Putin-Medvedev duo could run Russia until 2033

MOSCOW (Reuters) - Russian President Vladimir Putin and his favored successor Dmitry Medvedev could take turns to run Russia for another quarter of a century, a senior Kremlin ally said in an interview published on Monday.Sergei Mironov, a Kremlin loyalist and the speaker of the Russian parliament's upper house, said Putin could become president again after a Medvedev term, serve two terms himself and then hand over once more to Medvedev.Neither Putin nor Medvedev have indicated they plan to be in government so far in the future, but the fact Mironov is floating the idea suggests Russia's ruling elite feels firmly entrenched in power and expects to remain there for many years.I will gaze a long way into the future, the Moskovsky Komsomolets newspaper quoted Mironov as saying. There could be a variety of scenarios. Vladimir Vladimirovich (Putin) could come back in 2012 (as president).

I think that by that time we will increase the head of state's term to five or seven years. If it is seven years and Vladimir Putin is elected to two consecutive terms, he will run the country for 14 years, that is from 2012 to 2026.And in 2026, it could be that Dmitry Anatolyevich (Medvedev) will once again return to the post of president, Mironov said. If Medvedev serves a single seven-year term from 2026, he would be in office until 2033.Russia's constitution bars a president from serving more than two consecutive terms in office but there is no limit on returning to the job after a break.Putin, 55, is to step down at the end of his second term in May. He has backed Medvedev, a 42-year-old first deputy prime minister who has worked alongside him since the 1990s, to win a presidential election set for March 2.

Most commentators say a Medvedev victory is a foregone conclusion. The endorsement from the popular Putin is expected to win over voters, and Medvedev's opponents in the election are trailing far behind in the opinion polls.Putin has said he is ready to serve as prime minister in a Medvedev administration and that he does not rule out returning to the presidency in 2012.The Kremlin's strength is based largely on a booming economy fuelled by high prices for Russia's main exports, oil and gas. In an indication of the Putin team's confidence in its own longevity, the government is drafting a strategy for social and economic development up to 2020.The Kremlin's critics say it has entrenched power by rigging elections and using its control of the bureaucracy and the biggest media outlets to sideline its opponents.Some analysts and opposition politicians say the ruling elite could lose its grip on power half way into the next presidential term if, as many observers predict, the economy stops delivering the rising spending power voters expect.(Editing by Diana Abdallah)

Bertie ahead of Tony Blair in race for EU presidency

He may be having trouble on the domestic front, but Taoiseach Bertie Ahern is still in the running for the coveted post of President of Europe.Though there is no shortage of candidates, a senior European figure has informed the Sunday Independent that there is a shortlist of three and, for now, Bertie is slightly ahead. As of now, the three favoured candidates are Bertie Ahern, Luxembourg PM Jean Claude Juncker and former British Prime Minister Tony Blair. Despite a rare display of public warmth to Mr Blair by the the new French President Nicholas Sarkozy, the influential former French president Giscard d'Estaing has put a dampner on the former British PM's chances.He said last week: Tony Blair cannot be president of Europe because the new President of Europe must come from a country which respects all its European commitments.

This of course would not rule out Mr Juncker, but as one source noted: Outside of speaking three languages, the only reason he is in the race is because he has been around for so long.Bertie Ahern, however, is highly respected on the world stage because of his Northern Ireland achievements and his negotiating skills.The Taoiseach may also be helped by the fact that whilst he is respected in America he is not open to the charges of being Bush's poodle that have dogged Blair.The various allegations Mr Ahern is facing in the Mahon tribunal may not seriously damage his chances either. A senior EU figure said: Europeans are rather more sophisticated about these issues. Half of the present council are under one form of investigation or another and nobody resigns.
However, if Mr Ahern really wants the EU Presidency he is going to have to tough it out this year as he would be in a much stronger position to get the job if he is appointed while serving as Taoiseach.The post will be created after the ratification of the Lisbon Treaty when the current system of a rotating six-month presidency will come to an end and the EU will be run centrally with the new President of Europe.- JOHN DRENNAN.

PRESIDENT BLAIR?

Nicolas Sarkozy's campaign to crown Tony Blair Europe's first President continues apace, despite grumbles from senior French political figures.Sarkozy has pushed this most European of Britons as the semi-permanent President demanded of the revised EU Constitution almost since he came to power in May. EURSOC initially believed that Sarko was using Blair as a bargaining tool, and would throw his weight behind whichever Belgian nonentity the anti-Blair camp supported in exchange for concessions in other areas. There definitely appeared to be some support for this theory in the French papers last week. However, we're beginning to think that Sarkozy is serious about the Presidency, and serious about Blair.

First, those complaints. Former French PM Edouard Balladur and former President Valéry Giscard-d'Estaing (who led the team drafting the original, rejected constitution) oppose Blair's candidacy because:

1. They believe Blair, and Britain, are semi-detached from mainstream European policy, such as membership of the Eurozone and,

2. They see him as being dangerously close to the US - something which troubled Gen Charles de Gaulle, when he vetoed Britain's application to join the Common Market.To be accepted by all, the president of the Union must come from a country... determined to build European independence, especially in defence and foreign affairs, wrote Balladur in Le Monde (translation: The Independent).

