The first named storm of 2007 swirled off the Southeast coast early Thursday, while rain showers pelted the Northeast and southern Plains. Subtropical Storm Andrea was expected to produce scattered showers and thunderstorms over the Carolinas, Georgia and Florida.

High surf was likely along the coast.A low pressure system was moving through the Great Lakes, Ohio Valley and Mississippi Valley and was predicted to reach the Northeast and Appalachians by day's end.Another storm system was moving through Texas toward Louisiana, sparking showers and scattered thunderstorms in Texas and along the Gulf Coast.Scattered showers also were possible from the Northwest through the Intermountain West and into western Montana.The Southwest was to be quite warm Thursday as temperatures rise well into the 90s and 100s for much of the region. Portions of the Southeast will rise into the 80s and 90s, while the Northeast will see temperatures in the 70s. The Plains will rise into the 70s and 80s, while the Northwest will see temperatures in the 50s, 60s and 70s.

Temperatures in the Lower 48 states Wednesday ranged from a low of 22 degrees at Leadville, Colo., to a high of 110 degrees at Death Valley, Calif.

Flooded Uruguay town has looters, but no drinking water Wed May 9, 11:20 PM ET

DURAZNO, Uruguay (AFP) - Heavy rains have not only flooded the town of Durazno, north of the Uruguayan capital, driving residents from their homes, but has muddied the drinking water as well.

Today is a good day for Durazno, said governor Carmelo Vidalin. The waters of the Yi river have not gotten higher.That is as much as anyone could hope in this town of 30,000, of which 6,000 have left, 180 kilometers (110 miles) north of Montevideo.The river crested and the water level has fallen 2.5 centimeters (one inch) an hour, according to emergency workers.Residents got drinking water from tanker trucks, while treatment plants are under water.

That meant suspending primary and secondary school classes.Health Minister Jorge Basso warned against outbreaks of diarrhea while ordering the vaccination of children 2-5 against hepatitis and everyone against the flu.The Yi river has not crested this high since 1959, said residents, some of whom lost everything from clothing to furniture and vehicles and are sleeping in shelters.Others fear looters, who are traveling in boats, will make off with their things.

MIAMI - The first named storm of the year formed Wednesday off the southeastern U.S. coast, more than three weeks before the official start of the Atlantic hurricane season, forecasters said. Subtropical Storm Andrea had top sustained winds around 45 mph Wednesday afternoon and didn't appear to be much of a threat, the National Hurricane Center in Miami said. Still, a tropical storm watch was issued for parts of Georgia and Florida, meaning tropical storm conditions are possible within 36 hours.

We're not looking at this system strengthening significantly, said Richard Pasch, a senior hurricane specialist at the center.The storm's wind, however, has been blowing smoke from wildfires across Georgia and Florida.It didn't appear the wind would hinder firefighting efforts, said Jim Harrell, a spokesman for Florida's Division of Forestry. But those battling the blazes won't get much immediate help from rain forecasters said no significant downpours were expected over land through at least Thursday morning. The storm's lightning could also spark more fires, meteorologists said.

At 2 p.m. EDT, Andrea was centered about 100 miles southeast of Savannah, Ga., and about 135 miles northeast of Daytona Beach. The storm was moving west at about 3 mph.Wind-driven waves have been causing coastal erosion in South Carolina, Georgia and Florida, and the ocean has lapped at beachfront homes and condominiums.Coast Guard officials in South Carolina said they had rescued one of two kayakers who had been missing since Tuesday when they were seen leaving Seabrook Island, S.C. Jeremy Scott, 28, of Atlanta, was found about five miles east of Fripp Island.

Authorities were continuing to search for Stephen Lee, 27, of Atlanta.Subtropical systems are hybrid weather formations that are usually weaker than hurricanes and tropical storms. They are kind of a half-breed, sharing characteristics of tropical systems, which get their power from warm ocean water at their centers, and more typical bad weather that forms when warm and cold fronts collide, Pasch said.

Forecasters said Andrea has the warm center characteristic of tropical storms but its core is not particularly well defined. In addition, its winds are farther out from the center than they would be in a tropical storm.Typically, about one subtropical storm forms each year, but they often turn into tropical storms. That doesn't appear to be the case with Andrea, senior hurricane specialist Jack Beven said. It only has a small area of warmer water to draw energy from and is facing dry wind.

He said it wasn't unusual for the storm to form in May, outside the hurricane season that starts June 1 and end Nov. 30. Eighteen tropical storms and four hurricanes have been recorded in that month since 1851; the earliest hurricane had made landfall on the U.S. was Alma in northwest Florida on June 9, 1966.

What we call the hurricane season is a totally manmade creation. Nature doesn't always pay attention to that, Beven said.Private and university forecasters have predicted that the 2007 season will be especially active, producing up to 17 tropical storms and hurricanes and a well above average possibility of at least one striking the U.S. The federal government plans to release its predictions May 22.The Atlantic basin has been in a busy period for hurricanes since 1995. Some federal forecasters believe this is part of a natural cycle. But the Intergovernmental Panel on Climate Change, a U.N.-sponsored group, says global warming caused by humans has led to an increase in stronger hurricanes.

Storm dissipates off Florida but rain welcomed MAY 10,07

MIAMI (Reuters) - Subtropical Storm Andrea dissipated off the U.S. Atlantic Coast on Thursday and promised only scant rainfall in Florida, where brush fires burned throughout the parched state.

Andrea's winds had helped fan the 225 wild fires burning in Florida, where the winter dry season was the third-driest on record. Much of the state was under water-use restrictions and blanketed with smoky haze from the fires.Andrea was a subtropical storm, lacking the warm core and thunderstorms characteristic of a tropical storm. All warnings were dropped and the system was downgraded to a depression on Thursday when its sustained winds weakened to 35 mph (55 kph). Forecasters at the National Hurricane Center said Andrea still could bring an inch of rain to coastal areas as the remnants drifted off the northeast Florida coast.That would hardly be enough to douse the fires that burned in 52 of Florida's 67 counties.Andrea formed three weeks before the official start of the Atlantic
-Caribbean hurricane season, which runs from June 1 to November 30.

JERUSALEM - Prime Minister Ehud Olmert told an investigative panel that the Israeli military seriously let itself down in last summer's war in Lebanon, according to censored minutes of his testimony released on Thursday. But Olmert tried to deflect the commission's suggestions that he acted rashly and on the basis of sketchy information.The 89 pages of testimony were released 10 days after the commission issued a damning appraisal of his handling of the initial stage of the war.

