.

Swedish-born accountant Marta Andreasson has hitched her wagon to the British eurosceptic UKIP party. Ms Andreasson, who blew the whistle on European Commission financial laxities and got the sack in 2004, is running in the south-east constituency but has failed to attract publicity so far. The European Parliament is mostly a man's world, with just 244 (31%) of the current 785 MEPs being women, Austria's Der Standard notes. The next two EP presidents are also set to be men. But the institution's last woman president, Nicole Fontaine (1999-2002), had an undistinguished tenure. The credentials of the four reformers stand in stark contrast to the eccentric candidates profiled in French daily Le Monde. The paper highlights Romanian glamour girl Elena Basescu, Germany's Gabriele Pauli (who thinks marriages should expire after seven years), Dutch vegeterian Natasja Oerlemans (who aims to give a voice to animals) and Italy's Prince Emmanuel-Philibert of Savoy (who made his name in a TV dancing show), as some of the oddest would-be MEPs around. The Italian political scene continues to be dominated by lurid allegations of Mr Berlusconi's affair with an 18-year old model, while UK papers keep pouring out revelations on MPs' expenses. Some of the British exposes neatly reinforce stereotypes about the nouveau-riche Labour Party, over-privileged Tories and effeminate Liberals: Labour MP Bob Laxton tried to claim for a big new TV set, Tory MP Douglas Hogg claimed to have his moat cleaned and former Liberal leader Ming Campbell splashed out on scatter cushions.Tory leader David Cameron's reform promises have seen him widely credited as emerging on top of Labour from the scandal. But it has made no one look good. There is more than a whiff of populist gimmickry about the I am more a reformer than you competition,The Times columinst Peter Riddell said.

Do mention the war

Polish parties are trying to make political capital from a German CDU-CSU conservative election promise to support the rights of displaced people. The message is basically a questioning of the result of World War II, a questioning of borders, opposition Law and Justice party head Jaroslaw Kaczynski said, alluding to a simmering row over the rights of native Germans exiled from Poland after 1945. The ruling centre-right Civic Platform party criticised Mr Kaczynski for cultivating hysteria. But its own deputy PM, Grzegorz Schetyna, could not resist saying that Germans are the last people in Europe who should initiate projects on exiles,on the radio.Germany's Kolner Stadt-Anzeiger points out that pretty faces count in electioneering. In North Rhine Westphalia, the attractive Silvana Koch-Mehrin is seen on Liberal posters, while Alexander Graf Lambsdorff is on the list but not on billboards.Amid fears of low turnout, the paper notes that voters have a confusing array of parties (31) to choose from a list that is literally 1 metre long.

Secret handshakes

French centrist MoDem party leader Francois Bayrou has meanwhile complained of lack of pluralism in the EU.The UMP [French centre-right] and the Socialists, as well as their European equivalents, the EPP-ED and PSE, pretend to disagree. In reality, in Brussels, they play together. They divide posts behind the curtain,he told Liberation.
How can the French Socialists say stop Barroso [the likely-to-be-reapointed EU commission chief] in France and shut up in Brussels when their friends support him?On a day (May 27) when Europe's attention is turned to the European football cup final in Rome, politics professor John Peterson at the University of Edinburgh commented:I have heard it said that an American presidential election is like a world cup final. A British general election is like an FA cup final, and a European election is like a Tuesday night kick around in the park.