How could Mr Blair embody this ambition when, in the disastrous episode in Iraq, he always clung zealously to the views of the US or even incited them? Italy is also said to be opposed to a President Blair (though perhaps that's because former EU Commissioner and Italian PM Romano Prodi has an eye on the job himself). Smaller nations are wary of yet another stitch up by the EU's great powers. However, Sarkozy's proposition is reported to be popular in eastern and central Europe.With the exception of Paris, it seems the further away from Britain you travel, the more popular Blair's candidacy becomes.So what of the closeness to America - and the Iraq War? The invasion of Iraq sparked an intense wave of anti-Americanism in Europe and enjoyed very little support among Europeans. One poll suggested that fewer than one in ten Frenchmen supported the invasion, though anti-war protests in France were muted, perhaps thanks to then President Chirac's strong opposition to Tony Blair's line. If anyone in Paris had suggested Blair as EU President in 2003-2004, they would have been laughed out of town. Blair's fervent support for military action was viewed as distinctly un-European, un-French.

However, Sarkozy has a different approach. Praising multipolar world is all well and good, but in 2008 no-one gives a damn about you unless your nation is blessed with in-demand natural resources and/or packs a muscular military (and is unafraid to use it). Blair represents someone who knows the responsibilities of ordering the military into the field: Putting him in charge as a European military capacity is being pushed for (by none other than one N. Sarkozy) would be a stroke of genius.France gets Europe in a way few other countries do. The French were behind the development of the EU, and for years saw the European Union as a lens through which French power could be magnified. France's 2005 rejection of the European Constitution hurt: The EU's growth weakened France's grip. Sarkozy is keen to get France back in the driving seat of European policy.The European President's role is largely symbolic: Elected by a qualified majority of governments, he would serve a 30-month term and his role would involve some committee work and chairing of summits and meetings. Deadly dull, of course, and one of those grim Luxembourg time-servers who are ubiquitous in Brussels but don't even get recognised in their own countries, never mind on international television, would be ideal for the post.

Sarkozy has grander ambitions for the role. Any EU President would be expected to appear at international events, to represent Europe in Washington, Beijing and elsewhere. Choose a grey Eurocrat, and no-one's going to show for his arrival - it'll look like yet another stitch up by the colleagues. Someone like Jean-Claude Juncker (Luxembourg's PM, and a perennial federalist favourite for the Presidency) could serve his two-and-a-half years and few Europeans would notice.The thing about a new office is that the stature of the first occupant determines its grandeur in the public imagination.A faithful Belgian Eurocrat might be suited to the role, but the Presidency would then be forever associated with bureaucrats. Say what you like about Blair, but he's one of the few public figures who can claim instant recognition on the world stage. Blair is a heavy hitter: He would deliver instant credibility to the office, even if you disagree with his policies.

As a statement of France's plans for the office of European President, it couldn't be clearer. Sure, Blair disagrees with Sarkozy on many things: Common Agricultural Policy, Turkey, state intervention and ownership to name a few. But the President, at least initially, will have no influence on EU policy. His powers will, in the EU way, be made up as they go along. Moreover, Blair's job would be to lend the Presidency international stature until the next guy takes the post - a person we are willing to bet will be a Frenchman (or woman).

LONDON - Stocks fell sharply worldwide Monday following declines on Wall Street last week amid investor pessimism over the U.S. government's stimulus plan to prevent a recession. U.S. markets were closed for Martin Luther King Jr. Day, but the downbeat mood from last week's market declines there circled through Europe, Asia and the Americas. Britain's benchmark FTSE-100 slumped 5.5 percent to 5,578.20, France's CAC-40 Index tumbled 6.8 percent to 4,744.15, and Germany's blue-chip DAX 30 plunged 7.2 percent to 6,790.19.

In Asia, India's benchmark stock index tumbled 7.4 percent, while Hong Kong's blue-chip Hang Seng index plummeted 5.5 percent to 23,818.86, its biggest percentage drop since the Sept. 11, 2001, terror attacks.Canadian stocks fell as well, with the S&P/TSX composite index on the Toronto Stock Exchange down 4 percent in early afternoon trading. In Brazil, stocks plunged 6.9 percent on the main index of Sao Paulo's Bovespa exchange.Investors dumped shares because they were skeptical that an economic stimulus plan President Bush announced Friday would shore up the economy that has been battered by problems in its housing and credit markets. The plan, which requires approval by Congress, calls for about $145 billion worth of tax relief to encourage consumer spending.We've taken our lead from the Asian markets who have not been impressed by the U.S. There's debate if there's going to be a recession in the U.S. I don't think there's much chance of that though, said Richard Hunter an analyst at Hargreaves Lansdown Stockbrokers Ltd. in London.Concerns about the outlook for the U.S. economy, a major export market for Asian companies, has sent the region's markets sliding in 2008. Just last Wednesday, the Hang Seng index sank 5.4 percent.