The especially harsh censure of Olmert has prompted renewed calls for his resignation and cast a cloud over his political future.Although he has survived the initial uproar over the report, it is not clear whether he can keep his coalition together under his leadership. A final report on the 34-day war is due out in the summer.The war started July 12 when Hezbollah guerrillas carried out a July 12 cross-border raid in which three soldiers were killed and two were captured.The Israeli public backed Olmert throughout the war, but the support broke down after he failed to achieve his two declared aims — recovering the two soldiers and crushing Hezbollah, which in the course of the war bombarded Israel with nearly 4,000 rockets.The minutes of Olmert's appearance before the war probe panel — censored by the military on security grounds — are studded with panel members' suggestions that Olmert took decisions without doing enough to explore alternatives or seek information beyond what the military told him.

Asked whether he displayed any skepticism about what the military told him, Olmert didn't reply directly with any examples of how he might have disputed that information. Instead, he told the commission's five members that in his position, he had to apply another perspective that they (military commanders) don't have and can't have.

At the end of his testimony, Olmert acknowledged making mistakes of his own, saying, for example, that he might have met more often with senior Cabinet ministers to consult with them on diplomacy.Olmert told the panel he was convinced Hezbollah would send rockets thudding into Israel's northern communities — as it did — and that he had two options: do nothing or do something from the very first minute. I don't think there was any option but to act from the very first, he told the commission.When weighing his options, Olmert said, In my mind's eye, I saw the new Lebanese morass closing in on us like the old one did — a reference to Israel's
1982 Israeli invasion of Lebanon to eject Palestinian militants. That led to an 18-year military occupation of a strip of southern Lebanon.

While effusively praising the fighting forces as exceptional, Olmert he said the military command seriously let itself down during the war.Something in the concept of how they operated the forces, something in the concept of their control over the forces, something wasn't what we expected, unfortunately, and that no doubt led to the gap between our abilities and what we achieved in practice.Asked to address the breakdown of security on the border with Lebanon in July, Olmert acknowledged that senior security officials told him about a lack of military exercises in the area. But he said he didn't really pay much attention because the defense establishment always comes to budget deliberations saying it doesn't have enough money.Olmert's office, commenting on the testimony, defended his wartime actions as the necessary conclusion from a process of planning and consultation that Olmert has carried out since taking over as prime minister in January 2006, following Ariel Sharon's incapacitating stroke.

Addressing commentators' criticisms that Olmert was trying to shift the blame to the army, the statement said, the prime minister didn't fob off responsibility onto anyone or accuse anyone. ... At the same time, Olmert doesn't conceal there were failures; the military says that, too.Israel Radio analyst Hanan Crystal said that after last week's devastating report, the new testimony would cause little additional damage to Olmert.If we thought that the interim report created a magnitude 8 or 9 earthquake this testimony is not going to cause further upheaval, Crystal said. It won't be this that brings about Olmert's resignation.The censored testimonies of Defense Minister Amir Peretz and wartime military chief Lt. Gen. Halutz were also published on Thursday. Peretz told the panel Israel expected the war to last 10 to 14 days. At a meeting with Halutz and other defense chiefs, The prominent opinion was that ... we could not pursue a policy of restraint given the situation in which we found ourselves. In his heavily censored testimony, Halutz told the committee that the army's greatest failure was its inability to bring the war to a swifter conclusion, the Haaretz newspaper reported. Without a doubt, I recognize that at the end of the day that was the most blatant non-achievement or failure, he said. Halutz resigned in January following widespread criticism of his performance during the war. Peretz is expected to leave his post after this month's primary vote in his Labor Party. Opinion polls forecast Peretz will not win re-election as party chief.

SAO PAULO, Brazil - Pope Benedict XVI reaffirmed the Roman Catholic Church's opposition to abortion in his first speech in Brazil but avoided further suggestion that politicians who support abortion rights should be considered excommunicated. Benedict is on his first papal trip to Latin America, where women's rights groups have been pushing to expand access to abortion. With few exceptions, the procedure is illegal in Brazil and most other countries in the region, home to more than half the world's 1.1 billion Catholics.

The pope, who will inaugurate an important regional bishops' conference during his trip, was met at Sao Paulo airport Wednesday by Brazilian President Luiz Inacio Lula da Silva. Speaking in Portuguese, Benedict said he's certain that the bishops will reinforce the promotion of respect for life from the moment of conception until natural death as an integral requirement of human nature.Benedict's comments came just hours after one of the president's Cabinet members said a macho culture in Brazil has prevented a legitimate debate about legalizing abortion in Latin America's largest nation.

If men got pregnant, I'm sure this question would have been resolved a long time ago, said Health Minister Jose Gomes Temporao, who is pushing for a referendum on the issue.Like most Brazilians, Silva says he's opposed to abortion. But in an interview aired on Catholic radio stations earlier in the week, he said abortion was an issue for his government because of the many illegal — and often fatal — abortions performed in clandestine clinics in Brazil.Silva's spokesman said the president did not intend to bring up abortion during a second scheduled meeting with Benedict.On Thursday morning, thousands of Brazilians streamed down barricaded streets toward the Pacaembu soccer stadium, where the pope was scheduled to preside over a ceremony for young people.About 41,000 people were invited, but officials expected at least 100,000 more to gather outside. Not all agreed with the church.

Until the church broadens its scope of action to include the dispossessed, the poor and the hungry and youth, the evangelical sects are going to continue gaining ground in Brazil, said Charles Marinho de Souza, 27-year-old union activist and member of a Catholic youth group.

Even before Benedict got off his plane, he stoked a debate among Catholics who have been arguing whether politicians who approve abortion legislation as well as doctors and nurses who take part in the procedure subject themselves to automatic excommunication under church doctrine.During the flight from Rome, Benedict gave his first full-fledged news conference since becoming pontiff in 2005. When a reporter pressed Benedict on whether he agreed that Catholic politicians who recently legalized abortion in Mexico City should rightfully be considered excommunicated, the response was Yes.Church law says anyone who procures a completed abortion is automatically excommunicated. But considering political support for abortion as equivalent to procurement would set new Vatican policy.

Benedict's spokesman, the Rev. Federico Lombardi, later said the pope was not setting a new policy and did not intend to formally excommunicate anyone — a rare process under church law separate from the doctrine of self-excommunication.