I think the impact would be marginal anyway.Investors took cues from the negative reaction to the president's plan on Wall Street on Friday, when the Dow Jones industrial average slid 0.5 percent to 12,099.30, bringing its loss for the year so far to nearly 9 percent.Traders also have shrugged off assurances from Federal Reserve Chairman Ben Bernanke that the U.S. central bank is ready to act aggressively — which means a likely big interest rate cut later this month — to help the sagging economy.Some analysts predict that Asia won't suffer dramatically from a U.S. recession because increased trade and investment within Asia has made the region less reliant on the United States than in the past. Even if those markets recover, it will take sometime for the recovery to reach India because today's fall has been so drastic, said Jayant Pai, of the Mumbai investment company IL&FS Ltd. Still, Pai and others suggested that the declines could lead to a buying opportunity. The sell-off today takes us close to the bottom, she said. Since the start of the year, Japan's Nikkei index has declined 13 percent, while Hong Kong's blue-chip index is down more than 14 percent. Even China's Shanghai index — which nearly doubled last year — has fallen 6.6 percent over the same period and nearly 20 percent from its all-time closing high on Oct. 16. JERUSALEM - Israel launched an advanced spy satellite Monday that will be able to track events in Iran, the country it considers its top foe, even at night and in cloudy weather, defense officials said. The TECSAR satellite is of particular importance for Israel because it can be used to keep tabs on Iran's nuclear program, which the U.S. and Israel fear is a cover for pursuing nuclear weapons, they said.The satellite, developed by Israel Aerospace Industries, operates with a special radar system, allowing it to view much more than existing Ofek satellites that use cameras, the officials said on condition of anonymity because they were not authorized to talk to the press.Israel has backed U.S. efforts to get the international community to intensify sanctions against Tehran over its nuclear program. Iran insists its program is for power generation.The company confirmed the satellite launching in a statement.

The TECSAR is the first satellite of its kind developed in Israel, and ranks among the world's most advanced space systems, the statement said.The satellite includes an advanced imaging system based on synthetic aperture radar, or SAR, technology, the statement said.The development and launching cost tens of millions of dollars, the officials said. Within two weeks it will be possible to view pictures from the device, the officials said. BERLIN (Reuters) - Fears that hordes of illegal immigrants would pour into the European Union once border controls for nine mostly Eastern European nations were abolished a month ago appear, at least for now, to have been unfounded.Governments in Germany, Austria, Poland and the Czech Republic surveyed by Reuters said there was no evidence of a rise in either illegal immigration or crime since the EU's Schengen zone was enlarged on December 21 -- although the EU's own border agency says it is too early to draw conclusions.There's been no new mass migration detected and the situation on a whole has been rather quiet, said Gabriele Hermani, a German Interior Ministry spokeswoman. She said there had been no notable increase in illegal immigration or crime.We're confident the reorganised federal police force (ex border patrol) will master the challenges, she said. Some 6,000 police operate in mobile patrols in a 30-km (18-mile) wide strip at the German frontier, randomly checking one in 2,000 vehicles.

The extension of the Schengen zone on December 21 to nine more nations created an area of passport-free travel of 24 countries spread over 4,000 km (2,500 miles) from Estonia to Portugal.The enlargement brought in Poland, Slovakia, Hungary, the Czech Republic, Slovenia, Malta, Latvia, Lithuania and Estonia.It is expected to boost business and tourism but brought accompanying fears of increased people-trafficking and crime.In Germany, where tabloid media and a police union fanned fears, the Interior Ministry said 564, most from Chechnya, were caught between December 21 and January 13. and sent back to Poland.It said many of those caught had already applied previously for asylum in Poland and had not entered the EU after December 21.German police unions said only a fraction of illegal immigrants were caught, warning the true number is far higher.But Interior Ministry officials said the numbers, which rose briefly in the final week of 2007, are similar to before enlargement. It's obviously a different situation when the border controls suddenly disappear. Czech officials did say, however, they had also intercepted a number of illegal immigrants from Chechnya. The resolution criticises Egypt over the status of religious minorities, alleged torture practices and the decades-long state of emergency.It also calls for the immediate release of jailed dissident Ayman Nur, who mounted an unprecedented campaign against Hosni Mubarak, Egypt's president, in the 2005 presidential elections. He was jailed for five years for fraud in a conviction widely seen as politically motivated. In Cairo, the foreign ministry summoned EU ambassadors to inform them of Egypt's complete rejection of a draft resolution over human rights in Egypt, a spokesman said.Hossam Zaki said the ministry will not accept any attempt by any country to comment on the human rights situation in Egypt, as it will not allow itself to lecture other countries over their domestic affairs.On Wednesday, the speaker of Egypt's parliament threatened to sever links with the European parliament if the resolution passed, the official Egyptian Middle East News Agency said. The People's Assembly [Egypt's lower house] will consider cutting ties with the European parliament... as long as it continues to use the language of commands and condescension, Fathi Surur told Mena, rejecting the draft text as a flagrant interference in Egypt's domestic affairs. A severe achy-joint fever spreading in Asia via mosquitoes could easily reach more countries in the region and potentially take hold in Europe and the United States, World Health Organization experts warn.The fever, called chikungunya, is ravaging parts of Indonesia, sickening people with rashes, vomiting, headaches and joint pain so intense it is often too painful for victims to sit or stand.It's enormously disruptive ... the outbreaks are very abrupt and intense, said Michael Nathan, a mosquito-borne disease expert at the WHO in Geneva. Lots and lots of people are seeking help all at the same time and services struggle to cope with that.Singapore reported eight suspected cases this week, the first time the virus has spread locally, according to a Ministry of Health statement. Officials were scouring the area to destroy mosquito breeding grounds, and tests were conducted to ensure no one else was infected, it said. Taiwan also detected three cases in travelers from Indonesia, two in December and another earlier last year.

Nearly 300 people in northern Italy were sickened in 2007 after an infected traveler came from India, the first time an imported case of the tropical disease sparked a local outbreak in Europe.Although rarely fatal, the virus can lead to death in patients with other underlying health conditions and is especially hard on the elderly.
Symptoms are similar to dengue fever, another mosquito-borne disease, but joint and muscle pain is typically more intense and longer lasting with arthritis-like aches reported months or even years after infection. Dengue is considered more dangerous because it can cause internal bleeding that leads to death.Chikungunya was first identified in Tanzania in the early 1950s and has caused periodic outbreaks in Asia and Africa since the 1960s. In 2005, the Indian Ocean island of Reunion, popular with French tourists, was devastated by the disease, with up to a third of the population sickened.Researchers from the University of Texas discovered a mutation occurred during that outbreak, which allowed the disease to be spread efficiently by the Asian tiger mosquito. Previously, the Aedes aegypti, or yellow fever mosquito, was the main transmitter.The tiger mosquito can survive in cooler climates, giving it a much wider geographic range, including Europe and North America. The virus could spread if an infected traveler is bitten and carries it into a new territory where other tiger mosquitoes can pass it on. The disease has shown up in the United States nearly 40 times but has never triggered an outbreak.

With international travel being easy and fast, it is easy for the virus to be imported into a new region, said Stephen Higgs, co-author of the University of Texas findings published last month in the Public Library of Science journal PLoS Pathogens.Health experts also say climate change is helping the virus spread because warmer temperatures are allowing mosquito-borne diseases, including malaria and dengue fever, to expand into areas that were previously too cold for breeding.Warmer weather can also shorten mosquito life cycles, potentially doubling the number of insects born in one week, said Erna Tresnaningsih, director of animal-borne diseases at Indonesia's Ministry of Health.We'll have more mosquitoes, which need a shorter time to mature and will immediately seek the blood they need to breed, she said.Chikungunya resurfaced in India in 2006, catching health officials off guard with its quick spread.

Chavez frequently uses his position and the state-sponsored media to viciously attack Israel and the Jewish people. During the Second Lebanon War in 2006, Chavez repeatedly accused Israel of genocide and terrorism. With blatantly anti-Semitic lies like this coming from the highest levels of government, it's no wonder Venezuelan Jews live in a climate of fear.

In the interview Eppel also underscores the fact that Chavez' threat extends beyond Venezuela's borders - primarily due to the growing alliance and partnership between Venezuela and Iran. Chavez and Iranian president Mahmoud Ahmadinejad see themselves as fellow fighters in a struggle against Western imperialism and Zionism, and routinely issue harsh threats against Israel and the U.S. When Chavez says, The United States empire is on its way down and it will be finished in the near future, and Ahamdinejad says, the United States and the Zionist regime of Israel will soon come to the end of their lives, it is almost impossible to tell them apart.

Even more ominously, Eppel calls attention to joint business projects that have been launched by Iran and Venezuela, among them a bicycle factory in a remote area of the South American country. Why, Eppel asks, would the Venezuelan government set aside a huge tract of land for such an unlikely project? The answer is that this bicycle factory is believed by some to be a front for a uranium mine. Chavez and Ahmadinejad, it seems, share more than just a hatred of Israel and the West - both their countries have nuclear ambitions, and are willing to work together to further each other's aims.

David's Comment: Time to Drop the Peace Process
For the last 60 years, the entire span of modern Israel's history, the nation has on one hand been waging a war of defense and on the other hand attempting to negotiate peace. There has been success in the peace process with Egypt and Jordan, even though the peace with Egypt is a cool peace at best. The Egyptians continue to favour their relationship with the Gazans over Israel in that turn a blind eye to the smuggling of weapons, cash and terrorists across their border with Gaza. The peace treaty with Jordan seems to be far more convivial apart from the fact that seemingly friendly King Hussein calls for Israel to return to the pre 1967 borders, which could place what would be left of Israel in an extremely vulnerable position - not the actions of a true friend.

Even though the peace treaties with Egypt and Jordan have been relatively successful, the promise of a similar success on the Palestinian track is very remote indeed. The so called Palestinians simply aren't interested in living peaceably with the Israelis. Just a day after PA leader Mahmoud Abbas met with President Bush, the father of the Two State Solution - two states living side by side, he was photographed meeting with his PA associates standing in front of a map showing all of Israel to be the Palestinian state. When Abbas speaks to his fellows, his language is very different than when he speaks to the Americans and the Israelis. Then there is the ongoing factionial violence between Fatah and Hamas that could end up with Hamas taking over the West Bank.