But Lombardi added that politicians who vote in favor of abortion should not receive the sacrament of Holy Communion. Legislative action in favor of abortion is incompatible with participation in the Eucharist. ... Politicians exclude themselves from Communion, he said.As many as 20,000 faithful waited in cold rain for a glimpse of Benedict in South America's largest city, then chanted Bento, Bento and waved flags of different South American nations as he greeted them in Portuguese and Spanish blessed them in Latin.As well as abortion, Benedict is expected to address other challenges to Roman Catholicism during his trip, including the church's declining influence in Brazil, the rise of evangelism and a deep divide between rich and poor.

Benedict's predecessor, John Paul II, visited Mexico and addressed Latin American bishops just three months after assuming the papacy. Benedict has waited two years for his first trip to the region, but he denied being Eurocentric or less concerned about poverty in the developing world than his predecessors.

I love Latin America. I have traveled there a lot, he told reporters, adding that he is happy the time had come for the trip after focusing on more urgent problems in the Middle East and Africa. Benedict, who visited Brazil as then-Cardinal Joseph Ratzinger in 1990, will celebrate several open-air Masses, including a canonization ceremony for Brazil's first native-born saint, and visit a church-run drug and

Bush OKs integration with European Union
Congress never asked about new obligation

President Bush signed an agreement creating a permanent body that commits the U.S. to deeper transatlantic economic integration, without ratification by the Senate as a treaty or passage by Congress as a law. The Transatlantic Economic Integration between the U.S. and the European Union was signed April 30 at the White House by Bush, German Chancellor Angela Merkel – the current president of the European Council – and European Commission President José Manuel Barroso.

The document acknowledges the transatlantic economy remains at the forefront of globalization, arguing that the U.S. and the European Union seek to strengthen transatlantic economic integration. The agreement established a new Transatlantic Economic Council to be chaired on the U.S. side by a cabinet-level officer in the White House and on the EU side by a member of the European Commission.

The current U.S. head of the new Transatlantic Economic Council is Allan Hubbard, assistant to the president for Economic Policy and director of the National Economic Council. The current EU head of the council is Günther Verheugen, vice-President of the European Commission in charge of enterprise and industry. The Transatlantic Economic Council was tasked with creating regulatory convergence between the U.S. and the EU on some 40 different public policy areas, including intellectual property rights, developing security standards for international trade, getting U.S. GAAP (Generally Accepted Accounting Practices) recognized in Europe, developing innovation and technology in health industries, implementing RFID (Radio Frequency Identification) technologies, developing a science-based plan on bio-based products and establishing a regular dialogue to address obstacles to investment. At a joint press conference, Bush thanked the other two leaders for signing the trans-Atlantic economic integration plan, commenting that, It is a recognition that the closer that the United States and the EU become, the better off our people will be.Barroso said the Transatlantic Economic Council is meant to be a permanent body, with senior people on both sides of the Atlantic.

As WND has reported, Secretary of Commerce Carlos Gutierrez repeatedly has pushed for North American integration, much as the April 30 agreement proposes closer U.S.-EU integration. Mexico's ambassador to the U.N., Enrique Berruga, has called for a North American Union to be created in the next eight years.

But the Bush administration's push for North American integration is facing increasing opposition within Congress. WND reported Rep. Virgil Goode, R-Va., has introduced House Concurrent Resolution 40, which opposes the administration's Security and Prosperity Partnership, blocks a NAFTA Superhighway System and expresses opposition to the U.S. entry into a North American Union with Mexico and Canada. WND also has reported a movement led by Phyllis Schlafly of Eagle Forum has led to an increasing number of state legislatures proposing resolutions opposing a North American Union.

More religious Zionist rabbis allowing followers to enter Temple Mount

An increasing number of religious Zionist rabbis are allowing their followers to enter the Temple Mount, contrary to the religious consensus on the matter. This weekend, the rabbis Haim Druckman and Avraham Zukerman, of the Bnei Akiva youth movement, and Tzafania Drori, chief rabbi of Kiryat Shmona, are set to join this growing group with an ad in the Orthodox media.

The rabbis, who are major figures in the religious Zionist movement, will call on Jews wishing to enter the Temple Mount in purity, to ascend at this time to the to the places permitted for Jews to enter.The three rabbis are known for their principle support for letting Jews on to the Temple Mount. But they had not yet expressed their stand formally, because of the religious sensitivity of the issue. Now, in honor of the 40th anniversary of Jerusalem's unification, with many right-wing movements placing the Temple Mount on their agenda, the rabbis have decided to call publicly on Jews to go to the Mount.

In publishing the ad, they will be joining dozens of other rabbis of the religious Zionist stream, among them rabbis in West Bank settlements, who in recent years have allowed Jews to go to the Temple Mount within the bounds of Jewish law. Currently, rabbinic consensus in the religious Zionist and the ultra-Orthodox world prohibits Jews from entering the Temple Mount. This is because the exact location of the Holy of Holies is not known, and therefore Jews who have not properly purified themselves may accidentally walk there or through other prohibited places. Rabbis who allow their supporters to ascend to the Temple Mount set stipulations for entry, including the mandating of ritual immersion beforehand, the wearing of cloth shoes, the keeping to areas permitted to Jews under Jewish custom, and the studying of relevant religious regulations. There are two Islamic shrines on the Mount, the Al-Aqsa Mosque and the Dome of the Rock. Over the years, successive Israeli governments, backed by the High Court of Justice, have allowed Jews to visit the Temple Mount, but have prohibited them from praying there.

The policy was set 40 years ago by then-defense minister Moshe Dayan. Dayan argued that the national and territorial dimension of the Arab-Israeli conflict should be separated from the religious dimension, and for this reason Jewish prayer and ritual should be prohibited on the Mount. At the same time, it was decided that ultimate responsibility for security on and around the Temple Mount would be in the hands of Israel, while religious and administrative autonomy at the Temple Mount would be under the Waqf (the Muslim religious authorities), a situation that prevails to this day.

Prague seeks get-out clause for EU laws in new treaty

EUOBSERVER/BRU-The Czech Republic wants a new EU treaty to include a clause
allowing groups of EU states to opt out of Brussels legislation, in a plan set to re-ignite the debate on a two-speed Europe.Prague's negotiator on the disputed EU constitution Jan Zahradil told EUobserver the new-look version of the treaty should introduce a measure that would allow a group of states to withdraw from particular European policies.The treaty clause, recently proposed by Prague in confidential talks with the German EU presidency, would enable a minority group of member states not to sign up to EU laws agreed by a majority in the council, member states' decision making body.Mr Zahradil said he would table the collective opt-out idea at a 15 May gathering of member state sherpas - government appointees for talks on the EU constitution - in Berlin.Prague believes the mechanism is necessary in light of the voting system proposed in the EU constitution, giving more power to big member states.

[The constitution] strongly increases the voting weights of some big states - particularly Germany (...)- this creates the possibility that smaller states are more frequently outvoted in controversial issues, such as social schemes, environmental issues or a very fashionable issue of today - consumer protection, said Mr Zahradil.Prague's latest proposals reflect the views of the government led by the centre-right ODS party which opposes far-reaching EU integration and dislikes Brussels legislation hampering the free market.Mr Zahradil is himself an ODS politician and member of the European Parliament, in addition to his job as Czech sherpa.

Two-speed Europe

The Czech proposal is likely to fuel the debate on a two-speed Europe which has re-emerged in the context of the renegotiations on the EU constitution, rejected in French and Dutch referendums in 2005.

The idea of some member states moving faster than others is usually promoted by proponents of EU integration who are irritated by sceptics blocking progress. The EU's current Nice Treaty already contains the possibility for enhanced cooperation allowing a group of at least eight states to go ahead on their own. By contrast, opt out rights are reserved for some individual member states and are carefully negotiated, with Denmark, for example, enjoying an opt-out from the eurozone.The Czech proposal for a group opt-out would allow a more structured two-way flexibility, Mr Zahradil said, with Czech officials currently working out the details of the proposal.

Controversial

But the idea, characterised by Mr Zahradil as probably controversial, is unlikely to get an easy reception with the German presidency unhappy at the prospect of reopening the institutional core of the EU constitution.And Poland, which shares the Czech concern about Germany getting too much voting power in the EU constitution, reacted lukewarmly to the Czech idea.Marek Cichocki, the Polish sherpa, said he had not seen the Czech plan, but signalled that Warsaw would prefer to stick to its more fundamental opposition to the voting weights in the constitution.We are above all interested in a general solution to this problem, rather than solutions to particular circumstances, he said.Warsaw is promoting its own alternative voting model which would give Poland more power, particularly relative to Berlin.Mr Cichocki added that the Czech plan also runs the risk of dividing Europe into different groups in different areas.That is something we would like to avoid.

The director of international economics at the Council on Foreign Relations has launched a scathing attack on sovereignty and national currencies. Benn Steil, writing in the current issue of CFR's influential Foreign Affairs magazine, says the world needs to abandon unwanted currencies, replacing them with dollars, euros, and multinational currencies as yet unborn.In the article, The End of National Currency, Steil clearly asserts the dollar and the euro are temporary currencies, perhaps necessary today. He argues economic development outside the process of globalization is no longer possible.

His inevitable conclusion is countries should abandon monetary nationalism.Steil tempers his embrace of one world currency, writing, Governments should replace national currencies with the dollar or the euro or, in the case of Asia, collaborate to produce a new multinational currency over a comparably large and economically diversified area.He concludes: It is the market that made the dollar into global
money – and what the market giveth, the market can taketh away. If the tailors balk and the dollar falls, the market may privatize money on its own.

The tailors Steil has in mind are the world's central bankers. He advises that the U.S. needs to perpetuate the sound money policies of former Federal Reserve chairmen Paul Volker and Alan Greenspan and return to long-term fiscal discipline. In our current era of large and growing trade imbalances and over $35 trillion in GAAP (Generally Accepted Accounting Principles) accounted federal deficits, these targets appear unlikely. Steil concludes the foreign tailors, with their massive and growing holdings of dollar debt no longer feel wealthy and secure in the economic environment of a resultant falling dollar. The inevitable conclusion is that the dollar, too, may be on the way out. Steil's essay is antagonistic to the ideas of sovereignty and national currencies.

He writes, The right course is not to return to a mythical past of monetary sovereignty, with governments controlling local interest and exchange rates in blissful ignorance of the rest of the world. Governments must let go of the fatal notion that nationhood requires them to make and control the money used in their territory.Steil has ultimate confidence that economic globalism is irreversible, with national currencies doomed to the dustbin of history. In order to globalize safely, he advises, countries should abandon monetary nationalism and abolish unwanted currencies, the source of much of today's instability.Steil believes continued economic growth demands a global flow of capital unimpeded by the barriers inherent to monetary nationalism. He asserts barriers created by monetary nationalism, such as national exchange rates or national monetary policy regimes, inevitably impede capital flow and cause currency crises as a consequence. Steil fundamentally argues, Monetary nationalism is simply incompatible with globalism. Since Steil believes that only globalism offers the unrestrained flow of capital needed for worldwide economic development, he contends even re-establishing a gold standard would be counter-productive when the only real solution is to abandon the idea that nations have any reason to create currencies at all.

Throughout his analysis, Steil cautions that dependence upon the dollar or the euro as global currencies is not fundamental to his argument. He stresses that the dollar's privileged status as today's global money is not heaven-bestowed. The dollar is ultimately just another money supported only by faith that others will willingly accept it in the future in return for the same sort of valuable things it
bought in the past.In other words, if the institutions of the U.S. government fail to validate that faith, the dollar, too, merits being abandoned. Reckless U.S. fiscal policy is undermining the dollar's position even as the currency's role as a global money is expanding, he notes. Steil imagines the ultimate solution is to privatize a global currency through a gold-based international monetary system.

A new gold-based international monetary system surely sounds far-fetched, he concludes. But so, in 1900 did a monetary system without gold. Modern technology makes a revival of gold money, through private gold banks, possible even without government support.

HELENA, Mont. - An earthquake damaged an apartment building and knocked bricks off the facades of Main Street buildings in southwestern Montana on Tuesday, authorities said. The 4.6 magnitude quake, reported at 9:46 a.m., was centered about nine miles northeast of Sheridan. It was felt in Helena and as far away as Idaho, according to the U.S. Geological Survey Web site.Students at Sheridan Elementary School were under their desks Tuesday morning, in some cases before teachers realized an earthquake was shaking the area, the school secretary said.It was a hard jar, and really loud, said secretary Jenny Burke. It was like somebody just shook the heck out of us for two seconds.

The school was not damaged.

One Sheridan family was evacuated from their damaged downtown apartment until it can be proven safe, said Frank Ford, Madison County's former emergency management director.Madison County Commissioner Jim Hart was on the third floor of the courthouse when the earthquake hit.We all just kind of held onto the table for a second or two, and then went, We need to get out of here,

BONN (Reuters) - Birds, whales and other migratory creatures are suffering from global warming that puts them in the wrong place at the wrong time, a U.N. official told 166-nation climate talks on Monday.