Add to that the fact that for the last 40 years, and continuing into this period when the Fatah aligned Palestinians appear to be pursuing peace with Israel, Abbas & co still refuse to accept Israel as a Jewish state and they continue to brainwash their children with unabashed anti-Israel and anti-Semitic propaganda on television and in the schools. Only a fool could be deceived to believe that Abbas truly seeks peace when they are preparing the next generations for war. If Olmert and Abbas did ever manage to sign a peace treaty and they stopped the brainwashing program immediately, it would take decades for all of the brainwashed, Israel hating potential terrorists to disappear.For their own legacy and glory, President Bush and Condalesa Rice are attempting to force peace into a situation that is ill prepared for peace. Next year their leadership will be relegated to the history books, but Israelis will have to pay the price for many years, probably with the loss of many soldier's and civilian's lives, to repair the damage that these seriously misguided, self seeking politicians, are trying so hard to create.

After forty futile years of attempting to make peace with the so called Palestinians and in light of the threat from Hamas in Gaza and the possible Hamas take over in the West Bank, the only sensible, self preserving option is for Israel to drop the road to nowhere peace process, to be strong, to stand against the suicidal pressure of the US and others, and take every military option necessary to quell the rocket attacks and other forms of terror against the innocent, legitimate citizens of Israel.

For those who still look to the 'land for peace' strategy, todays news should put an end to that fantasy. Two years ago the Sharon government ethnically cleansed the Gaza Strip of all Jews in a deal to secure peace. Since then Gaza launched rockets have struck Israel daily with over 80 Kassam rockets have hit in the last 24 hours. Land for Peace is a joke - a bad joke at that !

The BIG QUESTION is where is the God of Israel in all of this - why doesnt He stop Bush? Josie believes it is similar to the story of Pharaoh in Exodus. Why did the Lord allow the Pharoah to hold then Hebrew slaves back for so long ? We read that God hardened Pharaohs heart, so that in the end YHVH could show His power. Is the Lord is doing the same today with Bush, then not only George, but the whole nation may well be in serious danger of experiencing the wrath of God.We could pray Lord have mercy but that wont help unless Bush repents and turns away from dividing God's land. We need to pray that the evil powers that are controlling him would be broken off him and that the Holy Spirit will touch him in a powerful way and bring him back to Biblical reality. Then we can pray that the Lord will have mercy.

The Lord bless you as you bless Israel by standing in defense of her right to exist on the land given to the Jewish people by the God of Israel . Lets pray that Israel will turn back to their God. Do not be silent, but share this with your fellow Christians, share it with your pastors, and with anyone you have a chance to speak to. Lets also pray for that breakthrough to the Muslims, and please remember to pray for our son Jordan, and all of his fellow soldiers in the IDF.

Slovenia criticises French Mediterranean Union proposal

EU presidency Slovenia has criticized French president Nicolas Sarkozy's proposal to set up a Mediterranean Union connecting countries bordering the Mediterranean Sea, with Turkey as the backbone of the club.Speaking on Wednesday (16 January) before MEPs about his country's plans for the six month presidency, Slovene Prime Minister Janez Jansa agreed that EU relations with Mediterranean states should be strengthened.But alluding directly to Mr Sarkozy's plan, he said: We do not need a duplication of institutions, or institutions that would compete with EU, institutions that would cover part of the EU and part of the neighbourhood.The EU is a whole, a single entity, and only as such can it be a help in establishing peace, stability and progress in our neighbourhood and in the broader context, Mr Jansa added.

France, holder of the next presidency of the European Union, intends to mount a summit in July to discuss the Mediterranean Union idea.Mooted shortly after he became president of France, the concept has caused unease in Brussels as it is seen as likely to duplicate the existing EU structures covering relations with Mediterranean countries.In addition, Mr Sarkozy's idea is perceived by many as being an alternative path for Turkey, as the French president is a firm opponent of Ankara's membership bid.Germany has also expressed concern at the plan, saying it risks splitting the EU.In a small dig at France, which is seen as overshadowing Slovenia with regular announcements of its plans under its own EU presidency beginning in July, Mr Jansa said:Hopefully our friends in Paris will not hold this against us, but we also want to lead Europe with a vision. 2008 EUobserver.

Mediterranean EU members back creation of Mediterranean Union

PAPHOS, Jan. 18 (Xinhua) -- The foreign ministers of the Mediterranean EU member states voiced their support for the creation of a Mediterranean Union at a two-day meeting concluded in Paphos, southwestern Cyprus, on Friday. We reaffirmed our support to all efforts which have as an objective the strengthening of the cooperation between European and Mediterranean countries and reiterated the importance of the Mediterranean region for the security, stability and prosperity of the European Union, Cypriot Foreign Minister Erato Kozakou-Marcoullis ministers told a press conference. In this context, the Mediterranean EU member states, also called Olive Group, expressed their support for the creation of a union for the Mediterranean.

Such a proposal was first put forward by French President Nicolas Sarkozy. The Mediterranean Union will consist of southern European, Middle Eastern and North African countries bordering the Mediterranean Sea. Portugal, Spain, France, Italy, Greece, Cyprus, Malta, Turkey, Lebanon, Israel, the Palestinian Authority, Egypt, Libya, Tunisia, Algeria and Morocco are expected to be included in this group.

Sarkozy has expressed that the Mediterranean Union could act as a bridge between Europe and Muslim world. The Mediterranean EU states' foreign ministers said Friday in a concluding statement that they envisaged this union as a project-based mechanism, founded on the principle of equality of States. But they added that it would, in no way, interfere or substitute the accession prospects of the candidate countries, clearly referring to Turkey.
They decided to further discuss the proposal, in order to take it forward, ahead of the next EU summit to be held in Paris in July.

On Kosovo, the ministers reiterated the leading role of the EU and the need to maintain an EU unified position.Foreign ministers and senior officials from Slovenia, Greece, Spain, Italy, Portugal, Malta, Bulgaria, Romania, France and Cyprus participated in the fifth informal meeting in Paphos. During the two-day event, they also discussed other issues such as Kosovo, Lebanon, Middle East peace process, illegal immigration and natural disaster response mechanism.Editor: Yan Liang.

CAIRO (Reuters) - Egypt has cancelled talks with senior European Union officials after the bloc criticized the Arab country's human rights record, the Egyptian Foreign Ministry said on Saturday.
Egyptian analysts and rights activists said the government overreacted by cancelling the talks, which were due to cover a range of political issues including democracy and human rights.

But they said the squabble was unlikely to have longer-term repercussions, in part because issues such as trade ties were more important to both sides. The EU is Egypt's biggest trade partner. It accounts for nearly 43 percent of Egyptian imports and 31 percent of exports, including natural gas, according to the EU's website.The spat arose after a European Parliament resolution, passed on Thursday, called on Egypt to end all forms of harassment, including judicial measures, detention of media professionals and, more generally, human rights defenders and activists.It also called for the immediate release of opposition politician Ayman Nour and for a change in the law on military courts, which critics say Egyptian authorities have sometimes used against the government's political opponents.Foreign Ministry spokesman Hossam Zaki said the resolution had created a tense atmosphere that made holding the two-day meeting of the EU-Egypt Subcommittee on Political Matters at this stage inappropriate. The talks were had been due to take place in Cairo on Wednesday and Thursday.Some Egyptian lawmakers called for ties with the European Parliament to be suspended.

Local and international human rights groups say torture is systematic in Egyptian jails and police stations. They also criticize the government for cracking down on political dissidents, journalists and bloggers who oppose its policies. Cairo denies systematic human rights violations.The Egyptian response was exaggerated and (reflected) a high degree of tension, political analyst Amr El-Choubaki said. He said Egypt hoped to discourage the EU from similar criticism in the future by cancelling the talks.

Mohamed El Sayed Said, a political commentator and editor of the leftist al-Badeel daily, said the issue would not harm bilateral relations, even though Egypt will not implement any kind of (democratic) reforms.The issue will cool down in a couple of weeks and both sides will be negotiating new (trade) agreements again.
Egyptian rights activists have long criticised the European Union for not pushing President Hosni Mubarak for more freedoms and democratic reforms. They also blame U.S. President George W. Bush for abandoning his campaign for democracy in the largely autocratic Middle East.They (Egyptian authorities) are still euphoric that Bush is leaving (office next year) without carrying out the political reform he wanted for the region, said prominent rights activist Hesham Kassem. Tell truth on EU treaty, say MPs

The battle over the EU Reform Treaty has been reignited after an influential committee of MPs said that the document is no different to the defunct EU Constitution.As the Government prepares to debate the treaty in the House of Commons, a report by the foreign affairs select committee concludes that it cedes vital powers to Brussels and that ministers are misleading the public by saying that it does not.The findings come as campaigners reveal plans to stage a series of mini-referendums in 10 areas across Britain. The vote, organised by the cross-party I Want A Referendum group, follows a Telegraph campaign backed by more than 100,000 people.The treaty begins its second reading debate tomorrow with the Government aiming to push it through both Houses of Parliament before the summer. Gordon Brown plans a parliamentary marathon, dealing with the document section by section in a debate that will go on for 15 days.

In its report, the Labour-dominated foreign affairs committee hits out at ministers for deliberately playing down the consequences of the treaty and calls on them to publicly put this right by admitting how much power it really hands to Brussels.Crucially, the report concludes that there is no difference between the foreign policy provisions in the rejected European Constitution and those in the new EU Reform Treaty, now known as the Lisbon Treaty.The committee says: We conclude that there is no material difference between the provisions on foreign policy in the Constitutional Treaty which the Government made subject to approval in a referendum and those in the Lisbon Treaty on which a referendum is being denied.It adds: The Government risks underestimating, and certainly is downplaying in public, the importance and potential of the new foreign policy institutions established by the Lisbon Treaty, namely the new High Representative and the European External Action Service. We recommend that the Government should publicly acknowledge the significance of the foreign policy aspects of the Lisbon Treaty.The committee says that the signing of the treaty was the culmination of a process which had little scope for UK public or parliamentary debate and engagement.It concludes: We recommend that all amendments to the treaty, including extensions of qualified majority voting, should be done by primary legislation and not simply by a vote of the House.