A warmer climate disrupts the biological clocks of migratory species including bats, dolphins, antelopes or turtles, said Lahcen el Kabiri, deputy head of the U.N.'s Bonn-based Convention on Migratory Species.They are the most visible warning signs -- indicators signaling the dramatic changes to our ecosystems caused in part by climate change, he told delegates on the opening day of a May 7-18 U.N. meeting searching for new ways to offset warming.

Many creatures are mistiming their migrations, or failing to bother as changes between seasons become less clear. The shifts make them vulnerable to heatwaves, droughts or cold snaps.Among birds, for instance, cranes are starting to spend the winter in Germany rather than fly south to Spain or Portugal. A harsh winter could decimate the population, he said.Migratory species are particularly vulnerable because they need separate breeding, wintering and stop-over sites. Changes to any one of the habitats can put them at risk.Global warming, blamed by almost all experts on a build-up of gases from burning fossil fuels, adds stresses for migratory species such as pollution, overfishing or destruction of habitats on land for farming, roads or towns.

Climate change affects all migratory species, El Kabiri, a Moroccan, told Reuters. He said that whales were sometimes in the wrong place to feed on fish and plankton which were thriving closer to the poles because of warmer oceans.In the Arctic, forests could take over from tundra, complicating life for many birds that nest on the ground and have to fly from Africa to find sites with few predators.

Warmer weather could bring predators north.Rises in sea levels could swamp habitats for many shore birds. El Kabiri said governments should cooperate more to create and protect international migration corridors.Birds are sometimes hatching early in a warmer climate, but sometimes insect food can flourish even earlier. Pied flycatcher birds in Europe, for instance, have suffered from a lack of caterpillars for their chicks.The Convention on Migratory Species and the U.N.'s African Eurasian Migratory Waterbirds Agreement said they will highlight the problems for birds and climate change around the world with a series of events on May 12-13.

It will prioritize inspecting fertilizer and pesticide use in vegetable planting as well as animal medicines and additives in livestock feed, according to a notice from the State Council, China's cabinet.China's rush into
capitalism has created a rash of unregulated companies, operating on thin margins, whose temptation to cut corners has sometimes led to deaths from dangerous food additives.That's increasingly raising concern in countries that import food, or food ingredients, from China.China acknowledged on Tuesday that two Chinese companies illegally exported wheat gluten and rice protein that contained melamine scrap, a chemical product that artificially inflates protein levels. It was mixed into pet food along with another compound, causing a spate of animal deaths in the United States.

I think the primary thing that must be recognized is that this thing represents a gap in the regulatory system, a worldwide gap, said a U.S. official based in China.Although there's probably a lot of culpability on the part of the Chinese -- misrepresenting products is a common procedure in China to skirt around their regulatory process -- it doesn't necessarily indict their regulatory process. It more or less indicts the ability to enforce the rules.A team from the U.S. Food and Agriculture department has arrived in China to help investigate how the melamine got into the feed. VIENNA, Austria - Iran agreed Tuesday to a compromise on the agenda text of a global conference called to consider ways to strengthen the Nuclear Nonproliferation Treaty, taking a surprise turn under pressure from allies to end a weeklong deadlock preventing talks. Tehran's decision saved the meeting from a likely collapse, allowing delegations to move on to their main purpose — beginning to lay the ground work for a 2010 conference that is to review and possibly revise the pact to make it more effective in curbing the spread of nuclear arms.The current meeting has no decision-making powers.

But its failure would have damaged chances for progress in further preparatory sessions by putting into question the ability of nations to reach consensus decisions — the usual procedure for such treaties.The conference had been snarled since its start April 30 by Tehran's objection to a phrase in the agenda citing the need for full compliance with the Nonproliferation Treaty.

Diplomats said Iran felt that wording would allow it to be targeted for defying U.N. Security Council demands for Tehran to suspend uranium enrichment, a process that can produce both fuel for electricity-generating nuclear reactors and material for atomic warheads.The South African proposal accepted Tuesday will footnote the phrase to reflect that all aspects of the treaty must be fully observed — an allusion to the need for the United States and other nuclear weapons states to disarm.

India tests nuclear-capable surface missile MAY 9,07

BHUBANESWAR, India (AFP) - India on Wednesday successfully tested a nuclear-capable ballistic missile from a site in the eastern state of Orissa, defence sources said. The test of the Prithvi-1 (Earth 1) surface-to-surface missile took place at Chandipur-on-sea, about 200 kilometers (125 miles) northeast of Orissa's state capital Bhubaneswar.The 8.5-metre-long (28-foot) missile -- which can carry a one-tonne conventional or nuclear warhead -- can travel 150 kilometres in five minutes and has a range of up to 250 kilometres.

It is designed for battlefield use against troops or armoured formations.An official at the government's Defence Research and Development Organisation (DRDO) told AFP on condition of anonymity that the test was part of a continued effort to improve the indigenously-developed missile.Nuclear-capable India and Pakistan -- which have fought three wars, two of them over the disputed Himalayan territory of Kashmir -- routinely carry out missile tests and normally notify each other in advance.The Prithvi is India's first indigenously-built ballistic missile, and one of five being developed by New Delhi, along with the Agni, Trishul, Akash and Nag.Two other variants of the Prithvi, with a strike range of between 250 and 350 kilometres, will be handed over to the navy and air force once tests are completed.Last month, India tested the Agni-III, an intermediate range ballistic missile which can reach the Chinese cities of Beijing and Shanghai.

JERUSALEM - An Israeli archaeologist on Tuesday said he has found remnants of the tomb of King Herod, the legendary builder of ancient Jerusalem, on a flattened hilltop in the Judean Desert where the biblical monarch built a palace.

Hebrew University archaeologist Ehud Netzer said the tomb was found at Herodium, a site where he has been exploring since the 1970s.Netzer said a team of researchers found pieces of a limestone sarcophagus believed to belong to the ancient king. Although there were no bones in the container, he said the sarcophagus' location and ornate appearance indicated it is Herod's.It's a sarcophagus we don't just see anywhere, Netzer said at a news conference. It is something very special.Netzer led the team, although he said he was not on the site when the sarcophagus was found.

Stephen Pfann, an expert in the Second Temple period at the University of the Holy Land, called the find a major discovery by all means, but cautioned further research is needed.He said all signs indicate the tomb belongs to Herod, but said ruins with an inscription on it were needed for full verification.