Last night, the Conservatives said the report proved once and for all that the Government was guilty of a stitch-up to cut out public debate.William Hague, the shadow foreign secretary, said: Gordon Brown's pretence that this treaty is not in effect the EU Constitution reheated and renamed is now ridiculous. All of his arguments have been discredited. He made an election promise that there would be a referendum. He said that keeping manifesto promises was a matter of trust between him and voters. If Gordon Brown still insists on ramming this treaty through, all those fine words will be exposed as the most cynical spin.Ministers continued to insist last night that the treaty was a good deal for Britain. David Miliband, the Foreign Secretary, said: The Reform Treaty gives Britain a bigger voice in Europe and enshrines children's rights for the first time.By opposing this treaty, the Tories are yet again completely isolated in the EU. The only parties that share their extreme position in 27 member states are the Portuguese communists, Sinn Fein, the Dutch ultra-Right fringe and the Dutch animal rights party.But the swell of demands for a referendum showed no signs of abating. Organisers of I Want A Referendum announced on Sunday that half a million people in marginal constituencies will get their chance to have a say on the Treaty in what will be the biggest vote on Europe since 1975, when Britain voted to stay in the Common Market.

Former military chiefs call for joint EU-NATO directorate

Five former Western military leaders have called for the formation of a joint EU-NATO directorate in order to co-ordinate the two bodies' response to any threats to global security.In a report presented to the German Marshall Fund in Brussels on Wednesday (16 January), the authors lamented the lack of co-ordination between the EU and NATO both in the European capital and on the ground in conflict zones such as Afghanistan where both organisations have committed troops.Also criticising the United Nations' ability to respond to dangers, the report argues that better co-operation between the EU and NATO through a new high-level political body – a steering directorate should fill this void.We propose, as a first step towards a new and wider transatlantic bargain, the establishment of a US, EU, NATO steering directorate at the highest political level.The United Nations is confronted with insurmountable political disunities and executive incapacity, the report says.

There is a great mismatch between the interconnected list of dangers and the international and national capabilities to respond to them - capabilities that are weakened by their disunity.The report, entitled Towards a Grand Strategy for an Uncertain World, was authored by former French chief of defence staff Jacques Lanxade, former Dutch chief of defence staff Henk van den Breemen, former NATO military committee chief Klaus Naumann, former UK chief of defence staff Peter Inge, and former chairperson of the US joint chiefs of staff John Shalikashvili.Within the EU, 21 of 27 member states are also members of NATO, and NATO itself has 26 members.

However, despite the overlap, co-ordination between EU and NATO military activities has been problematic at times, with concerns over military capabilities and duplication of activities.Both NATO and EU have rapid response units raising the question of where loyalties would lie in the event of an EU member state being asked to contribute to both forces at the same time.The report highlighted possible future threats from Iran and China, as well as the ongoing danger from Islamic extremists.It comes ahead of a summit of the Western military alliance in April, where national leaders are expected to craft a new post-Cold-War role for NATO.

Russia warns of preventative nuclear strike

The Russian military's Chief of Staff says Moscow is ready to use preventative nuclear strikes to defend itself. Speaking at a conference at the Academy of Military Sciences in Moscow, General Yuri Baluyevsky said Russia must be ready to counter possible threats. We do not intend to attack anyone, but we consider it necessary that all our partners in the international community clearly understand that for the defence of our sovereignty and the territorial integrity of Russia and its allies, the armed forces will be employed, including preventively the use of nuclear weapons, he said.Analysts say the General's remarks do not mark a shift in policy, but are the latest in string of assertive comments.

Despite decades of disappointment, plucky Pentagon boffinry chiefs continue to seek a working electromagnetic pulse weapon - the dreaded, circuitry-frying e-bomb.The US Air Force Research Laboratory is now initiating a five-year, $75m programme intended to finally get the field of electropulse combat kickstarted.Wired magazine reported yesterday on the upcoming High Energy Research and Applications (HERA) programme, advertised by the airforce war boffins here.The preferred airforce term for the desired kit is High Power Microwave (HPM). The HERA programme is supposed to deliver aerial and ground based HPM weapon systems... close to an end product by 2012. This dovetails nicely with hints given in a presentation by a Pentagon research chief some months ago.

The HERA notice says the Air Force would like zappers delivering peak power in the multi-gigawatt range, or even more.Research and experiments will be conducted with the goal of... increasing power (trillion watt range)... mating advanced weapons concept devices to HPM generators...Millimetre-wave pulses in the lotsa-gigawatt intensity range - let alone terawatt - can run up against air breakdown limits where the very air itself starts to glow with the energy being beamed through it. While no doubt very cool in appearance, from the war boffins' point of view this is a problem as they want the power to get into the enemy's circuitry rather than waste itself in flashy pyrotechnics. They'd like candidates for the $75m to have innovative methods to overcome air breakdown limits up their sleeve.Among other things, the lucky organisation will also need plenty of staff suitable for a CRITICAL NUCLEAR WEAPON DESIGN INFORMATION security clearance. This is probably to do with the fact that most of the decent HPM pulses produced so far have been side effects of atomic bomb explosions.

All this is pretty tasty stuff: but it isn't a death ray, or anyway isn't meant to be. The idea is to mount strikes against targets set such as... facilities with electronic systems or centers of gravity. The electropulse blast would knock out communications, data, and/or power grid networks, by overloading their circuits with fatal RF-induced spikes.(This was what evil Sean Bean planned to do to London in the Bond caper Goldeneye, using a space-based nuclear HPM gizmo built by the Russians and controlled from a thinly-disguised shopping centre.)That's not to say that microwaves at this sort of power couldn't hurt or kill people, but if that's what you want to do there are easier and cheaper ways. This probably is what the Pentagon says, an attempt to kill electronics rather than humans.Even so, nobody needs to start wrapping all their gear in Faraday cages just yet. People have been foretelling the HPM e-bomb forever, and many disappointments have been suffered. This is likely to be just another long shot on the part of the US air force, who'd very much like to have some more options in between dropping leaflets and blowing everything up.So leave that tinfoil on the shelf for now.

The Jesuits' superior general, known as the black pope because of the color of his cape and the power wielded by the order, succeeds Dutchman Peter Hans Kolvenbach, 80, who resigned after leading the order for 24 years. The 71-year-old Spanish-born Nicolas, who spent more than half his life in Japan where he arrived in 1961, was president of the Jesuit Conference of East Asia and Oceania.

25 Therefore thus saith the Lord GOD; Now will I bring again the captivity of Jacob, and have mercy upon the whole house of Israel, and will be jealous for my holy name; 26 After that they have borne their shame, and all their trespasses whereby they have trespassed against me, when they dwelt safely in their land, and none made them afraid. 27 When I have brought them again from the people, and gathered them out of their enemies' lands, and am sanctified in them in the sight of many nations; 28 Then shall they know that I am the LORD their God, which caused them to be led into captivity among the heathen: but I have gathered them unto their own land, and have left none of them any more there. 29 Neither will I hide my face any more from them: for I have poured out my spirit upon the house of Israel, saith the Lord GOD.

1 Blow ye the trumpet in Zion, and sound an alarm in my holy mountain: let all the inhabitants of the land tremble: for the day of the LORD cometh, for it is nigh at hand;
2 A day of darkness and of gloominess, a day of clouds and of thick darkness, as the morning spread upon the mountains: a great people and a strong; there hath not been ever the like, neither shall be any more after it, even to the years of many generations.
3 A fire devoureth before them; and behind them a flame burneth: the land is as the garden of Eden before them, and behind them a desolate wilderness; yea, and nothing shall escape them.

20 In that day shall there be upon the bells of the horses, HOLINESS UNTO THE LORD; and the pots in the LORD's house shall be like the bowls before the altar. 21 Yea, every pot in Jerusalem and in Judah shall be holiness unto the LORD of hosts: and all they that sacrifice shall come and take of them, and seethe therein: and in that day there shall be no more the Canaanite in the house of the LORD of hosts.

REVELATION 11:15-19

16 And the four and twenty elders, which sat before God on their seats, fell upon their faces, and worshipped God,
17 Saying, We give thee thanks, O LORD God Almighty, which art, and wast, and art to come; because thou hast taken to thee thy great power, and hast reigned.
18 And the nations were angry, and thy wrath is come, and the time of the dead, that they should be judged, and that thou shouldest give reward unto thy servants the prophets, and to the saints, and them that fear thy name, small and great; and shouldest destroy them which destroy the earth.
19 And the temple of God was opened in heaven, and there was seen in his temple the ark of his testament: and there were lightnings, and voices, and thunderings, and an earthquake, and great hail.

REVELATION 19:10-21
10 And I fell at his feet to worship him. And he said unto me, See thou do it not: I am thy fellowservant, and of thy brethren that have the testimony of Jesus: worship God: for the testimony of Jesus is the spirit of prophecy.
11 And I saw heaven opened, and behold a white horse; and he that sat upon him was called Faithful and True, and in righteousness he doth judge and make war.
12 His eyes were as a flame of fire, and on his head were many crowns; and he had a name written, that no man knew, but he himself.
13 And he was clothed with a vesture dipped in blood: and his name is called The Word of God.
14 And the armies which were in heaven followed him upon white horses, clothed in fine linen, white and clean.

19 And I saw the beast, and the kings of the earth, and their armies, gathered together to make war against him that sat on the horse, and against his army.
20 And the beast was taken, and with him the false prophet that wrought miracles before him, with which he deceived them that had received the mark of the beast, and them that worshipped his image. These both were cast alive into a lake of fire burning with brimstone.
21 And the remnant were slain with the sword of him that sat upon the horse, which sword proceeded out of his mouth: and all the fowls were filled with their flesh.