We're moving in the right direction. It will be clinched once we have an inscription that bears his name, said Pfann, a textual scholar who did not participate in Netzer's dig.The fragments of carved limestone found at the sandy site are decorated with floral motives, but do not include any inscriptions.Herod became the ruler of the Holy Land under the Romans around 40 B.C. The wall he built around the Old City of Jerusalem during the time of the Jewish Second Temple is the one that can be seen today. He also undertook massive construction projects in Caesaria, Jericho, the hilltop fortress of Massada and other locations.

It has long been assumed that Herod was buried at Herodium, but decades of excavations failed to turn up the site until now. The first century historian Josephus Flavius described the tomb and Herod's funeral procession.Herodium was one of the last strong points held by Jewish rebels fighting against the Romans, and it was conquered and destroyed by Roman forces in A.D. 71, a year after they destroyed the Second Temple in Jerusalem.Hebrew University had hoped to keep the find a secret until Netzer's news conference on Tuesday. But the university announced the find in a brief statement late Monday after the Haaretz daily found out about the discovery and published an article on its Web site.

Herod's Grave Uncovered

Prof. Ehud Netzer of Hebrew University, fulfilling a career-long goal of solving this national-historic mystery, has uncovered the grave of King Herod - at the Herodium (Herodion), east of Efrat in Gush Etzion. Prof. Netzer announced his discovery at a Tuesday morning press conference at the Mount Scopus campus of Hebrew University of Jerusalem.

He explained that a combination of the location, type of work at the tomb, the decorations, and pieces of the coffin led to the definite conclusion that this was Herod the Great's burial site. Herod was the Roman-appointed king of Judea from 37 to 4 BCE. He was renowned for his many monumental building projects, including the expansion of the Second Temple in Jerusalem, the palace at Masada, and the Herodium complex, 15 kilometers south of Jerusalem. The Herodium, Herod's final resting place, is the most outstanding among his building projects. Prof. Netzer has led archaeological digs there since 1972, and the exposure of the king's tomb here becomes the climax of this sites research, Netzer said.

The coffin was found broken into pieces, and Prof. Netzer explained that it was likely broken some 70 years after the unpopular king's death, during the Jewish rebellion. Herod had also been known for his cruelty, killing his wife and children, among other perceived opponents.The Herodium is famous for the well-known mountain-top structure comprising a palace, a fortress and a monument. The excavations on the slope of that mountain, where the tomb was found, began in August 2006. The expedition, on behalf of the Institute of Archaeology of the Hebrew University of Jerusalem, was conducted by Prof. Netzer, together with Yaakov Kalman and Ro'i Porat. The approach to the burial site was via a monumental flight of stairs 6.5 meters wide, leading to the hillside; the stairs were especially constructed for the funeral procession.

Herod died in Jericho, but left instructions to be buried in the area known as the Herodium. The mausoleum itself was almost totally dismantled in ancient times, but part of its well-built podium remains. Spread among the ruins are pieces of a large, unique coffin, nearly 2.5 meters (over 8 feet) made of a Jerusalemite reddish limestone, decorated by rosettes. The sarcophagus (coffin) had a triangular cover, which was decorated on its sides. Only very few similar sarcophagi are known in the country, and can be found only in elaborate tombs such as the famous one at the Kings Tomb on Salah a-Din Street in eastern Jerusalem. Although no inscriptions have been found yet at Herodium, archaeologists are hopeful that some might yet be found.

Wild Goose Chase

The search for Herods tomb, which began actively 30 years ago, focused until last year on Lower Herodium, which includes an area built especially for the king's funeral and burial. However, atop the Herod-era ruins was a large complex of Byzantine structures that took many years to dig out first. Finally, Herod's Tomb Estate was dug. Though two monumental buildings and a large ritual bath (mikveh) were found, as well as a large route (350 meters long and 30 meters wide) that had been prepared for the funeral, no sign of the burial place itself was found. The expedition then started to search for it on the slope of the hill, where it was finally found. Prof. Netzer emphasizes that there seems to be no doubt that the king's initial intention was to be buried in the estate.

Herod later changed his mind, however, asking to be buried within the artificial cone which gave the hill of Herodium its current volcano-shape.

Josephus Leaves Out Detail

The main historical source of the Second Temples days, the historian Josephus Flavius, described the site of Herodium in detail, as well as the funeral - but left out the detail of the burial having taken place on the hillside instead of in the Tomb Estate. A complex of tunnels from the days of Bar-Kokhba within the Herodium mount was opened to the public in the 1980's. The archaeological excavations at the site, which stopped in 1987, were renewed 10 years later and continued until 2000, and after a second break, were renewed at the end of 2005.

Modern-Day Implications

Residents of Gush Etzion anticipate that the find will strengthen eastern Gush Etzion. The Herodium is located along the not-yet opened Zaatra bypass road between the southern Jerusalem neighborhood of Har Homa and the two Gush Etzion communities of Tekoa and Nokdim.

KANSAS CITY, Mo. - Heavy rain from an already deadly storm system sent the Missouri River and other Midwest waterways over their banks Tuesday, forcing thousands of people to evacuate and bringing warnings that the region could see flooding close to the devastation of 1993. Missouri Gov. Matt Blunt declared a state of emergency and mobilized National Guard troops to help.

At least 19 Kansas counties declared local disaster emergencies.River towns across much of Missouri were evacuating low-lying areas Tuesday or seeking help filling and stacking sandbags.We're scrambling around here, said Steve Mellis, who was volunteering near the central Missouri town of Easley as residents moved boats and equipment to higher ground.Two-thirds of the town of Mosby, 20 miles northeast of Kansas City, was already under 2 to 4 feet of water from the overflowing Fishing River, said D.C. Rogers, Clay County director of emergency services. He said the town's 242 residents began evacuating Monday morning. By evening, only one route into the community remained open.

Mosby's flooding could have been worse. Rogers said authorities managed to plug a damaged dam with sandbags. That private earthen dam holds back a 20-acre lake. If the dam broke, its water would flow into Clear Creek, which runs into the Fishing River and through Mosby.

Last word I got is it's holding, Rogers said. Hopefully, the waters will recede, and that guy can fix his dam.It hasn't gotten this much water since 1993, he said. Evacuations were voluntary in several western Missouri counties, but a mandatory evacuation was imposed in Parkville, just across the Missouri River from Kansas City, said Jessica Robinson, a spokeswoman for the governor.Communities across the central Plains faced flooding from the weekend-long thunderstorms that spawned the deadly tornado that wiped out Greensburg, Kan.Parts of Missouri, Iowa and Kansas received 4 to 8 inches of rain in a 24-hour period, the National Weather Service said. His radical reform programme won him 53 percent of the votes to 47 percent for his Socialist rival Segolene Royal.The new president had pre-planned the break to recover from his months of gruelling campaigning and to mentally ready himself for France's highest office.The Sarkozys escaped the heady post-election atmosphere in Paris on board a private Falcon jet belonging to a wealthy industrialist friend, Vincent Bollore.The yacht, a 60-metre (200-foot) vessel also believed to belong to Bollore, sailed along the south coast of Malta on Monday before returning in the evening to drop anchor just off the tiny capital Valletta.It left early Tuesday headed towards nearby Sicily.Sarkozy's secretive high-budget retreat was beginning to draw criticism back in France.One Socialist senator said the 52-year-old new president was living in another world.Mr Sarkozy never said he would be the president of the poor. He is the president of the CAC 40 Paris stock exchange, Jean-Luc Melenchon told France Inter radio.Sarkozy takes over from President Jacques Chirac on May 16.In his last major public ceremony as head of state, Chirac on Tuesday laid a wreath at the tomb of the unknown soldier in Paris to commemorate the Allied defeat of Nazi Germany in 1945.Sarkozy's election triumph has sparked protests across the country, many of them violent. They began late Sunday and continued Monday night, prompting the leader of the defeated Socialists to appeal for calm.

Overnight Monday some 500 youths shouting Sarko, fascist! went on a rampage in the Bastille district of Paris, burning 10 cars, looting two stores and smashing windows, police said.More than 200 people were detained during four hours of clashes with police, one of whom was injured.

The flare-ups echoed Royal's pre-poll warning that a Sarkozy victory could see the country slide into unrest.Sarkozy, a tough-talking former interior minister, is hated in the high-immigrant suburbs after he described young delinquents as rabble and for his stance on law and order.It was under his watch that the suburbs across France exploded into riots for three weeks in late 2005, in which hundreds of buildings were burned and thousands of cars torched. Anti-Sarkozy protests turned violent overnight Monday in France's second city of Lyon, in Lille, Toulouse, Nantes and Rennes. More than 500 cars were set alight in cities nationwide. Socialist Party leader Francois Hollande appealed for calm, warning that the violence could trigger a heavy police clampdown. Those who are waging this violence are playing into the hands of those who want more order, who want to be tougher, he told RTL radio. The Socialist mayor of Paris, Bertrand Delanoe, also called for cool heads to prevail. Sarkozy will have a busy schedule when he begins his ambitious bid to overhaul France's lacklustre economy. He has vowed to cut taxes for the wealthy, trim unemployment and curb the power of the country's powerful unions. But first he must name a prime minister, with most reports saying it will be former social affairs minister Francois Fillon. He then faces parliamentary elections in June that will decide whether the new president will have the strong majority needed to push through his reform programme.

Olmert Survives Three No-Confidence Motions

JERUSALEM, May 7 — Israel’s prime minister, Ehud Olmert, survived three no-confidence motions against his government today, following a harsh report on the performance of the country’s leadership during last summer’s war with Hezbollah in Lebanon. Mr. Olmert’s governing coalition has a large majority in the 120-seat parliament, and the no-confidence motions were all rejected by a comfortable margin. Nevertheless, the results revealed cracks in support from parliament members belonging to the coalition: at least 16 of them voted against the prime minister, abstained or were absent.

Separately, the Israeli air force struck a car in northern Gaza that army officials said was laden with explosives and on its way to launch rockets into Israel. The Islamic Jihad group, which has claimed responsibility for several rocket attacks in recent days, said that two of its members escaped from the car before it was hit. Hospital officials in Gaza said that one passerby was injured in the Israeli strike.

According to an Israeli army spokesman, 14 rockets have been fired at Israel from Gaza since Friday. One rocket hit a house next to a kindergarten in the Israeli border town of Sderot this morning, but caused no injuries.The motions of no confidence were brought on the opening day of the Israeli parliament’s summer session by parties representing rightist, leftist and religious opponents of the
government. Benjamin Netanyahu, who leads the rightist Likud bloc, called for new elections and told the incumbent government, which has pledged to implement the recommendations of the war report, You are not the solution, you are the problem.

The leader of the leftist Meretz party, Yossi Beilin, said that the lack of confidence had penetrated the public, the parliament, and even Mr. Olmert’s own Kadima party. Mr. Beilin told the parliament that a government minister from the Kadima party had told him that Mr. Olmert, as prime minister, poses a national danger to Israel.

Still, there is no consensus on who, or what, should come next. Mr. Netanyahu is ranked as a favorite for the prime minister’s job in recent opinion polls. For that reason, Mr. Beilin has argued that new elections are not necessary, and that the necessary change can come about through parliamentary procedures instead.

According to the polls, at least two-thirds of the public would like to see Mr. Olmert go. The eclectic nature of the opposition to Mr. Olmert could be seen at a protest camp set up by two students near the prime minister’s residence in Jerusalem. Zichri Weiner, 27, and Itai Harari, 28, walked here from Tel Aviv, pitched their tents on the sidewalk, and are calling on the Israeli public to join them in their demand for Mr. Olmert to resign. Besides a trickle of random passers-by, visitors to the camp have included Ophir Pines-Paz, the Labor lawmaker and a leading contender to replace Mr. Olmert; the Likud mayor of Sderot, Eli Moyal; and bunches of religious schoolboys who have had their buses stop off at the site on their way home. Mr. Weiner said it was short-sighted to worry about who, or what, would come next after a resignation by Mr. Olmert. Our goal is much bigger, he said.

SARKOZY WINS DRAMATIC ELECTION IN FRANCE
So who is he really and will he be good for the U.S.?

(Washington, D.C., May 8, 2007) This is a year of dramatic political changes in Europe that bear close watching. Britain's Tony Blair will soon step down, making way for Labour leader Gordon Brown, currently the Chancellor of the Exchequer, to take over as Prime Minister on July 2. Brown will eventually face conservative Tory leader David Cameron in a battle for Britain's future. On July 22, Turkey will hold major elections that could end in pro-Iranian and pro-Russian Islamic fundamentalists in charge of what has been a U.S.-friendly secular government. But the biggest news so far comes from France, where center-right presidential candidate Nicholas Sarkozy has just defeated the socialist Segolene Royal, 53% to 47% in a fiercely-contested runoff. So who is Nicolas Sarkozy and what kind of President will he be? At a youthful and energetic 52, he is widely seen as more pro-American than his predecessor, the out-going 74-year old Jacques Chirac. Royal last week accused Sarkozy of being a dangerous choice who would threaten democracy and could spark a civil war. Worse, Royal compared Sarkozy to President Bush, the ultimate insult in France these days.

Nevertheless, the French elected him anyway and upon hearing the news of his victory, Sarkozy immediately reached out to the American people as friends and said he looked forward to working with Washington.

My dedication to our relationship with America if well known and has earned me substantial criticism in France, he told the Wall Street Journal. But let me tell you something, I'm not a coward. I embrace that friendship. I'm proud of the friendship...and I proclaim it proudly.On national security, Sarkozy could emerge as tougher than Chirac. He has vowed not to cut French defense spending. He has promised to build a new French aircraft carrier, capable of projecting French military power well into in the 21st century. What's more, while he opposed the war in Iraq, he now warns that a premature U.S. troop withdrawal would lead to chaos.Sarkozy has taken a hardline against Islamic radicals operating inside France. He served as the country's Interior Minister during the Paris riots by Muslim
radicals in 2005 and was responsible for ordering the severe police crackdown on such radicals.

There are now fears the Muslims will launch a new wave of violent protests because Sarkozy has been elected. Worth noting: polls showed that voters in the Muslim neighborhoods where the worst of the violence took place in 2005 overwhelming backed the socialist candidiate, Segelone Royal. Sarkozy is deeply unpopular in housing estates where the residents are mostly second- and third-generation immigrants, many of them Muslims from former colonies in North Africa, reported Reuters. If Sarkozy wins there will certainly be riots here in Clichy and all over France, said Moroccan-born Mohammed Saidi, 43, a first-time voter in Clichy-sous-Bois, one of the neighborhoods where the worst rioting took place.

On other foreign policy issues, Sarkozy is strongly opposed to allowing Turkey to join the European Union, warning of the threat of allowing 100 million more Muslims free reign through the European continent. He is generally perceived to be pro-Israel, telling the Jerusalem Post that Israel has the right to defend herself against radical Islamic attacks.He has said that he supports a Palestinian state but
only after Israel's security is assured. Sarkozy warns that the Iran is the number one threat in the Middle East and that an Iranian nuclear bomb would be absolutely unacceptable, yet he opposes a war with Iran, just as he opposed the U.S.-led liberation of Iraq. I want to be clear on Iran, he told the Jerusalem Post. It is unacceptable and dangerous that Iran pursues a militarily nuclear capability. Iran
has the opportunity to reestablish confidence concerning the nature of its nuclear activities....With regard to Mr. Ahmadinejad, I remind you of what I have already said about his attitudes and positions. His call for the destruction of Israel and denial of the reality of the Shoah [Holocaust] are totally inadmissible and irresponsible. I am actually not even sure these views are shared by a majority of Iranians, far from it.Sarkozy is a big believer in tax cuts and privatization to reinvigorate the sluggish French economy. A 2004 Time magazine profile described him as a believer in free markets, noting that as Finance Minister, on Sept. 1 Sarkozy decided to sell off a €4.6-billion chunk of France Telecom, reducing the government's stake to under 50% for the first time; on Sept. 2 it was finished.

Last month he moved to waive inheritance taxes on sums below €100,000 per estate, suspended a 3% corporate tax, and withstood stiff protests from unions to lay the groundwork for the partial privatization of Electricité de France. He also deplores France's 35-hour workweek, and says it must be changed to allow those who want to work more to do so.

By backing Sarkozy, voters showed they wanted a strong leader to resolve France's many problems, including high unemployment of at least 8.3 percent, falling living standards, job insecurity and declining industrial might, noted a Reuters analysis. He has promised a clean break with the policies of Chirac, once his political mentor, and says he will curb the powers of the unions and toughen sentencing for criminals.

On foreign policy, Sarkozy is more pro-American than Chirac, but has made clear he opposes the war in Iraq and will find it hard to ally himself too closely to Washington because of anti-U.S. sentiment at home.Segolene Royal's campaign stumbled over a number of gaffes she made, particularly those revealing her lack of knowledge of foreign and defense policy issues. My favorite example: Royal [was] trapped during a radio interview into revealing her ignorance of defence issues. She was asked how many nuclear-missile-carrying submarines France possessed. One, she
suggested. When the interviewer said seven, she agreed that it was seven, only to be told that it was actually four.

BOTTOM LINE:
1) the French socialists have suffered a huge defeat, always a good thing
2) the U.S. now has a more pro-American leader to work with in Paris
3) the E.U. suddenly has a new leader who seems to understand just how serious the threat of radical Islam and has a history of being tough on extremists
4) French Jews and Israel believe Sarkozy may be more sympathetic to the threats and challenges they face from the Islamic world
5) Big Questions: Is Nicolas Sarkozy a man the Bush administration can work with on the biggest issues in the Mideast, namely Iraq and Iran, and does Sarkozy recognize the dangerous direction. Vladimir Putin is taking Russia?
6) Only time will tell just what kind of leader Nicolas Sarkozy will be, but French voters appear to have taken an important step in the right direction at a critical time in U.S.-French relations.

MOSCOW (Reuters) - The pursuit of science in President Vladimir Putin's Russia is driven by profit alone and there was less government interference even under Josef Stalin, a Russian Nobel Prize winner said in a interview.

Vitaly Ginzburg's comments to the Sunday Telegraph newspaper are likely to put Russia's scientists back on a collision course with the Kremlin.In March, Russia's Academy of Sciences, founded by Tsar Peter the Great, spurned a government plan to establish a new supervisory council that would control the body's finances and include officials from the presidential administration.The government says the reform of the Academy is desperately needed to reverse the continuing brain drain from Russia, make research work lucrative for a generation of young scientists and help build the hi-tech economy Putin has set as his goal.Of course, in Stalin's times the Academy was under the control of the central committee of the Communist Party, Ginzburg told the paper.

But in those days you could come up with an idea and create that's how we put the first Sputnik satellite into space. Now the government thinks science must bring only income and profit, which is absurd.Of course it is about Putin. Our democracy is far from ideal, said Ginzburg, 90, who shared the 2003 Nobel Prize for physics with fellow countryman Alexei Abrikosov.

Putin, whose second and last four-year term ends next year, enjoys vast popularity nationwide while the economy is fast growing, people's incomes are rising and state coffers groan from windfall revenues from booming oil exports.But critics at home and abroad accuse the Russian leader of backtracking on democratic reforms and establishing tight control over the bureaucracy and the economy.They say he is trying to bring the academy under his sway as well. Supporters of the reforms say too many institutions are run by cliques of elderly academics who resist change while promising young scientists are tempted abroad for better pay and opportunities.The Academy has boasted dozens of Nobel prize winners in its near 300-year history.
